>>> ALL RIGHT. I'M CALLING TO ORDER THE MEETING OF FINANCIALS, UTILITIES AND RULE COMMITTEE FOR TUESDAY, JULY 6. PRESENT IS ADAM AASEN, JEFF WORRELL AND ON THE PHONE, PARTICIPATING REMOTELY IS COUNCILOR MILES NELSON. WE HAVE A QUORUM.
WE HAVE SEVERAL ITEMS ON OUR AGENDA, WE WILL MOST LIKELY ABBREVIATE THAT TONIGHT FOR A VARIETY OF REASONS BUT WE WILL
[a. Ordinance D-2586-21]
FIRST CALL TO ATTENTION OF THE COMMITTEE ORDINANCE 2526 HIGH TEMPERATURE TWO WHICH APPROPRIATES FUNDS IN THE 2021 CARMEL CITY CLERK'S BUDGET TO ALLOW THE CLERK TO HIRE A PART-TIME SECURITY GUARD. WITH US IS CLERK SUE WOLFGANG, AND SUE DO YOU HAVE ANY OPENING REMARKS BEFORE WE ASK OR QUESTIONS? HOW ABOUT IF YOU JUST GIVE US A SYNOPSIS REGARDING THE REASON FOR THIS REQUEST AND HOW IT'S PROPOSED WITHIN YOUR BUDGET. I KNOW WE HAVE ANOTHER ITEM BUT MAYBE WE CAN HANDLE BOTH OF THEM.>> SO CITY CLERK, I'M ASKING FOR THIS APPROPRIATING TO HIRE A SECURITY OFFICER FOR MY STAFF LOCATED ON GRADE DRIVE.
WHEN THE CITY COURT MOVED OVER THERE SO DID PART OF MY STAFF AND WHEN COURT IS IN SESSION, THERE NO PROBLEM WITH SECURITY.
WE HAVE BAILIFFS AND OFFICE COMING OUT SO IT IS NO PROBLEM.
WHEN COURT IS NOT IN SESSION, WHICH IS A GOOD DEAL OF THE TIME, MY PEOPLE ARE KIND OF VULNERABLE, THEY'RE KIND OF SET APART FROM THE COURTSIDE. THERE'S NO SECURITY.
WE HAVE ONE PAY WINDOW THAT THEY GO TO.
THERE EVER BEEN A FEW ISSUES THAT HAVE CAUSED ALARM ON ONE LEVEL OR ANOTHER. PEOPLE ARE NEVER HAPPY TO BE THERE. SO I KIND OF AM FOLLOWING THE LEAD OF CITY HALL IN HIRING A PART-TIME SECURITY OFFICER, RETIRED POLICE OFFICER, CARMEL POLICE OFFICER THAT CAN WORK ONN THE DAYS AND HOURS WHERE WE DON'T HAVE BAILIFFS OR OFFICERS COMING IN AND OUT. SO IT'S ABOUT 23 HOURS A WEEK, TUESDAY THROUGH FRIDAY. TWO HALF DAYS CAN AND TWO FULL DAYS. SO I'M ASKING FOR 208,000 WHICH WILL COVER HIM THROUGH THE RIVERS OF THIS YEAR AT $45 AN HOUR WHICH IS THE SAME THAT ALL THE OTHER SECURITY GUARD GET PAID AND I'LL PUT IT IN NEXT YEAR SO EXPECT AN INCREASE IN MY
BUDGET FOR THAT. >>> ALL RIGHT.
AND WOULD THERE BE ANY SENSE THAT -- SO WILL YOUR ORANGE MOVE TO THE NEW BUILDING WITNESS IT'S COMPLETE AND COULD YOU SPEAK TO HOW THIS NEED WILL REMAIN OR MIGHT NOT BE THERE BECAUSE OF THE NEW CONFIGURATION? YES, WE ARE MOVING TO THE POLICE ANNEX. WHAT I SEE HAPPENING IS THAT WE PROBABLY WON'T HAVE THIS NEED ANYMORE.
OBVIOUSLY WE'LL BE IN POLICE HEADQUARTERS AND THE SETUP WILL BE COMPLETELY DIFFERENT, THERE WILL BE PEOPLE THERE ALL THE TIME. SO I DON'T SEE THIS CONTINUING ON A PERMANENT BASIS. I WOULD SAY THEY'RE GOING TO START CONSTRUCTION IN A COUPLE OF YEARS, SO MAYBE THREE YEARS FROM NOW. PROBABLY TOPS.
>> COUNCILOR AASEN DO YOU HAVE ANY QUESTIONS?
>> THANK YOU. I THINK SAME QUESTION I HAD THAT YOU JUST ASKED. YOUR HOURS THAT YOU OPERATE IS NORMAL NINE THE TO THE FIVE THERE.
ANY LATER EVENINGS FOR YOUR STAFF?
>> OVER THERE, NO. THEY'RE 8:30 TO FOUR MONDAY THROUGH FRIDAY. THEY DON'T HAVE ANY EVENING
>> COUNCILOR NELSON DO YOU HAVE ANY QUESTIONS?
>> NO, I DON'T SIR. >> SO NOW I'M NOTING SO THE AMOUNT OF MONEY THAT WE'RE TALKING ABOUT TO FINISH OUT THE REST OF THE YEAR IS $28,000. WOULD YOU DO ME A FAVOR AND WOULD YOU MAKE SURE THAT YOU VOICE YOUR NEED FOR SECURITY TO THE DESIGN TEAM THAT IS CURRENTLY WORKING ON THE NEW FACILITY. LET'S NOT ASSUME ANYTHING.
IF I COULD -- AND I'M GOING TO ASSUME THIS NUMBER WOULD BE DOUBLE SINCE WE'RE IN THE HALF YEAR MARK, SO IF I COULD SAVE $60,000 SOMEHOW IN THE NEW BUILDING, I THINK THAT WOULD BE
A WIN FOR THE TAXPAYERS. >> OKAY.
>> AND I THINK IT'S GOOD THAT WE FULLY VET THESE TYPE OF THINGS SO ANYONE THAT MIGHT HAVE CURIOSITY OR WHATEVER HAVE YOU KNOWNS, SO CAN YOU TELL ME WHERE YOU WERE HERE AT CITY HALL THAT WAS A PRETTY SECURE WINDOW, I DON'T THINK -- I MEAN, I COULDN'T EVEN GET IN THERE SOME DAYS.
>> CORRECT AND WE HAD A SECURITY GUARD DOWNSTAIRS ALL THE TIME AS WELL. AND THERE WERE A FEW TIMES WHEN WE HAD ISSUE WITH PEOPLE AT THE WINDOW WHEN WE WERE HERE AND THE SECURITY GUARD WAS RIGHT THERE AND HE'S ALSO ABLE THE CONTACT POLICE IMMEDIATELY THROUGH RADIO IF WE NEED THEM.
SO IS THAT CONNECTION'S A LOT QUICKER.
[00:05:10]
>> YES, SIR,.VE MILES?- >> WE DO HAVE MILES, OKAY, WE'RE BACK. SO THE -- SO AT THE NEW PLACE, DO YOU STILL HAVE THAT SECURE WINDOW STYLE OR IS IT MORE --
>> WE HAVE A BALLISTIC WINDOW OVER ON GRAY EL DRIVE.
EVERYTHING AROUND IT IS NOT BALLISTIC THOUGH.
JUST AS AN EXAMPLE A FEW MONTHS AGO WE HAD SOMEBODY THAT CAME INTO THE LOBBY AREA, DROP A BACKPACK AND RUN OUT.
AS IT TURNS OUT HE WAS RUNNING OUTSIDE FOR A LEGITIMATE REASON BUT SEEING THAT FROM OUR PERSPECTIVE, FROM MY STAFF'S PERSPECTIVE IT WAS QUITE ALARMING.
IF WE HAD A SECURITY GUARD IN THERE AT THE TIME, IT WOULD BEEN A LOT -- I DON'T KNOW, IT FELT BETTER.
THEY WOULD HAVE FELT SAFER. HE OR SHE WOULD HAVE DONE SOMETHING ABOUT IT. THEY HAVE CALLED SOMEBODY, EVACUATE US. AT THE TIME IT HAPPENED THERE WAS NOBODY ELSE IN THE BUILDING EXCEPT ANY STAFF.
>> VERY GOOD, OKAY, ARE THERE ANY FURTHER QUESTIONS TO CLERK
OKAY, THE CHAIR WOULD ENTERTAIN A MOTION.
>> I MOVE THAT WE SEND THIS BACK TO COUNCIL WITH A POSITIVE
RECOMMENDATION. >> SECOND, COUNCIL NELSON SECONDED. IS THERE ANY FURTHER DISCUSSION? ALL RIGHT SO SENT IT BACK TO COUNCIL WITH A POSITIVE REPRESENTATION. ALL THOSE IN FAVOR PLEASE SAY AYE. I'M SORRY, YES.
WE ARE GOING TO CALL THE ROLE BECAUSE WE ARE FOLLOWING THE NEW STATE STATUTE WHICH WE HAVE ONE PERSON VIRTUAL, SO WE'LL -- JENNY WILL YOU PLEASE CALL THE ROLL.
OR I CAN CALL THE ROLL. >> JEFF WORRELL.
>> AYE. >> OKAY, THAT MOTION CARRIES AND WE WILL MOVE ON TO AGENDA ITEM B WHICH IS ORDINANCE D 2587-TO
[b. Ordinance D-2587-21]
ONE, THIS ORDINANCE AMENDMENTS THE CARMEL CITY CLERK'S 2021 SALARY ORDINANCE TO ADD TWO PART-TIME POSITIONS TO THE CITY CLERK'S STATUS AND ADD A NEW FULL-TIME JOB TITLE.THIS ONE WE HAVE SOME DETAIL HERE IN THE ORDINANCE, WOULD YOU
GIVE US AN OVERVIEW. >> THIS IS MOSTLY CLEANUP OF MY SALARY ORDINANCE. I'M ADDING TWO PART-TIME POSITIONS ONE FOR A DEPUTY CLERK THAT'S ALREADY BEEN HIRED THAT IS ALREADY IN MY PART-TIME BUDGET FOR 2021 AND THE OTHER I% THE SECURITY THAT WE TALKED ABOUT EARLIER.
SKYLIGHT AND THE OTHER THING I'M DOING IS CHANGING THE JOB TITLE FOR ONE OF MY FULL-TIME PEOPLE AND I'M NOT ADDING ANY FULL-TIME PEOPLE TO ANY SALARY BUDGET, JUST TWO PART-TIME PEOPLE AND
CHANGING A JOB TITLE. >> OKAY, CAN YOU GO THROUGH
SO I HAVE A CHIEF DEPUTY CLERK, A CITY BUSINESS, THAT IS JACOB, I HAVE A CHIEF DEPUTY CLERK OF COURT BUSINESS, THAT IS CAROLINE SHAW. DEPUTY CLERK I HAVE TWO OF THEY WILL, ONE OF THEM OP COURTSIDE ONE OR THEM ON CITY SIDE.
THE DEPUTY CLERK ON THE COURTSIDE IS STAYING THE SAME.
THE DEPUTY CLERK ON THE CITY SIDE IS ALSO KNOWN AS OFFICE ADMINISTRATOR, THAT'S JENNY. SO BUMP A LITTLE WHEN I TOOK THIS OFF OVER IN EVALUATING PEOPLE'S WORKLOADS I FOUND THAT JACOB HAD QUITE A WORKLOAD. YOU KEEP HIM BUSY AND HE HAD BP.W. SO WE'VE SWITCHED THINGS AROUND.
SO JENNY IS COMING OVER TO THE CITY SIDE AND BECOMING AN OFFICE ADMINISTRATOR, THAT'S WHY HER TITLE HAS CHAINED HER SALARY HAS NOT CHANGED. AND THE PART-TIME DEPUTY CLERK I NEEDED TO PUT SOMETHING BACK IN THERE TO I PUT A PART-TIME PERSON BACK OVER THERE. SHE WAS HIRED EARLIER THIS YEAR AND TH SECURITY GUARD THAT WILL BE COMING ON BOARD NOW.
>> COUNCILOR AASEN? >> THANK YOU.
SO BUDGET WIDES THIS IS ALL PRETTY MUCH THE SAME WHAT WE
[00:10:01]
THE ONLY DIFFERENCE IN THE MONEY IS THE MONEY WE WILL BE GETTING FOR THE SECURITY GUARD. EVERYTHING ELSE IS THE SAME.
>> COURAGE NELSON DO YOU HAVE ANY QUESTIONS? COUNSELOR NELSON, ARE YOU STILL THERE? I JUST WANT TO MAKE SURE WE DIDN'T LOSE OUR QUORUM.
>> HE WAS DISS CONNECTED. DIS.
>>> WE'RE GOING TO PAUSE HERE FOR A MINUTE WHILE WE REGAIN OUR QUORUM. HE JUST TEXTED US, SO YEAH.
AND I BELIEVE WE WILL HEAR HIM -- IT WILL SAY HE'S COMING ON JUST LIKE IT DID LAST TIME SO WE'LL KNOW.
>>> MIMES YOU'RE ON SPEAKER. APPARENTLY WE CAN DO THIS THIS
I'M STILL HERE. >> THANK YOU SO MUCH, WE REALLY
APPRECIATE IT. >> MO PROBLEM AT ALL.
I'M SORRY. >> NO, YOU'RE FINE.
>> ALL RIGHT. SO WE SHALL CONTINUE.
THANK YOU COUNCILOR NELSON, I WAS ASKING IF YOU HAD ANY QUESTIONS REGARDING THE CHANGES THAT THE CLERK IS ASKING FOR REGARDING JOB TITLES. SALARY.
THE SALARY TITLES I SHOULD SAY. DO YOU HAVE ANY QUESTIONS,
COUNCILOR NELSON? >> I HAVE NO QUESTIONS.
WITHOUT ANY FURTHER QUESTIONS WOULD YOU LIKE TO MAKE A MOTION
COURAGE AASEN? >> MOVE WE SEND THIS BACK TO COUNCIL WITH A POSITIVE RECOMMENDATION.
>> OKAY, IT'S BEEN HOW MOVED TO SECONDED TO SEND THE ORDINANCE BACK THE COUNCIL WITH AN AFFIRMATIVE RECOMMENDATION.
I WILL ASK THE DEPUTY CLERK TO CALL THE ROLE.
>> EXCELLENT, OKAY, THAT MOTION CARRIES.
WE WILL NOW MOVE ON TO -- YOU KNOW WHAT, I THINK I'M GOING TO BRING THIS MEETING TO A CLOSE BECAUSE PRESIDENT FINKHAM'S NOT HERE AND I DO BELIEVE SHE WANTED TO PARTICIPATE IN OUR NEXT AGENDA ITEM. SO I'M GOING TO CALL IT AND SAY WE WILL HAVE ANOTHER FUTURE MEETING.
IT'S ALREADY ALMOST A QUARTER AFTER SIX, SO THANK YOU.
WE GOT THIS PART DONE, AND I WOULD REMIND THE COMMITTEE WHILE YOU'RE HERE IF YOU HAVEN'T DONE SO, WE ARE GOING TO GO THROUGH
[00:15:03]
THE PROPERTY ABATEMENTS. WE HAVE ONE THAT IS CURRENTLY ON OUR AGENDA TO SPECIFICALLY DISCUSS, BUT THERE ARE SOME OF THOSE THAT ARE IN EVER NOTE THAT HAVE RED FLEXION TO THEIR DATA AND I WOULD ASK YOU TO LOOK AT THOSE AND MAKE SURE YOU COME PREPARED TO DISCUSS THEM. SO I WILL ACCEPT A MOTION TO>> SECOND.
