IT APPROPRIATES THE PROCEEDS OF THE BONDS AUTHORIZED BY THE BOND ORDINANCE TO THE PURPOSE FOR WHICH YOU ARE ISSUING THE BONDS, WHICH IS THE REFUNDING OF CERTAIN CAPITAL LEASES THAT THE CITY IS OUTSTANDING. PRIOR TO THE MEETING , WE DID NOT GET THE NOTICE AND ON TIME, SO WE HAD TO PUBLISH IT LATER IN THAT PUSHED OUR ABILITY TO HOLD A PUBLIC HEARING TO THIS MEETING. SO, THE PUBLIC HEARING HAS TO HAPPEN BEFORE WE CAN ADOPT THE ORDINANCE BECAUSE IT INCLUDES THAT APPROPRIATION. THE PUBLIC HEARING IS ACTUALLY ON THE ADDITIONAL APPROPRIATION OF PROCEEDS, RATHER THAN THE BONDS THEMSELVES. BUT THAT IS THE PURPOSE. >> THANK YOU.
