THE CRUEL CONDITIONS AND STATISTICS OF PUPPY MILLS, THE HORRIBLE TREATMENT AND KILLING OF MOTHER DOGS. THE SOURCES OF PUPPIES SOLD IN PET STORES. MISLEADING INFORMATION PRESENTED TO CONSUMERS. THE DIFFERENCE BETWEEN BAD AND REP TRIBUNAL BREEDERS. CONSUMER PROTECTION, PUBLIC HEALTH PROTECTION, THE WEAKNESS OF STATE AND FEDERAL LAWS TIERED SUCCESSFUL PET STORES USED THE HUMANE MODEL.

[00:05:07]

MY SPEECH SHORT I'M NOT GOING TO REPEAT ALL THE DETAILS INCLUDED IN MY EMAIL HERE TONIGHT. HOPE YOU ALL HAD OR WILL HAVE THE CHANCE TO READ MY EMAIL AND THE ATTACHMENTS FOUND OR WILL FIND IT INFORMATIVE. I WILL SAY I LEARNED A LOT OF THIS INFORMATION 4 YEARS AGO AFTER DOING EXTENSIVE RESEARCH LOOKING TO GET A PUPPY. I WAS SURPRISED AS MANY CONSUMERS ARE TO LEARN THE TRUTH ABOUT THE CONNECTION BETWEEN PUPPY MILLS AND PET STORES. SO, I'M HERE AS ADVOCATE AND EDUCATOR AND AS A VOICE FOR THE VOICELESS. I ENCOURAGE YOU ALL TO VOTE YES

FOR THIS ORDINANCE AND THANK YOU FOR YOUR TIME. >> THANK YOU VERY MUCH. NEXT

WE HAVE JONATHAN WALLER. WELCOME. >> MY NAME IS JONATHAN WALLER.

I AM A SPOKESPERSON FOR THE INDIANA COUNCIL ANIMAL WELFARE. WE REPRESENT 500 BREEDERS IN THE STATE OF INDIANA. ALL OF WHICH ARE EITHER IN THE PROCESS OF BECOMING K-9 CARE CERTIFIED OR ARE K-9 CAN CERTIFIED. SOMETHING MOST PEOPLE HERE ARE NOT AWARE OF AND THAT IS A PROGRAM THROUGH THE UNIVERSITY AND IT IS A STANDARD SET THAT EXCEEDS USDA REGULATIONS ON LICENSING FOR PET BREEDERS. THAT BEING SAID, WE FELL WERE NOT ASKING YOU NOT TO VOTE ON THIS. WE ARE ASKING YOU TO PLEASE DO YOUR RESEARCH. I KNOW I SENT AN EMAIL OR MY ASSISTANT SENT AN EMAIL TO COUNCILMAN NELSON, LAST THURSDAY. WE HAVE BEHEADED THE USDA, THE HEAD OF BOA AND LEGISLATORS OF SOUTHERN INDIANA TOURING THESE CANDLES. THAT'S APPLIED TO 3 OF THE 4 PET STORES THAT SURROUND CARMEL. WE ARE NOT HERE SAYING THAT THERE IS NOT BAD BREEDERS. THERE ARE TERRIBLE BREEDERS. I BECAME THE I CALL SPOKESPERSON BECAUSE I WAS DOING A FILM ON PUPPY MILLS. WHAT I FOUND WAS ORGANIZATIONS LIKE HUMANE SOCIETY OF THE UNITED STATES THAT HAVE.[INAUDIBLE]. THEY ARE NO FRIEND TO US. CONTINUE TO PROPOSE THIS PROPAGANDA LIKE IN ILLINOIS WHEN THEY BEEN PET STORES STATEWIDE. MY FILM, WHEN WE WERE FILMING WENT INTO A PUPPY MILL. LIKE COUNCILMAN AASEN SEE THAT IN JACKSONVILLE FLORIDA IT WAS HORRENDOUS. THAT WAS AFTER THE BAND. IT'S LIKE WHAT ARE YOU DOING? HOW YOU ABLE TO DO THIS? WHAT ABOUT THE PET STORES? WE SELL ONLINE. PET STORES DONE THE RIGHT WAY OFFER EQUAL ACCESS FOR SOME FOLKS. DOCTOR CANDACE CRONY FROM PURDUE UNIVERSITY WROTE ABOUT HOW PET STORES IN CERTAIN AREAS OF THE PEOPLE WHO WOULD NOT HAVE THE MEANS TO GO FIND A PET THE CHANCE TO DO SO. I WOULD ASK YOU GUYS, I DON'T KNOW IF THERE IS A STUDY SESSION ABOUT THIS. I'M NOT SURE WHICH EXPERTS YOU TOOK IN. DID YOU TALK TO SOMEONE FROM THE USDA? DID YOU TALK TO BOA? DID YOU TALK TO PURDUE PUNIVERSITY? DID YOU INCLUDE THE LARGEST PET BREEDER ORGANIZATION IN THE STATE WHICH IS US? IN THOSE CONVERSATIONS.

WE ARE HAPPY TO OPEN OUR KENNELS. ANYONE OF OUR CANDLES FOR YOU TO TOUR TO SEE WE ARE NOT PUPPY MILLS. JOHN TROYER AND EZRA WHETSTONE ARE SITTING IN HERE WITH US. ABOUT A SCORELESS A ROOM. THE MAIN STUDY HAS BIGOTED ATTACKS ON THEIR RELIGION. AND THAT NEEDS TO END. JOHN ? SOLD THE PUPPY TO JENNIFER LOPEZ. TO THINK SHE WOULD BUY FROM A PUPPY MILL? ANSWER WHETSTONE'S KENNEL IS A MULTI-MILLION-DOLLAR FACILITY.

WE OFFER YOU TO COME AND LOOK AT THESE PUPPY MILLS. THIS IS HOW WE AND PUPPY MILLS.

>> YOU NEED TO WRAP IT UP. >> THROUGH CONSUMER EDUCATION. THAT'S ALL I HAVE. THANK YOU.

>> THANK YOU. JOHN TROYER. WELCOME. >> GOOD EVENING. I'M JOHN TROYER AND HER REPRESENT AN AUDIBLE. THE NORTHERN PART OF THE STAYS WERE FROM. ALL I ASK IS WE'VE LEARNED FROM OTHER STATES THAT A BAND PET STORES AND WE ARE THE BACKLINE. TRY

[00:10:03]

TO BETTER THE INDUSTRY. WHAT WE DEAL WITH WHEN THE STUFF HAPPENS IS PEOPLE HIDE HARDER.

I ENCOURAGE YOU TO DO YOUR RESEARCH, WHATEVER YOUR DECISION IS. I'M SURE YOU'RE DOING THE BEST THING FOR YOUR CONSTITUENTS AND I APPLAUD YOU FOR THAT. DO YOUR RESEARCH I BEG. EVERY TIME SOMETHING HARDER COMES, SAME WITH THE GUN LAWS. YOU KNOW HOW THAT WORKS.

ILLEGAL DRUGS, TOBACCO THE DRUGS? NO. IT JUST MADE THE ILLEGALS HIDE HARDER. SO THIS CAN HAPPEN HERE. WE KNOW WHAT'S HAPPENING. WE COULD SEE IN ILLINOIS. WE'VE BEEN THERE AND EXPERIENCED IT. IT MAKES OUR JOB HARDER. RUN THE BACKLINE'S FIGHTING THESE PEOPLE TO PUT THEM OUT OF BUSINESS ALSO. JUST LIKE EVERYONE ELSE. WHAT HAPPENS IS THEY GET SCARED BECAUSE THEY ARE BEING ATTACKED THEN THEY HIDE IN THE WOODS EVEN HARDER.

IT BECOMES COMPLICATED. IF WE WERE TOGETHER I THINK WE CAN MAKE INDIANA THE LEADING STATE

FOR ANIMAL WELFARE ARE NONE. THANK YOU FOR YOUR TIME. >> THANK YOU. NEXT SPEAKER IS

GREAT TO MIKE GRACE BELT. >> MY NAME IS CHRIS BELT OF THE RECENT GRADUATE OF CARMEL HIGH SCHOOL. I LIVED IN THE BROOKSTONE PARK NEIGHBORHOOD AND I AM A REGISTERED VOTER.

WE ARE HERE TODAY TO COMMENT ON NEW BUSINESS ITEMS THANK YOU ABOUT CARMEL'S CLIMATE ACTION PLAN WHICH PROVIDES STRATEGIES TO REDUCE OUR CITY'S CARBON EMISSIONS AND WE URGE YOU TO ADOPT THIS RESOLUTION. 3 YEARS AGO I COFOUNDED THE CARMEL GREAT ACTION CLUB AT THE HIGH SCHOOL. I DID SO BECAUSE I BELIEVE IT'S IMPERATIVE TO ADDRESS THE CLIMATE CRISIS WORK TOWARDS A SAFER FUTURE FOR MYSELF AND THOSE AROUND ME. THANK YOU FOR YOUR TIME. >> THANK YOU. NEXT, WE HAVE ELLA LET NICK. WELCOME.

>> HELLO. HELLO CARMEL CAST MEMBERS MY NAME IS ELLA LET NICK A STUDENT CARMEL HIGH SCHOOL. I LIVED IN THE VILLAGE WAS CLAY. I'M HERE TO ASK Y'ALL VOTE IN FAVOR OF THE CARBON REJECTION PLAN IN ORDER TO PROTECT OUR FUTURE. AS ADOLESCENT A CONCERT. MY FUTURE WILL BE TAINTED. FOR POOR QUALITY FOR AIR AND AS A PLANET FOR WHOLE. IN 30 YEARS WORLDWIDE GAS EMISSIONS WILL INCREASE BY 50 PERCENT PRIMARILY DUE TO A 70 PERCENT INCREASE IN GREENHOUSE ADMISSIONS ACCORDING TO THE OECD. ORGANIZATION OF ECONOMIC COOPERATION AND DEVELOP MEANT. ALTHOUGH THESE SEEM OUT OF REACH THE CITY OF INDIANA IS MISSING MINDSET. IT'S A FACT INDIANA HAS ALREADY ONE POINT 2 DEGREES FAHRENHEIT. TUMBLERS OBJECTED TO RISE 5 TO 6 DEGREES FAHRENHEIT BY THE MID CENTURY. THESE STATISTICS WERE CONCLUDED BY PRODUCE STUDY CONDUCTED 2018. I'M DOING MY PART AS A CITIZEN AND ASKING FOR HELP.

PLEADING FOR HELP. ALL COUNCILMEMBERS WILL CHOOSE TO TAKE ACTION AND VOTE FOR THE CARBON REDUCTION PLAN TO HELP ENSURE SAFE AND SECURE FUTURE FOR NOT ONLY THE RESIDENCE OF CARMEL BUT HUMANITY AS A WHOLE. THANK YOU FOR YOUR TIME AND OPPORTUNITY TO COMBINE LEADERS

IN OUR COMMUNITY. >> THANK YOU. NEXT, WE HAVE ETHAN STORE. WELCOME.

>> THANK YOU GUYS FOR HAVING US IN CONSIDERING THIS. I KNOW WE'VE MET A LOT OF YOU INDIVIDUALLY BECAUSE AS CHRIS SAID THIS IS SOMETHING WE CARE ABOUT DEEPLY. I'M GOING TO

[00:15:10]

TALK ABOUT THE QUALITY OF LIFE AS IT PERTAINS TO HOOSIERS AND SPECIFICALLY PUBLIC HEALTH AND CITY PLANNING. YOU'RE VERY LUCKY TO HAVE IN THE STATE OF INDIANA PURDUE IN THE CLIMATE RESEARCH LAB. FROM PRODUCE CLIMATE RESEARCH LAB I HAVE LEARNED THAT WITH CLIMATE CHANGE IN INDIANA WE EXPERIENCE HOTTER DAYS, MORE EXTREME STORMS AND POOR AIR QUALITY THAT COMES FROM PARTICULATE MATTER THAT'S PUMPED INTO THE ATMOSPHERE FROM POWER PLANTS, CARS AND ALL SORTS OF THINGS WE RELY ON FOR FOSSIL FUELS. FOR HUMANS THIS RESULTS IN HEATSTROKE, DEHYDRATION, RESPIRATORY ISSUES, CARDIOVASCULAR ISSUES AND CANCERS AND EVEN POOR SLEEP QUALITY. THE CDC AND OTHER ORGANIZATIONS ESTIMATE THAT EACH YEAR UP THERE BETWEEN 3 AND 9 MILLION DEATHS ANNUALLY DUE TO AIR QUALITY CAUSED BY BURNING OF FOSSIL FUELS. ALTHOUGH HAVE LISTED A NUMBER OF MEDICAL ISSUES HERE. THERE ARE A WIDE RANGE OF THEM AND IT IS NOT LIMITED TO WHAT I TALKED ABOUT. THERE ARE A LOT OF UNEXPECTED ONES AS WELL. I EMPLOY YOU TO LOOK AT THOSE AND YOU MIGHT BE SURPRISED. FOR EXAMPLE AS THE TEMPERATURE WARMS OUR TICS WILL INCREASE THE RANGE OF WHERE THEY LIVED.

THERE HABITAT. THAT MEANS PEOPLE WHO FORMALLY DID NOT LEAVE IN AREAS WHERE TICS WERE PRESENT NOW CAN BE BITTEN BY TICS AND OF COURSE TICS CARRY LYME DISEASE AND OTHER DISEASES LIKE THAT AND THAT'S HOW IT INCREASES ONE'S RISK FOR DISEASE. ON THE SIDE OF CITY PLANNING FIRST OF ALL WE KNOW GAS PRICES ARE SKY ROCKETING AND THAT CONCERNS MANY OF US.

SOMEONE PUT IT A LOT OF PEOPLE THINK THEY TALK ABOUT PRESIDENT BIDED WHAT HE COULD DO ABOUT THAT. I HEARD SOMEONE SAY DON'T ASK WHAT PRESIDENT BIDED CAN DO ABOUT ASKED SURE MAMA COULD DO ABOUT IT SO YOU HAD TO RELY ON A CAR TO GET AROUND TOWN. OBVIOUSLY THAT'S NOT SPECIFICALLY ABOUT OUR BREEDER BUT THE CITY GOVERNMENT AS A WHOLE. BOTH MY ASK YOU TO CONSIDER THAT AS WELL WHEN DOING CITY PLANNING STUFF LIKE THAT. HOW CAN WE GET AROUND WITHOUT CARS? FOR EXAMPLE PUBLIC TRANSIT FIT ACROSS MANY IT'S NOT JUST A COST BUT IN INVESTMENT OF PEOPLE OF CARMEL. THE INVESTMENT IN OUR QUALITY OF LIFE. JUST IMAGINE BEAUTIFUL STREETS COVERED WITH CANOPIES OF GREEN LEAVES. THE PROVIDING CHAIN MAKES IT A LOT LESS HOT, A LOT MORE BEARABLE AND OVERALL IT INCREASES EVERYONE'S DESIRABILITY TO LEAVE HERE. THE CITY'S DESIRABILITY. CARMEL SMALL BUT WILL NEED TO ACT AND IF WE DO OTHERS WILL FOLLOW. WE NEED TO SUPPORT OUR QUALITY OF LIFE WHILE SUPPORTING THE PLANET.

WE CAN DO THAT AND YEAH, THANK YOU. REX THANK YOU. J ? APPEARED DIVISIVE THAT RIGHT?

>> I'M J ? APPEARED IT'S NOT PHONETIC. DON'T WORRY ABOUT IT. I JUST GRADUATED FROM CARMEL HIGH SCHOOL. ABOUT WORKING WITH THE GREAT ACTION CLUB AND CONFRONT THE CLIMATE CRISIS THIS YEAR. PUSHING FOR A CLEANER UTURE THROUGHOUT THE E STATE AND AT THE CITY LEVEL.

HERE AT THE CITY LEVEL I'D LIKE TO EMPHASIZE A FEW POINTS FOR THAT PURDUE ENERGY REPORT A FEW OF MY FRIENDS TOUCHED ON. MAINLY REGARDING ENERGY USAGE. OBVIOUSLY IT'S GOING TO GET WARMER. THAT'S GOING TO MEAN INCREASED USE OF COOLING AND DECREASE OF HEATING. DECREASED USE OF HEATING WILL MORE AFFECT RESIDENTIAL USE. RESIDENTIAL NET ENERGY DEMAND WILL DECREASE AND COMMERCIAL NET WILL INCREASE BY MIDYEAR OR BY MIDCENTURY. AS CARMEL GROWS AS A CITY ÓBUSINESS ACTIVITY WILL MEAN MORE ENERGY USE HERE IS A CITY AS A BECOMES A CENTER FOR BUSINESS AS PEOPLE FROM OUTSIDE THE CITY WHO DON'T LET FEAR BUT STILL COME HERE TO SHOP AND COME HERE TO HAVE FUN AND SEEK ENTERTAINMENT. THAT WILL BE MORE ENERGY USE HERE. I LIKE TO EMPHASIZE A FEW OF THE PARTS OF THE CLIMATE ACTION LAND PROPOSED TODAY ESPECIALLY THE PARTS IN THE ENVIRONMENTAL PART THAT ADDRESS ENERGY USAGE. MAINLY ADDRESS IT BY DECREASING OUR USE OF ENERGY THROUGH ENHANCED HVAC SYSTEMS AND OTHER EFFICIENCY GAINS WE CAN MAKE.

THAT THESE SYSTEMS WILL NOT ONLY REDUCE OUR RELIANCE ON FOSSIL FUELS BUT REDUCE THE COST FOR THE CITY AND ITS TAXPAYERS. THANK YOU, THAT CONCLUDES MY REMARKS.

>> THANK YOU. NEXT WE HAVE JULIAN DOTTIE. WELCOME. >> HELLO. MY NAME IS JULIAN

[00:20:03]

DOTY AND I'M RAISING SENIOR AT CARMEL HIGH SCHOOL OR I WILL BE LEADING THE GREAT ACTION CLUB ALONGSIDE A. ALONG THE VILLAGE OF WEST K MILES DISTRICT. I'M HERE TODAY TO REMIND OUR CHANGING CLIMATE AND THE APPLICATIONS IT WILL HAVE ON OUR ENVIRONMENT IN INDIANA. TO ENCOURAGE YOU TO VOTE IN SUPPORT OF THE CLIMATE ACTION PLAN. I LIKE TO SHARE SOME FINDINGS FROM THE PURDUE CLIMATE CHANGE RESEARCH IDENTIFIED THE OF OUR MENTAL CONSEQUENCES IN INDIANA AS A RESULT OF CLIMATE CHANGE. MORE TEMPERATURES REDUCE BIODIVERSITY ENFORCE AQUATIC ECOSYSTEMS THROUGHOUT INDIANA. SEEN INCREASED PRESENCE OF INVASIVE ANIMALS AND PLANTS ALONG WITH NEW PARASITES. ADDITIONALLY CHANGES AND FORCED COMP WILL DECREASE ? AND REDUCE CARBON UPTAKE. RAISING WATER TEMPERATURE AND MORE FREQUENT AND INTENSE PRECIPITATION WHICH INCREASES THE RISK OF POLLUTION ENTERING INDIANA WATERWAYS AS RUNOFF. LEAD TO MORE ALGAL BRONZE, REDUCE WATER CLARITY DEPLETED OXYGEN LEVELS. THIS POSES A SITTING VACANT FRONT TO THE INDIANA ECOOMY WITH MORE THAN $1 BILLION DERIVED FROM FRESHWATER TOURISM AND RECREATION. THE CLIMATE ACTION PLAN DETAIL STRATEGIES TO INCREASE RATES BASED ACROSS CARMEL TO RESERVE INDIA'S NATIONAL BIODIVERSITY AND BEAUTY. [INAUDIBLE] WE RECEIVE 900 SIGNATURES IN SUPPORT OF A TREEPLANTING INITIATIVE. A PARTNERSHIP WITH COUNSELOR NELSON TO SEAT 3000 SERIES PLAN TO THROW CARMEL. I EMPLOY EACH OF YOU TO PROTECT OUR BEAUTIFUL COMMUNITY, TO LISTEN TO THE RESIDENTS OF CARMEL TO SUPPORT

THE CLIMATE ACTION PLAN. THANK YOU. >> THANK YOU. NEXT, WE HAVE

LEO BARRY. WELCOME. >> HI, MY NAME IS LEO BARRY. I'LL BE SEVENTH GRADE OF THE SMALL AT SCHOOL. I LOVE AND THE TRIALS NEIGHBORHOOD IN WESTCHESTER. I'M HERE TODAY TO ASK YOU THAT YOU VOTE FOR THE CLIMATE REDUCTION PLAN TO PROTECT OUR FUTURE. I THINK IT'S VERY IMPORTANT BECAUSE OF CHOICES THAT SOCIETY MAKES NOW WILL DETERMINE IF WE THRIVE AND SURVIVE. I DO NOT WANT TO GROW UP IN A A WARMER CLIMATE DECREASES PUBLIC HEALTH AND SAFETY. NOW IS THE TIME TO ACT. IF NOT TO LATE EFFORTS WILL CAUSE NEGATIVE AND POTENTIALLY IRREVERSIBLE CONSEQUENES. GLOBAL WARMING, RISING SEA LEVELS AND FOOD INSECURITY. THE HEALTH AND SAFETY OF OUR COMMUNITIES IS AT STAKE. RETURN RESEARCH HAS SHOWN WARMING OF 35 DEGREES FAHRENHEIT TO PUSH THE MELTING OF ICE SHEETS AND TOP GREENLAND TO THE POINT OF NO RETURN. IT'S ENOUGH FROZEN WATER TO LIFT OCEANS 43 FEET. THIS WILL MAKE EARTH UNINHABITABLE TO HUMANS. ACCORDING TO SCIENTISTS OF 12 YEARS TO CUT MISSIONS AND HALF AND TO PREVENT CATASTROPHIC DAMAGE LATER THE CENTURY. TO REACH HIS GOAL DRAFT ARTICULATE WITH ALL OF US DOING OUR PART. TODAY I ASK YOU TO DO YOUR PART TO STAND UP AND BE A LEADER. WHILE I AM NOT OLD ENOUGH TO VOTE YET I'M OLD ENOUGH TO HAVE A SAY IN MY FUTURE AND FUTURE OF THE GENERATIONS TO COME. I'M OLD ENOUGH TO UNDERSTAND WHAT IS HAPPENING TO OUR CLIMATE AND TO SEE THE NEED FOR APPROVAL. I'M OLD ENOUGH TO UNDERSTAND TIME IS RUNNING OUT. EVIDENCE CAN'T BE ANY CLEARER. I UNDERSTAND THAT TAKING ACTION NOW CAN MOVE AS TO MORE SUSTAINABLE WORLD. A LATE 13TH A QUESTION IS IS IT CLEAR TO

YOU? THANK YOU FOR MY TIME. >> THANK YOU VERY MUCH. >> LINDSEY BARRY.

>> WELCOME. >> THANK YOU. HI, I'M LINDSEY BARRY DELIVER THE TRAILS OF HAYDEN NEIGHBORHOOD IN THE WEST DISTRICT. THE REGISTERED VOTE. THERE STATE TO PASS THE CLIMATE REDUCTION PLAN. TO HELP PUT OUR CITY AND OUR STATE ON A PATH TO SUSTAINABLE FUTURE.

I'M DEEPLY CONCERNED ABOUT THE ABILITY OF OUR PLANET IN THE LEFT HIP THE HUMAN RACE. OUR CLIMATE IS CHANGING FASTER THAN WAS PREDICTED. AS A PARENT IN A COMMUNITY MEMBER AND A BUSINESS OWNER I CARE ABOUT THE WELL-BEING OF HER CHILDREN IN OUR CITY BUT IT'S NOT ENOUGH TO JUST CARE. MANY OF OUR CITIZENS YOUNG OLD INCLUDING MY FAMILY HAVE UNDERTAKEN OUR OWN ACTIVITIES TO REDUCE OUR CLIMATE IMPACT. THAT'S NOT ENOUGH EITHER. RECENT FINDINGS SHOW WORST IS YET TO COME. AFFECTING OUR CHILDREN AND OUR GRANDCHILDREN'S CHILDREN.

LIVES MUCH MORE THAN OUR OWN. SCIENTISTS HAVE WARNED THERE IS A NARROW WINDOW TO PREVENT THE CONSEQUENCES OF OUR CHANGING AND CLIMATE. FORGETTING FAR WORSE AND MUCH MORE COSTLY.

DECISIONS MADE HERE TODAY, RIGHT NOW, WILL AFFECT A LIVABLE FUTURE. AND THERE IS

[00:25:03]

AN OPPORTUNITY FOR COURAGEOUS LEADERSHIP. THE SCIENCE IS IRREFUTABLE AND THE ECONOMICS ARE UNDENIABLE. CUTTING CARBON IS A LONG-TERM SOLUTION INTO SLOWING CERTAIN INEVITABLE CLIMATE CHANGES THAT WILL HAPPEN. MANY US CITIES NOW LEADERS AND BUSINESSES ARE REDEFINING WAYS OF LIFE AND MEANS OF ENERGY AND CONSUMPTION THE NEW POLICIES AND REGULATIONS. AND NATURAL CLIMATE SOLUTIONS THAT ARE BEING IMPLEMENTED ANTIBODY PROVEN TO BE EFFECTIVE. THE EVIDENCE SHOWS THAT IT'S TAKEN TO SCALE AND AT RAPID SPEED IT WILL STIMULATE INNOVATION AND CAN REDUCE ADMISSIONS. THE NATION BEHAVES WELL IF IT TREATS NATIONAL RESOURCES AS ASSETS WHICH IT MUST TURN OVER TO THE NEXT GENERATION INCREASED. THESE ARE WORDS SPOKEN OVER A CENTURY AGO BY OUR 26TH PRESIDENT, THEODORE ROOSEVELT. WHOM BELIEVE NATURE EXISTED TO BENEFIT MANKIND. AS WE VIGOROUSLY CAST RECORD AMOUNTS OF GREENHOUSE GASES IN THE ATMOSPHERE WERE OLD UNDERWRITING CAPACITY OF OUR OCEANS JUST ABSORB THEM RETURNING A QUIDDITCH NATIONAL ANALYZE THIS WAGONS GLOBAL WARMING INTO ENEMIES. WE NEED OUR GOVERNMENT TO WORK WITH CONSUMERS AND CORPORATIONS TO ACCELERATE SYSTEMATIC CHANGE AND TO INVEST AND CONOMIC WELL-BEING OF OUR BUSINESSES AND THE HEALTH OF OUR COMMUNITIES AND TO MAINTAIN ORDER. IS EXTENSION, WIDESPREAD DISEASE UNLIVABLE HEAT, ECOSYSTEM COLLAPSE, CITIES MENACED BY RESIDENCIES.

IN OTHER CLIMATE IMPACTS ARE ACCELERATED AND SCIENTISTS ARE SAYING THEY WILL BECOME UNAVOIDABLE FOR A CHILD BORN TODAY TURNS 30. WITH ADMISSION FOR THE CITY OF CARMEL TO BECOME THE BEST CITY IN AMERICA CARMEL CONSUMMATE WOMEN I ASK IT WHAT EXACTLY DO YOU DEFINE AS A BEST LIFE? THE SUBSTANCE OF CARMEL ARE COUNTING ON YOU TO ACT BOLDLY BECAUSE THE KEY TO OUR BEST LIFE, THE KEY TO OUR FUTURE IS IN YOUR HANDS. THANK YOU.

>> THANK YOU VERY MUCH. NEXT, LESLIE WEBB. >> HI THERE. I'M LESLIE WEBB.

11 SUE FINKAM'S DISTRICT. I'M HERE TODAY ON BEHALF OF CARMEL GREEN INITIATIVE, A 501(C) 3 NONPROFIT. OUR MISSION IS TO BUILD A MORE SUSTAINABLE AND RESILIENT COMMUNITY. WITH PARTNERSHIPS AND COLLABORATION WITH THE CITY OF CARMELS AS WELL AS OUR SCHOOLS, CONGREGATIONS, BUSINESSES, COMMUNITY GROUPS AND HOMEOWNERS. WE BELIEVE WE HAVE A PROFOUND MORAL OBLIGATION TO PROTECT THE QUALITY OF LIFE FOR OUR KIDS AND GRANDKIDS. TO DO ALL WE CAN TO AVOID THE WORST CLIMATE IMPACTS THAT YOU'VE JUST HEARD ABOUT. AND TO PREPARE FOR THE CLIMATE IMPACTS WE CAN NO LONGER AVOID DUE TO INACTION. STUDENTS HAVE POINTED OUT SEVERAL EXAMPLES OF CLIMATE IMPACTS. PROBABLY THE ONE WE CAN RELATE TO THE MOST RIGHT NOW IS THE HEAT WAVE. THAT WE JUST HAD LAST WEEK AND WERE HEADED INTO ANOTHER ONE.

THEY ARE JUST GOING TO GET WORSE. HEAT WAVES ARE GOING TO GET HARDER. THEY'RE GOING TO LAST LONGER. THE REPORT, THE CLIMATE ACTION REPORT STATES THAT A TYPICAL HIGHEST DEGREE TEMPERATURE WAS 95 IN HISTORY AND INDIANA'S HISTORY. IT WILL BE HUNDRED AND 4. WE APPLAUD THESE STUDENTS FOR RAISING THEIR VOICES ON SUCH A CRITICAL ISSUE. THERE RIGHTFULLY VERY CONCERNED ABOUT HOW CLIMATE CHANGE WILL AFFECT THEIR FUTURE. AND WE MUST ACT NOW TO ADDRESS THIS THREAT. THIS IS IN YOUR HANDS. WE DO WANT TO RECOGNIZE EVERYTHING THE CITY HAS ALREADY DONE. MAYOR BRAINARD AND THE COUNCIL HAS IMPLEMENT TOOK MANY GREEN INITIATIVES THAT YOU GUYS TOLD US ABOUT DURING OUR MEETINGS. IT'S SOMETHING TO BE VERY PROUD OF. SOLAR AT OUR WATER PLANT. SWITCHING LEDS TO SAVE ENERGY AND TAX DOLLARS. MIXED-USE WALKABLE DEVELOPMENT. BIKE PATHS, ROUNDABOUTS, ALL OF THAT MAKES OUR CITY MORE SUSTAINABLE AND A BETTER PLACE TO LIVE. SO THE PLAN TO REDUCE CARBON REDUCTION IS JUST THE NEXT NEEDED STEP. TO MAKE OUR CITY MORE SUSTAINABLE, MORE RESILIENT IT WILL MAKE CARMEL A BETTER PLACE TO LIFT BECAUSE IT'S THE RIGHT THING TO DO. SO WE URGE YOU TO VOTE ON THIS PLAN. PLEASE TALK TO LAY ON IT. THERE IS ARI BEN WAY TO MUCH DELAY. WE PASSED THE

[00:30:07]

CLIMATE RESOLUTION IN 2017 AND IT'S 5 YEARS LATER. SO ONE LAST POINT. WE CAN'T DO THIS ALONE. WE HAVE TO BRING OTHER CITIES ALONG WITH US. YOUR LEADERSHIP TONIGHT WILL SET A GREAT EXAMPLE FOR OTHER INDIANA CITIES TO FOLLOW. CARMEL HAS RESOURCES AND THE COMMUNITY

SUPPORT TO TAKE ACTION AND BE LEADERS. THANK YOU. >> THANK YOU VERY MUCH. NEXT

WE HAVE CITY NEWS. WELCOME. >> THANK YOU. GOOD EVENING. I'M CITY NEWS. MY HUSBAND AND I HAVE BEEN RESIDENTS OF THE CITY OF CARMEL FOR MORE THAN 30 YEARS. CURRENTLY RESIDING COUNSELOR FINKAM'S DISTRICT. MY SON HIS FAMILY ALSO LIVED IN CARMEL AND RESIDE IN COUNSELOR ABSENCE DISTRICT. CLIMATE CHANGE IS ONE OF THE MOST SERIOUS THREATS TO OUR HUMAN EXISTENCE. I APART R BRAIN ARE IN THE CITY OF CARMEL FOR RECOGNIZING THE NEED TO ADDRESS THIS THREAT BY DRAFTING A MPREHENSIVE PLAN. IT'S A START TO O ACHIEVING CARMELS CLIMATE ACTION GOALS. I STRONGLY URGE YOU AS CITY COUNSELORS TO ADOPT A CARMEL CLIMATE ACTION PLAN RESOLUTION AND TO WORK CLOSELY WITH THE CITY DEPARTMENTS AND PARTNERS TO QUICKLY EXCEED ITS GOALS. THANK YOU. BUCKS THANK YOU. NEXT WE HAVE BRANDY YOST.

>> HI. I'M PRETTY YOST. I AM A MOTHER OF 2 THAT GOES TO CARMEL SCHOOLS. AND A RESIDENT HERE. I'VE BEEN A TEACHER CARMEL HIGH SCHOOL FOR 19 YEARS. TEACH BIOLOGY AND IB ENVIRONMENTAL SUBSTANCE IN SOCIETY. I KNOW A LOT OF THE STUDENTS HERE. I SEE THEIR PASSION. I ALSO SEE THEIR FRUSTRATIONS ON A DAILY BASIS. AS PART OF MY CURRICULUM THIS IS SOMETHING WE TEACH. CLIMATE CHANGE. I TOO HAVE BEEN LOOKING AT THE DATA FROM PART 2 THAT THEY HAVE GIVEN US. AND JUST TO VALIDATE WHAT THEY HAVE SAID. WE ARE LOOKING AT SOME EXTREME DIFFERENCES IN INDIANA. I THINK THAT'S IMPORTANT BECAUSE THIS IS A GLOBAL ISSUE BUT FOR US TO REALIZE HOW IS IT AFFECTING US HERE AT HOME? IT IS GETTING WETTER IN INDIANA.

WE ARE HAVING 42 PERCENT MORE TORRENTIAL DOWNPOURS WHICH ARE INFRASTRUCTURE CANNOT WITHSTAND THAT AMOUNT OF RAINFALL COMING DOWN. THERE ARE GOING TO HAVE TO BE CHANGES AS WE LOOK INTO WHAT IS HAPPENING WITH PRECIPITATION. AS WELL AS THE HEAT. IN THE PAST IT'S BEEN ABOUT 20 DAYS THAT WE FOUND 90+ DEGREES. IN 2020 I WAS EARLY UP TO 33 DAYS. THE PROJECTING IN THE NEXT 30 YEARS THE CLIMATE MODEL THAT THAT WILL BE 57 DAYS. AND THAT BY 2080 ALL THE QUITE OLD BY THEN BUT THOUGHT ABOUT YOU KNOW, LOOKING AT 87. THAT'S WHEN YOU HAVE LESS AND LESS OF THESE BEAUTIFUL DAYS AND EXTREME WEATHER. THESE ARE THINGS I THINK BURKE WOULD HAVE TO REALLY CONSIDER MOVING FORWARD. WHAT YOU DO IN YOUR LEADERSHIP REALLY IS VIABLE. IN ALL OF OUR FUTURES AND FUTURE GENERATIONS. THANK YOU FOR BEING VISIONARIES AND FOR, ONE THING UNTIL STUDENTS MAY SEE HOW THEY ARE SO FEARFUL AND FEEL LIKE THEY SOMETIMES DON'T HAVE A VOICE. I SEE YOU DEAL. YOU HAVE TO SPEAK OUT JUST LIKE WHAT THEY'RE DOING TODAY. I WENT APPLAUD THEM FOR WHAT THEY'RE DOING. AND TO VOTE.

CONTINUE TO TALK ABOUT THIS AND TO VOTE. I WILL BE LOOKING AT LEADERS WHO ARE WILLING TO STAND UP TO LIKE THIS THESE FOSSIL FUEL COMPANIES AND TRULY MAKE CHANGES TOWARDS GREENER

AND SUSTAINABLE FUTURE. THANK YOU. >> THANK YOU. THE INITIAL

SHOCK. >> GOOD VENING I'M DENNIS SHOCK A RETARDED UNITED METHODIST PASTOR. RESIDENT OF CARMEL. I RETIRED HERE FOR 15 YEARS. I'M INVOLVED WITH OF OUR MENTAL ISSUES FROM A FAITH PERSPECTIVE. I'D FIRST LIKE TO READ AND COMMENT FROM A MEMBER OF CARMEL GREEN INITIATIVE. TO THE COUNCIL FROM A FAITH PERSPECTIVE. THIS IS FROM TONY

[00:35:08]

RECK. I'M WRITING YOU TODAY AS A MEMBER OF THE FAITH COMMUNITY OF CARMEL. TO SHARE MY PERSPECTIVE ON CLIMATE CHANGE AND SUSTAINABILITY. AS MY WORDS MAY NOT SPEAK FOR EVERYONE, I'M SURE THAT THEY RESONATE WITH MANY MEMBERS OF THE VARIOUS FAITHS THAT WE EMBODIED WITHIN OUR AMAZING CITY. JUDAISM, CHRISTIANITY, ISLAM AS WELL AS MANY OTHER PHASES SHARE A COMMON THREAD. THE THREAD IS THAT WE ARE STEWARDS OF THE EARTH. OUR COMMON HOME. IT IS OUR DUTY TO MAKE SURE THAT THIS IS DONE TO THE BEST OF OUR ABILITIES STEWARDS. TO DO THIS WE MUST MAKE DECISIONS THAT CREATE A MORE SUSTAINABLE SYSTEM OF LIVING. THESE DECISIONS GO ABOVE AND BEYOND THAT OF THE ENVIRONMENT. THESE DECISIONS MUST ALSO PROMOTE DIVERSITY, EQUITY AND INCLUSION THAT LEAD TO A SENSE OF BELONGING FOR ALL MEMBERS OF OUR COMMUNITY. FOR MY EDUCATION AND MY INVOLVEMENT WITH MY CHURCH I HAVE LEARNED THAT THESE DECISIONS MUST COME FROM OUR LEADERS AND HAVE FULL SUPPORT FROM THE TOP DOWN. ALL OF YOU HAVE BEEN GIVEN THE AUTHORITY TO MAKE THESE DECISIONS. IT'S A HEAVY BURDEN TO BEAR. I'M CONFIDENT THAT YOU WILL MAKE THE RIGHT DECISION FOR OUR COMMUNITY. I WOULD JUST ADD ABOUT MY OWN PERSONAL EMPHASIS ON TONY SAYING WE ARE STEWARDS OF THE EARTH. AND NOT OWNERS. WE NEED TO DO EVERYTHING POSSIBLE TO HONOR THE CREATOR OF THAT WHICH WE DO NOT OWN. BECAUSE WE ARE ONLY PASSING THROUGH. WE NEED TO THINK OF THE FUTURE.

THANK YOU. >> THANK YOU. JIM GRIMES. WELCOME.

>> MY NAME IS JIM GRIMES. A RESIDENT OF DON BRICK NEIGHBORHOOD AND 20 GREEN AS MY REPRESENTATIVE ON THE COUNCIL. LET ME START BY SAYING I LOVE LIVING IN CARMEL. I JUST RODE MY BIKE HERE WITHOUT EVER ENCOUNTERING A CAR. THAT WAS POSSIBLE BECAUSE YOU, THE COUNCIL AND THE MAYOR HAD THE FORESIGHT TO INVEST IN ALTERNATIVES TO THE CAR FOR GETTING AROUND IN CARMEL. COMBINED WITH THEIR OTHER EFFORTS LIKE ROUNDABOUTS, WALKABLE DOWNTOWN, SOLAR INSTALLATIONS AND CITY OPERATIONS. YOU HAVE MADE CARMEL AND MORE LIVABLE COMMUNITY AND BUSINESSES HAVE REPORTED EUPHORIC. THE CLIMATE ACTION PLAN BEFORE YOU TONIGHT CALLS FOR MORE INVESTMENTS BUT, OF A DIFFERENT KIND.

INVESTMENTS IN INCENTIVES. INCENTIVES THAT ENCOURAGE ALL OF US IN CARMEL NOT JUST CITY OPERATIONS. TO REDUCE OUR CARBON FOOTPRINTS. INCENTIVES THAT ENCOURAGE US ALL TO FIND CLEAN ALTERNATIVES TO POWER OUR CARS, AS WELL AS HEATING, COOLING AND ELECTRIFYING OUR HOMES AND BUSINESSES. IF YOU PASS THIS CLIMATE ACTION PLAN AND IMPLEMENT IT IN GOOD FAITH I BELIEVE HE WILL MAKE CARMEL NOT ONLY IN LIVABLE COMMUNITY BUT A SUSTAINABLE ONE. ONCE

AGAIN, THIS IS WILL REWARD YOU FOR IT. THANK YOU. >> THANK YOU. NEXT, 7, WE HAVE

COUNSELOR AASEN. >> MOVED TO INTRODUCE. >> SECOND COUNSELOR AASEN.

>> GAVE MR. PRESIDENT. ONLY GIVE A FEW COMMENTS THEN JOHN OBERLANDER CAN ANSWER ANY QUESTIONS ABOUT ANY OF THE LANGUAGE HERE. THIS IS A PRETTY QUICK CHANGE. COUPLE YEARS AGO WE OVERHAULED OUR ANIMAL CRUELTY OR DENTS. WE ARE LAMENTING THAT. THERE WAS A PORTION RESET THE PET STORES CAN OUTSOURCE THE ANIMALS FROM PUPPY MILLS. WHO WERE JUST SAYING PUPPY DOG MIKE PENCE WAS CANCELED THE DOGS. THERE'S SOME CLEANUP LANGUAGE THAT BENJAMIN LEDGE DID THAT JUST MAKES THE PREVIOUS ORDINANCE TO BE WORKED ON MORE ENFORCEABLE.

IT WAS PERCENT NECESSARY BUT WHILE WE HAVE THE ORDINANCE OPEN IT'S THE GOOD TIME TO DO SOME ABOUT LEGAL CLEANUP AND SOME WITHOUT LANGUAGE THERE. I WILL HAVE ONE AMENDMENT I WANT TO SUGGEST AT THE DAIS. I WANT TO MAKE A FEW COMMENTS TO CLEAR UP ANY MISCONCEPTIONS ON THIS ORDINANCE. FIRST OFF CURRENTLY WE DO NOT HAVE ANY PET STORES AND CAREL THAT SELL CATS OR DOGS. BYPASSING THIS CHANGE TONIGHT IF YOU ARE HAPPY WITH THE SITUATION IN CARMEL, NOTHING CHANGES. BECAUSE NO PET STORES ARE SELLING CATS AND DOGS AND CARMEL AT THE MOMENT.

YOUR STORES TO PARTNER WITH RESCUES BUT, NO BUSINESSES WILL GO OUT OF BUSINESS, NOTHING CHANGES IN THE CITY OF CARMEL FOR ANY OF THE BREEDERS IN CARMEL. SELLING DOGS FROM A BREEDER IS ALLOWED. IT'S ALWAYS BEEN ALLOWED. THE RULES THERE WILL NOT GET ANY TOUGHER OR STRICTER FOR BREEDERS BYPASSING THIS TONIGHT. IF YOU ARE A BREEDER IN CITY OF CARMEL, LIFE SHOULD NOT CHANGE FOR YOU BY THIS ORDINANCE PASSING TONIGHT. IF THIS DOES NOT AFFECT ANY CURRENT BUSINESSES, WHY WE DOING THIS? FROM THE SENSE OF THE SAME REASON WE DO ZONING. THE SAME RECENTLY DUE TO A COMPANY HAS A PLAN. TO BE PROACTIVE INSTEAD OF REACTIVE AND HOUR LAWS. I THINK IT'S A MUCH WISER THING TO GET AHEAD OF AN ISSUE.

RATHER THAN TO HAVE TO TAKE ACTION WHEN YOU HAVE A CURRENT BUSINESS DOING THAT AND YOU'RE FACING PEOPLE LOSING THEIR JOBS. LEGAL COST, IT'S MUCH CLEANER AND EASIER. THAT'S WHAT I LEARNED TALKATIVE CITIES AROUND THE STATE MORE THAN A DOZEN CITIES. MANY REPUBLICAN MAJORITY COUNSEL. THIS IS NOT REPUBLICAN OR DEMOCRATIC ISSUE. THIS IS A BIPARTISAN ISSUE THAT A PASS SIMILAR LAWS. I AM HAPPY TO TALK ABOUT THE AMENDMENT I WANT TO MAKE IF

ANYONE HAS ANY QUESTIONS BEFORE I DO THAT? >> I WAS TO GO AHEAD.

>> ALL RIGHT UNDER THE SECTION FOR COMMERCIAL ANIMAL ESTABLISHMENTS. WERE REDEFINING THAT. UNDER-THIS IS DOING THIS FOR THE BREEDER SAKE. I DO WANT TO STRIKE THE PART THAT SAYS KENNELS AND REPLACE THAT WITH BOARDING FACILITIES. JUST BECAUSE

[00:45:04]

KENDALL COULD BE A LITTLE TO VAGUE AND I DON'T WANT TO IN A VERTICALLY NEGATIVE OR DELETE EFFECT BREEDER. BOARDING FACILITY WILL BE A LITTLE BIT MORE SPECIFIC THERE. AND I

WILL MAKE A MOTION TO HAVE THAT AMENDED INTO THE ORDINANCE. >> I HAVE A MOTION TO HAVE A

SECOND? >> REPEATED. >> UNDER THE SECTION OF COMMERCIAL, UNDERLINE IT'S HIS KENNEL. ONCE EARTHWARD TUNNEL AND REPLACE WITH BOARDING FACILITY. WERE STILL REGULATING A BOARDING FACILITY FOR HEALTH AND COMPLIANCE ISSUES. WERE NOT SAYING A KENNEL CANNOT SELL CATS AND DOGS BECAUSE THAT COULD IN A

VERTICALLY AFFECT A BREEDER. >> OF A MOTION TO HAVE A SECOND?

THE FIRST READING OF ORDINANCE D 26 ? 29 ? 22. I WANT TO SPEAK ABOUT IT. THIS IS PART OF OUR NOISE ORDINANCE AND THIS CAME UT, I WAS RECOMMENDING AN AMENDMENT TO THE ORDINANCE WOULD RECOMMEND A CHANGE FOR START TIME OF CONSTRUCTION TO BE DELAYED ON SATURDAYS, SUNDAYS AND HOLIDAYS. 2 8 O'CLOCK. AM. THIS CAME ABOUT FROM WORKING WITH SOME CONSTRUCTION SITES AND HEARING COMPLAINTS FROM NEIGHBORS WHO ASK K FOR WHAT I THOUGHT WOULD BE A REASONABLE REQUEST. BUT, LIKE ANYTHING THERE ARE CONSEQUENCES TO THOSE REQUESTS.

SOME OF THE ROAD CREWS AND CONSTRUCTION PROJECTS WHERE THERE WERE TIME ISSUES HAD CONCERNS ABOUT THIS ORDINANCE. SO, I FULLY INTENDED FOR IT TO GO TO COMMITTEE FOR THAT DISCUSSION. HOWEVER, I MADE ONE MORE PLEA TO THE CONTRACTOR IN QUESTION AND I'M HAPPY TO SAY MAYBE THIS IS GOOD GOVERNMENT OR BEING NEIGHBORLY. THEY AGREED TO THIS CHANGE WITHOUT US GOING TO ALL THE TROUBLE OF COMMITTEE AND DEMANDING. SO A I AM GOING TO PULL THE AMENDMENT. WITH THE UNDERSTANDING THAT I WILL BE KNOCKING ON CERTAIN CONTRACTOR STORES FROM HERE ON OUT AND I DO UNDERSTAND AS OF TONIGHT BECAUSE OF THIS THERE WAS ANOTHER SITUATION I WAS UNAWARE OF. I WILL TRY THE SAME TACTIC TO NEGOTIATE REASONABLY WORK WITH THE CONTRACTORS TO SEE IF WE CAN APPEASE NEIGHBORS AND CONSTRUCTION WORKERS. SO, HAVING SAID THAT I THINK WE'VE GONE TO A GOOD PLACE AND I WITHDRAW.

>> WE HAD A MOTION ON A SECOND. ALL THIS OF HIM SAY I. A POST? 8 ? 0. MOVING ON. N. SHE DID A MOTION AFTER SHE READ IT IN. RESOLUTION CC 060 2202. RESOLUTION OF THE COMMON COUNSEL OF CITY CARMEL INDIANA IN ADOPTING THE CARMEL CLIMATE ACTION PLANS SPONSORS ARE

COUNSELOR'S AASEN, CAMPBELL, NELSON AND HENDON. >> MOVED INTRODUCE.

>> SECOND. >> COUNSELOR NELSON? >> THANK YOU. SO THIS ADOPTS THE CARMEL CLIMATE ACTION PLAN WHICH SETS GREENHOUSE GAS EMISSIONS TO REDUCE GOVERNMENT

SERVICES AND OPERATIONS AS THE COMMUNITY AS A WHOLE. >> IT'S YOUR SHOW.

>> THANK YOU. FOR THE REX'S LOOKSEE LOPEZ WITH THE CARMEL DEPARTMENT OF COMMUNITY SERVICES. BEFORE YOU TONIGHT IS THIS RESOLUTION TO ADOPT CARMEL'S FIRST CLIMATE ACTION PLAN. THIS BEGAN BACK IN 2017 WHEN THE COUNSELOR PASSED A RESOLUTION REGARDING CLIMATE RESILIENCE AND RECOVERY. WHICH PLEDGE TO REDUCE OUR CARBON EMISSIONS AND PART OF THAT WAS TO ALSO DO A CLIMATE ACTION PLAN AND A MEASURE ARE CITYWIDE EMISSIONS. 2019 WE DID THAT.

WE COMPLETED AN EMISSIONS INVENTORY FOR THE CITY. WE WORKED WITH INDIANA UNIVERSITY'S ENVIRONMENTAL RESILIENCE INSTITUTE AND THE CLAIMANT FELLOW, RAN UP FAST ON THAT. IN 2020 AGAIN WE WORKED WITH THE RESILIENCE INSTITUTE AND MIRANDA TO BEGIN DRAFTING THE CLIMATE ACTION PLAN. MIRANDA COMPLETED SEVERAL COMMUNITY WORKSHOPS AND STAKEHOLDER ENGAGEMENT THROUGHOUT 2020. BEGIN DRAFTING THE COUNT. SHE

[00:55:01]

COMPLETED HER FELLOWSHIP IN DECEMBER 2020 AND THEN THE CITY SUBSEQUENTLY ENGAGED WITH GNARLY TREAT TO WRITE PLAN IN CLOSE COLLABORATION WITH CITY STAFF. I'D LIKE TO INVITE STEPHANIE HAYES RICHARDS, THE MANAGING PRINCIPAL WITH GNARLY TREAT TO PROVIDE A BRIEF OVERVIEW OF CLIMATE ACTION PLAN FOR YOU THIS EVENING. WHICH YOU ALL RECEIVED THE DOCUMENT

IN THE PACKETS FOR THIS MEETING. >> THANK YOU ALEXIA. HER NAME IS STEPHANIE RICHARDS. A GRADUATE OF THE MEAL SCHOOL PUBLIC AND ENVIRONMENTAL AFFAIRS. THE MANAGING PRINCIPAL OF GNARLY TREAT SUSTAINABLY INSTITUTE. GOING TO PROVIDE YOU A BRIEF OVERVIEW OF THE CLIMATE ACTION PLAN THIS EVENING. CERTAINLY WE'VE SEEN A LOT ABOUT CLIMATE CHANGE IN THE NEWS RECENTLY. WE KNOW THERE'S A LOT OF PRESSURE ON PRESIDENT BIDEN TOOK DECLARE CLAIMANT EMERGENCY. WE'VE ALSO SEEN IN THE LAST MONTH THE SECURITIES AND EXCHANGE COMMISSION HAS PROPOSED RULES TO REQUIRE PUBLICLY TRADED COMPANIES TO DISCLOSE THE CLAIMANT RISKS. THERE IS GROWING PRESSURE TO TAKE ACTION ON CLIMATE CHANGE WITHIN THE BUSINESS COMMUNITY. AS WE ALL DO GREENHOUSE GASES ARE GREAT.

AS THEY OCCUR NATURALLY IN THE ENVIRONMENT BECAUSE THEY ARE WHAT MAKES OR PALPABLE. THE CHALLENGE IS A MODERN TIMES THE USE OF FOSSIL FUELS RELEASES ACCESS GREENHOUSE GAS INTO THE ATMOSPHERE AND HAS RESULTED IN HIGHER AVERAGE TEMPERATURES OVER TIME. SO, I FEEL LIKE I'M RECAPPING SOME OF THE THINGS FOLKS HAVE ARTISTS AT THIS EVENING. WE KNOW CARMEL LIKE EVERYWHERE ELSE IN THE WORLD IS EXPERIENCING THE IMPACTS OF CLIMATE CHANGE. WE ARE SEEING SHORTER WINTERS WHICH CREATES GREATER RISKS FOR RELATED ILLNESSES. SEEING CHANGES IN THE GROWING SEASONS WHICH IS RESULTING IN GREATER CHALLENGES WITH CONTROLLING INVASIVE SPECIES. CHANGE IN FOREST GROWTH RATES IN COMPOSITION. AND INCREASE RISKS OF FOOD INSECURITY AND INCREASES IN FOOD PRICES. WE ARE ALSO SEEING MORE DAYS OF EXTREME HEAT. WHICH IS RESULTING IN REDUCED CROP YIELDS. CHANGES IN PLANT HARDY ZONES.

INCREASED RISKS TO HUMANS FOR HEAT RELATED ILLNESSES AND OTHER HEALTH ISSUES. INCREASES IN COOLING COST IS, INCREASE STRESS ON URBAN PLANTINGS AND THE POTENTIAL FOR MORE FREQUENT POWER OUTAGES IN THE YEARS TO COME. WE HAVE ALSO SEEN AN INCREASE NUMBER OF INTENSITY OF EXTREME WEATHER EVENTS AND INCREASED FLOODING. WE'VE SEEN A LOT OF THIS IN RECENT YEARS AND CLIMATE. IN CARMEL INDIANA. WITHOUT COMES INCREASE RISKS OF SANITARY SEWER OERFLOWS. AND WATER POLLUTION. INCREASED RISKS TO THE DRINKING WATER SUPPLY AND RISK OF PROPERTY DAMAGE AND LOSS. INCLUDING INCREASE INSTANCES OF MOLD AND MILDEW IN HOMES. SO, BUT WE DO KNOW IS INDIANA RESIDENTS WANT TO SEE CLIMATE ACTION AS YOU'VE HEARD FROM MANY SPEAKERS HERE THIS EVENING. THE ENVIRONMENTAL RESILIENCE INSTITUTE DID A SURVEY OF HOOSIERS BACK IN 2019 AND THEY LEARNED THAT 75 PERCENT OF HOOSIERS ACKNOWLEDGE CLIMATE CHANGE IS HAPPENING. 58 PERCENT OF HOOSIERS BELIEVE CLIMATE CHANGE IS NEGATIVELY IMPACTING AMERICANS NOW. ABOUT 3RD OF HOOSIERS REPORTED THEY BEEN EXPERIENCING THE EFFECTS OF THE ENVIRONMENTAL CHANGE. AS ALEXIA MENTIONED, ONE OF THE ERI CLIMATE FELLOWS DID A SURVEY OF CARMEL RESIDENTS. THEY FOUND EVEN GREATER KNOWLEDGE OF THE CLIMATE CHANGE AND ITS IMPACTS. HUNDRED PERCENT OF PEOPLE WHO RESPONDED TO THAT SURVEY SAID THEY WERE FAMILIAR WITH CLIMATE CHANGE. 91 PERCENT INDICATED CLIMATE CHANGE CAUSES A THREAT TO THE LOCAL COMMUNITY. AND 77 PERCENT INDICATED THEY HAD BEEN PERSONALLY AFFECTED BY CLIMATE CHANGE. SO SOME OF THE STRATEGIES THEY RECOMMENDED FROM THAT SURVEY WERE RENEWABLE ENERGY PURCHASE. GREEN BUILDING PRACTICES. DOCTORAL VEHICLE OF A STRUCTURE.

[01:00:08]

CURBSIDE COMPOSTING, RAINWATER CATCH AND WATER CONSERVATION. ACCURACY ALL THESE RECOMMENDATIONS IN THE PROPOSED CLIMATE ACTION PLAN THAT WAS INCLUDED IN YOUR PACKETS FOR THIS EVENING. SO, AS ALEXIA MENTIONED. GREAT NEWS IS CARMEL HAS TAKEN ACTION ON CLIMATE CHANGE IN RECENT YEARS STARTING WITH THE RESOLUTION FROM ON THE CLAIMANT RESILIENCE RECOVERY BACK IN 2017. AS ALEXIA MENTIONED, CITY WORKED WITH ENVIRONMENTAL RESILIENCE INSTITUTE TO DEVELOP ITS FIRST GREENHOUSE GAS INVENTORY BACK IN 2019. AND THEN IN 2020 THERE WERE NUMEROUS PUBLIC MEETINGS TO GET IDEAS FOR WHAT MIGHT BE SUITABLE TO INCLUDE IN A CLIMATE ACTION PLAN AND OUR COMPANY HAS BEEN WORKING WITH THE CITY SINCE 2021 TO DEVELOP THE DRAFT CLIMATE ACTION PLAN. SO, A LOT OF EFFORT. IT'S A RELATIVELY SHORT DOCUMENT. A LOT OF EFFORT HAS GONE INTO DEVELOPING THE DRAFT CLIMATE ACTION PLAN. YOU FOLKS SEE.

WE SPEND A LOT OF TIME REVIEWING THE WORK THAT HAD ALREADY BEEN DONE. WE LOOKED UP AT THE CITY OF CARMEL HAD ALREADY PLANNED FOR THE COMING YEARS. WE REVIEWED NUMEROUS COMPARABLE CLIMATE ACTION PLANS FROM OTHER CITIES. WE HOSTED INTERNAL MEETINGS WITH CITY DEPARTMENTS. THEN WE DEVELOPED A DRAFT PLAN THAT WAS CONSISTENT WITH OTHER CITY PLANS AS WELL. WE REVIEWED ALL THE STRATEGIES WITH CITY DEPARTMENT HEADS AND IN FEBRUARY 2022 WE HOSTED SEVERAL MEETINGS VIA ZOOM TO GET PUBLIC INPUT ON THE DRAFT CLIMATE ACTION PLAN. SO, ONE OF THE THINGS WE WERE CAREFUL TO KEEP IN MIND BUT WE WERE DRAFTING THE CLAIMANT ACTION PLAN WAS THE CITY'S GHD INVENTORY. AS YOU CAN SEE FROM THIS GRAPH HERE 75 PERCENT OF GH OMISSIONS OF CARMEL OR FROM TRANSPORTATION AND RESIDENTIAL ENERGY. SO YOU WILL NOTICE THAT THE 2 FIRST SECTIONS IN THE CLIMATE ACTION PLAN ADDRESS ENERGY IN THE BUILT ENVIRONMENT AND TRANSPORTATION. EVEN THOUGH CARMELS PER CAPITA GH G ADMISSIONS ARE LOWER THAN OTHER CITIES. STILL GOING TO REQUIRE A LOT OF EFFORT TO MEET THE CITY'S 2050 AT ZERO GOAL. THAT WILL REQUIRE A 15.7 PERCENT DECREASE IN ADMISSIONS EACH YEAR RELATIVE TO BUSINESSES AS USUAL. SO, WHAT YOU WILL SEE IN THE DRAFT CLIMATE ACTION PLAN IS MORE THAN 40 STRATEGIES RELATED TO THE 7 SECTORS. AND WE FULLY UNDERSTAND THAT CARMEL LIKES TO SEE ITS PLANS FOR THE FUTURE AS INVESTMENTS IN CRITICAL MORE LIVABLE CITY.

BUT YOU WILL SEE THERE AS WE TRIED TO MAKE SURE THAT ALL THE STRATEGIES ON THE CLIMATE ACTION PLAN ARE NO REGRETS POLICIES. WHEN I SAY THAT I MEAN NOT ONLY WILL THE STRATEGIES MITIGATE CLIMATE CHANGE. THEY WILL ALSO HAVE A LOT OF OTHER CO-BENEFITS.

IMPROVING PUBLIC HEALTH. COST SAVINGS TO GOVERNMENT AND BUSINESSES AND RESIDENTS.

INCREASE OPPORTUNITIES FOR ECONOMIC GROWTH. ENHANCEMENTS OF QUALITY OF LIFE. ENHANCE EQUITY FOR RESIDENTS AS WELL. WE MADE SURE WE INCORPORATED THESE CO-BENEFITS INTO EVERY STRATEGY THAT'S A CLIMATE ACTION PLAN. SO, JUST TO SHOW YOU A FEW OF THE STRATEGIES SURE YOU FOLKS TOOK SOME TIME TO REVIEW YOUR PACKETS. THESE ARE THE STRATEGIES A CLIMATE ACTION PLAN RELATED TO PUBLIC EDUCATION. THESE ARE THE NUMEROUS STRATEGIES RELATED TO ENERGY IN THE BUILT ENVIRONMENT. THESE ARE THE STRATEGIES FOR TRANSPORTATION.

THESE ARE THE STRATEGIES FOR WATER AND WASTEWATER. THEN THESE ARE THE STRATEGIES FOR SOLID WASTE MANAGEMENT. FOR LOCAL FOOD AND AQUACULTURE. GREEN SPACE MANAGEMENT. SO,

[01:05:21]

WITH THAT I WILL SAY THE NEXT STEPS IN THE PROCESS IS WE ARE PRESENTED TO CITY COUNCIL THIS EVENING AND HOPE WHAT WE'VE PROPOSED IT MEETS YOUR APPROVAL. THE HAPPENED TO BE DISCUSSIONS ABOUT LAUNCH OF IT IN LATE SUMMER AND EARLY FALL. IF THERE IS SUPPORT FOR THIS SOLUTION CERTAINLY CLAIMANT ACTION WILL REQUIRE THE WHOLE COMMUNITY WORKING TOGETHER AND TOWARDS THE SAME CAUSE. SO SOMETHING LIKE THIS WOULD HELP GET EVERYONE FOCUSED AROUND THE STRATEGIES THAT AR IN THE CLIMATE ACTION PLAN AND MAKE CLIMATE ACTION EVEN MORE EFFECTIVE. THAT'S ALL I HAVE. THANK YOU FOR YOUR TIME. QUICK'S COUNSEL, COMETS OR QUESTIONS? QUICK'S THEY GAVE MR. PRESIDENT. I DON'T KNOW IF THIS MIGHT BE FOR JOHN OBERLANDER. OR WHOEVER. BECAUSE THIS IS THE RESOLUTION THIS IS ASPIRATIONAL AND NOT BITING FOR THE CITY COME AT THE BANK 'S MARKS AND GOALS, IS THAT CORRECT?

>> OKAY. I JUST WANT TO CLEAR THAT UP. . QUICK'S COUNSEL FIN? QUICK'S HEY ALEXIA.

CAN YOU GIVE ASSESSMENT OF WHAT THESE INITIATIVES COST? THERE ARE OUR DOLLAR SIGNS HERE.

ONE DOLLAR TO 4 DOLLAR SIGNS. THAT DOESN'T GIVE ME AN ESTIMATE HOW MANY ZEROS IN SOME OF THES. IS THAT INFORMATION YOU CAN PROVIDE US? ? I THINK THIS IS GONNA GO TO COMMITTEE? FINANCE COMMITTEE. WE CAN HAVE AN IDEA OF WHAT SOME OF THESE INITIATIVES COST TO EFFLUENT THAT WOULD BE HELPFUL TO CONSIDER EACH ONE OF THEM IN THE IMPLEMENTATION PROCESS.

>> COUNSELOR WORRELL? >> IT COULD BE 5 YEARS, JUST BALLPARKS. HEY, THIS COULD BE 1 TO 5 MILLION. THIS COULD BE NOTHING BECAUSE IT'S GONNA GO TO THE CITY NEWSLETTER FROM EDUCATION STANDPOINT. JUST GIVE US SOME IDEAS AT LEAST FOR THE BIGGER DOLLAR ITEMS, RIGHT? WHILE THIS HAS DEVELOPED THERE HAD TO BE CONVERSATION ABOUT IT. LIKE TO BETTER UNDERSTAND

THAT. >> I CAN WORK WITH AN IT PCONSULTANT TO GET SOME NUMBERS AND WHAT SOME OTHER CITIES HAVE HAD COST US WILL QUICK'S CITYWIDE TRANSPORTATION, THAT'S A HARD ONE. I DON'T WANT TO SPEND MONEY WITH THE ISSUE IS. THERE ARE SOME OTHER ONES YOU

COULD GIVE AN IDEA FOR. >> YEP. >> THANK YOU.

>> COUNSELOR WORRELL? >> THANK YOU MR. PRESIDENT. ALEXIA I WANT TO THANK YOU FOR THE WORK YOUR TEAM DID. I WANT TO SUPPORT COUNSELOR GREENS COMMENTS. GREAT TO HAVE EVERYONE HERE SUPPORTING THIS. AND TO HEAR YOU UNTIL YOUR REASONS. LOOKING FORWARD TO THIS GOING TO COMMITTEE. I WANT TO LEARN AS MUCH AS I CAN ABOUT IT. NO PROBABLY THE PREFERENCES TO PASS IT AND GO ON HER MERRY WAY. WE NEED TO PUT SOME WORK INTO THIS.

UNDERSTAND IT. WITH THE WORK COMES APPRECIATION FOR WHAT'S IN IT. THE OTHER COMMENT I WANT TO MAKE WAS I WANT TO CLARIFY BECAUSE OF THAT HE RECEIVED AN EMAIL AND ENSURE THERE WILL BE MORE TO COME. AS TO WHAT OF THE EXPECTATIONS OF THIS DOCUMENT? ALEXIA, MAYBE YOU COULD CLARIFY FOR ME THAT THE ITEMS IN HERE THAT COUNSELOR FINKAM IS PICKING MET WITH DOLLAR SIGNS. THESE ALL RELATE TO STRATEGIES, THE CITY CAN DEAL. IS THAT CORRECT?

>> I MEAN OBVIOUSLY I COULD DO IT TOO EARED IN JUST INTERESTING EMAIL I RECEIVED TODAY IT WAS QUESTION. I DON'T KNOW IF IT'S OUT IN THE MEDIA OR WHERE THIS PERSON GOT IT.

12 TO GET RID OF MY GAS POWERED LAWNMOWER. IF I'M JUST LIVING ON X AND IN CARMEL. THESE ARE

STRATEGIES FOR THE CITY TO DO AS LEADER? >> YES THESE ARE THE STRATEGIES FOR THE CITY WE WOULD DO INTERNALLY. THEN THERE ARE COMPONENTS OF EDUCATION AS WELL AS PART OF THE CLAIMANT ACTION PLAN. HOPING SOME RESIDENTS WOULD DO SOME OF THIS ON THEIR OWN. THERE'S NOT A LOT OF MANDATES FOR INDIVIDUAL RESIDENTS TOO APPEARED QUICK'S I THINK THAT'S IMPORTANT. CHANGE IS INCREMENTAL. SO, HAVING SAID THAT I'M NOT GONNA TAKE COUNCIL TIME NOW. I WANT TO GET TO COMMITTEE TO UNDERSTAND HOW THE CITY WILL HANDLE T-3 AS AN EXAMPLE. PROMOTE ELECTRIC EV LEASING AND PURCHASING. I FOUND THAT AN INTERESTING CONCEPT TO THINK HOW A CITY MIGHT DO THAT. ANYWAY. I'M LOOKING FORWARD TO

[01:10:03]

THE DISCUSSION AND DIALOGUE. >> COUNSELOR NELSON? >> THANK YOU MR. PRESIDENT.

THE QUESTION IS, WHAT KIND OF WORLD ARE WE GONNA LEAVE OUR CHILDREN AND OUR GRANDCHILDREN? WHAT KIND OF WORLD ARE YOU GOING TO INHERIT? I THINK IT'S AN OPPORTUNITY FOR ALL OF US TO LEAVE A LEGACY AND HOPEFULLY IT WILL BE A POSITIVE ONE. I WANT TO THANK ALL OF YOU GUYS FOR YOUR LEADERSHIP. MANY OF YOU I RECOGNIZE. LEO I SEE YOU IN THE BACKGROUND TOO. WANT TO SAY THANK YOU SO MUCH FOR YOUR LEADERSHIP. THANK YOU FOR ROLLING UP YOUR SEAS FOR CARRYING THIS MUCH AND WILLING TO SHOW UP. AND TO ALL THESE THINGS. SOMETIMES I SOLD PEOPLE, WE NEED LEADERSHIP LIKE URS TO MOTIVATE US. THIS PROPOSAL ALEXIA AND STEPHANIE, THANK YOU SO MUCH. YES, HAVING RECORD HEAT WAVES NOW. WE ALL NEED TO HAVE CLEAN WATER AND CLEAN AIR AND A LOT OF THE SUGGESTIONS HERE WILL HELP US DO THAT. THANK YOU SO MUCH.

THANK YOU FOR YOUR EFFORT. >> COUNSELOR HANAN? >> THINK IT MR. PRESIDENT.

AGAIN, I ECHO THANK YOU FOR BEING HERE. I THINK THE MEMBER THE NUMBER THE COUNSELORS MET WITH YOUR GROUP AND I APPRECIATE THE ADVOCACY FOR THAT. YOUR FUTURE LEADERS AND YOU DESERVE A SAY IN THIS. I WOULD SAY GLAD THIS IS GOING TO FINANCE COMMITTEE. I'M ONE OF AT LEAST A COUPLE GEEKY WONKY PEOPLE APPEAR THAT WANT TO KNOW HOWEVER GONNA DO THIS. WAS GONNA BE ACCOUNTABLE? WHAT ARE THE TIMELINES AND HOW WILL WE MEASURE IT? THIS ISN'T JUST A FEEL-GOOD MEASURE THAT WE PASS. WE WILL TALK ABOUT THAT FINANCE COMMITTEE AND BEYOND. THERE IS A COMMENT IN HERE FOR EXAMPLE OF HAVING A FULL-TIME SUSTAINABLE CORRELATOR. A GREAT IDEA. THE BIG PROJECT I LEAD HAS ACCORDING TO HER. THIS CAN HIRE THEM? WHAT ARE THE QUALIFICATIONS? WHO WILL THEY REPORT TO? HOW WILL WE MEASURE THE JOB PERFORMANCE? ETC. I WOULD SAY FOR MY PART I KNOW COUPLE OF OTHER SELECT COUNCIL. WERE NOT INTERESTED IN JUST PART PASSING BUT IT GETS IMPLEMENTED BEYOND THE HORIZON THROUGH THE NEXT ADMINISTRATION AND BEYOND. THANK YOU FOR BEING HERE TODAY.

>> COUNSELOR GREENE? >> A QUICK QUESTION FOR EITHER ALEXIA OR JOHN. DON'T NECESSARILY NEED THE ANSWER TONIGHT. YOU CAN BRING IT TO US IN COMMITTEE. I WANT TO SAY IN A FOLLOW-UP. NOT ONLY DID I APPRECIATE WHAT THE STUDENTS BUT THE ADULTS THAT ARE COMMENTS REALLY ARE. I APPRECIATE THAT AS WELL. AND HAVE A NEW GUIDE THE STUDENTS ON THE JOURNEY THAT THEY'RE GOING. THE QUESTION IS, SINCE THE COMPANY HAS A PLAN WILL PROBABLY CONCLUDE SEVERAL MONTHS FROM NOW. WHAT HAPPENS IF THERE IS CONSISTENCY'S BETWEEN THE RESOLUTION THAT'S POSSIBLE THE COMP VERSUS COMPREHENSIVE PLAN TO COME? IF

YOU KNOW THE ANSWER NOW. >>THE ONLY THING I WILL SAY THAT IS WHILE WE WERE DEVELOPING THE COPPER HAS A PLAN WE TRY TO TAKE INTO ACCOUNT WERE ALSO WORKING ON IT CLIMATE ACTION PLAN AND TRY TO HAVE CONSISTENCY BETWEEN THE 2 DOCUMENTS. UNLESS THERE ARE MAJOR CHANGES MADE AT THE COMMITTEE TO THE COMPANY HAS A PLAN THEY SHOULD BE FAIRLY WELL

IN LINE. >> THERE WAS SOME INCONSISTENCY ABOUT THE NEIGHBORHOOD SHOPPING, IN THE 20 MINUTE WALK AND ALL THAT STUFF WAS TICKET OUT OF THE COMPREHENSIVE PLAN

THAT STILL IN THE RESOLUTION. >> WAS TICKET OF THE COMPREHENSIVE PLAN, RIGHT.

>> SHE'S ACKNOWLEDGING THAT IT WAS TAKEN OUT OF THE COMPANY AND SUPPLANT.

>> I DON'T BELIEVE WE MENTIONED THAT IN THE CLAIMANT ACTION PLAN. WE CAN MAKE SURE.

>> JUANA POINT OUT THE COMPREHENSIVE PLAN AS A GUIDE. IT'S NOT ZONING OR LAW. IT IS

A GUIDE. COUNSELOR CAMPBELL? >> THINK IT MR. PRESIDENT. DENT. THANK YOU TO EVERYONE ERYONE WHO'S BEEN CONTACTING AND THOSE THAT TALK TONIGHT WE HAD GOOD CONVERSATIONS AND I'VE LEARNED A LOT.. WHAT WE DO IS COUNSEL HAS TAKEN A CONSIDERATION HOW ACTIONS IN FACT OUR ENTIRE ESTATE. WHILE I KNOW A LOT OF YOU WANTED ACTION TAKEN TONIGHT. I THINK WE DO NEED TO HAVE MORE CONVERSATION. ALEXIA, YOU TALKED ABOUT TRANSPORTATION.

I'M GOING TO KIND OF PULL COUNSELOR ORAL INTO THIS CONVERSATION AS WELL. ONE OF THE STUDENTS MENTIONED PUBLIC TRANSPORTATION. AND AT THE HIGH SCHOOL WE HAVE ACCESS TO A PRETTY LARGE SIZE OF PUBLIC TRANSIT BUILT IN. YET SO FEW STUDENTS TAKE ADVANTAGE OF IT.

SO FEW STUDENTS RIDE THE BUS TO SCHOOL. WE FOUND 2 PASSED SUBORDINATES TO CONTROL PARKING AROUND THE HIGH SCHOOL. CARS HAVE BEEN IDLING AND WAITING TO PICK UP STUDENTS. I'D LIKE TO GET A BETTER IDEA OF WHAT THE EXPECTATIONS ARE FROM THE STUDENTS. IF THEY'RE NOT USING

[01:15:07]

PUBLIC TRANSPORTATION WHAT IS THE EXPECTATION GOING FORWARD? I THINK THAT'S KEY TO OUR CONVERSATION. I DON'T KNOW WHAT PERCENTAGE OF THE STUDENTS RIDE THE BUS. A LOT OF US PASS BY BUSES AND VERY FEW STUDENTS ARE WRITING THEM. I DON'T KNOW IF THERE'S A PERCENTAGE IF THAT HAS EVER COME UP COUNSELOR ORIOLE. BE CURIOUS TO KNOW THOSE NUMBERS.

>> IT HAS. I THINK A FEW MEETINGS BACK I ACTUALLY RATTLED OFF THE STATISTICS.

I'M GONNA SEE IF I CAN STILL DO IT. MAYBE COUNSELOR GREENE CAN HELP ME. RIGHT NOW IT'S ESTIMATED WE HAVE AT LEAST 1500 STUDENTS WHO SHOULD BE RIDING THE BUS. NOT DOING SO IF MY

MEMORY IS CORRECT. >>COUNSELOR FINKAM? >> COUNSELOR WORRELL, PERHAPS ONE OF YOUR CONSTITUENTS THAT CONTACTED YOU, THE PLANT DOES A GREAT JOB OF PUTTING AN ASTERISK AFTER ANY DOLLAR SIGNS WHERE THERE IS A POTENTIAL MANDATE FOR PRIVATE INSTITUTE TO ALSO HAVE A COST. SO, MAYBE A SPECIAL ADDITION TO THOSE WHERE THOSE ARE ASTERIX. THERE THINGS IN THERE ABOUT WAYS RECYCLING CONTAMINATION, PUBLIC TRANSPORTATION, BUILDING CODE.

PERHAPS THAT IS WHERE CONSTITUENTS LOOKED OUT. THOSE ARE AREAS OF INTEREST TO ME.

AS WE ALSO LOOK AT AFFORDABILITY OF HOUSING AND OTHER THINGS I WANT TO MAKE SURE I'M NOT SENDING MIXED MESSAGES THERE EITHER. ANYWAY, I JUST WANT POINT THAT OUT.

>> REAL QUICK I KNOW SOME OF YOU ARE DISAPPOINTED THAT THIS WASN'T GOOD TO GET VOTED ON TONIGHT. AS COUNSELOR CAMPBELL STARTED TO SATEN FEW OF THE OTHER COUNSELORS. IT IS OUR RESPONSIBILITY TO NOT ONLY PASS SOMETHING BUT WE HAVE TO FIGURE OUT HOW IT WORKS. COUNSEL HANDED HAD A GOOD POINT OF HOW WE IMPLEMENT THINGS AND THE COST. WHERE THE PHYSICAL BODY OF THE CITY WE HAVE TO KNOW THAT AHEAD OF TIME. NOT SAYING WE WILL SPEND MONEY BUT WE HAVE TO HAVE AN IDEA SO IT COULD BE BUDGETED FOR IN THE FUTURE. I DID LOOK AT SOME OF YOU AS HER FUTURE LEADERS. REMEMBER THAT. ALL RIGHT, THIS WILL BE GOING TO FINANCE. IT WILL BE MADE

PUBLIC BY JACOB THAT COMMITTEE MEETING WILL BE. >> I HOPE WE WILL SEE YOU THERE

AT FINANCE. WE HAVE TO DO THE WORK. >> E, RESOLUTION OF THE COMMON COUNSEL AT CITY CARMEL INDIANA ACCEPTING THE VOLUNTARY TERMINATION OF PERSONAL PROPERTY TAX ABATEMENT CREDIT TO BLUE HORSESHOE SOLUTIONS INK.
