THEY CONTACTED THE CARMEL POLICE AND AGAIN, NOTHING RELATED TO AIRBNB OR SHORT-TERM RENTALS WHEN IT COMES TO CRIME BECAUSE OF AN AIRBNB. EXISTING RENTALS, SHORT-TERM AND LONG-TERM RENTALS THAT ARE WELL-RUN, THAT I'M AWARE OF HAVE CAUSED NO ISSUES. I HAVE ONE NEXT DOOR. SHE IS A WONDERFUL NEIGHBOR, HER PROPERTY IS PRISTINE. ON THE OTHER SIDE, IT IS A LONG TERM RENTAL, LESS OVERSIGHT ON THE PROPERTY. EITHER WAY, THEY ARE WONDERFUL NEIGHBORS, NEVER EXPERIENCED EXTREME PROBLEMS FROM PEOPLE BEING RENTERS. SO, ECONOMIC AND COMMUNITY BENEFITS, SOME PEOPLE HAVE STATED THAT IT WOULD BRING DOWN THE VALUE OF THE NEIGHBORHOOD. AGAIN, SHORT-TERM RENTALS BRING VISITORS TO CARMEL AND THEY SUPPORT LOCAL BUSINESSES AND CONTRIBUTE TO THE ECONOMY. I BELIEVE THAT IS INACCURATE TO STATE THAT IT LOWERS PROPERTY VALUES. IN FACT, IT CONSISTENTLY SHOWS THAT WELL-MAINTAINED PROPERTIES AND PROFESSIONALLY MANAGED PROPERTIES INCREASE NEIGHBORHOOD VALUES AND IMPROVE NEIGHBORHOOD APPEAL. IT IS NOT JUST THE HOMEOWNER OR MYSELF WHO WOULD BENEFIT. IT WOULD BE THE WHOLE COMMUNITY. I WANT TO TOUCH ON ANOTHER THING THAT KEEPS BEING BROUGHT UP IN THE LETTERS, THE HOA SURVEY. THAT SURVEY HAS NOT BEEN PROVIDED. ONLY ONE FOURTH OF THE RESIDENCE TOOK THE SURVEY AND 61% OF THE ONE FOURTH VOTED NO.

IT IS AN INACCURATE SURVEY AND WAS THROWN OUT BECAUSE OF ITS INACCURACY. THEY WERE NOT ABLE TO MOVE FORWARD BECAUSE OF THAT. THEY HAVE NOT BEEN ABLE TO PROVIDE TRANSPARENT RESULTS FROM THE SURVEY. MOST PEOPLE WHO DO COME TO RENT A SHORT-TERM RENTAL, THEY DO IT OVER A HOTEL. THEY EXPECT AS GOOD AS A HOTEL. THEY ARE EXPENSIVE TO RENT. USUALLY MORE THAN A HOTEL BECAUSE YOU'RE RENTING AN ENTIRE HOUSE. I KNOW THERE ARE -- I ASSUME THAT THERE ARE MISCONCEPTIONS AND MISUNDERSTANDINGS ABOUT A LONG TERM RENTAL VERSUS A SHORT-TERM RENTAL. LONG-TERM RENTALS HAVE THE REPUTATION OF BEING PROPERTIES THAT ARE NOT ALWAYS WELL TAKEN CARE OF. PEOPLE USE THEM TEMPORARILY FOR A LONG PERIOD OF TIME AND DON'T PAY AS MUCH AND A LOT OF TIMES THEY DON'T REALLY CARE ABOUT THE OUTSIDE OR HOW IT LOOKS OR WHAT THEY ARE DOING TO THE HOUSE. THERE ARE EXCEPTIONS TO THAT RULE. SHORT-TERM RENTALS ARE DIFFERENT. PEOPLE WANT PRISTINE PROPERTIES. IF YOU WILL PUT YOUR PROPERTY AND THE RENTAL MARKET FOR SHORT-TERM, YOU HAVE TO HAVE A TOP-OF-THE-LINE PROPERTY INSIDE OR OUT OR NO ONE WILL RENT YOUR PROPERTY.

THERE IS NO REASON FOR ANYONE TO PUT ONE ON AIRBNB UNLESS IT IS A PROPERTY SOMEONE IS GOING TO WANT. AIRBNB HAS A SYSTEM WHERE YOU GET STARS AND A RATING. FIVE STARS, YOU CAN'T EVEN RENT YOUR PROPERTY UNLESS YOU ARE ABOVE 4.8 STARS. PEOPLE RUTHLESSLY GIVE REVIEWS. THEY WILL SAY, EXACTLY WHAT THEY HATE ABOUT YOUR PROPERTY. I THINK IN TERMS OF PROPERTY VALUES, IT IS ALMOST BETTER TO HAVE A SHORT-TERM RENTAL IN YOUR PROPERTY THEN HAVE REGULAR OWNERS FOR THE PROPERTY. THESE PEOPLE ARE MAKING MONEY OFF OF THESE HOMES AND WANT THEM TO BE RENTED AND HAVE GREAT REVIEWS. THEY ARE GOING TO DO THEIR VERY BEST, I KNOW I HAVE TO DO THEIR BEST TO MAKE YOUR PROPERTY BEAUTIFUL AND BE A WONDERFUL HOST AND I WILL ALSO SAY, PEOPLE COME TO AN CARMEL NEEDING PROPERTIES BESIDES HOTELS, YOU WANT TO STAY IN THE SAME SPOT AS YOUR RELATIVE. I AM STRONGLY OPPOSED TO SHORT-TERM RENTALS. THE ONES THAT WE HAVE TODAY HAVE NOT BEEN APPROVED BY THE ZONING COMMISSION OR BOARD OR WHATEVER. THEY ARE OPERATING AND WERE REPORTED AT THE LAST MEETING AND IT IS MY UNDERSTANDING THAT THEY HAVE BEEN GIVEN NOTICE TO THE INDIVIDUALS, THE HOMEOWNERS. I DON'T THINK THAT IT IS GOOD FOR THE COMMUNITY. AS DENISE INDICATED, WE ARE NOT A RESORT.

FOR THE PEOPLE THAT ARE GOING TO BE IN THE SHORT-TERM RENTAL, THEY CAN'T USE THE AMENITIES WITHOUT A RESIDENT BEING PRESENT. IT STRICTLY AS JUST TO RESIDE. IF THEY ARE GOING TO DO THAT. A RESIDENT HAS TO BE PRESENT AND ORDER TO USE THE POOL, THE TENNIS COURTS, ANYTHING ELSE IN THE COMMUNITY.

AT THE LAST MEETING , WHEN MANY OF US ATTENDED THE LAST MEETING, WE WERE UNDER THE IMPRESSION THAT IT WAS CHRISTINE, SHE WAS GIVEN -- IT WAS TURNED DOWN. YOU TURNED IT DOWN. AND SAID, WE LEFT HERE WITH THE UNDERSTANDING THAT WITHIN A YEAR, SHE COULD COME BACK IN A YEAR AND ASK FOR A SHORT-TERM VARIANCE.
