ANYWAY, WE WILL GIVE YOU SIGNALS, AND WE DO ASK THAT THERE IS NO FORM OF DEMONSTRATION, SIGNS, CLOPPING OR ANY OF THAT STUFF. PLEASE PROCEED.
>> I AM HERE ABOUT THE CONCERTS AT THE GAZEBO ON WEDNESDAY NIGHTS.
I DID CALL IN THIS LAST YEAR AND THERE WASN'T MUCH TO HAPPEN I DIDN'T THINK SO I TRIED AGAIN THIS YEAR. WE'VE BEEN GOING TO THEM FOR A LONG TIME AND UNTIL ABOUT MAYBE FIVE YEARS AGO, I'M JUST GUESSING ON THAT, YOU COULD WALK IN AT 6 O'CLOCK AND YOU COULD FIND A PLACE TO SETTLE DOWN AND WE TRIED TO GET INTO THE SHADE, WHICH IS NORTH OF THE GAZEBO. AND WEST OF THE POPCORN AREA. IT IS NOT A BIG SHADED AREA BUT IT IS SHADED. AND MY HUSBAND AND I ARE IN OUR 80S.
WE DO NOT WANT TO SIT IN THE SUN. AND THEN THE OTHER SIDE, BEHIND THE GAZEBO A LITTLE BIT, IS A SHADED AREA BUT THERE IS A LOT OF CHILDREN AT PLAY IN THAT AREA. I DID MENTION, I THINK TO JACOB, THAT I HAD TALKED -- OVER THERE LAST WEEK SOMEONE REALLY SHOULD MONITOR THAT BECAUSE THE KIDS HANG OFF THE TREE. ONE OF THE BRANCHES IS GOING TO BREAK AND SOMEONE WILL GET HURT. BUT THAT IS NOT WHY I'M HERE. WE DON'T WANT TO SIT IN THE AREA BECAUSE THE KIDS DO RUN AROUND, AND WE JUST COME TO ENJOY THE CONCERT AND HAVE PEACE AND QUIET. READ OVER THERE AT QUARTER TO SIX AND THE WHOLE SHADED AREA IS MARKED OFF. PEOPLE WILL BRING TAPE, CHAIRS, THEY LEAVE THEM AND I TALKED O SOMEONE THAT THEY SAY THERE IN THE MORNING, AND SET UP AND I GET THAT IT OKAY ON THE PARADE ONCE A YEAR. BUT UT THIS EVERY SINGLE WEDNESDAY NIGHT.
AND THEY ARE THERE IN HE MORNING. GET THERE AT 6 T 6 O'CLOCK AND IT IS VERY HARD TO FIND D A PLACE TO FIND SHADE. I JUST WONDERED IF YOU WOULD CONSIDER IT, THINK ABOUT IT, MAYBE WALK OVER SOME TIME AND SEE.
THERE WAS A TIME WHEN DOGS CAME AND YOU GUYS PUT UP SIGNS. PEOPLE OBJECTED TO THAT SO THEY DIDN'T BRING, YOU CANNOT BRING DOGS ANYMORE. AND IT STOPPED AND THEN IT DIDN'T SEEM TO BE A BIG ISSUE. AND IT SEEMS TO ME THAT THIS IS NOT A RESERVED SHOW AT THE PALLADIUM, IT IS A CONCERT, FREE TO EVERYONE IN CARMEL. YOU SHOULD BE ABLE TO COME IN AND PICK A SEAT, THAT IS AVAILABLE, AND IT IS NOT ALREADY MARKED OFF BY PEOPLE WHO CAME FIRST THING IN THE MORNING. THAT'S ALL I HAVE TO SAY.
>> THANK YOU FOR YOUR COMMENT, I APPRECIATE IT. NOW TIME TO MOVE ON TO COUNCIL
[00:05:09]
AND MAYORAL COMMENTS AND OBSERVATIONS. ANY OBSERVATIONS FROM ANYONE?[8. CONSENT AGENDA]
OKAY, THEN WE MOVE ONTO THE CONSENT AGENDA. THE APPROVAL OF MINUTES FROM MAY 15, 2023. THE REGULAR MEETING, THEN MAY 15, 2023, EXECUTIVE SESSION.CLAIMS, PAYROLL AND THE AMOUNT OF $3,446,338.65 AND GENERAL CLAIMS IN THE AMOUNT OF$4,133,995.49 .
CAN I HAVE A MOTION TO APPROVE? >> SO MOVED. >> SECOND.
>> ANY DISCUSSION? PLEASE VOTE. ALL RIGHT, HAT CARRIES.
WE ARE GOOD ON ITEM 8, MOVING ON TO ITEM 9, ACTION ON MAYORAL VETOES, WE HAVE NONE.
COMMITTEE REPORTS. FINANCE, UTILITIES AND RULES COMMITTEE , WE'VE NOT MET SINCE LAST MEETING. WE WILL HAVE A MEETING COMING UP BECAUSE THERE ARE ITEMS THAT WE HAVE AT THE END THE OF THE AGENDA THAT WE WILL PUT ON THE AGENDA. COULD I MOVE THEN TO COUNSELOR CAMPBELL WITH LAND USE AND
[11. OTHER REPORTS]
SPECIAL STUDIES COMMITTEE . >> THERE IS NO BUSINESS SO WE
HAVE NOT MET. >> NOW WE MOVE ON TO THE REDEVELOPMENT COMMISSION.
YOU HAVE THE FLOOR. >> GOOD EVENING, COUNSEL. CARMEL REDEVELOPMENT COMMISSION DIRECTOR, HERE TO COMMENT ON LAST MONTH. INSTRUCTION IS IN FULL SWING, LOTS OF WORK IS BEING DONE IN THE BUILDING THAT IS UP ON THE PODIUM LEVEL OF CITY CENTER.
ALSO, THE ROUNDABOUT, NOT MY DEPARTMENT BUT THE ROUNDABOUT AT THE CITY CENTER, VETERANS WAY. MOVING ALONG QUICKLY AND SHOULD BE DONE BY THE BEGINNING OF JULY. JUST IN TIME TO OPEN FOR JULY 4. THE WINDSOR CONSTRUCTION PROGRESSING AS WELL. PARKING UNDERNEATH IS DONE, AND THEY ARE ON THE SECOND LEVEL.
CONSTRUCTION, ALL THE BUILDINGS ARE UP AND JUST FINISHING THE FINAL BUILDINGS AT THE COURTYARD THERE. WHAT IS IN THE BACKGROUND IS A CONDO BUILDING.
-- MOVING FORWARD AS WELL. EXPECT OFFICE TENANTS WILL START MOVING IN AROUND SEPTEMBER AND OCTOBER. YOU SHOULD HAVE THE FAC'ADE FULLY BUILT OUT IN THE BUILDING. PEOPLE WILL GET TO SEE HOW IT HAS TRANSFORMED.
JUMPING DOWN TO THE CITY CENTER AND RANGE LINE. THE MAGNOLIA PROJECT NOW HAS THE INITIAL -- BUILDING, BUILT AND FINISHED. THEY ARE ONTO BUILDING NUMBER TWO AND THREE. THE MUSIC DOWN AT RANGE LINE, AND 116TH ALSO MOVING FORWARD, FULL SPEED AHEAD. THAT IS A NICE OVERHEAD SHOT THERE.
THE CORNER HAS CHANGED ITS NAME TO THE MUSE. SIGNATURE PROJECT IS ALSO MOVING FORWARD VERY QUICKLY. IT IS NICE TO SEE THE BRICK GO UP ON THE EXTERIOR OF THE BUILDING. THE ARCHITECTURE IS QUITE STRIKING.
I MENTIONED THIS BEFORE, BUT THE PARKING GARAGE IS NOW OPEN. AND THE ART THAT IS PART OF THE PROJECT, HAS BEEN AFFIXED TO THE BUILDING. THOSE MURALS ARE DONE BY LOCAL ARTIST, NANCY KEATING. THE MURALS LOOK BEAUTIFUL. HOPEFULLY A CHANCE TO CHECK THOSE OUT. HAMILTON CROSSING IS PROGRESSING AS WELL.
I KNOW THAT THERE IS A TOUR EARLIER THIS MONTH. AND THE END OF LAST MONTH SOME OF THE REPUBLIC TRAINING CENTER SPACE. IT LOOKS AMAZING, BY ALL ACCOUNTS. PROSCENIUM TWO ALSO MOVING HEAD.
THINGS WERE SITTING FOR A WHILE BUT NOW THE ELEVATOR SHAFT IS UP, AND THEY ARE GOING WITH
[00:10:01]
STEEL ON THE FIRST FLOOR. THAT'S GOING TO BE A BEAUTIFUL PROJECT.111 S. RANGE LINE, -- PUT IN HEADQUARTERS AND IN 1933 LOUNGE ON THE FIRST FLOOR AS WELL.
OVER AT OLD MERIDIAN MAIN STREET, SAID THE OLD ESTRICH PLAZA.
A PROJECT CALLED -- MERIDIAN. IT WILL ACTUALLY BE CALLED ICON ON MAINE.
NEXT MONTH, I'LL CHANGE HE TITLE. IF YOU HAVE DRIVEN BY THEIR LATELY, YOU'VE SEEN THE EXISTING PLAZA HAS BEEN A SHOPPING PLAZA HAS BEEN ENTIRELY DEMOLISHED. THEY ARE GETTING READY TO START CONSTRUCTION.
ONE OF THE THINGS THAT HAS NOT BEEN PREVIOUSLY SHOWN AT CITY COUNCIL, WE HAD DISCUSSED AND COUNSEL HAS APPROVED THE NORTHERN HALF OF -- SQUARE. IT WAS PREVIOUS, TODAY I'M HAPPY TO SHARE THE ARCHITECT THAT HAS BEEN SUBMITTED TO THE CITY AND MAKING ITS WAY THROUGH THE CITY ARCHITECTURAL VIEW AND PROCESS. SO, THIS IS LOOKING SOUTH.
THERE IS A MULTIFAMILY BUILDING WITH FIRST FLOOR RETAIL. RESTAURANTS, AT THE END CAPS, OFFICE AND RETAIL, FACING -- THIS SECTION HAS NOT BEEN BUILT YET.
IT'S JUST, THE TRAIL AS IT IS TODAY. THIS IS THAT VIEW OF IT.
DOWN HERE AS WELL. THESE ARE PIECES ARE JUST A PLACEHOLDER, AND ARTISTIC RENDERING. AS YOU WALK IN THIS VIEW DOWN HERE, NORTH, THIS IS WHAT YOU WOULD SAY. SOLANO ONE IS MOVING OVER TO THIS BUILDING RIGHT HERE.
THESE ARE RESTAURANTS, THIS IS ALL OFFICE AND RETAIL WITH MULTIFAMILY ABOVE.
THIS VIEW THAT YOU SEE IN THE TOP LEFT, IS THE VIEW FROM THIS ROUNDABOUT.
YOU WOULD HAVE RESTAURANTS HERE, AND THIS BUILDING IS AN OFFICE SALE CONDO BUILDING PART OF THE PROJECT. THIS PROJECT IS REVIEWED BY DEPARTMENTS TMENTS NOW AND, I ESPECIALLY LIKE IT BECAUSE IT'S ARCHITECTURALLY A GOOD TRANSITION BETWEEN OUR MORE NEOCLASSICAL GEORGIAN SIOUX CENTER, AND A MORE INDUSTRIAL MIDTOWN WITH THE ARCHITECTURE THAT BRIDGES THAT, SO THAT YOU MAKE IT A LITTLE MORE SEAMLESS. NOT JUST A STOCK TRANSITION.
COUNCIL AT THE END OF LAST YEAR, FUNDED THE EXPANSION OF THIS, MONA AND VETERANS WAY, THIS IS BEING BUILT NOW. WE EXPECT THIS VETERANS WAY TO BE COMPLETED ENTIRELY, EITHER AT THE END OF THIS YEAR OR EARLY NEXT YEAR. WILL FINALLY HAVE THAT COMPLETE STREET GOING. ALL THE WAY UP NORTH OF MAIN STREET.
THAT CONCLUDES MY PRESENTATION. I'M HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL WOULD
HAVE. >> COULD YOU GO BACK TO THE PREVIOUS PICTURE? IT SEEMS LIKE THERE'S QUITE A GRADE BETWEEN CITY CENTER AND DOWN -- HOW WILL THAT BE RESOLVED? I KNOW YOU'RE NOT AN ENGINEER INDUSTRY EPARTMENT BUT IT IS
QUITE A BIT OF A GRADE DIFFERENCE. >> ESSENTIALLY, ALL GRADE IS FAIRLY FLAT WHEN YOU GET DOWN HERE TO THIS, VETERANS GOES A LITTLE BIT DIAGONAL.
ALL OF THE GRADE WILL BE MADE UP RIGHT HERE. IT DROPS DOWN A BIT FROM RANGE LINE, DOWN TO THIS POINT. AND IT DROPS. ACTUALLY, THIS BUILDING IS ABOUT -- YOU CAN SEE A FOUR STORY BUILDING AT RANGE LINE. DROPS DOWN TO BECOMES A FIVE-STORY BUILDING DOWN HERE. THEN THE SEWER MOST OF YOUR ELEVATION CHANGE HAPPENS.
YOU WOULD ESSENTIALLY COME WHEN THE BUILDING GETS BUILT, SECOND FLOOR, OFF -- IT WILL BE THE FIRST FLOOR OFF OF CITY CENTER. IT IS ALL ACCOUNTED FOR AND PART OF THE DESIGN, OF WHEN THESE BUILDINGS GET DESIGNED. I SUSPECT THE GARAGE IS UNDER THIS BUILDING, PART OF THIS WILL FUNCTION SIMILAR TO THE PROSCENIUM GARAGE FUNCTIONS. WHERE IT IS A PODIUM, GARAGE
AND ENTIRELY UNDERGROUND. >> CAN YOU GO BACK TO THE SLIDE OF -- YOU NOTE THERE IS 110
[00:15:04]
COST-SHARING ABOUT 110 PERCENT OF THE LISTING PRICE. HOW IS THAT DEFINED IN OUR AGREEMENT? I THINK THEY START 1/2 MILLION DOLLARS AND NOW IT IS LIKE THREE TIMES THAT. WHAT IS OUR PROFIT SHARE? IS IT LISTING PRICE CONTINUALLYADJUSTING OR IS IT INFLATION? >> WE ARE RELAXING THAT A BIT. JUST BECAUSE -- IF THERE IS TRULY MORE PROFIT, WE WANT A SHARE IN THE PROFIT. BUT WE DO ALSO KNOW THAT THE COST OF CONSTRUCTING EVERYTHING KIND OF SKYROCKETED AT THE SAME TIME.
THERE WAS A BIT OF GRACE GIVEN. BUT THE CRC IS STANDING TO MAKE ABOUT 1/2 MILLION DOLLARS AS PART OF THIS PROJECT. IT IS NOT FINAL YET BECAUSE IT IS STILL, THEY ARE STILL BEING SOLD AND CONSTRUCTED. BUT IT HAS TURNED OUT QUITE WELL.
FOR THE CITY. >> WHEN IS THE LAST ONE, WHAT DID IT SELL FOR?
>> I DON'T KNOW, I CAN FIND OUT. >> I HEARD SOMETHING BUT NOT
SURE IF IT'S ACCURATE. I EVEN LOOKED IT UP. >> IT HAS CERTAINLY BEEN A GOOD
DEAL FOR EVERYBODY. >> HOW ARE YOU ULTIMATELY CALCULATING THAT?
>> WE WORK THROUGH IT, WE ESSENTIALLY REVIEWED TRULY, THEIR COST OF CONSTRUCTION.
AND SO, WE RELAXED A BIT ON KEEPING THEM EXACTLY TO THAT NUMBER.
BECAUSE LIKE, THERE ARE A NUMBER OF THINGS THAT WERE FACTORED IN.
AT THE TIME WE DID THE AGREEMENT, LIKE, THEY THOUGHT AN ELEVATOR WILL BE 50 GRAND BUT THEIR 80 GRAND NOW PAID A LOT OF TOWNHOMES WANTED ELEVATORS AND IT MAKES SENSE NOW. WE DID RELAX IN SOME OF THESE. WE ACTUALLY, WHAT WE BASICALLY WENT THROUGH, WE WENT LINE BY LINE, TO SEE WHERE COST OF CONSTRUCTION RESULTS IN DEVELOPER MORE PROFIT. LIKE IF THERE BUILDING OUT CABINETS.
THEY HAVE A LARGER SHARE OF PROFIT FOR EXAMPLE. AND WHERE THE COST, THE INCREASE IN SALES PRICE, DOESN'T. SO, IF SOMEONE COMES IN AND THEY GET THE BEST POSSIBLE KITCHEN APPLIANCES, IT IS GOING TO INCREASE THE COST, THE SALE OF THE PARTED BYLAW. DEVELOPER DOESN'T SEE A BENEFIT OF THAT.
THAT ESSENTIALLY JUST GETS PASSED THROUGH, THEY ARE NOT GETTING A LARGE MARKUP ON SELLING TOP-OF-THE-LINE RANGES FOR EXAMPLE. SO MIKE LEE AND I WENT THROUGH LINE BY LINE, WE WENT THROUGH ALL OF THESE UNITS, TO FIGURE OUT WHAT IS FAIR TO GIVE AND WHERE THEY SHOULD BE CAPTURING THE INCREASES.> THANK YOU. ALSO, -- AND WINDSOR, IT IS
UNDER CONSTRUCTION BUT WHAT IS THE UPDATE? >> -- IS OPEN, WINDSOR EXPECTED
MIDDLE OF NEXT YEAR. >> IS IT FULLY OPEN? >> YES MA'AM.
>> OKAY. THE OTHER TWO ARE BOTH MIDDLE OF NEXT YEAR?
>> YES, THEY, OBVIOUSLY ONE IS MUCH LARGER STARTED EARLIER BUT THEY ARE BOTH EXPECTED TO
COMPLETE MIDDLE OF NEXT YEAR. >> AND THE CARMEL STEPS? >> I SUSPECT IT WILL HAPPEN PAFTER THE RENT IS BUILT. IF YOU REMEMBER, THEY HAVE TO COMPLETE THEM AND IF THEY DON'T WE CAN STOP THE FLOW TO THEM. SO THAT IS WHY THE CHECKS AND BALANCES WE HAVE TO ENSURE THAT
IT GETS DONE. >> OKAY I JUST WONDERED THE TIMING, THANK YOU.
>> ANY FURTHER? ON THE WREN, SINCE WERE THERE, DO YOU KNOW IF THE OVERNIGHT
POUR HAPPENED YET? >> I THINK THEY ARE DONE WITH ALL OF THE PORES.
>> OKAY. I DID NOT RECEIVE ANY COMPLAINTS ALSO MUST HAVE GONE
BETTER. >> WHAT HAS HAPPENED, IT'S REALLY INTERESTING BECAUSE THE COMPANY THAT IS CONSTRUCTING, IS ALSO THE MANAGEMENT COMPANY OF THE TENANTS THAT LIVE THERE HAT WERE CALLING AND COMPLAINING. WE ENSURED THAT THERE WAS BETTER COMMUNICATION BEFORE, BETWEEN THE CONSTRUCTION SIDE AND THE MANAGEMENT SIDE AND COMMUNICATION TO THE RESIDENCE. WE PUT A LOT OF WORK INTO AND SHE KIND OF JUMPED INTO THE
MIDDLE OF ALL THAT. AND IT HAS BEEN BETTER. >> OKAY AND I APPRECIATE THAT, THANK YOU. IF YOU DO GO BACK TO -- NORTH. THE SQUARE, NORTH.
[00:20:05]
IS THAT THE ONLY SLIDE YOU HAVE? >> I HAVE THIS OLD SLIDE, --
>> OF KEEP THIS UP. I GUESS WHAT I'M WONDERING ABOUT, THERE WILL BE A SQUARE
SOUTH. >> YES. >> I GUESS I'M SURPRISED BY THIS AMOUNT OF OPEN OR PUBLIC GATHERING SPACE, OR THE LACK THEREOF.
WHEN WE FIRST STARTED WORKING ON THIS, IT SEEMED LIKE THERE WAS MORE OF A PLAN FOR THAT.
IS THAT ON THE SOUTH SIDE? IS HE USING THE STREET? OR IS THE WIDENING CONSIDERED PUBLIC GATHERING SPACE? IS THERE ANY PLAN OTHER THAN WHAT I SEE HERE, FOR SOME KIND
OF GATHERING? >> IS BEING EXPANDED TO 144 FEET WIDE, WITH A LINEAR PARK IN THE MIDDLE. AND YOU KNOW, BOULEVARD -- THE LINEAR PARK IS EXPECTED TO HAVE A LOT OF GATHERING SPACE. I-- WHEN THEY CHOOSE TO DO THE REVEAL OF ALL THE DIFFERENT AMENITIES GOING IN, I DON'T KNOW HOW MUCH OF THAT HAS BEEN SHARED.
IT IS AN ENGINEERING LEAD ENDEAVOR. AND THERE IS GOING TO BE SOME OPEN SPACE HERE. THIS IS PROBABLY A BETTER WAY TO SHOW THIS.
IN EXPANSION, AGAIN, THIS IS JUST, THIS WAS JUST CONCEPTUAL. NONE OF T WILL ACTUALLY LOOK LIKE THIS BUT THE STREET HERE, THIS MIDDLE STREET HERE, IS ALSO, IT IS THE ONE WE TALKED ABOUT WITH A BUNCH OF TREES, AND REALLY A TRUE TREE CANOPY AND THE STREET PORTION IS LEVEL WITH THE SIDEWALK, TO REALLY MAKE IT PART OF THE STREET. AND SO, ALL OF THAT IS GOING TO EXIST, JUST NOT PART OF THE PRESENTATION, ON THE BUILDINGS, BUT IF YOU'D LIKE I WILL DOUBLE CHECK WITH CITY ENGINEERING DEPARTMENT TO SEE IF THEY HAVE SHARED ANY OF THAT INFORMATION.
AND KIND OF MAKE SURE IT DOES INDEED GET SHARED. >> I APPRECIATE THAT.
I THINK IT IS A CONCERN AND IT HAS BEEN PART OF OUR STRATEGY, TO MAKE SURE THESE PROJECTS HAVE APPROPRIATE PUBLIC SPACE. IT IS PART OF GOOD MENTAL HEALTH AND GOOD PHYSICAL HEALTH. I JUST WANT TO MAKE SURE THAT WE ARE KEEPING THAT IN MIND
BECAUSE I DO REMEMBER, WHAT DID YOU REFER TO THAT TREE CANOPY? >> OONERF.
>> I DON'T WANT TO LOSE THAT. THANK YOU. ANY OTHER QUESTIONS? OKAY. WE WILL MOVE ON. THANK YOU, DIRECTOR, FOR YOUR REPORT. NOW WE MOVE ON TO THE PARKS DEPARTMENT.HE DIRECTORS UP
NEXT FOR THE QUARTERLY REPORT. >> GOOD EVENING, THE DIRECTOR OF PARKS AND RECREATION.
AS ALWAYS, THANK YOU FOR THIS OPPORTUNITY TO PROVIDE UPDATE SOME OF THE CURRENT ACTIVITIES THAT WE ARE DEALING WITH IN THE PARK SYSTEM. FIRST OF ALL, I STARTED WITH THE WATERPARK BECAUSE IT IS NOW SUMMER SEASON. THE WATERPARK IS OPEN AND FULLY OPEN. PEOPLE CAN ENJOY THAT THROUGH AUGUST 7, I BELIEVE IS WHEN THE KIDS GO BACK TO SCHOOL. AMAZING HOW QUICKLY THAT HAPPENS.
ONE OF THE THINGS IT IS NEW THIS YEAR WITHIN THE WATERPARK IS THAT WE DID ADD 10 NEW CABANA THAT WERE LOCATED AROUND THE KIDDIE POOL. YOU CAN SEE THEM PICTURED HERE.
YOU STILL SEE THEM PICTURED UP THERE. THOSE ARE NEWLY AVAILABLE FOR RENT. WE NOW HAVE A TOTAL OF 24 CABANA.
WE HAVE BEEN OPEN NINE DAYS THROUGH YESTERDAY. WE'VE ALREADY GENERATED $8000 OFF OF THOSE CABANA ALONE. THEY ARE VERY POPULAR AS ALL OF OUR CABANA ARE.
ANTICIPATE THE PAIR FOR THE CONSTRUCTION OF THOSE, TO BE PROBABLY AROUND FIVE YEARS, NO WORSE THAN SIX. IF THEY CONTINUE AT THIS PACE, PPROBABLY CLOSER TO FOUR.OT A BAD INVESTMENT AND SOMETHING THAT MAKES IT A VERY ENJOYABLE EXPERIENCE FOR VISITORS, THIS
[00:25:03]
PARTICULAR AREA ULTIMATELY, WE PLAN ON CONVERTING THE KIDDIE POOL THAT YOU SEE PICTURED INTO A REALLY COOL SPLASH PAD. IT WOULD REDUCE STAFFING NEEDS BUT THIS IS PROVEN TO BE A VERY POPULAR LOCATION.OU ARE LITERALLY IN THE WATERPARK THIS AREA DOES HAVE FENCING AROUND IT. IF YOU HAVE SMALLER KIDS, HELPS KEEP THEM CONTAINED.THIS IS A HOT TOPIC AND SOMETHING TO CHECK OUT CRITICAL GO TO THEIR WEBSITE.
$90 ON THE WEEKDAYS AND $120 ON THE WEEKEND, ALL DAY RENTAL. AS I MENTIONED AT THE LAST QUARTERLY REPORT, WE ARE IN THE PROCESS OF DEVELOPING THE NEW COMPANY HAS A PARKS AND RECREATION MASTER PLAN. THIS WILL GUIDE MANAGEMENT AND VALVE IN THE PARK SYSTEM THROUGH 2028 AND A BIG PART OF THIS IS A COMPREHENSIVE ASSESSMENT WITH THE PARK SYSTEM WE HAVE TODAY. WE'VE ALREADY BEEN WORKING WITH THE CONSULTING TEAM AND THEN A PRETTY EXTENSIVE ASSESSMENT WITH ALL THE RECENT INVESTMENT ESPECIALLY WITH CLAY TOWNSHIP IMPACT PROGRAM. PARKS ARE IN REALLY GOOD SHAPE. WE STILL ARE DOING ASSESSMENT TO MAKE SURE WE UNDERSTAND AND CAN DEVELOP A CAPITOL IMPROVEMENT PLAN AND CAPITOL REPLACEMENT PLAN. EVEN THOUGH THEIR NEW AMENITIES TODAY, 20 TO 25 YEARS, IT WILL BE NECESSARY TO DO MAJOR UPGRADES LIKE WE JUST DID AGAIN.
MAKE SURE THAT WE UNDERSTAND WHERE EVERYTHING IS WITHIN THE PARK SYSTEM.
WE ARE DOING A CORE ASSESSMENT, LOOKING AT ALL THE SERVICES THAT WE ARE CURRENTLY PROVIDING TO ENSURE THEY ARE STILL APPROPRIATE FOR US TO DO. WE LOOKING AT THINGS THAT MAYBE WE ARE NOT DOING, SHOULD WE BE DOING IT AS WELL? OR IS IT APPROPRIATE FOR THEM TO BE DONE BY OTHER SERVICES? WE ARE DOING THAT ASSESSMENT. THEN A BIG COMPONENT OF WHAT WE'RE DOING RIGHT NOW, AND IN THE HEAT OF IS THE COMMUNITY INPUT PROCESS.
RIGHT NOW ON THE STREETS IS A STATISTICALLY VALID PROFESSIONALLY ADMINISTERED SURVEY. IF YOU ARE RANDOMLY SELECTED, WITH YOU ON THE COUNCIL OR THE PUBLIC, WE ENCOURAGE YOU TO RESPOND TO THAT BECAUSE IT GIVES IS VERY HELPFUL INFORMATION TO UNDERSTAND THE NEEDS OF THE PARK SYSTEM. THE THINGS WERE DOING WELL AND THINGS YOU NEED TO DO BETTER. ONCE A SURVEY IS COMPLETED WE WILL HAVE AN ONLINE VERSION OF THE SURVEY SO THAT THOSE WHO ARE NOT SELECTED, THEY ARE ALSO ABLE TO GIVE US THE SAME FEEDBACK. WE WANT TO MAKE SURE THAT THE SURVEY INSTRUMENTS WE USE A STATISTICALLY BALANCED SO IT HELPS US MAKE REALLY INFORMED DECISIONS THAT OVER THE LAST OF THE PARK SYSTEM, HAVE REALLY GUIDED US WELL AND GOLD MEDAL SPEARED PART OF THE PROCESS IS A VARIETY OF FOCUS GROUPS. THEY ARE LARGELY WITH TARGETED GROUP SO WE ARE TRYING TO MAKE SURE WE ARE REACHING OUT TO SPECIFIC CONSTITUENCIES OR USER GROUPS, NOT USER GROUPS WITHIN THE COMMUNITY TO GET BACK. THESE ARE INVITED FOCUS GROUPS BUT WE'VE MET WITH ALTERFEST, WENT TO ASIA FAST, WHERE PRIDE TWO WEEKENDS AGO. WE REACHED OUT AND WILL BE MEET WITH THE ISLAMIC FAITH CENTER AND OTHER FAITH-BASED ORGANIZATIONS IN THE COMMUNITY.
WE TRIED TO MAKE SURE WE GET A BROAD PERSPECTIVE OF DIFFERENT CONSTITUENCIES HAVE OUR CONSULTANTS GOING I TRIED PURPOSELY NOT TO GO NOT THAT I DON'T WANT TO GO HERE FROM THE PUBLIC BUT THEY WANT TO FEEL COMFORTABLE TALKING. SOMETIMES PEOPLE DON'T FEEL COMFORTABLE IF THEY SEE ME THERE BECAUSE THEY WANT TO SEE THE NICE THINGS WE ARE DOING.
THIS ALL PURPOSELY INTENTIONAL. WE LOOKING FORWARD TO GETTING ALL THAT FEEDBACK.
WE WILL BE AT TOMORROW'S CARMEL NEIGHBORHOOD ASSOCIATION NETWORK MEETING.
ANOTHER GROUP MAKING SURE THAT THE NEIGHBORHOODS, MANY OF WHOM JOIN OUR PARK SO CLOSE TO THE PARKS HAVE AN OPPORTUNITY TO PROVIDE FEEDBACK TO THIS WILL BE ONGOING THROUGH THE SUMMER MONTHS. MORE OPPORTUNITIES FOR THE PUBLIC TO PROVIDE FEEDBACK BUT WE ARE VERY EXCITED ABOUT THE PROGRESS, AND ALREADY LIKE I SAID, STATISTICALLY VALID SURVEY HAS BEEN ON THE STREET, A WEEK AND OUR SURVEY PROVIDER IS THRILLED ABOUT THE RESPONSE RATE. FOR THE FIRST WEEK, DEFINITELY ABOVE WHAT THEY WOULD SEE WITH THE TYPICAL COMMUNITIES THEY SERVE. MOVING ON TO SOME OF THE PROJECTS WE ARE WORKING ON. WE CONTINUE TO MAKE GREAT PROGRESS ON THE WHITE RIVER GREENWAY NORTH EXTENSION. THIS IS TAKING THE EXISTING GREENWAY THAT CURRENTLY ENDS IT TALL TIMBER RUN AND EXTENDING IT ALL THE WAY TO 146 STREET. ABOUT HALF OF THE DISTANCE ALONG THE WHITE RIVER. THIS IS SOMETHING WE'RE DOING A COLLABORATION WITH CONNER PRAIRIE BECAUSE MOST OF THIS EXTENSION IS ACTUALLY TAKING PLACE OR AT LEAST A GOOD PORTION OF IT, TAKING PLACE ON THEIR PROPERTY. THE PARK BOARD WILL BE TH CONNER PRAIRIE AT THEIR MEETING NEXT WEEK.E ANTICIPATE CONNER PRAIRIE FINISHING THOSE EASEMENTS, WE ARE ALMOST DONE WITH CONSTRUCTION DOCUMENTS FOR THIS.
YOU CAN HARDLY SEE IT. UNFORTUNATELY, I COULDN'T CHANGE THE COLORS OF THIS PARTICULAR GRAPH YOU CAN SEE THE BLACKLINE THAT SHOWS THE DESIRED ROUTE FOR THE WHITE
[00:30:01]
RIVER GREENWAY. IT GOES ALMOST TO CHERRY CREEK BOULEVARD, ALONG THE RIVER AND THEN IT JUTS OUT AND FINISHES UP ALONG RIVER ROAD. THIS IS JUST IN COORDINATION WITH CONNER PRAIRIE DIVISION FOR WHAT THEY SEE FOR THE PROPERTY.THE TRAIL IS A SEPARATE ENTITY FROM THEIR PROJECT AND SOMETHING WE ARE DOING INDEPENDENTLY.BUT WITH THEIR COLLABORATION AS FAR AS THE ROUTE.
THIS IS THE $4 MILLION READY GRANT. WE ARE THANKFUL TO THE STATE, FOR THE FUNDING TO HELP MAKE THIS TRAIL PROJECT EXTENSION HAPPEN.
A COMPONENT OF THIS IS ACROSS FROM -- A SMALL TRAIL HAD ROUGHLY 20 PARKING SPOTS THERE.
THAT WILL HAVE AN OVERLOOK, OVERLOOKING THE WHITE RIVER. AND A BIGGER VERSION OF THAT HERE. WHAT'S NICE IS WHEN YOU'RE LOOKING ACROSS THE RIVER, YOU WILL BE LOOKING TOWARDS CONNER PRAIRIE WHICH WILL BE IN UNDEVELOPED AREA.
HE WAS A NATURALIZED PORTION OF THE RIVER. WHICH WILL MAKE THE SEGMENT OF THE GREENWAY PRETTY SPECIAL. ANOTHER THING STICKING WITH THE RIVER, FURTHER SOUTH, 106 STREET, WE WERE WORKING VERY CLOSELY WITH CLAY TOWNSHIP AND FINISHING CONSTRUCTION DOCUMENTS FOR THE PEDESTRIAN BRIDGE WILL BE ANCHORED AT HAZEL LANNING PARK.
YOU CAN SEE HERE, THIS IS HAZEL DALE PARKWAY. THE TRAIL IS ACTUALLY GOING TO GO ON THE NORTH SIDE OF THE CREEK SO YOU HAVE A GLIMPSE OF THE CREEK, WHICH EMPTIES INTO THE WHITE RIVER. THE BRIDGE THAT CONNECTS JUST SOUTH OF OUR XISTING PARKING LOT IN HAZEL LANNING PARK AND CONNECTS INTO FISHER AND THEIR HERITAGE PARK.
WHAT'S REALLY POWERFUL ABOUT THIS CONNECTION POINT, AND HERE IS AN ILLUSTRATION ON GIS WHERE THE ACTUAL TRAIL IS GOING, AND A SMALL TRAILHEAD OFF OF HAZEL DALE.
IT WILL SUPPLEMENT THE EXISTING PARKING WE HAVE. WHAT'S REALLY OOL ABOUT THIS, OF COURSE, LONG HAZEL DALE PARKWAY, WE HAVE THE EXISTING PERIMETER PATHWAY THAT CONNECTS DOWN TO 96 STREET, UP TO 116TH STREET AND BEYOND.LTIMATELY, WE WILL HAVE A WHITE RIVER GREENWAY THAT IS ALONG THE RIVER, WHICH WILL BISECT THIS TRAIL.
BUT WHEN YOU'RE GOING TO THE WEST, YOU HAVE THE EXISTING PERIMETER TRAIL NETWORK THAT IS LARGELY DEVELOPED ALL WAY TO -- FROM ZIONSVILLE ROAD ALL THE WAY TO HAZEL DALE PARKWAY, JUST A FEW EXCEPTIONS THAT CITY ENGINEERING WAS WORKING TO COMPLETE.
WE HAVE WHAT I'M REFERRING TO AS THE 106 FURTHER PROVIDES CONNECTIVITY.
WHEN YOU DUMP THE RIVER AND EFFICIENCY OF EXISTING HERITAGE PARK WHICH HAS A LOOP TRAIL WHICH IS A MULTIPURPOSE TRAIL ITSELF. AND IT CONNECTS INTO 106 STREET ON THE A SIDE OF THE RIVER CONTINUES ON EFFECTIVELY CONNECTING THE NICKEL PLATE TRAIL TO OUR RESPECTIVE PARKS ALONG THE RIVER, TO THE GREENWAY, ONTO ZIONSVILLE AND ULTIMATELY EAST ONTO THE RESERVOIR.HIS BECOMES A MAJOR EAST-WEST THOROUGHFARE.
THAT ALSO WILL BISECT THE FUTURE WHITE RIVER GREENWAY. JUMPING TO THE WEST SIDE BECAUSE I WANT TO GIVE LOVE TO BOTH SIDES OF THE CITY. AND WEST PARK, MENTIONED PREVIOUS BUT IN JULY WE BREAK GROUND ROUGHLY JULY, BREAKING GROUND ON THIS PATH THAT KIND OF CREATES OR FINISHES THE CONDUCTIVITY ON THE WEST SIDE TO WEST PARK.
IT WILL BE A PERIMETER TRAIL EXTENDING NORTH EXCUSE ME, ON THE SOUTH SIDE OF THE PAVILION WITHIN WEST PARK. CONNECTED TO AN EXISTING PERIMETER PATH THAT IS BY THE TEMPLE. SO, IT PROVIDES CONNECTIVITY. IT IS MY UNDERSTANDING THAT UNIVERSITY HIGH SCHOOL WILL BE COMPLETING THE PERIMETER PATH ON THE SOUTH SIDE TOO.
IT FURTHER ENHANCES THE CONDUCTIVITY AND WE ARE ALREADY CREATING THE CROSS WALKS TO MAKE IT SAFE FOR THE STUDENTS AT UNIVERSITY HIGH SCHOOL TO GET INTO THE PARK.
BECAUSE THEY DO FREQUENTLY DO SCIENCE CLASSES AND OTHER PROJECTS, CROSS COUNTRY TEAM USES WEST PARK AS WELL. PROVIDING THAT SAFE CONDUCTIVITY TO THE PARK.
ALSO IN JULY AROUND THE SAME TIME, WE WILL BREAK GROUND ON THE DEVELOPMENT OF THREE NEW PICNIC SHELTERS THAT WILL BE LOCATED WEST OF THE NEW PLAYGROUND.
THIS SHOWS ACTUALLY, FIVE, WE'RE DOING THE FIRST THREE. IF THEY ARE SUCCESSFUL WE WILL CONTINUE TO BUILD UPON THAT. ONE OTHER THING I WANT TO NOTE IS A SORT OF CENTRAL PORTION OF THE PARK THAT INCLUDES THE PARKING, NEW PLAYGROUND, SPLASH PAD, SHELTERS.
THE PARK BOARD A COUPLE OF MONTHS AGO, AUTHORIZED AND NAMED THE AREA OFFICIALLY, -- AFTER.
THE LONGEST-SERVING PARK BOARD MEMBER AND PRESIDENT. WHEN WE REDEDICATE THE PARK FOR THE NEW AMENITIES, WE WILL ALSO BE RE-DEDICATING THE CENTRAL PORTION OF IT AS.
[00:35:08]
PARK SYSTEM AS WELL AS THE COMMUNITY. SOME MASTER PLANNING PROJECTS THAT ARE EITHER IN THE PROCESS OF WRAPPING UP, OR HAVE WRAPPED UP, WE BEEN WORKING VERY CLOSELY IN DEVELOPING A MASTER PLAN OR SITE CONCEPT PLAN FOR A NEW CHINESE GARDEN.AT ONE POINT, WE ENVISIONED THE EXPANSION OF THE JAPANESE GARDEN TO BE A SISTER CITIES GARDEN. IT WAS ULTIMATELY DETERMINED THAT IT MAY MAKE SENSE TO STILL LEAVE IT AS A JAPANESE GARDEN, AND FIND OTHER LOCATIONS TO RECOGNIZE EITHER OTHER SISTER CITIES, OR OTHER CULTURAL PARTNERS WE HAVE IN THE COMMUNITY.
WORKING CLOSELY WITH THE DEPARTMENT OF COMMUNITY SERVICES, WE IDENTIFIED A POTENTIAL LOCATION, WHICH IS, THIS IS THE PUBLIC LIBRARY. THE NEW PARKING STRUCTURE THERE.ARMEL ELEMENTARY SCHOOL. YOU CAN SEE IT IS IN CLOSE WALKING DISTANCE TO THE GREENWAY. THE ARTS AND DESIGN DISTRICT AND THE CENTRAL CORE. WE HAVE HAD EXTENSIVE CONVERSATIONS WITH CARMEL CLAY SCHOOLS AND THE SCHOOL BOARD ACTUALLY JUST APPROVED THIS CONCEPT OF BEING ABLE TO USE THEIR PROPERTY, WHICH THEY OWN, TO PROVIDE THIS INCREDIBLE AMENITY FOR THE PUBLIC.
LIKE ALL OF OUR MASTER PLANNING, WE HAVE INPUT, SURVEYS THAT WERE MULTI-LANGUAGES. BOTH ENGLISH AND CHINESE. WE WORKED VERY CLOSELY, PURDUE UNIVERSITY AND LANDSCAPE ARCHITECT SCHOOL, ACTUALLY HELPED LEAD THE PROCESS.
SO IT IS A LEARNING PROJECT WITH THAT THAT WAS APPROPRIATE SINCE WE WERE GOING ON SCHOOL PROPERTY FOR THE PROPOSED LOCATION. WE HAD EXTENSIVE PARTICIPATION IN THEIR SERVICE, STRONG SUPPORT FOR THIS AMENITY WITHIN THE COMMUNITY.
AND WITHOUT GUIDANCE UNDERSTOOD IN THE COMMUNITY. ONE OF THE MORE TRADITIONAL CHINESE GARDENS AS OPPOSED TO MORE MODERN. THEY GIVE US GREAT FEEDBACK AS FAR AS THE TYPE OF AMENITIES AS WELL. WE ALSO HAD A FOCUS GROUP OR PUBLIC INPUT AT THE HIGH SCHOOL ON THE SAME DAY THAT THE CHINESE LEARNING SCHOOL WAS TAKEN PLACE. AGAIN, WE HAD GREAT PARTICIPATION.ESPECIALLY FROM OUR CHINESE COMMUNITY, TO UNDERSTAND WHAT THE PUBLIC WANTS IN THE PARK.
IT IS ABOUT SIX POINT SIX ACRES -- EXCUSE ME .6 ACRES. THEY ARE LOOKING AT HAVING SOME REFLECTIVE WATER AND LANDSCAPES THAT FEEL REFLECTIVE OF THE CHINESE COMMUNITY.
IT WAS REALLY GREAT AND HEARING FROM THE MEMBERS OF THE PUBLIC, THEY WANTED TO FEEL LIKE A CHINESE GARDEN AND SPECIES, BUT PTHEY WERE COGNIZANT THAT THEY DIDN'T WANT INVASIVE.
THEY WANTED TO MAKE SURE THAT IF WE BRING SOMETHING THAT ISN'T NATIVE TO INDIANA, IT DOESN'T BECOME LIKE PEAR TREES YOU SEE GROWING EVERYWHERE THEY ARE NOT SUPPOSED TO.
WITH OUR INVASIVE, WE'RE LOOKING AT USING NATIVE SPECIES THAT WOULD BE FRIENDLY TO OUR LOCAL ENVIRONMENT. SOME AMENITIES THAT ARE ENVISIONED FOR THIS.
A PAVILION THAT REFLECTS CHINESE ARCHITECTURE. AGAIN, A POND IF AT ALL POSSIBLE UNDERNEATH THE EXISTING OAK TREE. WE WANTED TO MAKE SURE WE PRESERVED SOME WALLS, THINGS THAT YOU SEE IN A CHINESE GARDEN.
VERY MUCH LIKE THE JAPANESE GARDEN THAT WE HAVE HERE SOUTH OF CITY HALL.
IT IS A VERY REFLECTIVE PLACE, PASSIVE PLACE. I THINK THE LOCATION NEXT TO THE LIBRARY IS PERFECT. I CAN SEE PATRONS OF THE LIBRARY WANTED TO COME OUT HERE AND READ AS WELL AS PEOPLE COMING TO WANT TO VISIT AND LEARN MORE ABOUT CHINESE CULTURE. THINGS THAT WE ENVISION AGAIN, A LOT OF LANDSCAPING, THERE'S A GENTLEMAN THAT DONATED MONEY, THAT CAN PROVIDE A BEAUTIFUL GARDEN WITH A WIDE VARIETY OF DIFFERENT TREE PEONIES. WHICH IS THE ACTUAL NATIONAL FLOWER OF CHINA.
IT IS VERY FITTING. ALSO, HAVING INTERPRETIVE LAWS THAT ARE TELLING DIFFERENT STORIES SO, IT COULD BE TALKING ABOUT CHINESE CULTURE. BUT TRULY, REALLY CONTEMPLATIVE PLACE. THE PARK BOARD, THEY'VE ALREADY SEEN THE PLANS ONCE BUT THEY WILL BE REVIEWING THIS POTENTIALLY ADOPTING THIS AS THEIR MASTER PLAN.
NEXT TUESDAY. THEN THE NEXT THING BECOMES -- THIS NOT PART OF THE COMPOUNDS OF MASTER PLAN. THE ESTIMATED COST FOR CONSTRUCTION IS AROUND TWO AND HALF MILLION DOLLARS. WE WILL BE LOOKING AT DIFFERENT RESPECTIVE FUNDING SOURCES, INCLUDING THE CITY, TO EXPLORE OPPORTUNITIES FOR AT LEAST DURING A PHASE 1 DEVELOPMENT OF THIS. I DO BELIEVE THERE'S OPPORTUNITIES FOR ROUGH FUNDRAISING AND SPONSORSHIPS FOR THIS. BUT WITH ANY PARK CERTAINLY COME A GOOD PORTION OF THAT, GETS STARTED WILL REQUIRE PUBLIC INVESTMENT.
[00:40:05]
THE OTHER MASTER PLAN THAT HAS BEEN NEWLY ADOPTED SINCE MY LAST QUARTERLY REPORT IN MARCH BY THE PARK BOARD IS -- NATURE PARK. THIS IS NOW, WHEN WE WERE DEVELOPING IT, IT WAS THE THIRD-LARGEST PARTY WITH EXPANSION OF HAZEL LANNING PARK IS NOW THE FOURTH LARGEST PARK, 63 ACRES. LOCATED SOUTH OF HUNDRED 46 STREET. PORTION TOUCHES 146 STREET, AND WEST OF RIVER ROAD.WE WORKED VERY CLOSELY, HAD AN EXTENSIVE PUBLIC INPUT PROCESS. TALKED TO MANY NEIGHBORS AS WELL AS THE BROADER COMMUNITY. FOCUS GROUPS WITH STUDENTS AT CLAY MIDDLE SCHOOL.
JUST A REALLY DYNAMIC PUBLIC INPUT PROCESS FOR THIS. AND WE PURPOSELY CALL IT THOMAS MARCUS NATURE PARK BECAUSE IF YOU EVER GO AND LOOK AT THE SITE, IT IS BASICALLY IN A BALL. MOST OF IT IS ABOUT 6 TO 8 FEET BELOW THE LOCAL STREET LEVELS.
IT WAS PROBABLY PRESETTLEMENT, A VERY WET AREA. DEFINITELY A WETLAND.
THEY'VE HAD FANS OR MARSHES IN IT. WHILE THERE IS A LOT OF LEGAL DRAINS AND FIELD DREAMS FROM FARMING DAYS I HAVE TRIED THE SITE OUT, IT STILL IS A VERY DYNAMIC, VERY BEAUTIFUL AREA. IT HAS A LOT OF WILDLIFE. AND WE VIEW IT AS BASICALLY, I DIDN'T USE NATURE PRESERVE BECAUSE SOMETIMES IT GIVES THE IMPRESSION THAT YOU'RE NOT GOING TO DO ANYTHING THERE. AND WE WANT TO INVITE THE PUBLIC TO ENJOY THE SPACE BUT IT WILL BE VERY NATURE FOCUSED, VERY PASSIVE, PROVIDING BASICALLY, TRAILS.
THE CONDITION THEY WILL NOT SUPPORT MAJOR STRUCTURES. YOU WILL NOT FIND A BUILDING THERE, YOU ARE NOT GOING TO FIND YOU KNOW, A PLAYGROUND LIKE YOU WOULD FIND IN CENTRAL PARK OR CARY GROVE. IT TRULY IS A PLACE TO ENJOY THE NATURE.
PERRY, MAYBE OPPORTUNITIES FOR SOME WETLAND RESTORATION, IT'S REALLY NOT THE ENTIRE SITE LIKE IT WAS. ONE OF THE THINGS THAT WAS UNIQUE ABOUT THIS, THIS PLANNING PROCESS, ONE OF OUR NEIGHBORS IS HARVEST CHURCH, WHICH IS LOCATED JUST SOUTH OF 146 STREET AND ALONG RIVER ROAD. IF YOU'VE EVER SEEN THE GRAIN SILO, THAT IS PART OF THEIR CAMPUS. AS WE WERE HAVING DISCUSSIONS WITH THEM, AND AS A TALKED ABOUT DEVELOPING INFRASTRUCTURE OF ANY SUBSTANCE WITHIN THE SITE, IS VERY DIFFICULT. BUT THEY OWN ALL THE WAY SOUTH OF THERE, TO THE TOWNHOME CENTER ALMOST AT CHERRY CREEK. WE EXPLORED THE POTENTIAL AND THEY ARE RECEPTIVE.
FINALIZE PLANS BY ENEMIES BUT WE ARE CONTINUING THE DIALOGUE AND BELIEVE THERE'S AN OPPORTUNITY FOR A SHARED PARKING LOT. AS THEY EXPAND THEIR SANCTUARY IN THE FUTURE, THEY WILL NEED MORE PARKING NEEDS. THE PARK OBVIOUSLY WILL NEED PARKING NEEDS AS WELL. AND HAVING PARKING OFF OF RIVER ROAD AS OPPOSED TO DRIVING FURTHER INTO THE COMMUNITY, MAKES IT MORE ACCESSIBLE FOR THOSE THAT ARE NOT NEIGHBORS TO BE ABLE TO USE THIS PARK. AND YOU KNO, THERE WILL BE A LOT OF COST -- COMP MENTOR USES. IT WILL NOT NECESSARILY BE THE SAME TIME THE PARK IS GOING TO BE MOST COMMONLY VISITED. WE SEE IT AS A GREAT POTENTIAL. A UNIQUE POTENTIAL PARTNERSHIP.
AS I MENTIONED, VERY PASSIVE, YOU WILL SEE A LOT OF GREEN SPACE, RESTORATION, TRAILS, BOARDWALKS, AND TELLING THE STORY OF THE SITE, WHICH HAS A VERY INTERESTING WATER HISTORY.
AS PART OF THE HEADLANDS AND AGAIN, THE TYPES OF WETLANDS THAT WOULD HAVE BEEN HERE.
HAS A FARM HISTORY BECAUSE IT WAS PART OF ELI LILLY STRUCK EXPERIMENTAL FARM.
THERE ARE SOME OF THE HISTORY TO TALK. AND THEN, THE OTHER THING THAT WAS REALLY DYNAMIC ABOUT THIS, AGAIN, PUBLIC ENDPOINT IS ALWAYS IMPORTANT THAT WE KNOW THE SITE ALSO HAS A NATIVE AMERICAN HISTORY. WE WORKED WITH BALL STATE UNIVERSITY, ANTHROPOLOGY LAB. WE DID OUTREACH TO ALL THE FEDERALLY REGISTERED TRIBES HAVE A HISTORY IN THE STATE OF INDIANA. WE INCLUDED THEM IN THE MASTER PLANNING PROCESS. AND WHAT WE WANT TO DO WITH THIS IS, AS OPPOSED TO US INTERPRETING THEIR STORY OF HOW THEY MIGHT HAVE USED THE LAND, WE WANT TO BE A CONDUIT BY WHICH THEY TELL THEIR STORY. ON OUR LAND. IT HAS BEEN A VERY CREDIBLE PROCESS WORKING WITH THE TRIBES.E'VE ONLY STARTED THE CONVERSATION.
THERE IS A LOT OF DOCUMENTATION WITHIN THAT MASTER PLANNING DOCUMENT, AS FAR AS IDEAS WE HAVE, BUT ONE OF SORT OF THE CREATION MYTHS OF THE NATIONAL PARK SERVICE AND OUR COUNTRY AS A WHOLE, IS THAT THE LAND WAS UNSPOILED BEFORE EUROPEAN SETTLEMENT.
[00:45:06]
BUT THE TRUTH IS PREVIOUS UTTERANCE MANY WHICH ANCESTORS ARE STILL AROUND TODAY, MANAGED THE LAND, MAYBE DIFFERENTLY THAN WHAT WE DO BUT CERTAINLY WAS MANAGED.BEING A LAND MANAGEMENT NATURAL RESOURCES MANAGEMENT ENTITY, WITH CARMEL PARKS AND REC RATION, WE REALLY LIKE TO LEAN INTO HOW THEIR ANCESTORS WOULD HAVE MANAGED THE LAND PRIOR TO EUROPEAN SETTLEMENT. I THINK IT CAN BE A REALLY INCREDIBLE STORY, AND WE LOOK FORWARD TO CONTINUING THAT ENGAGEMENT. IT WAS PRETTY COOL OVERHEARD THERE WAS NO LEGAL REQUIREMENT FOR US TO DO OUTREACH. IF YOU RECEIVE FEDERAL GRANTS, WHICH WE HAVE NOT, AT LEAST NOT YET FOR THIS PARK, THERE'S SOME OUTREACH THAT MAY BE REQUIRED CERTAINLY, AT LEAST SOME STUDIES. ARCHAEOLOGICAL STUDIES.
IT WAS THE FIRST TIME AT LEAST THE ONES THAT WE WERE TALKING TO THAT THEY'D EVER HAD A MUNICIPAL PARK SYSTEM REACH OUT TO THEM ON THEIR OWN ACCORD. JUST TO INCLUDE THEM IN A MASTER PLANNING PROCESS. PART OF THE INNOVATIVE COMPONENTS THAT WE TRY TO INVOLVE IN OUR MASTER PLANNING PROCESS. WITH THAT, AGAIN, ALSO IN THE HEAT OF SUMMER CAMP SEASON. MOST OF OUR SPACES ARE FILLED UP.
BUT YOU WILL SEE OUR CAMPERS THROUGHOUT THE COMMUNITY, AND HAPPY TO ADDRESS ANY QUESTIONS
YOU MAY HAVE. >> VERY GOOD. DIRECTOR, YOU ARE ALWAYS FULL OF DETAILS, AND IT'S GREAT!T REALLY IS. AND THERE'S SO MUCH GOING ON, SO THANK YOU FOR YOUR REPORT. ANYBODY OVER HERE? OKAY, I THINK I SAW COUNCILOR
NELSON FIRST. >> DIRECTOR, THANK YOU VERY MUCH.
TWO THINGS. FIRST, ON THE TRIBAL ENGAGEMENT ON THE HISTORICAL CULTURAL SIGNIFICANCE, INCORPORATING OTHERS VIEWPOINTS, YOU KNOW, PEOPLE WHO THIS WOULD BE VERY MEANINGFUL TO, THANK YOU VERY MUCH FOR DOING THAT. IT MAKES ME APPRECIATE THE PARK
THAT MUCH MORE. STAFFING, HOW IS STEFAN GOING? >> STAFFING IS, FROM A FULL-TIME STANDPOINT, WE ARE FULLY STAFFED AND HAVE 68 FULL-TIME POSITIONS.
ACTUALLY, WITHIN THE LAST TWO WEEKS, I WAS TALKING TO OUR HR DIRECTOR THIS MORNING.
WE'VE ON BOARDED 93 NEW EMPLOYEES AND THAT TWO WEEK TIMEFRAME, ALL PART-TIMERS.
SUMMER CAMPS WERE A GREAT POSITION. OUR PARKS MENACES IN PRETTY GOOD POSITION. WE COULD JUST LIKE PRETTY MUCH EVERY POOL OPERATOR AROUND THE STATE AND COUNTRY, WE WOULD LOVE TO HAVE MORE LIFEGUARDS. IF THERE IS ANYONE OUT THERE THAT WOULD COME OF IT AS A LIFEGUARD OR INTERESTED IN GETTING LIFEGUARD TRAINING, WE HAVE OPPORTUNITIES FOR THAT. ADULTS CAN BE LIFEGUARDS TOO. NO AGE LIMIT.
>> THANK YOU. GREAT PRESENTATION AS ALWAYS. PEOPLE MOVED TO CARMEL BECAUSE OF OUR SCHOOLS AND PARKS AND STAY HERE BECAUSE OF SCHOOLS AND PARKS.
YOU AND YOUR STAFF AS WELL AS THE BOARD OF DONE A LOT BY MAKING US NATIONAL AND AWARD-WINNING. I WANT TO GIVE YOU PROPS. AN ELF COUNCILOR FRANKLIN HAS AND ALSO THE GEEKINESS AND THOROUGHNESS IS GREAT. I WOULD LIKE TO SEE EVERYONE EMULATE THE PROCESS GOING FORWARD. WHEN QUESTION I HAVE FOR YOU, YOU PRESENTED TO US A COUPLE OF YEARS AGO, ABOUT THE DEFICIT AND FUNDING.
NOT FOR NEW PARKS, BUT MAINTAINING OUR PARKS. AT THE TIME YOU PRESENTED IT WAS ABOUT 23 MILLION. COULD YOU GIVE US AN UPDATE ON THAT?
THAT FUNDING GAP CLOSE OR STILL AN OPEN ITEM? >> IT IS STILL AN OPEN ITEM.
WE CONTINUE TO HAVE ONGOING DIALOGUE. ESPECIALLY WITH CLAY TOWNSHIP, TO IDENTIFY MEANS OF ADDRESSING OUR LONG-TERM FUNDING NEEDS. THE NEW PRODUCTS HAVE A BILL BUT JUST LIKE YOU SAID, WITH EQUALLY IMPORTANT FOR US, WE REINVEST AND MAINTAIN THE ASSETS WE HAVE. OUR BIG CHALLENGE, IS A LOCAL INCOME TAX DOLLARS THAT WE RECEIVE CURRENTLY FROM CLAY TOWNSHIP. WE WILL BEGIN SEEING THAT WINNING UP TO 2025 WHEN THE CENTRAL PARK BOND IS PAID OFF BASED ON THE FUNDING FORMULA AND DISTRIBUTION TO THE TOWNSHIP. THAT WILL BE AT ROUGHLY 3 OR THREE AND HALF MILLION DOLLARS ANNUALLY. AND REALISTICALLY, ESPECIALLY WHEN YOU FACTOR INFLATION, LONG-TERM, THE DOLLAR AMOUNT THAT WE IDEALLY NEED TO MAKE SURE WE ARE MAINTAINING THINGS AND THAT 20 SUMMIT MILLION REFERENCE WAS FOR BASICALLY, A FINITE PERIOD. BUT LONG-TERM, FIVE OR $6 MILLION IS ANNUALLY, WHAT WE ARE LOOKING FOR. WE ARE LOOKING AT WAYS THAT, HOW CAN THE TOWNSHIP HELP REPLACE THE LID GOING AWAY. AND INCREASINGLY, WE ALSO HAVE TO LOOK TO THE CITY TO PROVIDE MORE FUNDING HISTORICALLY, OVER THE LAST 10 PLUS YEARS, MOST OF OUR FUNDING HAS COME FROM THE
[00:50:05]
TOWNSHIP. AND I THINK WE'RE GETTING TO THE POINT THAT WE HAVE TO LOOK TO THE CITY TO ALSO PROVIDE MORE OF THAT FUNDING ESPECIALLY FOR CAPITAL REPLACEMENTS TOMAINTAIN THE PARK SYSTEM WE HAVE. >> AS A FOLLOW-UP, MAKE SURE YOU LEAN HEAVILY INTO THAT. STARTING WITH THE PROCESS THE SUMMER.
I THINK WE NEED TO MAKE SURE THAT IT IS A PRIORITY, AND SUPERSEDES SOME OTHER MAY BE
LESS WORTHY PARTIES. THANK YOU. >> THANK YOU.
AND ONE OF THE MAJOR COMPONENTS WITHIN THIS COMPREHENSIVE MASTER PLAN, IS LOOKING AT SOME FUNDING STRATEGIES. I DON'T WANT TO JUST SAY, WE NEED THE MONEY.
ALSO WANT TO AT LEAST PROVIDE SOME IDEAS OF POTENTIAL SOLUTIONS.
ULTIMATELY, IT WILL BE THE ELECTED OFFICIALS LIKE THE COUNCIL AND TOWNSHIP BOARD AND THE TOWNSHIP TRUSTEE THAT ULTIMATELY, HAS DETERMINED WAS THE BEST ROUTE FOR THE PARK SYSTEM. WE WILL AT LEAST PROVIDE SOME RECOMMENDATIONS WITHIN THAT COMPANY HAS A MASTER PLAN. AND WE WILL BE INVITING THE COUNCIL LATER THIS FALL, TO A JOINT MEETING WITH BETWEEN THE CITY, THE TOWNSHIP AND THE PARK BOARD.
TO START LAYING OUT WHAT THE RECOMMENDATIONS ARE. >> THANK YOU.
FIRST OFF, JUST THANK YOU FOR EVERYTHING YOU DO. ME AND MY FAMILY WERE FREQUENT USERS OF THE PARK. SO, NOT ONLY ENJOY IT, YOU SAVE MONEY BECAUSE IT IS A LOT LESS EXPENSIVE TO GO TO THE PARK THAN OTHER THINGS. PTHE EASEMENT FOR CONNER PRAIRIE. NO MATTER WHAT HAPPENS WITH CONNER PRAIRIE, IT IS GOING TO
HAPPEN, GO FOR YOU GUYS? >> YES. WE'VE HAD EXTENSIVE CONVERSATIONS WITH CONNER PRAIRIE. THEY UNDERSTAND THIS NEEDS TO BE VIEWED DIFFERENTLY THAN THE PLANNED UNIT DEVELOP AND THAT THEY ARE ALSO CONSIDERING.
THEY NOTICE THE TOP PARTY AS WELL. IT IS MY EXPECTATION THAT THIS MONTH, NEXT MONTH AT THE LATEST THAT THEY WILL, THE RESPECTIVE BOARDS NEED TO APPROVE IT WILL
APPROVE IT. SEPARATE FROM THE OTHER THINGS. >> IS MOST FORWARD NOW ALL OTHER ASPECTS ARE BEING CONSIDERED. AND ONE COMMENT FOR YOU.
WE HAD A PREVIOUS PRESENTATION BY THE DIRECTOR AND THE COUNCIL PRESENT WE WERE ASKED ABOUT OPEN SPACES OF MIDTOWN. I WOULD HOPE IN THE FUTURE, THE SUCCESS, PARTNERSHIP BETWEEN THE CRC AND PARKS DEPARTMENT WITH MIDTOWN PLAZA, FUTURE PARTNERSHIPS LIKE THAT AS WE
CONTINUE TO DEVELOP UP-AND-DOWN --. >> I CAN ASSURE YOU THAT RIGHT NOW, THERE IS INCREDIBLE COLLABORATION GOING ON WITH US. I'VE BEEN INVITED TO MANY OF THE SAME MEETINGS THAT THE DIRECTOR WAS INVITED TO WITH ENGINEERING, AS A LOOKING AT THE MISSING LINK IF YOU WILL, BETWEEN THE BOULEVARD AND CITY CENTER.
I CERTAINLY APPRECIATE BEING PART OF THE CONVERSATION AND PROVIDING FEEDBACK TO MAKE THAT
IS EQUALLY SUCCESSFUL AS A BOULEVARD AND TOWN PLAZA. >> ALL RIGHT, I DO NOT SEE --
I'M SORRY, COUNCILOR -- >> THE 106 STREET PATH, INCLUDING THE PEDESTRIAN BRIDGE, TWO QUESTIONS ON THAT. WHY WAS THE PARTICULAR ANGLING ANYTHING CHOSEN?AS IT TO
FOLLOW THE CREEK? OR WERE THERE OTHER REASONS? >> THAT PARTICULAR ANGLE WAS, A COUPLE OF THINGS THAT ARE YOU KNOW, PARK PROPERTY IS NEVER THE MOST EASY TO DEVELOP.
IF IT WAS, IT PROBABLY WOULDN'T BE PARK PROPERTY. ONE OF THE THINGS WE ARE TRYING TO DO HERE YES, IS CAPTURE THAT CREEK. THE CREEK IS ACTUALLY VERY PRETTY CREEK EVEN THOUGH IT'S COMING OUT OF WHAT IS ON THE WEST SIDE OF THE STREET.
IT WAS VERY NATURALIZED IN THE AREA.T RUNS VERY CLEAN. IT IS A PRETTY CREEK.
ONCE THE PUBLIC TO BE ABLE TO HAVE SOME DEGREE OF INTERACTION WITH THAT.
THE OTHER CHALLENGE ON THIS IS BASICALLY FOLLOWING THE GRAVEL ROAD.
WHICH MY ULTIMATE GOAL, WAS TO BRING UP IF YOU WILL, TO CARAMEL STANDARDS.
AND HAVE IT MORE OF A PAVED OR AT LEAST, A PERMANENT PAVEMENT TYPE SERVICE.
BUT UNDERNEATH MOST OF THAT, IS A MAJOR MARATHON PIPELINE, GAS PIPELINE.
AND WE HAD EXTENSIVE CONVERSATIONS WITH MARATHON, AS FAR AS WHAT WE COULD DO THERE.
AND THAT PIPELINE REALLY LIMITED, AS FAR AS PROVIDING DOING ANYTHING ALONG THAT ROADWAY. WHICH MEANS, THE GRAVEL DRIVEWAY HAS TO STAY THERE.
[00:55:05]
AND I WANTED TO PROVIDE SOME SEPARATION BETWEEN THAT GRAVEL DRIVE, AND THE ACTUAL TRAIL BECAUSE ESPECIALLY AS WE GO TO SUMMER SEASON AND THE FALL, IT BECOMES PRETTY DUSTY.I WANTED TO HAVE THE BUFFER SO THAT IT IS MORE ENJOYABLE TO BE ON THE TRAIL.
WE FACTORED ALL OF THOSE INTO LANDING ON THAT DECISION. AS TO THE PLACEMENT.
>> AND WE ANTICIPATED THEIR UNIQUE CHALLENGES THERE. WHAT WAS THE TIMELINE?
>> WE ARE ACTUALLY, WE HAVE STARTED SITE PREPS FOR IT ALREADY.
IF YOU GO DOWN THERE BEFORE WE WENT INTO THAT MATING SEASON, WE REMOVED THE TREES THAT ARE PART OF THAT TRAIL, AND THE BRIDGE ROUTE. THOSE ARE ALREADY DOWN.
WE ANTICIPATE GOING OUT TO BID THIS SUMMER. AND CONSTRUCTION STARTING AS SOON AS THIS FALL. PROBABLY WILL NOT OPEN UNTIL 2025 BECAUSE OF A BRIDGE IS A PRETTY SIGNIFICANT PROJECT. BUT WE'RE PRETTY EXCITED TO GET SOMETHING THAT HAS BEEN DISCUSSED PRETTY MUCH MY ENTIRE TENURE WITH THE PARK SYSTEM ACTUALLY GOING AND A BIG PART OF THIS CLAY TOWNSHIP IS PAYING WELL OVER HALF OF THE CONSTRUCTION COST, USING PARK FUNDS THAT ARE NOT TOWNSHIP IMPACT PROGRAM FUNDS. AND THEN, ALSO WANT TO THINK DELAWARE TOWNSHIP WHICH WILL BE CONTRIBUTING IN MAGNITUDE OF A MILLION OR SO DOLLARS TOWARD PROJECTS. FOR THEIR PARTICIPATION AS WELL.
>> WE NEED A BETTER NAME THAN 106 STREET PATH. >> YES, WE WILL COME UP WITH A
MUCH BETTER NAME. >> THANK YOU. >> OKAY, THANK YOU, DIRECTOR.
APPRECIATE YOU BEING HERE. >> THANK YOU. >> NOW WE MOVE ON TO OLD BUSINESS, WE HAVE NONE. PUBLIC HEARINGS, WE HAVE NONE. NEW BUSINESS, WE HAVE NONE.
I THOUGHT I MIGHT JUST STOP HERE, DO WE HAVE ANY SCOUTS IN THE HOUSE, WHO ARE HERE FOR BADGES?WOULD YOU MIND? WE APPRECIATE YOU BEING HERE I HAVE A COUPLE OF EXTRA MINUTES.
WOULD YOU MIND STANDING UP REAL QUICK, INTRODUYOURSELF TO ROOM THE ROOM AND WHAT YOU ARE
WORKING ON. [INAUDIBLE] >> THANK YOU FOR BEING HERE, HOPEFULLY YOU GET WE ARE LOOKING FOR. YES, SIR?
[INAUDIBLE] >> VERY GOOD, THANK YOU FOR BEING HERE.
AND? [INAUDIBLE] >> VERY GOOD, THANK YOU FOR
[16. OTHER BUSINESS]
BEING HERE. WE APPRECIATE IT. WE DO NOT HAVE ANY ADD-ON ITEMS. WE MOVED TO OTHER BUSINESS. CITY COUNCIL APPOINTMENTS.THE BANE OF MY EXISTENCE IS THE CARMEL AUDIT COMMITTEE. I'VE BEEN UNABLE TO FIND A WILLING, I REPEAT, WILLING, CPA. DOES ANYBODY, CAN ANYBODY SAVE ME? ALL RIGHT, I'M GOING TO PUT OUT THE CALL ONE MORE TIME.
HOPEFULLY THERE SOMEONE WATCHING WHO SAYS, I'M HAPPY TO SERVE ON CARMEL AUDIT COMMITTEE
AND I AM A CPA. >>> NEXT ITEM, PROPERTY ABATEMENTS/COMPLIANCE WITH STATEMENT OF BENEFITS Ã DEADLINE WAS MAY 15, 2023.
JACOB, DID WE RECEIVE ALL OF THE ABATEMENT REPORTS, STATEMENT OF BENEFITS WE WERE
LOOKING FOR? >> YES, WE DID. >> ALL RIGHT, GO TO THROAT THE DATE OF JUNE 13, WHICH I BELIEVE IS A TUESDAY FOR POSSIBLE MEETING OF THE FINANCE COMMITTEE. YOU CAN LETME KNOW, THOSE ON THE FINANCE COMMITTEE.
WE WILL TAKE THAT UP. ANY ANNOUNCEMENTS? SEEING NO ANNOUNCEMENT, IS THERE ANY FURTHER BUSINESS, JACOB? ALL RIGHT, WE ARE
