ABOUT 1/4 MILE OF SIDEWALK MISSING BETWEEN HUNDRED 31ST HUNDRED 26 STREET. SHELBURNE ROAD. THUS RESULTING IN THE CHILDREN GOING TO SCHOOL THAT RIDE THEIR FROM RIDING ON A RED WINK THAT'S 45 MILES PER HOUR. I THINK IT'S VERY DANGEROUS AND ALSO, I HAVE 2 GIRLS GOING TO THE SCHOOL HERE. SOON. LIKE FOR THEM TO PROMOTE HEALTHY AND SAFE LIFESTYLE BY WALKING OR RIDING THEIR BIKES. IT WOULD BE GREAT IF WE COULD LOOK TO ADDRESS THAT SAFETY ISSUE. SO OUR CHILDREN CAN WALK TO SCHOOL . NOT JUST FOR MY NEIGHBORHOOD BUT THERE'S ALSO THE NEIGHBORHOODS OF CLAIBORNE, I'M IN THE NEIGHBORHOOD OF ASHMORE AND THERE ARE SEVERAL OTHER NEIGHBORHOODS THAT WOULD GREATLY BENEFIT FROM THIS. THE LAST TIME WAS HERE WAS YEAR AGO ON AUGUST 2. OFF MY DAY. REASON WISE ANNUAL NOT SEMIANNUAL IS ON MILITARY LEAVEFOR 7 MONTHS THIS PAST YEAR. FORGIVE ME FOR MISSING THE INTERIM REPORT.

SINCE THE AUGUST 2, 2021 THE EDC HAS MET TWICE. THE FIRST WAS ON OCTOBER 4, 2021.

BOTSWANA DID NOT ATTEND. THE SECOND MEETING WAS ON APRIL 25, 2022. I DID ATTEND THAT MEETING. THEN WE HAVE ANOTHER MEETING SCHEDULED FOR AUGUST 29 AND ANOTHER FEW WEEKS. WE HAVEN'T YET RECEIVED DOCUMENTATION ON THE PROPOSAL OR PROJECTS WE WILL REVIEW. I COULD SHARE ABOUT WHAT WE DISCUSSED AND APPROVED ON AUGUST OCTOBER I'M SORRY APRIL 25. THE THEME MUCH LIKE THE LOCATION IS ENJOYING OUR CITY AND THERE WILL BE MUCH MORE TO AVOID JOY IN OUR CITY. THE COMMISSION REVIEWED AND APPROVED FOR SEPARATE PROJECTS TOTALING 53 AND A HALF MILLION DOLLARS. THE CONCOURSE PROJECT, III AVENUE AT&T PROJECT. THE RS OLD MERIDIAN AND MAIN PROJECT. THE OLD MERIDIAN APARTMENTS PROJECT.

WITHOUT GOING INTO MUCH DETAIL THESE ARE PROJECTS THAT ARE A LOT OF RENTALS BUT ALSO CONDO UNITS AND FOR THE FIRST TIME I BELIEVE IT'S WORKFORCE OR AFFORDABLE HOUSING. REALLY IS A FRIDAY A PROFILE PORTFOLIO OF DIFFERENT PROPERTIES THAT WILL CONTINUE TO BE DEVELOPED FOR THE ENJOYMENT OF THE CITY. ANY QUESTIONS ON THAT SHORT, SHORT REPORT?

[00:10:17]

HERE WE GO. COMMISSION, ABOUT $6 MILLION UNRESTRICTED FUNDS AND ABOUT 15 AND A HALF MILLION DOLLARS OVERALL. CONSTRUCTION CONTINUES TO BE IN FULL SWING. MITCH LAST TIME I THINK I COUNTED 7 CRANES IN THE AIR ONE TIME. SHE'S PRETTY COOL. RIM CONTINUES. THE WINDSOR CONTINUES IF EVERYONE IS WONDERING. PAY WAS AWFUL? JUST SOUTH OF THE CARMICHAEL HOTEL. THOSE GOING TO BE A MULTIFAMILY PROJECT AND THAT WHOLE IS PARKING FOR A PORTION OF THAT MULTIFAMILY PROJECT CALLED THE WINDSOR APPEARED THE CITY HIM TO HIS FULL SWING.

MALONE'S IS GETTING BUILT OUT AND IT'S REALLY NICE TO SEE THE ARCHITECTURE TAKE SHAPE. WE WORKED HARD ON THAT ONE. THOSE ARE VERY PRETTY TOWNHOMES. THE ARCHITECTURE IS GREAT. LOOKING FORWARD FIRST ON MAIN CONSTRUCTION IS IN FULL SWING. THE PICTURES ON A DATE BECAUSE IF YOU DRIVE BY THE NOW YOU WILL SEE LIKE AND A HALF BUILT GARAGE AT THIS POINT. IT'S FLYING. IT'S MOVING FAST. MOVING FAST WITH MENTALLY AS WELL. THOSE OF THE STACKED LATS 3 STORIES WITH A 4-STORY RY SETBACK FOR CELL PRODUCT THAT'S MOVING FORWARD CKLY THE CORNER IS MAKING A LOT OF PROJECTS. THE PICTURES OLD. I THINK THEY ARE AT 2 HALF LEVELS NOW. IT'S MOVING QUICK. GREAT JOB AT THE RUNABOUT AS WELL. IT WILL REALLY CHANGE THAT ENTIRE GATEWAY INTO THE CENTRAL COURT. SIGNATURE CONSTRUCTION IS MOVING FORWARD. THE PICTURE IS ALSO OLD. I WILL UPDATE THOSE. THERE IS NO WOOD FRAMING FOR A LOT OF THE MULTI-FAMILIES UP AS WELL. IT'S COOL TO SEE ALL THAT TAKE PLACE. I MENTIONED BEFORE THE CIVIC SQUARE PARKING GARAGE IS OPEN. PLEASE USE IT. IT'S WONDERFUL. AND AS YOU'RE DRIVING THROUGH IT YOU CAN TELL THERE OPEN SPOTS BECAUSE THERE ARE LIGHTS THAT ARE LIT UP AGREEING TO TELL YOU THAT THERE ARE OPEN SPOTS. BUT THE FIRST TIME WE'VE EVER DONE THAT IN ANY GARAGE IN THE CITY OF CARMEL. THE CROSSING CONTINUES TO BE UNDER CONSTRUCTION FENCING WITH PRESIDIUM 2. LOTS OF GOOD STUFF HAPPENING. THAT CONCLUDES MY REPORT. I'M HAPPY

TO ANSWER ANY QUESTIONS. >> COUNCIL, ANY QUESTIONS? WE WILL HAVE YOU AGAIN LATER IN

THE AGENDA. >> THANK YOU. >> ALL RIGHT. PUBLIC ART

COMMITTEE. WELCOME. >> IT'S GOOD TO BE HERE. THANK YOU. WE HAVE HAD A VERY GOOD YEAR. WE WANT TO GIVE OUR REGARDS TO THE MERRIMAC AND ALL OF YOU. AND CITY STAFF AND HEADER AS WELL. L. EACH OF YOU FIND YOUR TIME TO PARTICIPATE AND ATTEND OUR COMMITTEE MEETINGS AND PARTICULARLY COUNSELOR WORRELL AS HE SPONSORED THE ORDINANCE TO GRADE THE COMMITTEE AND HE HAS BEEN LOYAL AND FAITHFUL TO US THROUGHOUT. WE APPRECIATE THAT VERY MUCH. WE DID TRANSITION BACK TO IN PERSON MEETINGS. A WHILE BACK. JUST RECENTLY DID ADOPT THE VIRTUAL MEETING ATTENDANCE GUIDELINES. THAT ACTUALLY TOOK A LITTLE BIT OF TIME FOR US. A COUPLE OF MEETINGS. READ A COUPLE OF MEMBERS THAT MIGHT SPEND A LITTLE BIT MORE TIME AWAY IN THE MENTOR MONTHS. YET ARE VERY COMMITTED AND ENGAGED SO WE HAD TO FIND THE RIGHT BALANCE THAT WOULD WORK FOR THEM AND ALLOW THEM TO CONTINUE TO SERVE YET HAVE THAT BALANCE IN HER PERSONAL LIFE. WE DO HAVE A UNIQUE I THINK PERSPECTIVE AND EXPERTISE RELATIVE TO PUBLIC ART, REAL ESTATE TO FILAMENT AND PUBLIC AND CIVIL SPACE OF LAMENT. IN THE 9 MEMBERS ARE KAREN PLACER AND I COACHE AL, KEVIN OKAMOTO, KATHY STRAWN, DREW DOYLE, JOY DREES, DONALD TUTWILER AND LUCY SNYDER ALL OF US SERVE THE PUBLIC ART COMMITTEE. WE HAVE ENJOYED IN THE LAST SEVERAL MEETINGS AS WE TRANSITION BACK MORE AND MORE IN ADDITION TO THE STAFF PERSON OR HENRY REPRESENTING OUT OR WHOMEVER THE ARTIST HAS ALSO ATTENDED WHEN THE INTAKE FORMS PROVIDED TO US. THE RELAY PROVIDES FOR MUCH BETTER CONTEXT, A RICHER DISCUSSION A BETTER UNDERSTANDING OF THE ART, WHAT THE ARTIST HAD INTENDED AND IT REALLY SETS THE SORT OF PLATFORM FOR THE COMMITTEE MEMBERS TO MOVE FORWARD PRETTY QUICKLY ONCE WE HAVE THAT INFORMATION. A COUPLE OF KEY HIGHLIGHTS IN THE LAST YEAR. WE DID REVISE THE INTAKE FORM TO PROVIDE A LITTLE BIT OF MORE EXPANDED INFORMATION AND IMPROVE THE INFORMATION WE HAVE WHEN IT'S FIRST SUBMITTED. SO

[00:15:05]

WERE ABLE TO MOVE QUICKLY ON THAT AS WELL. HOLLY HARR MEYER, DEBBIE CLARK IS PROVIDING STAFF SUPPORT AND SHE'S DOING A WONDERFUL JOB THAT TRANSITION HAPPENED RIGHT AT THE FIRST OF THE YEAR I BELIEVE. SHE DOES A REALLY GOOD JOB TO NOT ONLY FACILITATE AN EXCHANGE BETWEEN COMMITTEE COCHAIRS OF VARIOUS CITY STAFF. ALSO, WE DO HAVE, THERE'S A PUBLIC EMAIL THAT EXISTS. SOMEONE CAN EMAIL THE PUBLIC ART COMMITTEE SHE MONITORS THAT FOR US REGULARLY. I APPRECIATE THAT VERY MUCH. AMONG THE HIGHLIGHTS OF PIECES WE'VE HAD SUBMITTED THE LAST YEAR. COSMIC FLOW. IF YOU'RE WATCHING HENRY'S PROPOSAL, THE RENDERINGS AT THE 50 RED TRUCK WAY PARKING GARAGE. THE COSMIC FLOW BY NANCY KEATING, THAT WAS DEPICTED THERE. HER SECOND LOT ON GREENWAY TUNNEL MURAL PROJECT WILL BE OCCURRING.

MICHAEL, HAS BEEN ATTENDING AS WELL AND WE APPRECIATE THAT VERY MUCH. WE REVIEWED BEAUTIFUL RIFF WHICH IS THE JAVESS THAT HAD BEEN ON THE CARTER GREEN THE CITY PURCHASE THOSE. IN PROCESS ON FAMILY OF INDIAN DESCENT. THE LOCATION AND FINAL ART IS TO BE DETERMINED. THEN RELOOK SUNNY INDIANS CLASSIC CARS. THOSE ARE THE PIECES THAT WOULD BE PLACED AROUND LONG 96 3 ON THE ROUNDABOUTS. ARLEN BAYLESS IS THE ARTIST. BEEN FABRIC, A BOMAR. I THINK SOME OF YOU ATTENDED THE TOUR WITH US. WE DID A TOUR OF OMAR. CREDIBLE FACILITY GREAT CAPTIVITY IN HIGH QUALITY WORKMANSHIP. I THINK WE WILL BE PLEASED WITH THE FINAL PRODUCT ON THEM. OTHER HIGHLIGHTS THIS YEAR. WE DID UNVEIL THE PIECE CALLED SWING THE HIGHER MAMA. HAVE ARTIST IN TOWN IT IS LOCATED ON MAIN STREET VETERANS WAY.

DOMINIC HERRERA REPRESENTED BY JANE DURING AT THE QR BUT GALLERY IS A TEAM SOURCED AND PREPARED THAT PIECE FOR US. IT'S A BEAUTIFUL PIECE IS GREAT TO SEE FAMILIES INTERACT WITH THAT PIECE WHEN THEY'RE IN THE AREA. MERRILL AND SOPHIA SQUARE IS THE FINAL PIECE THAT IS IT REALLY A CITY PROJECT BUT THE PUBLIC ART ADVISORY COMMITTEE WAS TAPPED TO PROVIDE INPUT AND GUIDANCE WITH REGARD TO PUBLIC INPUT AND PROCESS. WE SAID YES WE WEDNESDAY WITHOUT DOUBT. OUR NEXT MEETING SCHEDULED FOR AUGUST 16. WE WOULD LOVE FOR ANY OR ALL OF YOU COME SEE US AND WORK WITH US. WE APPRECIATE IT. WE ALL ARE VERY APPRECIATIVE TO

THE OPPORTUNITY TO SERVE THE CITY. SO THANK YOU. ANY QUESTIONS? THANK YOU. >> COUNCIL, ANY QUESTIONS? THANK YOU VERY MUCH. I DIDN'T EVEN HAVE TO CALL YOU UP. PARKS!

>> I'M SURE YOU WILL BE SHOCKED BUT WHEN PRESENTATION WON'T BE QUITE AS BRIEF.

>> IT WILL OR WON'T BE? >> WON'T BE. I'LL TRY TO KEEP IT AS BRIEF AS POSSIBLE.

>> THIS IS FOR JOHN'S FUND. DID YOU GO TO LAW SCHOOL? >> NO I DID NOT. [LAUGHTER].

MAYBE I SHOULD. MICHAEL QUIT SEEN PARK SOME RECREATION. THANK YOU FOR THE OPPORTUNITY TO PROVIDE MY QUARTERLY REPORT FOR PROJECTS AND ACTIVITIES IN OUR PARKS AND REGRESSION SYSTEM. FIRST OF ALL I'M PLEASED TO ANNOUNCE THAT THAT'LL ART PARK IS OPEN WITH AN ASTERIX. THERE COMPONENTS OF THE PARK THAT STILL REMAIN UNCOMMON INSTRUCTION. MOST WILL BE THE TRAIL NETWORKS AROUND THE PARK. OUR CONTRACTOR DOES NOT PARTICULARLY LIKE DEADLINES AND SEEMS TO NOT FIND A GOOD WAY TO MEET THEM. WE CONTINUE TO WORK WITH THEM. WE ARE WORKING WITH THIS IS A CLAY TOWNSHIP PROJECT WERE WORKING WITH HER OWNERS REPRESENTATIVE AND TRYING TO GET THIS PROJECT TO A COMPLETION. IT DOES LOOK LIKE WITHIN THE NEXT COUPLE WEEKS THE TRAILS WILL BE FULLY IN AND SHORTLY THEREAFTER THE POSSIBLE COURTS WILL BE OPEN. REST OF THE PARK IS OPEN. THE PLAYGROUND I'VE NEVER SEEN THIS PARK BUSIER OTHER OF THEM WHEN WE USED TO USE IT AS A BEGINNING AND ENDING SITE FOR TOWARD THE CARAMEL. FOR THOSE OF YOU TO REMEMBER THAT EVENT. IT'S ABSOLUTELY PACKED AND IT'S GREAT TO SEE PEOPLE USING THE PARK. THAT'S A LITTLE BIT WEST OF THE MONON AND ARTS AND DESIGN DISTRICT IN CARMEL. SOME ADDITIONAL PHOTOS OF CHILDREN PLAYING ON THE NEW PLAYGROUND. AS WELL AS PEOPLE PLAYING ON 4 OF OUR 6 NEW PICKLE BALL COURTS IN THE COMMUNITY. ALSO, LAWRENCE PARK ON EAST MAIN STREET WAS OPEN AND WE RECENTLY HAD THE RIBBON-CUTTING FOR THIS. THE PARK IS BEEN OPENED MOST OF THE SUMMER. THE NEW/POUND IS AGAIN VERY POPULAR. AS WELL AS TO PICKLE BALL COURTS WE HAVE IN THIS PARTICULAR PARK. WESTPARK IS EVERY BIT SO CLOSE TO BEING OPEN. IF YOU GO OUT THERE ANIMALS LOOKS LIKE IT'S DONE.

THIS ACTUALLY HAS A SAME CONTRACTOR AS METAL ART PARK. MY COMMENTS ARE DITTO ON THIS

[00:20:09]

PARTICULAR PARK. THE CONTRACTOR IS DOING A VERY GOOD JOB AS FAR AS CONSTRUCTION.

HAVING SOME PROBLEMS WITH SOME OF THE VARIOUS SUBS. MOST NOTABLY IN WESTPARK IS THE VENDOR THAT'S RESPONSIBLE FOR PUTTING UP ALL OF THE FENCING. FENCING IS CRITICAL FOR THIS PARK BECAUSE THE SPLASH PAD IS AN INTEGRATED CANON. WE TALKED ABOUT THAT WITH THE MOUNTAIN IN THE CANYON BEING THE SPLASH PAD. WATER COMING FROM THE HIGHLANDS. THIS PARTICULAR CASE WE NEED TO MAKE SURE WE HAVE THE FENCING IN PLACE BEFORE HE COULD OPEN IT AND HAVE IT SAY FOR THE PUBLIC. UNTIL THE FENCING IS IN PLACE AS MUCH AS I WANT THE PARK TO BE OPEN WE CANNOT OPEN IT. HOPEFULLY SHORTLY. I WILL NOT ESTIMATE WHEN THEY WILL GET IT DONE. THE FENCE CONTRACTOR HAS BEEN REALLY GOOD AT MISSING EVERY DEADLINE. RIVER HERITAGE PARK IS UNDER CONSTRUCTION. IN FULL THRONG. THIS PARK IS LOCATED ON RIVER ROAD A LITTLE BIT NORTH OF HUNDRED 16TH STREET. IT IS ONE OF HER HIDDEN JEWELS. THE HISTORY OF THIS K IT HAD ONE OF THE T ADA POSSIBLE PARKS THE STATE OF INDIANA AND THE FIRST ONE WITHIN OUR PARKS SYSTEM. WERE VERY MUCH RESPECTING HISTORY OF THE PARK AND PROVIDING ASSESSABLE TRAILS TO GET PEOPLE TO THE PARK. WE CALLED IT RIVER HERITAGE BUT UNLESS HE WENT ON SOME SOCIAL TRAILS YOU HAVE NO IDEA WHY. WE NOW WILL HAVE A 3-QUARTER MILE FULLY ASSESSABLE TRAIL THAT GETS YOU OUT TO THE LAKE OR NOT THE LAKE EXCUSE ME. TO THE RIVER. SOME BEAUTIFUL OVERLOOKS. YOU WILL LIKELY SEE SOMEONE LIFE IF YOU'RE THERE IN THE MORNINGS OR EVENINGS TOWARDS DUSK. IT WILL BE A DELIGHTFUL PARK. THE TRAIL INSTEAD OF BEING AN ASPHALT TRAIL IT'S GOING TO BE A SOFT RUBBERIZED SURFACE THAT'S VERY HARD. GOING TO LOOK MORE LIKE THE NATURE TRAILS WE HAVE IN CENTRAL PARK. IT WAS VERY IMPORTANT FOR US TO PROVIDE THE TRUE NATURE EXPERIENCE AND TO ME GOING DOWN AN ASPHALT TRAIL DOESN'T FEEL VERY NATURE ORIENTED. I THINK IT WILL BE A DELIGHTFUL PARK. ADDITIONALLY WE HAVE ALONG THE TRAIL NETWORKS A FEW PLAY EXPERIENCES AS WELL. A NUMBER OF THOSE COULD ALL THE PLAY EXPENSES WILL HAVE RUBBERIZED SURFACE UNDERNEATH. WILL BE VERY WHEEL FROM ONLY FOR MOBILITY CHALLENGES. ALSO HAVE GREAT ADVENTURES LIKE A SUBLIME SIMILAR TO WHAT WE HAVE WESTPARK. IT SHOULD BE A POPULAR PARK. PRETTY OPTIMISTIC THIS PARK WILL BE OPEN BEFORE THE END OF THE YEAR. MAYBE BY THIS FALL. CONTINUING ALONG THE RIVER WE CONTINU TO WORK ON PLANS TO EXPAND THE WHITE RIVER GREENWAY. ULTIMATELY CONNECTING RIVER HERITAGE PARK 246 STREET. ZONING IN ON THE SECTION NORTH TO 146 STREET A FEW COUNSIL MINUTES AGO HE AUTHORIZED THE ADMISSION INTO THE REGIONAL DEPONENT AUTHORITY. THE CENTRAL INDIANA REGIONAL AUTHORITY WHICH IS ADMINISTERING THE READY GRANT THROUGH THE INDIANA ECONOMIC DEVELOPMENT CORPORATION. I WAS 1 O'CLOCK THE COMMISSION. I DON'T WHY. ANYWAY, WE HAVE BEEN AWARDED BY THE RDA A $4 MILLION GRANT TO EXTEND THE WHITE RIVER GREENWAY. WHERE IT CURRENTLY ENDS 2 146 STREET. WORKING IN COLLABORATION WITH COUNTER PRAIRIE RECEIVING EASEMENTS TO EXTEND THIS TRAIL. WE WILL CREATE A TRAILHEAD HERE WHICH WE SHARED WITH YOU BEFORE. THAT IS PARKING, RESTROOM FACILITIES AS WELL AS AN OVERLOOK OF THE RIVER. SO IT WILL BECOME AN EQUITABLE ASSET AND HUGELY POPULAR AND PROVIDE MORE ACCESS TO AND VIEWS OF THE WHITE RIVER. THIS IS BEING DONE IN PARTNERSHIP WITH COUNTER PRAIRIE. A LOT OF THE TROUBLE BE GOING ON THEIR PROPERTY. THIS WILL BE EXTENDING THE TRAIL LESS THAN 2 MILES. VERY EXCITED ABOUT THAT. KEEPING CLOSE BUT THE WHITE RIVER CORRIDOR. ON AUGUST 18 AT 6 PM AT THE PAVILION FOUNDERS PARK WE WILL HAVE A PUBLIC MEETING PRESENTING A CONCEPT PLAN FOR THE DEVELOPMENT OF THOMAS BACH IS NATURE PARK. INVITE THE PUBLIC TO ATTEND THAT. THERE WILL BE VIRTUAL OPTION FOR THOSE THAT CAN ATTEND IN PERSON. CHECK OUR WEBSITE, SOCIAL MEDIA AS WELL AS SIGNAGE ALONG THE PARK THERE. JUMPING SOUTH OF 1/16 STREET, CONTINUING ALONG THE WHITE RIVER AM EXCITED TO HAVE WORKED WITH THE BOARD OF PUBLIC WORKS AND WE RECENTLY BROUGHT AN ALMOST 53 ACRES OF CITY-OWNED PROPERTY INTO THE PARK SYSTEM. OFFICIALLY BECOMES UNDER A MANAGEMENT AGREEMENT WITH CARMEL CLAY PARKS AND RECREATION EFFECTIVE JANUARY 1 OF NEXT YEAR. BABYLON AND CREATE EFFECTIVELY 107 ACRES OF PARKLAND ALONG OR NEAR THE WHITE RIVER SOUTH OF 1/16 STREET. IT GETS US CLOSER TO BE ABLE TO CREATE THE WHITE RIVER GREENWAY GOING SOCKS ALL THE WAY TO 96 STREET. VERY THANKFUL FOR THE BOARD OF PUBLIC WORKS AND ALSO CARAMEL UTILITIES. THE PROPERTY INCLUDE SOME UTILITY SSETS FOR

[00:25:04]

LOVING US TO BRING THOSE INTO THE PARK SYSTEM AND BEGIN DEVELOPING PLANS FOR THAT. WE HAVE SOME PRIVATE PROPERTY OWNERS IN THERE WE CONTINUE TO BE INTEREST AND ULTIMATELY REQUIRING THEIR PROPERTY TO MAKE THIS DREAM A REALITY. WE WILL CREATE AN INCREDIBLE ASSET ALONG THE RIVER AND A WONDERFUL NATURALIZED AREA FOR THE PUBLIC TO ENJOY. JUMPING GEARS A LITTLE BIT GOING INTO OPERATIONS AND PROGRAMMING. WE JUST CONCLUDED, IT'S HARD TO BELIEVE IT'S ONLY AUGUST 1. WE CONCLUDED THE 2022 SUMMER CAMP SERIES WITH SCHOOLS BEGINNING ON THE WEEK IS AUGUST AUGUST 8. WE CAMP OPPORTUNITIES OUGH THE SUMMER.

INCLUDING A VARIETY OF VERY POPULAR SPECIALTY CAMPS. THOSE INCLUDED A STEAM TEAM CAMP WHICH FOCUSES ON SCIENCE, TECHNOLOGY, ENGINEERING, ARTS AND MATHEMATICS. AND FOCUSES ON THE 4 SCIENCES. REVIT IMPACT PROGRAM WHICH IS TARGETED FOR CHILDREN AGES 12 ? 15. IT REALLY IS DESIGNED TO PREPARE THEM FOR THE FIRST JOB. WE'VE ACTUALLY FOUND A NUMBER OF THE PARTICIPANTS IN THIS PARTICULAR CAMP HAVE BECOME SUMMER CAMP COUNSELORS OR PARTICIPATED AS COUNSELORS IN THE BEFORE AND AFTER SCHOOL PROGRAM. IT'S BECOME A RECRUITING EFFORT FOR US AS WELL AS FOR OTHER EMPLOYERS. ANOTHER ONE IS CAMP WAY BACK WHICH EXPLORES OTHER BASICALLY HISTORICAL EVENTS AND HISTORY. OF COURSE SUCCESS ON STAGE WHICH THIS YEAR OFFERED TO RELATE THEATER PRODUCTIONS THIS YEAR IT WAS SHREK AND RUMPELSTILTSKIN PRIVATE EYE. THIS YEAR SUMMER CAMPS WE HAVE 6992 ENROLLED PARTICIPANTS.

WHICH IS AN INCREASE OF 1800 FROM LAST YEAR. WE DID OFFER ACTUAL RESPONSE THIS YEAR AS WE CONTINUE TO EMERGE FROM THE PANDEMIC. WE CONTINUE TO SEE INCREASED PARTICIPATION IN THE.

100 PERCENT OF OUR CAMPS RAN THIS YEAR. WE HAVE NO CANCELLATIONS DUE TO LOW ENROLLMENT. 65 PERCENT OF OUR WEEKS WERE ACTUALLY COMPLETELY FULL AND BOOKED OUT. WE ADDITIONALLY OFFERED 89 FIELD TRIPS THROUGHOUT ALL OF OUR 12 CAMPS. TO A VARIETY OF ATTRACTIONS AND ACTIVITIES IN PARKS BROUGHT TO INDIANAPOLIS AND CENTRAL INDIANA. TRIPS TO PLACES LIKE THE CHILDREN'S MUSEUM OR INDIANAPOLIS COUNTER PRAIRIE AND OTHER ATTRACTIONS LIKE THAT. THEY OFFER 126 FIELD TRIPS TO THE MONON COMMUNITY CENTER OF THE WATERPARK. IT IS IMPORTANT TO US BECAUSE WE TREAT OUR SUMMER CAMPS JUST AS WE DO EXTERNAL SUMMER CAMPS AND OTHER ACTIVITIES. EVERY CAMPER GETS REGISTRATION. TO GAIN ACCESS INTO THE WATERPARK. WHICH IS A GREAT TOOL FOR US AS FAR AS GENERATING REVENUE FOR THE WATERPARK. ON THE SLOW DAYS OVER CAMPS ACTUALLY MAKE IT POSSIBLE FOR THOSE DAYS TO BREAKEVEN. FINALLY OUR SUMMER CAMPS ARE PURSUING NATIONAL ACCREDITATION THROUGH THE AMERICAN CAMP ASSOCIATION. IT'S A VERY RIGOROUS PROCESS TO ENSURE THE FOLLOWING BEST PRACTICES IN PROVIDING THE SAFEST ENVIRONMENT FOR ALL OF OUR CAMP PARTICIPANTS. WE HAD A VISIT THIS SUMMER IN THE HEARING WILL BE THIS FALL AND BASED ON THE FEEDBACK WE HAVE WERE VERY OPTIMISTIC WE WILL BECOME AN ACCREDITED COUNT. AGAIN FOR THE VERIFICATION TO OUR PARENTS AND GUARDIANS THAT WE ARE PROVIDING A SAFE AND WONDERFUL ENVIRONMENT FOR ALL THE PARTICIPANTS ADDING TO OUR NATIONAL CONDITION AS A PARK SYSTEM AS WELL. JUMPING TO THE WATERPARK. AGAIN A VERY POPULAR AND SUCCESSFUL SEASON THIS YEAR. WE HAVE GENERATED THROUGH THE END OF JULY SO AS OF YESTERDAY A LITTLE BIT OVER $1.2 MILLION. JUST AS A POINT OF COMPARISON. ALL LAST YEAR WE GENERATED 970,000 FOR THE 20/20 SEASON. WE ARE SEEING INCREASED PARTICIPATION AS WELL AS REVENUES IN THE FACILITY. OUR ATTENDANCE THROUGH YESTERDAY IT WAS 98,440. ALL OF MY SEASON IT WAS 96,841. AN INCREASE ALREADY OF 1600 AND COUNTING. WITHOUT PART OF THE REASON WE'VE SEEN INCREASE PARTICIPATION IS THAT THERE'S BEEN SOME CHALLENGES WITHIN THE GREATER COMMUNITY, NOT CARAMEL SPECIFICALLY FOR THE METROPOLITAN AREA. A LOT OF PULL FACILITIES ESPECIALLY PUBLIC POOL FACILITIES HAVE BEEN CLOSE. INDIANAPOLIS WAS ONLY ABLE TO OPERATE 7 OTHER 17 POOLS THROUGHOUT THE CITY.

THAT CERTAINLY IMPACTED US. THE CLOSEST FACILITY TO US WAS AT 25TH STREET. OBVIOUSLY THERE WAS A SIGNIFICANT PORTION OF INDIANAPOLIS MARION COUNTY THAT WAS LEFT WITH LITTLE LOCAL

[00:30:07]

OPTIONS AND MANY OF THOSE RESIDENTS CAME AND BENEFITED AND ENJOYED THE WATERPARK.

THAT HAS HELPED US WITH OUR ATTENDANCE. THE REASON FOR LAW OF THE CLOSURES, NOT ONLY HERE IN INDIANAPOLIS BUT THROUGHOUT THE COUNTRY REALLY HAS BEEN A NATIONAL LIFEGUARD SHORTAGE.

IT'S SOMETHING WE'VE STRUGGLED WITH HERE IN CARMEL BUT NOT TO THE DEGREES A LOT OF COMMUNITY SOUTH. WE HAVE FOUND THAT WE WERE ABLE TO GENERATE MORE THAN ENOUGH. REFERENCE 56 LIFEGUARD SHIFTS ON ABRASIVE DAY. IT INCLUDES ALL OF THE SUPPORT STAFF IT GETS CLOSE TO 86 TO 89. THAT'S INCLUDING THE FRONT DESK STAFF AND FOOD SERVICE FOR CONCESSIONS. WHAT WE FIND IS WITH THE SCHOOLS GOING BACK SO EARLY A LOT OF THE SCHOOLS HAVE ONLY STARTED. CARMEL STARTS IN A WEEK. WE FIND IT INCREASINGLY DIFFICULT AS WE GET TO WHAT WE TYPICALLY CALL THE POSTSEASON TO BE ABLE TO MAN OUR OPERATIONS. OUR LAST DAY OF OPERATIONS WILL BE AUGUST 7 BECAUSE WE SIMPLY CANNOT GET LIFEGUARDS OF ANY SIGNIFICANCE AFTER THAT DATE.

WE HATE DOING THAT. WE EVEN EXPLORED CONTRACTING OUT SEEING IF THERE WAS AN OUTSIDE VENDOR THAT COULD SUPPLEMENT TRANSLATE SEASON TO AT LEAST GIVE UP AND DURING THE WEEKENDS. REALITY IS WE COULDN'T FIND ENOUGH GUARDS TO BE ABLE TO PROVIDE A SAFE ENVIRONMENT. THAT'S ALWAYS OUR NUMBER ONE GOAL IS TO ENSURE WE HAVE ENOUGH LIFEGUARDS TO PROVIDE A SAFE ENVIRONMENT. BECAUSE OF THAT YOU HAVE ONE MORE SATURDAY AND SUNDAY TO BE ABLE TO ENJOY THE WATERPARK THEN WILL BE CLOSED UNTIL NEXT YEAR. LAST BUT NOT LEAST. KEEPING ON THE HIRING THING. WE ARE ALWAYS LOOKING FOR PART-TIME STAFF FOR THE PARK SYSTEM. RIGHT NOW MORE FOCUSED ON AFTERSCHOOL COUNSELORS FOR EXTENDED SCHOOL ENRICHMENT. ONE OF THE THINGS I'M VERY EXCITED TO ANNOUNCE IS WE'VE WORKED CLOSELY WITH THE CITY HR DEPARTMENT TO LOOK AT HOW CAN WE INCREASE THE TYPES OF BENEFITS THAT WE PROVIDE. A NUMBER OF THEM ARE THINGS THAT WE ALREADY DO. OF COURSE WE PROVIDE PTO FOR OUR PART-TIME STAFF. WE HAVE RETENTION AND RECRUITMENT BONUSES AND OTHER BENEFITS LIKE THAT. WE ARE VERY EXCITED THANKS TO WORKING WITH CIY HR TO FIND AND WE BELIEVE STILL THIS MONTH WE WILL BE IMPLEMENTING MEDICAL BENEFITS FOR PART-TIME EMPLOYEES UP AT LEAST 10 HOURS A WEEK. WE WILL BE JOINING EMPLOYERS LIKE STARBUCKS AND TARGET AND TRYING TO PROVIDE THOSE TYPES OF BENEFITS. THE BENEFITS THAT WE ARE LOOKING OUT ACTUALLY QUALIFY FOR THE MINIMUM REQUIRED ELEMENTS WITHIN THE PORTABLE CARE ACT. MAYBE NOT QUITE AS ROBUST AS THE HEALTHCARE THAT ARE FULL-TIME EMPLOYEES GET. CERTAINLY THE FULL BENEFITS AND WE BELIEVE THAT WILL HELP US AS FAR AS ATTRACTING NEW EMPLOYEES FOR OUR PART-TIME POSITIONS AS WELL AS RETAINING THE INCREDIBLE EMPLOYEES THAT WE HAVE. WITHOUT I'LL BE HAPPY TO ADDRESS ANY QUESTIONS YOU MAY

HAVE. >> THAT WAS ALONG. ANY QUESTIONS? COUNSELOR FINKAM?

>> THANK YOU FOR THE PRESENTATION AS ALWAYS. QUESTION FOR YOU ON THE MONON.

>> YES MA'AM. >> BECAUSE OF HEAVY TRAFFIC SOME THE LANDSCAPING IS GETTING A LITTLE BEAT UP. WHAT'S THE PLAN FOR REFURBISHMENT? IS IT MIDYEAR ANNUALLY?

>> LOOK AT ESPECIALLY IN CENTRAL CORE TWICE A YEAR DOING REFRESHERS FOR THAT. WE ARE PROBABLY DUE FOR THAT SECOND REFRESH. I KNOW OUR STAFF, ESPECIALLY THE HEAT WE HAD MORE RECENTLY IT TAKES AN EXTRA MEETING. WE WILL TAKE A LOOK THAT CLOSELY.

>> COUNSELOR HANAN. >> THANK YOU. DO YOU HAVE A GUESSTIMATE ON THE OFFICIAL GRAND OPENING OF METAL ART PARK? K? IT'S GOOD TO SEE THE PLAY RUNS OPEN.

>> I THINK THE TRAILS WILL BE OPENWITHIN THE EXT 2 WEEKS. BASED ON THE TIMELINE THEY PROVIDED ME. THE BASKETBALL COURT WILL PROBABLY BE ABOUT A MONTH. ONCE ASPHALT GOES DOWN THERE'S A 2-WEEK OCCURRING TIME TO GET IT STRIPED AND SEALED. I DO BELIEVE WE WILL HAVE THE

TRAIL SYSTEM UP AND GOING WITHIN 2 WEEKS. >> THANK YOU.

>> COUNSELOR CAMPBELL. >> THANK YOU MR. PRESIDENT. FIRST OF ALL, THANK YOU AND YOUR INCLUSION PROGRAMS SUPERVISOR CALVIN SOLARIS FOR BEING SO GREAT TO WORK WITH OUR DISABILITY COMMITTEE. WE'VE COME TO HIM IDEAS. YOU HAD THE ADAPTIVE SWIM LAST WEEK. AS WELL AS OTHER PROGRAMS. YOU GUYS KNOCK IT OUT OF THE BALLPARK AND REALLY APPRECIATE ALL THAT YOU DO FOR PEOPLE WITH DISABILITIES. I DO HAVE A QUESTION ABOUT THE PARKING FOR THE WHITE RIVER TRAILHEAD. TO ME LOOKS LIKE NOT ENOUGH PARKING. HOW DO YOU DETERMINE

[00:35:01]

HOW MANY SPACES AND HOW MANY SPACES WILL THERE BE? >> RIGHT NOW THAT'S CONCEPTUAL.

YOU'RE STILL LOOKING AT EXACTLY HOW MANY WE CAN GET IN THERE. BUT, FOR THIS PARTICULAR LOCATION WHERE LOOKING PREDOMINANTLY AT HOW MUCH WILL THE SPACE PROVIDED US? WE DON'T WANT TO TAKE DOWN TO ANY OF THE TREES IN A PARTICULAR AREA AND WE ALSO KNOW THAT IT'S GOING TO BE CLOSE TO THOMAS MARCUS NATURE WHICH WILL PROVIDE PARKING OPPORTUNITIES AS WELL AS COUNTER PERRY AND ACTIVE ELEMENT PLANS. THERE SHOULD BE PARKING OPPORTUNITIES THERE AS THAT AREA CONTINUES TO GROW. IT'S REALLY BASED ON THE AVAILABILITY OF LAND AND THE

FUNCTIONAL LAND THAT CAN BE USED FOR THAT PURPOSE. >> YOU'RE GONNA GET AS MANY AS

YOU CAN. >> YES. >> COUNSELOR WORRELL.

>> THAT LEADS IN MY QUESTION. GEORGE ECLIPSING YOU AND I COMMUNICATED ABOUT THE PARKING

ISSUE AT FLOWING WELL. >> YES, SIR. >> WERE PARK USERS WERE PARKING IN THE GRASS WHICH WAS NOT EVEN PARK PROPERTY BUT I GUESS GOING OVER INTO NEIGHBORING HOA WATERSTONE. SO, I KNOW IT'S ON YOUR RADAR BUT I DID NOT HEAR THE SOLUTION. HOW'S IT GOING?

HAVE YOU BEEN ABLE TO STOP IT? >> WE HAVE. WE HAVE STRATEGICALLY PLACED SOME BOULDERS AT THE END OF THE PARKING LOT AND IT IS NOW, IF YOU GO PAST IT YOU REALLY TENTED YOUR CAR. I THINK WE HAVE ADDRESSED THAT ISSUE AND I APOLOGIZE FOR NOT DOING A

FOLLOW-UP. >> OH NO. I KNEW YOU WOULD HANDLE IT. JUST A FUN COMMENT.

I RECEIVED AN EMAIL FROM A RESIDENT WAS USING THE PICKLE BALL COURTS AT METAL ARC. SHE STATED THAT WHEN SHE FIRST WENT IT WAS SO POPULAR THERE WAS 20 PEOPLE WAITING TO PLAY. BUT THE REALITY OF WHAT HAPPENED WAS SHE ENDED UP HAVING A GREAT TIME WAITING HER TURN. MEETING HER FELLOW RESIDENTS OF CARMEL. MEETING NEW PEOPLE AND MAKING SOME NEW FRIENDS AND REALLY ENJOYED IT. SHE WAS ALL POSITIVE AND CONGRATULATIONS TO YOU.

>> THANK YOU. >> ANY OTHER COMMENTS OR QUESTIONS? THANK YOU VERY

[12. OLD BUSINESS]

MUCH. >> THANK YOU MR. PRESIDENT. LIVING ON 12 OLD BUSINESS RESOLUTION RESOLUTION CC-04-18-22-01: A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, ADOPTING THE CARMEL COMPREHENSIVE PLAN; SPONSOR: COUNCILOR RIDER.

REMAINS IN THE LAND USE AND SPECIAL STUDIES COMMITTEE THIS REMAINS IN LAND USE AND WHICH IS HERS COULD BE ON THE EIGHTH. RESOLUTION CC-06-20-22-02: A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, ADOPTING THE CARMEL CLIMATE ACTION PLAN; SPONSOR(S): COUNCILOR(S) AASEN, CAMPBELL, NELSON AND HANNON. REMAINS IN THE FINANCE,

UTILITIES AND RULES COMMITTEE. COUNSELOR WORRELL. >> MR. PRESIDENT. YES WE HAD A ROBUST MEETING WHERE WE SPENT, WE WENT THROUGH THE ENTIRE PLAN AND I THINK HAD GOOD CONVERSATION. WE DID RECEIVE A REPORT OR A WRITTEN REPORT, A DOCUMENT THAT OUTLINED AS BEST THEY COULD A VERY COMPREHENSIVE DESCRIPTION OF THE COST THAT WOULD BE AFFILIATED WITH EACH OF THE 42 CONCEPTS THAT ARE IN THE PLAN. SO, WE THEN MOVED TO SOME AMENDMENTS AND I LIKE TO GO THROUGH THOSE IF I CAN. WHICH WOULD THEN LEAD ME TO INFORM THIS BODY THAT THE FINANCE COMMITTEE VOTED I BELIEVE 4 ? 0 TO SEND IT BACK WITH A POSITIVE RECOMMENDATION

AS AMENDED. >> PLEASE GO THROUGH THOSE. >> SO T-2. LANGUAGE AND ALL THE COUNSELORS RECEIVED THIS TODAY I SAW IT COME THROUGH. IT IS REDLINED. T-2 I'M STARTING ON PAGE 23. FOLLOWING COUNCIL APPROVAL WAS ADDED. A COMMUTER LINE FEASIBILITY STUDY WILL ASSESS THE FEASIBILITY OF INTRA-COUNTY TRANSIT SYSTEM AND AN EXPANSION. OF INSTEAD OF REDLINED WE STRUCK REDLINED AND PUT IN A TRANSIT SYSTEM. THAT'S THE FIRST CHANGE.

SECOND CHANGE WILL BE GOING TO THE NEXT PAGE, T6. THE STRATEGY WILL EXPAND THE EFFORTS OF THE BY CARMEL INITIATIVE BY SUBTLE DATING PARTNERSHIP WITH LOCAL EMPLOYERS TO CREATE COMMUTER BICYCLING INCENTIVE PROGRAMS. STRIKE REQUIRING, AT ENCOURAGING. BIKE RACKS FOR EXISTING BUILDINGS AND HOSTING ADDITIONAL BIKER CENTERED EVENTS. THEN WE MOVED TO G WHICH I THINK IS QUITE A FEW PAGES DOWN. LET ME SCROLL DOWN. WE ARE GOING TO GO TO G-TUBE. COME ON PAGE 33. ESTABLISH A POLICY THAT STRIKE UIRES, ADD ENCOURAGES. NEW CONSTRUCTION EVERY DEVELOPMENT TO PROTECT AND ENHANCE THE ENVIRONMENTAL AMENITIES TREE'S, STREAMS REDUCE TREE REMOVAL. ENCOURAGES. THE REPLACEMENT OF CASTLING POWER LAWNMOWERS AND CITY RDWORK WHEN GASOLINE COMMITTEES RETIRED TO ELECTRIC. THEIR CONTRACTORS AS A REPORTED RETURNING THIS BACK WITH A POSITIVE RECOMMENDATION. HOWEVER, WE HAD GOOD DIALOGUE, COUNSELOR HANAN ALSO SUGGESTED THERE BE AN OVERSIGHT LEADERSHIP COMMITTEE ESTABLISHED. I'M GOING TO TURN THE FLOOR OVER TO HIM TO EXPLAIN. HE HAS SENT HIS LANGUAGE.

>> MR. HANNON. >> FIRST OF ALL THANK YOU FOR EVERYONE THAT WORKED ON THE PLAN. WE GOT GREAT INPUT INCLUDING STUDENTS FROM CARMEL HIGH SCHOOL. I THINK IT'S A GOOD PLAN. THE CONCERN I HAVE THAT I EXPRESSED AND FINANCE COMMITTEES HELP WE WILL IMPLEMENT THIS. THERE IS A SUGGESTED INHERENT TO HAVE A SUSTAINABILITY CORRELATOR THAT WILL WORK FOR DOCS. THERE REALLY ISN'T A GROUP LEADERSHIP GROUP THAT WOULD PRIORITIZE THE PLAN. I DON'T HAVE IT WITH ME. WE WENT THROUGH IT IN COMMITTEE ITS PAGE AFTER PAGE AFTER PAGE.

I THINK WE COULD RUN THE RISK OF SORT OF GETTING PUMPED DOWN SO MY SUGGESTION WHICH SEEM TO GET AT LEAST HAD NONCE MY FELLOW COMMITTEE MEMBERS WAS TO ESTABLISH AN EXECUTIVE LEADERSHIP GROUP WOULD ULTIMATELY PRIORITIZE THE PLAN. WE CAN'T DO IT ALL AT ONCE. WE PROVIDE RESOURCES AND DIRECTION TO THE SUSTAINABILITY CORRELATOR AND WOULD REPORT BACK TO COUNCIL ON A REGULAR BASIS. WHAT I SENT EARLIER TODAY AND I COPIED JACOB WAS TO ADDITIONAL COMMENTS OR 2 ADDITIONAL AMENDMENTS. I WILL BE HAPPY TO READ THEM. WITHIN 6 MONTHS HE COMES MIKE PASSING THIS CLIMATE ACTION PLAN A CLIMATE ACTION LEADERSHIP COMMITTEE WILL BE ESTABLISHED. THE LEADERSHIP COMMITTEE IS CHARGED WITH CREATING AND EXECUTING A STRATEGIC PLAN OF PRIORITIZE PROJECTS ALONG WITH PROVIDING RESOURCES AND GUIDANCE. THE LEADERSHIP COMMITTEE SHOULD CONSIST OF HIGH-RANKING REPRESENTATIVES FROM KEY STAKEHOLDER GROUPS INCLUDING THE OFFICER OF MAYOR, CITY COUNCIL, TO PERMIT COMMITTEE SERVICES, ENGINEERING DEPARTMENT, UTILITIES DEPARTMENT, CARMEL CLAY PARKS AND RECREATION, CARMEL CLAY SCHOOLS ANNA LINE NONPROFIT ORGANIZATIONS. THE SECOND MOMENT WHICH GOES WITHOUT UPDATES ON THE CLIMATE ACTION PLAN WILL PROVIDE TO CITY COMES

MIKE ON A REGULAR BASIS. I SUBMIT THOSE AS AMENDMENTS. >> COUNCIL? YOU'RE SUBMITTING

THAT AS AN AMENDMENT? >> AS AMENDED LANGUAGE TO THE CLIMATE ACTION PLAN.

>> OKAY. WHERE WOULD YOU INJECT THAT? >> AT THE LAST SECTION BEFORE THE APPENDIX IS ESSENTIALLY THE IMPLEMENTATION PLAN. SO IT WILL BE INCLUDED WITHIN THAT.

>> 'SEVERYTHING FROM THIS COMMITTEE WOULD BE. >> YOU COULDN'T OBLIGATE THE E EXECUTIVE RANCH TO DO ANYTHING. SO YOU'RE LOOKING FOR OVERSIGHT?

>> CORRECT AND MY CONCERN AND CONCERN FOR OTHERS IF WE HAVE A PLAN BUT NO LEADERSHIP AROUND

HIS WILL SIMPLY NEVER GET OFF THE GROUND. >> I WOULD LIKE THE COUNCIL'S THOUGHTS. WE WANT TO DO IT TO AMOUNT WITH THIS OR CREATED SEPARATELY? >AND HAVE EVERYTHING WORKED OUT WE CREATED OR FOR TO BE WORK IN PROCESS?

>> MY SUGGESTION WOULD BE TO HAVE THIS LANGUAGE IS WITH MODIFIED OTHER LANGUAGE WITHIN THE CLIMATE ACTION PLAN. THERE WOULD NEED TO BE ADDITIONAL STEPS TO ESTABLISH THIS AS

WELL. >> COUNSELORS COMMENTS WEEK COUNSELOR FINK COME.

>> AND THAT WE SHOULD DO BOTH. BUT IN THE PLAN AND SET IT UP LIKE THE OTHER COMMITTEES.

WHERE THE MEMBERS COME E FROM, HOW LONG THEY TE TC. PUTTING IT IN HERE IT SHOWS IT'S CLEARLY

INTENT. >> COUNSELOR NELSON? >> I AGREE. THANKFUL MY CALLING COUNSELOR HANNON CAME UP WITH THIS IDEA. I THINK THIS WILL ENSURE THAT THESE BEST PRACTICES, THE STRATEGIES TO REDUCE OUR CARBON FOOTPRINT WILL HAVE THE PROPER LEADERSHIP

AND WILL ENSURE THAT HAPPENS. >> OKAY. COUNSELOR HANNON. >> THE ONLY CHANGE I WOULD MAKE TO THE LANGUAGE AN AMENDMENT TO I GUESS WE WILL CALL IT IS THERE BE A TIMELINE ON THAT. I

[00:45:04]

THINK ON A REGLET BASIS IS TO BROADEN FOR THIS. I WOULD JUST MAYBE RECOMMEND THAT THERE BE MAYBE SIMILAR TO WHAT HAPPENS TO PARKS AND COMMITTEE MEETING BUT THERE'S AN UPDATE TO

COUNCIL ON A QUARTERLY BASIS. I WILL THROW THAT OUT. >> UNHAPPY WITHOUT. LEFT IT SORT OF OPEN NOT SURE HOW DIRECT WE WILL BE. IF WE SET UPP FORMAL COMMITTEE WE COULD

DO THAT AS WELL PICK. >> COUNSELOR AASEN. >> THANK YOU MR. PRESIDENT.

BECAUSE EVERYTHING IN THIS DOCUMENT IS SOMEWHAT ASPIRATIONAL. . ADDING THIS LANGUAGE WOULD BE SUGGESTING THAT THE COMMITTEE BE FORMED. THAT WE WOULD TAKE A SECTION ACTION TOOK FOR THE COMMITTEE. BETWEEN THAT TIME WITH THEIR CERTAIN CHANGES WE COULD MAKE

THEM THIN. >> THAT IS CORRECT. >> OKAY, I SUPPORT THIS. I DO KNOW THERE WERE SOME SAY THEY WERE DISAPPOINTED BECAUSE SOME THINGS WERE CHANGED FROM ACQUIRED TO ENCOURAGED. I WILL TELL YOU BUT TO GIVE US ADDITIONAL ACTION THIS DOCUMENT THERE'S GREATER LIKELIHOOD THINGS GET ENACTED IN THESE CHANGES TAKE PLACE. I SEE THIS ALL AS A POSITIVE I WOULD SUPPORT THAT. ASK COUNSELOR CAMPBELL.

>> THANK YOU MR. PRESIDENT. I SUPPORT PUTTING THE LANGUAGE IN AS COUNSELOR FINKAM INDICATED BOTH IN THE PLAN THEN ALSO FORMULATING A MORE DETAILED ORDINANCE CREATING THE

COMMITTEE. >> WE HAVE A MOTION? FOR THE AMENDMENT FIRST.

>> SO MOVED. MAKE THE AMENDMENT TO ADD THE 3 ITEMS. >> DO YOU WANT TO READ THAT IN?

>> THANK YOU VERY MUCH. SO THIS IS TO AMEND G ? 5, G ? 2, 2 ? 2, T ? 6 AND YOU NEED THE

ACTUAL AMENDMENTS? >> YOU'VE ALREADY READ IT IN THE RECORD. WERE GOOD THEN.

COUNSELOR FINKAM? >> POINT OF ORDER. SO THE MOMENT WOULD ALSO INCLUDE THE LANGUAGE THAT COUNSELOR HANNON READ. JUST TO GET THAT IN THE RECORD.

>> IS HER SECOND? >> SECOND. >> ANY DISCUSSION? YOUR VOTING ON THE AMENDMENT. PLEASE VOTE. WE CAN NOW DEAL WITH ITEM AS A MEMBER.

>> MOVED TO APPROVE. QUICK SECOND. >> ANY DISCUSSION? PLEASE VOTE. VOTE. THAT PASSESTHANK YOU VERY MUCH. THANKS FOR YOUR WORK. AND FINANCE COMMITTEE.

I THINK WE WILL SIGN YOU THE PROCESS OF STARTING AND FIGURING OUT HOW WE WILL ARRANGE THAT. SO THAT'S ON YOUR AGENDA. [LAUGHTER]. YOU'RE WELCOME. EVERYBODY HEAR THAT? FINANCE MEETING WILL BE TAKING UP SETTING UP THE COMMITTEE. ALL RIGHT, NEXT.

[14. NEW BUSINESS]

BE GONE. NEW BUSINESS. RESOLUTION CC RESOLUTION CC-08-01-22-01: A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, APPROVING CERTAIN MATTERS IN CONNECTION WITH THE ESTABLISHMENT OF THE FLORA ECONOMIC DEVELOPMENT AREA; SPONSOR: COUNCILOR

WORRELL. >> MOVED INTRODUCE. >> THIS SYNOPSIS: APPROVES THE EXPENDITURE OF UP TO 3 MILLION DOLLARS BY THE CARMEL REDEVELOPMENT COMMISSION FROM THE 2021 REDEVELOPMENT DISTRICT BOND FOR THE PURCHASE OF 7 PARCELS OF REAL PROPERTY RELATED TO A PROPOSED REDEVELOPMENT PROJECT. DIRECTOR MISS TESKE IS HERE TO

SPEAK. >> THANK YOU COUNCIL. BEFORE CALL MY FRIENDS APPEAR WANT TO LAY OUT FOR YOU HOW WE GOT HERE IN 2021 CITY COUNCIL PASSED A TIFT BOND THAT INCLUDED LAND ACQUISITION FUNDS. ONE OF THE CONDITIONS WAS IF THERE'S ANY AMOUNT OVER $50,000 THE REACH OF MOMENT COMMISSION WISHED TO USE THAT WE WOULD COME BACK TO COUNCIL AND ASKED PERMISSION.

THAT IS WHY WERE HERE. ASK FOR PERMISSION TO USE PREVIOUSLY ALLOCATED TIFT FUNDS FOR LAND ACQUISITION. THE OTHER CAVEAT IS WEALTHY AGENDA STILL SHOWS 3 MILLION THAT REQUESTED THE 3.5 MILLION. IF THE COUNCIL IS COMFORTABLE AFTER THE PRESENTATION I WOULD REQUEST THERE IS AN AMENDMENT TO MAKE IT 3.5 MILLION IN LAND ACQUISITION COST NOT 3 MILLION.

WITH THAT I WOULD LIKE TO CALL HIM ADAM HILL OF LAURA CORPORATION AND CRAIG HUGHES OF HUGHES CULINARY TO HELP DISCUSS THE INTENT OF WHAT WE WOULD LIKE TO USE THE LAND ACQUISITION FUNDS FOR. WITH THAT I WILL TURN IT OVER TO ADAM TO DISCUSS THE PROJECT AT

111 S. RIDGELINE ROAD. >> GOOD EVENING EVERYONE ADAM HILL CEO OF MORAL CORPORATION.

BASED IN INDIANAPOLIS CURRENTLY. PLANNING TO MOVE OUR OFFICE THIS NEW BUILDING IF EVERYTHING GETS APPROVED. LAURA WAS STARTED BY MY GRANDFATHER BACK IN 1965. HIS NAME WAS LEON ALL THE RIGS. HENCE THE NAME ALOMAR. I HAVE CRAIG HUGHES WITH. FEEL FREE T

GIVE BACKGROUND. >> GOOD EVENING COUNSELORS. I'M CEO OF HUGHES CULINARY WE OPERATE INDEPENDENT RESTAURANTS IN CENTRAL INDIANA. THE AGENCY IN FISHERS. WITH 6 RESTAURANTS AND WERE LOOKING FORWARD TO HOPEFULLY COMING TO CARMEL AND BRINGING IN 1933 LOUNGE ON

RIDGELINE ROAD. THANK YOU. >> WE WANTED TO BRIEFLY SHOW A COUPLE OF PICTURES. THIS PROJECT IS IN CARMEL THAT WE COMPLETED IT'S OVER ON MAIN STREET. SOME OF YOU MAY HAVE PASSED IT. IT'S OVER BY THE EDWARD ROSE DEVELOPMENT. THIS IS A PROJECT, THIS IS A MULTILEVEL PROJECT. WE WANTED TO GIVE JACK A SAMPLE OF A PROJECT WE'VE DONE MIKE MONON.

HAS A ROOFTOP PATIO AND A RESTAURANT ON THE FIRST FLOOR. THESE ARE COUPLE IMAGES OF 1933 LOUNGE. I DON'T KNOW HOW MANY OF YOU HAVE BEEN THERE. IT'S PHENOMENAL. EVERYONE HAS HAD THEIR SHORT COCKTAIL BEFORE. [INAUDIBLE] I THINK EVERYONE IS CLEAR THAT THE ADDRESS 111 S.

RIDGELINE. TRIED TO ZOOM OUT HERE. DIRECTLY TO THE WEST IS THE INDIANA DESIGN CENTER. TO THE NORTH ONE BLOCK IS MAIN STREET. WE CURRENTLY OWN OR HAVE ANY CONTRACT EVERYTHING THAT IS SURROUNDING THAT EXCEPT THE ONE PARCEL THE REDEVELOPMENT COMMISSION AMBIENCE. EVERYTHING THAT'S OUTLINED IN RED. THIS IS JUST A LITTLE BIT MORE OF A ZOOMED IN IMAGE. WE WANTED TO TAKE A FEW PICTURES OF WHAT'S EXISTING. YOU'VE PROBABLY DRIVEN BY NUMEROUS TIMES AND KNOW THIS. THIS IS SOMEWHAT OF A REFRESHER. THAT'S THE OLD FAVORITE FINDS ANTIQUE SHOP. WHAT WERE PROPOSING IS ESSENTIALLY TAKING, DEMOLISHING THE EXISTING STRUCTURES AND WE CAN GET INTO SOME DIMENSIONS HERE. WERE BUILDING A 3-STORY

[00:55:04]

MIXED-USE BUILDING THAT WILL FEATURE HUGHES 1933 THE HUGHES CULINARY CONCERT ON THE FIRST FLOOR IN THE NORTHERN PORTION OF THE BUILDING. WILL OCCUPY APPROXIMATELY 7000 SQUARE FEET.

EACH FLOOR PLATES ABOUT 13 TO 14,000 SQUARE FEET. IT WILL OCCUPY THE NORTHERN PORTION THEN THERE WILL BE ABOUT 5000 SQUARE FEET LEFT TO LEASE ON THE SOUTHERN PORTION. THE TOP TUBE FLOORS ARE SLATED FOR OFFICE. LOWER WILL MOVE THEIR OFFICE INTO THE NEW DEVELOPMENT. HERE IS A SITE E PLAN TO THE WEST'S RANGE . THE 3-STORY BUILDING IS OVER FRONTING RANGE LINE. EVERYTHING TO THE EAST I THINK HENRY MENTIONED THERE WERE 12 3/2 STORY TOWNHOMES ON THE EASTERN PORTION OF THE SITE. THEN THESE ARE JUST A RUN THROUGH SOME OF THE DIMENSIONS OF THE NEW DEVELOPMENT. 43,000 SQUARE FEET, 12 GREENHOUSE STORY TOWNHOMES WITH POWDER EUROS. WE ARE MOVING OUR OFFICE AND THE OVERALL INVESTMENT WILL BE APPROXIMATELY 30 MILLION INTO THE 2 ACRE PARCEL ONCE EVERYTHING IS COMPLETE. SO. AT THAT POINT WE CAN OPEN IT UP.

>> IF I COULD I WILL PROVIDE A COUPLE OF MORE DETAILS TO THE COUNCIL THEN WE WILL OPEN IT UP FOR QUESTIONS. TO EVERYBODY. WE ARE RAISING THE ASSESSED VALUE HERE FROM A LITTLE LESS THAN $1 MILLION AN ACRE TO AROUND $7 MILLION AN ACRE. THOSE HOUSES ARE NOT OWNER-OCCUPIED HOUSES RIGHT NOW. THERE ARE RENTALS. NOT REALLY IN GREAT SHAPE. WE ARE TAKING AN UNDERUSED BLOCK AND TURNING IT INTO CORPORATE JOBS, DESTINATION RETAIL, DESTINATION RESTAURANT AND FOR-SALE HOUSING. THE OTHER INTERESTING THING ABOUT THIS PROJECT IS THE CITIES INCENTIVE IS LAND ACQUISITION FUNDS BUT, ALL THE TIF WILL BE CAPTURED BY THE CITY. I'VE A CASH CHELATION DOWN HERE IF YOU CAN SEE. THAT OVER 25 YEARS THE CITY WOULD COLLECT $4.7 MILLION FROM THE TIF FROM THIS PROJECT. WE WILL BE PUTTING IN 3.8 ESSENTIALLY.

WE WILL BE GETTING BACK OVER 25 YEARS 4.7 MILLION. AND EVEN IF WE DO A NET PRESENT VALUE OF THAT AND WERE STILL GETTING BACK ABOUT 3.3 MILLION IN NET PRESENT VALUE AT 3 PERCENT.

WHAT THIS MEANS FOR LESS THAN HALF OF THE MILLION DOLLARS ALL IN WE ARE COMPLETELY TRANSFORMING THIS BLOCK BRINGING JOBS HERE, BRINGING FOR-SALE HOUSING HERE, BRING YOU DESTINATION RESTAURANT HERE. FROM A FINANCIAL STANDPOINT FROM CITY THIS IS AN AMAZING, AN AMAZING DEAL. WITHOUT I'M HAPPY TO ANSWER ANY QUESTIONS THAT CITY COUNCIL MAY

HELP FOR ME OR OR FOR ADAM OR FOR RAIG. >> COUNSELOR HANAN.

>> THINK MR. PRESIDENT. DIRECTOR, 2 QUESTIONS. THE BUMP FROM THE ORIGINAL CREST AND THAT'S WHAT IT SAYS ON OUR AGENDAS IS 3 MILION TO 3 1/2. CAN YOU EXPLAIN WHY YOU NEED

THE EXTRA HALF-MILLION? >> THAT'S QUESTION ONE THEN I WILL HAVE QUESTION TO.

>> THIS PROJECT WAS STILL BEING NEGOTIATED AND THIS IS 3.5 REQUEST IS THE REQUEST TO MAKE THIS PROJECT HAPPEN. SOMETIMES I AM IN A RUSH TO DELIVER AS MUCH INFORMATION AS POSSIBLE.

WHILE THIS DEAL IS STILL BEING NEGOTIATED. 3.5 IS THE FINAL NUMBER TO MAKE IT WORK.

>> AGAIN CAN EXPLAIN THAT TO US , MAKE IT WORK? WHAT IS IT THAT'S REQUIRED TO MAKE THIS

WORK TO BE 3 AND A HALF MILLION VERSUS 3 MILLION? >> PERFORM A DOZEN PENCIL OUT

AND THE PROJECT CAN HAPPEN. IT'S AMOUNTS PROBLEM. >> THE MATH FOR WHO? THE CITY OR DEVELOPER? AGAIN THESE ARE TAX DOLLARS ARE JUST WANT TO HAVE YOU EXPLAIN IT A LITTLE

BETTER. >> THE LAND ACQUISITION INCENTIVE OF 3.5 MILLION PLUS ADDITIONAL PARCEL THAT THE CRC ALREADY OWNED THAT IT PURCHASED FOR $350,000.02 YEARS AGO IS ALL WE ARE PUTTING IN. THAT IS WHAT'S REQUIRED FOR THE DEVELOPER TO BE ABLE TO DO THIS DEAL. IN RETURN, THE CRC CAPTURES ALL OF THE TIF. THIS IS A BIT OF A DIFFERENT DEAL

[01:00:02]

THEN WE ARE USUALLY USED TO SEEING. OVER THE COURSE OF 25 YEARS THAT TIF WILL PAY OUT $4.7 MILLION. SO IT'S A GOOD DEAL FOR THE CITY TO ENTER INTO THIS PROJECT. IF YOU CONSIDER NOT TO COMPARE PROJECTS BUT IF YOU CONSIDER FIRST OF MAY NORTH OF HERE. WE SPENT 4 AND HALF MILLION DOLLARS FOR LAND ACQUISITION. PUT IN ALL THE LAND AND GAVE ALL THE TIF HUNDRED PERCENT OF THE TIF TO MAKE THE FIRST ON MAY PROJECT HAPPEN. HER ONLY INCENTIVE IS

LAND INCENTIVES AND THE CITY GETS TO KEEP ALL OF THE TIF. >> I DO APPRECIATE THAT. I THINK WE NEED TO BE AT THAT POINT BECAUSE WERE SUCH A DESIRABLE CITY. IT'S EITHER ON LAND GIFT OR TIFT GIFT. I LIKE IT'S ONE AND NOT THE OTHER. THE SECOND QUESTION BECAUSE WE VARDY GOT SOME CONCERNS FROM PEOPLE WHO WOULD BE ADJOINING THE TOWNHOMES. THE REVIEW OF THE TOWNHOMES, HEIGHT, ADL, ALL THOSE OTHER APPROVALS, WILL THOSE GO TO THE PLANNING

COMMISSION? >> OF COURSE. >> PUNNING COMMISSION?

>> YES. . THE QUESTION FOR LAND ACQUISITION FUNDS IS TO ENABLE THIS PROJECT TO BE A POSSIBILITY. IF COUNSEL CHOOSES TO ALLOW THATWE WILL BE COMING BACK TO CITY COUNCIL FOR A REZONE OF CERTAIN POINT. OF THESE PARCELSTO SEE ZONING. WE WILL BE COMING BACK I BELIEVE TO VACATE THE ALLEYS IN THIS PROJECT AND JANUARY OF NEXT YEAR WE WILL BE COMING BACK FROM ALLOCATION CREATION. I KNOW HERE WITH US ALSO IS MIKE HARBAUGH THE DIRECTOR OF COMMUNITY SERVICES. IF THERE'S ANY SPECIFIC LAND-USE OR PLANNING QUESTIONS I'M SURE HE

WILL BE HAPPY TO ANSWER THOSE. >> IS JUST TO DEFINE IT. THE CONCERN IS THE SAME AS THE OTHER SIDE OF THE CORE WITH PURE PROJECT ADJACENT TO SINGLE-FAMILY HOMES. JUST BEING UPFRONT IN TERMS OF WHAT THAT REVIEW PROCESS, HOW IT WALK THROUGH. THE NEXT STEP WOULD BE A PUD THAT WOULD COME IN FRONT OF US OR A REZONE TO C2?

>> IT WOULD BE BE A REZONE IS DUE TO THE PLANNING DEPARTMENT WOULD HANDLE ALL OF A DLS AS A

REGULAR COURSE AS THEY ALWAYS DO IN THE SEASON. >> OKAY. THANK YOU.

>> COUNSELOR AASEN. >> THINK MR. PRESIDENT. ON THE ONE THAT PRESENTED THE MOMENT, THE ORIGINAL BOND THAT WE WENT HAVE. ONE OF THE REASONING I DID THAT WAS TO MAKE SURE THAT WE WEREN'T DISPLACING SMALL ALL BUSINESSES AND TENANTS LIKE THAT. NONE OF THAT WOULD

HAPPEN WITH THIS CASE? >> NO. THE ANTIQUE STORE I BELIEVE IS CLOSE AND THERE WERE 2 RENTALS. THERE'S ALSO A LAW OFFICE AND HE IS HAPPY TO MOVE AND I BELIEVE HE BOUGHT SOME

LAND IN WESTFIELD AND IS PROBABLY MOVING THERE. >> OKAY. ONE OF THE QUESTION I HAVE TOO. MENTION THE BENEFIT WE WOULD HAVE FROM TIF FROM THIS PROJECT TOO. ANOTHER BENEFIT WOULD BE THE INCOME TAX FOR MANY OF THE RESIDENTS THAT COME IN THERE. TALK TO ME ABOUT THIS TOWNHOME. WHAT WOULD BE THE AVERAGE PRICE OF THEM AND WHAT KIND OF CLIENTELE

WITH THE ATTRACT? >> TO BE FAIR TO THE DEVELOPER WE KNEW WE HAD TO COME HERE AND ASKED THE FOUNDATIONAL QUESTION OF CAN COUNCIL CONSIDER DOING THIS. THIS IS SOMETHING THAT THE COUNCIL WOULD LIKE TO SEE? TO ME THE STYLE OF TOWNHOMES THAT WE WOULD BE WORKING TOWARDS HIS MAY BE SOMETHING SIMILAR TO WHAT YOU SEE AND WILL LAUNCH. THE MINIMALLY INVASIVE, PRETTY TINY 4-STORY ELEMENT. BEAUTIFUL ARCHITECTURAL ALL AROUND. WE PUT 11 OR 12 NEW TOWNHOMES ON THE SITE THERE PROBABLY GOING TO BE SOMEWHERE BETWEEN 500 AND MILLION DOLLARS EACH. THAT'S INCOME TAXES COMING FROM THOSE EARNERS THAT ARE GOING TO MOVE IN TO THAT AREA. WE ARE GETTING A LOT OF INCOME TAXES BOTH THEIR AND CORPORATE INCOME TAXES AS WELL FROM A NEW HEADQUARTERS THAT ADAM IS GOING TO BRING HERE. DOES THAT

ANSWER YOUR QUESTION? >> COUNSELOR WORRELL? >> CAN YOU PUT THAT SCREEN BACKUP FOR THIS PROJECT. THANK YOU. A COUPLE OF THINGS. LOR, WHERE ARE YOU MOVING YOUR

CORPORATE HEADQUARTERS FROM? >> 63 53 AT RUCKER ROAD IN INDIANAPOLIS. 63 BEDFORD.

WORKS GREAT. YOU CURRENTLY OWN THE FAVORITE FRIES LAND? >> YES.

>> WHAT IS, IF ANY, I RECEIVED COMMENTS ABOUT HISTORICAL SIGNIFICANCE OF WHAT USED TO BE REFERRED TO OR COMMONLY REFERRED TO THAT PROPERLY, STICKLEY'S OLD HOUSE?

[01:05:02]

>> AT A CHANCE TO SIT WITH MY MIKE HARBAUGH AND WE REVIEWED ALL THE HISTORICAL

DESIGNATIONS. THE PROPERTY IS VIEWED AS NOT CONTRIBUTING. >> IN THE CURRENT EXISTING SURVEY IT'S THE LITTLE BLUE HOUSE INSTEAD? OKAY, GOT IT. ALL RIGHT. NOW EVEN IN THIS ROOM THERE ARE SKEPTICS IN THE AUDIENCE. WHY HAS THIS PIECE OF LAND, HOW LONG HAS FAVORITE

FINES BEEN CLOSED OR VACANT? >> WE BOUGHT IT I BELIEVE IT WAS SEPTEMBER OF 2021.

SEPTEMBER OR OCTOBER. >> THEIR TENANT, THE OWNERS, OR THEY WERE TENANT?

>> FAVORITE FINES IT WAS AN OWNER OPERATOR. SHE WRAPPED UP OPERATIONS PROBABLY 2 OR 3 MONTHS AFTER WE CLOSED ON IT. THEN SHE LIVED IN PENDLETON. SO SHE MOVED EVERYTHING BACK TO

PENDLETON. >> HADN'T THE PROPERTY BEEN FOR SALE FOR A WHILE?

>> IS PROBABLY FAIR TO SAY THE ADMINISTRATION HAS BEEN LOOKING AT THIS PROPERTY FOR A WHILE.

THE PRICE WAS NEVER RIGHT. THE DISCUSSIONS ARE ALWAYS ABOUT THE RANGE LINE FRONTAGE. THIS IS THE FIRST TIME WE ARE ASSEMBLING THIS ENTIRE BLOCK. WHICH WAS NEVER CONVERSATIONS.

FAVORITE FINES WILL COME UP FOR SALE, RAZOR PRICE THAN ON SALE. I THINK THEY'LL EXPERIENCE THAT FOR ABOUT 20 YEARS. THIS WAS AN ASSEMBLY OF THE ENTIRE BLOCK. IT WAS UNCLEAR IF THE LAW OFFICE WOULD NEVER MOVE. THERE WAS A LOT OF NEGOTIATION ON BEHALF OF THE CRC AND DEVELOPER TO ASSEMBLE THE WHOLE BLOCK AND TRANSFORM IT ALL AT ONCE.

>> IN THIS PROJECT THERE ARE NO APARTMENTS? >> ONLY JOBS AND FOR-SALE

HOUSING HERE. >> ALL RIGHT. THAT'S ANOTHER DIG I SAW. A LOT OF ASSUMPTION INCLUDED APARTMENTS. FOR THOSE WHO WANT TO KNOW WHY IS YOUR DEPARTMENT INVOLVED IN THIS? WHY CAN'T THESE GENTLEMEN MAKE IT HAPPEN? WHY DO YU HAVE TO BE IN THE MIDDLE OF THIS?

>> YEAH. WELL. DEVELOPING IS DIFFICULT. IT'S EASIER TO DEVELOP ON A GREENFIELD. IT'S A LOT HARDER TO DEVELOP IN A CORE THAT IS JUST MESSY, THERE ARE ALLEYS, THERE ARE EASEMENTS, DIFFERENT OWNERS ARE IN DIFFERENT STAGES OF WANTING OR NOT WANTING TO SELL THEIR HOUSE. OR THEIR PROPERTY. THIS IS WHEN A GOVERNMENT AGENCY IF YOU WILL LIKE THE REACH OF OHMIC COMMISSION KNOWING THAT WE HAVE A GOAL OF INVESTING IN CERTAIN PARTS OF OUR CITY. IN ALL OF OUR CITY BUT GROWING THIS DOWNTOWN. THE REACH OF OHMIC COMMISSION THAT CAN ASSIST WITH KIND OF THE HIGH LEVEL LAND ASSEMBLAGE FOR THIS CANNIBALISTIC PROJECTS.

MONON IN MAINE WAS A LAND ASSEMBLY. THE OLIVIA WAS LAND ASSEMBLY. CITY CENTER STARTED OFF WITH THE COUNCIL AUTHORIZING LIT BOMBS TO BUY 88 ACRES OF LAND TO START CITY CENTER. MIDTOWN WAS A LAND ASSEMBLY. SOPHIA SQUARE THAT HAD 8 DIFFERENT OWNERS.

SOMETIMES I CAN ONLY HAPPEN WHEN THERE'S A PUBLIC-PRIVATE PARTNERSHIP WORKING TOGETHER TO DO THAT KIND OF ASSEMBLY AND CREATE SOMETHING ON INDIVIDUAL PARCELS WOULD NEVER RISE TO THAT LEVEL. THIS WAS KIND OF A PERFECT OPPORTUNITY OF LET'S SAY LIFE CHANGES TO SOME OF THE SELLERS AND THE DEVELOPER OF THE REDEVELOPMENT COMMISSION REALLY SEIZING THE MOMENT IF

YOU WILL. THE BOND FOR THE DOLLARS ARE COMING FROM? >> GOOD QUESTION.

>> I DID ASK MY QUESTION YET. >> SORRY. I WILL STOP AWAY FOR IT.

>> THE BOND WHERE THE FUNDS PWILL COME FROM FROM THE 3 AND HALF MILLION. COULD YOU

EXPLAIN TO THE PUBLIC HOW THAT WILL BE PAID FOR. >> YES. THANK YOU. THE REACH OF OHMIC COMMISSION, THE CITY COUNCIL OR THE REDEVELOPMENT COMMISSION CREATES ALLOCATION AREAS. THIS ALLOCATION AREAS GENERALLY IT'S ALL THE PROJECTS THAT THE REDEVELOPMENT COMMISSION HAS DONE IN THE CORE. GENERALLY COMMERCIAL PROJECTS THAT GENERATE REVENUE.

[01:10:01]

JUST AS AN EXAMPLE, WITH JEFF MAR WAS TALKING ABOUT EARLIER TODAY, FOR PROJECTS OF THE CITY COUNCIL APPROVED A COUPLE MONTHS OF GOAL. THEY ALL HAD TIF SLITS. THAT MEANS NOT ALL OF THE TIF IS GOING TO MAKE THE PROJECT POSSIBLE. THEY ARE 90/10 SLITS. WHAT THAT MEANS IS A PROJECT GETS BUILT THAT NECESSARILY TIF TO MAKE THAT PROJECT HAPPEN GOES INTO THE PROJECT BUT IF THERE'S OF TO SPLIT A PORTION OF THAT GOES TO THE CITY. THOSE ARE COMMERCIAL DOLLARS FROM REDEVELOPMENT AREAS. THE CITY THEN IS ABLE TO DO A BOND. THAT IS PAID BACK BY THESE REDEVELOPMENT DOLLARS. THE REQUEST USUALLY INCLUDING HERE IS THAT THE MONEY BE USED FOR FUTURE LAND ACQUISITION THAT THEY CAN GET US THE NEXT ROUND OF REDEVELOPMENT PROJECTS. SO THE STRONGER THE REDEVELOPMENT FUNCTION OF THE CITY IS THE BETTER DEALS THAT THEY DO. THE MARGARITAVILLE MEANT DOLLARS IT STARTS GENERATING YEAR AFTER YEAR AND THEN WE GO TO THE CITY COUNCIL AND ASK THE CITY COUNCIL PLUS THE USE OF SOME OF THOSE DOLLARS FOR LAND ACQUISITIONS. THIS ISN'T OUR SINGLE-FAMILY TAXPAYERS ON THE EAST OR WEST SIDE BEING RESPONSIBLE FOR ANY OF THIS. THIS IS COMMERCIAL REDEVELOPMENT DOLLARS THAT ARE BEING USED FOR THIS. AND, CITY COUNCIL HAS ALREADY ISSUED THIS MONEY PAID THE BOND TO SORRY BEEN SOLD. THIS MONEY SITTING HERE IN OUR COMING BACK FOR THE

REQUEST TO USE A PORTION OF IT FOR SOMETHING SPECIFIC. >> OKAY. THANK YOU. THOSE ARE ALL MY QUESTIONS. > COUNCIL, ANY OTHER QUESTIONS OR COMMENTS?

>> ARE YOU LOOKING TO SEND THIS TO COMMITTEE? >> WHEN WE FIGURE ANYTHING ELSE OUT AND HAS ANYBODY REQUESTED THAT A GOAL? IF NOBODY AT REQUEST THAT A GOAT IT'S A RESOLUTION WE WOULD VOTE ON IT THIS EVENING. COUNSELOR HANNON.

>> I THINK IT WOULD BE AMENDED. >> YES, IT WILL HAVE TO BE

AMENDED. I WILL ENTERTAIN A MOTION. >> I MOVE ONLY AMEND THE

RESOLUTION TO REFLECT $3.5 MILLION. >> I HAVEN'T HEARD A SECOND.

>> SECOND. >> IS THERE ANY DISCUSSION ON THAT?

>> PLEASE VOTE. THAT IS 7 ? 0. WE ARE NOW DEALING WITH RESOLUTION.

>> MOVED TO APPROVE. >> SECOND. >> ANY DISCUSSION? PLEASE VOTE. THAT'S UNANIMOUS. THANK YOU. WE'RE MOVING ON. RESOLUTION CC RESOLUTION CC-08-01-22-01: A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, APPROVING CERTAIN MATTERS IN CONNECTION WITH THE ESTABLISHMENT OF THE FLORA ECONOMIC DEVELOPMENT

AREA; SPONSOR: COUNCILOR WORRELL. >> MOVED INTRODUCED.

>> SYNOPSIS: RESOLUTION APPROVES THE ESTABLISHMENT OF THE FLORA ECONOMIC DEVELOPMENT AREA AND ALLOCATION AREA AND RELATED ECONOMIC DEVELOPMENT PLAN AND PLAN COMMISSION

RESOLUTION. I LET DOCTOR MISS TESKE TAKE THIS AGAIN. >>.

>> USUALLY WILL MAY COME BACK OR BECOME CITY COUNCIL FOR ITS USUALLY ADMINISTRATION EVENT.

THIS IS A PROJECT CALLED FLORA. WE ARE CURRENTLY NEGOTIATING THE PROJECT. I WILL NOTE THAT THIS IS MOSTLY A RESIDENTIAL PROJECT AND FOR A CHANCE TO DISCUSS IT WITH DIRECTOR CLICK SING. THIS IS NOT A PROJECT WHERE WE ARE IN ANY WAY TOUCHING ANY PARKING IMPACT FEES. THERE ARE 4-STORY TOWNHOMES AS PART OF THIS PROJECT AND WE ARE NEGOTIATING THE WAY TO BEST DELIVER THE PROJECT AND IT REQUIRES FORMATION OF ALLOCATION AREA.

THERE'S LIKELY TIF ON THE COMES HERE. YOU'RE NOT TOUCHING PARKING IMPACT FEES. I BELIEVE

THIS BEAUTY IS MADE IT THROUGH PLANNING COMMISSION ALREADY. >> COUNSELOR HANNON.

>> THIS IS A RESIDENTIAL TIF AND I WOULD REQUEST IT GOES TO LAND USE. I'M SORRY FINANCE FOR FURTHER CONVERSATION. RESIDENTIAL TIP HAS BEEN FAIRLY RARE. I THINK ONLY PROVED ONE WHICH IS THE COURTYARDS. I'D LIKE IT TO BE DISCUSSED FURTHER IN FINANCE COMMITTEE.

>>.[INAUDIBLE]. >> WOULD GO FINANCE. >> THIS WOULD GO TO FINANCE

COMING OUT. >> I HAVE NO ISSUE WITH ANY OF THAT. WE DO RESIDENTIAL TIPS ALL THE TIME. THE MILAN CONDOS AND TOWNHOMES WAS A RESIDENTIAL TIF. THERE'S A PORTION OF THE

[01:15:02]

FLOOR PROJECT THAT'S ON SINGLE-FAMILY HOMES SO THAT'S WHAT WERE TALKING ABOUT.

OBVIOUSLY NO OBJECTION TO COMMITTEE. >> ANY OTHER COMMENTS OR

QUESTIONS? THIS WILL BE HEADED TO FINANCE. >> THANK YOU COUNCIL.

[16. OTHER BUSINESS]

>> AGENDA ADD ON ITEMS WE HAVE DONE. OTHER BUSINESS? CITY COUNSEL PAYMENTS. WERE STILL

DEALING WITHOUT FINANCE. >> NO, WERE READY. >> OH BRING IT ON.

>> OKAY. ALSO ON OUR AGENDA WAS THE AUDIT COMMITTEE. WE HAD.

>> GUYS TAKE THE CONVERSATION OUT OF THE CHAMBERS PLEASE. THANK YOU.

>> WE HAD GOOD, GOOD CONVERSATION. WE EXPLORED LANGUAGE THAT WAS PRESENTED BY COUNSELOR HANNON FOR NEW ORDINANCE OR CHANGE. TO THIS, TO THE AUDIT COMMITTEE. THANKS TO COUNSELOR FINKAM WHO I WANT TO GIVE CREDIT TO. SHE MADE A MOTION TO KEEP THE AUDIT COMMITTEE IN PLACE AND ALLOW OR REQUIRE AND AGAIN IF YOU HAVE LANGUAGE WRITTEN, KEEP ME STRAIGHT HERE JOHN. TO REQUIRE AN HR AND IT MEETING ONCE A YEAR TO THE AUDIT COMMITTEE IN EXECUTIVE SESSION IF NEEDED. WE THEN ALL AGREED TO THAT ASSUMING JOHN AGREES WITH ME.

I MAY HAVE IT WRONG. I FULLY, I DON'T HAVE THAT PART HERE. BUT, WHATEVER JOHN IS GOING TO SAY. WE RETURNED TO THE MOTION FOR ? 0 TO RECOMMEND THE AUDIT COMMITTEE REMAINS IN PLACE

WITHOUT AMENDMENT. >> GOOD EVENING COUNCIL JOHN OBERLANDER. COUNSELOR WORRELL LLAMAS HAD IT RIGHT. IT'S IT THEN THE ETHICS BOARD I BELIEVE WAS THE REPORTS THE AUDIT COMMITTEE. I WILL CIRCULATE THE DRAFT ORDINANCE THIS WEEK SO WE CAN GET IT ON THE NEXT COUNCIL

AGENDA. >> ALRIGHT I DID GET RIGHT COUNSELOR FINKAM SAVE THE DAY.

THANK YOU COUNSELOR FINKAM. >> WE HAVE IT ON THE RECORD. IT'S ON VIDEO.
