IS THE DEBT RISK TO THE TAXPAYERS. AND IN ALL THOSE PROJECTS, THEY WERE DEVELOPER BACK PROJECTS THAT PRESENTED NO RISK TO THE TAXPAYERS. A LOT OF THEM GOT MOVED PAST THE COUNCIL BUT WE REALLY DID NOT HAVE A LOT OF CHANCE TO HAVE DISCUSSIONS ABOUT WHAT THOSE PROJECTS WOULD LOOK LIKE. AND THEN LATER ON WHEN THEY WERE BUILT, THERE MAY HAVE BEEN SOME INSTANCES WHERE LIKE THIS IS NOT EXACTLY WHAT I ENVISIONED BUT IT WAS ALREADY OUT OF OUR HANDS. WE IMPROVED THE FINANCIAL ASPECT AND WE HAD NO OTHER WAY TO NEGOTIATE WITH THE DEVELOPER AT THAT POINT. I THINK NOW, ONE, WE ARE NOT PUSHING THROUGH 5-6 PROJECTS AT MONTHS WITH THE REDEVELOPMENT COMMISSION. WE ARE TAKING THEM ONE BY ONE AS DIRECTOR SAID. APARTMENTS WILL NOT BE THE MAIN COMPONENT OF THESE PROJECTS GOING FORWARD. THEY NEED TO HAVE OFFICE, AMENITIES. THINGS LIKE THE HOTEL. THE REDEVELOPMENT COMMISSION OBVIOUSLY HAS ALL THE NUMBER OF CONTRACTED SERVICES THAT IT PAYS OUT OF BOTH 902 AND 1801. BECAUSE WE EXPENDED A LOT OF THIS MONEY OUT OF 902 AND 1801, ESSENTIALLY, TRANSFERS THE MONEY THAT WOULD'VE BEEN PAID TO COVER THE COST OF THE CONTRACTED SERVICES. A FUND FROM WHICH WE TOOK THE MONEY TO PAY THIS PERSON FOR THE MAJORITY OF THIS YEAR. HE IS NOW A FULL CITY EMPLOYEE. CAN YOU TALK ABOUT THE DIFFERENCE BETWEEN THE REDEVELOPMENT AUTHORITY AND THE REDEVELOPMENT COMMISSION? THERE IS NO DIFFERENCE ON THE TAX BILL THE SAME AS PART OF THE OVERALL TAX RATE. THAT LEADS TO ANOTHER CONFUSION. SOME MISUNDERSTAND THAT A SPECIAL BENEFIT TAX IS IN FACT A PROPERTY TAX ISSUE BY THE REDEVELOPMENT AUTHORITY DISTRICT AREA. BECAUSE PEOPLE ARE CONFUSED ABOUT SOME OF THE PREVIOUS BONDS THAT WERE ISSUED BY THE CITY THAT HAD A SPECIAL BENEFIT TAX ENHANCE CREDIT ENHANCEMENT WHICH, TO ME, MY TERMS MEANS THAT A TIF BOND WAS ISSUED THAT WAS BACKED BY THE CITY OF CARMEL IF THE DEVELOPER DID NOT REPAY THE BOND, THERE WAS A SPECIAL BENEFIT TAX THAT WOULD BE ACTED ON IT PROPERTY TAX RATE. THAT WOULD THEN REPAY THE BOND. WE DON'T DO THOSE BOND ANYMORE. WE DO DEVELOPER BACK BOND AND SPECIAL BENEFIT TAX. THIS EXAMPLE IS JUST A PROPERTY TAX LEVIED BY THE CITY. >> THAT'S EXACTLY RIGHT. THERE IS NO TIF INVOLVED. EVERY YEAR TO PAY TO PAY >> TIMETABLE. AGAIN, THIS IS THE FIRST STEP. >> I JUST STARTED THIS DOWN. WE WOULD HAVE TO PUBLISH NOTICE. WHEN WE WILL THESE BONDS, IF YOU WILL, INTO THIS NEW BOND, THERE'S THE ECONOMIC BENEFIT OF THE LOWER INTEREST RATE THAT WE WILL SEE THERE . THE SAVINGS, ITSELF, IS NOT ALL THAT SIGNIFICANT. WERE TALKING ABOUT A LITTLE BIT LESS THAN $250,000 OVER THE NEXT COUPLE YEARS AND THAT IS THE REMAINING PAYMENT. ON. THIS MORE SIGNIFICANT IS WE ARE ESSENTIALLY TAKING A DEBT THAT'S CURRENTLY BEING PAID FOR OUT OF THE CITY'S GENERAL FUND. MOVING THAT OVER TO THE PROPERTY TAX LEVY, IF YOU WILL. AND BY DOING SO, IT SAVES OUR GENERAL FUND MONEY. ALSO, IT IS PROBABLY A GOOD SIGNAL TO S&P NOW IN TERMS OF THAT BOND PAYMENT COMPETING AGAINST OTHER PRIORITIES. NOT THAT WE WOULD EVER NOT PAY IT BUT IT COMPETES VERSUS ALL THE OTHER GENERAL FUND PRIORITIES BY MOVING IT OVER TO THE PROPERTY TAX SIDE OF THINGS. COULD YOU TALK ABOUT WHY IT'S IMPORTANT TO FREE UP THE GENERAL FUND? BECAUSE OF THE RESTRICTIONS ON GENERAL FUND GROWTH THE STATE PUTS ON. PARTICULARLY AT A POINT IN TIME WHERE THEY ARE SEEING LAB GROWTH OF GENERAL FU IS NOT KEEPING UP. >> THE STATE AS THIS >> MAXIMUM LEVY GROWTH PORTION FORMULA. >> AS YOU AT OUR ASSESSED VALUE GROWING BY 10% FOR THIS YEAR, THAT DOES NOT NECESSARILY MEAN THAT BRINGS IN. HE WOULD SEE A GENERAL FUND. I DON'T SAY EXACTLY STAYS FIXED BUT YOU HAVE A RATE TIMES AND ASSESSED VALUE. SINCE THE ASSESSED VALUE WENT UP, THE PRODUCT, THE MULTIPLICATION PRODUCT AND THAT THE SAME. IF ONE OF THOSE VARIABLES GOES UP, THE OTHER HAS TO GO DOWN. AND THAT GETS BACK AT THE 4% GAP THAT THE STATE IMPLEMENTS IN TERMS OF. >> FOR INSTANCE, WE ARE LOOKING AT TRYING TO PAY OUR POLICE OFFICERS ARE YOUR AGENCIES. COUNTY JUST INCREASED PAY. THESE ITEMS THAT ARE PAID OUT OF THE GENERAL FUND, IT IS VERY DIFFICULT WITH INFLATION TO KEEP UP WITH THOSE COST INCREASES IN THE GENERAL FUND BECAUSE OF THOSE RESTRICTIONS. >> I CAN SAY PROBABLY WOULD NOT BE APPROPRIATE FOR ME TO SAY EXACTLY NEGOTIATING WITH THE UNIONS AT THIS POINT BUT I WILL SAY WE HAVE BEEN TRYING TO COME UP WITH A PLAN WE ARE ALL HAPPY WITH. WITHOUT TRYING TO GET TOO MUCH AWAY, WE ARE TALKING ABOUT WITH THE NEW RATE PUBLISHED BY THE COUNTY SHERIFF'S DEPARTMENT OVER 82. FOR POLICE AND FIRE.
