[1. Docket No. PZ-2022- 00172 PUD: Conner Prairie – PUD Rezone. ] [00:58:27] >> DOES ANYBODY HAVE ANY COMMENTS OR QUESTIONS ABOUT [00:58:31] SIGNAGE?STAFF ANY COMMENTS OR QUESTIONS ABOUT SIGNAGE? [00:58:41] NO. I THINK THE NEXT SECTION IS [00:58:45] PARKING. LIGHTING SECTION 7 WHICH STARTS [00:58:49] ON PAGE 16 AND I DON'T SEE ANY CHANGES IN THE REDLINED DRAFT. [00:58:58] DOES ANYBODY HAVE ANY QUESTIONS OR COMMENTS ABOUT LIGHTING? [00:59:00] NONE. OKAY SECTION EIGHT IS PARKING [00:59:06] REQUIREMENTS AND THERE ARE A FEW CHANGES SO I WILL LET YOU [00:59:08] SUMMARIZE THOSE. >> THAT WOULD REDUCE THE [00:59:13] PARKING LEVELS. WE DREW ATTENTION TO THE LAST [00:59:19] PAGE OF, RATHER EXHIBIT B FOR EXAMPLES OF STORMWATER [00:59:23] MANAGEMENT METHODS AND PLAY ON SITE. ILLUMINATED THE LANGUAGE REGARDING OVERFLOW PARKING. >> ANY COMMENTS ON RKING? OKAY NE SECTION 9 IS ADDITIONAL REQUIREMENTS AND D STANDARDS. JOHN R WILL YOU SUMMARIZE. >> WE REDUCED THE NUMBER OF ENTRANCE AND EXIT ONTO THE SITE AS HEREIN DESCRIBD. THIS IS AGE 20 OF REDLINED ITEM 3 OF THE TOP. WE NEED TO ADD SOUTH OF CHERRY [01:00:01] CREEK BLVD. TO THE END OF THE ENTENCE. IT WAS INWARDLY LEFT OFF. THE FIRST ITEM ADDRESSES THINGS NORTH OF THE INTERSECTION AND THE SECOND IS THE ROUNDABOUT AND THE THIRD IS THE AREA SOUTH REFLECTED IN THE EXHIBITS. IT SHOULD BE CLARIFIED IN THE STATEMENT. THE WORDS SOUTH OF CHERRY CREEK BOULEVARD SHOULD BE ADDED TO THE END OF PARAGRAPH THREE. >> I GOT IT. IT. OKAY. ANY QUESTIONS OR COMMENTS? FROM COMMITTEE OR STAFF? OKAY. LET'S SEE HERE. 9.2 SIDEWALKS AND PEDESTRIAN CIRCULATION. THERE IS A CHANGE. DO YOU WANT TO TOUCH ON THAT? >> EARLIER TODAY STAFF CONTACTED US WITH THE REQUEST TO MODIFY LANGUAGE IN 9.2 AND THE HANDOUT FROM KEN ILLUSTRATES THE LANGUAGE THEY ASKED US TO ADD. WE ARE ABLE TO MAKE THOSE ADJUSTMENTS. I THINK PRIMARILY IT JUST AFFECTS WE ARE DEDICATING THE EASEMENT AT NO COST TO THE CARMEL PARKS DEPARTMENT. WE ARE NOT CHARGING FOR THE EASEMENT. >> I THINK THAT IS GREAT. EXCELLENT. ANY QUESTIONS OR COMMENTS? >> NOT THAT IT SAID BEFORE WE WERE CHARGING FOR THE EASEMENT. >> IT JUST MAKES IT OFFICIAL. >> BEFORE WE WERE ASKING AND NOW WE ARE NOT SO THAT CLARIFIES THINGS. >> THANK YOU FOR THAT. ANYTHING ELSE ON NINE? I GUESS WE'VE GOT SOME CHANGES TO 9.4 AND 9.5 IF YOU WANT TO TOUCH ALMOST CKLY. >> ONE ONE SECOND. 9.4 IS ADDITIONAL EXHIBIT. 9.5 WE SPECIFY THERE SHALL NOT BE OVERFLOW PARKING FOR TICKET EVENTS ON THE EAST SIDE OF WHITE RIVER. 9.6 WAS PREVIOUSLY THERE BUT TO REITERATE THERE'S NO PUBLIC ADDRESS SYSTEM. ANY PUBLIC ADDRESS SYSTEM WOULD BE LIMITED TO PUBLIC SAFETY. >> ANY QUESTIONS OR COMMENTS? I SEE NONE. SECTION 10 THERE'S A FEW PROCEDURAL PROVISIONS AND WE ARE DONE WITH THIS AND WE GO ON TO THE EXHIBIT SO IF YOU WANT TO ADDRESS 10 IT WOULD BE GREAT. >> LANGUAGE WE AMENDED REGARDING PROCEDURAL PROVISIONS WERE PRIMARILY TO MAKE IT CLEAR ABS IS REQUIRED. DEVELOPMENT IS REQUIRED EVERYWHERE. WHEN CONNER PRAIRIE TURNS BACK TO YOU THEY WILL BE HERE WITH A DEVELOPMENT PLAN THAT ADDRESSES THE IMPROVEMENTS BUT EVERYTHING BRUTAL COMES BACK TO THE PLAN COMMISSION. CONSIDERATION AS PART OF A BLS. >> THAT'S GREAT. I THINK WE MOVE ON TO YOU UPDATE THE CONCEPT PLANS ATTACHED AND I THINK WE GO ON TO EXHIBIT E OR ARCHITECTURAL STANDARDS. WE ALL EMAILED OUR REQUEST TO CHANGE IS ALREADY AND YOU INCORPORATED MOST OF THOSE IF YOU WANT TO SUMMARIZE THE CHANGES AND WE WILL SEE IF THERE'S ADDITIONAL QUESTIONS. >> WE ADDED PARAGRAPH ABOUT BEST PRACTICES AND THAT'S WHERE THE WORD LEAD OCCURS WE WILL DEFINE IT AS REQUESTED. THERE WERE OTHER ITEMS THAT WERE SPECIFIED. WE ADDED SPECIFICITY ON PAGE 209 AND 309 WE PROHIBIT A FRANCHISE ARCHITECTURE THAT WAS A REQUEST. BOTTOM OF PAGE 409 AND PAGE FIVE THERE ARE CERTAIN THINGS THAT WERE ADJUSTED FROM ONCE ONTO THE OTHER AND EXCLUDED. >> DOES ANYBODY HAVE ANY CHANGES TO THE ARCHITECTURAL STANDARDS? DOES STAFF HAVE ANY CHANGES? YES? >> WE TALKED ABOUT NATURAL MATERIALS INHERENT CAN WAIT TO FIND THAT OR GIVE EXAMPLES OF WHAT YOU MEAN BY THAT AND MAY BE ONE WAY TO DO THAT IS UNDER THE MATERIALS SECTION, THE PERMITTED MATERIALS. [01:05:03] DID YOU WANT TO BREAK THOSE OUT INTO NATURAL MATERIALS VERSUS MAN-MADE. IT IS MORE VAGUE AND HARD TO ENFORCE IT. >> WHAT I WOULD DEFINE THAT WOULD BE NATURAL STONE M AND STAINED WOOD AND TERRA-COTTA. DO WE WANT TO INCLUDE THE PORCELAIN TILE? YES. WHAT ABOUT THE CONCRETE? THAT WOULD BE M P R T. ON THE FIRST PAGE CAST STONE A. FOR CLARITY FOR THIS IT WOULD BE CAST STONE AND NATURAL STONE. >> OKAY. UNDER BUILDING MASKING. ON PAGE 409 ON EXHIBIT E ATTACKS THE FLAT OR HIP ROOFS. WAS THAT MEANT TO BE OPEN GABLE BECAUSE ON ALL THE VISUALS THEY ARE IN OPEN GABLE ROOF. A HIP ROOF WOULD BE ALL SIDES SLOPED DOWN. OR MAYBE YOU MET OTH. ONE IS LOOKING AT THE IMAGES MOST OF THE IMAGES ARE THE OPEN N GABLE. I DO NOT WANT YOU TO PUT YOURSELF IN A CORNER WHERE YOU CAN HAVE THE OPEN GABLE. >> WE WANT TO KEEP BOTH. >> OKAY. NUMBER TWO UNDER BUILDING THE DIMENSIONS AND SIZE OF THE BUILDINGS ARGUMENTS SCALE. CAN WE PUT SHELBY HUMAN SCALED? >> THAT IS >> THE SECOND SENTENCE AS WELL TO TO THIS AND BUILDING ELEMENTS MAY INCLUDE PERGOLAS. SHOULD THIS BE CHANGED TO SHAO? >> I HINK IT WOULD BE APPROPRIATE AND NOT IRED. D. >> IS THERE A CHANCE WE WOULD HAVE NO NO PERGOLAS OR CANAPC)S? >> IF WE ARE LOOKING AT BUILDING BY BUILDING THERE ARE SOME BUILDINGS THAT MIGHT NOT HAVE A PERGOLA AND OTHER ONES THAT WOULD. A CAFC) WOULD HAVE A PERGOLA. MAYBE THE OFFICE BUILDING DOES NOT. THE INNOVATION CENTER. DOES THAT MAKE SENSE? >> DOES STAFF WANT SOME CLAUSE IN THERE THAT SAYS AT LEAST ONE OF THESE ELEMENTS WOULD BE INCORPORATED? >> I LIKE THAT. IT GETS TRICKY WHEN WE SAY MAY BECAUSE IF YOU DON'T DO IT AT ALL WE HAVE NOTHING TO SAY IF YOU HAVE TO. YOU DO INCLUDE A VARIETY AND IT WOULD BE NICE TO GIVE ARCHITECTURAL DIVERSITY IF EACH BUILDING HAD SOMETHING ON IT I GUESS. DO YOU HAVE ANYTHING ON THAT PAGE? >> IF YOU GO TO D ON PAGE 5 SOME OF THE FAC'ADE DELINEATION MIGHT HELP TOO. >> WE CAN JUMP OVER TO THAT SECTION IF YOU WANT NOW. >> THE FIRST QUESTION WE HAVE IS WHETHER OR NOT WE NEED TO DIFFERENTIATE BETWEEN PRIMARY FAC'ADES AND OTHER FAC'ADES COU WE WOULD ADVOCATE FOR FORESIGHTED ARCHITECTURE AND THERE WOULD BE NO TO HAVE THE BIFURCATED DESIGN PHILOSOPHY HERE. WITH NUMBER FOUR OR SUGGESTION IT WOULD BE INSTEAD OF PRIMARY IT WOULD SAY BUILDING FAC'ADES. [01:10:07] MUST INCLUDE DESIGN ARTICULATION. SO THAT FOR PURPOSES OF WHICH THIS EXHIBIT BLAH BLAH BLAH THAT WOULD BE STRUCK AND I'M SAYING FAC'ADES GREATER TO 30 FEET MUST BE IN USE TO VERTICAL OFFSET. THAT WOULD BE ON A FIVE INSTEAD OF PRIMARY FAC'ADES IT WOULD SA BUILDING FAC'ADES SHALL INCORPORATE IN THE REST WOULD REMAIN. NUMBER SIX GROUND FLOORS FAC'ADES ARE TO BE DIFFERENTIATED FROM UPPER FLOORS WITH HORIZONTAL EXPRESSION. NUMBER SEVEN BUILDING FAC'ADES. THAT ONE IS TOUGHER. >> WHAT DID YOU SAY? WE ARE IN AGREEMENT TO MAKE THE CHANGES RECOMMENDED BY STAFF IF THEY CAN GET THOSE IN WRITING. WE CAN INCORPORATE THOSE. >> THAT WILL BE GREAT. THEY WILL SEND YOU AN EMAIL. GOOD. ANYTHING ELSE? >> NUMBER 10 BEFORE WINDOWS SHALL BE ALIGNED INSTEAD OF MUST BE ALIGNED. FOR CONSISTENCY'S SAKE. >> ARE YOU OKAY MAKING THAT CHANGE? >> SIX OF NINE, NUMBER 10. >> ON PAGE 7 UNDER UTILITIES CAN EITHER ADD WORDING THAT PROPER SCREENING WILL BE IN PLACE OF PURCHASES TO THE SYSTEMS WHICH MAY BE EFFECTIVELY SCREENED OR REFERENCE THE SCREENING YOU HAVE IN THE NEXT SECTION? WE MOVED TO PAGE 7. >> PAGE 7 OF NINE UNDER UTILITIES. TALKING ABOUT UNDERGROUND UTILITIES BUT THERE MAY BE OTHER ITEMS ABOVE GROUND I THINK AND THOSE WILL BE EFFECTIVELY SCREENED. CAN YOU ADD WORDING ABOUT WHAT THE PROPER SCREENING IS OR REFERENCE THE SECTION BELOW IT? >> THE INTENT OF THAT WAS IF THERE'S A POWER POLE WE CANNOT SCREEN, THAT IS WHAT THAT IS IDENTIFYING. >> I DID NOT KNOW IF THERE WAS A BOX OR TRANSFORMER OR SOMETHING LIKE THAT. WOULD THAT BE IN THE SECTION? >> WE WILL LOOK TO UNCOVER THOSE AND THOSE ARE NOT NORMAL TYPES OF THINGS YOU SEE. THERE WOULD BE PART OF THE A BLS APPROVAL. >> OKAY. >> YARN IS PROVIDED FOR IN SECTION 5.6 SCREENS REQUIRED MECHANICAL EQUIPMENT AND OTHER SERVICE AREAS. WHERE THERE'S ATTACHMENTS TO THE BUILDING MECHANICAL QUIPMENT IS COVERED IN THE ORDINANCE. >> OKAY THANK YOU. I HAD ONE OTHER ITEM UNDER THE OUTDOOR AMENITIES PEDESTRIAN FURNITURE. SEVERAL SECTIONS REFERENCE SECTION 9.13 49.9 ALLOW WATER ENERGY ORDINANCE BUT I COULD NOT FIND THOSE ACTIONS. FOR INSTANCE UNDER OUTDOOR AMENITIES NUMBER TWO DECORATIVE POLLS WITH FABRIC BANNERS PER REQUIREMENTS 9.13. >> DELETE THE TEXT. >> OKAY. THAT IS ALSO FOR L AND T. >> ANY OTHER COMMENTS ON THAT? WE HAVE GONE THROUGH EXHIBIT G. THAT CONCLUDES THE REVIEW OF THE PD SO I WILL DO A QUICK [01:15:05] ROUNDTABLE AND GO ONE BY ONE TO SEE IF THERE'S ANYTHING ELSE ANYONE HOUSE YES COUNSILOR AASEN. >> I WANT TO MAKE A STATEMENT BEFORE WE VOTE TONIGHT. THIS HAS BEEN A LONG PROCESS WITH CONNER PRAIRIE. IT WAS OCTOBER LAST YEAR WHEN I ATTENDED A PUBLIC MEETING IN AUGUST 2022 IS ALMOST A YEAR AGO WHEN THIS WAS SUBMITTED SO IT'S BEEN THERE FOR A WHILE A LOT OF CHANGES HAPPENED IN THE LAST ALMOST YEAR. WHEN THE PROJECT WAS FIRST INTRODUCED THE NEIGHBORS WE SPOKE TO VOICE CONCERNS ABOUT TRAFFIC AND BUILDING HEIGHTS AND TREE PRESERVATION AND MAKING SURE THEIR NEIGHBORHOOD RETAINS ITS CHARACTER. ONE OF THE BIGGEST POINTS OF CONTENTION WITH NEIGHBORS I TALKED TO WAS THE EAGLE LODGE AND SOME REFER TO AS THE HOTEL. WE'VE MADE PROGRESS THERE. THE NUMBER OF ROOMS HAVE BEEN CUT IN HALF SINCE WE ORIGINALLY PROPOSED. IT IS NO LONGER ACROSS FROM THE ELEMENTARY SCHOOL. NOT IN THE PLAN AND IT SAYS IT CANNOT BE THERE AND IT WILL BE IN NORTHERN. THERE'S THE EXTRA LAYER OF OVERSIGHT WHERE THIS WILL COME BACK TO THE CITY COUNCIL AND WE WILL TALK TO NEIGHBORS AND IF THE HOTEL IS NOT SOMETHING OR EAGLE LODGE IS NOT SOMETHING THAT FITS WITH THE NEIGHBORHOOD COUNCIL CAN VOTE IT DOWN. SAME WITH THE CABINS TOO. I THINK HAVING IT HERE GIVES CONNER PRAIRIE A CHANCE TO COME UP WITH A GOOD PLAN AND GOOD PVISUALS AND ENGAGE NEIGHBORS T MAKE SURE THAT WHAT THEY CONSTRUCT WITH THE EAGLE LODGE IS SOMETHING EVERYONE CAN BE HAPPY WITH. THAT WAS A BIG STEP AND I APPRECIATE CONNER PRAIRIE WILLINGNESS TO WORK WITH US ON THAT. TRAFFIC AND TREE PRESERVATION HAVE BEEN ADDRESSED BECAUSE OVERALL FOOTPRINT HAS BEEN REDUCED FOR A LOT OF THE PROJECT. A LOT OF THE BUILDINGS HAVE BEEN MOVED BACK WHICH AS A RESULT THE VIEW FOR NEIGHBORS IS MUCH IMPROVED. ALSO HAVE ADDITIONAL SCREENING. WE WENT OUT TO THE SITE AND WENT BACK TO WHERE THE BUILDINGS WOULD BE. COULD NOT SEE THE HOMES. PFROM THAT PERSPECTIVE WE WERE THERE AND COULD NOT SEE THE HOMES. FROM THAT PERSPECTIVE WITH ADDITIONAL SCREENING THAT ISN'T THERE TODAY THAT WILL BE PUT IN PLACE THAT IS SOMETHING THAT MAKES ME FULL CONFIDENT. AND TRAFFIC WAS A CONCERN. A LOT OF PEOPLE ARE WORRIED ABOUT RIVER ROAD HAVING INCREASED TRAFFIC IN THE AREA. BY REMOVING THE SOUTHERN ENTRANCE TRAFFIC HOPEFULLY SHOULD GET PUSHED MORE TOWARD 146 STREET WHICH THE COUNTY HAS PLANS TO IMPROVE THE INTERSECTION. I HOPE THE COUNTY CONTINUES TO WORK ON THAT BECAUSE 146 STREET NEED SOME LOVE. THAT ADDRESSES A LOT OF CUT GROOVES THROUGH RESIDENTIAL NEIGHBORHOODS. I THINK THAT'S A GOOD IMPROVEMENT THERE. WE ARE MAKING A LOT OF PROGRESS. ONE THING THAT BECAME A LITTLE BIT OF A ROADBLOCK WAS WHEN WE WERE TALKING ABOUT THE WHITE RIVER GREENWAY WITH THAT BE CONDITIONAL UPON APPROVAL OF THE PROJECT OR COULD THEY PROCEED WITH THE EASEMENTS? I SPEAK FOR A LOT OF PEOPLE WHEN I SAY CARAMEL CLAY PARKS IS ONE OF THE BEST PARK SYSTEMS IN THE COUNTRY. IT RECEIVED AWARDS TO SAY THAT. HAVING THEIR INVOLVEMENT WITH THIS PROJECT WAS A HUGE POSITIVE FOR CONNER PRAIRIE AND THE PARKS AND NEIGHBORS. I WAS A LITTLE DISHEARTENED TO SEE THAT MAYBE SOME OF THE COOPERATION HAD STALLED. BUT SINCE THEN AS YOU CAN SEE HERE THE WHITE RIVER GREENWAY CAN PROCEED AND THAT HAS CHANGED. AS I UNDERSTAND THAT MEETINGS ARE IN THE BOOK TO TALK ABOUT FURTHER COOPERATION BETWEEN CARAMEL CLAY PARKS AND CONNER PRAIRIE. I'M VERY ENCOURAGED BY THAT. FOR THAT REASON I WILL VOTE YES TONIGHT TO HELP CONTINUE THAT CONVERSATION AND PROCESS AT THE CITY COUNCIL LEVEL. I'M GOING TO WANT TO SEE THE COOPERATION CONTINUE. I THINK THERE'S BEEN A GOOD FAITH EFFORT TO MAKE THAT COOPERATION HAPPEN. WE WANT TO SEE THAT KIND OF MOVE FORWARD. WE WANT TO KEEP THE NEIGHBORS INVOLVED IN THIS PROCESS WHEN IT COMES TO WHAT THEY WANT TO SEE FROM A FEW FROM THEIR HOMES. WHAT THEY WANT TO SEE FOR TRAFFIC. THERE IS A LOT MORE WORK TO BE DONE. IF THIS WAS PROPOSED TODAY AT CITY COUNCIL WE WILL CONTINUE THE PROCESS AND SAY WE HAVE A LOT MORE QUESTIONS TO BE ASKED. I THINK ON THE PLAN COMMISSION LEVEL IT IS A VERY GOOD STATE TO MOVE TO THE NEXT STEP IN THE PROCESS. FOR THAT I WILL VOTE YES TONIGHT. >> YES DEBBIE? >> I WANT TO REPEAT SOMETHING I SENT EARLIER. [01:20:02] HAVING BEEN ON THE SITE VISIT WAS REALLY BENEFICIAL TO SEE THE VASTNESS AND DISTANCE AND I BOUGHT WITH TERRAIN. WHEN YOU LOOK AT SOMEHING ON A FLAT PIECE OF PAPER OH MY GOSH YOU ARE LOOKING FLAT. IT IS HORRIBLE. HE WALKED AND FALL D YOU REALIZE YOU CAN'T SAY THAT USE NOW WE ARE DOWN N HERE. THAT WAS VERY Y HELPFUL. I APPRECIATE THE DEDICATION THAT EVERYONE INVOLVED WITH THE PROJECT IS PUTTING INTO MAKING THIS THE BEST POSSIBLE PROJECT FOR THE CITY AND FOR THE NEIGHBORS AND TO THAT END SOMETHING THAT HAS NOT BEEN MENTIONED HE COMMENTED ON THIS AT THE SITE VISIT BUT THIS IS A SMITHSONIAN PROJECT. THIS ISN'T DISNEY WORLD. IT IS A SMITHSONIAN PROJECT AND BECAUSE OF THE NATURE OF THE PROJECT THERE ARE THINGS THAT THROUGH THOSE STANDARDS ARE GOING TO BE IN PLACE THE RESPECTIVE OF WHAT WE DO AS CITY OFFICIALS. I WAS ALSO VERY PLEASED THAT THE CONNER PRAIRIE OPERATIVES WANT TO WORK WITH THE NEIGHBORHOOD ASSOCIATION TO SEE IF THEY ARE WILLING TO ALLOW CONNER PRAIRIE TO HELP PUT SOME SCREEN AND ON THE NEIGHBORHOOD ASSOCIATION SIDE. ON THE WEST SIDE OF RIVER ROAD. THAT IS A CONVERSATION THAT HAS TO HAPPEN BETWEEN CONNER PRAIRIE AND THE NEIGHBORHOOD ASSOCIATION. THEY VERBALLY COMMITTED TO DOING THAT SO THAT THERE COULD BE A TREE LINE ON THE WEST SIDE OF RIVER ROAD AS OPPOSED TO JUST THE FLAT AREA THAT IS THERE NOW OR THAT A MODE AREA THAT IS THERE NOW. WITH THAT I'M IN FAVOR OF MOVING THIS FORWARD. >> DO YOU HAVE ANY QUESTIONS OR COMMENTS OR ANYTHING ELSE? >> I THINK WE'VE COME A LONG WAY ON THIS MY CONCERN THROUGHOUT THIS WHOLE PROJECT HAS ALWAYS BEEN ZONE NUMBER TWO. AS DESCRIBED IN THE CONNER PRAIRIE PLAN AS LAND, WATER AND ENERGY INNOVATION DISTRICT. ALSO IN THE CONNER PRAIRIE PACKET IT SAYS THAT ZONE NUMBER TWO SHOW BRIDGE THE NATIVE LANDSCAPE OF ZONE ONE AND MODERN DESIGN OF A COMMERCIAL OFFICE SETTING. I'VE ALWAYS STRUGGLED WITH THE COMMERCIAL OFFICE SETTING FOR BEING ZONE NUMBER TWO THE PLANET FROM 2022 CALLS FOR THIS AREA CONNER PRAIRIE TO BE A CLEAN ECOLOGICAL HISTORICAL CONNECTED AND CTIVE ASSET FOR THE RESIDENTS OF CARMEL. I HAVE ONLY HOPED THAT THIS ME WE HAVE A LOT OF TICKETED AREAS AND A LOT OF GREAT IDEAS OF WHAT YOU ARE GOING TO DO ON FARMING AND I HOPED MAYBE TONIGHT WITH THE PARKS DEPARTMENT BEING MORE INCLUDED BECAUSE THEY DID NOT APPEAR TO HAVE MUCH TO DO WITH THIS, THAT YOU CAN MAKE THIS MORE OF AN ACTIVE ASSET FOR THE RESIDENTS OF CARMEL. WE GOT 100,000 PEOPLE HERE IN THE RIVER AS JOSH TALKED ABOUT EARLIER WHICH IS A TREMENDOUS ASSET. I DON'T SEE IT HERE IN THIS AND I'M NOT AGAINST THE PROJECT BUT I THINK IT'S SOMETHING AT THE COUNCIL LEVEL, IS THIS THE BEST USE OF THE ENTIRE PROPERTY OR SOMETHING MORE WE SHOULD TAKE A LOOK AT ESPECIALLY IN ZONE NUMBER TWO. THANK YOU. >> SUE THAT IS A GREAT SUGGESTION. I'M ASSUMING YOU ARE OPEN TO FURTHER DISCUSSION AT THE CITY COUNCIL LEVEL? >> FIRST IN THE HANDOUT WE HAD WHILE WE VERBALLY STATED THAT WE WILL PUT IT IN WRITING. THE COMMITMENT TO WORK WITH THE LEGACY ON THAT. SECONDLY CONNER PRAIRIE IS VERY MUCH ENGAGED IN MAKING SURE EVERYTHING IS NOT ONLY ACCESSIBLE BUT WE ARE FOCUSING ON NATURE PROVIDING TRAILS AND WE ARE CURRENTLY BREAKING GROUND ON TRAILS ON THE FISHER SIDE AROUND THE OXBOW WHICH I WILL LOVE YOU GUYS TO SEE AS WE MOVE FORWARD WITH OUR DEVELOPMENT PLANNING AND ASPECTS OF WHAT WE WILL HAVE ON-SITE WILL BE CONTAINED WORKING WITH CARAMEL CLAY PARKS AND RECREATION WE HAVE A MEETING THIS THURSDAY TO TALK ABOUT PROGRAMMING WITH THE RIGHT RIVER COLLEGE CENTER. THERE'S ALWAYS AND CONTINUES TO BE AN ENGAGEMENT IN THE BACKGROUND WITH THE PARKS DEPARTMENT AND THAT WILL CONTINUE. OUR COMMITMENT TO HAVING TRAILS AND OTHER ASPECTS IN ZONE TWO AREA CONTINUES TO BE A MASTER PLAN AND WE WILL BE EXPLORING THAT WHICH WE WILL HAVE PUBLIC TRAILS RUNNING TO THAT AS WELL. [01:25:05] LOOKS JOSH? >> THANK YOU MADAM CHAIR. I'M ITED ABOUT THE LEGACY PROJECT WE ARE LEAVING NOT TO BE CONFUSED WITH THE LEGACY PROJECT ON THE OTHER SIDE OF THE RIVER. WHICH IS ALSO A LEGACY OF SORTS. TWO OF THE SMITHSONIAN IN CARMEL IS A BIG DEAL. I THINK THIS COMMITTEE HAS PUT FORTH A LOT OF HARD WORK AND PETITIONER STEPPED UP AND I THINK IT IS TIME TO LET THE CITY ITY COUNCIL SINK THEIR TEETH INTO IT AND WITH THAT I MOTION FOR A POSITIVE ECOMMENDATION. >> I SECOND AT. >> WE WILL TAKE A VOTE. I HAVE A POSITIVE AND SECOND ALL IN FAVOR OF SENDING THIS TO THE FULL PLAN COMMISSION WITH POSITIVE RECOMMENDATION? >> THAT IS NOT THE MOTION. THE MOTION I MADE IS WE SEND THIS TO CITY COUNCIL WITH A POSITIVE RECOMMENDATION.>> ORIGINALLY SAID TO GO BACK TO PLAN COMMISSION. >> UPON FURTHER EXPLORATION WHEN COMMITTEE OF THE WHOLE WAS ESTABLISHED THE PLAN COMMISSION SEND IT TO THE VOTING AUTHORITY. YOU HAVE THE AUTHORITY FOR YOUR RULES THEIR PREVIOUS ACTIONS AND SEND THIS TO THE COUNCIL. >> IF EVERYONE WANTS TO BE BEFORE WE DO THIS ADAM I DID NOT CHECK WITH YOU ANY FINAL COMMENTS YOU WANT TO MAKE? >> I WANT TO SAY THANK YOU CONNER PRAIRIE FOR LISTENING. YOU TOOK A LOT OF OUR RECOMMENDATIONS AND ACTION OVER AN ASSET THAT'S GOING TO BE HERE SERVING THE COMMUNITY FOR GENERATIONS AND BE ON ANYONE IN THIS ROOM. I'VE TURN THE PAGE AND I THINK THIS IS A WONDERFUL PROJECT AND I'M VOTING IN FAVOR. >> YES LEO? >> I WAS GOING TO SAY THANK YOU VERY MUCH. IT IS A GREAT PROJECT AND I'M HAPPY THIS IS MY LAST VOTE ON THE PLANNING COMMISSION. THIS IS A GREAT WAY TO GO OUT. THERE'S NO BETTER PROJECT I'VE SEEN ON THE EAST SIDE OF CARMEL FOR A LONG LONG TIME. IT WILL NOT MAKE EVERYBODY HAPPY. AFTER 25 YEARS I FIGURE THAT OUT. YOU CANNOT MAKE EVERYBODY HAPPY BUT YOU CAN MAKE THE COMMUNITY AS A WHOLE HAPPY AND THAT'S WHAT WE ARE HERE TO FOCUS ON IS THE COMMUNITY AS A WHOLE THIS IS AN ASSET TO OUR COMMUNIY. THANK YOU. >> WELL I'M SO SUBDUED CHAIR I THINK EVERYBODY FOR YOUR HARD WORK ON THIS COULD IT HAS BEEN A LOT OF WORK AND A GREAT JOURNEY. WE HAVE A MOTION AND A SECOND TO SEND THIS TO THE CITY COUNCIL WITH A POSITIVE RECOMMENDATION. ALL IN FAVOR PLEASE SAY I COULD. >> ALL OPPOSED THE MOTION CARRIES. WE ARE ADJOURNED. THANK YOUVERY . >> I WANT TO MAKE SURE IT IS OUR UNDERSTANDING THE 24 ADDITIONAL ITEMS WE DISCUSSED TONIGHT WILL BE FOLDED INTO THIS? THERE WAS ANYTHING OFFICIALLY SAID ABOUT THAT? I KNOW EVERYONE WAS IN AGREEMENT BUT I WANTED TO PUT ON THE RECORD WE > MAY BE YOU D NOT HEAR ME IN MY MOTION BUT THAT'S WHAT I SAID. YOU ARE GETTING DEATH IN YOUR OLD AGE. >> THANK * This transcript was compiled from uncorrected Closed Captioning.
