[6. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL]
[00:05:06]
OKAY, NOW WE ARE GOING TO MOVE TO RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL. I HAVE TWO BLUE CARDS.AND I K NEED TO REVIEW THE BLUE CARD RULES.
THIS IS A TIME IN OUR AGENDA WE CAN HEAR FROM THE PUBLIC IN YOUR COMMENTS ARE VERY IMPORTANT TO US.
THOSE WHO HAVE SUBMITTED A PLACARD TO SPEAK DURING THIS PART OF THE AGENDA TO COME TO THE PODIUM TO COMMENT AFTER YOUR NAME IS CALL. NOTE WILL NOT BE ENTERING INTO DIALOGUE AT THIS TIME. THE PURPOSE OF THIS AGENDA ITEM IS FOR YOU, THE PUBLIC, TO INFORM US.
THE COUNCIL ABOUT YOUR VIEWS. ALL COMMENTS ARE LIMITED TO THREE MINUTES. THE LIGHT BY THE PODIUM WILL START GREEN THING GO TO YELLOW WITH 30 SECONDS LEFT THEN TURNED TO RED WHEN TIME IS UP. I AM REQUIRED TO INTERRUPT YOU WHEN THE RED LIGHT GOES ON. ANY FOR DEMONSTRATION SUCH AS SIGNS, CLAPPING AND CHEERING ARE NOT ALLOWED.
FAILURE TO COMPLY A RESULT IN YOU BEING ASKED TO LEAVE.
OUR FIRST COMMENT IS FROM JEFF MOWER IN HIS ARE PRESENTED THE
HOMEPLACE ADVISORY BOARD. >> SPEAKER: GOOD EVENING MR. PRESIDENT AND COUNCILORS. I AM JEFF MOWER TALKING ABOUT THE HOMEPLACE ADVISORY BOARD WHICH WAS INSTITUTED AT THE BEGINNING OF THE ANNEXATION OF HOMEPLACE INTO THE CITY OF CARMEL. WE HAD ARE REGULARLY QUARTERLY MEETING LAST WEEK. AND AT THAT MEETING THE VICE REPORT RESULT THAT WE WOULD COME TODAY TO PRESENT A REQUEST THE CITY COUNCIL FUND UP TO ABOUT 30,000.
OR WHAT IS REQUIRED TO HELP OFFSET COST FOR THE DISTRIBUTION OF THE CARMEL OCCURRING IN HOMEPLACE.
HOMEPLACE IS ABOUT 2000 HOMES AND ABOUT 5000 RESIDENTS.
WE ARE SERVED SEPARATELY BY THE NEURAL POST OFFICE NOT THE CARMEL POST OFFICE. AND DURING ANNEXATION THAT IS CREATED SOME COMPLEXITIES FOR THE DISTRIBUTION OF THE CARMEL CURRENTS. AND NOT ONLY IS THIS MAKING GOOD HIS SPIRIT OF WELCOMING HOMEPLACE INTO THE CITY OF CARMEL WHICH WE HAVE BEEN EMBRACED WARMLY.
AND VERY, VERY ACCEPTABLY AND ALL OTHER AREAS.
BUT IT IS ABOUT FAIRNESS. THIS IS THE FAIRNESS OF GETTING ACCESS TO NEWS AND DISCLOSURES. WHEN THE CITY PUBLISHES PUBLIC NOTICES. PROPERTIES FOR SALE OR ACTIONS WE WANT TO BE PRIVY TO THAT INFORMATION AS WELL.
IT COULD BE INFORMATION IN HOMELESS ITSELF MATCHES THE REST OF CARMEL. THERE ARE ELECTRONIC VERSIONS AVAILABLE BUT MANY MEMBERS ARE OLDER AND NOT GET COMFORTABLE USING A COMPUTER OR THE INTERNET.
SO THIS IS JUST A MATTER OF FAIRNESS.
IF IT IS GOOD FOR ALL COMMUNITIES IN CARMEL SHOULD BE GOOD FOR OUR COMMUNITY AS WELL. MY UNDERSTANDING, OR OUR UNDERSTANDING IS THAT THE CITY OF CARMEL ATTORNEY HAS REVIEWED THIS IS THAT THERE IS NOT A LEGAL OBLIGATION.
AND THEREFORE COMES TO A VOLUNTARY FUNDING OBLIGATION.
AND THE CARMEL CURRENT HAS ADVISED - AT LEAST IN THE MOST RECENT ITERATION THEY HAVE ADVISORS INCREMENTAL COST UNTIL THEY CAN REPLACE THAT WITH ADVERTISING FROM HOMEPLACE.
OBVIOUSLY WITH THE GROWTH OF THE 106TH RECORDER WE EXPECT TO SEE MORE ADVERTISING. SO THIS IS STOPGAP FUNDING FOR HELP ENSURE FAIRNESS IN THAT - DELIVERY.
I WELCOME ANY QUESTIONS AT THIS TIME.
>> PRES. WOODY RIDER: REALLY DON'T TAKE QUESTIONS DURING THIS PORTION BUT THANK YOU FOR YOUR COMMENTS
>> SPEAKER: THANK YOU. >> PRES. WOODY RIDER: NEXT UP
NANCY TATUM REGARDING FLORA. >> SPEAKER: GOOD EVENING.
LETTERS WERE WRITTEN TO THE COUNCIL IN AUGUST IN OPPOSITION OF THE BUILDING OF THE CENTURIES OLD FORESTED AREA AT 106 AND SPRINGVILLE. NOW KNOWN AS FLORIDA.
NONE OF US KNEW THIS IS ALREADY BEEN VOTED ON AND APPROVED IN MAY. HAD TO THERE BEEN MORE TRANSPARENCY THAN IT MIGHT HAVE BEEN POSSIBLE TO SAVE IT FROM DESTRUCTION. I AM HERE TONIGHT TO TALK ABOUT TWO CONCERNS. THE FIRST ONE IS THE FLORA PROJECT. MANY CARMEL RESIDENTS WERE COMPLETELY UNAWARE OF THIS PROPERTY BEING SOLD.
NEVERTHELESS IT'D BEEN APPROVED BY THE COUNCIL TO HAVE THIS 18 ACRE SITE BE 70% CLEAR. OBVIOUSLY, THIS WILL HAVE AN IMMENSE IMPACT ON WILDLIFE THAT LIVES THERE.
ONCE THE TREES ARE CUT AND TURNED INTO MULCH THEY WILL BE GONE FOREVER. TAKEN DOWN WITHIN DAYS.
[00:10:02]
THERE ARE MINIMUM INVASIVE AND A VIBRANT CREEK WITH DIVERSE PLANTS, ANIMALS SUCH AS FOXES, DEER, FROGS, STEAKS, BOX TURTLES. WHICH ARE ACTUALLY LISTED AS A SPECIES OF CONCERN. BATS, MOST OF THEM ARE THREATENED OR ENDANGERED FROM INDIANA.SALAMANDERS, MIGRATING BIRDS, HUNDREDS OF TYPES OF INSECTS THAT REQUIRE FORCE FOR SHELTER, PLACES TO RAISE THEIR YOUNG AND A FOOD SOURCE. I AM REQUESTING YOU PAUSE THIS PROJECT TO DETERMINE WHAT IS THERE FROM THE FLORA TO THE FAUNA. AND THEN HAVE TIME TO AT LEAST RESCUE WHAT IS POSSIBLE. I KNOW PEOPLE WHO WILL COME TO THE PROPERTY AND LOOK AT AND REMOVE NATIVE PLANTS.
THE STUDY ITSELF CAN BE DONE AT NO COST FOR THE CITY OR THE DEVELOPERS BY VOLUNTEERS AND STUDENTS.
THIS EXACT THINK WAS DONE AT DONELSON WAS IN JOHNSON COUNTY.
ON AND 18 ACRE SITE OF WHICH THEY FOUND 1400 - COUNTED 1400 NATIVE TREES 21 SPECIES. SHOW US THAT CARMEL CARES ABOUT WHAT SOME OF OUR RESIDENTS HAVE SPOKEN UP ABOUT.
SHOW US THAT CARMEL IS FORWARD THINKING ABOUT THE ENVIRONMENT.
SHOW US THE EVIDENCE THAT CARMEL WILL ABIDE BY THE CARMEL CLIMATE ACTION PLAN BY KEEPING WOODED AREAS WOODED AS TREES ARE VITAL TO CARBON EMISSIONS. AND EROSION CONTROL.
AND MANY OTHER THINGS. LET'S SEE, WE NEED AND GROOMED PARKS WITH MATURE TREES THAT WILL BE A SAFE HAVEN FOR WILDLIFE AND CAN BE ENJOYED BY THOSE OF US WHO SAY KEEP NATURE NATURAL. THE OTHER THING I AM ASKING IS THAT ALL DEVELOPER PROJECT BE REQUIRED OF A STUDY DONE BEFORE THE PROPERTY IS CUT OR DISTURBED.
I REQUESTING AN EASIER WAY FOR RESIDENTS TO KNOW ABOUT FUTURE PROJECTS BEFORE THE WOODED AREAS ARE SOLD.
AND TO POSSIBLY USE - RATS. >> PRES. WOODY RIDER: FINISH
YOUR SENTENCE >> SPEAKER: SHOOT.
I WANT TO SAY THANK YOU TO MR. GREEN FOR VOTING NO.
TO MR. HANSON FOR VOTING NO FOR MR. NELSON FOR VOTING NO ON THIS
NOW WE WILL MOVE ON TO COUNSEL AND MAKE ORAL COMMENTS,
[8. CONSENT AGENDA]

[11. OTHER REPORTS]
HE WILL BE SPEAKING AND VOTING JUST WANTED TO LET YOU KNOW WHAT I AM HERE. OTHER REPORTS I WILL NOW MOVE TO CARMEL REDEVELOPMENT COMMISSION FOR THE MONOR THE MFOR THE MONT[00:15:31]
>> GOOD EVENING CITY COUNCIL AND THE REDEVELOPMENT DIRECTOR I WILL TRY TO SLIDE THROUGH WHAT IS BEEN GOING ON.
THIS PREVIOUS MONTH. ARE ALICE'S LOOK GOOD AND DID THE YEAR WITH THE MONTH WITH 6.6 MILLION OF RESTRICTED.
6.6 MILLION OF UNRESTRICTED FUNDS AND 15 MILLION TOTAL INCLUDING RESTRICTED FUNDS. LOTS OF PROJECTS GOING ON RIGHT NOW. HOLLAND IS ALMOST COMPLETE.
THE RENT IS UNDER CONSTRUCTION THAT ON THE RIGHT IS THE REM THAT ON THE LEFT IS THE WINDSOR THERE IS ANOTHER PICTURE OF THE WINDSOR. THEY ARE TAKING OUT PARKING AND DOING FOUNDATIONS RIGHT NOW. I EXPECT THAT TO GO VERTICAL SOON. BK 1010 THE LAST WEEK OR SO, TWO WEEKS I BELIEVE. MELANGENORTH OF US IS GOING STRONG RESIDENTS ARE MOVING IN AND THEY ARE WORKING ON THE CONDO BUILDING CURRENTLY THAT YOU CAN SEE ON THE BOTTOM RIGHT.
EXCUSE ME, BOTTOM RIGHT OF THAT SCREEN.
FIRST ON MAIN HAD A BEAM SIGNING CEREMONY.
IN THE LAST TWO WEEKS. THAT PROJECT IS FLYING.
THE STRUCTURE USING ON-SITE IS THE GARAGE STRUCTURE.
THAT WILL BE WRAPPED ON ALL SIDES WITH BEAUTIFUL BUILDINGS.
SO IF ANYONE IS WONDERING WHAT ARE YOU DOING THERE? IT IS NOT GOING TO LOOK LIKE THAT, I PROMISE.
MAGNOLIA HAS THEIR FIRST STACKED FLAT PROJECT.
ALMOST COMPLETE. YOU COULD PROBABLY SEE THE BRICK COME UP AROUND THE OUTSIDE EXPECTING MORE OF THOSE TO COME UP SHORTLY. THE CORNER OF 116 AND RANGE LINE IS MAKING GREAT PROGRESS SO THE CITY ENGINEERING DEPARTMENT ON THE ROUNDABOUT. IT IS NICE TO SEE THAT CITY TRANSFORM ALL AT ONCE. LOOKING FORWARD TO THE RESTAURANTS THAT WILL CALL THE PLACE THEIR HOME.
SIGNATURE PROJECT AT OLD MERIDIAN AND MAIN STREET IS REALLY TAKING SHAPE. LOTS OF PROGRESS THERE.
THE CIVIC SQUARE GARAGE IS COMPLETE.
AND POLICE VEHICLES PARKING THERE.
ALL OUR GARAGES ARE SAFE BUT THAT IS PROBABLY THE SAFEST.
FOR THE POLICE. CAMDEN CROSSING CONTINUES FLYING FORWARD AND INTENDED THERE. LOOKING FORWARD TO REPUBLIC CONTINUING TO MAKE THAT GROW IN PARK CITY.
FINALLY THE OPRESIDIUM 2, GENERALLY LOTS OF CONSTRUCTION EVERYWHERE NINE HAPPY TO ANSWER ANY QUESTIONS THE COUNCIL MAY
HAVE. >> VICE PRES. JEFF WORRELL: ARE THERE ANY QUESTIONS FOR COUNCILOR HANNON?
>> COUNCILOR I KNOW ON THE SOUTHERN AND THAT IS REPUBLIC.
IS THERE ANY MOVEMENT ON WHAT WILL BE ON THE NORTHERN END OF
THAT COMPLEX? >> TIM HANNON: THAT IS STILL
[12. OLD BUSINESS]
BEING EXPLOREDXX TEAM THANK YOU. >> VICE PRES. JEFF WORRELL: ANY OTHER QUESTIONS? THANK YOU DIRECTOR MISTESKI.
NEXT RESOLUTIONCC-04-18-22-01: A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, ADOPTING THE CARMEL COMPREHENSIVE PLAN; SPONSOR RIDER THIS WAS SENT TO LAND-USE AND REMAINS THERE.
RESOLUTION CC-08-01-22-01: A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, APPROVING CERTAIN MATTERS IN CONNECTION WITH THE ESTABLISHMENT OF THE FLORA ECONOMIC DEVELOPMENT AREA; SPONSORCOUNSELOR WORRELL.
REMAINS IN THE FINANCE, UTILITIES AND RULES WE HAVE NO PUBLIC HEARINGS I AM AWARE OF.
WE WILL NOW MOVE TO 14 A THAT HAS BEEN REORDERED FIRST READING OF ORDINANCE D-2635-22; AN ORDINANCE OF THE COMMON
[00:20:02]
COUNCIL OF THE CITY OF CARMEL, INDIANA, APPROVING CERTAIN CARMEL REDEVELOPMENT AUTHORITY LEASE RENTAL BONDS TO FINANCE VARIOUS ROAD IMPROVEMENT PROJECTS IN THE CITY; SPONSOR: TO COUNCILOR WORLD.>> THIS IS THE REDEVELOPMENT AUTHORITY LEASE RENTAL BONDS OF THE MAXIMUM OF 63 MILLION TO HAVE VARIOUS ARTERIAL ROAD AND STREET SYSTEM PROJECT IN THE CITY.
AND A RELATED FINANCING LEASE THAT IS PAID FROM A SPECIAL BENEFIT TAX LEVIED ON ALL OWNERS OF TAXABLE PROPERTY IN THE CITY.
AND I BELIEVE MAYOR [INAUDIBLE] WILL SPEAK ON THIS?
>> VICE PRES. JEFF WORRELL: HE WILL KICK US OFF.
MAYOR BRAINARD. >> MAYOR JAMES BRAINARD: THANK YOU FOR YOUR TIME AND ATTENTION. MOST OF YOU HAVE HAD WITH YOUR CONSTITUENTS. AS YOU KNOW, I THINK OVER THE LAST 27 YEARS NOW WE HAVE BUILT ALMOST 250 MILES OF LIKE PEDESTRIAN TRAILS IN CARMEL. AND IF THERE ARE GAPS.
WE WORKED WITH DEVELOPERS WE HAVE REDONE ROAD PROJECTS.
TO GET THE BIGGEST BANG FOR OUR BUCK.
WE PUT OFF SOME OF THE MORE EXPENSIVE MORE DIFFICULT.
IT MAY COST 100,000 FOR THIS MUCH PATH BUT THAN 1 MILLION FOR A NEW CULVERT FOR A VERY SHORT SECTION OF PATH.
AND SOME OF THESE PROBLEM AREAS WE HAVE NOT DEALT WITH YET.
SO WE LOOKED AT VARIOUS FUNDING SOURCES.
WE ALSO LOOKED AT OUR BOND LEVEES.
ARE MAXIMUM LEVEES. AND WE ARE ABLE WITHOUT RAISING RATES. TO PRESENT A ROAD BOND BIKE PATHS COUNT AS ROSES LONG AS THEY CAN CLEARLY FRIEND NEXT TO AN ARTERIAL. OR ANOTHER VEHICULAR ROAD.
AND SO WE ARE PRESENTING A ROAD BOND ROUGHLY IN THE AMOUNT OF 61-$62 BILLION. AND WE HAVE LISTED A SERIES OF PROJECTS INCLUDING ROUNDABOUTS A TROUBLESOME LOCATIONS.
LIKE AT 106 AND CLOVERDALE AND 106 AND CULVERT THAT IS DIFFICULT FROM THE WEBSITE FOR CARS COMING FROM THE SOUTH END OF THE VILLAGE TURNING LEFT. IT IS DANGEROUS ONTO 116TH ST.
AND OTHER ROAD PROJECTS WE BELIEVE ARE IMPORTANT AND CONTINUE TO BUILD SAFE, EFFICIENT ROAD SYSTEM IN CARMEL.
THERE IS NEVER ENOUGH MONEY TO DO ALL THE ROAD PROJECTS WE WOULD LIKE TO DO THEY ARE TREMENDOUSLY EXPENSIVE.
BUT WE HAVE PRIORITIZED. AS USUAL WE ARE FIRST TO DO AN ESTIMATE, HIT THE BOND THEN TAKE 10-15% OF THOSE BOND PROCEEDS AND USE IT TO ENGINEER THE PROJECTS.
THERE IS SOMETIMES A DIFFERENCE BETWEEN AN ESTIMATE AND THE ACTUAL BUDGET WHICH COMES IN AFTER THE CONSTRUCTION DRAWINGS ARE COMPLETE. BUT WE DO NOT HAVE THE MONEY TO HAVE THOSE PROJECTS DO WE WANT TO IT IS 10-50% OF THE PROJECT COST. IF WE HAVE A 10 MILLION PROJECT WE SPENT 1.5 MILLION ON DRAWINGS THAN THE COUNCIL REJECTED THAT PROJECT. THAT MONEY HAS BEEN IN ESSENCE WASTED. CONDITIONS CHANGE CANNOT BE USED FOREVER. WHAT WE DO IS A GOOD FAITH ESTIMATE WORKING WITH IN-HOUSE ENGINEERS SOMETIMES OUT OF HOUSE ENGINEERS. WE ADD A PERCENTAGE TO IT BECAUSE WE KNOW THERE IS INFLATION, CONSTRUCTION COST INCREASES UNCERTAINTY. BUT WHAT WE DO, A LIST GENERALLY MORE PROJECTS THAN WE KNOW WE CAN BUILD UNDER ONE OF THESE BONDS. FOR THAT REASON WE ALSO SOMETIMES RENTED TO A PROBLEM. WE MAY HAVE A DIFFICULT LAND ACQUISITION THAT IS FAR MORE EXPENSIVE THAN WE THOUGHT FOR UNKNOWN REASONS. WE MIGHT FIND THEIR UNDERGROUND UTILITIES IN A PLACE WERE NOT AWARE THEY WORK.
IN THE VALUE FROM THIS PARTICULAR PROJECT.
INSTEAD OF DOING ONE WE CAN DO FOUR SOMEWHERE ELSE THAT ARE ALSO ON THE LIST AND PRIORITIES. TO KEEP FLEXIBILITY UNTIL WE GET INTO THE CONSTRUCTION DRAWINGS THEMSELVES WE HAVE LISTED FOR MORE PROJECTS ON THE LIST. BUT I WANT TO ASSURE THE COUNCIL THE TOP OF THE LIST OF THE PATH CONNECTION PROJECTS IN RESPONSE TO WHAT YOU ASKED ME TO DO SEVERAL MONTHS AGO.
[00:25:02]
WITH THAT I WILL TURN IT OVER BRIEFLY TO BRUCE DONALDSON FROM THORNBURG AND HEIDI - FROM BAKER TILLY.TO GIVE YOU VERY BRIEF DESCRIPTIONS.
I UNDERSTAND MOST OF THIS CAN BE DONE IN COMMITTEE BUT BRIEF DESCRIPTIONS OF WHAT WE ARE DOING.
AND ASK THIS BE SENT TO COMMITTEE AND SAT DOWN.
AND I AM SURE THERE ARE MANY QUESTIONS THEY WILL HAVE.
>> SPEAKER: THANK YOU, MAYOR. BRUCE DONALDSON WITH BARNES AND THORNBURG. THIS FINANCING IS STRUCTURED VERY MUCH LIKE WE HAVE DONE IN A NUMBER OF YOUR ROAD PROJECTS IN THE PAST. OF REDEVELOPMENT AUTHORITY REDEVELOPMENT COMMISSION LEASE FINANCING.
FOR REASONS YOU PROBABLY DO NOT WANT ME TO ELABORATE ON IT IS THE MOST EFFICIENT STATUTORY MECHANISM TO DO THESE TYPES OF ROAD PROJECTS. SO WHAT IS BEFORE YOU TONIGHT IS AN ORDINANCE THAT WOULD APPROVE THE ISSUANCE OF BONDS BY THE REDEVELOPMENT AUTHORITY AND THE CORRESPONDING LEASE WITH THE REDEVELOPMENT COMMISSION. THE REDEVELOPMENT LEASE WOULD PAY THE BOND PAYMENTS. AS THE MAYOR SAID WE HAVE SOME PARAMETERS IN HERE NOT TO EXCEED 63 MILLION.
NOT TO EXCEED 20 YEARS ON THE BONDS.
IN THE PROJECTS ARE LISTED IN EXHIBIT A AS THE MAYOR MENTIONED IN THE ORDER OF AUTHORITY THAT NEEDS TO BE DISCUSSED.
THAT IS IT FROM A LEGAL STANDPOINT.
>> VICE PRES. JEFF WORRELL: OKAY, COUNCILOR HANNON?
>> TIM HANNON: MR. DONALDSON I KNOW WE WILL GET INTO GREAT DETAIL IN FINANCE COMMITTEE. BUT THE THING THAT STRUCK ME AS ODD. AT LEAST IN THE COVER.
IS IT REQUIRES LOVING OF A SPECIAL BENEFIT TAX RATHER THAN COMING FROM LAT. AND THE OTHER THING LOOK LIKE TRANSFER OF REAL PROPERTY BETWEEN THE CITY AND CRC.
I KNOW WE WILL GO INTO SOME DETAIL BUT OUTLOOK IS LITTLE DIFFERENT. THAN THE LAST WORD PROJECTS WE
SAW >> BRUCE: THE TRANSFER OF PROPERTY AND WE HAVE DONE THIS IN PRIOR DEALS.
RATHER THAN MAKING THE NEW ROADS THE LEASED PREMISES IF YOU WILL WE MAKE EXISTING ROADS THIS LEASED PREMISES.
AND THE REASON WE DO THAT IT ILLUMINATES CONSTRUCTION.
WE CANNOT MAKE LEASE PAYMENTS UNTIL WE HAVE A LEASABLE AS IT.
SO BOND MEMBERS DO NOT LIKE THAT CONSTRUCTION PERIOD RISK.
AND IF WE HAVE EXISTING ROADS WE CAN SAY FROM DAY ONE THESE ARE THE LEASED PREMISES THAT WE WILL PAY THE RENTALS ON.
WE NOT ONLY ELIMINATE CONSTRUCTION PERIOD CHRIS BUT ELIMINATE HAVING TO BORROW AND FUND CAPITALIZED INTEREST DURING THE CONSTRUCTION PERIOD. WE CAN START MAKING LEASE PAYMENTS RIGHT AWAY. THAT SAVES MONEY, TOO.
NOT HAVING DAD CAPITALIZED BORROWING.
WE HAVE DONE THAT SEVERAL TIMES AND THAT IS PROBABLY THE PROPERTY TRANSFER PIECE YOU ARE TALKING ABOUT
>> AND THEY WERE NOT >> SPEAKER: CORRECT.
>> TIM HANNON: AND MS. DANIELS LEASING THE COLD WAR WILL GET INTO DETAILS WITH THE FINANCE COMMITTEE.
>> SPEAKER: OKAY. >> MAYOR JAMES BRAINARD: ANY MORE BEFORE I BRING HEIDI UP? HEIDI, CAN YOU COME ON UP? AND EVERYONE SAW THE LIST OF PROJECTS IN THE PACKET? OKAY.
THANK YOU. YOU DON'T HAVE SOMETHING TO SHOW THE LIST OF PROJECTS DO YOU TO THE PUBLIC YOU MIGHT BE
WATCHING? >> SPEAKER: I DO NOT.
>> MAYOR JAMES BRAINARD: IT IS IN THE PACKET BUT FOR THE PUBLIC WATCHING THEY CANNOT SEE THAT. THAT IS WHAT I WAS ASKING ABOUT.
>> ANYTHING THANK YOU FOR HAVING ME I AM HEIDI WITH BAKER TILLY I GET YOUR NUMBERS IF YOU WOULD LIKE ME TO GET INTO THE DETAIL OF FINANCE COMMITTEE. ESSENTIALLY WHAT IS BEFORE THE CITY AND CITIES ACROSS THE STATE OF INDIANA.
IS THE ASSESSED VALUES HAVE GONE UP SIGNIFICANTLY FOR PAY 23.
HAVE GOT UP 14% FROM 8.6 MILLION TO A LITTLE OVER 10 MILLION.
SORRY, 8 BILLION TO 10 BILLION. IN A CITY.
SO AS WE HAVE TALKED ABOUT IN THE PAST ASSESSED VALUES AND TAX RATES ARE INVERSE OF EACH OTHER DOWN.
THERE IS AN OPPORTUNITY TO TAKE ADVANTAGE OF THAT TIME.
AND FINANCE PROJECTS BY LEVYING A DEBT SERVICE TAX RIGHT.
AND IN THIS CASE TO KEEP THE CITIES TOTAL TAX RIGHT THE SAME IT HAS BEEN OVER THE LAST FIVE YEARS.
ESSENTIALLY THE CITY'S TAX RIGHT WAS STAY THE SAME.
SO IT IS ABOUT A F$0.05 DEBT SERVICE RIGHT.
THE ANNUAL PAYMENT IS ABOUT 5 MILLION.
IT GETS TO A BOND ISSUE A LITTLE OVER 62 MILLION IN THE LEGAL DOCUMENTS WE'VE ALLOWED FOR MAXIMUM AMOUNT OF 63 MILLION.
[00:30:03]
AND THAT WOULD FUND A LIST OF PROJECTS LIKE THE MAYORMENTIONED. >> MAYOR JAMES BRAINARD: ARE THERE ANY QUESTIONS? YES, COUNCILOR AASON?
>> ADAM AASON: CAN WE HAVE A RIGHT RESOLUTION TO THE REMAINING PROPERTY RIGHT KEEP IT STABLE?
>> YES. THEY CURRENT USUALLY PREPARES THAT FOR US. I WILL CHECK WITH THEM.
YES WE CAN STILL THE RIGHT. SO THAT WE HAVE ASSURANCES THAT
THE RIGHT WILL NOT INCREASE >> MORE OR LESS DEPENDING ON AV.
>> VICE PRES. JEFF WORRELL: ANY OTHER QUESTIONS?
>> SPEAKER: I SHOULD SAY WE WORK CLOSELY WITH THE CITY'S FISCAL PLAN TO MAKE SURE WE ARE STRUCTURING BONDS TO KEEP THAT
RIGHT THE SAME. >> VICE PRES. JEFF WORRELL:
[14. NEW BUSINESS]
OKAY, THANK YOU VERY MUCH. WE WILL SEND THIS TO FINANCE COMMITTEE. THANK YOU>> SPEAKER: >> VICE PRES. JEFF WORRELL: NOW I WILL MOVE TO 14A CC-09-19-22-03: A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, APPROVING THE HAMILTON COUNTY EMERGENCY MANAGEMENT OPERATIONS PLAN; SPONSOR(S): COUCILOR(S) RIDER, NELSON AND AASEN. B DEVIN MOVE?
>> THIS APPROVES THE EMERGENCY MANAGEMENT OPERATION PLAN FOR EMERGENCY RESPONSE. TONIGHT WE HAVE EXECUTIVE DIRECTOR SHANE BOOKER TO EX EXPLAIN.
>> GOOD EVENING THANK YOU FOR YOUR TIME MY NAME IS SHANE BOOKER THE EXECUTIVE DIRECTOR. I AM A LONG TIME I GREW UP HERE IN HAMILTON COUNTY HAS BEEN A LOT OF TIME HERE AND CARMEL.
IT IS MY PLEASURE TO SERVE MY HOME COUNTY.
OF A DISASTER PLAN WE ARE REQUIRED TO HAVE THAT BY STATE LAW. AND ONE OF THE THINGS WE'RE GOING THROUGH THE PROCESS IS MAKING THE COUNTY SOME MANAGEMENT STRONGER BY BEING ACCREDITED.
AND IF WE ACHIEVE THAT GOAL HERE IN THE NEXT YEAR WE WILL BECOME THE FIRST ACCREDITED COUNTY DEPARTMENT OF THE STATE OF INDIANA. AND PART OF THAT IS REVIEWING OUR PROCEDURES AND PROCESSES. ONE OF THE THINGS WE QUICKLY REALIZED IS EVEN THOUGH WE UPDATE OUR PLAN EVERY TWO YEARS.
WE TOOK IT TO THE TOWN COUNCILS FOR THE APPROVAL.
BUT WE DO NOT DO THAT FOR THE CITIES.
THAT IS WHY I AM HERE BEFORE YOU TODAY TO INTRODUCE TO YOU EMERGENCY MANAGEMENT. WE ARE COUNTY DEPARTMENT A PUBLIC SAFETY OVERALL ROLE AND WE WORK A LOT WITH THE CITY OF CARMEL POLICE AND FIRE DEPARTMENTS.
WE OF THEM WITH PROVIDING EQUIPMENT, SUPPORT.
WE HAVE BEEN IN THE CITY EMERGENCY OPERATIONS CENTER DURING DISASTERS. IN PROVIDING CORONATION.
AND WE RELY CLOSELY ON THAT PLAN AND WORK WITH THE FIRE DEPARTMENTS AND POLICE DEPARTMENTS AND PARKS DEP DEPARTMENT. WE HAVE BEEN INVOLVED IN DIFFERENT EXERCISES WITHIN THE CARMEL EMERGENCY OPERATIONS CENTER. WHAT WE ARE INTRODUCING BEFORE YOU TODAY IS OUR PLAN. THE URGES SOME MINIMAL CHANGES FROM WHAT WE HAD IN 2020 IT IS ENHANCING THAT LEVEL OF CORONATION AND SUPPORT AND UTILIZING THE MANAGEMENT SYSTEM AND OTHER COMPONENTS THAT WE USE WITHIN EMERGENCY MANAGEMENT.
>> VICE PRES. JEFF WORRELL: COUNCILOR NELSON?
>> VICE PRESIDENT NO QUESTION WHICH IS LIKE TO MOVE WE SUSPEND THE RULES ON THIS TONIGHT. ON THIS RESOLUTION
>> YES WE WILL LOOK TONIGHT. I APPRECIATE THE MOTION OF WANT TO MAKE SURE ANYONE ELSE HAS ANY QUESTIONS TAKE IT AWAY.
YES, COUNCILOR HANDED >> BACK FOR BEING HERE THANK YOU FOR WHAT YOU DO. WE DON'T KNOW ABOUT DISASTER PREPAREDNESS UNTIL WE NEEDED. SO YEAR INTERFACE WITH THE CITY OF CARMEL HAVE A SINGLE POINT OF CONTACT OR MULTIPLE POINTS OF CONTACT? FOR EXAMPLE IS THERE A DISASTER PREPAREDNESS CZAR WITHIN OUR CITY? WOULD YOU GO TO ALL THE DIFFERENT DEPARTMENTS?
>> WE TYPICALLY WORK WITH CARMEL FIRE DEPARTMENT PRIMARILY.
WE GO WITH CHIEF AND HIS STAFF. IN THE EVENT WE'VE HAD DISASTER STRIKE. SUCH AS ON WE HAVE THE CARMEL
[00:35:02]
HIGH SCHOOL EXPLOSION. WITH MAJOR POWER OUTAGES SUCH AS THE HOMEPLACE AREA WHERE HEATING CENTER.OR A WARMING CENTER OR COOLING CENTER ARE NEEDED.
THAN WE ARE WORKING DIRECTLY WITH THE FIRE DEPARTMENT AND THEY ARE HELPING US WITH THE CORONATION OF ALL THE OTHER CITY
>> VICE PRES. JEFF WORRELL: OKAY.
ANY OTHER QUESTIONS? >> SPEAKER: PRESIDENT?
>> VICE PRES. JEFF WORRELL: YES >> YOU CAN JUST MAKE A MOTION.
>> I WOULD LIKE TO MAKE A MOTION WE VOTE ON THIS TONIGHT.
>> VICE PRES. JEFF WORRELL: YOUR MOTION IS TO APPROVE IT
>> SPEAKER: YES, THANK YOU. >> VICE PRES. JEFF WORRELL: ANY FURTHER DISCUSSION? WITH THE CLERK PLEASE CALL THE ROLL?
>> COUNCILOR GREEN? >> COUNCILOR QUICK COUNCILOR
>> PRES. WOODY RIDER: THAT MOTION PASSES UNANIMOUSLY.
PAND WE MOVED TO FIRST READING F ORDINANCE FIRST READING OF ORDINANCE D-2632-22; AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AUTHORIZING THE ISSUANCE OF ECONOMIC DEVELOPMENT TAX INCREMENT REVENUE BONDS TO SUPPORT THE 111TH AND PENNSYLVANIA PROJECT, AND AUTHORIZING AND APPROVING OTHER ACTIONS IN RESPECT THERETO ; SPONSOR: COUNCILOR WORRELL. TO I HAVE A MOTION TO
>> VICE PRES. JEFF WORRELL: TO I HAVE A SECOND? COUNCILOR NELSON?
>> MILES NELSON: THIS ORDINANCE AUTHORIZES THE ISSUANCE OF DEVELOPER TIF BONDS BY THE CITY OF CARMEL TO FINANCE IMPROVEMENTS TO THE 111 AND PENNSYLVANIA PROJECT.
>> VICE PRES. JEFF WORRELL: AND I SEE READY TO PRESENT.
>> PRES. WOODY RIDER: 15 BEFORE I CALL OUR PARTNERS APPEAR I JUST WANT TO SPEND ONE SECOND DISCUSSING WHAT DEVELOPER BONDS MEAN IN THE CONTEXT OF THE NEXT TWO THINGS WE WILL SEE.
SO, FIRST THE TWO PROJECTS REDEVELOPMENT IS INTRODUCING TONIGHT. THERE IS A REQUEST FOR BONDS THAT COMES WITH THOSE TWO PROJECTS.
SINCE WE ARE TALKING A LOT ABOUT BONDS THIS EVENING I JUST WANTED TO MAKE SURE THAT ANYBODY WATCHING UNDERSTANDS WHAT THESE BONDS RELATED TO THESE DEVELOPER PROJECTS WHETHER NATURE IS.
THESE ARE DEVELOPER BACKED BONDS.
DEVELOPER BACKED BONDS DO NOT ADD ANY RISK TO TAXPAYERS.
AND THERE IS NEVER AN OBLIGATION ON BEHALF OF THE CITY TO MAKE PAYMENT ON DEVELOPER BACKED BONDS.
WHAT HAPPENS IS THE CITY ACCESS ISSUER BECAUSE STATE STATURE SAYS THAT THE CITY HAS ACTED A SHORE.
BUTTONS NOT MAKE THE CITY. BONDS ARE ISSUED AND THEY ARE REPAID BACK ONLY BY THE PROPERTY TAXES THAT ARE BEING PAID BY THE NEW DEVELOPMENT THAT THOSE BONES INCENTIVIZE.
THE BONDS GET US TO DEVELOPMENT THAT THE CITY HAS BARGAINED FOR.
IT GETS BUILT. AND IF FOR SOME REASONS THE DEVELOPER THAT BUILT THE VARIOUS DEVELOP IT WE ARE TALKING ABOUT DOES NOT RECEIVE ALL OF THE MONIES THEY WERE EXPECTING ON THOSE BONDS. IT IS NOT THE CITY'S OBLIGATION TO MAKE ANY PAYMENT ON THOSE BONDS THEY ARE RISK-FREE TO THE CITY. THE DEVELOPER BEARS THAT RISK.
AND SO NONE OF THE PROJECTS WE ARE TALKING HERE TONIGHT AT ANY OBLIGATIONS TO THE CITY AS FAR AS BONDS GO.
THESE ARE DEVELOPER BACKED BONDS.
I CAN ANSWER ANY QUESTIONS RELATED TO THAT ARE HAPPY TO
MOVE ON TO THE FIRST PROJECT. >> VICE PRES. JEFF WORRELL:
LET'S GO AHEAD AND MOVE ON. >> LIKE TO CALL OUR PARTNERS AT PEPCOR AS WE DISCUSSED 111 AND 1TEN. I WANT TO GIVE A QUICK OVERVIEW BEFORE ALLISONDISCUSSED 111 AND I WANT TO GIVE A QUICK OVERVIEW BEFORE ALLISON JUMPS IN. AND ORIENT US WHERE WE ARE.
THIS IS ABOUTPEPCOR AS WE DISCU TEN.
I WANT TO GIVE A QUICK OVERVIEW BEFORE ALLISON JUMPS IN.
AND ORIENT US WHERE WE ARE. THIS IS ABOUT PENNSYLVANIA.
AND THIS IS A LARGE CHUNK OF LAND THAT REMAINS IT HAS A LIBERTY FUND ACROSS DELTA ACROSS THE STREET.
AND THIS, I THINK, IS AN OPPORTUNITY TO CONNECT U.S. 30 ONE QUARTER WHICH IS A BIT MORE DENSE.
AND OUR TRADITIONAL NEIGHBORHOODS IN HOMEPLACE AND THE AREA AROUND HERE. THERE HAVE BEEN PROJECTS PREVIOUSLY INTRODUCED TO THE SIDE.
I AM SHOWING A PROJECT IN FRONT OF CITY COUNCIL DURING A
[00:40:01]
REZONING BACK IN 2017, I BELIEVE.THIS ONE HAD A LOT OF PARKING LOTS.
IT NEVER MOVE FORWARD, THANKFULLY.
THIS PIECE OF LAND HAS BEEN A DIFFICULT ONE.
THE REDEVELOPMENT POSITION OF THE CITY HAS WORKED WITH NUMEROUS DEVELOPERS TO FIND THE RIGHT PARTNER THAT WE CAN TRUST TO HANDLE A MULTIYEAR, MULTIPHASE PROJECT.
AND I BELIEVE WE HAVE FOUND THAT PARTNER IN PEPCORE SO WILL TURN
IT OVER. >> THANK YOU, HENRY, MR. PRESIDENT, MEMBERS I AM ALLISON WITH THE PEPCORE GIVEN AM EXCITED TO BE TALKING ABOUT THIS PROJECT FOR THE FIRST TIME.
WITH MIDTOWN PLAZA AND CARMEL CITY CENTER.
CARMEL HAS GREETED DYNAMIC PUBLIC SPACES SURROUNDED BY BUSINESSES AND HOMES. AND WE HAVE THE OPPORTUNITY TO CREATE A NETHER EXCITING SPACE JUST LIKE THAT.
OF ALL THE DEVELOPMENT I WORKING ON I AM MOST EXCITED ABOUT THIS ONE. ON THE OTHER SIDE OF 31 FROM THE DEVELOPMENT. AND OVER THE LAST SEVERAL YEARS I HAVE SEEN THIS AREA EXPLODE WITH GROWTH.
THIS IS THE LAST VACANT PIECE OF PROPERTY IN THIS PART OF THE CITY AND WE'VE CREATED A PLAN WE THINK IS UNIQUE FOR THE CITY.
WE ARE EXCITED TO SHARE IT WITH YOU.
SO I WILL START GIVING YOU THIS BIRDSEYE VIEW OF THE DEVELOPMENT. SO I CAN TALK TO ABOUT THE DIFFERENT KISSES WE DEVELOP IN DIFFERENT PARTS OF THE DEVELOPMENT. THAT I WILL HELP BRING THOSE USES TO LIFE WITH RENDERINGS OR ELEVATIONS OF BUILDINGS IN PUBLIC SPACES. SO LET ME START BY ORIENTING YOU A LITTLE BIT. YOU CAN USE MY POINTER IS A LITTLE EASIER TO SEE. I WILL START WITH THE WESTERN BOUNDARY YOU SEE HERE IS PENNSYLVANIA STREET.
IN THE SOUTHERN BOUNDARY HERE IS 111TH ST.
THE ENTRANCE TO THE PROPERTY WILL BE RIGHT HERE OFF OF PENNSYLVANIA STREET. THE CITY HAS PROPOSED TO BUILD A ROUNDABOUT AND WE WILL INSTALL A TREE LINE BOULEVARD TO BRING US FROM THAT ROUNDABOUT TO THE HEART OF THE DEVELOPMENT.
AND THAT IS VERY SPECIAL I'M EXCITED TO SHARE IT WITH YOU IN A SPECIAL MOMENT. ALONG THE PENNSYLVANIA CORRIDOR WE ARE ENVISIONING THREE-STORY COMMERCIAL BUILDINGS TO HOUSE OFFICES. BEHIND THOSE BUILDINGS ARE TWO STRUCTURED PARKING GARAGES. 70% OF THOSE SPACES WILL BE FOR PUBLIC USE. THEN AS YOU MOVE EASTWARD ON THE DEVELOPMENT AND IN THE CENTER. THE OTHER HOLDINGS UCR FOUR STORY RESIDENTIAL BUILDINGS. FOUR STORIES OF RENTAL APARTMENTS. THERE ARE A FEW BUILDINGS WHO HAVE ON THE FLOOR RETAIL AND THREE STORIES OF APARTMENTS ABOVE. AND THEN ON THE EASTERN BOUNDARY WHICH YOU SEE RIGHT HERE AND A LITTLE ON THE NORTHEASTERN BOUNDARY ARE 58 TOWNHOMES. THOSE WILL BE FOR SALE PROPERTIES. AS I SAID, THE THING THAT IS SPECIAL ABOUT THIS DEVELOPMENT IS WHAT I WANT TO SHOW YOU NEXT.
THIS IS THE PUBLIC SQUARE, THE GREEN.
AND THIS IS SOMETHING THAT HAS BEEN MODELED OFF OF THE SQUARES OF CHARLESTON AND SAVANNAH. THIS IS ABOUT THE SIZE OF A FOOTBALL FIELD. AND WE ARE HOPING TO BRING A LOT OF ATTRACTIVE USES AND THINGS TO DRAW PEOPLE INTO THIS SQUARE.
BUT THERE ARE TWO ELEMENTS I WANT HIGHLIGHT FOR YOU.
ONE IS AN OUTDOOR STAGE WITH AMPHITHEATER STYLE SEATING.
SO THIS IS A PLACE WHERE THE CITY CAN HOST EVENTS WHERE WE CAN ALL ENJOY OUTSIDE ENTERTAINMENT.
AND THEN WE ARE ALSO ENVISIONING RIGHT HERE IN FOUNTAIN.
THIS IS NOT JUST A DECORATIVE FOUNTAIN THIS IS A FOUNTAIN MODELED AFTER EUROPEAN PARKS WHERE YOU'RE MEANT TO BRING A BOOK AND SPEND AN AFTERNOON. OR HAVE A PICNIC WITH YOUR FAMILY. OR MAYBE MEET YOUR FRIENDS AT A MEETING PLACE. THEN GO ACROSS THE STREET AND HAVE DINNER AT THE RESTAURANT. WHERE YOU SIT OUTSIDE AND HAVE A GREAT VIEW OF ALL THE ACTION IN THE SQUARE.
SO, LET ME SHOW YOU SOME RENDERINGS YOU WILL FIND IN DIFFERENT PLACES OF THE DEVELOPMENT.
THIS IS A FOUR STORY RESIDENTIAL BUILDING.
THIS, AGAIN, ARE THE FOUR STORIES OF APARTMENTS YOU SEE IN THE CENTER OF THE DEVELOPMENT. IN THIS BUILDING ON THE BOTTOM IS A BUILDING YOU MIGHT SEE ON THE GREEN.
ON THE FIRST FLOOR A RESTAURANT OR DRYCLEANER THEN RENTAL APARTMENTS ABOVE. ON THIS SLIDE ON THE TOP THAT IS
[00:45:03]
A FOUR STORY COMMERCIAL BUILDING.THAT IS THE KIND OF BUILDING YOU WOULD SEE ON THE PENNSYLVANIA CORRIDOR. AND BELOW IT HERE IS A SIDE ELEVATION OF A FOUR STORY TOWNHOME THAT WE ARE ENVISIONING ON THE EASTERN BORDER OF THE PROPERTY NEAR THE WATER WOULD RESIDENTS. NEIGHBORHOOD.
WE ARE PLANNING TO BUILD A MULTIUSE PATH AROUND THE ENTIRE PERIMETER OF THE DEVELOPMENT. THIS PICTURE SHOWS YOU WHAT THAT PATH MIGHT LOOK LIKE ON THE EASTERN BOUNDARY IN BETWEEN THE TOWNHOMES AND THE WATER WOULD DEVELOPMENT.
WE ARE HOPING YOU WILL HELP ON THIS EITHER JOC OR RANGER BIKE OR PRESSURE GET IN A WAGON OR BRING YOUR DOG ON A LEASH.
GO SOUTH TO 211TH ST. GO TO THE NORTH SIDE OF THE PROPERTY. AND THAT IS WHERE YOU WILL FIND ANOTHER PUBLIC SPACE WE ARE CREATING.
AND THAT IS A BEAUTIFUL PLAYGROUND FOR KIDS AND FOR FAMILIES. AND PERHAPS NORTH OF THAT SOME PICKLE BALL COURTS. YOU WILL NOTICE THERE IS A GREEN TREE LINE HERE. THAT IS A 50 FOOT TREE PRESERVATION AREA WE VALUE AND THE NEIGHBORS DO AS WELL.
WE INTEND TO LEAVE THAT UNDISTURBED.
THERE IS A SIMILAR TREE LINE ON THE EASTERN BOUNDARY OF THE PROPERTY. AND WE WANT TO LEAVE THAT ALSO UNDISTURBED. SO IN THE POST COVID ERA WE ARE ALL HUNGRY FOR COMMUNITY. AND WE ARE ALL EAGER TO CREATE PUBLIC AND LOCAL ECONOMY. WE ARE ALREADY GETTING PHONE CALLS AND EMAILS FROM PROSPECTIVE RESIDENTS AND USERS WHO ARE INTERESTED IN THIS DEVELOPMENT.
CARMEL IS READY TO CREATE THIS NIXON'S OF PLACE.
SO I HOPE YOU WILL JOIN IN OUR EXCITEMENT TO BRING THIS DEVELOPMENT TO CARMEL, WE CANNOT WAIT.
BACK VERY MUCH. >> VICE PRES. JEFF WORRELL: COUNSELORS ARE THERE ANY QUESTIONS REGARDING THIS
PROJECT? COUNCILOR GREEN? >> TONY GREEN: HENRY, CAN YOU CLARIFY? GET THE OLD PROPOSAL THAT WAS UP THERE THAT WAS A
PUD? >> THIS IS ALREADY BEEN ZONED TO C ZONING. THIS WAS REPLIED BY THE COUNCIL.
THOSE OF THE PLAN THE COUNCIL IS LOOKING AT.
>> TONY GREEN: I WAS THINKING THROUGH THE PROCESS.
THE LAST TIME WE DISCUSSED THIS PROPERTY IT WENT THROUGH, LIKE YOU SAID, THE PLANNING COMMISSION WENT THROUGH THE CITY COUNCIL. WENT TO THE COMMITTEE.
WITH SEVERAL HEARINGS. WHAT IS THE PROCESS FOR THIS?
>> SPEAKER: IF CITY COUNCIL IS AS IF THEY SUPPORT A PROJECT LIKE THIS. IT WOULD THEN GO TO THE PLANNING COMMISSION. WE WOULD GET INTO FULL DESIGN AND ANYTHING WOULD HAVE TO GO THROUGH THE PLANNING COMMISSION.
AND THROUGH THE A DLS PROCESS. THE PLANNING COMMISSION HAD SOME COMMITMENTS THAT WERE PUT IN AT THE TIME THAT THE REASON HAPPEN.
AND I BELIEVE ONE OF THOSE COMMITMENTS IS PROBLEMATIC.
AND WE CAN COME BACK AND REQUEST THE PLANNING COMMISSION REMOVE THAT SPECIFIC COMMITMENT. THE COMMITMENT I AM TALKING ABOUT IS - WE'VE GOT TO GET OUR MINDSET RIGHT.
THIS WAS THE PLAN EVERYONE WAS LOOKING AT OTHER TIMES THE PLAN WAS LOOK AT. THERE WAS A COMMITMENT THAT SAID YOU CANNOT HAVE ANY RETAIL EAST OF THIS WASHINGTON STREET CENTERLINE. WHICH MAKES SENSE IF THIS IS THE PLAN BEING LOOKED AT. BUT, OBVIOUSLY, SINCE OUR ENTIRE PLAZA LINE WITH RETAIL THE HEART OF THIS DEVELOPMENT IS EAST OF THAT CENTERLINE. THAT IS AN EXAMPLE OF A COMMITMENT THAT WOULD BE ASKED TO BE DISCUSSED.
OTHERWISE A TRIP TO THE PLANNING COMMISSION AND THE A DLS
PROJECT. >> TONY GREEN: WAS WE APPROVE THIS ORDINANCE A GOES BACK TO PLANNING COMMISSION IT WILL NOT COME BACK TO THE CITY COUNCIL OR WILL IT? THROUGH THE CITY COUNCIL THROUGH SOME OTHER TYPE OF PROCESS?
>> SPEAKER: THE REQUEST BEFORE YOU IS A BOND REQUEST.
THIS IS A MULTIPHASE PROJECT TO BE STRATEGIC.
WE WILL BE COMING BACK NEXT YEAR TO FORMAT ALLOCATION AREAS THAT MATCH PHASES TO BE STRATEGIC TO GET THE MOST OUT OF THIS
ALSO IN GOING BACK TO LOTS OF DISCUSSIONS WE HAD WITH THAT PUD THAT WENT THROUGH. WATER WOULD.
THERE WERE LOTS OF REQUEST FOR ROOM SPACE BETWEEN THE EASTERN BORDER OF WHATEVER THEIR PROPOSAL WAS GOING TO BE IN WATER WOULD. AND I DO NOT KNOW FROM THE PICTURE WHAT KIND OF SPACE THERE WILL BE BETWEEN WATER WOULD AND
THE DEVELOPMENT? >> SPEAKER: THE FIRST THING WORTH MENTIONING IS THE DEVELOPERS HAD AN OPEN HOUSE.
[00:50:01]
LAST WEEK MON AT THE MONOT CENTER AND IT WAS A WELL ATTENDED MEETING. 40 OR SO PEOPLE THERE INCLUDING NEIGHBORHOOD ASSOCIATION PRESIDENTS.INCLUDING WATER WOULD NEIGHBORHOOD ASSOCIATION PRESIDENT, I BELIEVE. AND THESE ARE THE THINGS WE TALKED ABOUT. I THINK THE MOST - THE THING THAT DROVE HOME THIS POINT. IT IS HARD TO SEE THIS.
WHAT YOU HAVE RIGHT HERE IS A HOUSE.
THIS IS YOUR TYPICAL WATER WOULD HOUSE THAT SITS RIGHT AROUND HERE. THERE IS ALREADY A 60 OR SO FOOT SPACE BETWEEN THE HOUSE AND EVEN THE PROPERTY LINE.
AND YOU HAVE AN 80 FOOT BUFFER OF MOSTLY TREES.
AND THE MULTIUSE PATH. THEN YOU HAVE TREES AND THE ONE-STORY GARAGE. THEN GETTING INTO THIS 3.5 STORY PROPERTY. CIRILLI FROM THEIR HOUSE YOU HAVE UNTIL A TRUE FOUR STORY STRUCTURE HAVE OVER 230 FEET.
IT WAS HONESTLY THE MOST PLEASANT MEETING WITH NEIGHBORS THAT I HAVE EVER BEEN TO IN MY LIFE.
I THINK EVERYBODY WALKED AWAY GENUINELY - I THINK EVERYONE
GENUINELY LIKE THIS PROJECT. >> VICE PRES. JEFF WORRELL:
COUNCILOR HANNON? >> TIM HANNON: I THINK COUNCILOR GREEN HUE AND I SHOULD TALK OFF-LINE.
MY WORRY IS ABLE TO COME BACK TO COUNSEL AFTER THIS APPROVAL.
OURSELVES SITTING DOWN WITH THE HOA AND SEEING CONCERNS.
IF THIS WAS A PUD ONE OF THE THINGS I WOULD BE PUSHING FOR IS TRYING TO GET LIKE TO LIKE SINGLE-FAMILY HOMES, SINGLE-FAMILY HOMES. AND RENDERINGS NOT NECESSARILY SAFETY WILL LOOK AT A GARAGE AND OTHER ASPECTS.
I WOULD DEFINITELY BE HAPPY TO SIT DOWN WITH THE PUBLISHER AND THE HOA'S ON WHY IT IS GOING TO THE FINANCE PROJECT IS IT WILL
GO BACK TO US. >> VICE PRES. JEFF WORRELL:
COUNCILOR AASON? >> ADAM AASON: YOU MENTIONED THE PATH THAT GOES AROUND AT THE PICKLE BALL COURT.
YOU MAKE IT CLEAR THESE ARE NOT JUST FOR THE TENANTS OF THESE APARTMENTS AND TOWNHOMES. ANYONE CAN USE THESE INCLUDING THE WATER WHAT CAN USE THAT PATH THAT THEY WANT TO?
>> SPEAKER: THESE WILL BE DEDICATED TO PUBLIC USE.
IT WILL FUNCTION LIKE THE PLAZA AT THE PRESIDIUM.
>> AND PICKLE BALL GET ANYONE? >> YES, ANYBODY CAN PLAY PICKLE
BALL YOU ARE ALL INVITED. >> VICE PRES. JEFF WORRELL:
COUNCILOR NELSON? >> MILES NELSON: IN TERMS OF THE COMMERCIAL PLAN CAN YOU GO INTO THE DETAILS OF WHAT KIND OF COMMERCIAL ESTABLISHMENTS YOU WOULD HAVE? WHAT KIND OF
RESTAURANTS? >> SPEAKER: WE ARE EARLY IN THE PROCESS I CANNOT GIVE YOU A LOT OF DETAIL.
I COULD GIVE YOU AN IDEA OF WHAT KIND OF PEOPLE REACH OUT TO US.
SO FAR FOR THE BUILDINGS ALONG PENNSYLVANIA WE HAVE HAD 2-THREE INQUIRIES FROM DEVELOPERS OF MEDICAL OFFICE BUILDINGS.
AND THEY TEND TO BE PRIVATE PHYSICIAN PRACTICES NOT ANYTHING INVOLVING AN EMERGENCY ROOM OR THAT KIND OF THING.
LOTS OF DOCTORS OFFICES. WE DID HAVE ONE INQUIRY FROM A HOTEL. AND IN TERMS OF THE RESTAURANTS WILL NOT TALK TO FOLKS ABOUT THAT YET.
BUT THAT WILL GIVE YOU A FLAVOR FOR IT.
AND WE DID HAVE ONE TODAY WHO REACHED OUT.
THAT WOULD BE IN THE REAL ESTATE INDUSTRY FOR OFFICE SPACE.
>> VICE PRES. JEFF WORRELL: THIS IS A $76 MILLION BOND AND WILL
GO - >> MR. PRESIDENT I HAVE ONE
QUESTION. >> VICE PRES. JEFF WORRELL: OKAY
>> WHICH SHE ANSWERED BECAUSE I WONDERED WHAT WOULD COME ONLINE.
BUT DO YOU HAVE A TIMELINE FOR THIS PROJECT IF TTHIS TIF IS
APPROVED? >> THIS PROJECT WILL SPAN OVER 20 YEARS. OUR PLAN IS TO FACE IT.
THE FIRST PHASE WILL REQUIRE THE ENTRY FROM PENNSYLVANIA STREET.
AS SOON AS WE CAN GET THE ROUNDABOUT INSTALLED WE CAN GET
[00:55:01]
GOING AND BREAK GROUND. WE HAVE NOT DRAWN FACE LINES YET BECAUSE WE ARE NOT SURE YET OF OUR FIRST USERS.BUT WE HAVE PLAYED WITH DIFFERENT IDEAS SUCH A DOING IT IN QUADRANTS. PERHAPS WE WOULD START IN THE NORTHWESTERN QUADRANT. BECAUSE WE HAD A MEDICAL OFFICE USER WHO WAS INTERESTED. IT IS EARLY BUT THAT WOULD BE MY
BEST GUESS. >> VICE PRES. JEFF WORRELL: IT SHOULD BE NOTED THAT YOU ARE FAIRLY SKILLED AT FACING BECAUSE THAT IS WHAT YOU DID AT CITY CENTER 20 YEARS.
>> SPEAKER: WE LIKE MULTIGENERATIONAL PROJECTS.
>> VICE PRES. JEFF WORRELL: OKAY, THIS WILL GO TO FINANCE.
THANK YOU FOR BEING HERE WILL NOW MOVE TO FIRST ORDINANCE OF READING 7- AT-LARGE TIM HANNON 8- BRUCE KIMBALL 9- MILES NELSON 10- (TONY) GREEN 11-(ADAM) AASON 12- COUNCILOR CHAPLAIN LAURA CAMPBELL --D-2638-22; AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AUTHORIZING THE ISSUANCE OF ECONOMIC DEVELOPMENT TAX INCREMENT REVENUE BONDS TO SUPPORT THE MONON SQUARE NORTH PROJECT, AND AUTHORIZING AND APPROVING OTHER ACTIONS IN RESPECT THERETO; SPONSOR: COUNCILOR WORRELL. D IS OUR
MOTION TO INTRODUCE? >> SO MOVED.
>> VICE PRES. JEFF WORRELL: COUNCILOR AASON PLEASE READ THE
SYNOPSIS. >> ADAM AASON: ORDINANCE AUTHORIZES THE ISSUANCE OF DEVELOPER TIF BONDS BY THE CITY OF CARMEL, INDIANA, TO FINANCE IMPROVEMENTS TO SUPPORT THE DEVELOPMENT OF THE MONON SQUARE NORTH PROJECT.
>> VICE PRES. JEFF WORRELL: WE WILL MOVE THIS TO MR STENSKI AGAIN, . PRESIDENT, HONORARY PRESIDENT? MONON SQUARE NORTH HAS BEEN A LONG TIME COMING.
THE CITY HAS BEEN WORKING ON REDOING OUR MIDTOWN AREA, REDOING WHAT IS ESSENTIALLY BETWEEN CITY CENTER AND THE ARTS AND DESIGN DISTRICT FOR QUITE SOME TIME.
BACK IN 2012 WE BROUGHT IN JEFF SPECK WAS A WORLD-RENOWNED URBAN PLANNER TO HELP US THINK THROUGH OUR INITIAL MIDTOWN PLAN.
AND HE HAS SAID HE HAS NEVER SEEN A VISION OF HIS COME TO LIFE SO QUICKLY. AND SO WELL AS MIDTOWN HAS.
THAT WAS BACK IN 2012. AND YOU CAN SEE THERE IS MONON SWEAR BACK IN EARLY PLANS. IN 2016 WE BIBROUGHT IN JUAN GE, WHO IS A EUROPEAN WORLD-RENOWNED URBAN PLANNER TO CONTINUE PLANNING OUT ESSENTIALLY AOUR MONON SQUARE TO BRIDGE THIS GAP BETWEEN CITY CENTER AND THE MIDTOWN AREA THAT EXIST TODAY.
WHICH IS ESSENTIALLY MONON SQUARE WE WORKED WITH JEFF SPECK WITH ARE PLANNING TO PUT TOGETHER A PLAN FOR MONON SQUARE. WHAT YOU SEE IN THIS PLAN IS HERE ON THE LEFT YOU CAN TELL WHAT BOUNDARIES ARE BEING COVERED. AND, FRANKLY, A LOT OF THIS IS ASPIRATIONAL OR INSTRUCTIVE. BUT I DO WANT TO POINT OUT A COUPLE THINGS ON THIS PLAN. FIRST, ABSOLUTELY, COUNCILOR I WAS GOING TO DO THAT. FIRST, IS THE TUNNEL WHERE THE MONON COMES OUT OF THE BOTTOM YOU CAN SEE AN EXPANDED MONON.
THIS RIGHT HERE WOULD BE WANTED STREET.
TODAY THIS IS THE OLD 8 FOOT MONON PATH AND THIS GETS EXPANDED TO THE 144 FOOT WIDE MONON URBAN SECTION THAT WE ALL KNOW AND LOVE IN MIDTOWN TODAY. AS IT GETS CLOSER TO THE TUNNEL IT CREATES A U-TURN FOR CARS TO TURN AROUND AND THE BOULEVARD AND TURN BACK. THERE IS THIS TREE-LINED FE FEATURE. ANOTHER ELEMENT YOU SEE HERE IS A ROUNDABOUT THAT IS PLANNED AT VETERANS WAY AND CIVIC CENTER THAT WILL CONNECT VETERANS WAY THROUGH MONON SQUARE TO WHERE IT BEGINS AGAIN. IF YOU REMEMBER VETERANS WAY IS SOMETHING. AS WE PLANNED OUT MONON WE PLANNED OUT A TRUE PIECE. AS WE HAD A TRUE B STREET BETWEEN THOSE TWO AVENUES. WHICH WAS VETERANS WAY WE ESSENTIALLY CONSTRUCTED FROM SCRATCH AND PARTS.
TO GO ALL THE WAY FROM CARMEL DRIVE TO MAINSTREET.
AND TODAY IT DOES EXCEPT ONE PLACE, MONON SQUARE.
MONON FRIENDS BACK INTO IT AND THERE IS NOTHING THERE.
THIS IS THE LAST PART OF THE PUZZLE TO COMPLETE VETERANS SQUARE GOING ALL THE WAY UP. THIS IS A REALLY INTERESTING FEATURE RIGHT HERE. THIS WILL BE ALMOST LIKE A PLAZA YOU WOULD FIND IN EUROPE THAT IS FOR BOTH VEHICLES AND PEDESTRIANS. IT WOULD BE A RAISED ELEVATED PLAZA TO LET VEHICLES NO THAT THEY ARE NOT TRESPASSING BUT IS
[01:00:02]
A PLACE NOT JUST FOR VEHICLES. THE BEST EXAMPLE I CAN GIVE IS THE MONON ON ELM STREET WHERE THAT TABLETOP ON THE ROAD COMES UP IN CARS DRIVE SLOWLY THROUGH. AND THEY TRY TO MAKE CONTACT WITH EVERY SINGLE PERSON. THAT IS THE SAME KIND OF CONDITION WE WANT TO SEE HERE. IT ALLOWS DELIVERIES IT ALLOWS RETAIL TO OPERATE. BUT IT IS ALSO NICE TREE-LINED AREA. THAT IS ORIENTATION OF THE BIG MASTER PLAN. ANYTHING YOU SEE ON THE SIDE OF THE MONON I WILL SAY IS ASPIRATIONAL THERE IS NO CONCRETE PLAN FOR THAT. SO, TO TIGHTEN THIS UP A BIT THIS IS NO LONGER A SPEC PLAN. CRC THE ARCHITECT WE USE A LOT SHOWS HOW MONON IS MEANT TO BE DIVIDED.TO HANDLE - AND WE ARE DOING THIS IN PHASES.
THE FIRST PHASE IS MONON SQUARE NORTH.
THE BUILDINGS. AND TO INTRODUCE THAT PROJECT I HAVE WITH ME JON HART OWNER OF JC HART.
AND ON THE SCREEN WE HAVE JOINING US DAVID SEARS MEN.
BOTH JON AND DAVID ARE CARMEL RESIDENTS HAVE COMPANIES ARE.
IF IT IS JOINING US FROM CALIFORNIA WHERE HE IS AT HIS DAUGHTER'S WEDDING. WE APPRECIATE HIM BEING HERE AND DEALING WITH THE TIME DIFFERENCES.
BUT I WOULD LIKE TO INTRODUCE JON HART TO INTRODUCE JC HART
AND THE PROJECT GENERAL. >> SPEAKER: GOOD EVENING I AM JON HART CHAIRMAN OF JC HART COMPANY.
WE ARE HEADQUARTERED AT 805 CITY CENTER DRIVE HERE IN CARMEL.
AND I AM PLEASED TO SAY WE ARE STILL CELEBRATING OUR 46TH ANNIVERSARY AS A COMPANY THIS YEAR.
UP IN FRONT OF YOU ON THE SCREEN ARE OUR RECENT URBAN INFILL PROJECTS WE HAVE DONE. MOST NOTABLY JUST NORTH OF THIS SITE IS MIDTOWN FLIGHTS IN CARMEL.
AND WE HAVE BEEN GRATEFUL. AND OTHER RAILYARD THE AMBIENCE IN SYNERGY WE HAVE SEEN AT MIDTOWN IS REALLY EXCITING.
BUT THERE ARE ALSO A COUPLE OF OTHER EXAMPLES OF SOME OF OUR URBAN INFILL PROJECTS THAT HAVE BEEN RECENTLY COMMITTED.
ON THE NEXT SLIDE. I JUST WANTED TO HIGHLIGHT FOR YOU THAT THIS IS NOT OUR FIRST PROJECT IN CARMEL.
WE HAVE SIX DIFFERENT LOCATIONS STARTING ALMOST 20 YEARS AGO WITH NORTH HAVEN OF CARMEL. WE HAVE DONE LEGACY 116, HIGH POINT MERIDIAN. DEMOLISHING THE LAST BUNKER BUILDING. AND ARE BUILDING AND EXPANSION OF LAKESIDE CARMEL AND MIDTOWN FLATS IN THE MIDTOWN AREA.
IT HAS BEEN OVER 12 MONTHS AGO NOW THAT DAVID SEARS MEN APPROACHED ME WITH THE IDEA OF DEVELOPING THE MONON NORTH AREA.
DAVID WAS IN A POSITION WHERE HE WAS TRADING SOME PROPERTY WITH THE REDEVELOPMENT COMMISSION. AND HAD AN OPPORTUNITY TO REDEVELOP THIS AREA AND APPROACH ME TO GET INVOLVED.
THE LAST 12 MONTHS WE HAVE BUILT A TEAM OF EXPERTS AND HAVE BEEN WORKING HARD TO DEVELOP A CONCEPT PLAN.
OUR PLANS ARE NOT QUITE AS DEVELOPED SAW AT PEDCORE BUT WE ARE GOING THROUGH OUR DESIGN AND WHAT HENRY WILL SHOW YOU IN A MOMENT. OKAY.
AS A BOX STUDY OF WHERE WE ARE AT WITH OUR CONCEPTUAL DESIGN.
249 MULTIFAMILY UNITS IN A 390 SPACE PUBLIC PARKING SPACE GARAGE. THAT WE WILL HAVE A LITTLE OVER 10,000 FT. OF OFFICE SPACE AND 12,000 FT. OF RETAIL ON THE NORTHWEST QUADRANT. THE CHALLENGE IS THAT AS WE WORKED WITH HENRY AND THE REDEVELOPMENT COMMISSION.
IT WAS APPARENT THERE NEEDED TO BE A STRATEGY TO INCORPORATE THE NORTHEAST QUADRANT. IN ORDER TO PARK THE NORTHERN SECTION. WE NEEDED TO SIZE THE PUBLIC PARKING GARAGE IN THE NORTHWEST QUADRANT TO ACCOMMODATE THE NORTHEAST QUADRANT. AND TO ACCOMPLISH THAT I THINK DAVID AND I NEEDED TO REALIZE TO MAKE IT A SINGLE PROJECT AND
[01:05:01]
MOVE FORWARD WITH THE ENTIRE PROJECT IMMEDIATELY.SO THAT ADDED ANOTHER 122 MULTIFAMILY UNITS.
WE HAVE SPACE FOR A SIGNATURE RESTAURANT IN OUR COURTYARD FOR AROUND 7400 FT. . AND WE ARE HA HOPING TO HAVE EIT AS MANY AS 12 CONDOMINIUMS. AND WE HAVE ADDED ADDITIONAL PARKING THERE. --WE ARE HOPING TO PROVIDE PUBLIC PARKING FOR THE RESTAURANT AS WELL AS ADDITIONAL PARKING FOR OUR RESIDENTS. WE ARE VERY EXCITED ABOUT THE OPPORTUNITY. WE THINK THIS IS INSIGNIFICANT EXPANSION OF WHAT HAS HAPPENED AT MIDTOWN.
AND WE THINK THE SAME KIND OF SYNERGY AND AMBIENCE AND WORK PLACE ENVIRONMENT THAT IS BEEN CREATED OUT THERE WILL EXTEND FURTHER TO THE SOUTH. AND WE CONTINUE TO SEE HIGH OCCUPANCY AND WE ARE NOT SEEING ANYTHING OF MARKET THAT WAS SUGGEST THIS PROJECT WOULD NOT BE WELL RECEIVED.
I WOULD LIKE TO SEE IF DAVID WOULD LIKE TO ADD ANY COMMENTS AT THIS TIME. DAVID?
>> SPEAKER: THANK YOU, JON. I THINK HE DID A WONDERFUL JOB PROFILING THINKS. IS BEEN A DIFFICULT DECISION FOR MAGGIE AND I. WE HAVE ENJOYED THE PHYSICAL LOCATION WE HAVE HAD THEIR 15 YEARS.
WE WORKED LOOSELY WITH HENRY AND THE TEAM TO'S SORT THROUGH THAT.
AND I REALLY APPRECIATE JON BEING WILLING TO JOIN US AND PURSUING THIS OPPORTUNITY. JON AND HIS TEAM ARE JUST SELLER, GOLD STANDARD PARTNERS. AS A CONSEQUENCE OF THEIR INVOLVEMENT I FEEL CONFIDENT OUR APPROACH AND PLAN ARE GOING TO
BE WELL RECEIVED. >> VICE PRES. JEFF WORRELL: ALL RIGHT DO YOU HAVE ANY FOR PRESENTATION?
>> SPEAKER: I WAS JUST GOING TO SHOW THE PICTURE IN THE PAPER.
THERE WE GO. THIS SHOWS YOU A MORE BETTER RENDERING OF HOW THINGS WILL LOOK IN THE FUTURE.
AS DAVID SAID RIGHT ALONG THE MONON IS A LARGER PROJECT.
IT WILL HAVE SELANO ONE, IT WILL HAVE THE RESIDENTIAL AND
RETAIL AND FOR SALE CONDOS. >> VICE PRES. JEFF WORRELL: THANK YOU. COUNCILOR ARE THERE ANY
QUESTIONS? COUNCILOR HANNON? >> TIM HANNON: COUPLE OF QUICK QUESTIONS FOR THE DIRECTOR. 18 MILLION IS THE GAS.
WHAT IS THE SPLIT RIGHT NOW? >> 90/TEN IS THE TIF SPLIT.
>> OF WHAT IS THE PUBLIC BENEFIT?
>> YES PUBLIC PARKING GARAGE >> AND THE LAST THING YOU MAY NOT BE ABLE TO ANSWER THE MAYOR INTRODUCES 63 MILLION BOND.
TWO ON THE LIST IS MONEY ALSO IN ADDITION TO THE TIF DOLLARS GOING TO THIS AREA. DO YOU KNOW WHAT THAT IS IN
ADDITION TO THE TIF DOLLARS? >> THE TIF IS ONLY TO COVER THE COST OF THE PARKING GARAGE. IN THE BOND REQUEST AS YOU NOTED. A REQUEST FOR MONON SQUARE INFRASTRUCTURE. I WILL REVERT TO JEREMY KASH AND
THE MAYOR FOR SPECIFICS. >> VICE PRES. JEFF WORRELL:
COUNCILOR AASON? >> ADAM AASON: WE TALK ABOUT THE PUBLIC COMPONENT. I DO NOT KNOW IF THE MAP SHOWS THE SIZE AND SCOPE OF IT. BUT THE EAST-WEST STREET OFF THE MONON TALK ABOUT THE SCALE OF THAT.
AND I HAD ASKED BEFORE WHETHER THE STREETS AND SIDEWALKS AND RIGHT-OF-WAY WOULD BE SIMILAR TO WHAT WE SEE IN MIDTOWN.
CREATING THAT WALKABLE FIELD FOR BOTH VETERANS AND ANY SIDEWALKS
WRAPPING THE BUILDINGS? >> SPEAKER: GENERALLY THAT IS RIGHT THIS PLANT WAS A TEAMWORK AT DIFFERENT DEPARTENTS CITY PLANNING, DEVELOPMENT, JEFF SPECK.
THE FOCUS IS OBVIOUSLY GOING TO GENERALLY BE ALONG THE EXTENSION OF THE MONON. WHERE THE MAJORITY OF PEDESTRIAN ACTIVITY WILL TAKE PLACE THAT IS WHERE A LOT OF THE GREEN IS.
THIS FEATURE IS DOUBLE SOME OF THAT TRAFFIC AND GREEN INTO THIS
[01:10:04]
SIDE OF THIS SITE. I THINK VETERANS WAY WILL LOOK REALLY NICE. BUT IT IS NOT MEANT TO BE OUR MAIN GREEN THOROUGHFARE. IT IS TO BE IN THE STREET GRADE.I THINK THIS PROJECT REFLECTS ALL OF THOSE GOALS AT ONCE.
THIS WILL BE IMMENSELY WALKABLE JUST LIKE THE REST OF MIDTOWN IS. WE HAVE A RIGHT OF WAY THAT GOES TO THE CITY. THAT GOES TO THE BUILDING PROPERTY LINES. WHICH IS EXACTLY THE KIND OF CONDITION YOU SEE IN MIDTOWN AS WELL.
IT WILL BE A CONTINUATION. >> VICE PRES. JEFF WORRELL: OKAY, JON, FOR THE COMMITTEE MEETING.
I WOULD LIKE TO SEE YOU COME PREPARED WITH SOME DATA ON THE NUMBER OF STUDENTS THAT ARE IN THE APARTMENTS, SCHOOL AGE CHILDREN. PROBABLY DEALING WITH YOUR PROPERTIES IN CENTRAL CARMEL. WHAT KIND OF DATA CAN YOU PROVIDE BE THERE? AND HOW DOES TWO BEDROOM VERSUS THREE-BEDROOM AFFECT THAT STATISTIC? AND ANYTHING ELSE - I WILL PROBABLY ASK AT COMMITTEE. HOW DO YOU MAKE THE DECISION TO CONTINUE TO BUILD MORE? WHAT YOUR SENSE IS? WHAT IS YOUR
RIGHT OF USE? >> JON: CERTAINLY CAN'T PROVIDE THAT WE HAVE THAT ON ALL OF OUR CARMEL PROPERTIES.
THE SCHOOL AGE CHILDREN. WE FIND THESE INFILL PROJECTS HAVE A MUCH LOWER PERCENTAGE OF SCHOOL AGE CHILDREN JUST BECAUSE THE NATURE OF THE PROJECT TYPICALLY LEANS TOWARDS SMALLER UNITS. I THINK OUR AVERAGE SQUARE FOOTAGE HERE IS UNDER 900 FT. . SO THEY WILL MOSTLY THE ONE BEDROOMS. WE WILL HAVE TWO BEDROOMS BECAUSE WE ARE SEEING A DEMOGRAPHIC PHENOMENON WE SEE AGING BABY BOOMERS MOVING TO THE MIDTOWN AREA.
BE HAPPY TO BRING SOME STUDIES ON THE SCHOOL AGE CHILDREN.
THAT WAY WE CAN LET YOU KNOW. BRING MARKET DATA THAT WILL HELP YOU UNDERSTAND WHAT DRIVES THE DEMAND.
>> VICE PRES. JEFF WORRELL: A LOT OF THE INFORMATION I HAVE RECEIVED IS ANECDOTAL. ANY DATA YOU CAN BRING THAT SAYS WHO IS RENTING THESE. AND HOW ARE THEY INTERACTING IN OUR COMMUNITY. HOW LONG DO THEY STAY? ANY OF THAT KIND OF DATA. BECAUSE I AM HEARING STORIES THAT DO NOT NECESSARILY MESH WITH WHAT TRADITIONAL APARTMENT DWELLERS ARE. SO I WANT TO DEAL WITH THAT WITH
SOME DATA >> JON:WE WILL BE ABLE TO DO
THAT. >> VICE PRES. JEFF WORRELL: OKAY THIS WILL GO TO FINANCE COMMITTEE.
IF THERE ARE NO FURTHER QUESTIONS WE WILL MOVE ON TO ITEM D RESOLUTION CC-09-19-22-01: A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, APPROVING CERTAIN MATTERS IN CONNECTION WITH THE CITY CENTER REDEVELOPMENT AREA (MONON SQUARE NORTH ALLOCATION AREA); SPONSOR: COUNCILOR WORRELL. DO I HAVE A MOTION TO INTRODUCE?
>> COUNCILOR: MOTION. >> VICE PRES. JEFF WORRELL: IN A SECOND. RESOLUTION APPROVES (1) A RESOLUTION OF THE CARMEL REDEVELOPMENT COMMISSION CREATING A NEW MONON SQUARE NORTH ALLOCATION AREA WITHIN THE CITY CENTER REDEVELOPMENT AREA, INCLUDING A REDEVELOPMENT PLAN SUPPLEMENT, AND (2) A RELATED CARMEL PLAN COMMISSION RESOLUTION.
N >> HENRY MASESKI BACK AGAIN.
USUALLY ALLOCATION AREAS ANYTIME YOU DO TIF PROJECT A AND YOU GET TIF REVENUE WITH ANY TAXPAYER TO REPAY THAT BOND.
STEP ONE IS ALLOW THE PASSAGE OF THE BOND.
STEP TWO IS GREAT AND ALLOCATION AREA THAT CAN CAPTURE THOSE FUNDS TO REPAY THAT BOND. SO USUALLY THE REQUEST FOR THE BOND IS THE BIG TICKET ITEM THAT GETS THOROUGHLY REVIEWED.
BUT ALLOCATION AREA IS MORE IS MINISTRY IN DANGER.
AS I MENTIONED ON THE LAST WE WANT TO BE MORE INTENTIONAL WHEN WE CREATE THE ALLOCATION AREA. BECAUSE THE REDEVELOPMENT COMMISSION IS ALREADY THE OWNER OF THE PROPERTY.
IT IS TO CREATE AN ALLOCATION AREA NOW FOR THIS SITE.
SO I WOULD REQUEST IT GOES TO COMMITTEE TO RUN ALONGSIDE THE MAIN BOND REQUEST. WHENEVER COUNSEL IS READY TO
VOTE ON IT. >> VICE PRES. JEFF WORRELL: I AGREE WE WILL SEND THIS TO FINANCE BUT ARE THERE ANY QUESTIONS? OR CAN WE DEAL WITH IT IN COMMITTEE? VERY GOOD, THANK YOU. WE WILL MOVE TO ITEM F. RESOLUTION CC-09-19-22-02: A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AMENDING
[01:15:01]
RESOLUTION CC-12-21-20-04; SPONSOR(S): COUNCILOR(S) AASEN, CAMPBELL, FINKAM, RIDER, AND WORRELL.IS THERE A MOTION TO INTRODUCE? >> SPEAKER: SO MOVED.
>> VICE PRES. JEFF WORRELL: IS THERE A SECOND? COUNCILOR RESOLUTION AMENDS PRIOR COUNCIL CAMPBELL?
>> CHAPLAIN LAURA CAMPBELL: RESOLUTION APPROVING 2021 REDEVELOPMENT DISTRICT BONDS TO ADD CERTAIN PALLADIUM PROJECTS TO THE ELIGIBLE PROJECT LIST.
AND JEFF MCDERMOTT THE PRESIDENT AND CEO OF THE CENTER FOR THE PERFORMING ARTS IS HERE TO GIVE A PRESENTATION.
>> SPEAKER: THANK YOU, COUNSELORS I APPRECIATE THE OPPORTUNITY TO ADDRESS YOU. WITH ME THIS EVENING OUR CHIEF OPERATING OPERATING OFFICER JEFF STAGG HE IS CLEVERLY BEHIND ME THERE MAY BE TECHNICAL QUESTION I CANNOT ANSWER IN JEFF IS HERE TO DO THAT. AS YOU CAN SEE FROM MY TECHNICAL EXPERTISE HERE TO SET MY COMPUTER FOR ME.
SO I THINK WE ARE READY TO GO. WHAT I WANTED TO SHARE WITH YOU IS THE GIST OF WHAT WE ARE SEEKING HELP WIH FROM THE CITY RELATED TO SOME STRATEGIC CAPITAL NEEDS OF THE PALLADIUM.
SPECIFICALLY APA SYSTEM THAT IS BECOMING ANTIQUATED OVER THE LAST 11 OR 12 YEARS. INVITING SYSTEM THAT IS BECOME ANTIQUATED. AND WE ARE HOPING TO INSTALL NEW OUTDOOR DIGITAL SIGNAGE THAT WE THINK WILL BE A BIG BENEFIT NOT ONLY FOR THE CENTER OF THE ARTS, THE SIX RESIDENT, THE FARMERS MARKET, AND REALLY THE COMMUNITY IN GENERAL.
WE HAVE DONE A LOT OF DUE DILIGENCE ON THIS SO WE ARE IN A POSITION TO PRESENT TO YOU WHAT WE BELIEVE ARE SOLID ESTIMATES ON NUMBERS FOR THESE CAPITAL NEEDS.
OUR PRODUCTION TEAM STEGG HEADED BY MR. AND OTHERS HAVE SHEADED BY MR. AND OTHSTEGG AND OAND OTHER CONSULTED WITH A NUMBER OF DIFFERENT ORGANIZATIONS, THE PROVIDE THIS TYPE OF INFORMATION SO WE ARE ABLE TO GIVE YOU SOME SENSE OF THE COST OF THIS DEPENDING UPON THE BIDDING PROCESS. AND YOU WOULD APPLY.
WE ESTIMATE THE TOTAL PROJECT AT THE LOW END WOULD BE $1.4 MILLION. AND HIGH END AS HIGH AS $1.7 BILLION. AND SOME OF THAT WILL BE DEPENDENT ON THE - WHO WE SELECT TO DO IT.
SOME OF THE BRANDINGILLION. AND SOME OF THAT WILL BE DEPENDENT ON THE - WHO WE SELECT TO DO IT.
SOME OF TMILLION. AND SOME OF THAT WILL BE DEPENDENT ON THE - WHO WE SELECT TO DO IT.
SOME OF THE BRANDING OF THE TECHNOLOGY THAT IS BROUGHT IN SOME OF THE QUANTITY OF THE TECHNOLOGY THAT IS BROUGHT IN.
BUT I WANTED TO BE UPFRONT WITH YOU ON WHAT WE HAVE LEARNED ABOUT WHAT WE BELIEVE THE POTENTIAL COST STRUCTURE OF THIS MIGHT BE. I WANT TO TAKE YOU THROUGH BRIEFLY EACH OF THESE CAPITAL ITEMS. AND I WILL START WITH THE PUBLIC ADDRESS SYSTEM.
OUR CURRENT SYSTEM WAS INSTALLED IN 2010.
SOME OF THE SPEAKERS, THE EQUIPMENT FOR THAT WAS PURCHASED BEFORE THE PALLADIUM OPEN IN 2011.
IT COULD HAVE BEEN PURCHASED AS EARLY AS 2009.
70 SPEAKER SYSTEMS ARE 13 OR 14 YEARS OLD.
I PULLED OUT MY CELL PHONE IMAGINE A 13 OR 14 YEAR-OLD CELL PHONE AND HOW TECHNOLOGY HAS CHANGED.
I THINK I AM ON A CELL PHONE THREE YEARS OLD AND IT IS FOUR ITERATION STATED AT THIS POINT. OUR SOUND SYSTEM IS PRETTY DATED WE PRIDE OURSELVES ON BEING A WORLD-CLASS VENUE.
UNFORTUNATELY, OUR SOUND SYSTEM IS NO LONGER WORLD-CLASS.
BY WAY OF HISTORY ON THE SOUND SYSTEM A LITTLE BIT.
IT WAS ORIGINALLY SET UP. THE ORIGINAL SETUP WAS A CENTRALIZED SOUND SYSTEM. THAT LASTED A FEW MONTHS.
WE QUICKLY REALIZED WHAT HAD BEEN DESIGNED WAS NOT APPROPRIATE SO IN 2011 THAT WAS ACTUALLY CHANGE.
WE PURCHASED ADDITIONAL SPEAKERS WITH THE HELP OF THE CARMEL REDEVELOPMENT COMMISSION. OUR SOUND TECHNOLOGY PEOPLE ON BOARD ACTUALLY RECONFIGURES THE ENTIRE SOUND SYSTEM OF THE PALLADIUM SO IT WAS SET UP AS A RIGHT LEFT INSTEAD OF A CENTRALIZED SOUND SYSTEM. IF YOU HAVE QUESTIONS ABOUT THAT JEFF STEGG CAN ANSWER THAT FOR BETTER THAN I CAN.
BUT THE PROPOSAL WE HAVE BEFORE YOU IS TO PURCHASE OR LEASE A NEW SOUND SYSTEM. WE DID DUE DILIGENCE ON THE PURCHASE OF A NEW SOUND SYSTEM. THE LEASING OF A SOUND SYSTEM IT WAS HARD TO DO THAT DUE DILIGENCE BECAUSE IT DEPENDS ON THE LEASE TERMS OF DIFFERENT MANUFACTURERS OR PEOPLE.
WHAT WE HAVE GIVEN YOU ARE PURCHASE NUMBERS NOT LEAST NUMBERS. I WANT TO BE UPFRONT THAT A LEASE OPTION IS CERTAINLY POSSIBLE.
IT WOULD INVOLVE SOME INSTALLATION OF REMOVABLE ACOUSTIC TREATMENT. WE CURRENTLY HAVE ACOUSTICS WITHIN THE HALL THAT INCLUDE DRAPERY, HEAVY DRAPERY THAT CAN
[01:20:01]
BE CLOSED AND THINGS LIKE THAT. IT WOULD INCLUDE WITH HIGHER TECH PA SYSTEMS OF ACOUSTICAL TREATMENT THAT CAN BE USED FOR MORE PERFORMANCES. THE TIMELINE FOR A PROJECT LIKE THIS. ASSUMING WE CAN PURCHASE ALL OF THIS AND IT IS RECEIVABLE AND THERE ARE NO PROBLEMS WITH INVENTORY GETTING TO US. THIS WOULD TAKE AND INSTALL IN THE SUMMER, JUNE JULY 2023. TO INSTALL IT.THE PALLADIUM LIGHTING SYSTEM IS ALSO ANTIQUATED ALSO PURCHASED AROUND THE SAME TIME AS THE SOUND SYSTEM.
TO GIVE YOU AN UNDERSTANDING OF THE LIGHTING SYSTEM.
OUR CURRENT SYSTEM HAS BEEN IN PLACE FOR THE ENTIRE PERIOD OF TIME. IT WAS NOT RECONFIGURED IN HERE ONE LIKE THE ACOUSTIC OR PA SYSTEM WAS.
IN THAT PERIOD OF TIME I BELIEVE ONLY ONE TIME HAVE WE ADJUSTED IT WE ADDED 12 FLIGHTS. SOMETHING LIKE 2017.
OUR PEOPLE WERE ABLE TO DO THAT. THE ISSUES WE HAD THERE ARE DIFFERENT BY SINNERS LIGHTING SYSTEM.
THERE ARE INTELLIGENT PICTURES HE CAN MOVE UP AND DOWN.
AND THEN ARE CONVENTIONAL LIGHTS.
CONVENTIONAL LIGHTS ARE FIND WE DO NOT FEEL THEY NEED TO BE REPLACED. BUT THE INTELLIGENT FEATURES DO NEED TO BE REPLACED MANY ARE AT THE END OF LIGIFE.
THE MANUFACTURER DOES NOT CREATE PARTS FOR THEM ANYMORE WE ARE HOLDING THEM TOGETHER TO THE INGENUITY OF OUR CONSTRUCTION TEAM. THEY ARE AT THE END OF THEIR LIFE SPAN. THERE ARE 60 OF THEM NEEDED THEY COST BETWEEN 8000 AND $10,000 EACH.
OUR CONTROL SYSTEM IS AT THE END OF LIFE.
WE HAD TO CREATE AND RE-CREATE, FIND PARTS FOR IT BECAUSE THEY ARE NOT CREATED ANYMORE. THE SOFTWARE REALLY DOESN'T SUPPORT IT ANYMORE. IT IS AT THE END OF LIFE.
AND THE PROPOSALS FOR THAT ARE ALSO PROVIDED AS I SHOWED YOU.
OUR SYSTEM IS NOT WORLD-CLASS ANYMORE IN TERMS OF OUR PA SYSTEM OR LIGHTING SYSTEM. THIS AFFECTS THE ENJOYMENT OF OUR PATRONS. IT AFFECTS OUR ABILITY TO HAVE WORLD-CLASS ARTIST. I COULD TELL YOU, ON SOME OF THE SYSTEMS HARRY CONNICK JUNIOR. WE HUNG A SPECIAL PA SYSTEM FOR HIM. AND WE HAVE DONE THAT FOR HIM TWICE TO GET HIM TO COME HERE. THAT REQUIRES US AN ENTIRE DAY TO INSTALL IT AND IN ENTIRE DAY OUT.
IT IS VERY DIFFICULT FOR US TO DO.
WITHOUT OTHER ARTISTS LIKE STING AND JON LEGEND.
WE HAVE TO NEGOTIATE WITH AND MAKE ACCOMMODATIONS FOR.
BUT WE ARE UNLIKELY TO MAKE THOSE MUCH LONGER.
RINGO STARR HAS BEEN ON HER LIST TO BRING TO THE PALLADIUM AND OUR COMMUNITY. W HAVE TRIED TO GET HIM TWO TIMES. WE CAN OFFER HIM MONEY BUT NOT THE SOUND SYSTEM HE REQUIRES. HE REQUIRES A SPECIFIC SOUND SYSTEM AND WITHOUT IT WE CANNOT ATTRACT HIM.
WITH NEGATIVE LIGHTING SYSTEM, A NEW SOUND SYSTEM AT THIS POINT IS A CAPITAL D. NEED.
WE ARE BEYOND THE POINT WHERE THIS SHOULD HAVE BEEN UPDATED AS WE ARE SEEKING THE FUNDING FOR THAT.
WE HAWE HAVE JUST A COUPLE - I WILL LOOK THROUGH THESE THESE ARE JUST A COUPLE OF THE SYSTEMS WE HAVE THAT IS OUR CONTROL PANEL FOR OUR LIGHTING SYSTEM. SO YOU SAW IN THE PRIOR PICTURE.
I WILL NOT WORRY HE WAS SOME OF THAT TECHNOLOGY OTHER THAN TO SAY IT CONTINUES TO BE OUTDATED. THE PROPOSAL FOR YOU IS THE PURCHASE OF 16 NEW INTELLIGENT LIGHT FIXTURES AT A NEW CONTROL SYSTEM. AS I SAID THIS IS A SYSTEM UNLIKE OUR SYSTEM. THE SYSTEM CAN BE INSTALLED BY OUR TEAM. WE DO NOT NEED OUTSIDE INSTALLERS TO DO THIS. WITH THE CAPABILITY ON OUR PRODUCTION TEAM TO DO THIS. WE WOULD ALSO INSTALL THIS IN JUNE OR JULY 2023. ALTHOUGH PORTIONS OF THIS COULD BE INSTALLED AS WE GO. WE COULD DO A LITTLE BIT AT A TIME RATHER THAN HAVING TO DO IT ALL AT ONCE.
THE PA SYSTEM, UNFORTUNATELY, CANNOT BE DONE LIKE THAT.
THIS WILL REQUIRE SOME OUTSIDE ASSISTANCE.
ARE PROJECTING TEAM WITH SURFACE OVERSIGHT FOR.
THE EXTERIOR DIGITAL SIGNAGE THIS IS THE THIRD CAPITAL ITEM THE REQUEST FUNDING FOR. AND BY WAY OF A LITTLE BIT OF HISTORY ON THIS. BACK IN 2018 WE PREPARED A DIGITAL SIGNAGE. PROPOSAL IF YOU WILL WHICH INCLUDES NEW DIGITAL SIGNAGE. INTERIOR AND EXTERIOR.
THE INTERIOR WAS FOR ESSENTIALLY THE PALLADIUM AND THE JAMES
[01:25:01]
BUILDING. THE JAMES BUILDING PARKING GARAGE. IT IS A SIGNAGE SYSTEM THAT PROMOTES UPCOMING PERFORMANCES FOR THE CENTER FOR THE FARMERS MARKET, AND OTHER THINGS. AND KEEPS THE PUBLIC AWARE OF WHAT IS COMING. THE EXTERIOR PORTION OF OUR PROPOSAL WE PUT ON PAUSE BACK INTO 2020.WE HAD DISCUSSIONS WITH THE MAYOR WITH THE CRC AND IT MADE SENSE WITH THE PANDEMIC TO HIT THE PAUSE BUTTON ON THAT.
WE WOULD LIKE TO MOVE FORWARD WITH THAT NOW.
TO OUR KNOWLEDGE WE ARE ONE OF FEW PERFORMING ARTS CENTERS THAT DOES NOT HAVE ELECTRONIC OUTSIDE SIGNAGE.
IT DOES NOT MEAN WE DO NOT HAVE OUTSIDE SIGNAGE WITH TWO RED EOS OUTSIDE THE SOUTH STEPS BUT THAT IS NOT THE SIGNAGE.
THAT IS INFORMATIVE SIGNAGE YOU COULD COME UP AND LOOK AT.
BUT IT IS NOT THE SIGNAGE YOU CAN DRIVE BY AND SEE.
IT IS NOT THE SIGNAGE THAT SAYS COMING THIS WEEKEND OR PROMOTING SPONSORS, FOR INSTANCE. YOU WILL REMEMBER IN THE EARLY DAYS WE HAD BANNERS HANGING FROM THE SOUTH STEPS.
THOSE OF BEEN TAKEN DOWN AT THE REQUEST OF THE CITY BUT THOSE WERE VALUABLE TO US. BECAUSE THEY DID ENHANCE THE SPONSORSHIP OPPORTUNITIES. WITH EXTERIOR SIGNAGE THAT PEOPLE SEE ON CITY CENTER DRIVE. IT WILL PROMOTE OUR SHOWS IT WILL FOR RESIDENT CENTER SHOWS. WE HAVE 300 PERFORMANCES OR EVENTS A YEAR. AND NO ELECTRONIC OUTDOOR SIGNAGE. WE ARE CONVINCED DAKTRONIC, IT WILL MAKE A SIGNIFICANT DIFFERENCE.
THE INTERIOR DAKTRONIC SIGNAGE WAS COMPLETED AND WE USED DAKTRONIC THAT WAS COMPLETED IN 2021 THROUGH IT WOULD BE OUR HOPE THAT MIGHT BE STRONGLY CONSIDERED FOR EXTERIOR SIGNAGE.
PARTLY BECAUSE OF THE CAPABILITY OF HAVING INDOOR AND OUTDOOR SIGNAGE SPEAKING TO EACH OTHER AND COORDINATE.
THE PROPOSAL WOULD BE FOR 6' X 12' ASSIGNED.
ELECTRONIC SIGNAGE THAT WOULD BE SEEN ON BOTH SIDES.
YOU COULD SEE IT BE VISIBLE. THE PLAN WOULD BE TO PUT IT ON THE NORTH SIDE OF THE PALLADIUM SO THE SUKKOT NORTH AND WEST ON CITY CENTER DRIVE COULD SEE IT. WE WOULD CONTROL IT LIKE WE DO THE INTERIOR SIGNS. AS I SAID SERVE THE VARIOUS CONSTITUENTS AT LARGE. IT IS 135 TO ONE 45,000 DAKTRONIC ARE THE QUOTES WE HAVE GOTTEN FROMO AND THAT IS WHO WE USE. THIS IS FOR THE FUNCTIONALITY OF IT. I WOULD ANTICIPATE THAT THIS COUNSEL, THE CITY WILL WANT TO SEE SOMETHING OTHER THAN THE BEAR ELECTRONIC SIGN AT THEIR. WE HAVE NOT TAKEN ON THE TASK OF TRYING TO DETERMINE WHAT AESTHETICALLY IT WOULD LOOK LIKE. WHETHER ENCASED IN LIMESTONE OR SOMETHING LIKE THAT. FRANKLY, WE DO NOT FEEL THAT IS OUR PURVIEW.
OUR JOB IN THIS SENSE IS TO SEE WHAT WOULD WORK AESTHETICALLY.
I THINK IT WOULD MAKE SENSE TO CONSULT WITH THE ARCHITECT OF THE PALLADIUM OR OTHERS. TO SEE WHAT THE BEST LOOK AND FEEL FOR THE SIGNAGE MIGHT BE. THE LOCATION, OUR RECOMMENDED LOCATION IS ON THE NORTH SIDE OF THE PALLADIUM ALONG CITY CENTER DRIVE. WITH TAKEN A LOOK AT TRAFFIC PATTERNS AND HAVE SEEN STEADY INCREASE IN TRAFFIC.
A STEADY INCREASE IN THE NUMBER OF EYES THAT WOULD SEE THIS ON A DAILY BASIS. WE WOULD PUT IT UP A LITTLE HIGHER IN THE GREEN AREA. UP IN THE NORTH AREA THERE ARE GREEN AREAS IF YOU NEED ASSISTANCE FROM THE CITY OF CARMEL. THE ENGINEERING DEPARTMENT TO CONFIRM THE LOCATION IS APPROPRIATE LOCATION.
WE WOULD NEED ASSISTANCE FROM THE HIGHWAY DEPARTMENT.
ARE PUBLIC WORKS TO HELP US WITH LIMITATIONS ON CITY CENTER DRIVE. WHILE THIS IS BEING INSTALLED.
BUT LARGELY WE THINK THE INSTALLATION WOULD BE A FAIRLY
[01:30:07]
EASY INSTALLATION. AGAIN JUST POINTING OUT THE ENGINEERING DEPARTMENT THE BOARD OF PUBLIC WORKS.THE ASSISTANT WE WOULD REQUIRE FROM THEM FOR THIS.
IN TOTAL, AGAIN, WE THINK THE COST COULD COME IN THE 1.5 BILLION RANGE.
THE TWO ITEMS I SPOKE ABOUT FIRST THE PA SYSTEM AND LIGHTING SYSTEM ARE CRITICAL NEEDS. WE REALLY ARE BEYOND THE REASONABLE LIFE FOR BOTH OF THESE.
I DO NOT THINK THAT HAS BEEN NOTICEABLE TO OUR PATRONS, THE PUBLIC. BUT IT WILL BE SOON IF WE ARE NOT ABLE TO UPDATE THOSE. THE OUTDOOR SIGNAGE IS REALLY PART OF AN OVERALL PLAN TO MAKE SURE WE ARE ABLE TO PROPERLY PROMOTE ALL OF THE ACTIVITIES. HAPPY TO ANSWER ANY QUESTIONS OR
REFER TO MY COLLEAGUE JEFF STEGG >> THIS IS 1.5 MILLION INTENDED FOR A DIFFERENT USE. WE CAN DISCUSS WHAT ARE THE ALTERNATIVES FOR THIS? I WOULD JUST REQUEST GO TO FINANCE.
>> VICE PRES. JEFF WORRELL: THAT IS THE PLAN.
COUNCILMEMBER CAMPBELL? >> CHAPLAIN LAURA CAMPBELL: I AM GLAD TO SEE PROFESSIONAL, IT IS HARD TO SEE A TOUR BUS AND NOT
KNOWING WHAT IS THERE. >> SPEAKER: WE GET THAT
QUESTION A LOT. >> CHAPLAIN LAURA CAMPBELL: AND I DO AS WELL. THE SIGNAGE WAS NOT ORIGINALLY PART OF THE PLAN FOR THE PALLADIUM? I GO THROUGH PERFORMANCES THROUGHOUT THE COUNTRY AND EVERY VENUE HAS SIGNAGE. I AM SURPRISED TO NOT HAVE IT
HERE. >> SPEAKER: I GO TO PERFORMANCES AROUND THE COUNTRY AND I CALLED AHEAD AND FIND THE EXECUTIVE DIRECTOR OR PRESIDENT AND CEO TO SEE IF I CAN HAVE A TOUR AND LEARN FROM THEM. SOME OF THE BEST IDEAS ARE THOSE THAT ARE WORKING SOMEPLACE ELSE. I HAVE NEVER BEEN TO A PERFORMING ARTS CENTER AROUND THE COUNTRY.
I AM SURE ONE EXIST A CENTER OF THE PERFORMING ARTS IT DOES NOT HAVE OUTDOOR SIGNAGE. IT IS MY UNDERSTANDING IN THE EARLY DAYS THE PLANNING FOR THE PALLADIUM EVEN AFTER THE PALLADIUM THERE WAS RESISTANCE FROM SUMMER NUMBERS MAY BE FORMER MEMBERS OF THIS COUNSEL. I HAVE LONG FELT EXTERIOR SIGNAGE IS CRITICAL TO THE SUCCESS OF THE PALLADIUM.
THE STUDIO THEATER THE RESIDENT COMPANIES AND EVERYTHING ELSE.
EVERYTHING FROM BEING ABLE TO FIND A NAMING SPONSOR FOR THE ENTIRE CENTER. WHO WOULD WANT THAT KIND OF VISIBILITY TO OTHER TYPES OF SPONSORS WE HAVE.
RESIDENT COMPANIES HAVE. AND FRANKLY, WE HAVE PEOPLE SAY WE HAD NO IDEA JON LEGEND WOULD BE THERE.
I HAD NO IDEA STINK WOULD BE THERE, THAT SHERYL CROW WOULD BE THERE. WE DO MARKET HEAVILY OLIVER SHOWS BUT SOMETIMES IT IS A SIMPLE SIGN OUTSIDE THAT CAUSES SOMEONE TO HIT THAT ROUNDABOUT COME TO OUR BOX OFFICE AND BUY
THOSE TICKETS. >> CHAPLAIN LAURA CAMPBELL: YOU MENTIONED THE POTENTIAL FOR PUTTING A SPONSORSHIP NAME ON THAT AS WELL. WOULD IT BE RUNNING?
>> IT WOULD BE A ROTATING CONTENT OUT THERE.
IT WOULD BE SHOWS COMING. IT WOULD BE ADVERTISING THE FIFTH THIRD BOX OFFICE AND PROVIDING THAT BENEFIT TO SIGNIFICANT SPONSORS I THINK WOULD BE VALUABLE.
>> VICE PRES. JEFF WORRELL: JEFF, FOR ME, WHEN YOU COME TO COMMITTEE. OR IF YOU WANT TO COMMENT ON IT NOW. I WOULD LIKE TO THE JUSTIFICATION FOR COMING TO THE CITY FOR THESE FUNDS.
IS IT PRESIDENT? IS IT CONTRACTUAL? IS IT BASED ON WHO OWNS THE BUILDING? WHAT I DRIVING THIS REQUEST? THAT IS MY
QUESTION >> SPEAKER: AND I AM HAPPY TO COME TO COMMITTEE I WOULD BE PRIVILEGED AND HAPPY TO DO THAT.
IN SHORT ANSWER TO YOUR QUESTION.
WE DO THIS AS A CAPITAL EXPENSE OF A BUILDING OWNED BY THE CITY OF CARMEL. IN THAT SENSE WE THINK OF OURSELVES AS A CARETAKER. WE DO MORE THAN A PROPERTY MANAGER BECAUSE WE MAKE THE PROPERTIES COMES TO LIFE.
WE DO THE BOOKING AND THINGS LIKE THAT.
BUT NO PROPERTY AND INJURE WILL BE PAYING FOR THE CAPITAL
[01:35:07]
IMPROVEMENTS. ADDING ON A WING OR PUTTING IN A NEW HVAC SYSTEM. THOSE ARE THINGS THE WHAT IDENTIFIED AS NECESSARY. THEY WOULD HELP COORDINATE THEY WOULD OVERSEE THE MANAGEMENT AND INSTALLATION.BUT ULTIMATELY THESE ARE FIXTURES TO THE PROPERTIES THAT WE VIEW THAT WOULD BE ENHANCING THE CITY.
>> VICE PRES. JEFF WORRELL: COUNCILOR AASON?
>> ON THE LIGHTING AND SOUND SYSTEM.
I KNOW SOME OF THIS WAS INSTALLED - PURCHASED PRIOR TO THE CENTER OPENING. I KNOW TECHNOLOGY CAN CHANGE WE CANNOT PREDICT WHAT WILL HAPPEN. BUT HOW LONG DO YOU EXPECT THE NEW SOUND SYSTEM WILL IT IS? WHAT THAT IS A GREAT QUESTION.
IDEALLY THE SOUND SYSTEM SHOULD PROBABLY TO AMEND THAT I'M HAPPY TO MAKE ANY AMENDMENT TO THE SORENESS.
RIGHT NOW IT STANDS AT 13. ANY QUESTIONS, COUNCILOR AND IN?
>> PLAN AND PUTTING TOGETHER THE INFRASTRUCTURE TO DO SOMETHING ABOUT IT. DID A NICE JOB OF PUTTING THIS TOGETHER. WE DID DISCUSS AS HE SAID THE GROUP STAKEHOLDERS. I THINK IS WELL REPRESENTED.
I DO NOT KNOW WHETHER THE LIBRARY BOARD WAS AN OVERSIGHT OR NOT. AS I SAID WERE WORKING ON THE EX OFFICIO VERSUS VOTING AND NONVOTING.
BUT MOST CERTAINLY THEY COULD BE ONE OF THE MAYOR'S APPOINTEES OR ONE OF OUR EMPLOYEES AND I THINK THAT WOULD BE FINE.
BUT THE FINAL PRODUCT I AM HAPPY WITH.
AND WOULD APPRECIATE PEOPLE'S SUPPORT.
>> I WOULD MOVE TO SUSPEND THE MOTION AND VOTE ON THE THIS
[01:40:05]
EVENING. >> VICE PRES. JEFF WORRELL: THERE'S A MOTION AND A SECOND. IS THERE SECOND?
>> VICE PRES. JEFF WORRELL: THANK YOU APPRECIATE EVERYONE'S
ON THAT. >> COUNCILOR WORRELL TO SUSPEND
THE RULES >> OMEGA MOTION ON THE ORD
ORDINANCE. >> VICE PRES. JEFF WORRELL: THANK YOU FOR THE SECOND. COULD THE CLERK PLEASE CALL THE
ROLL >> COUNCILOR CAMPBELL? WHAT AYE
[16. OTHER BUSINESS]
>> VICE PRES. JEFF WORRELL: OTHER ANY AGENDA ADD-ONS.
STILL ON OUR AGENDA THE CARMEL AUDIT COMMITTEE ONE APPOINTMENT.
I AM UNAWARE OF WHAT THE PLAN WAS THERE SO I WILL DIFFERENT THAT TO OUR NEXT MEETING. ANY ANNOUNCEMENTS? DO HAVE A MOTION TO ADJOURN?
