REQUEST FROM ONE OF OUR STATE SENATORS THAT WOULD LOVE TO GET UP AND SPEAK FOR A FEW MINUTES.

WE ARE GLAD TO HAVE YOU. SCOTT BALDWIN. >> THANK YOU MR. PRESIDENT, MEMBERS OF COUNCIL I APPRECIATE THE OPPORTUNITY TO COME AND CHAT WITH YOU TONIGHT. REALLY, THIS WOULD BE REOPENING OF THE DIALOGUE AS WE HEAD INTO SESSION. TONIGHT I DID AN ANTICIPATED BEING A LEGISLATIVE UPDATE MAY BE A LEGISLATIVE FORECAST. I DON'T HAVE A CRISTOBOL WHAT I'VE LEARNED AT THE STATEHOUSE IS WHAT WE THINK IS GOING TO HAPPEN IS DEFINITELY NOT NECESSARILY THE CASE EVERY YEAR. LEGISLATORS MET IN MID-NOVEMBER TO HAVE ORGANIZATION DAY WHICH IS LIKE THE FIRST DAY OF SCHOOL REALLY. WE GET OUR NEW PARKING ASSIGNMENTS AND OR NEW DESKS AND WE HEAR ABOUT THE NEW COMMITTEES THAT WE ARE ON IF ANY. WE HAVE SOME OPPORTUNITIES TO CAUCUS WITHIN EACH OF OUR CAUCUSES TO TALK ABOUT LEGISLATIVE PRIORITIES. I WAS HONORED THIS YEAR TO BE GIVEN THE POSITION OF THE CHAIRMAN OF INSURANCE AND FINANCIAL INSTITUTIONS. IN ADDITION TO THAT THE RANKING MEMBER OF THE TAX AND FISCAL COMMITTEE. I WILL REMAIN ONLY OF OUR MENTAL AFFAIRS COMMITTEE. THE OTHER 2 COMMITTEES, COMMERCE AND TECHNOLOGY AND UTILITY STRUCK OFF BECAUSE OF THE EXTRA WORK THAT WOULD HAPPEN WITH THE 2 CHAIRMANSHIP AND THE BREAKING CHAIRMANSHIP. WITH THAT, I HAVE A FEW LEGISLATIVE OPPORTUNITIES THIS YEAR MAY BE BETTER ESPECIALLY FROM A TASK AND FISCAL PERSPECTIVE. I'M HOPING TO REPRESENT THE GREAT CITY OF CARMEL WELL. GENERALLY ON THE EASTERN SEABOARD OF CARMEL IF YOU WILL WITH NEWLY

[00:05:02]

REDISTRICTED DISTRICT 20 MAP. KIND OF THE EAST SIDE. HOPEFULLY THIS YEAR I WILL BRING SOME SALT LEGISLATION WHICH IS AN OPPORTUNITY FOR PAST ENTITIES, AND AN LC IS TO WRITE UP THEIR STATE AND LOCAL TAXES AGAINST THEIR FEDERAL RETURN. SHOULDN'T HAVE ANY IMPACT ON THE STATE OF INDIANA OTHER THAN THE INDIAN DEPARTMENT OF REVENUE WILL HAVE TO MONITOR THE PROGRAM AND THERE WILL BE A COST OF THAT. THE FORECAST IS SOMEWHERE BETWEEN 50 AND $75 MILLION WORTH OF SAVING TO SMALL BUSINESS HERE IN INDIANA. WE GOT SOME HUNGER LEGISLATION AND SOME LAW ENFORCEMENT LEGISLATION AND SOME LEGISLATION FOR THE FIREFIGHTERS PENSION AS WELL. FROM A MACRO PERSPECTIVE OF BOTH CHAMBERS I THINK WILL PROBABLY SEE EFFORTS TO REVITALIZE OUR ECONOMY. MAYBE RESTRUCTURE HIGH SCHOOL A LITTLE BIT FROM THE PERSPECTIVE OF MAKING SOME THE GRADUATES MORE PRODUCTIVE IN THE WORKPLACE. THERE'S BEEN A LOT OF PUSH FOR THAT. IN ADDITION TO THAT, IMPROVING OUR ECONOMY AND PROVIDING MORE TRANSPARENCY IN REDUCING THE COST OF HEALTHCARE. WISH I COULD GIVE YOU SOME DETAIL EXACTLY HOW WE ARE GOING TO DO THAT. IT WILL BE A HEAVY LIFT NO DOUBT. WITH THAT I WANTED TO BRIEFLY REOPEN THE LINE OF COMMUNICATIONS. I TRY TO SHOP AS MUCH AS I CAN DURING SESSION AND PROVIDE MORE LEGISLATIVE UPDATE, ANSWER QUESTIONS AND THROW DARTS AT ME AND MAKE MYSELF AVAILABLE TO THE PUBLIC AND THIS COUNCIL.

>> THANK YOU VERY MUCH. WE APPRECIATE YOUR TIME AND YOUR SERVICE. NEXT WE HAVE

>> OKAY. THIS IS WHAT HAPPENS WHEN I DON'T BRING MY OWN. OKAY. WELL, OKAY, WELL.

THERE'S PLENTY OF CONSTRUCTION GOING ON. I WAS HERE 2 WEEKS AGO GIVING A PRETTY SIMILAR UPDATE. ESSENTIALLY THERE ARE CRANES UP IN THE ART CONSTRUCTION GOING ON ALL AROUND. IF YOU GO BY 1/16 AND RANGE LINE YOU WILL SEE THERE WORKING ON THE ROOF ARCHITECTURAL ELEMENTS ON THE CORNER PROJECT WHICH IS REALLY COOL. IT GIVES THE SCALE OF THE PROJECT AT THAT ROUNDABOUT PEOPLE CAN FINALLY SEE THAT. IT'S NICE TO SEE REALLY THE ROOF STRUCTURES OR THE STEEL FOR THE ROOF SUPPORTS BEING WORKED ON ON THE FIRST ON MAIN PROJECT ON MAIN AND RANGE LINE. IT GIVES SOME CONTEXT TO THE SKILL OF THAT PROJECT.

OTHERWISE I'M HAPPY TO ANSWER ANY QUESTIONS AND I WILL TEST MY COMPUTER AHEAD OF TIME NEXT

MONTH. >> ANY QUESTIONS FROM COUNCIL? ALL RIGHT, THANK YOU VERY MUCH

SIR. >> THINK EVERYBODY. >> SORRY FOR THE TECHNOLOGICAL GLITCHES. MR. QUIT THING? HOPEFULLY YOUR LUCK IS BETTER. THERE WE GO.

>> I KWHO KNEW PARKS æ MICHAEL ÃTHINK OF AN OPPORTUNITY FOR SOME OF THE PROJECTS GOING ON.

>> MICHAEL, REAL QUICK. HENRY, HE BROUGHT DONUTS TO IT. >> THIS IS NOT THE TIME TO TALK ABOUT ADDITIONAL TECHNOLOGICAL APPROPRIATIONS, RIGHT? [LAUGHTER]

>> ONE OF THE THINGS WE'VE BEEN FOCUSED ON OVER THE LAST SEVERAL YEARS IS REIMAGINING OUR PARK SYSTEMS AS EVIDENCE ARE THE RENOVATIONS OF VARIOUS PARKS THROUGHOUT THE COMMUNITY.

WE ARE CONTINUING THE EFFORTS TO PLAN THE NEXT VARIATIONS OF SOME OF OUR FACILITIES ESPECIALLY WITHIN CENTRAL PARK AND THE MONON COMMUNITY CENTER. WHEN THE AREAS THAT HAS NOT BEEN RENOVATED, ACTUALLY ONE THE FEW ARYES OF THE MONON COMMUNITY CENTER HAS NOT BEEN RENOVATED AS A KID ZONE. THIS FACILITY IS LITTLE BIT OVER 15 YEARS OLD. THE KID ZONE IS AN AREA DESIGNED TO PROVIDE ON-SITE BABYSITTING SERVICES FOR MEMBERS OF THE FACILITY OR USERS OF THE FACILITY DURING DESIGNATED TIMES. IT'S AN AREA WHERE THEY COULD CHECK IN ON OUR KIDS WHETHER PARTICIPATING IN PROGRAMS OR WORKING OUT THE MONON COMMUNITY CENTER.

ADJACENT TO A LIVABLE TYPE PURPOSE ROOM ORIGINALLY WAS A CAFC) THAT WAS PARTICULARLY SUCCESSFUL. WE RENOVATED IT INTO A MULTIPURPOSE ROOM WHERE WE DID A VARIETY OF PROGRAMS IN THERE. AS WE RENOVATED THE EAST BUILDING A LOT OF THE PROGRAMS WE USED TO DO IN THIS PARTICULAR GROUP HAVE NOW BEEN SHIFTED TO A MORE APPROPRIATE SPACE ON THE EAST SIDE OF THE COMMUNITY CENTER. LOOKING AT TAKING THE SPACE AND CREATING A UNIFIED KID ZONE AND INDOOR PLAYGROUND. THE FIRST INDOOR PLAYGROUND, PUBLIC PROGRAM WITHIN THE CITY OF CARMEL. IT WILL BE AN AREA THAT WE WILL HAVE DESIGNATED TIMES FOR KID ZONE LIKE WE DO NOW BUT, WE WILL COMBINE THE 2 SPACES INTO ONE LARGER SPACE. THERE WILL BE DESIGNATED TIMES WHEN THIS WAS HOLDING IS ULTIMATELY DEVELOPED WHERE PEOPLE CAN COME AND USE THE PLAYGROUND EQUIPMENT. THAT WILL BE ESPECIALLY BENEFICIAL FOR FAMILIES DURING DAYS LIKE TODAY? IT'S INCREDIBLY COLD AND NOT AS ENJOYABLE TO BE OUT IN THE PARKS. WILL BE PART OF

[00:15:03]

THE MENTORSHIP THE MONON COMMUNITY CENTER. NO B1 THOSE THINGS THAT HELPS US SORT OF THAT LINE WE SEE EVERY YEAR AS DURING THE SUMMER MONTHS ARE MEMBERSHIPS GO UP AND AFTER THE BALLPARK CLOSES THEY GO DOWN. AS WE GET TO THIS TIME OF THE YEAR THEY START GOING BACK UP TO NEW YEAR'S RESOLUTION TIME AND YOU HAVE THIS WAVE. HOPING TO FLATLINE IT A LITTLE BIT.

WILL BE PERFECTLY FLAT THAT'S THE NATURE OF THE BUSINESS WE ARE IN. WE WILL PROVIDE AN ACTIVITY THAT INVITES FAMILIES WITH YOUNGER KIDS TO USE THE FACILITY AROUND. WE THINK THIS WILL BE SOMETHING THAT HELPS DRIVE THE REVENUE. THIS IS AN ILLUSTRATION OF THE NEW INDOOR PLAYGROUND LOOK LIKE. IT IS A LUCKY CLIMBER. THIS IS ONE OF THE LARGEST LUCKY CLIMERS, ALSO THE LARGEST ONE. IT IS PRETTY SPECTACULAR. MAKES IT UNIQUE IS I HAVE THE OPPORTUNITY TO WORK WITH LUCKY SPENCER WHO IS, EXCUSING SPENCER LUCKY WAS OWNER OF LUCKY CLIMBER. HIS DAD FOUND THIS BUSINESS. HIS DAD WAS NOT A BIG FAN OF SLIDES. WE KNOW SLIDES ARE HUGELY POPULAR. WILL BE ONE OF THE FIRST LUCKY CLIMERS AND 50 YEARS OF OXLEY HAVE NOT ONE SLIDE BUT TO SLIDES IN IT. IT'S COOL ABOUT THIS IS WHEN IT'S DARKER OUT ACTUALLY ALL THE PEDALS WILL BE ABLE TO LIGHT UP. SOME OF THOSE PUDDLES AS THE KIDS ARE COMING UP WILL BE ABLE TO TURN ON AND OFF. YOU WILL SEE INTERACTIVITY AND DISCOVERY AND EXPENSES WITHIN THERE. RICH ACCESS TO THIS TYPE OF FEATURE IS NOT REFLECTED ON THIS ILLUSTRATIONS ARE THE NETTING'S YOU SEE ACROSS WE HAVE A LUCKY CLIMBER ON MONON BOULEVARD.

SMALLER ONE THERE THE CHILDREN MUSEUM HAS ONE. THOSE LANDINGS ALLOW YOU TO HAVE A SAFETY FACTOR THAT YOU CAN CAPTURE THE HEIGHT OF THE SPACE WITHOUT HAVING THE SAFETY SERVICE BELOW IT. IT ALLOWS US TO CAPTURE THE 2 STORIES ABOUT SPACE WITHIN THE MONON COMMUNITY CENTER AND PROVIDE A TRULY DYNAMIC ENVIRONMENT. BY THE HEIGHT, THE KIDS CAN GO AS HIGH AS THEY FEEL COMFORTABLE TO DO BUT THEY DON'T HAVE TO GO TO THE TOP. IT'S ALL ABOUT THE EXPLORATION. EVEN THOUGH WE WILL BE THE FIRST ONE THAT LIGHTS UP IN THE STATE OF INDIANA, THEY HAVE DONE THE LIGHTING EXPERIENCE BEFORE. THIS IS AN EXAMPLE IN BRANSON MISSOURI. WE ARE VERY EXCITED ABOUT THIS. THIS IS A PROJECT THAT WILL BE ABOUT $3.3 MILLION. I HAVE SOME WORK TO FIND THE DOLLARS FOR THIS. IT'S A HIGH PARTY FOR THE PARK SYSTEM AND HOPE WITHIN THE NEXT 2 YEARS TO HAVE THIS AVAILABLE FOR FAMILIES TO USE THROUGHOUT THE YEAR BUT ESPECIALLY DURING THE COOLER MONTHS. ANOTHER THING WE ARE FOCUSING ON WAS PRESENTED TO THE PARK BOARD IN NOVEMBER IS WHAT WE ARE CALLING THE NEXT BIG SPLASH PAD. THIS IS A CONCEPTUAL PLAN TO GUIDE THE REDEVELOPMENT OF THE WATER PARK OVER THE NEXT 15 TO 20 YEARS. ONE OF THE THINGS WE FIRST BUILT THE WATERPARK AND WAS ADVISED BY OUR CONSULTANT WITH EVERY 3 TO 5 YEARS WE SHOULD ALWAYS PROVIDE SOMETHING NEW WITHIN THE WATERPARK. NOT NECESSARILY TO GAIN ADDITIONAL PARTICIPATION IN IT BUT KEEP IT FRESH SO PEOPLE WANT TO CONTINUE TO GO. THAT'S WHAT'S IMPORTANT TO US AS A REVENUE STANDPOINT. WHAT WE WANTED TO DO IS HAVE A BLUEPRINT THAT SORT OF GUIDES US. THIS IS ESSENTIALLY MASTER-PLANNED BUT, AS WE GO ALONG AND IMPLEMENTED WE WILL MAKE APPROPRIATE PADJUSTMENTS INTO ADDITIONAL STUDIES 25 EXACTLY WHAT WE DO. IT GIVES US THE MARCHING ORDERS AS TO WHAT IS A POTENTIAL OVER THE NEXT 15 TO 20 YEARS. FOCUSING ON THE ACTIVITY POOL YOU CAN SAY TO THE LEFT EXACTAS ACTIVITY POOL AS IT SAYS TODAY. THIS WAS TAKEN AFTER THE WATERPARK WAS CLOSE. USUALLY THE WATER IS BEAUTIFUL BLUE. WE'RE CLOSE FOR THE SEASON I WORK STARTING TO DRAIN IT.

WHAT WE WILL DO IS LOOK TO EXPAND ACTIVITY POOL AND LEISURE PULPIT BEACH LIKE ENTRANCE TO GIVE MORE ACTIVITY THERE. THE LIGHT POLES WHICH WE DON'T USE FOR LAP SWIMMING ULTIMATELY CONFIRMING THAT TOMORROW ADDITIONAL NATURE SPACE. WE PROVIDE LAP SWIMMING MORE AROUND WITH INTER-AQUATICS. THAT PROVIDES MORE LEISURE EXPERIENCE IN THE TYPES OF VISITORS WE ARE SERVING WITHIN THE COMMUNITY CENTER WITHIN THE WATERPARK.

ONE OF THE THINGS WE'RE LOOKING TO ADD IS A SWIM CHANNEL WHICH WILL BE POPULAR FOR ESPECIALLY THE PRETEENS. A PLACE THEY CAN CIRCLE AROUND WE'VE GOT A MINI VERSION OF IT IN THE INDOOR AQUATICS BUT THIS IS A LARGER EXPERIENCE. IT PROVIDES DURING THE NONPUBLIC HOURS WERE WE CAN DO WATER EXERCISE CLASSES WITHIN IT SO HAS A MULTIPURPOSE EFFECT FOR US. ONE OF THE THINGS WERE CONSIDERING IS WITHIN THE NEW LEISURE POOL AREA WHERE THE ACTIVITY POOL OR THE LAP POOL CURRENTLY HAS THIS MAY BE HAVING SOME STAIR STEPPING WHERE WE CAN PUT SOME LOUNGE CHAIRS IN THE POOL. THAT MIGHT BE POPULAR FOR THE ADULTS THAT ARE COMING TO THE FACILITY. ONE OF THE THINGS WE KNOW IS PROVIDING MORE SHADE WITHIN THE POLES. WE'VE GOT

[00:20:07]

SOME SHADE EXPERIENCE ALREADY BUT, TRYING TO FIND ADDITIONAL SHADE EXPENSES. THIS PLAN DOESN'T SHOW THE EXISTING PLAY FUTURE WE HAVE IN THERE WITH THE SLIDES. THAT'S ONGOING AWAY. THIS IS SHOWING THE NEW THINGS THAT ARE COMING. LOOKING AT THE KIDDIE POOL, ONE OF THE THINGS WERE LOOKING TO DO AGAIN LEFT IS TODAY, RIGHT IS THE VISION FOR IT. MORE UTILIZING THAT SPACE AND TAKING OUT THE OPEN WATER AND BRINGING IN BASICALLY WHAT WOULD BE A SPLASH PAD EXPERIENCE. BUT, ONE THAT'S COMPLETELY DIFFERENT THAN ANY OF THE 3 SPLASH PADS WE HAVE WITHIN THE VARIOUS PARKS FOR THE COMMUNITY. THIS WILL HAVE MORE HEIGHT. I ENVISION SOMETHING MORE DYNAMIC AND EXCITING THAN THE PHOTOS WE ARE PROVIDING BY THE ARCHITECTS. HE GIVES THE FEELING OF PRAYING A LITTLE BIT MORE FOR DYNAMIC EXPERIENCE.

WHAT'S IMPORTANT TO US HOWEVER SAM WHEN LOOKING AT THIS PLAN FOR LOOKING AT OPPORTUNITIES, WHERE CAN WE REDUCE THE AMOUNT OF LIFEGUARDS THAT WE NEED WITHIN THE FACILITY? IF YOU HAVE A SPLASH PAD AND DESIGNER PROPERLY YOU DON'T NEED LIFEGUARDS. REGARDS SPLASH PAD YOU DON'T NEED LIFEGUARDS. IF YOU GET TO TALK WITH THE STRUCTURE YOU MAY NEED LIFEGUARDS. WE WILL DESIGN IT SO WE CAN ELIMINATE THE WANT TO LIFEGUARDS WE NEED WITHIN THE KID ZONE. WHENEVER WE GET SHORT ON STAFF THE KIDDIE POOL AREA IS ONE THAT GETS FIRST.

WE DON'T NEED GUARDS THERE OF THIS AREA IS ALWAYS OPEN FOR THE PUBLIC. IT SAVES US TO LIFEGUARDS AND IN THE CURRENT WORKFORCE THOSE 2 CAN SOMETIMES BE VERY CRITICAL. THOSE ARE THE THINGS WE'RE LOOKING AT IS WHEN LOOKING AT THESE RENOVATIONS. ANOTHER THING WE NOTE THAT USUALLY POPULAR WITH THE WATERPARK OF THE CABANA. ON ANY GIVEN NICE WEEKEND EVERY CABANA IS ALLOWED. WE ARE GOING TO BE ADDING ADDITIONAL CABANA. SOMETHING WE ARE ALREADY GOING TO IMPLEMENT FOR NEXT YEAR. WERE MEETING THE PARK WILL INQUIRE AT THE CABANA AND INSTRUCT THE PADS AND EVERYTHING TO INSTALL THEM SO THEY ARE OPEN AND AVAILABLE TO THE PUBLIC TO RENT NEXT SUMMER. CONTINUING CENTRAL PARK ONE OF THE THINGS WE WILL BE ADDING, IT'S MAYBE NOT AS GLAMOROUS AS SOME THE PLAYGROUNDS WE PUT IN. WILL BE ADDING A LITTLE BIT OF A TRAIL NETWORK WITHIN AND AROUND THE LAGOON. WHICH WILL FINISH THE LOOP THAT'S MISSING WITHIN CENTRAL PARK AND AROUND THE LAGOON. YOU'LL BE ABLE TO GO AROUND LOOKING IT WILL BE APPROXIMATELY 1.4 MILES AND LOOP WITHOUT EVER HAVING TO CROSS THE ROAD OR COPE INTO THE PARK AMOUNT AS YOU HAVE TO DO TODAY. THEY'LL BE SOMETHING THAT WILL ENJOYED BY VISITORS TO CENTRAL PARK. MOVING ON TO THE EAST SIDE TO THE COMMUNITY IN THE WHITE RIVER. HEARD ME TALK ABOUT THE WHITE RIVER GREENWAY ARTICLES TO MAKE THE WHITE RIVER AND EMBRACE IT AS OUR COMMUNITIES MOST SIGNIFICANT NATURAL RESOURCE. WHEN THE THINGS WE ARE DOING TAKING A STRONG LOOK AT THE WHITE RIVER GREENWAY. CURRENTLY IT STARTS ON RIVER RIVER PARK TO THE SOUTH. IT ENDS AT TALL TIMBER RUN TO THE NORTH LITTLE BIT SOUTH OF KOREA TRACE ELEMENTARY SCHOOL. ONE OF THE THINGS WE WILL BE ABLE TO DO IF WE USE THE EXISTING PERMANENT TRAIL NETWORK IN THE COMMUNITY WE CAN STRETCH IT A LITTLE BIT FURTHER SOUTH AND CURRENTLY WE ARE IN THE DESIGN PROCESS FOR ROUGHLY 3RD MISSING LOOP WITHIN THE CONNECTOR TRAIL NETWORKS. THIS WAS DONE IN COORDINATION WITH CITY ENGINEERING. WERE NOT DUPLICATING EFFORTS CITY IS DOING TO FILL IN THE GAPS OF THE PERIMETER TRAIL BUT WORKING CLEVERLY BETWEEN PARTS OF THE CITY TO FILL THESE GAPS. THIS WILL BASICALLY ALLOW US TO STRETCH THE WHITE RIVER GREENWAY SOUTH INTO THE NEWLY RENOVATED RIVER HERITAGE PARK.

THAT CONNECTS YOU INTO THE ROUGHLY 1.2 MILE, ACTUALLY 1.4 MILE LOOP TRAIL THAT WE HAVEN'T RIVER HERITAGE PARK. THEN, ON THE NORTH SIDE GOING FROM WHAT ENDS UP 246 STREET. VERY FORTUNATE WAS PREVIOUSLY REPORTED TO RECEIVE A $4 MILLION GRANT THAT WILL FUND THIS. 1.4 IS MY MAGIC NUMBER EXTENSION TO THE NORTH. WORKING IN COLLABORATION WITH CONNOR PERRY GOING ON PROPERTY THEY OWN SO WE CAN STRETCH THIS 246 STREET. COMBINED, ONLY DO THIS NORTH EXTENSION AS WELL AS THE MISSING LOOP TO GET TO RIVER HERITAGE PARK WE WILL BASICALLY MAKE THE WHITE RIVER GREENWAY NORTH OF 116TH STREET APPROXIMATELY 5.4 MILES LONG.

JUST AS A POINT OF COMPARISON THE MONON REMAKE WITHIN CORY MALLES 5.2 MILES. WE WILL HAVE INTERCONNECTED TRAIL, PREDOMINANTLY NOT ESPECIALLY ALONG THE RIVER NERVES PROVIDING A DIFFERENT TYPE GREENWAY EXPERIENCE FOR THE RESIDENCE AND STARTING TO SHOWCASE THE WHITE RIVER. OF COURSE WE WILL WORK IN THE FUTURE FURTHER THE TRAIL SOUTH OF HUNDRED 16TH STREET AS WELL. THESE WE ANTICIPATE BEING FULLY DEVELOPED WITHIN 2 YEARS.

[00:25:05]

OBVIOUSLY IT LIKE TO BE SOONER IF ALL FEASIBLE. PART OF THE WHITE RIVER GREEN WAY EXTENSION WE WILL CREATE THE TRAIL AS WE'VE DISCUSSED IN PREVIOUS MEETINGS WHICH WILL PROVIDE PARKING, RESTROOM EXPERIENCES AS WELL AS OVERLOOK THEM OVERLOOK SOMETHING LIKE THIS AND THAT'S YOUR VIEW. IT WILL BE INCREDIBLY SPECTACULAR. JUMPING TO THE WEST SIDE OF TOWN WITH THE REIMAGINED WEST PARK. ONE OF THE THINGS WE HAD TO DO WHEN WE GREETED THE NEW PLAYGROUND EXPERIENCE OUT THERE IS EXISTING ARCH SHELTER WAS POPULAR AS A RENTAL SHELTER.

STOUT INTEGRATED IN THE PLAY EXPERIENCE. IT WILL BUILD 5 ADDITIONAL SHELTERS OUT WEST PARK. OUR SHORT WE WILL CONSTRUCT THE FIRST 3. REMOVE GOING OUT TO BID WITH THOSE SHORTLY TO HAVE THOSE OPEN FOR NEXT SUMMER IF ALL FEASIBLE. WRITING SHELTER EXPERIENCES AND THE ABILITY TO HAVE A COUPLE MORE. THIS WOULD BE INTRODUCED INTO 3 SMALLER SHELTERS THAT ARE ALREADY OUT THERE. REPRESENTATION OF WHAT THOSE 2 SHELTERS WILL LOOK LIKE.

MULTIPLE MOPS WORDS SPACE SO REMAINS CAN HAVE THEIR EQUIPMENT OUT THERE. THERE WILL BE A ROOF ON HERE. REPRESENTATION OF THE STRUCTURE WHEN IT LOOKS LIKE. ALSO STAYING AT WEST PARK. WORKING IN COLLABORATION WITH THE CITY TO MAKE SURE WERE NOT DUPLICATING EFFORTS. WE WILL LOOK TO CREATE WHAT'S ROUGHLY 1/4 MILE OR A LITTLE LESS TRAIL WITHIN WEST PARK THAT WILL HAVE A CONDUCTOR ACROSS HUNDRED 16TH STREET SOUTH TO WITH THE TOPLESS. THAT WILL ALLOW US TO HAVE TRAIL CONNECTIVITY FROM SHELBURNE TO TOWN ROAD WHILE CONNECTING THE COMMUNITY WITH THE TRAIL NETWORKS WITHIN THE CITY AND TO THE PARK. THOSE ARE SOME OF THE BEDROOM PROJECTS WE HAVE IN STORE. AS ALWAYS I WILL ADDRESS ANY

QUESTIONS YOU MAY HAVE. >> COUNSEL MAX, ANY QUESTIONS? THANK YOU VERY MUCH SIR.

CYCLING. >> I'M THE COUNCIL'S APPOINTEES TO THE SOLID WASTE BOARD. FOR HAMILTON COUNTY. T OPERATES THE HAZARDOUS WASTE CENTER ON PLEASANT STREET AND A GENERAL RECYCLING CENTER. THIS IS OPERATION FOR THE LAST 30 YEARS AFTER THE GENERAL ASSEMBLY PASSED A LAW LOVING THESE IN ALL 92 COUNTIES. IT'S BEEN IN OPERATION SINCE 2002 AND HAS ITS OWN PROPERTY TAX LEVY. WHAT THEY ACCEPT INCLUDES ANY TYPE OF HAZARDOUS CHEMICALS, GENERATED IN PEOPLE'S HOME SUCH AS CLEANING MATERIALS, PAINTS AND THE LIKE GARDEN CHEMICALS, AUTOMOTIVE FLUIDS. THEY ACCEPT ELECTRONICS, BATTERIES, BULBS AND FROWN CONTAINING MATERIALS SUCH AS REFRIGERATORS AND AC UNITS. FROM 2002 TO 2001 THE FACILITY STARTED 70 MILLION#HAZARDOUS MATERIALS FOR PEOPLE'S HOMES AND STOPPED THEM FROM GOING IN THE LANDFILL WHICH IS TREMENDOUS. IN 2020, 2020 EXCUSE ME, IMAGINE THEIR COLLECTIONS WERE UP. IN ADDITION TO PEOPLE ADOPTING PETS AND MAKING SOURDOUGH BREAD THEY CLEAN OUT THE GARAGE IS IN A MASSIVE WAY. THE NUMBERS THEY ACCEPTED WERE HUGE ON AN AVERAGE OF 8000 POUNCE IN EVERY DAY THEY WERE OPEN THEY ACCEPTED. WHEN YOU THINK ABOUT THAT CARLOAD AFTER CARLOAD WITH PEOPLE COMING IN WITH WASTE. DSIF YOU HAVEN'T BEEN TO THE FACILITY HAVE A NEAT TOTAL OPPORTUNITY FOR YOU TO SHOP FOR FREE FOR THINGS THEY BROUGHT IN KE THE PELLETS YOU CAN PUT ON, TO PREVENT WEEDS FROM COMING IN FOR INSTANCE OR OIL CONTAINERS. PEOPLE BRING THEM IN AND THEY ARE IN GOOD SHAPE THEY WILL PUT THEM IN THE STORE. IF YOU GET 5 ITEMS FOR FREE. IT'S A NICE

[00:40:09]

INCENTIVE TO BRING YOUR STUFF AND DO A TRADE FOR THE STUFF YOU MIGHT NEED GIVING UP STUFF YOU DON'T. IT'S EXCEPTIONALLY WELL MANAGED. THE STAFF IS SUPER FRIENDLY. THEY ASK YOU REGISTER ONLINE. THAT'S THEIR WAY OF KEEPING TRACK OF WHERE PEOPLE ARE COMING FROM AND WHAT YOU'RE USING THE FACILITY FOR. IT KEEPS IT MOVING FASTER AND BETTER. YOU CAN SHOP THERE IF YOU HAVE A LAST-MINUTE STOP BY. THEY ASK YOU TO REGISTER ONLINE IF AT ALL POSSIBLE. 2022 IS VERY BUSY AS WELL BUT THEY'VE GONE BACK TO MORE NORMAL LEVELS. THIS FACILITY AS I SAID EARLIER MANAGES A GENERAL RECYCLING AREA FOR PARTS THE COUNCIL DON'T HAVE THE BENEFIT FOR CURBSIDE RECYCLING. THE BIGGEST USERS OF THAT ARE NOBLESVILLE AND DELAWARE AND FALL CREEK TOWNSHIPS AS WELL AS CLAY TOWNSHIP USES IT TREMENDOUS AMOUNT AS WELL.

WANTED TO GIVE YOU QUICK AND DIRTY OVERVIEW. I HAD SOME NICE GRAPHS AND CHARTS THAT LESLIE, THE DIRECTOR OF THE FACILITY PROVIDED FOR ME. THIS IS IN YOUR PACKET COUNSELORS.

IF YOU HAVEN'T GONE AND DONE A TOUR I HIGHLY RECOMMEND IT. THERE IS SO MUCH INFORMATION.

WHEN I WAS ABLE TO LEARN IS THE RECYCLING RATES AND ACCEPTABILITY IS HIGHLY VARIABLE. THE FACILITY ALSO GETS REVENUE BY SELLING SOME OF THE RECYCLABLES. THE RATE FOR RECYCLING FOR REMOTE WENT FROM HUNDRED $50 PER TIME TO 30 DIRECT DOLLARS PER TIME. THE MARKET OF THAT HAS DROPPED OUT OF THE BOTTOM OF THE MARKET. I FEEL E YOU FIND A LOT OF INTERESTING THINGS THERE. I THINK THE OTHER THING THAT WAS INTERESTINGWAS A O-MINGLING OF MATERIALS AND HOW BASICALLY TUMULTUOUS THAT IS FOR THE FACILITY STAFF. THEY HAVE A CARDBOARD AREA AND A PAPER AREA AND SOMEONE COMES IN AND THOMPSON OIL AND ONE. [14. NEW BUSINESS]

THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AMENDING RESOLUTION CC-04-18-22-01 PREVIOUSLY ADOPTED BY THE COUNCIL; SPONSOR: COUNCILOR RIDER. COUNSELOR WORRELL?

[00:50:06]

>> MOVEDTO INTRODUCE. >> SECOND. THE SYNOPSIS: THIS RESOLUTION AMENDS THE PRIOR COUNCIL RESOLUTION AMENDING AND APPROVING THE CARMEL COMPREHENSIVE PLAN. OKAY, I'LL

LET YOU TAKE AWAY EXPERTS. >>> I WILL GO WITH AN ANALOG PRESENTATION THIS EVENING. I

HAVE DIGITAL BUT I WILL GIVE ANALOG HIA. >> WISE MOVE.

>>ADRIAN KEELING WITH THE DEPARTMENT OF COMMUNITY SERVICES. WE HAVE ONE FINAL ITEM OF BUSINESS REGULATED TO THE COPPERHEADS OF PLAN. YOU WILL RECALL ON OCTOBER 3 THE COUNCIL AMENDED AND APPROVED WHAT ENDED UP BEING VERSION 7 OF THE COMPREHENSIVE PLAN. ON OCTOBER 3 AFTER SEVERAL MEETINGS. WITH THAT AMENDMENT BY THE COUNCIL PLAN COMMISSION HAS 60 DAYS TO REVIEW AND EITHER APPROVE OR DISAPPROVE OF THE COUNCIL'S AMENDMENT. THE TERM DISAPPROVAL UNFORTUNATELY IT SEEMS VERY NEGATIVE. IN THIS CASE BECAUSE IT WAS ONLY ONE SMALL PROPOSED REVISION. ALL OF THE REST OF THE REVISIONS WERE IN ESSENCE APPROVED BUT, IN THIS CASE IT'S ALL OR NOTHING WHEN IT COMES TO THE PLAN COMMISSION REVIEW. ON PAGE 18 IT IS SHOWN HERE. OBJECTIVE 1.3.7 WAS ONE OF THE OBJECTIVES ADDED BY THE CITY COUNCIL. THE PLANNING COMMISSION SUGGESTED REMOVING THE WORDS BUILDING MATERIALS FROM THAT OBJECTIVE. I WILL READ IT AND WHOLE. PROTECTS SINGLE-FAMILY NEIGHBORHOODS FROM TO SIMILAR ADJACENT USES WITH RESPECT TO SCALA BUILDINGS, BUILDING MATERIALS, LIGHTING, NOISE AND OTHER INCOMPATIBLE IMPACTS. THE PLANNING COMMISSION DIDN'T NECESSARILY QUESTION THE INTENT OF THAT OBJECTIVE. THE QUESTION WAS REALLY SURROUNDING THE EFFECT OF BUILDING MATERIALS THEMSELVES ON THE COMPATIBILITY OF ADJACENT USES.

TO ONE ANOTHER. THAT WAS AT THEIR SUGGESTION. YOUR OPTIONS THIS EVENING ARE TO APPROVE THE RESOLUTION AS PROPOSED WHICH WOULD MOVE THE TERM BUILDING MATERIALS FROM PAGE, OBJECTIVE 1.3.7 ON PAGE 18. OR, TO CONFIRM YOUR ORIGINAL RESOLUTION ON OCTOBER 3 WHICH WOULD HAVE INCLUDED THE WORD BUILDING MATERIALS. REGARDLESS OF THE ACTION THIS EVENING THE COUNCIL DOES HAVE THE FINAL APPROVAL. WHETHER YOU APPROVE OR CONFIRM THIS DOES NOT GO BACK TO THE PLANNING COMMISSION. THIS IS THE COUNCIL'S FINAL DECISION.

>> COUNSELOR NELSON? >> THANK YOU MR. PRESIDENT. DID THE PLANNING COMMISSION GIVE ANY REASON WHY THEY WANTED TO REMOVE BUILDING MATERIALS? WAS OR SOMETHING SPECIFIC THAT

THEY WERE CONCERNED WITH? >> I DON'T BELIEVE THERE WAS ANY SPECIFIC CASE OR SITE. IT WAS A QUESTION OF WHETHER BUILDING MATERIALS PLAYED A ROLE IN PROTECTING SINGLE-FAMILY NEIGHBORHOODS FROM DISSIMILAR ADJACENT USES. AS MUCH AS THE SCALA BUILDINGS, FIGHTING NOISE AND OTHER THINGS. IN THE PLANNING COMMISSION'S DISCUSSION I GAVE SOME EXAMPLES IN PRACTICE. ANOTHER COMPREHENSIVE PLAN WE'VE TALKED ABOUT THE COMPREHENSIVE PLAN BEING A HIGH LEVEL VIEW VERSUS THE UTO WHICH IS ORDINANCE. WE DO IN THE UTO REGULATE BUILDING MATERIALS IN CERTAIN INSTANCES IN CERTAIN COMMERCIAL DISTRICTS WHERE THERE MIGHT BE A SPECIFIC ARCHITECTURAL STYLE PROPOSED. OR OVERLAY DISTRICT WHERE ALL TOWN OVERLAY FOR INSTANCE IS MORE OF A SPECIFIC TIME PERIOD. WE HAVE BUILDING MATERIALS ASSOCIATED WITH THOSE INSTANCES . AS WELL AS FOR DURABILITY PURPOSES. WE DON'T WANT CERTAIN BUILDING MATERIALS IN THE FIRST 8 FEET. THE BOTTOM 8 FEET OF THE BUILDING WHERE THERE COULD BE CARS OR PEOPLE OR THINGS MOVING AROUND AND BUMPING AGAINST THEM FOR DILIP DURABILITY PURPOSES. WE DON'T ARILY IN PRACTICE AND USE BUILDING MATERIALS AND TERMS OF

[00:55:08]

COMPATIBILITY NEXT TO ONE DEVELOPMENT VERSUS ANOTHER. THAT WAS THE RATIONALE.

>> I GUESS I DON'T UNDERSTAND. I DON'T UNDERSTAND WHY BUILDING MATERIALS IS SOMETHING THAT WOULD BE AN ISSUE WITH. I GUESS MAYBE I DON'T UNDERSTAND THE OBJECTIVE OF 1.3.7. ARE WE TRYING TO PROTECT SINGLE-FAMILY NEIGHBORHOODS BY REMOVING BUILDING MATERIALS OR ARE WE TRYING TO, I JUST DON'T UNDERSTAND IT. I DON'T UNDERSTAND WHAT THE ISSUE WAS.

THIS IS A POSITIVE THING OR A NEGATIVE THING? I CAN'T WRAP MY HEAD AROUND IT.

>> I CAN COMMENT ON THAT. UNDERREPRESENTED FOR THE PLANNING COMMISSION. LOGIC WAS, NUMBER ONE ARE ABOUT AS STRICT ON BUILDING COMMERCIAL BUILDING. THEY WILL BE MEETING WITH STAFF AND ASKING FOR MORE MASONARY. ON THE PROJECT THEY WERE SHOWING ME. IT WE FELT IT WASN'T RELEVANT. THE IDEA WAS MASSING HERE. I GOT NOTHING TO DO WITH BUILDING MATERIALS.

THE WHOLE IDEA OF ADDING OBJECTIVE, THIS OBJECTIVE WAS THE CONCEPT OF WHAT IS NEXT-DOOR. BE IT SIZE, THE LIGHTING, THE NOISE AND OTHER THINGS THAT WOULD IMPACT IT.

BUILDING MATERIALS WOULD BE ONE OF THOSE. PROBABLY ONE OF OUR MOST EXPERIENCED MEMBERS IS THE ONE THAT CAUGHT THIS. PRESIDENT GRAYBILL. IT MADE TOTAL SENSE BECAUSE IN THIS PARTICULAR OBJECTIVE IT WASN'T RELEVANT. WAS THE REASON FOR REMOVING IT. YES?

>> MR. PRESIDENT SO AGAIN, IT SEEMS SOMATIC IN A LARGE DOCUMENT TO PICK OUT 2 TERMS. ONCE HE INTENT, I CAN'T REMEMBER, I CERTAINLY SUPPORT 1.3.7. I DON'T REMEMBER WHO SUPPOSEDLY DRAFTED IT. WOULD IT BE BETTER IF IT'S AN ARCHITECTURAL STYLE AND SOMETHING LIKE THAT AND NOT SEMANTICS AND BUILDING MATERIAL. I'M JUST WORRIED

ABOUT THE DISCUSSION AND PLANNING COMMISSION. >> EVEN THAT WOULD BE SUBJECTIVE. THE IDEA HERE IS MOSTLY THE MASSING. HOW WOULD YOU APPLY IT TO BUILDING MATERIALS OR ARCHITECTURE? I'M NOT SURE HOW YOU WOULD APPLY IT AND NOT TO PROTECT THE ADJACENT

USE. THAT WAS THE ARGUMENT. COUNSELOR CAMPBELL WEIGHT. >> THANK YOU MR. PRESIDENT. I DID WATCH THE PLANNING COMMISSION MEETING AND I THINK PRESIDENT GRAYBILL MADE A COMPELLING ARGUMENT FOR REMOVING IT. IF WE WERE TO LEAVE IT IN PLACE AND I DON'T KNOW IF THIS IS A QUESTION FOR LEGAL OR ADRIAN. COULD IT CONFLICT WITH ARBOR UTO? IF OUR UTO SPECIFIES CERTAIN STANDARDS, IS THERE ANYTHING, IF WE LEAVE BUILDING MATERIALS

IN IF WE WERE TO. COULD IT CONFLICT WITH THE UTO? >> MAYBE JOHN HAS AN OPINION.

I FEEL LIKE THEY ARE 2 DIFFERENT DOCUMENTS ADDRESSING 2 SCALES OF REVIEWS. I DON'T THINK IT'S NECESSARILY A CONFLICT AS WE'VE TALKED ABOUT THE COMPREHENSIVE PLAN BEING A

HIGH LEVEL CONCEPT DOCUMENT. >> COUNSELOR GREENE? >> YEAH, I WAS ONDERING, I THINK PART OF IT IS YOU KNOW IT THE WAY IT WAS DRAFTED, LIGHTING, NOISE AND OTHER INCOMPATIBLE IMPACTS. THINGS THAT ARE GOING TO KIND OF LEAVE WHATEVER THE BUILDING OR WHATEVER THE AREA IS AND KIND OF IMPACT THE NEIGHBORHOOD RIGHT NEXT TO IT. THAT'S ONE OF THE REASONS WHY I THINK LIGHTING, NOISE AND INCOMPATIBLE. WE HAVE AN EXISTING NEIGHBORHOOD AND SOMETHING GOES UP THAT'S NOT GOING TO HAVE SOME TYPE OF IMPACT VISUALLY SOUND OR OTHERWISE. BUILDING MATERIALS, THE EXAMPLE I THINK OF GOING BACK TO THE 3 LITTLE PIGGIES IS HAY, STICKS AND BRICKS. IS THAT WHERE, IS THAT AN IMPACT TO KIND OF HOW THINGS ARE DEVELOPED AND IN PROPOSALS AND LIMITING SOMETHING. YOU CAN HAVE HAY NEXT TO STICKS AND RIGHT NEXT TO BRICKS. I MEAN, IS THAT THEIR CONCERN WHAT THEY

WANTED IT TAKE IT OUT VERSUS? >> I BELIEVE SO. >> I CAN EXPLAIN THE 3 LITTLE

[01:00:08]

PIGGIES TO YOU. BUT I WAS TRYING TO THINK OF EXAMPLES OF BUILDING MATERIALS. WHY IS BUILDING MATERIALS AND ISSUE? IS IT BECAUSE, WE TALK ABOUT THE STYLE OF ARCHITECTURE IS DIFFERENT. BUILDING MATERIALS, I WOULD ASSUME, DEVELOPERS WOULD WANT SOME FLEXIBILITY ESPECIALLY BASED ON COST AND A LOT OF DIFFERENT THINGS GOING ON. I COULD SEE HOW DRAMATIC DIFFERENCE BETWEEN THE MATERIALS COULD YOU KNOW, MAKE IT INCONSISTENT WITH WHAT

ALREADY EXISTS IN ONE SPECIFIC AREA. >> COUNSELOR AUSTIN.

>> THANK YOU APPEARED I AGREED WITH THE PLANNING COMMISSION FOR REMOVING NG BUILDING MATERIALS. LEAVING INSEEMS TO WAY IN THE WORLD OF ARCHITECTURE LIKE COUNSELOR HANAN SAYS. HOW DO YOU MEASURE THAT? YOU DON'T WANT TO HAVE SOMETHING IN THERE THAT YOU CAN'TMEASURE IT WHEN IT COMES ARCHITECTURE. PLUS, IN MY OPINION WE DON'T WANT EVERYTHING TO LOOK THE SAME EVERYWHERE IN THE CITY. YES THERE COULD BE SOME CONFLICTING ARCHITECTURE. MAKING IT SO MUCH THAT WE COULDN'T HAVE DIFFERENT STYLES AND DIFFERENT NEIGHBORHOODS. THERE COULD BE BAD FOR OUR CITY TOO. I THOUGHT THIS WAS A GOOD CATCH.

I'M GLAD WE ARE MOVING IT. >> COUNSELOR NELSON? >> I THINK I'M UNDERSTANDING IT NOW AND I WANT TO MAKE THIS POINT AND I WANT TO BE CAREFUL ABOUT THIS POINT THOUGH. I THINK WHAT I'M NOW UNDERSTANDING IS THAT LIMITING SOME OF THE BUILDING MATERIALS THAT MIGHT BE LESS EXPENSIVE IN ORDER TO PRESERVE MAY BE MORE EXPENSIVE HOMES AND THE LOOK AND FEEL OF THE NEIGHBORS. I 20 NOW SUPPORT WHAT THE PLANNING COMMISSION WANTED TO

DEAL. AND I SUPPORT THAT, THANK YOU. >> ANY OTHER COMMENTS? I WILL

ENTERTAIN A MOTION. >> MR. PRESIDENT I WILL MOVE THAT WE ADOPT THE RESOLUTION CC
