[11. OTHER REPORTS]
THE CHAIR. WE HAVE 11.CARMEL REDEVELOPMENT COMM COMMISSION, MONTHLY MEETING.
>> GOOD EVENING, COUNCIL. AND HAPPY NEW YEAR.
I WILL JUST QUICKLY GO THROUGH THE ACTIVITIES OF THE REDEVELOPMENT COMMISSION FOR THE LAST MONTH.
FINISH THE YEAR WITH A LITTLE OVER $6 MILLION OF UNRESTRICTED FUNDS AND $13 MILLION -- $13.5 MILLION OF ALL FUNDS INCLUDING THE DEPOSIT ACCOUNT. HOLLAND IS ALMOST FINISHED AND I BELIEVE THIS IS NOT A CRC PROJECT, A TOWNSHIP PROJECT AND THEY ARE STARTING THEIR MONON IN CITY CENTER ANY MOMENT NOW. PROSENIUM CONTINUES THE LAST MULTIFAMILY UNITS. IF YOU HAVE BEEN BY THE FIRE STATION, YOU HAVE PROBABLY SEEN FIRST TOWN HOME BUILDING AS PART OF THE MILAGE PROJECT UNDER CONSTRUCTION NOW.
FIRST ON MAIN HAS STARTED DEMO AND THEY WILL BE PUTTING -- STARTING ON THE INTERIOR GARAGE SHORTLY.
MAGNOLIA IS FENCED, AND THEY HAVE STARTED CONSTRUCTION ON THE FIRST CONDO UNITS ON THAT PROJECT.
THE CORNER HAS STARTED CONSTRUCTION AS WELL.
YOU PROBABLY SEEN THEM PUTTING IN THE PIERS FOR THE GARAGE IN THE CENTER OF THE PROJECT. SIGNATURE STARTED CONSTRUCTION AS WELL. A BUSY TIME.
AND FINALLY IF YOU HAVE BEEN BY THE SITE OF THE NEW CITY SQUARE PARKING GARAGE, CONSTRUCTION BEGINS THIS WEEK.
THEY WILL BE DOING SITE WORK AND SEVERAL MEETINGS WITH ALL THE NEIGHBORS THERE THAT ARE ALREADY PARKING ACROSS THE STREET IN THE NEWLY PROVIDED PARKING LOT.
TEMPORARY PARKING LOT. THAT WILL BE AN EXCITING AND VERY QUICK PROJECT TO WATCH. AND FINALLY, CONSTRUCTION SITE WORK IS ONGOING ON THE FIRST PART OF THE HAMILTON CROSSING NEW PUB PUBLIC HEADQUARTERS. WITH THAT I WILL BE HAPPY TO
ANSWER ANY QUESTIONS. >> KEVIN RIDER: COUNCIL, ANY QUESTIONS? HEARING AND SEEING NONE, THANK
>> ANYBODY WITH THE CARMEL HISTORIC PRESERVATION
COMMISSION. >> WELL, ON A SLIGHTLY SMALLER SCALE -- -- FIRST OF ALL, I WANT TO SORT OF REINTRODUCE MYSELF.
I AM MARK DELOSI. I WORK FOR INDIANA LANDMARKS BUT WE HAVE A CONTRACTUAL AGREEMENT WITH THE CITY OF CARMEL TO STAFF THE HISTORIC PRESERVATION COMMISSION.
SOME OF YOU MAY HAVE SEEN ME BEFORE BUT A COUPLE OF YOU ARE NEWER AND MY COLLEAGUE JOSH BIGGS HAS BEEN REPORTING YOU ALL AND HE JOINED THE GREAT RESIGNATION AND MOVED ON, SO I AM FILLING THE SHOES OF BOTH OF US NOW.
SO AT LEAST FOR THE TIME BEING. JUST TWO THINGS I AM GOING TO HIGHLIGHT OFF OF OUR REPORT THAT I THOUGHT WERE KIND OF EXCITING. ONE IS THAT BECAUSE THE HISTORIC PRESERVATION COMMISSION THROUGH THE NATIONAL PARK SERVICE IS A CERTIFIED LOCAL GOVERNMENT.
ON BEHALF OF THE CITY OF CA CARMEL, THAT MEANS NOW ANY TIME SOMEBODY SUBMITS A PROPERTY TO BE LISTED IN THE NATIONAL REGISTER OF HISTORIC PLACES WITHIN CITY LIMITS INSTEAD OF GOING DIRECTLY TO THE STATE, IT FIRST GOES TO THE CITY'S HISTORIC PRESERVATION COMMISSION TO REVIEW.
SO WE HAD OUR FIRST APPLICATION SINCE C LG STATUS HAPPENED TO
[00:10:01]
COME IN NOVEMBER. THE COMMISSION THEN -- I PROVIDED SORT OF AN EXPLANATION OF THE PROCESS.GAVE THEM THE APPLICATION TO REVIEW.
AND IN DECEMBER, THEN WE HAD THE DISCUSSION ON IT.
IT IS A CIRCA 1846 FARMSTEAD THAT IS OWNED BY A LADY NAMED BY ZELMA TAYLOR ON HAVERSTICK ROAD.
CONSISTS OF A HOUSE, A BARN, AND ANOTHER OUTBUILDING.
SO THEY DID THEIR HOMEWORK AND BECAME PREPARED TO DISCUSS IT IN DECEMBER AND APPROVE THE NOMINATION FOR STATE AND NATIONAL REGISTER LISTING WHICH WE WILL NOW PASS IT THROUGH THE PROCESS OF GOING TO THE STATE DEPARTMENT OF NATURAL RESOURCES AND THE NATIONAL PARK SERVICE. THAT IS THE FIRST ONE TO EVER DO, AND IT WAS KIND OF EXC EXCITING.
THE OTHER THING IS JUST A REPORT.
YOU ALL ARE FAMILIAR HAVING REVIEWED THIS WITH THE CO COURTYARDS OF CARMEL AT 136TH AND SKISTONE OR SMOKEY ROW AND KEYSTONE, THAT 59-ACRE TRACT. THE TWO-ACRE PARCEL WITH THE HISTORIC HOUSE ON IT WHICH WE HAVE BEEN TALKING ABOUT IT FOR SIX YEARS. WE JUST SIGNED THE DONATION AGREEMENT OF THAT PROPERTY " "WE"MEANING THE ORGANIZATION THINK THAT WORK FOR. FCON WHO IS DONATING THE SITE AND THE PROPERTY. WE WILL THEN GO IN AND REHAB THE HOUSE AND MARKET IT FOR RESALE.
SO THAT IS -- THAT IS COMING ALONG.
SO WITH THOSE TWO PROJECTS HIGHLIGHTED, I WILL STEP BACK.
UNLESS THERE ARE ANY QUESTIONS. >> KEVIN RIDER: ANY QUESTIONS? COUNCIL? SEEING NONE, THANK YOU VERY MUCH. COUNSELOR FINKAM.
>> SUE FINKAM: SORRY, A BIT OF A DELAY.
MARK, THANK YOU ON THE UPDATE ON 136TH AND KEYSTONE.
SMOKEY AND KEYSTONE. ONE OF THE YEARS IN THE PAST WE TALKED ABOUT IT FOUR YEARS AGO OR WHATEVER, YOU HAD IDENTIFIED A FAMILY WHO WAS INTERESTED IN BUYING IT FOR YOU AND KIND OF WORKING IN TANDEM WITH THEM. AND THAT DIDN'T GO FORWARD FOR VARIOUS REASONS. DO YOU HAVE ANYONE OF -- THAT ARE INTERESTED AT THIS POINT NOW OR NOT YET?
>> YOU KNOW WE HAD SEVERAL PEOPLE EXPRESS INTEREST THROUGH THE YEARS. I THINK THAT BETWEEN OLD TOWN'S INTEREST AND EPCON'S INTEREST, THAT SORT OF BOTTOMED OUT AND PEOPLE AREN'T EXACTLY SURE WHERE IT STANDS TODAY.
SO I THINK ONCE WE START TO GET THE WORD OUT THAT THE AGREEMENT HAS BEEN SIGNED AND THE PROPERTY CLOSES AND COMES TO US, THEN WE WILL CERTAINLY PROMOTE IT.
THE SOONER WE CAN MOVE IT ON INTO SOMEBODY'S HANDS, WILL FULLY RESTORE IT ALL THE BETTER AND IN TALKING WITH OUR LEADERSHIP, IT WAS LIKE -- THIS IS TWO ACRES WITHIN FIVE MINUTES OF CARMEL HIGH SCHOOL WITH A BEAUTIFUL UNIQUE HISTORIC STRUCTURE ON IT. WHY WOULD THERE NOT BE A MARKET OUT THERE FOR -- BECAUSE MOST PEOPLE ARE, YOU KNOW, LOOKING OR SHOPPING FOR NEWER PROPERTY, BUT A SLICE OF MARKET THAT WOULD LOVE TO GET SOMETHING LIKE THIS.
SO WE WILL SEE. FINGERS CROSSED.
>> SUE FINKAM: WELL, SEVERAL THAT LIVE ON THE EAST SIDE AND HAVE A PASSION FOR HISTORIC PRESERVATION.
IF YOU CAN GIVE US THE INFORMATION, I AM SURE WE CAN USE ALL OF OUR CHANNELS TO GET THE WORD OUT.
>> THANK YOU. I APPRECIATE THAT HELP.
>> KEVIN RIDER: ANY OTHER QUESTIONS OR COMMENTS? THANK YOU, SIR. ALL RIGHT, NEXT.
