[00:00:14]
>>> AM CALLING TO ORDER THE WEDNESDAY NOVEMBER 6TH 2024 MEETING OF THE PUBLIC WORKS AND SAFETY BOARD. FIRST ON THE AGENDA ARE THE MINUTES FROM THE OCTOBER 16TH, 2024 REGULAR
[2. BID OPENINGS, RECOMMENDATIONS, AND AWARDS]
MEETING. >> I MAKE A MOTION TO APPROVE.
>> ALL IN FAVOR, PLEASE SAY AYE. MOTION CARRIES. ITEM TWO, BID OPENINGS, RECOMMENDATIONS AND AWARDS. TWO A IS THE BID OPENING FOR 2024 WATER MAIN IMPROVEMENTS.
>> THERE ARE THREE BIDS I CAME IN ON THIS ITEM. LET'S SEE.
THE FIRST BID IS FROM -- LET'S SEE HERE. THE FIRST BID IS FROM LYKINS CONTRACTING LLC. THE AMOUNT IS $745,000
>> THE NEXT BID IS FROM DAYSTAR DIRECTIONAL DRILLING. IN THE AMOUNT OF $1 MILLION 175,000 . FINAL BID IS FROM TBI UTILITY CONSTRUCTION LLC. IN THE AMOUNT OF $705,675. MADAM CHAIRMAN,
THAT IS THE LAST BID. >> GREAT. ITEM 2B IS THE BID OPENING FROM THE RIVER ROAD WATER MAIN EXTENSIONS.
>> THERE ARE FOUR BIDS. THE FIRST BID IS FROM LYKINS CONTRACTING LLC IN THE AMOUNT OF $970,027. THE NEXT BID IS
[00:05:15]
FROM DAYSTAR DIRECTIONAL DRILLING IN THE AMOUNT OF $1,143,275. NEXT BID IS FROM INDIANA EARTHWORKS LLC IN THE AMOUNT OF $955,255. THE NEXT BID IS FROM TBI UTILITY CONSTRUCTION LLC IN THE AMOUNT OF $917,450. MADAME CHAIRWOMAN,THAT IS THE FINAL BID. >> I AM 2C IS THE RECOMMENDATION FOR THE 2025 ROCKSALT FOR DRINKING WATER SOFTENING AND THIS CONCERNS JOHN DUFFY, DIRECTOR OF UTILITIES, TO ADDRESS THE BOARD.
>> THANK YOU, BOARD MEMBERS. ON SEPTEMBER 4TH, WE OPENED BIDS FOR THE 2025 ROCKSALT PURCHASE THAT WE USE FOR WATER SOFTENING AND WATER TREATMENT. IT IS TYPICALLY AN $800,000 ITEM. THE BID SPECIFICATIONS CALLED FOR A CERTAIN QUALITY OF SALT. THAT IS EQUALLY IMPORTANT. ALMOST EQUALLY AS IMPORTANT. IT ALSO CALLS FOR HOW THEY WANT THE SALT DELIVERED FROM A SPECIFIC COMPANY. WE HAVE USED IT FOR A LONG TIME. WE HAVE EXPERIENCE ISSUES IN THE PAST WHEN WE WENT AWAY FROM THAT COMPANY. WE HAD MULTIPLE PROBLEMS. WE WANT TO STICK WITH THAT. MIDWEST SALT WAS ONE OF THE BIDDERS. THEY WERE A LITTLE BIT BETTER.
MIDWEST, OVER THE COURSE OF A YEAR WAS ABOUT TO BE $80,000.
THEY SUBMITTED A DIFFERENT TRANSPORTATION COMPANY. THE COST DIFFERENCE WAS ENOUGH FOR RETENTION. WE MET WITH THEM AND LEARNED THAT THEIR TRANSPORTATION METHOD AND TRUCKS WOULD BE ACCEPTABLE . WE CHECKED THEM OUT, THEY HAVE A GOOD REPUTATION. THE ISSUE WE HAD, IT WAS SPECIFIED WITH A CERTAIN COMPANY. TO BE FAIR TO COMPASS, WE WANT OUR RECOMMENDATION AND I HAVE TALKED TO SERGEI ABOUT THIS. WE REJECT THOSE BIDS AND OPEN IT BACK UP AND ALLOW BOTH PARTIES TO USE DIFFERENT TRANSPORTATION COMPANIES THAN WHAT WE ORIGINALLY SPECIFIED. THIS WAY WE ARE BEING FAIR TO BOTH AND HOPEFULLY STILL WIND UP GETTING GOOD BIDS. THE SUMMARY OF
[00:10:01]
RECOMMENDATION IS THAT WE REJECT THE BIDS THAT WE OPENED ON SEPTEMBER 24TH. OUR INTENT IS TO REOPEN THE BIDS COMING UP ON THE 20TH. IF YOU HAVE ANY QUESTIONS, THAT IS OURRECOMMENDATION. >> ANY QUESTIONS FROM THE
BOARD? >> NO. I THINK THAT JOHN COVERED IT PRETTY WELL. THE LOWEST BID WAS UNRESPONSIVE.
THE RECOMMENDATION IS CORRECT. ONE WILL REJECT THE BID THEN HOPEFULLY WE WILL GET LOWER PRICING WITH VERY SPECIFIED
DELIVERY METHODS. >> ANY QUESTIONS? I WILL ENTERTAIN A MOTION TO REJECT THE BIDS. I MOVE THAT WE REJECT THE BIDS FOR THE 2025 ROCKSALT'S FOR DRINKING WATER
[3. TABLED ITEMS]
SOFTENING. >> ANY FURTHER DISCUSSION? ALL IN FAVOR, AYE. MOTION CARRIES. THANKS, JOHN. ITEM CAPITAL THREE, TABLED ITEMS, A REQUEST FOR RESTRICTED PARKING SPACES, TRE ON MAIN ALONG RANGELINE ROAD, BY JUSTIN HARBIN, THIS WAS TABLED EARLIER THIS YEAR. SERGEI?
>> THIS ITEM HAS BEEN TABLED SINCE MAY AND AT THIS TIME, WE ASK THAT THIS ITEM BE REMOVED FROM TABLING AND MOVED FROM THE AGENDA. AS OF RIGHT NOW, WHERE THEY ARE REQUESTING VALET PARKING IS A NO PARKING ZONE. HOWEVER, THE COUNCIL HAS NOT APPROVED YET. IT WILL COME PROBABLY WITHIN A MONTH OR TWO DEPENDING ON IF THEY SEND IT TO THE COMMITTEE. WE DON'T WANT%-Ú OPPORTUNITY FOR THEM TO REAPPLY. AS OF RIGHT NOW, IT IS REMOVED. WE WILL BRING IT BACK IF THAT CHANGES. IF THERE WILL BE CHANGES IN NO PARKING. EVENTUALLY THERE WILL BE A SPOT
FOR VALET. >> SERGEI, YOU SAY THAT IT IS IN A NO PARKING ZONE NOW, HOW DID THAT HAPPEN?
>> A LOT OF TIMES WHAT HAPPENS THE ENGINEERING DEPARTMENT WILL RECOMMEND TO LOOK AT DIFFERENT ISSUES WITH PARKING AND NO PARKING SIGNS. THAT WILL NOT BE ENFORCEABLE UNTIL THE COUNCIL APPROVES IT. THERE IS USUALLY A SLIGHT DELAY BETWEEN THE PLACEMENT OF THE SIGNS AND THE ENFORCEMENT MECHANISM WITH ENFORCING THE ACTUAL NO PARKING.
>> IT TAKES AN ACTION FROM COUNSEL TO ESTABLISH SPEED LIMITS AND NO PARKING ZONES AND IT DOES THAT HAVE TO COME TO US FIRST TO RECOMMEND TO COUNSEL? WILL THEY JUST ADDED TO THEIR AGENDA AND BYPASS THE WORKS ONLY?
>> IT IS A RECOMMENDATION FROM THE ENGINEERING DEPARTMENT. IT IS SOLD WITHIN THE DISCRETION OF THE COUNCIL TO APPROVE.
>> THE DIRECTOR OF ENGINEERING IS HERE. THE DIRECTOR OF ENGINEERING IS NOT HERE, I APOLOGIZE. IF THERE ARE ANY TECHNICAL QUESTIONS, WE WILL OPEN THAT.
>> I HAVE A QUESTION, NO PARKING WILL APPLY TO QUICK LIBERTIES LIKE AMAZON, U.P.S., ET CETERA?
>> THAT IS CORRECT. WHAT WE HAD ORIGINALLY BEEN ENTERTAINING WITH JUST A COUPLE PARKING SPACES LONG-RANGE ON THE ROAD WITH THE AREA AROUND FIRST AND MEAN OPENING UP. ON YOUR SECTION ALMOST. AS YOU COME SOUTHBOUND ON RANGELINE ROAD, THERE IS SOUTHBOUND TRAFFIC IN THE LEFT TURN AND IT GOES THROUGH TO THE RIGHT AND TO THE NORTHBOUND, THERE IS ONE LANE.
AND PEOPLE WERE STARTING TO PARK IN THAT LANE. THERE WILL BE NO PARKING ON THE WHOLE BLOCK. WE ARE LOOKING AT CLEANING SOME OTHER NO PARKING AREA.
