WELL, IN ADDITION TO THE GREAT NEWS THAT FINANCE MANAGER MIKE LEE JUST SHARED ABOUT MULTIPLE BONDS BEING SOLD, I'LL JUST RUN THROUGH SOME OF THE ACTIVITIES THAT THE REDEVELOPMENT COMMISSION HAS IN THE LAST MONTH. OBVIOUSLY, AS JANEL POINTED OUT WE ARE IN THE MIDDLE OF GETTING THE NEW CIVIC SQUARE GARAGE RFP. MOVING FORWARD AND SELECTED. FTC THE HOLLAND BUILDING IN CIVIC CENTER IS MOVING RIGHT ALONG. THIS MONTH SHOULD BE OPENING UP REALLY SOME GREAT PROGRESS SHOULD BE MADE THERE. WE HAVE -- THE KENT BUILDING IS NOW LEASING. PERSINIUM IS MOVING FORWARD AS WELL. THEY NOW HAVE THE GREEN GRASS UP IN THE CENTRAL PARK AREA OF IT AND WE LOOK FORWARD TO SEEING THE PROPOSALS FOR THE TAVERN ON THE GREEN THAT'S GOING TO BE LAST AND FINAL PART OF THAT PROJECT. MELANGE IS DOING REALLY WELL. I HEARD TWO WEEKS AGO I THINK THEY HAD 12 UNITS ALREADY SOLD. SO IT'S -- THOSE ARE FLYING OFF THE SHELVES IF YOU WILL. LOT 1, WE HOPE TO HAVE SOME ARCHITECTURE PRESENTED IN FRONT OF THE ARCHITECTURE REVIEW COMMITTEE FAIRLY SOON. AND DEMO IS EXPECTED TO START IN THE NEXT MONTH OR SO. MAGNOLIA HAS STARTED CONSTRUCTION ON ITS FIRST STACKED FLAT UNITS AND THE CORNER IS REALLY CLOSE TO RECEIVING THEIR CONSTRUCTION PERMITS. WE'RE JUST FINALIZING SOME FINAL DETAILS. AND THEN WE SHOULD PROBABLY SEE CONSTRUCTION BEGIN THERE, REALLY IT WILL BE MORE NEXT YEAR. FRANCISCAN IS MOVING FORWARD AS WELL AND ZOTECH IF THEY AREN'T OPEN YET THEY ARE REALLY CLOSE TO BEING OPEN. AND FINALLY THE SIGNATURE PROJECT IS ALSO MOVING TOWARDS GETTING ALL THEIR BUILDING APPROVALS AS WELL SO THAT SHOULD START SOON. DESIGN IS ONGOING FOR THE HISTORICAL SOCIETY PROJECT, THE CRC IS ASSISTING WHERE. AND THERE IS AN OLD SLIDE BUT THIS DID OPEN IN LATE AUGUST. AND THAT HAD CONCLUDES MY REPORT AND I'M HAPPY TO ANSWER ANY QUESTIONS, IF THE COMMISSIONERS HAVE ANY. [00:10:02] >> QUESTIONS GENTLEMEN FOR DIRECTOR? SEEING NONE, THANK YOU MR. DIRECTOR WE WILL MOVE ON TO OUR COMMITTEE REPORTS AND WE'LL BEGIN WITH FINANCE COMMITTEE. COMMISSIONER BOWERS. >> WE DID NOT NEED TO MEET THIS [6b. Architectural Review Committee] MONTH. >> VERY GOOD. WE WILL THEN MOVE ON TO THE ARCHITECTURAL REVIEW COMMITTEE. COMMISSIONER BROOKS. >> THANK YOU MR. PRESIDENT. THE ARCHITECTURAL REVIEW COMMITTEE DID MEET ON AUGUST 30TH AND AT THAT MEETING, WE APPROVED THE UPDATED PLANS AND ELEVATIONS FOR THE CARMEL CITY CENTER RENTON BUILDING AND THE EXECUTIVE DIRECTOR SEENT LETTER TO JIM WALLS ADVISING HIM OF THE SAME. SO WE HAVE APPROVED THE WRENN BUILDING AND THAT'S ALL MY REPORT. >> THANK YOU COMMISSIONER BROOKS. ANY QUESTIONS OF COMMISSIONER BROOKS? SEEING NONE WE WILL MOVE ON THEN TO OLD BUSINESS. IS THERE ANY OLD BUSINESS TO COME BEFORE US THIS EVENING? SEEING NONE WE WILL MOVE ON TO NEW BUSINESS AND BEGIN WITH OUR [8a. Action Item #1 – Approval of contract with Ray’s Demolition for the Demolition of the Lot One Site Synopsis: This will approve a contract with Ray’s Demolition for the demolition of the Lot One Site for the future development of First on Main.] FIRST ACTION ITEM WHICH IS APPROVAL OF A CONTRIBUTION TO THE WINTER PAVILION OVER ON THE CARTER GREENLEY AND I BELIEVE WE HAVE REPRESENTATIVES HERE FROM THE CITY, NANCY H HECK, NANCY IL TURN IT OVER TO YOU. >> IF I COULD PROVIDE A BRIEF INTRODUCTION BEFORE NANCY BEGINS. THE REDEVELOPMENT COMMISSION HAS ALWAYS WORKED WITH OUR ECONOMIC DEVELOPMENT TEAMMATES AND COMRADES AND JUST LIKE IT WAS THE REDEVELOPMENT COMMISSION THAT PROVIDE ALL THE STARTUP FUNDS FOR THE ICE RINK INITIALLY AND THE CHRISTIANO MARKET AND THE PROJECT THAT L FUNDED THE HUTS THIS IS AN IMPORTANT PART OF THE REDEVELOPMENT COMMISSION'S MISSION AS WE TRY TO CONTINUE MAKING CARMEL A CITY TO EXPERIENCE. HERE THE ECONOMIC DEVELOPMENT DEPARTMENT HAS LED ON THE WINTER PAVILION PROJECT AND IS ASKS THE REDEVELOPMENT COMMISSION FOR A TINY CONTRIBUTION TO IT. THE KIND UFS PROJECT WE SHOULD SUPPORT. WITH THAT I'D LIKE TO INTRODUCE THE DIRECTOR OF COMMUNITY DEVELOPMENT NANCY HECK TO PROVIDE SOME DETAILS. >> THANK YOU HENRY. WE ARE CREATING A WINTER PARCHL AT THE CARTER GREEN SPACE AND WE'RE HERE TO ASK FOR A CONTRIBUTION TO THAT EFFORT. AND DUE TO THE ACTIVITIES OF LAST WEEK I JUST WANTED TO CLARIFY A FEW THINGS BEFORE I GET STARTED. NUMBER 1 IS THAT THIS WINTER PAVILION IS INDEPENDENT OF THE MONAN EXPANSION FLOOJT INCLUDED A GROUND LEVEL STAGE. SO THIS DID NOT INITIATE THAT AND IT CAN STAND ALONE WITH OR WITHOUT THAT. SO IT LITERALLY ALL WE HAD TO DO WITH THE PLACEMENT OF THE PAVILION IS ROTATE ITS SPACE. AND SO INSTEAD OF GOING AS AN EAST-WEST PAVILION IT IS NOW RUNNING NORTH-SOUTH BETWEEN THE PAVERS, IT ENDS UP BEING A MUCH BETTER PROGRAMMABLE SPACE AND I'LL SHOW YOU WHY THAT WORKS BETTER THIS WAY. AS A REMINDER OF WHY WE'RE DOING THIS IN THE FIRST PLACE I WILL SHOW YOU WHAT WE HAD WHICH WAS A MOBILE STAGE AND YOU'VE SEEN IT AT LATE NIGHT ON MAIN AND EVENTS HERE. IT CREATES A 40 FOOT WIDE BARRIER 15, 16 FEET HIGH ACROSS THAT SPACE. SO BASICALLY FLOG HAPPENS BEHIND THAT BECAUSE YOU FEEL LIKE YOU'RE IN THE BACK ALLEY, YOU COULDN'T SEE THROUGH IT OBVIOUSLY SO IT REALLY KIND OF PUT A BIG BARRIER IN THE CHRIS CRINGE L MARKET SPACE. KRINGLE SPACE. THE PHYSICAL BARRIER ACROSS THE EAST END OF THE MARKET, MAKES A BETTER ENTERTAINMENT VENUE FOR GUESTS AND A PLACE TO SIT AND GATHER FROM THE VERY FIRST MARKET WE HAD PEOPLE WANTED SOME PLACE TO SIT WITH THEIR FAMILY AND WE HAD SOME SMALL BISTRO TABLES OUT IN THE OPEN BUT IT WASN'T REALLY PROVIDING THE KIND OF CLOSED IN COZY GATHERING PLACE PEOPLE WERE LOOKING FOR AND WHEN PEOPLE HAD CORPORATE FUNCTIONS, THIS IS AVAILABLE MONDAYS AND TUESDAYS FOR RENT, AND DURING DID ICE SKATING SEASON IT'S AVAILABLE MONDAY, TUESDAY, WEDNESDAY FOR RENT. THERE WAS NO PLACE FOR FAMILIES TO GATHER IF THEY WERE RENTING [00:15:05] THE ENTIRE SPACE AND BE TOGETHER AND HAVE SOME KIND OF CELEBRATION AND KICK THEM OFF INTO THE ACTIVITIES THEY COULD DO. WE'RE TRYING TO PROVIDE MANY DIFFERENT THINGS. SO TO NEW WINTER SPAFNL A STRUCTURE THAT IS OPEN-SIDED AND IS MADE OF REDWOOD. IT'S CALIFORNIA REDWOOD AND WE'RE USING A COMPANY CALLED FOREVER REDWOOD WHICH ACTUALLY WAS STARTED AS A REFORESTATION PROJECT FOR THREE MEN WHO FELT THAT THEY NEEDED TO DO SOMETHING TO SAVE THE REDWOOD FOREST IN CALIFORNIA SO THEY STARTED THIS OLDER GROWTH FOREST. SO NONE OF THE REDWOOD IS NEW, IT IS OLD GROWTH, THEY CREATE SPACES WHERE THEY REFOREST AREAS AND THEY ARE VERY CAREFUL WHERE THEY HEADQ HARVEST WHEN THEY DO. THE STRUCTURE WILL BE 34 BY 70 FEET. WE HAVE ADDED HIGH WIND ANCHORS BECAUSE ANYONE WHO HARKENS BACK TO A TENT PRIOR TO THE OPENING OF A PARTICULAR VENUE REMEMBERS WHAT HAPPENS WHEN INDIANA WEATHER COMES THROUGH. WE HAVE ADDED THESE COLORS AND THE MOST ROBUST ANCHORS AS WE CAN. THE HEIGHT OF THE VENUE OR THE PAVILION, THEY'RE 12 FEET. SO RIGHT THERE AT THE BASE OF THE ROOF LINE IS 12 FEET AND THE PEAK OF THE ROOF LINE IS AROUND 20, 21 FEET, THE GLUE VINE TOWER IS 20ISH, SO THERE WILL BE PART OF THE GLUEVINE TOWER VISIBLE ABOVE THIS STRUCTURE. THERE IS THE GOOD SCALING AND WITH THE HOTEL BEING THE FLOORS THAT IT IS ABOVE THAT PLAZA LEVEL THERE WILL BE A VERY GOOD SITE SIGHT VISTA EVERY TO THE MARKET AND WHAT'S GOING ON THERE. I WANTED TO GIVE YOU AN IDEA WHAT IT LOOKS LIKE INSIDE THE PAVILION. WE HAVE A LIGHTING SCHEME I'LL SHOW YOU LATER, THE BEAUTY OF THE REDWOODS AND THE STRUCTURE ITSELF. THIS IS THE NEW LAYOUT FOR WHERE THE PAVILION WILL BE PLACED. SO THIS IS AS IF THE CHRIS KINDLE MARKET IS SET UP. OBVIOUSLY WHAT YOU SEE IS THE ICE RINK AT THE END OF THE MARKET HERE. SORRY THIS IS A VERY WEAK LITTLE POINTER BUT THERE IS THE ICE RINK. THAT IS GLUEVINE TOWER RIGHT THERE AND THIS IS THE PAVILION HERE. WHAT YOU'RE LOOKING AT IS A FLOOR PLAN NOT A ROOF LINE SO IT'S NOT MEANT TO BE CULT OUT RIGHT THERE, THAT IS WHERE THE STAGE WILL BE BUT THIS IS THE PAVILION ITSELF. THE 34 BY 70 FOOT. THE ROTARY AMPHITHEATER STAYS IN PLACE AND IT DOES NOT INTERFERE WITH ANYTHING. IN THE PAST NOTHING REALLY HAPPENED THERE BECAUSE IT'S UNUSABLE FOR THIS VENUE AT THIS TIME. SO THAT'S WHERE I JUST WANT TO GIVE YOU A PLACE IN TIME WHERE IT WAS SO YOU COULD SEE WHAT WE'RE TALKING ABOUT HERE WHERE THE PAVILION WILL BE. THE OTHER THING I WANTED TO POINT OUT IS I'LL MOVE TO THE NEXT SCREEN. TURNING THIS NORTH-SOUTH ALLOWS IT TO FIT SO WELL IN THE SPACE THAT THE RAMPS GO STRAIGHT FROM THE PAVER LEVEL UP TO THE DECKING. AND I WILL GO AHEAD AND START DESCRIBING SOME OF THE ELEMENTS THAT WE WILL BE USING THESE FUNDS FOR. ONE OF THEM IS THE FLOORING. ANYONE WHO'S VISITED THE MARKET ALSO KNOWS THAT IT BECOMES QUITE MUDDY AND ALMOST HARD TO TRAVERSE WHEN YOU GET THERE. WE HAVE A STEEL FRAME UPON WHICH PLANK WILL BE LAID SO IT'S MORE LIKE A DOCK OR A DECK OR THAT KIND OF THING SO YOU WILL BE WALKING ON WOOD THAT IS ELEVATED ABOVE THE GROUND A FEW INCHES WHICH IS WHY WE NEED THE RAMP TO GO FROM THE PAVER LEVEL UP TO THE DECKING SO IT WILL BE HANDICAP ACCESSIBLE IN THAT AREA. I'M JUST MAKING SURE THAT I DON'T FORGET ANY OF MY NOTES. WHAT HAPPENS DURING THE MARKET IS THE GLUEVINE TOWER IS ACTIVATED. OBVIOUSLY WHEN THE MARKET GOES AWAY THE GLUEVINE TOWER GOES AWAY. BUT THEN WE WILL USE INSTEAD OF GOING ACROSS THIS WAY WE'LL USE SOME OF THE DECKING TO EXTEND THE FOOTPRINT DECKING LINE ACROSS TO THE MIDDLE PART OF THE MARKET SO YOU WILL BE ABLE TO GO FROM THAT WIDE SIDEWALK IN THE MIDDLE BETWEEN ICE RINK THAN AREA STRAIGHT INTO THE PAVILION. AND THEN WE WILL WORK, YOU KNOW, WITH OUR STAFF TO FIGURE OUT WHERE WE WANT TO PUT OUR ICE IGLOOS BECAUSE THOSE WILL GO UP, A VERY POPULAR PART OF THE ICE AFTER THE CHRIS CRING RVETIONL EVENT IS DONE. AFTER THE CHRIS KINDLE MARKET WAS DONE, IF YOU LOOK AT WHERE [00:20:01] IT WAS OR WAS GOING TO BE IT WOULD BE HORIZONTAL DOWN HERE SO ALL THE ENTERTAINMENT WOULD BE WAY DOWN HERE AND THE ICE RINK WOULD BE WAY OVER HERE. THIS WORKS BETTER AFTER THE MARKET IS CLOSED AS WELL. THE OTHER THINGS THAT THIS ALLOWS US TO DO, AND I'M VERY GRATEFUL TO OBRIAN MURPHY WITH THE CHRIS KINDLE MARKET, HELPED WITH THE CAD DESIGN AND GREAT IDEAS WITH ELEMENTS OF INTEREST TO REALLY LIVEN UP THE OTHER END OF THE MARKET. THE CHRISTMAS TREE WILL BE PLACED IN THE AMPHITHEATER HERE AND THESE LITTLE STRINGS ARE INDICATION EVER LIGHTING THAT WILL GO DOWN FROM THE TOP OF THE CHRISTMAS TREE TO A FENCE ROW THAT GOES AROUND THE AMPHITHEATER. SO AS YOU CAN IMAGINE, SITTING IN THE PAVILION WITH THE STAGE HERE YOUR BACKDROP DPLOW IS, NOW OBVIOUSLY IT'S NOT ROCKEFELLER PLAZA BUT IT WILL BE A BEAUTIFUL LIT TREES WITH STREAMERS COMING DOWN OF LIGHTS WHICH MAKES THE TREE APPEAR BIGGER. AND THEN IF, DEPENDING ON HOW THIS ALL FITS, HOW BIG THE TREE BASE IS AND THINGS, THERE COULD BE SEASONAL OTHER CHAIRS THAT ARE PLACED DOWN AT THE BOTTOM OF THE TREE AND PEOPLE COULD JUST SIT THERE AND ENJOY FOOD THAT THEY HAD OUT IN THE OPEN FRESH AIR IF THEY CHOOSE TO UNDER A CANOPY OF LIGHTS. THIS HELPS US ENGAGE THIS EAST END A GREAT DEAL. THE FLOORING IS PART OF WHAT WE ARE ASKING FOR THE MONEY FOR. I'M JUST GIVING YOU THE DETAIL OF THE REST OF IT BECAUSE I KNOW THERE ARE A LOT OF QUESTIONS OUT THERE. THESE ARE FIRE PITS WHERE YOU CAN STAND AT THE RAILS AND EAT. THIS IS WITH THE ROOF LINE ON. SO THE OTHER THING THAT WILL HAPPEN IS YOU KNOW YOU BUILD THE PAVILION, YOU LAY DOWN SOME BOARDS AND THEN YOU HAVE TO COVER IT WITH SOMETHING. IT IS INTENLSDED TO HAVE THE SAME CANVAS COVERS THAT THE SMALLER HUTS HAVE. THE RED AND WHITE STRIPED, IT'S NOT GOING TO BE RED AND WHITE STRIPED, IT IS ONLY GOING TO BE CANVAS. THEY HAVE THE ABILITY TO STAMP, PRINT BASICALLY A PATTERN ON THAT CANVAS. WE ARE GOING TO CHOOSE EITHER BETWEEN WOODEN SHINGLES OR SOMETHING THAT LOOKS LIKE SLATE. AGAIN IT WON'T BE THE SLATE OR THE SHINGLES BUT AN IMAGE. IT IS GOING TO BE 12 FEET IN THE AIR, DARK MOST OF THE TIME, TO ADD TO THE AMBIENCE AND TO KEEP THE RANGE AND WEATHER OUT OF THE PAVILION. WE NEED MONEY TO PAY FOR THE CANVAS COVER, THE PRINTED PATTERN IS PART OF THE COST AND WE ARE GOING TO ADD SOME SNOW DIVERTERS SO WHEN YOU WALK FROM HERE IN YOU PUT A SNOW DIVERTER THERE SO IF SNOW GOES ON TO THE ROOF AND ON THE SIDE AND NOT OON TO THE PEOPLE THAT ARE WALKING INTO YOUR PAVILION. THOSE ARE SOME OF THE ELEMENTS ON THE ROOF. THIS IS JUST A VERY QUICK LAYOUT OF FURNITURE. OUR OTHER DESIGN INCLUDED SOME PICNIC TABLES, AND WE HAVE SOME FURNITURE ALREADY THAT WE CAN USE, BISTRO TABLES, SEATED TABLES AND CHAIRS. SO WE HAVE A LOT OF OPTIONS THERE. WHAT WE THOUGHT WE WOULD DO THE FIRST YEAR IS ADD SOME ELEMENTS THAT MAKE IT APPEAR VERY VENUE-APPROPRIATE. SO WE HAVE HAD BARREL TABLES WITH A TOP PUT ON IT AND THEN THESE CHRISTMAS TREES ARE VERY CLEVER, THEY ARE SLOTS THAT GO TOGETHER AND A TOP THAT SLIDES DOWN OVER THE TOP BUT AGAIN IT'S ELEMENTS THAT WHEN YOU PLACE THOSE NEAR THE ENTRANCES IT MAKES IT APPEAR AS IF THE IT'S A MORE KIND OF THEMED VENUE. WE WILL HAVE SEATED HEIGHT, STANDING HEIGHT, WE MIGHT ADD SOME PICNIC TABLES, IN THE FUTURE WE WOULD LOVE TO ADD SOME OF THOSE STANDING TABLES THAT HAVE FIRE ELEMENTS IN THE MIDDLE. SOME OF THOSE MAY BE PLACED ALONG THE SIDE HERE AND WE CAN ALWAYS INCORPORATE SOME DIFFERENT ELEMENTS IN YEARS THE COME BUT WE ARE LOOKING TO CREATE SOME SEATING ELEMENTS FOR IS FAMILIES AND EVENTS. WE HAVE LIGHTING PARNLINGS WE NEED TO ADD. THESE STAR LIGHTS ARE THE SAME KIND OF STAR LIGHTS THAT HANG ON THE HUTS NOW. THE WHITE ONCE THAT WE HAVE WILL GO DOWN THE CENTER ONLY. THIS WAS AN EARLY RENDERING OF WHAT WE MIGHT DO BUT WE FELT LIKE IT WAS TOO MANY STAR LIGHTS BECAUSE WE HAVE TO REMEMBER THIS IS AFTER THE CHRIS KINDLE MARKET WAS OVER. WE WANTED TO MAKE SURE IT WAS APPROPRIATE FOR THE ICE, WHEN THE HUTS GO AWAY, NOT ALL THE HUTS, THE HUTS FOR THE CHRIS KINDLE MARKET, IT WOULDN'T BE IN THEME LIKE THE OTHERS. WE WOULD HAVE INSTEAD OF STAR LIGHTS DOWN HERE WE'LL HAVE ELEMENTS OF HANGING LIGHTS THAT LOOK MORE GERMAN THEMED AND THEN WE WILL HAVE ON THE WALLS BUT ON THE FILL LARS ON HERE AND HERE ON ALL THE ENTRANCE SIDES WE'LL HAVE THESE KIND ON THE WALL. SO ON THE OUTSIDE WHICH IS KIND [00:25:01] WHAFS APPEARS RIGHT HERE SO ON THE OUTSIDE OF THE PAVILION YOU'LL HAVE SOME LIGHTING, ON THE INSIDE YOU'LL HAVE SOME LIGHTING AND THEN ALONG THE BEAMS WE'RE GOING TO LIE THOSE PLVMENTED ROPE LIGHTS OR THINGS THAT COME IN A LONG CORD SO IT FURTHER ENHANCES THE ROOF LINE AND WHAT'S GOING ON, WE DON'T WANT PEOPLE TO WALK INTO A VENUE THAT LOOKS LIKE IT'S DARK AND UNWELCOMING. AND THIS IS A BREAKDOWN OF HOW THAT 50,000 GOES BETWEEN FLOORING AND ROOFING AND DPURNT AND LIGHT BEING. AND I KNOW THAT IT'S SMALL PRINT. BUT THAT'S -- WE WANTED TO GIVE YOU AN IDEA OF THE USES FOR THE FUNDS THAT YOU WOULD BE CONTRIBUTING TO THIS EFFORT. AND WE DO HAVE SOME THINGS THAT ARE BLANK BECAUSE WE'RE WAITING TO SEE WHAT THE CAPITAL COSTS OF CERTAINLY THINGS ARE SO WE KNOW HOW -- WHAT WE CAN FUND IN OTHER AREAS. AND FOR THE MISCELLANEOUS THAT WOULD INCLUDE LIGHTS THAT GO ALONG THE ROOF LINE SO IT LOOKS FESTIVE FROM THE OUTSIDE. AND SOME OF THE TREES THAT SURROUND THE PAVILION TO ALSO TAKE THE WATER OFF OF THE ROOF WHEN RUNOFF COMES, THE LANDSCAPING HELPS ATTRACT OR ABSORB THAT WATER. AND THE SNOW DIVERTERS THAT I MENTIONED BEFORE. AND THEN SIGNAGE SO THAT PEOPLE NOAA THAT THEY ARE IN THE WINTER PAVILION. AND WE DO -- PEOPLE KNOW THEY ARE IN THE WINTER PAVILION. WE HAVE SIGNS WE'LL BE HANGING NEAR THE ENTERTAINMENT STAGE. SOME OF THE ANCILLARY FASTENERS AND CORDS AND THINGS LIKE THAT. SO THAT IS THE BULK OF MY PRESENTATION. IF YOU HAVE ANY QUESTIONS I'D BE GLAD TO ANSWER THOSE NOW. >> THANK YOU MS. HECK. I NOTE THAT YOU HAVE A MEMBER OF YOUR OFFICE HERE, MS. MCVICKER. IF YOU WANT TO STAND UP. I POINT THAT OUT BECAUSE MS. MCVICKER USED TO BE WITH US AT THE REDEVELOPMENT COMMISSION. WE WANT TO MAKE NOTE. >> SHE IS THE PERSON WHO RECEIVES OUR FINANCES AND DOES EXCEL, WE DO HAVE CEAND MARTIN, WHO YOU MAY OR MAY NOT KNOW, SHE IS OUT OF THE MAYOR'S DEPARTMENT AND INTO MINE NOW VERY HAPPILY. THE THAT DID NOT COME ACROSS WELL. WE ARE VERY HAPPY TO HAVE HER. >> THANK YOU CANNEDY ALSO FOR CR ATTENDING. >> JUST EDIT THAT OUT. >> ANY QUESTIONS? SEEING NONE IF IT'S YOUR PLEASURE COMMISSIONERS CHAIR WILL ENTERTAIN A MOTION OF APPROVAL. >> MOVE TO APPROVE. >> THANK YOU. >> SECOND. >> IT'S BEEN MOVED AND SECONDED. RACHEL WILL YOU PLEASE CALL DID ROWEL. >> PRESIDENT HEARM. HAMMER. AYE, VICE PRESIDENT BOWERS. AYE. COMMISSIONER CAMPAGNA, AYE. COMMISSIONER BROOKS. AYE PAP THE ITEM PASSES. >> GOOD POINT YOU WANT TO MAKE THAT -- >> MIKE YOU MIGHT WANT TO JUST BRING FORTH AND WE DIDN'T REALLY HAVE A DISCUSSION YOU KNOW FROM A BUDGET STANDPOINT OR A FINANCE STANDPOINT BUT WE HAVE THE ABILITY TO MOVE ITEMS WITHIN OUR BUDGET SO YOU MIGHT WANT TO JUST BRIEFLY MENTION THAT. >> YES, ABSOLUTELY AND RIGHT NOW OUR CAPITAL IMPROVEMENT PROJECT LINE ITEM HAS ENOUGH TO COVER THIS SO WE'RE GOOD. >> THANK YOU. >> THANK YOU COMMISSIONER. WITH THAT WE WILL MOVE ON TO OUR [8b. Action Item #2 – Approval of Structural Analysis contract for Water Tower Lighting project Synopsis: This will approve a contract with Tank Industry Consultants to review the structural analysis, design, and connection details for the Water Tower Lighting project.] NEXT ACTION ITEM WHICH IS A CONTRACT WITH RAY'S DEMOLITION FOR DEMOLITION OF THE LOT 1 SITE. MR. DIRECTOR, DID YOU WANT TO MAKE SOME COMMENTS ABOUT THIS ACTION ITEM? >> YES, THANK YOU, MR. PRESIDENT, ESSENTIALLY IT'S THE JOB OF THE REDEVELOPMENT COMMISSION TO GET THESE INFILL PROPERTIES THAT HAVE A LOT OF COMPLICATIONS AND PUT THEM ON AN EQUAL APLAYING FIELD WITH GREEN FIELD DEVELOPERS -- GREEN FIELD DEVELOPMENTS THAT COULD BE DOING SOMEWHERE IN THE OUTSKIRTS OF THE CITY. AS PART OF THAT ONE OF THE ADDITIONAL THINGS OR MAYBE THE FINAL THING THAT THE REDEVELOPMENT COMMISSION IS GOING TO DO ON THE LOT 1 PROJECT IS FUND THE DEMOLITION OF THE BUILDINGS. THIS IS SOMETHING THAT WE REGULARLY DO. IF YOU REMEMBER, THERE'S A PARKING LOT ACROSS THE STREET THAT THE REDEVELOPMENT COMMISSION ACTUALLY DEMOLISHED SHORTLY BEFORE I BECAME THE DIRECTOR. ONE OF THE THINGS THAT WE NEGOTIATED HERE IS, REGARDLESS OF THE COST OF DEMOLITION WHICH [00:30:02] IS EXPECTED TO BE MORE THAN $149,000, OUR COSTS WILL NOT EXCEED $149,000. THERE WILL BE TWO CONTRACTS, ONE WITH US, ONE WITH THE DEVELOPER TO ENSURE THAT THE DEVELOPER COVERS ANYTHING ABOVE $149,000. SO THAT WILL BE THE LIMIT OF OUR RESPONSIBILITY HERE. >> THANK YOU, MR. DIRECTOR. ANY QUESTIONS WFT DIRECTOR REGARDING THIS ACTION ITEM? MR. DIRECTOR, I DID HAVE ONE. I ASSUME THAT WE'VE IDENTIFIED FOR THE DEMOLITION COMPANY I BELIEVE THERE'S AN UNDERGROUND TELEPHONE VAULT AREA THERE. HAVE WE IDENTIFIED THAT FOR THEM? >> YES, ONE OF THE THINGS WE DID IS THERE ARE EXTENSIVE UTILITIES THAT RUN UNDER THIS SITE. SO WE HAVE BEEN COORDINATING THOSE ISSUES WITH THE DEVELOPER FOR QUITE A WHILE. IF REDEVELOPMENT COMMISSION STAFF HAVE BEEN ON CALLS WITH DUKE? WITH AT&T, WITH ALL THE UTILITIES THERE TO MAKE SURE THINGS GET REROUTED. THAT IS ACCORDING TO THE PLANS THAT EVERYONE HAS AGREED TO. >> VERY GOOD THANK YOU. ANY OTHER QUESTIONS FOR THE DIRECTOR? IF NOT -- IF IT'S YOUR PLEASURE -- EXCUSE ME GO AHEAD. >> LET ME ADD ONE MORE DETAIL THERE. WHEN THIS AREA GETS FENCED IN TO BE CA DEMOLISHED, THE ROTARY CLK DONE OUTTO BE OUTSIDE THAT AREA. IT IS GOING TO STAY THERE AS THIS PROJECT GETS WORKED ON SO THE DEMOLITION WILL NOT IMPACT THAT. >> VERY GOOD. SEEING NO OTHER QUESTIONS AT THIS POINT, IF IT'S YOUR PLEASURE CHAIR WOULD ENTERTAIN A MOTION OF APPROVAL. >> MOVE TO APPROVE. >> MOVE TO APPROVE. >> THANK YOU. WITH THAT, RACHEL WOULD YOU PLEASE CALL THE ROLL. >> PRESIDENT HAMMER, AYE, VICE PRESIDENT BOWERS. AYE. SECRETARY BROOKS. AYE. COMMISSIONER EXEANG. CAMPAGNA, [8c. Action Item #3 – Approval of contract for structural analysis, review, and design related to the water tower project Synopsis: This will approve a contract with Dixon Engineering for structural analysis and design of the water tower modifications required to support the proposed Water Tower Lighting including review and design related to the water tower project.] AYE. COMMISSIONER WARRELL. AYE. MATTER HAS PASSED. >> WE'LL MOVE ON TO OUR SECOND ACTION ITEM. MADAM CALL ON YOU AT THERE POINT. >> ACTION ITEM NUMBER 3, REGARDING THE WATER TOWER WHICH WE DISCUSSED I THINK AT THE LAST MEETING. CIRCLE DESIGN DONE OUR LOCAL ENGINEER OF RECORD FOR WATER TOWER LIGHTING PROJECT WHICH INCLUDES ATTACHING A FRAME TO THE WATER TOWER TANK, AND JOHN DUFFY WITH THE UTILITY DEPARTMENT HAS A LOCAL TANK INDUSTRY CONSULTANT COMPANY WHICH HE USES FOR ALL PEER REVIEWS OF ANYTHING THAT GETS ATTACHED TO THE WATER TOWER. THEIR PURPOSE OF THIS CONTRACT WOULD BE TO TAKE A FIRST STEP OF DOING A F PEER REVIEW OF THE ORIGINAL CONCEPT OF THE ATTACHMENT OF THIS LIGHTING FRAME TO THE TANK TO MAKE SURE THAT WE'RE WORKING WITHIN A CONCEPT THAT CAN BE IMPLEMENTED. AND THEN ONCE THERE'S A FINAL DESIGN OF THE LIGHTING SUPPORT SYSTEM AND AN ANALYSIS OF THE WATER TOWER THEY WOULD PERFORM A PEER REVIEW OF THAT ANALYSIS AS A STEP FOR THEIR DOWN THE LINE. >> THANK YOU VERY MUCH. QUESTIONS OF THE ASSISTANT DIRECTOR AT THIS POINT? DEPUTY DIRECTOR, I'M SORRY. SEEING NONE IF IT'S YOUR PLEASURE GENTLEMEN, THE CHAIR WILL EXTRA IN A MOTION OF APPROVAL. >> MOVE TO APPROVE. >> MOVE TO APPROVE. >> SECOND. >> BEEN MOVED AND SECONDED. RACHEL WILL YOU PLEASE CALL THE ROLL. >> PRESIDENT HAMMER, AYE. VICE PRESIDENT BOWERS. AYE. SECRETARY BROOKS. AYE. COMMISSIONER CAMPAGNA. EYE. COMMISSIONER WARRELL AYE. ACTION ITEM 3 HAS FASTED. [8d. Action Item #4 – Resolution 2021-19 re: selection of Design-Build proposal for Civic Square Garage Synopsis: This will accept the lowest adjusted price Design-Build proposal for Civic Square Garage and approve and ratify the contingent award of the contract to the selected offeror.] >> THANK YOU VERY MUCH. WE'LL NOW MOVE ON TO ACTION ITEM NUMBER 4 IS RESOLUTION 2021-19 SELECTION OF DESIGN BUILD PROPOSAL FOR THE CIVIC SQUARE GARAGE. MADAM DEPUTY DIRECTOR. >> THANK YOU VERY MUCH, MR. PRESIDENT. ACTION ITEM NUMBER 4 IS REGARDING THE CIVIC SQUARE GARAGE. WE'VE MET ON THIS PROJECT A NUMBER OF TIMES. AN ESTABLISHMENT OF A TECHNICAL REVIEW COMMITTEE WHICH MET A NUMBER OF TIMES TO DEVELOP THE RFP OR RFQ, THE REQUEST FOR QUALIFICATIONS, SELECT QUALIFIED TEAMS, LAST NO MONTH WE MET AND [00:35:01] DISCUSSED THE TEAMS THAT WERE QUALIFIED BY THE T RMPTC, REPRESENTED BY DAN MORIARTY, CRYSTAL EDMONDSON AND MYSELF. WE QUALIFIED THREE TEAMS LAST MONTH, HAGERMAN, WE HAVE RECEIVED PROPOSALS, QUALITATIVE PROPOSALS FROM TWO OF THOSE TEAMS. WE THEN TONIGHT OPENED THE PRICE PROPOSALS FROM THOSE TWO TEAMS. EARLIER TODAY, THE TECHNICAL REVIEW COMMITTEE MET AND SCORED THE QUALITATIVE PROPOSALS. I FIRST READ TO YOU THE RESULTS OF THOSE CHILD S COMPILED SCOREU HAVE THEM ABOUT MIND. F.A. WILHELM 93.3 POINTS AND SHIELD SEXTON RECEIVED 83.3 POINTS. BY STATE STATUTE, WE TAKE THE QUALITATIVE SCORE, AND WE DIVIDE IT BY THE PRICE THAT WE HAVE OPENED TO COME UP WITH AN ADJUSTED VALUE PRICE. SO THAT NUMBER HAS BEEN CALCULATED. I'VE CALCULATED IT AND LARISSA HAS VALIDATED MY NUMBERS. SO OUR TOTAL ADJUSTED PRICE FOR EACH CONTRACTOR IS AS FOLLOWS. F.A. WILL. WILHELM HAS ABOUT AN ADJUSTED PRICE. AND SHIELD SEXTON HAS AN ADJUSTED PRICE OF $12,420,000. THE MOTION THAT YOU HAVE IN FRONT OF YOU IS TO ADOPT A RESOLUTION. CHRIS DRURY HAS PREPARED THIS FOR US FOR YOUR REVIEW AND HOPEFULLY APPROVAL TONIGHT AND THE INTENT OF THE RESOLUTION IS THAT CRC STAFF CAN MOVE INTO CONTRACT NEGOTIATIONS WITH THE LOW ADJUSTED PRICE OFFER AND WE CAN ENTER INTO A CONTRACT WITH THEM. IN THE EVENT THAT THAT CONTRACT CANNOT BE NEGOTIATEIT WOULD ALLOW US TO START CONTRACT NEGOTIATIONS WITH THE SECOND HIGHEST OFFER. SO OUR REQUEST WOULD BE FOR YOU TO APPROVE THIS RESOLUTION. >> THANK YOU VERY MUCH, QUESTIONS OF MS. FURMAN REGARDING THIS PROPOSAL. >> WHAT KIND OF TIME PIPELINE IS INVOLVED IN MAKING THIS GET TO THE END? >> ARE YOU REFERRING TO GETTING TO THE END OF CONSTRUCTION AND -- >> NO, I MEAN AS FAR AS GETTING THIS PART HANDLED, HOW LONG WILL THIS PART TAKE? >> THE CONTRACT NEGOTIATION? >> YES. >> IDEALLY, WIESEL BE VERY CLOSE ON THE CONTRACT WITHIN THE NEXT MONTH. BECAUSE WE'VE WORKED WITH BOTH OF THESE CONTRACTORS BEFORE F.A. WILHELM WE HAVE DONE A CONTRACT WITH THEM IN THE PAST. AS PART OF THE FROAM WE ASKED FOR THE CONTRACTORS TO LIST ANY EXCEPTIONS THEY WOULD TAKE. F.A. WILHELM NOTICED TWO ITEMS THAT THEY WOULD LIKE TO MODIFY AND WE FORWARDED THEM ON TO DRURY SIMMONS AND WARREN FOR THEIR REVIEW. THE INTENT IS TO BE COMPLETE IN A MONTH. >> SO WE WITH START SEEING DIRT MOVE WHEN? >> THE INTENT OTO BREAK GROUND IS JANUARY SCHENECTADY. WE COULD POSSIBLY HAVE ALL THE UTILITIES RELOCATED PRIOR THE THAT DATE BUT WE WEREN'T COMFORTABLE HAVING DUKE RELOCATE ALL OF THEIR FACILITIES PRIOR TO THE START OF THE YEAR. >> OKAY, WE HAVE THE ABILITY TO STAGE, WE HAVE TEMPORARY PARKING. CAN YOU SPEAK A LITTLE BIT TO THAT, SOME OF THE STEPS THAT YOU'VE BEEN TAKING IN ORDER TO KEEP THIS -- >> IS ABSOLUTELY, YES. SO CONTRACTOR PARKING WILL ALL BE ON THE TOP FLOOR OF THE VES RANS WAY GARAGE. WE HAVE WORKED VERY CLOSELY WITH PET CORPS SURROUNDING BUSINESSES SURROUNDING THE ACCOMMODATION OF THE PARKING PARTICULARLY. BECAUSE WE HAVE TAKEN OVER A PORTION OF THE OLD SPAGHETTI FACTORY PARKING LOT AS PART OF THE GARAGE FOOTPRINT. SO THERE IS EVEN PROPERTY THAT IS SPECIFICALLY ALLOCATED OVER THE OLD SPAGHETTI FACTORY THAT WILL NO LONGER BE AVAILABLE. SO CONTRACTORS WILL BE PARKING ON THE TOP FLOOR OF THE VETERANS WAY GARAGE. PETCO IS COMFORTABLE WITH THAT. OLD SPAGHETTI FACTORY, HAS SOME SPECIFIC TO THEIR LOCATION, ONE PARKING AVAILABLE TO THEM ON THE POLICE STATION PARCEL. [00:40:03] HENRY MAY BE ABLE TO TALK MORE ABOUT THAT PARTICULAR ARRANGEMENT IF YOU HAVE QUESTIONS AFTER I SUMMARIZE THE REST OF WHAT WE'RE DISCUSSING. IN ADDITION, WE'RE PROVIDING PARKING ACROSS THE STREET FROM THE THREE BUILDINGS, THE THREE OWNERS THAT ARE ALONG RANGE LINE. THE CARMEL STREET DEPARTMENT HAS BEEN WORKING WITH LEAH REYES, I ANY SHE HAD TO LEAVE EARLY, PUT TOGETHERS A LAYOUT, AND STREET DEPARTMENT HAS BEEN WORKING ON CLEARING TREES AND PROVIDING ALL OF THE COMPACTED GRAVEL IN ORDER FOR THAT TO BE A TEMPORARY FACILITY. >> DO YOU BY ANY CHANCE KNOW (INAUDIBLE). >> I BELIEVE IT IS SOMEWHERE AROUND 75. I DON'T KNOW WHERE THE FINAL LAYOUT ENDED. THERE WERE A COUPLE OF TREES AND LOW SPOTS WE ARE WORKING AROUND. >> SO THE REASON I'M ASKING SO TO DENTIST, THE MORTGAGE, THOSE BUSINESSES IN THERE, THEY'RE ALL ABLE TO USE THAT PARKING ACROSS THE STREET SHOULD THEY NEED TO? >> CORRECT. >> OKAY THANK YOU. >> YOU'RE WELCOME. >> VERY GOOD. ANY OTHER QUESTIONS AT THIS POINT? SEEING NONE, IF IT'S YOUR PLEASURE, CHAIR WOULD ENTERTAIN A MOTION OF APPROVAL. >> I WOULD MOVE THAT WE APPROVE RESOLUTION 2021/19, CIVIC SQUARE GARAGE. >> THANK YOU COMMISSIONER. IS THERE A SECOND? >> SECOND. >> IT'S BEEN MOVED AND SECONDED. RACHEL WOULD YOU PLEASE CALL DID ROLL. >> PRESIDENT HAMMER, AYE, VICE PRESIDENT BOWERS. AYE. SECRETARY BROOKS. AYE. COMMISSIONER CAMPAGNA. ABSTAIN. COMMISSIONER WARREL. AYE. ACTION ITEM NUMBER 4 HAS PASSED. >> THANK YOU VERY MUCH GENTLEMEN. IS THERE ANY OTHER BUSINESS TO COME BEFORE US THIS EVENING? >> THERE IS NOT. >> THERE IS NOT. >> THANK YOU, MR. DIRECTOR. LET'S SEE, OUR NEXT REGULAR MEETING WILL BE WEDNESDAY, OCTOBER THE 20TH. AT 6:30 P.M. I ASSUME WE WILL BE HERE IN THE CITY COUNCIL CHAMBERS. SO WITH THAT, WITHOUT OBJECTION, I'LL DECLARE OUR MEETING TO BE ADJOURNED PENDING THE EXECUTION OF DOCUMENTS. THANK YOU ALL FOR YOUR * This transcript was compiled from uncorrected Closed Captioning.
