[00:05:01]
A PROJECT IS MOVING FORWARD. THIS IS A SUPER OLD PICTURE OF A LAUNCH THAT I SHOULD UPDATE.NOW THEY HAVE BRICK ON THE OUTSIDE OF THE BUILDING. IT LOOKS BEAUTIFUL. THERE ARE MANY UNITS UNDER CONSTRUCTION. THAT PROJECT IS DOING WELL. FIRST ON MAIN CONSTRUCTION CONTINUES. IN THE NEXT FEW MONTHS WE WILL SEE THEM START ON THE GARAGE THAT'S IN THE MIDDLE OF THAT PROJECT. MAGNOLIA CONTINUES AS WELL. IF YOU ARE ON CITY CENTER DRIVE YOU MAY HAVE SEEN THIS FIRST BUILDING UNDER CONSTRUCTION. ELEVATOR TOWER IS BUILT AND THE WOOD FRAMING IS UP AS WELL. FIRST OF THESE BUILDINGS IS UP. THEY HAVE PERMITS FOR THE NEXT 2. LOTS OF CONSTRUCTION ON THE ONE ON 1/16 AND RIDGELINE INCLUDING ROUNDABOUT AND THE DEVELOP MEANT YOU SEE IN THE PICTURES THERE. THAT'S GOING TO CONTINUE FROM NEXT YEAR AND AND A HALF BUT ULTIMATELY IT WILL REMAKE THAT IT TIRED 2 PROJECTS WILL REMAKE THE ENTIRE INTERSECTION. THE SIGNATURE PROJECT HAS BEEN PROVIDING SOME BEAUTIFUL VIEWS TO VISITORS TRAVELING EAST ON MAIN STREET. BECAUSE THE STEEL STRUCTURES THAT SUPPORT THESE 2 TOWER ARCHITECTURAL ELEMENTS ARE UP. IT'S A BEAUTIFUL SIGHT. REDEVELOPMENT COMMISSION CONTINUES. THE CONSTRUCTION OF THE CIVIC SQUARE GARAGE. IT SHOULD BE DONE NEXT MONTH. IT SHOULD BE SUBSTANTIALLY COMPLETE. WE WILL HAVE THE POLICE DEPARTMENT START PARKING THERE. SO, IT WAS GOOD TO BE THE SAFEST GARAGE IN THE CITY, BUT REALLY, THEY ARE ALL SAFE.
HAMBLIN CROSSMAN THE CITY PUBLIC HEADQUARTERS. THEIR TRAINING CENTER CONTINUES TO BE UNDER CONSTRUCTION. LOTS OF FUN THINGS TO LOOK AT DRIVING ALONG US 31. PRESIDIUM 2, THIS IS WHERE THE WALGREENS NORTH OF KROGER IS BEING DEMOLISHED RIGHT NOW. THAT AREA HAS BEEN FENCED AND THE WALGREENS IS BEING DEMOLISHED AND THIS IS THE PROJECT COMING THERE.
APPROVED BY CITY COUNCIL. AROUND 2 YEARS AGO. FINALLY CARMEL CLAY HISTORICAL SOCIETY JOINT PROJECT BY THE TOWNSHIP IN THE BREACH OF ELEMENT COMMISSION. USING A TIF BOND THAT THIS COUNCIL APPROVED. IT'S IN ITS FINAL DESIGN STAGES AND WE SHOULD EXPECT CONSTRUCTION TO START IN THE NEXT FEW MONTHS. WITHOUT HAPPY TO ANSWER ANY QUESTIONS THAT
CITY COUNCIL MAY HAVE. >> COUNCIL, ANY QUESTIONS? >> MR. GREENE?
>> THERE WE GO. . HENRY, A QUICK QUESTION. GOT A COUPLE EMAILS FROM 2 PEOPLE WHO LIKE TO KEEP TRACK OF WHAT'S GOING ON WITH THE CRC. . THEY SAID THERERE NOT ANY MINUTES POSTED FOR THE MEETINGS FOR 2022. I WENT ON THE WEBSITE AND I HAD A HARD TIME HUNTING THEM. DO YOU KNOW THE MINUTES AFTER THE MEETINGS WHEN THEY WILL BE POSTED OR HAVE THEY BEEN POSTED? I JUST CAN'T FIND THEM. I KNOW THE CITY IS WORKING ON A NEW WEBSITE. IF YOU BEFORE ME THE NAMES OF THESE PEOPLE I AM HAPPY TO SEND THEM THE MINUTES TO THE MEETINGS. I WILL ALSO MAKE SURE THAT THEY ARE POSTED ON THE REDEVELOPMENT SECTION OF THE CITY WEBSITE. THEY SHOULD BE. THEY SHOULD BE BUT I WILL DOUBLE CHECK AND MAKE SURE IT'S
BEING DONE. >> OKAY. THANK YOU. I WAS LOOKING AT THE WEBSITE AND MAYBE THERE AREN'T ANY MEETINGS. THERE'S SOMETHING ABOUT ARCHITECTURE AND A
FINANCE SUBCOMMITTEE. > YES. >> TO THOSE GROUPS ME?
>> YES. >> ARE THOSE PUBLIC MEETINGS? >> NO.
>> I LIKE TO FOLLOW UP WITH YOU JOHN ON WHETHER THOSE SHOULD BE PUBLIC MEETINGS OR NOT POSTED
WITH NOTICE. >> THERE'S NOT THERE'S ONLY 2 COMMISSIONERS ON THE 5 THAT ATTEND EACH. THE ARCHITECTURAL MEETING IS REALLY A MEETING WITH BRI DEVELOP MEANT COMMISSION IN ALL THE DIFFERENT DIRECTORS THEY TALK ABOUT POTENTIAL PROJECTS. IT'S LIKE WE WANT TO MAKE SURE EVERY DIRECTOR IN THE CITY KNOWS ABOUT A PROJECT WAY BEFORE IT'S EVER BROUGHT FOR APPROVAL JUST IN CASE SO THEY ALL HAVE A CHANCE TO PROVE IT. THE CRC FOCUSES ON THE FIRST TIME THE PUBLIC IS HEARING ABOUT A PROJECT WE MAKE SURE THAT HAPPENS AT CITY COUNCIL. INSTEAD OF SOME OTHER COMMITTEE OR OTHER PLACE. THAT IS US AS
[00:10:05]
A SIGN OF RESPECT FOR THE POSITION THAT CITY COUNCIL HOLDS. LIKE THE ARCHITECTURAL REVIEW COMMITTEE BUT CITY COUNCIL IS A PLACE WHERE PROJECTS GET REVIEWED. THE FINANCE TRAINING AGAIN A PLACE WHERE REDEVELOPMENT COMMISSION FINANCES ARE HANDLED IN DEPTH.THE COMMISSION, THAT COMMITTEE IS HELD BY CHAIRED BY DAVE BOWERS. OFTEN TIMES THE CITY COUNCIL HAS THEIR BUDGET, SORRY THE READABLE MEANT COMMISSION HAS HER BUDGET APPROVED ANNUALLY AND SEMIANNUALLY. AT PUBLIC MEETINGS. BEFORE THOSE BUDGETS ARE TAKING AT THOSE PUBLIC MEETINGS TO THE CRC THEY GET DISCUSSED BETWEEN THE FINANCE COMMITTEE MEMBERS OF THE COMMISSION. THOSE ARE ALSO NOT PUBLIC MEETINGS BECAUSE WE ARE TAKING THIS BUDGET TO THE PUBLIC FOR THE CRC FOR PUBLIC APPROVAL. I HOPE THAT ADDS A LITTLE BIT MORE COLOR.
>> ANY OTHER COMMENTS OR QUESTIONS? COUNSELOR WORRELL? >> JUST TO HELP YOUR RESIDENT I JUST WENT TO THE CITY'S WEBSITE. ALL OF THE REDEVELOPMENT COMMISSION MEETINGS ARE ON VIDEO AND ARE THERE. I DON'T EVEN SEE ANY MINUTES FOR THE COUNCIL. BUT THERE ARE VIDEOS. I DON'T KNOW IF THERE'S FOLLOWING THE SAME PATH AS COUNCIL WHILE THE VIDEO IS THERE FOR THE REDEVELOPING COMMISSION. ARE YOU INVOLVED IN THE TIMELINE
FOR THE MONON EXPANSION? OKAY, THANK YOU. >> ANY OTHER COMMENTS OR
QUESTIONS? THANK YOU. >> THANK YOU. >> NEXT, WE HAVE MAYOR ADVISORY COMMISSION ON HUMAN RELATIONS. WELCOME. >AND SOME OF YOUR BOARD IN
ATTENDANCE. >> THANK YOU, GOOD EVENING AGAIN. MY NAME IS ? ? I WORK AS A IT EXECUTIVE FOR THE STATE OF INDIANA ALSO ON THE MAYOR ADVISORY COMMISSION. ARCHDUKE THE REPORT TONIGHT. WE WERE ESTABLISHED IN 2009. THE MISSION IS TO HELP OUR COMMUNITY ACKNOWLEDGE AND APPRECIATE THE CONTRIBUTIONS OF ALL OF ITS ABSENCE. THE COMMISSION RECOGNIZES THE IMPORTANCE OF FULL CIVIC ENGAGEMENT FREE FROM PREJUDICE, INTOLERANCE AND BE CONTRARY. REMAINS VIGILANT OF ISSUES THAT DEMONSTRATE LACK OF SENSITIVITY OF HER RIGHTS AND NEEDS OF ALL OF OUR NEIGHBORS. AS WE KNOW CARMEL IS A COMMUNITY THAT WELCOMES AND EMBRACES DIVERSITY. CARMEL IS AND WILL REMAIN A COMMUNITY WHERE ALL PEOPLE ARE WELCOME WITHOUT REGARD TO THEIR RACE, RELIGION, NATIONALITY AND ANCESTRY, GENDER, SEXUAL ORIENTATION OR GENDER IDENTITY. WE COULD TRULY STRIVE TO BUILD AND STRENGTHEN THE TIES THAT JOIN OUR COMMUNITY REJECT ANY EFFORT THAT WOULD PERMIT OR PROMOTE DISCRIMINATION OF ANY SORT. CONSCIOUS OR SUBCONSCIOUS. WE'VE BEEN FOCUSED ON THIS WORK FOR MANY YEARS AND OUR COMMITMENT CONTINUES. THE 9 MEMBERS OF THE COMMISSION ARE A DIVERSE GROUP OF CARMEL RESIDENTS APPOINTED BY THE MAYOR. TO PROPERLY EMBRACE A DIVERSE EQUITABLE INCLUSIVE FUTURE WE ENCOURAGE ALL RESIDENTS TO ENHANCE THEIR KNOWLEDGE OF OTHER PEOPLE AND OTHER AMERICAN EXPERIENCES BECAUSE GREATER UNDERSTANDING REDUCES FEARS.

>> THANK YOU MR. PRESIDENT. >> THANK YOU FOR YOUR SERVICE AND THE OTHER FOLKS AS WELL. I THINK IT'S AN ASSET TO THE CITY TO HAVE A COMMITTEE SUCH AS THE MAYOR COMMITTEE ON DIVERSITY.
ONE THING I'D LIKE TO BE ON YOUR AGENDA THE NEXT TIME IS THAT WE HAVE BEEN TRYING TO IMPLEMENT DIVERSITY AND EQUITY TRAINING WITH OUR CITY EMPLOYEES. WE FOUND 2 ATTEMPTS OF THAT FOR VARIOUS REASONS THOSE HAVE BOTH FAILED. FIRST I THINK 3RD PARTY PROVIDER BOTH WE AND THE CITY OF FISHERS ENDED UP GOING AWAY FROM THEN PWE HAD AN EQUITY MANAGER I THINK. I DON'T WANT THAT TO DROP. I WOULD APPRECIATE IT IF YOUR NEXT AGENDA OR YOUR NEXT MEETING YOU WOULD DISCUSS THAT HELP TO ADVANCE THAT IF YOU AGREE THAT DIVERSITY AND EQUITY TRAINING SHOULD BE IN PART AND PARCEL OF CITY TRAINING. SO THANK YOU.
>> OBSOLETE. THAT SOUNDS GREAT WE WILL DISCUSS AS A GROUP WE WILL GET BACK TO YOU. I ALSO WOULD SAY WE DON'T HAVE A DIVERSITY EQUITY INCLUSION OPPORTUNITY OFFICE AT THE STATE THAT IS IN OFFICER, GARRETT HERRING BELIEVES THAT EFFORT. SHE AND HER TEAM GOES AROUND
