>> THANK YOU. YOU BEFORE YOU A MEMO REGARDING THE BZA RULES OF PROCEDURE AND WE'RE REQUESTING AN AMENDMENT TO THOSE RULES WHERE WE WOULD NO LONGER NEED TO FILL OUT BALLOT FORMS JUST OR ONLY FINDINGS OF FACT. SO THE TWO AMENDMENTS ARE PROPOSED TO STRIKE BALLOT FORMS AND ADD IN FINDINGS OF FACT AS WHAT WOULD HAVE TO BE PART OF THE OFFICIAL RECORD AND ALSO IN ANOTHER SECTION OF THE RULES STRIKE OUT FILLING OUT THEIR BALLOTS AND ADD IN SHOW OF HANDS OR ELECTRONIC VOTINGS. AND WE WOULD ASK THAT YOU VOTE ON THAT OFFICIALLY TONIGHT.
THANK YOU. >> ANYTHING FROM THE BOARD?
>> ONE QUICK QUESTION FOR THE DEPARTMENT.
ANGIE, IT SAYS DOWN HERE THAT MORE TERMS OF THE UDO ARE BEING BURIED THAN ACTUALLY APPLIED.
IT MUST BE FOLLOWED BY -- BEFORE THE BZA CAN TAKE ACTION. THAT'S NOT ADDITIONAL COMMITMENTS. THAT'S SOMETHING THAT WOULD
REQUIRE ANOTHER VARIANCE. >> YES.
I BELIEVE THAT'S WHAT THAT WORDING MEANS.
THAT'S CURRENTLY IN RULES AND PROCEDURE.
>> ANYONE ELSE? >> I AM ASSUMING HERE THAT WE NEED TO VOTE ON THIS. OKAY.
>> YES. >> THEN THAT WOULD BE -- IS THERE A MOTION AMEND OUR RULES OF PROCEDURE REGARDING
THE VOTING METHOD? >> I WILL MAKE A MOTION TO AMEND ARTICLE III SECTION 6 AND ARTICLE 7 SECTION NINE AS PRESENTED IN THE MEMORANDUM.
>>> IT'S BEEN MOVED AND SECONDED.
IS THERE ANY FURTHER DISCUSSION?
>> ALL THOSE IN FAVOR OF THAT MOTION SAY "AYE"?
>> AYE. >> ANY OPPOSED? OUR RULES AND PROCEDURES HAVE BEEN AMENDED.
[H. Public Hearings]
>>> OKAY. MOVE NOW TO PUBLIC HEARINGS.
WE HAVE THIS EVENING ONE ITEM DIVIDED INTO FOUR DOCKETS. CARMEL HIGH SCHOOL NATATORIUM. IS THIS IS UNDER DOCK ELT PZ-2021-00235, 236, 237 AND 238.
THEY ARE UNDER UDO SECTION 5.39H.
[00:05:03]
2.10, 5.30 AND 209 AND 9.09. TOTAL L NUMBER OF SIGNAGE TWO ADDITIONAL REQUESTED. MAXIMUM 35 FEET BUILDING HEIGHT ALLOWED. 66 FEET REQUESTED.2,445 REQUESTED. AND GREATER THAN 10% SPECIAL USE AMENDMENT SPECIAL USE EXPANSION REQUESTED.
IT'S ZONED R-2 RESIDENCE FILED BY AMY ALISON OF TLF ENGINEERS ON BEHALF OF CARMEL CLAY SCHOOLS.
>> GOOD EVENING. >> YOU CAN STATE YOUR NAME AND THE AREA IN CARMEL WHICH YOU RESIDE.
>> HOW ABOUT THAT? >> LET'S DO THAT AGAIN?
>> LET ME START OVER WITH THE MICROPHONE.
BILL PAYNE 4939 TUTOR PLACE CARMEL.
CHIEF EXECUTIVE OFFICER OF FANNY HOWIE ARCHITECTS AND ENGINEERING REPRESENTING CARMEL CLAY SCHOOLS.
ALSO TODD FINOLA DIRECTOR OF FACILITIES AND TRANSPORTATION FOR CARMEL CLAY SCHOOLS.
I WILL START HERE SHORTLY ONCE OUR POWERPOINT COMES
UP. >> LET ME GIVE THAT ONE MORE
SHOT HERE. >>> YOU WANT TO TILT THE CAMERA DOWN LIKE THAT. THIS WAS WORKING ABOUT 20
MINUTES AGO, BY THE WAY. >>> WE WOULD BE JUST WORKING OFF THE REAR SCREEN HERE. GOOD, MR. PRESIDENT, BOARD MEMBERS, SO THESE ARE THE FOUR ITEMS THAT WE'RE BRINGING FORWARD TO YOU THIS EVENING SPECIAL USE AMENDMENT AND THREE DEVELOPMENT STANDARDS VARIANCES FOR THE CARMEL HIGH SCHOOL NATATORIUM PROJECT. UNDER THE SPECIAL USE AMENDMENT NATATORIUM ADDITION PRODUCT ALONG WITH THE PREVIOUSLY APPROVED PERFORMING ARTS ADDITION PROJECT TOTAL 118,693 SQUARE FEET.
WHEN THOSE TWO ARE COUPLED TOGETHER THAT REPRESENTS 11.84% INCREASE IN THE TOTAL SQUARE FOOTAGE OF CARMEL HIGH SCHOOL. THAT EXCEEDS THE ALLOWABLE 10% INCREASE. PERFORM ARTING PROJECT WAS PREVIOUSLY APPROVEDMENT. HOWEVER STAFF REQUESTED THAT WE LOOK AT THESE IN TOTAL AND THEREFORE THEY DO EXCEED THE 10% INCREASE. THIS THE LOCATION MAP FOR CARMEL HIGH SCHOOL. THIS IS THE ENTIRE CAMPUS.
IT STRETCHINGS FROM MAIN STREET NORTHERLY TO ABOVE THE STADIUM COMPLEX. EXECUTE ME.
I DIDN'T INCLUDE THAT ON THAT.
OUR PRIMARY FOCUS IN THESE TWO PROJECTS ARE LOCATED ON THE SOUTHERN PORTION OF THE CAMPUS ADJACENT TO AND
[00:10:03]
CONNECTING TO THE HIGH SCHOOL.IN THE PACKET, WE INCLUDED AN OVERALL SITE PLAN.
HERE TO THE SOUTH FACING MAIN STREET IS A PREVIOUSLY APPROVED PERFORMING ARTS CENTER ADDITION AND RENOVATION PROJECT. WE'VE REALLY HAD NO IMPACT ON ACCESS OR EGRESS FROM THE HIGH SCHOOL AS IT PRESENTLY EXISTS. AND THEN TO THE NORTH, HERE, JUST NORTH AND CONTINUOUS TO THE NATATORIUM.
PREVIOUSLY APPROVED AND COMPLETED PARKING AREAS TO THE NORTH OFF SET GENERALLY THE LOSS OF PARKING THAT IS OFF SET BY THE NEW NATATORIUM ADDITION.
THESE TWO PROJECT BLEND IN WITH THE EXISTING BUILDINGS.
REALLY HAVE NO IMPACT IN TERMS OF ADDITIONAL ACTIVITY FACING ADJOINING NEIGHBORS OR PROPERTIES.
ALSO INCLUDED IN THE PACKET IS THE BUILDING AREA SUMMARY WHICH AGAIN JUST RECONFIRMS THE PERCENTAGE OF THE INCREASE OF THE PERFORMING ART 2.59% INCREASE AND NATATORIUM AT 9.25 INCREASE. STANDING ALONE THEY WOULD HAVE NOT EXCEEDED THE 10%. TOGETHER THEY DO EXCEED THE 10%. OUR SECOND ITEM IS A REQUEST FOR APPROVAL OF HEIGHT THAT EXCEEDS THE ALLOWABLE 35 FEET. THIS IS A PRETTY STANDARD REQUEST FOR US FROM CARMEL CLAY SCHOOLS.
TYPICALLY A GYMNASIUM OR ANY TYPE OF LARGE ACTIVITY SPACE BECAUSE OF THE INTERNAL FUNCTIONS WILL EXCEED 35 FEET. IN THIS CASE, OUR HIGHEST POINT IS 66 FEET FOR THE NEW NATATORIUM ADDITION.
INCLUDED IN THE PACKET THERE ARE ELEVATIONS OF THE FOUR ELEVATIONS OF THE BUILDING. SPECIFICALLY TO 66 FEET THAT OCCURS ON THE NORTH ELEVATION AT THIS ONE POINT HERE. AGAIN THAT DOES NOT PROJECT TOWARD THE ADJACENT PROPERTIES AND FACILITIES THE NATATORIUM. I APOLOGIZE I GOT OUT OF SEQUENCE HERE BECAUSE I'M BACK-TO-BACK.
INCLUDED THIS EVENING TO GIVE YOU A BETTER IDEA AERIAL VIEW, IF YOU ARE FLOATING JUST ABOVE THE SOUTH EDGE OF MURRAY FIELD AND LOOKING BACK TOWARD WHAT IS CURRENTLY DOOR 21, HERE IN THE FOREGROUND NEW NATATORIUM STRUCTURE AND THEN DOOR 21 IS BEING RECONSTRUCTED AND EXPANDED TO ACCOMMODATE GREATER FLOW OF STUDENTS AND SPECTATORS AND PARTICIPANTS.
THIS DOOR SERVES THE GYMNASIUM AS WELL AS THE EXISTING AND NEW NATATORIUM. THE NEXT DEVELOPMENTAL STANDARD VARIANCE. REQUEST FOR CONSIDERATION OF THE NUMBER OF PARKING SPACES THAT WERE PROVIDED IN THE PROJECT. THE UDO IS STATED STRICTLY WOULD REQUIRE 2,933 SPARKING SPACES.
2,445 WERE PROVIDED. I HAVE A LITTLE BIT OF BACKGROUND ON THIS. WE INCLUDED OVERALL PARKING SUMMARY. THIS INCLUDES THE STADIUM AS WELL AS THE SOUTHERN CAMPUS OF COURSE STUDENTS PARK AT THE STADIUM DURING SCHOOL HOURS AND THEN AS YOU ALSO HOURS FURTHER ACTIVITIES. A STRICT INTERPRETATION WE WERE COUNTING LEARNING SPACES AND WE CAME UP WITH A LARGER NUMBER WHICH DELIVERED THAT HIGHER PARKING COUNT. WE WOULD REQUEST CONSIDERATION OF WHAT WE BELIEVE TO BE MORE REASONABLE PARKING COUNT. WE CALCULATED IN CAPACITY OF CARMEL HIGH SCHOOL IT'S REALLY STANDARD MATH.
SCIENCE, GEOGRAPHY, AND LANGUAGE ARTS.
THERE ARE 174 OF THOSE SPACES.
IF YOU CALCULATE THAT APPROXIMATELY 33 STUDENTS PER SPACE THAT COMES UP AT 5400 STUDENTS WHICH HAPPENED TO EQUIVALENT TO WHAT THE CURRENT ENROLLMENT IS.
SO LOGICALLY IT WILL BE BASED ON THE NUMBER OF STAFF. WE HAVE 583 STAFF.
I WOULD POINT 583 INCLUDES BOTH SECOND AND THIRD SHIFT
[00:15:09]
STAFF. 1,740 PARKING SPACES.ONE SPACE PER STAFF MEMBER WOULD BE 583 FOR A TOTAL REQUIRED OF 2323 SPACES. AND WE ARE PROVIDING 2,351.
THIS CALCULATE WE BELIEVE THAT'S SATISFACTORY.
A COUPLE OF OTHER POINTS I WOULD LIKE TO NOTE.
CURRENT NUMBER OF STUDENT PARKING PERMITS IS ACTUALLY 1,402. MUCH LESS THAN WHAT IS REQUIRED BY OUR CALCULATION. THE MAXIMUM NUMBER OF STUDENT PARKING PERMITS EVER ISSUED AT CARMEL HIGH SCHOOL IS 1,687. IT'S UNLIKELY WE WILL REACH THAT NUMBER. BECAUSE, IN FACT, THE ENROLLMENT IS LEVELLING OFF AT THE HIGH SCHOOL AND IN FACT DEMO GRAPHIC STUDY SHOW IT MIGHT DECREASE OVER THE NEXT SEVERAL YEARS. IT'S UNLIKELY WE WOULD NEED MORE THAN THE PROVIDED NUMBER OF 2,351.
OKAY. AND THEN THE LAST DEVELOPMENT STANDARD VARIANCE THAT WE REQUESTING THE NUMBER OF SIGNS AND THREE SIGNS NOT FACING A STREET RIGHT-OF-WAY. AGAIN BECAUSE OF THE SIZE OF THE CAMPUS. THIS SORT OF RATHER UNUSUAL SITUATION IF YOU WILL, IF YOU CAN IMAGINE WE HAVE SEVERAL ENTRANCES AND EXITS INTO THE BUILDINGS WHICH ALREADY CARRIED SIGNAGE SUCH AS THE FRESHMAN CENTER, THE MAIN ENTRANCE, PERFORMING ARTS AND SO FORTH.
THE THREE SIGNS THAT WE REQUESTING APPROVAL IS ONE RELOCATING THE EXISTING ACTIVITY CENTER SIGN WHICH IS ON THE CURRENT NORTH FACED OF THE EXISTING NATATORIUM. WE WILL RELOCATE TO THE NORTH FACADE OF THE AUDITORIUM.
ILLUSTRATED IN THIS ENLARGED ELEVATION.
THIS IS AN EXIT FROM THE NEW NATATORIUM HERE AT THE NORTH FACADE. AND UP ABOVE THAT WE RELOCATING AT THE SAME SIZE ERIC CLARK ACTIVITIES CENTER. NOW, BECAUSE OF THE SIZE OF THE BUILDING AND THE FACT THAT THIS NORTH END IS REPRESENTING ACTIVITY LOCATIONS FOR AS I MENTIONED GYM, BASKETBALL, SWIMMING, VOLLEYBALL.
A NUMBER OF DIFFERENT SPORTS, WE FEEL CARMEL CLAY SCHOOLS FEELS THIS IS APPROPRIATE TO REPRESENT THAT BY CHANGEABLE SPORTS GRAPHIC PANELS WHICH ARE BASICALLY TWO ADDITIONAL SIGNS.
THEY WOULD BE LOCATED HERE. ON THE BRICK FACADE HERE AND HERE ABOVE EXITING DOORS ALONG THE WEST FACADE.
AS REQUESTED BY STAFF, WE'VE INCLUDED A COUPLE OF EXAMPLES OF WHAT THOSE MIGHT BE AND THEY ARE NOT SPORTS SPECIFIC. THEY COULD BE ANY NUMBER OF SPORTS. THEY WOULD BE HIGH QUALITY GRAPHICS LOCATED ON THE PANELS I'M SURE YOU'VE SEEN SEVERAL SIMILAR TYPES OF APPLICATIONS IN LARGE VENUES IN DOWNTOWN INDIANAPOLIS. THESE TWO NOT FACE DIRECTLY ANY SURROUNDING PROPERTIES SO THEY ARE PRIMARILY OBSERVED FROM STUDENTS PARTICIPANTS, TEACHERS STAFF, SPECTATORS OR WHATEVER.
DOOR 21. >> THAT COMPLETES OUR PRESENTATION. IT WOULD BE GLAD TO ANSWER
ANY QUESTIONS YOU MAY HAVE. >> THANK YOU VERY MUCH.
THIS IS A PUBLIC HEARING. IS THERE ANYONE HERE TONIGHT WHO WISHES TO SPEAK IN FAVOR OF OR AGAINST THIS PETITION?
>> YOU HAVE TO STAND UP AND GO TO THE MICROPHONE.
THANK YOU AND STATE YOUR NAME AND AREA OF CARMEL IN
WHICH YOU RESIDE. >> I HAD TROUBLE GETTING ORIENTED WHEN YOU LOOKED AT THAT.
CAN YOU POINT OUT WHERE THIS IS GO.
>> CAN YOU STATE YOUR NAME FOR THE RECORD.
>> IN ROUGH TERMS. ILY RIGHT HERE.
THE NATATORIUM ADDITION IS HERE.
AND ON EACH SIDE OF THE PROPERTY WHERE WHERE THE ENTRANCE IS AND OVER HERE ON THE SOUTH FACING MAIN STREET YOU PROBABLY SEIVE THE CONSTRUCTION FENCING.
>> I JUST WAS CURIOUS. I LIVE VERY CLOSE TO THE
>> AND THAT YOU KNOW HE TALKED ABOUT PARKING.
I'M SURE YOU'RE AWARE THERE'S A PROBLEM.
I LIVE ON THE DEAD END STREET HALF OF OUR TRAFFIC IS PEOPLE DROPPING KIDS OFF, PICKING UP KIDS AND THAT SORT OF THING. THEY TURN AROUND IN MY DRIVEWAY. THERE'S NO CUL-DE-SAC OR
[00:20:06]
ANYTHING. >> I THOUGHT YOU SHOULD BE
AWARE OF THAT. >> THANK YOU VERY MUCH, SIR.
>> CAN WE HAVE THE STAFF REPORT; PLEASE?
>> THANK YOU. FLUCH THE PETITIONER DID A GREAT JOB OF DETAILING THE VARIANCE REQUEST AND I WOULD GIST LIKE TO ADD THE PASITION IS ALSO REVIEWED BY TECHNICAL ADVISORY COMMITTEE FOR DRAINAGE, ARCHITECTURE, BIKE AND PEDESTRIAN CONNECTIVITY.
LOTS OF THINGS. OVERALL THE PLANNING DEPARTMENT SUPPORTIVE OF ALL THE VARIANCE QUEST AS WELL AS THE SPECIAL USE AMENDMENT.
WE RECOMMEND POSITIVE CONSIDERATION OF THE VARIANCES WITH THE CONDITION THAT THE PETITIONER ADDRESSES ALL OF THE REMAINING REVIEW COMMENTS FROM THE TECHNICAL AS VICERY COMMITTEE.
>> MEMBERS OF THE BOARD, ANY QUESTIONS OR CONCERNS?
I THINK THEY ARE PRIMARY JUST CLARIFICATIONS.
THE LIGHTING PLAN THAT WAS KIND OF DIFFICULT TO SEE.
IS THAT HITTING 00 ON THE EASTERN SIDE.
>> AND THEN THE FUTURE THE PROPOSED PARKING.
ANY IDEA WHEN THAT IS GOING IN?
>> THE EXPANDED PARKING LOT HAS BEEN COMPLETED.
THAT WAS IMMEDIATELY DUE EAST OF MURRAY.
THAT'S IN PLACE NOW. AND THAT IS HELPING TO OFF SET THE LOSS FROM THE NEW NATATORIUM ADDITION WHICH WILL SIT ON TOP OF SOME OF THE EXISTING PARK NORTH OF THE NATATORIUM. YOU HAD A COUPLE -- THERE WERE A COUPLE OF FIGURES IN THERE.
2,351 SPACES. BUT THEN IN THE DEPARTMENT NOTES IT SAID 2,445 ARE PROPOSED.
ARE THERE MO PROPOSED. >> I NOTICED THAT AS WELL.
BILL, I DON'T KNOW IF YOU HAVE NEW CALCULATIONS TO SHOW THE LOWER NUMBER. DOES THE DEPARTMENT 2445.
THAT WAS TAKEN OUT OF THE PETITIONER'S INFO PACKET.
>> HERE'S THE DIFFERENCE. THERE ARE A COUPLE OF INTERIM FIGURES. THE 2,445 EXIST UNTIL JUNE OF 2022 AFTER WHICH THAT DATE IT WILL BE 2,351.
THAT'S WAS IN THE ORIGINAL DOCUMENTS THAT WE SUBMITTED.
THERE WAS A LOT OF DETAIL IN THAT OVERALL PLAN.
>> I APOLOGIZE. WE DIDN'T MEAN TO MISLEAD.
2351 IS THE NUMBER. >> THAT'S WHAT IS IF PROPOSED NUMBER. CURRENT NUMBER 2,445.
>> THE 2445, THAT CHART SAID PARKING SPACES AVAILABLE AFTER DECEMBER OF 2023. THAT'S THE NUMBER WE WERE GOING OFF BECAUSE THAT'S THE FURTHEST IN THE FUTURE.
>> OKAY. THAT'S -- SORRY THAT'S MY ONE ERROR FOR 2022. I APOLOGIZE.
IT'S 2,445. >> THANK YOU VERY FOR THAT CLARIFICATION. WE HAVE MULTIPL THINGS GOING ON. AS WE TAKE OVER SPACE FOR LAY DOWN AREA AND THEN RETURNING TO SPARKING SPACE.
>> SORRY ABOUT THAT. >> NO PROBLEM.
THE NUMBERS WEREN'T CONSISTENT WITH WHAT I WAS READING. THAT SOUNDS GOOD.
THANK YOU. AND THEN MY LAST QUESTION, ON THE SIGNAGE OUT THERE, THE TWO THAT AREN'T RELATED TO THE NAMING. THOSE ARE ALWAYS GOING TO BE SOMETHING ASSOCIATED WITH THE HIGH SCHOOL.
THEY WON'T BE ADVERTISING OR ANYTHING OF THAT NATURE.
THANK YOU. >> ANYONE ELSE WISH TO
CONCERN OR QUESTIONS? >> IF NOT IS THERE A MOTION? MOTION AND INCLUDING THE ADOPTION OF FINDINGS AND FACTS SUBMITTED BY THE PETITIONER ZBROOCHLT MOVE TO APPROVAL DOCKET NUMBER 00235 THROUGH 00238.
THE CONDITION OF THE PETITIONER ADDRESSING ALL REVIEW COMMENTS AND WITH ADOPTION OF FINDINGS OF FACT
SUBMITTED BY THE PETITIONER. >> HEAR IS SECOND?
>> IT'S BEEN MOVED AND SECOND WE APPROVE THESE FOUR ITEMS PZ-2021-00235V THROUGH 00238, SUA.
[00:25:07]
THE CONDITION OF PETITIONER ADDRESSING ALL REVIEW COMMENTS AND ADOPTION OF THE FINDINGS OF FACT SUBMITTED BY THE PETITIONER. ALL THOSE IN FAVOR OF THE MOTION RAISE YOUR HAND, PLEASE.ANY OPPOSED, NO. IT'S BEEN APPROVED 4-0.
THANK YOU VERY MUCH. IS THERE ANYTHING ELSE TO COME BEFORE THE BOARD. SEEING NOTHING, I MOVE WE ADJOURN.
