JEREMY, DO YOU.

OH, YOU GOT IT.

OKAY, GOOD. NEED A DRUM ROLL OR SOME WEIGHT MUSIC YOU HAVE TO WORK ON THAT.

WE HAVE TO WORK ON OUR PRODUCTION.

OKAY. THERE ARE.

THERE ARE FOUR BIDS THAT CAME IN.

THE FIRST ONE IS LET ME MAKE SURE I GOT THIS RIGHT.

THE FIRST ONE IS FROM GUDENKAUF.

BE NICE IF THERE WAS A MOUNT HERE.

IS IT FREE? I DON'T KNOW, MAYBE.

YEAH. EITHER.

I'M MISSING SOMETHING HERE.

I DON'T SEE THE BID.

OH, HERE IT IS. OKAY.

IN THE AMOUNT OF $279,370.05.

OKAY.

THE SECOND BID IS FROM CSU, INC.

IN THE AMOUNT OF $19,960.06.

THAT'S LIKE SIGNIFICANTLY LESS NOT RIGHT.

BID PROPOSAL.

WELL. ARE.

OKAY. THE BID PROPOSAL THEY LEFT OFF OF.

I FIGURE THE BID PROPOSAL BASED QUOTE AMOUNT IS $199,600.66.

THAT'S MORE IN THE BALLPARK.

MORE LIKE IT. OKAY.

[00:05:03]

NEXT ONE IS FROM EDCO.

OKAY.

IT GOES. BID IS $534,186.26.

WHAT WAS THE FIRST WE DID THIS? WHAT'S THAT? WHAT WAS THE FIRST WE DID? GOT IT.

THANK YOU.

OKAY. NEXT BID IS FROM QUALITY FIBER.

IN THE AMOUNT OF $216,546.67.

THAT'S IT. THERE YOU GO, JEREMY.

THANK YOU VERY MUCH.

THANKS TO ALL BIDDERS ON THAT.

ITEM THREE IS A PERFORMANCE BOND REDUCTION APPROVAL REQUEST.

ITEM THREE IS RESOLUTION OH THREE 2024 02A BOND RELEASE FOR AMBLESIDE? AND JEREMY, DO YOU HAVE ANYTHING TO SAY ON THIS OR.

OKAY. AND I THINK WE CAN ACTUALLY TAKE THESE TOGETHER.

RESOLUTION ZERO 320 2403 IS ALSO A BOND RELEASE FOR ALBANY VILLAGE EROSION CONTROL.

BOTH THESE EROSION CONTROL.

BOTH OF THESE ARE WITH PLATINUM PROPERTIES MANAGEMENT.

MOVE TO APPROVE SECOND.

THAT'S A MOVE TO APPROVE BOTH ITEMS A3A AND THREE B.

ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN I.

I THANK YOU MOTIONS CARRY.

ITEM FOUR IS CONTRACTS.

ITEM FOUR A IS A REQUEST FOR PURCHASE OF GOODS AND SERVICES.

THIS IS THE REQUEST OF THE CARMEL POLICE DEPARTMENT.

CHIEF, ARE YOU PRESENTING THIS ITEM? SURE, THAT'D BE GREAT.

GOOD MORNING. DRAKE STERLING, CHIEF.

DRAKE STERLING, CHIEF OF POLICE.

IN FRONT OF YOU IS A REQUEST FOR PURCHASE OF GOODS.

BLANK SAFETY SYSTEMS FOR THE LEASE.

FOR OUR 2024 VEHICLES, WE'VE PURCHASED 23 VEHICLES.

WE NEED THE EQUIPMENT THAT GOES INSIDE THOSE PATROL CARS.

WE DID REQUEST TWO ADDITIONAL QUOTES, BUT DID NOT RECEIVE THEM.

BLANK SAFETY SYSTEMS IS PART OF THE INDIANA EPA, AND WE HAVE A HISTORY OF WORKING WITH THEM.

WE'VE BEEN VERY HAPPY WITH THEM.

GREAT. DO YOU HAVE A MOTION? MOVE TO APPROVE.

SECOND. ANY DISCUSSION ON THIS ITEM? ALL THOSE IN FAVOR SIGNIFY WITH AN EYE.

AYE. I THANK YOU VERY MUCH, CHIEF.

THANK YOU. ITEM FOUR B IS A REQUEST FOR PURCHASE OF GOODS AND SERVICES.

OFFICE WORK SERVICES.

THIS IS MICHAEL.

GOOD MORNING, MAYOR AND BOARD.

MIKE HOLLABAUGH, DIRECTOR OF COMMUNITY SERVICES.

THIS REQUEST IS FOR A LITTLE MORE THAN 50,000.

ITS UPDATED CONFERENCE ROOM FURNITURE, AS WELL AS OVER THE LAST COUPLE OF YEARS, WE'VE DONE SOME UPGRADES TO STAFF FURNITURE, AND THERE'S SOME KIND OF MISSING PIECES AND PARTS THAT ARE ALSO PART OF THIS REQUEST.

AND THIS IS BUDGETED FOR ZOOM.

YES. YES. MOVE TO APPROVE.

SECOND. ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN I.

GREAT. I AS WELL, THANK YOU VERY MUCH.

ITEM C MIKE, WE'RE GOING TO HIT ALL THESE TOGETHER.

ITEM C IS A REQUEST FOR PURCHASING GOODS AND SERVICES FOR TMT INC AND 79,803 30.

THIS IS THE MULCH CONTRACT FOR THIS YEAR, AND THE TMT IS THE SERVICE COMPANY THAT WE'VE WORKED WITH OVER THE YEARS TO ACTUALLY DO THE THE HEAVY LIFTING PART OF THAT LITERALLY.

YEAH. ALL RIGHT.

MOVE TO APPROVE SECOND.

ANY DISCUSSION ALL THOSE IN FAVOR SIGNIFY THEN I, I.

ITEM FOUR D IS REQUEST FOR AGREEMENT FOR PROFESSIONAL SERVICES FOR $149,880 FROM YARD GROUP.

[00:10:06]

LIKE. YEP. SO THIS IS THE THE UPDATED PROPOSAL FOR THE HOME PLACE.

SPECIAL AREA STUDY AND WHEN WE DID UP UPDATED THE COMPREHENSIVE PLAN IN 22, WE HAD HELD OFF ON THE SPECIAL AREA STUDIES.

THIS ONE'S A LITTLE BIT MORE EXPENSIVE, BECAUSE WE DO INTEND TO DO A FAIR AMOUNT OF PUBLIC INPUT, AND THERE'LL BE SOME ADDITIONAL PERSONNEL FROM JORDAN COMPANY THAT WILL BE HERE WITH US TO HELP US WITH THAT.

I JUST WANT TO SAY THANK YOU FOR THE ADDITIONAL OUTREACH.

YOU KNOW, I THINK WHAT WE LEARNED IN THE LAST YEAR FROM OUR HOME PLACE RESIDENTS WAS BECAUSE OF INCONSISTENT COVERAGE WITH THE CURRENT OVERTIME, THE ZIP CODE PROBLEM WITH DELIVERY OF INFORMATION, AND THEN THE FORMATION OF THE HOME PLACE ADVISORY BOARD.

A LOT OF THEM JUST DIDN'T KNOW THOSE.

VEHICLES WERE IN PLACE FOR THEM TO LEARN MORE.

AND SO I THINK THIS OUTREACH IS SUPER IMPORTANT SO THEY CAN BE HEARD.

THANK YOU. SO THANK YOU FOR THAT.

YOU'RE WELCOME. MOVE TO APPROVE.

SECOND. ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN I, I ITEM E4E IS REQUEST FOR AGREEMENT FOR PROFESSIONAL SERVICES FOR $50,000 FROM YARD GROUP LLC.

MIKE. SO THIS IS SIMILAR TO THE HOME PLACE.

WE HAVE A A SPECIAL AREA PLAN FOR US 31 CORRIDOR.

THIS ONE WON'T INVOLVE QUITE AS MUCH PUBLIC INPUT.

WE'VE ALREADY DONE A FAIR AMOUNT OF UPFRONT WORK WITH A LOT OF THE LARGER LANDOWNERS IN THE CORRIDOR, BUT THAT WE WILL BE COORDINATING WITH THEM AND WORKING TO GET THAT PLAN UPDATED AS THAT.

WE'RE STARTING THAT ONE FIRST.

MOVE TO APPROVE.

SECOND. ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN I.

THANK YOU. THANKS, MIKE.

THANK YOU VERY MUCH. ITEM FOUR F IS A REQUEST FOR AGREEMENT FOR PROFESSIONAL SERVICES FOR $180,000 FOR CROSSROAD ENGINEERS.

JEREMY, YOU WANT TO EXPLAIN THIS ONE? YES. THIS IS SOME ADDITIONAL SERVICES FOR THE CONSTRUCTION INSPECTION ALONG THIRD AVENUE.

THE PROJECT'S TAKEN A LITTLE BIT LONGER.

AND WE'VE KIND OF INCORPORATED A LOT OF OTHER COORDINATION, AND IN IN THE WHOLE MIDTOWN AREA.

SO IT'S WHEN WE ORIGINALLY BID THE THIRD AVENUE PROJECT.

ALSO, WE WERE UNDER A STRICT TIMELINE TO GET IT DONE BECAUSE WE GOT A COMMUNITY CROSSINGS GRANT AND THE AMOUNT OF MILLION DOLLARS FROM THE STATE THAT COMES WITH YOU HAVE LIKE THREE MONTHS FROM THE TIME THEY AWARD THE THE.

THE GRANT TO GET THE PROJECT UNDER CONTRACT.

SO WE KNEW THERE WERE SOME THINGS WE WERE STILL WORKING OUT AT THAT TIME, BUT WE NEEDED TO GET IT UNDER CONTRACT, SO WE MAXIMIZE OUR GRANT OPPORTUNITY.

OKAY, GREAT.

MOVE TO APPROVE.

SECOND. A DISCUSSION.

ALL THOSE IN FAVOR SIGNIFY WITH AN I, I I.

ITEM G4G IS A REQUEST FOR AGREEMENT FOR PROFESSIONAL SERVICES FOR $85,000 FOR CROSSROADS ENGINEERING ENGINEERS.

YES. THIS IS OUR CURRENT THIS IS AN ADDITIONAL SERVICES AGREEMENT FOR AGAIN INSPECTION AND SOME DESIGN ON THE MISCELLANEOUS PATH PROJECTS.

PROJECTS. SO THE LAST BOND WE PASSED WITH THE CITY COUNCIL HAD A LARGE COMPONENT FOR MULTI-USE PATHS.

WE. SEVERAL OF THOSE PATH PROJECTS TAKE A LOT OF DESIGN EFFORT.

THE THE MISCELLANEOUS PATH PROJECTS WAS ONE WHERE WE KNEW THAT WE HAD AREAS IN THE CITY THAT WE COULD QUICKLY IMPLEMENT WITH MINIMAL DESIGN.

BUT AS WE'VE BEEN DOING THAT, WE'VE BEEN ABLE TO INCORPORATE SOME ADDITIONAL NEEDS FROM CONSTITUENTS.

SO THIS JUST HELPS COVER THAT ADDITIONAL DESIGN WORK AND INSPECTION WORK.

GREAT MOVE TO APPROVE.

SECOND. ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN EYE.

ITEM FOUR H IS A REQUEST FOR PURCHASE OF GOODS AND SERVICES J J E S, INC., DOING BUSINESS AS SMITH PROJECTS FOR 418,888 25.

YES SERGEY MIGHT SPEAK ON THIS ALSO, BUT IT'S ACTUALLY TIMELY THAT DURING OUR BID OPENING, WE HAD A DISCREPANCY BETWEEN WHAT THE THE RED NUMBER WAS AND WHAT THE BID PROPOSAL WAS.

SO THERE WAS A SLIGHT MISINTERPRETATION IN THE, IN THE BID PROPOSAL.

SO THIS CONTRACT EARLIER, WE AWARDED THE PROJECT IN THE AMOUNT OF $418,898.85.

THE THE CONTRACT READ $898.25.

SO THE REAL NUMBER IS WHAT WE AWARDED.

BUT THERE WAS JUST KIND OF SOME SOME MISCOMMUNICATION THERE ON THE.

WHO SAYS WE DON'T COUNT OUR PENNIES? 60 OF THEM, TO BE EXACT.

MOVE TO APPROVE.

SECOND. ANY DISCUSSION? SERGEI, DO YOU WANT ANYTHING TO THIS? NO, JUST IT'S A DE MINIMIS ERROR AND SCRIVENER'S ERROR AND DE MINIMIS ERROR AT THE SAME TIME.

SO NO CONCERNS HERE.

BUT THE CORRECT AMOUNT IS $0.85, NOT $0.25.

[00:15:02]

OKAY. THANK YOU VERY MUCH.

ALL THOSE IN FAVOR SIGNIFY WITH AN I.

I ITEM FOUR I IS RESOLUTION ZERO THREE 2024 01A REQUEST FOR ACKNOWLEDGMENT OF CONTRACT BETWEEN THE CITY AND THE VENDOR FOR $115,000. IS LISA HERE? YOU'RE GONNA HANDLE THIS ONE, SERGEI.

OKAY. GOOD MORNING, SERGEY SHCHUKIN, OFFICE OF CORPORATION COUNSEL.

I ACTUALLY THINK THAT LISA IS NOT THE RESPONSIBLE PARTY FOR THIS.

WHEN I SAW THAT LAST WEEK, I WAS WONDERING THAT.

BUT I KNOW KRYSTAL IS HERE, SO SHE KNOWS A LITTLE BIT MORE ABOUT THIS CONTRACT, BUT I DRAFTED IT, SO I'M COMFORTABLE SPEAKING ON THIS.

SO THIS THIS CONTRACT IS FOR THE RISERS FOR ICE RINK.

THE RISERS IS A, YOU KNOW, WOODEN BLOCKS THAT THEY MAKE AN ICE RINK FOR CHRIS KENDALL.

MARK. THEY'RE OLD. THEY NEED TO BE REPLACED.

AS FAR AS I UNDERSTAND, THAT PARTICULAR REPLACEMENT IMPROVES THE WOOD THAT WE'RE GOING TO BE USING.

SO THE LIFE SPAN OF, OF THE RING WOOD WOULD BE SIGNIFICANTLY INCREASED BY THAT.

AND SO THAT THAT IS THE AMOUNT FOR THAT.

IT'S JUST TIME TO BE TO REPLACE THE ICE RINK.

AND IT'S BASICALLY IN ITS ENTIRETY.

MOVE TO APPROVE.

SECOND. ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN EYE.

AYE. THANK YOU.

ITEM 4JA REQUEST FOR PURCHASE OF GOODS AND SERVICES HOWARD ASPHALT, LLC, DBA HOWARD COMPANIES FOR $137,175 REGARDING ASPHALT REPAIRS.

CRYSTAL. YOU'RE BACK.

I AM, GOOD MORNING. THIS IS FOR A CARRYOVER FROM A PO FROM 2023 FOR SOME PAVING AT 96TH STREET AND COMMERCE AND DUMBARTON. DUMBARTON STREET, AN ENTRANCE THERE.

AND IT JUST HADN'T BEEN SIGNED, SO WE JUST NEEDED TO MAKE SURE IT GOT SIGNED AND CREATED.

OKAY, GREAT.

MOVE TO APPROVE. SECOND.

ANY DISCUSSION? HEARING NONE. ALL THOSE IN FAVOR SIGNIFY WITH AN I.

I THANK YOU.

THANK YOU. ITEM FIVE REQUEST TO USE CITY STREETS AND PROPERTY.

ITEM FIVE A IS A REQUEST TO USE A CIVIC SQUARE FOUNTAIN AREA AND CIVIC SQUARE, GAZEBO AND LAWN.

THIS IS A SPECIAL REQUEST.

USE ELECTRICITY AND FOUNTAIN RESTROOM AT THE FOUNTAIN.

IS ANYONE HERE FROM MARKETING? MELANIE, YOU'RE HANDLING THIS ONE.

ANY ANY COMMENT? WHY DON'T YOU JUST COME UP HERE? BECAUSE WE HAD A FEW. WE CAN JUST HAVE YOU HERE.

THIS IS FOR APRIL 27TH, 2024, FROM 7 A.M.

TO 4 P.M.. BY THE WAY, ANYTHING TO ADD TO THIS MELANIE AT ALL? NOTHING. NOTHING TO ADD.

OKAY. MOVE TO APPROVE FIVE A.

ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN I.

I ITEM FIVE B IS A REQUEST TO USE CARTER GREEN.

IT'S A SPECIAL REQUEST. USE ELECTRICITY FOR A WEDDING CEREMONY JUNE 1ST, 2024, 2 P.M.

TO 6:30 P.M.. THIS IS REQUESTED BY KATHY RAY HOTEL CARMICHAEL.

ANY QUESTIONS OR ACTIONS ON THIS MOVE TO APPROVE? SECOND, ANY DISCUSSION? ALL IN FAVOR SIGNIFY WITH AN EYE I.

ITEM FIVE C IS A REQUEST TO USE A PALLADIUM EAST PATIO ON THE CAMPUS OF THE CENTER FOR THE PERFORMING ARTS.

SPECIAL REQUEST USE ELECTRICITY FOR A WEDDING CEREMONY AUGUST 17TH, 2024, 2 P.M.

TO 6 P.M. MOVE TO APPROVE.

SECOND, ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY BY THE I, I I ITEM FIVE D IS A REQUEST TO USE A CIVIC SQUARE, GAZEBO AND LAWN.

A SPECIAL REQUEST TO USE ELECTRICITY IN A FOUNTAIN RESTROOM AT THE FOUNTAIN GAZEBO.

ALL THIS IS FOR ALL STAR PURE 80S KARAOKE CONCERT SEPTEMBER 7TH, 2020 4:04 P.M.

TO 11 P.M.

THIS IS REQUESTED BY FRANK SMITH, THE THIRD THE NO WARRIOR KARAOKE NINJA OUTLAW WARRIOR.

ANYTHING TO ADD TO THIS? IS THIS PARTY HERE? OKAY. MOVE TO APPROVE.

SECOND. ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN I.

ITEM FIVE IS A REQUEST TO USE A CIVIC SQUARE.

GAZEBO, LAWN. SPECIAL REQUEST.

USE ELECTRICITY AND THE FOUNTAIN.

RESTROOM. FOUNTAIN. GAZEBO.

IT'S A BENEFIT CONCERT TO FEED THE HUNGRY ON SEPTEMBER 14TH, 2020 4:11 A.M.

TO 11 P.M.

JOE BROCKMEIER INTERNATIONAL DISASTER EMERGENCY SERVICE.

IS JOE HERE? MELANIE.

ANYTHING TO ADD? NOTHING TO ADD.

MOVE TO APPROVE. SECOND.

ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN EYE ITEM.

FIVE S IS A REQUEST TO USE THE MIDTOWN PLAZA BIKE CARMEL SLOW ROLL DINNER CRUISE JUNE 11TH, 2020 FOR JUNE 25TH, 2020 FOR JULY 9TH, 2020.

FOR JULY 23RD, 2020.

FOR AUGUST 13TH, 2024 AND AUGUST 27TH, 2024.

ALL 5 P.M. TO 7 P.M..

THIS IS MATT TURNER WITH ROLL FAST.

MOVE TO MELANIE O.

MOVE TO APPROVE SECOND.

ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN I.

I THIS IS A REQUEST TO USE A CIVIC SQUARE FOUNTAIN AND CIVIC SQUARE GAZEBO.

LAWN. SPECIAL REQUEST. USE ELECTRICITY IN THE FOUNTAIN RESTROOM FOR THE SUMMER CONCERT SEASON AT THE SERIES AT THE GAZEBO.

MELANIE, I'M GOING TO LET YOU GIVE A LITTLE INTRO ON THAT.

[00:20:01]

YEAH, SURE. THIS IS THE ANNUAL WEDNESDAY NIGHT SUMMER CONCERT GAZEBO SERIES 7 TO 9 P.M..

THIS YEAR. WE ARE NOT ABLE TO USE THE FIRE STATION AS WE HAVE IN YEARS PAST FOR RAIN DATES, SO WE'RE USING THE LAST TWO WEDNESDAYS IN SEPTEMBER AS POTENTIAL RAIN DATES FOR THOSE THAT MAY HAVE BEEN CANCELED DUE TO INCLEMENT WEATHER.

AND WE ALSO IN THE PAST HAVE USED CITY HALL BATHROOMS, BUT THAT'S PROVEN TO SORT OF BE AN ISSUE LATE INTO THE EVENING, JUST BUSY AND CLEAN UP OF RESTROOMS HAS BECOME A LITTLE BIT OF AN ISSUE.

SO THAT CITY HALL RESTROOMS WILL NOT BE OPEN FOR THE CONCERTS THIS YEAR, SO THEY'LL BE USING THE RESTROOMS UNDERNEATH THE FOUNTAIN.

I'LL KEEP AN EYE ON THAT IF THERE'S ANY ISSUES.

AND WE NEED TO ADD ANYTHING AS FAR AS PORTABLE RESTROOMS AROUND THE FOUNTAIN, WE CAN DO SO.

BUT THAT'S THE GIST OF IT.

THIS YEAR. I DIDN'T EVEN KNOW WE HAD RESTROOMS THERE UNTIL, LIKE, SIX MONTHS AGO.

YEAH, I THINK I'VE USED THEM MAYBE TWICE.

YEAH. YEAH.

I THINK THERE WAS A SAFETY CONCERN WITH HAVING THE BUILDING WIDE OPEN AND NOT SURE NOT HAVING PERSONNEL STATIONED THROUGHOUT THE BUILDING TO MAKE SURE OFFICES AREN'T BREACHED OR WHATEVER. SO I THINK THIS IS A BETTER PLAN.

SO THANK YOU FOR WORKING ON THAT.

ANY ACTION HERE MOVE TO APPROVE.

SECOND, ANY DISCUSSION.

ALL THOSE IN FAVOR SIGNIFY THAT I, I THANK YOU, MELANIE.

THANK YOU. ITEM SIX IS OTHER.

ITEM SIX, A IS A RESOLUTION 0306 2408 DESIGNATING AND APPROVING THE PLACEMENT OF SPEED LIMIT SIGNS ON CITY STREETS WITHIN THE IMMEDIATE VICINITY OF A SCHOOL WITHIN IMMEDIATE PROXIMITY TO CORAM DEO ACADEMY, ALONG CONGRESSIONAL BOULEVARD, NORTH COLLEGE AVENUE, AND 117TH STREET.

JEREMY, DO YOU WANT TO ADDRESS THIS FOR US? THIS WAS TABLED ON THREE, SIX, 2024.

YES, I GUESS I WOULD PROBABLY SEEK SOME CLARIFICATION OF WHY IT WAS TABLED.

MAYBE. AND ACTUALLY, SINCE IT WAS TABLED, DO YOU HAVE A MOTION TO LIFT THIS FROM THE TABLE SO WE CAN DISCUSS.

SO MOVED. SECOND, ALL THOSE IN FAVOR OF LIFTING I, I OKAY I WAS NOT AT THIS MEETING.

I WAS ON VACATE. DID YOU GUYS TABLE IT JUST BECAUSE YOU HAD QUESTIONS REGARDING THE NEED FOR THE SPEED SIGNS OR.

YEAH, I THINK WE MAY HAVE.

I'M SORRY, I DON'T REMEMBER.

BUT IF IT WAS TABLED BECAUSE IT NEEDED TO GO TO COUNCIL FIRST TO BE APPROVED.

OKAY. AND THAT'S WHY IT WAS TABLED, BECAUSE THERE WAS MORE PEOPLE INVOLVED AND MORE IN MOTION BEFORE WE COULD APPROVE IT AT BW.

AND HAS THAT HAPPENED? IT WAS MY UNDERSTANDING THAT WE YEARS AGO, COUNCIL HAD GIVEN THE AUTHORITY FOR YEARS FOR SPEED LIMIT.

FOR SCHOOL ZONE SPEED LIMIT SIGNS TO COME THROUGH THE BOARD OF PUBLIC WORKS.

SO THE PROCESS WOULD BE.

WE WOULD RECEIVE A REQUEST, WE WOULD REVIEW IT, AND THEN WE'D BRING IT TO THE BOARD OF PUBLIC WORKS FOR APPROVAL.

AND THEN ONCE THAT TAKES PLACE, THEN WE WORK WITH THE THE PETITIONER TO HAVE THEM INSTALL THE SIGNS.

AND THAT'S KIND OF STANDARD AMONGST ALL SCHOOLS, EVEN OUR OWN CARMEL SCHOOLS.

SERGEI, WERE YOU ON YOU KNOW WHAT, ASK FOR A TABLING OR I DID NOT ASK FOR A TABLING.

THIS ONE. I THINK THIS IS MIGHT BE A SLIGHT MISTAKE.

THERE WAS A REQUEST TO LEASE CITY PROPERTY THAT WAS TABLED THAT REQUIRED A COUNCIL APPROVAL, WHICH NOW IS GRANTED, AND I APOLOGIZE.

I DO NOT SEE THAT ITEM ON THE AGENDA.

SO WE'LL BRING IT BRING IT TO YOU AT THE NEXT MEETING.

SO I THINK THE TABLING WAS RELATED TO THAT ITEM.

I THINK THIS ITEM IS NEW TO ME.

OKAY. A COUPLE THINGS HERE.

WE'LL TAKE ACTION ON THIS ONE TODAY.

AND IF WE FIND THAT IT NEEDS ANOTHER PATH, WE CAN FIX IT NEXT TIME.

ITEM TWO THOUGH IS JESSICA, CAN YOU TAKE A LOOK AT MINUTES TO MAKE SURE THAT THE CORRECT ITEM WAS TABLED ON OUR MINUTES, JUST TO MAKE SURE WE DON'T HAVE A.

AND IF WE NEED TO AMEND THE MINUTES, WE CAN DO THAT THE NEXT MEETING.

YEAH, THAT'S NO PROBLEM.

THANK YOU EVERYBODY. OKAY. SO ON THE TABLE HERE LITERALLY IS THESE SPEED LIMIT SIGNS BY THE ACADEMY SCHOOL.

JEREMY, DO YOU HAVE ANY CONCERNS HERE WITH THIS PROPOSAL? YOU'RE BRINGING IT HERE? NO, IT'S A SCHOOL.

IT'S A NEW SCHOOL OVER IN THE CONGRESSIONAL AREA, AND IT'S KIND OF.

IT'S IN A TRIANGLE OF THREE DIFFERENT PROPERTIES AND ROUTES IN AND OUT OF THE THE BUSINESS DISTRICT OVER THERE.

SO THAT'S WHAT WE WERE RECOMMENDING TO FOR SCHOOL ZONE.

SCHOOL ZONE? SPEED LIMIT SIGNS BE PLACED.

IS IT CHANGE THE SPEED LIMIT IN THIS AREA OR IS IT ALREADY JUST AROUND THE SCHOOL? I THINK IT'LL GO FROM 30 OR 30 5 TO 25, SO WE WILL HAVE TO THEN DPW CAN PROVE IT.

DOES IT AMEND THE CITY CODE AS A CITY COUNCIL? HAVE TO AMEND THE CODE THEN? I BELIEVE THE WAY THE CODE IS WRITTEN IS IT SAYS AS SIGNED.

OKAY. SO ONCE WE SIGN THEM, THEN IT'S OKAY.

AWESOME. MOVE TO APPROVE.

SECOND, ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN I.

I THANK YOU.

ITEM SIX B IS UNIFORM.

CONFLICT OF INTEREST. DISCLOSURE.

GREGORY A WEB.

THIS IS PRESENTED BY THE FIRE DEPARTMENT.

DO WE HAVE ANYONE FROM THE FIRE HERE TODAY?

[00:25:03]

IT'S MY UNDERSTANDING WITH THIS ITEM THAT GREG HAS DONE SOME.

GREG IS A FIREFIGHTER WITH THE CARMEL FIRE DEPARTMENT.

HE ALSO DOES SOME CONTRACTING TO FOR SOME GRAPHIC DESIGN FOR THE FIRE TRUCK SIGNAGE.

AND HE'S DONE A GOOD JOB AT A FAIR RATE, AND THEY WANT TO KEEP THAT.

BUT HE HAD TO DISCLOSE THIS AS AN EMPLOYEE.

ARE THERE ANY CONCERNS ON THAT? ALL RIGHT. I LOVE A MOTION MOVED TO ACKNOWLEDGE.

THAT'S CORRECT. RIGHT. ACKNOWLEDGE.

OKAY. SECOND, ALL THOSE IN FAVOR SIGNIFY WITH AN I.

I. THANK YOU VERY MUCH.

ITEM SIX A IS A REQUEST FOR OPEN PAVEMENT CUT AND LANE RESTRICTION.

14333 AND 14337 GRAY ROAD BY BL BROWN CONSTRUCTION INCORPORATED.

JEREMY. YES.

THIS IS JUST THE KIND OF PROCEDURAL THING.

WE HAVE A THERE'S A PRIVATE PROJECT GOING ON OVER THERE, SO THEY'RE JUST ASKING FOR APPROVAL FOR A PAVEMENT CUT AND LANE RESTRICTION TO DO SOME OF THE UTILITY CONNECTION WORK. IS THIS ARE THEY SPLITTING A PARCEL? WHAT'S THAT? IS THIS SPLITTING A PARCEL ON TWO DIFFERENT PARCELS THAT THERE.

I THINK WHAT IT IS IS IT'S TWO SEPARATE PARCELS AND THEY'RE DOING THE WORK ALL AT THE SAME TIME.

SO IT'S THEY'RE KIND OF POOLING THE RESOURCES TO GET THE SAME TYPE OF WORK DONE AT THE SAME TIME.

OKAY. THANK YOU. MOVE TO APPROVE SECOND.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN I.

ITEM SIX D IS A REQUEST FOR WAIVER OF RESOLUTION NUMBER ZERO 428 1701 SPRING ROAD AND ILLINOIS STREET REGARDING LOWE'S.

YES. THIS IS A WAIVER OF OUR UNDERGROUND UTILITY DISTRICT SIGNS.

SO SOME EXPLANATION FOR THE BOARD.

IT THAT WHEN COUNCIL PASSED OUR UNDERGROUND UTILITY DISTRICTS.

THERE'S A WAIVER PROCESS IN THERE.

SO WE HAVE GENERALLY GIVEN IF WE HAVE A ONE OF OUR CONSTRUCTION PROJECTS WHERE IT GUILFORD ROAD WAS A PRIME EXAMPLE, WHERE THERE WERE A LOT OF UTILITY POLES THAT NEEDED TO BE RELOCATED.

WE WERE ASKED TO COMPROMISE OUR DESIGN AND EVEN ADA COMPONENTS OF OUR DESIGN TO ACCOMMODATE NEW ABOVEGROUND POLES.

AND THAT'S WHERE WE DID NOT GRANT A WAIVER.

WE SAID, NO, THIS IS THE PERFECT PROJECT FOR THE POLES TO GO UNDERGROUND.

WHERE WE WE REALLY STRIKING THE HEART OF REASONABLENESS, AS IF A UTILITY COMPANY NEEDS TO REPLACE ONE POLE.

WE DON'T MAKE THEM GO UNDERGROUND BY REPLACING ONE POLE.

I WILL SAY WITH THIS INCLUDED IN THIS WAIVER, I BELIEVE WE'VE ADDED A CAVEAT OF WE'RE NOW WHERE WE HAVE ALLOWED A UTILITY COMPANY TO REPLACE A COUPLE OF POLES.

FOR THEIR SAFETY PURPOSES.

WE'RE NOW PUTTING MORE TEETH IN THESE TO MAKE SURE THAT THEY ALSO HAVE ALL THE OTHER UTILITIES THAT ARE ATTACHED TO THE POLE MOVED OVER, BECAUSE WE'VE KIND OF GOTTEN PUSHBACK, LIKE IT'S NOT OUR POLE ANYMORE.

IT'S LIKE, YEAH, BUT YOU HAVE YOU'VE ALLOWED EIGHT OTHER COMPANIES TO BE ON YOUR OLD POLE.

THEY NEED TO MOVE OVER.

BECAUSE THEN IT REALLY STARTS CLUTTERING THE RIGHT OF WAY.

THANK YOU FOR DOING THAT.

MOVE TO APPROVE.

SECOND. FOR THE DISCUSSION.

ALL THOSE IN FAVOR SIGNIFY WITH AN I, I.

ITEM SIX IS A REQUEST FOR OPEN PAVEMENT, CUT STREET AND SIDEWALK CLOSURE TO 11 FIRST AVENUE NORTHWEST FROM ZACH SPITZ EXCAVATION INCORPORATED.

THIS IS SIMILAR TO WHAT WE WE RECOMMENDED UP ABOVE.

THIS IS FOR A UTILITY CONNECTION OF A NEW HOME.

MOVE TO APPROVE.

SECOND, ANY DISCUSSION.

ALL THOSE IN FAVOR SIGNIFY WITH AN I, I.

ITEM SIX F IS A REQUEST FOR SECONDARY PLAT.

AMBLESIDE, SECTION TWO TIM BERRY P PROFESSIONAL OR EXCUSE ME FLATTEN PROPERTIES.

PRETTY SIMPLE. THIS IS THE JUST APPROVING THE SECONDARY PLOT FOR AMBLESIDE.

SECTION TWO. THIS HAS BEEN REVIEWED BY DOCS AS WELL AS US.

AND THEN THIS WILL ALLOW THEM TO THEN START START BUILDING HOMES IN THAT SECTION.

OKAY. MOVE TO APPROVE.

SECOND, A DISCUSSION.

ALL THOSE IN FAVOR SIGNIFY WITH AN EYE I6G IS A REQUEST FOR A REPLAY ARE A FRANK LOT SIX AND SEVEN BRIAN CREEK ARE.

SOME MORE TYPE AREA.

THIS IS A PLOT OF THIS AREA FOR SOME FOR SOME NEW RESIDENTIAL.

MOVE TO APPROVE.

SECOND. ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY WITH AN I6H IS A REQUEST FOR GRANT OF PERPETUAL STORMWATER QUALITY MANAGEMENT EASEMENT AT 414550 RIVER ROAD REGARDING HARVEST BIBLE CHAPEL.

SO H AND I ARE SIMILAR THAT WHEN A PROJECT PRIVATE DEVELOPMENT PROJECT COMES THROUGH FOR DEVELOPMENT REVIEW, WE HAVE CERTAIN BMP REQUIREMENTS WHICH BMPS OR BEST MANAGEMENT PRACTICES.

SO THOSE ARE GOING TO FOR WATER QUALITY PURPOSES.

OUR CODE REQUIRES THEM TO GO IN AN EASEMENT SO THAT IF THERE IS AN SOME TIME WHERE THEY'RE NOT MAINTAINING IT OR ANYTHING LIKE THAT, WE HAVE RIGHTS TO GET IN AND MAKE THE NECESSARY REPAIRS TO SO IT DOESN'T CAUSE A DETRIMENT DOWNSTREAM.

IS THIS FOR THE EXISTING HARVEST BIBLE, OR IS THIS FOR AN EXPANSION?

[00:30:03]

I THINK THIS IS THE EXPANSION OF THE.

MOVE TO APPROVE.

SECOND, ANY FURTHER DISCUSSION.

ALL THOSE IN FAVOR SIGNIFY WITH AN I AND SIX EYES.

A REQUEST FOR GRANT OF PERPETUAL STORMWATER QUALITY MANAGEMENT EASEMENT, 1300 EAST 96TH STREET.

THE NEURO DRIVEN RECOVERY FOR THE SAM SCHMIDT FOUNDATION AND JEREMY ARE DESCRIBED THAT.

ANY QUESTIONS FOR JEREMY ON THAT? MOVE TO APPROVE.

SECOND. ALL THOSE IN FAVOR SIGNIFY WITH AN I.

THANK YOU. ITEM SEVEN.

WE HAVE TWO ADD ONS.

SERGEY IS HANDLING THOSE. GREAT.

THANK YOU SIR. SERGEI SHCHUKIN, OFFICE OF CORPORATION COUNSEL, TO ADD ONS.

AS MADAM CHAIR MENTIONED, THE FIRST ONE IS FROM DEPARTMENT OF ENGINEERING.

IT'S A REQUEST TO CLOSE THE STREET AT TEN EAST MAIN STREET FOR THE CONSTRUCTION FOR THE CONSTRUCTION CRANE TO MOVE ROOFTOP EQUIPMENT FOR FIRST ON MAIN PROJECT.

IT IS TENTATIVELY SCHEDULED FOR SATURDAY, MARCH 23RD BETWEEN 7 A.M.

AND 10 A.M..

THAT MAY CHANGE, BUT IT'S A THREE HOUR REQUEST FOR STREET CLOSURE FOR THE FIRST AND MAIN PROJECT TO MOVE SOME ROOF.

ROOF EQUIPMENT.

AND JEREMY IS HERE TO ANSWER ANY PARTICULAR QUESTIONS YOU MAY HAVE ABOUT THIS.

IT MAY CHANGE BASED ON WEATHER OR MAY CHANGE ON THE AVAILABILITY OF THE VENDOR.

I THINK IT'S IT'S PROBABLY BASED ON WEATHER, BUT WE JUST THIS WAS A REQUEST THAT JUST CAME IN YESTERDAY.

THEY HAD A SLIGHT TIME WINDOW THAT THEY COULD GET IT IN, AND WE THOUGHT THAT WOULD BE A GREAT TIME TO DO IT.

JEREMY. IF THE TIME CHANGES, I SAW THAT NOTICE WILL BE MADE TO THE ADJOINING OWNERS 48 HOURS BEFORE.

SO IS THAT SAYING THAT 48 HOURS IS LIKE THE CUT OFF FOR CHANGING THE TIME? YEAH. SO WE'LL WE'LL MAKE SURE THAT IF IT'S IF IT DOESN'T LOOK LIKE IT'S GOING TO HAPPEN, WE'LL GET THE APPROPRIATE NOTICE OUT AND THEN WE'LL AND THEN ONCE THEY FIND IT, WE'LL WORK TO MAKE SURE THAT IT'S NOT LIKE.

THE 48 HOURS IS BASICALLY SO THAT WE CAN WE CAN ALERT THE SURROUNDING PROPERTY OWNERS AND BUSINESSES THAT IF THERE'S IF IT WERE TO HAPPEN ON A DIFFERENT DAY, WE COULD WE COULD LIKE THEY WOULDN'T SHOW UP THAT MORNING AND BE A PROBLEM.

MY. MY GUESS WOULD BE A 7 A.M.

TO 10 A.M. TIME WINDOW.

WOULD NOT WORK ON ANY OTHER DAY BUT SATURDAY, JUST BECAUSE OF SCHOOL AND EVERYTHING LIKE THAT.

SO IF IT DOES NOT HAPPEN ON THE SATURDAY, THEN WE'D HAVE TO TARGET A KIND OF AFTER THE MORNING RUSH OR LIKE MAYBE TRY TO DO IT OVER A SPRINT, OVER SPRING BREAK OR SOMETHING LIKE. YEAH.

OKAY. MOVE TO ADD THIS ON TO OUR AGENDA.

SECOND, ALL IN FAVOR, SIGNIFY WITH AN EYE.

I THANK YOU FOR CATCHING THAT, LAURA.

AND MOVE TO APPROVE.

SECOND. ANY FURTHER DISCUSSION? ALL IN FAVOR, SIGNIFY WITH AN EYE.

THANK YOU. AND LET ME GO AHEAD AND MOVE TO ADD ON ITEM TWO, A SPECIAL EVENTS FACILITY REQUEST FORM FROM THE MARKETING COMMUNITY RELATIONS PROJECT.

WE HAVE A MOTION TO ADD IT ON.

MOVE TO ADD ON SECOND.

ALL THOSE IN FAVOR SIGNIFY WITH AN EYE.

I THANK YOU, SERGEI.

YEAH. THAT IS A REQUEST TO USE CITY PROPERTY FOR CREWS IN THE EVENT.

AS YOU SEE, IT'S TAKING PLACE IN JULY, BUT WE'RE QUITE A FEW MOVING PARTS AS, AS, AS THE DOCUMENT SUGGESTS THAT THAT THAT YOU RECEIVED.

SO THE DEPARTMENT WANTS TO START WORK ON THIS A LITTLE BIT EARLIER, HENCE THE ADD ON REQUEST RATHER THAN BRINGING IT TO THE NEXT MEETING.

AND THIS IS FOR CREW.

I SHOULD JUST READ THIS INTO THE RECORD.

IT'S FOR CREWS N.D.

2024 EVENT START DATE IS 817.

SET UP TIME 6 A.M.

EVENT TIME ENDING AT 300 OR 3 P.M.

FOR 350 PEOPLE.

AND THIS IS BASICALLY EFFECTIVELY A CAR SHOW.

MEETUP. MELANIE, ANYTHING YOU'D LIKE TO ADD TO THIS ONE? AND MIDTOWN PLAZA. SURE.

I JUST WANTED TO ADD THAT THIS WAS AN EVENT DIRECTED AND MANAGED BY CRUISE INDIE, AND THEY HAVE REQUESTED THAT WE PUT THIS THROUGH NOW SO THEY CAN START WORKING ON SPONSORSHIPS FOR THE EVENT TO OCCUR.

GREAT. MOVE TO APPROVE.

SECOND. ANY FURTHER DISCUSSION FOR MELANIE OR SERGEI? SEEING NONE. ALL THOSE IN FAVOR SIGNIFY WITH AN I.

I THANK YOU, MELANIE.

THANK YOU. SERGEI. JACOB.
