[PAUSE] >> GOOD EVENING. MY NAME IS ADRIAN KEELING WITH THE DEPARTMENT OF COMMUNITY SERVICES. ON MONDAY, OCTOBER 3, THE CITY COUNCIL DID APPROVE AND AMENDED VERSION OF THE PROPOSED COMPREHENSIVE PLAN AFTER SEVERAL MEETINGS THAT OCCURRED AFTER THE PUBLIC HEARING IN APRIL.

SO WITH AN AMENDED VERSION OF A COMPREHENSIVE PLAN, SIMILAR TO ORDINANCE AMENDMENTS AND RESTONES, -- NOT REZONES, SIMILAR TO ORDINANCE AMENDMENTS ARE THOSE ARE CHANGED BY THE COUNCIL, THOSE AMENDMENTS NEED TO COME BACK TO THE PLAN COMMISSION TO APPROVE, DISAPPROVE THOSE AMENDMENTS. SO THERE WERE SEVERAL AMENDMENTS TO THE DOCUMENT, AND FOR THOSE WHO AREN'T FAMILIAR, IT IS ALL AVAILABLE AT WWW.CARMEL COMPREHENSIVE PLAN.COM WHERE YOU CAN LOOK AT THE PLAN AND WEBSITE FORM OR DOWNLOAD A P.D.F.SO I WILL GO THROUGH THOSE AMENDMENTS QUICKLY AND THEN THE COMMISSION CAN DECIDE. YOU DO HAVE 60 DAYS TO ACT UPON THE PLAN. THE COUP'S AMENDMENTS. IF YOU DO FAIL TO ACT, THE AMENDED PLAN IS ADOPTED AS AMENDED BY THE COUNCIL. SO THE FIRST SECTION THAT WE'RE, THAT WAS AMENDED WAS THE POLICY AND OBJECTIVES. THERE WERE A FEW REVISIONS TO THAT. THERE WAS AN ADDITIONAL TO OBJECTIVE 1.3 -- 1.3.7, I'LL ZOOM IN A LITTLE BIT. THESE ARE ALL HIGHLIGHTED IN THE DOCUMENT. PROTECT SINGLE FAMILY NEIGHBORHOODS FROM DISSIMILAR ADJACENT USES WITH RESPECT TO SCALE OF BUILDINGS, LIGHTING NOISE AND OTHER INCOME PATIBLE IMPACTS. THE NEXT REVISION WAS TO AMENDMENT OBJECTIVE 1.5.6. THAT OBJECTIVE HAS TO DO WITH BURYING UTILITY AND COMMUNICATION LINES.

THERE WERE A FEW TEXT REVISIONS TO THAT THAT ARE SHOWN HERE IN PINK OR MAGENTA. THERE WAS A NEW OBJECTIVE ADDED ON PAGE 22. OBJECTIVE 1.6.17. ENCOURAGE THE RESPONSIBLE USE OF ENERGY THROUGH CONSERVATION OF ELECTRICITY IN THE NIGHTTIME LIGHTING OF NONRESIDENTIAL BUILDINGS AFTER NORMAL HOURS OF OPERATION. AND THEN FINALLY PAGE 23, FOR THE POLICIES AND OBJECTIVES, THERE WAS THE PHRASE WHERE APPROPRIATE WAS ADDED TO 1.7.6 THAT ENCOURAGES MIXED USE NEIGHBORHOODS SO THE PHRASE WHERE APPROPRIATE WAS ADDED

TO THAT SENTENCE. THOSE ARE THE REVISIONS MADE TO THE POLICIES AND OBJECTIVE SECTIONS. MOVING ON TO SECTION 2 WHICH IS THE DEVELOPMENT PATTERNS, ON PAGE -- THE WHITE RIVER DEVELOPMENT PATTERN WAS AMENDED AS WELL AS THE DEVELOPMENT PATTERN MAP. I WILL START WITH PAGE 34. THE WHITE REQUIRE -- RIVER DISTRICT. MAXIMUM HEIGHT WAS REVISED TO READ TWO GREATER THAN THE ADJACENT DEVELOPMENT PATTERN WITH THE FOLLOWING EXCEPTIONS. A MAXIMUM OF, IT WAS 3 STORY. THAT WAS CHANGED TO ONE STORY ALONG THE RIVER AND A MAXIMUM OF 6 STORIES ALONG 96TH STREET AND AT EAST WEST CORRIDOR GATEWAYS AND THE EAST, WEST ORATOR GATEWAYS PHRASE WAS REMOVED.

MOVING ON TO THE DEVELOPMENT PATTERN MAP, THERE WERE 3 SEGMENTS OF TYPICAL CORRIDORS REMOVED FROM THE MAP. 146TH STREET BETWEEN OAK RIDGE AND U.S. 31, ALONG 146TH STREET. ALONG COLLEGE AVENUE, TWO SEGMENTS WERE REMOVED. THE SEGMENT -- THIS BASICALLY LEFT THE AREA OF THE HOME PLACE BUSINESS DISTRICT SURROUNDING 106TH AND COLLEGE BUT REMOVED THE TYPICAL CORRIDOR DESIGNATION CORRIDOR NORTH OF 108TH STREET AND THEN SOUTH OF 104TH STREET DOWN TO 96TH STREET. THEN FINALLY, THE TYPICAL CORRIDOR WAS REMOVED FROM 96TH STREET BETWEEN TOWN ROAD TO I. 465. REGARDING THE THOROUGH FARE PLAN MAP, THERE WERE A COUPLE OF REVISIONS THERE. THERE WERE TWO PROPOSED STREET CONNECTIONS REMOVED FROM THE THOROUGH FARE MAP. ONE FROM, RUNNING FROM CLAY TERRACE BOULEVARD OVER TO ROAR ROAD. ANOTHER REMOVED -- PROPOSED STREET CONNECTION REMOVED FROM WESTED FIELDED BOULEVARDED RUNNING ALONG 465 OVER TO COLLEGE AVENUE. AND THEN THERE WAS A CONSERVATION CORRIDOR DESIGNATION ADDED TO RIVER ROAD BETWEEN 116TH STREET UP TO HALFTON WAY WHICH IS A LITTLE BIT SOUTH OF PRAIRIE TRACE ELEMENTARY.

THEN FINALLY, THE MOBILITY AND PEDESTRIAN PLAN MAP, THE COUNCIL PROPOSED SEVERAL ADDITIONS OF MULTIUSE PATHS ON THE MAP FOR MULTIUSE PATH CONNECTIVITY STARTING WITH WORRY ROAD TO THE NONAN -- MONAN GREENWAY THAT RUNS ALONG AND NORTH OF U.S. 31. SPRING MILL BETWEEN 96TH AND 106TH STREET, HALFISTIC BETWEEN 96TH AND 99TH STREET. 99TH STREET IN THE SAME AREA, 99 STREET FROM WEST FIELD STREET TO KEYSTONE. COLLEGE DRIVE WHERE IT GOES OVER TO 116TH STREET OVER TO PENNSYLVANIA STREET AND THEN FINALLY,MAIN STREET FROM RICHLAND WHICH IS THE LIBRARY BASICALLY OVER TO KEYSTONE PARKWAY. SO AS YOU CAN SEE, THERE WERE SEVERAL CHANGES TOOK PLACE OVER THE COURSE OF THE COUNCIL'S MEETINGS. I DON'T THINK A LOT OF THESE ARE A SURPRISE GIVEN THE PUBLIC FEEDBACK AND DISCUSSION THAT OCCURRED

AT THE PLANNING COMMISSION LEVEL AND THE COUNCIL LEVEL REGARDING RESIDENTIAL NEIGHBORHOODS. THERE WERE A COUPLE -- AS WELL AS REMOVING THE TYPICAL CORRIDOR PATTERNS, THAT WAS HIGHLY DISCUSSED AT THE PLAN COMMISSION LEVEL AND THE COUNCIL LEVEL WHICH ONE SHOULD STAY AND WHICH ONE SHOULD GO.

THE TWO REVISIONS THAT WERE NOT ON THE RADAR AS THEY LEFT THE PLAN COMMISSION WERE THE THOROUGH FARE PLAN REMOVAL, CONNECTIONS OF THOSE STREET REMOVALS -- AS WELL AS THE WHITE RIVER BUILDING HEIGHT. THOSE ARE THE TWO THAT WERE NOT DISCUSSED AT THE PLANNING COMMISSION LEVEL AND ARE PROBABLY THE LARGEST CHANGE FROM HOW IT ARRIVED AT THE PLAN COMMISSION OR FROM THE PLAN COMMISSION TO COUNCIL. SO OUR RECOMMENDATION IS IF YOU WOULD LIKE TO DISCUSS THIS FURTHER, THAT WE SET UP, WE SET ANOTHER MEETING EITHER BEFORE THE COMMITTEES SINCE THE PLANNING COMMISSION DID DISCUSS THE COMPREHENSIVE PLAN AS A COMMITTEE OF THE WHOLE. WE COULD SCHEDULE A MEETING PRIOR TO THE NOVEMBER 1ST COMMITTEE'S OR THE FULL PLANNING COMMISSION MEETING IN NOVEMBER. HOWEVER, IF NO OTHER DISCUSSION IS NEEDED, THEN THESE COUNCIL REVISIONS COULD BE APPROVED THIS

WHAT, WE'RE PROPOSING TO MAINTAIN THE EXISTING PEDESTRIAN CONNECTION OFF OF 99TH. WE'RE PROPOSING A NEW PEDESTRIAN CONNECTION OFF OF MICHIGAN. FOUR TABLE PATIO, THAT IS TO THE SOUTH AND WEST OF THE FRONT OF THE

STORE. AND THE TRASH ENCLOSURE IS TUCKED INTO THE SITE SO IT HIDES IT AWAY FROM VISIBILITY. THE ONLY OTHER PIECE I WANTED TO DRAW YOUR ATTENTION TO IS THE DUAL DRIVE THROUGH FACILITY.

THIS IS A NEWER INITIATIVE FOR CHIK-FIL-A.

THE ONE THAT IS CURRENTLY IN TOWN IS MORE OF A TRADITIONAL LAYOUT WHERE THE DRIVE THROUGH LANE WRAPS AROUND THE STORE AND THE PARKING IS OUTSIDE OF IT.

THROUGH THE YEARS CHIK-FIL-A HAS FOUND THAT'S NOT THE MOST SAFEST CONDITION. THIS IS REALLY WHAT THEY RELATE TO AS AN ISOLATED WITH A DRIVE THROUGH AS ISOLATED FROM THE PARKING LOT SO IT SEPARATES THE GUESTS TRAFFIC GOING INTO THE BUILDING FROM THE DRIVE THROUGH FACILITY MAKING IT A MUCH SAFER ENVIRONMENT.

THE DUAL DRIVE THROUGH LANE WHICH THEY COIN AS A FLEX DRIVE THROUGH WAS BORN OUT OF COVID AND WAS MEANT TO GET THE TRAFFIC THROUGH THE DRIVE THREW LANE QUICKER.

THE PREVIOUS MODELS WERE TWO DRIVE THROUGH LANES UP TO THE ORDER POINT WITH ONE SINGLE LANE UP TO THE PICKUP WINDOW. THIS ADS THE SECOND LANE UP TO THE PICKUP WINDOW. WHAT IT ADDS IS CANOPIES OVER THE PICKUP WINDOW AND A CANOPY OVER THE ORDER POINTS AND THE PURPOSE OF THAT IS TO PROVIDE SOME ENVIRONMENTAL PROTECTION FOR THEIR TEAM MEMBERS AS WELL AS THEIR GUESTS WHEN THEY'RE PLACING PICKING UP ORDERS. THERE WAS A NEED FOR AN EDUCATIONAL FACILITY, FOR ECOLOGY AND CITIZEN SCIENCE, CLASSROOMS, THAT'S PART OF WHAT WE'RE DOING WITH THE WHITE RIVER EDUCATION ANTIQUOLOGY CENTER. THAT THE IS A BIG PART OF WHAT WE'RE DOING FROM THE FOOD, FARM AND ENERGY EXPERIENCES. WHITE RIVER ECOLOGY AND THE ABILITY TO ENGAGE PEOPLE WITH THE RIVER THROUGH RIVER ACTIVATION, THROUGH RAFTING, FISHING, ALL OF THOSE DIFFERENT ACTIVITIES. THEY SHOULD ENCOURAGE CONOR PRAIRIE TO CONSERVE AS MUCH FORESTED AND WILD SPACE AS POSSIBLE. OUR NATIVE FORESTS ARE A DIRECT LINK TO THE NATURAL HERITAGE OF INDIANA KEEPING THE FOREST GIVES A MORE HISTORICAL VIEW OF INDIANA.

THE FORESTED AND WILD LANDS THAT EXIST THERE ARE UNIQUE AND SHOULD BE USED FOR THE VALUABLE EDUCATIONAL OPPORTUNITIES THEY PROVIDE. CONOR PRAIRIE SHOULD BE ENCOURAGED TO REFOREST MORE OF ITS OPEN SPACES ALONG THE WHITE RIVER. MUCH OF THE LAND IS IN FLOOD PLAIN.

FORESTS ARE HUGE SPONGES AND THE BEST WAY TO DEAL WITH THE FLOODING THAT THIS OVERDEVELOPED HARD SCAPE WOULD PRODUCE MORE RUNOFF IS TO PLANT MORE EXISTING TREES AND KEEP THE EXISTING FOREST IN OPERATION, CONOR PRAIRIE SHOULD WORK TO CONSERVE ITS FOREST AND NATURAL AREAS TO MAINTAIN THE QUALITY OF LIFE IN CARMEL. WE OBJECT TO A HOTEL, TO A CONFERENCE CENTER AND MANY OTHER AESTHETIC THINGS THAT WILL AFFECT THE RESIDENTS OF OUR NEIGHBORHOOD AND OTHER NEIGHBORHOODS AROUND THIS PROJECT.

IN THE WORK THAT WE HAVE DONE WITH THE NEW COMPREHENSIVE PLAN, THIS AREA IS IDENTIFIED UNDER THE WHITE RIVER DEVELOPMENT PATTERN. THE PURPOSE OF THIS DEVELOPMENT PATTERN STATES A CLEAN, ECOLOGICAL HISTORICAL CONNECTED AND ACTIVE ASSET FOR THE RESIDENTS OF CARMEL AND THE GREATER REGION TO EXPERIENCE, REDECIDE IN AND ENJOY.

-- RESIDE IN AND ENJOY. THE PETITIONER PROPOSED PLAN ALIGNS WITH THE PURPOSE STATEMENT AND OVERTIME COULD BRING THESE IDEAS TO FULFILLMENT. I THINK IT'S ALSO WORTH NOTING THAT THE 3 C. PLAN, THAT IS THE ORIGINAL OR WELL THE PRIOR CARMEL CLAY COMPREHENSIVE PLAN FROM 2009, IT DID IDENTIFY THE WHITE RIVER GREENWAY AS A CRITICAL CORRIDOR THAT REMAINS TO BE STUD ED OR PLANNED IN DETAIL. AS WE HEARD FROM THE PETITIONER EARLIER, THE WHITE RIVER VISION PLAN FOR INDIANAPOLIS AND HAMILTON COUNTY THAT DID START IN 2016 AND WAS EVENTUALLY RELEASED IN 2020. AND WHILE THE CITY CARMEL WAS NOT THE BODY THAT INITIATED THAT STUDY, WE WERE AN ACTIVE MEMBER IN THE PROCESS.

THEN AS THE PETITIONER STATED, THEY HAVE BEGUN WORK ON THEIR MASTER PLANNING FOR THEIR PORTION OF THE WHITE RIVER ON THEIR PROPERTY. AND HAVE BROUGHT IN MANY COMMUNITY STAKEHOLDERS THROUGHOUT THE ENTIRE PROCESS OVER THE LAST FEW YEARS.

REGARDING THE ACTUAL PUD DOCUMENT, THERE ARE MANY CHANGES AND EDITS THAT WE'VE PROPOSED BACK AND FORTH IN OUR REVIEW. WE WANT TO MAKE SURE THAT THIS DOES PROVIDE A FRAMEWORK FOR RESPONSIBLE FUTURE GROWTH AND DEVELOPMENT AND AGREE THAT WE SHOULD TAKE OUR TIME IN STUDYING IT AND REVIEWING IT CAREFULLY. THE COMMERCIAL PURPOSES AND THAT NORTHEASTERN CORNER WHERE THAT WOODS IS IS A NATURAL AND MOST EFFECTIVE WAY TO BUFFER THOSE RESIDENTS FROM THE COMMERCE USES. PEOPLE WANT TO LIVE NEAR CARMEL'S FEW AND BEAUTIFUL REMAINING FORESTS. WE HEAR IT TIME AND AGAIN AT THE MEETINGS AND SEE IT IN THE LETTERS. THEN IN REGARDS TO 111TH STREET, I THINK THAT THE PROJECT IS STILL IN THE EARLY DESIGN PHASES.
