[2. BID OPENING – sale of 31 1st Street SE] >> THANK YOU VERY MUCH. THE NEXT ITEMS ON OUR AGENDA THIS EVENING IS A BID OPENING ITSELF SALE OF 31 FIRST STREET SOUTHEAST. MR. DIRECTOR. >> THERE WERE NO BIDS. >> NO BIDS. >> THAT CONCLUDES THE PUBLIC BID OPENING. [3. APPROVAL OF MINUTES] >> OKAY. THANK YOU. WE'LL NOW MOVE ON TO THE APPROVAL OF MINUTES OF OUR JULY 20TH MEETING. ARE THERE ANY CORRECTIONS OR ADDITIONS TO THE MINUTES OF THE LAST MONTH? [LAUGHTER] WELL, THAT SOUNDS LIKE THERE MAY BE. >> PHIL NEEDS TO GO. >> TELL YOUR DOG -- OKAY. >> SOMEBODY SEND SECRETARY BROOKS BACK TO FLORIDA. [LAUGHTER] >> I'M TRYING TO GET OFF. >> OK. ALL RIGHT. IF THERE ARE NO ADDITIONAL COMMENTS REGARDING THE MINUTES, CHAIR WOULD ENTERTAIN A MOTION OF APPROVAL. >> SO MOVED. >> SECOND. >> THANK YOU. >> IT HAS BEEN MOVED AND SECONDED. AND PLEASE CALL THE ROLE. [4a. Cash Flow Report] >> APPROVED. >> IT IS APPROVED. THANK YOU VERY MUCH. WE'LL NOW MOVE ON TO OUR FINANCIAL MATTERS, AND WE'LL BEGIN WITH THE CASH FLOW REPORT. MR. DIRECTOR. >> THE END OF THE MONTH BALANCE FOR JULY WAS 6, 641,439. IF WE INCLUDE RESTRICTED FUNDS, THE TOTAL BALL IS 50, 483,990. >> THANK YOU, MR. DIRECTOR, QUESTIONS REGARDING THE CASH [4b. Approval of Claims] FLOW REPORT? SEEING NONE WE'LL MOVE ON TO THE APPROVAL OF CLAIMS. ONCE AGAIN MR. DIRECTOR. >> THERE IS THREE SETS OF CLAIMS IN FRONT OF YOU. THEY'RE NONOPERATING EXPENSES OF 873,000, THERE IS A 2021 GO BOND OF 597,000 AND THERE IS A 2021 LIT BOND OF $387,000. >> ANY QUESTIONS REGARDING ANY OF THE CLAIMS, COMMISSIONERS? SEEING NONE IF IT IS YOUR PLEASURE, THE CHAIR WOULD ENTERTAIN A MOTION OF APPROVAL. >> MOVE TO APPROVE. >> THANK YOU. IS THERE A SECOND. >> SECOND. >> IT HAS BEEN MOVED AND SECONDED. PLEASE CALL THE ROLE. >> APPROVED. >> THANK YOU VERY MUCH, [5. EXECUTIVE DIRECTOR REPORT] COMMISSIONERS. WITH THAT WE'LL NOW MOVE ON TO THE EXECUTIVE DIRECTOR'S REPORT. MR. DIRECTOR. >> PROJECTS HAPPENING EVERY WHERE. PLAYFORD HOLLAND. THEY'RE LOOSING OUT APARTMENTS. THE RENT CONTINUES TO -- THEREN CONTINUES TO BE UNDER CONSTRUCTION, THEREN AND WIND SOAR WERE RECENTLY COVERED IN AN ARTICLE ABOUT THE COMPLETION OF CITY CENTER WHICH WAS NICE. PROSCENIUM CONTINUES TO MOVE ALONG. I LOOK FORWARD TO WHEN THEY INTRODUCE A CONCEPT ON THE GREEN ONE DAY. MEL ANG MOVING FORWARD REALLY FAST. IT'S LOOKING REALLY GOOD. FIRST ON MAIN, THAT PICTURE IS OUTDATED BECAUSE THERE IS AN ENTIRE GARAGE STANDING THERE NOW. IF YOU'VE BEEN TO THE SITE RECEPTLY, THE PROJECT IS FLYING -- RECENTLY, THE PROJECT IS FLYING. SKIP. MAGNOLIA IS ALSO MOVING FORWARD. THE CORNER LOOKS BETTER AND BETTER, THAT PICTURE IS OUTLATED. THEY'RE UP TO MULTIPLE LEVELS NOW. GOING TO BE A GREAT PROJECT. IF YOU REMEMBER ON THAT ONE, THE C. R. C. IS GOING TO BUILD OUT FOR THE PARKS DEPARTMENT A TRAIL HEAD USING REDEVELOPMENT C. R. C., THE C. R. C. URBAN PARKS [00:05:01] FUND THAT WE HAVE. SIGNATURE PROJECT CONTINUES TO MOVE FORWARD. THAT CONSTRUCTION IS HAPPENING FAIRLY QUICKLY AND WE'VE, WE'RE IN DESIGN CONVERSATIONS FOR THE PROJECT JUST SOUTH OF THAT ON THE PLAZA, SO THAT ENTIRE ROUNDABOUT IS GOING TO LOOK DIFFERENT IN A COUPLE OF YEARS, CIVIC SQUARE GARAGE THAT I MENTIONED IS OPEN, WE'RE FINALIZING A FEW THINGS AND IN THE SPRING WE'LL SEE THE MURALS THAT ARE PICTURED COME UP. ANOTHER MOVING FORWARD FULL SPEED. PROSCENIUM IS UNDER CONSTRUCTION, PROSCENIUM 2 IS UNDER CONSTRUCTION AS WELL. AND THAT CONCLUSION MY DIRECTOR REPORT. I'M HAPPY TO ANSWER ANY QUESTIONS. >> ANY QUESTIONS FOR THE DIRECTOR REGARDING HIS REPORT? >> DIRECTOR, I UNDERSTAND THAT THE HISTORICAL BUILDING BUILDING IS A GROUP PROJECT. COULD YOU GIVE US AS MUCH OF AN UPDATE ON WHAT IS OCCURRING ON THAT PARCEL? I KNOW THAT THE DEPOT IS BEING MOVED EITHER THIS WEEK OR HAS BEEN MOVED BUT THERE'S ACTIVITY GOING ON. I'M BEING ASKED QUESTIONS, WHAT CAN YOU TELL US PLEASE? >> THANK YOU. C. R. C. HELPED -- THIS IS A TOWNSHIP AND C. R. C. TEAM EFFORT. C. R. C. HELPED THETOWNSHIP FIND A LOCATION FOR THE DEPOT TEMPORARILY. SO WHAT THEY'RE DOING IS GOING TO MOVE THE DEPOT TEMPORARILY SO THEY CAN CONSTRUCT THE NEW BUILDING AND THEN THEY'RE GOING TO PUT THE DEPOT BACK. RIGHT NOW WE'RE IN JUST SOME FINAL DESIGN PHASES OF THAT PROJECT, AND HOPING TO SEE CONSTRUCTION START BY END OF THIS YEAR. THAT'S PRETTY MUCH THE UPDATE. WHEN I KNOW, THIS IS A PROJECT BEING LED PRIMARILY BY THE TOWNSHIP. THE REVENT COMMISSION IS INVOLVED -- REDEVELOPMENT COMMISSION IS INVOLVED TO INSURE CERTAIN THINGS HAPPEN BUT THE TOWN IS DRIVING THE CONSTRUCTION TIMING ON THAT. RIGHT NOW WE'RE IN FINAL DESIGN. >> SO WITH THE FACTOR THAT THE DEPOT IS BEING MOVED, THE ASSUMPTION CAN BE MADE THE PROJECT IS PROCEEDING AND AS YOU STATED, YOU EXPECT CONSTRUCTION TO BEGIN BY THE END OF THE YEAR? >> YES. >> THANK YOU. >> ANY OTHER QUESTIONS FOR THE DIRECTOR AT THIS POINT? SEEING NONE WE'LL NOW MOVE ON TO THE REPORT FROM THE ARCHITECTURE REVIEW COMMITTEE. COMMISSIONERS BROOKS. >> WE DID NOT -- >> THANK YOU, COMMISSIONER. IS THERE ANY OLD BUSINESS TO COME BEFORE THE COMMISSION THIS EVENING? [8. NEW BUSINESS Action Item #1 – Resolution 2022-22 re: agreement for Carter Green Projection Installation project] SEEING NONE WE'LL NOW MOVE ON TO NEW BUSINESS. WE DO HAVE ONE ACTION ITEM, ACTION ITEM NUMBER 1 WHICH IS RESOLUTION 2022-22 WHICH IS AN AGREEMENT FOR THE CARTER GREEN PROJECT INSTALLATION PROJECT INSTALLING PROJECT, SAY THAT 3 TIMES QUICKLY, MR. DIRECTOR, IF YOU WOULD LIKE TO TALK ABOUT THE PROJECT. >> THANK YOU. SO A PICTURE, 1,000 WORDS. VIDEO HAS TO BE MORE THAN 1,000 WORDS. WE'RE GOING TO START WITH THE VIDEO. AS WE DISCUSS WHAT THIS PROJECT IS. SO PROJECT INCLUDING WORKING WITH THE COMPANY CALLED BLOCKHOUSE WHO ARE, THEY ARE A PROJECTION MAPPING, AND DESIGN CONTENT STUDIO. SO THE PLAN IS TO PUT 1220 ,000 LUMEN EP SOME PROJECTORS ACROSS THE ROOF OF THE BUILDING, THEY WOULD BE IN ALL SEASON CLOSURES AND THEY WOULD PROJECT DOWN ON TO THE FACE OF THE PALLADIUM. BLOCKHOUSE WOULD FIRST PERFECTLY MAP OUT EVERY DETAIL DOWN TO THE MILLIMETER, EVERY ARCHITECTURAL DETAIL OF THE PLAYED OF PALLADIUM SO THAT AS FUTURE CONTENT ROLLS IN, IT CAN BE MAPPED ON TO THE PALLADIUM ITSELF. THIS VIDEO KIND OF SHOWS ONCE YOU HAVE A, ONCE YOU HAVE THE PROCTORS UP WHAT KIND OF CAPABILITIES EXIST TO PUT TOGETHER A PROJECTION MAPPING PROJECT. SO -- SOUND, TOO. SO THE IDEA IS TO ACTIVATE CARTER GREEN, AND REALLY EXPLORE ALL OF THE WAYS WE CAN HIGHLIGHT THE PALLADIUM AND CREATE A SHOW OUT OF THIS. BLOCKHOUSE IS A GROUP THAT HAS DONE WORK WITH INCLUDE HALL, WITH MANY OTHER CITIES INCLUDING THE CITY OF COLUMBUS, IF UP' BEEN TO NEWFIELDS DURING HALLOWEEN [00:10:03] AND HAVE SEEN THE PROJECTION ON THE MOVIE HOUSE, IT'S THE WHITE HOUSE WHERE THEY HAVE A REALLY NEAT DISPLAY. THESE ARE THE SAME PROFESSIONALS THAT PUT THAT FORWARD. SO, WE WOULD BE PUTTING TOGETHERS THIS INSTALLATION, INITIALLY THERE IS A CONCEPT FOR A SHOW THAT WOULD PLAY THROUGHOUT, YOU KNOW, ONCE IT GETS DUSK ESSENTIALLY. IN THE BACKGROUND AND IT'S ENVISIONED MAYBE 5 MINUTES TO THE HOUR EVERY HOUR WE WOULD HAVE THE BIG INSTAGRAMABLE MOMENT SHOW THAT'S GOING TO DRIVE TRAFFIC, DRIVE CLICKS, VIEWS, REALLY MAKE CARMEL CONTINUE MAKING CARMEL A DESTINATION. THESE THINGS ARE PERFECTLY MAPPED OUT. DOWN TO WHEN THE LIGHT SHINES ON TO THE FACE OF THE PALLADIUM THEY'LL CUT OUT THE WINDOWS FROM THE PROJECTION SO NO LIGHT IS GOING TO SHINE INTO THE WINDOWS SO YOU CAN HAVE ANY EVENT GOING ON INSIDE THE PALLADIUM AND THE PROJECTION SHOW IS NOT GOING TO INTERRUPT THAT BECAUSE OF HOW PERFECTLY THEY CAN DECIDE WHERE EACH BEAM OF LIGHT ESSENTIALLY GOES. NONE OF THIS WILL DISRUPT PALLADIUM PROGRAMMING, FOR EXAMPLE. THIS WILL BE INTEGRATED. THE SHOW WILL BE INTEGRATED INTO THE CITY NETWORK, INTEGRATED INTO OUR SPEAKER, OUR A.V.AT CARTER GREEN. SO YOU CAN JUST IMAGINE WORKING WITH, LIKE, THE CARMEL SYMPHONY ORCHESTRA TO MAKE SURE WHEN IT'S TIME FOR THE BIG INSTAGRAMABLE MOMENT, ENTIRE CARTER GREEN, LIGHTS TURNED DOWN IF THEY NEED, YOU HAVE SOUND AND A SHOW THAT MATCHES IT ALL. APART FROM THAT, PROVIDE A COUPLE OF OTHER DETAILS AS WE'RE TALKING ABOUT THIS. THERE ARE 12 PROJECTORS WITH YOU THIS IS ESSENTIALLY WHAT IT'LL -- BUT THIS IS ESSENTIALLY WHAT IT'LL LOOK LIKE. AGAIN IT COMES OVER THE TOP, SO IT'S NOT OBSTRUCTED BY ANYTHING GOING ON ON THE GREEN. THIS WAY WE CAN HAVE OUR MARKET WITH THE GIANT -- WHAT IS THE NAME OF THE PYRAMID, THERE IS A WORD FOR IT. THAT WOULDN'T GET IN THE WAY OF WHAT IS BEING SHOWN ON THE FACE OF THE PALLADIUM. THIS, YOU REMEMBER THE PREVIOUS CONVERSATIONS ABOUT SOME SORT OF LIGHT DISPLAY ON THE WATER TOWER AND THERE WAS THIS KIND OF -- I DON'T KNOW IF IT'S A EUREKA MOMENT BUT MAYBE THE ODDEST MOMENT WHERE THE PROFESSIONALS ALMOST, THEY WERE LIKE WHY ARE WE TALKING ABOUT THE WATER TOWER. YOU HAVE THE MOST AMAZING CANVAS IN THE CITY FOR A PROJECTION SHOW THAT WE'VE EVER SEEN. THAT IS THE PALLADIUM. IT'S A SINGLE COLOR. LIMESTONE MATT, IT HAS AMAZING ARCHITECTURAL FEATURES WHERE THEY CAN GET DOWN, DOWN TO THE DETAIL ON THAT. AND IT IS REALLY A PERFECT DISPLAY. THE PICTURE THAT YOU SEE ON THE SCREEN IS NO LONGER JUST A RENDERING. THAT IS AN ACTUAL PICTURE OF THE BRIGHTNESS TEST THAT WE DID ON SITE. WHEN WHAT THEY DID IS THEY PUT A PROJECTOR RIGHT HERE. ACROSS THE GREEN. AND THEY, AGAIN, THIS ISN'T PROPERLY MAPPED BECAUSE IT HASN'T BEEN MAPPED YET SO THIS IS JUST SHOWING WHAT THE BRIGHTNESS IS OF THESE PROJECTORS. YOU CAN SEE IT'S NOT DARK OUT. IT'S DUSK. THESE THINGS ARE BRIGHT AND BEAUTIFUL AND HIGHLIGHTING THE COLUMNS. SO YOU CAN JUST IMAGINE HOW VIVID THIS WILL LOOK EVEN WHEN IT GETS DARK, BUT IT LOOKS GOOD EVEN AT DUSK. APART FROM A MAIN SHOW IT'S CONTEMPLATED IN THE -- AS THIS GETS STARTED WE'LL HAVE ONE-DAY SLIDES. MAYBE LIKE A 2 OR 3 MINUTE SPECIFIC THING FOR VALENTINE'S DAY ON VALENTINE'S DAY OR CARMELFEST OR VETERANS DAY. A WAY TO-- APART FROM A MAIN SHOW AND IT'S ENVISIONED THAT EVERY YEAR WE'D HAVE OTHER SHOWS. IT IS ENVISIONED WE WILL HAVE WINTERTIME SHOW, FOR EXAMPLE, BUT ALSO THESE ONE-DAY THINGS TO HELP CARMEL CELEBRATE THE HOLIDAYS, AND ALSO HIGHLIGHT OUR OWN EVENTS THAT WE DO OURSELVES. THERE WAS A PRETTY COMPREHENSIVE STUDY DONE BY ARCHITECT'S MAGAZINE CALLED ILLUMINATED ECONOMICS IN 2017 WHERE THEY LOOKED AT A LOT OF DIFFERENT PROJECTS ACROSS THE GLOBE, AND THAT SECOND BULLET POINT IS THE [00:15:01] ONE THAT I THINK IS IMPORTANT SO I'LL READ IT OUTLOUD. LIGHT FESTIVALS HAVE BECOME SO ATTRACTIVE BECAUSE OF THE ECONOMIC IMPACT. A FEW YEARS AGO LUCY WHICH IS A TRADE GROUP FOR THIS STUFF COMMISSIONED A RECORDS THAT FISCAL FEASIBILITY OF LIGHTS HAVE FOUND THE RETURN ON INVESTMENT TO BE SOLID. SOME CASES YOU SEE INVESTMENT OF $1 RETURNING AS MUCH AS $3.50. WE'LL GET INTO THE KIND OF TRAFFIC THAT THESE LIGHT SHOWS CAN DRIVE IN JUST A MOMENT. BUT MY OTHER FAVORITE PART IS A PUN. SO I CAN'T LET US -- I CAN'T LET US CONTINUE THIS CONVERSATION SO I'LL READ IT THERE AT THE END. THESE EVENTS, YOU GET PEOPLE TOGETHER AND SEE THE GREAT URBAN SPACES IN A NEW LIGHT, THERE YOU GO. CARTER GREEN IS A GREAT URBAN SPACE AND THIS WILL ALLOW IT TO BE SEEN IN A NEW LIGHT. SO THAT'S KIND OF THE ECONOMIC IMPACT. BUT PART OF THAT ECONOMIC IMPACT IS A TOURISM DRIVER, AND I WANT TO INTRODUCE BRENDA MYERS WHO HEADS UNHAMPTON COUNTY TOURISM TO PROVIDE SOME COMMENTARY AFTER. AFTER SHE SPEAKS I'LL TALK MORE ABOUT THE SLIDE AND MAYBE WE CAN OPEN UP TO QUESTIONS AFTER THAT. >> IN 17 YEARS OF MY JOB, THIS IS THE FIRST TIME I'VE APPEARED BEFORE ALL OF YOU I THINK. SO THIS IS AN HONOR, THANK YOU FOR LETTING ME COME. HENRY APPROACHED US ABOUT THIS, THIS IDEA, AND WE HAD ACTUAL ACTUALLY IDEATED AN IDEA LIKE THIS SEVEN YEARS AGO THINKING -- SO IT WAS SUPERFUN TO HAVE HIM BRING IT UP. OUR STAFF ENTHUSIASTICALLY SUPPORTS THE IDEA. IT COULD BE A REALLY UNIQUE ATTRACTION, WE THINK IT WOULD BE BOTH A DRIVER FOR CENTRAL INDIANA VISITS AS WELL AS A DESTINATION ENHANCEMENTS FOR MID WEST TRAFFIC. WE'RE ACCESS TO GEOLOCATION DATA AND WE CREATED NEIGHBORHOODS THROUGHOUT THE COUNTY OF DIGITAL FENCES THAT ALLOW US TO TRACK MOBILE DEVICES THROUGH A THIRD PARTY PROVIDER. DON'T WORRY, IT'S NOT THAT CREEPY. WE GET AGGREGATED DATA. IT ALLOWS US TO EXAM HOW MUCH RESIDENT AND VISITOR FLOW IN EACH AREA, THAT THAT WAS THE FIRST THING WHEN HENRY CALLED ME. I GO LET ME PULL GEODATA AND LET'S LOOK AT IT. DO YOU HAVE THAT? HERE IS THE SLIDE OF -- THIS IS BASICALLY 52 WEEKS AND MY DATA WAS FRESH UP UNTIL EARLY AUGUST. SO I THINK I PULLED THIS BASICALLY AUGUST LAST YEAR TO LATE JULY THIS YEAR. AND THESE ARE BASICALLY PEAK PERIODS. AND I DON'T KNOW IF YOU CAN GUESS WHAT THE BIG RED CIRCLE IT AT CARTER GREEN, AND THIS IS THE GEOFENCE AROUND CARTER GREEN AND THIS PERFORMING ARTS STUDIOS, OBVIOUSLY THAT IS CHRIS KINDLE MARKET. THE OTHER BLIP YOU SEE IN THE MIDDLE THERE I BELIEVE IN APRIL IS, IS THE CARMEL MARATHON. SO YOU PACK THE HOUSE FOR THE CARMEL MARATHON. AND I THINK THE OTHER ONE IS IN MAY. MAYBE YOU COULD TELL ME BUT YOU START SEEING FARMERS MARKET ACTIVITY TOWARDS THE END AS WELL IN MAY. SO I LOOKED AT THAT AND I JUXTAPOSED THAT AGAINST THE OTHER NODES BECAUSE ONE OF MY FAVORITE THINGS ABOUT CARMEL IS THAT YOUR DENSITY, YOUR VISITORS ATTRACTION, THESE ARE ALL VISITORS, REMEMBER, ARE SPREAD THROUGHOUT. YOU HAVE MANY NODES OF VISITORS, IF YOU WANT ME TO, THIS IS ONE OF MY FAVORITE TOPICS AS YOU CAN TELL. THE NATURE OF THE PERFORMANCE VENUES HERE SHOW THEY'RE EITHER FULL OR NOT FULL. THERE IS A HUMAN AMOUNT OF POTENTIAL I THINK FOR A POPULATION, FOR ACTIVITY GROWTH. IT ALSO SHOWS THAT, THAT THE WINNER IS A REALLY SLOW PERIOD FOR US, YOU CAN SEE RIGHT AFTER CHRISTMAS, IT DROPS OFF. PROBABLY A COUPLE OF THE BIGGER WEEKENDS ARE WHEN THE CITY PROGRAMS, ACTIVITIES DOWN THERE. SO WE LOOK AT THE WINTER POTENTIAL AS BEING REALLY IMPORTANT. WE ALSO KNOW THINK THIS WILL ADD A LENGTH OF STATE. WE RECENTLY DID A STUDY OF THE COUNTY AND HAD ALMOST 200 PARTICIPANTS. EVENING SPONTANEOUS ACTIVITY LIKE THAT WAS PROBABLY OUR LOWEST SCORING ACTIVITY OTHER THAN TRANSPORTATION ISSUES. WE ALSO, AS I MENTIONED EARLIER, WINTER, BUT I WANT TO FOCUS ON THAT AGAIN. WE'RE VERY FULL. I DON'T THINK PEOPLE REALIZE HOW FULL WE ARE, APRIL, MAY, [00:20:03] JEUNE, JULY, AUGUST WE'RE FULLISH AND WE GET A LITTLE BIT FALL IN THE FALL BUT JANUARY, FEBRUARY, MAR WE CONTINUE TO STRUGGLE. WE HAVE A LOT OF OPPORTUNITY FOR TRAVEL SO WE LOVE THE IDEA THAT YOU COULD BE SITTING OUT THERE IN AN IGLOO WATCHING THE LIGHT SHOW IN THE WINTER. I'LL ALSO ADMIT TO YOU THAT, THIS IS OFFSCRIPT, THERE'S A LITTLE BIT OF ME LOVES THE IDEA ALL THOSE PEOPLE HERE WHO ARE FOR OTHER SPORTS EVENTS WOULD HAVE SOMEPLACE TO GO AND NOT NECESSARILY HANG OUT IN THE HOTEL ALL NIGHT LONG. BECAUSE THAT IS HARD BUT YOU MAY HAVE READ WE'RE STARTING TO STRENGTHEN OUR INVESTMENT PROGRAM THROUGH ENTERTAINMENT, SPORT AND TOURISM THROUGH THE BEST PLAN. YOU MAY HAVE READ A STORY ABOUT IT. WE'RE VERY EXCITED ABOUT IT. WE GOT A BIG E. D. A. GRANT TO MAKE THAT HAPPEN. WE'RE UPDATING OUR 2025 PLAN FOR PROJECT INVESTMENTS THAT ARE MORE SUPPORT TAKENNOUS AND AT THE LOCAL LEVEL. I WANT TO ASSURE YOU THAT WE'RE GOING TO MAKE A RECOMMENDATION THAT THIS BE INCLUDED AT THE DEVELOPMENT OF THE FIRST SHOW BE INCLUDED IN OUR 23 BUDGET. WE'RE THAT EXCITED ABOUT THE PROJECT. AND WE'LL MAKE THAT RECOMMENDATION TO OUR BOARD IN NOVEMBER. BUT THEY ALSO HAVE RESPONDED OPTIMISTICALLY THEY FEEL LIKE THIS IS A REALLY GOOD INVESTMENT FOR US. AND HANK SAID THIS, BUT WE THINK THERE IS ALSO OTHER OPPORTUNITIES FOR YOU TO, TO BRING IN, LIKE, A NATIONAL ARTIST. YOU KNOW, IT WON'T BE ART PRIDE BUT BRING IN A NATIONAL ARTIST. WE'D LOVE TO WORK WITH YOU ON THAT TO CREATE A SHOW THAT REALLY HAS SOME NATIONAL RESONANCE. WE ANY THERE'S A LOT OF OPPORTUNITIES. ONE OF THE THINGS WE WANT TO STRESS WE'D LOVE TO BE A MARKING PARTNER WITH THE CITY. IS THERE ANY QUESTIONS? >> WE'D LIKE TO THANK THE HAMILTON COUNTY VISITORS BUREAU FOR ITS PARTICIPATION AND THOUGHTS AND FOR YOU BEING HERE. >> THANK YOU SO MUCH. >> MR. PRESIDENT, I DO HAVE A COUPLE -- >> MR. -- >> THANK YOU, SO I HEARD YOU SAY OR I THINK YOU REFERRED TO YOURSELF, BRENDA AS AN INVESTOR IN THIS. >> YEAH. >> BUT I DIDN'T CATCH ANY DETAIL ON THAT. >> WE WOULD BE WILLING TO, WE WOULD -- YOU KNOW, I HAVE A BOARD OF DIRECTORS. RIGHT. JUST LIKE HANK HAS A BOARD OF DIRECTORS. SO WE'RE NOW IN THE BUDGET PHASE FOR 23. BUT I DID CALL AND TEST THE IDEA AS -- THE TIMING ON THIS, I'VE EXPLAINED THAT TO A LOT OF PEOPLE WHO COME AND ASK US FOR FUNDING -- IS THAT WE'RE TRYING TO CREATE A REALLY SOLID WAY FOR THIS TYPE OF ACTIVITY TO BE ASKED FOR. WE'RE LOOKING FOR ANNUAL FAIRLY LARGE POOL -- SO THIS PROJECT COULD COME BACK IN FOR A SECOND ONE, IT COULD COME BACK IN FOR A THIRD DESIGN. DOES THAT MAKE SENSE? AS LONG AS YOU CAN PROVE THAT YOU CAN FILL THE NEEDS THAT ARE IDENTIFIED IN THE PLAY BOOK THROUGH THIS MASTER PLAN, THIS, THIS IS EXACTLY THE SWEET SPOT OF THINGS WE'D LIKE TO FUND, JEFF. BUT I CAN'T SAY TO YOU TODAY WE'LL FUND IT BUT I'LL TELL YOU THAT THE STAFF WILL PLACE IT IN THE BUT THE AND RECOMMEND IT TO THE -- BUDGET AND RECOMMEND IT TO THE BOARD FOR THE 23 BUDGETS. WHEN I'VE CALLED PEOPLE, THERE IS A LOT OF POSITIVE REACTION TO THIS. THIS IS EXCITING. IT MEETS OUR WINTER DEMAND. OUR IDEA TO FILL WINTER. IT MEETS OUR REQUIREMENTS FOR NIGHT AND IT'S ALL CAREER LONG, IT HITS EVERY BUTTON. WE THINK THAT WOULD BE A REALLY EXCITING ADDITION, I WOULD LOVE TO WRITE A HE CAN CHECK FOR YOU BUT WE'D LIKE TO COVER THE COST OF THE FIRST SHOW, SOMEWHERE AROUND $1 O 0,000. >> EXCELLENT. THANK YOU. ONE MORE QUESTION IF I MAY, MR. PRESIDENT. >> GO AHEAD. >> AS A TOURISM PROFESSIONAL, COULD YOU MAYBE GIVE ANYONE THAT MIGHT BE WATCHING TONIGHT SOME CONTEXT AS TO WHY A COMMUNITY MIGHT INVEST $2 MILLION IN SOMETHING LIKE THIS, AND WHAT IS THE BENEFIT TO THE AVERAGE CARMEL CITIZEN? WHAT HAPPENS WHEN THESE KIND OF DOLLARS ARE INVESTED, AND I UNDERSTAND YOU REPRESENT THE COUNTY. BUT IF YOU COULD RELATE THAT TO THE CARMEL TAXPAYER. >> THAT $3 TO $1 RETURN ON INVESTMENT IN SPENDING THAT HENRY MENTIONED BEFORE, THAT IS A VERY CLASSIC WAY WE MEASURE IS WE'D LOOK AT AN R. O. -- R. O. I. ON INVESTMENT. WHAT I TRIED TO SHOW YOU, THANKS FOR THE QUESTION, WHAT I TRIED TO SHOW YOU YOU HAVE HOW MUCH RETAIL UP THE HILL AT CITY CENTER AND JUST TO THE NORTH AND DEVELOPING TO THE SOUTH. YOU HAVE RESTAURANTS AND RETAIL SHOPS. [00:25:03] SO THE OPPORTUNITY TO BRING PEOPLE THERE WHO -- IT'S, THIS AREA IS YOUR LOWEST ATTENDED OUT FOR VISITORS FROM OUT OF THE AREA, 30 MILES AWAY. SO THEY TEND TO GO TO THE ARTS AND DESIGN DISTRICT OF THE THEY GO TO THE U.S. 31 COMMERCIAL DISTRICT. THEY TEND TO GO TO SOME OF YOUR PARKS. BUT, BUT THIS AREA IS THE LOWEST ATTENDED BECAUSE IT'S EITHER DARK OR DARK FOR PROGRAMMED. DOES THAT MAKE SENSE? IN MY MIND, I MEAN THIS WITH ALL OF MY HEART WHICH IS WHY I PULLED THE CHART YOU ARE GOING TO EVEN OUT THE PLAYING FIELD THERE. YOU ARE GOING TO BRING MORE BODIES TO COME THERE AT NIGHT AND SHOP. YOU ARE ALREADY SUCH A HOTEL DESTINATION DRIVER. YOU KNOW, I THINK THEY WILL COME OVER INSTEAD OF STAYING ON THE 31 CORRIDOR NECESSARILY THEY'LL COME OVER AND SPEND THEIR MONEY AT CITY CENTER. THEY'LL EAT AT RESTAURANTS THERE. THEY'LL PARTICIPATE IN RETAIL SHOPPING, ESPECIALLY SINCE, ESPECIALLY IN THE WINTER WHEN WE REALLY ALL NEED BUSINESS. THEN THE HOTEL CARMICHAEL WHICH DOES QUITE WELL BUT LIKE THE REST OF US IN THE WINTER NEEDS BUSINESS. IT'LL, PEOPLE CAN STAY AT THE CARMICHAEL. THEY CAN -- [INAUDIBLE] NOW ALMOST $1 BILLION A YEAR, ALMOST $1 BILLION A YEAR SAVINGS EVERY HOUSE 1,000 A YEAR IN TAXES SO I BELIEVE IN TOURISM AND THE POWER OF TOURISM ECONOMY. >> I WANT TO MAKE TWO MORE POINTS. THE FIRST ONE, YOU HAVE DONE A GREAT JOB OF MAKING THE POINT THAT I SENT. WHEN WE FIRST STARTED THE ARTS AND DESIGN DISTRICT SOME HOWEVER MANY YEARS AGO -- >> I THINK IT WAS 16 -- >> HOWEVER -- >> WE'VE BEEN THERE 16 YEARS, YEAH. >> THE CONCEPT, WE COULDN'T KEEP THE ENERGY GOING. THERE WASN'T ENOUGH ACTIVITY. SO WE HAD A LOT OF TURN OVER AND A LOT OF CRITICISM. SO WHAT I THINK I HEARD YOU SAY WAS THIS IS ANOTHER DRIVER TO HELP SUPPORT THE AMENITY THAT I GET TO ENJOY AS SOMEONE LIVING ON A CUL-DE-SAC ON THE EAST SIDE OF CARMEL. I CAN DRIVE, WALK, OR BIKE A FEW SHORT BLOCKS AND HAVE THESE AMENITIES BUT IT'S PEOPLE FROM LAFAYETTE OR BLOOMINGTON OR -- >> CHICAGO. >> WHEREVER ELSE WHO ARE COMING TO SUPPORT THAT. I WANT TO MAKE SURE I'M NOT COLORING THAT TOO MUCH. >> NO, I BELIEVE THAT TO BE TRUE. THE OTHER THING I THINK IS REAL IMPORTANT IF YOU KNOW US AT ALL. I DON'T THINK A LOT OF YOU DO BUT RESPONSIBLE TOURISM IS A HALL MARK OF WHAT WE DO. WE TRY, WE DO NOT SUPPORT OR INVEST IN PROJECTS THAT WOULD BE DISRUPTIVE TO RESIDENTS, THAT WOULD BE HARMFUL TO RESIDENTS S. I MEAN IT HAS TO BE GOOD FOR RESIDENTS, TOO. I GENUINELY BELIEVE THIS ALSO WILL BE GOOD FOR RESIDENTS AND FRANKLY DRIVE MID WEEK. YOU KNOW ECONOMIC ACTIVITY BY RESIDENTS. >> RIGHT. AND SO THEN THE OTHER THING THAT I WANT TO CONFIRM AS BEST YOU CAN, THAT YOU ARE A TOURISM PROFESSIONAL. YOU THEN HAVE A BOARD THAT PROVIDES GUIDANCE IN THE TOURISM, AND WHAT I THINK I'VE HEARD YOU SAID IS THAT YOUR BOARD AS MUCH AS THEY KNOW ABOUT THIS PROJECT ARE SUPPORTIVE OF THIS. BELIEVE THAT THIS IS A PROJECT THAT IS WORTHWHILE AND IS BENEFICIAL, NOT ONLY TO CARMEL, BUT TO HAMILTON COUNTY. MAY I SAY THAT? >> YOU SAY THAT FOR 2 REASONS. ONE IS CARMEL IS A TOURISM ECONOMIC POURHOUSE IN OUR -- POWERHOUSE IN OUR COMMUNITY. THIS IS AN INVESTMENT BACK IN SOMETHING THAT IS ALREADY VERY GOOD. THE SEND REASON IS WE -- SECOND REASON IS WE GENUINELY BELIEVE THAT IS IN OUR WHEEL HOURS, THIS IS EXACTLY THE ACTIVITY THAT MAKES SENSE FOR US. SO, YEAH, YOU ARE RIGHT. I ALSO HAVE A TOURISM COMMISSION, THAT IS A 15-MEMBER GOVERNMENT APPOINTED COMMISSION, THEY DO NOT KNOW ABOUT THIS IDEA. WE BRICK THEM THE IDEAS FOR THE BUSINESS PLAN AND INVESTMENT IN NOVEMBER AS WELL, AND THIS WILL BE ON THAT LIST AS WELL, BUT, YOU KNOW, THEY'RE VERY SUPPORTIVE OF COMMUNITY BASED INVESTMENTS. >> THANK YOU, THOSE ARE ALL MY QUESTIONS. >> THANK YOU, COMMISSIONER? >> JUST ANOTHER POINT OF CLARIFICATION. I THINK I HEARD YOU SAY THAT THE MET TRICKS THAT YOU'VE -- METRICS THAT YOU'VE GATHERED IN THE PAST OR YOUR INDUSTRY HAS GATHERED SHOWS THAT PROJECTS LIKE THIS WOULD POTENTIALLY BRING A 3 TO 1 INVESTMENT RETURN. >> SO MUCH THAT WE IDEATED [00:30:04] IN HOUSE ABOUT 7, 8 YEARS AGO BUT WE DIDN'T HAVE THE RESOURCES TO ACT ON THAT IDEA. I DON'T WANT TO STEAL YOUR THUNDER BECAUSE THIS IS SUCH A GREAT IDEA BECAUSE WE BROUGHT AN EXPERT IN AND WERE LOOKING AT DOING GRANTS BUT AS YOU KNOW IT'S NOT AN INSIGNIFICANT INVESTMENT. I THINK THE TECHNOLOGY IS ALREADY SO MUCH BETTER. THIS WILL BE -- IT'S BEING ABLE TO SHOW IT AT DUSK, I THINK IS IMPORTANT IN INDIANA WHERE IT'S LIKE WE'RE PRACTICALLY IN THE GREAT NORTH AT NIGHT IN SUMMER. SO, YEAH. ABSOLUTELY. >> THANK YOU. >> MONTREAL DOES A SHOW LIKE THIS. I THINK OF PROVIDENCE BUT THAT IS FIRE AND LIGHT BUT IT'S THAT KIND OF ACTIVITY THAT DRIVES PEOPLE TO A PARTICULAR AREA TO DRIVE ECONOMIC ACTIVITY FOR SURE. THIS, THIS WOULD BE ON -- WE CONTRACT WITH THE NATIONAL P. R. FIRM AS I KNOW YOU DO, TOO, BUT THIS BE ON OUR NATIONAL P. R. FIRM'S LIST. THAT TELLS YOU HOW EXCITED WE ARE ABOUT THIS PROJECT. >> THANK YOU FOR YOUR PRESENTATION. >> THANK YOU. >> COMMISSIONERS, OTHERS QUESTIONS OR COMMENTS? >> NOW, I HAVE QUESTIONS FOR MR. HENRY MESTETSKY. ARE YOU READY FOR THOSE NOW? I'LL WAIT. >> THE ONE THING I'LL SAY IS THAT THIS, THIS CONCEPT BRENDA TALKED ABOUT WHERE MAYBE SOMEONE IN CARMEL AND WE'RE GOING TO LEAVE BUT BECAUSE IS THAT A SHOW AND MAYBE THEY'LL GET DINNER OR ICE CREAM MAKING THE STAYS LONGER AND HAVING THEM SPEND MONEY HERE DURING THE LONGER STAYS IS THE KEY: SO I'VE THE COST BROKEN OUT. IT'S AROUND $2 MILLION, YOU CAN SEE WHERE THE MONEY IS GOING. WE HAVE BEEN WORKING WITH OTHER DEPARTMENTS SO EVERYONE KNOWS THAT THE ANNUAL SERVICE AND MAINTENANCE COSTS ARE GOING TO BE AROUND $8 TO $10,000 A YEAR AND ELECTRICITY IS AROUND $2600 A YEAR. THAT IS THE ONGOING COSTS AND AGAIN VERY APPRECIATIVE OF THIS WHAT IS CALLED A PENDING BOARD APPROVAL $100,000 CONTRIBUTION FROM TOURISM. WITH THAT, I JUST ANSWER ANY OTHER QUESTIONS THAT YOU MAY HAVE WHILE THIS VIDEO PLAYS IN THE BACKGROUND BECAUSE, WHY NOT? >> COMMISSIONER. >> OKAY. WELL, I WAS GOING TO GIVE SOMEBODY ELSE A CHANCE BUT I'LL DIVE IN. ALL RIGHT. LET'S GET INTO THE DETAILS ON HOW IS THIS BEING FUNDED. WE ALL KNOW THAT THE, THERE WAS A BOND OF WHICH A LIGHT SHOW ON THE WATER TOWER WAS PART OF THAT. COUNCIL, FINANCE COMMITTEE SPENT A LOT OF TIME VETTING THAT PROJECT. MY UNDERSTANDING IS, AND I HEARD YOU REFER TO IT, BUT MY UNDERSTANDING IS IT DIDN'T MAKE ENGINEERING SENSE ON THE WATER TOWER AND THIS HAS BECOME MAYBE EVEN A BETTER OPPORTUNITY. BUT HOW IS THIS BEING FUNDED? >> SO IT'S NO LONGER BEING FUNDED OUT OF THE 2021 TIF FUND. IT'S BEING FUNDED OUT OF REDEVELOPMENT FUNDS ESSENTIALLY. >> OKAY. I LOVE THAT. >> RUN THAT BY ME AGAIN. >> IT'S BEING FUNDED BY FUNDS THAT THE REDEVELOPMENT COMMISSION HAS. IT'S NOT BEING FUNDED OUT OF THE 2021 TIF BOND THAT REQUIRES THAT, WHERE THE MONEY PREVIOUSLY WAS MEANT FOR THE WATER TOWER LIGHT SHOW. [INAUDIBLE] >> YES. >> THAT WAS GOING TO BE PART OF MY QUESTIONS AS WELL IS THAT WE DO HAVE CASH RIGHT NOW THAT IS NOT SPOKEN FOR, AND I THINK WE WENT THROUGH THAT A LITTLE BIT EARLIER. WE'VE A TOTAL OF $15 MILLION BUT ROUGHLY 8 OF THAT IS RESERVED FUNDS. THEN WE HAVE SOME TIF MONEY THAT WE HAVE BASICALLY, OTHER MONIES WE CAN USE. >> YEAH. >> SO THE QUESTION IS WHAT ARE WE GIVING UP, BECAUSE IN THE LOOK AT THE BUDGET WE'VE CAPITAL EXPENDITURES WHICH LARGELY HAVE NOT USED YET THIS THIS YEAR'S BUDGET AT LEAST NOT SPECIFICALLY IDENTIFIED. SO WAS THERE SOMETHING ELSE OUT THERE? IS THIS PART OF OUR MISSION TO DO THIS NOW OR, SO I GUESS THAT'S MY PROBABLY NUMBER ONE QUESTION ABOUT THAT. >> I WOULD ARGUE THAT IS ABSOLUTELY PART OF OUR MISSION. I MEAN WE'RE HERE TO DO REDEVELOPMENT. REDEVELOPMENT BEING SOMETIMES IT'S BUILDINGS. OTHER TIMES IT'S PLAZAS AND IT'S ENHANCEMENT TO URBAN PARKS. SO THIS IS AN EXAMPLE OF AN EN ENHANCEMENT TO OUR CARTER GREEN AREA. [00:35:01] THE REDEVELOPMENT COMMISSION HAPPENS TO OWN, THEY HAVE TITLE TO THE JAMES AND TARKINGTON BUILDING, THIS IS OUR CAMPUS THAT WE'RE ENHANCING THAT'S GOING TO BRING FURTHER ECONOMIC ACTIVITY. I LOVE THIS AND THIS REMINDS ME OF A GOOD POINT WHICH IS THAT THESE ARE REDEVELOPMENT FUNDS ESSENTIALLY. IT'S NOT, LIKE, IT'S NOT, LIKE, THE MONEY FOR THIS IS COMING FROM OUR SINGLE FAMILY NEIGHBORHOODS ON THE EAST OR THE WEST SIDE OF OUR CITY. THESE ARE COMMERCIAL DOLLARS, REDEVELOPMENT DOLLARS PAYING TO FURTHER ENHANCE THIS GREAT REALLY CENTER OF OUR CITY. >> YOU BROUGHT UP OWNING THOSE TWO BUILDINGS AND I KNOW SOMETIME IN THE PAST WE HAVE CONTEMPLATED THE SALE OF THE JAMES BUILDING AS AN EXAMPLE. IF THAT DOES COME TO FRUITION, NOT THIS YEAR, THIS YEAR OR THE YEAR AFTER IT'S GOING TO BE THERE. HOW DO WE SORT OF BRING THAT IN? >> SURE, IF THERE'S -- THERE'S NOT A SALE CONTEMPLATED TODAY. >> RIGHT. >> THOSE BUILDINGS ARE FULLY LEASED. IF THERE IS EVER A SALE IS THERE A HOST OF ISSUES THAT ARE GOING TO HAVE TO GET, YOU KNOW, FIGURED OUT AS PART OF A SALE. WHOEVER, IF SOMEONE BUYS A PORTION OF THE OFFERS SPACE, THE CITY STILL OWNS THE GARAGE THEY'RE ENTITLED TO PARK IN. THE CITY IS MANAGING OR WE'VE NONPROFIT THEATERS IN THE BUILDING SO BY THE, YOU KNOW CITY STREET DEPARTMENT, PLANTS FLOWERS OUTSIDE OF THE BUILDING SO BY ITS NATURE WHOEVER IS COMING IN EVEN IF THEY DO BUY A PORTION OF THE JAMES BUILDING THEY'RE COMING IN AS A PARTER SO IT WON'T STOP US FROM HAVING THEATERS OR HAVING AN INSTALLATION IN THE ROOF OR MANAGING, TAKING CARE OF THE GARAGE. ALL THAT IS CONTEMPLATED IF A SALE DOES EVER HAPPEN. >> STAYING ON THE FINANCIAL THEME I GUESS, IT'S, YOU TALKED ABOUT THE MONTHLY EXPENSE FOR MAINTENANCE AND FOR UTILITIES. THEN THE OTHER KEY WOULD BE REPLACEMENT RESERVES. WE'RE SPENDING $2 MILLION NOW. LET'S SAY, YOU KNOW 10, 12 YEARS FROM NOW YOU HAVE TO START REPLACING CAMERAS OR TECHNOLOGY IF YOU WILL. >> THE PROJECTORS SHOULD LAST 15 YEARS. THE ENCLOSURES THEY'RE IN ARE GOING TO LAST LONGER. ALL THE OTHER STUFF IS GOING TO LAST FOR LONGER. I FEEL LIKE IN 15 YEARS, THERE'S GOING TO BE SOMEONE THAT'S NOT ME THAT'S GOING TO THINK THROUGH HOW MUCH HAS TECHNOLOGY CHANGED AND ARE WE REALLY REVESTING IN THE SAME THING FROM 15 YEARS AGO? SO THOSE QUESTIONS SHOULD BE ASKED CLOSER TO 2030 WHATEVER, 7. >> YOU DON'T THINK WE SHOULD BE CREATING A RESERVE PLACEMENT FUND NOW AND BUILD UP FOR 10 OR 15 YEARS? >> I THINK IN CERTAIN INSTANCES IT MAKES SENSE TO CREATE A RESERVE. AT THE SAME TIME, THERE'S OPPORTUNITY COSTS TO EVERY DOLLAR THAT WE'RE NOT USING, UTILIZING TO DELIVER PROJECTS TODAY. SO I, TODAY, I DO NOT BELIEVE THAT IT MAKES SENSE TO SET ASIDE A RESERVE BECAUSE IN 15 YEARS, TECHNOLOGY COULD BE TOTALLY DIFFER. THAT'S A CONVERSATION FOR LEADERS TO HAVE 15 YEARS FROM NOW. I KNOW THAT TODAY THESE PROJECTORS JUST CAME OUT. LIKE, THIS IS THE LATEST TECHNOLOGY ANYWHERE IN THE WORLD. AND SO I'M, I HOPE THAT WE CAN DELIVER THIS KIND OF STATE OF THE ART SHOW TODAY, BUT THE QUESTION YOU BRING UP IS ALE HAVE A ID ONE FOR -- VALID ONE FOR CITY LEADERS TO DISCUSS. >> SORT OF LAST ON THE FINANCIAL SIDE FOR ME IS THE CONTENT SIDE IS THAT, YOU KNOW, IN THE BROCHURE THAT YOU SHARED WITH US, AND IN EXHIBIT B. I GUESS IT IS, IT TALKS CONTENT COULD BE ANYWHERE FROM $3,000 TO $200,000 DEPENDING ON HOW SOPHISTICATED IT IS. >> SURE. >> SO IS THAT SOMETHING FROM THE C. R. C. STAND-POINT THAT WE NEED TO BUILD IN FROM A BUDGET STAND-POINT NOW TO SAY, YOU KNOW, WE REALLY OUGHT TO HAVE -- I'M THROWING A NUMBER OUT $50,000 A YEAR FOR CONTENT AND THEN, IS THERE WAYS WE -- WELL, YOU'VE ONE WAY. LOOKING FOR OUTSIDE PARTICIPATION BUT I DIDN'T KNOW IF EVER CONTEMPLATED ADVERTISING. IT SEEMS LIKE THAT IS THE WAY OF THE WORLD IN EVERYTHING, BUT HOW DO WE SUSTAIN AND REALLY KEEP FRESH THE CONTENT IF WE GO FORWARD WITH THE CAPITAL [00:40:04] EXPENDITURES? >> I'LL JUST SAY GENERALLY IN THIS CITY REDEVELOPMENT BUILDS OUT CAPITAL EXPENSE STYLE PROJECTS, AND THEN OTHER DEPARTMENTS TAKE THEM OVER THEREAFTER. ONCE THIS IS BUILD, STREET DEPARTMENT TAKES CARES OF MAINTENANCE AND SEVER VISING AND COMMUNITY RELATIONS DEPARTMENT IS GOING TO TAKE THE LEAD ON CONTENT. WHEN YOU SAW IN THE ATTACHMENT IS ALMOST AN OPPORTUNITY TO LOCK IN PRICE TODAY FOR FUTURE CONTENT, ESSENTIALLY. BUT I THINK THE SKY IS THE LIMIT FOR FUNDING SOURCES FOR THIS KIND OF CREATIVE CONTENT. WE'RE, I MEAN WE ALL HEARD BRENDA SAY EARLIER TOURISM PENDING COMMITTEE APPROVAL, WILL FUND THE FIRST $100,000 AND POTENTIALLY FUND LATER SHOW, I'VE HAD DISCUSSIONS WITH NANCY HECK WHO IT'S HER DEPARTMENT, COMMUNITY RELATIONS THAT DOES THESE EVENTS. SO SHE IS PUTTING FUND INTO HER BUDGET. BUT I'M NOT GOING TO SAY THERE'S NOT A CHANCE THAT IF WE NEED TO DO A, LIKE, A CARMELFEST THREE-MINUTE THING OR A COUPLE OF THOUSAND DOLLAR THAT MAYBE C. R. C. WON'T COVER THAT. I DON'T WANT TO COMPLETELY CLOSE THE BOOK ON THAT BUT THERE ARE A LOT OF PLACES FOR REVENUE FOR THIS KIND OF CONTENT. >> I HAD A COUPLE OF OTHER QUESTIONS NOT FINANCIAL RELATED BUT WHEN WE ARE TALKING ABOUT -- I DON'T KNOW IF WE HAVE TO GET CITY APPROVALS, BUT SHINING A LIGHT ON A BUILDING WE HAVE PRETTY STRICT -- WE WENT THROUGH THIS WITH THE CARMICHAEL LIGHTING, HOW MUCH LIGHTING ARE WE ALLOWED AND IS IT GOING TO AFFECT OUR NEIGHBORS. SO WE'VE HEAD CORP, WE HAVE AN INTEREST IN THE CARMICHAEL. OFFICE BUILDINGS ANDREAS DEMOCRATS APARTMENTS AND THEN YOU HAVE NOISE BECAUSE YOU ARE GOING TO HAVE AUDIO VERSION OF THIS AS WELL. YOU ARE TALKING ABOUT -- >> THE NOISE IS NOT GOING TO BE ANY LOUDER THAN THE BEAUTIFUL MUSIC THAT GETS PLAYED ON CARTER GREEN TODAY. WE'VE HAD DECISIONS WITH THE ENTIRE PET CORP EXECUTIVE TEAM SO THEY KNOW ABOUT IT. COULDN'T BE MORE EXCITED ABOUT IT. FRANKLY. WE'VE HAD DISCUSSIONS WITH THE HOTEL LEADERSHIP. CAN'T BE MORE EXCITED ABOUT AMENITY LIKE THIS RIGHT OUTSIDE THEIR FRONT DOOR. AGAIN, THIS IS OUR DOWNTOWN. I'M NOT SURE WHEN INDIANAPOLIS DID A LIGHT SHOW, PROJECTION LIGHT SHOW ON THE CIRCLE WHICH COST $7.6 MILLION TO PUT UP THAT THEY -- I DON'T KNOW IF WE SURVEYED EVERY PERSON ON WHAT THEY THOUGHT ABOUT TOO MUCH NOISE OR LIGHT BUT THIS IS A DRIVER FOR TOURISM DOWNTOWN AND WE'RE IN A PLACE WHERE, AGAIN, THE PROPERTY OWNERS KNOW WHAT'S COMING. AND IS 100% OF THE PEOPLE GOING TO WANT TO LIVE NEXT DOOR TO THIS? HOW ABOUT 9 99 BUT NOT 100. WE'VE CERTAINLY DISCUSSED THIS WITH ALL THE PARTY THAT ARE IN THE AREA, ALL ARE THRILLED. >> INCLUDING THE CENTER. >> YES, WE COORDINATED THIS WITH THE CENTER. THEY WERE PART OF THE TESTING WHEN WE DID THE TESTING EARLIER. THE CENTER KNOWS THIS IS COMING. ANYTHING THAT DRIVES MORE PEOPLE TO THIS AREA -- THIS IS ALSO THE KIND OF THING WHERE SOMEBODY MAY BE ON MAWN STREET ANDDOWN MAIN STREET, INSTEAD OF GOING HOME THEY'LL DECIDE TO COME DOWN HERE AND MAYBE SPEND SOME MONEY TOO. THE NEIGHBORS ARE CERTAINLY ON BOARD. EVEN IF THAT IS NOT ALWAYS THE OPERATIVE QUESTION. >> THEN MY LAST QUESTION REALLY TALKS ABOUT THE COMPANY ITSELF, THAT WE'RE DEALING WITH, AND YOU KNOW, GIVING THIS TYPE OF MONEY UP FRONT FOR THE EQUIPMENT, DO WE KNOW ANYTHING ABOUT THE FINANCIAL WHERE WITHALL OF THE COMPANY. ARE THEY BONDED? >> THE Y. R. C. AND THE CITY OF CARMEL IS ON A, IS GOING TO BE ON A CERTIFICATE OF INSURANCE THAT COVERS THE ENTIRETY OF THIS PROJECT. SO IN OUR CONTRACT THE RISK OF LOSS IS ON THEM UNTIL FINAL DELIVERY AND INSTALLATION AND I KNOW THAT THE INSURANCE IS MORE THAN DOUBLE WHAT THIS PROJECT COULD BE. SO WE'RE COVERED. WE'RE ALSO -- I MEAN BETWEEN MIKE LEE AND I WE'RE GOING TO MAKE SURE WE'RE COVERED FINANCIALLY. THAT IS OUR JOB BUT BLOCKHOUSE IS THE LEADNER THIS, IN THE STATE FRANKLY WHEN THEY ARE IN THE STATE. MOST OF THE TIME THEY'RE IN LAS VEGAS PUTTING THOSE SHOWS TOGETHER FOR GIANT, GIANT COMPANIES. SO I HAVE ALL THE FAITH IN THE WORLD IN BLOCKHOUSE. >> I'M NOT BEING [00:45:03] DISPARAGING. I'M SAYING IT'S A PRETTY BIG NUMBER GOING OUT THE DOOR. NOT KNOWING ANYTHING ABOUT THEM FINANCIALLY OR THEIR BACK GROUND. >> IT'S WHAT INSURANCE COVERS. WE'RE COVERED FOR, IN CASE OF SOME CATASTROPHIC EVENT. I QUITE COMFORTABLE WITH THAT. >> YEAH. AND THAT'S, THAT'S ALL MY QUESTIONS. SORRY TO JUMP IN -- >> THANK YOU, COMMISSIONERS, ANY OTHER QUESTIONS? >> I HAVE A COUPLE VERY BRIEF ONES. I READ IN THE PAPERWORK REVIEWING THIS PROJECT THAT THERE WERE COST CONTROL MEASURES PUT IN PLACE, NOT TO EXCEED PRICE, COULD YOU ELABORATE ON THAT FOR THE PUBLIC THAT MAY BE LISTENING? >> YEAH, WELL, FOR THIS, FOR THE -- FOR EVERYTHING THAT I'VE SHOWN HERE, THIS 1.97 NUMBER IS SET. WE'RE BASICALLY -- FOR BASICALLY EVERYTHING. THE ONLY PART THAT IS NOT 100% SET IS THERE'S A PARAPET ON THE ROOF OF THE BUILDING WE'RE GOING TO ENCLOSE SO THAT CAN SERVE AS A SERVER ROOM THAT RUNS TO ALL THE PROJECTORS. THAT ROOM WILL CONTINUE TO OUR I.D.F.ROOM THAT CONNECTS TO THE CITY FIBER IN THE SAME BUILDING. SO THAT KOST IS AN ADDITIONAL COST OVER THAT $1.9 AND BECAUSE THAT COST WON'T BE FULLY KNOWN UNTIL WE DESIGN THIS TINY LITTLE ROOM OF WHICH WE ONLY HAVE TO BUILD TWO OF THE WALLS FOR, THAT IS WHY THE CONTRACT IN FRONT OF YOU IS A NOT TO EXCEED $2.2 MILLION. I DON'T THINK YOU'LL EVER GET TO $2.2 MILLION, BUT WE HAVE LOCKED IN WITH BLOCKHOUSE WHAT THE NUMBER IS AND THE DIFFERENCE BETWEEN THAT 1.9 AND THE 2.2 IS TAKE CARE OF THE CONSTRUCTION ISSUES THAT TODAY AREN'T SET IN STONE. WHAT WE'RE BUILDING OUT TWO SIDES OF A ROOM ESSENTIALLY. SO IT SHOULD NEVER TOUCH 2.2 MILLION BUT WE'RE JUST BEING SAFE. WE'RE NOT GOING TO DRAW DOWN MORE FUNDS THAN TO CONSTRUCT THE PROJECT. >> WHO ENDS UP OWNING AND MANAGING THIS? DID I HEAR YOU SAY COMMUNITY SERVICES WHO MONITORS IT, ETC. >> IT'S, IT'S A TEAM EFFORT BETWEEN DIFFERENT CITY DEPARTMENTS, LIKE TODAY, ON THE BRIDGE THAT CROSSES CARMEL DRIVE THAT HAS THE COLORS ON IT IF YOU WANT TO CHANGE THE COLOR AND LIGHT UP BLUE FOR COLTS DAY, THERE IS A PERSON INSIDE OUR STREET DEPARTMENT THAT DEALS WITH THOSE KIND OF, NOT FULLY I. T. ISSUES BUT CITY STYLE ISSUES LIKE THAT. SO THAT SAME PERSON PROBABLY WOULD BE HANDLING THESE KIND OF THINGS. SO AS FAR AS OPERATIONS, MAKING SURE IT TURNS ON, AGAIN WE ALWAYS HAVE BLOCKHOUSE BEHIND THE SCENES BUT IT'LL PROBABLY BE CITY STREETS, OUR STREET DEPARTMENT IS INCREDIBLE AND MANAGE ALL SORTS OF THINGS INCLUDING THINGS THAT INCLUDE TECHNOLOGY. SO THAT IS THE MAINTENANCE MANAGEMENT SIDE OF IT. DRIVER OF CONTENT WILL PROBABLY BE OUR COMMUNITY THEY GENERALLY DRIVE DIFFERENT TYPES OF CONSENT FOR THE CITY -- CONTENT FOR THE CITY. SO THE C. R. C.'S ROLE IS TO BUILD OUT SOMETHING THAT EXISTS AS A CAPITAL EXPEND BUT THEN LET OTHER DEPARTMENTS HANDLE THINGS AS THEY USUALLY DO IN THE REGULR COURSE. >> EXCUSE ME FOR PUSHING YOU, WHO WOULD BE THE TEAM LEAD THROUGH THE NEXT 15 YEARS OR SO? JUST YOUR VISION? >> IN THIS CITY WE FOLLOW THE GUIDANCE OF THE MAYOR AND THE DIRECTORS CARRY OUT THE GUIDANCE OF THE MAYOR SO I'M NOT SURE HOW TO FURTHER ANSWER YOUR QUESTION. >> ANY OTHER COMMENTS OR THOUGHTS, COMMISSIONERS? COMMISSIONER WORRELL. >> LET'S GO BACK TO THE ACCOUNT THAT THIS IS COMING OUT OF. WHAT IS THE BALANCE IN THAT ACCOUNT? >> THE SPECIFIC ACCOUNT YOU ARE REFERRING TO HAS A BALL OF $2.6 MILLION IN THERE. >> IS THERE A REASON YOU CHOOSE THIS ACCOUNT VERSUS THE OTHER -- I THINK YOU SAID THERE WAS, WHATEVER OUR FINANCE CHAIRMAN SAID, THERE IS ANOTHER -- WHY THIS ACCOUNT? CAN IT COME OUT OF SOME OTHER ACCOUNT OR TALK TO ME A LITTLE BIT ABOUT HOW IT'S BEING FUNDED AND WHY OUT OF THAT SPECIFIC ACCOUNT. >> WE, THE REDEVELOPMENT COMMISSION HAS AN ACCOUNT CALLED THE C. R. C. URBAN PARKS FUND. WE ARE, IT HAS $2.6 MILLION IN THERE. WE'RE ENHANCING CARTER GREEN. WE'RE ENHANCING THE VETERANS MEMORIAL. WE'RE ULTIMATELY ENHANCING [00:50:02] OWN THE MONON THAT RUNS ALONG THERE SO CARTER GREEN IS ONE OF OUR URBAN PARKS. AND THE CARTER GREEN PROJECT INSTALLATION PROJECT IS AN ENHANCEMENT OF THE URBAN PARK SO WE'RE USING THE C. R. C. URBAN PARKS FUND TO COVER THE COST OF THAT. >> OKAY. REALLY MY QUESTION IS SO ARE THE OTHER FUNDS RESTRICTED IN WHAT THEY CAN BE USED FOR, AND THIS IS HOW OR WHY -- I MEAN, THAT IS JUST WHAT I WANT TO KNOW. WHY NOT ANY OTHER FUND? >> WE HAVE FUNDS IN THIS ACCOUNT. THIS IS AN ELIGIBLE USE FOR THE FUNDS. AND I GUESS THE REQUEST IS TO USE THOSE FUNDS FOR THIS PROJECT. >> OKAY. ALL RIGHT. THAT'S FINE. ALL RIGHT. THAT'S FINE. THE OTHER THING THAT IS I GUESS A GOOD THING IS THAT YOU HAVE THE FUNDS. WE LIVE IN A COMMUNITY WHERE WE HAVE 2.WHATEVER YOU JUST SAID 6 OR 4 MILLION WHATEVER YOU JUST SAID AND WE HAVE THIS OPPORTUNITY. COULD YOU SPEND A LITTLE BIT OF TIME EXPLAINING WHY THAT IS, AND HOW THIS -- I MEAN AS I SIT HERE TRYING TO THINK ABOUT MY VOTE AND SUPPORT AND NOT SUPPORTING THIS, THERE HAVE BEEN DOZENS OF OTHER HARD, TOUGH DECISIONS OVER THE LAST 25 YEARS THAT, THAT IT WASN'T OBVIOUS. IT MIGHT BE AN EXPENSE BUT IT WASN'T OBVIOUS THAT IT MIGHT BRING US MORE REVENUE. I'M LOOKING FOR SOME CONTEXT AS TO HOW THE, YOU KNOW, THE ARCHWAYS WAS A HARD DECISION. THE BUMP OUTS ON MAIN STREET WAS A HARD DECISION. THESE ARE ALL C. R. C. DECISIONS WE'VE MADE OVER THE LAST 20 YEARS. THE FACADE GRANTS THAT I REMEMBER THINKING OH, MY GOD. WHY CAN'T THESE BUSINESSES JUST DO IT THEMSELVES? THESE KINDS OF DECISIONS ARE NOT EASY. THEY'RE NOT TAKEN LIGHTLY. BUT WE'RE NOW 20 YEARS LATER ENJOYING THE BENEFITS OF THESE INVESTMENTS. I WOULD LIKE YOU TO SPEND SOMETIME, I KNOW IT'S GETTING LATE BUT I WOULD LIKE TO SPEND SOMETIME TALKING ABOUT THIS IS $2 MILLION. I WOULD LIKE TO SPEND A LITTLE BIT OF TIME TALKING ABOUT THAT. >> IT'S A VERY GOOD QUESTION I KNOW WHEN THE MAYOR WAS FIRST SELECTED HE MADE A PRIORITY TO CREATE A DOWNTOWN WHERE PEOPLE WOULD WANT TO GO. BOTH TO VISIT AND TO LIVE AND TO DO BUSINESS. I MEAN ALL OF THAT. AND STARTING OUT WITH CITY CENTER BEING JUST A FARMFIELD AND A KROGER THAT WAS A BUSINESS OLDER, MAIN STREET THAT DIDN'T HAVE ANY OF OUR, ANYTHING THAT YOU WOULD REALLY ASSOCIATE WITH MAIN STREET OTHER THAN A COUPLE OF DELICIOUS RESTAURANTS BUT NONE OF THE NEW BUILDINGS THAT ARE THERE NOW WERE THERE AND MID TOWN WAS NOTHING. SO I THINK WHAT HAS REALLY SET US APART IS A COMBINATION OF GOOD DEVELOPMENT, GOOD URBAN PLANNING, AND AMENITIES BECAUSE IT TAKES ALL OF THAT. THE ARCHES THAT YOU GAVE IS A GREAT EXAMPLE. PUTTING UP ARCHES ISN'T GOING TO GET ME AN IMMEDIATE DOLLAR RETURN NECESSARY NECESSARILY THAT YOU CAN SAY, THIS IS HOW MUCH THIS ARCH COST. GIVE ME THE MONEY, PLEASE. NO, BUT IT, IT CREATES A SENSE OF PLACE. IT BRANDS A DISTRICT. IT CREATES A DESTINATION. SOMETHING THAT THEN CONTINUES TO ENTICE MORE BUSINESSES TO COME THERE. OUR STATUTES -- STATUES AND THE ART THAT WE HAVE WORKS TOGETHER TO CREATE A HIGHLY AMENITIZED PLACE, THERE IS NOT NECESSARILY MAYBE A WAY TO MEASURE HOW MANY KIDS PET THE LITTLE PUPPY OF THE STATUE THAT HAS THE WOMAN WALKING THE DOG. HOW MUCH DOLLAR RETURN THAT NECESSARILY GETS ME OTHER THAN I KNOW THAT MAIN STREET IS PACKED AND THERE IS ALWAYS SOMEBODY PETTING THAT LITTLE STATUE DOG. I MEAN, WHEN YOU WERE TALKING, THE EXAMPLE I THOUGHT OF IS $10,000 PING-PONG TABLES BECAUSE WHEN WE BUILT OUT THE MONON, THE EXPANDED MONON AND WHENY WINDOW BUILD OUT MIDTOWN PLAZA, THAT IS PACKED WITH PEOPLE, OF ALL AGES, AT ALL TIMES, AND, ONE OF THE MOST WONDERFUL URBAN PLACES IN THE ENTIRE STATE. THAT IS NOT WHAT THE INDY STAR FOCUSED ON. THE INDY STAR FOLKOUSEVERUSSED ON THE PING-PONG TABLES BEING $10,000 EXPECT THEY'RE ALWAYS BEING USED. AND THEY CONTINUE TO CREATE THE SENSE OF PLACE. AND SO INVESTING IN THOSE [00:55:06] KIND OF AMENITIES IS WHAT BRING PEOPLE HERE AND MAKES PEOPLE ALSO WANT TO WORK HERE, LIVE HERE. IT IS WHAT GETS US THE NEXT ROUND OF APARTMENTS. WE'RE NOT BUILDING APARTMENTS IN THE MIDDLE OF A FIELD. WE'RE BUILDING IT IN A METHODICALLY CURATED CENTRAL CORE DOWNTOWN AREA. THIS IS ANOTHER EXAMPLE OF THAT. THIS IS THE KIND OF THING THAT WORKS TOGETHER. WE'RE NOT SHINING THIS ON A, ON SOME SORT OF SCREEN. WE'RE SHINING IT ON, WE'RE PROJECTING IT ON THIS BEAUTIFUL BUILDING THAT IS THE CENTERPIECE OF OUR DOWNTOWN. EVERYTHING WORKS TOGETHER AND FITS LIKE A JIGSAW PUZZLE AND IT'S THE AMENITIES THAT GET PEOPLE TO COME OUT MORE OFTEN, SPEND MORE MONEY. IT'S THE COMBINATION OF THE AMENITIES AND OUR URBAN PLANNING THAT WE'VE BEEN DOING. SO WE HAVE CONSISTENTLY SEEN WHEN WE SPEND MONEY ON AMENITIES, PEOPLE SHOW UP AND IT WORKS. THERE ARE PEOPLE WHO WEREN'T SURE IF WE SHOULD DO THE KRIS KINDLE MARKET. IT'S COLD OUTSIDE, WHY WOULD PEOPLE COME OUT? IT HAS BEEN A SOARING SUCCESS. MID TOWN PLAZA, PEOPLE WEREN'T SURE IF IT'S TOO SMALL. SHOULD YOU SPEND $10,000 ON A PING-PONG TABLE. IT HAS BEEN A SOARING SUCCESS. OUR MAIN STREET HAS BEEN A SOARING SUCCESS. THIS IS JUST A TENSION OF THAT. -- TENSION OF -- TENSION OF CONTINUATION OF THAT. YOU CAN DO CARMEL SPECIFIC CONTENT. LIKE BRENDA SAID, YOU COULD HAVE INTERNATIONAL ARTISTS COME IN AND, THERE A IS TWO MINGS ARE THINGS, TWO WAYS THAT YOU CAN GO HERE. YOU HAVE YOUR ONGOING SHOW THAT BRING PEOPLE IN, BUT IF SOMEBODY WANTED TO BRING IN AN ARTIST AND DO A ONE-MONTH SHOW, LIMITED TIME RUN OF A SPECIFIC PIECE OF THAT IS USED ON THIS INSTALLATION, THAT'S ONE OF THE LIMITED TIME THINGS THAT DRIVE EVEN MORE PEOPLE HERE AND EVEN MORE TOURISM HERE. SO AS WE CONTINUE GROWING THE CITY, ESPECIALLY USING FUNDS GENERATED BY THE REDEVELOPMENT DEPARTMENT THROUGH ITS REDEVELOPMENT EFFORTS, WE'RE NOT USING TAXES FROM RESIDENTIAL AREAS. THESE ARE FUNDS GENERATED BY THE ACTIONS OF THE REDEVELOPMENT COMMISSION ITSELF, I BELIEVE THAT IT'S RIGHT TO CONTINUE BUILDING OUT THESE SORT OF AMENITIES THAT HAVE A MILLION OTHER EXTERNAL POSITIVE EXTERNALITY BENEFITS THAT CONTINUE ADDING TO THIS ECOSYSTEM OF GOOD URBAN PLANNING AND AMENITY WE'VE CREATED IN THE CENTRAL CORE. >> YEAH R. I THINK THE. I THINK THE PRIMARY POINT THAT YOU HAVE JUST MADE AND WHAT I WAS TRYING TO ALLUDE TO IS WE'RE A COMMUNITY THAT BENEFITS FROM THOSE PREVIOUS AINVESTMENTS AND ALLOWS US TO HAVE THIS CONVERSATION. HOW MANY COMMUNITIES IN THEIR COUNTRY WOULD GIVE THEIR EYE TEETH TO THINK ABOUT AN INVESTMENT LIKE THAT? I WILL ADD MITT THAT I WAS SCENT TOLL AND I CAME HERE TONIGHT THINKING THAT I MIGHT BE COMPELLED TO VOTE AGAINST THIS. I WASN'T SURE THAT WE HAD DONE ALL OF YOU ARE OUR HOMEWORK. I WASN'T SURE WE HAD GOOD COMMUNICATION WITH OTHER STAKEHOLDERS BUT BRENDA, YOU -- YOUR APPEARANCE HERE TONIGHT IS VERY VALUABLE TO ME. DIRECTOR HENRY MESTETSKY, YOU ANSWERED EVERY QUESTION FULLY AND YOUR STAFF. WE DID DEBATE THIS AD NAUSEAM AT THE COUNCIL LEVEL WHEN WE'RE LOOKING AT THE, PUTTING IT ON THE LIGHT TOWER OR EXCUSE ME, THE WATER TOWER AND VOTED FOR THAT. I BELIEVED IN THAT PROJECT. NOW WE'RE ACTUALLY ALMOST HAVING OUR CAKE AND EATING IT TOO. THERE WILL BE DETRACTORS. THAT WILL BE AN ARTICLE IN THE CURRENT TOMORROW AND THE COMMENTS WILL FLOW BUT I'M WILLING TO ACCEPT THOSE JUST AS WE HAVE ON ALL THOSE OTHER ISSUES THAT WE'VE VOTED FOR AT THE C. R. C. LEVEL LEADING ALMOST IN THE STATE OF INDIANA FOR SURE IN HAMILTON COUNTY AND SO I HAVE I'VE DECIDED THAT I'LL SUPPORT THIS AND I WOULD ASK MY FELLOW COMMISSIONERS TO SUPPORT THIS AS WELL. >> THANK YOU, COMMISSIONER. >> IF THE CURRENT IS LISTENING INDIANAPOLIS SPEND $8 MILLION ON THEIR PROJECT AND THIS ONE IS QUARTER OF THE COST AND MORE IMPACTFUL IN MY OPINION. >> ONE BIT OF INFORMATION I WOULD LIKE TO PUT OUT IS FOR MANY YEARS I WAS IN THE [01:00:03] SHOPPING CENTER BUSINESS. AND PART OF OUR RESEARCH WAS WE LOOKED AT FOR EVERY 15 MINUTES THAT A SHOPPER SPENT IN A SHOPPING MALL HOW MUCH ON AVERAGE DID THEY SPEND? AND WE WERE ABLE TO QUANTIFY A NUMBER AND WE KNEW IF WE COULD ENCOURAGE THEM TO STAY LONGER THEY WOULD SPEND MORE. AND THAT IS REALLY WHAT THIS IS ALL ABOUT. I JUST ANECDOTALLY, I WAS TALKING TO SOME FOLKS FROM OHIO SATURDAY NIGHT DOWN ON MAIN STREET. THEY WERE' HERE WITH SOME FAMILY. THE YOUNGSTERS WERE PARTICIPATING IN SOME SPORTS EVENTS UP AT GRAND PARK. THEY WERE DOWN HERE EATING IN A RESTAURANT STAYING IN A MOTEL OVER, OR HOTEL ON THE 31 CORRIDOR. BUT THEY WERE EXCITED BECAUSE THERE WERE THINGS TO DO FOR THEMSELVES AND FOR THEIR KIDS HERE IN TOWN, WHETHER IT WAS MONON PLAZA. SO I'M EXCITED TO SEE THIS A. BECAUSE THEY'LL STAY LONGER BUT B. THERE ARE THINGS TO DO FOR YOUNGSTERS. GRAND PARK BRING A LOT OF PEOPLE IN. WE BENEFIT FROM THAT AS DOES THE REST OF THE COUNTY. WITH THAT, UNLESS THERE ARE ANY OTHER MAJOR COMMENTS HERE, THE CHAIR WOULD, IF IT'S YOUR PLEASURE, REQUEST A MOTION OF APPROVAL. >> OKAY. BEFORE I PUT THIS MOTION ON, I'M GOING TO PUT MY TWO CENTS IN. >> PLEASE DON'T. >> YOU SAID IT SO WELL BUT THE THINGS THAT HIT ME THE HARDEST IN MY EVALUATION OF THIS PROPOSAL IS THE FACT WE'RE NOT TAXING RESIDENTS. THAT IS CLEARLY THAT. THE POTENTIAL FOR THE PROGRAMS THROUGH THE TOURISM DEPARTMENT AS WELL AS MAYBE EVEN OTHER CORPORATE SPONSORSHIPS I THINK IS HIGHLY THERE. SO I THINK SOME OF THE EXPENSES MAY BE BORNE OUTSIDE OF THE CITY WITH THE PRIVATE SECTOR OR THE TOURISM. AND THE THING THAT IS MOST IMPORTANT IS I MOVED HERE 97. THERE WAS AS WE ALL KNOW. NOTHING I. I REMEMBER GOING DOWN TO MILLION DANCE AND WE HAVE THIS BEAUTIFUL CITY. I'M IN A POSITION WHERE I'M TRYING TO SUBLEASE SOME OFFICE SPACE FROM MY OLD COMPANY AND I WAS TALKING TO ONE OF THE SUBLETTERS, HE HAD JUST RELOCATED FROM CALIFORNIA AND FOUND CARMEL. HIS WIFE WAS A WHOSE YEAR BUT HE CAME HERE AND SAID, THIS IS THE PLACE I WANT TO RAISE MY FAMILY AND HIS BROTHER HAS A BUSINESS IN SOUTHERN CALIFORNIA. AND HE BROUGHT HIS BROTHER OUT AND TOURED IT AND HIS BROTHER SAID SOMETHING TO THE AFFECT, PARAPHASING IT AGAIN, SECOND-HAND STORY, I NEVER THOUGHT THAT I WOULD BE INTERESTED IN LIVING ANYWHERE IN THE MIDDLE OF A CORN FIELD IN THE MID WEST UNTIL I SAW THIS BEAUTIFUL CITY. SO THIS IS ONE MORE FEATHER IN OUR CAP OR ONE MORE PEARL IN THE STRAND OF BEADS I THINK FOR CARMEL. WITH THAT, NO FURTHER ADIEU, I WOULD LIKE TO MAKE A MOTION TO APPROVE RESOLUTION 2022-22 WHICH IS THE AGREEMENT WITH BLOCKHOUSE STUDIOS FOR THE CARTER GREEN PROJECTS INSTALLATION IN THE NOT TO EXCEED AMOUNT $2.200,000 PAYABLE FROM 902 FUNDS. >> THANK YOU, COMMISSIONER. IS THERE A SECOND? >> I WOULD LIKE TO SECOND IT. >> THANK YOU, COMMISSIONER. IT HAS BEEN MOVED AND SECONDED. WOULD YOU PLEASE CALL THE ROLL. >> APPROVED. >> THANK YOU VERY MUCH, COMMISSIONERS. AND THANK YOU, MR. HENRY MESTETSKY FOR YOUR PRESENTATION THIS EVENING. WE LOOK FORWARD TO SEEING THIS SOON. LET'S SEE. IS THERE ANY OTHER BUSINESS TO COME BEFORE THE COMMISSION THIS EVENING? >> THERE IS NOT, MR. PRESIDENT. [10. EXECUTION OF DOCUMENTS] >> THANK YOU VERY MUCH. SEEING NONE WITHOUT OBJECTION THE CHAIR WOULD LIKE TO DECLARE OUR COMMISSION MEETING TO BE ADJOURNED SUBJECT TO THE EXECUTION OF DOCUMENTS. THANK YOU ALL VERY MUCH. OUR NEXT REGULAR MEETING WILL BE HERE IN THE COUP CHAMBERS ON WEDNESDAY, THE 21ST OF SEPTEMBER. YOU A -- THANK YOU ALL VERY MUCH. * This transcript was compiled from uncorrected Closed Captioning.
