>> GOOD EVENING. WELCOME TO THE CITY OF CARMEL CARMEL PLAN COMMISSION COMMITTEE MEETING ON TUESDAY, MARK FOURTH, 2025. WE ORIGINALLY HAD TWO ITEMS FOR THIS EVENING HERE, I WANT TO YOU KNOW THAT DOCKET 4 AND 5 ON GRIMMETT C HAS BEEN TAKEN FROM THE COMMITTEE MEETING, BUT I CAN'T ANSWER
THAT 1ST. >> APRIL 1ST. IF ANYBODY IS HERE
[1. Docket No. PZ-2024-00237 PP: Swinley Forest Primary Plat ]
[2. Docket No. PZ-2024-00238 V: UDO Sec. 2.08: 35 ft. Min Front Yard Setback required, 25 ft. requested ]
[3. Docket No. PZ-2024-00239 SW: Swinley Forest Street Frontage Waiver - UDO Sec. 7.17.A: Lots shall have direct access to a public street, Access from a private drive requested]
FOR THAT, I AM SORRY. IT WON'T BE HEARD TONIGHT. AND WE JUST FOUND THIS OUT. TONIGHT, THERE IS THREE DOCKET NUMBER PZ 2024-00237 SWINLEY FOREST PRIMARY PLAT. DOCKET NUMBER.PZ-2024- 00238. UDO MINIMUM FRONT YARD SETBACK REQUIRED, 25 FEET REQUESTED. AND DOCKET NUMBER FRONTAGE WAIVER .
ACCESS FROM A PRIVATE STREET IS REQUESTED. SO IF WE ARE READY.
>> HELLO, MEMBERS OF THE COMMITTEE. MY NAME IS ADAM MEARS. I'M WITH THE LAND DEVELOPMENT. I'M HAPPY TO BE HERE TO TALK ABOUT SWINLEY FOREST AGAIN. AGAIN, YOU MAY OR A THE LAST PLANNING COMMISSION, COUPLE ITEMS. PRIMARILY, THAT WE HAVE DONE AND I WILL ABOUT THAT. AND THEN THERE WAS SOME QUESTION ABOUT HLA, WHO WOULD BE MANAGING . DOWN ON THAT. SO I WILL TELL YOU A LITTLE BIT ABOUT JUST FOR -- FOR REMEMBERING WHAT THIS IS ABOUT.
THIS IS 1225 WEST 116TH STREET. IT IS JUST WEST OF 116TH STREET BETWEEN DONNYBROOK AND MONON FARMS SUBDIVISIONS. IT IS OWNED R1. WE MEET MOST OF THE R1 CONDITIONS EXCEPT FOR THE TWO ITEMS THAT I HAVE GOT HERE. OUR PLAN HERE TO TURN THIS INTO A FOUR-LOT SUBDIVISION. ACCESSED OFF A I WILL TALK ABOUT THAT MOMENTARILY. WITH DRIVES GOING EACH INDIVIDUAL LOTS. AND IS A TURNAROUND FOR FIRE. IT HAS BEEN REQUESTED. THIS IS WHERE WE ARE AS WE SIT HERE TODAY. SO THAT INITIALLY THE PLAN. THE TWO VARIANCES WE ARE REQUESTING, ONE OF THEM IS A SETBACK FROM 35 FEET DOWN TO 25 FEET AND PRIMARILY THE REASON FOR THAT IS IT IS JUST SUCH A MASSIVE FLOOD AREA HERE THAT EVERYTHING KIND OF HAS TO MOVE UP CLOSER TO THE PRIVATE DRIVE. SO WE ARE ASKING FOR THAT 10 FOOT RELIEF, AGAIN, TO KEEP ANYTHING OUT OF THAT FLOOD THAT COULD GO IN THERE. TO ALLOW THESE HOMES TO BE SLIGHTLY FURTHER UP. AND, AGAIN, WE NEED A WAIVER ON THE ACCESS FROM THE PUBLIC STREET, SINCE, AS OUR PLAN IS TO HAVE OUR OWN ENTRANCE RIGHT HERE ON THE PRIVATE DRIVE, WHICH IS SUPPORTED BY STAFF AS WELL. AFTER OUR MEETING -- WELL, AT THE LAST PLANNING COMMISSION MEETING, THERE WAS SEVERAL NEIGHBORS THAT SPOKE. LOTS OF QUESTIONS ABOUT DRAINAGE. AND OTHER DEVELOPMENT FEATURES. WE MET WITH THE NEIGHBORS ON THE 27TH OF FEBRUARY. ABOUT 30 OR SO PEOPLE HERE. A LOT OF THEM HERE TONIGHT, AS WELL. WE HAD JOHN THOMAS FROM CARMEL ENGINEERING JOIN US. HE DID A LOT OF HEAVY LIFTING TRYING TO EXPLAIN DRAINAGE AND RELEASE RATES TO LET THE NEIGHBORS UNDERSTAND HO THAT PROCESS OF REVIEWING OUR CALCULATIONS AND HELPING DETERMINE -- WELL, AND HELPING TO ENSURE THAT DRAINAGE GETS BETTER IN THE AREA. NOT WORSE. AND WE TALKED ABOUT THIS ENTRANCE. PRIOR TO THE NEIGHBOR MEETING, STAFF HAD REACHED OUT
[00:05:03]
TO US AND REQUESTED, WELL, ASKED IF FOR SAFETY REASONS, BECAUSE THERE WERE ALSO A LOT OF QUESTIONS ABOUT SAFETY, ASKED IF WE WOULD TALK TO MONON FARMS ABOUT POSSIBLY HAVING A DRIVE THAT CONNECTS TO THEM . THAT IS A PUBLIC STREET NOW. MENTIONED IT AFTER THE MEETING. AFTER THE MEETING, WE TALKED TO SOME OF THE MEETINGS FROM MONON FARMS. ANOTHER BOARD MEMBER IS HERE AS WELL FROM MONON FARMS. WE DIDN'T COME TO ANY AGREEMENT.WE SAID THIS IS SOMETHING IF YOU GUYS ARE INTERESTED IN THIS. WE ARE HAPPY TO CONTINUE TALKING ABOUT IT. BUT AS WE HAVE LEFT IT ON THE PRIMARY PLAT, AS STAFF AND ENGINEERING HAVE INDICATED, THERE PERFECTLY FINE LETTING US HAVE THEIR ENTRANCE WHERE IT IS TODAY AND HAVING IT GO THIS WAY. SO WE JUST HAVEN'T HAD -- EXCUSE ME -- THE OPPORTUNITY TO FINALIZE ANY DISCUSSIONS WITH MONON FARMS. AS I WAS WALKING OUT WITH US -- A COUPLE PEOPLE, I WOULD REALLY RATHER YOU HAVE YOUR OWN ENTRANCE. I WILL SAY THAT FISHER HOLMES WAS IN HERE SOME TIME AGO WITH A MUCH MORE DENSE PROJECT FOR THIS AREA. THEY HAD OFFERED MONON FARMS SUBSTANTIAL AMOUNT OF MONEY TO CONNECT TO THEIR -- IT MAY HAVE BEEN A PRIVATE STREET AT THAT TIME. I'M NOT REALLY SURE HOW LONG AGO THAT WAS. YOU KNOW? THEY HAD AN INCREDIBLE AMOUNT OF UNITS COMPARED TO THE FOUR UNITS WE HAVE. WE DON'T HAVE THE ABILITY TO PAY FOR ESPECIALLY WHAT I KNOW -- AT LEAST WHAT I WAS TOLD . THEY WANTED MORE MONEY THAN WAS OFFERED WHICH IS PERFECTLY FINE. I TOTALLY UNDERSTAND. WE ARE JUST NOT IN A POSITION TO DO THAT. WE ARE HAPPY TO STAY WITH THE APPROVED ENTRANCE THE WAY WE HAVE IT, BUT WE ARE HAPPY TO KEEP HAVING THOSE CONVERSATIONS IF THEY LEAD TO THAT. HAVING ONE ENTRANCE THERE. WE ARE FINE TO DO THAT. SO THAT HAS BEEN SHOWN ON THE PRIMARY PLAT. AGAIN, JUST IN CASE WE END UP WORKING SOMETHING OUT WITH THE NEIGHBORS WERE EVERYONE DETERMINES THAT IS WHAT THEY PREFER. THE OTHER THING THAT MODIFIED FROM THE LAST TIME I WAS HERE, FORESTRY. DARREN HAD ASKED FOR A 100 FOOT EASEMENT IN HERE TO KIND OF LINEUP WITH THIS. AND SPEAKING TO DARREN, WHICH I DID, I DON'T KNOW, I THINK IT WAS LATE LAST WEEK.
FRIDAY LAST WEEK. HE AGREED TO LET US REDUCE THIS TO 50 FEET BACK HERE. HE ORIGINALLY ASKED FOR 20 FEET DOWN ON THE SOUTH SIDE. WE ORIGINALLY INCREASED THIS 230. HE WAS HAPPY WITH US KEEPING IT AT 50. FOR EXAMPLE, IF WE MOVED IT TO 100 IT WOULD EAT UP ALMOST A THIRD OF THE LOT. AGAIN, FORESTRY IS PERFECTLY FINE WITH US REDUCING THAT 250. IF DARREN HAS THAT IN HIS NOTES. I DON'T KNOW IF HE HAD THAT OR NOT, BUT HE WILL.
REGARDING THE HOA, YES . WE WILL HAVE AND HOA TO HANDLE COMMON AREA MAINTENANCE, PRIVATE STREET MAINTENANCE, HANDLE ALL OF OUR BNPS IN RELATION TO THE POND AND DRAIN AND'S DEAL WITH PLOWING DOWN OUR STREET, OF COURSE, AND ALL OTHER THINGS THAT COME WITH COMMON AREA MAINTENANCE. YES. IT WILL ALL BE MANAGED. THE TREAT RESERVATION LANGUAGE WILL NOT ONLY BE ON THE PLAT, BUT WILL BE HEAVILY DEFINED IN THE HOA DOCUMENTS ABOUT WHAT YOU CAN AND CANNOT DO. WE WILL USE LANGUAGE FROM THE CARMEL ORDINANCES AS WELL. AGAIN, NOT AS IF WE ARE SELLING LOTS TO INDIVIDUALS THAT OTHER PEOPLE ARE BUILDING THE HOMES. ALSO THE HOMEBUILDER. SO WE WILL HAVE CONTROL FROM BREAKFAST ALL THE WAY THROUGH DINNER ON EACH ONE OF THESE BUILDS TO BE ABLE TO MAKE SURE THAT WE EXPLAIN WHAT CAN AND CAN'T BE DONE. AND, ADDITIONALLY, BE ABLE TO ENFORCE THOSE THINGS. SUMMARY ASKED ABOUT A BARBED WIRE FENCE. THERE IS NO BARBED WIRE FENCE. THERE IS A WOVEN WIRE FENCE THAT IS IN HERE ALONG WITH A WHITE FENCE. I THINK OUR PLAN NOW IS TO TAKE ON THE WOVEN FENCE BUT I DO JUST WANT TO MAKE IT VERY CLEAR, IT IS NOT A BARBED WIRE FENCE. THAT SCARE ME, TOO, WHEN I HEARD THAT, SO I WENT RIGHT OVER THERE AFTER THE MEETING AND MAKE SURE THAT WASN'T THE CASE. SO, AGAIN, WE ARE ASKING TO APPROVE OUR PRIMARY PLAT. I BELIEVE IT MEETS EVERYTHING IN THE ORDINANCE OTHER THAN THESE TWO IN THE WAIVER THAT WE ARE ASKING FOR, WHICH I HOPE I HAVE EXPLAINED. AND I AM HERE TO ANSWER ANY QUESTIONS YOU HAVE AT
THAT TIME. THANK YOU. >> THANK YOU. DEPARTMENT?
>> THANK YOU. FOR THE RECORD, CHRISTINA JESSE, PLANNING AND ZONING. DID A GREAT JOB OF SUMMARIZING THE CHANGES AT THE LAST MEETING. THE MAIN THREE WERE THE LAST MEETING WITH
[00:10:01]
CHANGES FOR THE TREE PRESERVATION EASEMENTS, WHICH THE URBAN FORRESTER IS FINE WITH. YOU ARE RIGHT. AND THEN THE POTENTIAL CONNECTION TO MONON FARMS UIHLEIN. STAFF IS SUPPORTIVE OF THAT OF THE ORIGINAL CONNECTION OF 116TH STREET SO WE CAN DISCUSS THAT FURTHER. IF YOU WOULD LIKE. BUT WE DEAL STRUCK HER MEND -- STILL RECOMMEND THAT YOU FINALIZE THISPROJECT TONIGHT. THANK YOU. >> THANK YOU. COMMISSIONERS?
>> DOES STAFF HAVE ANY COMMENTS ON THE TREE PRESERVATION AREA
MODIFICATIONS? >> SO I CAN KIND OF OUTLINE WHAT THOSE CHANGES WERE, BUT AT -- BASICALLY ADAM STATED IT ALREADY. PRODUCED IT TO 50. THEN IT WAS ORIGINALLY GOING TO BE 20 ON THE SOUTH AND THEY BUMP THAT UP TO 30. WE ARE HAPPY WITH THAT. AND THERE IS ALSO A 10 FOOT TREE PRESERVATION ALONG THE PROPERTY LINE AND ALL THE TREES IN THE WATER PROPERTY EASEMENT ARE ALSO GOING TO BE PRESERVED.
>> CAN I TAKE ON THAT ONE WELL WE ARE HERE? YOU SAID THERE IS A TREE LINE? I DON'T REALLY KNOW THE AREA THAT WELL. AND LET ME ALSO MENTION THE REASON, WE DON'T HAVE AN INTENT TO REMOVE ANY TREES. I MEAN, WE REALLY DO OUR BEST TO TRY TO SAVE AS MANY TREES AS POSSIBLE. THE REAL REASON WE DO NOT HAVE 100 FOOT ESPECIALLY. IT WOULD EAT SO MUCH OF THE LOT. THIS LOT HERE, THE PROBLEM WITH THE TREE PRESERVATION EASEMENT IS IT DOESN'T ALLOW YOU TO CUT ANY GRASS. YES. YOU GET THE TREES THERE, BUT YOU CANNOT MAINTAIN ANY OF THE GRASS AS WELL. IT GOES IN THE VALLEY HIGH. SOMEBODY WHO LIVES HERE SEES THE BACKYARD. DOES NOT WANT TO SEE 100 FEET OF UNKEMPT GRASS.
AGAIN, I PROBABLY SPENT 30 MINUTES TALKING TO DARREN ABOUT IT. HE SAID HE WAS HONESTLY REALLY HAPPY FOR THE 50. I SAID, NORMALLY I THINK 35 WOULD BE PLENTY. TALK WHAT I COULD GET.
AGAIN, HE WAS HAPPY WITH THAT 30. OVER HERE ON THE WEST LAWN, UNLESS, YOU KNOW, WE ARE GOING TO LOOK AT ALL THE TREES AND IF THERE IS ANY DEAD, DAMAGED, THAT ARE ON THAT LINE WE MAY HAVE TO REMOVE, BUT THE PLAN IS TO KEEP EVERYTHING ON THE WEST LINE THAT WE CAN. WE ARE NOT EXTENDING THE STREET TO THE WEST. IT IS GOING TO BE PUSHED TO THE EAST. SAID THERE IS A LINE OF TREES THAT ARE HERE THAT ARE GOING TO GO AWAY. BUT, YEAH. EVERYTHING ON THE WEST THAT IS EXISTING FOR THE MOST PART IS GOING TO STAY.
IT IS NOT IN EASEMENT OVER THERE BUT OUR INTENT IS TO KEEP THEM OVER THERE. IT LOOKS GOOD. IT CREATES A BUFFER BETWEEN US AND MONON FARMS. I BELIEVE WE HAVE A LANDSCAPED PLAN THAT SHOWS THOSE
TREES REMAINING. >> DOES IT LOOK GOOD? I KNOW YOU MENTIONED YOU ARE WORKING WITH ENGINEERING AND THE FIRE DEPARTMENT ON WHAT THAT LOOKS LIKE. OBVIOUSLY WHEN YOU LOOK AT THIS, IT LOOKS LIKE A PRETTY MINIMUM BUFFER BETWEEN THE NEIGHBORS AND WHAT IS CURRENTLY DRAWN. SO I WOULD LOVE TO KEEP
AS MANY TREES AS POSSIBLE. >> THERE ARE SOME TREES BACK HERE THAT ARE GOING TO HAVE TO MOVE BECAUSE THERE IS GOING TO BE A DRIVEWAY THAT COMES OFF THIS FOR THE HOUSE. BUT, YOU KNOW, WE SAT IN FRONT OF EVERYBODY FOR AN HOUR AND A HALF. I SET IT. SEVERAL LOCATIONS. WE WANT TO KEEP EVERY GOOD TREE THAT WE CAN. AND WE WILL. THERE ARE SOME TREES IN HERE WE HAVE SOME DOWNED THANKS. SOME OF THAT WE WON'T CLEAN UP BECAUSE IT MAY HAVE BEEN INHABITED BY SOMETHING. YOU KNOW? LIKE A BRANCH THAT HAS BEEN LAYING DOWN FOR A LONG TIME. YES. OUR INTENT, WE WANT TO KEEP THE BUFFER HERE AS GOOD AS WE CAN. AND, LIKE I SAID, FIRE WASN'T GOOD WITH NOTHING.
SO THIS IS WHAT THEY CAME BACK WITH. AGAIN, WE ARE STILL KIND
OF WORKING WITH THEM ON THIS. >> THANK YOU SO MUCH, MR. MIRRORS, WITH THE NEIGHBORHOOD ASSOCIATIONS. THAT MEANS SO MUCH TO ME. I WOULD LIKE TO TALK TO YOU ABOUT THE INGRESS AND EGRESS. YEAH. ACTUALLY, CAME TO MY MIND. NOT THAT I AM AN ENGINEER. THE THOUGHT WAS WHY DON'T WE TIE IN AND SOMEHOW MAKE THEM COBINED. WHAT WAS THE FEEDBACK? I HEARD YOU SAY A LITTLE BIT ABOUT SOME OF THE FEEDBACK YOU HEARD FROM THE NEIGHBORS ABOUT MOVING THE DRIVE TO MONON FARMS. CAN YOU DRAW
[00:15:01]
DOWN ON THAT A LITTLE BIT MORE?>> I AM SURE IF JILL FROM MONON FARMS WANTS TO CHAT. IT WAS PRETTY, YOU KNOW, YOU KNOW? IT WAS A FAIRLY BRIEF DISCUSSION BECAUSE THIS IS WHAT WE HAVE BEEN ASKED TO DO. THERE WAS A LOT OF QUESTIONS AND COMMENTS THEY CAME IN ABOUT SAFETY CONCERNS. WE SAID, HEY, WE'RE HAPPY TO DO THIS IF YOU GUYS THINK IT WILL MAKE IT SAFER. THE PROBLEM IS WE NEED AN EASEMENT FOR THIS AREA RIGHT THERE. AND I DON'T FAULT ANYBODY FOR THIS, BUT THAT BECOMES A MONEY THING. I AM NOT SAYING THAT IS WHAT WOULD HAPPEN. IF THEY CAME BACK TOMORROW AND SAID IT WOULD BE FREE, I WOULD BE HAPPY TO DO IT. BUT ENGINEERING. YOU KNOW? ENGINEERING MADE IT CLEAR. THERE PERFECTLY FINE WITH US COMING OUT THIS WAY AND TURNING RIGHT. THEY HAVE RAN THROUGH ALL THAT.
IF WE ARE ABLE TO WORK THROUGH IT WITH MONON FARMS, GREAT.
AGAIN, I SAID THERE WERE TWO GENTLEMEN I WALKED OUT WITH WHO SAID WE LIKE TO KEEP IT THE WAY IT IS AND WE ARE PERFECTLY FINE WITH THAT AS WELL. WE ARE NOT LOOKING TO INFRINGE ON ANYBODY.
WE DID MAKE SOME POINTS WE CAN HELP WHILE SOME THINGS. ADD SOME VALUE TO THAT ENTRANCE. BUT IT IS TOTALLY IN MONON FARMS SANDS -- HANDS. IF THEY WOULD LIKE US TO CONNECT WITH THEM, WE ARE HAPPY TO DO IT. THERE'S NO WAY TO FORCE THEM TO DO IT BECAUSE WE WOULD HAVE THAT PROPERTY IN BETWEEN'S THAT WE WOULD HAVE TO
GET A FROM. >> WE WOULD HAVE TO IDENTIFY YOUR NEIGHBORHOOD. HOW DOES ONE DO THAT?
>> WE TALKED ABOUT THAT. MAYBE WE WOULD PUT A GATE. WHAT WE ACTUALLY PRESENTED TO THEM AS WE PUT A STOP SIGN HERE SO OUR PEOPLE HAD TO STOP. SO THEY WOULD HAVE THE RIGHT-OF-WAY COMING IN. THERE IS ENOUGH ROOM THAT THERE WOULDN'T BE A LOT OF STACKING. AND WE SAID MAYBE WE WOULD EVEN PUT A GATE HERE TO DELINEATE. NOW, YOU ARE COMING OFF AND GOING INTO THIS NEIGHBORHOOD. WE WOULD HAVE TO DO SOME MORE PLANNING AND WORKING WITH THEM. IT IS JUST WE ARE NOT GOING TO GET THERE AT THIS MOMENT. BUT WE ARE OPENED TO IT IF THEY ARE OPENED TO IT.
WE ARE PERFECTLY FINE EITHER WAY.
>> I APPRECIATE IT VERY MUCH. THAT IS A GOOD FAITH EFFORT ON YOUR PART AS WELL. ALSO, WE ONLY HAD TWO CORRESPONDENCES IN THE PACKET AND I BELIEVE ONE WAS FROM MR. SOUR. AM I SAYING THAT
NAME CORRECTLY? >> YES. SERBER. HE IS HERE.
>> I AM NOT AN ENGINEER. ALL I CAN DO IS LOOK AT WHAT YOU HAVE SHOWN US, AND IT LOOKS LIKE THE DRIVEWAY IS NOT GOING TO BE 20 FEET WIDE GOING INTO THAT PARTICULAR AREA AROUND MR.
SERBER'S LOT. AM I CORRECT? >> YES. AND MR. SERBER'S LOT, AND WE DID SPEAK TO HIM AT NAUSEA HIM AT THE MEETING. HE WAS FRONT AND CENTER. MORE EXTENSIVE TIME TALKING TO HIM AFTER-THE-FACT. SO HOPEFULLY HE WILL AGREE THAT WE SPENT A LOT OF TIME TALKING TO HIM AND WANTED TO ADDRESS HIS CONCERNS.
I BELIEVE HIS HOUSE IS HERE. HIS HOUSE IS HERE. THERE IS CURRENTLY A -- I THINK THIS STREET CURRENTLY COMES DOWN A LITTLE FURTHER, SO WE ARE ACTUALLY GOING TO STOP IT HERE.
SO WHATEVER IS HERE IS GOING TO GO AWAY. IF THERE ARE ANY TREES LIKE IN THIS AREA WE WOULD LEAVE THOSE. THERE ARE SOME TREES IN HERE. AGAIN, DEPENDING ON WHERE WE DO THE DRIVEWAY, HOWEVER IT WORKS OUT, WE MAY HAVE TO REMOVE SOME, BUT I KNOW MARK COMMITTED TO DICK THAT WE HAVE EVERY INTENT TO SAVE AS MANY TREES.
BUT WE ARE NOT REALLY ADDING ANYTHING MORE THAN WHAT IS CURRENTLY THERE. IT IS KIND OF LIKE WHAT IS THERE IS GOING TO BE THERE FOR THE MOST PART. OTHER THAN THERE IS GOING TO BE A HOUSE THERE. BUT THERE WAS A HOUSE THERE.
>> I REALLY APPRECIATE THAT. THAT IS A LOT OF GOOD FAITH EFFORT ON YOUR PART WITH THE NEIGHBORS. I'M REALLY HAPPY TO HEAR THAT. I APPRECIATE THE AMOUNT OF TIME THAT YOU SPENT WITH THEM AND WITH US AS WELL, SO THANK YOU.
>> I JUST WANT A REAL QUICK CLARIFICATION ON THE 100 TO 50.
IS THAT JUST FOR LOT 4 OR FOR THE WHOLE EASTERN END?
>> IT DOESN'T MATTER UP HERE BECAUSE THIS IS ALL FLOODWAY AND THIS IS ALL PROTECTED ANYWAY. SO WHAT FORESTRY ORIGINALLY PROPOSED, WHICH I WILL BE PERFECTLY FRANK WITH YOU. OUR ENGINEER ADDED IT WITHOUT TALKING TO US. JUST BEING HONEST. AND IT WAS MORE LIKE OVER HERE. SO IT WAS 100 FEET THERE. AFTER THAT, AGAIN, I CALLED DARREN IMMEDIATELY. SO JUST LOWERED IT TO 50 HERE. AGAIN, THEY'RE STILL GOING TO BE PLENTY. LOOK, THERE IS AN INCREDIBLE AMOUNT OF BUFFER HERE
[00:20:04]
AND THIS WAS TO BE A 50 FOOT BUFFER. AGAIN, THERE WOULD BE NO REASON FOR A HOMEOWNER TO COME IN HERE AND CLEAR TREES. THEY JUST WANT TO BE ABLE TO MAINTAIN THEIR YARD AS WELL.>> MADAM SHARE? I WANT TO ALSO SAY THANK YOU FOR HAVING THE HOA MEETING. I HOPE THAT NEVE -- GAVE NEIGHBORS AN OPPORTUNITY TO ASK QUESTIONS. AND I DO APPRECIATE ALL THE TREE PRESERVATION THAT YOU HAVE ON THIS SIGHT. WE DON'T NORMALLY SEE THIS MUCH TREE PRESERVATION SO I AM GRATEFUL FOR THAT. I DO HAVE ONE OTHER QUESTION. NOT TO KEEP GOING BACK TO THIS NOW. AND I REALLY DON'T HAVE A PREFERENCE. WHATEVER YOU AND THE NEIGHBORS DECIDE THAT WORKS BEST FOR YOU AS FAR AS STAYING WITH THE PLANNER CONNECTING TO THE ROAD. BUT IF YOU WERE TO CONNECT TO THE ROAD, THAT FIRST PART WHERE YOU HAVE GOT THE ROAD NEXT TO WHAT IS YOUR AREA OF THE POND. DOES THAT ROAD AND COMPLETELY GO AWAY OR DO YOU HAVE ANY SORT OF TRAILER SOMETHING THAT THE RESIDENTS IN YOUR NEIGHBORHOOD COULD WALK IF THEY WANTED TO GO TO THE COMMON AREA AND GET THERE?
>> SO YOU ARE SAYING IF WE HAVE THIS STRIPE WHAT WOULD HAPPEN TO THIS? IT WOULD BECOME COMMON AREA. IT WOULD NOT BE A STREET.
IT WILL BE COMMON AREA. YES. HOMEOWNERS COULD WALK DOWN AND WALK INTO HERE IF THEY SO CHOOSE. IT WOULD NOT BE A ROAD.
>> AND THIS WOULD TURN INTO A NICE COMMON AREA FOR THE RESIDENTS? I MEAN, THEY HAVE ENOUGH LAND OBVIOUSLY.
>> YEAH. IF WE WERE DOING A MORE DENSE SOMETHING, AT LEAST WHAT WE HAVE EXPERIENCED IN THE LAST 30+ YEARS OF BUILDING IS THESE PEOPLE WANT TO PROGRAM WITH A PROGRAM ON THEIR OWN SPOT. THEY ARE GOING TO BE CLOSE ENOUGH TOGETHER THAT, YOU KNOW, I AM GUESSING THAT THEY ARE GOING TO END UP HANGING AROUND EACH OTHER'S HOUSES RATHER THAN THAT POND. IT IS A DRY POND AS WELL.
IT IS NOT GOING TO BE THAT LEVEL OF AN AMENITY. BUT WE WOULD MAKE SURE THAT PART OF THE ENTRANCE WOULD JUST NOT EXIST.
>> THANK YOU. >> I WOULD JUST LIKE TO SAY AS WELL, I WOULD LIKE TO THANK OUR CITY STAFF. NOT JUST YOU. FOR COMING TO OUR A MEETING AND ANSWERING ALL YOUR QUESTIONS. I HAVE THE UTMOST -- UTMOST FAITH IN OUR ENGINEERING DEPARTMENT.
AND WHAT I FOUND, AND THIS IS JUST IN MY VERY SHORT, LIMITED TIME BEING ON CITY COUNCIL, THAT OUR ENGINEERING DEPARTMENT, WHENEVER THEY GET INVOLVED WITH A PROJECT, THEY TEND TO MAKE EVERYTHING AS FAR AS DRAINAGE AND STORM WATER CONTROL SO MUCH BETTER THAN IT WAS BEFORE. SO THEY LEAVE THINGS BETTER THAN THEY FOUND THEM. I AM HOPING THAT IS WHAT YOU GOT OUT OF THE MEETING. AND I WOULD LIKE TO SAY THANK YOU SO MUCH TO THE NEIGHBORS FOR ACTUALLY TAKING TIME TO LISTEN, AS WELL.
>> YEAH. JOHN WAS FANTASTIC THERE. THERE WERE SOME OTHER THINGS THAT CAME UP THAT WERE OLD. SOME EXISTING ISSUES. HE SAID BRING THOSE TO ME. I SAID, LOOK, I LIVE IN CARMEL. I DO THIS FOR A LIVING. DEVELOPMENT. AND EVERYBODY IN CARMEL IS AS GOOD AS THEY GET AT WHAT THEY DO. CHRISTINA HAS DONE A LOT OF EMAILS ON THIS LITTLE FOR LOT SUBDIVISION. SHE IS EARNING HER MONEY ON THIS LITTLE BABY. SO THANK YOU.
>> I JUST HAVE A CLARIFICATION QUESTION NOW. SO TO APPROVE THE PLAT, THE WAIVER, AND THE VARIANCE.
>> CORRECT. >> IF WE DO THAT, THAT DOES NOT AFFECT ANY CHANGES TO HOW YOU GET INTO THE DEVELOPMENT, WHETHER YOU DO IT WITH THE PRIVATE ROAD OR WHETHER YOU COME
INTO THE MONON FARMS ROAD? >> WELL, YES . I THINK THE INTENT WAS SHOWING THAT DRIVE THERE IS A POSSIBLE SOLUTION ON THE PRIMARY PLATS. WHEN WE COME BACK IN FOR OUR CONSTRUCTION DOCUMENTS AND SECONDARY PLAT, WE WOULD HAVE HAD A DECISION AT THAT POINT. AS WE GET TO THAT 100 FOOT LEVEL ON PLANS, THAT WILL HAVE ALL THE DETAIL ON THAT LEVEL.
>> THANK YOU. I THINK THERE ARE SOME PEOPLE WATCHING WHO WANTED TO MAKE SURE WE ARE NOT APPROVING ONE WAY OR ANOTHER TONIGHT. THAT CAN STILL BE DECIDED ONCE WE APPROVE THE
PLAT. THANK YOU SO MUCH. >> ANYBODY ELSE?
>> SO IT WOULD APPEAR THAT WE ARE AT THE POINT WHERE THERE IS JUST A FEW OUTSTANDING, SUCH AS THE FINER -- FIRE DEPARTMENT FINALIZING. WE ARE NOT GOING TO HAVE AN ANSWER THIS EVENING,
[00:25:07]
WHICH IS FINE, FOR THE ACTIVITY. I HAVE NOT REALLY HEARD ANYTHING ON THE MONUMENT SIGNAGE. DID YOU MENTIONED THAT?>> NO. WE DID DISCUSS IT WITH THE APPLICANTS AND THEIR PLANS FOR THE POTENTIAL OF IT ALONG 116TH STREET IF THEY DO GO WITH THE INITIAL ENTRIES PROPOSAL. I HAVE EMAILED -- SORRY. I HAVE EMAILED WITH THE ENGINEER ABOUT A POTENTIAL PLAN IF THE MONON FARMS LIEN CONNECTION IS THE ROUTE WE CHOOSE TO GO.
FINALIZING THOSE OUTSTANDING DOCUMENTS.
>> OKAY. WITH THAT, WOULD ANYBODY LIKE TO MAKE A MOTION?
>> I MOVE WE APPROVE THE THREE DOCKET NUMBERS, PZ 2024- 00237, 238, AND 239 WITHIN THE OUTSTANDING.
>> ALL IN FAVOR, SAY AYE. A BRIEF
