[1. PLEDGE OF ALLEGIANCE] [00:00:14] WE WILL GET GOING HERE. LET'S SEE WHAT WE'VE GOT. >> GOOD AFTERNOON LADIES AND GENTLEMEN. THIS IS THE REGULAR MONTHLY MEETING OF THE CARMEL DEVELOPMENT COMMISSION. WE ARE HERE IN THE CITY COUNCIL CHAMBERS TONIGHT. WE DO HAVE A QUORUM OF OUR MEMBERS PRESENT. COMMISSIONER AASEN IS JOINING US ELECTRONICALLY. SO WE WILL PROCEED ON WITH OUR MEETING. OUR FIRST ITEM IS THE PLEDGE OF ALLEGIANCE. IF YOU WILL STAND AND JOIN ME. ARE YOU GOING TO CALL ROLL? >> I CAN DO THAT. >> GO AHEAD IF YOU WOULD, MIC. >> PRESIDENT HAMMER. >> AYE. >> VICE PRESIDENT BOWERS. >> SECRETARY BROOKS. >> COMMISSIONER AASEN. [4.a. Cash Flow Report] >> PASSES. >> APPROVED. THANK YOU VERY MUCH. WE WILL NOW MOVE ON TO OUR FINANCIAL MATTERS. AGAIN, MR. LEE WITH THE CASH FLOW REPORT. >> THANK YOU. THE COMMISSION END OF MONTH BALANCE FOR MARCH WAS $6,794,483. INCLUDING RESTRICTED BRONZE, $14,580,746. [4.b. Approval of Claims] QUESTIONS OF MR. LEE REGARDING THE CASH FLOW REPORT? >> BEING DONE, WE WILL MOVE ON TO APPROVAL OF CLAIMS. ONCE AGAIN, MR. LEE. >> TWO SETS OF CLAIMS BEFORE YOU TONIGHT. THE FIRST ONE IN THE AMOUNT OF $79,630.68. THIS IS FROM NONOPERATING EXPENSES. THE SECOND IS FROM THE 2021TIF BOND CLAIMS IN THE AMOUNT OF $120,000 EVEN. >> THANK YOU MR. LEE. ANY QUESTIONS OF MR. LEE REGARDING THE CLAIMS BEFORE US THIS EVENING? >> IF IT IS YOUR PLEASURE, EMOTION OF APPROVAL. >> I MOVED TO APPROVE. >> THANK YOU. >> SECOND. >> MOVED AND SECONDED. AGAIN, MR. LEE, IF YOU CAN CALL ROLL. >> PRESIDENT HAMMER. >> AYE. >> BOWERS. >> AYE. >> BROOKS. >> AYE. >> AASEN. [5. EXECUTIVE DIRECTOR REPORT] >> AYE. >> IT IS APPROVED. >> THANK YOU VERY MUCH COMMISSIONERS. WE WILL NOW MOVE ON TO THE EXECUTIVE DIRECTOR PATIENTS REPORT. MR. DIRECTOR. >> THANK YOU, COMMISSIONERS. THE FIRST THING I WANT TO POINT OUT IS THAT WE HAVE A SPECIAL GUEST WITH US TODAY. THE MAYOR HAS APPOINTED NICK WEBER WHO IS JOINING US IN THE AUDIENCE AS THE CITY PATIENTS DIRECTOR FOR ECONOMIC DEVELOPMENT. NICK WILL OVERSEE THE CRC AND THE BROADER ECONOMIC GOALS THAN THE CITY HAS EVER HAD BEFORE. IT IS DEEPENING THE AMOUNT OF PEOPLE WE HAVE IN THE CITY AND THAT IS A POSITIVE THING . >> I ALSO DON'T WANT TO REINVENT THE WHEEL AND I WANT TO POINT ANYONE LISTENING TO MONDAY PICK THE CITY COUNCIL MEETING. THERE ARE COUPLE OF REALLY GOOD CONVERSATIONS AT THE CITY COUNCIL. INSTEAD OF REDOING THOSE, ALL THE MEETINGS OF CITY COUNCIL, THEY ARE PUBLIC AND ALL AVAILABLE ONLINE AND FACEBOOK AND YOUTUBE TO WATCH. THERE ARE TWO THINGS THAT HAPPENED EARLIER THIS WEEK. FIRST, FOR THE FIRST TIME EVER, OUR PARTNERS AT THE HOTEL CARMICHAEL HEADQUARTER CAME TO CITY COUNCIL AND THE MAYOR -- AT THE MAYOR'S REQUEST AND DISCLOSED IN PUBLIC HOW WELL THE HOTEL CARMICHAEL HAS BEEN PERFORMING FINANCIALLY. >> IT IS CERTAINLY SOMETHING WE HAVE ALWAYS KNOWN. BUT I THINK THAT THERE WERE SOME DOUBTERS AND SKEPTICS AS THERE ALWAYS SHOULD BE BECAUSE WE SHOULD ALWAYS QUESTION WHAT THE GOVERNMENT IS DOING. BUT I THINK THAT THE NEWS ABOUT THE HOTEL CARMICHAEL'S PERFORMANCE IS INCREDIBLY POSITIVE. IT WAS ABOUT AN HOUR LONG CONVERSATION, FRANKLY. AND I KNOW THAT PEOPLE HAVE STUFF TO DO SO I WOULD POINT PEOPLE TO THE CITY COUNCIL MEETING ON [00:05:02] MONDAY TO WATCH THAT. IT IS INCREDIBLE AND THE HOTEL PERFORMANCE HAS BEEN PRETTY GREAT. THE OTHER THING I WANT TO POINT OUT IS ALSO ON MONDAY, THE MAYOR UNVEILED THE CONCEPT OF A UNION FOOD HALL. BUT MORE THAN A FOOD HALL. PART OF A LARGER SELF PROJECT. THERE WAS GOOD DISCUSSION AT CITY COUNCIL ABOUT IT. CITY COUNCIL AND UPLOADING 9-0 ON ESSENTIALLY A RESOLUTION TO CONSIDER FUNDING THE FOOD HALL AND THE UNION PROJECT AND DO EVERYTHING TO MOVE IT FORWARD, KNOWING THAT WE ARE ALSO GOING TO RELY ON SOME OUTSIDE OF THE CITY FUNDING SOURCES AND SO WE ARE MOVING ALL OF THAT FORWARD AND I HOPE TO HAVE MORE INFORMATION ON THAT. AGAIN, IT WAS A VERY THOROUGH PRESENTATION ON THE UNION AT CITY COUNCIL. PROBABLY ABOUT HALF AN HOUR. I WOULD ENCOURAGE ANYONE WASHING --WATCHING THIS TO GO BACK AND WATCH THE CITY COUNCIL PRESENTATION. ALL OF THAT BEING SAID, WE ARE MOVINGALONG AND A LOT OF CONSTRUCTION GOING ON. I JUSTCAME FROM THE CITY COUNCIL LANDAFTER WHICH IT WILL TO COUNCIL AND FINANCE COMMITTEE. TO THE LAND-USE DISCUSSED OF THE URBAN PLANNING NATURE OF THE PROJECT AND FINANCE WILL DISCUSS THE NUMBERS. BUT I THINK THAT IS GOING THROUGH SMOOTHLY. AND LARISSA COMES BACK NEXT WEEK FROM MATERNITY LEAVE AND WE ARE EXCITED TO HAVE HER BACK. THAT WILL CONCLUDE MY DIRECTORS REPORT AND I'M HAPPY TO ANSWER ANY QUESTIONS. >> COMMISSIONERS, ANY QUESTIONS FOR THE DIRECTOR? >> I DID HAVE ONE FROM THE PRESENTATION THE OTHER EVENING WITH THE COUNCIL. AT WHAT POINT IN TIME DO YOU FORESEE A DECISION BEING MADE OR NEEDING TO BE MADE ON THE ADDITIONAL UNITS IN THE REN BUILDING. I BELIEVE THERE WERE 30 OR 35. >> FIRST , I WILL GIVE PROPS TO PET CORE. THEY DO NOT MISS A CHANCE, DO THEY? >> I WILL SAY THIS. FOR THE PAST FEW YEARS, THEY HAVE ATTEMPTED TO ADD ADDITIONAL UNITS TO THE HOTEL BY CONSTRUCTING THEM AND HAVING THE HOTEL RENT THEM FOREVER AND PAY AN ANNUAL OR MONTHLY ONGOING COST TO RENT THE ADDITIONAL ROOMS TO UTILIZE. WE HAVE SAID NO TO THAT EVERY SINGLE TIME. OBVIOUSLY, ULTIMATELY, IT IS THE MAYOR PATIENTS DECISION. I FEEL LIKE NO ONE WANTS TO PUT EXTRA ADDITIONAL MONEY INTO THE CARMICHAEL. IT IS DOING EXACTLY WHAT WE WANT IT TO DO. THIS PET CORE PROPOSAL IS MUCH DIFFERENT. IT IS THAT THEY WOULD BUILD OUT THE ROOMS, A LARGER EXTENDED-STAY KIND OF ROOMS AND THE HOTEL CARMICHAEL WOULD JUST ADD THE ROOMS TO ITS INVENTORY AND LEASE IT OUT THE WAY THEY WOULD ANY OTHER ROOMS THROUGH THE MARRIOTT SYSTEM. THE HOTEL CARMICHAEL, WOULD JUST GET A FEE FOR DOING THAT. IF WE ENSURE THAT THE QUALITY IS THERE, WE ACTUALLY HAVE A CHANCE FOR ADDITIONAL REVENUE WITH $0 OF INVESTMENT. FOR THAT TO HAPPEN, I BELIEVE MARRIOTT DOES HAVE A PERIOD OF TIME THAT THEY NEED THAT TO BE LOCKED IN AT. I DON'T REMEMBER IF IT IS FIVE OR 10 YEARS BUT IT IS SOMETHING. IT HAS BEEN FLOATED TO US BUT THE STAFF IS NOT HAD A CHANCE TO FULLY THAT THE NUMBERS WHICH IS WHY I SET QUIETLY WHEN PET CORE PITCHED THIS. GOOD FOR THEM. WHY MISS THE CHANCE, YOU KNOW. IT CERTAINLY SEEMS LIKE A MUCH MORE POSITIVE DEAL FOR THE CITY THAN THE LAST VERSION OF IT. BUT I DO THINK THAT WE TAKE TIME TO FULLY STUDY IT. I ALSO APPRECIATE THAT THESE ARE ALMOST EXTENDED-STAY ROOMS SO THEY ARE NOT COMPETING WITH THE CARMICHAEL ITSELF. WE ARE LOOKING AT A COUPLE OF OTHER PROJECTS THAT MIGHT HAVE EXTENDED-STAY OPTIONS. WHAT IS WORTH NOTING IS THAT MOST OF THE EXTENDED-STAYS WILL GET BOOKED UP THROUGH MARRIOTT POINTS, REALLY BY A CERTAIN CLASS OF TRAVELER, PEOPLE THAT USUALLY STAY AUTOGRAPH HOTELS. EVEN IF WE ADD ADDITIONAL EXTENDED-STAY OPTIONS, THIS IS NOT COMPETING WITH THAT. IT IS AT A DIFFERENT LEVEL. IT IS A WHOLLY DIFFERENT CLIENT THAT WANTS TO STAY AT AN AUTOGRAPH HOTEL EXTENDED-STAY EXPERIENCE [00:10:04] COMPARED TO -- I DON'T KNOW, IS HOW THE INN EXPRESS EXTENDED-STAY? WHATEVER YOU CAN FILL THE BLANKET WITH PICK THE STEP NEEDS TO GET THE PROPOSAL BUT IT IS BETTER THAN ANYTHING WE HAVE SEEN IN THAT VEIN. >> HENRY, WHAT SPACE WOULD BE AVAILABLE? THERE HAS TO BE SOME POINT, A BREAKING POINT WHERE THE ROOMS HAVE EITHER GOT TO BE COMMITTED TO AN EXPANSION OR OTHERWISE USED OR SOLD. >> IT IS NOW. SHELL IS BUILT. ROOMS ARE ESSENTIALLY BUILT. THEY JUST NEED TO FIGURE OUT IF THEY ARE GOING IS BEEN WAY MORE MONEY TO PUT THE KIND OF FFNE INTO THE ROOMS THAT MATCH THE EXPERIENCE YOU ARE LOOKING FOR AT THE CARMICHAEL. THEY ARE EITHER SPENDING WAY MORE TO MAKE THEM CARMICHAEL ROOMS OR THEY ARE NOT SPENDING ANY MONEY AND JUST RENTING THEM OUT OF SOMETHING UNRELATED TO THE HOTEL. I THINK BECAUSE OF WHERE IT IS ADJACENT TO THE HOTEL. THERE IS A CHANCE FOR THAT SECOND FLOOR, MAIN FLOOR HALLWAY, TO EXTEND DIRECTLY IN SO THERE IS A LOT OF BENEFIT THAT CAN COME FROM THAT. THE DECISION IS COMING SOON WHICH IS WHY WE TOOK EVERY OPPORTUNITY TO DISCUSS IT . >> GOOD FOR HIM. >> IF THAT WERE TO OCCUR, TO ANTICIPATE THE LEVEL OF FINISH WOULD BE SIMILAR TO THE CARMICHAEL? >> WE ARE RELYING ON CORE HOSPITALITY IS MANAGER MANAGING THE NUMBER OF AUTOGRAPHS INCLUDING THE TOP IN THE NATION TO GIVE US GUIDANCE ON THE LEVEL THAT THEY WOULD EXPECT THE ROOMS TO HAVE. THIS IS NOT A DECISION BEING MADE IN THE VACUUM. I SUSPECT THERE WILL BE A CONVERSATION ABOUT US WANTING TO INCREASE THE QUALITY OF FFNE IN THE ROOMS AND HAPPY TO HAVE THAT CONVERSATION AS THE ENTIRE DEAL COMES TOGETHER . >> I THINK THE LAST COMMENT, MY MAIN POINT WAS, TO DEAL DIRECTLY WITH PAUL AND LEAN ON HIM, AS WE DID INITIALLY. ALSO, WE HAVE HAD STRICT ARCHITECTURAL STANDARDS FROM MARRIOTT. WE HAVE BUILT OUT THE ROOM AND GOT IT ALL APPROVED. I THINK IT WOULD HAVE TO BE -- I ASSUME MARRIOTT WOULD WANT THAT GOING IN. >> THE DEFINITION OF ARCHITECTURE STANDARDS ARE VERY HIGH SO THAT IS A BONUS. THE ONLY THING I WOULD CAUTION THE TERM EXTENDED-STAY VERSUS THE PRESIDENTIAL SUITE OR EXECUTIVE SUITES, THERE WILL BE A LOT OF DIFFERENCE BETWEEN THOSE IN MY OPINION, HAVING STAYED AT AN EXTENDED-STAY FOR A SINGLE NIGHT IS BECAUSE I LIKE THE BIGGER ROOM BUT YOU ARE NOT NECESSARILY PAYING FOR PRESIDENTIAL SUITE OR EXECUTIVE SUITE. I DON'T WANT TO COMPETE AGAINST OURSELVES AND HAVE TO SHARE THE REVENUE. WE ARE NOT RENTING OUT THE EXECUTIVE SUITES BECAUSE OF THE EXTENDED-STAY. I KNOW WE WILL ALL GET TOGETHER AND BRAINSTORM THIS. I THINK THOSE ARE THE THINGS TO BE AWARE OF THAT IS WHERE I THINK CORY CAN HELP US AS THE MANAGEMENT COMPANY. >> IF YOU SAW SOME OF THE STATISTICS THAT WERE TALKED ABOUT MONDAY NIGHT, THE OCCUPANCY IS AMAZING. WE ARE SOLD OUT ON RANDOM WEEKDAYS BUT YOU WOULD NEVER EXPECT IT. AND BRUCE MAKES A GOOD POINT ABOUT 120 ROOMS ARE 150 ROOMS. THIS IS A LARGE CITY. A LOT OF HOTEL ROOMS EVERYWHERE ALL WE ARE DOING BY ADDING ROOMS HERE IS ENHANCING THE EXPERIENCE OF OUR ESSENTIAL CORE WHICH MAKES SENSE AS LONG AS WE DON'T PUT ANY EXTRA DOLLARS INTO THE HOTEL CONCEPT FROM THE CITY IN MY OPINION. >> THE LAST COUPLE COMMENTS FROM THE CITY COUNCIL THE OTHER NIGHT AND THAT PRESENTATION WAS EXIT STRATEGY. AND DOES THIS ENHANCE OR NOT, THE EXIT STRATEGY, THE VALUE OF WHAT WE CAN GET FOR THE EQUITY THAT WE HAVE AT THAT POINT? >> IF WE DO THIS DEAL, WOULD HAVE TO ENHANCE THE EXIT STRATEGY. WE WOULD HAVE TO EVALUATE IT AS PURELY ADDITIONAL SERVICES ON WHICH WE MAKE A MARGIN THAT IS JUST A BENEFIT TO THE HOTEL. >> KNOWING THAT GOING IN, WE HAVE TO KNOW HOW WE CAN SEGREGATE THOSE REVENUES AND EXPENSES AGAINST THE OTHER. IT IS NOT SEGREGATED. >> THAT IS A CORY QUESTION. >> THAT'S RIGHT. WE HAVE VERY QUALIFIED PEOPLE THAT WILL HELP US BELIEVE THAT THIS DEAL. WE ARE SPEAKING ABOUT IT A BIT PREMATURELY. I HAVE NEVER HAD A CONVERSATION LIKE THIS WITHOUT LOOKING AT THE NUMBERS AHEAD OF TIME. >> OKAY, THANK YOU. [00:15:01] >> THANK YOU FOR THE UPDATE ON ALL OF THAT. AT THE END OF THE DAY, I THINK A 150 ROOM HOTEL MIGHT BE MORE MARKETABLE THAN 120. BUT GIVEN THE OTHER AMENITIES THERE. >> YOU HAVE THE CONFERENCE BASE AND A GET MORE PEOPLE IN AND OTHER SPACES PEOPLE WANT TO USE. [6. COMMITTEE REPORTS] >> ANYTHING ELSE YOU WANT TO ADD TO YOUR REPORT? >> NO MR. PRESIDENT. TAKE YOU. >> WE WILL MOVE ON TO COMMITTEE REPORT, ARCHITECTURAL COMMITTEE. >> WE HAVE NOT MET YET BUT I SUSPECT WE WILL HAVE AN ARCHITECTURAL REVIEW SOMETIME SOON. IS THAT ON THE SCHEDULE, HENRY, DO YOU THINK? >> IT IS MAKING ITS WAY THROUGH CITY COUNCIL. I EXPECT A LOT OF GRAMERCY AND ARCHITECTURAL CONVERSATIONS. BUT THE ARCHITECTURAL COMMITTEE. THE PROJECTS WE HAVE SLATED HAVE ON DON'T HAVE ALL GONE THROUGH. >> IS THERE ANY OLD BUSINESS TO COME BEFORE US? [7.a. Action Item #1 – Contract for Director of Construction services] >> THERE IS NOT. >> WE WILL MOVE ON TO NEW BUSINESS. WE HAVE ACTION ITEM NUMBER ONE WHICH IS THE CONTRACT FOR JUSTIN MYERS TO SERVE AS DIRECTOR OF CONSTRUCTION FOR THE REDEVELOPMENT COMMISSION. I BELIEVE WE HAVE BEEN VIEWING HIM AS A CONSULTANT UNTIL THIS POINT. NOW WE ARE PRETTY WELL THROUGH THE TRANSITION SO THIS IS AN APPROPRIATE TIME TO DO THIS. >> THIS IS A CONTINUATION OF THAT. IT IS TIME TO TAKE HIS CONTACT THROUGH THE REDEVELOPMENT COMMISSION. WE MADE SURE THIS IS SOMETHING THAT THE CITY AND THE ADMINISTRATION IS COMFORTABLE WITH . FOR ANYONE THAT DOESN'T KNOW JUSTIN, HE IS GREAT. HE WAS AN ARCHITECT AT RATIO FOR A DECADE. HE WAS ON SITE EVERY DAY THROUGH MANY OF THE PACERS PROJECTS THAT HE WAS INVOLVED IN. THE WORK HE HAS BEEN DOING IS INVALUABLE. AND WE ARE LUCKY TO HAVE HIM ON THE STAFF. THIS IS A CONTRACT. AND I AM TO HAVE HIM CONTINUE WORKING FOR US. I EXPECT WERE THE END OF THE YEAR, CONVERSATIONS JUST BECOMING A FULL-TIME CITY EMPLOYEE AND NOT A CONTRACT EMPLOYEE. FOR NOW, THIS MOVES THINGS FORWARD. >> VERY GOOD. COMMISSIONERS, QUESTIONS ABOUT JUSTIN MYERS AT THIS POINT? >> NO. >> VERY GOOD. IF IT IS YOUR PLEASURE, THE CHAIR WILL ENTERTAIN A MOTION OF APPROVAL. >> MOVED TO APPROVE ACTION ITEM ONE, PROFESSIONAL SERVICES CONTRACT FOR DIRECTOR OF CONSTRUCTION POSITION WITH THE CARMEL REDEVELOPMENT COMMISSION. >> SECOND. >> MOVED AND SECONDED. >> MIKE, CAN YOU CALL ROLL. >> HAMMER. >> AYE. >> BOWERS. >> AYE. >> BROOKS. >> ONE. >> AASEN. >> AYE. [9. OTHER BUSINESS] >> IT PASSES. THANK YOU COMMISSIONERS. IS THERE ANY OTHER BUSINESS TO COME BEFORE US THIS EVENING? >> THERE IS NOT, MR. PRESIDENT BUT WE HAVE SOME APPLICATIONS FOR SOME OUTSIDE FUNDING SOURCES FOR THE UNION TO WORRY ABOUT COMING SOON. WE WILL GET TO WORK ON THAT PICK THE NEXT [10. EXECUTION OF DOCUMENTS] PUBLIC MEETING IS MAY 15TH. >> MAY 15TH. EXCELLENT. WE WILL BE HERE IN THE CITY COUNCIL CHAMBERS ON THE 15TH OF MAY FOR THE REGULAR MONTHLY MEETING. >> WHICH HOPEFULLY DOES NOT CONFLICT WITH ANY RACES OR CELESTIAL EVENTS. >> BOURBON TASTING. >> THERE YOU GO. >> ANYWAY, I WOULD LIKE TO THANK YOU ALL FOR YOUR PARTICIPATION THIS EVENING AND WITH OUT OBJECTION, I WILL DECLARE US TO * This transcript was compiled from uncorrected Closed Captioning.
