CONTINUES TO GET BUILT OUT, THAT'S AN OLDER PICTURE BECAUSE THERE'S MASONRY IN THAT BUILDING AT THIS POINT. WE'RE MAKING QUICK PROGRESS ON THE PROJECT. THE MAGNOLIA PROJECT, LATELY, YOU WOULD HAVE NOTICED THAT THE ELEVATOR TOWER ON THE FIRST OF THESE STACKED FLATS UNIT SUNSHINE UP AND THE FRAMING IS UP AS WELL.

THOSE ARE MOVING FORWARD QUICKLY AND I THINK THEY'VE BEEN SELLING WELL. SOMEHOW STILL MADE IT TO 116 IN RANGE LENGTH WITH YOUR VEHICLE ONE OF THESE DAYS.

YOU YOU WOULD HAVE SEEN A LOT OF CONSTRUCTION GOING ON ON THE CORNER PROJECT. ON KITE. THIS IS ONE OF MY FAVORITES, THE SIGNATURE NOW HAS THE STEEL BEAMS UP FOR THE TOWER ELEMENTS AS PART OF THE PROJECT THAT REALLY LET'S YOU SEE THE SCALE OF THE ARCHITECTURAL FEATURES ON THAT ONE. THE REDEVELOPMENT COMMISSION IS ALSO MAKING FAST PROGRESS ON THE NEW CIVIC SQUARE PARKING GARAGE. AND WE'LL TALK ABOUT THE CROSSING CONSTRUCTION WITH THE NEW REPUBLIC HEADQUARTERS IS MOVING FORWARD. THE SITE NORTH OF THE KROGER HAS BEGUN THE DEMOLITION ON THE WALGREEN'S BUILDING THERE NOW. IT'S FENCED AND DEMO HAS STARTED. SO, WE'RE NOT SLOWING DOWN. A DESIGN CONTINUES TO BE UNDERWAY FOR THE NEW HOME OF THE CARMEL CLAY HISTORIC CALL SOCIETY. WE ARE PORTENERING WITH THE TOWNSHIP USING 2022 TIFF BONDS FROM CITY COUNCIL TO HELP THIS PROJECT AND THE NEW FIRE DEPARTMENT HEADQUARTERS THAT WE'RE TALKING ABOUT LATER TODAY. SO, THIS PROJECT'S GOING TO BE STARTING PROBABLY IN SEPTEMBER. IT'S A BEAUTIFUL, BEAUTIFUL BUILDING. CITY COUNCIL ON MONDAY APPROVED BONDS FOR FOUR NEW PROJECTS. FIRST ONE BEING THE AAT REDEVELOPMENT SITE THAT'S HOME THAT INCLUDES AN 80,000 SQUARE FOOT EXPANSION. THEY HAVE OFFICES AROUND THE UNITED STATES INCLUDING IN NEW YORK BUT THEY CHOSE TO EXPAND THEIR CORPORATE HEADQUARTERS IN CARMEL.

THIS HAS BOUTIQUE SPACE, AN APARTMENT COMPLEX AND FREE PARKING AND REPLACES AN OLD ATT WAREHOUSE THAT'S NOT THE MOST BEAUTIFUL BUILDING IN THE CITY. SO, THIS IS A REALLY EXCITING PROJECT. THIS IS SOUTH OF THE SIGNATURE PROJECT WE JUST DISCUSSED, THE OLD MERIDIAN MAIN. I'M SURE THAT HE WILL COME UP WITH A BETTER NAME BUT THIS IS A NEAT PROJECT, APPROVED BY CITY COUNCIL, $75 MILLION INVESTMENT. AND THIS PROJECT HAS THE MOST FOR SALE UNITS THAT WE'VE EVER GOTTEN AS PART OF AN APARTMENT PROJECT. 20 UNITS THAT ARE GOING IF YOU SEE THAT LOWER, THE LOWER PICTURE ON THE SCREEN, THOSE ARE FOR SALE STACKED CONDOS THAT FACE MAIN STREET, AND THE VIEW FROM THE ROUNDABOUT WILL HAVE A NICE PLAZA WITH RETAIL FACING IT AND WITH REALLY BEAUTIFUL ARCHITECTURE. SO, THAT PROJECT IS MOVING FORWARD.

JUST SOUTH OF THE WATER TOWER, THE CITY COUNCIL APPROVED A $55 MILLION PROJECT CALLED THE CONCOURSE AND THAT'S OUR FIRST MAJOR WORKFORCE HOUSING PROJECT, ABOUT 24% OF THE UNITS WILL BE WORKFORCE HOUSING WHICH IS EXCITING. AND BACK OVER TO OLD MERIDIAN MAIN, THIS IS GOING TO BE ANOTHER MULTIFAMILY PROJECT WITH 10 CONDO UNITS ON THE ROOF. AND THAT LAND TODAY PAYS ABOUT $120 IN TAXES PER YEAR AND ONCE THIS PROJECT IS BUILT, IT'S GOING TO PAY ALMOST $800,000 IN TAXES PER YEAR. IT'S A GOOD WAY TO INCREASE OUR ASSESS VALUE IN THE CITY. BUT, ALSO BRING VIBRANTSY TO THE OLD MERIDIAN AREA. AND WITH THAT I'M HAPPY TO ANSWER ANY

BOND. WHAT DOES THAT TERM MEAN AND DOES THE CITY HAVE LIABILITY FOR THOSE?

>> THANK YOU FOR ASKING THAT QUESTION. I KNOW THAT WE HAVE AT LEAST ONE FREQUENT COMMENTATOR CITIZEN THAT JUST DOESN'T UNDERSTAND THIS AT ALL. THE BONDS FOR THESE PROJECTS IT, ISSUED BY THE CITY, THAT'S ESSENTIALLY, THE CITY'S ONLY ROLE. THE BONDS WILL BE PAID BY THE TAXES, THE FUTURE TAXES, THE 25 YEARS OF FUTURE TAXES PAID BY THE PROJECTS THEMSELVES. THEY REPAY THE BOND THAT'S USUALLY USED TO PAY FOR THE PUBLIC INFRASTRUCTURE TO HAPPEN IN THE FIRST PLACE IN ALL FOUR CASES OF THESE PROJECTS, IT'S THE GARAGES THAT WE KEEP PUBLIC THAT MAKE THE PROJECTS VIABLE IN THE FIRST PLACE. IF SOMEHOW THE TAXES WHICH ARE ESTIMATED AREN'T ENOUGH TO COVER THE EXPECTED BOND PAYMENTS, THE DEVELOPER'S JUST OUT OF LUCK ON THAT. NEITHER THE CITY NOR THE TAX PAYERS HAVE ANY OBLIGATIONS.

SEIBELLY, THE CITY'S OBLIGATION, IS TO WHEN THE COUNTY COLLECTS THE TAXES, CERTAIN TAXES FLOW TO THE COUNTY BASE, THE INCREMENTAL TAXES COME TO US, AND WE PAY IT OVER ON THE BOND. SO, IF THE BUILDING BURNS DOWN AND THERE ARE NO TAXES, THEN NOTHING GETS PAID ON THE BONDS. IT'S A WAY TO CONTINUE TO BRING PUBLIC AMENITIES LIKE FREE PARKING. ALL AT NO COST TO THE CITY OR THE TAX PAYERS. SO, THAT GENERALLY IS A DESCRIPTION OF WHAT WE CALL DEVELOPER BONDS OR DEVELOPER-BACKED BONDS. EACH OF THE PROJECTS THAT WE DISCUSSED TODAY, ARE THOSE KINDS OF PROJECTS.

ONE OF THE PROJECTS THEY WERE WORKING ON ON VETERAN' WAY ACROSS FROM THE DESIGN CENTER IS THE CONSTRUCTION OF A NEW FIRE DEPARTMENT HEADQUARTERS, ALONG WITH SOME OTHER USE, IF YOU REMEMBER, ABOUT A YEAR AND-A-HALF AGO WE AUTHORIZED THE TRANSFER OF THE LAND ON WHICH THAT PROJECT SITS FOR THE TOWNSHIP TO BEGIN CONSTRUCTION.
