WHEREAS SHE AND HE ENDORSED THEMSELVES AS THE ASSESSMENT CARMEL INDIANA, HELPING TO KEEP THE SPIRIT OF PIONEERS ALIVE . WHERE WE HAD A COUPLE OF SPOTS OVER ANNEXATION. BUT, IT'S BEEN GREAT TO REPRESENT THE CITY OF CARMEL AND I APPRECIATE THE STRONG RELATIONSHIP I HAD WITH THE VARIOUS COUNSELORS THAT HAVE COME AND GONE OVER THE YEARS. AND IT'S JUST BEEN A TREMENDOUS HONOR . THERE'S A PART OF ME THAT WISHES I COULD KEEP DOING IT AS LONG AS I'M ALIVE . THANK YOU VERY MUCH.

I WOULD ALSO JUST LIKE TO SHARE A COUPLE OF POINTS OF FEEDBACK. LAST WEEK, WHEN THE PLANTS WERE SHARED WITH THE COMMUNITY, NEIGHBORS EXPRESSED CONCERNS OVER THE LAND 1000 UNITS, WITH CONCERN FOR DENSITY

I CHOSE TO BUY IN GRAMERCY WEST FOR ITS PROXIMITY TO EXISTING ENTERTAINMENT CENTERS IN MIDTOWN AND THE ABILITY TO LEAVE MY CAR PARKED AT HOME AND THOSE TRIPS BY BIKE AND ON FOOT IS VERY IMPORTANT TO ME. I HOPE THAT OTHERS CAN BE GIVEN THE SAME OPPORTUNITY. WITH THAT IN MIND, I WOULD ALSO LIKE TO SHARE A COUPLE OF WEEKS THOUGHT. ONE, ON THE FURTHER LIMITATION OF PARKING SPACES, I THINK FOR SOMEONE WHO HAS MOVED HERE, WITH THE OPPORTUNITY TO ENJOY THE WALK ABILITY, I WOULD LIKE TO SEE FURTHER LIMITATION OF PARKING GARAGE SPEND AND PUT THAT MORE TOWARD BIKE INFRASTRUCTURE, WHERE WE CAN PARTICULARLY IN THESE NOTES PARTICULARLY GET BUILT OUT. THERE ARE PARTS OF THE CITY WHERE IT'S VERY EASY TO BIKE AND VERY SAFE AND COMFORTABLE. BUT I CERTAINLY DON'T THINK WE'VE DONE ALL WE CAN. CITY OF INDIANAPOLIS HIRED TO RUN THE SYSTEM . IT IS PRETTY WELL DOCUMENTED THAT AGAIN VERY LITTLE INVESTMNT WAS DONE INTO THE AREA IN GREEN. WHEN I SAY CONVERT IT TO OUR WHAT I MEAN CUTTING OFF ALL THE WATER FOR THE GREEN AREA WHICH IS COMING FROM THE WHITE RIVER NORTH PLANT ON 116 AND RIVER ROAD.

THAT'S ESSENTIALLY WHAT WE ARE DOING.

FOR THE MOST PART. WE ARE NOT , FOR THE MOST PART NOT ADDING NEW DEBT. WE TAKE EXISTING DEBT IN PLACE AND RESTRUCTURING IT AND PUSHING IT OUT. AS PART OF THIS WE ARE LOOKING TO ADD SOMEWHERE IN THE NEIGHBORHOOD OF $10-$20 MILLION OF NEW FINANCING THAT WILL ESSENTIALLY BE THE MAXIMUM OF THE NEW FINANCING WE ARE INCLUDING AS PART OF THIS FOR ADDITIONAL IMPROVEMENTS WE NEED TO MAKE NOW. SO THERE IS A NEW FINANCING OWNER BUT AS I SAID WE ARE LOOKING TO RESTRUCTURE WHAT WE HAVE OUTSTANDING AND THAT WILL HELP FOR A VARIETY OF REASONS. RIGHT NOW THE WATER UTILITY HAS A TROUBLED BE NEGATIVE RATING WHICH IS CERTAINLY LESS THAN WHAT THE CITY HAS , RIGHT NOW THE CITY IS AA. SO WHAT WE WOULD LIKE TO DO IS GET THE RATING IMPROVED TO WHERE IT SHOULD BE FOR CARMEL. SO AGAIN THIS RESTRUCTURING WILL HELP US TO DO THAT. IT WILL NOT HAPPEN IMMEDIATELY. OVER TIME, AS THE RATE INCREASE THAT WAS ADOPTED IN DECEMBER HAS THE OPPORTUNITY TO GENERATE ADDITIONAL REVENUE AND AS WE RESTRUCTURE THE DEBT WE SHOULD SEE THE RATING TREND UP.
