EVERY TIME, THE BIG TIFF KIND OF CHANGES , OR THERE IS A RE-FUNDING OR SOME KIND OF TIF BOND THAT THE COUNCIL PASSES.

WE TWEAK THE RESERVE TO MAKE SURE EVERYTHING THAT NEEDS TO BE COVERED IN THOSE BACKEND YEARS ARE COVERED. COUNSELOR GREEN IS CORRECT. THERE ARE TIMES WE HAVE STRATEGICALLY ASKED CITY COUNCIL TO TAP THE RESERVE. MOST RECENTLY, I THINK IT WAS LAST YEAR, AND IT WAS TO PAY OFF A BOND. SO, THERE -- OTHERWISE, THE BOND COULD BE PAID OUT OF THE BIG TIFF. WE ASKED TO TOUCH THE RESERVE TO PAY THE BOND EARLY. SO MORE TIFF IS FREED UP OUT OF THE BIG TIFF. ALTHOUGH, I WILL NEVER HAVE ANYTHING TO SAY ABOUT THE PARKS DEPARTMENT SPENDING MONEY ON PARKS OUTSIDE OF THE COURT. I DO WANT TO POINT OUT, YOU KNOW, THIS IS -- WHEN WE WERE TALKING ABOUT THIS DEVIATION FROM THE PARKING BACK FEE AMOUNT PRESENTED AT CITY COUNCIL, WE USED THE WORD VARIANCE BECAUSE, LOCALLY, WE UNDERSTAND WHAT THAT MEANS. PLANNING COMMISSION VERY ASTUTELY POINTED OUT THAT THIS IS IN THE UTO. THE UTO WHICH IS ESSENTIALLY A ZONING CODE USES THE TERM VARIANCE AS A TERM OF ART.
