[1. CALL TO ORDER] [00:00:08] TO WELCOME ALL OF OUR GUESTS AND FRIENDS TO THIS FIRST MEETING OF THE COUNCIL FOR 2024. I OFFICIALLY CALL TO [2. AGENDA APPROVAL] ORDER. DO I HAVE A MOTION TO APPROVE OUR AGENDA? BEFORE I MOVED TO THAT I WOULD LIKE TO SAY I'M GOING TO REORDER THE AGENDA AS I DID IN 2020. WE ARE GOING TO MOVE ITEM 15 -- LET'S SEE. WE ARE GOING TO MOVE 14 -- EXCUSE ME. THE ELECTION OF OFFICERS WE WILL NOW MAKE THAT THE NEW NUMBER 8. DO I HAVE A MOTION TO APPROVE THAT? >> SECOND. >> ARE WE DOING VOICE? WE WILL DO VOICE? OKAY. GO AHEAD AND PLEASE VOTE. OKAY. THAT MOTION CARRIES. OUR AGENDA IS REORDERED. PER OUR RULES THAT HAPPENS IN NEW BUSINESS. ITEM THREE -- 31. HE WOULD MAKE A MOTION UNDER NEW BUSINESS WHEN WE COMPLETE THAT AND THEN THE COUNCIL TAKES A VOTE ON THAT, TAKES TWO THIRDS TO ADD IT ON. IF YOU'D LIKE ME TO CITED I CAN READ IT. [3. INVOCATION] IT WOULD BE UNDER NEW BUSINESS FOR ADD-ONS. ALL RIGHT. PASTOR SHELBY. >> HAPPY NEW YEAR TO THE NEW COUNSEL AND THOSE THAT HAVE THIS PRIVILEGE TO ASK BLESSINGS FOR THIS MOMENT. I ASK WE ALL BOW OUR HEADS AND CLOSE HER EYES. GRACIOUS CREATOR AS WE GATHER IN THIS JUNCTURE OF A NEW BEGINNING AND TRANSITION WITH OUR CITY ADMINISTRATION AND COUNSEL. WE HUMBLY COME BEFORE YOU SEEKING YOUR GUIDANCE AND BLESSINGS. GUIDED BY WISDOM FOR THE BENEFIT OF ALL CARMEL. GIVE KNOWLEDGE TO ALL DELIBERATIONS FOR THE GOOD OF ALL AND PURSUIT OF A BETTER CARMEL. UPHOLD THE TRUTHS AND VALUES THAT TRANSCEND ALL DIVISION , LET INTEGRITY BE THE GUIDING LIGHT. ENSURE ALL ACTIONS ALIGNED WITH PRINCIPLES OF YOUR WORD. THE INDIVIDUAL PLANS REMAIN FLEXIBLE BY YOUR WISDOM AND PURPOSE. LET NO VOICE GO UNHEARD. AS NEW MEMBERS JOIN THE COUNCIL BESTOW UPON THEM UNDERSTANDING AND EMPATHY. GUIDE THEIR DECISIONS BY INTEGRITY AND INCLUSIVE EDDIE, ONLINE RELATIONSHIP WITH EACH OTHER AS A COMMUNITY. FOSTER UNITY AND PROGRESS WITHIN CARMEL. WE COME BEFORE YOU ALL DISCUSSIONS AND ACTIONS. MAY OUR ACTIONS REFLECT RESPECT AND COLLABORATION AND VALUES WE HOLD DEAR. MAY THE ACTIONS BE A TESTAMENT TO YOUR TEACHINGS, NURTURING AN ENVIRONMENT OF RESPECT AND COLLABORATION. ILLUMINATE YOUR PATH WITH WISDOM AS WE EMBARK UPON THIS NEW JOURNEY. STRIVE TO SERVE WITH DEDICATION AND PURPOSE. AMEN. >> THANK YOU. IF EVERYONE [4. PLEDGE OF ALLEGIANCE] COULD PLEASE RISE FOR THE PLEDGE OF ALLEGIANCE. WILL YOU PLEASE LEAD US? >> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. >> THANK YOU. RIGHT NOW, IT'S [5. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS] TIME ON THE AGENDA TO RECOGNIZE CITY EMPLOYEES AND OUTSTANDING CITIZENS. TONIGHT, WE HAVE A SPECIAL SWEARING-IN ITEM BY CHIEF BARLOW TO THE PODIUM . >> GOOD EVENING. I'M PROUD TO SAY WE HAVE A HONORARY SWEARING-IN WITH OUR NEWEST MEMBER OF OUR TEAM. MACY. CAN YOU BRING MACY? MACY IS THE NEWEST MEMBER OF OUR CRISIS INTERVENTION UNIT. SHE'S A THERAPY DOG. MACY JUST TURNED ONE YEARS OLD LAST NOVEMBER SO SHE'S THE YOUNGEST IN THE DEPARTMENT NOW. SHE ENTERED HER TRAINING AT EIGHT WEEKS OLD. LAST NOVEMBER SHE BECAME PART OF THE TEAM. WOULD YOU LIKE TO DO THE HONORS? [00:05:04] [6. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL] HONOR. THANK YOU FOR BEING HERE, MACY. NOW IT'S TIME TO RECOGNIZE PEOPLE WHO WISH TO ADDRESS THE COUNCIL. I WILL MAKE ONE STATEMENT, THERE ARE MULTIPLE CARDS HERE OF PEOPLE THAT WOULD LIKE TO SPEAK TO ITEM 12 A ON THE AGENDA. IF IT IS LIFTED FROM THE TABLE I WILL BE ASKING FOR THAT ITEM TO BE WITHDRAWN. IT WILL NOT GO FORWARD. YOU ARE STILL INVITED TO SPEAK WE JUST WANT TO LET YOU KNOW I AM GOING TO WITHDRAW THAT. FIRST UP, IF YOU CHOOSE TO SPEAK. NANCY TILLMAN. I'M A RESIDENT OF HUNTERS GLEN CONDOMINIUMS . I WANT TO ADDRESS A CONCERN REGARDING THE GRAMERCY MARKETPLACE DEVELOPMENT PROPOSAL. LIVING IN HUNTERS GLEN WAS A DREAM FOR ME NOW THAT I HAVE RETIRED AND LIVE ON A FIXED INCOME. THIS SMALL, SAFE ENCLAVE PROVIDES ME EASY ACCESS TO EVERYTHING I NEED. INDIANA'S POPULATION IS RAPIDLY AGING. THE 2022 CARMEL CENSUS INDICATES APPROXIMATELY 15% OF OUR RESIDENTS ARE OVER 65. THE STATE OF AGING REPORT FOR CENTRAL INDIANA SAYS MORE THAN 20,000 PEOPLE TURN 60 EACH YEAR. A FREQUENT TOPIC RAISED AT LAST YEAR'S MAYORAL TOWN HALLS WAS THE LACK OF OPTIONS AVAILABLE TO CARMEL SENIORS AS THEY PREPARE TO DOWNSIZE AND LOOK FOR SMALLER HOUSING. MANY WILL WANT TO STAY IN THIS COMMUNITY. THEY ARE NOT READY FOR NURSING HOMES, NOT READY FOR ASSISTED LIVING, THEY JUST WANT SMALLER PROPERTIES THAT ARE EASIER TO CARE FOR. HOW MANY OF THE NEW HOUSING DEVELOPMENTS GOING UP IN THIS AREA ARE SENIOR SPECIFIC? ABSOLUTELY NONE. IF SENIORS WANT TO DOWNSIZE IN CARMEL THEY MAY BE FORCED TO RENT RATHER THAN PURCHASE A HOME. DID YOU KNOW THE AVERAGE SOCIAL SECURITY PAYMENT IN INDIANA -- I COULDN'T FIND CARMEL SPECIFIC -- IS $18.86 A MONTH? DID YOU KNOW THE AVERAGE APARTMENT RENT IN CARMEL IS $2300 A MONTH ? THE SMALLEST STUDIO AT THE NEW CARMEL VIEWS BUILT BY BUCKINGHAM RUNS 1215 A MONTH. WITHOUT THE ADDITION OF SIGNIFICANT RETIREMENT SAVINGS , THAT SOCIAL SECURITY PAYMENT ISN'T GOING TO GO FAR IN THIS COMMUNITY. SENIORS CONTRIBUTE GREATLY TO CARMEL BY SHOPPING, PLAYING, VOTING AND PAYING TAXES. DON'T THEY DESERVE AGE FRIENDLY HOUSING TO MAKE SURE THEY CAN CONTINUE CONTRIBUTING TO THIS COMMUNITY AND HAVE THE BEST QUALITY OF LIFE AVAILABLE? I URGE THE CITY COUNCIL TO TAKE THIS OPPORTUNITY TO ACKNOWLEDGE CONTRIBUTIONS MADE BY CARMEL SENIORS AND ADDRESS THE SERIOUS HOUSING CRISIS OUR SENIORS ARE BEGINNING TO FACE. THANK YOU. >> THANK YOU FOR SPEAKING. NEXT UP IS VICKI. SPEAKING ON BEHALF OF HUNTERS GLEN. I'M ALSO A RESIDENT THERE. I WANTED TO PRESENT SOME WAYS IN WHICH WE EXPECT [00:10:05] TO MITIGATE SOME OF THE ENVIRONMENTAL ADVERSE EFFECTS THAT THIS TYPE OF LARGE HOUSING PROJECT WOULD HAVE ON OUR NEIGHBORHOOD. THIS PROJECT SHOULD HAVE ABOUT 650 -- 650 CAR PARKING GARAGE THAT WOULD PERMANENTLY ADD THOUSANDS OF CARS TO AN ARGUABLY HIGH TRAFFIC AREA WHICH IS CARMEL DRIVE. THAT IS ONE OF OUR BIGGEST CONCERNS IN TERMS OF AIR AND NOISE POLLUTION AND FURTHER, LOCATING THE ENTRY AND EXIT TO OUR NEIGHBORHOOD WHETHER IT BE BY FOOT OR CAR. IT'S ALREADY PRETTY HARD. AS THE DEVELOPMENT STRETCHES INTO THE GRAMERCY AND OTHER AREAS WE WANT TO MAKE SURE OUR MATURE TREES IN THE NEIGHBORHOOD ARE KEPT INTACT AS THEY ABSORB CO2 AND THEY INTERCEPT SOUND. EXCUSE ME. THERE WAS A DIVERSE SELECTION OF WILDLIFE THAT WOULD BE DISPLACED SHOULD THE TREES BE CUT DOWN TO MAKE WAY FOR ROADS AND HOMES. IN ORDER TO MAXIMIZE OUR PROPERTY VALUES AND INJURE A GOOD QUALITY OF LIFE FOR OUR RESIDENTS, WE WOULD REQUEST THE FOLLOWING. IN ADDITION TO LEAVING OUR SURROUNDINGS A NATURAL HABITAT INTACT WE WOULD LIKE AN ADEQUATE SEPARATION BETWEEN ANY PROPOSED COMPLEX PROBABLY IN THE FORM OF TREES . ALSO WE WOULD LIKE AMPLE GREEN SPACE AND TREES INTEGRATED INTO ANY NEW COMPLEX . WE WOULD ALSO LIKE SOLAR PANELS INCORPORATED INTO BUILDINGS AND OTHER ENVIRONMENTS FOR SUSTAINABLE PRACTICES SUCH AS ELECTRIFICATION OR STORMWATER COLLECTION SYSTEMS TO BE CONSIDERED. KEEPING CARMEL A LEADER IN INNOVATION AND REDUCING THE STRAIN ON SERVICES AND RESOURCES WE ALREADY USE IN OUR COMMUNITY. WE WOULD WANT AN IMPROVED SAFE PEDESTRIAN AND CYCLIST SYSTEM TO AND FROM ANY PROJECT ESPECIALLY ON CARMEL DRIVE. ULTIMATELY, WE JUST KIND OF WANT OUR COMMUNITY TO REMAIN PEACEFUL AND WE KIND OF WANT A BREAK FROM THE CONSTRUCTION IN CARMEL . IN SUMMARY, CARMEL HAS BEEN RECOGNIZED AS A GREEN COMMUNITY BY THE ASSOCIATION OF CITIES AND TOWNS. THE CURRENTLY PROPOSED DEVELOPMENT DOESN'T ALIGN WITH THE CITY'S GOALS TO BE THE GREENEST AND HEALTHIEST AND MOST WALKABLE. >> THANK YOU. NEXT UP IS BECKY VILLAREAL . NAME CORRECTLY. GREAT JOB. MY NAME IS BECKY VILLAREAL. I'M A RESIDENT AT HUNTERS GLEN AND I BOUGHT MY UNIT IN MY MID-20S AND I'VE LIVED THERE FOR ALMOST 20 YEARS. I'VE SEEN THE AMAZING THINGS CARMEL CITY HAS DONE IN THE LAST 20 YEARS IN BUILDING THE INFRASTRUCTURE OF OUR COMMUNITY AND ALL THE BENEFITS I'VE HAD THERE AS A RESIDENT FOR ALMOST 20 YEARS. MY CONCERN WITH THE BUILDING IS THAT I FEEL AS AS RESIDENTS ARE GOING TO LACK ACCESS TO OUR HEALTHCARE. RIGHT NOW WHEN YOU GO TO THE EMERGENCY ROOM WE HAVE TO WAIT LONG HOURS IN ORDER TO BE SEEN AT TIMES BECAUSE OF THE OVERWHELMING NUMBER OF PEOPLE WITHIN THE EMERGENCY ROOM SYSTEM. AGAIN, THE ROADS RIGHT NOW -- THEY JUST BUILT THIS BEAUTIFUL CULVERS ACROSS FROM US AND WE ARE NOT ABLE TO WALK THERE TO GET ICE CREAM. WE LITERALLY HAVE TO DRIVE TO GET THERE BECAUSE WALKING ACROSS SUCH A STREET , EVEN THE LIGHT WON'T LAST THAT LONG ESPECIALLY IF YOU'RE WALKING WITH YOUR DOG. YOU'RE GOING TO GET HIT. IT'S LIKE PLAYING FROG OR TRYING TO CROSS THE STREET. THE OTHER CONCERN I HAVE IS OUR SCHOOLS . OUR SCHOOL SYSTEM. OUR SCHOOL TRANSPORTATION. I HAVE TWO STUDENTS IN OUR WONDERFUL CARMEL CITY SCHOOL SYSTEM AND UNFORTUNATELY ALMOST EVERY YEAR WE HAVE TO WAIT AT LEAST A WEEK OR SO BEFORE A BUS CAN BE SET UP FOR OUR COMMUNITY DUE TO THE ABUNDANCE. THERE IS A LACK OF BUS DRIVERS , THEREFORE WE HAVE TO EITHER PAY A NEIGHBOR DAILY TO PICK UP AND DROP OFF OR MY HUSBAND AND I HAVE TO TAKE TIME OFF TO TAKE OUR KIDS TO OUR SCHOOLS. OUR CONCERN IS IF THE CITY IS READY TO BUILD THESE BUILDINGS, DO WE HAVE ENOUGH BUS DRIVERS TO GET OUR KIDS TO SCHOOL? ARE THE SCHOOL BUILDINGS LARGE ENOUGH TO HOLD THE STUDENTS AT ONCE? LET'S NOT FORGET THE TEACHER SHORTAGE. I WANT TO MAKE SURE OUR COMMUNITY HAS CHILDREN THERE THAT ARE ABLE TO CONTINUE WITH A WONDERFUL EDUCATION THAT CARMEL [00:15:02] HAS. IT'S ONE OF THE TOP PUBLIC SCHOOL SYSTEMS IN THE COUNTRY. THE OTHER CONCERN IS THE PHARMACIES. RIGHT NOW, WE ARE LUCKY TO HAVE TWO 24-HOUR PHARMACIES WE CAN USE IN OUR NEIGHBORHOOD. I FIND THAT MORE TIMES WE HAVE TO WAIT TO GET OUR PRESCRIPTIONS ARE MEDICATIONS DUE TO THE OVERWHELMING NUMBER OF PEOPLE USING OUR PHARMACIES. ONE OF OUR BIGGEST CONCERNS IS OUR BACKYARD FACES THE BUCKINGHAM . THE FENCE FACES OR THE DONUT SHOP IS AT. OUR POOL IS THERE. SO IS OUR CLUBHOUSE. WE WILL NO LONGER HAVE A NICE BACKYARD. OUR AMENITIES WILL NOT BE USED ANYMORE. THANK YOU. >> THANK YOU. BRUCE SCHEIER. >> I WANT TO TALK ABOUT TRAFFIC. A PROJECT OF THIS MAGNITUDE WILL REDUCE HUNDREDS OF THOUSANDS MORE CARS INTO THIS DISTRICT. I ALREADY LIVE ON A HIGHLY TRAFFICKED ROAD. THIS ALREADY CREATES ISSUES FOR SENIORS. COLLISIONS WILL INCREASE. YESTERDAY INVOLVED ACCIDENTS OR INJURIES WILL INCREASE. WOULD WE BE ABLE TO TURN LEFT OUT OF OUR COMMUNITY? EVEN IF A ROUNDABOUT IS INSTALLED. DOZENS PERHAPS HUNDREDS OF SCHOOL-AGED CHILDREN WILL BE WALKING ALONE TO A BUS STOP . CAN WE GUARANTEE HUNDREDS AND HUNDREDS MORE CARS IN THE NEIGHBORHOOD WILL NOT ENDANGER THEM? WITH THE CARS TRAVELING ON EAST CARMEL DRIVE AT THE SPEED OF BETWEEN 40 AND 55 MILES AN HOUR AND I DO WITH THIS EVERY DAY , WILL ANYONE TURNING OUT HUNTERS GLEN OR THE PROPOSED PROJECT BE ABLE TO ENTER THE ROADWAY SAFELY? THAT CORRELATES TO A SPEED OF BETWEEN 44 FEET PER SECOND AND 80 FEET PER SECOND. WITH A PROPOSED EXTENDED FIGURE IT ROUNDABOUT ON EAST CARMEL DRIVE IN FRONT OF THIS GRAMERCY MARKETPLACE PROJECT, CARS WILL EASILY BE ABLE TO EXCEED 30 MILE AN HOUR SPEED LIMIT. ENVIRONMENTAL NIGHTMARE TO OUR SENIORS. THUS, NOISE POLLUTION AND POTENTIAL TOXINS ARE FEW PROBLEMS WE WILL FACE FROM THIS MULTIYEAR CONSTRUCTION PROJECT. MANY OF US HAVE SERIOUS RESPIRATORY ILLNESSES. WHAT IS THE PLAN TO PROTECT US FROM CONSTANT EXPOSURE TO THESE THINGS RIVEN HARMFUL TO SENIORS? RESEARCH IN THE JOURNAL OF CLINICAL AND TRANSLATIONAL SCIENCE INCLUDED THAT SENIORS LIVING CLOSE TO LONG-TERM CONSTRUCTION SUFFER A RANGE OF NEGATIVE IMPACTS INCLUDING INCREASED ISOLATION AND PSYCHOSOCIAL HARMS. THE PROPERTY DEVELOPERS AND CONSTRUCTION COMPANY NEED TO FILE IMPACT STUDIES FOR AIR-QUALITY AND AIR POLLUTION . DURING DEMOLITION AND CONSTRUCTION, THEY NEED TO ADDRESS THE NOISE LEVELS PRODUCED ON THE CONSTRUCTION SITE. THEY NEED TO ADDRESS CONSTRUCTION SAFETY , WHICH IS CODE 29 CFR 1926 AND ADDRESS INDIANA SAFETY AND ENVIRONMENTAL CODES. ONE THING I WOULD LIKE TO NOTE IS THE PEOPLE DEVELOPING THIS , THE 2014 , RECEIVED A PENALTY VIOLATION FOR LIMITED HANDICAP ACCESS TO THE FACILITIES ON OLD MERIDIAN. THANK YOU FOR YOUR TIME. >> ALL RIGHT. JOEL DWYER , PLEASE. JOEL DWYER. I'M THE PRESIDENT OF THE HUNTERS GLEN HOMEOWNERS ASSOCIATION. I WOULD LIKE TO THANK THE COUNCIL FOR THE OPPORTUNITY FOR ALL OF US TO PRESENT OUR CONCERNS THIS EVENING. AS THE OTHER PRESENTERS HAVE SUMMARIZED, WE HAVE MANY CONCERNS REGARDING THE PROPOSED GRAMERCY MARKETPLACE DEVELOPMENT PROJECT ON EAST CARMEL DRIVE. HUNTERS GLEN IS AN ESTABLISHED COMMUNITY IMMEDIATELY ADJACENT TO THE WEST OF THE PROPOSED DEVELOPMENT . OUR CONDOMINIUM COMMUNITY WAS ESTABLISHED IN 1979 AND IS PRIMARILY COMPOSED OF SENIOR CITIZENS. WE BELIEVE THE QUALITY OF LIFE AND OUR [00:20:02] NEIGHBORHOOD IS AT STAKE HERE. PEOPLE SEEK TO LIVE IN HUNTERS GLEN FOR A MYRIAD OF REASONS. WE ARE A SMALL, DUTIFUL, COZY, CHARMING COMMUNITY BUILT WITH LOTS OF TREES, LANDSCAPING, FLOWERS AND A LOT OF WONDERFUL NEIGHBORS. FIXED INCOME, SENIORS, WE HAVE AN ECLECTIC PICKS OF PEOPLE WHO CALL HUNTERS GLEN HOME. WE ARE VERY FORTUNATE TO BE THERE. WE BELIEVE THE PROPOSED DEVELOPMENT IS GOING TO DESTROY THE CHARACTER , VISUAL CONSISTENCY AND SETTINGS OF THE NEIGHBORHOOD. WE ARE NOT ANTI-DEVELOPMENT. WE ARE AGAINST THIS TYPE OF DEVELOPMENT. WE SUPPORT DEVELOPMENT THAT UNIFIES, IMPROVES AND INNOVATES. WE URGE CITY OFFICIALS TO PLEASE TAKE INTO CONSIDERATION NOT JUST ECONOMIC GROWTH, BUT HOW SUCH DECISIONS IMPACT ALL RESIDENTS LIVES. WE URGE THE COUNCIL TO CONTINUE TO MAKE CARMEL THE GREATEST, HEALTHIEST, MOST WALKABLE, LIKABLE AND IN MY CASE, ROLLABLE, PLACES TO LIVE. INSTEAD, WE URGE THEY FOCUS ON IMPROVING INFRASTRUCTURE AND ENSURING SUSTAINABLE GROWTH AND THAT BENEFITS ALL RESIDENTS OF CARMEL THAT MAKES IT ONE OF THE MOST CHERISHED PLACES TO LIVE AS WE CAN SEE BY THE NUMBER OF PEOPLE COMING TO OUR COMMUNITY EACH YEAR. THANK YOU FOR THIS OPPORTUNITY. >> THANK YOU. NEXT UP IS MIDORI . CLAIMANT JR. YEAH. YEAH. I EXTEND MY HEARTFELT CONGRATULATIONS TO ALL THE NEW GLEE ELECTED COUNCIL MEMBERS. CONGRATULATIONS. MAY THE NEW YEAR BRING PROSPERITY TO BOTH YOU AND OTHERS IN THE COMMUNITY. AGAIN, MY NAME IS JR. I'M A PROUD RESIDENT OF CARMEL. IT HAS BEEN HOME FOR THE LAST 23 YEARS . BOTH MY KIDS HAVE GONE THROUGH THE SYSTEM. A BEAUTIFUL CITY. TODAY, I WOULD LIKE TO TALK ABOUT AN ORGANIZATION CALLED AND SHARED DETAILS ABOUT OUR UPCOMING EVENT. IT IS CALLED YOGA FOR HEALTH AND HEALTH FOR HUMANITY. IN SHORT , THIS PROGRAM RUNS FROM GENERATE 13TH THROUGH JANUARY 28TH. IT IS A BIG PROGRAM. THINK OF IT AS A MARATHON FOR YOGA. COMING BACK TO THIS PROGRAM, IT IS A UNIQUE EVENT INVOLVING THE SEQUENCE OF YOGA POSTURES SYNCHRONIZED WITH THE PATTERN OF GREETING AND PAYING HOMAGE TO LIFE-SUSTAINING ENERGY OF SON. THAT IS WHAT THIS PROGRAM IS ALL ABOUT. THIS EVENT HAS BEEN A SOURCE OF INSPIRATION FOR MANY CONTRIBUTING TO PHYSICAL FITNESS, MENTAL WELL-BEING AS WELL AS A SENSE OF COMMUNITY. I KNOW SOME OF THAT IS HAPPENING ALREADY AND I THANK YOU FOR THAT. I JUST HOPE THAT I AM LOOKING FORWARD TO SOME REALLY POSITIVE AND GOOD CHANGES THIS YEAR. THANK YOU. [7. LAND-USE AND SPECIAL STUDIES COMMITTEE , COUNCILLOR SNYDER . ANYTHING YOU WANT TO SAY? >> WE HAVE NOT MET. WE WILL SEE WHAT GETS ADDED TO THE COMMITTEE AND SET MEETINGS ACCORDINGLY. >> MOVING ON TO ITEM 12, OTHER REPORTS. CARMEL REDEVELOPMENT COMMISSION. HENRY. CARMEL REDEVELOPMENT DIRECTOR. I WILL DISCUSS REDEVELOPMENT ACTIVITIES FOR THE PREVIOUS MONTH. CITY CENTER CONTINUES TO BE BUILT OUT. LOTS OF PROGRESS IS BEING MADE . VISITORS TO THE MARKET HAVE BEEN GETTING A FRONT SEAT VIEW TO THE CONSTRUCTION OF CITY CENTER EACH YEAR THEY VISIT. PROGRESS CONTINUES. ON THE PROSCENIUM , AS MENTIONED IN THE PREVIOUS MEETING THE FINAL PIECE OF THIS IS A TAVERN ON THE GREEN THAT IS GOING THROUGH ITS ADL S ARCHITECTURE APPROVALS RIGHT NOW. [00:35:01] HOPEFULLY THAT WILL START IN A FEW MONTHS. FIRST ON MAIN, IT'S ALMOST FINISHED. WE WILL SEE THE PLAZA BEING FINISHED HERE IN THE NEXT MONTH OR SO AND A MOMENT I'VE BEEN WAITING FOR ALONG WITH THE REST OF THE COMMUNITY IS THE RETURN OF THE ROTARY CLOCK TO THAT PLAZA IN THE CORNER. IT'S BEEN A FEW YEARS . IT'S BEEN SAFE IN STORAGE AND IT'S TIME TO PUT IT BACK. MAGNOLIA CONTINUES TO BE BUILT OUT. MUSE IS MAKING PROGRESS. SAME WITH THE SIGNATURE JUMPING OVER TO MAINSTREET NOW. MY LAUNCH HAS SOLD THE REST OF THEIR UNITS I BELIEVE SO THEY WILL BE WORKING ON THAT PUBLIC COURTYARD IN THE MIDDLE YOU CAN SEE. A FEW MORE MONTHS AND HOPEFULLY THAT PROJECT IS FINISHED. AS DISCUSSED IN PREVIOUS COUNCIL MEETINGS, THE SQUARE GARAGE IS NOW FINISHED AND THE COMMISSION IS WORKING WITH A DEVELOPER TO LINE THE UNFINISHED PORTION OF THE GARAGE WITH FOR-SALE CONDOS. THAT IS A PROJECT THAT WILL BE MAKING ITS WAY THROUGH ARCHITECTURAL APPROVALS THIS YEAR. HAMILTON CROSSING. THIS IS THE NEW REPUBLIC HEADQUARTERS. IT CONTINUES MOVING FORWARD. THEY ARE THE ACTUAL HEADQUARTERS MAKING ITS WAY THROUGH CITY APPROVALS NOW. WE HOPE TO SEE THAT UNDER CONSTRUCTION SOON. THAT IS A BIG ONE FOR THE CITY. PROSCENIUM TWO IS UNDER CONSTRUCTION. I HAVE NOT HEARD ABOUT ANNOUNCEMENTS FOR THE RETAIL PORTION, BUT I LOOK FORWARD TO HEARING WHAT NEW BUSINESSES JOIN US. NOW, THIS PICTURE IS APPLICABLE BECAUSE THE ELEVATOR TOWERS ARE BACK UP. NOW IT'S A REAL PICTURE ONE MORE TIME. THIS PROJECT IS MOVING FORWARD . WE EXPECT THEM TO BE UNDER CONSTRUCTION ALL THIS YEAR. ICON ON MAIN. THAT IS A PICTURE OF A PUBLIC PLAZA SLIGHTLY SMALLER IN MIDTOWN THAT IS GOING TO BE AT THE ROUNDABOUT. THIS PROJECT WILL BE UNDER CONSTRUCTION FOR THE NEXT FEW YEARS. IT'S AN EXCITING TRANSFORMATION TO THE MAIN COURT ORDER. THE SQUARE NORTH PROJECT. THIS IS THE NORTHERN HALF. IT'S MOVING ITS WAY THROUGH VARIOUS CITY APPROVALS . THE DEVELOPER HOPES TO HAVE FINANCING LOCKED UP IN THE FIRST QUARTER OF THIS YEAR. AT& T, THE AT&T SITE REDEVELOPMENT. LAST MONTH WHEN I WAS HERE I MENTIONED DEMOLITION WAS GOING TO START. AT THAT MOMENT THE AT&T WAREHOUSE HAD ALREADY BEEN DEMOLISHED. IT IS MOVING FAST. THEY HAVE ALL OF THEIR APPROVALS. WE SHOULD SEE CONSTRUCTION COMMENCING THIS QUARTER. THE REDEVELOPMENT COMMISSION IS WORKING WITH THE TOWNSHIP ON A NEW HISTORICAL SOCIETY HEADQUARTERS. THE TOWNSHIP WAS LEANING THAT REDEVELOPMENT COMMISSION. THAT PROGRESS CONTINUES. PEN 111. THAT PROJECT IS MOVING ITS WAY THROUGH VARIOUS APPROVALS. I THINK THIS YEAR WE WILL SEE SITE WORK AND HOPEFULLY SOME OF THE FIRST STAGES ON THIS 20 YEAR PROJECT. FINALLY , I DID WANT TO NOTE THAT THE REDEVELOPMENT COMMISSION AT ITS DECEMBER MEETING APPROVED A ROUNDABOUT ARC IN FRONT OF THE HIGH SCHOOL. IT DOESN'T HAVE A NAME YET. I WAS ON THE PHONE WITH THE HIGH SCHOOL PRINCIPAL EARLIER TODAY TO SEE HOW WE CAN HAVE STUDENTS INVOLVED IN MAY BE THE FABRICATION OF THIS. THOSE CONVERSATIONS ARE ONGOING. WITH THAT, THAT CONCLUDES MY PRESENTATION. I'M HAPPY TO ANSWER ANY QUESTIONS THE COUNCIL MAY HAVE? >> THANK YOU. DIRECTOR, TWO THINGS. ONE, THERE'S BEEN A LOT OF EXCITEMENT ABOUT THE EXPANSION AND PROPOSED IDEA OF THE FOOD HALL. MAYBE IN THE FUTURE AS MORE DETAILS ARE AVAILABLE BECAUSE OF ARTIE GOT RESIDENCE REACHING OUT WITH EXCITEMENT AND WANTING MORE DETAILS ON SOME OF THOSE PROJECTS. WHEN YOU HAVE THOSE AVAILABLE. I WILL REPEAT A REQUEST I SAID BEFORE, BUT WE HAVE A NEW COUNSEL. IF IN THE FUTURE WITH SOME OF THESE IF WE COULD UPDATE THEM WITH INFORMATION ON PARK IMPACT FEES. I KNOW WE HAVE AN ITEM ON THE AGENDA TO ADDRESS PARK IMPACT FEES GOING INTO THE FUTURE. I THINK IT WOULD HELP TO HAVE THOSE DOLLAR AMOUNTS AND WHAT THEY WERE SPENT ON, EVEN GOING BACK , JUST AS WE CONSIDER THE FUTURE PARK IMPACT FEES. THE INFORMATION OF WHAT'S [00:40:02] BEEN DONE ALREADY COULD HELP GUIDE US IN MAKING DECISIONS. FINANCIAL STATEMENT REPORT I WAS WONDERING IF UNDER THE 902 FUND THAT DOES ACCOUNT FOR THOSE PARK IMPACT FEES , THOSE DON'T APPEAR THEY ARE INCORPORATED IN THE FINANCIAL REPORT HERE. CAN THOSE BE INCLUDED IN THE FUTURE? >> ABSOLUTELY. >> THANK YOU. >> ANY OTHER QUESTIONS? ALL RIGHT. THANK YOU, HENRY. >> THANK YOU. >> MOVING ON, CARMEL HISTORIC PRESERVATION COMMISSION QUARTERLY REPORT. THANK YOU. THE ADMINISTRATOR FOR THE CARMEL HISTORIC PRESERVATION COMMISSION. I COME AND GIVE THE COUNCIL A REPORT QUARTERLY AS TO OUR ACTIVITIES OF THE COMMISSION. I FULL TIME WORK FOR AN ORGANIZATION WHICH IS THE STATEWIDE HISTORIC PRESERVATION GROUP. WE HAVE A CONTRACTUAL AGREEMENT WITH THE CITY OF CARMEL TO PROVIDE PRESERVATION STAFFING TO YOUR HISTORIC PRESERVATION COMMISSION. JUST AS A LITTLE BIT OF BACKGROUND FOR THOSE WHO ARE NEW. I WILL HIGHLIGHT JUST TWO THINGS THAT WE HAVE BEEN WORKING ON IN THE LAST QUARTER. ONE WHICH I WANT TO THANK COUNCILLOR AASEN FOR HIS LEADERSHIP ON WAS THE DESIGNATION AND PROTECTION OF A FORMER STATE PROPERTY HERE IN CARMEL JUST OFF OF EAST MAIN STREET CALLED THE CARVER HOUSE. THE OWNER, MRS. ELEANOR CARTER, HAD POSITIONED FOR DESIGNATION OF PROPERTY AND THAT CAME BEFORE THE COMMISSION IN OCTOBER. IT WAS APPROVED THERE AND RECOMMENDED FOR PASSAGE TO THE COUNCIL IN THE FORT LAND-USE COMMITTEE REPEAT APPROVAL THERE AND ON DECEMBER 18TH RECEIVED THE BLESSING OF THE COUNCIL. WE WANT TO THANK YOU FOR THAT. MRS. CARTER WAS VERY APPRECIATIVE OF THAT DESIGNATION. SECOND, I HAD ALSO TALKED AT A PRIOR REPORTING MEETING THAT THE WAY THE CITY OF CARMEL SORT OF HAS AN INVENTORY OF ALL THE HISTORIC PROPERTIES THAT ARE OUT THERE. THEY AREN'T DESIGNATED LIKE THE PROPERTY I JUST TALKED ABUT, BUT WE KNOW WHICH ONES ARE HISTORIC OR FALL UNDER THAT CATEGORY OF AGE THAT WE HAVE A SURVEY OF THAT. THAT WAS KEPT ON A PLATFORM . WE WERE INFORMED KIND OF MID 2023 THAT IT WAS GOING OUT OF BUSINESS. WE WERE GOING TO HAVE TO FIND A NEW PLATFORM FOR THAT. WE DID SOME RESEARCH AND LOOKED AT A COUPLE DIFFERENT COMPANIES. WE WANTED TO KEEP IT TRANSPARENT FOR THE CITIZENS OF CARMEL. IT HAD BEEN EASILY ACCEPTABLE , EASILY FOUND ON A GOOGLE SEARCH. ULTIMATELY, WHAT WE DECIDED TO DO AND WHAT WAS BY FAR THE MOST AFFORDABLE OPTION WAS TO JUST INTEGRATE OUR SURVEY ON A PLATFORM WITH THE CITIES AND ESSENTIALLY MAKE IT LIKE ANOTHER LAYER. NOT ONLY WOULD IT BE ACCESSIBLE TO THE PUBLIC AND TO US ON THE COMMISSION, BUT ALSO ALL OTHER CITY EMPLOYEES THAT SAY SOMEBODY COMES IN FOR A DEMOLITION PERMIT CAN SAY IS THIS PROPERTY ON THE CITY'S HISTORIC ARCHITECTURE SURVEY OR NOT? WE JUST HOPE THAT PROCESS WILL MAKE INFORMATION A LOT EASIER TO ACCESS FOR THE CITIZENS OF CARMEL. FINALLY, BECAUSE WE DO HAVE FIVE NEW COUNCILMEMBERS, IF ANY OF YOU WANT AN OPPORTUNITY TO EITHER ATTEND A COMMISSION MEETING ON THE SECOND THURSDAY OF EVERY MONTH WE WOULD BE GLAD TO HAVE YOU SIT IN OR IF YOU WOULD LIKE ME TO GIVE YOU A 20 OR 30 MINUTE SYNOPSIS AS TO WHAT THE COMMISSION IS, WHAT IT DOES, WHAT IT'S ENABLED TO BE [00:45:02] CREATED AND THAT KIND OF BACKGROUND I WOULD BE GLAD TO DO THAT FOR YOU. ANY QUESTIONS? >> ANY QUESTIONS? >> THANK YOU. THE LANDMARKS PRODUCES EACH YEAR SORT OF THEIR TOP 10 PROPERTIES THAT ARE MOST AT RISK THROUGHOUT THE STATE OF INDIANA. HAS THE COMMISSION CONSIDERED DOING THAT FOR OUR PROPERTIES? >> NO, BUT THAT'S AN INTRIGUING IDEA. WE COULD CERTAINLY LOOK AT SOMETHING LIKE THAT OR EVEN TWEAK IT. I DON'T THINK THERE'S ANY MAGIC. WE HAVE THE WHOLE STATE TO CHOOSE FROM. WE SORT OF DO THAT. WE COULD CERTAINLY LOOK AT A NUMBER AND IDENTIFY SOME PROPERTIES WE THINK DESERVE THAT ATTENTION. >> ANY OTHER QUESTIONS? THANK YOU. NEXT UP UNDER OTHER REPORTS, THE CARMEL CLIMATE ACTION COMMITTEE. IS ANYONE HERE FROM CARMEL ACTION? THANK YOU. COULD YOU INTRODUCE YOURSELF FOR THE COUNCIL, PLEASE? HIT THAT MIDDLE BUTTON THERE. KNOW THE CLIMATE ACTION COMMITTEE HAS BEEN ANXIOUS TO GET IN FRONT OF THE FULL COUNSEL FOR A WHILE BECAUSE THE AGENDA HAS BEEN BOOKED. WE WILL TAKE A COUPLE MINUTES AND WAIT FOR YOU. CONGRATULATIONS AND WELCOME NEW CITY COUNCIL MEMBERS. I AM THE SELECTED COMMITTEE CHAIR FOR THE CARMEL CLIMATE ACTION PLAN. I WANTED TO GIVE A QUICK RECAP OF WHAT WE HAVE DONE OVER THE PAST SIX MONTHS. WE HAVE HAD THREE MEETINGS DURING THE THIRD AND FOURTH QUARTER. WE WERE SUPPOSED TO HAVE TWO BUT WE WANTED A MIDDLE ONE JUST BECAUSE WE HAD A LOT OF [00:50:05] WORK TO GET DONE. WE HAD 42 STRATEGIES THAT WE HAD TO WHITTLE DOWN TO ABOUT FIVE OR SIX. WE DID THAT. WE ASSIGN COMMITTEE MEMBERS TO A TEAM TO EVALUATE STRATEGIES PER CENTER OF THE SEVEN DIFFERENT SECTORS THAT WERE LISTED ON THE CARMEL CLIMATE ACTION PLAN. FROM THERE WE NARROWED IT DOWN TO 17. THEN WE CREATED A SURVEY OF THE 17 TO NARROW IT DOWN TO EIGHT OR NINE. THIS TOOK A WHILE. AS EVERYBODY IS VERY BUSY WITH THEIR NORMAL SCHEDULES AND IT'S STRICTLY A VOLUNTARY POSITION TO BE ON THIS COMMITTEE DURING THE THIRD MEETING WE WERE ABLE TO NARROW IT DOWN WITH A COMBINATION OF STRATEGIES INTO TWO. WE ACTUALLY STARTED WITH 41 STRATEGIES AND ADDED ONE IN THE INTERIM. IF WE KIND OF GO THROUGH, I DON'T KNOW IF THIS IS LARGE ENOUGH FOR EVERYONE TO SEE THESE ARE THE ORIGINAL WE WHITTLED IT DOWN TO. YOU CAN SEE FROM PRETTY MUCH EVERY CATEGORY SECTOR THAT THE CARMEL CLIMATE ACTION PLAN WAS ADDRESSING. FROM THERE, THE SURVEY RESULTS AND SCORES , YOU CAN SEE WHICH ONES WERE MORE REGARDED AS IMPORTANT TO THE COMMITTEE MEMBERS. THE NICE THING ABOUT THE TEAMS WE SELECTED WE HAVE INDIVIDUALS ON THE COMMITTEE THAT REPRESENT DIFFERENT DEPARTMENTS WITHIN THE CITY OR DIFFERENT ENTITIES WITHIN THE CITY FROM THE SCHOOL, LIBRARY TO REGULAR CITIZENS AND RESIDENTS OF CARMEL, INDIANA. THE PLAN WAS TO ASSIGN PEOPLE THAT DID NOT HAVE ANY STAKE IN THESE CATEGORIES. THEY WERE NONBIASED. THEY COULD GIVE A FULL EVALUATION OF HOW THEY FELT WITHOUT ANY BACKGROUND INFORMATION. THIS COURSE CAME OUT WHAT WE THOUGHT THEY WOULD. IT WAS KIND OF NICE. BREAKING IT DOWN, THESE ARE WHAT WE BROKE THEM DOWN TO. MUNICIPAL ENERGY EFFICIENCY UPGRADES AND WE WERE KIND OF COMBINED. YOU CAN'T DO EV TWO WITHOUT EV ONE. WASTEWATER USAGE ASSESSMENT SCENE THERE WITH DRIVERS ESTATE LANDSCAPING. WE COMBINED THOSE. THOSE NEEDED TO BE ADDED AS ONE. THE WAYS WATER USAGE ASSESSMENT WAS ONE WE ADDED THAT WASN'T ON RECOMMENDATION FROM THE ACTION PLAN. THE FOOD COMPOSTING PILOT PROGRAM AND BACKYARD COMPOSTING WE LEARNED YOU CAN'T DO ONE WITHOUT THE OTHER. THOSE TWO HAD TO BE COMBINED AS ONE. PUBLIC EDUCATION ABOUT CLIMATE CHANGE IS SOMETHING GOING ON AND IT'S CONTINUOUS. THAT IS ANOTHER ONE WE FELT WAS IMPORTANT WE NEEDED TO HAVE ON THIS AGENDA. CLIMATE VULNERABILITY ASSESSMENT WE HAVE DONE AND WE NEED TO EVALUATE THE DATA WE GOT FROM THAT ASSESSMENT AND THAT NEEDS TO BE COMPLETED. WE LOOK AT DOING THAT OVER THE NEXT FEW MONTHS. T4. THAT IS SOMETHING THAT IS CURRENTLY BEING WORKED ON AND THERE IS A SUSTAINABILITY COMMITTEE WITHIN THE CITY ALREADY. THERE IS A GROUP WITHIN THE CITY LOOKING AT DOING THIS. THEY ARE EXPANDING ON WHAT THEY HAVE ALREADY. THESE ARE WHERE WE ARE RIGHT NOW. OUR NEXT MEETING WE PLAN TO EXPAND ON THESE MORE AND DISCUSS BEFORE WE MAKE OUR OFFICIAL RECOMMENDATION TO THE CITY COUNCIL. OUR NEXT MEETING, JANUARY 24TH, IS OPEN TO THE PUBLIC IF ANYBODY WANTS TO ATTEND. ANY QUESTIONS FROM THE COUNCIL? >> THANK YOU FOR THE PRESENTATION. >> WHAT TIME AND WHERE? >> ILL BE AROUND THE CORNER HERE IN THE CAUCUS ROOM ON JANUARY 24TH. >> THANKS. >> ANY QUESTIONS? THANK YOU FOR YOUR PRESENTATION. REPORTS. NEXT ITEM ON OUR AGENDA IS OLD BUSINESS. FOURTH READING . THE FIRST IS A FOURTH READING OF ORDINANCE D-2688-23 . AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AUTHORIZING THE ISSUANCE OF ECONOMIC DEVELOPMENT TAX INCREMENT REVENUE BONDS TO SUPPORT THE GRAMERCY PROJECT AND AUTHORIZING AND APPROVING OTHER ACTIONS. RESPECT THERETO COUNCILLOR WORE OUT. IT WAS TABLED UNTIL JANUARY 8TH 2024. >> CAN I MAKE A MOTION TO LIFT THIS FROM THE TABLE? >> HOLD ONTO THAT. I LIKE TO PUT THINGS IN CONTEXT FOR THE PUBLIC AS WELL AS SOME COUNSELORS. WE HAVEN'T BEEN ABLE TO ADDRESS. ON FRIDAY, I CONTACTED OUR SEARCY DIRECTOR TO TALK TO HIM ABOUT SOME [00:55:03] ISSUES AND IF WE KEPT THIS ON THE TABLE HOW LONG IT WOULD TAKE OR STAY ON THE TABLE TO MAKE THE PROPER CHANGES OR TO MAKE CHANGES. ALSO IN THE DISCUSSION, WHEN IT CAME TO THE OLD COUNSEL AND THE PREVIOUS MAYOR IT WAS UNDER EXPECTATIONS SET BY THE PRIOR ADMINISTRATION AND DIDN'T NECESSARILY REFLECT THE EXPECTATIONS OF THE NEW ADMINISTRATION. THE NEW ADMINISTRATION HADN'T HAD THE CHANCE TO WEIGH IN. I HAD THIS DISCUSSION WITH THE DIRECTOR. KNOWING THAT AND KNOWING IT MIGHT TAKE SEVERAL MONTHS TO MAKE SURE WE HAD THE RIGHT EXPECTATIONS AND FURTHER DISCUSSIONS AND NEGOTIATIONS THE QUESTION CAME UP, IS IT BETTER TO LEAVE IT ON THE TABLE OF THE AGENDA OR SHOULD IT BE REMOVED FROM THE AGENDA? HOW DID YOU REMOVE IT FROM THE AGENDA ? IT COULD TAKE UP TO 3 TO 4 MONTHS, 2 TO 4 MONTHS TO MEET EXPECTATIONS OF THE NEW ADMINISTRATION. AT THAT POINT, WE HAD DISCUSSED WHETHER IT WAS GOING TO BE TABLED OR REMOVED FROM THE AGENDA. THE PROBLEM IS IF IT STAYED ON THE TABLE THEN THE PUBLIC AS WELL AS OTHER INDIVIDUALS WOULD COME TO EVERY MEETING HAVING THE EXPECTATION ON WHEN THIS PROPOSAL WOULD ACTUALLY MOVE TO THE COUNCIL. IT'S NOT NECESSARILY FAIR TO THE PUBLIC TO HAVE TO ATTEND EVERY MEETING WONDERING IS THIS GOING TO BE THE NIGHT THE CITY COUNCIL MOVES ON THIS? WHAT WAS DECIDED TO BE BEST AND TO GET THE FULL COUNSEL OF THIS SPEED IS TO BRING IT OFF THE TABLE AND AS BROUGHT UP EARLIER, WITHDRAW THIS. THE CRC WILL BE COMING FORWARD WITH IT WHEN THE NEW ADMINISTRATION FEEL THEY ARE READY. THAT WAY, THE MEMBERS OF THE PUBLIC DON'T HAVE TO COME TO EVERY MEETING WONDERING IF SOMETHIG WILL HAPPEN OR NOT. YOU'LL KNOW WHEN IT GETS ADDED TO THE AGENDA THAT IT IS READY TO MOVE AND WE WILL MOVE PRUDENTLY AND CAUTIOUSLY AND TAKE OUR TIME TO MAKE SURE NOT ONLY DOES IT MEET THE NEW ADMINISTRATION EXPECTATIONS, BUT THE NEW COUNSEL'S EXPECTATIONS AS WELL. HENRY, DO YOU WANT TO SPEAK ANYMORE ON THAT? ALL RIGHT. >> I MAKE A MOTION WE REMOVE THIS FROM THE TABLE. >> SECOND? DISCUSSION? ALL THOSE IN FAVOR. I CAUGHT YOU OFF GUARD WITH THE VOTE . ALL RIGHT. I WOULD MAKE A MOTION TO WITHDRAW THIS ITEM FROM THE AGENDA. IS THERE A SECOND? DISCUSSION? GO AHEAD. >> MOSTLY DIRECTED AT HENRY. WE WITHDRAW THIS PROJECT AND THE FOLLOWING PROJECT THAT WILL COME UP ALTOGETHER FOR 2 TO 4 MONTHS. WHAT IS THE EXPECTATION? WALK ME THROUGH THE PROCESS. YOU WILL SPEND THE NEXT 2 TO 4 MONTHS DEALING WITH THE DEVELOPER TO COME UP WITH A DIFFERENT PROJECT? MY REAL QUESTION IS, ARE YOU GOING TO BE TAKING ON THE BURDEN OF MEETING WITH THE STAKEHOLDERS FROM THE NEIGHBORING COMMUNITIES IN ALL DIRECTIONS TO GET THEIR INPUT ON WHAT EVENTUALLY IS DONE OR ARE YOU DEVELOPING A PROJECT THAT IS MUCH CLOSER TO WHERE WE ARE NOW AND LEAVE IT UP TO THE VARIOUS COMMITTEES TO TWEAK IT? >> THANK YOU FOR THE QUESTION. I THINK IT'S PROBABLY A COMBINATION OF BOTH LIKE THE PRESIDENT SAID. THE FIRST PRIORITY NOW IS TO MAKE SURE THE PROJECTS PROPOSED BY THIS ADMINISTRATION REFLECTS THE PROJECT THE ADMINISTRATION WANTS TO SEE. FOR ANYONE LISTENING, THERE ARE ALMOST TWO DIFFERENT PROJECTS THAT HAPPEN IN THE CITY OF CARMEL. MOST OF THEM ARE PURELY MARKET PROJECTS WHERE THERE'S NEVER A DISCUSSION ABOUT HOW MUCH SOMETHING COSTS FOR THE DEVELOPER. IT'S SHOW ME WHAT PROJECT YOU HAVE AND IF THE POWERS THAT BE LIKE THE PROJECT THEN THEY WILL MOVE FORWARD. IT DOESN'T GO THROUGH SOME SORT OF CITY PARTICIPATION OR PUBLIC PARTNERSHIP. THE OTHER ALTERNATIVE -- THIS IS FEW AND FAR BETWEEN BECAUSE THESE [01:00:06] PROJECTS ARE LARGER IN SCALE AND GET THE MOST PRESS. THIS IS WHAT MOST ARE PROBABLY FAMILIAR WITH. IT'S THE MARQUIS PUBLIC FIVE PARTNERSHIPS. THOSE ARE MASSAGED AND NEGOTIATED BY THE COMMISSION BECAUSE THE WHOLE TIME WE ARE LOOKING AT THE PERFORMA WE ARE LOOKING AT HOW MUCH INCENTIVE A PROJECT SHOULD GET, WHAT THE TAXPAYERS ARE GETTING OUT OF A PROJECT AND SO THOSE PROJECTS TAKE A LITTLE BIT LONGER TO FIGURE OUT. THERE ULTIMATELY PARTNERSHIPS BETWEEN THE CITY AND THE DEVELOPER. WE WANT TO MAKE SURE THAT WE DO THEM RIGHT. TO YOUR SPECIFIC QUESTION I THINK IT'S A COMBINATION OF BOTH. IT IS BOTH THE CRC CONTINUING TO WORK WITH THE DEVELOPER IN A WAY THAT MEETS ADMINISTRATIONS EXPECTATION , BUT IT IS ALSO A GOOD THING THAT BOTH OF THESE PROJECTS HAVE BEEN IN THE PRESS AND NEIGHBORS HAVE HAD A CHANCE TO RESPOND AND REACT AND I HOPE A LOT MORE OF THAT GOES ON. IF YOU ARE HEARING FROM ANYBODY, PLEASE FORWARD ME AND LET ME KNOW OF THE FEEDBACK SO IT CAN BE A COMBINATION OF BOTH OF THOSE THINGS AS WE MASSAGE THESE PROJECTS INTO SOMETHING MORE VALUABLE. >> THANK YOU. MY FINAL REQUEST OR CONCERN WOULD BE AS WE BUILD THESE DEVELOPMENTS ON CARMEL DRIVE FOR INSTANCE ORIGINALLY WHEN WE BUILT THESE LARGE BUILDINGS AND INFRASTRUCTURE WAS THERE. IT WAS BUILT WITH FORESIGHT. ON CARMEL DRIVE, I CAN GO BACK TO 2015 WHEN IT WAS FIRST REQUESTED FROM THE NPO. SINCE THEN, EVERY SINGLE INTERSECTION ALONG CARMEL DRIVE HAS TALKED ABOUT HAVING A ROUNDABOUT. IT JUST SEEMS TO ME THAT IF WE ARE GOING TO ADD A CONNECTOR STREET TO ENHANCE THE GRID, BUT ED BUILDINGS THAT WILL ENCOMPASS MORE PEOPLE, BRING MORE PEOPLE TO THE AREA, THAT A MORE THOUGHTFUL PLAN FOR, DRIVE BETWEEN KEYSTONE AND RANGELINE BE DEVELOPED. I REALIZED THAT WOULD BE MORE FOR CITY ENGINEERING. WHEN WE BREAK DOWN ON A PROJECT WHETHER IT IS BUILT OR NOT THAT IS A PLAN IN PLACE FOR THAT CORD OR TO SUSTAIN THE PROJECT. THAT WOULD BE UP TO THE ENGINEERS. I WOULD ASK TO SEE SOME CONSIDERATION AND MAYBE SOME SORT OF SCHEMATIC DRAWING IN THE FUTURE. WHAT THE WHOLE CORRIDOR LOOKS LIKE ADDING THIS MASSIVE COMPLEX TO THE AREA . ANY OTHER QUESTIONS? >> I HAVE A COMMENT. IT IS IN CONTEXT LIKE PRESIDENT GREENE SAID, IT IS POSSIBLE WITH THE NEW ADMINISTRATION ONE, BOTH, OR NEITHER WILL EVEN COME BACK TO US. THAT IS NOT AN ABSOLUTE. THAT NEEDS TO BE ACKNOWLEDGED. THERE'S SOME THINGS WE MAY WANT THAT MAY MAKE THE PROJECTS IMPOSSIBLE. I THINK IT IS RELEVANT TO KEEP THAT IN MIND WHAT WE WANT MAY NOT BE SOMETHING THAT MAKES THE PROJECT WORK. I'M CERTAINLY PREPARED FOR THAT. >> ANYTHING ELSE? THANKS . >> WE HAVE A MOTION AND SECOND. THAT WAS THE DISCUSSION. THIS IS TO WITHDRAW. ALL RIGHT. A UNANIMOUS 9-0. NEXT ITEM ON THE AGENDA , FOR THE READING OF ORDINANCE D-2690-23 , AND ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA AUTHORIZING THE ISSUANCE OF ECONOMIC DEVELOPMENT TAX INCREMENT REVENUE BONDS TO SUPPORT THE VALENTINA PROJECT AND AUTHORIZING AND APPROVING OTHER ACTIONS IN RESPECT THERETO SPONSOR COUNCILLOR WAR L. THIS WAS TABLED UNTIL -- SAME DISCUSSION WE JUST HAD WITH THE GRAMERCY PROJECT. LOOKING FOR A MOTION TO UN-TABLE. >> MOVED ON TABLE. >> DISCUSSION. ALL THOSE IN FAVOR, PLEASE VOTE. ALL RIGHT. [01:05:03] >> MOTION TO WITHDRAW. >> DO I HAVE A SECOND? DISCUSSION? PLEASE VOTE. ALL RIGHT. THIS IS ALSO WITHDRAWN FROM THE AGENDA. I KNOW A NUMBER OF PEOPLE WHO HAVE BROUGHT BLUE CARDS AND WERE CONCERNED HAVE LEFT EARLIER. FOR THOSE STILL HERE, THESE COMMUNICATE WITH THEM AND I LOOK FORWARD TO THE CURRENT WRITING SOMETHING ABOUT THIS BEING WITHDRAWN. THERE IS A NUMBER OF PEOPLE WITH NEWSLETTERS TO GET THE WORD OUT. I APPRECIATE THAT. MOVING ON TO THE NEXT ITEM. FOURTH MEETING OF ORDINANCE D-2696-23 . AND ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA ADDING CHAPTER 8, ARTICLE FOUR, SECTION 8-44 TO THE CARMEL CITY COUNCIL CODE. IT REMAINS IN THE FINANCE UTILITIES AND RULES COMMITTEE. COUNCILOR WORRELL, DO YOU WANT TO SAY ANYTHING? >> SOME REALLY GOOD INFORMATION OVER 1300 RESPONSES WHICH TOTALLY SURPRISED ME. NOW THAT WE HAVE A FINANCE COMMITTEE I CAN SCHEDULE A MEETING. WE WILL DIG INTO THAT AND HAVE ALL INTERESTED PARTIES THEM THEIR OPPORTUNITY TO WEIGH IN. PROFESSIONALS, CITIZENS, COUNSELORS, WHOEVER. >> THANK YOU. THAT IS IT FOR OLD BUSINESS. MOVING ON TO NEW BUSINESS. >> I MAKE A MOTION TO ADD ITEMS TO THE AGENDA. I WOULD MOVE THAT WE ADD ORDINANCE AND THE CONSIDERATION OF THE MAYORS APPOINTMENT OF EMILY ERGOT TO THE PRESERVATION COMMISSION TO THIS EVENING'S COUNSEL AGENDA. THE ORDINANCES WERE PROVIDED VIA EMAIL. >> DO I HAVE A SECOND? THANKS. DISCUSSION. PLEASE VOTE. TO WHAT IS ALREADY ON NEW BUSINESS. RESOLUTION CC-01-08-24-01 . A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA RECOMMENDING CONSIDERAION OF AN AMENDMENT TO THE UNIFIED DEVELOPMENT ORDINANCE FOR THE CITY AND REFERRING THE SAME TO THE CARMEL PLAN COMMISSION FOR RECOMMENDATION. LOOKING FOR A MOTION TO INTRODUCE. >> MOTION TO INTRODUCE. >> THIS RESOLUTION REFERS TO THE PROPOSAL TO AMEND SECTION 1.3 0F OF THE CARMEL UNIFIED DEVELOPMENT ORDINANCE TO THE CARMEL ADVISORY PLAN COMMISSION FOR THE PUBLIC HEARING AND RECOMMENDATION TO THE COMMON COUNCIL. THIS IS A RESOLUTION, NOT AN ORDINANCE. THIS HAS AN ATTACHED ORDINANCE TO IT WE WILL BE SENDING TO THE PLAN COMMISSION ONCE THERE IS A VOTE. IT INSTRUCTS THE PLAN COMMISSION TO CONSIDER THIS ORDINANCE. FROM THERE, THE PLAN COMMISSION WILL MAKE A RECOMMENDATION AND SEND THE ORDINANCE BACK TO COUNSEL. THE COUNCIL CAN THEN TAKE ACTION ON THE ORDINANCE. THIS IS THE RESOLUTION. I RECOMMEND WE SEND THIS TO COMMITTEE TONIGHT BECAUSE THE ATTACHED ORDINANCE THAT ADDRESSES HOW PARK IMPACT FEES WILL BE APPROVED IN THE FUTURE THAT ATTACHED ORDINANCE WE WOULD LIKE TO DEBATE AND POSSIBLY MAKE SOME CHANGES TO GET THAT ORDINANCE IN THE BEST SHAPE POSSIBLE BEFORE WE SEND IT TO THE PLAN COMMISSION FOR CONSIDERATION. WE DO HAVE THE PARKS DEPARTMENT HERE IF ANY COUNSELORS HAVE ANY QUESTIONS BUT WE WILL REQUEST THIS GOES TO COMMITTEE. >> WE WILL PUT IT INTO CONTEXT A LITTLE BIT. THIS CAME ABOUT EARLY LAST YEAR WITH HOW THE PARK IMPACT FEES WERE UTILIZED BECAME A LITTLE MORE PUBLIC AND CONTROVERSIAL. WHAT THIS IS INTENDED TO DO IS REVIEWING THE ENTIRE UTO FOR THE CITY. THIS PARTICULAR INITIATIVE WOULD TAKE AWAY THE SOUL APPROVAL PROCESS FROM THE REDEVELOPMENT COMMISSION AND BOARD OF PUBLIC WORKS TO APPROVE , SOMEWHAT UNILATERALLY [01:10:03] , AND MAKE SURE THE PARKS DIRECTOR AND FINAL BLESSING BY COUNSEL IS INTEGRATED IN THAT. WHAT WE HOPE THIS DOES IS SPUR CONVERSATION BETWEEN THE REDEVELOPMENT COMMISSION AND PARKS DEPARTMENT SO THEY CAN COME TO TERMS ON WHAT IS REALLY THE BEST USE FOR PARK IMPACT FEES WHEN A DEVELOPMENT IS PROPOSED . MAKING SURE THE AMOUNT OF PARK IMPACT FEES IS PROPORTIONAL TO THE PROJECT AND WHAT IS REALLY IN THE BEST INTEREST OF NOT ONLY THE PEOPLE DIRECTLY AFFECTED BY A DEVELOPMENT BUT FOR ALL THE CITIZENS IN CARMEL. THAT IS THE ISSUE WE ARE LOOKING TO TACKLE AND IMPROVE A LITTLE BIT. I LOOK FORWARD TO WORKING WITH THE COMMITTEE TO TWEAK IT AND FIND SOMETHING PRESENTABLE FOR NOT ONLY THE CRC , BUT THE PARKS DEPARTMENT AND COUNSEL AS WELL. >> THANK YOU. I SEE THE CHANGES WE HOPE TO MAKE TO HELP PARK IMPACT FEES BE HANDLED . NUMBER ONE, TRANSPARENCY. THIS ORDINANCE WILL HAVE A PUBLIC HEARING AT THE COMMISSION FOR THE PUBLIC TO ATTEND AND COMMENT ON ONCE IT EXITS COMMITTEE. FROM A TRANSPARENCY STANDPOINT, PARK IMPACT FEES ARE USED IN RELATION TO HOW THE SUBSTANTIAL WORK THAT IS PUT IN DEVELOPING THE ZONE IMPROVEMENT PLAN FOR PARK IMPACT FEES ARE USED WHICH GAINS A TREMENDOUS AMOUNT OF INPUT FROM VARIOUS STAKEHOLDERS THROUGHOUT THE COMMUNITY AND ALSO IS IN ALIGNMENT WITH THE FIVE-YEAR COMPREHENSIVE PARKS MASTER PLAN IF ANYBODY HAS PARTICIPATED IN THAT PROCESS, HOPEFULLY YOU HAVE, PARKS IS WRAPPING UP THAT PROCESS RIGHT NOW. THEY INTEND TO INCLUDE THE CENTRAL CORE AND ALSO THE ZONE IMPROVEMENT PLAN. ANOTHER ITEM THAT'S VERY IMPORTANT IS THESE PARK IMPACT FEES ARE PROPERLY AUDITED AND ACCOUNTED FOR WHERE THE CREDIT VERSUS THE ACTUAL COST OF IMPROVEMENT IS IN ALIGNMENT AND THAT AUDIT WILL TAKE PLACE BY THE COMPTROLLER'S OFFICE EACH YEAR AS REQUIRED BY INDIANA CODE. ALSO THAT THESE IMPROVEMENTS MEET SORT OF WHAT THE COMMUNITY EXPECTATIONS ARE AND EXPECTATIONS RELATED TO URBAN PARKS IN OUR COMMUNITY. THIS IS ONE REASON WHY I AM EXCITED ABOUT THIS OPPORTUNITY TO INCREASE THE TRANSPARENCY IN THE WAY WE USE PARK IMPACT FEES IN CARMEL. WHY DON'T YOU TALK A LITTLE BIT ABOUT THE PROCESS AND MASTER PLANNING PROCESS SO THE PUBLIC UNDERSTANDS WHAT YOU GO THROUGH ON A REGULAR BASIS? >> GOOD EVENING. DIRECTOR OF CARMEL CLAY PARKS AND RECREATION. THANK YOU FOR THIS OPPORTUNITY TO ADDRESS YOUR QUESTIONS TONIGHT. FIRST, TALKING A LITTLE ABOUT THE COMPREHENSIVE MASTER PLAN. WE ARE REQUIRED BY THE DEPARTMENT OF NATURAL RESOURCES TO UPDATE OUR PARKS AND RECREATION MASTER PLAN. WE HAVE TRIED TO MAKE SURE THAT IT IS A VERY ROBUST INPUT DRIVEN PROCESS AND INCLUDES FEEDBACK FROM ELECTED OFFICIALS, RESIDENTS AND INCLUDES A STATISTICALLY BALANCED SURVEY AS WELL AS AN ONLINE SURVEY SO ALL INDIVIDUALS HAVE AN OPPORTUNITY TO PARTICIPATE AND WORK CLOSELY WITH THE PARK AND WILL SHORTLY BE HAVING A JOINT MEETING BETWEEN THE PARK BOARD AND CITY COUNCIL AND TOWNSHIP BOARD TO REVIEW KEY FINDINGS AND RECOMMENDATIONS BEFORE WE MOVE THEM FOR ULTIMATELY APPROVAL. ONE OF THE THINGS WE'RE LOOKING AT IS WHAT ARE THE OVERARCHING PARK AND RECREATION NEEDS OF THE COMMUNITY AND HOW CAN WE WITH FINITE RESOURCES WE HAVE BEST ADDRESS THOSE. THAT ALSO DRIVES OUR CAPITAL IMPROVEMENT PLAN OF WHICH PARK IMPACT FEES PLAY A ROLE IN HELPING IMPLEMENT FOR THOSE COMPONENTS. WE USE THE INFORMATION WE GATHER THROUGH THE COMPREHENSIVE MASTER PLAN TO HELP INFORM OUR RECOMMENDATIONS WORKING WITH DOCS ON THE ZONE IMPROVEMENT PLAN. THE ZONE IMPROVEMENT PLAN AND PARK IMPACT FEE IS DESIGNED TO ENSURE THE NEW RESIDENTS COMING INTO THE COMMUNITY ARE HELPING CONTRIBUTE TOWARDS THE CONSTRUCTION OF NEW INFRASTRUCTURE, WHICH THEY ARE EFFECTIVELY INCREASING DEMAND ON THE PARK SYSTEM. HELPING ENSURE THAT THOSE NEW [01:15:04] RESIDENTS ARE CONTRIBUTING TO ONE OF THE AMENITIES WE LIKE TO BELIEVE ATTRACTS THEM. WE KNOW WHAT ATTRACTS THEM TO THE COMMUNITY. WHAT WE WILL THEN DO IS BASED ON THE CAPITAL IMPROVEMENT PLAN, IDENTIFY THOSE THAT MAKE THE MOST SENSE AND WHAT NEW RESIDENTS ARE COMING IN AND PROPOSE DOLLARS TO FUND PARK AND RECREATION INFRASTRUCTURE , NEW INFRASTRUCTURE FOR THOSE RESIDENTS WITHIN THE ZONE IMPROVEMENT PLAN. THAT ZONE IMPROVEMENT PLAN IS DEVELOPED IN COORDINATION BETWEEN CARMEL CLAY PARKS AND RECREATION AND DOCS. IT'S PRESENTED TO AN ADVISORY COMMITTEE AND IMPACT FEE ADVISORY COMMITTEE WHICH IS APPOINTED BY THE MAYOR. IT HAS CERTAIN REQUIREMENTS UNDER STATE STATUTE WITH REGARD TO THE MEMBERSHIP OF THAT COMMITTEE. HISTORICALLY, THE COMMISSION HAS FIT THE REQUIREMENTS SO WE USE THAT COMMISSION TO SERVICE THE ADVISORY COMMITTEE. IT THEN GOES TO THE PLAN COMMISSION FOR THE HEARING AS COUNCILLOR TAYLOR WAS TALKING ABOUT . THEY REVIEW IT . THEY CAN CHOOSE TO MAKE RECOMMENDED CHANGES TO IT AND THAT COMES TO THE COUNCIL FOR ULTIMATE ADOPTION AND APPROVAL. THAT'S THE PROCESS WE WILL BE GOING THROUGH AND I LOOK FORWARD TO WORKING WITH THE MAYOR AND HER ADMINISTRATION AS WELL AS THE COUNCIL AND ALL THE OTHER BODIES TO BRING FORWARD A PLAN THAT BEST SERVES THE PARK AND RECREATION NEEDS OF THE GREATER COMMUNITY. >> THANK YOU. I WANT TO CLEAR UP A FEW THINGS. THERE WAS AN ARTICLE IN THE STAR RECENTLY TALKING ABOUT THE EXCITING EXPANSION RIGHT NEAR WHERE THE MUSEUM IS PLANNED TO BE AND THE FOOD HALL. THE ARTICLE MENTIONED THE PARK IMPACT FEES AND THE USE OF THAT. IT'S STRANGE BECAUSE , AS I TALKED TO YOU , THIS IS ONE OF THOSE PROJECTS THAT WOULD HAVE HAD THE FULL COOPERATION OF THE PARKS BOARD . IT'S THE KIND OF THING YOU DO. WITH COOPERATION OF THE CRC. >> THIS IS A PROJECT WORKING WITH THE DIRECTOR AND CITY ENGINEER -- WE HAVE BEEN COLLECTIVELY WORKING ON DIVISION FOR THAT. I THINK IT'S A GREAT EXAMPLE OF GIVE-AND-TAKE. IT'S EXACTLY THE TYPE OF PROJECT THAT ALIGNS CLOSELY WITH THE CONFERENCE OF PARKS AND RECREATION MASTER PLAN AND PROVIDES AMENITIES THAT SERVE THE NEW RESIDENTS COMING INTO THE CENTRAL CORE OF THE COMMUNITY AS WELL AS THE GREATER COMMUNITY WHICH IS GREAT. THE BIG CHALLENGE AND ONE CONCERN WE THINK CAN BE ADDRESSED THROUGH DISCUSSIONS WITH THE NEW ADMINISTRATION AS WELL AS THROUGH THIS PROPOSED ORDINANCE IS ENSURING THAT THE FUNDING MECHANISM IS IN STRICT COMPLIANCE WITH THE CITY ORDINANCE AND STATUTE. >> THERE WAS MISINFORMATION WHEN THIS CAME OUT THAT CHANGING THE PROCESS FOR HELP PARK IMPACT FEE CREDITS ARE APPROVED WOULD SOMEHOW KILL PARKS IN THE URBAN CORE. THERE WAS SOMEHOW OUR PARKS DEPARTMENT THAT HAD NO DESIRE TO WORK ON ANY PARKS IN OUR URBAN CORE. THAT SEEMS TO BE A MISCONCEPTION , CORRECT? >> VERY MUCH SO. IT'S DEDICATED AND WORKING WITH THE CITY TO ENSURE THERE'S PARKS IN ALL AREAS. THE CENTRAL CORE HAS A TREMENDOUS AMOUNT OF GROWTH IN THE COMMUNITY AND THE TYPES OF PARK AND RECREATION NEEDS WE HAVE IN THE CENTRAL PART WILL BE DIFFERENT THAN MAYBE WHAT YOU SEE ON THE WEST SIDE HAS MORE TRADITIONAL SUBURBAN GROWTH OR THE EAST SIDE IN THE LEGACY AREA. IT TAKES ALL TYPES OF PARKS AND I'M AN ADVOCATE FOR PARK AND RECREATION SPACES IN ALL PARTS OF THE COMMUNITY. WE CERTAINLY ARE HOPEFUL WE ARE A PART OF THOSE DEVELOPMENTS MOVING FORWARD AS WELL. >> THERE IS A LONG HISTORY OF THE CRC AND PARKS DEPARTMENT WORKING TOGETHE TO CREATE RATE SPACES IN OUR URBAN CORE. MIDTOWN IS AN EXAMPLE OF THAT. I THINK WE'VE HAD PROJECTS WHERE THE PARKS DEPARTMENT OR SEARCY WERE NOT ON THE SAME PAGE. WITH LEADERSHIP OF MAYOR PINKHAM AND I TALKED TO HER ABOUT THIS POSTAL WE CAN COME UP WITH A APPROVAL PROCESS THAT NOT ONLY GIVES THE PARKS DEPARTMENT THE ABILITY TO WEIGH IN , BUT ALSO DOESN'T HAMSTRING THE CRC OR CUT THEM OUT AS WELL. THAT'S WHY THE COMMITTEE CAN HOPEFULLY CRAFTY PROCESS THAT BRINGS ALL THE PLAYERS TOGETHER AND EVERYONE CAN WEIGH IN ON WHAT MAKES OUR DOWNTOWN GREAT. >> ANYBODY ELSE? >> I THINK AN SUMMATION OF [01:20:04] WHAT YOU SAID AND TO GIVE YOU GUYS ARE BOTH THE ABSOLUTE BEST IN THE COUNTRY AT WHAT YOU DO. PERIOD.. WE HAVE THE GREATEST PARKS DEPARTMENT IN THE COUNTRY BY EVERY METRIC AND WHILE SOMETIMES CONTROVERSIAL, WHAT HENRY'S BEEN ABLE TO DO IN THE REDEVELOPMENT IS UNMATCHED. TO HAVE TWO OF THE SMARTEST MEN IN CARMEL COMING TOGETHER AND COMPROMISING AND FINDING CREATIVE WAYS TO APPROPRIATE THESE FUNDS I THINK ONLY GREAT THINGS WILL HAPPEN. WE LOOK FORWARD TO FINDING A MECHANISM THAT SUPPORTS THAT. >> ANY OTHER QUESTIONS OR COMMENTS? THIS WILL BE GOING TO LAND USE COMMITTEE. MOVING ON TO AGENDA ADD-ON ITEMS. FIRST, ORDINANCE NUMBER DE-2698- 24. AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL INDIANA AMENDING THE 2024 REPORT. IS THERE A MOTION TO INTRODUCE? >> SECOND. >> THIS ORDINANCE IMMENSE THE 2024 SALARY ORDINANCE TO ADD OR MODIFY EXECUTIVE DEPARTMENT POSITIONS WITHIN THE CITY AS RECOMMENDED BY MAYOR PINKHAM. IS HE GOING TO SPEAK ON THIS? SERVING AS THE CHIEF OF STAFF. I DON'T KNOW IF WE NEED TO DO THE OTHER ORDINANCE FIRST THAT ESTABLISHES THE DEPARTMENTS? >> YEAH. WE INTRODUCED IT. >> AS LONG AS IT'S THE SAME. OKAY. THE SALARY ORDINANCE -- WHAT I WILL DO IS HIGHLIGHT A COUPLE OF CHANGES AND ADJUSTMENTS TO IT. THIS IS SOMETHING WE BRING FORWARD EVERY YEAR ANNUALLY AND THE NUMBERS YOU SEE REFLECTED IN HERE IS NOT NECESSARILY THE SALARY FOR THE POSITION AS WELL AS THE MAXIMUM AMOUNT THAT THE POSITION CAN EARN IN A YEAR. JUST A COUPLE OF THINGS TO HIGHLIGHT. FOR THE PUBLIC , NEW POSITIONS WOULD INCLUDE THE CHIEF OF STAFF POSITION AND SHE IS ALSO PROPOSED THAT WE HAVE A DEPUTY CHIEF OF STAFF. IF YOU LOOK AT NUMBER FOUR UNDER MARKETING , TWO NEW POSITIONS THERE. ONE IS A CONTENT SPECIALIST AND THE OTHER A VISUAL, DIGITAL SPECIALIST. LET ME HIGHLIGHT THESE ARE NOT NEW POSITIONS, BUT NUMBER NINE HUMAN RESOURCES RECENTLY MOVED THE PAYROLL FROM THE COMPTROLLER'S OFFICE TO HUMAN RESOURCES SO THERE'S TWO POSITIONS IN HUMAN RESOURCES UNDER NUMBER NINE. PAYROLL ANALYST AND PAYROLL SPECIALIST. I BELIEVE THEY HAVE DIFFERENT NAMES AND TITLES. THE TITLE WAS ADJUSTED BUT THAT FUNCTION IS MOVING FROM THE COMPTROLLER'S OFFICE TO HUMAN RESOURCES . THE POSITIONS ARE NOT NEW. UNDER INANCE, A NEW POSITION WOULD BE THE CHIEF FINANCIAL OFFICER/CONTROLLER. ANOTHER NEW POSITION WITHIN THAT ORGANIZATION WOULD BE THE PURCHASING ANALYST. FINALLY , NUMBER 16, AT THE VERY END IS THE EXECUTIVE DIRECTOR. THIS IS FOR PENDING APPROVAL OF THE NEXT ORDINANCE THE DEPARTMENT OF ECONOMIC DEVELOPMENT AND THIS WOULD BE AN EXECUTIVE DIRECTOR FOR THAT DEPARTMENT. THOSE ARE THE HIGHLIGHTS ON THIS AS FAR AS NEW POSITIONS AND SOME OF THE MOVES THAT THE MAYOR DECIDED TO MAKE. >> TO QUICKLY SUMMARIZE SINCE I DON'T KNOW HOW MANY IN THE PUBLIC HAVE BEEN ABLE TO SEE THIS ORDINANCE BECAUSE IT WAS AN ADD-ON, OVERALL, FOR POSITIONS BECAUSE OF REORGANIZATION HAVE EITHER TITLE OR SALARY CHANGES AND ULTIMATELY WILL SLIGHTLY REDUCE TOTAL EXPENSES. FOR WILL BE GETTING FULLY PAID VIA EXISTING OUTSOURCING AND EXISTING CONTRACTS WHICH WILL BE COST NEUTRAL OR FURTHER REDUCE EXPENSES. THERE WILL BE TWO ITEMS, TWO POSITIONS THAT WILL INCREASE APPROXIMATELY 158,000 OF THE TOTAL BUDGET. OVERALL, THIS IS PRETTY COST [01:25:04] NEUTRAL WHEN YOU LOOK AT THE ENTIRE BUDGET, BUT ABOUT $150,000 INCREASE TO THE ORIGINAL APPROPRIATION. ANYBODY ELSE HAVE ANY QUESTIONS? ALL RIGHT. LOOKING FOR A MOTION . >> SECOND. >> ALL THOSE PLEASE VOTE. THE RULES HAVE BEEN SUSPENDED. >> MOVED TO APPROVE. >> SECOND. >> PLEASE VOTE. ALL RIGHT. THAT CARRIES 9-0. MOVING ON TO THE NEXT ORDINANCE, ORDINANCE DE-2699 , AND ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA AMENDING CHAPTER TWO ARTICLE ONE DIVISION II SECTION 2 -- THREE OF THE CITY CARMEL CITY CODE. >> MOVED TO INTRODUCE. >> SECOND. >> THIS ESTABLISHES AND REORGANIZES CERTAIN EXECUTIVE DEPARTMENTS WITHIN THE CITY OF CARMEL. >> ALL RIGHT. WHOEVER WANTS TO SPEAK , GO AHEAD. >> THANK YOU. I'M NOW CHIEF OF STAFF. I WILL TAKE THIS ONE. THANK YOU. THIS ONE UNDER INDIANA CODE, THE COUNCIL ALONE HAS THE AUTHORITY TO ESTABLISH THE EXECUTIVE DEPARTMENTS OF MUNICIPALITY. THIS IS A LIST OF OUR CURRENT EXECUTIVE DEPARTMENTS, BUT TO HIGHLIGHT ON THERE IF YOU LOOK AT NUMBER 11 THAT'S THE DEPARTMENT OF ECONOMIC DEVELOPMENT WHICH IS WHAT DROVE US TO UPDATE THIS ORDINANCE. THERE'S TWO OTHERS THAT HAVE BEEN RENAMED RIGHT BEFORE IT. FINANCE DEPARTMENT. THE CONTROLLERS , AND THE COMMUNITY RELATIONS AND ECONOMIC DEVELOPMENT, NUMBER 12 HAS BEEN CHANGED. THE TITLE HAS BEEN CHANGED TO MARKETING AND COMMUNITY RELATIONS DEPARTMENT. ONE NEW DEPARTMENT AND TWO OTHERS HAVE BEEN RENAMED. IT'S SOME SLIGHT STREAMLINING OF THOSE. >> ANY QUESTIONS ? ALL RIGHT. >> MOVE WE SUSPEND THE RULES. >> SECOND? DISCUSSION? PLEASE VOTE. THAT CARRIES 9-0. IS THERE A SECOND? DISCUSSION? PLEASE VOTE. THE LAST ITEM FOR ADD ON IS THE REQUEST TO MAKE AN APPOINTMENT FOR THE CARMEL HISTORIC RESERVATION COMMISSION . LOOKING FOR A NOMINATION. THIS IS AN ITEM THAT IS MAYOR FINKAM'S APPOINTMENT, BUT IT REQUIRES COUNCIL APPROVAL. EMILY ERGOT TO THE HISTORIC PRESERVATION COMMISSION. SHE WAS PASSED DIRECTOR . I MOVE WE APPROVE. DISCUSSION? PLEASE VOTE. VOICE VOTE. WE WILL START FROM LEFT TO RIGHT. >> AYE. >> AYE. >> THAT DOES IT, 9-0. ALL RIGHT. THAT WAS IT FOR AGENDA ADD-ON ITEMS. MOVING ON TO OTHER BUSINESS. WE HAVE DONE ELECTION OF COUNSEL POSITIONS. MOVING ONTO THE REQUEST FOR APPROVAL OF CRC PURCHASE OF 331 WEST MAIN STREET TO HENRY. DIRECTOR. BACK UP HERE FOR THE LAST TIME TODAY HOPEFULLY. FOR ANYONE WATCHING WHO MAY I COUNCIL AUTHORIZED THE PASSIONS OF A TIF BOND . FOR ANYONE WONDERING WHAT THAT IS , [01:30:03] GENERALLY TIF IS TAXES PAID BY REDEVELOPMENT PROJECTS THAT FLOW INTO REDEVELOPMENT AREAS . EVERY ONCE IN A WHILE COUNSEL MONETIZES THE FUTURE FLOW OF THOSE FUNDS FOR A BOND TO INCENTIVIZE THE NEXT SET OF REDEVELOPMENT PROJECTS WHICH THEN RETURN MORE TIF TO UTILIZE AGAIN AND ON AND ON IT GOES. THE CITY COUNCIL SET ASIDE A LARGE AMOUNT OF MONEY FOR LAND ACQUISITION. AS WE HAVE LEARNED OVER THE LAST 20+ YEARS OFTEN TIMES THE CITY PARTICIPATES IN LAND ACQUISITION, LAND AGGREGATION AND THAT IS WHAT ULTIMATELY ENABLES SOME PROJECTS. ALMOST EVERY BIG PROJECT YOU CAN IMAGINE STARTED OFF WITH THE CITY HAVING SOME SORT OF LAND , WHETHER PRESIDIUM OR FIRST ON MAIN OR A LOT OF THINGS THAT HAPPEN IN TOWN. I SEE CITY CENTER WAS ONE WHERE THE FORMER MAYOR AND PREVIOUS CITY COUNCIL BOUGHT 80 ACRES WHICH IS WHAT ENABLED A FARMER WHICH IS WHAT ENABLED ALL-CITY CENTER TO HAVE. WE GENERALLY RECOGNIZE THAT LAND AGGREGATION IS WHAT ENABLES LARGER PROJECTS AND THOUGHTFUL PUBLIC PRIVATE PARTNERSHIPS. THIS IS ALSO A FUNCTION OF THE CITY THAT A PRIVATE PARTY CAN'T DO. A CITY CAN COME IN A THOUGHTFUL MANNER, PLAN OUT WHICH PARCELS IT WANTS TO AGGREGATE OVER A 10 OR 20 YEAR SPAN. AND IMPLEMENT THAT. A PRIVATE DEVELOPER WILL NEVER GO SIT ON A PARCEL FOR 20 YEARS TO WAIT TO AGGREGATE A FEW MORE PARCELS. THIS IS A FUNCTION OF CITY REDEVELOPMENT. THIS IS A PARCEL THAT WE HAVE BEEN LOOKING AT FOR 15+ YEARS. IT WENT ON SALE IN THE REDEVELOPMENT COMMISSION GOT IT UNDER CONTRACT THE DAY WENT ON SALE. THERE WERE MANY BID . AFTERWARDS, A BUNCH OF OTHER PEOPLE FIGURED THE CRC LOCKED IT UP BECAUSE A LOT OF PEOPLE WANTED THIS PROPERTY FOR THEMSELVES. ONE OF THE QUESTIONS I'M SOMETIMES ASKED IS WHAT IS THE PLAN FOR THE PROPERTY? IT IS FRANKLY TOO EARLY. WE FOCUS ON LAND AGGREGATION AND THEN WE TAKE THE TIME TO DESIGN WHETHER INTERNALLY OR WITH THE DEVELOPER A THOUGHTFUL PUBLIC, PRIVATE PARTNERSHIP. TODAY THAT PLAN DOES NOT EXIST AT THE MOMENT. THERE'S NOT A PROPOSED PLAN. ULTIMATELY, BECAUSE THE SELLER HERE HAD OTHER OFFERS , NEW OTHER OFFERS WERE COMING, WAS IN A SHOWING ON THE VERY FIRST DAY WE SAW THIS PROPERTY WAS LISTED, THE REDEVELOPMENT COMMISSION MOVED TO TIE THIS PROPERTY UP . IT WAS ALWAYS THE INTENT OF THE COMMISSION TO APPLY THE 2021 TIF BONDS THAT HAD LAND ACQUISITION DOLLARS IN THERE TOWARDS THIS PROPERTY. FOR REFERENCE, THE REDEVELOPMENT COMMISSION OWNS THIS PROPERTY HERE . WE ARE ASKING ABOUT 331 WAS MAIN STREET. THE COMMISSION ALSO OWNS. SOME OTHER PROPERTIES ARE OWNED BY INVESTORS. THIS IS A REQUEST . THIS REQUEST COMES TO YOU BECAUSE OF YOUR 2021 TIF BONDS YOU WROTE IN YOUR ORDINANCE THAT ANYTIME THERE'S A PURCHASE OF THE PROPERTY FOR MORE THAN $50,000 WITH THIS 2021 TIF BOND FUND THAT THE REQUEST COME TO COUNSEL. THE COMMISSION IS NOW COMING TO COUNSEL WITH THE REQUEST TO APPLY THE 2021 LAND ACQUISITION FUND FROM THE 2021 TIF BONDS TOWARDS THIS PURCHASE. THE PURCHASE PRICE IS $850,000. IT IS ABOVE ONE ENTERPRISE WE HAVE . WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS THE COUNCIL MAY HAVE. ABOUT AFTER DISCUSSING THIS WITH A COUPLE OF YOU PUTTING IT INTO A COMMITTEE. THAT MIGHT NOT BE NECESSARY. I HAVE A COUPLE QUESTIONS I WOULD LIKE TO ASK YOU. ANYTHING OVER $50,000 HAD TO COME TO THE CITY COUNCIL AND THOSE BONDS. IF [01:35:06] THE COUNCIL DIDN'T APPROVE THIS, WHAT WITH THAT MONEY GO TOWARDS? >> I GUESS A FUTURE LAND ACQUISITION. THE 2021 TIF BOND HAD SPECIFIC LINE ITEMS WITH COUNSEL AUTHORIZING EACH BUCKET OF MONEY TOWARDS AND FRANKLY THE REMAINING BUCKET OF MONEY IS LAND ACQUISITION FUNDS. IF THE COUNCIL DIDN'T AUTHORIZE THIS ONE IT WOULD BE ANOTHER LAND ACQUISITION. >> IT WAS DESIGNATED FOR THAT ANYWAYS? >> THANK YOU. WE HAVEN'T ACQUIRED ALL THE PROPERTIES YET. IF AND WHEN THAT HAPPENS WHAT WOULD BE THE APPROVALS THE COUNCIL WOULD HAVE WHEN A PROJECT COMES ALONG? >> GOOD QUESTION. AS WITH EVERY PUBLIC PRIVATE PARTNERSHIP THE COMMISSION WOULD COME IN FRONT OF COUNSEL, PRESENT A PROJECT , THE PROJECT WILL LIKELY HAVE A BOND AND ALLOCATION AREA COMPONENT THAT ALSO NEEDS TO TAKE PLACE AND ALL THE DESIGN ASPECTS OF A PROJECT WOULD ALL GO THROUGH THE VARIOUS PUBLIC BOARDS. THIS IS THE MOST PRELIMINARY OF STEPS TODAY BY THAT MEASURE. IT CRUSHES YOUR CREDIBILITY TO BUY ANYTHING ELSE IN THE FUTURE. >> I HAVE TO NOTE , BECAUSE OF THE TIGHT DEADLINE TO GET THIS PROPERTY UNDER CONTRACT AND ALL THE OTHER PEOPLE WE KNEW, I WAS GETTING TEXTS FROM MULTIPLE PEOPLE WHO WERE ALL TRYING TO GET THIS PROPERTY. WE ENTERED INTO A CONTRACT TO PURCHASE THIS PROPERTY. WITH THE HOPE WE COULD APPLY 2021 TIF BONDS TOWARDS IT. IT IS ALREADY UNDER CONTRACT, I WANTED THAT NOTED. IT'S NOT MY INTENTION TO MISLEAD. >> WHERE WITH THE MONEY COME FROM IF NOT FROM THE TIF ? >> THE CRC HAS FUNDS. FOR EXAMPLE, THERE ARE TWO ROUNDABOUT THAT WE HAVE UNDER CONTRACT. WE DON'T HAVE TO PAY THE MONEY FOR THAT UNTIL NEXT YEAR. WE HAVE THE CASH TODAY. SO WE USED CURRENT CASH OBVIOUSLY WITH THE INTENT TO IMPLY THE LAND ACQUISITION FUNDS TO FREE UP THE CATCH FOR USES INITIALLY INTENDED. TO MOVE QUICKLY, WE USED EXISTING CASH FOR THIS THREE-WEEK PERIOD. >> MY QUESTION IS NOW THAT YOU'VE LOCKED UP THE LAST TWO ACTUAL HOMEOWNER PROPERTIES AND THE REST ARE ALL INVESTORS IN ONE'S THAT OWNS -- ALL BUT ONE I THINK OUR ESTABLISHED DEVELOPERS. WILL YOU THEN ACTIVELY PURSUE THOSE PEOPLE TO GET THIS MOVING? HOW LONG ARE YOU GOING TO SIT? IF YOU KNOW EVERYBODY IS INTERESTED AND THEY ARE ALL INVESTORS AND INTERESTED IN SOME SORT OF DEVELOPMENT I ASK THAT BECAUSE I GET QUESTIONS ABOUT THE OTHER YOU HAVE IS LOOKING A LITTLE ROUGH. DOES THIS HELP PROPEL YOU FORWARD TO START ACTIVELY TRYING TO ACQUIRE ? >> YES. >> OKAY. >> I DIDN'T REALIZE THIS MAY BE WHAT IT GO TO COMMITTEE SO I'M GOING TO KNOW , FIRST OF ALL, DOES THE ADMINISTRATION -- WE ARE IN JANUARY. I'M STILL TRYING TO FIGURE OUT WHAT THE PRIORITIES OF THE NEW ADMINISTRATION ARE. DO YOU HAVE THE SUPPORT OF MAYOR FINKAM TO PURCHASE THIS LAND? >> THE ANSWER TO THAT QUESTION IS YES. ONE OF THE REASONS -- THIS CITY HAS BEEN WORKING ON TRANSFORMING THE ART AND DESIGN DISTRICT FOR 20+ YEARS. YOU GO THROUGH THE GATEWAY AND ARCHES THAT WELCOMES VISITORS. THIS IS THE FIRST THING THEY SEE. IT'S BEEN OUR PLAN FOR ART AND DESIGN DISTRICT FOR 20+ YEARS TO CONTINUE THIS DEVELOPMENT. I'VE SPOKEN ABOUT THIS WITH MAYOR FINKAM AND SHE DOES SUPPORT CONTINUATION OF BUILDING OUT OUR ARTS. >> THAT'S IMPORTANT TO ME. HOW MANY ACRES DO YOU HAVE UNDER YOUR CONTROL? IS IT JUST THE TWO PARCELS? HOW MANY ACRES WOULD THAT BE? >> THESE ARE PROBABLY LIKE .3 EACH. >> THANK YOU. >> COULD YOU POINT OUT THE CRC [01:40:06] PARCELS? >> CRC OWNS THIS PARCEL HERE AND IS HOPING TO OWN THIS PARCEL HERE. THE REST OF THE LAND IS OWNED BY INVESTORS. >> DO YOU HAVE ANOTHER QUESTION? >> I WAS WONDERING, COULD YOU TELL ME ABOUT THE STRATEGY? IF WE OWN A KEY PARCEL ALONG THIRD AVENUE THERE THAT OBVIOUSLY PROVIDES SOME LEVERAGE FOR THE REDEVELOPMENT COMMISSION TO NEGOTIATE A FUTURE DEVELOPER TO ACTIVATE THIS CORNER IN THE WAY THAT FITS THE VISION OF ADMINISTRATION. WHAT IS THE STRATEGIC OF ALPINE THE OTHER THEN IF POSSIBLE PARTNERS ALREADY ON THE OTHER PARCELS? I HAVE A FOLLOW-UP. >> IS THERE AN ADVANTAGE TO BUYING OTHER PARCELS? >> IF WE OWN A KEY PARCEL ON THIS BLOCK WITH MAIN STREET FRONTAGE WHAT IS THE STRATEGIC ADVANTAGE FROM A REDEVELOPMENT COMMISSION STANDPOINT TO ACQUIRE THIS OTHER PARCEL? WE ALREADY OWN A PARCEL THAT, IN ORDER FOR A DEVELOPER TO ACTIVATE THIS BLOCK OF SEVEN PARCELS , THEY WOULD NEED THAT KEY PARCEL ON MAIN AND THIRD AVENUE OF THE REDEVELOPMENT COMMISSION ALREADY OWNS IN ORDER TO ACTIVATE THE DEVELOPMENT. >> YOU'RE SAYING PRESUMING THIS COUNSEL ALLOWS THE APPLICATION OF THESE FUNDS TOWARDS THE HIGHLIGHTED PARTS? YOU'RE SAYING APART FROM THOSE TWO, IS THERE AN ADVANTAGE TO BUYING A THIRD ONE? >> WHAT IS THE ADVANTAGE OF FIND THE SECOND ONE WHEN WE OWN A KEY PARCEL WITHIN THESE SEVEN PARCELS? >> IF A MILLIONAIRE DEMOLISHES THAT HOUSE AND BUILT A GIANT HOUSE WILL BE AGGREGATE THIS BLOCK? >> YOU DID STATE THERE HASN'T BEEN A PLAN FOR THIS BLOCK OF PARCELS. >> I APOLOGIZE IF I PHRASED THAT WRONG. THERE IS NOT A SPECIFIC PLAN WITH SPECIFIC DESIGNS. >> IN THE BLOCK THAT ENDS AT FOURTH AVENUE. >> YES. THERE IS A PRETTY ESTABLISHED ROW OF HOUSES SOUTH OF THIS THAT WERE RESPECTED WHEN MAINE WAS BUILT. WE ARE NOT GOING SOUTH OF FIRST. THIS IS THE ENTRANCE TO OUR ARTS AND DESIGN DISTRICT. >> WHAT IS IT CURRENTLY ZONED? >> SOME ARE ZONED B , SOME RC. >> IT WILL REQUIRE REZONING. IN QUEUE. THANK YOU. >> DEALING WITH QUESTIONS. WE WILL BE PUTTING IT IN THE COMMITTEE. ONE MORE. >> I KNOW THIS IS GOING TO COMMITTEE. YEARS AGO, WITH THE 2021 TIF BONDS I WAS A STRONG SUPPORTER. I WANTED TO MAKE THE MOTION TO PUT IN APPROVALS. WHEN WE DID THAT, THE REASON I MADE THAT MOTION WAS I WAS AFRAID SMALL BUSINESSES LEASING SPACES WOULD BE DISPLACED AND NOT HAVE ANYWHERE TO. I WANTED TO MAKE SURE WE WEREN'T OVERPAYING FOR PROPERTIES AND JUST PROVIDING EXTRA PANTS PARENTS HE TO THIS PROCESS. THIS MOTION I MADE WAS NEVER AN ATTEMPT TO GET RID OF PROPERTY ACQUISITION. I WOULD HAVE MADE A MOTION TO THE FONZ OF ACQUISITION DOLLARS. WE HAD THE PROPERTIES ACQUISITION DOLLARS IN THERE. WE VOTED ON THAT WITH THE INTENT TO GIVE THE CRC TO ACQUIRE PROPERTY. WE WANTED AN EXTRA LAYER OF TRANSPARENCY. WHEN THIS GOES TO COMMITTEE I WILL BE SUPPORTING IT. I THINK YOU ALREADY ARE PURCHASING THIS. THE APPROPRIATE WAY FOR THIS TO BE PAID FOR AND IF WE VOTE KNOW IT'S BEEN PURCHASED EITHER WAY. THIS IS FROM THE PROPERTY ACQUISITION BONDS. THAT'S THE RIGHT BUCKET OF MONDAY THE FUNDING SHOULD COME FROM. WE CAN HAVE QUESTIONS ABOUT WHAT WILL BE DEVELOPED ON THAT SITE. I CERTAINLY HAVE QUESTIONS. I KNOW WE WILL HAVE AMPLE [01:45:04] OPPORTUNITIES BOTH IN REZONING THE PROPERTY AND WITH ANY INCENTIVES THAT MAY COME ALONG WITH ANY DEVELOPMENT THERE TO WEIGH IN ON WHAT COULD DEVELOP ON THAT SITE. I THINK PROPERTY ACQUISITION HAS BEEN A KEY PART IN DEVELOPING THE CITY AND COMMITTEE. I WILL BE SUPPORTING YES ON THIS. >> THIS WILL GO TO THE FINANCE COMMITTEE.
