COUNCIL, ANY QUESTIONS? THANK YOU SIR. >> NEXT WE HAVE THE LIBRARY
BOARD. YOUR ANNUAL MEETING MR. SWEENEY. >> WE ARE GLAD TO HAVE YOU TOO.
>> GOOD EVENING COUNSELORS MY NAME IS XIAO YU WONG I'M THE CITY COUNCIL APPOINTED MEMBER TO THE CARMEL CLAY PUBLIC LIBRARY BOARD OF TRUSTEES. THANK YOU FOR HAVING ME THIS EVENING. THANK YOU FOR HAVING MR. DASH AS WELL. I WANTED TO GET UP AND SAY A FEW WORDS.
ONE, I KNOW EVERYONE IS ANXIOUS TO HEAR ABOUT THE UPDATES TO THE CONSTRUCTION ON THE MAIN LIBRARY. SO BOB WILL GO INTO DETAILS WITHOUT. IN HIS SLIDESHOW. BUT, WE'VE HEARD SOME GOOD FEEDBACK ON THE MERCHANT SQUARE LOCATION OR THE FORMER MARSH. I THINK IT'S A REALLY CREATIVE REUSE OF AN EXISTING ASSET THAT THE CITY ARTERY HOUSE. WHILE I THINK MOST FOLKS ARE PRETTY POSITIVE ABOUT IT. WE'VE ALSO HAD SOME FOLKS MAKE INTERESTING COMMENTS ABOUT HOW THEY ARE FINDING BIOGRAPHIES AND A FORMER FREEZER SECTION. WE THINK THOSE COMMENTS ARE PRETTY NEAT. [LAUGHTER]. EXACTLY. OVERALL I THINK THE CONSTRUCTION RIGHT NOW AS FAR AS I KNOW IS ON-TIME AND ON SCHEDULE. ALL POSITIVE THINGS. ALSO, I WANT TO COMMEND ALL THE WORK THAT BOB AND HIS TEAM HAS DONE DURING THIS TRANSITION PERIOD. IT IS NOT EASY TO MOVE A MAIN LIBRARY AND ALL THE COLLECTIONS ON THE BOOKS TO ME FORMER GROCERY STORE. ALSO, JUST NAVIGATING THROUGH A CURRENT LANDSCAPE WITH JUST WITH PATRONS AND MAKING SURE THAT WE ARE STILL GETTING THE SAME SUPPORT THAT WE'VE ALWAYS RECEIVED. WITHOUT ANY FURTHER ADO I WANT TO TRADUCE BOB SUNDAY. I APPRECIATE IT AND THANK YOU FOR
THE OPPORTUNITY TO SERVE. >> THANK YOU FOR SERVING AND GIVING YOUR TIME TO SERVE ON
THE BOARD. >> BEAR WITH ME, I'M GOING TO GET IT. THERE IS MY DESKTOP.
[00:10:12]
[LAUGHTER]. THERE WE GO. THANK YOU FOR HAVING ME. IT'S AN HONOR AND A PRIVILEGE TO GET TO MAKE THIS REPORT AGAIN. I AM GOING TO TALK ABOUT OUR BUILDING PROJECT TO GIVE YOU JUST A SENSE OF WHERE WE ARE IN PROGRESS OF WHAT OUR VISION IS FOR THIS NEW VERSION OF THE LIBRARY. ALSO WANT TALK ABOUT 2021. KIND OF GIVES GIVE YOU A SKETCH OF HOW IT WENT FOR THE LIBRARY AND HOW IT WENT AND MERCHANT SQUARE. I'M GOING TO DIVE RIGHT IN. I WAS LIKE TO START WITH OUR MISSION STATEMENT TO INSPIRE LIFELONG TO THIS DISCOVERY, CONNECT PEOPLE WITH RESOURCES. THE COLORANT BLOCKS ARE REFLECTIVE OF THE MAIN AREAS OF OUR 3-YEAR STRATEGIC PLAN. YEAR 3 OF THAT. A LOT OF THE GOALS THAT WE HAD SET REALLY DID RELATE TO THIS NEW VERSION OF THE LIBRARY THAT IS ON THE WAY. THE VALUE STATEMENT THAT'S ON THE BOTTOM OF THE SLIDE AMONG GOING TO READ THAT. I CAN VERY SIMPLY EXPLAIN THE PURPOSE OF THAT FOR US IS JUST A REMINDER THAT WE, THE LIBRARY SERVES THE COMMUNITY. THIS KIND OF A UNIQUE RESPONSIBILITY THAT THE LIBRARY HAS. THE CITY ITSELF HAS THAT AS WELL. CARMEL IS A GROWING COMMUNITY. IT'S GROWING JUST IN POPULATION AND DIVERSITY OF INTEREST. AT THE LIBRARY'S RESPONSIBILITY TO TRACK WITHOUT AND FOLLOW THAT. I THOUGHT THAT WOULD BE A GOOD MOMENT TO PAUSE AND THINK A LITTLE BIT ABOUT WHAT LIBRARY IS. AMERICAN PUBLIC LIBRARIES ARE BASED ON THE FIRST AMENDMENT. THE ROOT OF IT IS A GUARANTEE OF FREE SPEECH AND BY EXTENSION OF THE HUNT THERE IS A FREEDOM TO READ. THE LIBRARY HAS ADOPTED MANY, MANY YEARS AGO THE AMERICAN LIBRARY ASSOCIATION FREEDOM TO READ STATEMENT. IT'S A SET OF DIFFERENT STATEMENTS. I JUST HAVE ONE BLURB. I THINK IT'S RELEVANT THAT IT'S IN THE PUBLIC INTEREST FOR PUBLISHING THIS AND LIBRARIANS TO MAKE AVAILABLE THE BRIGHTEST DIVERSITY OF VIEWS AND EXPRESSIONS. I THINK THAT IS A CARMEL COMMUNITY VALUE. THAT MADE ME RECALL THE 2017 COMMUNITY SURVEY THAT WE DID WHICH I'VE TALKED ABOUT IN PREVIOUS YEARS. COUNCIL PRESENTATIONS. IT WAS FROM THAT SURVEY THAT RELATE WITH SPRINGBOARD INTO THE PROJECT THAT WE ARE ALL NOW. THAT LED TO THE WEST BRANCH. PEOPLE SAID IN THAT SURVEY, WE HAVE A 96 PERCENT SATISFACTION RATE. TOLD US PEOPLE LOVED THE LIBRARY AND THE OVERARCHING RECENT WAS THAT PEOPLE CONSIDERED THE GREATEST ASSET, THE WIDE SELECTION OF MATERIALS. PEOPLE LOVED THAT ABOUT OUR LIBRARY. I HEAR IT ALL THE TIME FROM PEOPLE. AND I THINK IT'S IMPORTANT TO KNOW PARTICULARLY AS WERE ON THE CUSP OF HAVING THIS GREAT NEW VERSION OF THE LIBRARY, KIND OF THE HEART AND SOUL OF THE LIBRARY IS NOT THE BUILDING. THE BUILDING IS GREAT WE WILL TALK ABOUT THAT. IT'S THESE IDEAS THAT HEART AND SOUL OF THE LIBRARY. THAT COULD BE CARRIED THROUGH THROUGH A GROCERY STORE. WHEN WERE IN THE COLLECTION. THE SIZE OF OUR COLLECTION WERE AT ABOUT PROXIMATELY 3-17,000 PHYSICAL ITEMS IN OUR COLLECTION. 53,000 DIGITAL ITEMS FOR A TOTAL OF 371,000 APPROXIMATELY ITEMS AVAILABLE IN THE LIBRARY COLLECTION. AND PEOPLE OF THAT. WE ARE AT A GROCERY STORE AND WE HAVE DONE THE BEST WE CAN. IT'S AN ODD BLEND, THE LIMITATIONS WE'VE EXPERIENCED HAVE BEEN A MIX OF COVID LIMITATIONS AND BEING IN A MUCH SMALLER SPACE THAT WERE NOT USED TO. WE'VE DONE I THINK REALLY WELL. OUR STAFF HAS BEEN VERY CREATIVE AND IN HANDLING WHAT THEY DO. BEFORE GOING TO THE MERCHANT SQUARE.JUST A NOTE ON THE CHOICE WINNER WEST BRANCH. THE TIMING WAS UNFORTUNATE. THE BRANCH OPENED IN JANUARY 2020. COVID SHUT EVERYTHING DOWN IN MARCH. WE TRANSITION TO CURBSIDE SERVICE MODEL. BUT, IN 2021 WE WERE ABLE TO REOPEN THE BRANCH WHICH WAS GREAT. PEOPLE WERE SO EXCITED ABOUT THAT. YOU COULD SEE SOME OF THE USAGE OF THE BRACH EXPERIENCED. THAT'S BEEN A BLEAK POSITIVE THING. NOW, WE'VE TRIED TO TIE OUR COVID RESPONSES TO STATE HEALTH DATA. RIGHT NOW WHILE THE COUNTY MAP WERE IN THE RED ZONE. WE ARE BACK TO JUST A
[00:15:03]
CURBSIDE SERVICE MODEL AT THE BRANCH. THE NUMBERS ARE ALREADY TURNING AROUND. I THINK WE'VE ALL SEEN THAT. I'M HOPEFUL IT'S NOT GOOD TO BE MUCH LONGER BEFORE WERE OUT OF THE ROAD AND THE BRANCH REOPENS. WE ALSO OFFER CURBSIDE SERVICES CONTINUOUSLY AT MERCHANT SQUARE. THAT'S AN OPTION OUR PATIENTS HAVE AVAILABLE TODAY. IN 2021 WE DID 13,060 CURBSIDE TRANSACTIONS. THERE IS A FAIR CONTINGENT OF PEOPLE THAT FOR VARIOUS REASONS THEY DON'T FEEL SAFE OR COMFORTABLE COMING IN. WE CAN HELP THEM THIS WAY. NOW I HAVE AN EXCITING VERSION OF HOW WERE GOING TO DO CONTACT LIST, HOLD, PICK UP THE RELATES TO THE BUILDING PROJECT THAT I WILL TALK ABOUT IN THE END. BUT MARK THAT. ONE OF THE THINGS THAT I THINK WE'VE ALL EXPERIENCED WE'VE CHANGED HOW WE DO THINGS BECAUSE OF COVID.SOME OF THESE CHANGES ARE PERMANENT. SOME THESE CHANGES DON'T GET WALKED BACK EVEN IF COVID IS OVER. SOMETIMES THAT'S A GOOD THING. IT CAUSES US OF THE LIBRARY TO GIVE PATRONS AWAY, GIVE RESIDENTS A WAY TO GET A LIBRARY CARD WITHOUT HAVING TO COME IN THE BUILDING. YOU CAN STILL DO THAT TODAY. ANYONE WHO DOESN'T HAVE A LIBRARY CARD YOU CAN GO TO OUR WEBSITE, SIGN UP ONLINE AND START USING YOUR LIBRARY CARD. YOU DON'T HAVE TO BE IN THE LIBRARY TO USE YOUR LIBRARY CARD. I HAVE SIZE FOR THAT. THERE WAS TALK ABOUT THIS.
OVERDRAW OF LIBBY, WHO PLUCKED FROM CANOPY, TUTOR.COM. THERE ARE THINGS YOU COULD DO WITH LIBRARY CARD ONLINE THAT'S REALLY USEFUL AND UNIQUE TO CARMEL CLAY PUBLIC LIBRARY. SO WE DID START TO REBOUND SOME. JUST LOOKING AT HER USAGE NUMBERS AND THIS IS CIRCULATION THAT A NUMBER OF CHECKOUTS THAT WE'VE HAD. PREVIOUS YEARS HAVE BEEN OVER 2 MILLION. 2020 WAS ONE POINT 4 1 MILLION IN CHECKOUT. THAT'S STILL OUT THOSE OF ITALY DOWN FOR WHAT WE CONSIDER A NORMAL YEAR. WE REBOUNDED SOMEWHAT. WERE UP 16.4 PERCENT. THAT'S STILL NOT WHAT I WOULD CONSIDER A NORMAL USAGE LEVEL FOR CARMEL. WE ARE IN MERCHANT SQUARE AND COVID HAS IN SOME FORM OR ANOTHER CONTINUE. WHEN I'M BACK IN NORMAL TIMES. I THINK IT REALLY WOULD BE WHEN I'M HERE IN 2024, REPORTING ON 2023 WE WILL SEE WHAT WILL BE OUR FIRST NORMAL YEAR AGAIN. BUT, I AM ENCOURAGED. WE ARE TRACKING BACKUP. SOME THINGS DID INCREASE. OUR OUR DIGITAL RESOURCES HAVE INCREASED OVER THE LAST COUPLE OF YEARS.
OVERDRIVE IN THE LIBBY APP. IF MOST OF OUR PATRONS THAT USE OUR OVERDRIVE COLLECTION IS IT THROUGH THE LIBBY APP, THAT'S PRIMARILY E-BOOKS AND DOWNLOADABLE AUDIOBOOKS.
DOWNLOADABLE AUDIOBOOKS ARE SWIFTLY TAKING THE PLACE OF BOOKS ON CD. AND FOR GOOD REASON. IT'S A LOT MORE CONVENIENT TO LISTEN TO A BOOK THAT WAY. I THINK IT'S INTERESTING TO SEE THAT WE HAVE, WE STILL DON'T HAVE AS MANY UNIQUE USERS AS WE DO CARDHOLDERS BY FAR. THERE IS PLENTY OF ROOM TO GROW. WE HAVE MOST 11,000 UNIQUE USERS OF THE OVERDRIVE LIBBY RESOURCE. IN 2021 WE ADDED NEARLY 2500 UNIQUE USERS.
PEOPLE THAT LIKE E-BOOKS AND DOWNLOADABLE AUDIOBOOKS ALWAYS LIKE TO TELL THIS MORNING WHEN I'M GIVING MY REPORT TO YOU. SOMEBODY IS HEARING THIS FOR THE FIRST TIME. PEOPLE DON'T KNOW THIS IS SOMETHING THEY COULD DO WITH A LIBRARY CARD. OH, ALSO, ON THE LIBBY APP.
THIS IS A NEW FEATURE. THERE IS A MASSIVE MAGAZINE COLLECTION. CURRENT MAGAZINES.
THEY ARE ALWAYS AVAILABLE TO CHECK OUT. YOU NEVER HAVE TO WAIT FOR THOSE. SO, IF YOU ENJOY READING MAGAZINES ON A TABLET OR EVEN YOUR COMPUTER. YOU WANT TO CHECK THAT OUT.
OVERDRIVE LIBBY, IT SIMULATES THE EXPERIENCE OF PICKING, OF CHECKING OUT A BOOK IN OUR LIBRARY AND SELECT IT. IF SOMEONE ELSE HAS IT CHECKED OUT YOU HAVE TO WAIT UNTIL YOUR TURN SO YOU CAN GET IT. HOOPLA IS A RESOURCE THAT'S DIFFERENT THAN THAT THAT ALL OF THE RESOURCES ON HOOPLA AND ITS E-BOOKS AND AUDIOBOOKS AND OTHER THINGS ARE IMMEDIATELY AVAILABLE. YOU CAN ALWAYS CHECK THEM OUT ON ME TO LEAVE. THIS WAS JUST A QUESTION TO GO ON THERE AND LOOK. IF YOU CAN FIND SOMETHING THAT YOU WANT. IT'S AVAILABLE TO CHECK OUT.
YOU CAN GO FOR IT. WITH A LIBRARY CARD. CANOPY, THERE IS A LOT OF ROOM TO GROW THERE TOO. I WAS LIKE TO TALK ABOUT THIS. IT'S DOCUMENTARIES, FOREIGN FILMS, CLASSIC CINEMA, OTHER THINGS. IT'S A DIFFERENT SET OF STREAMING CONTENT THAT YOU MIGHT FIND ON A PLATFORM LIKE NETFLIX. AGAIN, AVAILABLE WITH YOUR LIBRARY CARD. THE SITE HERE SHOWS DIFFERENT WAYS PEOPLE ARE USING IT. I, USE CLINIC CANOPY. POTATO MIGHT TELEVISION. I'M IN THE 38%
[00:20:04]
CATEGORY. A LOT OF PEOPLE LIKE ACCESSING IT ON MOBILE DEVICES AND TABLETS. I PLAY IT THROUGH MY ROKU DEVICE. IT WORKS ON MOST OF YOUR STREAMING PLATFORMS. IT'S REALLY A LOT OF GREAT CONTENT. CHECK THAT OUT WITH YOUR LIBRARY CARD. JUST ONE MORE ONLINE RESOURCE.TUTOR.COM. I LIKE TO MENTION THIS TOO. AT THE LIBRARY WE TRADITIONALLY HAVE A LOT OF TUTORS WORKING WITH KIDS. THAT'S GREAT. TUTOR.COM LEVELS THE PLAYING FIELD. EVERY SINGLE KID IN CARMEL, WORK WITH THE TUTOR AND IS A RELICENSED TUTOR ON HERE. THEY DO SUBJECTS LIKE MATH, SCIENCE, SOCIAL STUDIES, ENGLISH, FOREIGN LANGUAGES. IT'S NOT AN ANSWER SERVICE BUT THEY CAN'T GO WANT TO JUST GET THE ANSWER TO THE MATH PROBLEM. THE TUTOR IS GOING TO COACH THROUGH THEM HOW TO WORK THROUGH THAT PROBLEM AND COME UP WITH THE ANSWER THEMSELVES. IT'S A GREAT RESOURCE. JUST A COUPLE OF FUN THINGS WE BEEN DOING.
IN 2020 WHEN WE CAME UP WITH EXPRESSIVE BUNDLES. YOU CAN GO ON WEBSITE, FILL OUT A SHORT FORM OF YOUR READING OR VIEWING TASTE. OUR LIBRARIANS WILL PREPARE A BUNDLE OF MATERIALS FOR YOU AND SURPRISE YOU WITH WHAT'S BEEN PICKED OUT. PEOPLE HAVE BEEN HAVING A LOT OF FUN WITH THAT. PEOPLE ARE USING THAT FOR MOVIE NIGHTS AND OTHER THINGS. I LOVE THIS QUOTE HERE. BOTTOM ONE. YOU GUYS DO A GREAT JOB PICKING FUN AND EXCITING BOOKS. MY SON ESPECIALLY LOVES HOW IT WORKS BOOK. WE SPENT HOURS LOOKING AT THE TOILET. THANK YOU SO MUCH. SO, WE OFFER BOARDGAMES. THERE WAS SOMETHING STARTED BEFORE THE PANDEMIC. WE TEMPORARILY SHUT THAT ON 2020 AND ROLLED THEM BACK OUT 2021. WE ADDED TO OUR OFFERINGS TO INCLUDE BOARDGAMES THAT ARE AIMED AT ELEMENTARY AND PRESCHOOL AGES. WE HAVE BOARDGAMES FOR ALL AGES. THIS MAY ELICIT SOME GROANS. THE PICTURE I HAVE THERE IS PANDEMIC, THE BOARD GAME. [LAUGHTER]. MAYBE MOST PEOPLE HAVE HAD ENOUGH OF THAT. IT'S A NEW SUBSTITUTE FOR THE GAME OF LIFE. I ACTUALLY CHECKED IT OUT AND PLAYED IT. IT WAS PRETTY FUN. WE HAVE A VERY WIDE VARIETY OF BOARDGAMES THAT OUR PATRONS ARE LOVING. WHEN I LOOKED. AND SEEING THE SHELVES UPDATE. THEY ARE ALL OUT. PEOPLE OUT LAYING THEM.
>> THOSE OF US THAT ARE OLDER HAD A GAME LOOK LIKE THAT IT LOOKED LIKE RISK.
>> YES. JUST A WORD OF WHAT'S GOING ON WITH CARMEL TEENS. TO MUCH FOR ME TO TALK ABOUT. I JUST PICKED UP A COUPLE OF FUN THINGS. OUR TEEN LIBRARY COUNCIL WHICH IS PROBABLY HUNDRED AND 50+ TEENS ON THE COUNCIL. TEAMED UP WITH THE MAYOR'S YOUTH COUNCIL AND WE OFFERED PASTA PAGES. THAT WAS A FUN OUTDOOR FESTIVAL WAS HELD AT THE GAZEBO. AND, WE HAD ALL KINDS OF ACTIVITIES TO DO WITH YOUR DOGS AND DOG STORY TIMES AND CRAFT THINGS WITH THE DOGS.
IT WAS REALLY FUN AND GREAT PROGRAM. IF, OUR TEENS REGULARLY CONTRIBUTE WORKS, ART WRITINGS WITH THE TEEN SCENE AND I MAKE A POINT TO READ THESE. THE CREATIVE OUT PART OF OUR MOLD TEENS IS AMAZING. WE DO TEEN ZINES ON A VARIETY OF SUBJECTS. IT'S ALL CARMEL TEAM CONTENT. JUST KEEP UP WITHOUT. BECKHAM SAW 3 OR 4 TIMES A YEAR. FINALLY, THIS WILL RELATE BACK TO THE PROJECT. WE HAD A 15-YEAR-OLD CONTEST. IN THE NEW TEEN ZONE THE FUTURE WHILE THAT'S GOING TO BE IN THE TEEN AREA WILL BE DESIGNED BY A CARMEL TEAM. WE HAD A CONTEST. THE CONTEST IS OVER. WE HAVE OUR WINNING ENTRY. WE'RE STILL WORKING THROUGH SOME LOGISTICS. THERE WILL BE MORE TO COME ON THAT SOON. I JUST LOVE THE IDEA THAT THE TEEN SPACE IN OUR LIBRARY IS GOING TO BE A PROMINENT DESIGNED BY A CARMEL TEAM. IT WAS AN EASY, IT WAS KIND OF A NO-BRAINER TO DO IT THAT WAY. AGAIN, THERE'S JUST SO MUCH ARTISTIC TALENT IN OUR COMMUNITY. JUST A COUPLE OF THINGS ON OUR YOUTH SERVICES DEPARTMENT. OUR YOUTH SERVICES STAFF, ALL OF OUR STAFF, BUT OUR CHILDREN'S LIBRARIANS, IT'S BEEN PAINFUL FOR THEM TO HOLD THEMSELVES BACK INTO NOT HAVE A STORYTIME ROOM AND TO BUILD IT WITH A COULD DO ALL THE THINGS THEY USUALLY DO. COVID HAS BEEN FRUSTRATING FOR THEM.
IT'S BEEN GREAT TO HAVE COMMUNITY PARTNERS. WE'VE WORKED A LOT WITH THE SCHOOLS AND PARKS. IS GOTTEN OUT THERE AND DONE THINGS. WE'VE BEEN DOING A LOT MORE WITH STORY WALKS AND PEOPLE REALLY LOVE THOSE. SO, THEY ARE STILL DOING A LOT OF VIRTUAL PROGRAMS AND OUTREACH. ALL KINDS OF DIGITAL THINGS. WE OFFER EXPLORATION KIDS AND CITIZEN SCIENCE KITS AND GRANDMA GO KIDS. MAKER KITS. TRYING TO TAKE AND BUILD KITS THAT
[00:25:10]
MIGHT'VE IN THE PAST BEEN A PROGRAM YOU COME TO LIBRARY AND ATTEND. WE MAKE THESE KIDS SO YOU GRAB IT AND DO THE PROGRAM AT HOME. WE ARE DOING OUR BEST TO BE CREATIVE AND VERSATILE AND CAN'T WAIT TO DO MORE. OUR STAFF, THEY REALLY, THEIR LOVE AND PASSION IS WORKING WITH OUR PATRONS AND SERVING THE COMMUNITY AND OFFERING A AND BEING PROGRAS AND BE THE BESTTHEY CAN BE. >> NUMBER THE PAVEMENT TALK ABOUT THE PROJECT. THE NEW VERSION OF THE LIBRARY. THIS IS A SLIDE THAT I'VE SHARED FOR THE LAST SEVERAL YEARS. IT'S A RENDERING FROM RATIO. WHAT'S DIFFERENT ABOUT THE SLIDE IS YOU WILL SEE AT THE NORTHWEST CORNER THERE. THERE'S A BIG SIGNAGE THAT JUST SAYS, LIBRARY. WHICH I THINK WILL LOOK GREAT. OVER ON THE OTHER SIDE OF THE BUILDING DOES HAVE THE FULL NAME, CARMEL CLAY PUBLIC LIBRARY. AND AT THE GROUND LEVEL THAT WILL BE ANOTHER SIGN CARMEL CLAY PUBLIC LIBRARY. I THINK IT WILL POP ON THE CORNER JUST HAVING THE SIGNAGE LIKE THAT. IT'S SOMETHING NEW IN THE IMAGERY YOU'VE SEEN BEFORE. HERE'S OUR PROJECT GOALS. I WANT PAUSE HERE. WE HAVE SOME PROJECT PARTNERS WITH US. ALSO JOINED BY BETH MEYER, OUR ASSISTANT DIRECTOR AT THE LIBRARY. I HAVE AN TONES GROWTH FROM RATIO. THESE ARE PROJECT ARCHITECT. ANTON YOU'VE DONE AN AMAZING JOB. YOU REALLY HAVE. WHAT THEY'VE BEEN ABLE TO DO AND JUST UNDERSTANDING OUR COMMUNITY AND THE BUILDING THAT WE HAVE TO WORK WITH AND WHAT OUR GOALS WEREN'T FOR NEW VERSION OF THE LIBRARY. IT'S JUST BEEN INCREDIBLE. MARK GRIFFITH FROM THE VERDI AS A GROUP. HE IS OUR OWNERS REP. I HAVE TO SAY, WITHOUT MARK WE WOULD'VE BEEN IN REAL TROUBLE. WE WOULD BE A MERCHANT SQUARED WITHOUT MARK HELPING US SECURE THAT. IT WAS A LITTLE MINI PROJECT WITHIN A PROJECT. WE HAD ABOUT A MONTH TO CREATE A LIBRARY. IT WAS INTENSE. MARK WAS PIVOTAL. I DON'T SEE ANYONE FROM SKILLMAN HERE.
SKILLMAN CONSTRUCTION IS GREAT. BEVERLY SOMEONE TEAM. ALL OF US ARE HIRING LIKE MICHELLE SAID. RON TIME SO FAR. I'M REALLY ENCOURAGED WITH HOW WELL THE PROJECT IS GOING. SO THESE ARE SOME OF THE PROJECT GOALS THAT WE SENT. I'M GOING TO QUICKLY SLIDE THROUGH ALL OF THESE POINTS THAT ARE ON THE SLIDE. AND MAYBE MORE. I THANK YOU'VE HEARD, OUR CAF? PARKER, WILL BE JOB HOUSE. WERE ACTIVELY WORKING WITH THEM NOW TO MAKE THE SPACE BE WHAT THEY NEED. THE RENDERING YOU SEE ON THE LEFT WAS, THAT WAS OUR CONCEPTION BEFORE WE TOOK PROPOSALS. BEFORE HE KNEW WHAT WAS GOING TO GO IN THERE. IT'S A LITTLE BIT OF IT GENERIC PCAF?. THE PHOTOGRAPH ON THE RIGHT, THAT IS SEVERAL WEEKS OLD. WE WERE IN SEVERAL WEEKS AGO AND ALL OF THESE PICTURES ARE ABOUT 2 TO 3 WEEKS OLD. DID HAVE TO BE MODIFIED. JOBS HOUSE THE PORCH WITH COFFEE CAKES AND THESE THINGS HAD TO BE AUTHORED. THAT'S WITH ROSOFF WITH COVID. WOULD IT FOR LIKE 2020 WAS A GREAT YEAR TO LOOK FOR FOOD AND DRINK OFFENDERS. WE WANTED TO AND ALLOW RECOVERY TO START HAPPENING HOPING WE WOULD GET MORE OF A RESPONSE. WE'RE JUST ANTON'S BEEN WORKING WANT TO MAKE MODIFICATIONS TO BE THE SPACE OF ANY. I'M EXCITED ABOUT THAT. JENNIFER HOUSE, THERE COULD BE A GREAT PARTNER APPEARED FOR THE COMMUNITY WILL LOVE THEM. THEY CAN HAVE SOME GREAT SERVICE FOR THE PATRONS OF THE LIBRARY. CHRIS OF DIGITAL MEDIA LAB. IT'S MOVING ON. THEY WILL BE NEIGHBORS WITHDRAW THE HOUSE ON THE OUTSIDE OF THE LIBRARY, THE MAIN STREET SIDE OF THE LIBRARY. DIGITAL MEDIA LAB HAS BEEN A BIG SUCCESS. WE ENJOYED BEING DOWNTOWN. IT'S A VERY AN REALLY TAKING THIS TO THE NEXT LEVEL. WE HAVE 5 MAC COMPUTERS AND THE CURRENT SPACE. AND, IN THE NEW SPACE WE ARE OPTING NOT TO 12. THERE LOADED WITH SOFTWARE FOR VIDEO AND AUDIO EDITING. PHOTO EDITING, 3D PRINTING SOFTWARE. HAVING MORE 3D PRINTERS. DIFFERENT STYLES OF 3D PRINTERS THAT WE HAVE IN THE CURRENT SPACE. GOING FROM ONE RECORDING BOOTH TO MULTIPLE AND A VIDEO EDITING AREA. SO, AND THE SPACE CAN BE USED IN THE CLASSROOM SETTING. MAJOR UPGRADE FOR DIGITAL MEDIA LAB. THAT'S WHAT'S GOING TO BE POPPING ON THE CORNER WHEN YOU GO MY MAIN STREET. ENHANCED ACCESS TO BOTH FLOORS. THIS IS A PICTURE IN A RENDERING WHERE
[00:30:01]
THE FORMER FRONT DOORS WERE, NOW A STAIRCASE AND AN ELEVATOR THERE. AND YOU COULD SEE THAT THE FRIENDS OF THE LIBRARY BOOKSTORE IS CLOSER TO BACK MIDDLE. THAT'S THE MAIN PORTAL INTO THE LIBRARY. TO THE LEFT IS MAIN STREET WHERE JAVA HOUSE OF DIGITAL MEDIA RESIDES. TO THE RIGHT WILL BE THE BIG COMMUNITY ROOM IN THE PARKING GARAGE. IT'S IMPORTANT TO ADD THIS. JUST NAVIGATING THE BUILDING. IT'S ANOTHER WAY TO GET UP AND DOWN AND IN THE PARKING GARAGE I'M GOING TO ILLUSTRATE THIS. THERE WAS A WAY TO PARK IN THE GARAGE AND ENTERED THROUGH THE SECOND FLOOR. IF YOU CHOOSE TO DO THAT YOU CAN IMMEDIATELY GET DOWN TO THE FIRST FLOOR RIGHT THERE. UNEXPANDED LOBBY AND ATRIUM. THIS IS WHERE I THINK SOME OF THE GENIUS OF RATIO DESIGN. THIS WAS ALREADY THERE APPEARED BEFORE PRINTED UP IN A WAY THAT'S GOING TO FEEL LIKE A COMPLETELY DIFFERENT BUILDING. THIS COULD BE A MUCH BETTER VIEW OF THE FIRST FLOOR. FROM A SECOND-FLOOR END OF THE SECOND FLOOR FROM THE FIRST FLOOR. LOT MORE NATURAL LIGHTING A LOT MORE OPEN FEEL. SO, THAT'S GOING TO BE AN EXCITING. THE THING TO WATCH FOR WHEN PEOPLE COME BACK IN TO THE NEW VERSION OF THE LIBRARY.WOULD YOU HAVE A NEW YOUTH SERVICES AREA. IT'S IN THE SAME PLACE IT WAS. THERE'S GOOD TO BE A VERY DELIBERATE PORTAL INTO THE SPACE. THE SIGNAGE IS GOING TO EDUCATE KIDS. IT'S GOING TO HAVE A LOT MORE COLOR TO IT. THE NEW STORYTIME ROOMS ARE ALSO GOING TO BE ALONG MAIN STREET. THEY CAN BE ONE BIG STORYTIME ROOM OR DIVIDED INTO 2. WE ARE WORKING WITH A COMPANY CALLED, KIDS EVENTS. THEY TYPICALLY WORK WITH A LOT OF CHILDREN'S MUSEUMS. THERE BRANCHING OUT TO WORK WITH LIBRARIES BUT WERE GOING TO HAVE SOME FUN EARLY LITERACY PLAY STATIONS ALONG THE WAY BETWEEN THE DOS, STORYTIME ROOM. ONE OF THOSE PLAY STATIONS IS GOING TO BE ON VIBRATE STATION. I NEED TO FIND MY FRIENDS WITH KIDS SO I COULD JOIN THEM AND GO PLAY WITH THAT. AT THE BOTTOM SIGN THAT'S A LITTLE SNEAK PREVIEW OF MURALIST THAT WE HAVE HIRED. HE IS A HOOSIER. HE IS INDIAN ARTIST. HIS NAME IS BRIAN BELANGER. HE DOES GREAT STUFF. ALONG THE WALL BY THE STAIRWELL HE WILL HAVE A MURAL THERE AND ON THE BULKHEAD OVER THE DESK AND A 360 FASHION HE WILL HAVE ARTWORK THERE. THIS IS PART OF HIS PROPOSAL ARTWORK THAT WE SELECTED. IT'S GOING TO BE SIMILARLY FUN ART THAT I THINK WILL GET KIDS EXCITED. DRAMATICALLY EXPANDED TEEN AREA. THIS IS ONE OF THE REASONS WE DID THIS PROJECT IN THE FIRST PLACE. YOU HAVE A VERY, VERY SMALL TEEN AREA.
HER BARE ARM CAMPUS WITH CARMEL HIGH SCHOOL. WE KNEW WE WANTED TO DO SOMETHING MUCH BETTER THAN WHAT WE HAD. SPACE WISE, THIS IS 5 TO 6 TIMES AS LARGE AS OUR OLD TEEN AREA. IT HAS DEDICATED STUDY ROOMS. SOME OF WHICH ARE SOUNDPROOF. SO KIDS CAN GO IN AND PRACTICE INSTRUMENT. AS OF TODAY DICTATED PROGRAM FROM WHICH WERE PLANNING ON STOPPING EVERY SINGLE DAY AFTER SCHOOL. WANT TO BE VERSATILE WITHOUT. WE COULD SET UP VIDEOGAME CONSOLES AND HAVE A CONTEST THAT WAY OR BE COULD SET UP A PING-PONG TABLE OR SET UP TABLES AND CHAIRS AND HAVE A BOOK DISCUSSION. WHICH IS GOING TO CONFIGURE THE ROOM IN A VARIETY OF DIFFERENT WAYS AND PRETTY MUCH ALWAYS HAVE SOMETHING GOING ON THERE FOR TEENS.
THERE ALSO WILL BE PLENTY OF HANGOUT SPACE FOR TEENS IN THAT AREA APPEARED AT SO MUCH BIGGER. EVERY PLACE THEY COULD JUST LOUNGE. ON THE LARGER PICTURE ON THE SLIDE THAT'S THE FUTURE WALL THAT THERE'S PLACEHOLDER ART MOUNT SLIDE. THOUGHTS ARE DESIGNED FOR THE CARMEL TEAM WILL GO THERE ON THE WALL. HOW MUCH GREATER CAPACITY FOR EVENTS AND MEETINGS. ANOTHER MAJOR GOAL WE HAD. WE IN A PROGRAM RUN THAT MAXED OUT AFTER ABOUT HUNDRED OF PEOPLE. THIS ROOM CAN HOLDI THINK CLOSE TO 375 PEOPLE. IT COULD BE DIVIDED INTO 2. EACH OF THOSE 2 ARE LARGER THAN THE OLD ONE WE USED TO HAVE. PLUS, WERE GOING TO PHAVE MULTIPLE MEDIUM SIZE AROUND 30 PEOPLE CAPACITY ROOMS ON THE SECOND FLOOR. BECAUSE WE HAVE SO MUCH MORE CAPACITY FOR EVENTS AND MEETINGS AND PROGRAMS OUR PLAN IS TO, OR WORKING ON POLICIES TO ALLOW BUSINESSES AND ORGANIZATIONS TO RENT SPACES IN THE LIBRARY.
THAT'LL BE SOMETHING OF THE LIBRARY WILL OFFER FOR THE FIRST TIME. WE ARE EXCITED ABOUT THAT. THE PICTURE I HAVE THERE ILLUSTRATES. IT'S A PICTURE OF THE BIG ROOM. IT
[00:35:03]
COULD BE CONFIGURE DIFFERENT WAYS. IT COULD BE ALL CHAIRS, TABLES AND CHAIRS. WE COULD TAKE IT ALL OUT. THAT WILL BE VERSATILE SPACE AS WELL. I THINK THE NICEST SPOT IN THE NEW VERSION OF THE LIBRARY IS GOING TO BE NORTHWEST CORNER ON THE SECOND FLOOR. RECALLING AT THE READING ROOM. THERE WAS A PICTURE THERE, UNFINISHED SITE. IT'S ALL THAT GLASS AND HUGE FIELD. WE CAN HAVE JUST A VARIETY OF DIFFERENT STYLE SEEDINGS AND TABLES AND CHAIRS.PEOPLE ARE GOING TO LOVE JUST GOING UP THERE AND SITTING TO DO WORK OR STUDY IN GROUPS.
WHATEVER IT IS. I MIGHT PULL MY LAPTOP OUT OF MY OFFICE AND SIT OUT THERE MYSELF. IT'LL BE A WONDERFUL SPACE. I THINK PEOPLE ARE GOING TO LOVE IT. THIS COULD BE A ROOFTOP GARDEN AREA TOO. LIKE I MENTIONED. THERE WILL BE SECOND-FLOOR ACCESS TO THE LIBRARY. WE DIDN'T HAVE ANY ADDITIONAL PLAN TO WORK WITH AND WE NEEDED MORE PARKING CAPACITY TO SUPPORT EVERYTHING ELSE FOR THE LIBRARY. INTEGRATE THE PARKING GARAGE. THERE IS A COUPLE OF ELEMENTS OF THAT THAT MAKES OUT BETTER. ONE IS THE SKYBRIDGE INTO THE SECOND FLOOR. I THINK, AND ALL THE ADULT COLLECTIONS, THE DVDS, THE AUDIOBOOKS, THE COLUMN SECOND-FLOOR. EVENTS WHICH ARE COMING TO THE LIBRARY TO BROWSE YOU MAY WANT TO PARK THEM GO STRAIGHT INTO THAT ZONE. IF THE WEATHER IS BAD PEOPLE MAY WANT TO YOU KNOW UTILIZE THAT FOR THAT REASON. SO, I THINK THAT WILL JUST BE A NICE ADDITION. I DIDN'T MENTION AS WELL THAT THERE WILL BE AWAY TO COME IN FROM THE SECOND OR FIRST FLOOR INTO THE HALLWAY AREA. AT TIMES OF THE LIBRARY IS NOT OPEN. IF WE HAVE A PROGRAM IN THE COMMUNITY ROOM OR SOMETHING IS HAPPENING, DIGITAL MEDIA LAB OR JAVA HOUSE WANTS TO OPEN EARLY. THAT FRONT PARK CAN OPERATE SEPARATELY FOR THE LAST OF THE LIBRARY. AND, THE OTHER BIG AMENITY, I WAS WALKING MY DOG RECENTLY. I HAD A NEIGHBOR STOP ME AND SAY, YOU'RE GONNA BE IN TROUBLE WITH ME IF HE DID COME UP WITH A WAY TO RETURN MY BOOK BY MY CAR. I'M NOT IN TROUBLE WITH HER. BECAUSE, WE DO HAVE A DRIVE-UP BOOK RETURN. THE SUBJECT WE TRIED TO DO A 1999. HONESTLY, WHAT WE TRIED TO FAIL. IT DIDN'T WORK. IT WAS EXPERIMENTAL TECHNOLOGY AT THE TIME. THIS I NOT EXPERIMENTAL TECHNOLOGY. WE KNOW THIS WILL WORK. THERE WILL BE A DRIVE-UP BOOK RETURN. IT WILL WORK. NOW, IT'S A MACHINE. IT COULD BREAK DOWN AND NEED TO BE FIXED. WE WILL FIX IT AND IT WILL BE BACK UP. THIS IS GOING TO WORK. THIS IS TRIED-AND-TRUE. I THINK THAT'S BEEN SOMETHING THAT IN THE 6 YEARS I'VE BEEN HERE PEOPLE OF ALWAYS ASKED FOR THAT. PEOPLE STILL MISS THE OLD ONE EVEN THOUGH IT DIDN'T REALLY WORK.
SO, WE ARE EXCITED ABOUT THAT. ALSO, ONE MORE THING FOR THE PARKING GARAGE. THIS IS WHAT I WAS LEADING UP TO WHEN I WAS TALKING ABOUT CURBSIDE SERVICES. IN THE PARKING GARAGE, IN THE LOBBY ON THE FIRST FLOOR OF THE GARAGE WE ARE GOING TO HAVE HOLD, PICK UP BLOCKERS. VERY MUCH AMAZON AND STOUT LOCKER PICKUP. PATRONS WILL HAVE THE OPTIONS TO SAY, I WANT TO PICK MY HOLDUP AT THE LOCKER WHEN IT'S READY. THE LIBRARY WILL NOTIFY THE PATRON.
COME TO THE GARAGE, ASK IN YOUR LIBRARY CARD. THE DOOR WILL POP UP IN. TAKE THE MATERIAL OUT. 22 THE MATERIAL OUT IS CHECKED OUT AND YOU'RE DONE. IT'S THAT SIMPLE. SO FOR PEOPLE THAT WANT TO UTILIZE THAT, BUT I REALLY LIKE ABOUT IT IS PEOPLE COULD HAVE AN OPTION TO PICK THE HOLDS UP THAT MAYBE STRUGGLE THE LIBRARY'S OPERATIONAL HOURS.
IF THE PEOPLE THAT WORK SECOND SHIFT ON OURS. THEY CAN COME PICK THE MATERIAL UP A TIME THAT'S CONVENIENT FOR THEM. THAT WILL BE A PART OF THE GARAGE, THAT'S EXCITING. AND, THAT'S IT. I WENT THROUGH THIS AS QUICKLY AS I COULD. THERE'S A LOT TO GO THROUGH. OH, HAVE ANOTHER SLIDE FOR THAT. THERE YOU CAN SEE THE RETURN AND YOU CAN SEE THERE'S A LITTLE IMAGE ON THE BOTTOM RIGHT OF THE HOLDS BLOCKERS. I THINK WHEN YOU TAKE ALL OF THAT IN TOTALITY, OR TOUCHING EVERY ASPECT OF THE LIBRARY. AS FAR AS I COULD DETERMINE, BUT THEY THINK WERE ENHANCING AND MAKING EVERY SINGLE AREA OF THE LIBRARY A BETTER VERSION THAN WHAT IT WAS. THE FOCAL ON A PROJECT LIKE THIS. I THINK THAT'S WHAT PEOPLE EXPECT AND DESERVE AND IN THE COMMUNITY. I THINK WITH THIS WORSHIP OF THE LIBRARY WE ARE WELL-POSITIONED TO SERVE THE COMMITTEE FOR THE NEXT 10 TO 20 YEARS WITH THIS VERSION OF THE
LIBRARY. SO, THANK YOU. >> ANY QUESTIONS FROM THE COUNCIL? COUNCIL GREEN CREEK WORKS THANK YOU. PARKING CAPACITY. WHAT'S THE DIFFERENCE BETWEEN THE PARKING CAPACITY RECONSTRUCTION THEN PLUS THE CONSTRUCTION. I KNOW YOU SAID 238 SLOTS IN THE PARKING GARAGE. KIND OF OVERALL QUICK WORKS I THINK BALLPARK, OR ANY CAPACITY AND I
WOULD SAY ANOTHER 200 SPOTS, WOULD YOU SAY? >> YEAH.
[00:40:08]
>> ANY OTHER QUESTIONS? ONE QUESTION WELL ASK EVERY TIME WE BUILD A GARAGE DOWN HERE AND WE'VE HAD TO DEAL WITH THIS UNDER SOME CHANGES RECENTLY. HOW ARE YOU GOING TO KEEP HIGH
SCHOOL FROM PARKING THERE? >> HOPEFULLY I'LL LET YOU KNOW WHEN I REPORT NEXT YEAR. WERE STILL WORKING ON THAT. THAT SOMETHING IS A GREAT CONCERN. WE DO HAVE SOME PLANS. I'M PLANNING ON, I HAVE SOME UPCOMING MEETINGS JUST ON THAT VERY SUBJECT. IT'S A CONCERN.
LIKE I'VE SAID BEFORE, THE LAST TIME I CAME HERE AND TALKED ABOUT THAT. CAN'T LET THE PARKING GARAGE JUST BE HASKELL PARKING GARAGE OR THERE WOULDN'T BE ANY PARKING FOR LIBRARY USERS. HAVING SAID THAT ALL TEENS, OF COURSE ARE WELCOME TO PARK IN LIBRARY PARKING JUST SO LONG AS WERE USING THE LIBRARY. DOING A LOT OF THIS FOR TEENS. WE JUST HAVE TO MAKE SURE WERE LEAVING PARKING SPACES FOR EVERYBODY IN THE COMMUNITY THAT WANTS TO USE THE LIBRARY. IT'S A CHALLENGE. WE'RE STILL WORKING THROUGH SOME OPTIONS ON THE BEST WAY TO
MANAGE IT. >> YOU AND I ARE MEETING SOON WE'LL TALK OF SOME OF THE IDEAS
WE DID. I WILL DISCUSS THAT WITH YOU. >> I WOULD APPRECIATE ANY IDEA
YOU HAVE. THANK YOU. >> THANK YOU VERY MUCH. WE HAVE PARKS.
>> GOOD EVENING, MICHAEL ? DIRECTION OF CARMEL PARKS AND RECREATION. I'M HAPPY TO COME AND GIVE MY QUARTERLY REPORT. AS FAR AS PROGRESS ON SOME OF OUR PROJECTS AT CALM CLICK PARKS. THE FIRST PHOTO IS A PHOTO FROM ONE OF OUR RESIDENTS. THE RESIDENTS AT CENTRAL PARK. LOOKING FORWARD TO THE WATER ACTUALLY BEING OPEN LIKE THIS AGAIN. I PREFER
THE WEATHER COULD. >> WAS ANOTHER TURTLE TOOK IT OR WAS IT A DOG?
>> IT WAS ONE OF OUR 2 LEGGED VISITORS TO THE PARK THAT TOOK IT. I WILL START WITH A GENERAL OVERVIEW OF OUR REVENUE OPERATION. THIS IS ONE OF PCOMMUNITY CENTER IN RICHMOND DOG PARK AS WELL. ALL OF OUR OPERATIONS THAT GENERATE REVENUE. AS I REPORTED PREVIOUSLY, COVID HAD A HUGE IMPACT ON OUR OPERATIONS AND OUR REVENUE. SO, BEGINNING IN 2010 OF COURSE WITHOUT MONARCH COMMUNITY CENTER WITHOUT WAS EXTENDED SCHOOL ENRICHMENT WE HAVE BEEN SELF-SUFFICIENT. 20/20 WAS ONE OF THOSE YEARS WHERE THAT DIDN'T HAPPEN AS PREVIOUSLY REPORTED. THE WITNESS OF 2.7 MILLION NOT LOSS IN OUR OPERATIONS. I AM PLEASED TO REPORT IN 2021 WHILE WE ARE STILL NOT WHERE WE WERE PRE-PANDEMIC, OR ACTUALLY OUT ABOUT 2011 EAR LEVELS. DID WITNESS AGAIN NET REVENUE. WE ARE STARTING TO BUILD UP OUR RESERVES FOR THE NEXT RAINY DAYS. HOPEFULLY THIS LIBERTY DAYS OPPOSED TO READY YEARS.
WE ARE BACK IN THE BLACK AND CONTINUING TO GROW OUR TO REPOR OUT. COUPLE OF LEASED- UPDATES ON A FEW OF OUR PROJECTS. SEE THE SLIDES BEFORE. BUSPAR, ONE OF OUR MAJOR PROJECTS RECEIVING FUNDING PARTIALLY FROM THE CLAY TOWNSHIP IMPACT PROBLEM, PARTIALLY FROM PROCEEDS FROM THE PARK BOARD. MAKING MAJOR RENOVATIONS TO THE SPARK TO THE TUNE OF 6 TO 6 AND HALF MILLION DOLLARS. THAT INCLUDES UPGRADES TO AND COMPLETE NEW PAGAN,/PARENT, UPGRADES WITH RESTROOM FACILITIES AND ENHANCE PARKING THERE. SUMMING UP ON THE PLAYGROUND FEATURES. RECRUITING A NEW HILL THERE TO SORT OF BE THE FOOTHILLS TO JILL'S HILL, THE SLEDDING HILL. COUPLE HAVE A SPLASH PAD AND THE PLAYGROUND INTEGRATED WITHIN IT. SOME IN A LITTLE BIT CLOSER TO THE SPLASH PAD AND THE WONDERFUL FEATURES AND KIND OF RE-CREATING THE CREEK EXPERIENCE OF THE OLD SPLASH PAD HAVE. NOT QUITE AS LITERALLY. I THINK IT WILL BE A SPLASH PAD UNLIKE ANY IN THE COMMUNITY AND I THINK ANYWHERE IN THE COUNTRY. I'M REALLY LOOKING FORWARD TO THAT. AND, ALWAYS LIKE GIVING YOU SOME UPDATES. THIS FOOTAGE WAS TAKEN LAST WEEK. YOU CAN SEE THE EXPANDED RESTROOM FACILITY THAT WILL HAVE A FAMILY CHANGING ROOM. YOU CAN SEE THE NEW EMBANKMENT SLIDE ON THE HILL IS ACTUALLY IN PLACE AND MUCH OF THE SPLASH PAD IS STARTING TO TAKE FORM AS WELL.
I'M VERY EXCITED ABOUT THE PROGRESS. WE ARE ON TRACK FOR COMPANY BY MEMORIAL DAY WEEKEND. AS WE ARE AS WELL FOR MEDLOCK PARK AND INFO PARK. THE UPGRADES ARE ALL VERY IN THE GROUND SO NOT VERY EXCITING TO REPORT SINCE OF DECEMBER MEETING BUT, PROGRESS IS STILL
[00:45:05]
HAPPENING ON THOSE. ADDITIONALLY ANOTHER OVERVIEW FROM THE DRUNK LOOKING AT ALL OF THE UPGRADES WITHIN WESTPARK. AGAIN YOU CAN SEE WHERE THE NEW HILL IN THE CANYON FOR THE SPLASH PAD IS. YOU CAN SEE WORK BEING DONE ON THE NEW PLAYGROUND WITHIN THE NEXT COUPLE OF WEEKS. WEATHER PERMITTING. WE'LL SEE THE STRUCTURE STARTING TO RISE.YOU COULD SEE HOW THE ROAD GOES ALL THE WAY THROUGH TO THE NEW PORTION OF THE PARK WITH IT ? PAVILION IS LOCATED. THE EXPANDED PARKING OVER HERE. LITTLE PROGRESS THERE AND HOPEFULLY NEXT TIME I WILL HAVE MORE EXCITING FOOTAGE BECAUSE IT WILL BE MADE RIGHT BEFORE WE OPEN. WE ARE ALSO CONTINUING TO MAKE PROGRESS ON THE MASTER PLAN FOR BEAR CREEK PARK WHICH IS ONE OF OUR NEWEST PARKS IN THE NORTHWEST CORNER OF CARMEL AT SOUTHWEST CORNER OF HUNDRED 46 STREET AND SHALL BORN. WHEN A PUBLIC MEETING A COUPLE OF WEEKS AGO NOW I GUESS IT WAS.
EVERY TIME VERY GOOD TURNOUT FROM THE GENERAL PUBLIC GIVING US FEEDBACK ON THE 3 CONCEPTS THAT OUR DESIGN TEAM HAS DEVELOPED. EACH OF THEM ARE VERY DIVERGENT ON PURPOSE BUT BASED ON THE FEEDBACK WE RECEIVED UP TO THIS POINT. WE'RE CONTINUING TO ACCEPT PUBLIC FEEDBACK. COULD GO TO COMICALLY PARK STOCKHOLM TO THE BEAR CREEK SECTION AND THERE'S OPPORTUNITIES TO SEE THE ACTUAL PRESENTATION AS WELL AS THESE CONCEPTS A LITTLE BIT CLOSER.
WE WELCOMING FEEDBACK. BACK IN APRIL OR ACTUALLY IN APRIL, EXCUSE ME. WE WILL BE PRESENTING CONSOLIDATED CONCEPT OF THE PARK BOARD FOR THEIR INITIAL FEEDBACK, THE PUBLIC IS WELCOME TO ATTEND THE MEETING AND SEE HOW WE'VE MELTED ALL THE FEEDBACK WE'VE RECEIVED UP TO THIS POINT TO A FIRST DRAFT OF THE ACTUAL MASTER PLAN. WHAT I FULLY ANTICIPATE BASED ON THE FEEDBACK WE RECEIVED SO FAR IS THAT YOU WILL SEE A LITTLE BIT FROM EACH OF THESE 3 CONCEPTS MERGED INTO A SINGLE CONCEPT THERE COMPONENTS OF EACH PLANS OF THE PUBLIC LIKED.
THERE WERE SOME COMPONENTS THAT THERE WERE CONCERNS ABOUT POSSIBLE AND THIS IS TYPICAL IN THIS PLANNING STAGE. VERY EXCITED. I LOOK FORWARD TO PRESENTING THE ACTUAL MASTER PLAN HERE VERY SHORTLY. WE ALSO CONTINUING TO PROCESS ON HAMILTON COUNTY SOUTH RIVER DISTRICT. THIS IS A JOINT VENTURE BETWEEN, CLAY PARKS RECREATION, HAMILTON COUNTY PARKS AND RECREATION AND HAMILTON COUNTY TOURISM. AS WELL AS OUR PARTNERS WITH THE CITY OF CARMEL AND KLINK TOWNSHIP. BUT, I'M EXCITED TO REPORT THAT THE READY GRANT THAT THE WHITE RIVER REGIONAL OPPORTUNITY INITIATIVE RECEIVED $20 MILLION. OUR PROJECT IS ONE OF 7 THAT WERE IDENTIFIED AS ELIGIBLE FOR FUNDING. THE STATE IS USING AMERICAN RESCUE PLAN FUNDING FOR IT. BROTHER PROJECTS THAT WERE ORIGINALLY IN A REGION'S PLAN ULTIMATELY DO NOT QUALIFY FOR THAT TYPE OF FUNDING. HOURS BASED ON REVIEW BY THE STATE DOES APPEAR TO ELIGIBLE BUT WERE NOT EXACTLY SURE HOW MUCH FUNDING WE MAY BE RECEIVING. THERE CONTINUING TO WORK ON THE STATE WITHOUT. BUT, ANY FUNDING WE DO RECEIVE HOPEFULLY WILL BE ABLE TO BE PLACED IN PHASE 1 CONSTRUCTION OF THE WHITE RIVER EDUCATION OLOGY SENATE WHICH WOULD BE JOINT VENTURE BETWEEN CONNER PRAIRIE AND CARMEL CLAY PARKS AND RECREATION AS WELL AS POTENTIALLY OTHER PARTNERS. RIGHT NOW IF WE CAN SEE 4.4 MILLION WHICH WILL BE A PROPORTIONATE SHARE OF THE REGION GRANT THAT'S PROBABLY NOT ENOUGH TO GET THE FULL FACE. WORKING WITH CONNER PRAIRIE TO SEE WHAT EXACTLY WE MAY BE ABLE TO DEAL WITH THAT LEVEL OF FUNDING AS WELL AS LOOKING AT OTHER FUNDING OPPORTUNITIES WITH THEM. WE ARE ALSO CONTINUING TO WORK ON DEVELOPMENT OF PLANS FOR THE NORTH EXTENSION OF THE WHITE RIVER GREENWAY. ATKINS FROM TALL TIMBER TRAIL. LOOKING TO EXTEND THAT ON THE WAY TO HUNDRED 46TH STREET. OVER AFTER THAT WOULD BE ALONG THE RIVER PARTIALLY ON CONNER PRAIRIE'S PROPERTY. IN THIS ABOUT THE HIGHLIGHTER IS. AND WE WILL CONTINUE GOOD PORTION OF IT RIGHT NEXT TO THE RIVER THE RIVER ECOLOGY CENTER OR FUTURE SITE OF THAT. WE WILL THEN CHECK OUT TO RIVER ROAD AND FINISH UP TO RIVER ROAD UPPER HUNDRED 46 STREET. WE HAVE CONVERSATIONS AND WE DID APPLY FOR NEXT LEVEL GRANT TRAIL FUNDING FROM THE STATE.
IN SOME PRELIMINARY CONVERSATION AS THEY WERE BEGINNING TO REVIEW THE APPLICATIONS. MUCH MORE DIALOGUE THAN IS TYPICAL. TALK ON WHAT WE MAY BE GETTING SOME STATE FUNDING TO HELP US WITH THAT TRAIL. WE ALSO AS PART OF OUR DEVELOPMENT PLANS FOR THE NORTH EXTENSION. LOOKING AT CREATING A TRAIL HEAD IS JUST SOUTH OF WHERE PRAIRIE TRACE ELEMENTARY SCHOOL IS LOCATED ON PARK BOARD PROPERTY. JUST SOUTH OF WHERE CONNER PRAIRIE'S
[00:50:03]
PROPERTY ENDS WHICH IS THE PORTION THAT IS SHADED BY YOUR GRADE. A SMALL TRAILHEAD SIMILAR TO WHAT YOU MAY FIND AT NORTH OR SOUTH TRAILHEADS FOR THE MONARCH GREENWAY. RESTROOM FACILITIES THERE. BUT, WHAT I THINK IS GOING TO BE MOST EXCITING ABOUT THIS TRAILHEAD IS THAT WE ENVISION AN OVERLOOK OF THE RIVER. THIS IS SHE GOING TO BE DIRECTLY ACROSS FROM THE OXBOW WORSHIP OF CONNER PRAIRIE'S PROPERTY ON THE EAST SIDE. IT WILL BE AN AREA THAT'S ALWAYS UNDEVELOPED LOOKING AT THE RIVER. IN ITS TRUE NATURAL BEAUTY. THE ARCHITECTURE FOR THIS WAS ACTUALLY INSPIRED BY A PEDESTRIAN BRIDGE OUTSIDE OF DES MOINES IOWA. WENT OVER THE DES MOINES RIVER. THE CLAIMANT OF THE OVERHEADS ARE VISIBLY DESIGNED TO REPLICATE THE RAPIDS IN THE RIVER IF YOU WILL. THERE IS ALSO ENVISIONED BASICALLY A WORKSTATION. THE BIG TABLE THAT WILL BE WI-FI ENABLED. PEOPLE COULD GO OUT THERE AND TO BE ABLE TO STUDY, DO HOMEWORK, DO THEIR WORK DURING THE DAYLIGHT HOURS. AND SIMPLY INTERACT AND ENJOY THE RIVER. VERY EXCITED ABOUT THAT. HOPEFULLY AGAIN NEXT LEVEL TRAILS FUNDING, WHEN IT FUNDS AN OVERLOOK AND THE OTHER COMPONENTS OF THE TRAIL THEY WOULD. I WOULD ALLOW US TO USE OTHER FUNDING LIKE IMPACT FEES TO BE ABLE TO FUND THIS OVERLOOK. I'M VERY EXCITED ABOUT THAT. THEN, LAST BUT NOT LEAST. MY PRE-MUCH OTHER EMPLOYER WE ARE STRUGGLING WITH FINDING ENOUGH EMPLOYEES TO DO ALL OF OUR WORK. NOT A UNIQUE SITUATION. I SAW IN DECEMBER AND THE UNEMPLOYMENT RATE THE CITY OF CARMEL WAS .07 PERCENT.WHICH IS GOOD FOR EVERYONE THAT IS EMPLOYED. NOT SO GOOD FOR ALL THE EMPLOYERS LOOKING FOR EMPLOYEES. AS A MAJOR EMPLOYER OF PART-TIME EMPLOYEES, WE EMPLOY ABOUT 400 TOTAL EMPLOYEES DURING THE SUMMER. THE VAST MAJORITY OF THOSE ARE PART-TIME AND SEASONAL. IT CREATES CHALLENGES FOR US. ONE OF THE THINGS THAT IS CERTAINLY GOING TO IMPACT IS OUR MOORPARK SEASON. WE WILL BE OPEN FROM MEMORIAL DAY AS IS TYPICAL TO AUGUST 7. WHICH IS THE SUNDAY RIGHT BEFORE THE KIDS HERE IN CARMEL GO BACK TO SCHOOL. IN THE PAST WEEKS TO TRY TO STAY OPEN ON THE BEACONS UNTIL LABOR DAY. BUT, WE'VE FOUND IT INCREASINGLY MORE DIFFICULT TO BE ABLE TO FIND THE STUFF TO KEEP THE STAFFING LEVELS AT SAFE LEVELS TO ENSURE THAT WE PROVIDE THE EXPERIENCES WE NEED TO FORCE VISITORS TO THE WATERPARK. WE WILL FOLLOW THE PRACTICE OF OTHER PARK SYSTEMS INCLUDING ND PARKS AND CLOSING OUT OPERATIONS A LITTLE BIT SOONER. PRODUCING A TREMENDOUS DROP IN PARTICIPATION RATES THAT'S WHERE ONLY OPEN ON THE BEACONS INITIALLY. ONCE SCHOOL STARTS. THE REALITY IS WE JUST SIMPLY COUNT FORWARD WITH THE STAFFING LEVELS WE NOTE THAT WERE GOING TO HAVE TO BE ABLE TO BE OPEN AS MUCH AS WE WOULD PREFER. WITHOUT I'LL BE HAPPY TO ADDRESS ANY QUESTIONS THE COUNCIL MIGHT HAVE.
>> COUNCIL, ANY QUESTIONS? COUNSELOR GREEN. CARTS THANKS MICHAEL. CAN HE GO BACK TO THE SECOND SLIDE THE ONE RIGHT AFTER THE TURTLES THERE. YEAH, THERE YOU GO. THANK YOU. 2 OTHER METRICS AND ONE OF THEM NOT DIRECTLY TIED TO HOW YOU FINISHED UP ABOUT YOUR STAFFING. BUT, HOW'S THE STAFFING LEVELS TODAY COMPARED TO THE STAFFING LEVELS ? PARTS SO FOR OUR FULL-TIME STAFF WITHOUT MONARCH COMMUNITY CENTER WERE DOWN ABOUT 4 FULL-TIME EMPLOYEES. WE HAVE ALSO REDUCE THE NUMBER OF OUR PROGRAM SIMPLY BECAUSE THEY WEREN'T COVERING OPERATING EXPENSES. WHEN WE WERE GENERALLY OVER $1 MILLION AND THE PROCEEDS WE COULD AFFORD TO SUBSIDIZE THOSE PROGRAMS THAT NEEDED SUBSIDIZE. WERE NOT MY POSITION RIGHT NOW. WE ARE A NUMBER OF PART-TIMERS FROM PROGRAMS SIDE DOWN. CUSTOMERS ARE STAFFING FOR FITNESS CENTER OPERATIONS, AQUATICS, ALL OF THOSE ARE BACK TO NORMAL LEVELS. HIS PRE-MUCH OF OUR PROGRAMMING STAFF THAT ARE DOWN. FOR EXTENDED SCHOOL ENRICHMENT WHICH IS HER AFTERSCHOOL PROGRAM WITH CARMEL CLAY SCHOOLS. WE ARE DOWN 12 FULL-TIME POSITIONS THAT WE NEVER REPLACED. WITH THE SCHOOLS ELIMINATING OR CHANGING THE BILL TIMES FOR ELEMENTARY SCHOOL. THE TIME TO THE KIDS GOING TO SCHOOL. THERE'S NO LONGER A NEED FOR BEFORE SCHOOL PROGRAMS. STAFF WAS PARTICULARLY RESPONSIBLE FOR.
FORCE THE POSITIONS WERE LIMITED. BEFORE SUCH TIME AS BILL TIMES CHANGE IN THEIR SUFFICIENT DEMAND FOR BEFORE SCHOOL PROGRAM I DON'T SEE THOSE COMING BACK ANYTIME SOON.
>> THANK YOU. THE OTHER METRIC I HAVE THAT I WAS CURIOUS HOW TIED TO THAT. TOUCHED ON STAFFING CAPACITY. YOU ALLUDED TO THAT BECAUSE THE PROGRAMS HAVE BEEN REDUCED. BUT USAGE
[00:55:03]
AS FAR AS CARMEL CITIZENS USING THE DIFFERENT MOTHER TO SIMONE ON CENTER OR OTHER FACILITIES.ARE YOU SEEING THE USAGE GETTING BACK TO PRE-ĆUNTRAN4Ć NO WORDS?
>> WERE NOT BACK TO PRE-ĆUNTRAN4Ć NUMBERS YET. WE ARE SEEING SIGNIFICANT INCREASES IN OUR MEMBERSHIPS AND OUR PARTICIPATION RATES AND MONO COMMUNITY CENTER. THE AFTERSCHOOL PROGRAM ARE NOT BACK AT PRE-PANDEMIC HEIGHTS. I HAVE TO SAY THAT 2019 WAS OUR HIGHEST NUMBERS EVER IN ALL OF OUR PROGRAMMING. WE HAVE A LONG WAYS TO GO TO GET TO THOSE HEIGHTS. IT'S QUITE A FEW YEARS JUST TO GET TO THAT LEVEL. BUT, WE ARE SEEING TREMENDOUS INCREASES IN ALL OF OUR PARTICIPATION RATES. WHICH CAN DIRECTLY TIES TO THE RIVERS
WE WERE GENERATING. >> AGAIN, HE BROUGHT SOMETHING UP. MEMBERSHIP. THAT'S EASY
NUMBER TO FOCUS ON. HOW DOES MEMBERSHIP COMPARED TO 2019? >> GOING OFF THE TOP OF MY HEAD WHICH IS A DANGEROUS THING BUT I'M TALKING NUMBERS. PRE-PANDEMIC WE WERE AROUND 20,000 MEMBER SHIPS. WE ARE PROBABLY CLOSER TO THE 15,000, 14 TO 15,000 RANGE. WE ARE NOT
ALL THE WAY THERE. BORN HEALTHY LEVELS. >> COUNSELOR WORRELL.
>> THANK YOU MR. PRESIDENT. THEY GIVE FOR YOUR EXCELLENT REPORT AS ALWAYS. WHAT ABOUT 3 PARTS, I WANT TO MAKE SURE I DON'T GET THIS WRONG THAT WILL BE OPENED BY MEMORIAL DAY.
>> THE 3 PARKS THAT WILL BE OPENED BY MEMORIAL DAY, ACTUALLY THERE WILL BE 4. ONE OF THEM IS MEADOWLARK PARK WHICH IS JUST WEST OF THAT DESIGN DISTRICT.
>> PICKLE BALL WILL BE READY? >> PICKLE BALL WILL BE READY. NUMBER 2 WHERE A BALL WILL ALSO BE READY IS IN LOW PARK. THAT HAS NEW SPLASH PAD. NUMBER 3 WILL BE WESTPARK. ACTUALLY
THERE IS 3. >> OKAY THERE IS NOT 1/4. OKAY, THANK YOU.
>> COUNSELOR FINKAM. I ECHO MY THANKS FOR A FABULOUS REPORT. I WANT TO THANK YOU FOR PUTTING IN A TRAILHEAD NEAR PRAIRIE TRAITS. THAT'S DESPERATELY NEEDED OVER THERE. THERE'S NO PLACE TO PARK. PEOPLE WANT TO ACCESS THE RIVER AND IT'S SO BEAUTIFUL RIGHT THERE. PEOPLE WHO DO VENTURE THE PARK WHICH IS REALLY LOW BUT THE SCHOOLS OR PARTS OF THE NEIGHBORHOOD AND THAT MAKES THE WATCH PROGRAMS EARLY. THANKS FOR INVESTING IN THOSE. THAT WILL
BE FABULOUS ADDITION. >> I THINK SO TO. IT WILL BE ONE OF THE MOST TRAGIC SWITCHERS OF THE GREENWAY. RIGHT SOUTH OF WHERE THE TRAILHEAD IS IS ALREADY ONE OF THE PRETTIEST SECTIONS OF THE TRAIL. THE NORTHERN SECTION UNTIL YOU GET TO WHERE THE FUTURE ECOLOGY AND EDUCATION CENTER IS LOCATED IS ALSO GOING TO BE RIHT ALONG THE RIVER.
AGAIN THE OTHER SIDE OF THE RIVER IS KIND OF PRAIRIE SO IT'S VERY NATURALIZED OVER THERE. IT'LL BE VERY POPULAR SECTION OF THE TROUT ONCE IT'S OPEN.
>> PART B IS, I KNOW YOU'VE TOLD ME THIS I CAN'T REMEMBER. TO MUCH GOING ON. WHAT IS THE TIMELINE FOR THE RIVER ECOLOGY CENTER WITH THE ADDITION OF THE READY GRANT FUNDS THAT ARE A
LITTLE BIT UP IN THE AIR RIGHT NOW? >> STILL TO BE DETERMINED FOR SAY 2 TO 3 YEARS BUT, UNTIL WE HAVE BETTER UNDERSTANDING OF EXACTLY WHAT WE MAY BE GETTING FROM READY GRANTS AS WELL AS POTENTIAL FUNDING OPTIONS. ABLE HARD TO BEAT TO SPECIFIC
FOR THAT. PER CITY FOR 2 TO 3 YEARS. >> AND OF THE STATE LEGISLATURE IS LOOKING AT ADDITIONAL FUNDS THIS YEAR FOR ANOTHER ROUND OF READY GRANTS. IF THAT HAPPENS WHAT HAPPENS TO OUR GRANT REQUEST? DO WE RESUBMIT THE STAFF ? ?.
>> I RIGHT NOW. IT DOES APPEAR IDC DEANNA ECONOMIC DEVELOPMENT CORPORATION. I ALWAYS WANT TO CALL HIM A COMMISSION. THEY ARE VERY INTERESTED IN DOING ANOTHER ROUND. OF COURSE IT IS FUNDING FROM STATE LEGISLATURE. BUT, THEY HAVE A LOT OF DETAILS AS TO WHAT THAT MIGHT LOOK LIKE. IT'S MOSTLY LIKELY AND WILL HAVE TO GO THROUGH ORIGINAL PROPOSAL. AND THE REGION WILL ULTIMATELY DECIDE WHICH PROJECTS ARE CONSIDERED. YOU KNOW, WE FELT AS A REGENT WE PUT TOGETHER A VERY STRONG PORTFOLIO OF PROJECTS. WE BELIEVE THAT THOSE THAT DON'T GET FUNDED IN THE FIRST ROUND SHOULD CERTAINLY BE CONSIDERED IN THE NEXT ROUND. BUT, THERE IS A LOT OF WHAT-IFS AND WHO'S INVOLVED IN THOSE CONVERSATIONS. SO, HOPEFULLY IT WILL BE INVOLVED. BUT, AGAIN UNTIL MORE DETAILS PROVIDED BY THE STATE AS TO HOW
THE PROGRAM LOOKS. IT'S HARD TO DETERMINE RIGHT NOW. >> HEARD A PRESENATION OF THE URBAN LAND INSTITUTE MEETING IN DECEMBER. IT WAS SOMEONE FROM INDIANAPOLIS ONE OF THEIR BENEFICIARIES. THEIR LAND-USE FOLKS. THEY WERE ON THE MAIN STAGE AND I FELT LIKE THAT PROCESS FORCE COLLABORATION THAT WOULD OVERALL WAS VERY POSITIVE. WOULD YOU AGREE?
[01:00:04]
>> I WOULD 100 PERCENT AGREE. WE HAD GREAT DELIBERATION AND CONVERSATIONS WITH ALL OF THE COMMUNITIES THAT WERE INVOLVED IN OUR REGION. NOT ONLY THE COMMUNITIES YOU MENTIONED BUT ANDERSON AND MADISON COUNTY, HAMILTON COUNTY WAS AT THE TABLE. ZIONSVILLE, COURTS FAIL, INDIANAPOLIS AND NUMEROUS PARTNERS IN MARION COUNTY. THERE IS A LOT OF GREAT DIALOGUE. A LOT OF REGIONAL SUPPORT. WHEN WE HAD TO PAIR OUR PROPOSAL THAT WENT TO THE STATE DOWN TO 50 MILLION. OUR OVERALL PORTFOLIO BEFORE WE PARED IT DOWN TO 50 MILLION WAS IN EXCESS OF 150 ALMOST 200 MILLION. THERE WERE SOME HARD CONVERSATIONS AT THAT TIME.
BUT, AGAIN THERE WAS A STRONG SPIRIT OF COOPERATION TO ENSURE THAT THE FULL REGION BENEFITED FROM IT. YOU KNOW THE REALITY IS, HAD THE STATE BEEN A LITTLE BIT MORE UPFRONT ABOUT HOW THEY WERE GOING TO FUND THIS ROUND. THE APPROACH MIGHT HAVE BEEN A LITTLE BIT DIFFERENT. WE PUT FORWARD SOME PROPOSALS THAT WE WOULD'VE KNOWN UP FRONT THEN IT QUALIFY FOR OPERA FUNDING. WE WANT TO CONSIDER THOSE IN OUR PROPOSAL BUT, YOU KNOW IT IS WHAT IT IS AND WE WILL MOVE FORWARD AND RECEIVE $20 MILLION IS QUITE FRANKLY 20 MILLION MORE THAN WHAT I THOUGHT I REGENT MIGHT RECEIVE. I AM OPTIMISTIC THOUGH BASED ON CONVERSATIONS THAT I WAS INVOLVED WITH WITH I EDC. IN THE NEXT ROUND YOU KNOW, THEY PUT HARD CAPS. THEY SAID $50 MILLION. THE STATE REALLY ENCOURAGED OUR REGION T WORK COOPERATIVELY WITH ALL THE DONUT COUNTIES. AS WELL. WITH THE $50 MILLION PROVIDED THE DISINCENTIVE TO DO SO. I MEAN $50 MILLION WITHIN A PORTION OF THE STATE THAT HAS OVER 3RD OF THE STATES POPULATION. YOU KNOW ALL OF US WERE LOOKING OUT FOR OUR CONSTITUENTS. IT SOUNDS LIKE IF THEY DO THIS NEXT ROUND THEY'RE NOT GOING TO PUT SUCH A HARD. VICTIM SAY BRING US YOUR BEST PROPOSAL SO IT DOES TRULY ENCOURAGE NOT ONLY THE COLLABORATION YOU SAW ON THE NORTH SIDE BUT, IT CAN ALSO LOOK WITH OUR PARTNERS ON THE SOUTH AND WEST SIDES OF THE METROPOLITAN AREA AS WELL.
>> THANK YOU FOR REPRESENTING CARMEL. I KNOW IT COULD HAVE BEEN EASY ON TOP OF EVERYTHING ELSE YOU GOT GOING ON MANAGING THAT. MANAGING EXPANDING PARKS. THINK OF WHAT YOU'RE
DOING. >> MY PLEASURE. >> COUNSELOR NELSON? >> HI MICHAEL. FOR 2 YEARS HAVE BEEN ABLE TO SIT THROUGH AND LISTEN TO 2 YEARS WORTH OF YOUR REPORTS. I KNOW THESE LAST COUPLE OF YEARS HAVE NOT BEEN EASY. YOU KNOW, CLEARLY I APPRECIATE YOUR LEADERSHIP. I THINK THE ENTIRE COUNCIL APPRECIATES YOUR LEADERSHIP. I KNOW IT HAS BEEN EASY. I WANT TO FIND OUT ABOUT WESTPARK. I CAN'T BELIEVE IT'S GOING TO BE OPEN SOON. SUBJECT ARE STILL A LOT OF HEAVY LEFT TO DO. BUT, WHEN CAN PEOPLE START RESERVING THE LITTLE AREAS FOR FAMILY
GET-TOGETHERS? >> SO, THE SHELTERS THAT WE HAVE THERE THIS YEAR. HOLDING OFF ON RESERVATIONS BECAUSE, I'M 99 PERCENT CONFIDENT THAT IT'S GOING TO OPEN ON THAT TIMEFRAME. I MEAN THERE'S ALWAYS A CHANCE WITH SUPPLY CHAIN ISSUES THAT SOMETHING COULD HAPPEN. WE ARE VERY OPTIMISTIC. SO, WE LIKELY WILL HOLD OFF ON THE ABILITY TO RESERVE THE SMALL SHELTERS THERE. UNTIL WE DO DEFINITIVELY KNOW THE PARK IS OPEN. LIKELY MAY, JUNE, ACTUALLY, I WAS TO BEGINNING OF JUNE IS WHEN I WOULD LOOK FOR THOSE RESERVATIONS TO OPEN UP FOR THE SHELTERS THERE. BUT, YEAH, I CAN'T WAIT TO GET THAT PARK OPEN. YOU'RE RIGHT, IT LOOKS LIKE THERE'S A LOT OF WORK TO DO. IT'S AMAZING HOW THE PIECES ALL START FALLING TOGETHER AT THE END. A LOT OF IT IS THE INFRASTRUCTURE THAT'S
RELATED TO THE PLAYGROUND AND THOSE GOT PRETTY QUICK. >> THANKS AGAIN FOR YOUR
LEADERSHIP. >> THANK YOU COUNSELOR ELSON. >> ANY OTHER QUESTIONS? THANK
YOU VERY MUCH HAS ALWAYS PAID. >> THANK YOU. > BY THE WAY WITH YOUR FUTURE FUNDING CHALLENGES COMING WE AREN'T DONE TALKING ABOUT PARK IMPACT FEES YET. ALL RIGHT, IS IT MY

I APOLOGIZE FOR TECHNICAL GLITCH. I GOT HERE EARLY TO TEST MY BRAND-NEW LAPTOP. I'M GLAD I DID BECAUSE IT DIDN'T WORK. WHEN I DO THIS OLD SCHOOL. I HOPE IT'S CLEAR ENOUGH FOR EVERYONE TO FOLLOW ALONG WITH MY SHORT PRESENTATION THIS EVENING. THE PARCEL QUESTION IS LOCATED AT 220 S. SECOND STREET SOUTHWEST. INDICATED HERE. IT'S ON THE WEST SIDE OF THE MANON GREENWAY JUST SOUTH OF MAIN STREET. IN THE MIDTOWN PARKS ENTERTAINMENT DISTRICT. I'M HERE ON BEHALF OF MY CLIENT REQUESTING THAT THIS COUNCIL FOLLOW THE SUIT OF THE REDEVELOPING COMMISSION AND APPROVE I RECOMMEND FOR A FINAL ENTRY OF REZONING PETITION.
>> ON BUT ESTATE PLANNING COMMISSION. >> WHAT I SAY?
>> REDOUBLE OUR MISSION. >> I MET BY COMMISSION. I APOLOGIZE. THINK OF HER CORRECT ME. REZONING THIS PARCEL FROM THE CURRENT R2 DESIGNATION TO A B-2 DESIGNATION WITH RESTRICTIVE COVENANTS THAT I WILL DISCUSS BRIEFLY. I'M PLEASED TO REPORT THAT AT ITS MEETING IN DECEMBER. THE PLAN COMMISSION APPROVED OUR PETITION AND RECOMMENDED IT TO THIS COUNCIL UNANIMOUSLY BY THE 7 DOLLARS 8 VOTE. THE SWOLLEN NEGOTIATION AND A FAIRLY UNUSUAL BUT VERY PRODUCTIVE MANNER. LITERALLY ON THE RECORD AS PRESIDENT RIDER WILL RECALL. I'M NOT SURE IF THAT'S EVER HAPPENED BEFORE. IT CERTAINLY NOT HAPPEN TO ME. FOR A WHILE THERE THE OFFICIAL RECORD OF THE RESTRICTIVE COVENANTS WAS A PIECE OF PAPER THAT I WAS RUNNING ON. UNTIL ? TOOK A PICTURE OF IT FOR A MORE OFFICIAL RECORD. I'M VERY GRATEFUL FOR THE PLAN COMMISSION. I'M GRATEFUL FOR THE DOC STAFF WORKING THROUGH A NUMBER OF OBSTACLES TO GET THE REZONING PETITION TO WHERE IT IS TODAY. IT'S NOT A SECRET THAT THIS REZONING PLAN THAT OUR EFFORTS TO GET THIS PROPERTY REZONE TO COMMERCIAL HAS FOLLOWED AN UNUSUAL PATH. I'M VERY GLAD THAT WE ARE HERE.
BELIEVE OUR PETITION IS CONSISTENT AT A HIGH LEVEL WITH THE CITY'S DESIGN AND THE CITY'S MASTER PLAN FOR WHAT THIS CORRIDOR AND WHAT THE MIDTOWN DISTRICT WILL BECOME.
I FURTHER BELIEVE MY CLIENT SPECIFIC USE OF THE PROPERTY IS CONSISTENT WITH THAT PLAN AND ALSO RESPECTS THE INTEREST OF THE NEIGHBORING PARCELS. IN 2020, MY CLIENTS PROPERTY WHICH WE ALL KNOW IS THE GOAT TAVERN. OPENED IN THE MIDDLE OF THE PANDEMIC IN JUNE. UNDER THE CIRCUMSTANCES IT WAS NOT WHAT ANY OF US EXPECTED. AT THE TIME, BARS AND RESTAURANTS IN MARION COUNTY WORK MORE SHARPLY RESTRICTED THE BARS AND RESTAURANTS IN HAMILTON COUNTY.
[01:10:02]
SO WHAT HAPPENED WHEN THE GOAT OPENED IN JULY IS THAT SOME VERY ROWDY PATRONS WHO PERHAPS HAVE MORE TO DRINK THAN THEY SHOULD LEFT BARS IN MARION COUNTY WHEN THEY CLOSED, CAME TO THE GOAT AND OVERWHELMED THE ABILITY OF MANAGEMENT TO THE FRUSTRATION OF NEIGHBORS. MY CLIENT HAS WORKED VERY HARD WITH THE CITY TO OVERCOME THOSE ISSUES. APART FROM THE FACT WE BELIEVE THEY WERE ONE TIME IN A CIRCUMSTANCE. WE'VE ALSO ENTERED INTO A NUMBER OF COMMITMENTS AS I'VE MENTIONED. WE'VE ALSO MADE MAJOR ARCHITECTURAL IMPROVEMENTS TO THE PROPERTY TO EFFECT NOISE, CRIME CONTROL AND OTHER CONCERNS IN RESPONSE TO FEEDBACK THAT WE HEARD OVER THE COURSE OF THIS PROCESS. THIS IS THE GOAT AS IT APPEARED PREVIOUSLY. A POINT I LIKE TO EMPHASIZE WHICH IS A LITTLE DIFFICULT TO SEE ON THE SCREEN.SET THE GOATS PROPERTY WHICH IS CURRENTLY ZONED R ? 2 IS LITERALLY THE ONLY PARCEL IN MIDTOWN ALONG THE MANON GREENWAY THAT IS NOT EITHER ZONED COMMERCIAL OR PART OF THE PLANNING DEVELOPMENT. THIS IS IMPORTANT BECAUSE AS I MENTIONED A MOMENT AGO. WE BELIEVEE THAT ROVING A REZONE OF THIS PROPERTY TO BE TO AS WE REQUESTED IS CONSISTENT WITH A MASTER PLAN OF THE CITY. WE SEE THIS IN PART BECAUSE THE PUBLIC CORDS OF CITY EMPLOYEES AND CITY STAFF BEAR THIS OUT. THE DECEMBER 15 PLAN COMMISSION MEETING. ON A REZONE POSITION FILED ON BEHALF OF OUR NEIGHBOR MEDIALLY TO THE NORTH. THE CARMEL HISTORICAL SOCIETY. THE STATEMENT OF THE CITY WAS AS FOLLOWS. THE REZONING OF THIS PROPERTY WHICH IS THE PARCEL IMMEDIATELY TO THE NORTH OF US. THE HISTORICAL COMMISSION PROPERTY. IS CONSISTENT WITH PREVIOUS MINING ZONING MADE BY THE PLAN COMMISSION AND THE CITY COUNCIL WAS SUPPORTING THE SUPPORT OF THE MANON GEENWAY IN THIS PART OF OUR CITY. GOING EVEN FURTHER, AT THE MINUTES FROM THAT SAME MEETING. THIS MINUTES REFLECT THE STATEMENT BY MR. HOLUB WHO IS AROUND IT WAS A HEAD OF DOCS. EXPLAINING THAT THE CITY'S LONG-TERM PLAN IS TO REZONE ALL OF THE PROPERTIES ALONG THE MONON, INCLUDING THE GOAT PROPERTY. WERE ASKING FOR E- 2 POSITION. BECAUSE, AS A MEMBER IS NO, ONLY THE CITY CAN REQUEST A C ? 2 REZONE. WE BELIEVE THAT B ? 2 REZONE THAT WE ARE SINKING IN PART MODIFIED BY THE RESTRICTIONS WE NEGOTIATED WITH DOC ALSO PRESENTED THE PLAN COMMISSION. ACHIEVES THE GOAL THAT THE CITY HAS ESTABLISHED OF F REDEVELOPING THE MONON AGREEMENT FOR COMMERCIAL USE.
AGAIN, THIS IS THE ONLY PARCEL ALONG THE GREENWAY THAT HAS NOT BEEN DEVELOPED IN CONJUNCTION WITH THE CITY'S PLAN. I MENTIONED COVENANTS EARLIER. IT'S A LITTLE HARD TO SEE ON THE SCREEN. I BELIEVE ALL THE MEMBERS HAVE COPIES IN YOUR PACKETS FOR THE MEETING. WE NEGOTIATED MULTIPLE COVENANTS, RESTRICTING THE OPERATION OF THE GOAT IN A MANNER THAT RESPONDED TO FEEDBACK FROM NEIGHBORS, FEEDBACK FROM DOCS, PARTICULARLY FOR THE GOOD WORK THROUGH MS. KINSLEY AND MR. HOLUB. TO ALLOW THE GOAT TO BE A GOOD CITIZEN AND A GOOD NEIGHBOR. WE HAVE COVENANTS HERE ON THIS PAGE. MORE COVENANTS WHICH ARE THE ONES THAT I REFLECTED EARLIER. THEY ARE TYPED UP NOW. BUT, THROUGH THE EFFORTS OF THE PLAN COMMISSION WE REACHED AGREEMENT ON A NUMBER OF DIFFERENT OPERATIONAL LIMITATIONS PARTICULARLY REFLECTING CLOSING HOURS, TYPE OF ALCOHOL SERVICE, NOISE RESTRICTIONS AND WE'VE AGREED TO ESTABLISH A TELEPHONE HOTLINE SO THAT NEIGHBORS OF OUR ESTABLISHMENT WHO ARE EXPERIENCING PROBLEMS WITH PATRONS, NOISE, ETC. CAN CALL US. ALL OF US TO THE PROBLEM SO WE CAN INTERVENE. I MENTIONED A MOMENT AGO IN ADDITION TO THE RESTRICTIVE COVENANTS, WE'VE ALSO MADE ARCHITECTURAL CHANGES AT SUBSTANTIAL COST TO MY CLIENT.
FRANKLY HE WAS HAPPY TO DO IT. THE SPACE PLAN SHOWS A VERY HIGH LEVEL SORT OF CHANGES THAT ARE BEING MADE. AT THE RISK OF OVERSIMPLIFYING, PRIMARILY WE ARE MAKING CHANGES, NUMBER ONE, TO TRY TO CONTROL TRAFFIC FLOW. TO PREVENT PATRONS FROM OVERFLOWING OUTSIDE AND POTENTIALLY ONTO NEIGHBORING PROPERTIES. NUMBER 2, TO CONTROL NOISE. PATRONS WHO ARE ON OUR SIDE, WE WANT THEM TO BE LESS DISRUPTIVE WITH OUR NEIGHBORS. NUMBER 3, WE'VE ADDED MORE ARCHITECTURALLY ATTRACTIVE IMPROVEMENTS THAT I WILL SHOW YOU IN A MOMENT ON SOME RENDERINGS THAT ARE DESIGNED TO FURTHER MAKE THE BUILDING CONSISTENT ARCHITECTURALLY WITH NEIGHBORING PROPERTIES ALONG THE GREENWAY. FRANKLY TO BE AN
[01:15:01]
ASSET TO THE COMMUNITY. WE'VE MADE OTHER ARCHITECTURAL CHANGES ANY RESTROOMS FOR EXAMPLE ALLOWING FOR A SMOOTHER SERVICE. PREVENTION PATRONS ARE MILLING AROUND NEAR THE AXIS. THIS RENDERING SHOWS A LITTLE BIT MORE OF AN ADVANCED VIEW OF HOW THE PROPERTY WILL LOOK. FRANKLY, THESE ARE MUCH MORE DESCRIPTIVE. THIS IS A 3D RENDERING SHOWING THE AFTER.I'M NOT SURE HOW MANY OF THE COUNCIL ARE FAMILIAR WITH THE PROPERTY AS IT STANDS RIGHT NOW. THERE'S A SUBSTANTIAL OUTDOOR SEATING AREA. I WILL BE LARGELY ENCLOSED. MORE VISIBLE ON THE SPACE. YOU CAN SEE THAT IT WAS AN OUTDOOR PATIO. THE NOW HOUSE SUBSTANTIAL ARCHITECTURAL ENCLOSURES. AGAIN ALL DESIGNED TO KEEP PATRONS INDICATE NOISE INSIDE. SO, WE BELIEVE THAT THE GOAT CAN BE A GOOD CITIZEN, GOOD NEIGHBOR. WE BELIEVE THAT THE RESTRICTIONS WE'VE NEGOTIATED WITH THE PLAN COMMISSION, THE ARCHITECTURAL CHANGES THAT WE ARE PROPOSING AND WE WILL MAKE TO THE BUILDING. I'LL MAKE THIS PROJECT INTERNALLY CONSISTENT WITH THE CITY'S GOALS FOR THE DEVELOPMENT OF THE MIDTOWN AREA IN GENERAL. THE MONON GREENWAY IN PARTICULAR. THE BIG LEAVE THIS PROJECT IS CONSISTENT WITH THE CITY'S DESIRE AND IT WILL FILL OUT THE VERY LAST SPACE ON THE MONON GREENWAY THAT IS NOT ALREADY CONVERTED TO COMMERCIAL ZONING. FOR OBVIOUS REASONS WE ASK THAT THIS COUNCIL APPROVE THE ZONING BOARD ORDINANCE THAT'S BEFORE THE COUNCIL THIS EVENING IN HOPES OF ENACTING IT AND REOPENING THE GOAT. I'M HERE, MY CLIENTS HEAR MY CO-COUNSELOR IS HERE OF THE MEMBERS HAVE ANY QUESTIONS. THANK YOU VERY MUCH FOR YOUR ATTENTION.
>> THANK YOU. RACHEL? I'VE ASKED STAFF TO GIVE US A BIT OF AN OVERVIEW PROGRESS REPORT.
>> ON EVERYONE. GRIEVED NAME RACHEL KINSLEY, UPON THE DEPARTMENT OF COMMUNITY SERVICES. JUST TO GIVE YOU AN OVERVIEW OF THE PROGRESS THAT WE HAVE MADE WITH THE PETITIONER. SO, FIRST I WANT TO GO BACK AND TOUCH ON SOME OF THE HISTORY OF THE SITE. THE CITY DID ATTEMPT TO REZONE THIS PARCEL TO SEE ? 2 MIXED USE. ALONG WITH THE HISTORICAL SOCIETY PROPERTY TO THE NORTH. HOWEVER, AFTER MANY CONVERSATIONS WITH MANY DIFFERENT PEOPLE, THE MAYOR OF CITY COUNCILMAN ON AND ON, IT WAS DETERMINED THAT WAS NOT THE MOST APPROPRIATE ROUTE FOR APPROVAL. SO IT WAS DETERMINED THE BOARD OF ZONING APPEALS WOULD BE THE BEST BOARD TO HEAR THE CASE BECAUSE THEY WERE THE ONES WHO APPROVED THE ORIGINAL USE VARIANCE FOR BUBS CAF?. THAT'S WHERE THEY HAD THE TIME LIMITS. OR HOURS OF OPERATION LIMITS FOR A BREAKFAST AND LUNCH FACILITY. SO THEN THE PETITIONER DID THAT. THEY FILED THE USE VARIANCE. ALONG WITH 10 OTHER VARIANCES THAT WERE NEEDED. THE USE VARIANCE WAS DENIED BY THE BOARD OF ZONING APPEALS. THE REMAINING VARIANCES WERE TABLED INDEFINITELY. AND THEN ONE OF THEM WAS WITHDRAWN. THEN I WENT TO COURT. AND THEN THE COURT ISSUED THE VACATION OF THE VOTE OF THE BZA'S DECISION TO DENY THE USE VARIANCE. THEN SHORTLY AFTER THAT PETITIONER FILED A REZONE APPLICATION TO GO UP TO BE ? 2. THEN THEY WITHDREW THE VARIANCE IN THE USE VARIANCE QUEST AND ALL THE OTHER VARIANCES. SO THE WE START ON PLANNING COMMISSION AND EVALUATING THE B ? 2 ZONE AND IF THAT WAS THE RIGHT ZONE FOR THIS. WE LOOKED AT THE COMPREHENSIVE PLAN. WHAT IT WOULD CALL FOR. THIS AREA.
THIS AREA IS IDENTIFIED IN THE COMPREHENSIVE PLAN IS AN AREA FOR SPECIAL STUDY. A SPECIAL STUDY HAS NOT BEEN COMPLETED YET. HOWEVER, WE DO KNOW THAT THE MIDTOWN, THROUGH THE MIDTOWN PD THROUGH THE REDEVELOPMENT COMMISSION AND OTHER C2 ZONE PROPERTIES IN THE AREA WE HAVE A GREAT FRAMEWORK FOR WHAT WE WANT TO SEE IN THIS PART OF TOWN. OBVIOUSLY THEN THE CITY CAME IN AND REDID THE MIDTOWN OR MONON BOULEVARD ALONG THIS WAY. SO WE KNOW WHAT IT SHOULD BE A. AND ACTUALLY REALIZED SEVERAL OF THE POLICIES THAT WE HAVE IN THE COMPREHENSIVE PLAN. ONE OF THEM, THESE ARE JUST A COUPLE. ONE, IS TO PROTECT, STABLE, SINGLE-FAMILY RESIDENTIAL NEIGHBORHOODS OF NORTH-CENTRAL CARMEL AS MUCH AS POSSIBLE THROUGH BUFFERING, THE USE OF TRANSITIONAL DESIGN STRONG COURT ENFORCEMENT, A PROPERTY
[01:20:05]
MAINTENANCE ISSUES. TARGET INFRASTRUCTURE APARTMENTS AND LANDSCAPING BEAUTIFICATION PROJECTS. THEN THE OTHER ONE THAT HAS BEEN REALIZED IS PROMOTE AND ENHANCE THE MONON GREENWAY SALON MOTORIZED TRANSPORTATION CORRIDOR. PART OF THE TRAIL IN HIGH USE AREAS ACCOMMODATE BY SIGNAL AND COULD PRACTICE RELAYS TO MACLEAN'S. AT THE PLANNING COMMISSION MEETING, THE INITIAL PUBLIC HEARING THERE WERE MANY PEOPLE WHO SPOKE BOTH IN FAVOR OF AND AGAINST THE PROJECT. ON THE PETITION. SOME OF THE CONCERNS FROM THE PLANNING COMMISSION MEMBERS WERE ABOUT THE B2 DISTURBED CHOICE BUT WHAT IF THEY CHOOSE NOT TO START. PART OF THAT WAS NO DEVELOPMENT PLAN. WOULD BE REQUIRED WHICH IS A PUBLIC HEARING OF FUTURE DEVELOPMENT. NO COMMITMENTS WERE OFFERED ON HOW TO REMEDY ALL THE ISSUES THAT HAVE BEEN HAPPENING. INITIALLY IN OUR REVIEW WE HAVE SUGGESTED B ? 7 AS A MORE APPROPRIATE USE OR ZONING CLASSIFICATION BECAUSE THE INTENTIONS OF THAT WERE TO TRANSITION TO SINGLE-FAMILY RESIDENTIAL AND IT REQUIRED A DEVELOPMENT PLAN AND A DLS APPROVAL. THE LIST OF USES WERE MORE APPROPRIATE FOR TRANSITIONAL AREA. AND SO ON. HOWEVER, BECAUSE IT IS SO FOCUSED AND MORE TRANSITIONAL. ON THE SIZE OF THE SLOT IS SO SMALL. IF HE REZONE TO BE ? 7 WE WOULD CREATE SO MANY MORE VARIANCES THAT THEY WOULD NEED IN ORDER TO REMEDY THE SITUATION THAT WAS HAPPENING. SOME OF THE REMEDIESWE HAD DISCUSSED WERE ENCLOSING THE OUTDOOR SPACE. NOT HAVING THAT ANYMORE. AND PROVIDING MORE RESTROOMS. THOSE ARE 2 BIG THINGS WE FELT WHEN REALLY HELP THE SITUATION. SO, THE PETITIONER STUDIO M, PER THE PLAN TO ENCLOSE THE SPACE AND USE ALL THE RENDERINGS. WE REALLY FELT LIKE THEY DID A GOOD JOB. OF COURSE THEY DO A GREAT JOB. THE WAY THAT THE BUILDING COMPLEMENTS THE EXISTING BUILDING AND INTERACTS AND FILLS THE SPACE. WE DO REALLY FEEL LIKE THAT WOULD BE AN IMPROVEMENT TO THE SITE AND HELPING JILL WITH THESE PROBLEMS. SO, OR THE PROBLEMS OF THE PAST WHICH HOPEFULLY GO AWAY. UNTIL.[CRYING]. SO SOME OTHER THINGS THAT, IT WILL HAVE 6 ADDITIONAL RESTROOM STALLS. NEW CENTRAL ENTRANCE. CONNECTING HALLWAY FOR PATRONS AND SERVERS. IT WILL ADDITIONAL BAR AND SEATING AREAS. BUT A NEW SMALL OUTDOOR SEATING AREA THAT YOU SAW IN THE LAST IMAGE. WHICH WENT HAVE PROBABLY WILL HAVE A PERGOLA OF SOME KIND ADJACENT TO THE SIDEWALK. ALL THE PATRONS WOULD BE WITHIN THE BUILDING. THERE WOULDN'T BE AN OUTDOOR SPACE. LIKE OPEN LIKE IT IS NOW. AND THAT WOULD ALLOW FOR ABOUT HUNDRED 24 ADDITIONAL SEATS IN THE ADDITION THERE IS ABOUT 70 NOW AND THAT'S ROOF COUNTS FROM THE DRAWINGS THAT I'VE SEEN. SO THE NEW DESIGN IS ONE STORY. IT FOCUSES ON THE DESIGN TEAM AS EXISTING BUILDING. WITH A COULD BE A GREAT WAY TO DEAL WITH THE NOISE AND THE BATHROOM ISSUE. AND THEN THROUGH THE PROCESS WE WENT THROUGH ALL THE COMMITMENTS AND WE ADDED MORE AND WE WORKED ON IT ON THE VERY LAST NIGHT. THE MEAT SO WE COULD GO BACK TO COMMITTEE AGAIN SO WE DID TAKE CARE OF IT THAT NIGHT IN A VERY UNCONVENTIONAL WAY. HE WENT OVER ALL THE ITEMS THAT THEY HAD AND SO, BASICALLY WE THINK THE REZONING OF THE SITE, THE COMMITMENTS THAT THEY HAVE PROPOSED, THE PROPOSED EXPANSION OF THE BUILDING WHICH WOULD NEED TO COME BACK TO PLANNING COMMISSION FOR APPROVAL. IF YOU ALL APPROVE THE REZONE. WILL BE AN INTEGRAL PART OF THE SOLUTION FOR MOVING THIS PROPERTY FORWARD. AND, TO HAVE THE PLANNING COMMISSION GIVE FAVORABLE RECOMMENDATION TO YOUALL 7 ?.[SINGING]. [16. OTHER BUSINESS]
16, OTHER BUSINESS. APPROVAL OF CRC PURCHASE OF 611 THIRD AVENUE SOUTHWEST RETURNING FROMTHE FINANCE, UTILITIES AND RULES COMMITTEE. >> MR. PRESIDENT. YES, THIS COMES BACK. THE NOTES SAY WAS FOR DARCY MARK. I THINK ONE OF OUR MEMBERS WAS MISSING. I'M GONNA SAY THAT IT'S CAME BACK 3 ? 0. TO APPROVE, THIS WAS AFTER HEARING FROM CRC DIRECTOR MISS TESKE AND EVERYBODY HAVING A CHANCE TO GET THEIR QUESTIONS ANSWERED. AND IT WENT BACK
WITH A POSITIVE RECOMMENDATION TO PURCHASE. >> COUNSELOR, ARE THERE ANY OTHER QUESTIONS?
COUNSELOR HANAN? >> BEFORE THIS WENT TO COMMITTEE WHEN THE ISSUES THAT WAS BROUGHT UP WAS THAT THERE HAD BEEN A DISCUSSIN I THINK IN THE NEWS ANYWAY THOUGHT THE LAND WOULD BE GIFTED TO THE SONGBOOK FOUNDATION FOR THEIR MUSEUM. WAS NOT DISCUSSED AND ARE THERE ANY RESTRICTIONS OR COMMITMENTS THAT CAME OUT OF THAT MEETING?
>> GO AHEAD. >> I DON'T BELIEVE I'VE HEARD ANYBODY SUGGEST THAT LAND WILL BE GIFTED TO ANYBODY. THAT'S NUMBER ONE. NUMBER 2, COUNSELOR CAMPBELL DID BRING UP WHICH ARE ASKING IS A QUESTION. I THINK AT FINANCE, SHOULD SHE RESET AS AN ISSUE BUT THERE WASN'T MUCH DISCUSSION ABOUT IT. AND .3 IS, FROM THE REDEVELOPMENT COMMISSION STANDPOINT, THIS PIECE OF LAND IS IMPORTANT REGARDLESS OF WHERE A POTENTIAL FUTURE MUSEUM LOCATES EVER, IF IT EVER DOES LOCATE THERE. THIS LAND IS THE LARGEST PIECE OF LAND THAT IS REALLY LEFT IN THIS AREA NOT CONTROLLED BY THE CRC OR ONE OF ITS PARTNERS. IT'S IMPERATIVE THAT WE MAKE SURE THAT IT'S MASTER-PLANNED AND EVOLVED CORRECTLY WHETHER THAT HAS
SOMETHING TO DO WITH THE SONGBOOK OR NOT AT ALL. >> COUNSELOR FINKAM?
>> MY RECOLLECTION IS THAT COUNSELOR CAMPBELL ASKED IF THERE COULD BE ANY RESTRICTIONS ON THE SCREEN WE ASK JOHN FOR SUPPLIES ON THIS ISSUE. THERE WAS A DISCUSSION BECAUSE I THINK SHE FLIPPED IT'S ILLEGAL TO SAY WHAT WE CAN OR CANNOT DO.
>> YES THAT'S CORRECT. COUNSELOR FINKAM. I SPOKE ABOUT WAS ABOUT THIS CONDITION.
A CONDITION SUBSEQUENT TO THE SALE OF THE PROPERTY WHEN IT DELETE BE ABLE TO BE ENFORCED BECAUSE OF SOMETHING HAPPENED A FEW YEARS DOWN THE ROAD HE WOULDN'T BE ABLE TO UNDO THE
LAND SALE. >> SO, THE MOTION COULD BE MADE BUT IT'S SOMETHING THAT
COULDN'T BE ENFORCED. >> COUNSELOR HANNON I APOLOGIZE. I DID ASK IF YOU
WERE DONE. WAS THAT A SUFFICIENT ANSWER? >> IT SOUNDS LIKE THERE'S NO COMMITMENTS THAT COULD BE IN PLACE FOR THIS. DIRECTOR MISS TESKE WAS SAYING THERE WAS NO PLANS RIGHT NOW TO GIFT THE PROPERTY TO ANYONE. IT IS NOT CORRECT?
>> MICROPHONE? >> THERE ARE NO PLANS TODAY TO GIVE THE PROPERTY. WERE NOT GIVING AWAY PROPERTY TO ANYBODY. IT'S WORTH POINTING OUT THAT THE PALLADIUM FOR EXAMPLE IS A LONG-TERM LEASE BETWEEN THE REDEVELOPMENT COMMISSION AND THE CENTER FOR THE PERFORMING ARTS. IT'S ON THE GIFT. IT'S A LONG-TERM LEASE FOR THE CRC RETAINS TITLE. THAT MAY BE A POTENTIAL OPTION BUT, TODAY, THIS LAND IS IMPORTANT TO GRAB IN ANY CASE.
[01:40:06]
REGARDLESS OF WHERE POTENTIAL SONGBOOK MUSEUM MAY BE LOCATED.>> COUNSELOR GREENE? >> LIKE YOU SAID THE IMPORTANCE OF THAT LOCATION. WHAT WERE THE
APPRAISALS AGAIN? >> COUNSELOR, THE 2 APPRAISALS CAME IN AT 4.25 AND 5. OUR PURCHASE PRICE OF 4.8 SLIGHTLY AVERAGE ON THOSE 2 APPRAISALS. I DID EMAIL A COPY OF BOTH
APPRAISALS TO EACH COUNSELOR. >> THANK YOU. >> THANK YOU MR. PRESIDENT.
MUCH OF THE APPRAISALS OF THE MEETING. HE MENTIONED THE COMPARISONS TO OTHER PROPERTIES THAT WERE REQUIRED THAT SHOWS THIS IS A PRETTY FAIR PRICE FROM THAT PERSPECTIVE, CORRECT?
>> THAT'S RIGHT COUNSELOR. ONE OF THE FEW PRICE POINTS ARE MENTIONED IS THAT HERE ON A PER ACRE BASIS WERE 1.9 MILLION. SO, TODAY, A RECENT APPRAISAL FROM MONON SQUARE SHOWS THAT WERE 2.6 LAND FROM MONON SQUARE. IF REMEMBER THE FIRST ON THE INSIDE OF THE PNC SITE AND THE RELATED RESIDENTIAL REAL ESTATE. I WAS ABOUT 2 AND HALF MILLION DOLLARS PER ACRE.
THAT'S A MORE MEAN CORNER. BUT, THAT'S A FEW YEARS AGO. MAY 3 PLUS YEARS AGO THAT ALL THAT WAS AGGREGATED. 2 AND HALF PER ACRE. SO TODAY, TODAY'S PRICE WAS 1.9 PER ACRE
IS A VERY REASONABLE PRICE. >> JUST ANOTHER ACTION HERE. NOT APPROVING ADDITIONAL SPENDING. MONEY HAS AUDIT BEEN APPROPRIATE THROUGH THE BOND IN YOUR ACCOUNT. JUST APPROVING
THE PURCHASE AS WAS A CONDITION OF THE BOND. >> THAT IS CORRECT.
>> OKAY. >> ANY OTHER COMMENTS OR QUESTIONS? COUNSELOR HANNON?
>> THAT BOND WASN'T SPECIFIC TO PURCHASE THIS PROPERTY. IT WAS FOR MY AGGRAVATION. WE DIDN'T PASS BONDS WAS OF GREAT FOR THIS PROPERTY. IT WAS FOR PLANNED AGGREGATION.
>> ANY OTHER QUESTIONS OR COMMENTS? COUNSELOR FINKAM, I THANK YOU'RE READY.
>> MR. PRESIDENT. I BELIEVE WE NEED FOR THE RECORD FORMAL APPROVAL SO MOVED TO APPROVE
THE PURCHASE OF THIS PROPERTY. 611 THIRD AVENUE SOUTHWEST. >> SECOND.
>> ANY DISCUSSION? PLEASE VOTE. IT IS UNANIMOUS. THANK YOU. 16 B. CITY COUNCIL APPOINTMENTS. WE HAVE ONE. THE, AUDIT COMMITTEE TERM EXPIRES 1/1/24 OUR 2-YEAR TERM.
WE HAVE ONE APPOINTMENT. UNTIL WE MAKE THAT APPOINTMENT ERNIE HAMISH IS STILL OUR APPOINTMENT PAND SERVING. ONE THING I'M GOING TO BRING TO THE COUNCIL UNLESS SOMEONE HAS SOMEONE IN MIND THIS EVENING. I'M GOING TO HAVE SOMEBODY FROM THE CITY AND SOMEBODY FROM THE COMMITTEE COME AND US. ABOUT THAT NECESSITY FOR THIS COMMITTEE. UNDER CURRENT CIRCUMSTANCES.
IN THEIR FUTURE ROLE AT THAT WE WILL MAKE A DECISION FROM THERE. IS THAT OKAY WITH?
COUNSELOR HANNON. >> I THINK THAT WOULD BE GOOD TO GET OUTSIDE OPINION. I THINK THAT WOULD BE REASONABLE. RATHER THAN SOMEBODY INTERNALLY.
>> OKAY IF YOU WANT TO RECOMMEND SOMEBODY I WILL LISTEN TO THAT BUT, WHAT I'M GOING ON IS NOT SOMEBODY FROM THE CITY AND ACTUALLY GOING ON THE AUDIT COMMITTEE SAYING THIS. THESE ARE ESPECIALLY ARNIE IS ONE OF THE MOST EXPERIENCED PEOPLE IN THAT SITUATION. HIS COMMENT IS OTHER AUDIT COMMITTEES HE'S ON HAVE OTHER DUTIES THAT BECAUSE THERE AN AUDIT COMMITTEE TERMINAL ZULILY READINGS ARE PUBLIC. YOU DON'T WANT YOUR IT THINGS LIKE THAT TO BE A PUBLIC COMMENT. SO WHAT HE SAYING IS THERE REALLY NOT SERVING A
ROLE. AT ALL. SO, I'LL LET HIM DISCUSS IT WITH YOU. >> ALL TALK TO ERNIE. THANK YOU.
