MR. DIRECTOR. >> GOOD LUCK EVENING, COMMISSIONERS, EXECUTIVE DIRECTOR OF THE REDEVELOPMENT COMMISSION. IT'S BEEN A BUSY MONTH OF CONSTRUCTION IN THE CITY OF CARMEL. THE RENT IS MOVING RIGHT ALONG. LOTS OF CONSTRUCTION THERE AND IT'S REALLY STARTING TO TAKE SHAPE.

SAME WITH THE WINDSOR, THEY'RE NOW VERTICAL AND DUG IN THEIR ADDITIONAL PARK. THESE ARE THE LAST TWO PROJECTS PART OF THE CITY CENTER DEVELOPMENT THAT WE'VE DREAMED OF A LONG TIME AGO. AND PRESINIUM IS BUILT AND LIVELY AND WILL SOAP BE BRINGING ON A CONCEPT FOR A TAVERN ON THE GREEN. THE LAUNCH IS LOOKING AT AN OPENING OF THE PARK THERE IN THE NEXT FEW MONTHS. LOTS OF PROGRESS HAPPENING ON FIRST ON MAIN, YOU COULD SEE THAT

BUILDING TAKING SHAPE AS WELL. I LOOK FORWARD TO THAT PUBLIC PARKING GARAGE OPENING FOR EVERYONE TO USE. MAGNOLIA IS NOW WORKING ON THEIR SECOND AND THIRD BUILDINGS OF THE TOWN HOMES. THE FLATS, AND, I BELIEVE WE WILL SEE A DEMOLITION OF THE BUILDING ON THE CORNER IN THE NEXT FEW MONTHS. THE MUSE, WHICH IS THE BUILDING AT 116TH AND RANGE LINE IS COMING ALONG AS WELL, LOTS OF PROGRESS THERE. CONSTRUCTION, UM, THE SIGNATURE SITE CONTINUES AS WELL, AND THE MASONRY IS GOING UP, ON THAT BUILDING AND IT'S, UM, REALLY GOOD IN MY OPINION. THE CIVIC SQUARE GARAGE IS NOW OPEN AND THE MURALS ARE UP. THEY CONTINUE TO ADD VIBRANCY AND LOCAL ART TO THE CITY. AND ONE THING COMING SOON WILL BE CONDOS THAT WRAP THE CIVIC SQUARE GARAGE FROM THE TWO SIDES. WE HAVE A TERM SHEET AND WE WILL BE BRINGING THAT IN FRONT OF THE COMMISSION IN THE NEXT FEW MONTHS. IN THE CROSSING WHERE REPUBLIC IS CONTINUES TO MOVE FORWARD. THEY'RE WORKING ON THE GARAGE RIGHT NOW AND WE'LL HAVE A PLAN FOR WRAPPING THE GARAGE, I THINK, LATER THIS EVENING.

PERSINIUM TWO IS MOVING VERY FAST. THERE WAS AN ELEVATE TOWER THERE TODAY AND I THINK THEY'RE WORKING ON THE STEEL FOR THE FIRST FLOOR ALREADY. THERE'S GOING TO BE A DOG PARK AS PART OF THAT PROJECT. ALREADY ON MAIN HAS DEMOED THE SITE, AND THEY'RE DOING THEIR PRE-CONSTRUCTION WORK AND THEY'RE SITE WORK ON THAT NOW AND IN SOME POINT IN THE FUTURE, WE'LL BE TALKING ABOUT THE PUBLIC PLAZA AS PART OF THAT CONSTRUCTION AS WELL. FINALLY, UM, ON SQUARE NORTH, WE'LL BE, THE DEVELOPER WILL BE MOVING FORWARD OP THE NORTHERN TWO BUILDINGS ON THAT SITE THAT LOOK LIKE THAT. THAT IS THE VIEW OF A FUTURE EX-SPANNEDED MONON, THAT ART IS A PLACE HOLDER.

IT'S NICE TO SEE A CONTINUATION OF OUR REDEVELOPMENT EFFORTS.

THE CITY CENTER AREA AND THE MONAN AREA WITH ARCHITECTURE THAT IS A COMBINATION OF KIND OF MAY BE A GOOD BRIDGING ARCHITECTURE, BETWEEN THE MOORE INDUSTRIAL MIDTOWN AND THE MOORE NEOCLASSICAL GEORGEAN CITY CENTER. AND WITH THAT, I'M HAPPY TO ANSWER QUESTIONS THAT THE COMMISSIONERS MAY HAVE.

MAKE SOME COMMENTS ABOUT THIS. >> THANK YOU, YOU'VE DESCRIBED WELL ALREADY. BUT, THIS IS THE EDWARD ROSE DEVELOPMENT WHICH IS NOW CALLED THE ICON. ON OLD MERIDIAN AND MAIN STREET. IT'S 20 CONDOS, 9700 SQUARE FEET OF COMMERCIAL SPACE AND A 500 SPACE PARKING GARAGE. THIS IS THE LAST STEP IN TO CREATING THE ALLOCATION AREA TO CAPTURE THE TAXES ON THIS BOND.

FOR THE OLD MERIDIAN? >> NO, THIS IS A GENERAL STATE STATUTE REQUIRED EVERY YEAR FOR ALL OF OUR TIF.

THIS RESOLUTION STATE THAT IS WE NEED TO RETAIN ALL OF THAT TIF THAT WE RECEIVE FOR THE 2024 BUDGET IN ORDER TO PAY FOR DEBT SERVICE AND PROJECTS. AND THEN, ONCE THAT IS APPROVED, WE WILL THEN SEND OUT THIS RESOLUTION AND A LETTER TO ALL THE DIFFERENT OVERLAPPING TAXING UNITS TO NOTIFY THEM AND THAT

AND I'M THE CHAIRMAN OF THE INDIAN ASSOCIATION. SO, WE PUT SOME THOUGHTS TOGETHER AND CARMEL IS ALWAYS KNOWN FOR THE ARTS. AND THERE'S ALWAYS TALK ABOUT THE PERFORMING ARTS OR THE PALLADIUM. AND THAT'S BECOME SYMBOLIC. SO, WE THOUGHT ABOUT COMING TO SOMETHING, SO, HERE IF YOU LOOK AT IT IN THE PICK TURKS THIS JUST REPRESENTS INDIAN FAMILY, THAT THEY'RE SITTING NEAR PALLADIUM SOMEWHERE IN THE MIDTOWN. UM, AND, HE'S HOLDING A FLUTE WHICH IS, YOU KNOW, JUST PLAYING AROUND. THE REPRESENTATION IS INDIA THE WOMAN IS LOOKS LIKE AND THE KID ARE JUST, YOU KNOW, MORE, WESTERNIZED DRESSES. BUT, THE CONCEPT IS TO BUILD AND TALK A ABOUT CARMEL AND HOW THE CARMEL DIVERSITY INCREASED, ESPECIALLY THE LARGE INDIAN POPULATION THAT MOVED FROM INDIANAPOLIS TO CARMEL. I'VE BEEN HERE MOVED FROM INDIANAPOLIS, SO, IT'S A GROWING COMMUNITY IN CARMEL. WE THOUGHT IT WOULD BE A GOOD ADDITION TO WHAT WE HAVE FOR SCULPTURES, AND ALSO, IT'S COLORFUL. IT'S MORE BRIGHT AND COLORFUL, AND THE ONLY THING IS THAT YOU DON'T SEE THE MEN HAVING SHOES IN THE PICTURE. BUT, IN THE REAL SCULPTURE, YOU'LL SEE BLACK SHOES. BUT, I'LL TAKE ANY QUESTIONS, BUT, THE CONCEPT WAS APPROVED BY US AND IT WAS WELL-RECEIVED. WE CHANGED THREE OR FOUR MODELS, THE COSTUMES, WE CHANGED MANY TIMES, THE SARI IS THE WOMEN IN INDIA, NOT SO MUCH NOW, BUT, THEY'VE ALWAYS REPRESENTED COSTUME FOR INDIAN ONE WOMEN.
