QUARTERLY REPORT. MARK TO LUCY PLEASE.

>> GOOD EVENING COUNSELORS AND GOOD EVENING MAYOR JAMES BRAINARD NICE TO SEE YOU A FEW QUICK THINGS.

[00:05:01]

YOU HAVE HEARD ME THE PAST COUPLE MEETINGS SPEAK ABOUT THE PROPERTY OWNER OF THE WHISKEY PRETERM PROPERTY AT 35 AND 39 MAPLE CREST. ONCE A DESIGNATION FOR THEIR PROPERTY WE'VE NOW FINISHED THE PRESERVATION PLAN FOR THE PROPERTY. THAT WILL GO TO THE COMMISSIONERS FOR THEIR HOPEFUL ADOPTION OF THE MEETING NEXT EK. ONCE THEY MAKE A RECOMMENDATION TO THE E COUNCIL WE CRAFT AN ORDINANCE AND ATTACHED THE PRESERVATION LAN AS A PART OF IT SO YOU ALL WILL SEE THAT AND IT WILL COME TO YOU AS YOU HAVE PASSED DESIGNATIONS.

THAT IS WELL UNDERWAY. I SPOKE TO THE PROPERTY OWNER TODAY, TO MRS. CARTER, AND SHE'S THRILLED AND VERY SUPPORTIVE. WE DID JUST DO OUR SECOND-ROUND OF SOD GRANTS FOR BUILDING OWNERS AND THE TY.

I BELIEVE THEY RECEIVED VED FIVE APPLICATIONS AND APPROVED THREE. FOR BUILDING IMPROVEMENTS.

TWO HISTORIC STRUCTURES IN THE CITY THAT ARE ON OUR CITY HISTORIC ARCHITECTURE SURVEY. THE AMOUNT THAT WAS TOTAL FUNDING WAS 21,000 $133.09 WAS THE AMOUNT THE COMMISSION ON APPROVED. I'VE ALSO SPOKEN ABOUT OUR CITY HISTORIC ARCHITECTURE PLATFORM IS GOING TO GO AWAY EFFECTIVE DECEMBER 31. THAT ANYBODY IN THE PUBLIC CAN ACCESS AS OF RIGHT NOW. WE ARE NOW, WE LOOKED AT A COUPLE DIFFERENT PLATFORMS AND THEY ARE EITHER NOT WORKING WELL MONETARILY OR FROM A STAFFING STANDPOINT SO WE'VE STARTED CONVERSATIONS WITH THE CITIES IT STAFF TO SEE IF WE CAN JUST ADD THE HISTORIC ARCHITECTURE SURVEY AS PART OF THE CITY'S WEBSITE. WE ARE PROPOSING WE WOULD USE THE R GS PLATFORM WHICH IS ALREADY BEING USED.

IT SEEMS LIKE IT WOULD LEND PRETTY WELL WITH THE EXISTING INFRASTRUCTURE THAT THE CITY DOES HAVE.

WE DID REVIEW ALSO A COUPLE OF, A NUMBER OF DEMOLITION REQUESTS THAT A COUPLE THAT AFFECT HISTORIC PROPERTIES ON THE SURVEY. WE ARE PRESENTLY WORKING WITH THOSE APPLICANTS THROUGH THEIR PROJECTS THAT THEY WILL BRING FORWARD TO THE COMMISSION. UNLESS THERE ARE ANY QUESTIONS

THAT'S ALL I HAVE TO REPORT. >> WHAT WAS THE AMOUNT OF THE

FAC'ADE GRANTS? >> 21,100 3309.

HOW MANY HOMES WOULD BE SERVED BY THAT T NUMBER?O YOU OU

KNOW? >> LIKE I SAID THERE WERE THREE THEY APPROVED OUT OF FIVE CANTS.

THERE WERE TWO THAT DID NOT MEET PRESERVATION GUIDELINES THOSE WERE NOT APPROVED. OF COURSE WE HAD A SPRING ROUND SO THAT AT THE OWN AMOUNT AS WELL.

>> IT IS THREE HOMES WERE SERVED.

THAT'S WHAT I WANTED TO KNOW. THANK YOU.

JUST A MINUTE WE HAVE ANOTHER QUESTION.

COUNSILOR AASEN? >> I THINK I WAS CONTACTED ABOUT THERE IS A SINGLE HOME DISTRICT FOR MAPLE CREST.

>> THAT'S THE ONE I REFERENCED. >> THAT'S THE ONE WE ARE

TALKING ABOUT. >> THE CHAIRMAN OF HISTORIC

CONTACTED YOU. >> JUST MAKING SURE IT'S THE

SAME ONE WE WERE TALKING ABOUT. >> THANK YOU FOR YOUR SERVICE NEXT UP IS THE AUDIT COMMITTEE. THIS IS A WRITTEN REPORT THAT EACH COUNSELOR RECEIVED THE REPORT.

IF ANYONE DID NOT PLEASE LET JACOB KNOW AND ARE THERE QUESTIONS REGARDING AUDIT? WE ARE FULLY STAFFED SO IT SHOULD BE ROBUST? WE WILL MOVE ON.

NOT ON YOUR AGENDA BUT I AM ASKING WINSTON LONG IS HERE TO REPORT ON THE CARMEL CABLE TELECOMMUNICATIONS COMMISSION.

THIS IS THEIR BIANNUAL REPORT. >> GOOD EVENING EVERYBODY.

DID YOU ALL GET MY LATE REPORT THROUGH JACOB? GOOD. I APOLOGIZE FOR THAT.

WE HAD A LATE MINUTE INFORMATION COMING IN AND I WANTED TO MAKE SURE YOU GOT IT ALL THE WAY UP UNTIL LAST

[00:10:03]

MINUTE. IF YOU HAD TIME TO READ IT I WON'T GO THROUGH ALL OF IT. I CAN HIGHLIGHT A FEW THINGS.

I THINK ARE IMPORTANT FOR YOU. IN REFERENCE TO THE BROCHURE GOLF COURSE TOWER WE GET A LOT OF CALLS ABOUT THAT.

THE PUBLIC BIDS WERE LED BY THE BOARD OF PUBLIC WORKS AND PARTIALLY THEY WERE OUTSIDE THE RANGE OF THE BUDGET WE HAVE BECAUSE THE BUDGET WAS DEVELOPED ON THE COST RECOVERY BASIS. WE ARE A LITTLE SHORT ON THAT.

I UNDERSTAND FROM MIKE WE WILL REBID THAT AND HOPEFULLY BY THE END OF THE YEAR WE MIGHT BE ABLE TO TREATMENT DOWN A LITTLE AND HE IS WORKING WITH THE APPROPRIATE STAFF AND SUPPORT STAFF TO TRY TO GET THAT DONE. THE GOOD NEWS IS IT'S NOT DEAD BUT BEING DELAYED BECAUSE IT TAKES MONEY AND WE WANT TO SELF FUND THAT IF WE CAN MAKE IT COST RECOVERY OPERATION.

THE PEG REVENUES ARE GOOD. AGAIN I MENTIONED TO YOU A COUPLE YEARS AGO WE WERE GOING TO BE SEEING A START OF REDUCTION AND THE PEG REVENUES. UNFORTUNATELY MY PREDICTION IS ON TARGET. IF YOU LOOK AT THE CHART ON THE REPORT YOU WILL SEE IT IS DOWN BUT THERE IS STILL MONEY COMING IN. IT IS GOING AWAY.

THE REASON IT IS GOING AWAY IS CABLE TELEVISION AND ITS OLD FORM DIGITAL AND ANALOG IS NO LONGER GOING TO BE IN EXISTENCE. ALL OF US CONSUMERS INCLUDING OUR CITY PEOPLE ALL HAVE TO GET WITH THE BANDWAGON AND REALIZE WE WILL STREAM OUR CHANNEL ON OUR VARIOUS STREAMING PLATFORMS. WHICH WE DO HAVE.

WE ARE STARTING TO GET INCREASED VIEWERSHIP BY WAY OF THOSE ROKU AND APPLE TV AND THOSE KINDS OF DEVICES.

OF COURSE WE ALSO HAVE A STRAIGHT STREAM COMING RIGHT OUT OF HERE OFF THE WEBSITE. THERE ARE WAYS TO SEE IT NO MATTER WHERE YOU ARE AND THE WORLD.

IT IS A GOOD WAY FOR OUR CITIZENS TO CONTINUE TO LOOK AT

THAT. >> MR. LONG DO YOU HAVE THOSE

NUMBERS IN FRONT OF YOU? >> I DO.

>> DID YOU READ THOSE STARTING WITH 2020 FOR THE PUBLIC WHO HEARS YOU MENTION THEM BUT THEY CAN'T SEE THEM.

>> 2020 WAS 1,000,003 AND $48,272.

AND $0.94 21 AND DROPPED A LITTLE TOO, OR THAT A LITTLE SIMMER 33. 733,717 AND $0.80 22 AND DROP TO 600 70,006 5835. AND THEN THIS YEAR SO FAR IT IS

5,180 35 CENTS. >> THANK YOU DO YOU SEE THAT

LEVELING OFF OR CONTINUING? >> I SEE IT CONTINUING TO ROP.

BECAUSE THAT TECHNOLOGY IS GOING AWAY.

Y I DIGRESS A LITTLE BIT. WE JUST DON'T HAVE ANY MECHANISM TO CAPTURE THAT ONCE HE GOES OFF THE MAYBE THAT IS SOMETHING THAT IS TO BE LOOKED. I KNOW THE ALLIANCE FOR COMMUNITY Y MEDIA MAY BE A POTENTIAL FOR R THAT.

RIGHT NOW IT IS GOING AWAY. >> THANK YOU.

IN MY REPORT I GAVE YOU SOME UPDATES ON THE VARIOUS OF THE THREE TELECOMMUNICATIONS PROVIDERS IN OUR CITY.

ONE OF VERY W CITIES THAT HAVE THREE ACTUALLY RESENT IN THE SAME GEOGRAPHIC AREA. WITH REGARD TO CHARTER AND METRONET THEY ARE PRESENT AND ROVIDING CABLE SERVICES PRESENTLY. ON OUR CABLE CHANNEL.

IN ADDITION TO THE STREAMING EL.

[00:15:01]

THEY DO PROVIDE, WITH THE EXCEPTION OF THE CABLE CHANNEL, FULL HIGH DEFINITION ROADCASTING.

IN TERMS OF CHARTER SPECTRUM IT IS NOT FULLY HIGH DEATH ON THE CABLE. BUT IT IS ON THE TREAMING.

COMCAST HOUGH DOES NOT PROVIDE PROGRAMMING IN THE CITY.

BUT THEY SENT ME INFORMATION THAT THEY WERE COMPLETELY COVERING THE CITY OF CARMEL. I WENT BACK AND I SAID REALLY CANNOT ARE WE CARRYING THING? THE POINT THEY ARE THERE BUT THEY ACTUALLY HAVEN'T STARTED DROPPING SERVICE TO OUR RESIDENTS. IT IS STRICTLY A PASS-THROUGH CARMEL AT THIS POINT. THE PRODUCTION IS THEY WILL BE ABLE TO START HOOKING UP INTERNET CONNECTIVITY IN OUR CITY NEXT YEAR. IN CLOSING IT HAS BEEN AN HONOR TO SERVE YOU ALL FOR ALL THESE MANY YEARS.

I STARTED OUT SERVICE FOR THIS CITY IS A POLICE COMMISSIONER IN 1980. MY TERMS WILL START LAPSING THIS NEXT YEAR. WITH OUR NEW MIRRORS WHOEVER THAT IS, HE OR SHE IT HAS BEEN A ASURE.

I'M MORE THAN WILLING TO O HELP EITHER ONE WHO GETS IT.

I'M COMMITTED TO THE CITY AND IT HAS BEEN AN HONOR.

I WANT TO THANK YOU VERY MUCH. BEFORE I FORGET THERE IS A POINT OF PERSONAL PRIDE I LIKE TO INSERT IN THIS PRESENTATION.

THAT SOME PEOPLE MAY NOT KNOW. BUT THE CITY OF CARMEL HAS WON A HUGE NUMBER OF AWARDS AS YOU KNOW OVER THE YEARS.

WE HAVE CONTINUED TO WIN A BUNCH OF THEM.

ON BEHALF OF THE CITY. I WOULD LIKE TO PRESENT TO YOU A HANDOUT AND I WILL GIVE JACOB ONE SO THERE'S ONE IN THE RECORD OF A LIST OF ALL THE AWARDS THAT WE HAVE RECEIVED THIS YEAR. WE HAVE ONE TO NATIONAL ARDS, ONE BEING THE E BEST GOVERNMENT CHANNEL IN THE COUNTRY.

IN THE SECOND ONE WAS THE BEST WINTER GAMES PRODUCTION.

THAT WON A NATIONAL AWARD. THAT IS OVER A LOT OF PEG ACCESS STATIONS THAT HAVE COMPETED.

I MEAN A LOT. WE ARE GLAD TO LET YOU KNOW THAT. AND ALSO AT THE END OF THE MONTH IT JUST SO HAPPENS THE SAME WEEK IN ALABAMA HAS THEIR HOMECOMING AND I WON'T BE THERE BUT WE ARE HAVING FOLLOW AWARDS IN MICHIGAN. WE ARE ALREADY WINNERS OF QUITE A FEW. WE ARE UP AND IT WON'T BE ANNOUNCED UNTIL THAT PARTICULAR MEETING THAT WE ARE UP FOR EXCELLENCE IN DIRECTING AND EXCELLENCE IN EDITING TO BEST OF SHOW THREE AND GEORGE STONEY AWARD.

WE ONLY ONE THAT WANTS. THAT IS A BIG ONE.

AND THE HOLOCAUST CEREMONY IS >> QUIT IT REPORT.

ARE THERE ANY QUESTIONS FROM THE COUNCIL?

COUNSILOR AASEN? >> NOW THAT THE BIDS WERE HIGHER THAN EXPECTED ON THE TOWER, IS THE HEIGHT CHANGED WHEN IT WAS ORIGINALLY OR WHAT KIND OF HEIGHT ARE WE LOOKING AT? FOR THE TOWER WHEN THE BIDS

CAME IN? >> IT IS THE SAME HEIGHT SPECIFIED IN THE BID DOCUMENTS I DON'T HAVE THE EXACT NUMBER.

I SERVE AS CHAIR OF THE BOARD AND NUMBERS ARE SO FAR OFF.

WINSTON IS OPTIMISTIC AND I DOUBT WHETHER WITH THE LEASES THE COMPANY IS WILLING TO SIGN WHETHER THIS WILL BE A POSSIBILITY IN THE FUTURE. YOU CAN ONLY PUT SO MANY SIGNALS ON IT BECAUSE EQUIPMENT IS HEAVY.

YOU CAN ADD MORE TO MAKE UP THE PAYMENTS AND THE GAP BETWEEN THE LEASE REVENUE AND THE COST TO AMORTIZE THE DEBT.

WITHOUT MAKING THIS TOWER STRONGER.

THE COST GOES UP AGAIN SO I'M NOT OPTIMISTIC AT ALL THAT THIS WILL BE AN ISSUE. I DON'T THINK IT WILL TAKE

[00:20:02]

PLACE LOOKS IS ANOTHER SOLUTION, I KNOW THEY TALKED ABOUT UPGRADING EXISTING TOWERS OR ¦

>> FOR YEARS I COULD NOT GET A SIGNAL FROM THE HOUSE.

THERE HAVE BEEN FIVE SMALL TOWERS AT ABOUT 126 STREET AND THE GENERAL AREA. THAT'S MADE INCREMENTALLY BETTER SO IT'S POSSIBLE TO GET A SIGNAL MOST OF THE TIME.

THINK THAT'S PROBABLY THE SOLUTION GIVEN WE CAN MAKE THE

NUMBERS WORK ON THE TOWER. >> THANK YOU FOR YOUR WORK.

>> EVEN AT HIS HOUSE EVEN AT MY HOUSE.

TO FOLLOW UP WITH HAT THOSE MICROCELL TOWERS THE MAYOR IS REFERRING TO ARE THERE. BUT TO MY DISARRAY DOME DISMAY THERE'S ONLY ONE ON THE CELL TOWERS.

THAT IS TO THEIR . NATELY IT IS NOT OMETHING THAT ALL OF US AND BY THE WAY T-MOBILE IS NOT ON EVEN SLATED FOR THE BIG TOWERS. WE'VE GOT T-MOBILE PROBLEMS AND

OTHER CARRIER PROBLEMS. >> IF I CAN BRIEFLY EXPLAIN WHAT THE CITY DID WE DESIGN THE TOWER.

WE MADE ALL THE VARIOUS CELL CARRIERS S AWARE PICK UP EQUIPMENT ON THE TOWER FOR A SET PRICE.

THE REVENUE FROM THE LEASES THEY ARE WILLING TO PAY IS NOT ENOUGH TO PAY THE DEBT SERVICE ON THE TOWER PERIOD.

I DO ANTICIPATE IT TAKING PLACE.

THE GAP IS S SUCH THAT THEY CAN INCREASE EACH A LITTLE BIT TO MAKE IT WORK. IT'S A SUBSTANTIAL GAP CAN AT LEAST AS FAR AS THIS DEMONSTRATION IS CONCERNED I DON'T ANTICIPATE THE TOWER BEING T.

>> OKAY I APPRECIATE IT. THANK YOU FOR YOUR ERVICE

[12. OLD BUSINESS]

DOCTOR LONG. I APPRECIATE IT.

I WILL KEEP MOVING. WE WILL MOVE ON TO OLD BUSINESS THIS WILL BE THE THIRD READING OF ORDINANCE SEE.

THIRD READING OF ORDINANCE Z-683-23; AN ORDINANCE OF THE

[13. PUBLIC HEARINGS]

COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, ESTABLISHING THE CONNER PRAIRIE INNOVATION DISTRICT PLANNED UNIT DEVELOPMENT DISTRICT; SPONSOR: COUNCILOR AASEN. REMAINS IN THE LAND USE AND SPECIAL STUDIES COMMITTEE (10/16/23 MEETING DATE). WE WILL MOVE ON TO ITEM 13 WHICH IS PUBLIC HEARINGS FIRST READING OF ORDINANCE D-2678-23; AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, ESTABLISHING THE APPROPRIATIONS FOR THE 2024 BUDGET; SPONSOR: COUNCILOR WORRELL. COULD I HAVE A MOTION?

>> SECOND. THIS IMPROPERLY MOVED AND INTRODUCED. COULD YOU READ THE SYNOPSIS FOR ME COUNSILOR GREEN? FIRST READING SYNOPSIS: ESTABLISHES 2024 APPROPRIATIONS OR THE CITY OF CARMEL.

>> THANK YOU I BELIEVE THE MAYOR IS GOING TO KICK THIS OFF WITH HER PRESENTATION ON THE 2024 BUDGET.

>> THANK YOU MR. PRESIDENT. COUNSEL.

BETWEEN 24 BUDGET IS ONE WHICH THIS COUNSEL AND ADMINISTRATION IS RESPONSIBILITY OF PRESENTING AND DISCUSSING WHAT WILL BE ADMINISTERED BY A NEW MAYOR. AND A NEW CITY COUNCIL.

AS A RESULT I HAVE NOT PLACED NEW INITIATIVES IN THIS BUDGET.

WE'VE LEFT EVERYTHING THE SAME. WE HAVE SUGGESTED IN ACCORDANCE WITH OUR TIME TRACKS WITH THE FIRE UNION AND POLICE LODGE COST-OF-LIVING ADJUSTMENT OF THREE PERCENT.

THAT IS REALLY THE ONLY CHANGES.

THE BUDGET IS FULLY REFUNDABLE FROM THE CITIES RESERVES.

AND ANTICIPATED TAXES. I WAS THINKING BACK ABOUT 1995 THE ELECTION HAD BEEN DECIDED IN THE PRIMARY AND THERE WAS NO GENERAL ELECTION. I WAS SITTING IN THIS ROOM.

THIS WEEK PROBABLY 1995 AND WATCHED THE CITY COUNCIL CUT THE BUDGET BY 40 PERCENT. WE HAD TO MAKE A SPECIAL APPEAL TO THE STATE OF INDIANA TO GRANT STATE BUDGET FOR UNELECTED COUNCILMEMBERS THAT WERE ABOUT TO TAKE OFFICE.

[00:25:04]

THEY WENT ALONG WITH US. I CERTAINLY WANT TO MAKE SURE THAT WHAT WE DO FOR THE INCOMING ADMINISTRATION IS PROFESSIONAL AND THE FUNDS ARE AVAILABLE.

FOR THE NEXT MAYOR TO PROPERLY OPERATE THE CITY AND MOVE THE CITY AHEAD. I THINK OUR EFFORTS AND PRIORITIES AS COUNSEL MADE OVER THE YEARS HAVE PAID OFF.

IN EVIDENCE TODAY WHEN THE WALDHEIM ORGANIZATION LOOK AT OVER 1000 SMALL CITIES IN THE UNITED STATES AND RANKED THEM AND WE WERE NUMBER FIVE, FOUR, THREE OR TWO BUT WE WERE NUMBER ONE IN THE ENTIRE UNITED STATES.

I THINK THAT SPEAKS WELL FOR EVERYTHING, ALL THE PUBLIC AND PRIVATE ENTITIES AND CARMEL WHO'VE DONE TO MAKE THE CITY ONE OF THE BEST PLACES ANYWHERE.

I THINK THIS BUDGET REFLECTS CONTINUING EXCELLENCE AND GOOD EFFICIENT CITY SERVICES. I'M HAPPY TO ANSWER ANY

QUESTIONS. >> WHY DON'T WE MAYOR, YOU ARE LOOKING AT $137 MILLION BUDGET FOR TRANSPARENCY.

>> MR. PRESIDENT UTILITIES ARE ADDITIONAL AND PRESENTED IN THE SAME TIMEFRAME OR REQUIRED APPROVAL BY THE STATE OF INDIANA THEY WILL BE SUBMITTED IN NOVEMBER.

>> THANK YOU I MIGHT MENTION FOR THE PUBLIC THAT WE WENT THROUGH BUDGET WORKSHOPS, EACH DEPARTMENT REPORTED, EACH COUNSELOR WAS INVOLVED IN DEPARTMENT MEETINGS TO REVIEW BUDGETS AND THEN WE CAME TOGETHER AS A BODY AND WE HAD TWO DAYS WORTH OF WORKSHOPS WHERE EACH DEPARTMENT WENT THROUGH LINE ITEMS. THERE'S BEEN ADDITIONAL WORK SUBMITTED. TO COUNSEL WITH ANSWERING QUESTIONS ETC.. WE WILL TAKE THIS NEXT MONTH IN ORDER TO DIG INTO THE BUDGET THAT THE MAYOR IS PROPOSING.

BASED ON REVENUE. BEFORE I OPEN IT UP TO THE PUBLIC HEARING I'M GOING TO SEE IF ANY COUNSELORS HAVE ANY QUESTIONS. COUNSELOR HANAN?

>> MAYOR JAMES BRAINARD THANK YOU.

IT MAKES A LOT OF SENSE AND I APPRECIATE YOU KEEPING THIS RELATIVELY STABLE. NOT KNOWING WHAT THE NEW MAYOR AND COUNCIL WILL BE DOING SO THAT MAKES A LOT OF SENSE.

HAVE WE CALCULATED A TAX RATE YET AND HOW DOES THAT COMPARE TO WHAT WE APPROVED LAST YEAR BASED UPON THE PROPOSED BUDGET?

>> I'M PROPOSING A TAX CAP RESOLUTION.

WITH THE SAME RATE AS LAST YEAR.

WITH SEVERAL EXCEPTIONS BASED ON PENDINGLITIGATION WITH NEIGHBORING COMMUNITY. SO THERE IS SAFETY IF REQUIRED.

>> NO OTHER QUESTIONS FROM COUNSEL? IS THERE ANYONE HEAR WHO WISHES TO SPEAK FOR OR AGAINST OR ABOUT I SHOULD SAY THE BUDGET GIMMICK IF YOU WOULD MAKE YOUR WAY TO THE PHONE WHERE THE MAYOR IS STANDING AND I WILL CALL THE PUBLIC HEARING N AT 6:26 PM.

PLEASE MAKE YOUR WAY THAT WAY. DID YOU WANT TO SPEAK? IT IS TOTALLY UP TO YOU BUT YOU JUST WOULD COME RIGHT OVER HERE AND IT'S VERY EASY. IT IS ONLY IF YOU WANT TO.

YOU LOOK LIKE YOU WANTED TO. WE WILL JUST MAKE SURE.

>> AND CYNTHIA AND HAVE LIVED HERE 34 YEARS AND I APPRECIATE THE CITY I FEEL VERY SAFE AND I'M PROUD ITS NUMBER .

I THOUGHT I READ SOMEWHERE THAT POLICE E DEPARTMENT AND I ADMIRE THEM AND I'M IN THE POLICE CITIZENS ACADEMY CURRENTLY WAS ASKING FOR A NINE PERCENT INCREASE.

I HEARD THREE PERCENT SO I WOULD LIKE TO KNOW IF I READ

SOMETHING INCORRECTLY. >> THANK YOU FOR THE COMMENT.

I'M SORRY. >> I THOUGHT I READ SOMEWHERE AND I CAN REMEMBER RECENTLY THAT THE POLICE DEPARTMENT AND AS I SAID ADMIRE THEM ARE ASKING FOR A NINE PERCENT RAISE. IS THAT NOT THE FACT?

I HEARD THREE PERCENT. >> ALL CITY EMPLOYEES AND MY PROPOSED BUDGET ALL CITY EMPLOYEES WOULD RECEIVE IF PASSED BY THE COUNCIL WOULD RECEIVE A THREE PERCENT COST-OF-LIVING ADJUSTMENT BASED ON INFLATION FOR THE LAST 12 MONTHS OF UNDER THREE PERCENT A YEAR AGO IT WAS VERY DIFFERENT

[00:30:04]

IN ADDITION TO THAT THE POLICE AS WELL AS OTHER CITY EMPLOYEES RECEIVE A LONGEVITY BONUS FOR HOW MANY EARS.

THEY GET MORE THEIR RETIREMENT INCREASES FOR THE FIRST FIVE YEARS AND HITS THE MAXIMUM PEAK.

THE STATE PENSION I BELIEVE IS VESTED AFTER 10 YEARS WITH THE POLICE DEPARTMENT AND THAT'S THE BENEFIT AS WELL.

THERE IS ALSO WHAT WE CALL STEP AND GRADE INCREASES TOO WHICH ARE BASED ON JEOPARDY AND TRAINING AND EXACTLY WHAT THEY ARE DOING WITHIN THEIR DEPARTMENT WHICH APPLIES TO ALL

EMPLOYEES. >> THANK YOU.

>> THANK YOU I'M GLAD YOU SPOKE.

THANK YOU VERY MUCH IS THERE ANYONE ELSE WHO WISHES TO ADDRESS THE COUNCIL REGARDING THE BUDGET? I'M SEEN NONE. I'M GOING TO CLOSE THE PUBLIC EARING AT 6:29 PM. THIS WILL REMAIN WITH THE BODY

IS ANYONE THAT WISHES?

>> I WOULD JUST AT THE POINT OF QUESTION.

AT THE NEXT COUNCIL MEETING WE WOULD BE A COMMITTEE AS A WHOLE TO DISCUSS THESE BUDGETARY ISSUES?

THANK YOU. >> EVERYBODY SHOULD HAVE HAD A CHANCE TO REVIEW THESE. THE PROPOSED.

I DON'T KNOW IF THE CLERK WOULD LIKE TO MAKE ANY KIND OF PRESENTATION? DOES ANYONE HAVE ANY QUESTIONS ABOUT IT? OKAY.

IT IS VERY STRAIGHTFORWARD FOR ANYONE THAT MIGHT BE WATCHING.

>> MR. PRESIDENT? I SHOULD HAVE ADDED EACH DEPARTMENT PRESENTED THE SAME THREE PERCENT TOTAL ADJUSTMENTS. THE CIVILIAN AND UNIFORMED OFFICERS RECEIVED. EVEN THOUGH THE STATE LAW REQUIRES US TO DO THIS IN A SERIES OF DIFFERENT ORDINANCES THE RESULT IS THE SAME FOR EACH ONE.

>> CORRECT AND WE DID HANDLE ALL EMPLOYEE ISSUES ALSO, THE PAY I SHOULD SAY IN THE WORKSHOPS AS WELL.

I JUST WANT TO MAKE SURE WE ARE GETTING INFORMATION WE NEED TO.

SO SAYING NO INFORMATION I WILL MOVE ON TO FIRST READING OF ORDINANCE D-2680-23; AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, FIXING SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CARMEL CITY COURT FOR THE YEAR 2024; SPONSOR(S): COUNCILOR(S)
