[A. Call Meeting to Order]

[00:00:10]

>> I CALL TO ORDER THE OCTOBER 19, 2021 CITY OF CARMEL MEETING.

I ASKED THAT YOU STAND FOR THE PLEDGE OF ALLEGIANCE. THANK YOU MR. SECRETARY, WILL YOU PLEASE CALL THE ROLE. (ROLL CALL) WE HAVE MADE OF NINE MEMBERS PRESENT AND A QUORUM. APPROVAL OF MINUTES FROM SEPTEMBER 21 MEETING.

[E. Approval of Minutes]

>> MOVE TO APPROVE. >> WE DO HAVE A FEW MINOR EDITS. ALL IN FAVOR OF APPROVING THE MINUTES SAY AYE. ARE THERE ANY OPALS, THE MINUTES ARE, THANK YOU.

>> REPORT OF LEGAL COUNSEL, HE IS NOT HERE AT THE MOMENT. >> I'M NOT SURE WHERE HE IS.

[G. Reports, Announcements & Department Concerns]

WE WILL COME BACK TO HIM IF HE SHOWS UP. >> HAS A GREAT IDEA.

>> REPORTS FROM THE DEPARTMENT? >> THANK YOU, RACHEL WITH THE DEPARTMENT OF COMMUNITY SERVICES, A FEW UPDATES FOR YOU ALL. THE OUTCOME OF THE PROJECTS AT CHLAMYDIA COMMERCIAL COMMITTEE, WE HAD THE ED MARTIN ADDITION THAT WAS APPROVED WITH CONDITIONS. AT THE RESIDENTIAL COMMITTED IT WAS CANCELED DUE TO NO ITEMS TO REVIEW. BUT DON'T WORRY THERE ARE LOTS OF RESIDENTIAL PROJECTS IN THE

PIPELINE. >> THE SECOND ITEM WAS AN UPDATE I HAVE BEEN IN TALKS WITH THEIR ATTORNEYS, AND THEY ARE STILL REQUESTING THE B2 CLASSIFICATION, BUT THEY HAVE BEEN WORKING ON LIMITING BE ALLOWED USES THAT WOULD GO WITH THE ZONE AND THEY ALSO HAVE AGREED TO COMMIT BETWEEN A DEVELOPMENT PLAN ALONG WITH THE ADL F WHICH WAS ONE OF OUR CONCERNS. THE LAST THING THEY HAVE DONE IS HIRED STUDIO M ARCHITECTURE.

SO THEY'RE WORKING ON A NEW DESIGN FOR EXPANDING THE SPACE AND PROVIDING MORE BATHROOMS AND CLOTHING THE SPACE, THAT SHOULD HELP GREATLY WITH THE NOISE. WE ARE WORKING ON THOSE THINGS AND I JUST WANTED TO GIVE YOU THAT UPDATE. LASTLY, JUST TO REITERATE ON THE AGENDA THE ITEMS THAT ARE TABLED, THEY ARE TABLED TO NUMBER 16.

DOCKET NUMBER PC2021-00160, COMMITMENT AMENDMENT AND THE OLD BUSINESS ITEM IS THE ZONE TABLED

AND WE WILL KEEP YOU UPDATED. THANK YOU. >> GREAT, THANK YOU.

[H. Public Hearings]

THAT TAKES US TO THE PUBLIC HEARING PORTIONS OF TONIGHT'S AGENDA AND WE HAVE ONE ITEM.

BEFORE WE HEAR IT, THE RULES FOR PUBLIC HEARING PROVIDE NORMALLY FOR TRACK 15 MINUTES FOR THE PETITIONER TO MAKE THEIR PRESENTATION, GIVEN THE NATURE OF THIS ITEM, I THINK IT BEARS NO OBJECTION FROM THE COMMISSION, WE WILL ALLOW UP TO 30 MINUTES FOR THE PRESENTATION THEN WE WILL OPEN THE FLOOR FOR COMMENTS TO THE PUBLIC. USUALLY THAT IS 20 MINUTES, WE WILL SEE HOW MANY OF YOU WISH TO SPEAK. THE PETITIONER WILL HAVE 5 MINUTES TO RESPOND TO THE COMMENTS AT THE CONCLUSION OF WILL BE CLOSE. PUBLIC HEARING- WHAT I ANTICIPATE WE WILL DO WITH KEEPING THE PUBLIC HEARING OPEN, WE WILL REVISIT THE PUBLIC HEARING OPPORTUNITY AT THE TIME WHEN THIS PETITION RETURNS TO THE COMMISSION FOR FURTHER ACTION BY THE COMMISSION. THERE WILL BE A NUMBER OF COMMITTEE MEETINGS WHERE THIS COMPREHENSIVE PLAN WILL BE ADDRESSED AND THOSE WILL NOT BE WORKSHOPS OR WORKING SESSIONS

[00:05:07]

FOR THE PUBLIC. YOU ARE WELCOME TO ATTEND AND WATCH REMOTELY OR ATTEND IN PERSON BUT BOTH WILL BE WORKING SESSIONS FOR THE DEPARTMENT AND MEMBERS OF THE COMPREHENSIVE PLAN COMMITTEE. WHEN THIS RETURNS TO THE FULL COMMISSION THERE WILL BE A SECOND OPPORTUNITY FOR PUBLIC INPUT TO BE HEARD. WITH THAT, I WILL READ IN DOCKET PC-2021-00177 CARMEL CLAY COMPREHENSIVE PLAN UPDATE. THE APPLICANT SEEKS TO UPDATE AND REFORMAT THE KARMICALLY COMPREHENSIVE PLAN. FILED BY THE DEPARTMENT OF

COMMUNITY SERVICES ON BEHALF OF THE CARMEL PLAN COMMISSION. >> I JUST WANT TO MAKE A COMMENT. DURING THIS PROCESS I WOULD LIKE PEOPLE TO SEND US QUESTIONS.

YOU WILL KNOW WHAT WE ARE DOING AT EACH MEETING AND WHICH SECTION WE'RE LOOKING AT.

SEND US YOUR IDEAS BEFORE THAT MEETING, FEEL FREE TO ATTEND THE MEETING AND SEND US YOUR REACTIONS AFTERWARDS. DON'T WAIT UNTIL THE END. WE NEED THOSE COMMENTS AND THOSE THOUGHTS THROUGHOUT THE PROCESS. MAKE SURE YOU STAY UP WITH US AND GIVE US YOUR COMMENTS AS WE

GO, SO WE CAN REACT TO THEM AS WE GO. >> WITH REGARD TO THAT SUGGESTION AND IT IS A GOOD ONE, I WOULD ASK ON BEHALF OF THE DEPARTMENT, THE CITY HAS INVESTED IN THE TECHNOLOGY TO PUT THIS COMPREHENSIVE DRAFT ONLINE AND MAKING A LIVING DOCUMENT WHILE HE GOES THROUGH THIS PROCESS OF BEING REFINED, ADDITIONAL PUBLIC INPUT GATHERED AND THE REFINEMENTS PUT INTO PLACE. PART OF THE TECHNOLOGY INCLUDES THE ABILITY TO COMMENT ON INDIVIDUAL SECTIONS OF THE COMPREHENSIVE PLAN DRAFT THROUGH THE COMPREHENSIVE PLAN WEBSITE. THAT TECHNOLOGY HELPS TO TYPE THE COMMENTS TO THE SPECIFIC SESSIONS OR SUBJECT MATTER TO MANY OF YOU HAVE GOTTEN INTO THE HABIT OF PROVIDING WELCOME AND VALUABLE PUBLIC E-MAILS TO THE SECRETARY OF THE PLAN COMMISSION.

WE ASK THAT YOU RETURN TO THAT HABITAT WITH HER PROJECT HAS BEEN COMPLETED BUT FOR THIS PETITION IN PARTICULAR, WE WOULD LIKE YOU TO USE THE TECHNOLOGY OF THE CARMEL COMPREHENSIVE PLAN.COM WEBSITE THAT THE CITY HAS PROVIDED AND THERE THEY PROVIDE FEEDBACK BUTTON AT THE TOP RIGHT CORNER OF EVERY PAGE OF THAT DOCUMENT. PLEASE USE THAT RATHER THAN E-MAILING. WITH THAT, ADRIAN, I WILL GIVE YOU THE FLOOR.

>> I'M WITH THE DEPARTMENT OF COMMUNITY SERVICES WORKING ON LONG RANGE PLANS AND SPECIAL PROJECTS THIS IS ONE OF THE SPECIAL PROJECTS WE DO TO TAKE A LOOK AT AND UPDATE OUR COMPREHENSIVE PLAN. THE GOALS OF THE PROJECT ARE, YOU CAN SEE A PICTURE OF THE PLAN AND MANY OF YOU ARE FAMILIAR WITH THAT. WE WOULD LIKE TO REFINE THE GOAL OVER THE NEXT TEN YEARS AS WELL AS ALIGNING THE DEVELOPMENT AND REDEVELOPMENT PATTERNS WITHIN THE COMPREHENSIVE PLANS AND TAKE A FRESH LOOK. THERE'S A LOT OF THINGS THAT HAVEN'T CHANGED WITH TECHNOLOGY AND MOBILITY AND PUBLIC SPACES AND DEVELOPMENT CARE WITHIN THE COMPREHENSIVE PLAN. WE HAVE ASSEMBLED A TEAM. WITH ME IS MARK O'NEILL WITH GREENSTREET AND WORKING WITH THEM, ALTHOUGH NOT HERE IN PERSON, REPRESENTATIVES OF YARD AND COMPANY OUT OF CINCINNATI. I WILL TURN IT OVER TO MARK TO TALK ABOUT THE PROCESS AND HOW

WE ARRIVED AT WHERE WE ARE TODAY WITH THIS PUBLIC HEARING. >> GOOD EVENING.

I AM HAPPY TO BE WITH YOU TONIGHT. AS ADRIAN MENTIONED WE WILL UPDATE YOU ON OUR PROGRESS AFTER KICKING OFF LAST AUGUST. TO BE CLEAR, THIS LEVEL OF ENGAGEMENT, ON THE COMPREHENSIVE PLAN IS CITYWIDE AND INTO SAID BRILLIANT -- VISIONS AND VALUES OVER THE DECADE IN CONTRAST TO MANY OF THE MORE COMMON ACTIVITIES OF THE COMMISSION

[00:10:07]

LOOKING AT SMALLER AREAS FOR THE PROJECTS IN THE SITE PLANNING. THERE IS AN IMPORTANT DISTINCTION BETWEEN THE LEVEL OF DETAIL WE AIM TO GET TO, WHICH IS MUCH HIGHER AND OVER A COURSE OF LOOKING TEN YEARS OUT AS A GUIDING DOCUMENT AS OPPOSED TO THE PARTICULARS OF VENT INTERSECTION OR DEVELOPMENTAL PROJECT. RECENTLY, IN THE SPRING WE KICKED OFF A LOT OF IN PERSON ENGAGEMENTS, COMING OUT OF THE 2020 PANDEMIC AND THE RESTRICTIONS FOR IN PERSON MEETINGS AND SO ON. WE CONDUCTED NUMEROUS IN PERSON ENGAGEMENTS, NOTED ON THIS MAP IN THE GREEN DOTS, THE POP-UP LOCATIONS WHERE WE HAD MANY MATERIALS PRINTED ON LARGE BOARDS AS WELL AS OPEN OFFICE HOURS WHERE PEOPLE COULD MAKE APPOINTMENTS. THE RED DOTS INDICATE WHERE THESE ARE.

SOME OF THESE ARE RESPONDING TO THE ONLINE SURVEY. WE HAVE COVERED MANY OF THE AREAS OF THE CITY AND WE TALKED ABOUT THE SPECIFICS. HERE IS AN OVERVIEW.

IT KICKED OFF IN AUGUST. IT BEGAN WORKING WITH DO CS AND MANY CITY STAFF AND PROFESSIONALS SUPPORTING THE CITY AND I'VE MENTIONED THE ONLINE SURVEY.

YOU FIRST HEARD FROM JOE AND I MY PARTNER. THIS IS A SUMMARY OF UNDERSTANDING WHERE WE SHARED INITIAL FEEDBACK AND FINDINGS. NOW WE WILL GET INTO RECOMMENDATIONS, EARLY RECOMMENDATIONS THAT PUT US AT A POINT WHERE WE WANTED TO PUT ON A LIVE WEBINAR CALLED TALK OF THE TOWN. IT OCCURRED BY QUICKLY THROUGH THE SPRINGTIME PIN IN MAY WE HAD IN PERSON POP-UP THAT I'VE MENTIONED AND HERE WE ARE, TO BEGIN THE ADOPTION PROCESS. THE FIRST STAKEHOLDER MEETING COVERS A WIDE VARIETY OF STAKEHOLDERS FROM TOURISM. MANY OF THE CITY FUNCTIONS THEN POLICE AND THE PUBLIC SAFETY AND THE SCHOOLS WE MET WITH ONE'S OWN A FEW TIMES, WE WERE ABLE TO HAVE THOSE OUTSIDE.

WE WERE ABLE TO HAVE THOSE IN PERSON WHEN POSSIBLE. FROM THE SURVEY, A FEW SNAPSHOTS OF THE FINDINGS THAT WE ASK PEOPLE WHAT DO YOU VALUE MOST ABOUT CARMEL AND THE PLACE THAT YOU WORK AT NOW. THE FIRST WORDS SAFETY, LIKABILITY AND THE COMMENTS.

LOOKING AHEAD THE NEXT QUESTION ASKED WHAT ARE THREE THINGS THAT LOOK INTO THE FUTURE.

THINKING TEN YEARS OUT, WELL-MAINTAINED STREETS AND NEIGHBORHOODS.

AFFORDABILITY, AND WALKABLE DESTINATIONS. OF COURSE WE REVIEWED NUMEROUS PLANS THAT WERE THERE INCLUDING CITY PLANS AND GOING BACK TO 2006 LOOKING AT THE PRINCIPLES TRYING TO INCORPORATE FINDINGS FROM THESE PLANS. FROM ALL OF THAT WORK, THE SIGNIFICANT THEMES EMERGED. THE FIRST IS THAT CARMEL IS NOW A CITY.

THERE ARE MORE PEOPLE COMMUNING AND THEN OUT. FROM THIS POSITION WE FIND OURSELVES AND WE CAN BE PICKY ABOUT WHAT WE BUILD AND HOW WE DEVELOP AND THINK ABOUT HOW TO BEST USE OF LAND SINCE THERE ISN'T ROOM FOR ANNEXATION OR GROWTH AROUND THE EDGES AS MUCH AS IT USED TO BE. THAT IS THE SECOND THEME. WITHOUT SIGNIFICANT GREEN FIELDS

[00:15:03]

HAPPENED IN THE LAST TEN YEARS WHERE THE INVESTMENT IS STILL ALONG THE CORRIDOR ALONG 31 AND THE CITY CENTER. WE JUST WANTED TO RECOGNIZE WHERE MOST OF THE GROWTH WILL BE MOVING IN AS OPPOSED TO MOVING OUT. WITH THAT, COMES GROWING PAINS.

SOME OF THE AREAS IN THE CITY, THINKING ABOUT HOW TO SENSITIVELY THROW RESPECTING WHAT IS THERE NOW CHANGING WITH THE NEEDS AND PREFERENCES FOR LANDOWNERS AND PROPERTY OWNERS AND RESIDENTS MOVING FORWARD. LASTLY, WE HEARD MANY TIMES I CONTINUE TO HEAR IT IS IMPORTANT TO THINK ABOUT DO WE ENGAGE THE COMMUNITY AND THE NUMEROUS STAKEHOLDERS IN THE PROCESS AND HOW CAN THAT CHANGE SO THAT RESIDENTS CONTINUE TO FEEL THEIR NEEDS AND CONCERNS THAT ARE REPRESENTED IN THE PROCESS GOING FORWARD. EACH OF THOSE THEMES, WAS THE TOPIC OF THE WEBINARS THAT WE LAUNCHED IN FEBRUARY. BILLS RAN THROUGH APRIL AND WE STREAMED THESE LIVE THROUGH FACEBOOK AND YOUTUBE. THEY WERE RECORDED AND WE HAD TIME FOR Q&A DURING THOSE. IF THE FOLLOW-UP QUESTION AND ANSWER AS WELL THROUGH THE ZOOM CHECK FEATURE AND WE HAD GOOD ENGAGEMENTS LATE WINTER OR EARLY SPRING.

THAT SET US UP TO PUT PEN TO PAPER AND WHAT IS REPLACING THE GLAND CLASSIFICATIONS WHAT WE ARE CALLING DEVELOPMENT PATTERNS WE WERE ABLE TO PUT A MAP AND A DRAFT VERSION AS WELL AS THE MOBILITY FOR A PLAN FOR THE STREETS AND THE BICYCLE PLANS. AT THESE POP-UPS WE HAD LARGE POSTERS WHERE ALL OF THIS INFORMATION IN FIRST DRAFT FORM WAS PRINTED.

YOU CAN SEE IN THE PHOTOS WE HAD A LOT OF CONVERSATIONS WHERE PEOPLE COULD NOT JUST TAKE A SURVEY ASKING ABOUT WHAT THEY ARE INTERESTED IN BUT SEAT FIRST DRAFT OF THE ACTUAL PLAN.

A LOT OF THE NOTES AND STICKY NOTES AND STICKERS, WERE DOCUMENTED ON THE BOARDS AND WE DIGITIZE THOSE IN WORK BOTH INTO EDITS OF THE DRAFT THAT ADRIAN WILL WALK THROUGH IN A MOMENT.

THEY HAVE HAD THE UP TO DATE INFORMATION SO WHEN THE BOARDS WERE PRINTED THEY WERE POSTED ONLINE, AND AT THE MEETINGS AS THEY WERE SCHEDULED, THAT HAS BEEN POSTED ON THIS WEBSITE TOO.

>> THANK YOU, MARK. APPLE ALSO ADD FOR THE WEBSITE THAT WE WILL CONTINUE TO UPDATE THIS PART OF THE CITIES MEETINGS AND UPCOMING NEXT STEPS IN ADDITION TO THE WEBSITE THAT I AM GOING TO SHOW YOU MORE INFORMATION ON THE PROPOSED COMPREHENSIVE PLAN.

I WANTED TO MENTION AGAIN THERE IS A YOUTUBE CHANNEL, WHERE YOU CAN FIND THE EPISODES.

AS FAR AS THE RECOMMENDATIONS AND THE PLAN ITSELF, I WILL MOVE INTO THAT, FOR THE FIRST TIME SINCE TECHNOLOGY ALLOWS WE HAVE A PDF KIND OF TRADITIONAL VERSION OF THE COMPREHENSIVE PLAN AND WE CREATED A WEB APP THAT YOU CAN FIND IT COMPREHENSIVE PLAN.COM.

THROUGH THAT, THESE ARE SOME SCREENSHOTS OF THE WEBSITE. IF THERE IS TIME LATER I WILL CLICK THROUGH SOME OF THE PIECES BUT THROUGH THIS WEBSITE YOU CAN REVIEW THE ACTUAL CONTENTS OF THE PLAN AND WEBSITE FORM, CLICKING THROUGH THE VARIOUS SECTIONS.

YOU CAN DOWNLOAD THE PDF, AND AS HE MENTIONED IN THE UPPER RIGHT CORNER THERE IS A PROVIDE

[00:20:03]

FEEDBACK BUTTON. THAT WILL LEAD YOU TO A FORM THAT COMES TO OUR OFFICE WHERE YOU CAN PROVIDE FEEDBACK ON EACH OF THE DIFFERENT SECTIONS OF THE PROPOSED PLAN.

THE COMPONENTS OF WHAT WE ARE PROPOSING PROPOSING THE DEVELOPMENT PATTERNS WHICH ARE CURRENTLY KNOWN IN THE PLAN AS MARK MENTIONED AS LAND CLASSIFICATIONS AND THE MOBILITY PLAN WHICH IS REALLY TWO PIECES, THAT IS THE ( INDISCERNIBLE ) AS WELL AS THE BICYCLE AND PEDESTRIAN PORTION OF THE PLAN. THERE IS A PLACEHOLDER ON THE WEBSITE THAT YOU WILL NOTICE FOR THE SUB AREA PLANS. THERE ARE SEVERAL OF THOSE WHICH WILL MAKE THEIR WAY INTO THIS FORMAT BUT THERE ARE NO REVISIONS TO THE PLANS AT THIS TIME AS PART OF THE PROJECT.

I MENTIONED THE POLICY GOALS. THERE ARE EIGHT POLICIES, MOST OF THESE COME DIRECTLY FROM THE C3 PLAN, HOWEVER WE HAVE REFRESHED THEIR PERTAINING OBJECTIVES BASED ON CHANGING CONDITIONS AND BEST PRACTICES OVER THE LAST DECADE. THE DEVELOPMENT PATTERNS WE ARE SHIFTING TO THE DIFFERENT TERMINOLOGY. THE D CLASSIFICATIONS THAT YOU SEE ALONG THE LEFT SIDE OF THE SCREEN ARE THE 15 CLASSIFICATIONS IN THE EXISTING C3 PLAN WHICH DO CONTAIN GUIDANCE ON FORM AS WELL AS USE. WE ARE PROPOSING TO STREAMLINE THAT A BIT, AND INJECT MORE OF THE CHARACTER OF THE SPECIFIC AREA INTO DEVELOPMENT PATTERNS.

SEEK THESE ARE THE DEVELOPMENT PATTERNS THAT WE ARE PROPOSING, YOU WILL NOTICE FOR INSTANCE, INSTEAD OF JUST A BLANKET, IT APPEARS IN THE C3 PLAN, THE IT'S A DIFFERENTIATION BETWEEN EAST NEIGHBORHOODS AND WEST NEIGHBORHOODS THAT HAVE DIFFERENT CHARACTERISTICS.

THESE ARE THE CRITERIA AND THE CHARACTER DESCRIPTIONS THAT WERE USED TO DESCRIBE EACH OF BOTH DEVELOPMENT PATTERNS. MAXIMUM HEIGHT, STREETSCAPE FACILITIES.

OPEN SPACE PARKING AND GENERAL USE CATEGORIES. AGAIN, A LOT OF THIS WAS ALREADY DIFFERENTIATED IN THE C3 PLAN. WE ARE TRYING TO BRING MORE OF THE CHARACTER AND QUANTIFIED THE CHARACTER THAT EXISTS IN THE DEVELOPMENT PATTERN. THIS IS PROGRESSION ON THE MAP SIDE OF THINGS. THIS SHOWS ALL OF THE CLASSIFICATIONS THAT I LISTED ON THE SLIDE PREVIOUSLY. THIS WAS A DRAFT THAT WE MENTIONED AT POP-UPS AND BEING ABLE TO PUT PENCIL TO PAPER. THIS IS THE INITIAL DISPLAY WE HAD ON BOARDS AND TALK TO PEOPLE ABOUT AND THESE HAVE ALSO BEEN POSTED ON THE WEBSITE. THEY ARE ALSO ON THE CITY'S WEBSITE. WE HAVE MADE OVER THE COURSE OF THE SUMMER A LOT OF FEEDBACK AND MADE CHANGES BASED ON PUBLIC INPUT AND FURTHER DISCUSSION AMONGST STAFF AND MADE SOME CHANGES OVER THE SUMMER. THIS IS THE RESULTING MAP WITH THE CHANGES PROPOSED ON THE WEBSITE AND THE PDF DOCUMENT. REGARDING THE MOBILITY PORTION OF THE PLAN.

MOBILITY AND TRANSPORTATION, WE HAVE CONSOLIDATED MANY OF THE STREET TYPES TO REFLECT THAT WE

[00:25:02]

HAVE BUILT OUT AND WE CAN FOCUS ON A VARIETY OF SMALLER STREET TYPES THAT MAY BE USED IN FUTURE DEVELOPMENTS, PARTICULARLY IN THE CENTRAL AREA. SEEK THIS GRAPHIC SHOWS, SEVEN PROPOSALS CAP OF OCCASIONS THIS GRAPHIC SHOWS AN EXAMPLE OF EACH BUT NOTE THAT WE DO HAVE A MINIMUM STANDARD BUT WE SHOW A VARIETY OF AUGMENTED VERSIONS THAT YOU CAN ADD ON DIFFERENT THINGS SUCH AS BIKE LANES THEY HELP FIX CONTACTS THAT ARE NEEDED IN THAT AREA.

FROM A MAP PROGRESSION THIS IS FROM THE 2009 THOROUGHFARE MAP. THIS IS THE INITIAL MAP THAT WAS POSTED ON THE WEBSITE BACK IN MAY SHOWING THE STREET TYPES. WE DIDN'T MAKE THEM CHANGES BASED ON FEEDBACK OVER THE SUMMER. THIS IS THE MAP WE SEE ONLINE.

MOVING ON TO THE STREETSCAPE. THE BICYCLE AND PEDESTRIAN PORTION OF THE PLAN.

THIS IS ONE AREA WHERE WE HAVE EXPANDED OUR THINKING A LITTLE BIT.

CURRENTLY THE 2009 PLAN HAS THINGS THAT WE ARE FAMILIAR WITH, SIDEWALKS AND PATHS.

A LOT OF THINGS HAVE CHANGED, WE ARE TRYING TO THINK ABOUT THE DIFFERENT WAYS THE STREETS AND STREET SITES ARGUES. ANYTHING, OF COURSE WE HAVE SIDEWALKS AND PATHS BUT WE ARE DELIVERY AND PICKUP BUSINESSES IN THE BACK OF THE COMMERCIAL BUILDING FOR A SEMITRUCK.

NOW WE ARE SEEING PICKUP AND DELIVERY OF SMALLER CARS WHETHER IT IS RIDESHARE OR JUST SMALLER DELIVERIES IN GENERAL THAT TAKE PLACE AT THE STREET FRONT. WE ARE TRYING TO LOOK FORWARD AND THINK THROUGH THE OPTIONS AND HOW THEY CAN WORK THROUGH THE STREETS WITHOUT CAUSING DISRUPTION. THESE ARE THE GRAPHICS OF THE VARIOUS TYPES OF FACILITIES.

THIS IS BETWEEN OFFSTREET FACILITIES AND CURBSIDE FACILITIES TO ALLOW FOR A MIX AND MATCH OF DIFFERENT OPTIONS THAT BEST FIT WITHIN THE CONTEXT.

HERE IS THE FINAL MAP PROGRESSION. THIS IS EXISTING.

WE DISPLAY IN MAY AND POSTED IT ON THE WEBSITE. WE MADE A FEW REVISIONS I HAVE A FEW MINUTES. I WILL CLICK THROUGH THE WEBSITE AND SHOW THIS IS CARAMEL COMPREHENSIVE PLAN.COM. THIS IS IN WEBSITE FORM. YOU CAN CLICK THROUGH THE

[00:30:02]

VARIOUS SECTIONS WE HAVE AN OVERVIEW OF THE PROCESS. LET ME GO BACK TO THE FRONT PAGE. YOU CAN ALSO DOWNLOAD THE PLANS INDIVIDUALLY IF YOU SCROLL.

IF YOU SCROLL DOWN, YOU CAN CLICK THROUGH THE DEVELOPMENTAL PATTERNS MAP THIS IS AT THE TOP OF THE PAGE. THIS IS WHERE YOU CAN TWO MEN, YOU CAN CLICK AROUND TO THE VARIOUS DEVELOPMENT PATTERNS AND SEE, YOU CAN SEE THE DIFFERENT CHARACTERISTICS THERE.

THIS IS WHERE THE IMAGE SHOWS THEN YOU CAN DOWNLOAD THE PLAN OR YOU CAN SCROLL DOWN AND CLICK THROUGH THE VARIOUS STEREOTYPES. THE MAPS ARE AT THE TOP AND YOU CAN SCROLL THROUGH THE VARIOUS OPTIONS. I MENTIONED THERE IS A PLAN HOLDER.

THEN WE CAN GET SOME OF THE PLANS OVER TO THIS FORMAT. I WANTED TO MENTION, IF YOU CLICK ON THAT, IT OPENS UP A FORUM WHERE YOU CAN SELECT THE SECTION WHERE YOU WANT TO COMMENT. YOU CAN PROVIDE YOUR NAME AND E-MAIL ADDRESS, AND THEN YOU CAN TYPE YOUR MESSAGE IN THIS AREA. THAT WILL ALLOW US TO IMPORT IT AS A SPREADSHEET AND HOPEFULLY KEEP THE COMMENTS ORGANIZE AND HELP BOTH KEEP ON TASK WHILE WE ARE REVIEWING.

LET ME GO BACK SO OUR SCHEDULE FOR THE NEXT STEPS BE POSTED THIS INFORMATION ON THE WEBSITE ON OCTOBER 1 AND WE ARE HERE AT THIS MEETING FOR A PUBLIC HEARING.

FROM HERE IT WAS MENTIONED THIS PLAN WILL GO TO THE PLAN COMMISSION TO REVIEW THE PLANT THOSE DATES ARE GET TO BE DETERMINED BUT WE WILL POST THOSE IT WILL COME BACK TO THE PLANNING COMMISSION FROM THERE THE CITY COUNCIL WILL REVIEW, AND THEY WILL REVIEW THE PLAN AND THEY ULTIMATELY WILL HAVE THE FINAL APPROVAL OF THE DOCUMENT.

BUT THE PLAN COMMITTEE ONLY MAKES A RECOMMENDATION. ALSO, THE MEETINGS, PRESIDENT GRADE MENTIONED THEY WILL BE STREAMED SO YOU WILL BE ABLE TO ATTEND EVEN IF YOU ARE WATCHING FROM HOME. AGAIN, PLEASE CONTINUE TO USE THE FEEDBACK BUTTON BECAUSE WE WILL STILL BE TAKING WRITTEN COMMENTS AND THAT WILL HELP US WITH THE REVIEW.

[00:35:01]

WITH THAT I WOULD BE HAPPY TO TAKE ANY QUESTIONS AFTER THE PUBLIC HEARING.

THANK YOU. >> THANK YOU ADRIAN, MARK. WE WILL CONTINUE NOW TO THE PUBLIC COMMENT PORTION. CAN I SEE A SHOW OF HANDS OF THOSE WHO WISH TO SPEAK TONIGHT.

HOLD THEM HIGH SO I CAN GET A GOOD COUNT. I SEE 12.

SO, 12 PEOPLE WHO WISH TO SPEAK. LET'S DO, WE NORMALLY DO A BLOCK OF 20 MINUTES.

2 MINUTES APIECE THEN WE ARE AT 24. SO, WHOEVER WISHES TO BE FIRST APPROACHED THE MICROPHONE YOU DON'T HAVE TO GIVE YOUR STREET ADDRESS.

WHILE THAT PERSON IS SPEAKING, IF THE NEXT PERSON WOULD TAKE A POSITION IN LINE BEHIND THEM SO WE CAN MINIMIZE THE DOWNTIME. WHO WANTS TO LEAD US OFF? WHILE ADRIAN WAS SPEAKING THE RED AND GREEN LIGHTS THAT IS TIED TO THE TIMER. WITH 30 SECONDS REMAINING THE LIGHT WILL GO YELLOW. AT THE CONCLUSION THE LIGHT WILL GO READ.

>> MY NAME IS CHARLIE DIMLY. I BELIEVE THAT 463 EMERSON ROAD AND I SAID THAT ON PURPOSE.

IT IS JOHNSON ADDITION. THE SECOND OLDEST ADDITION IN CARMEL.

I ALSO RUN A FACEBOOK PAGE. WE HAVE A TIGHT COMMUNITY, AND I NOTICED, AND I MET MARK AT ONE OF THE GATHERINGS HERE BUT THE FIRST THING I NOTICED, THERE WAS ONLY 1% OF THE POPULATION OF CARMEL THAT -- 1% IS NOTHING. YOU DON'T GET AN OPINION FROM ONE PRESENT.

YOU NEED TO REACH OUT TO GIVE A GENERAL FEEL OF WHAT CARMEL PUBLIC THINKS.

THE OTHER THING I WANTED TO MENTION, I NOTICED HOMES AND MORE HOMES AND MORE HOMES, THAT IS GREAT. WHEN I DID NOTICE WAS THE LOT RIGHT BEHIND ME IS A SIX-STORY BUILDING, NEXT TO A RESIDENTIAL, 210 APARTMENT RENTALS. THAT IS NOT CARMEL.

WE HAVE SO MANY APARTMENTS IN CARMEL ALREADY. SIX STORIES, WE HAVE NOTHING THAT I CAN FIND IN CARMEL THAT'S SIX STORIES. THAT IS RIDICULOUS.

IF IT COMES TO PREDICTION -- FRUITION I'M STILL TRYING TO FIND THE WORDING.

TEN YEARS OR SO, BUT AT&T LAW WAS GOING TO BE BACK. THERE IS AN ORDINANCE SOMEWHERE.

I HOPE THAT'S RIGHT I AM HOPING THE PLAN COMMISSION CAN LOOK AT THE RESIDENCE OF WHAT NEIGHORHOODS LOOK LIKE. WE DON'T WANT A SIX-STORY BUSINESS BUILDING.

WE DON'T WANTED LOOKING DOWN INTO MY POOL. >> THANK YOU.

WE HAVE A COUPLE OF MORE SPEAKERS. WANT TO TAKE THE MICROPHONE AND

ONCE TO WAIT IN LINE. >> HELLO, KUDOS TO THE WORK THAT HAS GONE INTO THE PLAN.

I LIVE IN THE EVIAN GLENN NEIGHBORHOOD I'M HERE WE ARE A NONPROFIT WE BELIEVE IT IS IMPORTANT WE WANT TO EXPRESS OUR APPRECIATION AND SUPPORT FOR THE ENVIRONMENTAL INITIATIVES OUTLINED IN THE PLAN. ESPECIALLY FOR THE CLIMATE ACTION PLAN.

WE THINK IT REDUCES THE CITY'S ENVIRONMENTAL FOOTPRINT AND SAVE TAX DOLLARS.

[00:40:09]

WE WANTED TO SHARE A CONCERN AS SOME OF YOU MAY KNOW THE INITIATIVE HAVE OFFERED A SOLAR EDUCATION PROGRAM AND INCENTIVE INCLUDED IN THE COMP PLAN. WE HAVE DONE THIS FOR CARMEL AND HAMILTON COUNTY SINCE 2017. WE BELIEVE CUSTOMERS SOLAR IS THE MOST POWERFUL WAY TO REDUCE CARBON EMISSIONS. IT IS THE CLEANEST ENERGY YOU CAN GET AND IT PROTECTS AGAINST RISING ENERGY COSTS. WE HAVE HELPED OVER 60 HOMES GO SOLAR, AND INSTALLED OVER 2,000 PANELS. I'M TALKING PRIMARILY ROOFTOPS. DEKE OUR SOLAR PROGRAM WILL BE ONGOING. THE FEDERAL TAX CREDIT WHICH IS AT 26% IS STILL AVAILABLE.

AND WE APPRECIATE THE CITY SUPPORT FOR OUR PROGRAM. WE HOPE THAT GOING FORWARD WE CAN CONTINUE TO WORK TOGETHER TO PROMOTE SOLAR IN CARMEL. THANK YOU VERY MUCH.

WE ARE GLAD TO SEE THAT IN THE COMP PLAN. TAKE --

>> MY NAME IS BILL I SAW IN THE PLAN FOR THE WEST NEIGHBORHOODS TWO AND HALF STORIES IS THE SIZE OF WILL BE. I'M NOT REAL BIG FAN OF THE GRAINY CHECKS WHERE PEOPLE WANT TO PUT IN THEIR YARD. IT IS JUST MY OPINION. THEY DO TRACK FROM SOMEONE'S YARD. THE OTHER COMMENT I WANT TO MAKE IS BICYCLE PATHS.

I DON'T HAVE A PROBLEM WITH THAT BUT WE NEED TO SLOW DOWN THE CARS THAT COME THROUGH THE AREA.

THEY COME UP ILLINOIS AND AN AMAZING RATE OF SPEED. I SEE TOO MANY SPEEDERS EVERYWHERE WE GO. I KNOW HE IS PROBABLY THINKING ABOUT THAT TOO BUT I'M MORE CONCERNED ABOUT THE SAFETY PARTICULARLY SMALLER CHILDREN. THAT IS ALL I HAVE TO SAY.

TANGELO MEMBERS I SERVE AS THE PRESIDENT AND CEO OF ONE'S OWN CHAMBER OF COMMERCE.

IM HERE TONIGHT NOT ONLY ON HAVE ONE ZONE BUT OUR CARMEL ISSUES COMMITTEE WHICH HAS BEEN AROUND SINCE SEVEN YEARS AGO. AS WE WENT THROUGH THE PROCESS I FIRST WANT TO THANK MIKE AND HIS TEAM AND THE CONSULTANTS ON THE PLAN. I KNOW THE GROUPS WITH MANY HOURS CONNECTING WITH RESIDENTS ESPECIALLY MIKE AND HIS TEAM MET WITH THE GROUP 2-3 TIMES AS WE WENT THROUGH THE PROCESS. THE GROUP TOOK A DEEP DIVE INTO THE PATTERNS.

WHAT WE CAME TO A CONCLUSION WE BELIEVE THE PLAN IN FRONT OF YOU AS A GREAT EXAMPLE OF COMMUNITY INPUT AND WILL GIVE THE COMMUNITY A GREAT GAME PLAN& MOVING FORWARD A COMPREHENSIVE PLAN SEEKS TO ENGAGE MEMBERS OF THE COMMUNITY TO CREATE A MORE PROSPEROUS, CONVENIENT, EQUITABLE, HEALTHY AND ATTRACTIVE PLAYS WERE PRESENT AND FUTURE GENERATIONS.

WE BELIEVE CARMEL IS ON THE RIGHT TRACK AND THIS IS A GREAT PLAN FOR THE FUTURE GROWTH AND DEVELOPMENT OF OUR COMMUNITY. AGAIN WE SUPPORT THIS PLAN AND WE HOPE YOU CAN SUPPORT IT AS

WELL. THANK YOU VERY MUCH. >> THANK YOU.

TWO MORE PEOPLE. STEP UP TO THE MICROPHONE PLEASE.

>> TONIGHT I REQUEST PLANNING COMMISSIONERS REMOVE THIS DRAFT PLAN FROM UNNEEDED AND UNWANTED

[00:45:21]

AND CURRENTLY NOT PERMITTED EXCESSIVE COMMERCIAL DEVELOPMENT.

THIS INCLUDES EXISTING NEIGHBORHOODS AND THE LONGER ROADS.

PLEASE REMEMBER ONE SIZE DOES NOT FIT ALL. CARMEL GOVERNMENT CLAIMS TO VALUE THE DIFFERENT AREAS AND AFFORDABLE HOUSING BUT THIS PLAN FAILS TO PROTECT.

CARMEL NEEDS TO PRESERVE WHAT REMAINS OF THE OLD AFFORDABLE NEIGHBORHOODS.

WEST CARMEL LOW DENSITY NATURAL CHARACTERS IS A SUCCESSFUL DRAW FOR HOMEBUYERS IN THAT ENVIRONMENT CANNOT BE BROUGHT BACK ONCE IT IS GONE. IT IS IMPORTANT TO PROTECT THE AREA AS AN OPTION FOR THE FUTURE AND THE CHOICES MADE BY THE THOUSANDS OF HOMEOWNERS WHO TRUSTED THE CITY'S PLAN AND ZONING. THIS IS ONE OF THE MOST BEAUTIFUL AND UNSPOILED ROADS IN THE CITY. THEY LIMITED TO ONLY PRESS THIS REVISION DRAFT WILL ALLOW THE CHARACTER TO BE ERASED. THE PROPOSAL TO ALLOW PARKING ALONG THE STREETS WOULD CHANGE THEIR CHARACTERS THE INTRODUCTORY WEBINARS FOR THIS COMP CHANGE FOR MARKETING CAMPAIGN IS FOR HOW EVERYONE SHOULD WANT TO LIVE.

I'M SORRY. TANGIBLE TAKE THIS OPPORTUNITY TO REMIND EVERYONE YOUR WRITTEN COMMENTS ARE JUST AS IMPORTANT AND VALUED BY THE COMMISSION INSURANCE BROKER COMMENTS.

I KNOW WE HAVE WRITTEN COMMENTS THAT WE COULDN'T HEAR INTO MINUTES OF THANK YOU.

>> MY NAME IS JILL I AM FROM WILLIAMS MILL AND I REPRESENT CITIZENS FOR RESPONSIBLE ZONING.

I WANT TO DISCUSS SOME OF THE LETTERS THAT WERE SENT ABOUT THIS PLAN.

THERE WERE 34 AS OF THIS AFTERNOON AND 25 WERE FROM WEST CARMEL BECAUSE WE EXPERIENCE BEING BLOCKED IN ON ALL SIDES AND THEY CAN UNDERSTAND THAT. I THINK IT IS IMPORTANT TO SEE WHAT THEY SAID AND HOPEFULLY SOMETHING WILL BE ADDRESSED IN THE PLAN.

THERE WERE ALSO FOUR FROM JACKSON GRANT THEY WERE FRUSTRATED THAT THEY PRESENTED REASONS WHY THEY WERE NOT INTERESTED IN COMMERCIAL DEVELOPMENT AND WERE MOSTLY IGNORED BY CLAIMS COMMISSIONS AND CITY COUNCIL. AND 25 OUT OF THE 30 WERE FROM THE WEBSITE. TWO WERE FROM DOWNTOWN. I NOTE THAT DOES NOT ADD UP.

BUT OF THESE PEOPLE I WAS LOOKING AT THE COMMENTS THREE WERE NOT CONVINCED THAT THE HOMEOWNERS PROPOSE THE -- WANTED THE CHANGE. AND THEY WOULD HAVE LIKED TO HAVE KNOWN THE DEMOGRAPHICS. A LOT OF PEOPLE DID NOT KNOW ABOUT THE WEBINARS AND POP-UPS.

THE PEOPLE I SPOKE TO SHARED FRUSTRATIONS THAT THE SINGLE-FAMILY HOMEOWNERS ARE NOT VALUED. THAT IS VERY FRUSTRATING AND HAVING LOOKED AT THE DEVELOPMENTS OVER THE PAST COUPLE OF YEARS I WOULD SAY THAT IS WARRANTED.

EVEN IN THIS PLAN I SAW, WHEN THEY WERE SHOWING THE ICON IF I COULD FINISH THE SENTENCE, AND ICON FOR THIS PLAN, IT WAS TALL BUILDINGS. TODAY WHEN THEY SHOW THE ICON FOR THIS PLAN, IT WAS A SHOP, NOT A HOME. THANK YOU.

[00:50:04]

TANGELO I AM KATHY I LIVE ON MALLARD COURT. I AM A SMALL NEIGHBORHOOD OF 45 HOME SPIRIT THE ESTATES IS ON THE EAST SIDE ACROSS FROM JACKSON'S GRANT.

SOUTH OF US IS THE HOSPITAL. TO THE EAST OF US, THE RITZ CHARLES AND SOME OTHER COMMERCIAL. I BUILT MY HOME OVER 20 YEARS AGO.

IT WAS BASICALLY SURROUNDED BY FARMLAND. EVERYTHING AROUND US WAS RESIDENTIAL. PEOPLE IN MY NEIGHBORHOOD MOVED IN FOR THE SAME REASON ASSUMING IT WOULD REMAIN RESIDENTIAL. THE HOSPITAL WORKED WITH US WHEN THEY BUILT THEY REMOVED THE 450 FEET OF WOODED AREA THAT IS ON THE NORTH SIDE OF THE HOSPITAL AND BACKS UP TO OUR HOME THEY REMOVED IT. THAT REMAINS ZONED RESIDENTIAL. WE ARE JUST VERY CONCERNED WE CONTINUED TO BE CHIPPED A WAY AT AND WE WANT SOME PROTECTION WE WANT TO BE REMAIN DESIGNATED A RESIDENTIAL AREA BECAUSE OF THE CLOSE PROXIMITY OF THE BUSINESSES AND THE COMMERCIAL.

IT IS ENCROACHING ON US AND WE WANT PROTECTION AND WE APPRECIATE YOUR HELP.

>> THANK YOU. >> GOOD EVENING EVERYONE. IM FROM DOWNTOWN CARMEL.

I LIVE IN DOWNTOWN CARMEL BUT I HAVE BEEN HERE FOR 35-4 YEARS. I HAVE SEEN SO MANY GREAT THINGS HAPPENING WITHIN CARMEL. I KNOW THE TEAM HAS DONE A LOT OF GOOD WORK.

IT'S A LOT EASIER TO CRITIQUE THEN CREATE. I THINK THE BEAUTY OF DOWNTOWN CARMEL IS 30 YEARS AGO, IF IT IS SHELL OF WHAT IT IS NOW. MY BIGGEST CONCERNS ARE THE AMOUNT OF DISTANCE THE -- DENSITY AS IT RELATES TO THE SMALLER NUMBER OF OWNERSHIP VERSUS RENTAL COMPONENT. IT'S A LOT EASIER TO GET PUBLIC FUNDING THAN PRIVATE.

IT'S EASY TO BUILD UP AN APT LOTS OF LOCATIONS BUT I PICTURE ALLISON PHIL ROLLED 30 YEARS AGO AND HOW MUCH FUN THAT AREA WAS. IT WAS THE PLACE TO BE. AS THE UNITS HAVE GOTTEN OLDER AND DEPRECIATED, IT IS NOT AS ATTRACTIVE AND I WORRY ABOUT DOWNTOWN 30 YEARS FROM NOW WITH HIGH-RISES AND RENTALS AND SOME PEOPLE ALREADY SAY I LIVE IN WEST CARMEL AND I WORRY ABOUT THAT. IMAGINE BEING DOWNTOWN AS AN OWNER AND WORRYING ABOUT THE DENSITY. A LOT OF IT IS GREAT. I LOVE THAT LITTLE CHILDREN AND FAMILIES ARE MOVING IN. IT HELPS TO MAKE IT VIBRANT. I WOULD SAY JUST KEEP IT BEAUTIFUL, LIMIT THE AIRBNB OPPORTUNITIES THAT SOMEONE CAN BE IN.

AND THE SAME THING WITH THE SENSORY DWELLINGS AND TAKING A LOT IN A NEIGHBORHOOD AND MAKING TWO HOMES OUT OF THE. I THINK IT DETRACTS FROM THE NEIGHBORHOOD.

THOSE ARE MY COMMENTS I HAVE THREE SECONDS LEFT AND I WILL GET OFF.

>> I'M PART OF THE WEST DISTRICT THERE ARE TWO ISSUES THAT CONCERN IS.

>> CAN HAVE YOUR NAME. >> THERE ARE TWO ISSUES THAT CONCERN IS.

ONE IS THE PHRASE OR WORD HOSPITALITY IT IS NOT CLEAR WHAT THAT MEANS IS THAT A HOTEL, RESTAURANT, BAR, WHAT IS THAT. AND PART TWO OF THAT IS, PARKING ASSOCIATED WITH THE STRUCTURES.

STRUCTURES IS OUR WORK THAT WE WEREN'T LOOKING AT. WE HAVE A NEIGHBOR IN OUR NEAR

[00:55:07]

VICINITY AND WE HAVE OTHER THINGS AND BASICALLY A VENUE THAT IS SUPPOSED TO BE A RESIDENTIAL HOME. THAT IS CLEARLY NOT HAPPENING. WE NEED TO HAVE CLEAR DEFINED OF WHAT IS HOSPITALITY. IS IT ON MICHIGAN AVENUE OR SOMEWHERE ON 31 OR IS IT WON HUNDRED 16 AND I DON'T KNOW, THERE ARE BIG LOTS, SOMEONE COULD PUT UP A HOTEL BECAUSE IT IS NOT CLEAR WHAT IS THE HOSPITALITY AND WHAT PARKING STRUCTURES ARE ALLOWED WITH THE STRUCTURE FOR HOSPITALITY IS. ONCE WE HAVE THIS DEFINED, WE CAN SEE WHAT ELSE IS HAPPENING.

BUT IN GENERAL, WE LIVE IN A REALLY NICE NEIGHBORHOOD THAT FALL UNDER YEARS STANDARDS AS RURAL AND PEACEFUL. THAT IS NOT REALLY CHANGING DRASTICALLY WHEN YOU HAVE NEIGHBORS WHO PUT UP THESE PARKING LOTS AND M VENUES. UNLESS IT IS CLEARLY DEFINED.

AND IF YOU ARE HAVING THESE HOSPITALITY'S INITIALS WERE THIS IS.

THANK YOU. >> THANK YOU. AND THANK YOU TO YOUR NEIGHBORHOOD FOR COOPERATING WITH THE RECENT FIRE TRAINING. THANK YOU, JUDY HAGAN.

THANK YOU FOR THE OPPORTUNITY TO ENTER COMMENTS ONLINE EVER DO THAT INSTEAD OF READING MY THREE PAGES. BUT I DO HAVE A COUPLE THAT I WANT TO GET ON THE RECORD AND HAS TO DO WITH THE DEVELOPMENT PATTERN SUMMARY. ONE OF THE DEVELOPMENT PATTERN SUMMARY TITLES IS, CORRIDORS. TYPICAL CORRIDORS. I DON'T KNOW IF THAT IS A CATEGORY SO GOING FORWARD CAN WE CLARIFY THAT. I'M HERE TO SPEAK MORE ABOUT THE PARK ISSUES. SOME CLARIFICATION ON WHAT THE WHITE RIVER DEVELOPMENT PATTERN IS. I'M SURE THAT IS THE AREAS AS THEY COME INTO DEVELOPMENT.

THE LONG-TERM GOAL IS TO HAVE AS MUCH OF THE RIVER AS WE CAN HAVE AS THE GREENWAY.

I WANT TO MAKE SURE THAT IS INCLUDED. IT'S NOT CLEAR WHAT'S HAPPENING AT 96 STREET. THEN THE SECOND CATEGORY, I CLEARLY UNDERSTAND IT IS THE CENTER OF TOWN BUT THE GREENWAY, IS GOING TO POTENTIALLY FIVE STORIES AND YET THE PHOTO AND THE PLAN SHOWS THE LOVELY TREE CANOPY. I DON'T KNOW HOW WE DO THAT.

I KNOW IT IS WELL LOVED AND PROBABLY DOES NEED TO BE WIDENED BUT WHAT DOES THAT LOOK LIKE.

IS THERE SOMETHING GOING ON IN THE BACKGROUND THAT WE NEED TO KNOW ABOUT.

THANK YOU. >> THANK YOU. >> WE ARE GETTING CLOSE TO OUR COUNT OF 12. ANYONE WHO HAS YET TO SPEAK, IF YOU COULD MOVE INTO THE LINE,

THANK YOU. >> ARE GOOD. >> OKAY, MY FAMILY MOVED TO CARMEL IN THE MID- 70S SO I'VE SEEN A LOT OF CHANGES. I LIVED ON THE EAST SIDE.

WE HAVE MOVED TO THE NORTH AND SOUTH. I'VE BEEN ALL OVER THE CITY.

THERE'S BEEN A LOT OF GOOD DEVELOPMENT AND I COMMEND THE WORK THAT YOU HAVE DONE.

I JUST WANT TO MAKE POINTS BASED ON WHAT I'VE SEEN ON THE PROPOSED COMP PLAN.

IT HAS BEEN STATED THAT THERE WAS GOOD COMMUNITY INPUT. WHEN YOU HAVE 1% OF 100,000 RESIDENTS THAT'S NOT GOOD INPUT. HOPEFULLY MORE RESIDENTS WILL BE ABLE TO SPEAK AND BECOME AWARE OF THE COMP PLAN. IT FEELS LIKE THE MARKETING AND AWARENESS WAS NOT ADEQUATE.

[01:00:02]

WHEN DO YOU PEOPLE TURNING IN AN ONLINE SURVEY, THAT IS NOT REPRESENTATIVE OF THE CITY OF CARMEL SO I HOPE WE SLOW DOWN TO GET MORE INPUT. I FEEL LIKE WALK ABILITY HAS BEEN OVERUSED. IT'S GREAT DOWNTOWN. I BIKED THE TRAIL EVERY WEEK AND I LOVE IT. I DON'T NEED TO BUY GET ON MY NEIGHBORHOODS OR TO THE GROCERY STORE OR TO THE GAS STATION WHEREVER I'M GOING TO SHOP, I LIVE IN JACKSON GRAND VILLAGE.

I LIVE NEXT TO A SECTION THAT WAS ZONED LOW DENSITY RESIDENTIAL.

IT CHANGE. I LIVED ACROSS FROM A ROUNDABOUT WITH BRIDGES.

IT WAS DEEMED BY THE COUNCIL, NOT THIS COMMISSION VOTED AGAINST IT, THANK YOU FOR THAT BUT IT WAS DEEMED BY THE COUNCIL WE DIDN'T KNOW WHAT WE WANTED. AND WE BASICALLY WERE OVERRIDDEN. SO NOW, WE WILL HAVE 20,000 SUITE OF COMMERCIAL SPACE IN OUR NEIGHBORHOOD. OVER 70 VOTED AGAINST IT RECENTLY TO OCCLUDE THE VILLAGE THE HOA. THAT IS SIMILAR TO THE DOCKET RESPONDENT SPIRIT I WOULD BE CAREFUL WITH THAT. IMMUNITY SEEMS LIKE IT IS OVER ASSESSMENT.

ONE SIZE DOES NOT FIT ALL. I LOVE THE WORK YOU ARE DOING JUST GET MORE PUBLIC INPUT AND AWARENESS AND BE CAREFUL OF THE GROWTH. NOT TOO MUCH DENSITY.

>> THANK YOU. >> AT ONE POINT IN TIME I SERVE. AFTER REVIEWING THE PLAN IT IS EASY TO SEE THE INFLUENCE OF THE EAST COAST AND WEST COAST. WHILE MANY MAY MAKE SENSE, HOME ARE QUESTIONABLE. THE GENERAL CONCEPT IS TO GET THE PLANNING WITHOUT MUCH SPECIFICITY. WHILE THIS PROVIDES LATITUDE IT PROTECTS LITTLE DEVELOPMENTS FROM INTRUSIVE USES. FORMED BASED DECISION MAKING DOES NOT SHOW THE IMPACT ON THE SURROUNDING AREA. WHILE THIS MAY BE DESIGNATED TO BE HARMONIOUS IT IS USED THROUGH TRAFFIC AND MAY BE INTERESTED TO NEARBY RESIDENTS. IF ONLY THAT IT'S CONSIDERED YOU CAN HAVE A MANUFACTURING FACILITY NEXT TO A NEIGHBORHOOD AS LONG AS IT LOOKS LIKE SOME FORM OF HOUSING WHICH COULD BE INAPPROPRIATE. SOME OBJECTIVES IN MY MIND WOULD MAKE THE LANDSCAPING CHALLENGING. WE WERE TOLD THIS WAS NOT CONSIDERED FEASIBLE. GREEN INITIATIVES SUCH AS POLICIES WILL ONLY WORK IF REQUIRED AS I ASSUME THEY WILL BE REJECTED BY DEVELOPERS. THE SAME IS TRUE FOR SOLAR.

I KNOW THIS IS A VISION DOCUMENT IT WILL NOT MANDATE BUT IT WILL BE IMPORTANT FOR ENFORCEMENT IN THE FUTURE. SOME AREAS IT'S QUESTIONABLE AND IT WILL DRIVE PEOPLE AWAY FROM BUSINESSES AND RETAIL. I DOUBT ANY CITIES ARE USING SUCH A STRATEGY.

THIS MAY WORK IN LARGE URBAN AREAS BUT NOT CITIES OF OUR SIZE AND DEMOGRAPHIC SPIRIT THIS SUGGESTS ON STREET PARKING WHICH DOES NOT SEEM APPROPRIATE. ONE SECTION IS A SPANISH TERM USED IN THE SOUTHWESTERN UNITED STATES. MY SUGGESTION IS WHY NOT CALL THEM WALKING PATHS. THAT THERE ARE FIVE DEATHS AS MANY DESIGNATIONS ON THE ROADS WHICH CARRY REQUIREMENTS OF THREE LANES. I QUESTION WHETHER THIS IS

PRACTICAL. THANK YOU. >> THANK YOU.

WAS THERE ANYONE ELSE WHO WISH TO SPEAK TONIGHT. VERY GOOD.

THANK YOU EVERYONE. I WILL NOW GIVE THE DEPARTMENT A CHANCE TO RESPOND TO THE

COMMENTS IF YOU CHOOSE. >> I DON'T HAVE ANYTHING FURTHER.

WE RECEIVED A LOT OF THE COMMENTS AND I WOULD LIKE TO TAKE TIME TO DIGEST AND THOUGHTFULLY WORK THROUGH THOSE IN THE APPROPRIATE SECTIONS WHEN THEY COME UP.

>> THANK YOU. >> IS THERE A DEPARTMENT REPORT TO ADD ANYTHING THAT HAS NOT

BEEN SENT BY THE DEPARTMENT THIS EVENING? >> NO THANK YOU.

>> IF NOT, THAT WILL CLOSE THE PUBLIC HEARING FOR THIS EVENING. WE WILL REOPEN THE PUBLIC

[01:05:05]

HEARING WHEN THIS MATTER COMES BACK FROM THE COMPREHENSIVE PLAN COMMITTEE.

WHEN THE PLAN IS DONE IN THAT STATE AT THAT POINT AND TIME WE WILL COME BACK TO THE GROUP FOR ANOTHER MEETING THAT WILL LOOK AND FEEL LIKE THIS ONE. THERE WILL BE ANOTHER OPPORTUNITY FOR PUBLIC INPUT. I CANNOT SPEAK FOR THE CARMEL COMMON COUNCIL BUT THIS PLAN DOES HAVE TO BE ADOPTED BY THEM AND TYPICALLY PUBLIC INPUT IS PART OF THEIR PROCEDURES AS WELL. LOTS OF REMAINING OPPORTUNITIES FOR PUBLIC INPUT AND THANK YOU TO THOSE WHO PARTICIPATED IN THE PUBLIC MEETINGS TO CONTRIBUTE YOUR INPUT TO GET US WHERE THE

PLAN IS TODAY. THANK YOU. >> WITH THAT, IT IS THE PLAN COMMISSION STERN ANYTHING TO DISCUSS? CHRISTINE.

>> IF WE ARE GOING TO GO SECTION BY SECTION, I CAN DO COMMENTS AND CHANGES AS WE HAD BREAKOUT SESSIONS. ARE YOU LOOKING FOR MORE THIS EVENING, I'M JUST TRYING TO I

DON'T WANT TO BE DUPLICATIVE THAT IS A GOOD QUESTION. >> THAT WOULD BE THE POINT OF THE PLAN COMMISSION DISCUSSION AT A PUBLIC HEARING TO PROVIDE GUIDANCE AND MATERIAL AND DIRECTION TO A PETITIONER. BUT WHEN THAT PETITIONER IS SOMEONE FROM THE PRIVATE SECTOR.

HERE TO POINT A PHRASE IT DOES. WE KNOW HOW TO GET OLD AND WE ARE HERE TO SHARE OUR INPUT SO WE HAVE OPPORTUNITIES TO SHARE THAT GUIDANCE. IF SOMEONE HAS QUESTIONS TO ASK, THOUSAND OPPORTUNITY BUT I THINK THE CONCEPT THAT THE CITY HAS LAID OUT, IT IS THAT, LET ME BACK UP I DON'T WANT TO TAKE IT AS A GIVEN. THE ANTICIPATION IS THE NEXT APPS WOULD DONE BY A COMMITTEE AS A WHOLE WHICH WOULD BE WORKING IN COMMITTEE MEETINGS TO TAKE UP THE COMPREHENSIVE PLAN. IF THAT IS THE CASE, IT IS THE DEPARTMENTS PLANS THAT THE DISCUSSIONS OCCUR SEQUENTIALLY IN THE SAME ORDER THE PLAN IS LAID OUT.

IT MIGHT BE, ONE OR TWO SESSIONS PER SECTION. PARTICULARLY WHEN WE GET TO THE DEVELOPMENT FORM I'M SORRY HAVE TO LEARN MY NEW TERMINOLOGY. THE NEW PATTERNS, IT IS LIKELY THAT WOULD BE TO WORKING SESSIONS OF THE COMMITTEE. BUT BEYOND THAT, AND TALKING ABOUT TIMING BECAUSE THE SCHEDULES APPEARED TO BE COMPLEX AND VERY FEW DATES HAVE PERCOLATED TO THE TOP. THIS IS WHERE WE ARE RIGHT NOW. IF THERE ARE SPECIFIC QUESTIONS GREAT BUT WE WILL GET TO THE DETAILS IN THE COMMUNITY MEETINGS.

DOES THAT ANSWER THE QUESTION. I SAY WE CAN GO SECTION BY SECTION HAVE SOME CHANGES.

WE HAVE ALL HEARD YOUR COMMENTS AND MANY OF US, ALSO HAVE THE SAME CONCERNS ABOUT DENSITY.

WE WILL ADDRESS THOSE AS WE GO THROUGH THE PLAN. >> GO AHEAD.

I WAS GOING TO ASK, YOU ALLUDED TO THIS. WE DID RECEIVE E-MAILS AND COMMUNICATIONS THAT WOULD INDICATE PLEASE DON'T VOTE ON THIS DON'T PASS ON THIS.

WE HAVE A VERY I WON'T SAY A LONG ROAD AHEAD OF US BUT A LOT OF DISCUSSIONS AND I JUST WANT TO REITERATE, WERE NOT TAKING ACTION NOW. WE HAVE A LOT OF DISCUSSIONS AHEAD OF US. I GUESS THAT TONE, THERE WERE COMMENTS ABOUT A SMALL AMOUNT OF PARTICIPATION. HAVING DONE PROJECTS THAT NEED PUBLIC COMMENT AND THE INPUT WE HAD SO FAR, IS COMMENDED BUT WITH THAT BEING SAID, IF WE CAN ELICIT INPUT THAT WILL MAKE A

[01:10:09]

MORE ROBUST ENGAGEMENT AND COMMUNICATION WITH THE PUBLIC. I STRONGLY SUPPORT THAT AND RECOMMEND THAT. IF THERE ARE WAYS WE CAN'T DO THAT AND GET THE WORD OUT, NOW THAT WE ARE HAVING THESE PUBLIC DISCUSSIONS, I THINK WE WILL FURTHER THEIR COMMUNICATION

PIECE. >> ONE OTHER COMMUNICATION DO WE HAVE TO THE PUBLIC BETWEEN NOW

AND THE FIRST SESSION. >> ONCE WE HAVE THE DATES FOR AT LEAST THE NEXT DATE RESOLVED I HAVE AN E-MAIL LIST, THERE'S A CITY NEWSLETTER THAT GOES OUT WEEKLY.

I WILL POSTED FOR THOSE WHO HAVE BEEN WATCHING THE CITY'S WEBSITE FOR THE DEPARTMENT.

THE FIRST WEBSITE I MENTIONED WHERE EVERYTHING HAS BEEN POSTED SO FAR.

THOSE ARE THE REGULAR MEANS OF COMMUNICATION THAT ARE REGULARLY AVAILABLE AND QUICK TO GET OUT.

JAN SOMEONE MENTIONED NONE OF THE HOA'S WORK CONTACTED. WOULD IT BE FEASIBLE TO MAIL TO THE HOA'S IN CARMEL TO BILLBOARDS ALERTING THEM OF THIS AND THEY CAN ALERT THEIR NEIGHBORS? MY UNDERSTANDING IS, THE COMMUNICATION E-MAIL LIST THAT GOES OUT ON FRIDAYS INCLUDE ALL OF THE KNOWN E-MAIL ADDRESSES FOR THE BOARD AS WELL AS THE SMALL BUSINESS E-MAIL LIST THAT IS HELD BY THE COMMUNITY RELATIONS DEPARTMENT.

THEY HAVE A BROADER E-MAIL THIS THAN I DO. MY E-MAIL LIST IS SIMPLY THOSE THAT HAVE SIGNED UP OR ENGAGED SPECIFICALLY REGARDING THE COMPREHENSIVE PLAN BUT THE LARGER CITY NEWSLETTER GOES OUT, I DON'T KNOW THE NUMBER OF E-MAIL ADDRESSES BUT IT IS A

FAST NUMBER OF KNOWN HOA E-MAILS. >> COULD WE PROCURE A LIST OF PRESIDENTS FROM THE MANAGEMENT COMPANIES AND DO A SPECIFIC MAILER.

WHOEVER SAID I THINK THAT'S A FABLESS IDEA. THAT IS THE MOST STREAMLINED WAY

TO GET IN FRONT OF PEOPLE THROUGH COMMUNITY. >> THERE'S THE ACTION NETWORK.

NETWORK ASSOCIATION WHICH IS A GROUP OF HOA'S I PROBABLY MISCHARACTERIZE THEIR MEMBERSHIP BUT THAT MIGHT BE THE TYPE OF GROUP. TRYING TO REACH OUT THROUGH THE MANAGEMENT COMPANIES, WE HAVE THE CITY HAS NO DATABASE OF WHO MANAGES WHICH SUBDIVISIONS.

>> THERE ARE A FEW THAT HAVE THE MAJORITY OF THEM. I JUST THINK THAT IS A GREAT WAY

TO COMMUNICATE. >> THE PRINTED AND MAILED CITY NEWSLETTER COMES OUT QUARTERLY.

I KNOW IT HAD AN ARTICLE ON ONE ISSUE, WHAT IS THE MAILING LIST FOR THAT?

YOU KNOW ADRIAN? >> I DON'T KNOW OFFHAND BUT I CAN CHECK ON THAT SPECIFICALLY

AND WHEN THE NEXT ISSUE IS DUE TO BE SENT OUT. >> I MAY BE WRONG BUT I THINK IT

GOES TO EVERY CARMEL WATER CUSTOMER. >> THE UTILITIES WOULD BE COMPREHENSIVE BUT THE DEPARTMENT OF COMMUNITY RELATIONS, AGAIN THEY DO HAVE A COMPREHENSIVE LIST OF HOMEOWNERS PRESIDENTS. I HAVE THE LIST. IT DOES EXIST.

THERE WOULD BE AN THE WAY TO GET IT AND SOME IT UP. >> THANK YOU.

SO, IN TERMS OF WHERE WE GO FROM THIS EVENING.WE NEED A MOTION- WE WILL BE TAKING THIS THROUGH A COMMITTEE. BUT THE TIMING OF THE MEETINGS HAVE PROVEN CHALLENGING.

WE WERE ALL COOL WE COULD HAVE AVAILABILITY AND WE ALL SEEM TO BE AVAILABLE IN ONE BLOCK OF

[01:15:04]

THREE SUCCESSIVE EVENING SPIRIT WE WILL TAKE ADVANTAGE OF ONE BUT THREE NIGHTS, JUST DOES NOT FIT THE PROCESS WELL. THAT ONE DATE I BELIEVE IS NOVEMBER 30.

>> NOVEMBER 30. WE KNOW WE WILL HAVE A MEANINGFUL EVENING OF NOVEMBER 30. WE WILL GET THE TIME AND IT WILL BE HERE.

BUT WE HAVE THAT ONE LOCKED IN. WE NEED TO MOVE FORWARD EFFECTIVELY.

WE NEED SOMETHING SOONER, IF NOT A COUPLE OF OTHER DATES. THE DEPARTMENT PUT OUT A NUMBER OF OPTIONS FOR US TO CONSIDER INCLUDING AN EARLIER START TIME PERHAPS 30.

OR A LATER START TIME SUCH AS HEAVEN P.M. ANOTHER OPTION IS COMBINED THAT COMMITTEE MEETING WITH ONE OF OUR STANDING COMMITTEE MEETINGS WHICH HAS A LIGHTER AGENDA OR NO AGENDA.

THAT WOULD BE ON A TUESDAY, THAT IS ANOTHER OPTION. BUT QUITE CANDIDLY WE WILL HAVE TO ROLL UP OVER SLEEVES AND SCRUB OUR CALENDARS AND MOVE A FEW THINGS TO FIND A FEW DATES AND THEN EVEN AFTER THE 30TH TO KEEP THE WORK MOVING FORWARD. RIGHT NOW, THE DATES HAVE TO COINCIDE WITH THE AVAILABILITY IN THE ROOM. THIS ROOM HAS A VERY BUSY SCHEDULE OF ITS OWN. WE ARE PROBABLY NOT GOING TO BE ABLE TO DETERMINE TONIGHT THE FIRST DATE OR TIME. BUT WE DO HAVE OUR HOMEWORK AND THAT IS TO COMMUNICATE WITH THE DEPARTMENT AND KEEP THEM IN DATES BETWEEN NOW AND A MONTH FROM NOW.

>> WE ALL HAVE THE FIRST TUESDAY IN NOVEMBER. I THINK STAFF AND OUT A NOTE THERE'S NOTHING ON THE AGENDA I DON'T WANT TO LOOK AT IT WITHOUT CONFIRMING THAT YOU GIVE --

CONFIRMING THAT THIS STARTS AT THE NORMAL START TIME. >> I THINK THAT WORKS.

THIS IS IMPORTANT. IF WE CAN MAKE THAT WORK WOULD BE GREAT.

>> WHAT IS THE REQUEST. I'M JUST THINKING, THAT'S FINE. I JUST WANT TO MAKE SURE THAT WE RUN THROUGH SOMETHING THAT WE NEED MORE TIME WITH. AND END UP GETTING DONE AT 8:00 P.M. HERE AND THREE HOURS OF COMPREHENSIVE PLANNING. I JUST WONDERED WHAT IT WAS.

>> IF YOU HAD NOT ASKED ME SPECIFICALLY I WOULD HAVE REMEMBERED.

>> THE ROOM IS RESERVED FOR US. >> RACHEL WHEN I SPOKE TO HER DID NOT THINK WOULD BE A LENGTHY

DISCUSSION ON THAT ITEM. >> AT THE RISK OF CUTTING SHORT THE ENTERTAINMENT OF PEOPLE HERE. I THINK WE HAVE A DATE AND A TIME FOR THE FIRST MEETING WHICH WILL BE TUESDAY NOVEMBER 2. DID YOU WANT TO START THE PETITION EARLY?

>> I PROBABLY WANT TO CHAT WITH RACHEL TO SEE WHAT SHE HAS COMMUNICATED.

BUT I CAN VERIFIED THAT FIRST THING IN THE MORNING. >> LET'S TRY TO DO THAT BUT OTHERWISE WE WOULD BE TAKING THE COMPREHENSIVE PLAN MEETING AND WE WILL DO IT NO LATER THAN 730 P.M. IF THE ITEM IS TO BE HEARD. I'M SORRY, 6-6:30 P.M. WE DO HAVE A TIME CHANGE BETWEEN

[01:20:01]

THEN. I'M THINKING ABOUT THAT TOO. >> I HAVE A QUESTION ABOUT HOW WE WILL BREAK THIS DOWN INTO PARTS SO WE HAVE SOME IDEA WHAT TO PREPARE FOR.

AND NOT JUST HAVE ANOTHER OPEN. >> WE WILL RELEASE AND AGENDA BUT I ENVISION THE FIRST MEETING TO COVER POLICY GOALS AND OBJECTIVES AND STICK WITH THAT TOPIC.

IF WE CAN, PUT A TIME LIMIT ON ANY OF THESE MEETINGS, SO WE ARE NOT OVERDOING OURSELVES WITH REVIEW. I WOULD PROPOSE WE START THERE, AND THEN MOVE THROUGH THE NEXT SESSION WITH DEVELOPMENT PATTERNS AND POSSIBLY COMBINING THE BICYCLE M PEDESTRIAN PLAN INTO ANOTHER MEETING. I WOULD LIKE TO PENCIL IN AN EXTRA MEETING TO HANDLE ONE LAST REVISION OR IF WE RUN LONG GOAL FIRMER TIME LIMIT ON A SPECIFIC TOPIC, AND WE WILL HAVE MORE TIME. BUT STARTING WITH THE POLICY GOALS AND OBJECTIVES SESSION.

AND THEN PROCEED FROM THERE. >> I THINK WE HAVE A MEETING TUESDAY THE SECOND OF NOVEMBER EITHER AT 6:00 P.M. OR 6:30 P.M. THE SUBJECT MATTER FOR THAT MEANING WILL BE THE PORTION OF THE COMPREHENSIVE PLAN DRAFT LABEL POLICY, GOALS AND OBJECTIVES.

THE DEPARTMENT HAS COMMITTED TO KEEPING THE COMMITTEE MEETINGS BETWEEN 90-120 MINUTES IN LENGTH. IT MAY FEEL LIKE A MARATHON SESSION BUT IT WON'T BE.

NO MAD DASHES TO THE PIZZA PLACE BEFORE IT CLOSES WHEN THE MEETINGS GET OUT.

WITH THAT, WE DO NEED A MOTION TO SEND THIS TO THE COMPREHENSIVE PLAN.

WITH AUTHORITY RESERVED FOR THE FULL COMMISSION. >> THAT IS IMPLIED.

ALL IN FAVOR OF THE MOTION AND SECOND SAY AYE. ANY OPPOSED?

GREAT. THANK YOU. >> THANK YOU.

I BELIEVE THAT MEANS WE HAVE COMPLETED OUR AGENDA FOR THIS EVENING
