AND WE HAVE ALREADY MADE THE TRANSFER TO RESERVES AS WELL THAT IS REQUIRED. >> EXCELLENT. COMMISSIONERS, ANY QUESTIONS OF MR. ALL THOSE IN FAVOR PLEASE SAY AYE. [4. EXECUTIVE DIRECTOR REPORT] ANY OPPOSED? IT IS APPROVED, THANK YOU VERY MUCH. WE WILL NOW MOVE ON TO THE EXECUTIVE DIRECTOR REPORT. MR. DIRECTOR. >> THANK YOU, MR. PRESIDENT. WELL THERE IS CONSTRUCTION GOING ON ALL ACROSS THE CITY. IT IS REALLY A BEAUTIFUL SIGHT. I AM EXCITED FOR THE FIRST ON MAIN PROJECT. THE GARAGE ON THAT ONE SHOULD GO VERTICAL LATER THIS MONTH. WE WILL SEE A GIANT BRAIN AND THE HEART OF THE STREET. THAT WILL BE COOL TO SEE. OTHERWISE PROJECTS LIKE THE CORNER, ( INDISCERNIBLE ) I JUST HEARD THE LATEST THAT THAT 11 OUT OF THE 12 CONDOS IN THE CONDO BUILDING HAVE BEEN SOLD. EVERYTHING IS MOVING FORWARD, AND WE ARE CONTINUING TO NEGOTIATE THE PROJECTS FOR WHICH THE CITY COUNCIL APPROVED BONDS A FEW WEEKS AGO. HOPEFULLY WE WILL BRINGING THOSE FOR APPROVAL BEFORE THIS COMMISSION SOME. THAT CONCLUDES MY DIRECTOR'S REPORT AND I AM HAPPY TO ANSWER ANY OTHER QUESTIONS. >> THANK YOU MR. DIRECTOR. ARE THERE ANY QUESTIONS OF THE DIRECTOR REGARDING HIS REPORT QUICKSAND JUST ONE QUESTION I DON'T THINK IT IS SPECIFICALLY [00:05:02] HOURS BUT I HAVE HAD QUESTIONS FROM PEOPLE ABOUT THE DUKE ENERGY LINE RELOCATION THROUGH THE MIDDLE OF CARMEL AND THE ROAD CLOSURES AND TEARING UP THE ROAD SOUND THERE. GOING ON, MAYBE A QUICK UPDATE. >> ENGINEERING IS DOING A LARGE PROJECT. I KNOW THEY ARE COMMUNICATING WITH ADJOINING PROPERTY OWNERS AND LETTING THEM KNOW WHEN THE CLOSER COMING. I THINK THEY ARE ALMOST DONE WITH THE NORTH LEG OF THE PROJECT. I CAN PROVIDE MORE DETAILS LATER. I JUST KNOW PEOPLE DON'T LIKE THE ROAD CLOSURES. >> OTHER QUESTIONS? >> SURPRISE SURPRISE. [5a. Finance Committee] >> SEEING NO OTHER QUESTIONS WE WILL MOVE ON TO OUR NEXT ITEM WHICH IS COMMITTEE REPORT SPIRIT FINANCE COMMITTEE. >> WE DID NOT MEET THIS MONTH. >> QUESTION. YOU GUYS HAVEN'T REALLY MET IN A WHILE. WHEN WE FORMED THE COMMITTEE A WILD BACK, WE WERE DOING IT FOR FINANCIAL PLANNING PURPOSES AND A LOT OF OTHER THINGS. PERHAPS, WHAT WE OUGHT TO DO, I KNOW WE DO NOT HAVE A LONG SCHEDULE OF NEW BUSINESS THIS EVENING BUT IT MAY MAKE SOME SENSE TO HAVE DISCUSSION AROUND THE FINANCE COMMITTEE, AND HOW WE HANDLE THESE MATTERS GOING FORWARD. THERE'S A LOT OF CIRCUMSTANCES THAT HAVE CHANGED. WITH OUT OBJECTION WE WILL ADD THAT AS OUR SECOND ITEM OF NEW [5b. Architectural Review Committee] BUSINESS, SOMEONE HAS A PROBLEM. VERY GOOD. WE WILL NOW GO ON TO THE ARCHITECTURAL COMMITTEE. MR. BROOKS. MR. PRESIDENT WE DID NOT MEET THIS PAST MONTH. >> OKAY. I KNOW YOU DO HAVE A VERY BUSY AGENDA COMING UP. >> YES WE DU. >> VERY GOOD, THANK YOU. [7a. Action Item #1 – Resolution 2022-13 re: roundabout landscaping contributions] IS THERE ANY OLD BUSINESS TO COME BEFORE US THIS EVENING. >> THERE IS NOT MR. PRESIDENT. >> MR. -- NEW BUSINESS WE DO HAVE ONE ACTION ITEM WHICH IS RESOLUTION 2022 -- 13. THE ROUNDABOUT LANDSCAPING CONTRIBUTION. MR. DIRECTOR. >> THANK YOU. IN 202012 THE CITY COUNCIL PASSED A LARGE TIF BOND. WE PRESENTED ALL OF THE DIFFERENT USES THAT THE ADMINISTRATOR STATION WANTED TO SEE FOR THE TIF POND. CITY COUNCIL OF ROOM ONE THERE IS A NUMBER OF ROUNDABOUTS THAT DO NOT HAVE LANDSCAPING BEYOND SOD, BEYOND GRASS. THE MAYOR WANTED TO ASK CITY COUNCIL TO ALLOW $1 MILLION FROM THE TIF BOND TO PROVIDE BETTER LANDSCAPING, BETTER AESTHETIC TO SOME OF THE ROUNDABOUTS THAT DO NOT HAVE ANYTHING IN THEM. 'S COUNSEL AGREED, AND WE HAVE WORKED WITH CITY ENGINEERING, LEGAL AND THE STREET DEPARTMENT TO FIGURE OUT A WAY FOR THE STREET DEPARTMENT AND ENGINEERING TO TAKE A LEAD ON PROVIDING THAT LANDSCAPING IN THESE ROUNDABOUTS. WE HAVE CHECKED WITH CITY LEGAL TO ENSURE THESE FUNDS WILL BE PROPERLY BID OUT THE WAY THE LAW REQUIRES IT SO ALL PUBLIC BIDDING LAWS ARE FOLLOWED. BUT BEYOND THAT, THIS IS JUST A RESOLUTION THAT TRANSFERS% $1 MILLION FROM THEM TO ( INDISCERNIBLE ) WHAT THE CITY COUNCIL APPROVED FOR THE TIF BOND. THERE ARE 30 ROUNDABOUTS THAT REMAIN SO THIS WILL BE FOR FLOWERS, IRRIGATION AND MORE. WITH THAT I AM HAPPY TO ANSWER ANY QUESTIONS. >> COMMISSIONERS ANY QUESTIONS FOR THE DIRECTOR REGARDING THE CONTRIBUTIONS FOR THE ROUNDABOUT LANDSCAPING? AND JUST DIRECTOR, ONCE AGAIN, I WANTED TO MAKE SURE, ESPECIALLY FOR THE VIEWING FOLKS IF I HEARD YOU CORRECTLY. THIS IS FOR LANDSCAPING ONLY. THIS IS NOT FOR ANY OF THE STATUTORY OR ANY OF THAT? >> THAT IS CORRECT. THE ROUNDABOUTS WERE SEPARATE LINE ITEMS. THIS IS $1 MILLION FOR NON- ART LANDSCAPING. I BELIEVE THERE IS EVEN CONVERSATION FROM COUNSELOR SPECIFICALLY NOT TO USE THIS FOR ART. IT IS NOT BEEN FOR ART. IT IS BEING USED FOR PRETTY FLOWERS. >> THANK YOU COMMISSIONER. OTHER QUESTIONS? >> EXECUTIVE DIRECTOR, THE [00:10:02] WARNING SAID ROUNDABOUT LANDSCAPING IMPROVEMENT PROJECT. MY QUESTION IS THIS IS NOT ONE ROUNDABOUT BUT MULTIPLE ROUNDABOUTS BENEFIT OF MONEY WILL BE SPENT ON QUICKSAND I GUESS THAT'S RIGHT. IN THE SENTENCE, ROUNDABOUT IS A PLURAL, ROUNDABOUT IMPROVEMENT PROJECT RELATES TO MULTIPLE PROJECTS. ROUNDABOUT IMPROVEMENT PROJECTS OR ROUNDABOUTS IMPROVEMENT PROJECT THERE. >> I GUESS THERE IS MULTIPLE LANDSCAPING BEING DONE SO WE CAN SAY ROUNDABOUT LANDSCAPING'S AND ROUNDABOUT LANDSCAPING IS A WORD THAT IS SINGULAR AND PLURAL AT THE SAME TIME LIKE DEER. BUT THIS DOES REFER TO MANY SO I CAN SEE HOW THIS IS CONFUSING. >> ANY RECOMMENDATIONS ON THE APPROPRIATE WORDING? ANY FURTHER CONCERNS ABOUT THAT. WE WILL ASSUME IT IS A COLLECTIVE NOUN, MEANING MORE THAN ONE. WITHOUT OBJECTION. >> I WOULD HAPPY TO -- I WOULD BE HAPPY TO MAKE A MOTION. >> THE MOTION TO APPROVE, CONTRIBUTION TO THE STREET DEPARTMENT FOR THE COMPLETION OF THE LANDSCAPING PROJECTS AND ROUNDABOUTS NOT TO EXCEED THE AMOUNT OF $1 MILLION PAYABLE FROM 2021TIF BONDS. >> IS VERY MOTION. >> F AND THE SECOND. ALL IN FAVOR SAY AYE. ANY OPPOSED LIKE A SIGN. >> DID YOU KNOW THAT FISHES IS ACTUALLY A PROPER WORD BECAUSE INDIVIDUAL GROUP OF FISH ARE CALLED FISH. WHEN YOU HAVE A NUMBER OF DIFFERENT GROUPS AND TYPES OF FISH, YOU ARE ALLOWED TO CALL THEM FISHES AND IT IS REFERRING TO THE DIFFERENT GROUPS AND TYPE OF FISH WHICH IS BELOW. >> KIND OF LIKE ( INDISCERNIBLE ). [Additional Item] >> THERE WE GO. >> VERY GOOD. THAT HAS BEEN APPROVED. WE WILL NOW MOVE TO OUR SECOND ITEM OF NEW BUSINESS AND THAT IS A DISCUSSION ABOUT THE ROLE OF THE FINANCE COMMITTEE AND HOW WE WANT TO CARRY THAT FORWARD IN THE FUTURE. WHEN WE FIRST CREATED THIS I THINK IT WAS 12 YEARS AGO OR SO. ITS REAL PURPOSE, AND THOSE OF YOU WHO WERE HERE PLEASE CHIME IN AND ADD TO IT, WAS TO ADD A FINANCIAL PLANNING PROCESS. WE REALLY DID NOT AT THAT TIME HAVE A PROCESS WHERE WE WERE REALLY LOOKING DOWN THE ROAD ANY MORE THAN THE CURRENT FISCAL YEAR. >> YOU ARE TALKING ABOUT 2010? >> CORRECT. SO ANYWAY, WE ADDED A PLANNING PROCESS AND OTHER THINGS WHERE WE LOOKED DOWN THE ROAD. THAT WAS WHEN I ASKED. >> IT'S INTERESTING I THINK OVER THE LAST 12 MONTHS, YOU ASKED EACH MONTH HAVE WE MET. OTHER THAN ONCE PER YEAR END ONCE AT THE END OF THE YEAR, REALLY ONLY TWO TIMES THAT WE REGULARLY MEET. THERE HAS BEEN EVOLUTION TO THE COMMITTEE, AND I WOULD SAY THE FIRST 5-6 YEARS WE MET REGULARLY, WE DIDN'T USED TO PUBLICLY NOTICE, FOR NUMBER OF YEARS, AND THEN WE WERE TOLD THAT WAS NOT NECESSARY SO WE STOPPED DOING THAT. PROBABLY OVER THE LAST 2-3 YEARS, WE HAVE GOTTEN MUCH BETTER AND OUR FINANCIAL REPORTING. THE PACKAGE THAT EVERYONE GETS ON A MONTHLY BASIS HAVE A LOT OF DETAIL. WE WORKED WITH JIM HIGGINS BACK IN THE DAY. THIS HAS REALLY BEEN AN EVOLUTION OF A DOCUMENT THAT IS [00:15:02] PRETTY FULL. IT IS PRETTY ROBUST NOW AS FAR AS AN AND COME STATEMENT CONCEPT THESE ARE OUR DIFFERENT BONDS AND CONSTRUCTION PROJECTS. SO, I THINK EVERYBODY LOOKS AT THAT. IF I HAVE QUESTIONS I WILL CALL MIKE OR HENRY DIRECTLY. NOT RELEASING THE NEED ON A REGULAR BASIS TO HAVE A MEETING. SO, I GUESS IT IS A LONG WINDED ANSWER. I'M NOT SURE THE NECESSITY OF IT IN TODAY'S ENVIRONMENT. BUT MORE PERIODIC, EACH COMMISSIONER CAN DEAL WITH HIS MIKE DIRECTLY, OR THEY CAN AND- CERTAINLY CALL ME. I DON'T KNOW. I GUESS SOME INPUT FROM OTHERS OR STAFF. AS FAR AS THE EFFECTIVENESS FOR THE FINANCE COMMITTEE IN TODAY'S WORLD. >> MR. VICE PRESIDENT IS IT FAIR TO SAY, THE ONLY THINGS THAT GET DISCUSSED AT FINANCE COMMITTEE ARE DRAFTS AND BUDGETS, THAT GET PRESENTED TO THE FULL CR LUNACY TO GET VOTED ON AS A FINAL ACTION ANYWAYS. IF THERE ARE NO FINAL ACTIONS EVER TAKEN, WE ARE JUST LOOKING AT DOCUMENTS THAT GET PRESENTED TO THE WHOLE CRCC BEFORE THE VOTE IS TAKEN. >> THAT IS CORRECT. OVER THE LAST TEN YEARS IF YOU LOOK AT THE QUALITY OF THE STAFF AND WHAT WE HAD TEN YEARS AGO AND WHAT WE HAVE TODAY, AND THE ROLE OF WHAT EACH STAFF MEMBER IS, THERE HAS BEEN SIGNIFICANT EVOLUTION THERE AS WELL. YOU ARE RIGHT. WE GET TOGETHER, AND WE MAY LOOK AT THE LINE ITEMS, LET'S SAY TEN DIFFERENT ITEMS IN DETAIL. EACH ONE IS CONTROLLING AND THEY ARE NOT PLUG NUMBERS I DON'T WANT TO MISLEAD. >> THEY ARE SLIGHTLY FLUID. >> THEY ARE FLUID. WE GO THROUGH AND SAY WHERE ARE WE ON PROJECTS WHERE DO WE NEED TO PRIORITIZE AND DO WE NEED TO REALLOCATE LINE ITEM SPIRIT WEEK YOU HAVE A PRETTY GOOD CONVERSATION BUT THERE'S A LOT MORE DETAIL THAT COMES THIS WAY VERSUS THE FINANCE COMMITTEE AND WE HAVE A NEW FINANCE COMMITTEE MEMBER, BUT WE DON'T HAVE AS MUCH INPUT OR SUGGESTIONS LIKE WE USED TO BECAUSE THE STAFF IS SO MUCH STRONGER THAN WHAT IT USED TO BE. >> THANK YOU COMMISSIONER. OTHER COMMISSIONERS THOUGHT OR INPUT? MR. BROOKS? >> HAVING SERVED ON THE FINANCE COMMITTEE AS A ROOKIE, MANY YEARS AGO. THAT IS WHAT I SAW HAPPENING. THAT WAS PREPARING, FINALIZING BUDGETS, BUT NOT APPROVING THE BUDGETS SO AS THE DIRECTOR WAS SAYING, THERE IS NO DELEGATED DECISION-MAKING AUTHORITY FOR A FINAL SOLUTION FOR A LACK OF A BETTER WORD. >> NO FINAL ACTIONS BEING TAKEN. >> AND WHAT YOU WERE DESCRIBING IN THE EARLY DAYS THERE WERE NO ADMINISTRATIVE PROCEDURES AT ALL SURROUNDING THE BUDGET PROCESS. SO, IT KIND OF SOUNDS LIKE AND I WAS NOT THERE FOR THAT IT SOUNDS LIKE IT WAS A WORKING GROUP, TO ADVISE AND PUT TOGETHER PROCESSES AND PROCEDURES THAT HAVE BROUGHT US TO TODAY, AND BACK THEN WAS THERE A MIC IN THAT ROLE? >> MIKE WAS, AT THAT TIME I THINK WORKING ON THE ( INDISCERNIBLE ). HE EVENTUALLY MERGED OVER INTO THAT ROLL. >> AS YOU WERE SAYING YOU NOW HAVE A PROFESSIONAL STAFF MEMBER OVERSEEING IT. >> MIKE, I BELIEVE YOU ARE DOING THE FINANCIAL PLANNING THINGS THAT WE WERE MISSING. WITH OUR VARIOUS CONSULTANTS AND WITH THE DIRECTOR OF FINANCE AND THE CITY, LOOKING DOWN THE ROAD AT THE INCOME AND ALL OF THE OTHER THINGS. WE ARE REALLY BEING ABLE TO HAVE THOSE KINDS OF VIEWS I BELIEVE. >> I THINK, WE ALL TO VISIT, DISCUSS AND GET RECOMMENDATIONS ON HOW WE PROCEED. THAT WOULD BE MY THOUGHTS. [00:20:03] >> I KNOW YOU ARE NEW, BUT SOMETIMES A NEW SET OF EYES IS GOOD. >> SINCE COVID-19 OCCURRED THERE MEETINGS, BUT NOW WITH TECHNOLOGY, AND A LOT OF HARD WORK, WORKING INDIVIDUALS IT SOUNDS VERY SOPHISTICATED FINANCIAL DOCUMENTS HAVE BEEN BUILT, AND THE ABILITY TO STILL DO THAT DUE DILIGENCE VIRTUALLY RATHER THAN IN PERSON MEETINGS IT MAKES A LOT OF SENSE, IT MAY BE IT SHOULD BE REVISITED. >> MIKE, YOUR THOUGHTS I KNOW YOU HAVE EXPERIENCE FROM THE SCHOOL BOARD BUT YOU HAVE BEEN A MEMBER OF THIS BODY FOR A A WHILE TOO. >> HAVING NOT SERVED ON THE COMMITTEE, IT IS HARD TO GIVE INPUT. I UNDERSTAND PART OF THE PROCESS FOR HAVING COMMITTEES IS TO DIVIDE UP THE WORK, AND IT SOUNDS TO ME LIKE, THE WORK THAT WAS LACKING BEFORE HAS BEEN ACCOMPLISHED AND I THINK IT MAY BE PRUDENT TO LOOK INTO THIS FURTHER, AND FIGURE OUT WHAT MAKES SENSE. I DO COME TO THE MEETINGS AND SAY THE COMMITTEE DID NOT MEET. AND THAT SEEMS KIND OF SILLY TO SAY THAT EVERY MONTH IF THERE IS NO LONGER A NEED. >> MIGHT SENSE OF ALL OF THIS AND MAYBE IT MAKES SENSE. HENRY, MAYBE YOU AND MIKE, AND JANELL AND OUR LEGAL COUNSEL CAN TAKE A LOOK. NEXT MONTH COME BACK WITH A RECOMMENDATION OF HOW, GOING FORWARD WE ALL TO APPROACH THIS WHOLE CONCEPT. AND, WE HAVE HAD SOMETHING TO DEAL WITH PROBLEMS 12 YEARS AGO, AND MAYBE A WHOLE NEW APPROACH IS CALLED FOR AND NEEDED AT THIS POINT. >> I AM HAPPY TO HAVE THE STAFF BACK AND PROVIDE YOU A RECOMMENDATION. OBVIOUSLY, COMPARED TO TEN YEARS AGO. MIKE IS NOW OUR FINANCE MANAGE. I THINK HE HAS SERVED ALL SORTS OF ROLES PREVIOUSLY. MY PREDECESSORS WERE ARCHITECTS. MY BACKGROUND IS IN ACCOUNTING AND FINANCE. LENDING LAW. >> LET'S JUST APPROACH THESE ISSUES FROM A DIFFERENT PERSPECTIVE. IT IS REFLECTIVE IN THE WORKBOOK COMMISSION HAS PUT OUT. >> THANK YOU ALL FOR YOUR THOUGHTS AND INPUT. >> I WOULD ALSO RECOMMEND, THAT WE REACH OUT TO SOME OF THE CITY COUNCILORS AND GET SOME OF THEIR INPUT AND FEEDBACK. I KNOW JEFF IS A MEMBER OF THE COMMISSION AS WELL AS THE CITY COUNCIL. IT MAY NOT BE A BAD IDEA ONCE YOU GUYS COME UP WITH AN IDEA TO PRESENT TO US IT IS DONE WITH A LITTLE SHARING IN THE BACKGROUND WITH CITY COUNSELORS. >> CERTAINLY. >> I DON'T THINK CLEARLY ALONG THOSE LINES, REACHING OUT TO THE MAYOR FOR HIS INPUT. WE WILL WANT TO DO THAT. >> IS THERE ANY OTHER BUSINESS TO COME BEFORE THE COMMISSION [9. EXECUTION OF DOCUMENTS NEXT REGULAR MEETING: Wednesday, July 20th, 2022, 6:30 p.m.] THIS EVENING. >> THERE'S NOT. >> WITH THAT, AND AT THIS POINT, WHAT I WOULD LIKE TO DO IS WITHOUT OBJECTION DECLARE US TO BE ADJOURNED. ENDING THE -- PENDING THE EXECUTION OF THE DOCUMENTS. THE NEXT MEETING WILL BE ON WEDNESDAY, JULY 20, HERE AND * This transcript was compiled from uncorrected Closed Captioning.
