[INAUDIBLE] WE ARE HERE FOR SELFLESS SERVICE. DEANNA CHAPTER IS TOTALLY BASED IN CARMEL INDIANA. WE ARE SERVING THE ENTIRE STATE OF INDIANA RIGHT FROM HERE. ABOUT BEFORE SPENT ONE A TIME HERE. WE HAVE 43 CHAPTERS HERE. STAFF THERE.
OUR MAIN OBJECTIVE OF CITIZEN DISASTER OF EVENTS HAPPENING WORLDWIDE INCLUDING THE ONE IN UKRAINE PERSONALLY THAT'S GOING ON. WE ARE THERE SUPPORTING WHEREVER AND WHATEVER WE CAN FOR THE INDIVIDUALS. WE HAVE PARTICIPATED IN SEVERAL EVENTS AS YOU SEE, TORNADOES IN KENTUCKY RECENTLY. INCLUDING, AND TREND FOR THE LAST 2 YEARS HAS BEEN A MAJOR EVENT THAT WE TOOK PART. WE ALSO SERVED THE FAMILY SERVICES PART OF WHERE WE TAKE CARE OF HEALTH AND WELLNESS, EDUCATION, EMERGENCY SERVICES. MOST PARTLY PROMOTING VOLUNTEERISM. THAT'S WHERE THEY COME IN. WE HAVE SEVERAL PROGRAMS WE TAKE OUR YOUNG VOLUNTEERS TO BE PART OF AND SERVE THE COMMUNITY. ONE OF THEM IS A LEADERSHIP EDUCATION AND DEVELOPMENT PROGRAM. I'M GONNA TURN THIS OVER TO BEFORE YOU TURN IT OVER TO ?, I WANT TO PLAY WITH PSA
TO. >> AS A PRESIDENTIAL VOLUNTEER SERVICE AWARDS. THESE AWARDS ARE CREATED THAN PRESENT IN 2003. MAINLY.[INAUDIBLE] TO REPRESENT VOLUNTEERS. THIS AWARD HONORS INDIVIDUALS SERVE AS POSITIVELY IMPACTS COMMUNITIES IN EVERY CORNER OF OUR NATION. AND, INSPIRES THOSE AROUND THEM TO TAKE ACTION TOO. ONCE A YEAR'S AWARDS ARE PRESENTED BY PRESIDENTS OF THE 9 STATES ONCE A YEAR. ALL THE STATES REPRESENT THEIR OWN NONPROFIT ORGANIZATION BASED IN THEIR VOLUNTEER APPLICATIONS TO THEM.
LAST YEAR FOR 2021 WE DID SEND APPLICATIONS OF 12 OF OUR VOLUNTEERS. OUR YOUNG PVOLUNTEERS RIGHT HERE FROM CARMEL. THEY RECOGNIZE FOR THEIR OUTSTANDING SERVICE. IN ALL 12 OF THEM GOT THE PVS A AWARDS. WE DID THAT AND I'M GONNA TURN IT OVER TO OUR ? ? THANK YOU. ONE OF OUR MISSION STATEMENTS, EVERY ORGANIZATION VOLUNTEER ORGANIZATION DOES A LOT OF NONPROFIT WORK. ONE OF OUR MISSION STATEMENTS IS TO CREATE FUTURE LEADERS. WE'LL DO SERVICES BUT ONE ELEMENT WE WANTED TO FOCUS ON IS TO TALLY UP FUTURE LEADERS EVEN MORE NOT
[00:10:09]
AROUND IT'S LIKE PLANTING TREES. EVEN WHEN WE ARE NOT THERE THERE ALWAYS AROUND.THIS IS HOW WE COMPLETE OUR MISSION STATEMENT. OUR MAIN OBJECTIVE IS TO EXPOSE AND SOCIAL CONSCIOUSNESS AMONG OUR YOUNG TEENS. SO THEY CAN EXPERIENCE THE JOY OF GIVING AND ALSO HAVE A STRONG SENSE OF COMMITMENT AND MOTIVATION WHEN THEY VENTURE THE WORLD. OUR MISSION STATEMENT ARE BASICALLY ARE FOR EASE. WHICH GET DIVIDED INTO ENGAGE, EDUCATE, EMPIRE AND EMPATHY. WHAT WE HAVE OFFERED TO THIS YOUNG TEENS IS THE EXPERIENCE OF JOY.
THAT'S VERY IMPORTANT. WE DON'T CONNECT WHAT YOU'RE DOING AND WHAT YOU DON'T ENJOY WHAT YOU'RE DOING YOU'RE NOT DOING YOUR HUNDRED PERCENT. FIRST THE KEY THING IS WE WANT THEM TO EXPERIENCE THE JOY OF WHATEVER THEY ARE DOING. THE SECOND IS TO DOUBLE UP THE LEADERSHIP IN THEM. EVERYONE CAN DO EVERYTHING. YOU NEED TO HAVE THE LEADER WHO HAS TO MOTIVATE. WE ARE IMPLEMENTING THOUGHT LEADERSHIP AMONG THESE YOUNG TEENS. NEXT IS TO GET INSPIRED FROM CURRENT LEADERS. SO HAVE COMMUNICATION WITH THEM. HAVE A COMMUNITY INTERACTION WITH THE COMMUNITY LEADERS IS ONE OF WHAT WE OFFER AS A PART OF THE SLEEP PROGRAM.
AND HAVING WORKSHOPS. WORSHIP IS NORMALLY RELATED TO VOLUNTARY BUT PERSONALITY DEVELOPMENT IN THE PERSONAL DEVELOPMENT. HERE ARE THE BASIC PROGRAM STRUCTURE. OUR PROGRAM STRUCTURE IS DIVIDED INTO 3 PARTS WHICH IS LEADERSHIP, VOLUNTEERING AND TRAINING AND DEVELOPMENT. A FEW OF THE LEADERSHIP GOALS OR LEADERSHIP PERSONALITY, HOW WE DEVELOP THEM IS GIVING QUALITY.[INAUDIBLE]. THERE CAN BE BACK TO THE COMMUNITIES WHERE CHILDREN FUND RAISING AND PLANNING. ALSO COMING UP WITH THE DRA PROJECTS WHICH THEY CAN CONTRIBUTE TO THE COMMUNITY AND HELP OUT BY THESE PROJECTS. VOLUNTEERING THEY'VE DONE AMAZING VOLUNTEERING ACTIVITIES. ONE OF THEM IS THE FOOD DISTRIBUTION WHICH THEY HAVE COLLABORATED WITH THE AGRICULTURAL DEPARTMENT. ONE OF OUR LEADS WILL GIVE MORE INFORMATION RELATED TO THAT. COMING TO THE TRAINING AND DEVELOPMENT WE HAVE ONE PROGRAM WHICH IS CALLED DESIGN TO LEAD. AGAIN IT WILL BE GIVEN BY ONE OF OUR LEADS. WE WILL HAVE A COUPLE OF SPEAKERS TO COME INTO MOTIVATE THEM. GET THEM INSPIRED. LIKE SOME OF THE BASIC THINGS ARE ALSO COVERED. EXPOSED TO THESE KIDS. WE HAD A PANELIST FOR DIFFERENT GRADUATED STUDENTS FROM DIFFERENT UNIVERSITIES WHO CAME AS A PANELIST AND ANSWERED ALL THESE HIGH SCHOOLERS HOW TO FILL IN AN APPLICATION TO THE COLLEGE OR HOW THE COLLEGE LIFE WOULD BE OR WHAT THEY WOULD BE GETTING INTO WHEN THEY GET INTO THEIR COLLEGE. SUCH A BASIC THINGS TO DEVELOPMENT. ALL THESE TRAININGS HAVE BEEN COVERED. NOT JUST FOCUSING ON GIVING BACK. OR ALSO FOCUSING ON THE DEVELOPMENT OF THESE TEENAGERS. I JUST WANT TO AND WHAT THE STATEMENT OF WHAT WE HAVE DONE. TOGETHER WE SERVE BETTER. IN 2020 THOUGH THIS WAS OUR ONE YEAR PROGRAM WE HAVE STARTED A NEW CHAPTER. WHICH IS GOT 8 MONTHS OF TIME..
IN THE 8 MONTHS WE ORGANIZED 53 EVENTS WE COLLABORATED WITH THE 4 DIFFERENT CITIES, CARMEL, ANNAPOLIS AND WESTFIELD. AND WE GOT 440 5 VOLUNTEERS IN THESE 53 EVENTS AND TOTALLY ALTOGETHER I'M PROUD TO SAY WE HAVE ACCOMPLISHED 2000+ HOURS OF VOLUNTEERING. OUT OF WHICH THESE LEADS HAVE CONTRIBUTED MORE THAN, ALMOST 1500 HOURS TO OUR COMMUNITY. THESE IS OUR PROGRAM THESE ARE THE 12 KIDS FROM CARMEL HIGH SCHOOL I GOT A PRESIDENTIAL AWARD AND I WILL
PASS IT ON TO ONE OF OUR LEADS. [INAUDIBLE] >> MY NAME IS ANISHA I'M IN 10TH GRADE I GO TO CARMEL HIGH SCHOOL. ONE OF OUR FIRST VOLUNTARY OFFENSIVENESS OF FOOD DISTRIBUTION EVENTS. THIS HAPPENED AROUND THIS TIME LAST YEAR. BASICALLY WE HAVE 4
[00:15:14]
LOCATIONS SUCH AS COLUMBUS INDIANA, THE ASCENSION MINISTRY CENTER IN THE HINDU CENTRAL TEMPLE OF INDIANA. THERE WE SET UP LOCATIONS WILL BE DISTRIBUTED FOOD TO LOCAL COMMUNITY AND PEOPLE WOULD DRIVE UP THEY WOULD BE ABLE TO COLLECT BOXES OF ESSENTIAL FOODTHAT THEY NEEDED. >> HI MY NAME IS SHIEH I'M IN 10TH GRADE AT CARMEL HIGH SCHOOL. SO, OUR TARGET WAS TO SERVE 1350 FAMILIES AT A TIME IN EACH EVENT. SO, THE MAIN THING OUR FOCUS WAS IS TO HAVE COMMUNICATION WITH OTHER NEEDS. SO THEY IDENTIFY THE AREAS AND COMMUNITIES THAT ARE DESPERATE IN FOOD. THAT WAS A MAJOR PART OF THIS EVENT.
>> AT EACH EVENT A TRUCKLOAD OF FOOD OF 1003 AND 50 BOXES WAS DISTRIBUTED. EACH BOX AWAY ABOUT 35 POUNCE WITH DIFFERENT VEGETABLES AND FRUITS SUCH AS MILK, VEGETABLES, FRUIT AND
ESSENTIALS AND IT FIT ABOUT A FAMILY 4. THANK YOU. >>> HELLO MY NAME E IS REDEEM A ENEMA JUNIOR AT CARMEL HIGH HOOL I'M GOING TO BE SHARING A REALLY BIG EVENT WE HAVE THAT'S CALLED SAVE OF THE VALLEY. SAVOR THE FEELING IS A NATIONAL INITIATIVE DONE BY COMMUNITIES, ORGANIZATIONS AND INDIVIDUALS ACROSS THE US. THE MAIN POINT OF SAVE OF THE VOLLEY OTHER THAN ORGANIZATION IS TO FOSTER TOGETHERNESS. THIS IS DONE DURING THE FESTIVAL OF DIWALI.
IT'S TO CELEBRATE HOW WE AS A COMMUNITY COULD COME TOGETHER AND HELP THOSE IN NEED IN SUCH
A JOYOUS TIME OF CELEBRATION. >> SO JUST SOME NUMBERS OF WHAT WE'VE DONE BECAUSE I FEEL THAT THE MOST EFFECTIVE WAY TO GET THIS ACROSS. IN TOTAL WE'VE DISTRIBUTED US HERE IN INDIANA ABOUT 18,800 POUNCE WITH FOOD. IN THE PAST YEARS. SOME OF THESE PLACES IT WAS DONATED TO WAS THE HAMILTON COUNTY HARVEST FOOD BANK. THE MIDWEST FOOD BANK. THE SOCIAL OF GREENWOOD AND VARIOUS OTHER COMMUNITIES AND NEIGHBORHOODS. TRUST LAST YEAR ALONE DONATED 10,700 POUNCE THE FOOD TO THAT MARY RICK'S NEIGHBORHOOD CENTER, THE GRASSROOTS PROGRAM, THE HEAD START PROGRAM AND VARIOUS SCHOOLS AND NEIGHBORHOODS AGAIN. SO, IN TOTAL INTEREST INDIANA THE PAST YEARS WE'VE HAD 40 DIFFERENT COLLECTION CENTERS, 5 DIFFERENT FOOD PANTRIES OVER THE COURSE OF 10 TOWNSHIPS AND COLLABORATED WITH 19 DIFFERENT ORGANIZATIONS. WE AS YOUTH ARE ABLE TO GO DOOR-TO-DOOR AND DO FUNDRAISING. WE WHERE ABLE TO USE THE MEDIA TO CREATE FLYERS AND OTHER WAYS TO GAIN MORE AWARENESS. WE WENT SHOPPING WE WERE COURSE INVOLVED WITH THE IN PERSON DONATION PROCESS WILL BE HELP TO ACTUALLY ORGANIZE THAT FOOD AND GIVE IT TO THOSE BENEFICIARIES. OVERALL, IT WAS A GREAT SUCCESS SHOW THE STRENGTH OF OUR COLLECTIVE COMMUNITY. FINALLY, WE WILL RECOGNIZED BY THE GOVERNOR OF INDIANA FOR DONATING SUCH AN IMMENSE AMOUNT OF FOOD. SO THANK YOU SO MUCH AND I WILL
PASS IT ON TO OUR NEXT. >> PIPE MY NAME IS DROGHEDA I AM A SOPHOMORE AT CARMEL HIGH SCHOOL. I WILL TALK ABOUT A MAJOR EVENTS WHICH IS ADOPT A PARK. WE ADOPTED A PARK, WE ADOPTED FOUNDERS PARK AT THE BEGINNING OF JUNE 2020. THIS IS A COLLABORATION WITH THE CARMEL CLAY PARKS AND RECREATION. WE BEEN VOLUNTEERING THERE FOR THE PAST YEAR EACH MONTH. WE BEEN GOING AT DOING DIFFERENT EVENTS. OVERALL WE'VE CONTRIBUTED HUNDRED 60 HOURS JUST TO CLEANING UP THE PARK AND VARIOUS ACTIVITIES AROUND THE PARK. WE'VE HAD AROUND 67 VOLUNTEERS. SOME OF THE EVENTS WE'VE DONE, ONE OF THE MAJOR THINGS WE FIRST STARTED WITH WAS CLEANING UP THE BASIS SPECIES THAT ARE AROUND LIKE DIESEL AND SWEET MUSTARD WHICH WAS SOME OF THE THINGS WE HELPED GET RID OF ALL THOSE INVASIVE PLANTS, CARMEL CLAY PARKS HAD FRUIT TREE INITIATIVE WHICH WAS TO PLANT TREES THAT WOULD PROVIDE DIFFERENT FRUITS AND THAT WOULD BE HELPFUL TO THE NATIVE PLANTS IN INDIANA AS WELL. WE HELP WITH MAINTAINING THE TREES AS THEY ARE STILL GROWING. WE'VE ALSO, FOR EARTH
[00:20:14]
DATE RECENTLY ONE OF OUR CAMPAIGNS WHICH IS THE SAME SOIL CAMPAIGN. IF ADOPTED IT FOR THE EARTH DAY AND OUR MISSION STATEMENT IS OUR EARTH AND OUR HOME. WE'VE DONE VERY DIFFERENT EVENTS SO FAR FOR THIS MONTH. WE DID AN ADOPT A PARK. WE HELPED WITH FOUNDER PARK WITH HELP MAINTAINING THE TREES AND MAKING SURE EVERYTHING IS OKAY. WE'VE ALSO DONE ? INTERNATIONAL. WE'VE COLLABORATED WITH COUNSELOR NELSON. I WILL DO TO TREATMENTHAVE ANOTHER ONE SOON. >> I'LL PASS IT ON TO ? ? TO TALK ABOUT DESIGNED TO LEAD.
>> HI, MY NAME IS ? ? A CURRENT SOPHOMORE AT CARMEL HIGH SCHOOL. SO I WILL BE TALKING ABOUT DESIGNED TO LEAD TTL. BASICALLY DETAILS LED BY A STANFORD PROFESSOR IN THE BAY AREA IN CALIFORNIA. HE OVERLOOKS WHAT WE DO. AND DESIGNED TO LEAD WE FIND PROBLEMS IN OUR COMMUNITY WE FIND WAYS TO IMPROVE THESE PROBLEMS. AND TO SOLVE THEM.
WE HAVE GROUPS THAT MAKE UP TTL WHICH ARE MADE UP OF PEOPLE IN SAVE ALL. IT'S ABOUT 4 TO 5 HIGH SCHOOL STUDENTS. WE HAVE PARENT MENTORS OR OTHER ADULT MENTORS LEAD AND GUIDE US. THE PURPOSE OF TTL IS TO IMPROVE A PROBLEM IN OUR COMMUNITY AND MAKE IT A BETTER PLACE. I WILL
PASS IT ON. >> THE PROCESS FOR THIS PROGRAM IS TO EMPATHIZE, DEFINE,
PROTOTYPE AND TEST FOR PROBLEM-SOLVING. >> WITHOUT WE WILL CONTINUE WITH THE PRESENTATION. THANK YOU VERY MUCH FOR THE CITY COUNCIL AND EVERYONE PRESENT HERE FOR GIVING US THE OPPORTUNITY. LOOKING FORWARD TO SERVING OUR OWN COMMUNITY THAT WE LIVING IN KOPI ON AN OUTSIDE OF INDIANA. WE APPRECIATE THIS OPPORTUNITY
GIVEN TO US. THANK YOU. [APPLAUSE] >> I WOULDN'T WANT TO FOLLOW
[6. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL]
THAT. GOOD LUCK. COMMISSIONER PEOPLE WHO WISH TO ADDRESS THE COUNCIL. I'M 2 BLUE CARDSTONIGHT. FIRST I HAVE ALLISON BROWN. >>HELLO I'M ALLISON BROWN DELIVERED 600 W. HUNDRED SIXTH STREET. START OUT BY SAYING THIS EVENING WE HAVE HEARD FROM SERIOUS FUTURE CITY COUNCILMEMBERS HERE IN CARMEL BECAUSESE WITH THESE YOUNG PEOPLE'S INITIATIVES AND IDEAS I WOULD LOVE TO SEE THESE PEOPLE AS YOUR SUCCESSORS. ONE OF THE REASONS I WANT TO SEE THEM AS YOUR SUCCESSORS IS BECAUSE OF WHAT IS PROBABLY GOING TO GO DOWN HERE TONIGHT.
THE APPROVAL OF A PROJECT, FLORA, AND WHAT IS CURRENTLY THE ESTATES PART OF CARMEL. ON SPRINGFIELD ROAD ON A BEAUTIFUL WOODED SITE WHICH IS GOING TO BE LARGELY CUT DOWN AND REPLACED WITH TOWNHOUSES IN A NEIGHBORHOOD THAT IS SUPPOSED TO HAVE SINGLE-FAMILY HOMES WITH LARGE LOTS AROUND THEM. AND WHAT IS NOT RAISED WILL BE A CERTAIN AMOUNT OF VOIDS AND A LARGE POND WHICH WILL NOT GIVE US THE OXYGEN THAT THE EXISTING TREES WOULD HAVE GIVEN. WE WILL NOT HAVE THE COOLING EFFECT OF THE EXISTING TREES GIVE AND WILL NOT ABSORB THE CARBON DIOXIDE WHICH COMES FROM ALL THE HUMAN ACTIVITY THAT IS GOING TO TAKE PLACE IN THIS OVERLY DENSE DEVELOPMENT. NOW, I REALIZE THAT THERE WERE A LOT OF FINANCIAL REASONS TO APPROVE THIS. BUT, AS SOMEONE WHO HAS LIVED IN THAT NEIGHBORHOOD SINCE 1964 I FIND IT EXTRAORDINARY SHAME THAT IN THE FACE OF A COMPREHENSIVE PLAN THAT'S COMING UP WHICH IS EXPLAINING HOW THIS AREA IS SUPPOSED TO BE TREATED WITH LARGE ESTATE PLACES, THERE WAS GOING TO BE AN ENORMOUS AMOUNT OF TOWNHOUSES STORIES FOR MUCH TALLER BUILDINGS AROUND TO GET
[00:25:02]
UP TO THE STEADMAN WHICH IS OF COURSE A SLAP IN THE FACE OF PEOPLE WHO LIVED AROUND THERE AND WANTED 2-STORY HOMES. I PLEAD WITH YOU NOT TO SET THIS PRECEDENT IN OUR AREA BECAUSE THERE ARE MANY OPEN SPACES STILL TO COME. THERE'S ONE WHITE ON THE STREET FROM THE OTHER HUNDRED AND 60. I'M AFRAID THIS 22ND ACRE SPOKE OF THE SAME WAY THAT FLORENCE DOES IF YOU APPROVE IT TONIGHT. THANK YOU, NEXT WE VE DEFAULTS. S.>> HELLO, MY NAME IS D FOX I LIVED IN WEST CARMEL. OUR TOPIC IS ALSO A FLOOR ON SPRING MELT THE RESULT FROM ASTUTE RESIDENTIAL TO PUD. WHICH WILL RECEIVE A VOTE LATER TONIGHT, BECAUSE THIS PROPOSAL IS NOT EVEN CLOSE TO COMPLIANCE WITH THE SITE ZONING A COMPREHENSIVE PLAN INTENT AND IT DIDN'T HAVE TO BE THIS WAY. I REQUEST THAT CITY COUNCIL VOTE AGAINST THE REZONED FOR THIS PROPOSAL IN ITS CURRENT FORM. NONE OF THE BIG ISSUES WITH THIS PROPOSAL HAVE BEEN CHANGED AT ALL. FOR INSTANCE THE ZONING IS EQUIVALENT TO OR FOR ZONING, A JUMP IN INTENSITY OF 4 ZONING DISTRICTS. THE DENSITY IS 7.2 UNITS PER ACRE, TRIPLE WHAT IS ALLOWED BY THE ZONING. IF APPROVED IN THIS CRAMPED IN DENSITY 80 PERCENT OF THE TREES WOULD BE REMOVED FROM THIS ARBORIST VERIFIED HOPEFULLY WOODED," 18 ACRE SITE. THE DEPONENT WILL BE MOSTLY 3 AND 4 STORY TOWNHOUSE BUILDINGS FOR THE MAXIMUM ZONING ALLOWS 2 STORIES. THIS PROPOSAL CLEARLY DOES NOT ALIGN WITH SEVERAL ASPECTS OF THE EXISTING C-3 COMP PLAN. ESPECIALLY THE PATIENT IS SPECIFIC TO WEST CARMEL. IT IS NOT EVEN ALIGNED WITH THE INTENT OF THE ESTATES DEVELOPMENT PATTERN IN THE NEW COMP PLAN DRAFT. THE SITE WAS NOT THE ONLY POSSIBLE OPTION FOR THIS PROPERTY AND A SIGNIFICANTLY LOWER DENSITY THAT STILL WOULD'VE BEEN WELL ABOVE THE MAXIMUM DENSITY ALLOWED. COULD HAVE IMPROVED OTHER ISSUES PROVIDING MORE ROOM NEEDED TREE PRESERVATION, AMENITIES, PARKING AND INTERNAL GREEN SPACE. THIS PLAN HAS NOTHING IN COMMON WITH SINGLE-FAMILY SURROUNDINGS TO THE WEST, NORTH AND NORTHEAST. TO THE SOUTH THE DEVELOPMENT COULD HAVE BEEN SET BACK AND WILL BUFFERED FROM THE SHORE TO EXPAND INTERSTATE RIGHT AWAY. AND NO SO-CALLED TRANSITION IS NEEDED TO THE PARKING LOT WITH AN OFFICE BUILDING TO THE FAR SIDE THAT IS LOCATED ACROSS SPRING MILL ROAD TO THE EAST. YET THE CITY APPROVAL PROCESS HAS ALWAYS REQUESTED NONE OF THIS. LASTLY APPROVAL OF THIS REZONED WOULD CLEARLY SAID AN UNDESIRABLE PRECEDENT THAT COULD SET THE STAGE FOR FUTURE OVER INTENSE DEVELOPMENT ALONG THE WEST SIDE OF SPRING MILL ROAD. 211TH STREET AND BEYOND. WHICH THEN IN TURN COULD SET THE PRECEDENT FOR THIS TYPE OF MORE INTENSE DEVELOPMENT TO CONTINUE CREEPING INWARD INTO WEST CARMEL FROM THE EDGES. WE

HAVE ALREADY SEEN THE BEGINNINGS OF THIS. THANK YOU.>> THANK YOU. NUMBER 7 COUNCIL AND BARREL COMMENTS/OBSERVATIONS.

>> COUNCIL ANY QUESTIONS? >> NO QUESTION I JUST WANT TO SAY, REALLY QUICK. THE NEW ASTROTURF IN MIDTOWN IS FANTASTIC. IF ANYONE HAS SUBTRACTED OUT YET, NOT ONLY DOES IT STATICALLY LOOK NICE BUT I CAN TELL YOU MY 3-YEAR-OLD DAUGHTER LOVED RUNNING AROUND THAT GRASS SO MUCH THAT WHEN SHE GOT HOME SHE SAID, DAD, GO BACK JUST TO RUN ON THE ASTROTURF AGAIN. SHE WAS EXCITED TO RUN ON THIS GREEN FIELD. BIG HIT. AND FOR
[00:35:01]
PARENTS PERSPECTIVE I APPRECIATE IF SHE FELT LESS LIKELY DESCRIBE HER KNEE. LESSTHINGS TO WORRY ABOUT, CONGRATS ON THAT. >> ANY OTHER COMMENTS? DO YOU WANT TO DO YOUR OTHER REPORT INSTEAD OF GETTING DOWN AND GOING BACK UP REAL QUICK?
>> THE CARMEL REDEVELOPMENT AUTHORITY HAS NOT MET. THAT CONCLUDES MY REPORT ON BEHALF
OF. >> I DIDN'T WANT TO YOU TO GET BACK UP TO SAY THAT.
[LAUGHTER]. >> ALL RIGHT, NEXT WE HAVE THE CARMEL HISTORIC PRESERVATION
COMMISSION. >> GOOD EVENING COUNSELORS, GLAD TO BE BACK. I WILL ALSO KEEP MY REPORT BRIEF. PROBABLY THE MOST NOTABLE THING THAT IS GOING ON RIGHT NOW AS WE SPEAK THAT WE DID RIGHT AT THE END OF MARCH WAS WAS SENT OUT NOTICES TO ABOUT 500 PROPERTY OWNERS THAT ARE ON OUR HISTORIC ARCHITECTURE SURVEY. TO NOTIFY THEM OF THE SPRING ROUND OF OUR SOCK PROGRAM WHICH WE MAKE AVAILABLE TO ANY RESIDENTIAL OR COMMERCIAL PROPERTY OWNER BETTER ON THE SURVEY. THEY CAN APPLY FOR GRANTS UP TO $5000 TO MAKE IMPROVEMENTS TO THEIR PROPERTIES AND SO THOSE ARE 2 ON JUNE 1. SO WE WILL LOOK FORWARD AT THE COMMISSION TO REVIEWING APPLICATIONS AND THEN AWARDING SOME GRANT FUNDS HOPEFULLY TO THE PROPERTY OWNERS. THAT'S PROBABLY THE BIGGEST THING WE BEEN DOING. WE BEEN ALSO REVIEWING A NUMBER OF DEMOLITION TO LATE REVIEW FOR CONSTRUCTION THAT'S GOING ON IN THE SPRING. STUFF LIKE KEEPING US BUSY BECAUSE THERE ARE LARGE PROJECTS OUT THERE. I THINK THAT'S ABOUT IT.

SECOND READING ABORTED SISSY ? 676 ? 22 ORDINANCE OF THE COMMUNITY, AND COUNCIL OF THE CITY OF CARMEL INDIANA ESTABLISHING THE FLOOR AND PLANNED UNIT DEVELOPMENT.>> THANK YOU MR. PRESIDENT. THIS COMES BACK TO COUNCIL WITH THE UNANIMOUS FAVORABLE RECOMMENDATION OF THE PETITIONER CAME TO THE MEETING CAME PREPARED WITH THE INFORMATION WE HAD REQUESTED THEIR ENGINEER PRESENTED THE TRAFFIC STUDY. WHICH HAD ASKED FOR DURING THE REGULAR COUNCIL MEETING. ALSO DISCUSSED THE TREE PRESERVATION AS WELL AS ACTIVE LITIGATION GOING ON REGARDING PREVIOUS BLOGGING ON THE SITE. THERE IS ONE SMALL CHANGE AND ALL THE COUNSELORS SHOULD HAVE RECEIVED A LETTER FROM DON ?. REGARDING THIS AT THE RECOMMENDATION OF OUR URBAN 4-STAR. ON PAGE 17 THERE IS A CHANGE REQUEST UNDER SECTION 1 ANY NATIVE TREES THAT ARE PRESERVED WILL COUNT TOWARDS THE MINIMUM NUMBER OF TREES REQUIRED. THE PETITIONER'S HERE IF YOU HAVE ANY ADDITIONAL QUESTIONS. WE WILL NEED TO
MAKE THAT CHANGE. >> COUNSEL, ANY COMMENTS? ANY QUESTIONS FOR THE PETITIONER?
>> COUNSELOR WRITER. >> YET, THANK YOU MR. PRESIDENT. JOHN, A COUPLE QUICK QUESTIONS. THE LAND-USE MEETING YOU KNOW THERE WEREN'T SOME CONCERNS ABOUT TRAFFIC WHICH ARE ANSWERED IN TREE PRESENTATION AND DENSITY. CAN YOU TALK TO ME ABOUT HOW THE PUD HAS CHANGED AS FAR AS DENSITY. IT WAS SOMEWHERE AROUND HUNDRED 50 OR SOMETHING ANNOUNCED DOWN TO YOU KNOW OVER THE COURSE OF THE PLANNING COMMISSION AND THE PROCESS.
>> JOHN ? ON BEHALF OF THE PETITIONER. [INAUDIBLE] REGARDING INTENSITY. STEVE BEGAN READING THE STUFF LATE SPRING EARLY SUMMER. JUNE OF LAST YEAR WITH A PLAN THAT HAD A PROXIMALLY HUNDRED 60 DWELLING UNITS ON IT. SO WHEN THE-50S. MEETING WITH STAFF, STAFF DIDN'T THINK THAT WAS THE BEST PLAN FOR THE BELOW STATE. THE DESIGNER WENT BACK TO THE DRAWING BOARD AND REFINE SOME OF THAT GOOD CAME UP WITH A PLAN THAT WAS SOMEWHERE APPROXIMATELY THE 130S. THUMBS UP ON THAT WAS FILED AND BEGIN THE REVIEW PROCESS. THE
[00:40:02]
HORNETS BEFORE YOU THIS EVENING IS INCLUDING A MAXIMUM 129 DWELLING UNIT SO THAT'S WITHREGARDS TO DENSITY. TO THAT ANSWER YOUR QUESTION? >> I APPRECIATE THAT. OF THE CONCERNS, INTENSITY AND YOU'VE BEEN WORKING WITH STEVE PITTMAN DENSITY. THE OTHER ISSUE WE HAD A LOT OF CONCERNS ON WAS TREE PRESERVATION. CAN YOU QUICKLY REVIEW THE TO PRESERVATION, HOW MANY TREES ON THE PROPERTY ARE GOING TO BE RETAINED?
>> A MINIMUM OF 20 PERCENT OF THE AREA OF THE 17 ACRES. THAT'S A SMALLER PORTION THAN THE ORIGINAL STATE OF ALMOST 60 ACRES. SO THIS PETITION ONLY INVOLVES 18 OF THOSE ACRES. OF THE 18 ACRES THERE'S A TREE STUDY DONE THAT WAS PROVIDED TO THE PLANNING COMMISSION. THEY HAD A COUPLE FOLKS WHO SPOKE TO YOU THIS EVENING AT THE BEGINNING OF THE MEETING.
RELATIVE TO THEIR COMMENTS ABOUT TRAFFIC AND DENSITY ENTRY PRESERVATION. ALL THOSE MATTERS BEGAN TO BE ADDRESSED BY THE PLANNING COMMISSION STARTING IN DECEMBER. THERE WAS A PUBLIC HEARING IN DECEMBER AND FOR THE PLANNING COMMISSION. THE RESIDENTIAL COMMITMENT IN JANUARY AT THAT AGAIN IN FEBRUARY. THE PLANNING COMMISSION MET AGAIN BEFORE IT MADE ITS RECOMMENDATION TO YOU AND AT ALL THOSE MEETINGS THEY HAD BEEN PROVIDED INFORMATION FROM THE PUBLIC WITH CONCERNS INCLUDING TREE PRESERVATION AND THOSE ITEMS WE DISCUSSED AT BOTH COMMITTEE MEETINGS OF THE PLANNING COMMISSION MEETING BEFORE I CAME TO YOU. AGAIN SPECIFICALLY TO ADDRESS IT THERE'S A MINIMUM 20 PERCENT OF TREE PRESERVATION AT 25 OPEN SPACE. WITH ORDINANCE THE RESCUE FOR CONSIDERATION FOR
THIS EVENING. >> I APPRECIATE THOSE EFFORTS. I STILL HAD SOME CONCERNS. I ADD SOME QUESTIONS AT THE END OF LAND-USE AND I WAS WAITING FOR ALEXIA TO GIVE ME SOME INFORMATION. I'M DONE HAVING QUESTIONS FOR JOHN. I HAVE SOME FROM ALEXIA. I DON'T KNOW
IF ANYONE HAS QUESTIONS FOR THE DEVELOPER? >> ANYTHING DELMAC ANYONE HAVE
ANYTHING ELSE FOR JOHN? ALEXIA, PLEASE. >> ALEXIA, THANKS. I HAVE A CHANCE O CATCH UP WITH YOU EARLIER TODAY TO GO OVER SOME OF THE QUESTIONS I HAD AND THE RESPONSES THAT YOU HAD GIVEN ME. CAN YOU CLARIFY. ONE OF THE QUESTIONS I ASKED WAS IF A PUD WASN'T USED ON THIS PROPERTY, WHAT WOULD HAPPEN WITH THE TREE PRESERVATION ON
THAT AREA IF IT WENT THROUGH A NORMAL S2 PROCESS. >> RIGHT, THANK YOU. FOR THE RECORD ALEXIA LOPEZ WITH DEPARTMENT OF COMMUNITY SERVICES. IF THIS SITE WAS DEVELOPED WITH THE CURRENT ZONING THERE ARE SEVERAL SUBDIVISION CONTROL ORDINANCE REGULATIONS THAT WOULD COME INTO PLAY FOR THE TREE PRESERVATION. ONE OF THE FIRST ONES IS COMMON AREA LANDSCAPING ALONG THE PERIMETERS. NORMALLY A 75 FOOT LADSCAPE COMMON AREA WOULD BE REQUIRED AMONG 465. DUE TO THE SIZE OF THAT ROAD. WITHIN THAT WE WOULD REQUIRE THOSE TREES BE PRESERVED INSTEAD OF ADDING LANDSCAPING THERE. IT COULD BE 75 PERCENT TREE PRESERVATION 14625. SPRINGVILLE WOULD BE REQUIRED TO HAVE A 25 FOOT LANDSCAPE COMMON AREA. AGAIN, THERE'S EXISTING TREES, THIS COULD COUNT TOWARDS THAT LANDSCAPING.
BEFORE PUD REQUIRES 15 FEET AT A MINIMUM OF 465. I THINK THAT WILL CHANGE IN AREAS THAT MAY GET LARGER BUT THERE'S MORE ROOM 465. THEN 10 FEET LONG SPRINGVILLE ROAD. THE OTHER FACTOR THAT COMES INTO PLAY IS FOR YOUR OPEN SPACE FOR REQUIREMENTS WHEN THERE ARE TREES EXISTING. 15 PERCENT OR NO MORE THAN 15 PERCENT SHOULD BE CLEARED OF MATURE WOODLANDS.
NO MORE THAN 40 PERCENT OF ITS CONSIDERED A YOUNG GRAND WOODLANDS. DEVELOPER TO DO A TREE STUDY FOR THE SITE. LOOKING AT THAT THERE WAS A MIX OF MATURE AND YOUNG WOODLANDS ON SITE. DOING SOME ROTH MATHIS 873 PERCENT OF THE SITE WOULD'VE BEEN REQUIRED TO BE PRESERVED IF IT WAS DEVELOPED FOR A NORMAL SUBDIVISION. HOWEVER, I DON'T KNOW THAT IF EVER SEEN AND EVEN WITH ANY OF THE SUB DIVISIONS ARE REVIEWED BEFORE. THAT MUCH OPEN SPACE TO BE PRESERVED FOR ALL TREE PRESERVATION EITHER. THAT'S WHAT I THANKED INTO. WHAT'S EXISTING TODAY IF IT WEREN'T DEVELOPED WITH THE CURRENT ZONING.

I'M HERE THIS EVENING WITH A PROPOSAL TO UPDATE THE CARMEL COMPREHENSIVE PLAN. THE FOLLOWING PROPOSAL HAS TAKEN PLACE UNDER THE LEADERSHIP OF OUR DEPARTMENT ALONG AND DRAFTED ALONG WITH THE PARTNERSHIP OF OUR CONSULTANTS, GREENSTREET INCORPORATED AND GUARDED COMPANY. THIS PROPOSAL COMES TO YOU AFTER REVIEW AND CERTIFICATION BY THE CARMEL PLANNING COMMISSION. I WILL START WITH A COUPLE OF INTRODUCTORY SLIDES HERE. JUST AS BACKGROUND TO THE PROJECT. THE COVER YOU SEE THERE IS EXISTING C3 PLAN WHICH WAS DRAFTED STARTING IN 2006 THROUGH 2008 AND ADOPTED IN 2009. THE GOALS OF THIS PROJECT UPDATE, COMPANY HAS A PLAN UPDATE, IS TO REFINE THE GOALS RELATED TO GROWTH IN CARMEL FOR THE NEXT 10+ YEARS. IN LINE EMERGING DEPARTMENT OF REDEVELOPMENT PATTERNS WITH HER COMPREHENSIVE PLAN. A LOT HAS CHANGED SINCE 2006 THROUGH 2008 DRAFTING OF THE PLAN. WE WANT TO MAKE SURE TO INCORPOATE THOSE INTO OUR PLAN. AND TO
[00:50:06]
TAKE A FRESH LOOK AT MOBILITY, PUBLIC PLACES, MIXES OF USES, THE DEVELOPMENT CHARACTER AND RESILIENCE. IT'S WORTH MENTIONING TO GIVE PERSPECTIVE. THERE ARE MANY LEVELS UPON IT TO TAKE PLACE THROUGHOUT THE CITY. THE RURAL CITIES, THE ROLE MUNICIPALITIES AND LEVEL OF GOVERNMENT. [INAUDIBLE] FROM THE HONEY COMMISSION BRIDGING TO THE CITY COUNCIL.WE SEE STREETS BEING APPROVED. WE SEE PATHS BEING INSTALLED ALONG STREETS. SO, THERE ARE A LOT OF THINGS THAT COME BEFORE YOU AND THE PLANNING COMMISSION AND THROUGHOUT OUR CITY DEPARTMENTS. TO GIVE PERSPECTIVE THE COMPREHENSIVE PLAN IS THE LARGEST OVERARCHING GUIDE FOR ALL OF THIS. IT PROVIDES GUIDANCE FOR ALL OF THESE THINGS I'VE MENTIONED.
HOWEVER, IT'S NOT AN ORDINANCE. IT'S NOT TO BE CONFUSED WITH THE UNIFIED DEVELOPMENT ORDINANCE OR CITY CODE FOR INSTANCE. THIS IS AN OVER ARCHING GUIDE. THE COMPANY HAS A PLAN ALSO DOES NOT PROVIDE SCHEDULING, FUNDING DESIGNED FOR VERY, FOR SITE-SPECIFIC IMPROVEMENTS DEVELOPMENTS. THAT'S WHERE YOU SEE APPROVALS FOR STREET IMPROVEMENTS AND OTHER VENUES AND PROCESSES AND SITE PLANNING AND DEVELOPMENT PLAN AND RESUME APPROVALS AND OTHER APPROVAL TYPES. THIS COMPREHENSIVE PLAN IS A GUIDE. WE'VE MADE SEVERAL PRESENTATIONS ABOUT ALL OF THE ENGAGEMENT WE FOUND THROUGHOUT THIS PROCESS. WE DID START BACK IN AUGUST 2020. BACK WHEN NO ONE WAS REALLY SURE IF AND WHEN IT WOULD BE SAFE TO HOLD MEETINGS. WE DID SO WITH SMALL GROUP MEETINGS IN THE GAZEBO IN THE ONLINE SURVEY. MANY OF YOU PARTICIPATED WITH THE TALK OF THE TOWN WEB SERIES. THAT WE HOSTED LAST YEAR. AND IN PERSON POP-UPS LAST YEAR. IN ADDITION TO THOSE ENGAGEMENT OPPORTUNITIES OUR TEAM HAS BEEN INVITED TO AND SPOKEN OUT I BELIEVE 14 ADDITIONAL MEETINGS SINCE LAST SUMMER INCLUDING THE NEIGHBORHOOD ASSOCIATION NETWORK, VARIOUS COUNSELOR ORGANIZE TOWN HALL MEETINGS, HOA MEETINGS, ONCE OWNED SMALL BUSINESS NETWORK OR BUSINESS ISSUES COMMITTEE. THE CARMEL CITY COUNSEL, I MADE A PRESENTATION LAST OCTOBER TO INTRODUCE THE PLAN AND THE CARMEL SMALL BUSINESS NETWORK. IN TERMS OF COMMUNICATION AND OUTREACH. WE'VE ALSO INCREASED, WORKED TO INCREASE THE REACH OF OUR COMMUNICATIONS. WITH THE HELP OF THE DEPARTMENT OF COMMUNITY RELATIONS AND THEN ECONOMIC DEVELOPMENT. WE'VE REACHED THOUSANDS OF EMAIL ADDRESSES AND PHYSICAL ADDRESSES THROUGHOUT THE CITY. FROM WEEKLY NEWSLETTER RELEASES, QUARTERLY PRINT NEWSLETTERS. EMAIL LISTS AND THEN OF COURSE WE'VE STREAMED ALL OF THE PLANNING COMMISSION MEETINGS AND COMMITTEE MEETINGS ON SOCIAL NETWORKS AND WE ALSO HAVE OUR WEB PRESENCE ON THE DEPARTMENTS PAGE. WE STARTED THE WEB APP AT CARMEL COMPREHENSIVE PLAN.COM WHERE YOU CAN FIND THE PLAN. THE ADOPTION PROCESS WAS STARTED LAST OCTOBER. THE PLANNING COMMISSION RECEIVED OVER 300 COMMENTS SUBMITTED VIA WEB FORM. MAINTAINED IS A SPREADSHEET AND 80 ADDITIONAL EMAILS. HERE'S A LIST, WE HAVE 5 COMMITTEE MEETINGS, TO PUBLIC HEARINGS AND NOW THIS COUNCIL HEARING. THE RESULT OF ALL THIS AND WHAT IS BEFORE YOU THIS EVENING 'S DRAFT NUMBER 4.
OF THIS PLAN. NOW REGARDING THE DRAFT ITSELF. I MENTIONED OUR WEBSITE, CARMEL COMPREHENSIVE PLAN.COM. AS I MENTIONED THIS 4TH DRAFT IS REFLECTED ON THIS WEBSITE. THE TEXT OF THIS AS YOU CLICK THROUGH IS WHAT THIS 4TH DRAFT, HOW IT IS PROPOSED AS IT COMES
[00:55:05]
FROM THE PLANNING COMMISSION. YOU CAN ALSO, FOR THOSE WHO PREFER CAN DOWNLOAD A PDF.ALSO THE SAME DRAFT REFLECTING THIS 4TH DRAFT THAT COME OUT OF THE PLANNING COMMISSION. A COUPLE OF NOTES ON THE WEBSITE ITSELF. I'VE MENTIONED THIS BEFORE. I CAN'T SAY IT ENOUGH.
THERE IS A PROVIDE FEEDBACK BUTTON APPEAR ON THE HOMEPAGE. COMMENTS WILL BE SENT TO US AND WE WILL CONTINUE TO MAINTAIN THE SPREADSHEET. THEN UNDER PROCESS CARE, SECTION 0 THERE IS A NEXT STEP THIS AND UPCOMING DATES. BEST THAT UPDATED WITH UPCOMING MEETINGS.
SO IF MEMBERS OF THE PUBLIC WANT TO KEEP UP WITH THAT WE WILL DO OUR BEST TO ANNOUNCE FUTURE DATES. FOR THOSE INTERESTED IN REVIEWING THE PDF, I WILL SHOW THAT. THERE ARE COUPLE OF NAVIGATIONAL FEATURES. ANY OF THESE FOOTER CATEGORIES HERE ARE CLICKABLE FOR NAVIGATION TO TAKE YOU RIGHT WHERE YOU WANT TO GO. AS OUR THESE VARIOUS SECTION DIVIDERS. IF YOU WANT TO CLICK WRITE ONE OF THESE OTHER SECTIONS, SECTION DIVIDERS SHE COULD DO THAT. THERE IS ALSO LINKS TO WELL, THAT SHOULD BE THE PROVIDE FEEDBACK BUTTON.
IT REALLY IS, I PROMISE. Q&A PANEL AND THEN A COMMUNITY PROFILE. SO LET'S DIG INTO THE PLAN, SHALL WE? I'LL GO BACK TO THE WEBSITE. THE DRAFT, COME HERE. THE DRAFT IS ORGANIZED INTO, IF WE DISCOUNT THIS PROCESS SECTION. THE DRAFT IS ORGANIZED INTO 5 PARTS. I WILL MENTION THAT MANY, MANY REVISIONS TOOK PLACE AT THE PLANNING COMMISSION LEVEL. I WON'T GO THROUGH ALL OF THOSE THIS EVENING. THERE IS A SUMMARY OF THAT IN YOUR POCKET. AND THERE'S ALSO A DRAFT FOR A THAT YOU COULD FIND IN VARIOUS PLACES THAT SHOWS ALL OF THOSE ANNOTATED PLANNING COMMISSION REVISIONS. BUT, THERE WAS LENGTHY DISCUSSION THROUGHOUT THE DOCUMENT CAUGHT MANY TEXT EDITS. AND MUCH DISCUSSION REGARDING THE SCOPE OF CERTAIN OBJECTIVES WITHIN THE COMPREHENSIVE PLAN. I WILL GO INTO THE VARIOUS SECTIONS GIVE A BRIEF SUMMARY. THE POLICY GOALS AND OBJECTIVES. OF COURSE THIS PROVIDES A VISION FOR THE FUTURE BY DESCRIBING GENERAL POLICY DIRECTION AS WE COLLECTIVELY LOOK FORWARD OVER THE NEXT 10+ YEARS. I'M GOING TO CHANGE THIS COLOR ON THE WEBSITE SO IT'S A LITTLE MORE CONTRAST HERE. YOU CAN DO THAT BY CLICKING ON THAT PAINT BUCKET ON THE CORNER. THERE 8 POLICY GOALS AND OBJECTIVES. 7 OF THE 8 LISTED HERE HAVE BEEN CARRIED OVER FROM EXISTING C3 PLAN. CERTAINLY THOSE OBJECTIVES THAT HAVE BEEN REFRESHED BASED ON EXPERIENCES, CHANGING CONDITIONS AND BEST PRACTICES OVER THE LAST DECADE THE ONE NEW POLICY GOAL IMPROVE MOBILITY OPTIONS AND FUNCTIONALITY IS ATTENDED TO RECOGNIZE THE PROGRESS WE'VE MADE IN IMPROVING PEDESTRIAN AND BICYCLE FACILITIES. THIS WAS OBJECTIVES FOR AND ARE CURRENTLY SCATTERED THROUGHOUT VARIOUS PIECES AND OBJECTIVES OF EXISTING C3 PLAN. OUR GOAL IS TO FOCUS THOSE INTO ONE PLACE BECAUSE OF THE IMPORTANCE OF PEDESTRIAN AND BICYCLE FRIENDLINESS AS A FOUNDATION TO MANY OF THE OTHER POLICY GOALS AND OBJECTIVES. SOME OF THOSE ARE, THERE ARE OTHER PIECES OF ROPE AND INTO OTHER POLICY GOALS AND OBJECTIVES. WE WANTED TO FOCUS A LOT OF THOUGHT INTO ONE PLACE. THE DEVELOPMENT PATTERN SECTION YOU'LL SEE ON THE SITE, THE MAP COMES UP FIRST. HOWEVER, IT CAN SCROLL DOWN AND SEE THE VARIOUS DEVELOPMENT PATTERN CHARACTERISTICS. AND YOU'RE
[01:00:07]
ABLE TO CLICK THROUGH THOSE. THE DEVELOPMENT PATTERN, I'LL SAY AGAIN, THERE ARE NOT ZONING NOR ARE THEY EXCLUSIVELY TIED TO LAND USE RATHER THE DEVELOPMENT PATTERNS ARE USED TO DESCRIBE THE PREDOMINANT PHYSICAL AND NATURAL QUALITIES OF EACH PART OF THE CITY. AND ARE INTENDED TO SHAPE FUTURE GROWTH AND DEVELOPMENT DECISION-MAKING THAT IS CONSISTENT WITH OVERALL CHARACTER. I'LL JUST CLICK ON WEST NEIGHBORHOODS FOR EXAMPLE.YOU WILL FIND VARIOUS EXAMPLES THEN YOU WILL FIND A LIST OF CHARACTERISTICS FROM TYPICAL LOT SIZE, OPEN SPACE, GENERAL USE CATEGORIES. AND THEN THERE IS ALSO A SUMMARY TABLE THAT PLACES ALL OF THOSE CHARACTERISTICS INTO A SPREADSHEET OF SORTS INTO ONE PLACE. IF YOU'D LIKE TO REFER TO THAT. AND COMPARE. THE STREET TYPE ? I WANT TO GO BACK TO THE DEPARTMENT PATTERNS. SOMETHING ON THE MOUNT, THESE TYPICAL CORE DOORS YOU SEE THAT VARIOUS, THESE ORANGE DOTS ON THE MAP. THAT WAS THE SUBJECT OF A LOT OF DISCUSSION OF THE PLANNING COMMISSION LEVEL. THIS CONCEPT OF TYPICAL CORE DOORS ON THE MOUNT. THESE INDICATE AND SEVERAL REMOVED BY THE WAY. THROUGHOUT THE PROCESS. THESE INDICATE EITHER CONNECTED CHARACTER OR THE POTENTIAL FOR TRANSITION BETWEEN PLACES OR DEVELOPMENT PATTERNS. FOR INSTANCE, HUNDRED 46 STREET CORRIDOR IS STILL FALLING WITHIN THE EAST NEIGHBORHOODS FOR THE WEST NEIGHBORHOODS DEPENDING ON WHERE YOU ARE ON THE CORRIDOR.
HOWEVER, THIS TYPICAL CORRIDOR RESIGNATION RECOGNIZES THAT THERE COULD BE SOME ADDITIONAL FLEXIBILITY IN A LIMITED SENSE FOR THOSE AREAS THAT ARE IMMEDIATELY ADJACENT TO 146 STREET. BECAUSE OF THE REALITIES OF 146 STREET AS A BUSY CORRIDOR. HOWEVER, THE CAVEAT IS AS LONG AS THE CHARACTER IS STILL CONSISTENT WITH THE ADJACENT DEVELOPMENT PATTERN. THERE ARE FEW OF THESE REMAINING ON THE MAP. BUT I WANT TO MENTION. MOVING ALONG TO SECTION 3, THE STREET TYPOLOGIES SECTION. THIS IS WHERE YOU'LL FIND THERE AFFAIR PLAN MAP AS WELL IS THE VARIOUS STREET DESCRIPTIONS. SIMILAR TO DEVELOPMENT PATTERN SECTION, THE MAP APPEARS AT THE TOP. THEN YOU CAN FIND INFORMATION ABOUT THE VARIOUS STREET TYPES BY SCROLLING DOWN FURTHER. I'LL NOTE THAT ON EACH OF THESE CATEGORIES AND I WILL PICK ONE.
THERE IS A MINIMUM STANDARD AND AUGMENTED STANDARD. AS AN EXAMPLE OF AUGMENTED STANDARD SHOWING HOW THE ADDITION OF A VARIETY OF STREETSCAPE FACILITIES ALONGSIDE COULD BE APPLIED BASED ON THE CONTEXT OF WHERE THE STREET APPEARS. THIS IS ATTENDED TO HIGHLIGHT AND ILLUSTRATE HOW THE STREETSCAPE FACILITIES WOULD LOOK AT SECTION 4 WORK TOGETHER WITH THE VARIOUS STREET TYPES TO ACCOMMODATE GROWTH AS WELL AS SAFE STREET! PEDESTRIANS, CYCLISTS AND AUTOMOBILES. GENERALLY OVERALL THESE STREET TYPES WE'VE CONSOLIDATED SOME OF THE LARGER STREET TYPES AND INTRODUCED SEVERAL SMALLER STREET TYPES THAT DON'T NECESSARILY APPEAR ON THE MOUNT. BUT APPEAR AS OPTIONS FOR VARIOUS DEVELOPMENT TYPES SHOULD THEY WANT TO PLACE THEM ON THE MAP. LOCAL STREETS ARE THE SMALLEST CATEGORY THAT ARE REFLECTED ON THE THERE AFFAIR PLAN. THE STREETSCAPE FACILITIES, SECTION. WE HAVE 2 MAPS AT THE TOP HERE. THE MOBILITY PEDESTRIAN PLAN. AS WELL AS THE BICYCLE AND PEDESTRIAN LOOPS MAP. AGAIN, WITH THE OTHERS YOU CAN SCROLL DOWN TO THE VARIOUS STREETSCAPE
[01:05:06]
FACILITY TYPES AND I WILL MENTION THAT THERE ARE 2 TYPES OF THESE. THE OFFSTREET FACILITIES AND THE CURBSIDE FACILITIES. THOSE ARE BASED ON THEIR LOCATIONS EITHER BEHIND OR BETWEEN THE CURBS OF A STREET. ALL THE FACILITIES ARE INTENDED TO BE WITHIN THE RIGHT OF WAY. HOWEVER, THE OFFSTREET FACILITIES SUCH AS SIDEWALKS, PATHS, STORMWATER PLANTERS, BIO SPELLS FOR INSTANCE. PARTICULARLY LOCATED BEYOND THE BACK OF THE CURB. NEAREST THE ABUTTING PROPERTY LINE. THE CURBSIDE FACILITIES SUCH AS ON STREET PARKING, PICKUP AND DELIVERY AREAS. OUR LOCATED NEAREST THE TROUBLING LANES. AIN, THIS IS AN ILLUSTRATION HOWING OFFSTREET VERSUS CURBSIDE AND YOU CAN SCROLL THROUGH THE VARIOUS VARIOUS TYPES AND THERE'S GENERALLY AN ILLUSTRATION AND A DESCRIPTION WITH EACH OF THOSE. THE BICYCLE AND PEDESTRIAN LOOPS MAP, I WILL GO BACK UP TO THAT. THERE ARE NO CHANGES PROPOSED HERE. IT'S SIMPLY A BRINGING FORWARD, YOU'VE SEEN THE VARIOUS BICYCLE LOOPS AROUND CARMEL. WE'RE SIMPLY BRINGING THE CONTENT FORWARD INTO THE PLAN. IT'S ALSO KNOWN AS A ACCESS BIKEWAY. THEN FINALLY, THE SUBAREA PLANS WAS MORE OF A PLACEHOLDER. BUT, C3 PLAN CURRENTLY, I BELIEVE IT'S ALSO PART 5 OF THE C3 PLAN HAS A NUMBER OF CRITICAL CORRIDOR 6 OF AREAS. WE ARE NOT PROPOSING TO CHANGE ANY OF THOSE. THIS IS JUST, THEY WILL STILL EXIST THIS IS JUST A PLACEHOLDER UNTIL WE CAN GET THAT CONTENT MIGRATED OVER INTO THIS FORMAT.BEFORE WRAPPING UP AND MOVING INTO THE PUBLIC HEARING PORTION OF THE PROPOSAL I WILL POINT OUT AGAIN, WE WILL DO OUR BEST TO KEEP THE NEXT STEPS AND UPCOMING DATES PORTION ON THE SITE TO REFLECT ADDITIONAL MEETING DATES. WE WILL ALSO INCLUDE UPDATES IN THE WEEKLY CITY NEWSLETTER. I WILL BE PREPARED TO ANSWER QUESTIONS THIS EVENING OR TAKE NOTES TO HAVE SOME THINGS READY FOR YOU AT THE COMMITTEE MEETING. THANK YOU.
>> GO AHEAD COUNSELOR HANAN. >> MR. PRESIDENT, THANK YOU. YOU PERSONALLY HAVE DONE A TREMENDOUS AMOUNT OF WORK ON THIS, DOCS AS WELL, PLANNING COMMISSION. CONTINUE TO GIVE US FEEDBACK ALTHOUGH HE ONLY GOT ONE EMAIL, OCTOBER 10 THAT WAS SENT TO CLINIC COMMISSION WHICH WILL AVAILABLE. ENCOURAGE EVERYBODY TO LOOK AT THE CHANGES THAT HAVE BEEN MADE. AND THEY BEEN SIGNIFICANT. LOOK AT THE MOST RECENT UPDATE OF THE SPIRIT WHICH WILL BE DISCUSSED AT LAND-USE COMMISSION OR COMMITTING. AND IF ANYTHING STILL REMAINS AFTER CONCERNED ABOUT LET US KNOW. AGAIN, THANK YOU FOR ALL OF YOUR WORK.
>> COUNSEL AGREEMENT? >> THANK YOU MR. PRESIDENT. I AGREE WITH COUNSELOR FINKAM.
THERE WAS PROBABLY REPORT. VERY MUCH FROM A FEW PEOPLE. I ATTENDED A TOWN HALL MEETING BY ONE OF THE OTHER COUNSELORS. THIS WAS SOMETHING THAT SAID, THE COP PEOPLE A LITTLE BIT EXCITED. IN RESPONSE I HAVE A COUPLE OF TOWN HALL MEETINGS IN NOVEMBER. THE FIRST ONE WAS TARGETED MORE TOWARDS HOMEOWNER ASSOCIATION BOARDS. AT THAT MEETING COUNSELOR HANAN WAS
THEY ALONG WITH MYKOLA. >>> ANSWER QUESTIONS. I APPRECIATE MIKE AND ADRIAN WORKING WITH EVERYBODY TO SOLICIT THE FEEDBACK. THAT FIRST TOWN HALL MEETING KIND OF A SMALL TOWN HALL MEETING. AT HUNTINGTON CHASE, LAURA GOOD, [INAUDIBLE]. STATE OF GOING THROUGH SOME OF THE MEMBERS AT THE MEETING ARE WATCHING RIGHT NOW. IT WAS OVERLY CONCERNED ABOUT THE INCREASING DENSITY. THEY HEARD RUMORS AND THIS WAS CONFIRMED 2 WEEKS AGO SOMEBODY ELSE FROM COUNSELOR NELSONS DISTRICT OF A ASTRONOMY APPROACHED ME AND SAID A LUNCHEON IN THE MAYOR WAS A GUEST SPEAKER. THEY SAID POPULATION IS GOING TO EXCEED
[01:10:04]
50,000 CARMEL OUR PLANNING FOR IT. THE KIND OF LOST IT. LIKE REALLY? THAT'S WHAT WE BEEN HEARING. THAT'S WHAT KIND OF WORK PLANNING FOR APPARENTLY. AT THE SPECIFIC MEETING WITH THE HOMEOWNER ASSOCIATIONS BOARDS PRESENT, WEBER CONCERNED. THEY MOVED TO CARMEL BECAUSE OF LIGHTNING CLOSE T THE CITY. LIKE THE DENSITY OF DOWNTOWN CARMEL.THEY WANT THE FLAVOR OF WHERE THEY LIVED KIND OF YARDS AND PRIVACY. THEY WANT THOSE THINGS MAINTAINED. I WAS ONE OF THE BIG FEEDBACKS THAT MIKE HELD AT THE FIRST TOWN HALL MEETING. WE HAD A SECOND TOWN HALL MEETING ABOUT 10 DAYS LATER. I APPRECIATE COUNSELOR RIDER WAS THERE TO LISTEN SOLICIT THE FEEDBACK AND ADRIAN AND MIKE ARE THERE TO ANSWER QUESTIONS ALONG WITH COUNSELOR HANAN. AGAIN THE SAME TYPE OF FEEDBACK, THE SAME TYPE OF CONCERN. REALLY, THERE'S INCREASING DENSITY. BEVERLY CONCERNED ABOUT THAT DENSITY.
THEY'RE CONCERNED ABOUT THE TRAFFIC. THE BLUE CONCERNED HUNDRED 50,000 PEOPLE HERE IN CARMEL. WHAT SECOND DUDE EVERYTHING? THAT'S PART OF THE COMPREHENSIVE PLAN. HER WANTING TO UNDERSTAND, WHAT CAN BE DONE. I'M CONSISTENTLY COUNSELOR RIDER'S IN THE PAST FOR THE COMPREHENSIVE PLAN IS UP. IT'S GUIDELINES AND EXPECTATIONS. IT SETS GUIDELINES AND EXPECTATON FOR THE PLANNING COMMISSION TO FOLLOW. THERE'S BEEN CONCERN THAT KIND OF LIKE WITH THE FLORAL PD. THERE'S NOT A OT OF RESTRAINTS ON ENFORCING WHETHER THE PLANNING COMMISSION OR THE ELECTED OFFICIALS TO ABIDE BY THE COMPREHENSIVE PLAN. THE PUD GIVES LOTS OF FLEXIBILITY AND ALLOWS THE CITY TO PUT A LOT OF THE CONTROLS WHICH ARE REALLY GOOD TO CONTROL THE CITY GROWTH. THERE IS A LOT OF FEEDBACK. THERE'S A LOT OF CONCERN FOR BOTH TOWN HALL MEETINGS AT ALL THE PEOPLE I TALKED TO ABOUT THE GROWTH AND KIND OF ALMOST UNRESTRAINED GROWTH OCCURRING IN CARMEL. THAT'S SOMETHING THAT'S GOING TO HAVE TO BE ADDRESSED. ANOTHER STANZA PEOPLE. RIGHT NOW THER'S LETTERS BEING SENT BY HOMEOWNER ASSOCIATION BOARDS. KIND OF ON BEHALF OF THEIR NEIGHBORHOODS. IF IT WOULD HELP TO HAVE THE ENTIRE NEIGHBORHOODS START SENDING LETTERS. THEY THOUGHT, IT WOULD BE A LITTLE BIT MORE CONTROL TO HAVE THE BOARD SEND LETTERS ON BEHALF OF EVERYBODY IN THEIR NEIGHBORHOODS. SO, I LOOK FORWARD TO MORE PEOPLE SHOWING UP AND PARTICIPATING IN THE MEETINGS AND HELPING SOME OF THE CHANGES THAT HAVE TAKEN PLACE SINCE THOSE TOWN HALL MEETINGS. AGAIN, I APPRECIATE MIKE AND ADRIAN GETTING THAT FEEDBACK AND WORKING TO MAKE
THOSE CHANGES. >> ANY OTHER COMMENTS OR QUESTIONS BEFORE UP TO OPEN THE PUBLIC HEARING? OKAY. I'M GOING TO OPEN THE PUBLIC HEARING. AT 7:13 AND 45 SECONDS. ANYBODY WISHING TO SPEAK IN FAVOR OR AGAINST PLEASE TAKE OVER THE MICROPHONE. YOU CAN LINE UP OVER HERE. 3 MINUTES A PIECE. YOU GIVE YOUR NAME AND WHETHER
YOU LIVING CARMEL, YOU DIDN'T HAVE TO GIVE YOUR ADDRESS. >> GOOD EVENING MY NAME IS RON HOUCK OF LIPID WESTERN PLATE TOWNSHIP AMONG SPRINGVILLE ROAD. WHILE I UNDERSTAND THE CONCEPT OF MAKING THE COMPREHENSIVE PLAN OF GENERAL DOCUMENT TO PROVIDE FLEXIBILITY AS WELL AS COMMUNITY OF VISION. REPORT SAFEGUARDS HAVE BEEN OMITTED FROM THE COMPANY HAS A PLAN THAT SERVE TO PROTECT SENSITIVE RESIDENTIAL AREAS. THE QUEST OF ILLINOIS STREET.
THE SPRINGVILLE PLACE SUBDIVISION. BETWEEN HUNDRED 11TH AND 107. THE CURRENT PLAN HAS SPECIFIC LANGUAGE IN ON SAINT THE C3 PLANTS CURRENTLY IN PLACE. THE SPECIFIC LINK WHICH WOULD LEAVE THE BUILDING HEIGHT ON THE EAST SIDE OF ILLINOIS STREET TO 3 STORIES ADJACENT TO OUR NEIGHBORHOOD. THIS PROVIDES SENSITIVITY TO EXISTING HOMES. THIS LANGUAGE DOES NOT EXIST IN THE NEW COMPREHENSIVE PLAN. AT LEAST THERE SHOULD BE AN OBJECTIVE ABOUT PRESERVING AND PROTECTING SINGLE-FAMILY HOUSING IN ESTABLISHED NEIGHBORHOODS FROM ADJACENT OFFICE, COMMERCIAL AND RETAIL USES. I WOULD PROPOSE EDITION OBJECTIVE THAT STATES, PROTECT SINGLE-FAMILY NEIGHBORHOODS FROM DISSIMILAR ADJACENT USES WITH RESPECT TO SCALA BUILDINGS, BUILDING MATERIALS, LIGHTING, NOISE AND OTHER INCOMPATIBLE IMPACTS.
ONE EXAMPLE OF AN INCOMPATIBLE IMPACT IS AS THOUGH TECH BUILDING ON ILLINOIS STREET.
THANKFULLY IT'S EAST OF THE MARKET DISTRICT ABOUT NEAR SINGLE-FAMILY HOMES. HOWEVER, NOTHING CURRENTLY PREVENTS THIS 5-STORY OFFICE BUILDING FOR BEING BUILT ALONG ILLINOIS STREET. ACROSS FROM A RESIDENTIAL NEIGHBORHOOD. I WOULD ENCOURAGE ALL OF YOU TO DRIVE LIKE THIS ARE TECH BUILDING AFTER DARK. AS ONE GIANT BRIGHT LIGHT BULB. EVERY
[01:15:09]
SQUARE FOOT OF THE BUILDING ALL FORCES BRIGHTLY LIT THROUGHOUT THE EVENING AND ALL BEACONS AND EXTERIOR WALLS ARE CLEAR GLASS. IS THERE AN OPPORTUNITY PRESENTED IN OVERHEAD? HOW DOYOU DO THAT? >> WILL YOU TURN IT ON, WE NEED TO MOVE THE COMPUTERS. THANK
YOU. >> THIS IS THE SO TECH BUILDING. I DID AT NIGHT. AS YOU CAN SEE IT IS CLEAR GLASS. BRIGHTLY ELIMINATED. I WOULD HATE TO THINK THIS ACROSS FROM ANY ADJACENT RESIDENTIAL AREA. HERE IS ANOTHER INTERNAL LOOK THE SAME BUILDING. AGAIN, ALL FLOORS, THIS IS 11 O'CLOCK AT NIGHT. THERE'S NO ONE HERE WORKING. ONE OBJECTIVE THAT SHOULD BE ADDED THAT THERE WILL BE SENSITIVITY TONIGHT OBJECT OF ALL OFFICE BUILDINGS. MANY BUILDINGS ALONG THE GRADIENT CORRIDOR ARE RESPONSIBLE WITH THEIR NIGHTTIME INTERNAL LIGHTING BUT SOME ARE NOT. WHILE THERE ARE MANY GREEN INITIATIVE OBJECTIVES OF THE CURRENT DRAFT, NONE ADDRESS THE RESPONSIBLE USE OF ENERGY AND BUILDINGS. IN PARTICULAR WITH REGARD TONIGHT AND WE CAN LIGHTING. THIS COULD BE ADDED TO SECTION 1.6 LIGHT IN CARMEL'S ENVIRONMENTAL FOOTPRINT. IRONICALLY ON THE 11 O'CLOCK NEWS LAST NIGHT ON CHANNEL 13, IF ANY OF YOU SAW THAT SEGMENT. DOWNTOWN INDIANAPOLIS IS LOOKING AT WAYS TO MINIMIZE THEIR BUILDING LIGHTING BECAUSE MIGRATORY BIRDS ARE CONFUSED AT NIGHT THAT USE THE STARS FOR NAVIGATION. MANY MAKE IT INTO THE CITY NEVER MAKE IT OUT. BY DUMPING COLLECTIVE DEBT ON THE STREETS. NOT NECESSARILY A COMPREHENSIVE PLAN I DEPAUL PUD'S SHOULD CONTAIN LANGUAGE THAT IF THE CITY ORDINANCES ARE CHANGING FOR THINGS LIKE REQUIRED PARKING AT SAFETY THAT WILL SUPERSEDE THE LANGUAGE IN A PUD. MOST RECENT EXAMPLE NEAR ME IS A STEP IN APARTMENTS WHICH ARE ABOUT TO BUILD 260 APARTMENTS WITH SOME 5-STORY BUILDING STRICTLY SOUTH OF MARKET DISTRICT BUILDING AND ADJACENT TO SPRING MILL ROAD AND HUNDRED 11TH STREET. CURRENT ORDINANCES WOULD HAVE REQUIRED MORE PARKING SPACES AND LOT ONLY 180 UNITS WHICH WOULD HAVE REDUCED THE HEART OF THOSE BUILDINGS TO SOMETHING
MORE IN SKILL WITH OTHER BUILDINGS IN THE BRIDGES. >> RON YOU NEED TO WRAP UP.
>> 2 SENTENCES. MORE COMPATIBLE WITH ADJACENT SINGLE-FAMILY NEIGHBORHOODS.
HAVING THIS LANGUAGE IMPURITIES WOULD POPULATE THE NEED FOR SPECIAL CITY COUNCIL TO DEAL
WITH CITY COUNSEL. THE STREETS WOULD.[INAUDIBLE]. >> THANK YOU.
>> ,ALLISON BROWN, PRESIDENT OF CARMEL SINCE 1965. IF HER FOR ME ALREADY THIS EVENING. YES, I WANT A SECOND TONY GREENE ABOUT MS. FINKAM'S COUNSELOR FINKAM SOMETHING ABOUT NOT GETTING ANY EMAILS. WE HAVE BEEN INSTRUCTED THROUGHOUT THE 2 YEARS OF THIS PROCESS ALWAYS TO PUT OUR COMMENTS IN THE COMPREHENSIVE PLAN WEBSITE COMMENT SECTION. THAT IS WHAT WE HAVE BEEN DOING. YOU HAVE HEARD NOW THERE ARE 300 COMMENTS IN THERE. I WAS ALSO AT THE TOWN HALL MEETINGS THAT WHERE HELD BY COUNSELOR WORRELL AND IT IS SO THAT PEOPLE BURSTING WE DON'T THINK THAT CARMEL NEEDS TO GROW ANYMORE. WE HAVE A LOT OF EXCITING STUFF GOING ON. BUT, TO MANY PEOPLE IS TO MANY PEOPLE. WHEN I TALKED ABOUT FLORA THEY ONLY TALK ABOUT THE TRAFFIC AT THE ROUNDABOUT AT THE EXIT TO FLORIDA AND DIDN'T BOTHER TALKING ABOUT THE TRAFFIC THAT WAS GOING TO BE ON 106 SPRINGVILLE OR 96 AT SPRING MILL WHICH ARE VERY CROWDED ROUNDABOUTS AT RUSH HOUR AND NEVER GOING TO HAVE ALL THESE PEOPLE FROM FLORA, NORTH AND SOUTH ON THOSE ROUNDABOUTS. THEY WEREN'T CONSIDERED. THERE ARE POLICY GOALS AS I SAID. IT SOUNDS MORE LIKE MORE PEOPLE WANT BUSINESS. IT WAS REJECTED AT THESE THIS TOWN HALL MEETINGS. INDEED IF YOU MAKE MORE DENSITY YOU ARE GOING TO WORK AGAINST REDUCING THE CLIMATE FOOTPRINT OF THE CITY OF INDIANAPOLIS BY CUTTING DOWN TREES AND PUTTING MORE GLASS, STEEL AND ASPHALT. WHERE ONCE THERE ARE TREES THAT PROVIDED OXYGEN AND ABSORBED OUR DIOXIDE. FINALLY, THE DEVELOPER PATTERNS. TYPICAL LOT SIZES ARE SO EXTREME AS TO BE RELEVANT AND EVEN IF THEY WORK, A PUD IS GOING TO COME ALONG AND BE APPROVED JUST AS HAPPENED TONIGHT THAT WILL MAKE THE TYPICAL LOT SIZE DESCRIBED IN THIS DEVELOPMENT PATTERNS ABSURD. SO, I WAS SURPRISED TO HEAR TONIGHT THAT PUD'S CAN BE
[01:20:03]
USED TO RESTRAIN GROWTH BECAUSE THAT MY EXPERIENCE HERE IN CARMEL HAS NEVER BEEN THE CASE.PUD'S HAVE ALWAYS ADDED MORE DENSITY, AND MORE COMMERCIAL AND WHAT WAS FORMERLY RESIDENTIAL AREAS. WHERE PEOPLE WHO INVESTED IN THEIR HOMES HOPES THAT THE NEIGHBORHOOD WOULD STAY A RESIDENTIAL NEIGHBORHOOD. THANK YOU.
>> THANK YOU. >> HELLO, I'M DEE FOX AGAIN. OTHER THAN WHAT'S CARMEL. I'M GOING OFF SCRIPT BECAUSE I ALSO WANT TO ADDRESS COUNSELOR FINKAM COMMENTS ABOUT NOT GETTING MUCH FEEDBACK. THE RESIDENTS SPENT SO MUCH TIME AND EFFORT AT PLANNING COMMISSION WORKING ON SENDING IN FEEDBACK. IT WAS EXHAUSTING. IT DIDN'T SEEM LIKE THERE WAS MUCH CHANGE IN RESPONSE. A LOT OF PEOPLE ARE JUST, YOU CAN'T EXPECT THEM TO READ TO ALL THAT FEEDBACK AGAIN FOR COUNCIL, IT JUST WON'T HAPPEN. I'M TELLING YOU THAT PEOPLE CARE THERE'S A LOT OF FEEDBACK OUT THERE. I SUGGEST IF YOU HAVEN'T DONE SO ALREADY READ ALL OF THE PUBLIC FEEDBACK COMMENTS THAT ARE SUBMITTED AND COMPILED INTO THAT SPREADSHEET IN LASERFICHE AND READ ALL 84 LETTERS THAT PERCENT TO PLANNING COMMISSION. THERE WAS A LOT OF DECEPTION, DISSATISFACTION IN THOSE IN THE FEEDBACK. SOME OF THOSE CONCERNS WHERE TRUST AND PLANNING COMMISSION. SOME ARE NOT EVEN DISCUSSED. MANY CONCERNS STILL REMAIN. I TOTALLY AGREE WITH WHAT COUNSELOR GREENE SAID ABOUT PEOPLE BEING WORRIED ABOUT THE UNRESTRAINED CITY DRIVEN NO END IN SIGHT POPULATION GROWTH PEOPLE GET CROWDED MORE AND MORE TOGETHER. ONCE YOU LOSE A LARGE LAW HOME RESIDENTIAL AREAS TO MORE INTENSE DEVELOPMENTS, IT CAN EVER GET THAT BACK. THESE AREAS ARE AN EXTREME DEMAND HERE. YOU COULD EVEN BUILD ENOUGH OF WHAT IS GOING TO BE TAKEN AWAY TO MAKE UP FOR THE DEMAND. I KNOW IN MY NEIGHBORHOOD, HOMES ARE GOING FOR 3 AND 4 TIMES WHAT WE PAID FOR OUR HOME AND SKIPPING INSPECTIONS AND PAYING WAY ABOVE THE ASKING PRICE IS CRAZY. BUT, YOU'LL HAVE TO GET YOUR FEEDBACK MOSTLY FROM WHAT WAS SENT TO THE PLANNING COMMISSION. BECAUSE, THAT'S FOR EVERYBODY SPREAD THEIR BLOOD. [LAUGHTER]. I'D ALSO LIKE TO SAY THAT THERE IS PROPOSAL TO INCLUDE A BUNCH OF STREETS IN SOUTHWEST CARMEL THAT RECOVERED IN THE NO AX AGREEMENT TO TURN THEM INTO BOULEVARDS. SYRIA DOES NOT WANT THAT. WE WOULD LIKE TO SEE A PUBLIC DISCUSSION ABOUT THE NO AX AGREEMENT IF THIS VIOLATES THAT. IT'S NOT NECESSARY FOR THOSE ROADS TO BE BOULEVARDS. THAT WAS ONE BIG WORRY AT THE TIME OF THE ANNEXATION. ALSO, THE GUIDE FORCES LAW IS VERY IMPORTANT.
MOST OF THE COMPREHENSIVE PLAN, MAYBE NOT MOST BUT A LOT. OF THE COMPREHENSIVE PLAN DRAFT IS AT ODDS WITH THE ZONING. AND IT'S NOT WRITTEN LIKE A GUIDE. IT'S WRITTEN LIKE LAW.
>> THANK YOU. >> HI. I MET WITH YOU BEFORE I'M ? ?. MY WIFE SUSIE AND I LIVED IN CARMEL. WE'VE LIVED IN WEST CARMEL NOW IN JACKSON'S GRANT NEIGHBORHOOD. OUR FAMILY MOVED CARMEL 1975. WE APPRECIATE WHAT CARMEL HAS TO OFFER TODAY. OUR GOALS FOR CARMEL TO CONTINUE TO BE A VIBRANT COMMUNITY ONE OF THE BEST PLACES TO LIST. WE HAVE SEEN SIGNIFICANT CHANGES IN CARMEL SINCE 1975. AT A PRIOR CARMEL CITY COUNSEL IMMEDIATELY COUNSELOR STATED THE EXCHANGE WHICH IS CERTAINLY TRUE. OF COURSE IT'S ALSO PORTABLE EXCHANGE CAN HELP BOTH A POSITIVE AND A NEGATIVE IMPACT ON THE RESIDENTS THAT LIVED HERE. WE NEED TO KEEP THAT IN MIND PLEASE. IN THE SPIRIT OF APPOINTING NEGATIVE CHANGE WE BELIEVE THE COMP PLAN SHOULD ENSURE POSITIVE CHANGE WITH MANAGE GROWTH TO MAINTAIN THE APPEAL AND BEAUTY OF CARAMELS FOR HOODS AND MOBILITY. AFTER REVIEWING THE MOST RECENT COMP

PLAN IN ADRIAN'S UPDATE WE HAVE SOME FEEDBACK AND I'VE GOT THESE LISTED AND THIS WILL BE AN EMAIL THAT I SENT AS WELL AS A SPREADSHEET THAT WAS REFERENCED BEFORE. I WILL JUST READ ONE OF THE FEEDBACKS WHICH WAS FOR 1.3 SECTION FOSTER CITY OF NEIGHBORHOODS OBJECTIVE 1.3120. SAYS CONDUCT PLANNING IN GREATER DETAIL. THEIR CHARACTER GOALS TO DEVELOP TO SEIZE IT EXPECTATIONS. I WOULD ADD INCORPORATE EXISTING NEIGHBORHOODS AND REQUEST THEY ARE ADDRESSED AND PUBLICLY RECORDED. PRIOR TO OPENING DEVELOPERS POTENTIAL ZONING CHANGES. THEY COULD SUPPORT TO REPRESENT THE PEOPLE THAT LIVED HERE IN THE NEIGHBORHOODS THAT WE LIVED IN. THAT'S PART OF THE CHARM OF THIS AREA. I FEEL LIKE THE BEAUTIES WE'VE BEEN IMPROVED ARE ENCOURAGING THE NEIGHBORHOODS IS TO A GREATER DEGREE THAN IT NEEDS TO BE. IN SOME AREA WE BELIEVE THE COMP PLAN IS AN APPROVED DOCUMENT OF INITIAL COMP PLAN PUBLISHED WE APPRECIATE ALL THE ONE THAT'S BEEN DONE PREVIOUSLY WITH SEVERAL MEETINGS AND YOU DO AN AWESOME JOB AND I CONGRATULATE YOU. FROM OUR POINT OF VIEW THERE'S NO REFERENCE FOR THE RESIDENTS FEEDBACK REQUEST ESPECIALLY WHEN DEVELOPERS PLANS A PUD SUBMITTED REQUIRED ZONING LAWS TO CHANGE EXISTING NEIGHBORHOODS. THAT'S WHAT NEEDS TO BE ADDRESSED. YOU'VE HEARD THIS FROM ALL THESE PEOPLE HERE THAT THE EXISTING NEIGHBORHOODS ARE BEING ENCROACHED UPON MORE THAN THEY NEED TO BE. IDEALLY.[INAUDIBLE]. AS A DEVELOPER PLANS REQUEST TO SUBMITTED SPIRIT OF GROWTH. RESEARCHER CARMEL RESIDENTS IN OUR NEIGHBORHOODS HAVE A VOICE OF FAIR REPRESENTATION PROVIDED IN THE COMP PLAN. I CAN WE APPRECIATE YOUR EFFORTS AND OF THE COUNSELORS IN THE CURRENT ADMINISTRATION. PLEASE ENSURE THAT WHILE WE HAVE GROWTH WE PROTECT THE NEIGHBORHOODS THAT LESS CONGESTION MOBILITY ISCONTAINED. THANK YOU FOR YOUR EFFORTS. >> THANK YOU.
>> HELLO EVERYONE MY NAME IS CINDY BABCOCK I AM A RESIDENT OF SOCIAL CARMEL. SPECIFICALLY ONE OF THE FEW SINGLE-FAMILY RESIDENTIAL NEIGHBORHOODS THAT COME UP AGAINST MIDTOWN AT THIS POINT. I'VE BEEN TO THE PLANNING COMMITTEE AND PLANNING COMMISSION MEETINGS. I WAS INTERACTIVE AND ALL OF THE EARLY MEETINGS TAKING PLACE AROUND TOWN. THE TOWN HALL MEETINGS. I TRIED TO GAIN AS MUCH INFORMATION ABOUT THE PLAN AS I COULD. IN ITS CURRENT FORM, WHAT IS STILL VERY TROUBLING IS THE CONCEPT OF HEIGHT OF 6 STORIES OF BUILDINGS THAT ARE ENCROACHING UPON SINGLE-FAMILY PRIMARILY ONE STORY RANCH HOMES.
LITERALLY ABUTTING PROPERTIES. YOU ARE GOING TO HEAR TONIGHT ABOUT THE BONDS THAT ARE GOING TO BE REQUESTED FOR A PROJECT THAT IS GOING TO ABOUT OUR NEIGHBORHOOD. THAT IS, IN ITS CURRENT STATE TO BE DEVELOPED AT 6 STORIES HIGH. LOOKING TOWN ON SINGLE-FAMILY RANCH HOMES. IT'S UNSETTLING TO KNOW THAT THIS KIND OF HEIGHT, THIS KIND OF DENSITY IS MOVING RIGHT NEXT TO A NEIGHBORHOOD. WE UNDERSTAND IT AMONG THE MONON TRAIL. WE UNDERSTAND IT ON MAIN STREET. WE DON'T UNDERSTAND WHY WE HAVE TO LOOK UP AND SEE A 6 STORY BUILDING LOOKING DOWN ON THE BACKYARDS OF OUR LITTLE HOMES. I HOPE YOU WILL GIVE THE CONSIDERATION TO THAT HEIGHT STANDARD. CURRENTLY THE ONLY MULTI USE DEVELOPMENT IN CARMEL THAT INCLUDES RESIDENTIAL LIVING IS CITY CENTER. IT DOES NOT COME NEAR ANYWHERE NEAR ANY RESIDENTIAL NEIGHBORHOODS. I HOPE YOU'LL GIVE THAT SOME THOUGHT AND I WILL CONTINUE TO RELATE MY COMMENTS. I THANK YOU VERY MUCH FOR EVERYTHING THAT YOU'RE DOING TO CONSIDER
THESE CHANGES. THANK YOU. >> THANK YOU. >> NAME IS STILL MY SON HEIMER APPEARED IN THE WILLIAMS MILL ACROSS FROM ONE OF THESE VERY DENSE DEVELOPMENTS, THE BRIDGES RECENTLY WAS APPROVED TO HAVE 5 STORY BUILDINGS NEXT TO OUR ONE AND 2-STORY HOMES IN HER NEIGHBORHOOD. THE PUBLIC WAS INVITED TO PROVIDE INPUT AND WILLIAM INITIATE THE COLLECTION OF INFORMATION WHICH WAS LONG. BUT, ALSO THE SAME CONCERN THAT WAS PLACED BEFORE. A LOT OF IT HAS JUST BEEN IGNORED. EITHER PEOPLE HAVE READ IT OR THEY HAVEN'T CARED FOR THE DON'T THINK IT'S IMPORTANT. WE PUT A LOT OF THOUGHT, TIME AND EFFORT IN SHARING OUR CONCERNS TO POP-UPS, EMAILS, SPREADSHEETS AND PUBLIC HEARINGS. BUT TO EVERY COMP PLAN MEETING ABOUT THIS. I'VE WRITTEN EMAILS AND POSTED ON SPREADSHEETS. I APPRECIATE THE PLANNING COMMISSION READ EACH OBJECTIVE A GAVE TIME FOR RESPONSE FROM THE PLANNING COMMISSIONERS. I HOPE THAT CITY COUNCIL WILL DO THE SAME. READ THE EMAILS AND FEEDBACKS AND AS OTHER PEOPLE
[01:30:05]
HAVE SUGGESTED. WE HOPE YOU WILL DO THE SAME AND RESPOND TO THESE CONCERNS. I HOPE YOU CONTINUE TO IMPROVE THE COMP PLAN IS A PLANNING COMMISSION DID. I HAVE 3 COMMENTS OR 3 SORT OF CATEGORIES. THE FIRST AGAIN SINGLE-FAMILY HOMEOWNERS HAVE NOT REALLY BEEN VALUED OR INCLUDED IN MUCH OF THE DOCUMENT. WE OFTEN FEEL LEFT OUT OF DECISIONS MADE DURING APPROVAL OF CORRECTIVE ELEMENTS BECAUSE IT'S ALLOWED. THIS CONTENT WILL LEAD TO LESS PARTICIPATION BY SINGLE-FAMILY HOMEOWNERS. WHILE ENCOURAGED WARRANT DEFENSE, THROUGH CARMEL. THE CONSERVATION CORRIDOR PRIORITY NUMBER 9 INCLUDED ADJACENT " INCLUDED ADJACENT NEARBY PRIVATE RESIDENTIAL PROPERTY OWNERS AND EARLY DESIGN DISCUSSIONS. THIS SHOULD NOT BE LIMITED TO THE CONSERVATION CORRIDOR. HAPPY OWNERS SHOULD BE INCLUDED THROUGHOUT THE COMP PLAN. ALSO THE PUBLIC SHOULD BE ADDED TO THE CLEAR VISION FOR CARMEL'S FUTURE WHICH INCLUDES THE MEMOREX OFFICE, CITY COUNSEL, OTHER BOARDS COMMISSIONS AND CITY DEPARTMENTS. APPARENTLY NOT THE PEOPLE WHO ACTUALLY LIMIT CARMEL. COULD YOU AT PUBLIC TO THE OBJECTIVES ON PAGE 13 THROUGH 20. THERE ARE SEVERAL PLACES THAT COULD BE ADDED. SECOND CATEGORIES OF CONCERNS AND ISSUES SHARED BY THE PUBLIC AT EMAILS SINCE SPREADSHEETS MAY HAVE BEEN READ BUT SOME OF THEM WEREN'T MENTIONED. COULD YOU PLEASE DISCUSS THE COMP PLAN PROMOTIONAL FORM BASIS DEVELOPMENTS. APPEARANCE IS MORE IMPORTANT THANFUNCTION. HOW DOES FORM OVER FUNCTION PROTECT QUALITY OF LIFE FOR HOMEOWNERS? TAVERN.[INAUDIBLE] I GUESS I WILL SEND YOU THE REST OF MYMESSAGES. THANK YOU. >> THANK YOU. >> GOOD EVENING COUNSELORS. MY NAME IS JUDY HAGAN AND THE BREASTPLATE. I ALSO WANT TO THANK THE PLANNING COMMISSION FOR THE TIME THEY PUT IN ON THIS. IT WAS A LONG SLOG. THIS IS THE 4TH ONE I THINK I'VE BEEN INVOLVED IN AN AQUATIC STATE THIS IS SPENT THE MOST CHALLENGING ONE. I HAVE SEVERAL COMMENTS THAT WILL RELATE DIRECTLY TO THE COMP PLAN DRAFT PAGES AND A COUPLE OF OTHERS THAT ARE INDIRECT. FIRST OF ALL, SPEAK ABOUT THE SECTION STARTING ON PAGE 21 ABOUT CARMEL'S ENVIRONMENTAL FOOTPRINT AND ADDRESS THE GROWING LIGHT POLLUTION IN THE COMMUNITY. I THINK SOME OF YOU ARE PROBABLY NOTICING IT TOO. CANNOT BE ADDED AS AN OBJECTIVE ON PAGE 21? LEADING TECHNOLOGY HAS GREATLY CHANGED AND IMPROVED IN MANY WAYS. BUT, THERE ARE MANY ENERGY-EFFICIENT LIGHTING PRODUCTS NOW THAT ARE PRESENTING NEW CHALLENGES.
SOME OF OUR BEST NEW BUILDINGS HAVE BECOME LIKE HOUSES BLASTING INTO SPACE. SOME NEW STREETLIGHTS SEEM TO BE DOING THE SAME THING. IF YOU GO OVER TO PAM AND 111TH. I'M NOT SURE WHAT'S GOING ON WITH THAT BIG CITY LIGHT STANDARD. IT'S A TECHNICAL ISSUE. IT DOES NEED TO BE IDENTIFIED AS A COMP PLAN MOVES FORWARD. THIS LOW-TECH BUILDING HAPPENS TO BE ONE OF MY FAVORITE BUILDINGS BUT, THE LIGHT POLLUTION IS INCREDIBLE. I HAVE NOT SEEN IT HAVING NOT GONE ANYWHERE FOR ABOUT 2 YEARS DURING THE PANDEMIC UNTIL IT WAS, COME IN THE DARK AND REALIZED WITH THE NEIGHBORS WE'RE TALKING ABOUT. SO, WE DON'T WANT TO DESTROY THE BEAUTY. SOMETHING NEEDS TO BE DONE ABOUT THAT. THE OTHER BUILDING ST. FRANCIS HEALTH WHICH IS CLOSER AND ALSO SHINING IN MY WINDOWS. SO, I DON'T KNOW WHAT THE SOLUTION IS. WE'VE GOT A PROBLEM WE NEED TO ADDRESS IT AND LETTING IS ONE OF THE THINGS THAT JOSEPH RILES UP THE NEIGHBORS ABOUT COMMERCIAL COMING NEAR. WE'VE HAD IT SOLVED ABOUT 30 YEARS AGO BUT IT APPEARS TO BE BACK DOWN. ON PAGE 34, REGARDING WHITE RIVER. I WOULD LIKE TO CLARIFY WHERE LONG WHITE RIVER ITSELF THE BUILDING HEIGHTS APPLY. IF IT'S JUST ON 96TH STREET THAT'S OKAY. HOPE ARE NOT GIVING SOMEONE ENCOURAGEMENT TO DO 6 STORIES ON THE RIVER ITSELF. THAT IS ONE OF OUR PREMIER BEACHFRONT PROPERTIES AND WE WANT TO MAKE
[01:35:05]
SURE WE KEEP AS MUCH OF THAT PRESERVED FROM HIGH DENSITY DEVELOPMENT. THAT THE DOWNTOWN WEST DEVELOPMENT PATTERNS PAGE 91. I HAVE THE SAME QUESTION RON DOES. THAT CHANGE TO 6 STORIES AND THE C3 PLAN HAD SOME MORE EXTENSIVE LANGUAGE. I THINK THAT NEEDS TO BE REVISITED WHEN IT GOES TO COMMITTEE. UNDER HEALTHFUL LIVING, THE COMP PLAN RECOGNIZES THE IMPORTANCE OF PARKS IN MANY PLACES IN THE HEALTHFUL LIVING SUCH A PARTICULAR. WE ALL RECOGNIZE THE VALUE OF PARKS WHO ARE SPECIALLY DURING THE PANDEMIC.THE 2020 CENSUS RESULTS SHALL BE NUMBERED JUST UNDER HUNDRED THOUSAND PEOPLE AT THIS POINT.
IF WE GROW 220, HUNDRED 40,000, HUNDRED 60,000. HOW DO WE PLAN FOR PARKS FOR THE NEWCOMERS AVAILABLE WE ENJOY? THE COMP PLAN SHOULD THAT DATE ALSO. SINCE IT'S NOT A PUBLIC HEARING ON THE TIF BONDS TONIGHT I WANT TO INJECT THAT IT'S ALL GOOD NEWS. ABOUT THE NEW PROJECTS THAT ARE COMING IN. MY FAVORITE TOPIC IS A PLATE HERE AND THAT WOULD BE THE PARK IN FACT FEES. TROY ATTRIBUTABLE TO THESE NEW PROJECTS WHERE ARE THEY GONNA GO? HOW ARE THEY GOING TO BE ACCOUNTED FOR? THEN I SEE FLORA IS ON FOR POTENTIAL TIF ON THE PLANNING COMMISSION AGENDA TOMORROW NIGHT. WHAT'S GOING ON WITH THAT EXACTLY? THAT'S RESIDENTIAL. FOR THOSE PARK PACK PIECE GOING AND WHO WOULD BE ACCOUNTABLE FOR THEM? IT MAY BE A NICE IDEA TO INCLUDE THE PARK IMPACT FEES ON THE REPORT THAT THE CRC GIVES TO YOU EACH MEETING. AND JUST A FINAL THOUGHT. PERSONAL THINK THAT'S BEGINNING TO BUG ME. I DON'T KNOW ABOUT YOU BUT I'M GETTING TIRED OF EVERYTHING BEING BRANDED. COULD BE I'M JUST OLD. EVERYTHING HAS A BRAND. IT'S A NEW BUZZWORD. IT'S ALL NOT ABOUT PRINTING ECONOMIC DEVELOPMENT. WE ARE NOT COMMODITIES WE ARE COMMUNITY. WE LIVED IN HOMES NOT UNITS OF MEASUREMENT. NOT PRODUCTS WE ARE PEOPLE. WE DON'T NEED RANTING LIKE CATTLE.
WE DO NEED THE COMMON GOOD. AND IT'S DIFFICULT TO WRITE OUT AND WE NEED TO TAKE THE LONG
TERM VIEW. THANK YOU. >> JUDY SAID THIS WAS YOUR 4TH COMP TIME YOU STARTED WHEN YOU ATTEND? OFF BBASICALLY MATTEL. EL. THIS IS MY FIRST MEETING I APOLOGIZE FOR THAT ESPECIALLY IF I'M NOT SPEAKING AT THE PROPER TIME. SPECIFICALLY ABOUT THE PURE DEVELOPMENT. ENT. I ALSO JUST MOVED INTOBOUTS OF 2 INDUSTRIAL DRIVE. MY CONCERNIS T THIS IS THE THE START OF WHAT WILL CARRY ALL THE WAY DOWN TO HAVE 6 STORIES LOOKING ACROSS EVERY NEIGHBORHOOD THAT GOES WEST OF MIDTOWN. WHILE THE IMPACT DOESN'T SEEM LIKE MUCH, BECAUSE THERE'S ONLY A FEW HOUSES THAT ARE DIRECTLY ABUTTING THIS PROPERTY. WHEN YOU GET UP TO 6 STORIES UP AND YOU LOOK OUT THAT'S A MILE OUT. THE IMPACTS OF OUR PEOPLE ESPECIALLY THOSE OF US CHOSE TO INVEST IN A HOME IN DOWNTOWN CARMEL NOT TO TEAR DOWN BUT TO REMODEL IT AND KEEP THE FLAVOR OF THE NEIGHBORHOOD.
WHEN YOU LOOK AT THE ZONING IT SAYS SPECIFICALLY FOR THE COMMERCIAL ZONING THAT INDUSTRIAL DRIVE SOUND, IT'S ABUTTING RESIDENTIAL, MAXIMUM 35 FEET. I DON'T THANK YOU COULD GET 6 STORIES OF 35 FEET. THAT MEANS WE ARE REALLY NOT BEING TAKEN INTO ACCOUNT FOR THE DEVELOPMENT THAT'S GOING TO HAPPEN. ONCE THAT ONE HAPPENS IT SURE TO JUST CARRY AROUND TOWN INDUSTRIAL DRIVE AND WILL BE IN MY BACKYARD. NOT THAT A 6-STORY BUILDING HAD INDUSTRIAL DRIVE CAN'T SEE ME AS IT IS. BUT, THEE'S NO QUESTION THAT THIS IS THE START OF WORSE THINGS TO HAPPEN. I UNDERSTAND THE DEVELOPMENT. AS A MATTER FACT I AM AN INVESTOR OF COMMERCIAL REAL ESTATE. THAT'S WHAT I DO FOR A LIVING. I UNDERSTAND TAKING A PROPERTY THAT'S ASSESSED ON $1 MILLION GOING TO MONTH THAT'S ASSESSED BY THE HUNDRED MILLION DOLLARS.
CERTAINLY HAS ITS FAVORABILITY. FOR THE CITY. BUT, YOU LOOK AT THE GENERAL POPULATION AND WHAT HAS HAPPENED WITH CARMEL, THERE ARE 3 QUADRANTS TO BRANCHLINE AND MAINEDOT 4 QUADRANTS. 3 OF
[01:40:09]
THE 4 HAVE BEEN DEVELOPED WITH VERY NICE HOMES. WE DO NOT HAVE A HOMEOWNERS ASSOCIATION TO SPEAK FOR US. WE ARE ALL JUST INDIVIDUALS COMING OUT. WE CAN'T PUT A STOP TO IT LIKE VILLAGE OF WEST COMPLETED WITH THE GAS STATION. HER PLEADING WITH YOU. THIS IS NOT THE PROPER DEVELOPMENT WITH THESE HEIGHTS. I HAVE NO PROBLEM, HAVE THE INDUSTRIAL BUILDINGS BACK THERE NOW. THERE WANTED TO STORIES. AND, THE AMOUNT OF TRAFFIC, THE AMOUNT OF POPULATION THAT'S GOING THROUGH THERE IS VERY, VERY SMALL. SO I ASK HIM TO TAKE THAT INTO CONSIDERATION. THERE ARE AN AWFUL LOT OF US LIVING IN THESE OLDER HOMES THAT LOVE THE NEIGHBORHOOD. LOVE DOWNTOWN CARMEL AND REALLY JUST DON'T WANT IT TO BE WHERE OUR PRIVACYIS TOTALLY EVADED. THANK YOU. >> THANK YOU. IT'S ON, YOUR GOOD WORKS THANKS GUYS OF DAVE GAGLIANO ON THE BEEN TO TULKARM AS WELL. I THANK YOU'VE HEARD FROM EVERYONE ABOUT THEIR CONCERNS. ON DENSITY, TRAFFIC, SAFETY, LIGHTNING, WHATEVER. THINK THIS IS AN INTERESTING TIME HAVING LIVED HERE SINCE THE MID-70S BOTH AS A KID THAT AS AN ADULT. IN A HOMEOWNER DOWNTOWN. AS WELL AS A BROOKSHIRE AND BAYHILL AND OTHER PLACES. I THINK THE BIGGEST CHALLENGE I WOULD SAY TO EACH OF YOU IS HAVING BEEN HERE FOR SO LONG AND REMEMBERING WHEN I WAS A HIGH SCHOOL KID THEY'D HAVE 2 COPS THAT WOULD POUR OUT YOUR BEER FOR CAUGHT YOU COVERING ALL OF CARMEL. IT WAS MUCH DIFFERENT. IT WAS MUCH SMALLER, IT WAS MUCH RULE. SINCE THEN WE'VE GROWN TO BEING A VIBRANT SUPERCOOL COMMUNITY WITH LOTS OF POSITIVES. FOR THE MOST PART IT'S BEEN GREAT. IN THE LAST 15 YEARS WE'VE PROBABLY GONE AS A CITY TO AN AREA WHERE WE SEE SO MUCH MORE IN THE PAST OF HEY, THERE'S PLENTY OF ROOM STILL TO GROW TO NOW, THERE'S NO MORE AVAILABLE LAND SO WE EITHER HAVE TO DO TEAR DOWNS OR BUILDUPS. WHAT WE JUST SAY AT THIS POINT, MY PLEA TO YOU GUYS WOULD BE, WE HAVE TO DECIDE AS A CITY WHAT DO WE WANT TO BE MOVING FORWARD? WHAT IS THE ACTION WE WANT TO BE? DO WE WANT TO BE A INDIANAPOLIS LIKE CITY WITH LOTS OF DENSITY OR WE WANT TO TRY TO MAINTAIN THE CHARM OF WHAT ONCE WAS CARMEL THAT CLEARLY IS AN A TRANSITION STATE AND THERE'S A NEED FOR FISCAL DOLLARS COMING INTO THE CITY AND BALANCE BETWEEN NOT AND TAX DOLLARS AND HAPPINESS IN PARKS AND TREES AND LIGHTS. IF HEARD FROM A LOT OF PEOPLE. NOT HERE TO REITERATE ALL THAT.
I WOULD SAY RIGHT NOW I'D SAY THIS IS A CALL TO ACTION FOR THOSE ON THE COUNCIL TO REALLY SAY TO THE CITY, THIS IS HOOVER GOING TO BE. YOU CAN'T PLEASE EVERYONE. JUST CAN'T. RIGHT NOW THERE'S TO MUCH POLARIZATION JUST LIKE IN OTHER AREAS. I WOULD JUST ASK YOU TO PLEASE SEND A SIGNAL TO THE CITY ON WHERE WE WANT TO BE AS A CITY IN THE FUTURE. BECAUSE WE ARE GOING TO ATTRACT RESIDENTS THAT BELIEVE IN THE. HER GOING TO MOVE PEOPLE OUT BUT DON'T. I CAN'T ANSWER THAT BUT I DO APPRECIATE EVERYTHING YOU GUYS ARE DOING. THANK YOU
FOR YOUR TIME. >> THANK YOU. ANY OTHER COMMENTS? I WILL CLOSE THE PUBLIC HEARING AT 7:44 AND 50 SECONDS. COUNCIL, COMMENTS? COUNSELOR HANAN.
>> I APPRECIATE ALL THE FOLKS THAT SHOWED UP HERE AND I MADE COMMENTS AND I THINK THEY'VE BEEN RESPECTFUL. I WOULD JUST SAYY TO MR. GAGLIANO'S COMMENT. HE'S ASKING USOUR VISION AS A CITY. I ASK WHAT IS YOUR VISION OF THE CITY? I THINK THE MOST IMPORTANT THING IS 100,000 PEOPLE THAT LITTERED NEED TO CLEARLY TELL THIS COUNCIL WHAT IS YOUR VISION OF THE CITY GOING FORWARD RATHER THAN THE OTHER WAY AROUND. SO THINKING.
>> ANY OTHER COMMENTS? ALL RIGHT, THIS WOULD BE GOING TO LAND USE. AND HAVING WORKED ON

TAX INCREMENT AREA. I'VE GOT MR. FIST ASKING IF HE WOULD GO AHEAD UNTIL EVERYONE WHAT THISIS ABOUT. >> GOOD EVENING COUNSELOR HENRY SKYSCAPE, REDEVELOPMENT DIRECTOR. REDEVELOPMENT COMMISSION IS BRINGING FOR SIMPLE PROJECT BEFORE YOU TONIGHT. BEFORE WE QUICKLY GET INTO THEM I JUST WANT TO TOUCH BASE ON SOMETHING SO THAT IT IS CLEAR FOR EVERYBODY AND NO ONE WATCHING MRS. THIS POINT. EVERY SINGLE PROJECT BEFORE YOU TONIGHT AS A DEVELOPER BACK TO BOND. THESE BONDS ARE NO RISK TO THE TAXPAYERS AND HAVE NO IMPACT ON THE TAX RATE. SOMETIMES PEOPLE GET CONFUSED BECAUSE UNDER STATE LAW ANY TIME BONDS ARE ISSUED THE CITY HAS TO ACT AS THE ISSUER. THAT DOESN'T MAKE THE CITY AND OBLIGOR IN ANY WAY EVEN THOUGH IT'S ACTING IN ITS ADMINISTRATIVE ROLE AS ISSUER OF THESE BONDS. EACH OF THESE PROJECTS YOU'RE ABOUT TO SEE THE ONLY DUTY OF THE CITY IS TO TAKE WHATEVER TAXES ARE PAID BY THESE PROPERTIES INTO THE ALLOCATION AREA IN WHICH THEY SIT. AND THEN HAND THAT MONEY OVER TO THE DEVELOPER. THAT MEANS IF THE BUILDING BREAKS DOWN THE DEVELOPER DOESN'T REBUILD IT AND THERE IS NO TAXES BEING PAID BY THE PROPERTY AND THE DEVELOPER WILL GET NO MONEY ON ITS BOND. THE CITY OR THE TAXPAYERS WILL NOT BE ON THE HOOK FOR ANY OF THOSE OBLIGATIONS. DEVELOPER BACKED BONDS ARE WAIT TO GET AMENITIES BUILT FOR THE PURPOSES OF BENEFITING THE PUBLIC SUCH AS LARGE PARKING GARAGE IS.
WITHOUT THE CITY HAVING TO PAY FOR ANY OF IT. WITHOUT THE CITY OF THE TAXPAYERS BEING ON THE HOOK FOR ANY OF IT. WITHOUT UNLESS COUNCIL HAS ANY QUESTIONS ON THAT SPECIFIC INSTRUCTION. DOUBLE BRING UP OUR PARTNERS FROM THE AT&T REDEVELOPMENT PROJECT. TO COME
UP. >> COMING UP WE HAVE ADAM SAGER, AT&T'S PROJECT THAT IS A PARTNERSHIP BETWEEN CURATIVE MOMENT, ADAM REPRESENTS APPEARED. THEY HAVE A REPRESENTATIVE FROM BUCKINGHAM AS WELL. THIRD STREET VENTURE AND REPRESENTED FROM THERE AS WELL. AND BIRCH AND SPANK MERCHANTS BANK, IF COUNSEL HAS ANY QUESTIONS. I WILL HAVE THE
MICROPHONE OVER TO ADAM TO INTRODUCE THE AT&T PROJECT. >> THANKS RY, GOOD EVENING COUNCIL. ADAM SAGERWITH PURE DEVELOPMENT. WORKS CITEDTO BE HERE TONIGHT TO INTRODUCE PROJECT PARTNERS BUCKINGHAM MERCHANTS. MCSO ARCHITECTS STUDIO MS WILL BE INVOLVED.
MIXED-USE PROJECT TOTALLY OVER HUNDRED $33 MILLION OF TOTAL PROJECT COST SPARED AN 80,000 SQUARE-FOOT HEADQUARTER EXPANSION FOR MERCHANTS BANK. A 25,000 SQUARE-FOOT BOUTIQUE OFFICE FOR PURE DEVELOPMENT. THE 12,000 SQUARE-FOOT BOUTIQUE, FAMILY OFFICE AND THEN AT 244 UNIT MULTIFAMILY PROJECT WITH A 2-STORY GARAGE AROUND 400 PARKING STALLS. SO, YOU CAN SEE HERE WE ARE ALL SHARING THE GARAGE. WE APPRECIATE REALLY WHAT THE COUNCIL, THE SEARCY AND THE MAYOR HAVE DONE OVER THE LAST FEW YEARS IN TERMS OF CREATING MIDTOWN AS A PLACE TO BE. OR EXCITED TO BE THERE. FOR EXTENDED RELOCATE UP YOUR HEADQUARTER START WITH NUMEROUS JOBS ALONG WITH MERCHANTS BANK AS WELL. IN THEIR EXPANSION.
YOU WILL SEE WE ENVISION THIS AS SOMEWHAT OF A STEP DOWN A TRANSITION. THERE'S A PURE HEADQUARTERS THAT'S ABOUT A 2-STORY BUILDING. THE MERCHANTS HEADQUARTERS WAS GOING TO BE A 4-STORY 20,000 SQUARE-FOOT FLOOR PLATE PROJECT. MULTIFAMILY IS REALLY TO THE NORTH. IT'S A 2-STORY MINING OF TOWNHOMES WITH FORMANT TOWNHOMES THAN A STEP UP TO THE LARGER, THE HIGHER SETBACK AS WELL. I RECOGNIZE THE COMMENTS FROM THE PUBLIC IN
[01:55:06]
THAT REGARD. I WANTED TO JUST MENTION THERE IS A TRANSITION BETWEEN THE PARCELS. SO, I CAN WORK CITED TO BE PART OF THE MIDTOWN GROWTH. I THINK IT WAS IN 2011 I WAS AT URBAN LAND INSTITUTE WHERE THE METEOROLOGIST WAS TALKING ABOUT ATTRACTING COMPANIES TO CARMEL AND THE WAY TO DO THAT IS THROUGH SPACE. WE DON'T HAVE OCEANS AND THINGS OF THAT NATURE TO ATTRACT. I WANT TO THINK YOUR LEADERSHIP FOR HELPING MAKE THAT REALITY.>> ALL AT A COUPLE MORE POINTS THAT HAVE MADE IT INTO THE PRESS AND OR SENT OUT TO COUNCIL EARLIER. THERE'S A HUGE PROJECT THAT WILL INCREASE THE ASSESSED VALUE OF THESE PARCELS FROM AROUND $300,000 OF ASSESSED VALUE PER ACRE. $214.7 MILLION OF ASSESSED VALUE PER ACRE. THAT IS A HUGE IMPROVEMENT. AS WE TALKED ABOUT THE COMPREHENSIVE PLAN.
I THINK NICOLE HAS ALWAYS BEEN TO KEEP CARAMELS EAST AND WEST SIDE SUBURBAN AND TRADITIONAL NEIGHBORHOODS. BUT, CONTINUING TO WORK TO REDUCING THE TAX BURDEN OF OUR RESIDENTIAL RESIDENTS HERE. AND PART OF THAT IS BY BUILDING JUST A LITTLE BIT MORE INTENSITY IN THE CENTRAL WALKABLE CORE. AND HAVE THOSE PROJECTS PAY SO MUCH IN TAXES THAT IT REALLY REDUCES THE BURDEN FROM EVERYONE ELSE. 2 OTHER POINTS I'LL MAKE ABOUT THIS PROJECT IS, BECAUSE OF THE REFERENDA, THE PROJECT CURRENTLY PAYS $27,000 A YEAR IN TAXES. WELL AFTER THIS PROJECT IS BUILT PAY HUNDRED $43,000 OF ANNUAL REVENUE TO THE SCHOOLS TO TAKE ADVANTAGE OF. THE LAST PIECE I'LL ADD BEFORE ANSWERING ANY QUESTIONS IS WORTH THE STAGE NUMBER THE DEVELOPERS TRYING TO FIGURE OUT IF THEY CAN INVEST TO MOVE AHEAD WITH THE DEAL DEPENDING
ON WHETHER COUNCIL ALLOWS APPROVED BONDS ARE NOT. >> IF COUNSEL DISPROVE BONDS OF THIS PROJECT WILL GO THROUGH BOTH THE OMMAND POSITION ON THE ARD OF ZONING APPEALS WITH DIFFERENT ISSUES. WE HAD EXPENSIVE CONVERSATIONS WITH THE PLANNING AND ZONING DEPARTMENT ABOUT EXACTLY HOW TO STEP DOWN THIS PROJECT SO IT PROTECTS THE INTEGRITY OF THE NEIGHBORHOOD TO THE NORTH OF IT DOESN'T DETRACT FROM IT. SO ADAM ARMED HE MENTIONED THAT MUCH LIKE WE SEE AT THE NORTHERN END OF THE RAILYARD PROJECT WHERE IT STEPS DOWN FROM TALL TO ESSENTIALLY 3 STORIES RIGHT IN FRONT OF THE RESIDENCES. THERE'S A SIMILAR EFFECT HERE FOR THIS PROJECT STEPS DOWN TO A PRETTY DEEP 2-STORY ELEMENT AND THEN NORTH OF THAT THERE ARE FAMILY OFFICE THAT ARE SEXUALLY 2 STORIES. SO, THE GOAL IS TO SHIELD THE NEIGHBORHOOD FROM MIDTOWN ITSELF BUT, ALSO STEP DOWN AS YOU GO NORTH TO KIND OF TAPER IN A WAY THAT IS RESPECTFUL OF THE NEIGHBORHOOD. WE GOT A LOT OF PROCESSES IN FRONT OF PLANNING COMMISSION MPCA TO GET THAT JUST RIGHT WITH BOXER BUFFERS AND EVERYTHING ELSE.
OTHER THAN THAT, OR CREDIBLY EXCITED TO INTRODUCE THIS HUNDRED $33 MILLION PROJECT.
PEOPLE IN THE AUDIENCE THAT ARE HERE ON BEHALF OF THIS PROJECT ARE AVAILABLE TO YOU TO ANSWER
ANY QUESTIONS. >> COUNCIL, BEFORE THIS GOES A FINANCE ANY COMMENTS OR

HOPEFULLY YOU'VE HAD A GOOD EXPERIENCE WITH A FONT AND ALEXANDRIA AND WE CERTAINLY FEEL THIS WILL BE ANOTHER TREMENDOUS ADDITION TO THE CITY OF CARMEL. JUST A LITTLE BACKGROUND ON THE COMPANY. IT WAS FOUNDED IN DETROIT BACK IN THE 19 21. WE JUST CELEBRATED OUR CENTENNIAL. INITIALLY A LARGE SINGLE-FAMILY DEVELOPER THAT EVOLVED INTO A MULTI FAMILY DEVELOPERS PSTARTING IN THE 1960S. WAS A DEVELOPER OF THIS PROJECT. IF YOU'RE GRACIOUS ENOUGH TO SEND IT ON TO COMMITTEE AND ASK US TO SPEAK SHE MAY BE OUR SPOKESMAN. I MAKE SURE THE NEXT GENERATION PET POOR PEOPLE IS HERE TO CONTINUE WORKING WITH CARMEL. VERY PROUD OF THIS. WE STARTED DEVELOPING 20 YEARS AGO. THE FIRST 2 BUILDINGS AT PET COURSE SQUARE.
IF YOU APPROVE THIS EVER ABLE TO PROCEED THIS WILL BE THE 27TH BUILDING DEPENDING ON HOW YOU COUNT THEM. SOME OF OUR BUILDINGS ARE KIND OF UNIQUE. EXCLUDING BRIDAL BORN IN OUR PARKING GARAGES. ONE OF WHICH IS BETTER IN SCRATCH I'M PROUD OF THE CRUX OF THE 27 THIS MIGHT BE IN A CATEGORY WITH. IT IS UNIQUE ONE OF THE ONCE AND PERHAPS MOST PROUD OF.
IT'S NOT ONLY MIXED-USE IT IS NOT ONLY ENHANCED TRADITIONAL DESIGN BUT ALSO MIXED INCOME.
BUT I'M VERY PROUD OF. 22 OF THE UNITS, RESIDENTIAL UNITS WILL BE AVAILABLE FOR FOLKS OF THE WORKFORCE. TO LOVE WITH US TO BE A PART OF OUR COMMUNITY BOTH LIVING HERE AND WORKING HERE. THERE WILL BE THE 77 LUXURY APARTMENTS. THE AFFORDABLE OR THE WORKFORCE HOUSING IS JUST ABOUT 22 PERCENT OF THE WHOLE. THE NUMBER WILL BE 23,000 SQUARE FEET OF COMMERCIAL SPACE. THAT SHOULD BE A MIX OF RESTAURANT OR RESTAURANTS. RETAIL SPACE AND OFFICE SPACE. AS WELL AS A CLUBHOUSE TYPE OFFICE FACILITY FOR THE APARTMENTS OR THE RESIDENTIAL. HENRY, HOW DO I DO THE OTHER PICTURES I GUESS? WOULD WE PUSH? OKAY, GOOD.
ALL RIGHT, THE FIRST PICTURE YOU SAW WAS EASTERN FA?ADE. THAT'S WHAT YOU WOULD SEE FOR THE MONON. THIS IS THE NORTHERN FA?ADE AND ONTO THE LEFT IS WHAT WOULD BE FACING THIRD AVENUE. SOMEWHERE BOUNDED ON THE EAST BY THE MONON, BY THE WEST BY THIRD AVENUE, BY THE NORTH, BY THE WATER TOWER. WE OWN THE LAND TO THE SOUTH. WE OWNED THE LAND TO THE WEST. I CAN'T SAY UP TALK TO THE WATER TOWER ABOUT THIS PROJECT. BUT I HAVE TO THE PROPERTY OWNER IMMEDIATELY NORTH OF THAT WHICH IS MIKE PETRIE AT MERCHANTS BANK. SO OBVIOUSLY PET CORE SUPPORTIVE OF THIS PROJECT. MR. PETRIE IS ALSO. THIS WHAT WOULD BE THE SOUTHEAST CORNER. IN THE FRONT IS THE MONON. BETWEEN OUR BUILDING AND TO THE SOUTH OR SEEN A GRASSY AREA. THAT IS BURGETT STREET. WE REALLY NEED TO READ IF YOU DON'T RB KNOW THE HISTORY OF MISS BURGETT. TRULY ONE OF THE FIRST ENTREPRENEURS IN THE CITY AND MAY BE IN THIS PART OF THE COUNTRY REALLY. SHE HAD A MULTIPLE BUSINESSES, WAS OF A MULTIETHNIC BACKGROUND AT SOME UNDERSTANDING OBVIOUSLY WAS A FEMALE. THIS STREET, RHODES IS WHERE CARS ARE STREETS ARTWORK CARS AND PEOPLE CAN BE. TRYING TO CREATE THIS AS A PEOPLE CORRIDOR RATHER THAN A CAR CORRIDOR. TO THE SOUTH OF US IS A 50 FOOT STRIP UNTIL YOU GET TO THE NORTHERN EDGE OF OUR NEXT BUILDING. YES, IT LOOKS A LITTLE VACANT THERE NOW. AND WE WILL COME BACK SOMEDAY I'M SURE ANOTHER BUILDING TO GO TO OURSELVES. I TRUST IT WILL MATCH THE ARCHITECTURE OF WHAT WE'RE DOING HERE WITH THE CONCOURSE. SO YOU CAN SEE IT PERSPECTIVE TO THE WATER TOWER. OR NOT AS TALL AS A WATER TOWER OR ANYWHERE NEAR IT. WE ARE 5 STORIES. AS I MENTIONED ONE LEVEL OF COMMERCIAL AND 4 OF RESIDENTIAL WITH THE PARKING GARAGE THAT IS ON 3 SIDES SURROUNDED BY THE BUILDING ITSELF. IT WILL TAKE CARE ABOUT 289 CARS. IN ACCORDANCE WITH THEIR PREFERENCES 75 PERCENT OF IT WILL BE OPEN TO THE PUBLIC. THE REST WE MIGHT MAKE EXCLUSIVELY FOR RESIDENTS AND OTHERS. I GUESS THAT ISN'T ME. ALL RIGHT, HAPPY TO ANSWER ANY QUESTIONS YOU MIGHT HAVE. I APPRECIATE THE OPPORTUNITY TO
POTENTIALLY DO THIS BUILDING. >> COUNSELOR FINKAM. >> BRUCE THANK YOU FOR COMING IN PRESENTING THIS TONIGHT. THANK YOU FOR DAVEY THE STREET AFTER A WOMAN ENTREPRENEUR.
QUESTION FOR YOU. WE'VE GOTTEN FROM OR I'VE GOTTEN FROM SOME PRESIDENTS COMING OUT OF THE PANDEMIC WITH A LOT OF SOLID PATIENT OF OFFICE SPACE GOING ON. THEY COULD RETELL THE
[02:10:11]
QUESTION IS WHY DO WE NEED THIS TO DEFILEMENT HOW CAN WE POSSIBLY FILL THE SPACE? I THOUGHT SOME OF THE LOT OF RETAIL SPACE COULD ANSWER THE QUESTION FOR THE PUBLIC.>> MEANT MORE DEMAND FOR SPACE THAT WE HAVE SPACE. WE WILL BE OUT OF SPACE BEFORE THIS BUILDING IS DONE. WHICH ARE READY RIGHT NOW IS ABOUT 150 COMMERCIAL TENANTS. I WOULD ARGUE, I DON'T WANT TO DISTRACT FROM ANYBODY ELSE'S DEVELOPMENT. I THINK MANY OF THEM ARE VERY ADDITIVE TO THE QUALITY OF OUR LIFE HERE IN CARMEL. IN RESPECT TO THIS BUILDING ON THE 26TH THAT PRECEDED IT, WE HAVE WORKED VERY HARD FOR THEM TO HAVE TREMENDOUS ARCHITECTURAL BEAUTY FOLLOWING TRADITIONAL DESIGNS OF ARCHITECTURE. WITHOUT REPLICATING ANY OTHER BUILDING ANYWHERE IN THE WORLD. SO THIS IS A UNIQUE COLLECTION OF BUILDINGS THAT YOU AND WE HAVE CREATED TOGETHER. I AM QUITE CONFIDENT BECAUSE MY WIFE WAS TRULY THE EXTROVERT AND THE FAMILY SPENDS A LOT OF TIME WITH ME AT HOTEL CARMICHAEL TALKING TO THE PEOPLE WHO HAVE COME TO OUR CITY FROM THROUGHOUT THE COUNTRY. AND THROUGHOUT THE WORLD. TRULY BROUGHT THE COUNTRY FROM THE EAST COAST AND WEST COAST. TO HEAR THEIR COMPLIMENTS OF THE CITY STARTING WITH HOTEL CARMICHAEL. EXPANDING THE CITY CENTER THAN THE CITY AT LARGE IS VERY TOUCHING AND VERY REWARDING. SO YOU CAN HEAR HOW MANY OF THEM ARE WANTING TO COME TO CARMEL AND IT IS BECAUSE OF THESE TYPES OF BUILDINGS THAT WE HAVE JOINTLY CREATED. I GUESS IT WAS YOU TO PROCESS OTHER BUILDINGS OF THE FUTURE I RESIGNED MYSELF TO AT LEAST IN MY FIELD THINKING OUR BUILDINGS MIGHT BE THE BEST, IF OTHER SUBJECT I HAVE A DIFFERENT VIEW ON MORE THAN OPEN TO THAT. AS LONG AS YOU KEEP THE QUALITY OF THE ARCHITECTURE OF THE NEW BUILDINGS IN THE CITY UP WE WILL HAVE NO TROUBLE ATTRACTING NOT ONLY THE NUMBER OF PEOPLE BUT TALENTED QUALITY PEOPLE, HIGH INCOMES, GOOD PROFESSIONALS AND A DIVERSE AUDIENCE ALSO THAT I THINK WILL
ACT A JOINT ABILITY OF OUR CITY. >> COUNSELOR CAMPBELL?
>> THANK YOU MR. PRESIDENT. BRUCE, THE COUNCIL, HENRY, HEARD ME ASK THIS QUESTION BEFORE. I'D LOVE TO SEE MORE OWNER OCCUPIED UNITS. IT'S GOOD TO HAVE SOME APARTMENTS BUT WOULD LOVE TO SEE MORE OWNER OCCUPIED OR SELL UNITS. WHAT WENT INTO YOUR DECISION TO
NOT HAVE ANY OWNER OCCUPIED UNITS AND JUST YOU APARTMENTS? >> A GOOD QUESTION. I THINK A LITTLE OF EVERYTHING AS NEEDED. I DON'T KNOW HOW TO MIX THE MIXED INCOME WITH CONDOMINIUMS TO BEGIN WITH. WE OWN ABOUT 13 ACRES AND WHAT WAS FORMERLY THE WOODS WIRE SITE. THIS IS GOING ON WAS PREVIOUSLY THE MANUFACTURING FACILITY FOR WAS A WIRE APPEARED ON THE WEST SIDE OF THIRD AVENUE IT'S A BIGGER BUILDING AND STILL STANDING ATI AND OTHER NON-FOR PROFITS WE FILLED OUT AS A GRATUITY BASICALLY TO OCCUPY THAT SPACE. THE PART DEPARTMENT AT ONE TIME HAD ITS EMERGENCY SERVICES THERE. MAYBE YOU'VE ALL ATTENDED THE WINTER FARMERS MARKET THAT WE JUST ALLOWED TO USE IT. THAT'S PART OF THAT. TO THE WEST ABOUT REALLY UP AGAINST A SINGLE FAMILY THAT IS TO ON THE WEST SIDE OF OUR PARCEL. NO LONG-TERM PLAN IS A SERIES OF TOWN HOUSES THAT I ASSUME WOULD PROBABLY BE OWNER OCCUPIED. WE ARE NOT A SINGLE-FAMILY DEVELOPER. BUT, AT THE RIGHT TIME IF THAT'S WHAT WE COLLECTIVELY THINK IT'S A RIGHT TRANSITION FROM WHAT YOU'RE DOING TO THE EAST OF THAT WESTERN BOUNDARY THEN ALONG THE WESTERN BOUNDARY TO HELP THOSE TOWN HOUSES THAT MIGHT BE THE RIGHT ANSWER THAT WOULD BE THE ANSWER TO YOUR QUESTION IF WHERE OWNER OCCUPIED
RESIDENTIAL STRUCTURES SHOULD BE. >> I HEAR FROM A LOT OF CONSTITUENTS WHO ARE LOOKING FOR MAYBE MORE OF A FLAT CONCEPT INSTEAD OF TOWNHOMES BECAUSE AS THEY BECOME EMPTY-NESTERS AND WANT TO SELL THEIR HOME THERE'S REALLY NOWHERE FOR THEM TO GO TO. I THINK SPACE WISE I THINK LIKE I WOULD DOWNSIZE TO MAYBE A CONDO BUT I DON'T THINK I DOWNSIZE TO A TOWNHOME OR AN APARTMENT. PJUST LOOKING FOR MORE VARIETY
AND OFFERINGS AS OUR POPULATION AGES. >> IF I COULD MAKE A COMMENT TO YOUR COMMENT. SO YOU KNOW FOR THE DEVELOPERS THE CITY CENTER. TO THE SOUTH THE CITY CENTER DEVELOPMENT LIKE THAT IS HAPPENING. OR NOT THE DEVELOPER OF IT. I LIKE TO THINK WE HAD MORE THAN A MINIMAL IMPACT ON CREATING AN ENVIRONMENT FOR THAT FLAT TOWNHOUSE SPILL BETWIXT TO SPOON CREEK SLIPPING THIS EVENING IS GETTING READY TO HAPPEN TO THE EAST SIDE, THE SOUTHEAST SIDE OF CITY CENTER WHICH BE THE SOUTHEAST CORNER OF CITY CENTER DRIVE AND RIDGELINE. THERE IS A ROLE FOR EVERYBODY. INTEREST ON A SINGLE-FAMILY DEVELOPER. I DO BELIEVE WE HAVE MORE THAN CREATED AN ENVIRONMENT WHERE THOSE KIND OF ACTIVITIES ARE NOT ONLY HAPPENING BUT I THINK WE WILL THRIVE ALSO.
[02:15:02]
>> OKAY, THE OTHER QUESTION I HAVE IS ABOUT THE AFFORDABLE HOUSING ASPECT. HOW DID YOU COME UP WITH A 22 PERCENT FOR THE HOUSING UNITS? WAS THERE A CERTAIN FORMULA YOU ARE
THINKING ABOUT? >> 20 PERCENT IS NOT AN UNCOMMON WAY TO DO NEXT INCOME.
I'M NOT A SOCIOLOGIST OR SOCIAL SCIENTIST OR WHAT HAVE YOU. IF I WAS TO ASCRIBE PURPOSES TO IT IT'S A WAY FOR THOSE IN THE WORKFORCE CAN LIVED IN THE SAME COMMUNITY AS PEOPLE OF MUCH HIGHER INCOME IN A WAY THAT EVERYONE FEELS COMFORTABLE AS ONE COMMUNITY. AS OPPOSED TO HAVING DEVELOPMENT THEY MADE ME JUST ALL HIGHER INCOME WHETHER IT'S OWNER OCCUPIED OR RENTAL.
IN ANOTHER AREA THAT IS LOWER INCOME. WE HAVE TAUGHT THE LETTER. THE PART ABOUT. IT'S A GOOD WAY TO PROVIDE HOUSING AFFORDABLE HOUSING FOR THE WORKFORCE. IN THIS I WANTED SOMETHING A LITTLE UNIQUE. AGAIN I WOULD ARGUE THIS MIXED INCOME, MIXED-USE, WITH THESE ENHANCED ARCHITECTURAL FEATURES OF TRADITIONAL DESIGN IS NOT ONLY UNIQUE CENTRAL INDIANA IT MAY BE UNIQUE FOR THE COUNTRY. IT'S NOT GOAL WEAVER AFTER. TO SHOW HOW THIS KIND OF A PROPERTY COULD ACTUALLY WORK IN CREATING A VERY INCLUSIVE ENVIRONMENT LET'S SAY WITHIN OUR CITY. HOW LONG IS A COMMITMENT TO THOSE UNITS REMAINING AFFORDABLE?
>> PROBABLY 30 YEARS. >> PROBABLY? IS THERE A MINIMUM QUITE.
>> I DON'T KNOW HOW MUCH SOMEHOW. WE WILL USE TAXIS AND BONES. IN ORDER TO HELP US FINANCE THIS. THEY COME WITH A 4 PERCENT LOW INCOME TAXING IN CREDIT. THE TAX CREDITS ARE TAKEN OVER A TEN-YEAR PERIOD. EARN OVER 10 YEAR PERIOD. UNDER SECTION 42 OF THE INTERNAL REVENUE CODE WE HAVE TO MAINTAIN IT AS AFFORDABLE HOUSING FOR 30 YEARS. EXCEPT THAT AT THE END OF ABOUT 15 TO 18 YEAR. YOU CAN PETITION BASICALLY TO THE STATE AND ASKED THEM TO BE RELIEVED ABOUT PARTICULAR OBLIGATION. IF WE DID THAT WE WOULD NO LONGER HAVE TAXES AND FINANCING. HISTORICALLY WHAT WE HAVE DONE IS LEAVE THEM AFFORDABLE AT LEAST FOR THE 30 YEARS. SO THEY CAN HAVE THE BENEFIT OF THE TAXES AND FINANCING FOR THE
30 YEAR. NOT JUST A 15 YEAR PERIOD. >> OKAY. THANK YOU.
>> COUNSELOR WORRELL. >> THANK YOU MR. PRESIDENT. JUST A COUPLE COMMENTS. I THINK THE FIRST THING THAT STRUCK ME ABOUT YOUR COMMENT AND I REALLY WANT TO DRAW ATTENTION TO IS THE VARIETY OF HOUSING THAT IT IS ON DISPLAY TONIGHT. WE HEARD FROM PEOPLE TALKING ABOUT THE COMPREHENSIVE PLAN. I COULDN'T HELP BUT NOTICE THE VARIETY HERE GOING ON. YOUR COMMENTS ABOUT WELL IT'S NOT MY DEVELOPMENT BUT THAT SITUATION IS BEING ADDRESSED. HAVING A VARIETY OF HOUSING TO COUNSELOR CAMPBELL!, I AM LEARNING AND I DID NOT REALIZE THIS. THERE ARE A SIGNIFICANT NUMBER OF OLD PEOPLE LIKE ME WHO ARE TRYING TO DOWNSIZE OR ACTUALLY NOT PURCHASING BUT ARE ACTUALLY RENTING APARTMENTS. BECAUSE THEY HAVE OTHER THINGS THEY WANT TO DO. THEY WANT TO GO VISIT GRANDKIDS AND ALL THAT
KIND OF STUFF. I'M LEARNING ALL THIS. >> THANK YOU, LET ME HAVE THIS.
FIRST HUNDRED 28 UNITS WE HAVE A MULTICENTER RESIDENTIAL. I WOULD BET YOU THE AVERAGE INCOME OF THE FAMILIES OF THOSE UNITS IS TWICE THE AVERAGE INCOME OF THE FAMILIES IN
CARMEL. >> SO RENTAL DOES NOT MEAN THAT YOU'RE NOT ATTRACTING TALENTED PROFESSIONAL PEOPLE. JUST MEANS AS COUNSELOR WORRELL SELECTED, PEOPLE HAVE DIFFERENT WAYS THEY WANT TO HAVE THE HOME FINANCE. WHAT KIND OF INVOLVEMENT TO THEY WON'T HAVE? LOTS OF PEOPLE DON'T WANT BE INVOLVES AND HOMEOWNERS ASSOCIATIONS. THEY WANT TO KNOW THERE'S LANDLORD WHO WILL REPRESENT THEM AND IF HE DOESN'T THEN AT THE END OF THE YEAR AT LEAST THEY CAN MOVE. THAT'S A VERY IMPORTANT WAY TO DO IT. A GENERATION OR MORE AGO MY INDUSTRY, THE MULTI FAMILY RENTAL INDUSTRY MANY WAYS DIDN'T DO A VERY GOOD JOB OF CREATING QUALITY HOUSING THAT IS FOR RENT. I THINK THAT IS NO LONGER THE CASE. WE CAN MATCH BASICALLY OUR DEVELOPMENTS OR MANY OF THEM AGAINST MANY DEVELOPMENTS THAT ARE OWNER OCCUPIED WITH HOMEOWNERS ASSOCIATIONS. WE REALLY CARE ABOUT THE PROPERTIES WE OWN AND MANAGE WHAT HAVE YOU. NOT THAT THE HOMEOWNERS IN A CONDOMINIUM REGIME DON'T. THE ABILITY OF ALL THEM TO ACT TOGETHER THROUGH A VOLUNTEER HOMEOWNERS ASSOCIATION IS OFTEN VERY DIFFICULT FOR THEM TO MAINTAIN THE QUALITY THAT WE CAN
MAINTAIN IN THE HIGHER LUXURY TYPE OF APARTMENTS. >> AND THEN, THE OTHER THING I WANTED TO JUST I GUESS SHOUT OUT IS THE FACT THAT THERE IS WORKFORCE, WORKFORCE HOUSING
[02:20:05]
COMPONENT TO THIS PROJECT. IT'S SOMETHING I WANT TO SAY THANK YOU FOR. ASSUMING THIS GETS APPROVED. I MUST SAY THANK YOU FOR BECAUSE IT IS ONE OF THE GREATEST CRITICISMS THAT I RECEIVED IS ABOUT THE VALUE AND THE PRICING OF THE HOUSING PROJECTS WE HAVE. TO THE POINT OF HAVING DIVERSITY OF HOUSING IS EXTREMELY IMPORTANT. I WANT TO CONGRATULATE YOU. IT'S NOT EASY TO DO. IT'S RIGHT IN THE HEART OF CARMEL. ITS PRIME REAL ESTATE. WE COULD BE VERY PROUD OF IT. I DON'T WANT TO DISCOUNT, WE HAVE ANOTHER PROJECT GOING ON SPOKE HE BROKE THE SPRING TO ASSIST AS WELL. WAY TO GO. AND FOR ALL THE CRITICISM THAT WILL COME ABOUT HEIGHTS AND ALL THE OTHER KIND OF STUFF. THAT'S NOT LUCITE OF WE ARE GETTING A PRODUCT THAT WE REALLY, REALLY NEED IN CARMEL. I THINK, I JUST WANT TO SAY THANK YOU. THOSE ARE MYCOMMENTS. >> COUNSELOR NELSON? >> WANT TO ECHO MY FRIEND COUNSELOR WORRELL. WE HAVE NOT MET BEFORE. I APPRECIATE WHAT YOU'VE DONE IN TERMS OF THE DEVELOPMENTS OF THE ARCHITECTURE. I ALSO FEEL LIKE OFFERING WORKFORCE HOUSING AS PART OF THE MIX. THANK YOU FOR YOUR LEADERSHIP ON THAT. I WOULD LIKE TO HOPE THAT YOU WILL INSPIRE OTHER DEVELOPERS TO DO THE SAME THING. THAT ADDS TO THE RICHNESS OF OUR CULTURE HERE IN CARMEL AND ALSO HELPS OUR ECONOMY AS WELL. SO THANK YOU VERY MUCH.
>> THANK YOU. >> COUNSELOR HANNON? >> QUICKLY, MR. ? YOU SAID THIS IS ABOUT 22 PERCENT. EXACTLY HOW MANY UNITS IN THIS COMPLEX?
>> 99 ALTOGETHER. WE ANTICIPATE ABOUT 22. NEXT WE NEED TO MEET EXACTLY 20 PERCENT WHICH ARGUABLY IS 20. WE HAVE BAD RESULTS IF WE DROP BELOW 20 PERCENT ON FINANCING. WE ALWAYS TRY TO DO A LITTLE BIT MORE THAN THE 20 PERCENT ACCUSER PEOPLE DIDN'T DO A GOOD
JOB OF DOCUMENTING THE LEASING OF A PARTICULAR APARTMENT. >> IS A 20 PERCENT, THAT'S
REQUIREMENT FOR THE TAX CREDITS? >> WE COULD DO 20, 50, 40 OR
60. >> THAT'S DEBATABLE AFFORDABLE HOUSING AS APPLIES TO TAX CREDITS. THIS 1 TO 20 AND 50 SUE TO MAKE THE MOST SENSE. HAVING MORE LUXURY 80 PERCENT 38% GIVE OR TAKE AS OPPOSED TO 58 PERCENT LUXURY AND THE REST BEING AFFORDABLE. ALBEIT A SLIGHTLY HIGHER INCOME LEVEL SEEM TO MAKE MORE SENSE FOR THE CITY'S POINT OF VIEW IN OUR
POINT OF VIEW. >> THINKING. >> COMMENTS? GO TO MAKE ONE REAL QUICK ABOUT THE GROUP OF PROJECTS. I LIKE SEEING THE PEOPLE, ORCHARDS, PACCAR, EDWARD ROSE WITH HER LOCAL PEOPLE WHO ARE INVESTING BACK IN THE CITY AND CONTINUING
AFTER THE PARTY DONE IT. >> EASY TO ADDRESS ELICITING. > THAT'S PROVING SOMETHING.
THANK YOU. THIS WILL BE GOING TO FINANCE ALSO. >> THANK YOU.
>> I WILL ALSO ADD THE REDEVELOPMENT DEPARTMENT HEARD THAT CALL OF COUNCIL FOLLOWED AN APPROVAL AS ADDING AS MANY FOR CELL UNITS AS WE CAN. JUST MY INTRODUCTION TODAY.
DISCUSSING THE STATUS OF PROJECTS. WE COVERED PRESIDIUM, PRESIDIUM TO LAUNCH, MAGNOLIA, FIRST IN MAINE, SIGNATURE, EACH OF THOSE PROJECTS OFF OF OWNER OCCUPIED
COMPONENTS. THOSE ARE TOUGH NEGOTIATIONS AT TIMES. >> MOVING ON.
>> AS WE CONTINUE TO PRESERVE LOCAL DEVELOPERS UP TO ASK TO COME UP A NONLOCAL DEVELOPMENT LOOKING TO INVESTOR, FOR THE FIRST TIME. I'M HERE TO INTRODUCE JOSH ALLEN WITH CROSS DEVELOPMENT. YOU WANT TO SPEND NO MORE THAN 2 MINUTES MIGHT WANT ME TO READ THIS IN FIRST

CROSS TO FILAMENT. WE ARE NOT A CARMEL BASED COMPANY. BUT, WE ACTUALLY HAVE 3 LOCATIONS.WE REFOUNDED 2003. HAVE ABOUT 40 EMPLOYEE COMPANY RIGHT NOW. OUR MAIN OFFICE IS IN DALLAS TEXAS. I STARTED OUR CINCINNATI OHIO OFFICE SEVERAL YEARS AGO. I DO HAVE A PERSONAL TRAUMA TO INDIANA. I WENT TO BALL STATE AND STUDY ARCHITECTURE THERE. AND LIVED ACROSS THE BORDER IN OHIO IN FORT WAYNE. I VISITED FORT WAYNE QUITE OFTEN.
>> UNFAMILIAR WITH INDIANA. FRANCE OUTGROWN APPEAR IN CARMEL AND HAVE ALWAYS BEEN INTERESTED IN TRYING TO GET INVOLVED IN CARMEL IN SOME FORM OR FASHION.
>> THIS IS OUR PROJECT. THAT OR TRYING TO INTRODUCE TODAY HOPE FOR CONSIDERATION. AND SO THIS IS THE SITE PLAN TO OUR PROPOSAL ON OLD MERIDIAN STREET. IT'S A TRUE MIXED-USE DEVELOPMENT. 2066 LUXURY APARTMENT UNITS. 10 FOR-SALE PENTHOUSE CONDO, FLAT UNITS.
THAT WILL BE ON THE TOP FLOOR OF THE LEFT SIDE OF YOUR SCREEN. WE HAVE APPROXIMATELY 8000 SQUARE FEET COMMERCIAL SPACE ON THE FIRST FLOOR FRONTING OLD MERIDIAN STREET.
AND THEN SIMPLY A PARKING GARAGE OF THE CENTER AND A SOUL AND COMPONENT AS WELL AS PART OF THIS. THIS IS THE PROPOSED ARCHITECTURE. WHICH WE'VE WORKED CLOSELY WITH CRC AND THAT MEMOREX OFFICE TO WHAT I THINK IS AN ATTRACTIVE LOOKING BUILDING THAT WILL FIT IN NICELY BETWEEN THE HOTEL HOME' TO HERSELF. IN THE GROUP ROUTER RETAIL STRIP TO THE NORTH. ALSO ACROSS THE STREET FROM THE AVANT AND OTHER PROJECTS PREPARE SIGNATURE TIER TODAY. I GREATLY APPRECIATE EVERYONE'S CONSIDERATION TODAY ON A PROJECT. IF THERE'S ANY QUESTIONS IN HERE TO ANSWER THAT. IN MORE DETAIL IN ANYTHING LIKE THAT. THANK YOU.
>> SAME THINK THIS'LL BE GOING TO FINANCE. COUNCIL IN A COMMONS OR QUESTIONS?
>> COUNSELOR FINKAM. >> I WAS GONNA SAY YOU COULD OPEN ANOTHER OFFICE CARMEL WE
HAVE ANOTHER. >> OPENED IN ONE OF THE FILE, LET'S DO ANOTHER ONE.
>> THAT'S HER NEXT DISCUSSION. COUNSELOR HANNON. >> AGAIN I KNOW THIS'LL GO THROUGH FINANCE COMMITTEE. WHEN IT COMES BACK OR WHEN IT GOES TO CRC ONE OF THE THINGS I WANT TO SEE AND WILL COMMUNICATE THIS WITH TESKE IS THE TRANSITIONS TO THE VFW AT THE SCHOOLS AS WELL. RIGHT NOW THIS IS A FULLY WOODED LOT THAT'S GOING TO BE AT LEAST BASED UPON THESE CONCEPTS COMPLETELY FILLED IN. TREE PRESERVATION, BUT FOR SOME THINGS LIKE THAT ARE REALLY IMPORTANT TO THOSE OF ADJACENT PROPERTIES.
>> I'M GLAD YOU POINTED THAT OUT. IF I COULD FLIP BACK TO THE SITE PLAN IF YOU DON'T MIND. ON THE BACK HALF OF THE PROJECT YOU CAN SEE THERE'S A LOT OF GREEN SPACE THAT'S BEING TRYING TO BE CONSERVED. WE HAVE ONCE A DECORATIVE FIRELIGHT ESSENTIALLY FOR SAFETY. LET'S CONSIDER BACK THERE. GOING TO TRY TO KEEP AS MANY OF THOSE TREES AS WE POSSIBLY CAN THAT ARE MATURE IN EXISTING ALONG THE EDGES. THEN WHERE SHOWING A FEW MORE BEING PLANTED AS WELL. AND THEN ALSO AS IT RELATES TO THE IMPACT OF THE SCHOOL, THE BUILDING WILL STOP IN ELEVATION AS IT GOES CLOSER TO THE SCHOOL. SO WILL BE@ AND MAYBE LOOMING OVER THE
TRACK. >> AS MUCH GREEN SPACE PRESERVATION AS POSSIBLE.
>> OKAY, THANK YOU. >> COUNSELOR AASEN HOOKS FIRST A COMMENT QUESTION. I'LL COMMENT ON THESE PROJECTS I LOOKING AT LOT OF RENTAL UNITS AND QUESTIONS ABOUT WHY WE ARE DOING SO MANY APARTMENTS. THERE WAS A HOMEBUILDER I WAS TALKING TO RECENTLY. BUILT OF ALL THE HOMES OF CARMEL. I FOUND OUT THAT HE LIVES IN A RENTAL UNIT IN DOWNTOWN. EVEN THOUGH HIS JOB IS BUILDING HOMES. HE CERTAINLY HAS THE MONEY WHERE HE CAN BUILD HUGE ESTATE ORBIT TALKED ABOUT ESTATE PROPERTIES IN THIS PLAN. I ASKED HIM AND HE SAID, THAT'S NOT WHAT I WANT. I DON'T WANT A LOT OF SPACE. I WANT TO BE ABLE TO WALK DOWNTOWN. I DON'T NEED A TON. I WANT TO BE IN THE MIDDLE OF THE ACTION. WE TALK ABOUT WHY WE'RE DOING SOME OF THESE THINGS. SOME OF IT IS BECAUSE THAT'S WHERE THE MARKET IS. THAT'S WHERE THE CONSUMERS WANT TO LIVED. PRECIOUS ONE, THERE. HENRY, HAVE A QUESTION. A LOT OF THESE PROJECTS, YOU SIT 3 OR 4 OF THESE ONCE ALL THE COMPONENTS. COULD YOU TAL MORE ABOUT THAT? HOW MUCH WE MIGHT BE ABLE TO EXPECT AND WHAT THAT SHOULD MEAN FOR THE ENVIRONMENT HERE IN CARMEL?
>> I WILL BUT IF I COULD WANT TO ASK JOSH JUST MET ABOUT A MINUTE TALKING ABOUT A STUDY HE
[02:30:08]
HAS COMMISSIONED THAT IS RIGHT ON POINT TO THE PREVIOUS SENTENCE YOU HAD.>> WE PERFORMED A MARKET STUDY FROM A CONSULTANT THAT'S WHAT HIS SPECIALTY IS SOLELY WITHIN THE MIDWEST. ON PROJECTS EXACTLY LIKE THIS. HIS CONCLUSION TO THE OVERALL CARMEL MARKET AND OUR SITE SPECIFICALLY WAS THERE IS A UNMET DEMAND, PRETTY GREAT
UNMET DEMAND FOR THIS LUXURY.[INAUDIBLE] >> THOSE THAT SAY I DON'T WANT TO DEAL WITH THE UPKEEP OF THE HOUSE. WARM DOWNSIZING. THAT'S A VERY COMMON ONE. OR LIKE MY GRANDMOTHER IN LAW WHO STAYED WITH US. FOR THIS WEEK I REALLY WANTED TO FIND AN APARTMENT SO I COULD COME AGO AS I PLEASE AND SEE KIDS AND FAMILY AND MOVE ON TO MY OTHER PARTS OF THE FAMILY. SO, THUS THE DEMAND AND BECAUSE CARMEL IS SUCH A GREAT COMMUNITY THAT'S WHY I THINK YOU'RE GOING TO SEE THAT SUCCESS AND YOU SEE THAT UNMET DEMAND.
>> I THINK YOUR STUDY THEREFORE THOUSANDS OF RENTERS THAT LOOKING FOR HIGH-END LUXURY APARTMENTS WHOSE NEEDS WEREN'T BEING MET. LIKE THAT NUMBER WAS IN THE THOUSANDS. EACH OF THESE PROJECTS ARE GOING TO HAVE A SOLAR COMPONENT AT LEAST IN THE HUNDRED $50,000 RANGE.
WHAT THAT MEANS IS THAT INSTEAD OF ALMOST LIKE A NOVELTY SOLAR ONE-OFF THING. THIS WILL BE LARGE, SOLAR INSTALLATIONS THAT WILL CONNECT INTO THE GARAGE INFRASTRUCTURE AS A WHOLE.
MIKE CLAY POWERING THE COMMON AREA LIGHTING EXPENSE OF THESE MULTI FAMILY DEVELOPERS. SO, PTHESE ARE SUBSTANTIAL SOLAR INVESTMENTS HAPPENING FOR EACH OF THE PROJECTS.

>> YES. SINGLE-FAMILY HOUSING ISN'T CAPTURED IN TIF. IF YOU FORM ALLOCATION AREA OVER A BUNCH OF FARMLAND THE FARMLAND SOMEONE PUTS SINGLE-FAMILY HOUSING. IT ACTUALLY REDUCES EVEN FURTHER THE TIF BASE YOU HAD WHEN YOU STARTED. SO YOU NEVER WANT TO HAVE NEW SINGLE-FAMILY HOUSING BUILT INSIDE AN EXISTING ALLOCATION AREA. THAT WE'VE NEEDED TO ADD REST FOR A LITTLE WHILE WHILE ALSO DEALING WITH THE PERMITTING MATTER THAT WEREN'T WANTS TO. THE FIRST THING IT DOES IS IT BRINGS CHAPTER 8 WHICH DEALS WITH VEHICLE NUCLEAR RESTRICTIONS INTO FULL COMPLIANCE WITH INDIANA CODE AS A CODE IS CHANGED. WE'VE REMOVED THE ENFORCEMENT LANGUAGE FOR SPEEDING VIOLATIONS WHICH IS NOW COVERED UNDER INDIANA CODE. WE'VE TRANSFERRED THE 15 MILE STREETS PER THE RECOMMENDATION FOR THE CITY ENGINEER TO 20 MILE-PER-HOUR STREETS AND 25 MILE-PER-HOUR STREETS AS SET FORTH WHICH IS THE VAST MAJORITY OF THE PAGES HERE.SO, THAT WAS THE MAIN THING HERE. WAS ADDING THEM INTO THE SCHOOL ZONES, THE SCHOOL PARKING RESTRICTION ZONES, PREVIOUSLY THAT AREA HAVE BEEN PREDOMINANTLY RESIDENTIAL. IN AN EVOLVING LANDSCAPE. WHEN OUTDATED TO ADD THE PREVIOUS VERSION OF THAT ORDINANCE DIDN'T HAVE APPLIED TO MERCHANT VEHICLE STICKERS. NOW WE HAVE THAT PYRAMID PROCESS ADDED HERE. WE'VE TIDIED UP SOME OF THE LANGUAGE AS WELL AS THE DEFINITIONS OF PARKING. I PRODDED THAT AN ARROW THE DEFINITIONS OF STOPPING AND TIDIED UP SOME OF THE LANGUAGE WITHIN THE ORDINANCE. ALSO WE HAVE WITH REGARDS TO RIDGELINE ROAD FROM MAIN STREET TO EIGHTH STREET. WE'VE CHANGED OUT. IT USED TO BE RESTRICTION IN THE EARLY HOURS OF THE MORNING.
WE'VE MADE IT TO OUR PARKING. IT'S NOW 2 HOUR PARKING ZONES. THAT'S BASED ON HOW TRAFFIC HELP VEHICLE PARKING HAS FLOWED FROM THE PROBLEM AREAS, THE SCHOOL ZONE AREAS AND HAVE HER TRYING TO CHASE THE PROBLEM. IT'S ANOTHER UPDATE THERE. GENERALLY SPEAKING IT IS QUITE HEFTY. IT IS MOSTLY HOUSEKEEPING MATTERS IN RELATION TO COMPLIANCE WITH INDIANA CODE AND TWEAKING THE ORDINANCE TO PROVIDE MAKE IT MORE UNIFORM THROUGHOUT CHAPTER
