STARTING KIND OF MY VERSION OF CPR APPEARED AND COMPRESSIONS. >> WHEN I WAS ON THE PHONE THE 911 OPERATOR ASKED FOR AN ADDRESS AND STARTED ENTERING IT INTO THE SYSTEM. WE WERE TERRIFIED. WE DIDN'T KNOW WHAT HAPPENED. AT FIRST WE THOUGHT VERA MAY HAVE HIT HER HEAD.

BUT THEN I WENT OPERATOR KNEW WHAT WAS GOING ON AND SHE TOLD US EVERYTHING WAS GOOD TO BE

IF YOU GET HOLD OF THE RIGHT PEOPLE WITH THE LIGHT TURNING PEOPLE CAN TAKE CARE OF GUIDING YOU THROUGH THINGS.

EVERY CARMEL POLICE DEPARTMENT AND CERTIFIED IN CPR AND THEY HAVE AEDS IN THEIR CARS AS WELL. BECAUSE THE PATROL OFFICERS ARE MOBILE AND PLACED STRATEGICALLY THROUGHOUT THE CITY THEY CAN SOMETIMES ARISE BEFORE WE EVEN GET THERE. BRENT SHOWED UP WHO WAS SPEAKING THE VIDEO INTO THE TRAINING FOR OUR FAMILY AND OUR NEIGHBORS AND THE PEOPLE THAT WILL SURROUND HER IMMEDIATELY AND DID THAT. SINCE THEN THIS VIDEO WAS PUT TOGETHER RELATE BY THE FIRE DEPARTMENT AND THEIR TEAM AND WHAT THEY DO. BUT IT WAS DONE BY THEM. IT WAS SHOWN TO 5300 SCHOOL INSPECT CARMEL HIGH SCHOOL TO FURTHER THEIR TRAINING. NO THEY GET TRAINING BUT WITH COVID WE HAVE TO PUSH IT OUT AS MANY TIMES AS POSSIBLE. IT PLAYED AT A RESOURCE TIME THERE. WE'VE GOT SOME ANNOUNCEMENTS COMING UP ABOUT FUTURE THINGS WITH AEDS. I LIKE TO SUMMARIZE MY COMMENTS FOR THE FULL COUNCIL TONIGHT. A TOTAL OF 904 RESIDENCES ARE PROPOSED IN THE FORCE TIF PROJECTS. 904 RESIDENTS WILL GENERATE $4.4 MILLION IN PARK IMPACT FEE. USING THE BUTT FOR OR IF NOT TEST LIKE THAT USED FOR THE TO RECOMMENDATIONS.

THE TIP THE TEST APPLIES TO IMPACT FEES IN THE PROPER USE. IF NOT FOR THE NEW RESIDENTS WE WOULD NOT HAVE PARK IMPACT FEES SOUGHT OR NEEDED. I SERVED AS A HAMILTON COUNTY REPUBLICAN PARTY CHAIR FOR 6 YEARS. IN 2016 THROUGH JANUARY OF THIS YEAR. PREVIOUSLY SERVED AS VICE CHAIR AND PRIOR TO THAT I WAS EXECUTIVE DIRECTOR OF THE PARTY FOR 9 YEARS. I HAVE COMPLETE FAITH IN THE CAUCUS PROCESS. IT IS BEEN USED BY BOTH PARTIES TO FILL VACANCIES. THE FIRST CAUCUS I RAN AS PARTY CHAIRMAN 2016 WAS A COUNTYWIDE CAUCUS TO REPLACE COUNTY COUNSELOR JIM BELDEN WHO PASSED AWAY WHILE IN OFFICE AND IT WAS HELD 30 DAYS AFTER HIS PASSING. DURING MY TIME AS PARTY CHAIR THE COUNTY WAS INVOLVED IN A NUMBER OF CAUCUSES TO FILL VACANCIES FOR NUMEROUS OFFICES INCLUDING STATE SENATE, CITY COUNCILS INCLUDING COUNSELOR GREENS ELECTION TO FILL CHARLES'S WIFE SEAT, TOWNSHIP BOARDS AND THE CAUCUS THAT VOTED TO PLACE CONGRESSWOMEN SUSAN BROOKS BACK ON THE BALLOT AFTER SHE HAD TO REMOVE HERSELF FROM THE BALLOT IN 2016 WHICH SHE HAD TO DO IN ORDER TO BE CONSIDERED AS A POTENTIAL REPUBLICAN NOMINEE FOR GOVERNOR OF INDIANA. THESE ARE DEFINITELY COMPLICATED SITUATIONS. 2 OF THE MOST IMPORTANT JOBS FOR THE UNPAID PRECINCT COMMITTEEMAN POSITION.

THEY ARE UNPAID. I WANTED TO BE CLEAR ABOUT THAT. IT'S A LOT OF WORK AND UNPAID.

INVOLVES ORGANIZING THE POLLS ON ELECTION DAY AND VOTING IN POTENTIAL CAUCUSES THAT INVOLVE THEIR PRECINCT. WHILE A MAJORITY OF THE PRECINCT COMMITTEE MEN WERE ELECTEDIN 2020 SOME HAVE SINCE RESIGNED FOR VARIOUS REASONS INCLUDING HAVING OUT OF THE COUNTY OR NOT HAVING ENOUGH TIME TO DEVOTE TO THE JOB. NOT EVERY PRECINCT HAS ELECTED PRECINCT COMMITTEEMAN. IT'S IMPORTANT TO FIND PEOPLE WHO ARE WILLING TO DO THE JOBS. I WOULD LIKE TO CLEAR UP SOME MISINFORMATION THAT WAS GIVEN DURING THE BLUE CARD SESSION. SEVERAL OF THE PRECINCTS IN THE CENTRAL DISTRICT ARE COMBINED BY THE COUNTY ELECTIONS OFFICE. THERE ARE NOW 90 PRECINCTS, NOT 11. THEY ARE ALL REPRESENTED BY PRECINCT COMMITTEEMAN WHICH I CONFIRMED WITH MARK CURRENT PARTY CHAIR. I KNOW ALL THE PRECINCT COMMITTEEMAN IN THIS DISTRICT AND WHILE SOME OF THEM HAVE BEEN APPOINTED THEY ALL DO AN OUTSTANDING JOB IN THEIR SERVICE TO THEIR PRECINCTS JUST AS I DID DURING THIS MONTH'S PRIMARY ELECTION. I TAKE ISSUE WITH THOSE WHO NEGATIVELY VIEW THE CAUCUS PROCESS. THE PRECINCT COMMITTEEMAN THAT SERVE ARE THE MOST INVOLVED PEOPLE IN OUR COMMUNITY. AND IN OUR LOCAL AND POLITICAL PROCESSES. FROM PUTTING TOGETHER THE BOLD POLL WORKERS ON ELECTION DAY AND SERVING AS POLL WORKERS TO REGISTERING PEOPLE TO VOTE IN GETTING OUT THE VOTE IN THE PRIMARY AND GENERAL ELECTIONS. SEVERAL MEMBERS OF OUR CITY COUNSEL SERVED AS PRECINCT COMMITTEEMAN AS WELL AS DISTRICTS ACROSS THE COUNTY LIKE COUNTY COUNCILMAN SUE MACKIE. IF YOU HAVE DOUBTS OF THE ROLE FOR YOU TO SIGN UP TO WORK AT THE POLLS ON ELECTION DAYS. IT'S A LONG DAY. IT WOULD GET TO KNOW OUR POLITICAL PROCESS MUCH BETTER. DURING MY TENURE AS CHAIR I'VE SPOKEN WITH PRECINCT COMMITTEEMAN AFTER EACH CAUCUS TO FIND OUT WHY THEY VOTED THE WAY THEY DID. I KNOW THEY ARE VERY EDUCATED ABOUT THE ISSUES IN THEIR COMMUNITY, OR SO THEN THE GENERAL PUBLIC. AND HAVE SOLVED DETAILED REASONS FOR THEIR VOTES. THERE ARE MUNICIPAL ELECTION NEXT MATE IN THE PRIMARY AND A GENERAL ELECTION IN NOVEMBER OF THAT YEAR. THE CENTRAL DISTRICT VOTERS DECIDE TO DO SO THEY CAN VOTE SOMEONE ELSE INTO OFFICE.

HOWEVER, WHOEVER WINS THE ELECTION NEXT YEAR WILL NOT TAKE OFFICE UNTIL JANUARY 1, 2024. BY STATE STATUTE IF ACIDIC COUNSELOR PASSES AWAY THE COUNTY CHAIR HAVE NO MORE THAN 30 DAYS TO CALL THE CAUCUS TO REPLACE THAT COUNSELOR. THE LEGISLATURE RECOGNIZES THAT ELECTED OFFICES SHOULD NOT BE VACANT FOR A LONG PERIOD OF TIME. AND GIVES FLEXIBILITY TO THE COUNCILS TO DETERMINE WHAT THAT PERIOD OF TIME SHOULD BE IF A COUNSELOR IS INCAPACITATED. I KNOW FOR SOME TIME THAT HE DON'T BELIEVE IT'S MENTALLY AND PHYSICALLY ABLE TO

AS A CITY COUNCIL WE ALL NEED TO HAVE A MEETING IN HERE ALL OF THE INFORMATION AT THE SAME TIME THAT WOULD BE PRESENTED BY BRUCE OR HIS REPRESENTATIVES. AND THEN MAKE A DETERMINATION AS TO WHETHER BRUCE'S SEAT SHOULD BE VACATED OR NOT. WE DO THIS WITH JUST ABOUT EVERY ISSUE THAT COMES BEFORE US. WITH ALL THAT SAID I UNDERSTAND THE RESOLUTION WE PREVIOUSLY PASSED DISCUSSED HOW TO REMOVE A COUNSELOR FROM OFFICE WHO ISN'T PERFORMING THEIR JOB. WHAT ABOUT SOMEONE WHO HAS HAD SEISMIC HEALTH ISSUE OR CATASTROPHIC ACCIDENT? DO WE REMOVE THEM FROM OFFICE WITHOUT PROVIDING ANY SORT OF SUPPORT FOR SAFETYNET? PERHAPS THE POLICY NEEDS TO BE CREATED TO PROVIDE DISABILITY COVERAGE DURING ONE'S TERM. SHOULD SOMETHING LIKE THIS EVER OCCUR AGAIN.
