MR. DIRECTOR?

>> THANK YOU, MR. PRESIDENT. IT'S BEEN A BUSY MONTH HERE AT THE REDEVELOPMENT COMMISSION.

WE'LL GO THROUGH SOME PROJECTS, CONSTRUCTION CONTINUES NOW THAT WE KNOW THAT PART OF THE INTERIOR WILL BE A HOTEL EXPANSION WE DISCUSSED AT OUR LAST MEETING. THE WINDSOR IS FINISHING UP.

IT'S APPROPRIATE THAT WE START OUR CONVERSATION WITH CITY CENTER BECAUSE EARLIER THIS MONTH THE MAYOR AWARDED THE CARMEL ARCHITECTURE AWARD TO STEVEN STURTZE WHO HEADS UP THE DESIGN GROUP AND HAS BEEN THE HEAD ARCHITECT FROM DAY ONE. HIS IMPACT ON THE CITY EVERYTHING WAS A PROJECT IN THAT IMAGE SO WHAT YOU SEE IS WHAT THE CITY USED TO LOOK LIKE 20 YEARS AGO AND EARLY, EARLY RENDERING THAT STEVE STURTZE DID AND NOW OUR CITY LOOKS EXACTLY LIKE THAT RENDERING THAT WAS DONE 20 YEARS AGO.

SO THAT IS A TESTAMENT TO A LOT OF GREAT PEOPLE. STEVE STURTZE DREW IT.

MAYOR FINKAM HAD A CELEBRATION OF HIM AND SAID SOME VERY NICE THINGS IN THAT IMAGE TO THE VERY RIGHT IS THE CEO OF P.ETCORP.

THE ARCHITECTURE AWARD HAS ONLY BEEN GIVEN TWICE IN THE PAST TO DAVID OLIVER WHO IS A DECEASED BRITISH ARCHITECT THAT HAD SOME INITIAL NOTIONS FOR CITY CENTER THAT HE SHARED WITH MAYOR BRAINERD AND MANY THAT WERE THE ONLY TWO FORMER RECIPIENTS.

NORTH CONSTRUCTION CONTINUES, THE FIRST PICTURE THAT I'LL SHOW WITH÷÷WITH IN THE AIR.

WE CELEBRATE THOSE MOMENTS. MAGNOLIA USES ARE MOVING FORWARD. CONTINUES TO LEASE OUT FOR RETAIL, LOOKING FORWARD TO THAT SUSHI SPOT OPENING. OUR PICTURE IS NOW DATED BECAUSE

THERE'S NOW WALLS OUT OF STICKS ERECTED AROUND THE GARAGE PROPERTY NOW. THAT CONSTRUCTION IS IN FULL SWING. WHICH IS COOL TO SEE, FOLLOWING UP WITH HAMILTON CROSSING.

WE HAD THE FACADE APPROVED AT OUR ARCHITECTURAL MEETING.

PROSCENIUM WE CONTINUE TO WORK ON THAT.

I WANT TO SHOW APPRECIATION TO TONY WHO HAS DEMOLISHED SOME OF THE HOUSES IN FRONT OF CITY HALL THAT WERE MAYBE NOT THE BEST ENTRANCE BUT LOOKS BETTER NOW. THE PLAZA IS COMING NEXT YEAR.

LOTS OF WORK BEING DONE ON THE AT&T SITE.

ANOTHER CRANE UP IN THE AIR AT THE PLAZA. LOTS OF PROGRESS ON THAT.

FINALLY THE REDEVELOPMENT COMMISSION IN 2023 COMMISSIONED THIS ART CALLED TAKING FLIGHT THAT YOU CAN SEE ON THE LEFT.

IT WAS INSTALLED THIS WEEK. MAYOR FINKAM MET WITH A WORLD CLASS, A WORLD RENOWNED -- HE'S THE GUY THAT'S DRESSED LIKE AN ARTIST IN THAT IMAGE.

THAT GUY HAS NO ARTISTIC TALENT. THIS IS MY FAVORITE PIECE OF ART IN THE CITY. WE'VE BEEN WORKING WITH OUR ENGINEERING FRIENDS AND STREET FRIENDS ON THIS.

RIGHT NOW IF YOU DRIVE BY THERE, THEY'RE PUTTING UP SOME SIDE WALLS SO THAT THE FOUNDATION ISN'T GOING TO BE VISIBLE. IT'S GOING TO BE HIDDEN BY SOME WALLS THAT WILL PROTECT THIS ROUND- ABOUT FROM VEHICLES, BUT THE ARTIST, JASON, IS A WORLD RENOWNED ARTIST, AND SO IT WAS PRETTY GREAT TO HAVE AN EVENT AT THE LIBRARY FEATURING THE MAYOR AND THE ARTIST FLYING IN SPECIFICALLY FOR THIS.

AND I HOPE YOU'VE HAD A CHANCE TO CHECK OUT THIS ART AT NIGHTTIME. AND, WITH THAT, THAT CONCLUDES MY REPORT, AND I'M HAPPY TO ANSWER ANY QUESTIONS THIS COMMISSION MAY HAVE.

>> YES. WELL, THERE ARE SEVERAL FOR SALE CONDOS. IF YOU MEAN THE CIVIC SQUARE PARKING GARAGE, IT'S NOT PART OF THE PROJECT. THERE IS THE MAGNOLIA PROJECT THAT ARE FOR SALE CONDOS AND THAT'S THESE.

>> SO BETWEEN THE THREE, DO YOU HAVE ANY UPDATE ON HOW THEY'RE SELLING? I KNOW SOME OF THEM ARE STILL UNDER CONSTRUCTION.

WE ALSO -- I KNOW WE HAD A PROFIT SHARE ABOVE A CERTAIN PRICE. WHAT ARE WE ANTICIPATING?

>> SO ON THIS ONE I HEARD FROM THE DEVELOPER LAST NIGHT THAT FIVE UNITS OUT OF THE 25 HAVE ALREADY BEEN PRESOLD, WHICH IS GREAT, BECAUSE THEY LITERALLY JUST STARTED.

I WILL GENERALLY SAY THIS, WHEN A BANK IS FINANCING CONDOS, THE BANK USUALLY HAS AN AGREEMENT WHEREAS THE DEVELOPER SELLS DOWN THE CONDOS, THE DEVELOPER DOESN'T GET TO KEEP ALL THAT MONEY. IT PAYS OFF THE LOAN AS THE CONDOS GET SOLD.

SO IF WE'RE IN A PROFIT SHARE SITUATION, THOSE NUMBERS REALLY GET CHEWED UP AT THE END OF ALL THE SALES, AND THAT'S HOW IT'S WORKED PREVIOUSLY, BECAUSE, REALLY, THE DEVELOPER ISN'T SEEING MONEY AT ALL UNTIL THEY SELL ABOUT 90% OF THE CONDOS, GOING BACK TO THE BANK. IT ALL GOES BACK -- THE MONEY GOES BACK TO THE BANKS AS THE CONDOS GET SOLD.

THE DEVELOPER REALLY STARTS MAKING THEIR PROFIT AT THE END OF THE TERM.

SO THE WAY THAT WE HAVE THESE PROFIT SHARES, WE WAIT UNTIL EVERYTHING IS SOLD AND THEN THERE'S AN ACCOUNTING, AND THAT COMES BACK TO US. SO ON THIS I'LL PROBABLY HAVE A BETTER ANSWER FOR YOU IN ABOUT A YEAR.

>> SO TO SAY WHETHER THEY GO ABOVE THE LISTING PRICE, THE FIRST FEW UNITS WILL BE CLOSE TO LISTING PRICE?

DIRECTOR. WE WILL NOW MOVE ON TO COMMITTEE REPORTS AND THE ARCHITECTURAL REVIEW COMMITTEE. MR. BROOKS?

>> WE DID MEET THIS MONTH. WE HAVE A COUPLE OF AGENDA ITEMS. THE FIRST ONE ON THE BUCKINGHAM REDEVELOPMENT AT THE AT&T SITE. WE WERE GOING TO LOOK AT SOME ARCHITECTURAL CHANGES, BUT THEY ARE NOT COMPLETE YET, SO

WE TABLED THAT AND MOVED ON TO THE SECOND AGENDA ITEM, WHICH WAS THE PROSCENIUM STRUCTUCE ON THE GREEN WHICH WAS FORMERLY CALLED THE TAVERN AND THAT WAS PREVIOUSLY THE PLANS WERE REVIEWED FOR THAT BACK IN MAY OF 2023 BY THE ARCHITECTURAL REVIEW COMMITTEE, AND THERE WERE SOME CHANGES TO THAT AND WILL BE REPURPOSED SOMEWHAT. WE HAD A LOOK AT THOSE CHANGES, AND WE APPROVED THOSE CHANGES PENDING REVIEW OF SOME ITEMS FOR THE ADLS.

AND THOSE ITEMS WERE THE SIGNED PACKAGE, LANDSCAPE PLAN, SIDING BRICK MATERIAL AND ANY ADDITIONAL SHADE PROTECTION, UMBRELLAS, PLANTERS SEPARATING THE PATIO FROM THE LAWN AREA. AND THEN ALL ROOF- MOUNTED MECHANICAL EQUIPMENT MUST BE SCREENED. IT WILL GO TO THE ADLS.

THEY'LL MAKE SURE THESE ITEMS HAVE BEEN ADDRESSED AND SUBSEQUENTLY WE APPROVED THOSE CHANGES.

THOSE ARCHITECTURAL CHANGES. AND THAT'S MY REPORT, MR. PRESIDENT.

AGAIN, MR. LEE, THIS IS RESOLUTION 2025- 14 OF THE CARMEL REDEVELOPMENT COMMISSION, WHICH IS CONFIRMING THE AMENDMENTS TO THE DECLARATORY RESOLUTION AND AND PLAN FOR THE GRAMERCY ECONOMIC DEVELOPMENT AREA EAST PHASES 1 TO 3 ALLOCATION AREA. MR. LEE, WOULD YOU CARE TO DESCRIBE THIS FOR US?

>> SURE. AS YOU MENTIONED, THIS IS THE LAST STEP IN CREATING THE ALLOCATION AREA FOR PHASES ONE, TWO AND THREE OF GRAMERCY EAST.

ALL THREE OF THESE, THIS IS THE MOST ADVANTAGEOUS TIME TO SET THE BASE FOR ALL OF THESE.

THAT'S WHAT WE'RE DOING THIS YEAR.

AS YOU'LL SEE ON THE AGENDA, THE NEXT ITEM JUST REVOLVES AROUND PHASE ONE, THAT'S THE ONLY ONE WE HAVE TO DEAL WITH BONDS AT THIS TIME, BUT WE'RE DOING ALL THREE OF THESE RIGHT NOW BECAUSE IT'S THE BEST TIME TO SET ALLOCATION AREA.

WE WILL NOW MOVE ON TO OUR ACTION ITEM NUMBER TWO, WHICH IS RESOLUTION 2025- 15 OF THE CARMEL REDEVELOPMENT COMMISSION CERTAIN TAX REVENUE TO THE PAYMENT OF THE CITY OF CARMEL, INDIANA ECONOMIC BONDS, GRAMERCY EAST PHASE 1 PROJECT. ONCE AGAIN, MR. LEE.

SO WE ARE PLEDGING THE TIF TOWARDS BONDS THEY'RE GOING TO CLOSE ON HOPEFULLY WITHIN THE NEXT TWO MONTHS.

IT'S GOING TO BE PLEDGING 98% OF THE TIF AS WAS NEGOTIATED EARLIER ON THISTHIS DEAL.

CONNECTION. >> AS I UNDERSTAND IT, THE LAST TIME WE SPOKE WITH THE DEVELOPER, THIS ONE WILL START THIS YEAR. PHASES 2 AND 3 WILL PROBABLY BE AROUND LATE '26, '27 AND '28 IS WHEN THEY'RE HOPING TO DO SECTION D IS WHAT WE REFERRED TO IT IN HERE, THE ONE THAT HAS THE CONDOS AND THE PUBLIC PLAZA AND SOME RETAIL SPACE AND THEN THE PORTION THAT'S SOUTH OF HERE THAT GOES WHERE THE 50 2 EVENT CENTER, AFTER THESE PHASES ARE DONE THEY'LL START ON THAT. IT MIGHT BE '28 OR LATER.

THEY WANT THESE PHASES TO BE COMPLETE AND CONSTRUCTED BEFORE THEY BUILD THAT NEXT PART?

>> THAT IS MOST LIKELY THE CASE. THEY MAY START ON IT EARLIER IF THEY FIND IT FINANCIALLY FEASIBLE, BUT I BELIEVE THAT'S WHAT WILL HAPPEN.

>> SO THERE ARE PROS AND CONS. OBVIOUSLY IT MEANS ALL THOSE BUSINESSES GET MORE TIME TO STAY THERE. BUT WE ALSO DON'T GET THE CONNECTION WHICH WAS A BIG PUSH FOR THIS PRO JEBLGT.

>> THE CONNECTION, IS THAT SOMETHING THAT COULD BE -- DO YOU HAVE TO DEMOLISH THE WHOLE SHOPPING CENTER AND START CONSTRUCTION TO GET THAT CONNECTION GOING OR HOW DOES THAT WORK?

>> THE ROAD WORK PORTION OF THAT, ESPECIALLY WHAT YOU'RE TALKING ABOUT, IS BEING LED BY THE ENGINEERING DEPARTMENT. YOU DON'T HAVE TO DEMOLISH 502, BUT I DO THINK THERE'S CERTAINLY SOME LAND NEGOTIATION TO TAKE PLACE THERE THAT ENGINEERING IS HEADING UP. WE CAN PROVIDE YOU MORE DETAILS ON THAT LATER. I THINK ON THE PHASING IT IS POSSIBLE TO BE DOING STUFF ON THE NORTHERN SIDE OF THIS AND THE SOUTHERN PART. IT DEPENDS ON THEIR SPECIFIC NEGOTIATIONS WITH THOSE TENANTS THAT ARE THEIR OTHER TENANTS.

>> I -- AGAIN, THERE ARE OTHER PEOPLE THAT LED THAT KIND OF RESPONSE, THAT EFFORT. NICK WEBBER, THE CHIEF OF STAFF WAS A PART OF THAT, OUR FIRE CHIEF WAS A BIG PART OF THAT. I BELIEVE THE MAJORITY OF THE MAJOR DAMAGE WAS REALLY KIND OF ALONG CARMEL DRIVE AND 3RD STREET WHERE YOU COULD SEE VISIBLE DAMAGE. AND DAMAGE TO BUILDINGS.

I'M NOT SURE THERE IS MUCH AT GRAMERCY BEYOND SOME LANDSCAPING BEING AFFECTED. AT LEAST I DIDN'T HEAR OF ANYTHING MAJOR.

AND JUST BECAUSE OF -- I HAD A MEETING WITH PEOPLE EAST OF KEYSTONE, WE ALWAYS GET QUESTIONS ABOUT NOISE COMING OFF KEYSTONE AND TREES DON'T COMPLETELY SOLVE IT HELP A LITTLE BIT TO MUFFLE THE NOISE FROM KEYSTONE FOR THOSE RESIDENTS.
