[3. INVOCATION]
THE HONOR OF HAVING CANTOR MELISSA COHEN. JUST WALK UP TO THE MICROPHONE OVER THERE.IT'S ONLY TURN ON FOR YOU. THANK YOU VERY MUCH. >>> THANK YOU FOR HAVING G ME IN 1790 OUR FIRST PRESIDENT GEORGE WASHINGTON ALONG WITH A GROUP OF OTHER FOUNDING FATHERS VISITED NEWPORT RHODE ISLAND. THEY WERE GREETED BY NEWPORT'S LEADING CITIZENS AND REPRESENTATIVES FROM MANY RELIGIOUS DENOMINATIONS PRESENT AT THE CITY OF THE TYPING MOST OF THEM SAY HOUSE WHICH WAS TO READ AND REPORT WAS WHICH IN WASHINGTON TO WHITE IN WASHINGTON AS A LEADER IN THE NEWLY ESTABLISHED DEMOCRATIC GOVERNMENT. HE WROTE, DEPRIVED AS WE HEAR 24 HAVE BEEN OF THE INVALUABLE RIGHTS OF FREE CITIZENS. WE NOW BEHOLD A GOVERNMENT ERECTED BY THE MAJESTY OF THE PEOPLE. A GOVERNMENT WHICH TO BIGOTRY GIVES NO SANCTION APPEARED TO PERSECUTION, NO ASSISTANCE BUT GENEROUSLY AFFORDING TO ALL LIBERTY OF CONSCIENCE AND IMMUNITIES OF CITIZENSHIP DEEMING EVERYONE OF WHATEVER NATION TONGUE OR LANGUAGE EQUAL PARTS OF THE GREAT GOVERNMENTAL MACHINE. FOLLOWING THIS VISIT THE JEWISH COMMUNITY OF NEWPORT RECEIVED MORE THAN A SIMPLE COURTESY LETTER OF GRATITUDE FROM PRESIDENT WASHINGTON. THE 340 CAREFULLY WORDED LETTER WOULD BECOME A HISTORICAL DOCUMENT. I WOULD DEFINE THE ROLE OF THE FEDERAL GOVERNMENT IN MATTERS OF CONSCIOUS.
WASHINGTON'S LETTER REASSURES THOSE WHEN FLED RELIGIOUS HERE MANY THAT LIFE IN THEIR NEW NATION WOULD BE DIFFERENT. AFFORDING THEM RELIGIOUS LIBERTY AND THE GOVERNMENT WOULD NOT INTERFERE WITH INDIVIDUALS IN MATTER OF CONSCIENCE AND BELIEF.
WASHINGTON ECHOED, SAY HOUSES AFFIRMED IN THE GOVERNMENT UNITED STATES GIVES TO BIGOTRY, NO SECTION TO PERSECUTION, NO ASSISTANCE REQUIRES ONLY THAT THEY WHO LIVED UNDER ITS PROTECTION THIS HAD DEMEANED THEMSELVES AS GOOD CITIZENS AND GIVING IT ON ALL OCCASIONS THEIR EFFECTUAL SUPPORT. MT. WASHINGTON'S LETTER CARRIES WITH IT UNIQUE SIGNIFICANCE IN AMERICAN JEWISH HISTORY. IN MANY WAYS THIS SERVES AS A TREASURED REMINDER FOR THE ENTIRE NATION THAT THE USE UNITED STATES HAVE ALWAYS BEEN A BEACON OF HOPE TO OPPRESSED PEOPLES EVERYWHERE. MT. WASHINGTON DIDN'T KNOW IT THEN THE IMPACT AND INFLUENCE HIS WORDS WOULD HAVE IT GIVES US AN UNDERSTANDING OF THE VALUES OF OUR FOUNDING FATHERS AND THE TENETS OF AMERICAN DEMOCRACY. THE SEPARATION OF CHURCH AND STATE AND THE RECOGNITION AND EMBRACING OF DIVERSITY. ONE OF OUR COUNTRY'S GREATEST ASSETS. IN 1798 TOTALLY REVOLUTIONARY VALUE INDEED. THAT WE ARE ASSEMBLED HERE TODAY 232 YEARS LATER STILL GROUNDED ON THE FIRM FOUNDATIONS AND VALUES LAID BY OUR ESTEEMED FOUNDERS IS A TESTAMENT TO THEIR LEGACY AND CERTAINLY A TESTAMENT TO OUR FAITH IN THE EVERLASTING VALUES THAT DEMOCRACY BRINGS.
IN BLESSING THIS ESTEEMED ASSEMBLY WILL DATE WHICH WE HONOR OUR FOUNDING FATHERS. I WILL OFFER THE SAME PROPHETIC WORDS THAT PRESIDENT GEORGE WASHINGTON CHOSE TO QUOTE FROM IKER, CHAPTER 4 TO CLOSE HIS LETTER TO THE HEBREW CONGREGATION OF NEWPORT RHODE ISLAND. IN 1790. MAYBE I'LL DWELL IN SAFETY UNDER OUR OWN VINE AND FIG TREES AND MAY NO
ONE MAKE US AFRAID. AMEN. >> THANK YOU. PLEASE RISE FOR THE PLEDGE OF ALLEGIANCE.

WE HAD A DATE AND TIME. WE'LL HAVE TO WORK ON THAT A LITTLE BIT MORE.>> THANK YOU VERY MUCH. >> OTHER REPORTS? ETHICS, MR. OBERLANDER?
>> GOOD EVENING COUNSELORS. JOHN OBERLANDER COMMISSION COUNSELOR. I'M HAPPY TO GIVE THE REPORT FOR THE ETHICS BOARD FOR 2022. I'M HAPPY TO REPORT NO ETHICS COMPLAINTS WERE FILED WITH THE BOARD IN 2021. IN ACCORDANCE WITH CITY CODE SECTION 2 184. MY OFFICE MAILED OUT THE STATEMENT OF ECONOMIC INTEREST FOR 2020 IN EARLY MARCH TO ALL FULL-TIME, PART-TIME AND SEASONAL EMPLOYEES AS WELL AS ELECTED OFFICIALS EXCEPT FOR THE JOHN SHE WAS SUBJECT TO JUDICIAL CODE OF ETHICS NOT THE CITY'S CODE. MEMBERS OF BOARDS AND COMMISSIONS AS WELL. WE RECEIVED HUNDRED 88 RESPONSES. TO THE SEI. AND SOMETHING TO KEEP IN MIND IS THE ONLY HAVE TO SEND A RESPONSE IF YOU HAVE SOMETHING TO DECLARE. NOT EVERYBODY HAS TO RESPOND ONLY POSSIBLE CONFLICT OF INTEREST YOU NEED TO DISCLOSE.
RECURRENTLY PREPARING THE SEI'S FOR THIS YEAR FOR 2021. ALSO BE SENT OUT WITH THE NEXT COUPLE WEEKS. THOSE RESPONSES ARE DUE BACK FOR CITY CODE BY MARCH 31 OF THIS YEAR. YOU'LL BE SEEING THOSE SOON. JUST SOMETHING ALSO TO KEEP IN MIND. IF YOU HAVE TO FILL OUT AND SEI, CHANCES ARE THERE'S A POSSIBILITY YOU WILL HAVE TO FILL OUT A STATE CONFLICT OF INTEREST FORM TOO. SEI IS JUST FOR THE CITIES ETHICS REQUIREMENT. IT'S POSSIBLE YOU KNOW THERE'S A STATE REQUIREMENT AS WELL. IF YOU HAVE ANY QUESTIONS YOU CAN CONTACT MY OFFICE. WE WILL BE HAPPY TO ASSIST YOU. THAT'S ALL I HAVE. ANY QUESTIONS?
>> ANY QUESTIONS? THANK YOU VERY MUCH. >> UPDATE ON THE ACTIVE TRANSPORTATION SYSTEM COORDINATOR, DAVID LITTLEJOHN ON CITY BIKE SHARE PROGRAM.
>> ALL RIGHT. AGAIN MY NAME IS DAVID LITTLEJOHN ON THE TRANSPORTATION SYSTEMS A MINISTRATION FOR THE CITY. I WAS ASKED TO GIVE A PRESENTATION ON THE CITY'S BIKE SHARE PROGRAM. SO I'M HERE TO DO THAT. I'M HAPPY TO ANSWER ANY OTHER QUESTIONS YOU MAY HAVE. AS I'M GIVING THE PRESENTATION YOU CAN FEEL FREE TO JUMP IN OR IF THERE'S A SLIDE AT THE END THAT SAYS QUESTIONS. WE COULD DO THAT THERE TOO. FOR ME IT STARTED I JUST WANT TO EXPLAIN A LITTLE BIT OVERVIEW OF WHAT MY SHARE PROGRAM REALLY IS. JUST BASICALLY IN THIS WHERE THERE ARE BIKES AVAILABLE FOR PEOPLE TO CHECK OUT MENUS AND THEN CHECK BACK IN FOR OTHER PEOPLE TO USE. MODERN BIKE SHARE PROGRAMS HAVE BEEN AROUND FOR 20 SOME YEARS. THERE IS OLDER MODELS OF BIKE SHARE THAT DIDN'T REALLY FUNCTION WELL ENOUGH TO CONTINUE. A MODERN BIKE SHARE IS BASICALLY YOU HAVE BIKES AT STATIONS WHERE THERE'S A KIOSK AND WE WOULD CHECK IT OUT WITH THE MEMBERSHIP CARD OR USING YOUR CREDIT CARD AND GET A PENPALS OR SOMETHING LIKE THAT ON. THOSE ARE KIND OF THE OLDER MODEL NOW. YOU SEE MORE OF THE HYBRID THING OF WHAT WE HAVE HERE IN CARMEL. WHERE THERE'S
[00:10:06]
NO KIOSK NECESSARILY NEEDED FOR BIKES TO BE CHECKED OUT. PEOPLE USE AN APP ON THEIR PHONE TO CHECK OUT BIKES DIRECTLY. THE APP THEN TRACKS THEM USING THE BIKE THEN THEY RETURN IT TO MAKE SURE THAT THE BIKE WAS APPROPRIATELY LOCKED UP AGAIN. THEN THERE'S ANOTHER TYPE OF BIKE SHARE PROGRAM WHERE IT'S CALLED, DOUGLAS PROGRAM OUR DOCK LIST STATION PROGRAM. WHERE THE BANKS THEMSELVES HAVE ALL OF THE EQUIPMENT ON THEM TO LOCK UP TO THEMSELVES AND STATIONS AREN'T NECESSARILY NEEDED. SOME HAVE GEO-FENCE AREAS WHERE THEY ENCOURAGE PEOPLE TO PARK THEIR BIKES. AND THEN THEY ALSO ENCOURAGE THEM TO PARK THEM APPROPRIATELY SO THEY'RE NOT BLOCKING SIDEWALKS OR ANYTHING LIKE THAT. BUT, ON THE SLIDE YOU CAN SEE THE BONE ON. WE DO ABOUT STATION BASED PROGRAM USING AN APP. IT'S APT BASED.SO WHEN WE STARTED LOOKING AT THIS IT WAS PROBABLY ABOUT 10 YEARS AGO. WHAT WE COULD DO TO START A BERKSHIRE POGROM FOR THE CITY OF CARMEL. THAT WAS BACK WHEN THE KIOSK MODEL WAS MORE PREVALENT. THOSE STATIONS ARE A LOT MORE EXPENSIVE BECAUSE YOU HAVE TO HAVE ELECTRICITY CONNECTIONS. THE TECHNOLOGY THAT'S ASSOCIATED WITH THEM. AT THAT TIME THE INDIANAPOLIS PACER SHARE PROGRAM HAD LAUNCHED IN 2014. AND WE STARTED TALKING TO THEM DISABLE WE COULD DO TO MAY BE EITHER EXTEND THEIR PROGRAM OUT TO CARMEL OR HAVE A SISTER PROGRAM WHERE WE COULD MAYBE WORK TOGETHER ON THAT. UNFORTUNATELY THAT DIDN'T PAN OUT. WE STARTED LOOKING INTO WHAT IT WOULD TAKE TO HAVE A CARMEL INDEPENDENT PROGRAM AND ULTIMATELY WE DECIDED WE NEEDED SOMETHING FOR OUR COMMUNITY THAT WOULD BE MORE OF A TURNKEY PROGRAM. WE HAVE A SERVICE AGREEMENT SO THAT THE COMPANY PROVIDES THE BIKES, THE EQUIPMENT AND THEN DOES THE MAINTENANCE AND THINGS LIKE THAT. WE CONTRACTED WITH A NEW COMPANY OR A NEWER COMPANY CALLED ZHANG STIRR. THEY FIT THE NEEDS WE WERE LOOKING FOR.
THEY PROVIDED THE BIKES, THE STATION EQUIPMENT, THE SMART TECHNOLOGY ON THE BIKES. THE APP SOFTWARE FOR PEOPLE TO USE ON THEIR PHONES. THE WEBPAGE, BIKE MAINTENANCE AND REBALANCING WITH A LOCAL MECHANIC. REBALANCING JUST SO YOU KNOW IS IF ONE STATE SHE GETS TOTALLY FULL AND IS OVERFLOWING THEN THERE'S OTHER STATIONS THAT PROBABLY NEED BIKES AND WHEN PEOPLE GET TO THE STATIONS THERE'S NO PLACE TO PARK YOUR BIKE. WE WANT TO MAKE SURE ALL THE STATIONS HAVE BIKES AT THEM AND PLACES TO PARK THEM. THAT'S A REALLY IMPORTANT PART OF BIKE SHARE. ANOTHER THING IS A 24/7 CUSTOMER SERVICE. WHICH IS ASKED ARE ALSO OFFERED. IN 2015, APRIL 2015 WE LAUNCHED OUR FIRST PILOT PROGRAM OF THE BIKE SHARE PROGRAM WITH 2 STATIONS AT CITY CENTER AND ONE OF MONT ON AND MEAN. BRAINARD BIKES AND 6 ADULT TRACKS OF THE TIME. LIKE I SAID THAT WAS A PILOT PROGRAM. FROM THERE WE SAW GROWTH IN THE PROGRAM. FROM 2015 TO 2020. WHERE GREW TO PRETTY MUCH CONSTANTLY HAVING ABOUT 12 STATIONS. THERE WERE DIFFERENT PARTNERS THROUGHOUT ITS EXISTENCE. AND, 9 DIFFERENT SPONSORS OR PARTNERS. THERE WERE 8200 BIKES IN THE PROGRAM. THAT VARIED BECAUSE YOU HAD OLD BIKES FILTERING OUT A NEW BIKES FILTERING IN AND THEN THE NUMBER OF BANKS THAT A SPONSOR WOULD PROVIDE. IT COULD FLUCTUATE A LITTLE BIT. WE TYPICALLY HAD SOMEWHERE IN THAT ZONE OF ABOUT HUNDRED. THE SPONSORS VARIED BUT, WE HAD PARTNERS LIKE CLAY TOWNSHIP, CARMEL CLAY PARKS AND RECREATION, ALLEGIANT, HEADQUARTERS, THE MARKET DISTRICT, VILLAGE OF WESLEY HAD A STATION. CLAY TERRACE WAS A GOOD STATION. HAMILTON COUNTY TOURISM IS A GOOD PARTNER FOR US. CARS, HEADQUARTERS PUT IN A STATION AND OPENED ON MARCH 2020. IN MARCH 2020 IS WHEN WE HAD TO SHUT DOWN, WE DID HAVE TO COME UP WITH THAT IT WAS IN THE BEST INTEREST OF PUBLIC HEALTH TO SHUT DOWN OUR STATION BECAUSE WE STILL THOUGHT TOUCHING THINGS WAS A WAY THAT THE VIRUS WAS GETTING SPREAD.
WE WERE THE ONLY ONES THAT DID THAT. BASICALLY ALL OF ZACH STIRR'S PROGRAMS SHUT DOWN DUE TO THE PANDEMIC. THAT ON TOP OF MAYBE SOME OTHER THINGS LED TO THEM IN 2020 SENDING US A NOTICE OF TERMINATION FROM JUST THEIR BUSINESS. AT THAT TIME WE MUTELY STARTED LOOKING INTO WHAT IT WOULD TAKE TO CONTINUE OFFERING THIS AS AN AMENITY TO THE COMMUNITY. WE REACHED OUT TO A LOT OF DIFFERENT COMPANIES THAT HAVE A LOT OF DIFFERENT MODELS FOR HOW TO RUN A BIKE SHARE PROGRAM. WE ENDED UP SIGNING A SERVICE AGREEMENT WITH TANDEM MOBILITY. THEY WERE CAPABLE OF HAVING A STATION BASED TURNKEY PROGRAM. VERY SIMILAR TO THE WAY ZACKS
[00:15:04]
ERRS WAS RUNNING. THEY KNEW THE IN AND OUT OF RUNNING A BIKE SHARE PROGRAM LIKE THAT.THEY USE THE MOVE ATTIC OUT. THEY CONTRACT THAT OUT SO THEY'RE NOT DOING THE APP WORK OR ANYTHING LIKE THAT. THE LIKE THE MOVE ATTIC COMPANY TO FOCUS ON THAT. THAT EXPERIENCE HAS BEEN BETTER FOR OUR CUSTOMERS THAN WITH HIS EXTRA PROGRAM BEFORE. AFTER THIS INHERENT SO THE FINANCIALS ON THE PROGRAM ARE SIMILAR TO THE WAY I WORK ZACH STIRR PROGRAM WAS. BASICALLY IT'S $150 PER BIKE WHICH IS $1800 PER YEAR PER BAG. AS YOU SAW IN THE BUDGET IT'S A $90,000 SERVICE AGREEMENT. FOR THE YEAR. THERE IS SOME REVENUE WE GET FROM THE PROGRAM FROM ITS USAGE. THERE'S DIFFERENT TYPES OF MEMBERSHIPS. THERE'S ANNUAL, MONTHLY AND A PAY-AS-YOU-GO MEMBERSHIP. MIGHT BE TOUGH TO SEE UP THERE.
THE ANNUAL MEMBERSHIP IS $30. WITH THAT YOU GET YOUR FIRST HOUR FREE THEN IT'S A DOLLAR 50 FOR EVERY HALF HOUR AFTER THAT. I THINK MEMBERSHIP IS $15 PER MONTH. AND THEN YOU GET YOUR FIRST HOUR FOR FREE AND IT'S DOLLAR 50 PER HALF HOUR AFTER THAT. THEN PAY-AS-YOU-GO IT'S SIMPLE. YOU GET YOUR MEMBERSHIP AND YOU PAY A DOLLAR 50 PER HALF-HOUR. THEN LAST YEAR, WE COLLECTED $11,746 IN REVENUE. TO KIND OF OFFSET THAT COST FROM OUR SERVICE AGREEMENT. WHEN WE SIGNED THE SERVICE AGREEMENT WITH THEM WE WERE ABLE TO LAUNCH OUR PROGRAM WITH NEW STATIONS. BASICALLY FAMILIAR STATION FROM HIS EXTRA PROGRAM WITH THE ADDITION OF MIDTOWN. MIDTOWN WAS FULLY UNDER CONSTRUCTION BEFORE THIS TAG STIRR PROGRAM WAS ABLE TO PUT A NEW STATION IN THERE. WE HAD A STATION AT MONT ON AND MAINE. CITY CENTER AND RANGE LINE IN FRONT OF MACK AND MILLER. THERE'S A STATION IN CITY CENTER BUT IT'S TEMPORARY CLOSE WHILE THE AREAS BE RECONSTRUCTED. THERE'S ONE HERE AT CITY HALL AND CENTRAL PARK. THERE IS ALWAYS OPPORTUNITY TO EXPAND THE PROGRAM WITH SOME OF OUR PREVIOUS PARTNERS AND SPONSORS. THERE ARE NEW DISTRICTS THAT PROVIDE GOOD LOCATIONS FOR ADDITIONAL STATIONS BE LOCATED. WHEN THE LIBRARY WAS COMING THROUGH FOR THE RECONSTRUCTION PROJECT WE TALKED TO THEM ABOUT HAVING A STATION AND THEY HAVE A LOCATION WHERE COULD BE LOCATED IN THE FUTURE AT SOME POINT. SO, JUST TO GET INTO THE NUMBERS FOR RIDERSHIP.
LAST YEAR WE SAW ABOUT 4200 TRIPS WHICH SINCE WE LAUNCHED IN MAY SIXTH OF 2020 OR SINCE WE LAUNCHED MAY 6 OF LAST YEAR. THAT'S ABOUT 8 MONTHS WORTH OF TRIPS. WE EXPECT TO SEE THAT NUMBER BE HIGHER FOR NEXT YEAR. BEING USED HOPEFULLY. THEN THERE WERE 4409 HOURS WRITTEN.
IF YOU DO THE MATH AND DIVIDE THE HOURS OF THE NUMBER TRIPS EQUALS OUT TO BE LITTLE BIT OVER AN HOUR FOR THE AVERAGE RIDE. BUT, IF YOU TAKE THE MEDIAN RIGHT IT'S ABOUT 45, ABOUT A 45 MINUTE RIDE. THE CHECKS OUT WITH THE PREVIOUS PROGRAM AND SIMILAR PROGRAMS THROUGHOUT THE NATION. THE, IF YOU JUST OVER AN HOUR AVERAGE CHARGE PER RIDE WAS ABOUT $4.05. WE DO HAVE 17 ANNUAL MEMBERS RIGHT NOW. THE REST OF THEM ARE ALL PAY-AS-YOU-GO. WE HAVE HAD MONTHLY MEMBERS. LAST YEAR WE DID. THOSE MONTHLY MEMBERSHIPS HAVE EXPIRED. WE WILL HOPEFULLY BE ABLE TO GROW THOSE ANNUAL MEMBERSHIPS. THE MOST POPULAR TIME FOR PEOPLE TO RIDE WILL BE OVER THE WEEKENDS OBVIOUSLY. A GOOD WEEKEND YOU WILL SEE SOMEWHERE BETWEEN 100 TO 200 AND WHICH IS REALLY GREAT. THEN MONDAY FOR SOME REASON I THINK MAYBE THOSE ARE SOME OF THE HOLIDAYS. THEY SEE A LITTLE HIGHER RENTS IN THE OTHERS AND FRIDAY FOR MAY BE SOME LONG WEEKENDS. WEDNESDAY IS DEFINITELY THE SLOWEST DAY FOR BERKSHIRE PROGRAM. THESE ARE ALL INDICATORS THAT MOST PEOPLE ARE WRITING OUR PROGRAM OR USING OUR BERKSHIRE PROGRAM FOR RECREATION BRIDES. THEY ARE ON THE WEEKENDS THEY AREN'T NECESSARILY DURING BUSINESS HOURS OR ANYTHING LIKE THAT. LIKE THAT. I WILL EXPLAIN THESE LITTLE BIT. ON THE LEFT YOU'VE GOT USERS BY NUMBER OF RIDES. IT'S PRETTY STRAIGHTFORWARD IF YOU'VE READ IT ONCE THE NUMBERS SHOULD BE EXACTLY THE SAME AS NUMBER OF WRITERS. THERE'S 800 WRITERS THAT ROAD ONE TIME. ABOUT 700 OR SO PEOPLE WHO'VE WRITTEN 2 TIMES. THEN AS YOU CAN SEE DROPS ALL PRETTY MUCH AFTER 2 ON THE RIGHT WE'VE GONE THE NUMBER OF LINES THAT WERE GENERATED BY THOSE PEOPLE WHO HAD SPECIFIC RIGHTS. PEOPLE WHO WROTE ONCE GENERATED 800
[00:20:07]
RIGHTS. BECAUSE THERE WERE 800 OF THOSE FOLKS. NUMBER FOR PEOPLE WHO GENERATED OR ROAD TWICE GENERATES OVER A THOUSAND RIGHTS. WE WANT TO SEE MORE PEOPLE WRITING MORE FREQUENTLY BECAUSE THEY WILL BE GENERATING MORE RIGHTS. AN ANNUAL MEMBERSHIP PEOPLE TEND TO WRITE MORE OFTEN THAN JUST A SINGLE PAY-AS-YOU-GO. WE'VE GOT A LITTLE SPIKE OF RIDES GENERATED FROM THE 6 ? 10. ANTICIPATE TO SEE THAT BUILD UP TO THE HIGHER NUMBER OF RIDES AND HOPEFULLY WE CAN GET MORE PEOPLE TO USE THE PROGRAM THAT WAY. THIS MORNING LOOKS MORE CONFUSING THAN IT REALLY IS. IF YOU GO FROM THE TOP DOWN, THE COLUMNS SHOW WHERE THE RIGHTS START FROM THE DIFFERENT STATIONS. FROM LEFT TO RIGHT THOSE ARE WEATHER RIGHTS AND. WHAT THIS REALLY BASICALLY SHOWS IS THAT MOST PEOPLE ARE USING THE PROGRAM TO START AND STOP THE RIGHTS OF THE SAME STATION. YOU COULD SEE A DIAGONAL LINE. THE DARKER THE SQUARE THE MORE STOPS OR HITS IT HOUSE. YOU CAN SEE THERE'S LIKE A DIAGONAL LINE FROM THE TOP RIGHT TO THE BOTTOM LEFT. WHERE PEOPLE ARE STARTING AND STOPPING THEIR RIGHTS AT THE SPECIFIC STATIONS. YOU CAN SEE WHICH STATIONS ARE THE MOST POPULAR. MIDTOWN AND MONON AND MAINE MAKE SENSE. THOSE MOST POPULAR LOCATIONS. SUCH A PARK ESPECIALLY IN THE SUMMER WHEN THE WATERPARK IS IN FULL EFFECT IS VERY POPULAR STATION. ANTICIPATE TO SEE THE CITY CENTER STATION TO BE MORE POPULAR OR GET MORE RIDES WHEN IT'S OPEN FOR A FULL YEAR OR WHEN THAT SECTION OF THE MONON IS OPEN FOR A FULL YEAR. THAT'S ANOTHER INDICATOR THAT IT'S BEING USED MORE FOR RECREATION OR SO THEN TRAVEL. THEIR STARTING AND STOPPING AT THE SAME SPOT. IT'S LIKE THEY'RE GETTING OUT OF THE CAR, WALK INTO THE STATION. WRITING AROUND FOR 45 MINUTES THEN GOING BACK TO THAT STATION TO GO ON AND DO WHATEVER. LIKE I SAID, THAT'S A REALLY QUICK OVERVIEW OF THE PROGRAM. JUST ABOUT EVERYTHING ABOUT IT. I'MHAPPY TO ANSWER ANY QUESTIONS ANYBODY MIGHT HAVE. >> COUNSELOR NELSON?
>> THANK YOU MR. LITTLEJOHN. THAT WAS GREAT. DO THE BIKES COME WITH HELMETS?
>> THEY DO NOT. >> ARE WE ENCOURAGING PEOPLE TO WEAR HELMETS?
>> WE DO. THIS STATE LAW THAT REQUIRES PEOPLE TO WEAR HELMETS. WE WILL ENCOURAGE
PEOPLE TO WRITE AS SAFELY AS POSSIBLE. >> COUNSELOR HANNON?
>> MR. PRESIDENT. DAVID, AGAIN I'M THAT COUNCIL ON THE ALTERNATE TRANSPORTATION. I KNOW YOU GUYS DO A LOT OF OTHER STUFF YOU ON THIS. I'M DEFINITELY A SUPPORTER OF THIS.
I THINK THAT EVEN THOUGH IT MAY NEED TO BE SUBSIDIZED PROBABLY DOESN'T NEED TO BE SUBSIDIZED.
I THINK IT PROMOTES ARBITRAL SYSTEM AND PARKS. IT REALLY IS A BRANDING THING FOR CARMEL TO BE ABLE TO DO THIS BUT, WHAT I'D LIKE TO SEE AS I'D LIKE TO SEE THIS GROW. I GUESS THE FIRST QUESTION IS, WHO ACTUALLY RUNS THIS WITH YOUR DEPARTMENT? BECAUSE I'M ASSUMING THAT OTHER PROGRAMS HAVE BEEN DONE OR SET UP MORE TO MAKE A PROFIT. SO THERE'S A CONSTANT THINKING ABOUT HOW TO EXPAND IT. HOW TO GET MORE PROFIT MARGINS. HOW TO GET MORE REPEAT WRITERS.
HOW TO GET ALL THOSE THINGS. WHO WAS THAT THAT ACTUALLY RUNS THIS PROGRAM WITHIN YOUR DEPARTMENT AND WHAT IS THE APPROACH THAT YOU WERE USING TO TRY TO GROW RIDERSHIP REVENUE, EXPAND STATIONS AND THINGS LIKE THAT. CAN YOU GIVE US AT THE MILL ABOUT.
>> I GUESS YOU COULD SAY I'M THE PERSON WHO RUNS IT. TANDEM, THEY ARE THE MANAGERS AND OPERATORS OF THE PROGRAM SPECIFICALLY. THEN WE HAVE A LOCAL MECHANIC WHO RUNS THAT ASPECT OF IT LIKE MAINTAINING THE BIKES AND REBALANCING. AS FAR AS MARKETING OR REACHING OUT TO OTHER POTENTIAL SPONSORS OR ANYTHING. I COULD PLAY THAT ROLE. I CAN SAY WHEN WE LAUNCHED OUR BIKE SHARE PROGRAM I DON'T THINK WE EVER ANTICIPATED OR PLANNED FOR IT TO BE A REVENUE-GENERATING AMENITY. IT WAS A WAY TO MARKET OUR BIKE FRIENDLY COMMUNITY AND HAVE PEOPLE EXPERIENCE CARMEL BY BIKE. BUT,, BUT, AS FAR AS EXPANDING THE PROGRAM. THE WAY THAT OUR CONTRACT IS WRITTEN WITH TANDEM. WE CAN WORK WITH INDIVIDUAL ORGANIZATIONS OR GROUPS TO SPONSOR THEIR OWN STATIONS. THAT'S HOW OUR PROGRAM GREW WITH ZAGSTER. MIKE CLAY TERRACE HAD A PROGRAM WITH ZAGSTER. THEY GOT A STATION WITH NO CHARGE OF THE CITY. WHEN A CONTRACT FOR 40 SOME BAGS BUT WE HAD A PROGRAM WITH CLOSE TO HUNDRED BIKES. IN A WAY WE HAD A BIGGER PROGRAM FOR A LOT LESS OF THE COST IF WE WERE DOING IT COMPARED TO LET'S SAY LIKE THE CULTURAL TRAIL, PACER SHARE
[00:25:01]
PROGRAM BUT THEY HAVE DIP BY EACH INDIVIDUAL STATION AND MAINTAIN THOSE STATIONS AND BIKES. WHICH IF WE DID IT THAT WAY WE WOULD HAVE TO DEATHLY HIRE AT LEAST ONE OR 2 MORE PEOPLE ON STAFF TO DO THAT WHICH WOULD COST MORE THAN THE PROGRAM ITSELF. SO THERE IS THAT TO TAKE INTO ACCOUNT. AS FAR AS SPONSORING, MAKING MONEY. THERE WERE YEARS WHERE WHEN MIKE SURE STARTED GETTING POPULAR. AND I THINK ONE COMPANY WENT BANKRUPT ABOUT 3 TIMES. IT WASN'T A WAY FOR THEM TO MAKE A LOT OF MONEY JUST DOING THE PROGRAM ITSELF.IT TAKES REALLY BIG SPONSORSHIPS TO FLOAT THE PROGRAMS LIKE THE CITY BIKE PROGRAM IN NEW YORK HAS IT. I CAN'T REMEMBER WHAT IT IS IT'S LIKE MILLIONS OF DOLLARS WITH THE SPONSORSHIP. JUST FOR THAT PROGRAM TO MAKE MONEY. SO SOME OF THE BIGGER COMPANIES LIKE OR BIGGER PROGRAMS, THAT'S HOW THEY'RE ABLE TO MAKE MONEY OFF OF THEM. THE PACER SHARE AS COMPARISON THEY HAVE TO GET GRANTS OR BIG SPONSORSHIPS FROM DONORS TO BE ABLE TO PROVIDE THEIR PROGRAM. I CAN SAY, I GUESS IT'S NOT NECESSARILY THE BEST BUSINESS PLAN TO PROVIDE BIKE SHARE THE WAY THAT IT'S PROVIDED. BUT, LIKE I SAID I DON'T THINK WE WERE PLANNING FORWARD TO JEFF OR NATE REVENUE. IT'S AN AMENITY FOR THE COMMUNITY FOR OUR COMMUNITY
MEMBERS AND VISITORS TO US. >> AND I UNDERSTAND THAT. I THINK WE COULD STILL EXPAND THE RIDERSHIP, THE UTILIZATION APPEARED THE AWARENESS OF IT. MAYBE IMPROVE SOME OF THE MARGINS ON IT AS WELL. I THINK WHEN THE CHALLENGES IS YOU GOT A LOT OF STUFF ON YOUR PLATE AND THIS IS AN ADDITIONAL DUTY. IS THERE SOME INTERNAL MARKETING OR OTHER EXPERTISE THAT COULD HELP YOU WITH THIS. KEVIN WHITEHEAD I'M NOT SURE WHAT HIS TITLE IS. HE'S KIND
OF A BIKE SARS IS EVOLVE THE BIKE SHARE PROGRAM? >> IS INVOLVED WITH IT AS FAR AS HELPING US MARKET IT THROUGH THE BIKE CARMEL PROGRAMS. I THINK HE COULD BE INVOLVED IN HELPING REACH OUT TO SPONSORS. I KNOW THE COMMUNITY RELATIONS DID REACH OUT TO OTHER POTENTIAL SPONSORS THIS YEAR. I'M NOT SURE WHERE THEY ARE THOSE DISCUSSIONS.
>> SURE. WE COULD TALK OFF-LINE. THE OTHER THING I RECALL IN SOME OF THE CONVERSATIONS, I DID SEE THE STAFF THERE. AND THERE WERE ORIGINAL ZAGSTER PROGRAM THERE WERE SIGNIFICANT AMOUNT OF TRACK BIKES. I CAN'T REMEMBER IF THERE WERE 9 OR 10 OR WHATEVER. I DON'T THINK THERE IS ANY RIGHT NOW. ARE THERE? GIVE US AN UPDATE ON HOW MANY TRACK BIKES THERE ARE AND HOW WE EXPAND THAT NUMBER TO INCREASE THIS PROGRAM RIDERSHIP
FOR PEOPLE WITH DISABILITIES. >> WE HAVE ONE TRIKE. IT'S GONE MISSING. SO I'M TRYING TO WORK ON FIGURING OUT WITH TANDEM WHERE IT IS LOCATED. BECAUSE, I HAVEN'T SEEN IT FOR A WHILE NOW. WE'VE HAVE IT CONTRACTED WITH THEM. WHEN WE DID START THE CONTRACT WITH TANDEM WE WERE REQUESTING MORE TRUNKS AND THAT WAS IN THE END OF 2020 AND THE BEGINNING OF 2021. THERE'S A SUPPLY SHORTAGE FOR ALL EQUIPMENT ON SPECIALTY BIKES LIKE THAT. WE WEREN'T ABLE TO KEEP UP OR TO MAINTAIN THE NUMBER OF TRACKS THE ADULT SIZE TRUNKS WE HAD WITH OUR ZAGSTER PROGRAM WHICH WAS 6 ADULT TRIKES. IT IS A GOAL FOR US TO HAVE THOSE TYPES
OF BIKES SO PEOPLE OF ANY CAPABILITY CAN RIDE. >> SO I WILL END BY SAYING IT'S A GOAL BUT IS OUR PLAN? IS THERE A PLAN TO GET TRIKE BIKES AND IF SO WHEN IS NOT GOING TO
HAPPEN? WHAT SUPPORT YOU NEED FROM US? >> THIS IS GREAT SUPPORT. WE DON'T NECESSARILY HAVE A PLAN OF WHEN THOSE WILL GE IMPLEMENTED. I THINK IT'S MORE OF WHEN THE MATERIALS AND EQUIPMENT WOULD BE AVAILABLE. WE WOULD THINK WE WOULD HAVE TO SWITCH OUT SOME OF HER REGULAR BIKES WITH SOME TRIKES. THEN I COULD ADJUST ONE OR 2 OF THE
STATIONS TO PROVIDE PARKING FOR IT. >> AND YOU'RE ON COUNCIL
[12. OLD BUSINESS]
