HEARING FOR FIRST READING OF ORDINANCE D2651-22.AN ORDINANCE OF THE COMMON COUNCIL, THE CITY OF CARMEL, INDIANA FOR THE PURPOSE OF ESTABLISHING COUNCILMANIC DISTRICTS. THE SPONSOR IS COWENS WORRELL.
REGARDING THE ESTABLISHMENT OF COUNCILMANIC DISTRICTS.
WE DO HAVE A QUORUM. AND SO I, AS THE COORDINATOR, FOR THIS PROCESS, I'M GOING TO KICK IT OFF.
I ALSO WANT TO NOTE IN THE AUDIENCE, WE HAVE SPECIAL COUNSEL BRIAN BOSMA. OUR CORPORATE COUNSEL, BENJAMIN LAHEY. THEY ARE HERE TO ASSIST ME WITH THIS PROCESS AS WELL. OKAY.
MAYBE SOME OF YOU WHO WERE ON COUNCIL IN 2018 REMEMBER THE TREMENDOUS AMOUNT OF WORK THAT COUNCILOR FINKAM PUT INTO THE REDISTRICTING PROCESS. AND IT WAS, YOU KNOW, THE TALES MAY GET MORE COLORFUL AS THE YEARS PASS, BUT I UNDERSTAND IT WAS A PROCESS THAT TOOK PLACE AT YOUR KITCHEN TABLE WITH DIFFERENT COLORED STICKY NOTES, TRYING TO MAKE THIS PUZZLE COME TOGETHER. I DO WANT TO RECOGNIZE COUNCILOR FINKAM FOR ALL THE WORK THAT WAS DONE.
I DO WANT TO QUOTE HER WITH A STATEMENT THAT SHE GAVE TO ALL OF US AS WE WENT THROUGH THIS PROCESS.
WHAT SHE SAID WAS, "WE ARE REQUIRED TO REDISTRICT AGAIN IN 2022 ONCE WE RECEIVE 2020 DATA." OKAY.
THAT IS A FACT. HERE IS HER, HER ASSUMPTION.
"HOPEFULLY, NOT AS EXHAUSTIVE OF A PROCESS AND ONLY A REBALANCING OF THE 2019 DISTRICTS." I THINK BECAUSE OF ALL THE WORK THAT YOU DID AND DO TO THE PROFESSIONAL... DUE TO PROFESSIONAL HELP OF OUR SPECIAL COUNSEL, THAT ACTUALLY IS TRUE.
WE HAVE DONE A REBALANCING THAT I'M GOING TO PRESENT TO YOU HERE TONIGHT, AND I WOULD ALSO NOTE THAT WE HAVE NOT RECEIVED ANY COUNTERPLANS. NO OTHER ENTITY HAS SUBMITTED A COUNTER-PLAN. THAT WAS NOT THE CASE WHEN COUNCILOR FINKAM WENT THROUGH. THERE WERE FIVE PLANS.
THIS TIME WE HAVE ONE. IF I CAN, JUST A COMPARISON OF THE TWO MAPS. THE TOP MAP IS WHAT I AM PROPOSING AS YOUR REDISTRICTING COORDINATOR FOR 2023 AND COMPARING THAT TO THE MAP THAT WAS DONE BY COUNCILOR FINKAM IN 2018. I'M JUST GOING TO GO THROUGH, BEFORE I TURN THIS OVER TO MR. BOSMA.
A COUPLE OF THINGS THAT WE HAVE TO DO BY STATUTE, SEVERAL THINGS WE HAVE TO DO BY STATUTE. THEN I HAD SOME PERSONAL GOALS THAT I'LL SHARE WITH YOU AS TO HOW WE WENT ABOUT DOING THESE MAPS. SO BY STATUTE, THE GUIDELINES REQUIRE THAT DISTRICTS ARE COMPACT, THAT THEY ARE CONTIGUOUS, THAT THEY CONTAIN AS NEARLY AS IS POSSIBLE EQUAL POPULATION AND WE HEARD THIS FROM MULTIPLE SOURCES.
THAT WE WOULD RESPECT PRECINCT BOUNDARY LINES.
THAT WE WOULD COMPLY WITH REQUIREMENTS PROHIBITING DISCRIMINATION, AND WE WOULD RESPECT COMMUNITIES OF INTEREST.
IN ADDITION, WE ALSO... I ALSO HAD THE GOAL THAT THERE WOULD BE AS LITTLE CHANGE AS POSSIBLE FROM 2023 TO 20...
EXCUSE ME. 2023 FROM THE 2020 MAP.
THAT EVERYONE, EACH OF THE COUNCILORS CURRENTLY SITTING RIGHT NOW, WE WOULD RESPECT THE DISTRICT THAT YOU ARE CURRENTLY IN AND TRY AND MAKE THAT HAPPEN. WHICH WAS ACCOMPLISHED.
AND THAT THE TOTAL DEVIATION WOULD BE NO GREATER THAN 5%.
SO HAVING SAID THAT, I'M GOING TO ASK SPECIAL COUNSEL TO PLEASE COME FORWARD. AND GO AHEAD AND GET INTO SOME

THE GOALS THAT THE REDISTRICTING COORDINATOR SET FOR US WERE GOOD GOALS. BUT THERE WERE SEVERAL CHALLENGES TO THAT. FIRST OF ALL, YOUR ORIGINAL DISTRICTS HAD A 12% DEVIATION, AND DISTRICT SIX HAD TO GIVE UP OR THE WEST DISTRICT HAD TO GIVE UP 6%.
DISTRICT... THE SOUTHEAST DISTRICT HAD TO GIVE UP 6%, AND DISTRICT NORTH CENTRAL ALSO HAD TO GIVE UP 6%.
THAT WAS NOT EASY TO DO. IN PART, BECAUSE COUNCILORS GREEN AND CAMPBELL, YOU ARE A STONE'S THROW AWAY FROM EACH OTHER. LITERALLY.
I DON'T KNOW IF... I TRIED TO LOOK IT UP.
YOU ARE NOT NEXT-DOOR. FOR MAPPING PURPOSES, YOU LIVE NEXT-DOOR TO EACH OTHER. THAT ALSO CHANGED... THAT LIMITED HOW WE COULD ALTER THE SOUTH CENTRAL DISTRICT AND STILL MAINTAIN COUNCILOR WORRELL'S GOAL OF LEAVING EVERYONE IN THEIR OWN DISTRICT AND NOT PUTTING COUNCILORS TOGETHER.
THE OTHER CHALLENGE HERE WAS THE SIZE OF PRECINCTS IN THE CITY.
THERE ARE PRECINCTS IN EXCESS OF 3,000 POPULATION.
THERE WERE ALMOST TEN PRECINCTS IN EXCESS OF 2,000 POPULATION.
SO IF YOU ARE GOING TO ABIDE BY THE PRECINCT LINES, AS COUNCILOR WORRELL AND YOUR GUIDELINES PROVIDE, THEN THAT MAKES IT PRETTY DIFFICULT. YOU HAVE TO MOVE BIG NUMBERS OF PEOPLE IN A PRECINCT, AGAIN, TRYING TO KEEP EVERYONE IN THEIR OWN DISTRICT. SO THE MAP THAT IS PRESENTED BY COUNCILOR WORRELL TONIGHT HAS EXACTLY A 5% DEVIATION WITH THE NORTHWEST DISTRICT BEING- 2.5. AND THE WEST DISTRICT BEING PLUS 2.5. I'M SORRY.
NORTH CENTRAL, NORTHEAST, SOUTHEAST, AND SOUTH CENTRAL ARE ALL UNDER 1% FROM THE IDEAL, AND IT IS, LIKE, .02 FOR A COUPLE OF THOSE. SO ULTIMATELY, THE NORTHWEST DISTRICT AND THE NORTHEAST DISTRICT ARE IDENTICAL TO THEIR PRIOR COMPOSITION. THE NORTHWEST... I'M SORRY.
NORTH CENTRAL TO BALANCE POPULATION OUT, GAVE UP CLAY 13 AND PICKED UP CLAY 30. ON THE OTHER MAP TO THE SOUTHEAST, THE ORIGINAL MAP TO THE SOUTHEAST OF THE NORTH CENTRAL DISTRICT. THEN THE LITTLE NUB THAT STUCK UP FROM THE SOUTH CENTRAL DISTRICT.
IF SOUTHWEST DISTRICT... THE SOUTHWEST DISTRICT HAD TO PICK UP POPULATION. IT PICKED UP CLAY 13 AND GAVE UP CLAY 01. THE SOUTH CENTER PICKED UP CLAY 04 AND GAVE UP CLAY 61 AND 28. I KNOW COUNCILOR GREEN HAD COMMUNICATED TO COUNCILOR WORRELL HE WOULD LIKE TO KEEP THOSE PRECINCTS. WE TRIED TO DO THAT, COUNCILOR GREEN. BECAUSE OF THE SIZE OF THE BIG PRECINCTS TO THE NORTH, THERE WASN'T A WAY TO DO THAT THAT KEPT THE DEEIATION UNDER 9.5. SO WE DID... COUNCILOR WORRELL ASKED US TO CHECK THAT OUT AT YOUR REQUEST.
AND THEN FINALLY, THE WEST DISTRICT PICKED UP 61 AND 28 AND GAVE UP CLAY 04. TO SUMMARIZE, THE GOALS THAT COUNCILOR WORRELL SET, MAINTAINING THE CORES OF DISTRICTS, NOT PLACING TWO COUNCILORS IN THE SAME DISTRICT, NOT SPLITTING PRECINCTS AND HAVING A DEVIATION NO GREATER THAN 5%, IS ACHIEVED WITH THE PLAN THAT HE IS OFFERING TONIGHT.
