WE FLOATED THIS IDEA, AND CHIEF OF STAFF . IN THE 2026 BUDGET, WE APPROPRIATED ADDITIONAL FUNDS SPECIFICALLY TO HELP COVER MEETING RELATED EXPENSES. ABOVE AND BEYOND WHAT WAS REGIONALLY BUDGETED. EVERY SINGLE MEMBER OF THE CITY COUNCIL HAS EXPRESSED SOME DEGREE OF OPPOSITION TO SHIFTING MEETINGS. BECAUSE THEY UNDERSTAND PUBLIC PARTICIPATION IS NOT A LUXURY, IT IS FOUNDATIONAL TO GOOD GOVERNMENT. I'LL ALSO ADD LAST NIGHT AT A MEETING OF THE CARMEL PLAN COMMISSION, THEY UNANIMOUSLY DECIDED TO NOT MOVE THEIR MEETINGS TO MIDDLE OF THE DAY. SO ANOTHER BOARD OF COMMISSION, AND SIMILAR CIRCUMSTANCE, DEBATED THIS. THEY HAD A VERY HEALTHY DISCUSSION IN PUBLIC, AND DECIDED NOT TO MOVE THEIR MEETINGS TO BEFORE THE WORKDAY HAS ENDED. THE REASON FOR MAINTAINING THE SCHEDULE THE WAY IT IS IS SIMPLE. MOST PEOPLE WORK DURING THE DAY. YET, THERE ARE EXCEPTIONS. SOME WORK NIGHTS. SOME ARE RETIRED. BUT OVERWELMING MAJORITY OF EMPLOYED AMERICANS WORK BETWEEN 6:00 A.M. AND 6:00 P.M. THAT IS 82% OF ALL EMPLOYED AMERICANS THAT WORK IN THAT WINDOW. WHILE WE DON'T SEE LARGE CROWDS OF PEOPLE AT OUR MEETINGS, WE STILL SHOULD BE DOING EVERYTHING WE CAN TO ENCOURAGE PARTICIPATION, NOT DISCOURAGE IT OR MAKE IT MORE INCONVENIENT. AND FOR THE CRC IN PARTICULAR, THIS REALLY MATTERS BECAUSE FOR MORE THAN A DECADE, THE CRC, FAIR OR UNFAIR, I WOULD PROBABLY SAY UNFAIR, FACED HEADLINES AND A LINGERING PUBLIC PERCEPTION THAT THE COMMISSION WASN'T TRANSPARENT. NOW WHILE MOST OF THE MEMBERS OF THIS BODY ARE RETIRED AND HAVE SAID EARLIER TIMES COULD WORK FOR THEM, OUR COMPOSITION IS NOT PERMANENT. THIS IS NOTHING AGAINST ANY CURRENT MEMBERS, I LIKE EVERYONE THAT IS ON THE CRC. BUT IT WILL CHANGE AND YOU KNOW, IT SHOULD CHANGE OVER TIME. IN SETTING A PRECEDENT THAT FAVORS DAYTIME AVAILABILITY RISKS EXCLUDING WORKING FAMILIES AND NARROWING THE DIVERSITY OF PERSPECTIVES ON THIS BOARD. I THINK ABOUT 3:00 OR 4:00 P.M. ESPECIALLY CONSIDERING MOST OF US ALREADY SACRIFICE SO MUCH TO SERVE THE COMMUNITY. SO, SHIFTING CRC MEETINGS TO THE AFTERNOON PRESENTS FAR MORE DOWNSIDES THAN COSTS.
