[11. OTHER REPORTS – (at the first meeting of the month specified below):]
REDEVELOPMENT COMMISSION. MONTHLY.GOOD EVENING COUNCILORS. CARMEL REDEVELOPMENT DIRECTOR. THANKS FOR HAVING ME.
I DON'T KNOW IF WE EVER HAD SO MANY CRANES UP IN THE CITY AS WE DO THREE MONTHS. I HAVE A LOT OF PICTURES FOR YOU TODAY. FINANCIALS, WE ENDED THE MONTH OF MAY BE ABOUT 5 MILLION OF UNRESTRICTED 13 MILLION IF YOU INCLUDE RESTRICTED FUNDS.
HOLLAND IS FINISHED. IT IS UNDER CONSTRUCTION RIGHT NOW. WE GOT ABOUT 18 MONTHS ON THAT ONE. THE WINDSOR THEY JUST STARTED DIGGING OUT THE GROUND FOR ONE LEVEL OF UNDER GROUND PARKING THAT PROJECT WHETHER HAVE.
THESE ARE THE LAST TWO PROJECTS OF CITY CENTER.
BOTH UNDER CONSTRUCTION. I THINK BK101, WITH NEW
[00:05:06]
RESTAURANT HAS THEIR SIGNAGE UP.WE WILL SEE A GRAND OPENING THERE SOON.
MALANGE IS LOOKING BETTER AND BETTER, NOW THAT THE BRICK IS UP. WE CAN SEE WHAT THE FACADE WILL LOOK LIKE. CONSTRUCTION CONTINUES FULL SPEED ON THAT. FIRST ON MAINE THEY NOW HAVE ALMOST A FLOOR OF THE GARAGE BUILT.
THAT PROJECT MOVING FORWARD INCREDIBLY FAST.
MAGNOLIA IS MOVING FORWARD. THEY HAVE THEIR BUILDING PERMITS FOR MULTIPLE BUILDINGS NOW.
WE SHOULD SEE THAT CONTINUING TO MOVE FAST.
IT'S NICE TO SEE THOSE RISE UP ON THE OTHER SIDE OF RANGE LINE AND GIVE A SCALE TO THAT CITY CENTER AND RANGE LINE INTERSECTION. THE CORNER I CAN'T TAKE FULL CREDIT FOR THIS. CITY ENGINEERING IS DOING A WONDERFUL WONDERFUL JOB AT THIS INTERSECTION.
THIS PLACE WILL BE TRANSFORMED.
LOTS OF COOL RETAIL THERE ON THE FIRST FLOOR FACING THE ROUNDABOUT. IT WILL BE A REALLY SPECIAL PROJECT. ONE OF THE THINGS THAT WE'RE DOING IS THE REDEVELOPMENT COMMISSION IS BUILDING A NEW TRAIL HEAD AT THE 116TH FOR THE PARKS DEPARTMENT.
THAT'S GOING TO BE HAPPENING IN THE NEXT YEAR OR SO.
THE SIGNATURE I LOW TO SEE THE STEEL UP TAKING SHAPE.
THAT'S A UNIQUE FEATURE. THAT MOVES FORWARD INCREDIBLY FAST AS WELL. IF YOU HAPPEN TO TRY TO FIND A PLACE TO PARK TODAY AROUND THIS AREA, YOU COULD HAVE USED THESIVING -- THE CIVIC SQUARE GARAGE.
IT'S OPEN TO THE PUBLIC FOR PARKING.
THE STAFF WAS PARKED IN THE GARAGE.
AND WE ALSO REPAVED THAT WHOLE AREA.
IF YOU HAVE BEEN BY THERE AND SAW GRAVEL AND A CUT UP ALLIES, IF YOU WILL, IT'S ALL FRESHLY REPAVED AND LOOKS WONDERFUL. THE GARAGE IS OPEN.
ON THE LEFT YOU SEE THE ART THAT THE REDEVELOPMENT COMMISSION AND THE ARTERY VIEW COMMITTEE HAVE BOTH APPROVED. THOSE ARE MOSAIC PIECES THAT WILL GO IN THE ALCOVES. IT'S DONE BY LOCAL ARTIST NANCY KEATING. ITS GOING TO LOOK REALLY, REALLY COOL. THEY ARE MAKING LOTS OF PROGRESS THERE. YOU MAY HAVE NOTICED IN THE LAST TWO WEEKS THAT THE FORMER WALGREENS BUILDING IS COMPLETELY DEMOLISHED. THE FENCE IS UP.
THEY ARE GETTING READY TO START ON THE PRESIDIUM.
THE TOP FLOOR THE CONDOS AND DESIGN CONTINUES ON FOR THE NEW HOME OF HISTORICAL SOCIETY THAT REDEVELOPMENT COMMISSION AND THE TOWNSHIP ARE PARTNERING ON.
LOTS OF CONSTRUCTION ALL ACROSS THE CITY.
I CAN ANSWER ANY QUESTIONS THAT COUNCILORS MAY HAVE.
>> COUNCILOR AASEN. >> I SAW THERE WERE A COUPLE OF TENANTS FROM THE MONAN SQUARE SHOPPING CENTER.
CAN YOU GIVE US AN UPDATE ON THE TENANTS AND WHAT'S GOING
ABOUT A YEAR AGO THEY ALL THE TENANTS RECEIVED NOTICES, TWELVE-MONTH NOTICE.
THOSE TENANTS ARE ON MONTH TO MONTH LEASES.
WE MADE SURE TO GIVE THEM NOTICE A YEAR AGO ABOUT FORTHCOMING CHANGES TO THAT PLAZA.
I THINK MOST OF THEM ARE RELOCATING.
SOME ALREADY HAVE. THE CONVERSATION CONTINUES ON. ONE TENANT THAT FOUND A NEW LOCATION IS ROMA THAT'S IN THE FORMER BROKER HOUSE SPOT. AND WE'RE JUST WORKING WITH SOME OF THE TENANTS TO SEE WHERE THEY COULD GO.
>> I BELIEVE UNION IS STILL LOOKING.
COUNCILOR HANNON? >> TWO THINGS.
WHEN WILL THAT MONAN SQUARE GO OUT FOR RFP? IS THAT THE PLAN IT WILL BE RFP SIMILAR TO WHAT'S DONE
MAIN STREET AND RANGE LINE? >> THE ONE ON MAIN STREET AND RANGE LINE WAS A REALLY -- THAT ONE WE PUT RFP TO SEE WHO WOULD COME UP WITH WHAT.
I THINK WE'RE TAKING A MORE THOUGHTFUL APPROACH WITH MONAN SQUARE. IT'S ABOUT FOUR TIMES THE SIZE OF THE FIRST ON MAIN SITE.
FIRST ON MAIN YOU COULD DO A KIND OF A ONE PROJECT THERE.
[00:10:03]
BUT THIS IS REALLY MONAN SQUARE IS ESSENTIALLY BEING SPLIT INTO FOUR QUAD QUADRANTS.WE'RE BEING INTENTIONAL IN HOW WE THINK ABOUT HOW THAT WILL BE REDEVELOPED. WE'LL PROBABLY FIRST SEE THE CITY ENGINEERING DOING SOME SORT OF NEW STREET GRID LAYOUT ON THAT PLAZA. PUTTING IN THE UTILITIES AND HANDLING THAT. THEN PROBABLY WILL BE RFPING INDIVIDUAL ALMOST QUADRANTS OF THAT PROJECT AT SOME
POINT. >> A THEN THE OTHER QUESTION, I THINK IT'S ASSOCIATED WITH THE SIGNATURE PROJECT. I WAS SURPRISED TO SEE MAIN STREET CLOSED DOWN THERE AS WELL.
IS THAT BACK OPEN AND IF NOT WHEN WILL THAT BE OPEN?
BECAUSE I DROVE AROUND IT FOR NO REASON TODAY.
THEY WERE DOING A WATER MAIN ISSUE AND IT BURST.
I THINK IT KEPT -- THAT KEPT THE AREA CLOSED FOR A COUPLE OF DAYS LONGER THAN INTENDED.
IT'S OPEN NOW. >> IT'S OPEN AS OF TODAY.
>> ANY OTHER COMMENTS OR QUESTIONS.
>> THANK YOU, SIR. >> NEXT WE HAVE THE CARMEL HISTORIC PRESERVATION COMMISSION QUARTERLY REPORT.
AND YOU'RE STAYING FOR SOMETHING LATER ON IN THE
AGENDA ALSO; CORRECT? >> THANK YOU.
JUST A BRIEF REPORT. THE -- WOULD YOU MIND
INTRODUCING YOURSELF. >> MARK DELOSI.
I'M THE ADMINISTRATOR FOR THE CARMEL HISTORIC PRESERVATION COMMISSION. YES, SO WE SENT OUT IN THE SPRING LETTERS TO ALL OF THE PROPERTY OWNERS ON THE HISTORIC ARCHITECTURE SURVEY THAT WERE ELIGIBLE TO APPLY FOR FACADE GRANTS FOR THIS SPRING ROUND.
AND THE COMMISSION HAD SET ASIDE 25,000 OUT OF THEIR BUDGET FOR THOSE FACADE GRANTS.
AND THEY DID RECEIVE -- WE HAD A PUBLIC MEETING.
MET WITH A NUMBER OF PEOPLE. HAD APPLICATIONS THAT WERE ENTERTAINED. THOSE WERE APPROVED AT THEIR JUNE MEETING AND WE KNOW SOME OF THE PROPERTY OWNERS ALL OF WHICH ARE RESIDENTIAL PROPERTIES ARE ALREADY UNDER CONSTRUCTION AT THIS STAGE. WE ALSO SPENT QUITE A BIT OF TIME PROCESSING COMPLETED FACADE GRANTS THAT HAD FINISHED UP FROM -- THAT WERE APPROVED LAST YEAR.
AND CONSTRUCTION OCCURRED THIS SPRING SO WE DID A NUMBER OF SITE VISITS FOR THOSE.
AS YOU KNOW, WE -- AN ITEM ON THE AGENDA FOR 14-A THAT DEALS WITH THE ADDITION OF A PROPERTY SURVEY.
WE WERE DEALING WITH THAT MATTER AND AS WELL.
AND THE COMMISSION RECOMMENDING THAT TO BE HEARD TO MIGHT BY THE COUNCIL.
AND THEN ALSO DEALT WITH ABOUT HALF A DOZEN DEMOLITION DELAY REQUEST FOR PROJECTS THAT WERE TO MOVE FORWARD. THOSE ALL COME BEFORE THE
COMMISSION AS WELL. >> ANY QUESTIONS?
>> ANY QUESTIONS? >> WE'LL SEE YOU IN A LITTLE
[12. OLD BUSINESS]
>> 12-A RESOLUTION CC-04-18-22-01.
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA. AUGUST 8TH IS NEXT MEETING.
>> B, RESOLUTION CC-06-20-22-02:A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA ADOPTING THE CARMEL CLIMATE ACTION PLAN.
SPONSORS COUNCILORS AASEN, CAMPBELL, NELSON AND HANNON.
REMAINS IN THE FINANCE UTILITIES AND RULES COMMITTEE. NEXT MEETING IS JULY 27TH.
[14. NEW BUSINESS]
PUBLIC HEARING, WE HAVE NONE.>> NEW BUSINESS RESZ SLOOUS CC-07-18-22-02 RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA RECOGNIZING THE ADDITION OF 10330 NORTH MERIDIAN STREET CARMEL, INDIANA AS THE HISTORIC OUTAND THING BUILDING OF THE HISTORIC ARCHITECTURAL SURVEY AS ACCEPTED BY THE CARMEL HISTORIC PRESERVATION COMMISSION. SPONSOR COUNCILOR RIDER.
DO I HAVE A MOTION? >> SECOND.
>> THANK YOU. THE COMMON COUNCIL UPON THE RECOMMENDATION OF THE PRESERVATION COMMISSION IS REQUESTED TO RECOGNIZE THE ADDITION OF 10330 NORTH MERIDIAN STREET. CARMEL, INDIANA TO THE CARMEL HISTORIC ARCHITECTURE SURVEY.
THE BUILDING, DESIGNED BY PROMINENT ARC TEBLTH MICHAEL GRAVES IN 1992 AND COMPLETED IN 1994 IS AN OUTSTANDING
[00:15:01]
EXAMPLE OF POST MODERN DESIGN.>> ANNOUNCE YOURSELF. >> MARK DELOSI.
ADMINISTRATOR FOR THE CARMEL HISTORIC PRESERVATION COMMISSION. AND TONIGHT WE HAVE WHAT MIGHT BE SEEN AS SLIGHTLY UNUSUAL RECOMMENDATION ON THE PART OF THE COMMISSION. IT WAS BROUGHT TO OUR ATTENTION THAT THIS BUILDING WAS NOT INCLUDED ON THE CITY'S HISTORIC ARC ARCHITECTURE SURVEY.
IT WAS DESIGNED IN 1992 AND COMPLETED IN 1994.
IT WAS TO BE CORPORATE HEADQUARTERS FOR THOMPSON CONSUMER ELECTRONICS. WHICH AT THAT TIME WENT ON TO BECOME A MAJOR EMPLOYER OF THE CITY OF CARMEL ABOUT 2000 EMPLOYEES WORKED AT THIS FACILITY.
AS NOTED BY COUNCILOR RIDER, AS HE RED THE INTO IT WAS DESIGNED BY MICHAEL GRAVES. HE'S CONSIDERED KIND OF A STARK-ATECT. HEATS VERY IMPORTANT ARCHITECTURAL DESIGN CIRCLES.
HE IS A HOOSIER NATIVE. HE WAS FROM FORT WAYNE AND DID A NUMBER OF PROJECTS HERE IN THE STATE.
ALSO IN INDIANAPOLIS THE INDIANAPOLIS ARTS CENTER WAS DESIGNED BY GRAVES. ALSO WELL-KNOWN IN SOME OTHER COMMUNITIES. LOUISVILLE THE HUMANA BUILDING CORPORATE HEADQUARTERS.
25-STORY SKYSCRAPER HE DESIGNED.
AND ALSO PRETTY WELL-KNOWN I THINK IN THE CIRCLES IS AN OUTSTANDING OF POST MODERN DESIGN IS THE PORTLAND CITY HALL. PORTLAND CITY BUILDING, WHICH HE WAS ALSO THE DESIGNER OF THAT BUILDING.
ACTUALLY, LANDED ON THE NATIONAL REGISTER OF HISTORIC PLACES AT ONLY 30 YEARS OLD.
AND IF WE APPLY THOSE SAME PRINCIPLES WHILE THIS BUILDING MAY ONLY BE APPROXIMATELY THAT SAME AGE, THE TYPICALLY, WHEN WE'RE LOOKING AT ADDING BUILDINGS ON TO THE LOCAL ARCHITECTURE SURVEY.
WE WOULD BE LOOKING AT 40-YEAR TIME FRAME.
BUT THE REASON THAT THE NATIONAL REGISTER FOR EXAMPLE DID THE PORTLAND BUILDING AND I KNOW MY ORGANIZATION THAT I WORKED FOR INDIANA LANDMARKS OWNS FRANK LLOYD WRIGHT. IT WAS LISTED IN THE NATIONAL RESTER FOR ABOUT 30 YEARS.
IT'S THE WORK OF A MASTER DESIGNER OR MASTER CRAFTSMAN. THAT CAN BE AN EXCEPTION AS TO WHY A BUILDING CAN BE ADDED TO EITHER HISTORIC ARK ARKANSAS ARCHITECTURE.
THEY FELT THIS BUILDING IS A LITTLE BIT UNUSUAL MANY MOST OF THE TIME THAT WE BROUGHT ADDITIONS TO THE SURVEY.
THEY'VE ALL BEEN RESIDENTIAL PROPERTIES.
IN THIS CASE IT'S A CORPORATE ENTITY.
WE FELT THAT IT WAS WORTHY OF ADDITION TO THE SURVEY.
IT'S IMPORTANT TO NOTE THIS DOES NOT DESIGNATE THIS BUILDING AS THE LOCAL LANDMARK.
IF WE WERE TO DO THAT. THAT WOULD COME BACK TO YOU AS AN ORDINANCE. THIS IS SIMPLY ADDING THE PROPERTY TO OUR SURVEY. DOESN'T PROTECT THE BUILDING OR REVIEW ANY KINDS OF CHANGES THAT OCCUR TO IT IN THE FUTURE. COUNCIL, ANY QUESTIONS?
>> MR. WORRELL? >> WOULD -- LET ME ASK THIS FIRST. IS THERE -- IS THE STORY BEHIND THE DESIGN, HAS THAT BEEN MEMORIALIZED AND DOES EVERYBODY KNOW WHAT WE'RE ALL TOLD AT THE RIBBON CUTTING ABOUT IT LOOKING LIKE A CORN FIELD AND ALL
>> IT'S INTENDED TO REPRESENT THE AGRICULTURE GRID OF INDIANA. THAT'S WHAT IS REPRESENTED ACROSS THE FACADE. THAT CHECKER BOARD PATTERN.
>> TAKING THAT THOUGHT JUST A STEP FURTHER, IS THERE SOMETHING THAT KEEPS YOU FROM REQUESTING IT TO BE A
WHEN WE DID OUR INITIAL SURVEY, I THINK THE SURVEYORS WHEN THEY WERE GOING OUT WERE LOOKING AT AGE AS A FACTOR. WHEN THE COUNCIL ADOPTED THE
[00:20:03]
INITIAL SURVEY BACK IN 2014. THIS BUILDING WOULD HAVE BEEN ABOUT 20 YEARS OLD. IT WAS SORT OF PROBABLY VIEWED BY OUR SURVEY TEAM AS PROBABLY JUST TOO NEW AT THAT TIME. NOW THAT IT'S TAKEN ON AGE AND PERSPECTIVE. I THINK THAT CERTAINLY IT'S BEEN AROUND FOR AT LEAST A GENERATION THAT IT'S WORTHYOF ADDING TO THE SURVEY. >> OKAY.
>> I WOULD JUST ENCOURAGE YOU TO MAYBE LET US KNOW IF IT'S NOT WORTHY OF BECOMING A LANDMARK.
>> OKAY. OR HAVING THAT DESIGNATION.
IF IT IS, I WOULD LOW TO HAVE IT CONSIDERED.
>> I THINK I PROFESSIONALLY AND THE COMMISSION FEEL THAT IT DOES MEET THE THRESHOLD TO BE ON THE SURVEY, WHICH
IS WHY WE'RE HERE TONIGHT. >> I THOUGHT THERE WAS AN ADDITIONAL DESIGNATION TO MAKE IT A LANDMARK.
>> OF COURSE. I'M JUST SAYING TO GO THAT
EXTRA STEP. >> FOR DESIGNATION AS THE LOCAL LANDMARK, YES, IT WOULD COME BACK TO THE COUNCIL FOR THAT APPROVAL, CONSIDERATION AND APPROVAL.
>> IS THAT THE PLAN? THAT'S REALLY MY QUESTION.
IS THAT THE NEXT STEP OR IS THAT NO BEING CONSIDERED?
>> I DON'T KNOW OR I'M NOT AWARE OF ANY IMMEDIATE PLANS TO DESIGNATE THE STRUCTURE TO BRING THAT BACK TO YOU
ALL AT THIS POINT. >> I WOULD LIKE THE COMMISSION TO GO AHEAD AND TELL US WHETHER IT COULD BE.
I WOULD LIKE TO SEE US LOOK AT THAT.
>> PERSONALLY, I DO BELIEVE IT COULD BE.
I BELIEVE THIS IS ONE OF THE MORE IMPORTANT CERTAINLY ARCHITECT DESIGN PROPERTIES IN THE CITY.
AND OBVIOUSLY A LITTLE BIT OF AGE ON IT AT THIS POINT.
I THINK IT IS WORTHY OF DESIGNATION.
>> VERY GOOD. I WOULD LIKE TO SEE THAT
>> THANK YOU. >> ANY OTHER QUESTIONS OR
COMMENTS? >> THANK YOU VERY MUCH.
ONE OTHER THING, COUNCILOR RIDER JUST TO ADD.
THE OWNER OF THE PROPERTY WAS NOTIFIED SO THAT'S REQUIREMENT OF THE COUNCIL TO MAKE SURE WE NOTIFY PROPERTY OWNERS. AND THAT WAS DONE.
I WANTED TO MAKE SURE YOU WERE AWARE OF THAT TOO.
>> APPRECIATE THAT. THANK YOU.
>> THINK COMMENTS OR QUESTIONS OR A MOTION?
>> MOVE TO APPROVE. >> SECOND.
>> WE HAVE A MOTION AND SECOND.
>> MOVING ON. RESOLUTION CC-70-18-22-01.
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA APPROVING A TRANSFER OF FUNDS FROM THE GRANT FUND, INTO THE CARMEL MEDICAL EXSKROES FUND.
FUND 30 #. PARK AND RECREATION EXTENDED SCHOOL ENRICH. FUND.
FUND 109 AND THE GENERAL FUND FUND 101 SPONSORS.
>> MOVED AND SECONDED. >> THIS IS -- WE ARE PUTTING 6,750 INTO THE BEFORE AND AFTER SCHOOL SCARE.
17,415 INTO THE MONAN CENTER OPERATING FUND AND $540 IN
THE GENERAL FUND. >> ANY QUESTIONS OR
COMMENTS? >> JUST ONE QUICK QUESTION FOR THAT. FUNDS GOING TO THE PARK.
>> THE ARP FUNDS WERE MEANTED MEANT FOR REIMBURSEMENT. THEY WERE DISTRIBUTED BY FEMA. THEY WOULD HAVE BEEN FOR
THANK YOU. ANY OTHER COMMENTS OR QUESTIONS? DO I HAVE A MOTION?
>> MOTION TO APPROVE. >> SECOND.
>> WE HAVE A MOTION AND THE SECOND.
ANY DISCUSSION? >> PLEASE VOTE.
FIRST READING OF ORDINANCE D-2631-22.
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDEPENDENT, AMENDING CHAPTER 3, ARTICLE 1, DIVISION 2. SECTION 3-23, 3-24 AND 3-32 OF THE CARMEL CITY COAT. SPONSOR COUNCILOR FINKAM.
>> THIS ORDINANCE AMENDS THE CITY CODE RELATED TO COUNCIL
[00:25:05]
MEETINGS THAT ARE DUPLICATIVE OR NO LONGER APPLICABLE. THANK YOU.THIS IS TRUE HOUSEKEEPING ORDINANCE.
COUNCILOR FINKAM WAS REVIEWING CITY CODE.
AND THERE WERE SOME PROVISIONS IN THERE THAT ARE VESTIGES FROM AN EARLIER TIME.
I THOUGHT IT WOULD READ BETTER IF WE CLEANED IT UP.
UNDER SECTION 323 QUORUM. THIS IS FROM OUR PREVIOUS DESIGNATION AS THE THIRD CLASS CITY FOR COUNCILMEMBERS. IF YOU LOOK DOWN IN SECTION 332. WE ACTUALLY HAVE THE QUORUM LANGUAGE LAID OUT THAT TAKES INTO ACCOUNT THE SECOND CLASS CITY. AND THAT'S ACTUALLY BEING CLEANED UP A LITTLE BIT FURTHER DOWN.
BECAUSE WE HAD SOME PRE-JANUARY 20, 2020 LANGUAGE IN THERE WITH THE DIFFERENT QUORUM.
WE CLEANED THAT UP. TAKEN OUT 3-23.RIT'S NO LON.
AND SECTION 3-24, DISCUSS THE PRESIDING OFFICER WHICH USED TO BE THE MAYOR, WHICH IS NOW CHANGED TO THE PRESIDENT, VICE PRESIDENT COUNCIL AND THAT IS ALL UNDER SECTION 325. I HAVE JUST STRUCK THAT SECTION. HAPPY TO ANSWER ANY
QUESTIONS. >> COUNCIL, ANY QUESTIONS OR
COMMENTS? >> IF NOT I WOULD ENTERTAIN
SUSPENDING THE RULES. >> I APOLOGIZE.
ONE MORE CHANGE THAT WE DID MAKE THAT DIDN'T MENTION.
THIS JUST TAKES OUT LANGUAGE REQUIRING ANY BLUE CARD SPEAKER TO STATE THEIR ADDRESS.
YOU CAN SEE A LITTLE BIT FURTHER DOWN.
IT DOES SAY THEY HAVE TO STATE THEIR NAME AND WHETHER THEY ARE RESIDENT OF CARMEL. BUT THEY DON'T HAVE TO STATE
THEIR STREET AADDRESS. >> THANK YOU FOR TAKING THIS ON. I WOULD MOVE TO SUSPEND THE RULES AND ACT ON THIS TONIGHT.
>> I JUST WANTED TO POINT OUT ON LINE 52 THERE IT SAYS EACH SPEAKER SHALL BE LIMITED TO THREE MINUTES.
SOMETIMES HAVEN'T WE MADE IT LESS THAN THAT IF THERE'S A LOT OF SPEAKERS. I WANT TO MAKE SURE WE
DON'T -- >> IN COUNCIL WE'VE ALWAYS DONE THREE MINUTES. .
>> IT SAYS RIGHT IN HERE. IT DOESN'T MATTER HOW MANY.
>> WHAT IT SAYS AT THE REQUEST OF COUNCILMEMBER OR THE MAYOR THE COUNCIL MAY SUSPEND THE TIME LIMIT OR ALTERNATE GRANT AN ADDITIONAL THREE MINUTES.
YOU CAN CHANGE AND MAKE IT MORE.
>> DO I HAVE A MOTION? >> WE'RE VOTING.
>> VOTE. >> WE SUSPENDED THE RULES.
AND IT IS 6-0. NOW WE CAN ACT ON THIS
>> PLEASE VOTE. AND IT PASSES, 6-0.
[15. AGENDA ADD-ON ITEMS]
>> NEXT WE HAVE 15, AGENDA ADD-ON ITEMS.
COUNCILOR WORRELL. >> THANK YOU, MR. PRESIDENT.
AT THE LAST MEETING, I HAD FULLY INTENDED TO AMEND ORDINANCE D-26-29-22. I GUESS I NEED -- EXCUSE ME.
MOVE TO INTRODUCE. >> THANK YOU.
AND WE HAD WORKED OUT AN ARRANGEMENT WITH THE VENDORS THAT WERE -- COULD WE HAVE A MOTION TO MOVE TO ADD TO
THIS TO AREA AGENDA? >> SECOND.
>> ANY DISCUSSION? >> PLEASE VOTE.
WE HAD WHAT WE THOUGHT WAS AN AGREEMENT.
WHAT WE LEARNED WAS THERE WERE CUB SUBCONTRACTORS INVOLVED THAT ARE SLIPPING THROUGH THE CRACKS.
HAVING LEARNED THAT, WE HAVE NOW GONE BACK TO THE VENDORS WHO ARE DOING THE CONSTRUCTION IN THIS SPECIFIC AREA. I HAVE ALSO WORKED WITH ONE ZONE. AND THE CHAMBER WHO REPRESENTS SEVERAL CONTRACTORS THAT WORK IN CARMEL ROUTINELY. AND WE HAVE ALL AGREED THAT IF WE DO -- IF THE COUNCIL DOES PASS THIS TONIGHT, EVERYBODY CAN LIVE WITH AN 8:00 START TIME ON WEEKENDS AND HOLIDAYS. NOW, THIS DOESN'T SOUND LIKE A BIG DEAL TO MANY. AND IT MAY NOT SEEM TO YOU.
AND WHAT WE ALSO LEARNED WAS THAT IF WE CODIFY THIS IN
[00:30:03]
THE ORDINANCE WHEN THERE'S A SUBCONTRACTOR THAT NO ONE KNEW WOULD BE ON THE JOB SITE STARTS HAMMERING AWAY AT 6:00 OR WHATEVER TIME SIT.ALL NEIGHBOR HAS TO DO TO CALL 911.
NOW THE OFFICERS HAVE A VERY ORDINANCE.
AND CAN POLITELY ASK THE CONTRACTOR TO SHUTDOWN UNTIL 8:00. WE DIDN'T HAVE THAT WHEN EVERYTHING BROKE LOOSE TWO WEEKENDS AGO.
I AM LOOKING FOR YOUR APPROVAL TO AMEND 26-29-22.
LINE 91 TO READ MONDAY THROUGH FRIDAY AND BETWEEN THE HOURS OF 8:00 A.M. AND 9:00 P.M. ON SATURDAY, SUNDAY AND HOLIDAYS. RECOGNIZED BY THE STATE OF
INDIANA. >> I WOULD ENTER -- ANY COMMENTS OR QUESTION. THEN ENTERTAIN A MOTION TO
SUSPEND THE RULES. >> I WOULD ASK THEM TO NOT CALL 911 BUT THE NONEMERGENCY NUMBER.
>> THAT'S NOT WHAT I WAS TOLD.
>> NOT EVERYBODY HAS THAT. >> WE DID NOT READ IT.
>> SECOND. >> ANY DISCUSSION? PLEASE VOTE. WE NOW HAVE -- YOU CAN ACCEPT THE MOTION TO MOVE ON THIS TONIGHT.
>> MOVE TO APPROVE. >> SECOND.
>> ANY DISCUSSION? PLEASE VOTE.
