[1. PLEDGE OF ALLEGIANCE]

[00:00:09]

>> GOOD AFTERNOON, EVERYONE. THIS IS THE REGULAR NOVEMBER MEETING OF THE CARMEL REDEVELOPMENT COMMISSION.

WE ARE HERE IN CITY COUNCIL CHAMBERS.

WE DO HAVE A QUORUM OF OUR MEMBERS PRESENT.

AND SO WITH THAT, IF I COULD INVITE YOU ALL TO STAND AND JOIN ME IN THE PLEDGE OF ALLEGIANCE.

>> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA. AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY

[2. APPROVAL OF MINUTES]

AND JUSTICE FOR ALL. >> VERY GOOD.

WITH THAT WE WILL MOVE ON TO OUR NEXT ORDER OF BUSINESS, WHICH IS THE APPROVAL OF THE MINUTES OF OUR OCTOBER 19 MEETING. ARE THERE ANY CORRECTIONS OR

ADDITIONS TO THOSE MINUTES? >> MOVED TO APPROVE.

>> THANK YOU. IS THERE A SECOND?

>> SECOND. >> MOVED AND SECONDED.

WE WILL BE USING THE VOTING MACHINE, SO IF YOU WILL CAST YOUR VOTES. OKAY.

[3a. Cash Flow Report]

AND IT LOOKS LIKE IT IS APPROVED! THANK YOU, COMMISSIONERS. WE WILL NOW MOVE ON TO FINANCIAL MATTERS. AND WE WILL BEGIN WITH THE CASH

FLOW REPORT, MR. LEE. >> THANK YOU, MR. PRESIDENT.

THE COMMISSIONS AND A MONTH BALANCE FOR OCTOBER WAS $6,658,458. AND THE RESTRICTED FUNDS IT WAS

$15,501,045. >> ANY QUESTIONS FOR MR. LEE AT THIS POINT? MR. LEE, I PRESUME WE ANTICIPATE OUR DISTRIBUTION OF FUNDS FROM THE COUNTY AND IT'S

PRETTY MUCH NORMAL SCHEDULE? >> YEAH, IT SHOULD BE IN THE FIRST OR SECOND WEEK OF DECEMBER.

>> VERY GOOD. THANK YOU VERY MUCH.

QUESTIONS, COMMISSIONERS? IF NOT, WE WILL MOVE ON TO THE APPROVAL OF CLAIMS. ONCE AGAIN, MR. LEE.

>> I'M SORRY, I DO HAVE A QUESTION.

WITH THE ASSESSED VALUE AND THE CHANGES, ARE WE EXPECTING ANY CHANGES ANY HIGHER THAN NORMAL, OPPOSITION TO THE ASSESSMENTS AND THE TAX BILLS AND ALL THAT KIND OF STUFF?

>> IT REALLY DEPENDS ON WHAT THE OTHER TAXING DISTRICTS HAVE DONE. JUST LIKE THE CITY PAST THE ROAD BONDS TO KEEP THE SAME RATE.

IT DEPENDS ON IF THE OTHER DISTRICTS DID ANYTHING SIMILAR.

I'M NOT EXACTLY SURE. IF EVERYTHING STAYS THE SAME RATE, THE TOTAL RATE, THEN YES, WE WILL GET A HIGHER AMOUNT BASED ON THE 2022 INCREASES. BUT REALLY, I'M GUESSING IT'LL STAY FAIRLY CLOSE TO THE FORECAST (INDISCERNIBLE).

>> WHAT IS THE RIGHT TERMINOLOGY -- TAX APPEAL?

>> MM-HMM. >> OKAY.

[3b. Approval of Claims]

THANKS. >> ANY OTHER QUESTIONS OF MR. LEE? IF NOT, WE WILL MOVE ON TO OUR

APPROVAL OF CLAIMS. THIS REALLY, ONCE AGAIN.>> YOU HAVE BEFORE YOU THREE SETS OF CLAIMS. VERSE ONE FROM NONOPERATING EXPENSES IN THE AMOUNT OF 200 (INDISCERNIBLE) THOUSAND. THE SECOND ONE, FROM THE 2021 GLITCHY ABOUNDS IN THE AMOUNT OF (INDISCERNIBLE).

AND FINALLY, FROM THE 2021 TO BONDS IN THE AMOUNT OF $14,603.94. THESE LET ME KNOW IF YOU HAVE

ANY QUESTIONS. >> VERY GOOD.

THANK YOU, MR. LEE. QUESTIONS OF MR. LEE ON ANY OF THE INVOICES OR CLAIMS BEFORE US TODAY? SEEING NONE, IF IT IS YOUR PLEASURE, THE CHAIR WOULD

ENTERTAIN A MOTION OF APPROVAL. >> SO MOVED.

[4. EXECUTIVE DIRECTOR REPORT]

>> THANK YOU, COMMISSIONER. IS THERE A SECOND?

>> SECOND. >> IT'S BEEN MOVED AND SECONDED. ONCE AGAIN, IF YOU WOULD USE YOUR VOTING MACHINE.ND IT IS APPROVED.

THANK YOU VERY MUCH, COMMISSIONERS.

WE WILL NOW MOVE ON TO THE EXECUTIVE DIRECTOR REPORT.

I ASSUME MADAME DEPUTY DIRECTOR, YOU WILL BE GIVING

THE REPORT FOR THE DAY. >> NO, I'M HERE!

[LAUGHTER] >> OH, OKAY! VERY GOOD!O MR. EXECUTIVE DIRECTOR, WOULD YOU LIKE TO

GIVE US YOUR REPORT? >> SURE.

HENRY MESTETSKY HERE EXECUTIVE DIRECTOR REPORTING FROM OBVIOUSLY CITY HALL. THERE I HEAR IT'S VERY COLD OUTSIDE BECAUSE I'M INDOORS. I WOULDN'T KNOW.

LET'S TALK ABOUT SOME OF THE CONSTRUCTION PROJECTS GOING ON IN THE CITY. LOTS OF PROGRESS GOING ON.

(INDISCERNIBLE) HOLLAND IS BASICALLY FINISHED.

THEY'RE JUST FINISHING SOME SITE WORK AROUND THAT PROJECT NOW. LOTS OF PROGRESS GOING ON

[00:05:07]

(INDISCERNIBLE) AND THE WINDSOR, WHICH IS THIS ONE.

THESE TWO TOGETHER ARE GOING UP THE SAME TIME.

THE RENT IS EXPECTED TO RECEIVE A LOT MORE STEEL HERE IN THE NEXT MONTH AND 1/2. SO WE SHOULD BE SEEING A SEVEN FOOT STORY STRUCTURE RISING UP IN THE MIDDLE OF CITY CENTER HERE VERY SOON. IT'S GOING TO REALLY CHANGE THE WAY EVERYTHING LOOKS IN OUR CORE HERE.

WINDSOR CONTINUES, AS WELL. PROSCENIUM IS ALMOST FINISHED.

ALTHOUGH I BELIEVE THERE HAS BEEN SOME RECENT NEWS ABOUT THAT SPECIFIC STATUE MOVING UP THE ROAD.

(INDISCERNIBLE). THE LAUNCH CONTINUES CONSTRUCTION AT A BLISTERING PACE.

IT'S NICE TO SEE THE CONDO BUILDING GOING UP AS WELL.

STAY TUNED BECAUSE THERE WILL BE A NAMING OF THE COURTYARD.

HE COURTYARD BEING THE ONE PICTURED HERE.

SO LET'S JUST BUILD SOME ANTICIPATION FOR THAT! SO LOTS OF PROGRESS ON FIRST IN MAINE.

NOW THAT THE STEEL IS UP, THE OFFICE BUILDING IS REALLY CHANGING THE WAY OUR MAIN STREET LOOKS.

SOMETHING WE BEEN WAITING FOR FOR A LONG TIME.

I KNOW IT CONTINUES ON. SO THERE IS THE CORNER, THAT'S MOVING AT A FAST PACE. I'M EXCITED FOR WHEN THEY START WORKING ON THE NEXT BUILDING THERE.

AND EVENTUALLY, A GARAGE THAT WILL HAVE (INDISCERNIBLE).

THE SIGNATURES MOVING RIGHT ALONG.

THE CIVIC SQUARE PARKING GARAGE IS COMPLETED.

AND WE ARE WORKING THROUGH THE ART MURALS, THE MOSAIC MURALS THAT ARE GOING TO BEAUTIFY THE SOUTH AND EAST SIDES OF THAT PROJECT. THAT'S, AGAIN, EXPECTED TO GO UP IN THE SPRING. PUBLIC HEADQUARTERS CONTINUES MOVING FORWARD. AND PROSCENIUM TO JUST NORTH OF (INDISCERNIBLE) CONTINUES TO WORK ON THEIR SITE.

AND WE SHOULD SEE A PROJECT THEY ARE GOING UP SOON.

WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS RELATED TO THE

EXECUTIVE DIRECTORS REPORT. >> THANK YOU, MR. DIRECTOR.

ARE THERE ANY QUESTIONS OF THE DIRECTOR REGARDING HIS REPORTS?

COMMISSIONER WORRELL. >> I WAS TRYING TO FIND SOME DATA. CAN YOU TELL ME IF THE RENT -- EXCUSE ME -- THE WINDSOR IS BEING AFFECTED BY THE CONCRETE SHORTAGE? I AM RECEIVING CALLS ABOUT

THAT. >> YES.

I'D SAY EVERY PROJECT IS BEING AFFECTED BY THE CONCRETE SHORTAGE. DOWN TO I RECENTLY HAD A CONVERSATION WITH SOME HIGHER UP REPRESENTATIVES AT DUKE ENERGY. AND EVEN THEIR TINY PORES FOR THE FOUNDATION FOR THE TRANSFORMERS ARE BEING AFFECTED. SO EVERYTHING IS BEING AFFECTED. I THINK IF THERE WAS NOT A CONCRETE SHORTAGE, WE WOULD HAVE MORE LEVELS OF THE WINDSOR REPORT ALREADY. BUT WE KNOW EVERYONE HERE IS DOING THE BEST THEY CAN. I DO BELIEVE THERE'S SOME RELIEF IN SIGHT. HOPEFULLY.

>> I APPRECIATE THAT. SO DO YOU HAVE ANY FEEL FOR HOW FAR BEHIND THAT PROJECT WOULD BE BECAUSE OF THIS SHORTAGE? AND IF YOU DON'T KNOW, WOULD YOU MIND HAVING YOUR TEAM CHECK INTO THAT FOR ME, AND LET ME KNOW?

>> WE WILL DO THAT. >> THANK YOU.

>> OTHER QUESTIONS OF COMMISSIONERS FOR THE DIRECTOR?

[5a. Architectural Review Committee]

THANK YOU VERY MUCH, MR. DIRECTOR.

WE WILL NOW MOVE ON TO OUR COMMITTEE REPORTS AND OUR ARCHITECTURAL REVIEW COMMITTEE. COMMISSIONER (INDISCERNIBLE).

>> THANK YOU, MR. PRESIDENT. WE DID MEET, WE MET ON FRIDAY, OCTOBER 21. WE HAD A LITTLE BIT OF OLD BUSINESS AT THAT MEETING. IT WAS JUST A FOLLOW-UP ON A CONCOURSE PROJECT. AND MS. GLASPIE STATED THAT THEY HAD MET WITH THE DEVELOPER ON THAT AND THEY WERE PREPARING TO SUBMIT THIS PROJECT FOR REVIEW.

SO THAT WAS OLD BUSINESS. NOW THE NEW BUSINESS WAS REVIEWING THE BUCKINGHAM RESIDENTIAL PROJECT AT THE AT&T SITE. WE HAD A SITE PLAN PRESENTED TO US. WE LOOKED AT BUILDING ELEVATIONS FOR THAT BUCKINGHAM RESIDENTIAL.

MR. GILLESPIE PRESENTED TO US THAT THE PROJECT HAD BEEN REVIEWED WITH OTHER CITY DEPARTMENTS, AND SHE RECOMMENDED APPROVAL TO THE CRC ARCHITECTURAL REVIEW COMMITTEE.

AND WE DID, IN FACT, APPROVED THAT BASED UPON THE DEVELOPER

[00:10:01]

CONTINUING TO WORK ON THE PLAZA DESIGN AND SITE ARCHITECTURAL DETAILS. IN THE CRC STAFF THROUGH THE ADL US. SO THAT WAS THE CRUX OF IT

STOP. >> THANK YOU, MR. COMMISSIONER.

ANY QUESTIONS OF COMMISSIONER BROOKS? SEEING NONE, WE WILL NOW MOVE ON TO OLD BUSINESS.S THERE

[7a. Public Hearing for Monon Square North confirmatory resolution]

ANY OLD BUSINESS TO COME BEFORE US?

>> THERE IS NOT OLD BUSINESS. >> THANK YOU, MR. DIRECTOR.

WE WILL NOW MOVE ON TO OUR NEW BUSINESS.

OUR FIRST ORDER OF BUSINESS IS A PUBLIC HEARING FOR THE MONT ON SQUARE NORTH CONFIRMATORY RESOLUTION.

THIS IS OUR PUBLIC HEARING, SO I WILL DECLARE THE PUBLIC HEARING ON THE MONON SQUARE NORTH CONFIRMATORY RESOLUTION

TO BE OPENED. >> MR. PRESIDENT, DO YOU WANT TO LET HIM PRESENT AT FIRST WAS?

AND THEN, HAVE THE PUBLIC HEARING?>> NORMALLY, WHAT I WOULD ASK FOR AT THIS POINT IS MR. LEE TO GIVE US THE BACKGROUND. AND THEN, WE WOULD ASK FOR ANY OTHER PUBLIC COMMENTS. SO THE HEARING IS NOW OPEN.

MR. LEE, COMMENTS? >> SO THIS IS THE FINAL STEP FOR CREATING THE (INDISCERNIBLE) AREA FOR SQUARE NORTH. IF YOU RECALL THE PROCESS IS A (INDISCERNIBLE) BY THE CRC. THEN IT GOES TO THE PLAN COMMISSION AND CITY COUNCIL, AND THEN BACK TO CRC IN THIS PUBLIC HEARING. IF YOU REMEMBER, THIS IS JUST FOR THE NORTHERN PORTION OF MONON SQUARE.

THIS IS A $100 MILLION PROJECT, WHERE THERE WILL BE MULTIFAMILY UNITS. TWO PARKING GARAGES.

APPROXIMATELY 10 CONDOS. 21,000 SQUARE FEET OF -- --.

>> THANK YOU, MR. LEE. ANY QUESTIONS OF MR. LEE REGARDING THIS? I WOULD NOW FOR FOR PUBLIC COMMENT. IS THERE ANYONE WHO WOULD LIKE TO SPEAK IN FAVOR OF THIS MONON SQUARE NORTH PROJECT? SEEING NONE, IS THERE ANYONE WHO WOULD LIKE TO SPEAK IN OPPOSITION? SEEING NO ONE, I WILL DECLARE OUR PUBLIC HEARING TO BE CLOSED.

[7b. Action Item #1 – Resolution 2022-28 re: Monon Square North Confirmatory Resolution]

AND WE ARE CLOSED AT, I HAVE 2:45 P.M. SO WE WILL NOW MOVE ON TO OUR FIRST ACTION ITEM, WHICH IS A RESOLUTION, 2022-28, WHICH IS THE ADOPTION OF THE MONON SQUARE CONFIRMATORY RESOLUTION.HIS IS OUR LAST STEP.

I THINK IT WAS NOTED BY MR. LEE.

IT'S BEEN THROUGH THE DECLARATORY RESOLUTION STAGE.

GONE THROUGH THE CARMEL PLANNING COMMISSION.

THE CITY COUNCIL. AND WE'VE JUST CONCLUDED THE PUBLIC HEARING. SO NOW WE ARE AT THIS STAGE.

MR. LEE, ANYTHING YOU WISH TO ADD AT THIS POINT?

>> NOPE.> THANK YOU VERY MUCH.OMMISSIONERS, ANY QUESTIONS AT THIS POINT?THANK YOU VERY MUCH.

THEN WE WILL GO AHEAD AND VOTE. SO USER MACHINES, IF YOU WOULD,

PLEASE. >> DO WE HAVE A MOTION AND A SECOND? DID WE HAVE A MOTION AND A

SECOND? >> I THOUGHT WE DID.

I'M SORRY.

MOTION TO APPROVE RESOLUTION 2022-28, AND THAT IS CONFIRMING AMENDMENTS TO THE DECK LITERARY RESOLUTION AND DEVELOPMENT PLAN FOR THE CITY CENTER REDEVELOPMENT AREA IN MONON

NORTH. >> YOU READ THAT SO NICELY!

DO WE HAVE A SECOND? >> SECOND.

>> OKAY. NOW FINISH USING YOUR VOTING MACHINES. AND IT IS APPROVED.

[7c. Public Hearing for Flora confirmatory resolution]

THANK YOU VERY MUCH. I'M GETTING AHEAD OF MYSELF HERE! OKAY.

NOW WE WILL MOVE TO A PUBLIC HEARING FOR THE CONFIRMATORY RESOLUTION FOR THE FLORIDA AREA.

AND ONCE AGAIN, MR. LEE, IF YOU WOULD TALK ABOUT THIS PROJECT

FOR US. >> THANK YOU.

THIS IS A PROJECT LOCATED AT SPRINGMILL ROAD AND ESSENTIALLY 465. THIS IS MOSTLY RESIDENTIAL DEVELOPMENT. THIS HAS BROWNSTONES, AND ALSO SOME TOWNHOMES. AND ADDITIONALLY, SOME DETACHED RESIDENTIAL UNITS AS WELL. THIS HAS ALREADY GONE THROUGH THE OTHER STEPS WE MENTIONED EARLIER, JUST LIKE THE PAST CONFIRMATORY RESOLUTION. SO IT IS BEFORE YOU TODAY TO

PASS AS WELL. >> THANK YOU VERY MUCH, MR. LEE. QUESTIONS OF MR. LEE REGARDING

THIS PROJECT? >> COULD YOU CONFIRM FOR US

[00:15:03]

THAT ALL PROPER NOTICES WERE FILED TIMELY AND CORRECTLY, (INDISCERNIBLE) A REVIEW? I KNOW THERE WAS A REVIEW FROM PLANNING COMMISSION. HAVE WE DONE THE SAME THING, MAKING SURE WE HAVE FOLLOWED ALL THE PROCEDURES?

>> YES, WE HAVE FOLLOWED ALL OF OUR PROCEDURES.

>> OKAY. NOTHING HAS CHANGED SINCE WE

HAVE LOOKED AT THIS BEFORE? >> CORRECT.

>> OKAY. THANK YOU.

>> VERY GOOD. THEN WE WILL MOVE AHEAD TO HAVING THE PUBLIC HEARING. FIRST OF ALL, I WOULD LIKE TO OPEN THE PUBLIC HEARING AND ASK IF THERE IS ANYONE PRESENT THAT WOULD LIKE TO SPEAK IN FAVOR OF THE PROJECT.

SEEING NO ONE -- EXCUSE ME? MADAME, PLEASE.

>> YOU WOULD, GIVE US YOUR NAME AND ADDRESS.

>> MD FOX AND I LIVE IN WEST CARMEL.

IF YOU WANT A SPECIFIC ADDRESS? X NO, THAT'S OKAY.

>> OKAY. THIS ISN'T REALLY FOR OR AGAINST, I JUST HAVE A QUESTION.

WHY IS THE CRC PROJECT -- WHY IS AN ALLOCATION AREA BEING DONE ON A RESIDENTIAL PROJECT? I'M USED TO ALL OF THESE BEING DOWNTOWN. AND WITH, YOU KNOW, COMMERCIAL -- SO CAN YOU EXPLAIN THE PURPOSE OF THIS IN A

RESIDENTIAL PROJECT? >> OKAY.

THANK YOU. >> I'M SORRY, I HAD TROUBLE

HEARING YOU. >> YEAH, IF YOU WOULD, COULD YOU REPEAT --? THANK YOU.

>> I'M USED TO WEARING THEM. I DON'T THINK ABOUT IT.

I JUST WANT AN EXPLANATION OF WHY AN ALLOCATION AREA WOULD BE MADE FOR RESIDENTIAL PROJECTS? BECAUSE I'M USED TO THESE ALWAYS BEING IN DOWNTOWN PROJECTS THAT HAVE COMMERCIAL.

SO I JUST WONDERED IF YOU COULD EXPLAIN THAT?

>> OKAY. WHAT ARE COUNSEL CARE TO HAVE

RESPONSE TO THIS AT THIS POINT? >> I'M HAPPY TO RESPOND.

>> OH, OKAY. GO AHEAD.

>> WELL, AND I KNOW THAT THIS ISN'T REALLY A FORMAT WHERE STAFF RESPONDS. BUT I'M HAPPY TO RESPOND.

ALLOCATION AREAS HAPPEN IN RESIDENTIAL PROJECTS ALL THE TIME. THROUGHOUT THE STATE.

IT'S A FAIRLY NORMAL OCCURRENCE.

HERE, THERE IS A PORTION OF THIS PROJECT THAT QUALIFIES FOR A PUBLIC-PRIVATE PARTNERSHIP. SO THAT'S WHAT'S GOING ON.

I DO WANT TO NOTE A COUPLE OF THINGS THAT ARE DIFFERENT, WHICH IS THIS PROJECT HAS GONE THROUGH, YOU KNOW, FULL PLANNING AND APPROVAL. AND THIS IS ALSO A RESIDENTIAL PROJECT, AND THERE ARE NO (INDISCERNIBLE) THAT ARE BEING TOUCH ON THIS PROJECT BY THE REDEVELOPMENT COMMISSION.

IT'S ALL GOING TO THE PARKS DEPARTMENT.

SO I KNOW THAT MS. FOX USUALLY IS VERY ATTENTIVE AT VARIOUS PLANNING AND ZONING BOARD MEETINGS.

SO WITH RESPECT TO THE PLANNING AND THE URBAN PLANNING OF THIS PROJECT, IT ALL CONTINUES TO BE EXACTLY THE SAME AS WHAT HAS ALREADY GONE THROUGH THE PLANNING AND ZONING BOARD PROCESS. I HOPE THAT'S A HELPFUL

RESPONSE. >> THANK YOU, MR. DIRECTOR.

MADAME, DID YOU HAVE A FURTHER QUESTION?

>> (INDISCERNIBLE) (AWAY FROM MICROPHONE).

>> THERE YOU GO. THANK YOU.

>> A ONE OF THOSE FUNDS GOING TO PAY FOR IN THE

(INDISCERNIBLE) DEVELOPMENT? >> IT'S GOING TOWARDS PUBLIC INFRASTRUCTURE. THAT'S PAR OF THAT PROJECT.

AND I'M HAPPY TO DISCUSS IT FURTHER WITH YOU OFF-LINE.

>> OKAY. THANK YOU.

>> THANK YOU VERY MUCH. IS THERE ANYONE ELSE PRESENT THAT WOULD LIKE TO MAKE A STATEMENT FOR THE PUBLIC HEARING? IF NOT, I WILL DECLARE OUR PUBLIC HEARING TO BE CLOSED. AND I HAVE 3:52 P.M., SO WE

[7d. Action Item #2 – Resolution 2022-29 re: Flora Confirmatory Resolution]

WILL DECLARE IT CLOSE. 2:52.

EXCUSE ME FOR SUPPER ON TIME ZONE!TLANTIC TIME ZONE! (LAUGHING) I'VE BEEN IN MAINE A LOT LATELY.

LET'S SEE, WE WILL NOW GO ON TO OUR NEXT ACTION ITEM.

WHICH IS ACTION ITEM 2022-29, THE FLORA CONFIRMATORY RESOLUTION. AND THIS WOULD BE THE NEXT STEP IN THE PROCESS. AFTER THE DECLARATORY RESOLUTION BY THIS ORGANIZATION, GOING THROUGH

[00:20:02]

PLANNING COMMISSION, CITY COUNCIL, AND NOW IT'S BACK HERE WITH THE COMMENTS FROM THE PUBLIC HEARING THAT WE JUST CONCLUDED. SO WITH THAT, IF IT IS YOUR PLEASURE, COMMISSIONERS, THE CHAIR WILL ENTERTAIN A MOTION

OF APPROVAL. >> I'D LIKE TO MAKE A MOTION TO APPROVE RESOLUTION 2022-29, CONFIRMING AMENDMENTS TO THE DECLAN TORREY RESOLUTION AND DEVELOPMENT PLAN OF THE FLORIDA

ECONOMIC DEVELOPMENT AREA. >> THANK YOU.

COMMISSIONER. IS THERE A SECOND?

>> SECOND. >> THANK YOU.

IT'S BEEN MOVED AND SECONDED. IF YOU WOULD LIKE TO USE YOUR VOTING MACHINES AT THIS POINT. VERY GOOD.

IT IS APPROVED. THANK YOU VERY MUCH! AND JUST AS A SIDEBAR, THE COMMISSION HAS DONE SOME OTHER RESIDENTIAL PROJECTS THROUGHOUT OTHER PARTS OF THE CITY IN THE PAST. SO WE'RE NOT DOING ALWAYS MIXED

[7e. Action Item #3 – Resolution 2022-30 re: Franciscan North Declaratory Resolution]

USE AND COMMERCIAL IN OUR WHATEVER.

BUT NONETHELESS -- >> HUNDRED AND 36 AND KEYSTONE

WOULD BE A GREAT EXAMPLE. >> VERY GOOD.

>> VERY RESIDENTIAL. >> THANK YOU.

SO NOW WE WILL MOVE ON TO OUR NEXT ACTION ITEM, WHICH IS THE DECLARATORY RESOLUTION FOR RESOLUTION NUMBER 2022-30, FOR THE FRANCISCAN NORTH DECLARATORY AREA.

AND THIS, OF COURSE, IS RELATED TO THE DEVELOPMENT OF THE HOSPITAL FACILITY, I BELIEVE, OFF OF IS THAT ILLINOIS AVENUE? MR. LEE, IF YOU WOULD LIKE TO DESCRIBE THIS FOR US?

>> SURE. UNLIKE THE LAST TWO, THIS IS THE FIRST STEP IN CREATING THAT ALLOCATION AREA.

IT'S JUST NORTH OF THE AREA WHERE THE PARKING GARAGE AND THE FRANCISCAN ORTHOPEDIC CENTER OF EXCELLENCE IS LOCATED. PAS PART OF THAT ORIGINAL PROJECT, IT IS ALWAYS ANTICIPATED THIS NORTHERN PORTION WOULD BE DEVELOPED AND BE KIND OF PHASE II.

NOT NECESSARILY FOR ANOTHER HOSPITAL OR EXPANSION, BUT ANOTHER PROJECT RELATED TO THE DEVELOPER.

SO IF YOU REMEMBER WE HAD THIS DESIGN, THE GARAGE WAS ACTUALLY OVERSIZED BY 200 SPACES OR SO. IN ANTICIPATION FOR PARKING NEEDS OF THE NORTHERN SECTION OF THIS DEVELOPMENT.

SO RIGHT NOW, WE ARE ASKING YOU TO CREATE THIS ALLOCATION IN AN AREA FOR THE NEXT DEVELOPMENT THAT IT'S GONNA BE COMING HERE SOON. MOST LIKELY, CORPORATE HEADQUARTERS AND POTENTIALLY SOME OTHER OFFICE AND OTHER

COMMERCIAL COMPONENTS AS WELL. >> THANK YOU, MR. LEE.

QUESTIONS OF MR. LEE REGARDING THIS RESOLUTION THAT IS PENDING? JUST I WOULD REMIND EVERYONE THAT THIS IS THE FIRST STEP IN THE PROCESS.

THE NEXT STEP WOULD BE TO GO TO THE PLANNING COMMISSION.

THEN IT WOULD GO TO THE CITY COUNCIL.

THEN IT WILL COME BACK HERE FOR PUBLIC HEARING AND THE FINAL STEP WOULD BE A CONFIRMATORY RESOLUTION.

SO WE ARE GETTING STARTED WITH THIS.

SO WITH THAT, IF IT IS YOUR PLEASURE, THE CHAIR WOULD ENTERTAIN A MOTION OF APPROVAL FOR THIS ACTION ITEM.

>> A MOTION TO APPROVE RESOLUTION 2022-30, AMENDMENT TO THE DECLAN TORREY RESOLUTION AND DEVELOPMENT PLAN FOR THE NORTH ILLINOISSTREET CONOMIC DEVELOPMENT PLAN , THE FRANCISCAN NORTH ALLOCATION (INDISCERNIBLE).

>> THANK YOU VERY MUCH, COMMISSIONER.

IS THERE A SECOND? >> SECOND.

>> ALL RIGHT. IT'S BEEN MOVED AND SECONDED.

SO IF YOU WOULD, YOU CAN USE YOUR VOTING MACHINES.

[7f. Action Item #4 – Resolution 2022-31 re: Bridges II Declaratory Resolution]

VERY GOOD. IT IS APPROVED.

WE WILL NOW MOVE ON TO OUR ACTION ITEM NUMBER 4, WHICH IS THE BRIDGES TO DECLARATORY RESOLUTION.

AGAIN, THIS IS THE FIRST STEP IN CREATING THE BRIDGES TO ALLOCATION AREA. MR. LEE, WOULD YOU DESCRIBE

THIS PROJECT FOR US? >> YES.

SO JUST TO GET YOU ACCLIMATED TO WHERE WE ARE AT.

SO JUST NORTH OF THIS IS WHERE THE MARKET DISTRICT IS LOCATED.

AND THIS IS AGAIN A LONG ILLINOIS, AND JUST TO THE EAST THERE IS CAR HEADQUARTERS. SO THIS SITE, THE WESTERN HALF OF IT IS GOING TO BE MULTI FAMILY APARTMENT USE.

IN THE EASTERN HALF IS GOING TO BE MEDICAL OFFICE AND POTENTIALLY SOME HOTEL AS WELL. SO WE ARE LOOKING TO PARTNER WITH THE DEVELOPER ON THIS PROJECT AND GET GOING NOW AT

[00:25:04]

THE LOW ASSESSED VALUE IT HAS RIGHT NOW (INDISCERNIBLE).

>> VERY GOOD. THANK YOU, MR. LEE.

ANY QUESTIONS OF MR. LEE REGARDING THE PROJECT RESOLUTION THAT IS PENDING BEFORE US?

COMMISSIONERS? >> NO.

>> SEEING NONE, IF IT IS YOUR PLEASURE, THE CHAIR WOULD ENTERTAIN A MOTION TO APPROVE RESOLUTION 2022-31.

>> SO MOVED. >> THANK YOU.

>> SECOND. >> IT'S BEEN MOVED AND SECONDED. THANK YOU, COMMISSIONERS.

IF YOU WOULD, USE YOUR VOTING MACHINES.

[7g. Action Item #5 – Contract amendment for additional reinforcement for Civic Square Garage mural]

THANK YOU VERY MUCH. IT IS APPROVED.

SO WE WILL NOW MOVE ON TO OUR ACTION ITEM NUMBER 5, WHICH IS -- HERE WE GO. THIS IS AN APPROVAL OF AN AMENDMENT TO THE CIVIC SQUARE GARAGE MURAL CONTRACT.

MADAM DEPUTY DIRECTOR, IF YOU WOULD LIKE TO DESCRIBE THIS FOR

US. >> THANK YOU, MR. PRESIDENT.

YES, THIS CONTRACT AMENDMENT IS WITH NANCY KEATING.

SHE IS THE ARTIST WHO WAS DOING THE MURALS THAT WILL BE INSTALLED ON CIVIC SQUARE GARAGE.

THIS IS A COMPLEMENTARY CHANGE ORDER TO THE ONE WE APPROVED LAST MONTH WITH (INDISCERNIBLE), WHICH WAS FOR THE STRUCTURAL SUPPORT THAT IS BEING PROVIDED BY THE GENERAL CONTRACT. INTHE INSTALLATION OF THE ARTWORK, WHICH WILL INCLUDE A STAINLESS STEEL FRAME .

IN ORDER FOR THE ARTISTS CARPENTER TO PROVIDE THE ADEQUATE SUPPORT ON THE MURAL ITSELF.

SO THE SUBSTRATE OF THE MURAL IN ORDER TO ATTACH IT TO THE STAINLESS STEEL FRAME. THERE IS ADDITIONAL MATERIAL THAT IS REQUIRED. AS YOU CAN IMAGINE, FOR A PIECE OF ARTWORK AS LARGE AS WHAT WE ARE INSTALLING ON THESE TWO SIDES OF THE GARAGE, YOU KNOW, JUST CALCULATING THAT AMOUNT OF MATERIAL OVER THAT SQUARE FOOTAGE OF AREA, IT WAS A SIGNIFICANT CHANGE TO THE ARTIST HERSELF.

SO WE ARE ASKING FOR AN ADDITIONAL $8460 IN ORDER FOR HER TO COVER THE ADDITIONAL MATERIALS.

>> THANK YOU, MS. FAIRMAN. QUESTIONS OF MS. FAIRMAN REGARDING THIS PROPOSED CHANGE, COMMISSIONERS? IF NOT, THE CHAIR WOULD ENTERTAIN A MOTION OF APPROVAL.

AT YOUR PLEASURE. >> MOVED TO APPROVE.

>> THANK YOU, COMMISSIONER.S THERE A SECOND?

>> AND W. >> SECOND.

>> IT'S BEEN MOVED AND SECONDED.F YOU WOULD, USE YOUR VOTING MACHINES. AND IT IS APPROVED.

[7h. Action Item #6 – Resolution 2022-32 re: Property acquisition]

THANK YOU VERY MUCH. ALL RIGHT.

WE WILL NOW MOVE ON TO OUR NEXT ACTION ITEM, WHICH IS ACTION ITEM NUMBER 6, WHICH IS CERTAIN PROPERTY ACQUISITION.

AND MR. DEVELOPER, I MEAN, EXCUSE ME -- MR. DIRECTOR, I BELIEVE THIS HAS YOUR NAME ON IT.

SO IF YOU WOULD LIKE TO DESCRIBE THIS PROPOSED ACTION

TO US? >> ABSOLUTELY.

THANK YOU. THIS IS A CONTINUATION OF A PROJECT THAT WAS IN GENERAL TERMS APPROVED BY CITY COUNCIL EARLIER THIS YEAR. THIS IS THE AGGREGATION OF ALL THE LAND ACROSS THE STREET FROM THE INDIANA DESIGN CENTER.

THAT INCLUDES -- AND I HOPE YOU CAN SEE MY MOUSE HERE.

TELL ME IF YOU CAN. OKAY.

IT INCLUDES THE FOUR PROPERTIES FACING RANGELINE ROAD, WHICH IS OVER HERE. IT INCLUDES THE SALMON LAW OFFICE, IT INCLUDES TWORENTAL PROPERTIES .

ESSENTIALLY, WE ARE AGGREGATING THE ENTIRE BLOCK IN ORDER TO EFFECTUATE THIS PROJECT. THE FIRST STEP IS A PURCHASE OF THE LAND FROM THE DEVELOPER WHO HAS AGGREGATED IT AS PART OF THE PUBLIC-PRIVATE PARTNERSHIP THAT WE HAVE ENTERED INTO.

WE HAVE FOLLOWED ALL STATUTORY RULES.

WE HAVE MADE AN OFFER AT THE AVERAGE OF TWO APPRAISALS ON ALL THESE PROPERTIES, WHICH WAS JUST SLIGHTLY BELOW THE $3.5 MILLION NUMBER. THAT OFFER WAS REJECTED.SO NOW AS ALWAYS ENVISIONED, WE ARE REQUESTING THAT THE CRC BE ALLOWED TO USE 2021 TIF FUNDS TO PURCHASE THESE PROPERTIES.

I WILL ALSO NOTE THAT THE ABILITY OF US TO USE THE 2021 TIF BONDS TO ACQUISITION OF THAT 2021 TIF BOND HAS RTE BEEN APPROVED BY CITY COUNCIL. SO THIS IS KIND OF THE LAST STEP IN THAT PROCESS. AND WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS.> THANK YOU, MR. DIRECTOR.

QUESTIONS OF THE DIRECTOR REGARDING THE 111 SOUTH RANGE

[00:30:12]

PROJECT? COMMISSIONER?

>> SO MR. DIRECTOR, SO WHAT I WOULD LIKE YOU TO DO IS KIND OF -- LET'S PROVIDE A LITTLE BIT OF CONTEXT TO THE PUBLIC.

SO THE CITY COUNCIL ASKED A TIF BOND IN 21, I GUESS IT WAS.

IN THE CONCEPT WAS TO GIVE THE REDEVELOPMENT COMMISSION THE ABILITY TO AGGREGATE PROPERTIES AS YOU'VE JUST EXPLAINED, AND THAT'S WHAT'S BEING DONE HERE. CAN YOU GIVE SOME EXAMPLES OF SOME OTHER AREAS, OVER THE YEARS AND OR MAY BE OVER THE LAST 25 YEARS, THIS HAS BEEN DONE? AND WHAT WAS DONE AND WHAT NOW STANDS THERE?

>> ABSOLUTELY. I THINK IT'S FAIR TO SAY THAT NONE OF THE MARQUEE PROJECTS THAT WE ARE ALL USED TO IN THE CITY, MARQUIS PUBLIC-PRIVATE PARTNERSHIPS WOULDN'T BE POSSIBLE IF NOT FOR THE LAND AGGREGATION BY THE CITY AT A TIME. AS AN EXAMPLE, THE PERCENT MEDIUM ONE COMES TO MIND. THAT LAND WAS AGGREGATED BY THE CRC WITH THE APPROVAL OF CITY COUNCIL.

WHICH IS WHAT ALLOWED IT TO TURN INTO WHAT THE PERSON ME AND IS TODAY. FIRST ON MAIN PROJECT THAT I SHOWED EARLIER TODAY DURING MY DIRECTOR'S REPORT IS A PERFECT EXAMPLE OF US AGGREGATING EVERY PROPERTY ON THE BLOCK.

AN ACTIVE BANK, A NO LONGER OPERATING AGED OFFICE BUILDING AND A COUPLE OF RENTAL PROPERTIES.

IT IS TOUGH FOR A DEVELOPER TO STRIKE A DEAL TO AGGREGATE A NUMBER OF PROPERTIES WITHOUT KNOWING THAT THERE'S GOING TO BE A PROJECT AS A RESULT. AND SINCE THE DEVELOPERS HAVE TO FINANCE THESE THINGS, THEY OFTEN WILL NOT TAKE ON THE RISKS OF AGGREGATING PROPERTIES OVER A LONG PERIOD OF TIME.

OR AGGREGATING CERTAIN PROPERTIES, BUT NOT THE REST OF THE PROPERTIES THAT WOULD COMPLETE THE ENTIRE BLOCK, FOR EXAMPLE. SO THAT'S A PERFECT OPPORTUNITY FOR A PUBLIC-PRIVATE PARTNERSHIP TO EXIST.

WHERE THE CITY LITTER W LEADERS WANT TO SEE THESE IMPORTANT BLOCKS IN THE CORE REDEVELOPED. ND ONLY THROUGH THESE PRIVATE-PUBLIC PARTNERSHIP IS THE CITY AND (INDISCERNIBLE) WILLING TO LAND BANK SOME PROPERTIES, HOLD ON TO SOME PROPERTIES LONG-TERM UNTIL THE RIGHT PROJECT IS FOUND.

IT'S ONLY THROUGH THOSE KIND OF ACTIONS THAT ALLOW THESE PROJECTS TO TURN INTO WHAT THEY ARE.ITH RESPECT TO THE PROJECT WE ARE TALKING ABOUT ALREADY, I MEAN, THAT'S A PERFECT EXAMPLE. AND I'LL PHRASE IT THIS WAY: SOMETIMES, DETRACTORS THINK THAT IF THE GOVERNMENT OR CRC OR ANY PUBLIC-PRIVATE PARTNERSHIPS ME NOT TO EXIST AT ALL, AND THE MARKET WILL JUST DO IT.

WELL, THESE PROJECT STOMACH PROPERTIES HAVE SAT HERE ALMOST FROM THE BEGINNING. YOU KNOW, RIGHT IN THE HEART OF OUR DOWNTOWN ACROSS FROM THE DESIGN CENTER.

AND THEY STILL -- THEY WEREN'T CHANGING AND NOBODY WAS BUYING THEM. AND IT WAS ONLY AFTER THE REDEVELOPMENT COMMISSION GOT INVOLVED.HE SAME WAY WE BOUGHT 88 ACRES, THE MAYOR BUT 88 ACRES TO BEGIN CITY CENTER IS THE SAME WAY WE AGGREGATED LAND FOR THE FIRST SIMEON.

THIS IS A CONTINUATION OF THOSE PROVEN STRATEGIC ACQUISITIONS THAT RESULT IN THE GROWTH OF THE CITY AND THE RIGHT, METHODICAL WAY, IF YOU WILL. DOES THAT HELP ANSWER YOUR

QUESTION? >> I THINK IT'S GREAT.

I THINK MAY BE DRILLING DOWN A LITTLE BIT MORE, YOU KNOW, DEVELOPERS ARE NOT REALLY IN THIS TO DO WHAT'S BEST FOR THE CITY OF CARMEL. I GUESS I'M LOOKING AT YOU UP

THERE! >> IT'S TRUE.

>> NO SHAME ON THEM. THEY ARE IN IT TO MAKE MONEY.

SO WOULD BE VERY EASY FOR A DEVELOPER TO COME IN AND BUY THE PNC BANK. MAYBE NOT EASY, BUT THEY MIGHT'VE PICKED ONE PARCEL OR ONE AREA.

AND SET HIM TO PUT A NEW PIZZA HUT THERE.

BUT IT ISN'T TAKING CARE OF THE FULL BLOCK AND CREATING A PROJECT THAT IS SPECTACULAR AND GIVES US SOME OF THE AREAS AROUND THE CITY. SO I THINK THAT GETS LOST A LOT. I'M GUILTY OF READING SOCIAL MEDIA AND SEEING THE CRITICISMS STOP AND SOMETIMES, THERE'S NOT THIS HISTORY OF WHAT IT TOOK TO GET TO SOME OF THESE PROJECTS AND WHY THE CITY IS INVOLVED TO BEGIN WITH.

SO I APPRECIATE YOUR EXPLANATION.

I JUST WANTED TO GET THAT ON THE RECORD AS WE GO ABOUT MAKING A VERY SUBSTANTIAL VOTE HERE.

PROBABLY ONE OF THE BIGGEST VOTES WE'VE HAD TO MAKE PROBABLY FOR THE LAST SEVERAL MONTHS.

[00:35:02]

AND IT IS NOT TAKEN LIGHTLY. BUT IT IS CRITICAL TO CONTINUE TO SEE CARMEL BUILT OUT IN THE WAY THAT BENEFITS ALL OF US AND OUR RESIDENTIAL TAXES SIGNIFICANTLY.

SO THAT WAS MY ONLY --. >> CAN I ADD ONE MORE COMMENT, COUNSELOR? THIS IS A LAND ACQUISITION TRANSACTION. SHOWED PREVIOUSLY AN IMAGE OF AN OFFICE BUILDING WITH 1933 LOUNGE, THAT WOULD LINE THE RANGELINE ROAD FRONTAGE. I DO WANT TO POINT OUT THAT WHILE WE KNOW THAT THERE'S GOING TO BE SOME SORT OF FOR SALE RESIDENTIAL COMPONENT FACING 1ST AVE TO THE EAST OF THIS BLOCK, IT IS NOT BEEN DESIGNED YET.

AND ONCE IT GETS DESIGNED, THERE IS GOING TO BE FULL PLANNING REVIEW. THERE'S GOING TO BE A MEETING WITH THE NEIGHBORS. THERE'S GONNA BE INCLUSION OF EVERYONE IS THAT PROCESS KIND OF CONTINUES.

SO I DON'T WANT ANYBODY TO THINK THAT THIS STEP SOMEHOW SUPERSEDES ANYTHING ELSE. ALL THE PLANNING AND DESIGN REVIEW IS STILL GOING TO TAKE PLACE AFTER THIS KIND OF STOP

AND A COUPLE FURTHER STOPS. >> THANK YOU, MR. DIRECTOR.

ANY OTHER QUESTIONS REGARDING THE 111 S. RANGE LINE PROJECT?

>> WELL, IF THE PRESIDENT WOULD ENTERTAIN A MOTION, I WOULD MAKE ONE. THAT WE APPROVE RESOLUTION 2022- THREE TO TO APPROVE THE ACQUISITION OF PROPERTIES LOCATED AT 111 S. RANGELINE ROAD, 41 FIRST STREET SOUTHEAST, 130 AT FIRST AVENUE SOUTHEAST, AND 1/41 AVENUE

SOUTHEAST. >> THANK YOU, COMMISSIONER.

IS THERE A SECOND TO THE MOTION?

>> I SECOND THE MOTION. >> THANK YOU.

[7i. Action Item #7 – Amendment to Monon Square demolition agreement]

IT'S BEEN MOVED AND SECONDED. IF YOU WOULD CARE TO USE YOUR VOTING MACHINES. AND IT IS APPROVED.

THANK YOU VERY MUCH. WE WILL NOW MOVE ON TO OUR NEXT ACTION ITEM, WHICH IS AN AMENDMENT TO THE MONON SQUARE DEMOLITION SERVICES CONTRACT. AND MARISSA, IF YOU WOULD

PRESENT THIS FOR US? >> THANK YOU.

GOOD AFTERNOON, COMMISSIONERS. THIS AMENDMENT WOULD AMEND THE PROFESSIONAL SERVICE AGREEMENT THAT THE COMMISSIONERS RECENTLY APPROVED AT (INDISCERNIBLE) FOR THE DEMOLITION SERVICES AT MONON SQUARE. THIS WOULD AMEND (INDISCERNIBLE) TO INCLUDE THE REMOVAL OF THE FOUNDATIONS AND SLABS FOR THE BUILDING ON THE NORTH AND THEWESTERN PORTION OF THE SITE. THE AREA WHERE WE JUST APPROVED THE ALLOCATION AREA FOR MONON SQUARE NORTH.

THIS WOULD RESULT IN AN INCREASE TO THE AGREEMENT OF $96,525 . LET ME KNOW IF YOU HAVE ANY

QUESTIONS. >> THANK YOU VERY MUCH.

QUESTIONS REGARDING THE AMENDMENT TO THE DEMOLITION SERVICES CONTRACT OF MONON SQUARE?

>> BECAUSE I KNOW I'M TO BE ASKED, WHEN DO WE SEE THE

WRECKING BALL? >> THEY ARE CURRENTLY WORKING NOW. IF YOU DRIVE BY THE SITE, THE CONSTRUCTION FENCES UP. THEY'RE WORKING ON SOME OF THE INTERIOR WORK NOW. REMOVING HAS ENDURES MATERIALS LIKE PAINT OR ANYTHING LEFT BEHIND THAT CAN BE GIVEN TO A LANDFILL. SO THEY ARE TAKING CARE OF THAT NOW.HEY SHOULD BE STARTING WITH THE DEMOLITION OF THE NORTH AND WEST BUILDINGS LATER THIS MONTH.

>> OKAY. THANK YOU.

>> I'D LIKE TO POINT OUT THAT AS PART OF RUNNING THIS DEMOLITION PROJECT, LARISSA HAS WORKED WITH THE CARMEL FIRE DEPARTMENT FOR TRAINING AND THE CARMEL POLICE DEPARTMENT FOR TRAINING FOR THOSE BUILDINGS. AS WELL AS CRC STAFF HAS WORKED WITH HABITAT FOR HUMANITY TO ESSENTIALLY STRIP THOSE BUILDINGS OF ANYTHING THAT COULD BE USEFUL FOR HABITAT IN THE FUTURE. SO THIS IS AN EXAMPLE OF REALLY US GETTING AS MUCH POSSIBLE OUT OF THAT PROPERTY PRIOR TO THE

DEMO. >> THANK YOU, MR. DIRECTOR.

I ASSUME WE HAVE DONE THE APPROPRIATE ENVIRONMENTAL STUDIES AND THAT SORT OF THING. HAVE WE IDENTIFIED ANY HAZARDS

BEING PRESENT? >> BECAUSE OF THE AGE OF THE BUILDINGS, THERE WAS SOME ASBESTOS FOUND.

AND THAT IS CURRENTLY BEING REMOVED AND IS ALL BEING TAKEN CARE OF PROPERLY AND TO CODE. THE EPA WAS NOTIFIED BY A CONSULTANT WORKING ON THAT. SO YES, THAT IS ALL BEING DONE PER CODE.> VERY GOOD. THANK YOU.

ANY OTHER QUESTIONS AT THIS POINT?EEING NONE, IF IT'S YOUR PLEASURE, THE CHAIR WOULD ENTERTAIN A MOTION OF APPROVAL.

>> MOTION TO APPROVE THE AMENDMENT TO THE PROFESSIONAL SERVICE AGREEMENT WITH THE DEMOLITION SERVICES AT MONON SQUARE AT THE AMOUNT OF (INDISCERNIBLE).

>> THANK YOU VERY MUCH. AS HER SECOND TO THE MOTION?

>> SECOND. >> IT IS BEEN MOVED AND SECONDED. IF YOU WOULD CARE TO USE YOUR

[00:40:01]

VOTING MACHINES. AND IT IS APPROVED.

THANK YOU VERY MUCH. SO THAT'S OUR AGENDA FOR TODAY.

[8. OTHER BUSINESS]

IS THERE ANY OTHER BUSINESS TO COME BEFORE THE COMMISSION?

>> YEAH, I SHOULD'VE ASKED -- AND MAYBE JENELL CAN TELL ME.

HOW WAS THE GARAGE REPAIRS GOING? ARE WE ON TRACK? ANY SURPRISES?

>> SURE. YES, REPAIRS ARE BEHIND SCHEDULE BUT MOVING ALONG. I WOULD SAY OVER THE LAST COUPLE OF WEEKS, AT A FASTER PACE.

THEY HAD A DELAY BECAUSE THE (INDISCERNIBLE) ENGINEER JUST COULDN'T GET TO THE SHORING DESIGN FOR SOME OF THE BEARING PAD REPLACEMENTS. SO THERE WAS SOME DELAY IN THAT. RIGHT NOW, WE ARE WORKING WITH THE TARKINGTON THEATER. THEY HAVE CLASSES THAT ARE RUNNING THROUGH THIS WEEK. THEY ALSO HAVE A NUMBER OF CLASSES -- ARE NOT OF (INDISCERNIBLE).

SO WE'RE REALLY WORKING WITH THEIR SCHEDULE IN ORDER TO MAKE SURE THE FINAL REPAIRS ARE DONE WITH MINIMUM IMPACT POSSIBLE TO THEIR OPERATIONS. THERE IS ONE AREA THAT WILL NOT BE COMPLETED UNTIL JANUARY, BECAUSE THE SHORING HAS TO GO DOWN IN THE MIDDLE OF THE CATERING KITCHEN, WHERE THERE PREPPING ALL THE (INDISCERNIBLE) FOR THE CHRISTMAS MARKET. SO SLIGHT DELAY, BUT MOVING

ALONG. >> OKAY.

I SEE YOU ARE MANAGING IT. SO HOW ABOUT THE SOFIA GARAGE?

>> SOPHIA SQUARES ACTUAL BE MANAGED BY CARMEL STREET DEPARTMENT. I'M STILL STAYING ENGAGED ON A REGULAR BASIS. THEY HAVE REMOVED ALL THE MATERIAL. I DON'T HAVE -- BECAUSE IT'S NOT BEING MANAGED BY THE CRC, I DON'T KNOW SPECIFICALLY WHAT THEIR SCHEDULE IS FOR APPLYING THE WATERPROOFING.

BUT AS FAR AS I KNOW, THEY ARE ON SCHEDULE AND REALLY HAVEN'T

RUN INTO ANY MAJOR PROBLEMS. >> OKAY.

I KNOW YOU ARE ALL THINGS GARAGE IS -- LAUGHTER] -- SO I APPRECIATE YOUR EXPERTISE! AND IF YOU HEAR OF ANYTHING, WOULD YOU LET ME KNOW?

>> YES. I DO HAVE -- THERE IS ONE IMPROVEMENT THAT THEY ARE MAKING.

THAT DRAINAGE SYSTEM THAT WAS IN FROM THE LAST ROUND OF CONSTRUCTION AT SOPHIA SQUARE. THE CONTRACTORS ACTUALLY HAD SOME SUGGESTIONS ON HOW TO MAKE IT A LITTLE MORE OPERATIONAL WITH SOME MINOR TWEAKS TO THE EXISTING MATERIALS.

SO IT SHOULD FUNCTION BETTER ONCE WE ARE THROUGH THESE

REPAIRS. >> WOULD THAT HELP THE ODOR PROBLEM THAT YOU AND I HAVE DISCUSSED?

>> NO. THIS IS THE SERVICE DRAINAGE.

HIS HAS NOTHING TO DO WITH THE SEWERS (LAUGHING).

>> OKAY. ALL RIGHT.

WELL THANK YOU (INDISCERNIBLE). >> ALL RIGHT.

ANY UPDATES ON THE ELECTRIC VEHICLE CHARGING STATIONS THAT WILL EVENTUALLY GO IN THE GARAGE?

>> YES. WE HAVE TWO PILOT PROGRAM CHARGERS THAT ARE READY FOR INSTALLATION AT THE CIVIC SQUARE GARAGE. THEY ARE CURRENTLY BEING STORED AT THE GARAGE. WE ARE WAITING FOR (INDISCERNIBLE) TO DO A COUPLE OF FINAL STEPS IN THEIR EV ROUGH ENDS. AND THOSE COULD BE PLUGGED AND WILL BE ALIVE. WE WILL BE WATCHING TO SEE HOW THEY ARE BEING USED, DETERMINE HOW MANY WE WANT TO ADD AS OUR NEXT STEP. BUT WE WILL HAVE RUFFIN'S FOR 30 DUAL CHARGERS. SO A TOTAL OF 30 SPACES TO BE ACCOMMODATED. I DON'T KNOW HOW QUICKLY THEY ARE ALL GOING TO BE ADDED. IN THE SELECTION OF THOSE CHARGERS WILL MOST LIKELY COME FROM OTHER DEPARTMENTS WITHIN THE CITY. PART OF AN EV READINESS COMMITTEE ACROSS THE CITY, WHICH INCLUDES IT, ENGINEERING, COMMUNITY RELATIONS, A COUPLE OF OTHER GROUPS.

AND THERE REALLY SOME OTHER DECISION-MAKERS THAT WILL MAKE

THAT FINAL DECISION. >> VERY GOOD.

THANK YOU. ANY OTHER QUESTIONS? IS THERE ANY OTHER OTHER BUSINESS (LAUGHING) TO COME

BEFORE THE COMMISSION? >> THERE IS NOT, MR. PRESIDENT.

>> THANK YOU, MR. DIRECTOR. WITH THAT THEN, WITHOUT

[9. EXECUTION OF DOCUMENTS]

OBJECTION, I WILL DECLARE US TO BE ADJOURNED PENDING THE EXECUTION OF DOCUMENTS. ONE FINAL NOTE.

WE DO HAVE A REGULAR MEETING SCHEDULED ON WEDNESDAY, DECEMBER 21. COMMISSIONER BROOKS EARLIER HAD EXPRESSED A CONCERN REGARDING THIS BECAUSE OF SOME FAMILY BEING PRESENT. THAT IS CHRISTMAS WEEK AND FAMILIES WOULD BE HERE AND THAT SORT OF THING.

IS THERE AN ABILITY TO ADJUST THAT DATE, MR. LEE?

>> WE CAN ALL DISCUSS THIS AFTERWARDS AND SEE IF THERE IS A DATE THAT WORKS BEST (INDISCERNIBLE).

>> OKAY. THEN WE WILL PULL THE MEMBERS OF THE COMMISSION. VERY GOOD.

ALL RIGHT, WITHOUT AND WITHOUT OBJECTION, WE ARE ADJOURNED.

THANK YOU ALL VERY MUCH!
