FIRST, I'M HAPPY TO ANSWER MR. DEMLER'S QUESTION THAT WAS ASKED. HE ASKED WHAT HAPPENS WITH THE AT&T DEVELOPMENT IF A PORTION OF IT CAN'T MOVE FORWARD.

BECAUSE THIS IS A DEVELOPER TIF, THE CITY IS NOT ON THE HOOK FOR ANY OF THE TIF AMOUNT. ANY OF THE BOND AMOUNT THAT THE CITY COUNCIL PREVIOUSLY APPROVED.

AND THE MAJORITY OF DEVELOPMENT IS STILL WITHIN THE C-ZONED AREA AND IS GOING TO MOVE FORWARD, AS I UNDERSTAND IT.

THE DEVELOPER IS GOING TO RECEIVE LESS TIF ON THEIR BOND, BUT BECAUSE THE DEVELOPER IS ON THE HOOK FOR THAT AND NOT THE CITY, IT WON'T AFFECT THE CITY IN ANY WAY.

THAT IS A QUICK ANSWER TO THAT QUESTION.

WHICH IS A GENERALLY GOOD THING. CITIES ARE NOT FOCUSING ON ARCHITECTURE. THAT IS ALSO HAPPENING HERE IN CARMEL'S CORE, I THOUGHT IT WAS A NUANCED APPROACH TO SEE HOW...

WHAT CARMEL HAS BEEN DOING AND THE TIF PROJECTS, IT IS DIFFERENT. ESSENTIALLY, THE ARTICLE TALKS ABOUT HOW THESE FOUR OVER ONE PROJECTS WITH GROUND FLOOR RETAIL OFTEN FEATURING VIVID SLABS OF BRIGHT PANELING THAT YOU SEE... THIS IS ANYWHERE YOU GO IN ANY BIG CITY.

YOU SEE A LOT OF THESE. IT IS A BULKY DESIGN THAT IS CONSPICUOUS THROUGHOUT, FRANKLY, ALL NEW DEVELOPMENT THAT IS HAPPENING. THE FOUR OVER ONE CONCEPT IN ITSELF IS NOT A BAD THING. HOUSING ADVOCATES SAY THAT IT IS PROVIDING HOUSING WHEN IT IS... AFFORDABLE HOUSING WHEN THAT IS INCREDIBLY NEEDED THROUGHOUT THE UNITED STATES.

BUT IN MOST OF THESE CITIES, THE DESIGN TAKES A BACK SEAT TO THE NECESSITY OF THE PROJECT ITSELF. THEY CALL THIS... THAT PICTURE RIGHT THERE IS NOT THAT BAD, ACTUALLY.

THEY CALL IT ANY-TOWN ARCHITECTURE.

THE GIST OF THIS ARTICLE IS WHILE IT IS GOOD TO HAVE HOUSING AND IT IS GOOD TO HAVE THESE PROJECTS, THEY ARE THE SAME IN EVERY CITY. WHEN YOU LOOK AT ARCHITECTURE, YOU CAN'T TELL WHAT CITY IT IS FROM.

THE QUOTE AT THE BOTTOM. THEY ARE LIKE DENNY'S.

YOU COULD BE AT A DENNY'S IN IOWA OR NEW MEXICO OR COLORADO.

YOU WOULDN'T KNOW WHERE YOU ARE. IT IS JUST DENNY'S.

IN THE ARTICLE, THEY WENT TO... THEY ALMOST PLAY A GAME OF...

THEY ARE SHOWING A BUNCH OF THESE, AGAIN, SAME ARCHITECTURE.

CAN YOU GUESS WHAT CITY THIS SPECIFIC PIECE OF ARCHITECTURE IS IN? IT HAS THE PANELING.

IT ALL HAS THIS VERY BLAND, ALMOST PAINT BY NUMBERS TYPE OF FACADE THAT HAPPENS IN ALL THESE CITIES.

THESE PROJECTS ARE HAPPENING EVERYWHERE.

HERE IS ANOTHER EXAMPLE WHERE THEY ASK IN THIS ARTICLE, WHICH ONE OF THESE BUILDINGS IS IN SEATTLE? I LIKE THE QUOTE. "LOOK, BIG CITIES, ALL CITIES SHOULD BE INSPIRING. CITIES SHOULD FEEL LIKE A WORK OF ART. AND THAT IS IMPORTANT." AGAIN, PEOPLE UNDERSTAND THAT, YOU KNOW, SOME ARGUE THAT GETTING HOUSING BUILT IS MORE IMPORTANT THAN NITPICKING OVER AESTHETICS. BUT THE AESTHETICS ARE A BIG DEAL. I CAN'T TELL WHICH CITY EACH SPECIFIC PICTURE NOTED THERE BELONGS IN.

AND I THINK THAT IS A GENERAL PROBLEM WHEREVER IN AMERICA.

IT IS BEGINNING TO LOOK EXACTLY THE SAME.

THE EXACT SAME TYPE OF PROJECTS. AGAIN, IT IS A POSITIVE THAT

THERE IS MORE HOUSING. CURRENT CONSTRUCTION MISSES AN OPPORTUNITY. I THINK WITH THAT KIND OF BACKDROP, PROJECTS APPROVED BY CARMEL CITY COUNCIL HERE, TIF PROJECTS THAT WE DO ARE NOT THIS SAME EXACT TYPE OF LEGO WITH BRIGHT PANELING FACADES THAT WE SEE POPULATING THE COUNTRY AS A WHOLE. THAT IS AN EXAMPLE OF THE CORNER CURRENTLY ON CONSTRUCTION AT 116 AND RANGELINE.

THAT IS A BEAUTIFUL ARK... A BEAUTIFUL BRICK FACADE.

IN OUR CITY CENTER, AGAIN, THAT IS FOUR OVER ONE.

THAT IS FIRST FLOOR COMMERCIAL WITH FOUR FLOORS OF RESIDENTIAL ABOVE IT. WE PAY ATTENTION TO CORNIS LINES. WE PAY ATTENTION TO ARCHITECTURAL DETAILS, BALCONIES.

THAT SETS CARMEL APART. THAT BUILDING RIGHT THERE ON THE LEFT, IT HAS AN ART DECO VIBE TO IT ON THE LEFT.

THAT IS A STRONG CORNER THERE. THAT PICTURE IS DATED.

THAT ART HAS BEEN MOVED. (LAUGHTER) I WILL MENTION THAT.

I SHOULD HAVE USED A... BUT NOT THE... I SHOULD HAVE USED A MORE UPDATED PICTURE. AS OPPOSED TO WHAT YOU SEE ON THE RIGHT. PICTURED IN THE ARTICLE.

REALLY THAT IS A BUILDING IF YOU TRAVEL ACROSS THE UNITED STATES, THEY ARE EVERYWHERE. THE SIGNATURE UNDER CONSTRUCTION NOW AT MAIN STREET IS GOING TO HAVE THIS KIND OF TWO-TOWER, TWIN TOWER ARCHITECTURAL DETAIL. THAT WILL SET IT APART.

AGAIN, THIS PROJECT APPROVED BY COUNCIL RECENTLY ON THE SOUTH SIDE OF OLD MERIDIEN AND MAIN. IT IS ALL BRICK.

THERE IS FANCY BRICK WORK. THERE IS NICE CORNICE LINES.

IT DOESN'T LOOK LIKE THE SAME STUFF EVERYWHERE.

MY FAVORITE EXAMPLE OF, THIS I TOOK A PICTURE WHEN I WAS IN AUSTIN, TEXAS. FROM AN URBAN PLANNING STANDPOINT, THIS PROJECT IS AMAZING.

IT HAS A GARAGE IN THE MIDDLE. IT HAS A WHOLE FOODS AND A MICRO-TARGET. I MEAN, THAT IS A PROJECT WE WOULD KILL FOR HERE. BUT THEN THERE IS THE ARCHITECTURE. LIKE, WHAT IS THAT? WHY DID SOMEBODY THINK ANY OF THIS IS A GOOD IDEA? WHY DID THE CITY PLANNERS ALLOW THIS KIND OF ARCHITECTURE TO MOVE FORWARD? SO AS ONE OF THE THINGS THAT W WE... YEAH. IT IS REALLY GROSS.

I MEAN, I CAN'T EVEN... I DON'T KNOW WHY IT LOOKS LIKE.

THAT WHY WAS THIS OKAY? WHY WAS THIS BUILT? THEY REALLY WANTED TO MICRO-TARGET, I GUESS.

SO IT IS JUST... THE ARTICLE IS POIGNANT.

IT POINTS OUT HOW HARD OUR URBAN PLANNING DEPARTMENT, THE REDEVELOPMENT COMMISSION AND EVERYONE HERE WORKS TO MAKE SURE THAT OUR PROJECTS HAVE ARCHITECTURAL DETAILS THAT ARE STRIKING AND SIGNIFICANT SO WHEN YOU ARE WALKING ALONG IN CARMEL, YOU KNOW THAT IS CARMEL. NOT EVERYTOWN U.S.A.

TALKING A LITTLE BIT ABOUT REVENUES, AND I HAVEN'T DONE THIS RELATIVELY RECENTLY. I THOUGHT IT WOULD BE GOOD TO KIND OF TALK ABOUT PREAND POST-COVID.

2019 WAS... 2019 WAS ACTUALLY, ONE OF OUR MOST SUCCESSFUL YEARS THAT WE HAD AT CARMEL-CLAY PARKS AND RECREATION.

ESPECIALLY OUR ENTERPRISE OPERATIONS.

EXTENDED SCHOOL ENRICHMENT WHICH INVOLVES THE BEFORE AND AFTER-SCHOOL PROGRAMS AND SUMMER CAMPS AND RECREATION FACILITIES.

THAT IS PREDOMINANTLY THE DOG PARK BUT ALSO INCLUDES SATELLITE FACILITIES IN FOUNDER'S PARK AS WELL AS WEST PARK AND ALL THE SHELTERS AVAILABLE FOR RENTAL THROUGHOUT THE PARKS.

SO COMBINED, THOSE OPERATIONS IN 2019 HAD APPROXIMATELY $# 1.4 MILLION IN REVENUE, GROWS REVENUE.

WE NETTED RIGHT ABOUT A MILLION DOLLARS WHICH UP TO THAT POINT, WAS OUR BEST YEAR THAT WE HAD EVER HAD.

AND THEN COVID. $6.1 MILLION, $2.7 MILLION LOST IN THOSE OPERATIONS. WE REPORTED THAT TO YOU BEFORE.

IT WAS THE FIRST YEAR SINCE 2009 THAT WE DID NOT ACHIEVE 100% COST RECOVERY WITH OUR ENTERPRISE OPERATIONS.

THAT HAPPENED TO BE THE 2010... THE FIRST YEAR THAT THE COMMUNITY CENTER WAS COMPLETELY SELF-SUFFICIENT.

AND THAT WAS ONLY ITS THIRD YEAR OF OPERATIONS.

FORTUNATELY, 2021, WE DID REBOUND.

NOT ALL THE WAY BACK TO 2019, BUT WE DID FINISH IN THE BLACK.

WITH ABOUT A HALF A MILLION DOLLARS.

THAT INCOME OFF OF $7.7 MILLION IN REVENUE.

I'M PLEASED TO REPORT LAST YEAR, THAT WHILE WE ARE NOT ALL THE WAY BACK, WE ARE PRETTY CLOSE. $10.9 MILLION.

AND WE ACTUALLY HAD OUR BEST NET THAT WE HAVE EVER HAD AS A PARK SYSTEM AT $1.8 MILLION. SO VERY PLEASED WITH THE OPERATIONS THAT IS WE HAVE, THE STAFF THAT WORKED DILIGENTLY.

THE PAINFUL CHANGES THAT WE AT TIMES, HAD TO MAKE REGARDING STAFFING AND OVERALL OPERATIONS TO MEET THE REALITIES OF TODAY'S MARKET. BUT WE HAVE CERTAINLY BEEN VERY SUCCESSFUL AT THAT. AND 2023 # AND THE FIRST MONTH HAS GOTTEN OFF TO A GOOD START AS WELL.

THERE IS SOME METRICS THAT I LOOK AT PRETTY CLOSELY AS FAR AS HOW WE ARE DOING. OF COURSE, COST RECOVERY WHICH FOR US IS OUR OPERATIONAL REVENUES FOR THOSE ENTERPRISE OPERATIONS I JUST EXPLAINED. DIVIDED BY EXPENSES.

SO AGAIN, EVERY YEAR SINCE 2010, THESE NUMBERS HAVE BEEN GREEN WITH THE EXCEPTION OF 2020 WHERE WE HAD 70% COST RECOVERY.

THOSE RELATE DIRECTLY TO THE PREVIOUS SLIDE I GAVE YOU.

ANOTHER METRIC THAT I LOOK AT IS OUR CAST RESERVES.

FOR EACH OF THOSE ENTERPRISES, THEY OPERATE OUT OF NONREVERTING FUNDS. THE REVENUES THAT WE COLLECT, AS LONG AS WE MAKE A NET, THOSE STAY WITHIN THE FUND AND SERVE FOR A VARIETY OF PURPOSES. FIRST, WE NEED TO MAKE SURE THAT WE HAVE ENOUGH FUNDS OR RESERVES TO BASICALLY CASH-FLOW OUR OPERATIONS. WE ARE A VERY SEASONAL OPERATION. A LOOT OF OUR REVENUES, ESPECIALLY WITH THE COMMUNITY CENTER ARE TIED TO THE WATER PARK. WE HAVE A LOT OF THAT COMING IN DURING THE SUMMER MONTHS. WE HAVE FAST HUGE SPIKE OF REVENUE BEFORE SUMMER INTO SUMMER FROM THE SUMMER CAMP OPERATIONS. SO WE NEED TO MAKE SURE THAT IN THOSE MONTHS WHERE WE MAYBE DON'T NECESSARILY FOR THAT MONTH BREAK EVEN, THAT OVER THE COURSE OF THE YEAR, WE HAVE THE FUNDS TO PAY THE BILLS. AND WE CONSISTENTLY DO.

THE OTHER THING THAT WE USE CASH RESERVES FOR ARE FOR RAINY DAYS.

AND UNEXPECTED EXPENSES. NONE GREATER THAN COVID-19.

SO FORTUNATELY, I USUALLY TRY TO MAKE SURE OUR CASH RESERVES IDEALLY ARE AT 70% OR HIGHER. THAT ALLOWS US TO ENSURE THAT WE HAVE ENOUGH FOR CASH FLOW AS WELL AS THOSE UNEXPECTED EXPENSES. WE ALSO TRIED TO GROW THOSE OVER THE YEARS. IN 2018, WE WERE ACTUALLY CLOSER TO 80% WITH OUR CASH RESERVES. WE GROW THOSE EXPENSES SO THAT WE HAVE FUNDS AVAILABLE TO REINVEST INTO THOSE OPERATIONS.

SO FOR EXAMPLE, IN 2019 AND 2020, WE SPENT COLLECTIVELY ABOUT $1.8 MILLION THOSE WERE COLLECTED RESERVES AND OUR 108 FUND FROM SUMMER CAMPS WERE ULTIMATELY USED TO HELP PAY FOR CONSTRUCTION IN THE PARK.

THAT IS BECAUSE OF THE CASH RESERVES THAT WE ULTIMATELY BUILD UP FROM THE NET REVENUES WE GENERATE.

AGAIN, IF WE GET BELOW 70%S, THAT ASSURES THAT IF WE HAVE A DRAMATIC YEAR LIKE COVID-19 IN 2020 THAT, WE HAVE THE RESOURCE THAT IS WE DON'T HAVE TO COME TO THIS BODY TO REQUEST A TAX SUBSIDY TO FUND OUR OPERATIONS. WE WERE ABLE TO USE OUR RESERVES TO GET THROUGH THE RAINY DAYS, THE RAINY MONTHS, THE RAINY YEAR TO BE ABLE TO, AGAIN, BE BACK AT... BACK IN THE BLACK AND OPERATING WHERE WE ARE. 2021, WE BROUGHT RESERVES BACK UP TO 66%. WE SPENT NO DOLLARS THOSE YEARS.

WE WOULDN'T HAVE SPENT ANY DOLLARS IN 2020.

THOSE WERE CARRYOVERS FROM THE PREVIOUS YEAR.

AND 2022, WE ALSO DIDN'T SPEND ANY OF OUR CASH RESERVES FOR CAPITAL REINVESTMENT. SOLELY, TO INSURE... ENSURE THATHATWE ARE, AGAIN, BUILDING . WHAT WE WILL BE ABLE TO DO HERE IN THE FUTURE, SOME OF THOSE FUNDS WILL HELP US, FOR EXAMPLE, BUILD THE INDOOR PLAYGROUND THAT I PREVIOUSLY REPORTED IN MY LAST

THAT HELPS ME DEMONSTRATE THAT WE TRULY ARE A SUSTAINABLE PARK SYSTEM. ESPECIALLY FROM A FINANCIAL PERSPECTIVE. IN 202022, YOU KNOW, LOOKING AT REVENUE, $11.1 MILLION WAS EARNED INCOME.

THE VAST MAJORITY OF THAT WERE REVENUES I JUST TALKED ABOUT.

THE DIFFERENCE BETWEEN WHAT I REPORTED FOR ARE DONATIONS WE RECEIVED AS WELL AS INTEREST EARNED ON OUR ACCOUNTS.

WE RECEIVED $4.9 MILLION FROM THE CITY OF CARMEL WHICH FUNDS OUR GENERAL FUND. THAT IS PAYING FOR ALL OF THE GENERAL ADMINISTRATIVE EXPENSES. NOT FOR ANY STAFF EMPLOYED OR USED TO OPERATE THE COMMUNITY CENTER OR EXTENDED SCHOOL ENRICHMENT. YOU KNOW, POSITIONS LIKE MY OWN, H.R., THOSE TYPES OF FUNCTIONS OR MAINTENANCE OF THE PARKS.

ALL OF THOSE AREAS WE PROVIDE AND ARE IMPORTANT FOR US TO PROVIDE WITHIN THE PARKS, THE UPKEEP OF... THE MOWING OF THE PARKS TEXAS LANDSCAPE, ALL OF THAT IS PAID OUT OF $4.9 MILLION FROM THE CITY. WE RECEIVED LAST YEAR, $3.6 MILLION FROM CLAY TOWNSHIP. FROM THE LOCAL INCOME TAX DOLLARS THAT ARE ATTRIBUTABLE TO THE CENTRAL PARK BOND.

THOSE ARE USED TO HELP BUILD THE THINGS WITHIN THE PARKS.

AS WELL AS DO RENOVATIONS. AND THEN WE RECEIVED LAST YEAR, JUST UNDER .8 MILLION FROM IMPACT FEES.

THESE ARE THE FEE THAT IS ARE PAID FOR NEW RESIDENTIAL DEVELOPMENT AND THE FEE THAT IS CAME TO BENEFIT PARKS.

COUNCIL IN THE PAST, AS THE CIT- COMMUNITY FOR TRADITIONAL DEVELOPMENT WITHIN SUBDIVISIONS STARTS TO DWINDLE AS THE LAND IS ATE UP, THE IMPACT FEES THAT ARE COMING TOWARDS PARKS WILL CONTINUE TO DWINDLE. THE YEAR BEFORE WE HAD OVER A MILLION DOLLARS. THIS IS THE LEAST AMOUNT THAT WE HAVE HAD OVER THE LAST FIVE YEARS.

AND AGAIN, THAT DOESN'T NECESSARILY SURPRISE ME JUST BECAUSE THE DEVELOPMENT ISN'T HAPPENING IN CERTAIN AREAS OF TOWN. THAT WAS IMPORTANT TO LOOK AT NEW FUNDING SOURCES FOR THE CAPITAL DEVELOPMENT.

AND JUST TO SORT OF ILLUSTRATE IT, YOU KNOW, LAST YEAR, WE RECEIVED UNDER A MILLION DOL DOLLARS.

TO BUILD ALL OF BEAR CREEK PARK BASED ON THE MASTER PLAN THAT WAS DEVELOPED WITH PUBLIC INPUT. THAT PARK IS A LITTLE YOU SHOULD $0 MILLION. ... UNDER $30 MILLION.

BASENED ON THE NATURE PARK IN THE NORTHEAST CORNER, THAT IS A $30 MILLION PARK. A MILLION DOLLARS OR YEAR... A YEAR OR DWINDLING IS CERTAINLY NOT GOING TO DO MUCH TO HELP BUILD THOSE PARKS. WE HAVE TO LOOK AT OTHER FUNDING SOURCES. SOME HIGHLIGHTS FROM LAST YEAR.

THANKS TO THE CLAY TOWNSHIP IMPACT PROGRAM, WE DID FINISH AND OPEN THE RENOVATION OF FOUR OF OUR PARKS.

LAWRENCE PARK ON THE EVES SIDE, MEADOW LARK PARK HERE IN THE CENTRAL CORE, RIVER HERITAGE PARK ON THE EAST SIDE ALSO, TOUCHING THE RIVER, NORTH OF 116TH STREET, AND OF COURSE, WEST PARK. ONE OF THE REGIONAL PARKS ON THE WEST SIDE OF TOWN. SOME KEY NUMBERS.

VISITORS, CUSTOMERS SERVED THROUGH OUR PROGRAMS AND FACILITIES. JUST UNDER 580,000 VISITORS TO THE COMMUNITY CENTER AND WATER PARK.

WE HAD UNDER 108,000 PARTICIPANTS IN THE PROGRAMS. PREDOMINANTLY AT THE COMMUNITY CENTER.

THE VAST MAJORITY OF THOSE ARE PARTICIPANTS IN THE GROUP FITNESS PROGRAMS. ABOUT 94,000.

THE REST ARE IN RECREATION, AQUATICS, AND SIMILAR TYPES OF PROGRAMS. WITHIN OUR SUMMER CAMPS, WE HAD JUST UNDER 7,000 ENROLLED PARTICIPANTS IN LAST YEAR'S CAMPS. LAST SCHOOL YEAR, WE HAD A LITTLE UNDER 2,100 ENROLLED PARTICIPANTS IN THE BEFORE AND AFTER-SCHOOL PROGRAM. RESIDENTS THAT HAVE HELPED CONTRIBUTE AND SERVE THE PARK SYSTEM AND OUR GREATER COMMUNITY, WE HAD OVER 3,357 VOLUNTEER HOURS.

CONTRIBUTING TO THE PARKS. THE VAST MAJORITY OF THAT WAS FOR ENVIRONMENTAL STEWARDSHIP PROJECTS TO REMOVE INVASIVE SPECIES. PARK CLEANUPS.

THOSE TYPES OF THINGS. SOME OF THE NEXT LARGEST CATEGORY, VOLUNTEER HOURS, IS TOWARDS OUR ADAPTIVE PROGRAM.

PROGRAMS THAT SERVE PEOPLE WITH DISABILITIES.

ASSISTANTS THAT HELP US PROVIDE THOSE PROGRAMS. VERY SUCCESSFUL YEAR IN 2022. SO SOMETHING THAT WE ARE GOING TO BE STARTING THIS YEAR IS, AS I BELIEVE ALL OF YOU ARE AWARE, WE HAVE A COMPREHENSIVE PARKS AND RECREATION MASTER PLAN WHICH GUIDES THE DEVELOPMENT AND MANAGEMENT OF THE PARK SYSTEM.

OUR CURRENT MASTER PLAN IS ACTUALLY DESIGNED TO GO THROUGH 2025. BUT BASED ON THE DRAMATIC CHANGES THAT HAVE IMPACTED THE PARKS SYSTEM THANKS LARGELY TO

SO WHAT'S IMPORTANT ABOUT THE COMPREHENSIVE MASTER PLAN IS THAT IT INCORPORATES A NUMBER OF ASSESSMENTS AND INPUT THAT IS DONE BEFORE WE DEVELOP THE PLAN.

THE PLAN IS SIGNIFICANTLY DEVELOPED BASED ON COMMUNITY INPUT. WE DO A STATISTICALLY VALID COMMUNITY SURVEY SO WE UNDERSTAND BROADLY WHAT RESIDENTS WANT AND LIKE ABOUT THE PARK SYSTEM AS WELL AS CHALLENGES THAT THEY MIGHT SEE. WE HAVE A NUMBER OF STAKE HOLDER INTERVIEWS WITH MEMBERS OF THE COUNCIL, WITH THE TOWNSHIP BOARD AND WITH OTHER COMMUNITY LEADERS TO GET AN UNDERSTANDING OF WHAT THEIR EXPECTATIONS ARE ABOUT THE PARK SYSTEM.

AGAIN, WHAT THEY LIKE AND THINGS WHERE WE CAN POTENTIALLY BETTER IMPROVE TO SERVE COMMUNITY. WE HAVE FOCUS GROUPS WITH USER GROUPS AND NON-USER GROUPS TO UNDERSTAND WHAT WE ARE... AGAIN, WHAT WE ARE DOING WELL AND WHERE WE CAN BETTER SERVE COMMUNITY.

IN THIS MASTER PLAN, WE ARE GOING TO DO A SPECIAL OUTREACH TO GROUPS THAT MAYBE HAVE BEEN HISTORICALLY UNDERSERVED BY THE PARKS SYSTEM OR NEWER TO THE COMMUNITY THAT DON'T COME TO THAT TRADITIONAL MEETING AT 6:00 P.M. IN THE EVENING.

WE ARE LOOKING TO GO TO THE CHURCHES AND SYNAGOGUES AND MOSQUES TO UNDERSTAND, YOU KNOW, WHAT THEIR PARISHIONERS AND MEMBERS ARE THINKING ABOUT PARKS AND HOW THEY MIGHT USE THE PARKS. WE ARE TALKING TO NEWER RESIDENTS THAT MAYBE HAVE EMIGRATED TO THE UNITED STATES THAT MAYBE USE PARKS DIFFERENTLY THAN SOMEBODY WHO HAS BEEN IN THE UNITED STATES A LITTLE BIT LONGER.

THAT WILL BE PART OF THE INPUT PROCESS FOR THIS NEW MASTER PLAN. THERE WILL BE AN ASSET CONDITIONS ASSESSMENT. YOU KNOW, WHAT CONDITION ARE ALL OF THE PARKS AND FACILITIES IN. FORTUNATELY, BECAUSE OF THE SIGNIFICANT UPGRADES THAT WE HAVE MADE THANKS TO THE CLAY TOWNSHIP IMPACT PROGRAM, THIS SHOULD BE ONE OF THE EASIEST LIFTS. MOST OF THE PARKS ARE IN TREMENDOUS CONDITION BECAUSE THEY HAVE JUST RECENTLY BEEN RENOVATED. WE WILL BE LOOKING AT THAT UPDATING THE ASSET PLAN THAT WE PREVIOUSLY HAD DEVELOPED WITH THE CURRENT MASTER PLAN AND MAKING SURE THAT WE UNDERSTAND WHAT THE CAPITAL NEEDS ARE FOR REPLACEMENT AND REPAIRS OF THE EXISTING ASSETS. AND THEN WE WILL ALSO BE DOING A CORE SERVICES ASSESSMENT. YOU KNOW, WHAT ARE AND SHOULD BE OUR CORE SERVICES? YOU KNOW, WE WILL TAKE A LOOK AND ARE THE THINGS THAT WE ARE PROVIDING THE RIGHT THINGS TO PROVIDE? IF THE NEED IS BEING SERVED IN A DIFFERENT AREA, IS IT NECESSARILY THE BEST USE OF DOLLARS TO COMPETE WITH THOSE VERY SPECK EVENTS OR IS THERE A WAY TO REDIRECT THOSE FUNDS TOWARDS MORE NEEDED SERVICES WITHIN THE COMMUNITY? WHAT WE CHOSE TO DO IS GET OUT OF SPECIAL EVENTS, SUPPORT THE CITY IN THOSE, BUT WHAT WE INSTEAD DO HAVE INCREASED OUR ENVIRONMENTAL STEWARDSHIP PROGRAMMING AND HIRED NATURAL RESOURCES STAFF WHICH IS DEFINITELY A CORE SERVICE OF THE PARKS SYSTEM. WE WILL HAVE THOSE CONVERSATIONS AND IN THE COMMUNITY INPUT, ASK, WHAT ARE THE THINGS THAT WE ARE DOING THAT WE SHOULD CONTINUE TO DO? ONE ON THE FRONT END TO KIND OF TALK ABOUT ALL THE INPUT INFORMATION WE RECEIVED, AND THEN ONE ON THE BACK END BEFORE WE FINALIZE THE PLAN TO MAKE SURE THAT THE GOALS AND PRIORITIES THAT WE ARE ESTABLISHING ARE CONSISTENT WITH THE COMMUNITY LEADERS' GOALS AND PRIORITIES AS WELL.

THAT WILL ALL BE FORTHCOMING. SOME ADDITIONAL UPDATES.

I'LL GO OVER THESE VERY QUICKLY. AS MENTIONED AT THE LAST ONE, THANKS TO A $4 MILLION READY GRANT FROM THE INDIANA ECONOMIC DEVELOPMENT CORPORATION, WE WILL BE EXTENDING THE WHITE RIVER GREENWAY FROM WHERE IT CURRENTLY ENDS ALL THE WAY TO 146TH STREET. THIS IS IN COLLABORATION WITH CONNOR PRAIRIE WHICH WILL BE GRANGT US AN EASEMENT FOR HALF OF THE TRAIL. WE ARE VERY EXCITED ABOUT THAT.

INCORPORATED WITHIN THAT IS A TRAIL HEAD SOUTH OF THE ELEMENTARY SCHOOL THERE. AS WELL AS A GREAT SCENIC OVERLOOK OF THE RIVER WHICH WILL ACTUALLY BE LOOKING OVER TOWARDS CONNOR PRAIRIE AND A VERY NATURALIZED AREA AS WELL.

IT WILL BE A SCENIC PLACE FOR RESIDENTS TO CHECK OUT.

ADDITIONALLY, WE WILL BE EXPANDING THE TRAIL NETWORKS, FILLING IN THE GAPS SO RIVER HERITAGE PARK WHICH WAS JUST REOPENED WITH THE TRAIL LOOPS THAT WE HAVE THERE IS CONNECTED ULTIMATELY TO THE COUNTY'S RIVER ROAD PARK AND ULTIMATELY, THAT WILL BE DESIGNATED AS PART OF THE WHITE RIVER GREENWAY.

BOTH PROJECTS ARE ANTICIPATED TO HAVE CONSTRUCTION START THIS YEAR. THE SOUTHERN LEG IS SA PRETTY SHORT ONE. I THINK THERE IS A GOOD CHANCE THAT THAT WILL STILL OPEN BEFORE THE END OF THIS YEAR.

THE NORTHERN LAKE... LEG WHICH IS OVER TWO MILES INCLUDES A LITTLE BIT TRICKIER TERRAIN. THAT ONE WILL LIKELY NOT OPEN UNTIL 2024. BOTH PROJECTS WILL BE STARTED THIS YEAR. I'M ALSO GRATEFUL TO HAMILTON COUNTY WHICH HAS GIVEN US AN ADDITIONAL $1 MILLION GRANT BASED ON US RECEIVING THE READY GRANT OF $4 MILLION WHICH WILL BE USED FOR ENHANCEMENTS ENVISIONED ALONG THE TRAIL, CREATING SOME MORE NATURAL AREAS, WETLANDS.

TO MAKE THE NORTH EXTENSION A LITTLE BIT MORE SCENIC AND INTERESTING. ALL DONE IN COLLABORATION WITH CONNOR PRAIRIE. A GOOD PORTION OF THAT WILL BE ON THEIR PROPERTY. GOING A LITTLE BIT FURTHER SO SOUTH, ALONG THE RIVER CORRIDOR, BUT STAYING ON THE EAST SIDE, LAST MONDAY I HAD A PRESENTATION TO THE CARMEL CLAY SCHOOL BOARD TO DISCUSS A PROPOSAL THAT THE PARKS SYSTEM HAS TOWARDS SCHOOLS. THERE IS ROUGHLY 50 ACRES OF AN 80-ACRE PARCEL MAIN STREET AND RIVER ROAD THAT THE CARMEL-CLAY SCHOOL DISTRICT OWNS. WE ARE PROPOSING AND FLOATED THE IDEA OF USING THAT AS A LOCATION FOR OUR SECOND DOG PARK AS WE WELL-KNOW, THERE IS OVER 600 DOGS ON THE WAITING LIST.

THERE IS SIGNIFICANT DEMAND. WE ARE LOOKING FOR ADDITIONAL LOCATIONS BOTH ON THE EAST AND WEST SIDES TO BETTER ADDRESS THOSE NEEDS. THIS PROPERTY HAS ALSO THE ABILITY TO POTENTIALLY BUILD A COMMUNITY GARDEN WHICH IS SOMETHING THAT WAS IDENTIFIED AS AN INTEREST OF RESIDENTS IN OUR LAST COMPREHENSIVE MASTER PLAN. AND WE ALWAYS KNOW OUR NUMBER ONE INTEREST FROM THE COMMUNITY IS MORE TRAIL EXPERIENCES.

WITH THE WOODED AREAS AND THE SPORTS FIELDS, THAT THE SCHOOL DISTRICT AND CLUB... THERE IS AN ABILITY TO CREATE A NATURE TRAIL LOOP SYSTEM IN THERE. IF THE SCHOOL BOARD IS CURRENTLY CONSIDERING THAT, IF THEY HAVE A CONSENSUS, IT DOESN'T GUARANTEE APPROVAL OF THIS OR THAT IT IS MOVING FORWARD.

BUT IT WOULD BE AUTHORIZATION TO ALLOW US TO DO OUR NEXT STEP WHICH IS TO SOLICIT COMMUNITY INPUT TO SEE IF THIS IS SOMETHING THAT IS PRACTICAL AND WELL-RECEIVED TO TAKE ANY FEEDBACK TO MAKE IT A BETTER PLAN.

IMMEDIATELY SOUTH OF THE NEW PARKING STRUCTURE FOR CARMEL CLAY LICK LIBRARY. ... PUBLIC LIBRARY.

IT IS OWNED BY THE SCHOOL DISTRICT.

ONE OF THE THINGS... OUR ORIGINAL GOALS AS WE WERE WORKING WITH THE CITY AND THE TOWNSHIP ON EXPANDING THE JAPANESE GARDEN AND THE STORMWATER COMPONENTS HERE SOUTH OF CITY HALL WAS MAYBE MAKING THAT A SISTERS CITIES GARDEN.

IT WAS. MATILY DETERMINED THAT IT WAS BEST TO KEEP THAT SPACE A JAPANESE GUARDENED AND MAYBE FIND OTHER WAYS TO RECOGNIZE THE OTHER SISTER CITIES.

THE FIRST ONE THAT WAS BEING CONSIDERED WAS THE CHINESE GARDEN. CARMEL-CLAY PARKS AGREED TO SORT OF TAKE THE LEAD, MAYBE TRYING TO FIND A LOCATION, WORKING VERY CLOSELY WITH THE CITY. ONE POSSIBLE LOCATION THAT WE IDENTIFIED WORKING CLOSELY WITH MIKE AT DOCS IS THIS PROPERTY HIGHLIGHTED IN RED. AGAIN, THE SCHOOL BOARD WOULD ULTIMATELY HAVE TO GRANT AUTHORIZATION FOR US TO DO SO.

WHAT WE WOULD ENVISION IS DEVELOPING A PARK HERE THAT CELEBRATES THE CHINESE CULTURE AND OUR VIBRANT CHINESE COMMUNITY AS WELL AS OUR SISTER CITY.

AND WHAT WE ARE DOING, PRESUMING THE SCHOOL BOARD GIVES CONSENT TO CONTINUE THE EXPLORATION, THE PLANNING FOR THIS, WE HAVE HAD DISCUSSIONS. I'M GETTING READY TO EXECUTE AN AGREEMENT WITH PURDUE UNIVERSITY AND THEIR ARCHITECTURE PROGRAM, TO BRING IN A PROFESSOR AS WELL AS SOME OF HER STUDENTS TO HELP LEAD THE PUBLIC INPUT PROCESS. ONE OF THOSE STUDENTS IS ACTUALLY A GRADUATE OF CARMEL HIGH SCHOOL.

AND THEY WILL BE SOLICITING THE FEEDBACK, HAVING SOME DISCUSSIONS WITH THE CHINESE COMMUNITY, DOING A SURVEY TO IDENTIFY WHAT THIS SPACE COULD LOOK LIKE.

AGAIN, BASED ON THAT FEEDBACK, WE WILL PRESENT A PLAN TO THE SCHOOL BOARD. IF THEY ARE AMENABLE TO THAT AND AGREE TO THAT, IT WILL ALSO GO TO THE PARK BOARD FOR THEIR CONSENT. NOW, ONE CAVEAT I WILL PUT TO THIS. JUMPING TO CENTRAL PARK AS PREVIOUSLY REPORTED, WE HAVE ISSUED THE CONTRACT. THIS SPRING, WE WILL COMPLETE THE LAST LOOP OF... OR LAST SEGMENT TO CREATE A TRUE LOOP AROUND THE LAGOON IN THE WEST SIDE OF CENTRAL PARK.

THIS WILL CREATE APPROXIMATELY A 1.4-MILE PAVED TRAIL.

COMPLETELY AROUND THE WATER AND WETLANDS.

SO SOMEONE CAN ACTUALLY DO THAT LOOP AND NEVER HAVE TO CROSS THE INTERIOR DRIVE WITHIN THE PARKS. SHOULD BE A WELL-RECEIVED AMENITY. CONSTRUCTION WILL START THIS SPRING. IT SHOULDN'T TAKE TOO LONG.

I WOULD ANTICIPATE REDS DENT... RESIDENTS WILL BE ABLE TO ENJOY IT BEGINNING THIS SUMMER. JUMPING TO THE WEST SIDE OF TOWN, AS PREVIOUSLY REPORTED, WE ARE CURRENTLY OUT TO BID FOR COMPLETING THE MISSING LINK, IF YOU WILL, OF THE EXISTING PERIMETER TRAILS ALONG 116TH STREET.

IT WILL CONNECT INTO THE TEMPLE THAT IS ON... JUST SOUTH OF WEST PARK. THERE IS TRAILS THAT TAKE YOU ALL THE WAY TO SHELBURNE AND BEYOND.

AND WITHIN THE INTERIOR TRAILS THAT ALREADY EXIST AND PERIMETER TRAILS THAT GO BEYOND IT, CONNECTING TO TOWN ROAD.

PROVIDING CRITICAL CONNECTIVITY TO WEST PARK.

THAT IS ONE OF THE TOP REQUESTS THAT I KNOW THE CITY HAS RECEIVED. AND CERTAINLY THE PARKS SYSTEM HAS RECEIVED, TOO. ALSO, A SEPARATE PROJECT BUT ON THE SAME TIMELINE, IS THE CONSTRUCTION OF THREE ADDITIONAL SHELTERS WITHIN WEST PARK. CLOSER TO WHERE THE PLAYGROUND IS. ULTIMATELY, FIVE THERE.

IN A GENERAL OVERVIEW, TRAINING COSTS FOR THE DEPARTMENT, SAFETY EQUIPMENT. SO SELF-CONTAINED BRING APPARATUS. THAT IS SOMETHING WE ARE GOING TO BE PURCHASING HERE IN THE NEXT YEAR.

YOU WILL HEAR ABOUT US TALKING ABOUT THIS IN THE BUDGET.

LAST YEAR I WAS HERE BEFORE THIS COUNCIL AS WELL, ASKING FOR 5.1%. THAT WAS THE INCREASE FOR MEDICARE AND MEDICAID AS WELL. MISOR THECALLY, THIS COUNCIL, THE PREVIOUS COUNCIL HAD BUILT IN A 3% COST OF LIVING ANNUAL PERCENTAGE INCREASE SO THAT THE FIRE CHIEF DIDN'T COME BEFORE YOU. AND IT WAS BUILT INTO THE SYSTEM. WE ARE IN UNPRECEDENTED TIMES.

THAT IS HOW WE CAME UP WITH THE 8.75% INCREASE.
