NOT LONG AFTER, A MULTIGENERATIONAL FAMILY MOVED IN WITH AN ELDERLY COUPLE, A MIDDLE-AGED WOMAN AND A TEENAGE BOY. WITH THEM, THEY BROUGHT FOUR CARS, WHICH OFTEN BLOCKED THE SIDEWALK, PREVENTING ACCESS TO WALKERS, MOMS AND STROLLERS, AND TODDLERS. SINCE THAT HOUSEHOLD FOR OVER 500,000, WE HAVE RECEIVED TWO NOTICES OF AN INCREASE IN HOME VALUATION. WITH THE COMMENCEMENT -- COMMISERATE INCREASE IN PROPERTY TAX. IN REVIEWING HOMES IN WESTERN PARK OVER RECENT YEARS, WE MONITORED EVERY SALE RANGE IN THE 475 REGION. LAST SUMMER, FRIDAY NIGHT BECAME PARTY NIGHTS WHICH CONTINUE TODAY SO THAT THE CAR PARK SWELLS TO SIX TO EIGHT WITH LOUD -- ENGINES COMING GOING INTO THE NIGHT AND MORNING. THE ORDINANCE IS COMPLEX, AND THERE ARE SOME DETAILS THAT STILL NEED TO BE WORKED OUT, BUT I THINK THIS ORDINANCE TO PROTECT AND PRESERVE SINGLE-FAMILY NEIGHBORHOODS FROM BECOMING MAJORITY RENTAL NEIGHBORHOODS, AND TO PROTECT AND PRESERVE AFFORDABLE HOMEOWNERSHIP OPPORTUNITIES FOR SENIORS AND FIRST-TIME HOMEBUYERS IS VERY IMPORTANT. I LIKE TO US THE COUNSELOR SAID AT THE COMMITTEE MEETING. IT IS A PROACTIVE MEASURE TO ENSURE THAT PEOPLE STILL HAVE OPTIONS FOR HOME OWNERSHIP. THIS IS IMPORTANT. WHEN THE PROBLEM BECOMES TOO LARGE, IT CAN'T BE STOPPED. A RECENT CHANGE IN THE REDLINE TO THIS ORDINANCE TOOK AWAY THAT THIS ORDINANCE WOULD APPLY CITYWIDE. SINCE THIS WAS SUPPOSED TO PROTECT HOMEOWNERS WHO DON'T HAVE HOA, I AM WONDERING WHAT HAPPENS TO THEM, AND IF THIS ISN'T ACTIVE CITYWIDE AND ONLY PROTECTS SUBDIVISIONS ESTABLISHED. -- AND HAVE AN HOA. I CAN TELL YOU THAT CHANGING HOA COVENANTS IS VERY DIFFICULT AND EXPENSIVE. MY NEIGHBORHOOD HAS BEEN TRYING TO DO THIS FOR OVER A YEAR AND STILL HASN'T BEEN ABLE TO GET IT DONE. AND THEN, ADD THAT IN THE NUMBER PERCENTAGE OF HOMES, RENTALS, THAT ARE APARTMENTS AND DUPLEXES AND CONDOS. WE ALREADY HAVE A LOT OF MULTIUSE THAT OFFER AN ARRAY OF HOMES , AND MOSTLY APARTMENTS OR CONDOS, MOST OF RENTAL, AND SOME RETAIL. THEY HAD PROPOSED SEVERAL COMMUNITIES . I HAVE SEVERAL QUESTIONS. THAT MEANT ALL THE HOMES ALONG COLLEGE BOULEVARD FROM 111 SOUTH TO 96TH STREET WOULD BE VULNERABLE TO BECOMING THREE TORIES MULTIUSE, AND THAT WAS KIND OF THE PLAN. THERE WERE DISCUSSIONS ON, WELL, IT IS HEADED THAT WAY ANYWAY BECAUSE 30% OF THE PROPERTIES ALONG COLLEGE BOULEVARD WERE RENTAL PROPERTIES ALREADY. SOME OF THEM NOT MAINTAINED BECAUSE DEVELOPERS WERE ANTICIPATING CARAMEL WOULD MAKE THIS A TYPICAL CORRIDOR, AND THEN COLLEGE BOULEVARD WILL TURN INTO KIND OF A MULTIUSE CORRIDOR. THERE WERE DISCUSSIONS , AND A NUMBER OF PEOPLE ON THE HOMEPLACE ADVISORY BOARD WENT THROUGH HOMEBUYING ALONG COLLEGE BOULEVARD. IT WASN'T 30%, BUT STILL 20% RENTALS, WHICH KIND OF STRUCK ME FOR THE FIRST TIME AS THIS BEING AN ISSUE, SPECIFICALLY IN THE HOMEPLACE AREA, NOT NECESSARILY THROUGHOUT CARAMEL. I REALLY APPRECIATE THE WORK THAT HAS BEEN DONE ON THIS TO ADDRESS, NOT ONLY PLACES THEY DON'T HAVE HOAS, BUT PLACES THAT DO HAVE AN HOA BUT ARE RUNNING INTO SITUATIONS WHERE IT IS REALLY TOUGH TO PASS BYLAWS, ESPECIALLY WHEN THERE IS ALREADY A NUMBER OF HOMES BEING RENTED WITHIN HIS NEIGHBORHOODS. I REALLY APPRECIATE THE WORK LOOK FORWARD TO FINE-TUNING THIS AND GETTING SOMETHING ON THE BOOKS THAT SHOWS CARMEL IS SERIOUS ABOUT THIS , BUT NOT SO RIGID THAT IT PERMITS US NOT TO , AS THE DATA COMES OUT, EVOLVE AND MAKE IT THE BEST USE FOR CARAMEL. THAT BEING SAID, I THINK THE ESTABLISHED SINGLE-FAMILY NEIGHBORHOODS THAT HAVE BEEN HIT BY THIS HAVE BEEN HIT HARD, AND IT IS DIFFICULT. IS SO, THERE ARE TWO THINGS THAT IF I STRUGGLE THROUGH THIS ORDINANCE TRYING TO FIGURE OUT HOW I REALLY FEEL ABOUT THIS. ONE IS THAT FOR NEIGHBORHOODS THAT ALREADY HAVE THIS , HAVE GONE BEYOND THE 10% CAP, IT IS ACTUALLY NOT GOING TO SOLVE THE PROBLEM FOR THEM IMMEDIATELY. THAT DOESN'T MEAN WE DON'T NEED TO DO SOMETHING, BUT IT MEANS I WANT PEOPLE TO UNDERSTAND THAT THIS IS NOT A QUICK FIX. THOSE NEIGHBORHOODS ALREADY OVER THE 10% ARE GOING TO TAKE YEARS, POTENTIALLY, TO RECOVER FROM THAT. IT WILL TAKE TIME FOR THIS TO HAPPEN. PEOPLE WHO ARE EXCITED ABOUT PASSING THIS NEED ALSO UNDERSTAND THERE IS GOING TO BE PATIENTS REQUIRED. YOU ARE NOT NECESSARILY GOING TO SEE THE CHANGE OVERNIGHT. WHERE WORKING NOW ON AN OVERLAY TO ENSURE WE PROTECT , AND WITH THE MAYOR AND TONY, TO ENSURE WE PROTECT THE HOMEPLACE AS A SINGLE-FAMILY NEIGHBORHOOD AREA . THAT IS SOME OF OUR MOST AFFORDABLE HOUSING STOCKS IN THE MARKET. THIS WAS ABOUT BALANCE MAINTAINING A BALANCE BETWEEN RESIDENTIAL RENTAL PROPERTIES AND SINGLE-FAMILY HOME OWNERSHIP. THAT SAID, YOUNG FAMILIES AND FAMILIES IN GENERAL HOPING TO PURCHASE THEIR HOME , THEIR FIRST HOME IN CARMEL, ARE BEING PRICED OUT, SOMETIMES BY INVESTORS AND SOMETIMES JUST BY ODD LUCK. BUT MOSTLY, THROUGH CASH OFFERS FROM INVESTORS, IF I AM BEING HONEST. SOME OF OUR LONG-TIME RESIDENTS HAVE NOTICED CHANGES IN THEIR NEIGHBORHOODS, NOT WITH JUST NEW NEIGHBORS, BUT WITH MOMENTARY TENANTS, ABSENTEE LANDLORDS, AND WITH THE EXCEPTION OF LESTER COLE WHO SPOKE TONIGHT, AND I WOULD LIKE TO SPEAK TO YOU DIRECTLY, I THINK WAS VERY COURAGEOUS TO COME UP HERE AND TALK ABOUT THAT. YOU'RE JUST THE PERSON I AM TRYING TO PROVIDE THE SOLUTIONS TO. WITH THAT SAID, SIMULTANEOUSLY, RENTERS ARE FACING RISING COSTS AS HOUSING INCREASINGLY SHIFTS FROM BEING ABOUT CREATING A HOME TO BEING AN INVESTMENT OPPORTUNITY. WE'VE HEARD THE ARGUMENT THIS ISSUE DOESN'T EXIST IN OUR COMMUNITY AND WE ARE TRYING TO ADDRESS A PROBLEM THAT ISN'T REAL. IF THAT WERE THE CASE, WHY ARE NEIGHBORHOODS WITH HOAS WORKING ON IMPLEMENTING SIMILAR REGULATIONS? THIS PROBLEM HAS OCCURRED CYCLICALLY THROUGHOUT THE YEARS AND COULD HAPPEN AGAIN. WHY NOT PROACTIVELY PUT MEASURES IN PLACE TO ENSURE CARMEL REMAINS A COMMUNITY WHERE FAMILIES CAN PURCHASE HOMES AND SETTLE DOWN BOX RENTAL CAPTURE NOT A RADICAL IDEA. THEY ARE A PRACTICAL SAFEGUARD. OF THIS CONCEPT WERE TRULY RADICAL, WHY ADOPT COMPARABLE MEASURES? AMENDING COVENANTS, CONDITIONS AND RESTRICTIONS IS NO SMALL FEAT. IT REQUIRES EXTENSIVE EFFORT, FINANCIAL RESOURCES AND COLLECTIVE ACTION. I SPEAK FROM PERSONAL EXPERIENCE , IT IS AN ACT OF CONGRESS TO GET IT DONE. A CITY WIDE RENTAL CAP -- I SPEAK FROM PERSONAL EXPERIENCE. A CITY WIDE RENTAL CAPITAL FOR ESSENTIAL PROTECTION FOR RESIDENTS LARGEST INVESTMENT WHILE GIVING PROSPECTIVE BUYERS THE OPPORTUNITY TO ESTABLISH ROOTS IN CARMEL APP IS HIGHLY SOUGHT AFTER COMMUNITY. LIMITING THE PERCENTAGE OF HOMES THAT CAN OPERATE AS NON-OCCUPIED RENTALS HELPS ENSURE CARMEL REMAINS A COMMUNITY FOR RESIDENTS, NOT A COLLECTION OF INVESTMENT PROPERTIES. GIVEN OUR CURRENT HOUSING AND ECONOMIC CHALLENGES, AS ELECTED OFFICIALS, WE MUST ASK OURSELVES WHO WE SHOULD PRIORITIZE. TO ME, THE ANSWER IS EVIDENT. WE MUST FOCUS ON FAMILIES AND INDIVIDUALS WHO WANT TO OWN HOMES AND LIVE IN CARMEL. THESE INDIVIDUALS ARE OUR FUTURE NEIGHBORS. TO BE CLEAR, RENTERS CONTRIBUTE GREATLY TO OUR COMMUNITY.
