FOR THE REQUIREMENTS OF THE ACT AND ALSO THE STATE BOARD OF COUNSEL REQUIREMENTS EACH UNIT RECEIVING FUNDS UNDER THE ARP IS REQUIRED TO CREATE A PLAN WHICH SETS FORTH HOW THAT UNIT WILL USE THE GRANT FUNDS. THERE IS FOR SPECIFIED USES UNDER THE ACT THAT WE CAN USE THE GRANT FUNDS FOR. WITH THIS PLAN DOES IS SET FORTH WHAT WERE GOING TO USE THE FUNDS FOR. I THINK IT'S IMPORTANT TO HAVE A LITTLE BIT OF A DISCUSSION ABOUT THAT LINE ITEM. THE SUPPORT FOR THE ARTS HAS BEEN A PRIMARY PILLAR OF THE ECONOMIC STRATEGY FOR THE CITY OF CARMEL FOR A LONG TIME. AS LONG AS I CAN REMEMBER. AND, WE'VE GONE AHEAD AND BUILT THE ARTS AND ASSIGNED DISTRICT, THE CENTER FOR PERFORMING ARTS I PUT SOME PRETTY SERIOUS INVESTMENT INTO SUPPORT FOR THE ARTS. I THINK THE STRATEGY HAS GIVEN US THE LUXURY OF A BUDGET THAT NOW IS BEFORE US THAT ALLOWS US TO PROVIDE A HIGH LEVEL OF SERVICES, YET AT THE SAME TIME KEEPING OUR RESIDENTIAL PROPERTY TAXES LOW. THAT TO ME IS A VERY STRONG INDICATOR AND AS I'VE ALWAYS SAID I WOULD USE DATA AND FACTS TO MAKE DECISIONS AND TRY NOT TO LET EMOTION GET IN THE WAY. FOR 20 YEARS I HAVE PERSONALLY WITNESSD THESE INVESTMENTS PAY OFF OVER AND OVER AGAIN. AS WE ALL HEARD AT OUR LAST MEETING, REPUBLIC WITH A $200 MILLION ECONOMIC IMPACT TO OUR COMMUNITY ANNOUNCES THEIR COMING TO CARMEL AND THEY REFERENCE THE LIFE, THE QUALITY OF LIFE THEY REFERENCE, NOT ONLY THEIR EMPLOYERS WILL EXPERIENCE LIVING IN CARMEL BUT ALSO THAT MANY, MANY VISITORS AND PEOPLE GETTING TRAINED WHAT EXPERIENCE. I LOOK AT THE SPANDING ON THE ARTS AS AN INVESTMENT. I KNOW THAT I AM PROBABLY IN THE MINORITY ON THAT. I ACKNOWLEDGE THAT. THE PEOPLE THAT WOULD BE HARMED THE MOST BY LAST YEAR'S BUDGET FOR CITY EMPLOYEES. SO, NUMBER ONE THEY WOULD GET A RAISE. THEY ARE INVESTING IN FORCE MULTIPLIERS THAT ARE HELPING AND MAKING THINGS MORE EFFICIENT. AND I'VE BEEN CONCERNED ABOUT INVESTING MORE THE LAST COUPLE OF YEARS IN SIDEWALKS, MULTI-PARENTS, INFRASTRUCTURE. THIS DOES FREE COUNSELOR RIDER'S MOTION. IN LOOKING AT TOTAL ARTS SPENDING AND IT DOESN'T INCLUDE [01:50:04] THE BONES THAT SUPPORT THE CENTER FOR THE PERFORMING ARTS. HE SPENT APPROXIMATELY 5 PERCENT OF HER GENERAL FUND BUDGET ON THE ARTS EXCLUDING THE GRANTS. FOR THOSE WHO ARE WONDERING IF OUR COUNCIL SUPPORTS THE ARTS YOU HEARD EVERY SINGLE MEMBER ON THIS DAY US AND MYSELF VERBALLY SUPPORT THE ARTS AND WERE GOING TO PROVE IT HERE WITH A RECORD VOTE FOR THIS FUNDING. AND, TO PUT IT IN ANOTHER TERM TO WHAT COUNSELOR AASEN SAID. WE BOUGHT A LOT OF TWINING IN EQUITY TO MORE TWINE GOING FORWARD. THIS DOESN'T APPROVE THE $5 MILLION IN SCULPTURES PREPARED FOR THE TIF BOND FOR 96TH STREET SO THAT'S A BIG TRENCH OF DOLLARS. THIS IS NOT A NO. THIS IS A NOT NOW, MAYBE LATER PROVIDE US WITH MORE INFORMATION. I THINK ALL OF US ARE INTERESTED IN SUPPORTING SEVERAL OF THE THINGS THAT JEFF WORRELL ADVOCATED FOR PASSIONATELY. WHETHER IT BE FOR THE ARTS IN EVENTS OR EVENTS IN THE DISTRICT. I COULD GET THAT OUT. A PREVIOUS COUNCIL APPROVED THE SPORT FOR ARTS APPROVAL.I'M HEARING FROM SEVERAL OF HER COUNSELORS TO WANT TO REVISIT THAT. I THINK IT'S HEALTHY AND SOMETHING WE CONTINUE AFTER THE BUDGET.
