APPROXIMATELY 3 P.M. OFFICER ANNA VASQUEZ WAS OFF DUTY AFTER HAVING COMPLETED TRAINING AT THE POLICE HEADQUARTERS.HE WAS DRIVING HUNDRED 16TH STREET AND STOPPED TO YIELD TO TRAFFIC AT AROUND ABOUT CPARKWAY. OFFICER VASQUEZ WAS WAITING SHE SAW THE VEHICLE DROVE OFF THE ROADWAY AT HIGH SPEED, STRIKE MY POLE. OFFICER VASQUEZ SAW SMOKE AND ACTED QUICKLY. WHEN SHE GOT TO THE VEHICLE SHE KNOWS THE DRIVER WAS UNRESPONSIVE. SHE ATTEMPTED TO OPEN THE DOOR THE PASSENGER SIDE BUT WAS UNABLE TO. A PASSERBY JULIAN HODGES SAW ASKED US FOR CERTAIN VASQUEZ AND STOPPED TO HELP. TOGETHER THEY WERE ABLE TO OPEN THE DOOR AND PULLED THE DRIVER OUT OF THE VEHICLE ONLY MOMENTS BEFORE CAUGHT FIRE. AN OFF-DUTY METROPOLITAN POLICE OFFICER ALEXANDRE ÃLOPEZ ALSO STOPPED BY DOING RAFFIC ONTROL UNTIL, OFFICERS WERE ABLE TO ARRIVE ON THE SCENE. I LIKE TO CALL UP OFFICER ANNA VASQUEZ, JULIAN HODGES AND ALEXANDER LOPEZ. IF YOU MIND STANDING UP HERE ON RONT. MY MIRROR RAINARD. [APPLAUSE] [APPLAUSE] >> GOOD EVENING MEMBERS OF THE [00:06:08] COUNSIL MY NAME IS MICHAEL QUINCY OF THE PARKS AND RECREATION. IT'S MY GREAT FORTUNE TO BE ABLE TO RECOGNIZE 3 ADDITIONAL HEROES TONIGHT. 2 OF MY EMPLOYEES, ONE OF THEM A MEMBER OF THE CARMEL POLICE DEPARTMENT. I WILL GIVE A SUMMARY OF AN INCIDENT THAT HAPPENED JUST LAST WEEK.N WEDNESDAY, SEPTEMBER 15, 2,021 AT A PROXIMALLY 3:50 5 PM A 64-YEAR-OLD MALE PASSED OUT WHILE PLAYING PICKLE BALL AT THE POMONA COMMUNITY CENTER. A CODE RED WAS CALLED TO ALERT EMPLOYEES OF THE INCIDENT AND SENIOR LIFEGUARD MATTHEW SAYLOR RECREATION AND FACILITIES DIRECTOR ERIC MEL RESPONDED ALONG WITH OFF-DUTY CARMEL POLICE SERGEANT DAVE KENYON. MR. SAYLOR ARRIVED FIRST AND QUICKLY RECOGNIZED THE MALE SUBJECT WAS NOT BREATHING I DID NOT HAVE A PULSE. HE THEN INITIATED CPR WITH THE ASSISTANCE OF SERGEANT KENYON. MR. MEL ARRIVED SHORTLY AFTER AND APPLIED PADS FROM AN AUTOMATIC EXTERNAL DEFIBRILLATOR OR AED TO THE VICTIM. THE AED RECOMMEND A SHOCK AND A SINGLE SHOCK WAS DELIVERED TO THE VICTIM.ERGEANT KENYON AND MR. SAYLOR THEN CONTINUED WITH ANOTHER ROUND OF CPR. A SHORT TIME LATER THE VICTIM BEGAN TO REGAIN CONSCIOUSNESS AND WAS ABLE TO ANSWER QUESTIONS. AFTER REGAINING CONSCIOUSNESS THE VICTIM WAS MONITORED AND KEPT COMFORTABLE UNTIL CARMEL FIRE DEPARTMENT EMS ARRIVED AND TRANSPORTED HIM TO THE HOSPITAL. THIS IS ONE OF THE PRIME EXAMPLES AS TO THE IMPORTANCE OF E AEDS. THE CITY IS A CONJUNCTION WITH CARMEL CLAY PARKS AND RECREATION AND OTHER ENTITIES LOOKING AT PROVIDING PUBLIC AEDS ALONG THE BONE ON GREEN WAY AND PARKS AND OTHER KEY LOCATIONS. THIS PROVIDES A VERY REAL EXAMPLE AS TO WHY EAD'S ARE SO IMPORTANT AND CAN HELP SAVE PEOPLE'S LIVES. I'M HAPPY TO INVITE OUR LOCAL OES TO ALSO RECEIVE RECOGNITION TONIGHT. THEY HAVE SINCE COMPLETED THE HANDS-ON PORTION THROUGH THE CARMEL FIRE DEPARTMENT'S TRAINING CENTER. EVENTS SUCH AS THIS MORNING IN THE MOAN ON CENTER ARE SHINING EXAMPLES OF THE CITIES OF CARMEL'S COMMITMENT TO COMMUNITY OUTREACH, PUBLIC EDUCATION AND STRATEGICALLY PLACED LIFE-SAVING DEVICES. ON AUGUST 19, 2,021 WHILE CONDUCTING AN AQUATICS CLASS AT PRIME LIFE ENRICHMENT CENTER A MEMBER OF THE TEACHING STAFF COLLAPSED IN THE POOL AND WENT INTO CARDIAC ARREST. THE STUDENTS IN THE CLASS IMMEDIATELY ATTENDED TO THE INSTRUCTOR AND CONTACTED OTHERS FOR HELP. THE STAFF AND THE STUDENTS SELFLESSLY AND HEROICALLY WORKED AS A TEAM TO LIFT THE TEACHER ABOVE THE SURFACE OF THE WATER, CALL 91 INITIATE CPR RETRIEVE THE AED AND CONTINUE TREATMENT AND PROFESSIONS THE CARMEL DEPARTMENT COULD ARRIVE. I WOULD LIKE TO POINT OUT THAT 2 OF THESE COMMUNITY HEROES FOR OVER 90 YEARS OF AGE. IN THIS INCIDENT. ADDITIONAL INDIVIDUALS ON SCENE WERE CRITICAL IN GETTING THE INSTRUCTOR OUT OF THE POOL REGARDING THE FIRE DEPARTMENT QUICKLY TO THE SCENE. I AM PROUD TO REPORT THAT THE AQUATICS INSTRUCTOR IS AT HOME AND RECOVERING WELL THANKS TO ALL THOSE INVOLVED. I KNOW THAT THIS AMENDMENT GOES THROUGH IT WILL KEEP CARMEL HEALTHY AND SAFE. HOWEVER I DON'T THINK I UNDERSTOOD THE WEIGHT OF THIS AMENDMENT. UNTIL SOMEONE ASKED ME DO YOU KNOW HOW MANY LIVES YOU WILL HAVE SAVED? I GUESS I DIDN'T FULLY UNDERSTAND THE MAGNITUDE OF THAT QUESTION IN THIS AMENDMENT. THE PARTY ASKED A COUPLE OF YOU AND I CAN ASK TO THE REST OF YOU DO YOU KNOW HOW MANY LIVES YOU WILL SAVE IF THIS EVENT GOES THROUGH? THANK YOU. >> THANK YOU JACKIE I APPRECIATE IT. NEXT IS NOT MIKE WHEELER. MIKE OH, THERE HE IS. >> BEEN A RESIDENT OF CARMEL FOR 31 YEARS. BASED ON THE POSITIVE NATURE OF THIS MEETING ON ME WHEN I ASKED TO PASS. IT'S A A GOOD TIME TO KNOW THAT PEOPLE OUT THERE ARE SUFFERING IN LENCE WE DON'T WANT TO PROMOTE MENTAL HEALTH INCLUDING THE MENTAL HEALTH POSITION BUT ALWAYS KEEP THAT IN MIND THAT THERE ARE PEOPLE OUT UT THERE IT'S ALSO NATIONAL RECOVERY RY MONTH TOO FOR THE MONTH OF MONTH OF SEPTEMBER. THE OPIOID EPIDEMIC IS SOMETHING I KNOW THAT'S BEEN IN THE NEWS FOR MANY YEARS. AND MAYBE SOME PEOPLE HAVE FORGOTTEN ABOUT IT. THE NUMBERS ARE STILL JUST AS TOUGH AS THEY ALWAYS BEEN. NOAH FIRE DEPARTMENT HAS DONE A LOT TO GET NARCAN IN THE HANDS OF PEOPLE. IF YOU KNOW SOMEONE WHO MIGHT BE TO LINK WITH EITHER OF THOSE ISSUES. DON'T BE AFRAID TO SEEK HELP. >> OKAY, SEE NO OTHER COMMENTS [8. CONSENT AGENDA] [00:20:08] WILL MOVE ON TO ITEM A. THE CONSENT AGENDA. ITEM 8 A IS A PROVEN 4881 AUGUST 16, 2021 REGULAR MEETING. IF YOU WOULD MARK YOUR CALENDARS. ITEM 11 IS OTHER REPORTS BRITT ELEVATES CARMEL REDEVELOP COMMISSION MONTHLY REPORT. . >> GOOD EVENING COUNCILS, æ I WILL QUICKLY GO THROUGH THE DEVELOPMENTS OF PRIOR MONTH. TODAY IS THAT GRAND OPENING OF INDUSTRIOUS ON THE FIRST FLOOR OF THE HALL AND PLAYFAIR BUILDING. HELP THAT IS A HUGE SUCCESS. WE KNOW SIMILAR BUSINESS, SERENDIPITY IS THE MOST SUCCESSFUL SERENDIPITY IN THE NATION. JUST NORTH OF THEM. WE WISH YOU A LOT OF LUCK TO INDUSTRIOUS OPENING TODAY. THE KENT IS OPEN. CONSTRUCTION CONTINUES ON THE PRESIDIUM. THE LAUNCH HAS SO FAR PUT OUT 16 TOWNHOMES AND 14 OF THEM HAVE BEEN BOUGHT SO THEY'RE HAVING A LOT OF SUCCESS SO FAR. LOT 1 IS INCHING CLOSER TO CONSTRUCTION START. WE WILL BE STARTING UTILITY WORK NEXT MONTH. AND I HOPE TO BRING YOU RENDERINGS OF WHAT IT'S GOING TO LOOK LIKE IN THE NEXT MONTH. MAGNOLIA HAS STARTED SITE WORK ON 2 OF THEIR STACKED FLATS. THAT'S EXCITING. THE CORNER SHOULD START AT THE END OF THIS YEAR OR EARLY NEXT YEAR.HAT'S AN AMAZING PROJECT. BY THE WONDERFUL CONSTRUCTION AND WITH THE STATE DEVELOPMENT COMPANY KITE. A BIG FAN OF THEM. FRANCISCAN CONTINUES CONSTRUCTION. SO DOES THE ATTACK. THEY SHOULD OPEN SOON. THE SIGNATURE PROJECT IS GOING THROUGH ALL THEIR APPROVALS WITH THE CITY RIGHT NOW. CONSTRUCTION SHOULD START VERY EARLY NEXT YEAR. CARMEL CLAY HISTORIC SITE CITING THAT THE PROJECT LED BY THE TOWNSHIP WITH REDEVELOPMENT COMMISSION ASSISTANCE IS CURRENTLY IN DESIGN PHASE. BROOKSHIRE VALID VILLAGE SHOPS IS NOW OPEN. GO GET UR GROCERIES AT HER. 2 RECEPTIVE ELEMENTS HAVE OCCURRED WITH RESPECT TO THE CIVIC SQUARE GARAGE. THE FIRST ONE I WOULD LIKE TO JUST PUBLICLY THINK THE ATTORNEYS AT STEWART AND STEWART, AARON STEWART AND PHIL STEWART. THEY OWN THIS PROPERTY JUST NORTH OF THE LAW FIRM. THIS RIGHT HERE. THESE ARE THERE LOTS. IF YOU DRIVE BY THAT LOT TODAY THE TREES HAVE BEEN TAKEN DOWN. THE LAND HAS BEEN LEVELED. IT IS NOW GRAVEL THERE. THEY ARE ALLOWING US, THE REDEVELOPMENT COMMISSION TO USE THAT LOT ESSENTIALLY A DOLLAR A [00:25:06] YEAR FOR TENANT PARKING AND CONSTRUCTION PARKING WHILE THE CIVIC SQUARE GARAGE IS UNDER CONSTRUCTION. THAT WAS VERY NICE OF THEM TO ALLOW US TO DO THAT SO WE REALLY APPRECIATE STEWART AND STEWART FOR LETTING US DO THAT. ENGINEERING WILL BE PUTTING SOME INCREDIBLY SAFE CROSSING SPACE FOR A CROSSING AND WILL HAVE SIGNAGE FOR PUBLIC PARKING. SO THAT ALL OF THE OWNERS OF THESE BUILDINGS THAT THEIR GUESTS STILL HAS EASY TO ACCESS PARKING DURING CONSTRUCTION. SECONDLY THE REDEVELOPMENT COMMISSION DID AWARD AND RFP RESPONDER, WILHELM WHICH CAME IN WITH THE LOWEST BID. THIS IS A REPRESENTATION OF WHAT THE GARAGE WILL LOOK LIKE THIS IS ACTUALLY NOT THE SIZE OF THE SOLAR. IT'LL BE MUCH SMALLER THAN THIS. STILL IS EFFECTIVE. NOT AS GIANT. DON'T I THROW YOU OFF. THIS IS ESSENTIALLY THE WINNING RFP RESPONDER FOR THE CIVIC SQUARE PARKING GARAGE WITH ABOUT 300 PARKING SPACES IN IT. WE WILL BE GOING THROUGH REFINING THE ARCHITECTURES SOON. AND ESSENTIALLY THIS IS WHAT IS GOING TO LOOK LIKE. THAT'S EXCITING. WE PUT OUT AN RFP WITH A NOT TO EXCEED 8.5 MILLION NUMBER IN THERE. AND OUT OF SEVERAL RESPONDER'S WILHELM CAME IN LOWEST 8.3 7 IT'S GOOD TO HAVE THAT KIND OF OMPETITION. WITHOUT I'M HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL MAY HAVE. >> COUNCIL? I HAVE A QUESTION FOR YOU. THIS GARAGE WOULD BE POSSIBLE TO SHOW SPOTS FULL? >> YES. WE WILL HAVE, THAT'S ACTUALLY PART OF THE TECHNOLOGY WE ARE INPUTTING AND HAVING IN THIS GARAGE. IT'S, TRUCK SPOTS AND IT'S ALSO GOING TO WORK WITH FUTURE PHASE OF SIMILAR TRACKERS THAT WE PLAN ON PUTTING ON THE TARKINGTON AND THE VETERANS WE GARAGE. THAT COULD TELL SOMEBODY THAT'S DRIVING UP AND DOWN RANGE LINE WHERE THE BEST PLACE TO HEAD IS. [12. OLD BUSINESS] >> WONDERFUL. >> EFFECTS INCLUDED IN THE COST OF THIS GARAGE.> THANK YOU, THAT'S GREAT. OKAY THANK YOU. >> THANK YOU. NEXT IS ITEM 12, OLD BUSINESS. 12 A IS A CIRCUIT READY ORDINANCE D669 Ã21 AND ORDINANCE OF THE COMMON COUNCIL OF THAT CITY OF CARMEL INDIANA BUDDY THE AUTOMOBILE SERVICE STATION IS FOR SPECIFIC STANDARDS AND DEFINITIONS IN THE UNIFIED DEVONIAN ORDINANCE. THIS WAS SENT TO LAND-USE AND SPECIAL STUDIES. AT THE RED CROSS OF THE CHAIRMAN A PLAYBACK OF THE COMMITTEE FOR THE COUNCIL TO DEAL WITH IT ON THE DAIS. CHAIRMAN WRITER. >> MADAM PRESIDENT. ÃÃWE TWEENS HAVE THE MICROPHONE. I THANK YOU COULD BE ANSWERING MOST UESTIONS. COULD YOU GIVE A QUICK OVERVIEW OF A FEW OF THE THINGS I ASK YOU TO POINT OUT AND THEN WE WHAT COUNCIL ASKED QUESTIONS FROM THERE. >> GOOD EVENING COUNCIL JOHN OBERLANDER. THERE ARE A FEW ISSUES THAT ABOUT ASKED TO RESEARCH ON THIS ORDINANCE. PARTICULARLY LINES 45 THROUGH 47. WHICH IS APPLICABILITY APPLICABILITY SECTION RELATING TO THE BOARD OF ZONING APPEALS. AFTER DOING FURTHER RESEARCH ON THIS I THINK WERE GOING TO HAVE TO IKE THIS PORTION OF IT. IN MY MY OPINION THIS LANGUAGE IS REEMPTED BY INDIANA CODE SPECIFICALLY 30 674-18 POINT FORM WHICH H IS THE BZA SECTION RELATED TO USE RIANCES. BZA PER STATUE IS ONLY ALLOWED TO TAKE INTO ACCOUNT EXACTLY WHAT IS IN THAT STATUTORY SECTION. SO I THINK THAT THIS WOULD PREEMPTED, THIS RICK HARMON WOULD BE PREEMPTED BY STATE LAW. I THINK WE NEED TO REMOVE THEM. THE MOVING ON FROM THERE. THERE WERE SOME QUESTIONS AS FAR AS WHETHER THIS WOULD APPLY TO EXISTING PUD'S AND ALSO FUTURE PDAS. THIS IS A BIT OF A NEW ONE THIS QUESTION. WHETHER IT RELATES TO EXISTING PUD'S REALLY DEPENDS ON THE LANGUAGE CONTAINED IN THE PUD DISTRICT ORDINANCE. AS IT EXISTS. FOR INSTANCE, IN THE WEST PUD THERE IS LANGUAGE THAT ALL THE ZONING, AND INCORPORATES ZONING LAW AS IT WAS IN PLACE WHEN THE PUD WAS PASSED. BACK IN I BELIEVE 1996 OR 97. WHATEVER WAS IN PLACE THEN, [00:30:03] THOSE ARE THE STANDARDS THAT APPLY. SO THIS 500 FOOT SETBACK NOT APPLIED TO THE WEST PLAY PUD. IF THERE WAS A PUD THAT JUST INCORPORATED THE UTO AS IT MAY BE AMENDED FROM TIME TO TIME. IT HADN'T ALREADY BUILT A GAS STATION BUT IT WAS A PERMITTED USE. THEN THE 500 FOOT SETBACK WOULD APPLY. IT'S REALLY DEPENDED ON WHAT THE LANGUAGE IS IN THE PUD ORDINANCE. NOW, AS FAR AS FUTURE PUD'S. CONCEPTUALLY EACH NEW PUD IS REALLY A NEW ZONING ORDINANCE. IT'S ITS OWN UTO. SO, ALSO BY INDIANA CODE EACH PUD IS A LEGISLATIVE ACT BY THAT COUNCIL THAT'S PASSING THAT ORDINANCE. SO, WHATEVER FUTURE COUNCIL AT THAT TIME IS PASSING THAT PUD IT'S THEIR PREROGATIVE AS TO WHAT THEY WANT TO HAVE IN THAT PUD. JUST LIKE THE COUNCIL WILL DECIDE TONIGHT ON THIS ORDINANCE THAT YOUR LEGISLATIVE PREROGATIVE IN THE FUTURE, FUTURE COUNCIL'S HAVE THE PREROGATIVE FOR FUTURE PUD'S TOO. WILL HAVE THE DEFAULT SETTING IF YOU PASS THIS ORDINANCE TONIGHT. THE DEFAULT FOR ALL PUD'S WILL BE 500 FEET. FORGOT STATION SETBACKS. IF THEY ARE PERMITTED USE IN THE PUD. IF FOR FUTURE PUD INCORPORATES THE UTO AS IT WOULD BE AMENDED TO TONIGHT. AND THEY DON'T CHANGE THE SETBACK REQUIREMENTS. THE 500 FOOT SETBACK WOULD APPLY. THAT'S THE DEFAULT SETTING. IF ANYBODY WANTED ANY FUTURE PUD TRYING TO CHANGE THAT SETBACK IT WOULD BE RIGHT THERE IN THE ORDINANCE. >> REAL QUICK. IF I COULD. >> YACHT. >> BASICALLY I JUST WANT TO MAKE SURE IT'S REALLY CLEAR TO PEOPLE. THEY COULD ASK FOR IT TO BE LESS BUT THAT COUNCIL WOULD HAVE TO PROVE THAT. >> THAT'S CORRECT. >> AND IT WOULD BE A REASON TO NOT APPROVE IT. >> YES. >> SO ANYTHING THAT IS NOT SPECIFICALLY POINTED OUT DEFAULTS TO THE UTO. >> THAT IS THE GENERAL LANGUAGE. AGAIN IT SPECIFIC TO EACH ORDINANCE BUT THAT IS USUALLY THE CASE THAT THERE WILL BE A SENTENCE THAT SAYS INCORPORATES. THERE IS SOMETHING IN THE INDIANA CODE AND INNER UTO THAT SAYS IF IT'S SILENT THEN THE UTO APPLIES. >> AND, WHEN YOU GET DONE EXPLAIN THE REST WE GO THROUGH THE LINES THAT YOU SAID WE NEED TO STRIKE AGAIN. PLEASE. >> YEAH. I THINK THAT'S ALL I HAD. IF YOU HAVE ANY OTHER SPECIFIC QUESTIONS I'M HAPPY TO ANSWER THEM. >> WHAT LINES? THE LINES YOU SAID? >> IT IS LINES 45 THROUGH 47. IT SUBSECTION A. BECAUSE IT WILL STILL APPLY IF YOU LOOK UNDER THE MAIN HEADING. IT STILL SPECIFIC TO THOSE STANDARDS BE ONE, 2, 6, 8. 11. >> SO SPECIFICALLY FOR PEOPLE IN THE AUDIENCE PAYING ATTENTION ARE THOSE AT HOME BUT DON'T HAVE A POCKET IN FRONT OF THEM.HAT READS 5.65 A APPLICABILITY IN ADDITION TO THE DISTRICTS LISTED ABOVE THE FOLLOWING STANDARDS SHALL ALSO APPLY TO ANY PARTS OF LAND IN ANY DISTRICT IN WHICH AUTOMOBILE, SERVICE STATION OR AUTOMOBILE FILLING STATION IS PERMITTED BY VARIANCE ABUSE GRANTED BY THE BOARD OF ZONING APPEALS.HAT WHOLE THING IS GETTINGSTRUCK. CORRECT >> CORRECT. >> JUST MAKING SURE. COUNSELOR NELSON. >> FIGURE PRESIDENT THANK YOU JOHN FOR THE EXPLANATION. IS THERE A VALUE IN PROPOSING AN AMENDMENT TO THIS PROPOSED ORDINANCE THAT WILL BE VOTING ON THAT WILL ENCOURAGE FUTURE OR HELP FUTURE COUNCIL'S TO SEE THE IMPORTANCE OF A 500 FOOT SETBACK ON CLEAN WATER AND CLEAN AIR AND PROTECTING THE COMMUNITY? >> UNFORTUNATELY I DON'T THINK THERE WILL BE A LEGAL BENEFIT. EACH COUNCIL AS I SAID IT'S THEIR LEGISLATIVE PREROGATIVE TO DECIDE WHETHER TO INCLUDE THAT OR NOT. HOWEVER, ASIDE FROM BEING THE DASSAULT DEFAULT SETTING THERE'S A SECTION IN THE UTO THAT SAYS FOR EVERY PLANNED UNIT DISTRICT ORDINANCE THAT DEVELOP AN ORDINANCE THAT COMES FORWARD THE EXISTING SETBACKS HAVE TO BE TAKEN INTO ACCOUNT. THAT WOULD BE AN EXISTING SETBACK THAT WOULD HAVE TO BE TAKEN INTO ACCOUNT. I DON'T THINK ADDING THAT LANGUAGE TO THIS AMENDMENT WOULD HAVE ANY LEGAL EFFECT ON FUTURE COUNSEL ASKED. >> COUNSEL NELSON ARE YOU MPLATING? >> SO THE CHALLENGE I SEE IS THAT WE CAN MAKE A DECISION HERE NOW THAT WILL ENSURE OR HELP LP ENSURE SAFETY OF THE MUNITY AND ENSURING THAT THERE [00:35:07] YET A FUTURE COUNCIL COULD BE SWAYED BY SOMETHING ELSE AND ALLOW A GAS STATION TO BE PLACED CLOSE TO A SCHOOL, TO HOMES, TO AN ASSISTED LIVING FACILITY AND I THINK THAT'S A PROBLEM. >> I CAN SEE THAT. UNFORTUNATELY THE NATURE OF THE LEGISLATIVE BODY YOU CANNOT TIE, IF YOU WOULD PUT THAT IN THERE FUTURE COUNCIL WHICH IS AMENDED AND TAKE IT OUT. THEY HAVE THE AUTHORITY TO CHANGE THE LAWS. >> YEAH. THEY CERTAINLY COULD. ON PUBLIC RECORD. >> OF COURSE. AND THEY HAVE TO, IF THIS IS PASSED IF THEY WANT TO CHANGE IT THEY WOULD HAVE TO FOLLOW THE SAME PROCESS AND GO THROUGH A PUBLIC HEARING PLAN COMMISSION AND GO THROUGH PUBLIC HEARING AT THE COUNCIL. SOME OF THE PEOPLE WOULD BE AWARE. >> SOUL RECOMMENDS COUNSELOR HANNON. >> THANK YOU MEANT A PRESIDENT. I UNDERSTAND COUNSEL NELSON'S CONCERN. THIS IS THE NATURE OF PUD'S IS THAT A FUTURE, NOT JUST A COUNCIL BUT A PLAN COMMISSION AND A STAFF WOULD REVIEW THE REQUEST A PARENT TO CONSISTING STANDARDS WHICH THIS BECOMES EXISTING STANDARD AND YOU HAVE TO TRUST THAT FUTURE PLAN COMMISSION STAFF AND COUNCIL WOULD DO THE RIGHT THING. AGAIN, THAT SHOULDN'T BE A LEAP OF FAITH. I THINK THIS IS WELL WRITTEN. I WANT TO COMMEND RELATE THE ACTIVISM OF JACKET OTHER FOLKS ARE GOING TO EVOLVE TO DO THIS AS WELL. IT IS AS MR. OBERLANDER, SAINT IT IS A DEFAULT SETTING. IT WOULD BE THE FIRST THING THAT STAFF WOULD LOOK AT. THE STAFF OF THE DEPARTMENT OF COMMUNITY SERVICE FOR PUD CAME WITH A GAS STATION WHICH BY ITS NATURE IS GOING TO RANK A LOT OF PEOPLE THERE'S GONNA BE A LOT OF PEOPLE LOOKING AT IT. BUT THEN GO THROUGH THE PLAN COMMISSION AND GROWTH OF THE SUBCOMMITTEE OF THE PLAN COMMISSION WHICH WOULD BE THE, IT'LL BE THE COMMERCIAL COMMITTEE AS WELL THEN TO THE FULL COMMITTEE. THEN ON THE COUNCIL, THEN AT ANY POINT CITIZENS WOULD HAVE THE ABILITY TO POINT OUT THAT THEY ARE NOT FOLLOWING THIS PARTICULAR GUIDANCE THAT'S IN PLACE AS WELL. I THINK THE OTHER THING JUST TO MAYBE COUNTER MILES IS COMMON IS A FUTURE COUNCIL COULD THROW THIS OUT MAKE ANOTHER ORDINANCE AS WELL. WE CAN'T REALLY LOOK INTO THE FUTURE AS TO WHAT THE FUTURE COUNCIL OR THE PLAN COMMISSION COULD DEAL. ALL WE COULD DO IS ACT TODAY TO SET WHAT IS THE STANDARD THAT WE EXPECT GOING FORWARD TO BE HELD TO. REMEMBER IT'S NOT JUST THE FUTURE COUNCIL. THEY WILL LOOK AT THIS, THE PLAN COMMISSION, THE DEPARTMENT OF COMMUNITY SERVICE AND CERTAINLY THE CITIZENS THAT ARE LOOKING AT THIS TODAY WOULD ALSO BE LOOKING OVER THE SHOULDERS WE WOULD HOPE WITHOUT FUTURE PLAN COMMISSION IN THE FUTURE COUNCIL AS WELL. I CERTAINLY UNDERSTAND COUNSELOR NELSON'S CONCERN AND UNDERSTAND THE CONCERNS OF THE COMMUNITY. BUT BEYOND PASSING THIS TODAY AND ASKING ALL OF US TO BE VIGILANT IN THE FUTURE I'M NOT QUITE SURE WHAT WE CAN DO BECAUSE AS I SAID A FUTURE COUNCIL CAN ACTUALLY JUST TEAR THIS UP AND GET RID OF THIS AS IT HAS ORDINANCE JUST AS EASILY AS THEY COULD IGNORE IT IN A PUD AS WELL. SO THANK YOU. >> COUNSELOR AASEN GOOD COOK THINK ABOUT A PRESIDENT. FIRST OFF I WANT TO THANK JACKIE PHILLIPS FOR ALL THE EFFORTS YOU DID. YOU DID A GREAT JOB EXPLAINING THE NEED FOR THIS. AND I THINK I WAS TALKING TO YOU ABOUT SOME OF THIS AND I SAID WELL, AFTER IF THIS PASSES. IF IT PASSES, WHAT YOU GONNA DO NEXT? ARE YOU GOING TO BE INVOLVED IN OTHER ISSUES? AND IT LOOKS LIKE YOU'RE GOING TO HAVE TO STAY HONEST TO KEEP COUNCIL'S ACCOUNTABLE. THE GOOD NEWS IS WHILE I THINK THESE CHANGES ARE A POSITIVE STEP YOU KNOW, IT'S DISAPPOINTING THAT THERE'S ONLY SO MUCH WE CAN DO BUT, THE GOOD NEWS IS A FUTURE COUNCIL, IF THEY PUT A GAS STATION IN THERE THEY HAVE TO VOTE TO MAKE THAT HAPPEN. THEY WILL BE ON THE RECORD AS DOING THAT. YOU'LL HAVE A CHANCE TO COME UP AND SPEAK AND BRING PEOPLE AND TRYING TO DO SOMETHING BEFORE IT HAPPENS. I KNOW IN PREVIOUS INCIDENTS THERE WAS A LOT LESS WE COULD DO. SO I'M NOT GOING TO LET THIS MAKE ME VOTE NO. I AM A LITTLE DISAPPOINTED THAT THERE'S NOT MORE BECOME DUE BECAUSE YOU MADE A VERY PERSUASIVE ARGUMENT THAT THERE ARE REAL HEALTH RISKS OF HAVING THIS NEXT TO A SCHOOL OR NEXT [00:40:02] TO A HOME. I DO WANT TO AND ASKING JOHN BEFORE WE VOTE ON THIS. DO YOU FEEL THIS IS AS STRICT AS WE CAN DO UNDER THE LAW OR I KNOW THAT'S A HARD QUESTION TO ASK. WITHIN OUR LEGAL STANDARDS ARE WE MAKING THIS AS CLOSE TO THAT AS WE CAN? >> YES. I THINK THIS IS A VERY STRONG SETBACK. THERE WILL BE ENFORCED FOR ALL REGULARLY ZONED PARCELS. SO YES I DO THINK SO. >> THEY KEEP MADAM PRESIDENT. I SURE WITH COUNSELOR NELSON'S CONCERNS. PUTTING THE LANGUAGE IN IS THERE ANY DETRIMENT TO THE ORDINANCE BY PUTTING THAT LANGUAGE IN? THE LANGUAGE ABOUT PUD'S. >> ANY DETRIMENT? IT COULD OPEN THE CITY UP POSSIBLY TO LITIGATION. AGAIN, IF COUNCIL WANTED TO DO THAT AND AMENDED IN THE FUTURE THEY COULD JUST STRIKE IT. >> MY QUESTION IS NECESSARILY ABOUT YOU KNOW, IS IT LEGALLY BINDING. YOU KNOW BUT, BY PUTTING THAT LANGUAGE AND BECAUSE THERE ISN'T REALLY NO NEGATIVE CONSEQUENCE TO IT. IT CAN BE CHANGED BY FUTURE COUNSEL MAX. AT LEAST IT ESTABLISHES IN SOMETHING THAT WAS BROUGHT UP EARLIER. KIND OF A PRESIDENT. SOME OF THE COMBINING PRESIDENT BUT IT'S A PRECEDENT FOR NOT ONLY THE PUBLIC BUT FUTURE COUNSEL MAX AND FUTURE PLANNING COMMISSIONS TO JUSTIFY WHEN THEY'RE GONNA DO SOMETHING DIFFERENT. AND, IT GIVES THE PUBLIC AN OPPORTUNITY YOU NOTE TO CALL THE PLANNING COMMISSION AND THE PEOPLE POINTED THE PLANNING COMMISSION OR PEOPLE ELECTED ONTO THE CITY COUNCIL. TO JUSTIFY WHY THEY'RE GOING TO MAKE SOME TYPE OF CHANGE. AND ACTUALLY GO ON THE RECORD AND GIVE THEM AN OPPORTUNITY WHETHER IT'S PUBLIC NOTICE AND THE OPPORTUNITY TO COME HERE AND MAKE A STATEMENT. AGAINST SOME TYPE OF FUTURE CHANGE IN THE ORDINANCE. I DON'T NECESSARILY SEE IN A REALLY NEGATIVE CONSEQUENCE OF PUTTING THAT LANGUAGE IN GOOD EVEN THOUGH LIKE YOU SAID THERE'S NO LEGAL, IT'S NOT LEGALLY BINDING TO THE EXTENT THAT IT CAN BE CHANGED BY FUTURE COUNSEL MAX. AT LEAST IT ESTABLISHES YOU KNOW A PRECEDENT FOR THE PUBLIC AND FUTURE ELECTED OFFICIALS TO ABIDE BY AND THEN JUSTIFY IT WHETHER GONNA DO SOMETHING DIFFERENT. >> IT'S ALMOST LIKE A POLICY STATEMENT AS FAR AS WHAT YOU FEEL. HONESTLY I THINK BY ADOPTING THIS ORDINANCE YOU'RE MAKING THAT STATEMENT. THAT'S WHAT YOU'RE DOING. NURSING THIS IS NOW THE LAW. IT'S 5 FEET. FORGOT STATION SETBACKS. IN ANY YOU KNOW, DISTRICT OR THEY CAN BE BUILT. YOU'RE MAKING A STATEMENT LOUD AND CLEAR THAT THIS IS WHAT YOU FEEL IS RIGHT. >> MADAM PRESIDENT? >> COUNSELOR RIDER. >> I SIMPLIFY THEIR FEELINGS. I SAID WHY CAN'T WE JUST APPLY THIS TO THE ENTIRE CITY? AND STAFF MADE A GOOD ARGUMENT. WHICH I DIDN'T LIKE BUT I ACCEPTED IT. IT WAS IT DOES, YOU DON'T NEED TO MAKE IT APPLY ANYWHERE THAT A GAS STATION IS NOT ALLOWED. BECAUSE IT'S ALREADY NONLAW. AT ALL. SO THE SETBACK IS IRRELEVANT. AND IT ALSO THEN CAME UP ABOUT THE PUD AND THE REASON I DON'T ACCEPT PUTTING IT ON FUTURE PD'S IS IT BECOMES A SLIPPERY SLOPE. DO WE WANT TO BE THE COUNCIL AND ALL COUNSEL MAX TO START LEGISLATING FUTURE COUNCILS CAN DO. BUT YOU AND I WOULD BE LEGAL AND IT WOULD GET THROWN OUT. I'M INTO DOING THINGS THAT ACTUALLY HAVE AN EFFECT WHICH THIS . THIS CREATES LAW THE ACTIVE 500 SETBACK. I'M NOT INTO VOTING FOR THINGS THAT WERE FRIVOLOUS WHICH I THINK IT WOULD BE. EVEN THOUGH IT SENDS A MESSAGE, WE ARE ALREADY SENDING A MESSAGE BY PASSING THIS AND CHANGING THE LAW. I THINK THAT'S THE MESSAGE WE WANT TO SEND.E DON'T WANT TO SEND A MESSAGE OF SOMETHING WE KNOW IS COULD BE OVERTURNED IN THE FUTURE. THAT'S NOT WHERE I GO. THANK YOU. >> COUNCILMAN WORRELL. >> THANK YOU'VE MADAM PRESIDENT. I DO WANT TO ACKNOWLEDGE COUNSELOR NELSON'S ATTEMPT AT AN AMENDMENT. THIS IN MAKING SAUSAGE AND GOVERNMENT. SOMETIMES IT'S NOT PRETTY BUT I WOULD HAVE TO AGREE THAT WE WANT TO MAKE SURE IT'S LEGAL. I WANT TO TURN MY ATTENTION TO [00:45:07] WHAT THIS WHOLE THING UP IN THE BEGINNING. THAT WAS GAS STATION GOING INTO THE VILLAGE OF WEST CLAY. YOU STATED THAT THERE IS LANGUAGE IN THAT PUD THAT KEEPS US FROM DOING ANYTHING TO AFFECT THAT. WOULD LIKE TO KNOW IS THERE ANYTHING THAT NEEDS TO GO THAT WE COULD TAKE AN APPROACH AND MAKING SURE THAT PUD'S, STAFF, COUNCIL, WHATEVER, THAT WERE PUTTING IN LANGUAGE THAT ALLOWS IT TO APPLY TO CURRENT ZONING. OR, MAYBE I SHOULD ASK FIRST, DOES THAT HAPPEN NOW? I THOUGHT YOU ALLUDED TO THAT. IF IT DOESN'T LIKE A LITTLE BIT, I'D LIKE SOME DISCUSSION ABOUT THAT. >> IT DEPENDS. IT JUST DEPENDS ON THE PUD AND AGAIN IT REALLY COMES BACK TO THE OTHER ISSUE AS TO WHETHER THE SETBACK CAN APPLY. EACH PUD IS LEGISLATIVE ACT. SO EACH ONE IS ITS OWN SEPARATE DECISION BY THAT COUNCIL. BY THE CURRENT COUNCIL. >> SO IS IT ALWAYS APPLIED TO THE CURRENT LAWS, THE CURRENT ZONING THAT'S IN PLACE? SO I THOUGHT YOU MADE A DISTINCTION THAT, THAT ONE WAS DIFFERENT THAN WHAT WERE DOING CURRENTLY? >> WELL, I DIDN'T LOOK AT ALL THE PUD'S. I LOOKED AT THAT WOULD SPECIFICALLY BECAUSE I KNEW I GOT STATION WASN'T A PERMITTED USE. MOST BEAUTIES IT'S NOT A PERMITTED USE. THERE'S ONLY A FEW. MORE GAS STATIONS ARE PERMITTED USE. WEST CLAY IS ONE. AGAIN, YOU HAVE TO GO BY THE LANGUAGE THAT'S IN THE ORDINANCE. WHEN IT WAS DRAFTED, WHEN IT WAS PASSED BY THE COUNCIL. THEY COULD HAVE WHICH IN THERE SAYING THAT ANY ZONING AMENDMENT, THE ZONING ORDINANCE APPLIES AS IT MAY BE AMENDED FUTURE. THEY COULD'VE PUT THAT IN THERE. INSTEAD WHAT THEY PUT IN IS THAT IT'S GOVERNED BY THE PROVISIONS OF THE ORDINANCE. THAT ARE IN EFFECT ON THE DATE HEREOF. SO THAT MEANS THEY HAVE CERTAINTY, THEY KNOW THESE ARE OUR ZONING RULES. >> IT IS INTERESTING TO NOTE THAT BACK THEN THAT WAS A WANT THAT THE PUD WANT. THERE WAS I GUESS THEY THOUGHT THAT A GAS STATION OR CONVENIENCE STORE WAS IMPORTANT IN OUR LIVES TOTALLY CHANGE SOME 20 YEARS LATER. SO OKAY, THANK YOU. >> COUNSELOR HANNON. >> MADAM PRESIDENT, THANK YOU. AGAIN, I THINK AS COUNSELOR WRITER SAID AND YOU SAID SIR OBERLANDER. THIS IS IT SET PRESIDENT. AT LEAST THE STANDARD GOING FORWARD TO WALTON COMMISSIONS AND COUNSEL MAX. I DON'T OBJECT TO AN AMENDMENT. I JUST DON'T KNOW WHAT THAT WOULD BE. I'VE NOT HEARD FROM EITHER COUNSELOR GREEN COUNSELOR NELSON SPECIFICALLY WHAT THAT AMENDMENT WOULD BE I'VE ASKED MR. OBERLANDER REPEATEDLY WHAT WHAT THAT LANGUAGE SHOULD BE. E HAS NOT BEEN ABLE COUNCIL TO PROVIDE WHAT ADDITIONAL LANGUAGE SO THAT'S WHERE YOUNG. AS FAR AS I CAN SEE UNLESS SOMEONE HAS SOME ADDITIONAL RECOMMENDATIONS. THIS IS PROBABLY AS GOOD AS IT'S GONNA GET. >> I'M SORRY IF I CAN INTERJECT REAL QUICK. AS AN ATTORNEY I WOULD ADVISE NOT PUTTING LANGUAGE IN THERE THAT ISN'T GOING TO HAVE LEGAL STANDING. WE JUST CAN OPEN YOURSELF UP TO POSSIBLE LITIGATION AND A COURT COULD STRIKE THAT OUT. THEN YOU HAVE TO PAY THE COST ASSOCIATED WITH LITIGATION. I WOULD RECOMMEND AGAINST IT. >> THANK YOU ANY ADDITIONAL COMMENTS OR QUESTIONS? COUNSELOR RIDER. >> MADAM PRESIDENT I WOULD LIKE TO MAKE A MOTION TO AMEND 669 à 21 AND STRIKING LINES 45, 46 AND 47. >> SECOND. >> THEY GIVE A MOTION IN SECOND.NY DISCUSSION ON THE MOTION? SEEING THEN SIGNIFIED TO AMEND. >> MADAM PRESIDENT. >> THANK YOU COUNCILMAN RIDER. >> I WOULD MOVE TO BE AMENDED. >> ANY NY DISCUSSION? SEEING THAT NONE ASE SIGNIFY YOUR VOTE. THANK YOU. THAT CARRIES. THANK YOU VERY MUCH. THANK YOU TO EVERYONE WHO REACHED OUT TO US WITH HER OPINION. WE GREATLY APPRECIATE THE [13. ITEM 13 B IS A FIRST READING ORDINANCE DATE 25 BETTY 5 Ã21 AND ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL INDIANA ESTABLISHING APPROPRIATIONS FOR THE 2022 BUDGET THAT SPONSOR AS COUNSELOR FINKAM. THE SYNOPSIS IS IS ESTABLISHES A 2022 UP REPARATIONS FOR THE CITY OF CARMEL. HAVE A MOTION INTRODUCED. >> MOTION. QUICK SECOND PAIR. >> MR. MAYORMAC. JACOB IF I'M GONNA PUT SOME THINGS IF YOU COULD DISPLAY THEM AS WELL AS GO THROUGH S. THE BIG QUESTION FOR THAT TAXPAYER IF WE PRESENT A BUDGET WILL OVER HUNDRED BILLION ALMOST 100 AND HALF MILLION. IT IS, OR MY TAXES GOING TO GO UP. THE ANSWER TO THAT IS NOT BECAUSE OUR TAX RATE BUT BECAUSE WERE BUDGET. IF YOUR HOUSE IS WORTH MORE MONEY, AS VARIOUS THINGS. IT ME. THE RATE OF PROPOSING, GREAT RESOLUTION THAT HOLDS THE CITY PROPERTY TAX RATE AT THE SAME RATE IT HAS BEEN IN THE PAST. I THINK IT'S PROBABLY GOOD TO REVIEW EACH YEAR WHEN WE DO THIS. WHERE WE ARE VIS-C -VIS THE OTHER CITIES. AND WHERE WE BEEN IN THE PAST. THE FIRST ITEM I WANT TO PUT UP YOU CAN MAKE THAT LARGER SO IT WILL BEABLE TO BE SEEN. THIS IS A CHART OF ALL HUNDRED AND 19 UNITS OF GOVERNMENT THAT ARE ORGANIZED BY CITIES, CITIES AND STATE OF INDIANA. MUCH MORE THAN OURS. SOME LARGER. ALL THE SECOND AND THIRD CLASS CITIES OPERATES UNDER A DIFFERENT STATUTE AS THE ONLY FIRST-CLASS CITY AND HAS A DIFFERENT TAX RATES IN EVERY TOWNSHIP. IT'S HARD TO COMPARE AND CONTRAST ACCEPTS EVERY ONE OF THEM HIS HEART THAT WE ARE SUBSTANTIALLY. THIS SHOWS THAT WE ARE IN THE BOTTOM OF CITIES IN TERMS OF TAX RATE. I BELIEVE, WHEN SARTRE FLIPPED THE WRONG ONE. [00:55:02] THAT'S RAINY DAY. IT'S ON ITS WAY ON THE TOP BECAUSE THAT'S THE RAINY DAY FUND. HERE IS A TAX RATE FUND, VERY SIMILAR CHART. WE ARE NUMBER 12 OUT OF HUNDRED AND 19 CITIES. IN THE STATE OF INDIANA. WITH THE CITY TAX RATE. THAT'S ONLY PART OF THE TAX RATE. WILL HAVE SCHOOL RATE, THE TOWNSHIP RATE IN THE COUNTY RATE WHICH ARE ALTOGETHER GO TOWARDS THE TOTAL RATE. I COULD TALK MORE ABOUT THAT. IN A MINUTE. ASSUMING THE OTHER CITIES ON THIS CHART DON'T CHANGE SUBSTANTIALLY FOR THE 2020 BUDGET CALENDAR YEAR. WE WILL REMAIN AT THE VERY LOWEST PART. QUESTION IS ALSO WELL, I THINK LOOKING AT IT HISTORICALLY IT'S HOPEFUL TOO. SO, WE HAVE BEEN TRACKING SEVERAL HOUSES SINCE 1998. WE'VE PICKED SIMILAR HOUSES THAT WERE ALL VALUED AND ASSESSED AT ABOUT THE SAME RATE OF 1988. IN VARIOUS CITIES IN THE NORTH SIDE OF INDIANAPOLIS AND HAMPDEN COUNTY. AND HAVE TRACKED THESE HOUSES EVERY YEAR SINCE. I THINK THEY WERE ÃHOUSES SIMILAR TRACT HOUSES, PRODUCTION HOUSES. AND HERE IS CARMEL FISHERS COMPARISON. OUR HOUSES IS THAT, I DON'T KNOW WHY WE PICKED UP A BIG HOUSE I THINK WE WERE LOOKING FOR SIMILAR FLOORPLANS. OVER 20 YEARS AGO. 23 YEARS AGO. SO THIS COMPARES A VERY SIMILAR HOUSE, SAY BUILDER IN THE CITY OF FISHERS, NEXT-DOOR. THE HOUSE AND FISHER SOLD FOR ABOUT $500 MORE AS YOU CAN SEE. IN 1998. TODAY OUR HOUSE IS WORTH ABOUT P5000 MORE ACCORDING TO THE ASSESSOR. THE PROPERTY TAXES IN REAL DOLLARS IN 1998 IN CARMEL WERE 2800 $13. IN SHERS 213. TODAY, IN CARMEL THERE ABOUT $400 LESS. IN FISHERS THEIR LOSS AS WELL. STILL, HIGHER THAN CARMEL BY A COUPLE HUNDRED DOLLARS. I DID SOMETHING. I WENT TO THE GOOGLE DISABUSE INTERNET SEARCH ENGINE AND GO TO THE CONSUMER PRICE INDEX. TYPE IN THE GEAR 1998 AND THE BUREAU OF LABOR STATISTICS INFLATION CALCULATOR. I'M PUTTING 2000 $813 IN 1998 AND WHAT'S THE VALUE OF THAT TODAY? I DID THAT THIS AFTERNOON. SO INFLATION HAD BEEN APPLIED TO THE 1998 TAXES IT WOULD BE $4572 WOULD BE THE PAYMENT TODAY. ADJUSTED FOR INFLATION. BUT, WE ARE ALMOST HALF OF THAT NUMBER BUT LESS THAN WE WERE IN 1998. PART OF THAT IS OF COURSE THE CAPS THAT HAVE BEEN ADDED TO THE CONSTITUTION. PROPERTY TAXES AND A LOT OF IT IS HER ECONOMY IS A SKILL. SINCE 1998 WE'VE DONE 56 ANNEXATIONS. A LOT MORE EFFICIENT AND WITH HAD WELL OVER OUR CORPORATE HEADQUARTERS LOCATED TO CARMEL WHICH ALSO PAYS A LARGE PORTION OF THE COST OF GOVERNMENTAL SERVICES. WE ALSO HAVE CARMEL VERSUS NOBLESVILLE.. SIMILAR STORY. AGAIN, ALMOST THE SAME HOUSE YOU CAN SEE. WERE ABOUT $500 LESS TODAY THAN NOBLESVILLE HOUSE. THIS CHART COMPARES OUR TOTAL TAX RATE WITH SCHOOL REFERENDA WITH LIBRARY ABOUT WILL BE CALLED THE DISTRICT RATE. ALL THE VARIOUS UNITS ADDED TOGETHER. JUST NOT THE CITY RATE THAT WE ARE CHARGED WITH SETTING. AGAIN, IT SHOWS THAT WE ARE SUBSTANTIALLY LESS THAN THE OTHER 2 CITIES WERE CONTRASTED TO HAMBLEN COUNTY. CARMEL'S RATE TODAY, WE WERE LOWEST THEN AND WE ARE LOWEST TODAY AS WELL. A 2.0727 FISHER IS AT 2.3119. A NOBLESVILLE IS AT 2.7898. [01:00:07] >> MEHR BRAINARD VACANCY AT THE BOTTOM OF THE SCALE.> THANK YOU VERY MUCH.>> CAN YOU CLARIFY WHICH TAXES IN ADDITION TO THE MUNICIPAL TAXES ARE INCLUDED IN THE BAR. >> IT WOULD BE THE DISTRICT RATE WHICH IS THE HAMBLEN COUNTY RATE IS ADDED TO THE CITY RATE. THE CARMEL CLEAT SCHOOL RATE IS ADDED TO THE CITY RATE. THE CLAY TOWNSHIP PROPERTY TAX RATE IS ADDED TO THE CITY RATE. THE CARMEL CLAIMANT LIBRARY IS ADDED TO THE CITY RATE. IT'S ALL OF THE UNITS THAT UNDER STATE LAW SET A PROPERTY TAX RATE. AND SO DO WE HAVE AN IMPACT ON THAT? WE DO BECAUSE WE DO ECONOMIC DEVELOPMENT AND WHEN WE DO ECONOMIC DEVELOPMENT IT BRINGS CORPORATE HEADQUARTERS AND GOOD CORPORATE TAX BASE AND A GOOD BUSINESS TAX BASE TO THE CITY. ALL THOSE UNITS AND RATES HAVE THE ABILITY TO STAY LOWER IN CARMEL. IN OTHER PLACES. LET ME SEE THAT ONE. OKAY. THEN THIS CHART SHOWS LET ME MAKE SURE I GET IT ON THE RIGHT. JACOB IF HE COULD MAKE IT AS BIG AS POSSIBLE I WOULD APPRECIATE IT. IT SHOWS THAT WE ARE THE LOWEST OF EVERY CITY UNIT AND HAMBLEN COUNTY. EXCEPT FOR CICERO. WHICH IS SLIGHTLY LOWER THAN WE ARE BY A SMALL AMOUNT. WE ARE LOWER THAN SHERIDAN AND WESTWARD ARE KENNY AND ALANNA FISHERS. I THOUGHT IT WOULD BE HELPFUL ALSO TO LOOK AT THE 2021 JUST CITY RATES COMPARED TO OTHER CITIES AND STATE OF INDIANA THAT ARE SOMEWHAT SIMILAR IN SIZE TO CARMEL. SO HERE WE HAVE BLOOMINGTON, LAFAYETTE, KOKOMO AND SOUTH BEND. WELL, THANK YOU VERY MUCH. CARAMELS ON THE FAR LEFT. POINTS 7877. THIS IS JUST THE CITY PORTION OF THE RATE THAT WE CONTROL. AND THEN CITY COUNCIL, SO THERE RATE AT 87 69. LAFAYETTE IS OVER A DOLLAR. THE DOLLAR.1355. ELKHART AT ONE 91.95 18. KOKOMO A 2.0433. AND SOUTH BEND WINS BY A LONG, LONG STRIDE. 3.4883. PROXIES MEET 3.483. ABOUT 4 TIMES WHAT OUR RATE IS. NOW, SOME OF YOU MAY BE THINKING WAIT A MINUTE. RESIDENTIAL PROPERTY IS CAPPED AT ONE PERCENT. THEY ARE EXCEPT FOR SCHOOL REFERENDA AND THEY ARE EXCEPT FOR BONDS THAT WERE ISSUED PRIOR TO THE CONSTITUTIONAL PROFIT CAPS. THE CORPORATE RATE SOUTH BEND WOULD BE 3 DOLLARS, PLUS WHATEVER THE VOTERS THERE HAVE VOTED ON TOP OF THAT BY REFERENDA. QUESTION IS THEN TOO BECAUSE WE ARE A GROWING COMMUNITY AND WAS CHOSEN TO INVEST A LOT OF INFRASTRUCTURE AND ROADS AND STREETS CONSUMERS IN ALL SORTS OF THINGS WHAT OUR DEBT IS AS A PERCENTAGE OF OUR TOTAL TOTAL REVENUES. I THINK GRAPHICALLY IS A NICE RELATIVELY EASY WAY TO SHOW IT WITHOUT HAVING TO GO THROUGH PAGE AFTER PAGE OF SMALL NUMBERS AND LOOK AT THEM. SO EXCLUDING REDEVELOPMENT DISTRICTS WHICH ARE PAID FOR BY SPECIFIC TAXES. THERE IS A REVENUE AS A PERCENT OF OUR DEBT PAYMENTS WHICH INCLUDES INTEREST AND PRINCIPAL AS A PERCENTAGE OF IRRESOLUTE WE PROJECT BASED ON TRADITIONAL INFLATION, TRADITIONAL CONSUMER PRICE INDEX LOOKING BACK A COUPLE YEARS AND WE TAKE THAT PERCENTAGE AND GO FORWARD. EVERY GO. THANK YOU. AND GO FORWARD. LESSEE STARTED WITH 2018/19 AND END WITH 2837. AND THAT SHOWS 2018 Ã2037 TOTAL REVENUE VERSUS DEBT SERVICE COMPARISON. THE DEBT PAYMENTS IS THE DARK RED COBBLER AT THE BOTTOM. AND THEN THIS NEXT CHART GOES FROM 2018 TO 2042 TOTAL REVENUE VERSUS DEBT SERVICE PAYMENT COMPARISON INCLUDING 3 [01:05:04] DEVELOPMENT DISTRICTS. SO THIS INCLUDES NOT JUST I DON'T LEARN VERY QUICKLY DO I CLING THE TOTAL REVENUES VERSUS ALL DEBT SERVICE PAYMENTS. INCLUDES THE REVENUES FROM THE TP DISTRICTS WHICH THE PREVIOUS STARTED IN AS WELL AS THE TAX FOR THE PAYMENT DEBT TOO. I SUPPOSE IT'S WORTH POINTING OUT AGAIN THAT THOSE COME FROM SPECIFIC TIFT DISTRICTS AND ARE NOT PAID BY RESIDENTIAL ASSESS PROPERTY. NEXT I PROBABLY WANT TO TALK BRIEFLY ABOUT THE GENERAL FUND. AS YOU KNOW WE HAVE, THERE YOU GO. MANY DIFFERENT FUNDS. SOME OF THEM ARE INCLUDING THE FISCAL PLAN. SOME ARE MINOR ONES ARE INCLUDED BECAUSE THERE IS VERY SMALL AMOUNTS OF REVENUE AND EXPENSE INVOLVED IN THEM. THIS SHOWS. THIS IS OUR MAIN FUND. ONE OF YOUR HIGHWAY BEING THE SECOND MAJOR FUND. IT SHOWS ALSO COMBINED WITH OUR RAINY DAY FUND, THE SECOND LINE FROM THE BOTTOM. WHERE TOTAL UNRESTRICTED FUND BALANCES ARE EACH YEAR STARTING IN 2018 GOING UP THROUGH 2026. THIS CHART SHOWS THAT IN 2018 WE ARE JUST UNDER $20 MILLION IN RAINY DAY FUND AND GENERAL FUND IN THE OPERATING BALANCES. AND THIS WILL FALL BASED ON THE CHANGES STATE LEGISLATURE MADE THE REQUEST OF OTHER COMMUNITIES IN THE COUNTY. FOR 2023 BUT THEN VERY QUICKLY RECOVER AND BY 2026 IS SHOWING 38 DOLLARS. IN BALANCES WHICH IS VERY HEALTHY. THE BUDGET THIS YEAR INCLUDES A 3 PERCENT COST-OF-LIVING ADJUSTMENT. FOR OUR CITY EMPLOYEES. IT INCLUDES STEP IN INCREASE IN OUR PERSONAL SYSTEM. IN INCLUDES MANY THINGS WHICH WE DISCUSSED IN OUR WORKSHOPS. TO KEEP OUR CITY SERVICES AT THE HIGHEST LEVEL. THAT INCLUDES 4 FIREFIGHTERS AND EMS WORKERS ON EVERY FIRE RUN. MOST CITIES WITH THE EXCEPTION OF INDIANAPOLIS RUN 3 OR FEWER ON THEIR FIRETRUCKS AND AMBULANCES AND RESCUE. IT INCLUDES GOOD PAY FOR OUR POLICE DEPARTMENT. SO WE CONTINUE TO ATTRACT THE BEST AND BRIGHTEST WANT TO SERVE OUR COMMUNITY AS POLICE OFFICERS. IT INCLUDES OUR PRIORITIES IN EACH OF THE OTHER DEPARTMENTS. TO BE ABLE TO CONTINUE DOING WHAT CARMEL HAS DONE VERY WELL FOR SOME TIME I THINK THE RECENT RECOGNITION BY MONEY MAGAZINE AS AN EXAMPLE THAT THIS COUNCIL AND OUR STAFF HERE AT THE CITIC HAVE PRIORITIZED WHAT'S IMPORTANT FOR THE COMMUNITY AND THAT NUMBER 2 RANKING UNDER 754 CITIES IS A GOOD RECOGNITION THAT ALL OF US HAVE PRIORITIZED WELL. THERE'S NEVER ENOUGH MONEY TO DO WITH A LIKE TO DO FOR THE COMMUNITY. BUT, WE HAVE I THINK PRESENTED A GOOD SOLID BUDGET. THAT WILL INCLUDE A TAX INCREASE. WE WILL BE PRESENT AT THE NEXT MEETING THAT THE TAX RATE RESOLUTION THAT THE FIRM HAS HELPED US WITH MANY YEARS. WHICH IS IN ESSENCE PREPARES VARIABLES AS WE GO TO THE BUDGET RESIDENCE. WE DON'T KNOW THE EXACT REVENUES BUT WEREN'T CLOSE. OF COURSE UNTIL THE BUDGET PASSED WON'T KNOW THE EXACT BUDGET. BECAUSE WE DON'T KNOW THE EXACT REVENUES, THE RATE RESOLUTION SAYS TO THE STATE BOARD OF ACCOUNTS WHICH WILL THEN APPROVE AND SET THE FINAL BUDGET LATER IN THE YEAR. IT IS, IF THERE AREN'T ENOUGH REVENUES TO FUND THE BUDGET AND THEIR ARE. IT SAYS THIS IS WHERE YOU WOULD CUT. AND THEN THAT ALLOWS US TO SAY TO THE PUBLIC, YOUR TAX RATE FROM THE CITY PORTION OF CARMEL IS NOT GOING TO INCREASE. [01:10:02] AND IT PROVIDES CERTAINLY FOR BUSINESSES AND RESIDENTS. ARE THERE ANY QUESTIONS FOR ME AT THIS POINT? >> COUNCIL? COUNSELOR GREENE. >> ONE QUESTION. IN ONE OF THE LAST CHARTS YOU HAD UP THERE THAT TOTAL REVENUES VERSUS THE DEBT PAYMENTS. >> YES, I'LL PUT THAT BACK UP AGAIN. >> YEAH, THAT ONE. THAT'S GOOD. SO THAT'S TOTAL REVENUE JUST WITH THE DEBT SERVICE PAYMENTS YEAH IN TOTAL REVENUE VERSUS DEBT SERVICE. NOW, OBVIOUSLY WE ARE FAR MORE REVENUE THAN WE NEED TO TAKE CARE OF THE DEBT SERVICE. DO WE HAVE ANYTHING, A CHART THAT ALSO NOT ONLY HAS THE DEBT SERVICE BUT ALSO KIND OF TOTAL EXPENSES. YOU KNOW SO THE DEBT WITH I THINK THIS PROJECT IS GOING TO BE 100 MILLION. >> HUNDRED 40. >> HUNDRED 40 MILLION. SO HUNDRED 40 MILLION ON TOP OF THAT REDLINE TO SHOW THAT THE TOTAL, WE WOULD HAVE TOTAL REVENUE VERSUS TOTAL EXPENSES. I MEET THAT CHART LOOKS GREAT. >> I COULD TELL YOU WHAT IT WOULD LOOK LIKE. IT WILL BE A LINE THAT IS JUST UNDER THE TOP OF THE GREENLINE. >> YEAH, I THINK THAT HELPS BECAUSE IF THERE'S EVER A SHORTFALL WE HAVE PLENTY TO MAINTAIN THE DEBT PAYMENTS. IT'S GOING TO BE SACRIFICING WHAT'S IN OUR BUDGET LIKE YOU SAID. I THINK THAT WOULD BE HELPFUL IF WE JUST HAD ANOTHER COLOR IN THERE FOR THE EXPENSES ON TOP OF THE DEBT PAYMENTS. >> MR. ÃNODDED AT ME THAT HE CAN PREPARE THAT. WE WILL GET THAT TO YOU AS SOON AS IT'S READY. >> THANK YOU. >> I SHOULD MENTION TOO, THAT THE UTILITIES ARE REALLY, THINK ABOUT THEM AS SEPARATE COMPANIES IF YOU WANT. THEY'RE NOT PAID FOR WITH TAX MONEY. WE HAVE 3 UTILITIES IN THE CITY OF CARMEL. STORMWATER UTILITY, SANITARY SEWER AND WATER. AND, THOSE ARE PAID FOR WITH USER FEES. AND, LAST TIME, STEPHANIE IS NOT HERE BUT YES MY START THAT POINTS OUT OUR COMBINED UTILITY PAYMENTS ARE A FRACTION OF MOST OF OUR NEIGHBORS. FOR THE AVERAGE USER. SANITARY SERVICE BASED ON WATER USAGE EXCEPT FOR THE SUMMER AND WE DON'T WANT TO CHARGE PEOPLE SEWER MONEY FOR IRRIGATING THEIR LAWN. SO WE WOULD GO FROM FALL TO SPRING ON THE CALCULATING THE SUMMER THAT AVERAGE. BUT, IN CONTRAST TO ONE OF HER NEIGHBORS I BELIEVE OUR AVERAGE 7000 A MONTH USER. WHICH IS A TYPICAL RESIDENTIAL USER. IS PAYING ABOUT 40 PERCENT. WE COULD GET THOSE NUMBERS ROUGHLY 40 PERCENT OF ONE OF OUR NEIGHBORING COMMUNITIES. E ARE LOWER THAN EVERY SINGLE ONE. AMOUNTS GOOD PLANNING FOR MR. TRAFFIC GOOD MANAGEMENT OF THOSE UTILITIES THAT ALLOWED US TO DO THAT. THAT'S IMPORTANT TOO. WE PROVIDE THAT INFORMATION TO MANY OF THE REALTORS WITH OUR SELLING HOUSES AND CARMEL. AS A SURPRISE TO MANY OF THEM HOW MUCH IS SAVED ON A YEARLY BASIS. IN SOME CASES FAR MORE THAN THE PROPERTY TAX DIFFERENCE BETWEEN THE COMMUNITIES. >> ANY OTHER COUNCIL? THANK YOU MR. MAIR. THIS TIME I LIKE TO OPEN THE PUBLIC HEARING FOR THIS ITEM. THAT'S DIFFICULT 13. ANYONE WISHING TO ING TO SPEAK FOR OR OR AGAINST THIS BUDGET ORNAMENTS PLEASE MAKE YOUR WAY TO THE PODIUM. >> GOOD EVENING MAIR AND COUNCILSEL. I HAVE 2 ITEMS I WANT TO COMMENT ON RELATIVE TO THE GET. I ACTUALLY JUST T REALIZED AFTER THE MAYOR GOT DONE WITH HIS REMARKS THAT ONE IS AT THE PARK IMPACT EE, BUDGET OR LAUGHTER OF AT LEAST THAT FUND. THAT DOES NOT APPEAR ANYWHERE APPARENTLY IN WHAT HAS BEEN BEFORE YOU. AS A MEMBER OF THE CARMEL CLEAT PARK FOUNDATION BOARD I AM CONCERNED ABOUT THE LONG-TERM HEALTH OF THE LONG-TERM DEVELOPMENT OF PARKS AS THE TOWNSHIP BOND ISSUES GO AWAY AND WE LOSE THE ORIGINALLY COLORED NOW LIT. I RELY SINCE I WAS FIRST EVOLVED WITH THE PARK IMPACT FEE I ACTUALLY DRAFTED THE FIRST STEP MANY, MANY YEARS AGO. THAT PARK IMPACT FEES CAN BE USED MAYBE FOR A VARIETY OF THINGS OTHER THAN COMING DIRECTLY TO THE PARK DEPARTMENT. AND SO I WAS ON THE WEBSITE LOOKING AROUND AT THE BOARD OF WORKS AND SAW ALMOST $1 MILLION WAS GOING OFF TO A NEW CRC [01:15:02] PROJECT. THIS IS THE ONE OVER BY WEREN'T PSTEALTH SHOES IS NOW. AND WHILE I KNEW THAT THERE WAS PARK IMPACT FEES GOING OFF TO PROJECTS I DID NOT REALIZE THE AMOUNT OF THE SIZE OF THAT. AND SO IS THERE A REPORT SOMEWHERE THAT YOU GET OR THE CITY COULD GENERATE THAT SHOWS THE HISTORY OF THE WHOLE COLLECTION OF PARKT IMPACT FEES? WHERE THOSE HAVE GONE? AND OVER THE ONCE TO PARKS HAVE GONE BECAUSE I CAN FOLLOW IT IN THE BUDGET.HERE HAVE ALL THE OTHER ONES GONE AND TO WHAT PURPOSE? IF WE ARE SIPHONING OFF A LOT OF THE PARK IMPACT EES WERE GOING TO GET BEHIND HERE PRETTY QUICK AT KEEPING UP WITH THE COMMUNITY NEED FOR PARKLAND AND THERE IS A FEW REMAINING OPPORTUNITIES MAYBE. IF WE DO NOT START PLANNING NOW FOR THAT WERE GOING TO BE IN TROUBLE IN THE NEXT 10 YEARS. SO, I WOULD ASK UOFU WOULD, IF THERE IS A REPORT JUST POINT ME IN THE DIRECTION I HAVE NOT BEEN ABLE TO FIND ANYTHING. SO I THOUGHT I WOULD ASK MAKE SURE YOU HAVE ONE. THAT'S WHO I REALLY HAVE TO CARE ABOUT AND THAT YOU GUYS HAVE IT AND THAT YOU'RE LOOKING AT IT. THE SECOND THING IS A BUDGET OR AN APPROPRIATION THAT IS BEFORE YOU TONIGHT FOR THE ARP CORONAVIRUS LOCAL PHYSICAL RECOVERY FUND. I THINK ABOUT 3.7 MILLION IS SCHEDULED TO BE APPROPRIATED IN THAT. JUST BRIEFLY I WOULD BE INTERESTED IN WHERE THAT'S GOING. I DON'T KNOW, I DIDN'T SEE ALL OF YOUR MEETINGS ON THURSDAY AND FRIDAY. BUT, I WANT TO MAKE A PITCH FOR THE LOAN ON COMMUNITY CENTER. AS FAR AS I AM AWARE IT'S THE ONLY REVENUE GENERATING ENTITY OF ANY SIZE IN THE COMMUNITY. SURELY THEY SHOULD BE A RECIPIENT. I'M NOT SURE WHERE THEY'RE GOING TO BE IN THIS. BUT THEY SHOULD BE CONSIDERED BECAUSE THEY TRULY WERE FRONTLINE. WE SORT OF MISSED PLANNING FOR PANDEMIC WHEN WE DID THE STRATEGIC PLAN MANY YEARS AGO. AND IT CERTAINLY PAID OFF THIS TIME. I WOULD LIKE THEM TO BE MADE WHOLE OR AS WHOLE AS POSSIBLE WITH THE RESOURCES THAT YOU HAVE. THANK YOU. >> THANK YOU VERY MUCH. >> MRS. HAGAN BROUGHT UP TO GOOD ISSUES AND I CAN TRY TO MAKE MY PRESENTATION ONTO LONG. I COULD SHORTLY THOSE 2. >> CAN I CLOSE THE PUBLIC HEARING? ANY OTHER SPEAKERS FOR THE PUBLIC HEARING? SEEING NO CLOSE THE PUBLIC HEARING AT 7:17. MR. MERRITT. YOR? >> LET ME THE AMERICAN RESCUE PLAN FIRST. PICTURES GOVERNMENT BROUGHT UP AN ISSUE FOR SEVERAL YEARS NOW. AND THEIR COMPLAINT WAS THAT CARMEL WAS GETTING ROUGHLY THE SAME SIZE AS FISHER'S, DOUBLE ROUGHLY. THE AMOUNT OF LOCAL INCOME TAX EACH YEAR. THIS COUNCIL WORKED VERY HARD THROUGH THE COUNTERPARTS THROUGHOUT THE COUNTY TO TRY TO WORK OUT THESE ISSUES. FISHER'S ONE OF THE THROUGH LEGISLATIVE CHANGES IN OUR ARGUMENT WAS AS YOU KNOW ALL ALONG THAT WE HAD LAW WAS WRITTEN PUBLIC MANY DECADES AGO THAT CITIES WENT OUT AND INFESTED INFRASTRUCTURE TO BRING IN CORPORATE HEADQUARTERS. WE HAVE 1:30 FISHER'S WE HAVE 10 OR SO. SPENT HUNDREDS OF MILLIONS OF DOLLARS BUILDING ROADS IN PENNSYLVANIA AND ILLINOIS STREET AND CARMEL DRIVE AT CITY CENTER DRIVE AND SO ON. WITHIN BE ABLE TO RECOUP THAT PBECAUSE THEY HAD, WHEN THE ASSESSED VALUE GREW ONE THEN GETS MORE LOCAL INCOME TAX. AND IT USED TO BE CALLED CALL THE INCOME TAX. ALSO LOCAL INCOME TAX. NOW IT MADE SENSE THAT IT'S TIED TO A HIGHER ASSESSED VALUE BECAUSE A HIGHER ASSESSED VALUE USUALLY MEANS THAT SOMEBODY'S INVESTED THE ECONOMIC DEVELOPMENT LARGE AMOUNTS OF OUR CASE. FISHER'S DIDN'T SEE IT THAT WAY THEY WANTED TO TRY TO EQUALIZE IT. AND THEY PRESENTED, WE ENDED UP COMPROMISING WITH THEM FOR A PERIOD OF TIME ONLY. WE HAD INSURANCES AND IT WAS IN WRITING. WE REMIND THE KEY PLAYERS ON OVER TO THE BASIS THEY DO REMEMBER THAT IT'S ONLY FOR SHORT PERIOD OF TIME. WE DID HAVE A CASE FLOW ISSUE AS RESULT OF BAD. IN 22 AND 23. THAT'S WHY YOU SEE THAT DEB OF SEVERAL MILLION DOLLARS AND 23 WHICH IS WEAKLY RECOVERED AND 24, 25 AND 26 ON THE PLAN. [01:20:12] WE WOULD'VE HAD THAT ISSUE IN 2022 AS WELL EXCEPT FOR THE ARP. SO WHAT WE DID DISCUSS THIS BRIEFLY IN THE WORKSHOPS WHAT I PROPOSED. WE EXPEND THOSE FUNDS FOR FIRST OF ALL WE HAVE HALF OF THEM RECEIVE THIS YEAR AND WE WILL RECEIVE HALF NEXT YEAR. $7.4 MILLION TOTAL. AND, SO THIS YEAR WE ARE DOING PROPOSING, 2 PERCENT AS MANY OF THE OTHER UNITS IN THE COUNTY ARE DOING. OTHER CITIES IN THE COUNTY GOVERNMENT. 2 PERCENT ROUGHLY 2 PERCENT BONUS FOR OUR EMPLOYEES GOING THROUGH THE PANDEMIC. AND TO COVER SOME OF THE FLUCTUATIONS AND INFLATION WE'VE HAD THIS YEAR. THE WAY THE PROPERTY TAX WORKS IS THE PROPERTY TAX WE SEE IN MR. ÃAND MR. ÃCAN SPEAK CLEARLY TO THIS THAN I CAN. PROPERTY TAX BASICALLY FLOWS IN THE ÃHAVE A FUN FIRST. BUT IT'S NOT USED OR SET BY HER BUDGET AND THE MOTOR VEHICLE HIGHWAY FUND, THEN IT FLOWS OVER TO THE GENERAL FUND. AND SO IF WE SPEND LESS OF OUR TAX, PROPERTY TAX REVENUE IT CREATES MORE MONIES FLOWING INTO THE GENERAL FUND EACH YEAR. SO I PROPOSED IN THE BUDGET THAT WHAT WERE NOT SPENDING ON THE EMPLOYEE BONUS THIS YEAR GO INTO THE PAVING FUND WHICH FREEING UP MORE MONEY IN THE MOTOR VEHICLE HIGHWAY FUND AS WELL AS THAT HIGHER AMOUNT WE RECEIVED NEXT YEAR. SO THAT IS WHAT WE HAVE PROPOSED IN THE BUDGET AND THAT AVOIDS ÃOTHERWISE WE WOULD HAVE TO TAKE OUR OPERATING BALANCE DOWN MORE. WE DON'T WANT TO DO THAT FOR A VARIETY THINGS AND WE NEVER KNOW WHAT'S IN THE FUTURE. THAT'S MY THOUGHT. THE IMPACT FEES IS AN ISSUE. WE HAD DISCUSSIONS AS WE STARTED TO REDEVELOP THE CENTRAL CORE YEARS AGO WITH MANY MEMBERS OF THE PARK BOARD. AND MR. QUESTIONMARK AT THE TIME WAS HEAD OF THE PARKS DEPARTMENT AND THE GENERAL THOUGHT WAS THAT WE WANT TO, THE PARKS BOARD WANTED TO BUILD VERY TRADITIONAL SUBURBAN PARKS THAT WERE NOT INTERESTED IN BUILDING SMALL URBAN PARK SUCH AS MIDTOWN PLAZA, THE GREEN AT THE PALLADIUM. RETAINING THE JAPANESE GARDEN. MOTHER, SOPHIA SQUARE. PLAZA, TIMER PARK WAS BETTER DONE BY THE REDEVELOPMENT COMMISSION SO WE HAVE WHICH IS ALLOWED BY STATE LAW TO REDIRECT SOME OF THE MONEY FOR PARKT IMPACT FEES TO THOSE REDEVELOPMENT SMALLER URBAN PARKS. BUT, WHEN I STARTED AS MAYORMAC WHERE 41 ACRES OF PARKLAND. I THINK IT WAS JANUARY 96. I AD CALLED THE INDIANAPOLIS WATER COMPANY OF COURSE WHICH ONE OF THE BY OUR WATER COMPANY. WE WEREN'T ABOUT TO DO THAT BUT WE DID ASKED SOMEBODY TO LOAN US SOME LAND NEXT TO THEIR WATER TREATMENT PLANT THEY HAD IN CARMEL AND THE RIGHT WROTE ASHLEY WAS IN THE CITY LIMITS AS IT IS NOW ON THE WHITE RIVER. THEY AGREED TO DO THAT. I WAS PROBABLY 2 WEEKS OF MY FIRST TERM WE WERE OUT THERE IN JANUARY STANDING IN A FIELD LOOKING AT WHAT THAT PARK COULD BE. WE HAVE GROWN OUR PARKS FOR 41 ACRES TO MANY HUNDREDS OF ACRES. IN THE CITY HAS SUPPLEMENTED AND CERTAINLY OUR ADMINISTRATION IS INTERESTED IN PARKS AND MAKING SURE THEY ARE WELL MAINTAINED AND TAKEN CARE OF. AND WE'VE ALSO BEEN IN DISCUSSIONS WITH WHAT MRS. HAGAN REFERRED TO WAS THE ONE ON SUTTER'S BELT WAS LOST ON THE STATE AND CITY OF INDIA IT WAS ALLOWED TO HAPPEN. ACTUAL LOCAL OPTION INCOME TAX THAT BASED ON YOUR DEBT SERVICE. STATE LEGISLATION TOOK THAT AWAY INTO THAT FAULT AT ONE POINT. SO WE'VE BEEN RECEIVING THOSE ADDITIONAL LID PERCENTAGES AS WELL TO COVER THE PARK BOARD BECAUSE WITHOUT DEBT. SO WE DO NEED A REPLACEMENT SOURCE OF REVENUE TO MANAGE THE PARKS. WE BEEN HAVING MEETINGS AND WORKING WITH THE STAFF AND WE HAVE OPTIONS. SOME OF YOU HAVE BEEN INVOLVED IN THAT AND WITHOUT QUESTION AS WE GO FORWARD WE HAVE TAKEN THAT INTO ACCOUNT OUR FISCAL PLAN. AND THERE WILL HAVE TO BE A BIGGER SHARE COMING FROM THE CITY. WHAT PERCENTAGE, 80 PERCENT OF [01:25:05] THE PARK BOARD BUDGET. THE MANAGEMENT AT OUR PARKS DEPARTMENT IS EXCELLENT. THE COST OF RECOVERY JUST UP THE MONARCH CENTER BUT THE PARKS DIVISION IS OFF THE CHARTS READ MUST CITIES ANYWHERE IN THE COUNTRY. WE CAN AFFORD TO MAKE CERTAIN OUR ROW CLASS PARK SYSTEM IS MAINTAINED AND PAID ATTENTION TO THAT AS WE GO ON IN THE FUTURE AND DETERMINED TO DO IT. IT'S REFLECTED IN OUR FISCAL PLANNING AS WELL. SO, ANYWAY THAT'S THE BRIEF PANSWERS TO THOSE BIG QUESTIONS. >> COUNCIL SINCE WE HAVE A MAYOR HERE LAST OPPORTUNITY TO ASK ANY QUESTIONS. COUNSELOR CAMPBELL COULD. >> THANK YOU MADAM PRESIDENT. I JUST WANT TO CLARIFY MRS. HAGAN'S QUESTION ABOT THE PARK IMPACT FEES. AS OF THE PARKS BOARD WHO DETERMINES HOW THOSE FEES ARE USED? >> NOTES REDEVELOPMENT COMMISSION AND THE CITY COUNCIL. >> I'M SIR I'M TERMS OF THE BP W QUICKBOOKS 3 DEVELOP IT COMMISSION AND THE CITY COUNCIL. >> WE'VE NOT GOTTEN THOSE BEFORE US MR. MAYOR. I BELIEVE IT'S THE BP W. >> OKAY, I'VE BEEN ORRECTED. SO IT GOES TO BUY THE REDEVELOPMENT AND THEN TURNING TO THE BP . >> IF I COULD STEP BACK A LITTLE BIT. THERE IS CONSTRUCTION THAT HAPPENS ALL ACROSS THE CITY. EVERY YEAR THE REIT DEVELOPMENT COMMISSION DOES 4 TO 5 PROJECTS AT MOST. SO ONLY FOR THOSE PROJECTS JUST LIKE THOSE PROJECTS WOULD NEVER OCCUR IF COUNCIL DOESN'T OFFER TO FUSE FOR THE PROJECT. THE PARK IMPACT DOLLARS WOULD NEVER OCCUR TO REDEVELOP IT COMMISSION DOESN'T DO THE PROJECT. SO FOR JUST A FEW PROJECTS OF EVERYTHING THAT HAPPENS OF THE CITY REDEVELOP MY COMMISSION WORKS WITH PLANNING AND ZONING BECAUSE PARK IMPACT THESE ROLES ARE UNDER PLANNING AND ZONING. WE HAVE TO ABIDE BY BOTH THE CITY ORDINANCE AND STATE STATUTE ON EXACTLY WHAT THE FUNDS CAN BE USED FOR AND JUST FOR A FEW PROJECTS EVERY YEAR THE REDEVELOPMENT COMMISSION DOES USE PARK IMPACT FEES. AND CAPTURES THEM FOR THOSE PROJECTS. WE HAD A MEETING ABOUT THIS IN FRONT OF I BELIEVE THE FINANCE COMMITTEE WHEN COUNSELOR FINKAM WAS PRESIDENT. ON WHAT THE USE OF PARK IMPACT FEES. WE USE OF HER MIDTOWN POSSUM. WE USE THEM FOR THE MONA. IT'S REALLY IMPORTANT TO POINT OUT EXACTLY LIKE THAT MAYORMAC SAID. UNDER THE CONSTANT PRETENSE OF PLAN THERE IS AN A, THE TRADITIONAL AREA OUR ENTIRE CENTRAL COURT FOR THE PARK SYSTEM DOES NOT REALLY OPERATE. AND SO WHEN THERE'S INVESTMENT INTO PARKS IN THE CENTRAL AREAS IS NOT DONE BY THE PARKS DEPARTMENT. IT'S DONE BY THE REDEVELOPMENT COMMISSION. SO, IN VERY FEW CASES IT'S EASY TO SAY SIGNATURE BECAUSE OF THE HIGH PROFILE PROJECT. THERE'S TONS OF NEIGHBORHOODS GOING UP ON THE WEST SIDE PAINT TONS OF PARK IMPACT FEES IN THAT HOUSE AT A TIME, THAT'S JUST NOT AS HIGH PROFILE. JACKSON'S CURRENT THOUGHTS ON THIS HIGH PROFILE. THE SIGNATURE YES. IT'S A HIGH-PROFILE ONE OF PROJECT. FOR JUST A FEW PROJECTS A YEAR CARMEL REDEVELOPMENT COMMISSION USES PARKT IN COMPACT FEES THEN WE TAKE THOSE IMPACT FEES WOULD TAKE THEM FOR PARKS INFRASTRUCTURE FOR THE PARKS DEPARTMENT WOULD OTHERWISE BUILD. IT WOULD EFFUSIVE FOR THE NEW BATHROOMS JUST NEXT TO THE CARMICHAEL EXCEPT WE GOT A DEVELOPMENT TO PAY FOR THE SUBREGION HAVE TO USE IT FOR THAT. IT'S THAT KIND OF INFRASTRUCTURE THAT GETS PAID FOR BY PARK IMPACT FEES AND THESE VERY SMALL AMOUNT OF CASES. >> THANK YOU VERY MUCH FOR THE CLARIFICATION. ONE FOLLOW-UP QUESTION BECAUSE MRS. HAGAN BROUGHT IT UP. WHAT ARE THE PARK IMPACT FEES GOING THE SIGNATURE? >> I DON'T HAVE THE NUMBERS IN FRONT OF ME. BUT 200 UNITS. >> MY BET ON THE QUESTION. WHAT PROJECT IS GOING FOR. >> A SMALL PORTION OF THAT IS BEING USED FOR A GARDEN ON THE NORTH SIDE OF THAT PROJECT. THE MAJORITY OF VOTES BEING HELD IN ACCOUNT TO BE USED FOR PARKS INFRASTRUCTURE IN THE FUTURE. >> THANK YOU. COUNSELOR HANNON. >> THAT WAS PART OF THE [01:30:01] QUESTION AS WELL. I THINK BACK TO THE POINT THAT COUNSELOR REMADE AND I THINK JUDY HAGAN 2. WE GOT THE REVENUE LINE. WE'VE GOT THE DEADLINE. THE RESULT LOCKED IN BETWEEN THERE. AND ONE OF THE THINGS I'M CONCERNED ABOUT IS THAT WERE BUDGETING FOR MAINTENANCE. WERE BUILDING LOTS OF STUFF. WE NEED A BUDGET FOR MAINTENANCE UPGRADES, UPKEEP FOR EVERYTHING THAT WERE BUILDING AND I'M NOT SURE THAT ALWAYS OCCURS.I'M CONCERNED ABOUT THE PARKS DIRECTOR AND BECAUSE OF THE FALLOFF IN FUNDING THAT'S GOING TO BE AVAILABLE FROM THE TOWNSHIP STARTS TO DROP OFF WE NEED TO FILL THAT IN AS WELL TOO. THINK WE NEED TO HAVE MORE DISCUSSIONS INVOLVING COUNCIL ACROSS ALL OF THESE DIFFERENT UNITS. I HAVE CONCERNED SOMETIMES ABOUT OPERATING WITHIN THE CITY THAT SOME DEPARTMENTS MAY BE AREN'T GETTING ENOUGH COMMUNICATION BETWEEN THEM. BUT WITH THESE OTHER ENTITIES PARKS, SCHOOLS ETC. THEY WOULD NEED TO HAVE MORE CONVERSATIONS ABOUT THE REALLY THE INTERDEPENDENCE AND AGAIN PEOPLE DON'T JUST MOVE HERE FOR THE ROUNDABOUTS. THEY MOVE HERE FOR THE PARKS IN THE SCHOLS AND ALL THESE THINGS. I THINK WE ALL DO WELL TOGETHER A REAL FEEL TOGETHER. I DO THINK WE NEED TO HAVE SOME DEEPER DISCUSSIONS WITH REGARDS TO YOU KNOW ARE WE GOING TO BE ABLE TO MEET THOSE FUNDING NEEDS, THE PARKS NEED. I THINK THERE'S A GAP IN TERMS OF TRUST MAINTAINING OUR PARKS OVER THE NEXT 10 YEARS OR SO. AND AGAIN, I CERTAINLY WANT TO KNOW MORE ABOUT THIS IMPACT FEE. I AGAIN WASN'T AWARE THAT CRC COULD HAVE ACCESS TO SOME OF THOSE FUNDS. SURE IT'S LEGAL BUT AGAIN UNDERSTANDING BETTER OF WHAT THAT'S BEEN USED FOR IT WOULD BE VERY HELPFUL FOR ALL OF US. SO THANK YOU. >> THANK YOU COUNSELOR AASEN THEN B. >> THINK ABOUT A PRESIDENT. THERE WAS A CONFERENCE CALL I THINK MAYBE A YEAR AGO. I THINK TO TALK ABOUT SOME OF THE PARK SHORTFALLS. SOME OF THOSE THINGS HAVE BEEN DEALT WITH IN PUBLIC SINCE THEN. I THINK COUNSELOR FINKAM WAS ON NOT TO. WE ASKED ABOUT THE PARK IMPACT FEES AND HOW THAT WAS GOING TO BE USED. I THINK I ASKED THE QUESTION FIND OUT ONE PROJECT BROUGHT UP WAS THE MALONE SHIP. BUT SOME OF THE COURTYARD WAS CAN BE USED FOR THAT. THEN I HAD ASKED WHETHER THOUGH THAT'S TECHNICALLY A PUBLIC SPACE WHETHER THE PUBLIC WOULD UNDERSTAND OR KNOW THAT THIS WAS A PARK THAT WAS MEANT FOR THEM OR WOULD IT FEEL LIKE YOU KNOW YOU'RE LOOKING AT SOMEONE'S APARTMENT WINDOW OR CONDO WINDOW AND IT'S NOT WHILE TECHNICALLY PUBLIC SPACE MAY NOT FEEL LIKE A PARK THAT THE PARKS DEPARTMENT WOULD REALLY DESIGN. SO, THAT'S MY QUESTION ON SOME. I AM FAVOR OF URBAN PARKS. A PARK ALONG THE MONA IS MY DAUGHTER'S FAVORITE PART. IF YOU WANT TO JUST TALK TO US. HOW DO YOU DECIDE WHETHER IT'S A PUBLIC OR RATHER THIS IS DOING SOMETHING FOR THE DEVELOPER WOULD HAVE HAD TO DO ON THEIR OWN. >> WHEN THE REDEVELOPMENT COMMISSION PUTS A PROJECT TOGETHER THE WE USE ARCHITECTS ADVISORS, WE WORK CLOSELY WITH DEPARTMENT COMMUNITY SERVICES. MY CALL BAUCOM AT RACHEL KING SLING OR MIKE HARBAUGH IS ARCHITECT LANDSCAPE. FOR BOTH URBAN PLANNERS. WE WORK TO PUT THESE PROJECTS TOGETHER. LAUNCH IS A GOOD EXAMPLE. THE PRESIDIUM IS A GOOD EXAMPLE IN BOTH OF THOSE CASES. PARK IMPACT FEES WERE APPLIED TO THE DEDICATED FUR-EVER PUBLIC USE, GREEN CENTERS OF THOSE PROJECTS. WHEN HE MENTIONED SPECIFICALLY COUNSELOR THE ONE IN THE MIDDLE OF THE MALONES SHOWED A PICTURE OF THAT EARLIER THIS RIGHT AMONG VETERANS WAY. IF THE EPICENTER THAT ALL OF THE RESIDENTIAL AROUND THEIR LOOKS TO. THERE IS A WALKWAY FROM MANON THAT YOU COULD SEE THROUGH TO INVITE YOU INTO THAT URBAN PARK WITH THE FOUNTAIN IN THE MIDDLE OF IT. IT IS DESIGNED SPECIFICALLY TO BE A URBAN PARK AND TO FEEL PLIKE THAT TO FEEL INFIGHTING. >> WAS A PARKS DEPARTMENT CONSULTED ON THAT ONE? FOR THAT INPUT COULD. >> EVERY DEVELOPMENT WE WORK WITH HAVE LANDSCAPE ARCHITECTS THEY WORK WITH. I'M NOT SURE HOW TO ANSWER THAT SPECIFIC QUESTION. WE WORK WITH LANDSCAPE ARCHITECTS TO DESIGN MICRO PARKS AND THERE'S EXPERTISE IN LANDSCAPE ARCHITECTURE EVERYWHERE.> I SAW THE PLANS. I PERSONALLY IF I WAS WALKING BY THAT ONE I FEEL LIKE I WOULD FLACCO'S TRESPASSING AT SOMEONE'S PROPERTY. IT DIDN'T LOOK LIKE, I HAVEN'T SEEN IT FINALIZE. IT DIDN'T LOOK LIKE I WOULD, IF I SAT ON A MILEAGE START FEEL [01:35:04] LIKE OH, MY IN SOMEONE'S YARD? THAT'S HOW IT KIND OF LOOKED LIKE TO ME. >> COUNSELOR? WE HAD THAT ISSUE WITH THE STUFF HE HAS SQUARE PLAZA. WE ACTUALLY SWITCHED OUT, WE SAW IT WAS A B NEWS JUST WAS TALKING WITH PEOPLE. NO THAT'S NOT PUBLIC. IT SEEMED TO BE AN INTERIOR COURTYARD. WE BUILT AN URBAN DENSITY, LITTLE OLD FASHION URBAN DENSITIES WE SAW IN EUROPE. THE SPACES BECOME VERY IMPORTANT. OTHERWISE IT'S JUST BARRACK TYPE UNITS. SO WE ACTUALLY SWITCHED OUT THE STONES IN EACH OF THE ARCADES OR THE WALKWAYS LEADING IN TO SOVIET SQUARE THAT SAID PUBLIC SQUARE. AND I WOULD WATCH IT AFTER THAT HAPPENED AND IT APPEARED TO ME THAT IT WAS BEING USED MUCH MORE BY THE PUBLIC AFTER WE DID THAT. I THINK SIGNAGE, THAT IT'S A PUBLIC AREA IS TASTEFUL SIGNAGE, IS VERY HELPFUL IN THOSE CASES. AS PEOPLE GET USED TO WALKABLE DOWNTOWN. LOOKING FOR PLACES LIKE THAT. IT'S VERY IMPORTANT THAT WE NOT NEGLECT THESE URBAN PARKS OF THE DENSITIES THAT WERE BUILDING OTHERWISE IT WOULD NOT BE WISE FOR THE COMMUNITY I THINK. I THINK IT'S VERY IMPORTANT. >> COUNSELOR RIDER. >> COUNSELOR IF YOU MEET US OF ONSET MET FOR A COUPLE OF THINGS I WANTED TO SAY. THANK YOU. >> WHEN HE BROUGHT UP THERE IS A RESERVE. PART OF IT WENT TO DO IS GOING TO A GARDEN AND THE REST IS IN A RESERVE. THE REASON WE NEEDED IN A RESERVE? OR SHOULD WE REACH OUT TO PARKS AND SAY HEY, WHAT CAN WE TUBE TOGETHER WITH THIS? I'M UNCOMFORTABLE BY PARKS IMPACT FEE BEING HELD IN THE RESERVE NOT BY THE PARKS. IT'S ON THE QUESTION IS JUST A COMMENT. AND ANOTHER THING I LIKE TO KNOW IT SINCE YOU SAY WE DO A HANDFUL OF PROJECTS A YEAR. IF MAY BE 20, WHILE 20S ON A GOOD DINNER. IF 19, 2021 WE CAN GET LIST OF THE PROJECTS IN WHICH ONE USE THE IMPACT FEE FOR SOMETHING ELSE THAT WOULD BE HELPFUL FOR THE COUNCIL AND WHAT IT WAS USED FOR IN THOSE PROJECTS. I REALLY WOULD LIKE TO SEE A RESERVE FUND OR EVEN IF WERE NOT DOING A RESERVE FUND I THINK WHO DOES PARKS BETTER THAN PARKS? I THINK WE HAVE 2 GOLD MEDALS TO MAKE THAT STATEMENT. I WOULD THINK THEY SHOULD BE INVOLVED IN HOW THOSE FUNDS ARE SPENT. I WOULD LIKE TO SEE THEM CONSULTED IN THE FUTURE ON THAT. I THINK THAT MAKES SENSE. IT'S FUNNY YOU BLOCK UP LAUNCH. ONE YEAR I SPENT A LONG TIME OF ANY COMMISSION OR AND ONLY WHEN YOU'RE ON THE SEARCY AND LAUNCH WAS DISCUSSED DURING THE TIME. I BELIEVE YOU'LL REMEMBER ME SAYING, IF I LIVED THERE I WOULD NOT WANT THAT TO BE PUBLIC SPACE. I AGREE. I WOULD FLACCO'S TRESPASSING. THAT'S AN ODD PUBLIC SPACE FOR ME. BUT, I WOULD LOVE TO SEE PARKS DRAWN INTO THAT MANY USE. >> COUNSELOR RIDER WILL YOU ENTERTAIN THE SUGGESTION TO HAVE PARK IMPACT FEES ON UPCOMING AGENDA FOR THE FINANCE COMMITTEE? SO WE COULD DISCUSS IT IN DETAIL. I KNOW HENRY HAS THAT INFORMATION. BECAUSE HE DID IT FOR ME ON A CALL ARE GUARDING LEGACY. I THINK THAT WOULD BE GREAT PUBLIC DISCUSSION TOP. >> IS QUITE A BIT OF HISTORY CARE OF SOME THINGS AND CHANGES THAT HAVE BEEN MADE. YET I THINK A REVIEW WOULD BE GOOD. PARKS COUNSELOR HANNON QUICKBOOKS, SAY ONE THING THAT EMPHASIZES WHAT COUNSEL RIDER SAID. WE WANT PARK IMPACT FEES TO HAVE THE MAXIMUM IMPACT. WHEN WE LOOK AT THESE SHIFT PROJECTS, LAUNCH PROJECT AS AN EXAMPLE. THE GIFTED I THINK 3 OR 3 AND HALF ACRES OF LAND WHICH WAS TOLD $1500. THEY GET A 25 YEAR REVENUE STREAM OF TIFTON DOLLARS WHICH IS ANOTHER 8 TO 12. I DON'T HAVE IT IN FRONT OF ME. I WOULD CERTAINLY RATHER SEE THOSE DOLLARS DEDICATED TO THE PROJECT AND LEAVE THE PARK IMPACT FEE TO THE GREATER PARKS DEPARTMENT. AGAIN, WHETHER IT'S ALLOWABLE OR NOT, IT CLEARLY IS. I'D LIKE TO SEE SINCE WERE ALREADY BEING VERY GENEROUS IN THESE TOUGH PROJECTS THAT PARK IMPACT FEE GO TO THE GREATER GOOD THAN TO THOSE TIFTON PROJECTS PARTICULARLY WHEN THEIR HEAVILY FUNDED AS THEY ARE. >> THANK YOU. NOT ONLY IS ALLOWABLE THAT THE CITY COUNSEL CAN EJECT THE PROCESS I WAS LOOKING TO DO THAT. ANY LAST COMMENTS TO THE MAYOR OR THE BUDGET ISSUE? THANK YOU, THIS ITEM DOES NOT CREDIT COMMITTEE. WE DO WITH THIS AS A COMMITTEE [14. NEW BUSINESS] AS A WHOLE. IT WILL CARRY OVER TO THE NEXT MEETING OCTOBER THIRD. IS THAT RIGHT? 4TH? 4TH OKAY. 4 TB IS A FIRST READING, WAIT. ITEM 14 A IS A NEW BUSINESS. 14 IS A FIRST READING ABORTUS D [01:40:14] 2596 Ã21. NOTICE OF THE COMMON COUNSEL OF THE CITY OF CARMEL INDIANA AUTHORIZING THE ISSUANCE OF ECONOMIC DEVELOP MEANT TAX INCREMENT REVENUE BONDS TO SUPPORT THE HAMILTON CROSSING DEVELOPMENT PROJECT, AND AUTHORIZING AND UPPER APPROVING THE ACTIONS IN RESPECT THERETO. >> MOVED TO IMPROVE THIS. THE ORDINANCE AUTHORIZES THE ISSUE OF DEVELOPER TIF BONDS BY THE CITY OF CARMEL INDIANA TO FINANCING IMPROVEMENTS TO SUPPORT THE DEVELOPMENT OF THE HAMILTON CROSSING PROJECT. TO THAT HERE'S æ >> I LIKE TO CALL MY FRIENDS TO THE PODIUM NOW. TOM MCGOWAN WILL LEAVE THE SHOW. SCREEN PLEASE. I COULD TURN PAGES FOR US TO TALK. LK. >> MADAM PRESIDENT, MEMBERS OF THE COUNCIL. THANK YOU FOR YOUR TIME THIS EVENING. MAYOR, HENRY, WE APPRECIATE ALL YOUR HELP ASSOCIATED WITH THIS PROJECT. I'M HAPPY TO SAY I THINK WERE GONNA HAVE A LITTLE BIT OF FUN WITH THIS MORNING. AFTER A COUPLE OTHER ITEMS ON THE AGENDA SO WANTED TO LET YOU KNOW THAT ONCE AGAIN TOM MCGOWAN PRESIDENT AND CEO OF CAPABILITY. I HAVE MARKED OBJECTIONS SENIOR VICE PRESIDENT EVOLVEMENT HERE REPRESENTING KITE. AND OF COURSE MAP GOSPEL THE CHIEF ADMINISTRATIVE OFFICER AT REPUBLIC AIRLINES. SO, WE APPRECIATE THE FORM TO TALK ABOUT THIS PROJECT.HE GOOD NEWS IS WE RELEASED A PUBLIC RELEASE TO THE PRESS AT 5:45. WE HAD A WHOLE LOT OF TIME TO SPARE. BUT, WE GOT IT DONE AND THERE WAS A FINAL PROPERTY ASSEMBLAGE THAT NEEDED TO OCCUR. SO WE ARE NOW IN GOOD SHAPE. IT'S OUT TO THE PRESS. IT WILL BE A TREMENDOUS ADVANCEMENT FOR THE CITY OF CARMEL FOR THE STATE OF INDIANA. THIS INNOVATIVE HEADQUARTERS FACILITY WILL BE LOCATED AT THE HAMILTON CROSSING SITE SOUTHEAST CORNER OF HUNDRED 26 US 31. WITH PENNSYLVANIA ON THE EAST SIDE OF THAT PARCEL. I THINK ALL OF YOU PROBABLY RECALL DUE TO THE INTERCHANGE SITUATION THAT OCCURRED BETWEEN HUNDRED 31ST, HUNDRED 26, ULTIMATELY WENT 231ST SO THE OFFRAMP COMPONENT ABOUT HUNDRED 26 STREET CHANGED. AND WHAT HAPPENS WHEN YOU GO THROUGH SOMETHING LIKE THAT IS YOU FIGURE OUT WHAT'S THE HIGHEST AND BEST USE FOR THE PROPERTY. WE MADE THE DETERMINATION, HIGHEST AND BEST USE WAS NOT RETAIL. IT REALLY BECAME BEING THE GREAT CORRIDOR THAT YOU HAVE ON US 31 IT SHOULD BE A HEADQUARTER SITE. NOT ONLY ON HEADQUARTER SITE, BUT POSSIBLY 2 ON THIS PARCEL. WERE VERY EXCITED TO TALK ABOUT THE DEVELOPMENT. WHAT I'M GOING TO DO IS I'M GOING TO TAKE YOU THROUGH THE PHYSICAL SIDE OF THE PROJECT. TALK ABOUT THE VARIOUS BUILDINGS THAT WILL OCCUR ON SITE. TALK A LITTLE BIT ABOUT REMAINING PARCEL AND THEN MOUNTS GOING TO REALLY GET INTO THE HEART AND SOUL OF THE PROJECT OF WHAT THIS GREAT COMPANY, REPUBLIC AIRLINES IS GOING TO DO FOR BOTH THE LOCAL AND STATE ECONOMY. SO, IF WE CAN START OFF WITH THE PRESENTATION. I WILL WALK YOU THROUGH THIS RELATIVELY SLOWLY. MAKE SURE YOU UNDERSTAND EXACTLY WHERE WE ARE. SO, THIS IS A PLAN AND THIS WOULD BE THE SOUTH PORTION OF THE SITE. SO THERE IS AN ASSISTANT LIVING FACILITY JUST TO THE BACK AND OF THIS. ON THE LEFT SIDE OF THE SCREEN YOU SEE HUNDRED 5000 SQUARE-FOOT TRAINING FACILITY. WERE GOING TO GET INTO MORE DEPTH ON MOUNT BUILDING. IN ADDITION TO O THAT YOU CAN AND TO LAY OUT FROM HOTEL PERSPECTIVE. THE HOTEL WHICH IS THE HAMPTON INN IS CURRENTLY HUNDRED 9 GUESTROOMS. [01:45:06] AND IT'S PART OF THIS PROJECT TO SERVE THE MASSIVE AMOUNT OF TRAINING THAT'S GOING TO OCCUR AT THIS HUNDRED 5000 SQUARE-FOOT TRAINING FACILITY. THE HOTEL WILL BE EXPANDED TO 272 ROOMS. WE HAVE A GREAT OPPORTUNITY TO RECLINE THE EXISTING BUILDING, NOT THE MOST ATTRACTIVE STRUCTURE IN CARMEL. THEN ADD A VERY ATTRACTIVE GLASS PROGRESSIVE COMPONENT TO THAT DEAL. THEN, JUST TO THE RIGHT SIDE AS WE MOVE FORWARD, THAT'S THE DEPICTION OF THE GARAGE THAT WILL BE HERE. AS WE TALK ABOUT THIS TODAY, WERE GONNA TALK ABOUT IT AND FACES.'LL MAKE SURE I GO THROUGH EACH AND EVERY ONE OF THEM. THIS PHASE THAT YOU SEE RIGHT HERE UNLOCKS THE POTENTIAL FOR REPUBLIC AIRLINES, ALONG WITH KITE PARTNERS TO MOVE FORWARD WITH OVER 200 MILLION DOLLARS OF INVESTMENT ON THIS SITE. UST ON THE REPUBLIC SITE WITH ADDITIONAL CAPITAL BEING EXPENDED ON THE 7 ACRES NORTH OF THIS. WE COULD MOVE TO THE NEXT SLIDE. THIS IS A QUICK ENGINEERED DRAWING. SOME OF THIS METAL BUT WHEN INTO THE CITY OF CARMEL. IF YOU LOOK AT THE LOWER SECTION, THE VERY LOWER LEFT, THAT WILL BE THE LOCATION OF THE HUNDRED 5000 SQUARE-FOOT TRAINING FACILITY. DIRECTLY TO THE RIGHT ON THE SOUTHERN PORTION IS THE HOTEL AND EXPANSION. THEN ABOVE THAT YOU CAN SEE WHERE THE PARKING GARAGE WOULD BE. THAT IS BEEN BEFORE AND WE WILL SHOW HOW THE CORPORATE HEADQUARTERS BUILDING WILL MOVE ALONG US 31. SO THIS IS ONE OF THE MORE IMPORTANT SHOTS WE HAVE. WE WORK VERY EXTENSIVELY WITH RATIO ARCHITECTS ALONG WITH MATT CALL SCHOOL AND HIS TEAM AT REPUBLIC AIRWAYS, HENRY AND HIS GROUP. THIS IS A SHOT LOOKING SOUTH ON THE RIGHT SIDE OF THE SCREEN. IT IS THIS 3-LEVEL TRAINING FACILITY. FOR GONNA TAKE THE CAP OFF OF THIS HE COULD SEE WHAT'S INSIDE. YOU CAN SEE THE SKYBRIDGE THAT COMES ACROSS FROM ATTORNEY FACILITY INTO THE HOTEL TO THE LEFT. MATT WILL GET INTO THIS MORE DETAIL. THIS FACILITY IS GOING TO BE 24/7 FACILITY. I'M SO MANY PEOPLE TO TRAIN. SO MANY THINGS TO OCCUR. THAT'S GOING TO BE VERY UNIQUE TO CARMEL HAVE ECONOMIC ENGINE MOVING 24 HOURS A DAY THAT WERE VERY EXCITED ABOUT. YOU CAN SEE, THIS IS A KEY DROP OFF POINT AS YOU MOVE TO THE HOTEL. THIS HOTEL WILL BE HUNDRED PERCENT FOR REPUBLIC AIRWAYS. THERE WILL BE NO OUTSIDE GROUPS. THIS HAS BEEN IDENTIFIED AS THE LODGE THAT WILL SERVE ALL THE TRAINING THAT'S OCCURRING ON THE BUILDING TO THE RIGHT. SO PLEASE. THIS IS A A PERSPECTIVE AS YOU'RE HEADING ADING NEXT T POUND. THIS IS A 3-LEVEL TRAINING FACILITY. IT'S A LITTLE TOUGH TO SAY HERE. THE GLASS ALONG THE STRUCTURE IT WILL BE ABLE TO SEE THE SIMULATORS. THAT ARE ACTUALLY INSIDE THERE. MOVING ALONG AND THERE WILL BE VERY INTERESTING FOR EVERYBODY MOVING ALONG 31 TO SEE THAT. NEXT ONE. THIS IS A PERSPECTIVE AS YOU'RE HEADING SOUTHBOUND. GOOD VIEW OF THE TRAINING FACILITY. IN EACH OF THOSE GLASS COMPONENTS YOU WILL BE ABLE TO SEE INSIDE THE FACILITY PARTICULARLY AT NIGHT. IT WILL BE REAL PRETTY TO SEE THOSE 10 BEING SIMULATORS THAT WILL BE MOVING AT ALL TIMES. NEXT SLIDE. ONCE AGAIN SOUTHBOUND. YOU CAN SEE THE TRAINING CENTER. OFF TO THE RIGHT AND THEN THE CORPORATE HEADQUARTERS FACILITY ON THE LEFT SIDE. THESE COMPONENTS WILL ALL BE INTERCONNECTED. BECAUSE THEY ALL SERVE EACH OTHER VARIOUS FUNCTIONS. THEY WILL ALL BE CONNECTED FROM THE GROSZ TO THE HOTEL, TO THE TRAINING FACILITY TO THE CORPORATE HEADQUARTERS FACILITY. THE GREAT PART ABOUT THIS PROJECT IS IT'S ALL GOING TO BE DONE IN A VERY DENSE FASHION. GETTING A HOLD OF OF DEVELOPMENT. ROUGHLY $200 MILLION IN A VERY, VERY TIGHT 7 ACRE SPACE THAT OBVIOUSLY IS TREMENDOUS FOR TAX SPACE. THIS IS A VIEW LOOKING TO THE SOUTHWEST. HAVE THE HOTEL ON THE LEFT SIDE. TRAINING FACILITY ON THE RIGHT. YOU COULD SEE THE SKYBRIDGE THEN GOES ACROSS THE FAR RIGHT OF THE SCREEN WILL BE THAT FUTURE HEADQUARTERS FACILITY HEADING TO THE NORTH. >> THE CAMERA RIGHT NOW IS INSIDE A PARKING GARAGE THAT IS WRAPPED BY COMMERCIAL ON THE [01:50:05] FIRST FLOOR MULTI FAMILY UP TOP. >> RIGHT. ABOUT 94 RESIDENTIAL UNITS WILL WRAPPED OUT. ALL THIS IS TRYING TO SET A SENSE OF PLACE AMONG THE STREET THAT WILL THEN CARRY TO THE NORTH AND SERVE AS A SECOND HEADQUARTERS FACILITY FOR ANOTHER COMPANY IN THE FUTURE. THIS IS A PROMENADE. IT'S SOMETHING THAT MATT VERY MUCH WANTED AN OPEN SPACE. SO COME UP WITH THIS FACILITY GOING HUNDRED PERCENT SPEED AT ALL TIMES IT'S A NICE LITTLE PROMENADE THAT'S BLOCKED OFF BETWEEN THE TRAINING CENTER AND THE HOTEL THEN IT MOVES OFF TO THE SOUTH. FOR VARIOUS EVENTS. SAY PERSPECTIVE LOOKING NORTHBOUND BETWEEN THE HOTEL AND THE TRAINING FACILITY. THIS IS A NEAT SPACE. ONE OF THE THINGS WE DID AS PART OF THE ACQUISITION OF THE HAMPTON INN. YOU'RE GOING TO CREATE AN AL-SHAPED EXPANSION TO GET US TO THE 272 ROOMS. THESE WILL ALL BE HUNDRED PERCENT RENOVATED. SKIN OF THE HAMPTON WILL BE RENOVATED. THEN WE WILL CREATE A VERY PRETTY GLASS STRUCTURE. AS PART OF REPUBLIC AIRWAYS YOU KNOW INCREDIBLE NEED TO ATTRACT TALENT FOR CREATING A GREAT SPACE HERE IN THE COURTYARD IN THE CENTER OF THE HOTEL. THIS WAS A NICE ADDITION THAT REPUBLIC AIRWAYS HAD REQUESTED AS WELL. THIS IS AN OUTDOOR SPACE ON III LEVEL OF THE TRAINING FACILITY. YOU WILL BE ABLE TO CATCH THIS ON US 31. THIS IS GOING TO BE A VERY NICE LOOKING PROGRESSIVE SPACE AND SOMETHING CARMEL WILL BE EXTREMELY PROUD OF. THIS OVERALL PERSPECTIVE WE ARE LOOKINGSLIGHTLY TO THE NORTHEAST. IF YOU LOOK TO THE LOWER LINE TO THE LOWER LINE OF THE BUILDING, THE LEFT SIDE IS ATTORNEY FACILITY WHERE HENRY WAS NICE ENOUGH TO PUT THE HAND. OFF TO THE RIGHT WILL BE THE EXPANDED 270 ROOM HOTEL. THAT WILL REALLY SERVE AS THAT FIRST PHASE. THE SECOND PHASE ABLE SEE THE HEADQUARTERS BUILDING AMONG US 31. ABOUT HUNDRED 42,000 SQUARE FEET RIGHT NOW. THEN OFF TO THE RIGHT WILL BE OVER 800 PARKING SPACES AND ONCE AGAIN IT WILL HAVE RESIDENTIAL COMPONENTS RAPPING ABOUT. YOU COULD SEE THAT MAIN CORRIDOR GOING NORTH/SOUTH. THAT'S GOING TO CREATE A LOT OF ENERGY. IF YOU CAN LOOK CLOSELY YOU CAN SEE A BLUE LINE. THE BLUE LINE WITHIN BE THE LOCATION OF HOPEFULLY A SECOND HEADQUARTERS FACILITY THAT WILL COMPLEMENT BETWEEN WHAT REPUBLIC AIRWAYS HAS DONE AS WELL AS WHAT IS GOING TO THEN HAPPEN TO THE NORTH. WE PUT ALL THOSE TOGETHER AND THAT'S WHERE THE BOND ORDINANCE ENDS UP CREATING THE FIGURE THAT WE WILL TALK ABOUT TONIGHT. YOU CAN SEE THIS EXTREMELY IMPACTFUL. ITS INNOVATIVE DESIGN. TO HAVE THIS HIGH TECH TRAINING ALONG US 31 IS EXTREMELY INTERESTING AND SOMETHING WERE VERY EXCITED ABOUT. WHAT I'D LIKE TO DO NOW IS HAVE MATT CALL SCHOOL COME UP AND TELL YOU ALL THE GREAT THINGS IT DOES FROM AN ECONOMIC STANDPOINT. NOT JUST A REAL ESTATE STANDPOINT. IT'S PRETTY INCREDIBLE. SO MATT? >> THANKS TOM. >> I'M MADAM PRESIDENT, COUNCILMEMBERS, THANK YOU FOR YOUR TIME TODAY. I WANTED TO THANK THE MAYOR AND TOM FOR THEIR TIME AND ENGAGEMENT OF THE LAST COUPLE OF YEARS AS WE BEGAN TO WORK ON THIS PROJECT AND FIND WHAT WE BELIEVE IS THE RIGHT LONG-TERM HOME FOR REPUBLIC AIRWAYS. MANY OF YOU, HOPEFULLY NO US IN YOUR TRAVELS. FLYING HOURS 70 AND 76 FEET AIRCRAFT. TO DESTINATIONS AROUND THE COUNTRY. BUT THE SECOND LARGEST REGIONAL AIRLINE IN THE COUNTRY. WE EMPLOY OVER 6000 EMPLOYEES. FLYING FLEET OF 220 HOW EMBRAER AIRCRAFT TODAY. THAT'S UP FROM 162,017. WITH PLANS TO CONTINUE TO EXPAND. WHEN YOU LOOK AT REPUBLIC AIRWAYS THE ONE THINK THAT A LOT OF FOLKS DON'T REALIZE IS WHILE FLYING AIRCRAFT AND MAINTAINING AIRCRAFT IS OUR NUMBER ONE OPERATIONAL PRIORITY. THE NEXT LEVEL ACTIVITY THAT WE ARE DOING CONSTANTLY IS TRAINING. WE ARE A WORKFORCE DEVELOPMENT ENGINE FOR THE AVIATION INDUSTRY. NEXT YEAR ALONE WE WILL DO 2000 NEW EMPLOYEE TRAINING EVENTS. THIS YEAR COMING OUT OF THE PANDEMIC WE WILL DO OVER 1400 [01:55:01] NEW EMPLOYEE TRAINING EVENTS. SO, WHILE OUR AIRCRAFT FLY AT OPTIMAL OPERATIONAL EFFICIENCY THROUGHOUT THE DAY. OUR TRAINING SYSTEM NEVER STOPS. WE ACTUALLY TO BE FULLY TRANSPARENT SIMULATORS DON'T RUN 24/7. THEY DO RUN 20 HOURS A DAY 360 DAYS A YEAR. >> I CHEATED A LITTLE BIT. >> YES HE CHEATED A LITTLE BIT. WE DO NEED TO MAINTAIN THEM. THEY GO DOWN FOR MAINTENANCE BETWEEN 1:00 A.M. AND 5 PM EVERY DAY. EVERY HOUR OF EVERY DAY OUTSIDE OF THAT TIME THERE ARE 2 PILOTS AND AN INSTRUCTOR IN ONE OF OUR SIMULATORS. EITHER DOING A NEW PRODUCTION TRAINING FOR THE PILOTS IN THE ROOM, AND ANNUAL RECURRENT TRAINING AND UPGRADE TRAINING. OR A NEW FLIGHT ATTENDANT TRAINING, AND ANNUAL RECURRENT TRAINING AND THE LIKE. WE CONSTANTLY ARE WORKING THROUGH OUR TRAINING INITIATIVES. WHAT THAT BRINGS TO THIS CAMPUS AND THIS TRULY IS AN AVIATION CAMPUS WHICH WE LOOK AT AS A DESTINATION AND A DESTINATION THAT WILL ATTRACT NOT ONLY REPUBLIC TO CARMEL, NOT ONLY FOR 1900+ JOBS THAT COME WITH IT AND HUNDRED $50 MILLION OF ANNUAL WAGES THAT COME WITH IT. BUT, AT 270 TO 300 PERSON CONVENTION EVERY NIGHT OF THE YEAR. OF OUR EMPLOYEES WHO COME IN TO CARMEL TO TRAIN. AND TO SPEND AND INVEST THEIR PER DIEM MOTHER HERE. IT'S FOR LOCAL ECONOMY. WHICH IS WHY WE BELIEVE THIS HIGH CAPACITY URBAN ENVIRONMENT WHERE THERE IS RETAIL AND OTHER SERVICE INDUSTRIES ADJACENT TO ALLOW FOR THAT CAPTIVE AUDIENCE TO PARTIALLY DIRECTOR DOLLARS INTO THE CITY OF CARMEL IS CRITICAL TO OPTIMIZING THE INVESTMENT AND THE OPPORTUNITY FOR EMPLOYEES TO HAVE A GOOD TRAINING EXPERIENCE. AND AN ENVIRONMENT THAT ALLOWS THEM TO BE AT THEIR BEST TO OPTIMIZE THEIR LEARNING ENVIRONMENT. I WOULD LOOK AT THESE SPACES ON THE DESIGN OF THE SPACES THAT NOT ONLY DESIGNED TO BE PLEASANT ON THE EYE AND TO MEET MAXIMUM DENSITY AND USE FOR THE LAND. THERE DESIGNED TO ENSURE THAT RECORDING A TRAINING ENVIRONMENT THAT PRODUCES THE BEST OUTCOMES FOR OUR EMPLOYEES. THE BEST OUTCOMES FOR FUTURE GENERATION OF AVIATORS. IF YOU FOLLOW THE REPUBLIC STORY YOU WILL LEARN THAT WORKFORCE DEVELOPMENT AND BRINGING DIVERSITY TO THE COCKPIT TO THE AVIATION INDUSTRY, AN INDUSTRY THAT'S DECADES BEHIND SOME OF OUR OTHER PEER INDUSTRIES IS CRITICAL TO WHAT WE DO. AND TO THAT EFFORT WE HAVE PUT OUR DOLLARS TO WORK TO START HER OWN FLIGHT ACADEMY IN INDIANAPOLIS WHICH IS ONE OF THE FASTEST GROWING 5 SCHOOLS IN THE COUNTRY. WITH OVER 250 STUDENTS WHO ARE CURRENTLY GOING THROUGH THAT PROGRAM WITH AN OPPORTUNITY TO HAVE A CAREER ADVANCEMENT PATHWAY TO REPUBLIC AIRWAYS AND TO DO SO IN ONE OF THE HIGHEST TECH DRIVEN TRAINING ENVIRONMENTS TO A COMMERCIAL, REPUBLIC 121 REGULATORY STANDARD. YET AT ONE OF THE LOWEST ECONOMIC PRICE POINTS AVAILABLE IN THE COUNTRY FOR FLIGHT TRAINING. THAT'S THE SAME COMMITMENT AND DEDICATION WE WILL BRING TO THIS PROJECT IN CARMEL. IS TO CREATE A DESTINATION FOR OUR CORPORATE EMPLOYEES, OUR OPERATIONAL EMPLOYEES, OVERTURNING EMPLOYEES. MORE IMPORTANTLY WHEN I LOOK AT THE NORTH END OF THIS CAMPUS AND WORKING TOGETHER WITH THAT MAYORMAC AND TOM. WE REALLY BELIEVE THERE ARE OTHER PARTNERS IN AVIATION THAT WE WOULD LIKE TO WORK TOGETHER TO ATTRACT HERE. TO MAKE IANA A PLACE FOR IN AVIATION. IT'S NOT JUST A PLACE FOR THE SECOND REGIONAL AIRLINE TO BE THE LARGEST REGIONAL AIRLINE THE COUNTRY ONE DAY. IT BECOMES AN EPICENTER OF AVIATION TECHNOLOGY FORWARD THINKING AS WE LOOK TO GENERATE THE WORKFORCE OF THE FUTURE FOR THIS VERY IMPORTANT AND ECONOMICALLY ADVANTAGEOUS INDUSTRY FOR THE STATE FOR THE CITY. WITHOUT I WILL PAUSE AND WE WILL ENTERTAIN ANY QUESTIONS. >> HOW ABOUT A VIDEO? >> THAT'S GREAT. >> DEVELOPERS NOT GONNA LET YOU GET OUTTA HERE WITH AN ANIMATION. [LAUGHTER]. I'LL JUST SAY COUPLE OF SMALL ITEMS AS WE WORK THROUGH THIS. [MUSIC] >> PETIT NORTHBOUND 31. TRAINING INING CENTER. HEADQUARTERS DING GO AHEAD. >> GOOD VIEW OF THE HOTEL EXPANSION. YOU SEE THE GARAGE THAT COMES [02:00:04] IN AS PART OF THE SECOND PHASE. >> PANEL BE WRAPPED. >> YES. >> > NOW LOOKING THBOUND FROM THE HOTEL TRAINING CENTER ON THE EFT. MOVING G SOUTHBOUND THROUGH THE KEY Y EPICENTER OF ACTIVITY. E TOOK THE ROOF OFF ARE YOU SEEING THE 10 SIMULATOR TRAININGS. ALL THE TRAINING ROOMS. >> CITY COUNCIL WOULD BE ABLE TO TRAIN. >> AT LEAST ONE CITY COUNCILMEMBER WILL BE ALLOWED TO TRAIN IN THE SIMULATOR'S TODAY. THE OTHERS WOULD HAVE TO VISIT OUR LIFT ACADEMY FIRST EARNED THE RIGHT TO PROGRESS INTO THESE. >> THE TRAINING FACILITY IS A 3 LEVEL STRUCTURE. YOU SEE THE CONNECTIONS BETWEEN TRAINING AND TO THE HOTEL. GREAT SHOT TO THE HOTEL EXPANSION. CORPORATE HEADQUARTERS FACILITY. THEN EVERYTHING NORTH OF THAT PWOULD BE THE NEXT CORPORATE HEADQUARTERS. WE REALLY APPRECIATE YOUR TIME. AS I MENTIONED BEFORE MATT GOT UP IS IT'S EXCITING STUFF. IT'S GOING TO BE A HECKUVA DEVELOPMENT. WE APPRECIATE ALL YOUR SUPPORT. >> THANK YOU VERY MUCH FOR THE PRESENTATION. IT IS AN EXCITING PROJECT. WERE HONORED THAT YOU CHOSE A CARMEL FOR THIS PROJECT. THAT ANIMATION AVAILABLE ON YOUTUBE IF HE WANTED TO SHARE IT AS WELL? >> IT WILL BE. IN THE NOT-TOO-DISTANT FUTURE. WE WILL MAKE THAT LINK AVAILABLE TO YOU AS SOON AS IT'S AVAILABLE ONLINE. >> THAT WOULD BE FANTASTIC. 'VE A QUESTION. IS THERE ANY ENGAGEMENT REGARDING STEM GIVEN THE TECHNOLOGY INSIDE THIS BUILDING IF SO CAN YOU TELL ME ABOUT THAT? >> WE BEGAN OUR ENGAGEMENT WITH SECONDARY AD NUMBER WORKING TO PRE-SECONDARY ED AT THIS POINT IN TIME. IN 2017 WAS A PART OF OUR FIRST WORKFORCE DEVELOPMENT INVESTMENT HERE IN THE STATE OR RESTARTED OUR LIFT ACADEMY LEADERSHIP AND TRAINING ACADEMY. THE FIRST HIGHER WE MADE FOR THAT ENTITY WAS A HIGH SCHOOL GUIDANCE COUNSELOR WITH 20 YEARS EXPERIENCE IN THE STATE WORKING IN THE HIGH SCHOOL GUIDANCE COUNSELOR SYSTEM. WE HAVE EXPANDED OUR PRESENCE OF CURRICULUM, AVIATION CURRICULUM. NOW IT SOUNDS VERY IMPRESSIVE WITH A STATE BY HUNDRED PERCENT OVER THE LAST 3 YEARS. BUT, I DON'T HAVE EXACT NUMBERS BUT THAT'S LIKE TAKING IT FROM 4 PROGRAM STATE. WE ARE STILL IN THE INFANCY OF WHAT WE NEED TO DO IN REGARDS TO HOW WE GET INTO MORE SCHOOLS. WE ARE BUILDING THAT INFRASTRUCTURE. THE SECOND CAPITAL INVESTMENT WE MADE FOR LEFT WAS A MOBILE FLIGHT LAB. WE BOUGHT A BOX TRUCK WE ACTUALLY DESIGNED FOREIGN SIMULATORS. THE VIRTUAL REALITY SIMULATORS AND THEN WRAPPED WITH FLIGHT PANELS AND OTHER THINGS AVIATION REALLY ICING IF WE WANT TO EXPAND THE POPULATION TYPE AVIATION TOUCHES WE NEED TO TAKE AVIATION TO THE COMMUNITIES NOT EXPECT THE COMMUNITIES TO COME TO THE AIRPORT. IF YOU LOOK AT THE PLAN AS YOU SEE THE VIDEO IN THE FUTURE LINK. YOU WILL NOTICE THERE'S AN EAGLES NEST OVER THE SIMULATOR. RIGHT AFTER YOU COME THROUGH THE WALKWAY FROM THE HOTEL TO THE SECOND LEVEL OF THE SIMULATOR BUILDING. THAT IS SPECIFICALLY DESIGNED AS A FIELD TRIP STOP POINT FOR SCHOOLS TO COME THROUGH AND USE THIS FACILITY AS AN OPPORTUNITY TO OPEN THE DOORS TO STEM IN AVIATION. IT'S PART OF OUR ONGOING COMMITMENT AND YOU DON'T NEED TO TAKE MY WORD FOR IT YOU CAN GO LOOK AT THE MILLIONS OF DOLLARS OF CAPITAL INVESTMENT VERDICT MADE AT THE AIRPORT. ESCAPE THANK YOU, CAN YOU GIVE US AN UNDERSTANDING OF THE TIMELINE PICTURE UNDER HERE. >> SURE. THE TIMELINE ON PHASE 1 IS TO BEGIN DEMO THIS QUARTER AND WITH NEW STEEL GOING IN THE GROUND IN JANUARY. WITH THE SIMULATORS BEGINNING OCCUPANCY IN 4TH QUARTER OF NEXT YEAR. WHICH IS CRITICAL TO US MOVING FORWARD IS BEEN ABLE TO KEEP THAT TIMELINE. BECAUSE OF THE TRAINING NEEDS WE HAVE AN OPERATIONAL CERTAINTY WE NEED TO HAVE AROUND BEING ABLE TO MEET THOSE TRAINING NEEDS. WE WILL MOVE NEW SIMULATORS INTO THIS BUILDING IN Q4 OF NEXT YEAR. THEN THE SUPPORTING TRAINING HUB CLASSROOMS AND LAUNCH FACILITY WOULD BE THE END OF THE FIRST QUARTER OF 2023. >> EXTREMELY FAST-PACED. >> VERY MUCH. QUESTIONS? >> ONE OF THE SYNERGIES I'M SURE YOU'RE EXPLORING WITH PURDUE. PURDUE HAS A HUGE AUDIBLE PROGRAM WHICH I THINK OTHER THAN ASTRONAUTS ARE PROBABLY [02:05:10] AWARE OF BUT IT WILL BE GREAT TO HAVE SOME OF THAT. THE OTHER THING I HADN'T THOUGHT OF BEFORE IT WAS A NAVY FLIGHT SURGEON MOST OF MY BUDDIES WERE FARMERS WENT TO APPLY THE BIG JOBS. THE 737S. YOU GUYS HAVE TO GROW YOUR WORKFORCE. THAT EXPLAINS WHY YOU WOULD NEED 24 HOURS A DAY ACADEMY BUT IT ALSO ALLOWS YOU TO GROW A MORE DIVERSE WORKFORCE BECAUSE YOU DON'T HAVE TO RELY ON THE MILITARY TO PROVIDE YOURS. YOU COULD DO THOSE. AGAIN, I THINK PRESIDENT FINKAM'S POINT. IF YOU CAN'T SEE IT YOU CAN IMAGINE IT. SO WORKING WITH SCHOOLS IN CENTRAL INDIANA TO ENCOURAGE PEOPLE TO LOOK AT AVIATION CAREERS WHICH AS YOU KNOW IS NOT JUST PILOTS BUT MECHANICS, ENGINEERS AND THINGS LIKE THAT AS WELL WOULD BE AWESOME AS WELL. SO THANK YOU. >> THANK YOU. GREAT COMMENTS. >> COUNSELOR CAMPBELL. >> THANK YOU MADAM PRESIDENT. I LIVED NEAR THIS LOCATION AND I'M EXCITED TO SEE SOMETHING POSSIBLY COMING ONLINE AND THANK YOU FOR EXPLAINING THE TIMELINE.O ALL THE COMPONENTS NEED TO BE IN PLACE FOR YOU TO START TRAINING OR CAN YOU START TRAINING IN AN EARLIER POINT? >> SO, AS SOON AS THE SIMULATORS ARE ABLE TO OCCUPY THE BUILDING AND WE HAVE ACCESS TO THAT SOUTHERN PORTION OF THE BUILDING. WE CAN BEGIN TRAINING IN THAT FACILITY. WE NEED ACCESS TO SIMULATORS LIMITED ACCESS TO THE BREAKING ROOMS FOR THOSE EXCHANGES WHICH ARE ALL LOCATED WITHIN THE SOUTHERN FOOTPRINT OF THE TRAININ HUB. WE WOULD USE WHICH WE WILL HAVE TO USE AS WELL. NOT BUILDING THIS HOTEL, THE LODGE FOR MAX CASSIDY. WE HAVE TIMES WHERE WE ARE MORE THAN 270 FOLKS GOING THROUGH THE CENTER. WE WILL HAVE CONTRACTS WITH SPILLOVER CAPACITY AT OTHER HOTELS IN THE AREA. THOSE OF THE HOTELS WE WOULD USE THE START UP WHILE WERE WAITING FOR THE LODGE TO BE COMPLETED THEN WE WILL LOOK TO HAVE THOSE PATCHES TO ALIGN WITH OUR REGULAR OCCURRENCE TRAINING SCHEDULES. >> THANK YOU. >> GOOD NEWS FOR THE HOTELS. >> IT IS. THANK YU. >> THIS WOMAN WORRELL. >> THESE DO NOT HAPPEN VERY OFTEN THEY DON'T JUST FALL INTO OUR LAPS. I WOULD LIKE TO THANK ALL THE PEOPLE THAT WERE INVOLVED IN MAKING THIS HAPPEN. THANK YOU REPUBLIC FOR CHOOSING MATT FOR CHOOSING CARMEL WERE GRATEFUL TO YOU. I MEAN I THINK IF YOU WERE TO COMMUNITIES ABOUT THIS COUNTRY, YOU CANNOT BELIEVE THAT THERE ARE THESE KINDS OF OPPORTUNITIES AND WOULD WELCOME THEM WITH OPEN ARMS. SO, I'M A FAN, I'M A BIG SUPPORTER AND I WISH YOU WELL AS WE GO TO THE PROCESS. OBVIOUSLY WORK ON YVETTE THIS AND BE CAREFUL AND MAKE SURE WE TAUGHT ARISE ACROSS HER TASTE. THIS IS A BIG DEAL AND I WILL MAKE SURE IT DOES NOT GO UNNOTICED. JUST HOW BIG THE DEAL THIS IS. I THINK FOR CARMEL TO BE IN THIS POSITION TO EVEN ENTERTAIN IT IS AMAZING. SO THANK YOU. >> THANK YOU. >> COUNSELOR 20. >> MADAM PRESIDENT. AS THE WRAPPED GARAGE RESIDENCES GOING TO BE OFFERED TO THE COMPANY EMPLOYEES FIRST? >> WOULD YOU LIKE TO THAT? >> I WILL THAT. I THINK THAT WOULD BE EXTREMELY LOGICAL. IS THE RESPONSE. >> I WOULD AGREE WITH THAT. AND BY THE WAY THANKS FOR MIGHT NONSTOP FLIGHT THROUGH AMERICAN THROUGH REPUBLIC TO CHARLOTTE BOTH WAYS. NOBODY ELSE DID IT. I APPRECIATE THAT. >> ANY OTHER QUESTIONS FOR THE COUNCIL? MR. MERRITT WOULD LIKE TO SEE ANYTHING? >> I'D LIKE TO ECHO COUNSELOR WORRELL JUST T SAID. FIRST OF ALL I WOULD LIKE I'VE ENJOYED WORKING WITH REPUBLIC OVER MANY MONTHS NOW. INTERRUPTED BY BY PANDEMIC. MY TIME AS MAYOR THE LARGEST SINGLE MENT ANY PARTICULAR COMPANY. AND BASED ON IT'LL BE CARMEL'S LARGEST ST EMPLOYER BUT NOT BY LOT BUT IT WILL BE A ARGEST. WE WILL HAVE A VERY DIVERSE GROUP OF OMPANIES IN DIFFERENT SECTORS OF THE ECONOMY AS IT PROTECTS US IN DOWNTURNS IN ONE SECTOR MAY NOT DO WELL ANOTHER SECTOR USUALLY DOES.
