CITY OF CARMEL PROCLAMATION, WHEREAS JAMES ERNEST BLANCHARD IS RETIRING FROM THE CITY OF CARMEL. DEPARTMENT OF COMMUNITY SERVICES ON DECEMBER 30, 2022 AFTER 37 YEARS OF EXEMPLARY AND DEDICATED SERVICE. WHICH BEGAN IN 1986 AS A BUILDING INSPECTOR WORKING IN PARENT JANE WYMAN SUGGEST RATION. THEN PROMOTED TO BE THE CITY'S BUILDING COMMISSIONER IN 2005. WHEREAS, JIM, IS A MILITARY VETERAN WHO HONORABLY SERVED THE UNITED STATES ARMY AND ARMY NATIONAL GUARD. BEFORE COMING TO THE CITY OF CARMEL. THANK YOU FOR YOUR SERVICE. AND WHEREAS JIM'S KNOWLEDGE OF THE CONSTRUCTION INDUSTRY AND REPUTATION FOR PROFESSIONALISM, THOROUGHNESS AND FAIRNESS OVER THE YEARS HAVE EARNED HIM THE RESPECT AND ADMIRATION OF HIS PEERS. LOCAL BUILDERS, CONTRACTORS AND CARMEL OFFICIALS. WHEREAS, JIM, LIKE FEW OTHERS HAS OVERSEEN AND CONTRIBUTED IN MANY WAYS TO THE CITY'S GROWTH AND BUILT ENVIRONMENT THESE PAST 37 YEARS. AND IS RESPONSIBLE IN SO MANY WAYS FOR THE SAFE AND QUALITY CONSTRUCTION OF THOUSANDS OF NEW HOMES AND BUSINESSES IN OUR COMMUNITY. WHEREAS, JIM, AS A FRIEND TO SO MANY PEOPLE IN THE CITY. HE WILL BE REMEMBERED AND APPRECIATED FOR HIS MANY YEARS OF DEDICATION, PROFESSIONALISM AND CREATIVE PROBLEM-SOLVING DURING THE GROWTH YEARS OF CARMEL. FIRST I WOULD LIKE TO THANK MAYOR JIM SPRINGER, MIKE HOLUB, KEVIN WRITER AND ALL PRESENT CITY COUNCILMEMBERS, PLAN COMMISSION MEMBERS AND THE MEMBERS THAT HAVE SUPPORTED ME. THE CITY OF CARMEL HAS ALWAYS BEEN VERY SPECIAL TO ME AND HAS FELT LIKE A FAMILY. I REMEMBER WHEN I FIRST STARTED 37 YEARS AGO WHEN THERE WERE ONLY 9 OF US AT CITY HALL WHICH IS NOBODIES RESTAURANT. MY FIRST BIRTHDAY ROLLED AROUND THE FORMER MAYOR, JEAN RAYMOND CAME DOWN TO CELEBRATE. THEY SANG AND WE HAD CAKE. MARY RAYMOND DID THIS YEAR AFTER YEAR SHE WAS IN OFFICE. AT THIS TIME I WOULD LIKE TO THINK THE FORMER MAYOR JEAN RAYMOND FOR THE IMPACT SHE HAS HAD ON MY LIFE. GRATEFUL FOR STRONG FRIENDSHIP AND THE FACT THAT SHE'S ABLE TO BE HERE WITH US TODAY. ESPECIALLY FOR MY RETIREMENT. IT HAS COME FULL CIRCLE. JANE, AT THIS TIME THIS COMING FEBRUARY JANE WILL BE CELEBRATING HER 90TH BIRTHDAY. JANE, YOU'RE SUCH AN AMAZING AND BEAUTIFUL VERY SHARP WOMAN WHO I LOVE VERY DEARLY. I WOULD ALSO LIKE TO THANK MAYOR JIM BRAINARD. HE SHOWED HIS CARING SPIRIT TO ME AT CRITICAL TIMES OF MY LIFE.FOR WHEN MY MOTHER PASSED AWAY HE HAD ME GO TO SALISBURY LANDSCAPE AND PICK OUT ANY TREE UP TO 6 FEET TALL AND HE HAD IT PLANTED AT MY HOME HERE IN CARMEL. THEN WHEN MY WIFE D, PASSED AWAY FROM CANCER HE CLOSED DOWN CITY HALL THAT AFTERNOON. SO THAT MY COLLEAGUES COULD BE THERE WITH ME. AT HER FUNERAL. THE MAN I HAD PNEUMONIA AND HOSPITALIZE HE WOULD STOP AT OUR OFFICE AND TO SEE HOW I WAS DOING. I WOULD LIKE TO GO ON RECORD STATING HOW MUCH I APPRECIATE MAYOR BRAINARD'S FRIENDSHIP. I'M ALSO GRATEFUL AND VERY PROUD OF THE DIRECTION HE HAS TAKEN THE CITY OF CARMEL FOR WHICH I LOVE SO VERY MUCH AND

SO I SHOWED HIM DOWNSTAIRS. OUR FRIENDSHIP HAS BEEN LONG AND VERY HEALTHY. AND JIM, THANK YOU FOR YOUR PART IN BEING SURE ALONG WITH YOUR WONDERFUL STAFF HOW WELL YOU HAVE DIRECTED THE BUILDERS AND THE DEVELOPERS ENTER THE NEW PEOPLE MOVING IN.
