SO, I WOULD LIKE TO REQUEST THAT BEFORE ALL OF CARMEL'S FORESTS ARE GONE, THAT THE CITY COUNCIL MIGHT FALL IN THE SAME FOOTSTEPS AS INDIANAPOLIS. IT WOULD BE GREAT IF WE COULD DO THE SAME THING.
OUR REMAINING FORESTS ARE BEING TURNED TO MULCH AS A MUCH TOO FREQUENT OCCURRENCE. NUMBER TWO, I WOULD TO ASK THE COUNSEL AND STREET DEPARTMENT TO LOOK INTO THE CURBSIDE PICKUP, OR TO PURCHASE A VACUUM TRUCK LIKE NOBLESVILLE HAS, SO THAT RESIDENTS CAN RAKE LEAVES TO THE CURB, AND STOP USING 40 PLASTIC BAGS FULL OF LEAVES THAT END UP IN REPUBLICS TRASH . I HAVE NO IDEA HOW FAST THESE BIKES CAN GO, BUT IT SEEMED MUCH FASTER THAN OUR SPEED LIMIT OF 25 MILES PER HOUR. HE DIDN'T STOP, HE IS NOT FOLLOWING THE RULES, BECAUSE IT IS A BIKE, SO HE IS NOT STOPPING, HE IS JUST FLYING STRAIGHT DOWN, AND GOING THROUGH THE STOP SIGNS. I AM IN NOBLESVILLE FIREFIGHTER FOR THE LAST 20 YEARS, PARAMEDIC, AND I HAVE HAD MY PROFESSIONAL CAREER IN PUBLIC SAFETY FOR 30 YEARS, HAVE BEEN AT THE TABLE AS A PART OF THIS PROJECT FROM ITS EARLIEST EXISTENCE, AND THAT WAS MANY YEARS AGO, WHEN THE CITY OF WESTFIELD BOUGHT THIS PROPERTY TO BE USED FOR THE AQUIFERS, FOR THEREFORE UTILITY. IT WAS AT THAT TIME, MAYOR COOK ASKED THE FIRE SERVICE IF IT WOULD BE APPROPRIATE FOR US TO -- OR IF WE HAD A NEED TO BE ABLE TO USE THIS FOR LIVE FIRE TRAINING EXPERIENCES, AND WE SAID, WITHOUT A DOUBT, ABSOLUTELY, YES. WE ARE AT A POINT, I THINK WHERE IT IS TIME TO ADVANCE THIS. THIS WAS A GREAT OPPORTUNITY, A PERFECT OPPORTUNITY TO DO THIS. THIS IS AN EXPANSION, AND THIS IS ALSO WOULD PROVIDE US EXTENDED USE TO BUILD SKILLS AND TRAIN ALL MEMBERS OF PUBLIC SAFETY, WHETHER THAT BE LIKE THE SHERIFF SAID, LAW ENFORCEMENT, EMA, POLICE , THE FIREFIGHTERS AS WELL, AS EMS. IN OUR COUNTY, FIRE SERVICE PROVIDES FIRE BASED EMS SERVICE, THE AMBULANCE SERVICE AND ADVANCED SUPPORT CARE. THIS IS A JOINT TRAINING OPPORTUNITY. JOINT TRAINING IS SO IMPORTANT TO COMBINE ALL DISCIPLINES, AND TO HAVE SEVERAL DISCIPLINES ABLE TO TRAIN ON MULTIPLE ISSUES AT A TIME, AT WHAT WOULD BE THE EXPANDED TRAINING CAMPUS. YOU KNOW, IN TERMS OF TACTICS, WE HAVE SEVERAL CHALLENGES IN PUBLIC SAFETY, BUT, WITH REGARD TO LIFE SAFETY, AND VICTIM SEARCH AND RESCUE AND ACTING WISHING FIRES AND MITIGATING PROBLEMS, WE HAVE A CHANGE IN OUR HAMILTON COUNTY COMMUNITY, ALSO IN THE CITY, AND THAT IS PRODUCING AND BUILDING MORE MIDRISE AND HIGHER DENSITY LOCATIONS. MIDRISE OF SEVERAL STORIES, IN SOME CASES, THE CITY OF CARMEL HAS HIGH-RISES WHICH REQUIRES A CHANGE IN TACTICS, A CHANGE IN HOW WE FIGHT FIRES IN THOSE LOCATIONS.

THE CURRENT CONDITION OF THE TRAINING PROPS OUT THERE, THEY ARE USED AND WE HAVE HAD TO MAKE SEVERAL REPAIRS TO THEM , AND THEY ARE SHOWING THEIR USE BUT EITHER WAY, WE HAVE TO DO SOMETHING ABOUT THAT, TO BE ABLE TO PROVIDE THAT LIVE FIRE TRAINING. AND SECONDLY, LIKE PRESIDENT MURRAY TOUCHED ON, THE MIDRISE BUILDINGS HAVE PRESENTED A TECHNICAL CHALLENGE FOR THE FIRE DEPARTMENT. NOT ONLY FOR US, BUT ALL FIREFIGHTERS IN HAMILTON COUNTY AND THE GREATER METRO AREA.
THOSE FIRES ARE CHALLENGING, AND THEY DO REQUIRE DIFFERENT TACTICS. WE HAVE A MIXTURE OF MIDRISE BUILDINGS, AND WE HAVE A MIXTURE OF HIGH-RISE BUILDINGS AS WELL. RIGHT NOW, WE DON'T HAVE A PLACE TO DO THAT TRAINING . THE TRAINING WOULD INVOLVE DOING STRETCHES UP STAIRWELLS, CONNECTING TO STANDBYS, CONNECTING TO SPENGLER SYSTEMS, WE JUST DON'T HAVE THAT EQUIPMENT IN OUR TRAINING CENTER. AND SO, THIS FACILITY, I HAVE BEEN A PART OF THE PLANNING PROCESS, PART OF THE DESIGN PROCESS FOR THE ACTUAL FIRE TOWER, AND THIS EQUIPMENT IS INCLUDED IN THIS TRAINING PROBLEM. SO, THAT WILL PROVIDE US AN OPPORTUNITY TO DO THAT TRAINING. AND THAT IS WHEN CITY ENFORCEMENT GOT INVOLVED, AND WE WENT THROUGH A VARIANCE PROCESS, LOST IT, THAT WAS APPEALED, REVERSED BY THE HAMILTON COUNTY SUPERIOR COURT, AND, AS OPPOSED TO SEEKING ANOTHER VARIANCE PROCESS, WE OPTED TO SEEK A CHANGE IN ZONING THAT THIS BODY WOULD VOTE ON , IN ORDER TO LEVEL THE PLAYING FIELD FOR THIS FACILITY TO CONTINUE IN OPERATION. THOSE DELETIONS HAVE BEEN INCLUDED IN THE ORDINANCE, AND THEY INCLUDE THE CREATION OF A DORA COMMITTEE, WHERE THE PUBLIC WOULD BE ABLE TO PUBLICLY PRESENT ANY CONCERNS TO THE COMMITTEE , THIS COMMITTEE IS REQUIRED TO MEET A MINIMUM OF TWO TIMES PER YEAR, BUT REALLY IT WILL BE AT THE DISCRETION OF THE CHAIRMAN. THEN, JULY 27TH 2010, THE CITY ANNEXED THIS AREA OF SOUTHWEST CLAY , AND SHORTLY BEFORE THAT, KNOWING THE ANNEXATION WAS GOING TO TAKE PLACE, THE CITY AND COUNTY ENTERED INTO AN INTERLOCAL AGREEMENT ON JANUARY 21ST, 2010, PRIOR TO THE ANNEXATION AND IN THAT INTERLOCAL AGREEMENT, DEFINED A NUMBER OF PROJECTS THE COUNTY WOULD PAY FOR, FOR THE BENEFIT OF CARMEL RESIDENTS, WHICH INCLUDED THE 146 STREET AND 100 26 STREET IMPROVEMENTS, WHICH WAS PAID FOR BY THIS INCREMENT. STATE LAW REQUIRES THAT THIS BODY , CARMEL CITY COUNCIL PROVIDE LEGISLATIVE APPROVAL FOR THE USE OF THE INCREMENT ONLY IN THE CASE OF, IF THE COUNTY INTENDS TO ISSUE DEBT. SO, THESE ARE THE COUNTY MONIES, YOU CAN USE IT HOW THEY SEE FIT, THE ONLY REASON WHY THEY ARE HERE IN FRONT OF THIS BODY TODAY IS BECAUSE OF ISSUING DEBT AND USING THE INCREMENTS. THROUGH THIS ALLOCATION, AND 56 MILLION TOTAL ROAD IMPROVEMENTS FROM THIS TEST.
THIS HAS HAPPENED TO PERFORM SUBSTANTIALLY BETTER THAN ANYONE THOUGHT, ESPECIALLY FOR JUST A RETAIL CORRIDOR, AND SO, THIS EXCESS INCREMENT AVAILABLE IS HOW THE COUNTY, THE HOUSING COUNTY IS ABLE TO FIND , IF WE APPROVE THIS FIRE AND POLICE SAFETY TRAINING CENTER. AT THE TIME, THE FIRE DEPARTMENT WAS NOT IN FAVOR OF IT, BECAUSE WE WERE ALREADY IN THE PROCESS OF GETTING FUNDING TO BUILD OUR OWN TRAINING CENTER AND WE NEEDED TO BUILD NEW FIRE STATIONS, AND IT WAS NOT REALLY ECONOMICALLY VIABLE BECAUSE MOST OF THE TOWNSHIPS COULD NOT CONTRIBUTE. SO, WHEN THIS RESERVIST, I WAS A LITTLE SHOCKED. AS YOU KNOW, COUNCILMAN, BECAUSE I LEARNED ABOUT THIS PROJECT ON JULY 2ND.
CLEARLY, FOCUS HAS BEEN OUT THERE IN PLACES, BUT IMMEDIATELY, ALL I HEARD WAS, MONEY LEAVING SOUTHWEST CLAY, AND IT TOOK ME A LONG TIME, AS I SAID TONIGHT, IT IS THE COUNTY'S MONEY, BUT IT IS HARD FOR RESIDENTS TO UNDERSTAND THAT WHEN IT IS COMING FROM SOUTHWEST CLAY. I WANT TO DEFEND WHAT YOU ARE SAYING A LITTLE BIT, BECAUSE I DID NOT ACCEPT THAT FOR A COUPLE OF WEEKS , AND I HAD LONG CONVERSATIONS WITH MR. GUTIERREZ, AND COUNTY LEGAL COUNSEL, CONNOR SULLIVAN, BECAUSE I COULD NOT WRAP MY HEAD AROUND THIS BEING YOUR MONEY, BECAUSE IT IS CARMEL'S MONEY. IT IS THE CARMEL TAXPAYERS PERIOD HOWEVER, IN 2000, MANY OF US WERE EITHER IN OR JUST OUT OF HIGH SCHOOL, SO THESE DECISIONS -- SO MANY OF THE DECISIONS WERE MADE LONG BEFORE US, AS I AM TALKING WITH YOU AND MANY OTHER PEOPLE, IN THIS ROOM, AND FRANKLY, OUR PRIOR CHIEF AND POLICE CHIEF AND OTHERS, WHILE ON THE FIRESIDE IS STILL HERE STATION SEVEN IS TOP PRIORITY, WE WOULD BE FOOLISH TO MISS THIS OPPORTUNITY. I GUESS, WHAT I AM SAYING IS, I HAVE BEEN NOT A CRITIC OF THE PROJECT BY ANY MEANS, I HAVE BEEN A CRITIC OF HOW TO EXPLAIN THIS MONEY, AND I AM ABSOLUTELY SATISFIED, THANKS TO THE COUNTY'S CONSULTANTS AND MR. GRIFFIN OVER THERE, WHAT MR. LOCKE IS GETTING AT , I KNOW THAT WE HAVE TRIED EVERY WHICH WAY TO TRY TO FIGURE OUT HOW TO

SQUEEZE MORE MONEY OUT OF THIS ALLOCATION AREA FOR THE COUNTY, TO GIVE BACK. AND , I AM FINALLY SATISFIED THAT THE NUMBERS JUST DON'T WORK AND I AM NOT GOING TO ADMIT FAILURE ON BEHALF OF THE CONSTITUENTS, BUT I THINK THAT WE HAVE RUN THE NUMBERS OUT AS FAR AS WE CAN AND I THINK IT WILL BE A WONDERFUL PROJECT. I AM HAPPY TO HEAR THAT OTHER COMMUNITES HAVE STEPPED UP, SPECIFICALLY GIVING OUR AGENCIES PRIORITY .SO, I AM EXCITED TO SEE THIS GET BUILT. AND AGAIN, I AM SATISFIED THAT THERE IS NO OTHER ALTERNATIVE.

I WILL SAY, ANYTIME THAT WE CAN BRING PEOPLE TOGETHER FROM MULTIPLE COMMUNITIES, AND MULTIPLE CONSTITUENCIES, TO WORK TOGETHER ON A PROJECT THAT BENEFITS THE PUBLIC WELFARE , SAFETY AND HEALTH, I AM 100% IN. SO, I THINK THIS IS A FABULOUS PROJECT, I AM VERY EXCITED TO SEE HOW MUCH BENEFIT THIS IS GOING TO MAKE FOR OUR COMMUNITY, AND KEEPING OUR FAMILIES SAFE. SO, HAVING THE BEST TRAINED PEOPLE, NOT TO SAY THAT THEY ARE NOT ALREADY THE BEST TRAINED PEOPLE, NOBODY MISQUOTE ME ON THAT, BUT I AM REALLY EXCITED TO SEE THAT LEVEL OF PROFICIENCY. THIS BODY, IN 2015, VOTED TO SUPPORT A TRAINING CENTER IN THIS VERY SPOT AND HAMILTON COUNTY COUNCIL AT THAT TIME VOTED DOWN SAYING THEY WERE NOT IN CHARGE OF PROVIDING FIRE SUPPORT, DIDN'T WANT A LONGTIME FINANCIAL COMMITMENT, I WAS NOT A PART OF THAT BODY, THANK YOU, BECAUSE YOU ARE WHAT IS MAKING THIS GO, IN ADDITION TO FUNDING DOLLARS WITH THIS TIF, SO THERE IS NOT A PERSON IN THIS BODY, OR MYSELF, OR OTHER ELECTED OFFICIALS WHO ARE NOT HERE, HE WOULD NOT SUPPORT THIS CONCEPT, AND THIS PROGRAM. IT IS THE RIGHT THING AT THE RIGHT TIME, AND I THINK IT IS FINANCED IN THE RIGHT WAY TO THINK YOU FOR YOUR SUPPORT BEING HERE TONIGHT AND FOR ALL THE OTHER ELECTED OFFICIALS IN FIRE AND POLICE PERSONNEL HERE TONIGHT
