[4. EXECUTIVE DIRECTOR REPORT]

WE ARE NOW MOVING ON TO OUR EXECUTIVE DIRECTOR REPORT ON

[00:05:05]

PROPERTIES. MR. DIRECTOR.

>> THANK YOU, MR. PRESIDENT. CONSTRUCTION IS HAPPENING EVERYWHERE. SO IN LIEU OF THE STANDARD REPORT I WOULD LIKE TO BRIEFLY TALK ABOUT WHAT I PRESENTED TO THE CITY COUNCIL ON MONDAY. THERE IS AN ARTICLE IN THE NEW YORK TIMES A COUPLE OF WEEKS AGO CALLED AMERICA THE BLAND.

I HAD A CHANCE TO DISCUSS IT DURING THE REDEVELOPMENT COMMISSION UPDATE IN FRONT OF CITY COUNCIL THAT WAS MONDAY.

I JUST WANT TO QUICKLY GO OVER WHAT WE DISCUSSED IN FRONT OF

THE COMMISSION AS WELL. >> ESSENTIALLY THE ARTICLE TALKS ABOUT HOW DEVELOPMENTS ALL ACROSS THE COUNTRY ARE FOR OVER ONE CONSTRUCTION THAT LOOK EXACTLY THE SAME EVERYWHERE.

THE ARTICLE PRESENTED SOME NUANCE AND DISCUSSED THE POOR OVER ONE CONSTRUCTION, WE HAVE A CONCRETE PODIUM AND FOUR LEVELS OF STICK BUILT CONSTRUCTION ON TOP OF THAT IS NOW SEEN ACROSS THE COUNTRY AND IT'S NOT NECESSARILY A BAD THING, THIS IS A NEW TYPE OF CONSTRUCTION THAT IS BECOMING POPULAR BECAUSE OF ITS COST AND IT IS PROVIDING MUCH-NEEDED HOUSING UNITS.

THE PROBLEM BECOMES WHEN WE GET TO THE FAÇADE OF A LOT OF THESE PROJECTS. THE QUOTE HERE, THESE NEW

DEVELOPMENTS. >> THE DESIGN IS CONSPICUOUS, IS NOT NECESSARILY A BAD THING. THE PROBLEM ARISES THAT THESE ALL LOOK EXACTLY THE SAME. ONE QUOTE SAID IT IS EXACTLY, ANYTOWN ARCHITECTURE, MY FAVORITE ONE MY FAVORITE QUOTE AT THE BOTTOM IT IS LIKE A DENNY'S IS GOING TO LOOK LIKE A DENNY'S WEATHER AND I WILL, NEW MEXICO OR COLORADO.

YOU WANT TO KNOW WHERE YOU ARE BUT YOU JUST KNOW HERE NEXT TO A DENNY'S. THE ARTICLE DIDN'T INTERESTING THING WHERE THEY SHOWED A BUNCH OF DEVELOPMENTS AND THEY SAID CAN YOU GUESS WHAT CITY THIS IS IN.

IS IT IN DENVER, IS A AASEN IS IT IN NASHVILLE.

IT FEATURED ARCHITECTURAL CONVERSATIONS BUT ALSO FEATURED QUOTES FROM HOUSING EXPERTS, AMERICA NEEDS THIS HOUSING.

THE POPULATION IS GROWING THIS IS PROVIDING NEW HOUSING.

IT'S AN UNINSPIRED DEVELOPMENT. THERE IS NO ARCHITECTURE INVOLVED. THIS ISN'T JUST SOMETHING THAT PLAGUES BIG CITIES LIKE SEATTLE AND DENVER IN AASEN.

WE KINDA HAVE IT HERE CLOSE TO HOME AS WELL.

THE CITY SHOULD BE INSPIRING SO SOME GUY, LIVING SHOULD FEEL LIKE A WORK OF ART. THAT'S NOT WHAT IS HAPPENING HERE. AND ANOTHER HOUSING EXPERT SAYS WE DON'T NEED TO NITPICK OVER AESTHETICS WITH THE NEED FOR HOUSING IS THERE BUT THERE IS ROOM FOR IMPROVEMENT SO THESE PLANNED STRUCTURES ARE POPPING UP ALL OVER AMERICA THEY ALL LOOK THE SAME. YOU HAVE A HISTORY IN THE FRENCH QUARTER OF NEW ORLEANS YOU KNOW WHERE YOU ARE OR IF YOU WALK INTO THE CITY OF CHARLESTON. YOU KIND OF KNOW WHERE YOU ARE.

IF YOU'RE WALKING AROUND IN THE OLDER SAN FRANCISCO ROWHOUSES, BROWNSTONES, YOU KIND OF KNOW WHERE YOU ARE.

IF YOU'RE ANYWHERE IN EUROPE AND WALKING AROUND PARIS THERE IS A REASON WHY THE SOPHIA SQUARE BUILDING IN DOWNTOWN CARMEL LOOKS A BIT PARISIAN THEY HAD A GREAT ARCHITECTURE.

NOW IT'S PULLING FOR RATING ENOUGH ACROSS AMERICA IT IS THE SAME PLANNED ARCHITECTURE IN EVERY SINGLE CITY.

CAN YOU PICK WHICH BUILDING IS IN NASHVILLE, IT IS NO THEY ALL LOOK THE SAME THEY'LL HAVE THE SAME SIDING IN THE COLORFUL, RANDOM, SIDING ALL OF THE PLACE. THIS IS WHAT ALL THE CONSTRUCTION LOOKS LIKE ACROSS UNITED STATES.

IN LIGHT OF THE ARTICLE, IT SAYS THIS CONSTRUCTION IS NOT A BAD THING IT'S NICE TO HAVE HOUSING, ARCHITECTURE IS INSPIRED AND IT

[00:10:01]

MAKES ONE CITY NO DIFFERENT THAN THE REST.

IT'S BAD ENOUGH EVERY PLACE HAS A MCDONALD'S IN THE STARBUCKS THAT LOOK EXACTLY THE SAME BUT NOW IT'S FIVE-STORY MORE URBAN DENSE ARCHITECTURE THAT ALSO LOOKS THE SAME.

IT IS A GOOD ARTICLE TO HIGHLIGHT WHAT WERE DOING DIFFERENTLY IN THE CITY OF CARMEL.

THE CORRIDOR PROJECT BEING BUILT AT ONE 16TH IN THE RANGE LINE WITH A NICE BRICK FAÇADE THAT INTERACTS WITH THE ROUNDABOUT EXACTLY TO LOOK LIKE EVERYWHERE ELSE IS GOING TO LOOK LIKE CARMEL. WITH INDUSTRIOUS ON THE FIRST FOUR THAT IS EXACTLY THE FOR OVER ONE CONSTRUCTION BUT THE ARTICLE WAS TALKING ABOUT. BUT IT'S GOT ARCHITECTURAL DETAILS, BALCONIES, CORNICE LINES, WINDOW DETAIL, ARCHITECTURAL DETAIL AROUND THE WINDOW TRIMS. IT DOESN'T LOOK LIKE EVERYWHERE ELSE IN AMERICA, IT LOOKS LIKE CARMEL. THE PRESIDIUM WHICH IS THE DO LOOK WITH ART DECO IN A MORE MODERN LOOK ON THE RIGHT SIDE.

IT DOESN'T LOOK LIKE EVERYWHERE ELSE IT LOOKS LIKE CARMEL.

THE SIGNATURE PROJECT THAT IS UNDER CONSTRUCTION NOW WITH THE TWIN TOWER ELEMENTS RISING AT THE OLD BRADY AND AND MAIN INTERSECTION IS EQUITY LOOK LIKE ANYWHERE ELSE.

IT IS GOING TO LOOK LIKE CARMEL. THE CONCOURSE IS ANOTHER GOOD EXAMPLE OF THAT. IN THE OLD VARIETY AND ANOTHER SIDE, THIS IS ON THE OTHER SIDE OF THE MAIN STREET, A NICE ROOF AND CORNICE LINES AND BRICK DETAILING COMPARED TO WHAT WE SEE EVERY DAY IN AMERICA IF YOU TRAVEL YOU SEE THE WROUGHT IRON SIDING IN METAL SIDING AND RANDOM ELEMENTS PROBABLY THE BEST EXAMPLE OF THIS THAT I PERSONALLY SEEN IS THE PICTURE I TOOK WHEN I WAS IN AUSTIN, TE TEXAS.

FROM AN URBAN PLANNING STANDPOINT THIS IS A GREAT PROJECT. IT HAS A WHOLE FOODS, A MICRO- TARGET. THIS IS AN URBAN PLANNER'S DREAM TO HAVE THE TWO USES ON THE FIRST FLOOR OF A STRUCTURE BUT THEN YOU LOOK AT THE ARCHITECTURE, WHAT IS THAT IT IS SO WEIRD WHY DID IT HE WENT THINK THIS IS A GOOD IDEA, WHY DID THE CITY DECIDE TO IMPROVE THIS, THE REASON THEY'RE NOT PAYING ATTENTION TO ARCHITECTURE.

AND WHEN I HAVE A CITY FILLED WITH THE 41 STRUCTURES, WE ARE METICULOUS AND THOUGHTFUL AND INTENTIONAL IN THE PROJECTS WE APPROVE WITH REDEVELOPMENT COMMISSION AND CITY COUNCIL.

AS PART OF THAT WE'RE GOING TO% FOCUS ON ARCHITECTURE, THAT'S GREAT TO SET US APART IN THE NEW YORK TIMES STORY WAS QUITE RELEVANT ONE VIEWED IN LIGHT OF WHAT CARMEL WAS DOING COMPARED TO EVEN OUR NEIGHBORS. WHEN DEVELOPERS COME IN WITH NONSENSE WE DON'T DO DEVELOPER MODERNISM HERE.

THAT'S INTERCHANGEABLE EVERY BUILDING THAT LOOKS THE SAME EVERYWHERE ELSE. WE USE ARCHITECTS TO MAKE THEM DO BETTER FAÇADE AND MAKE DEVELOPERS RAISE THE LEVEL ARCHITECTURE SO WE CONTINUE BEING A DISTINGUISHABLE AND DISTINGUISHED CITIES. THAT CONCLUDES MY DIRECTORS REPORT AND I CAN ANSWER ANY QUESTIONS.

>> TAKEN MR. DIRECTOR, QUESTIONS OF THE DIRECTOR.

COMMISSIONER, SEEING NONE, THANK YOU.

WHAT THIS REMINDS ME OF WHEN YOU ARE IN COUNTRIES THAT WERE FORMERLY BEHIND THE IRON CURTAIN, THE STALIN ERA HOUSING, I DON'T CARE FOR IN ST. PETERSBURG OR WHATEVER IT

ALL LOOKS THE SAME. >> WALKING THROUGH BERLIN IS AN INTERESTING PLACE YET TOTALLY MODERN ARCHITECTURE ON ONE HAND AND ONE SIDE OF IT AND YOU HAVE A SOVIET BLOC HOUSING THAT I GREW UP AND ON THE OTHER SIDE AND WERE NOT TRAINED TO RE-CREATE THIS YEAR JUST WITH SHINING COLORS, AIM FOR

SOMETHING BETTER. >> VERY GOOD LET'S MOVE ONTO THE NEXT ACTION ITEM WHICH IS THE COMMITTEE REPORTS AND COMMISSIONER BROOKS REPORT FROM THE ARCHITECTURAL COMMITTEE'S

OR. >> WE DID NOT MEET MR. PR

MR. PRESIDENT. >> THANK YOU VERY MUCH.

WITH THAT WE WILL MOVE ON TO OLD BUSINESS, IS THERE ANY OLD

[7a. Action Item #2 – Amendment to Monon Square demolition agreement]

BUSINESS TO COME BEFORE US THIS EVENING?

>> THERE IS NOT MR. PRESIDENT. >> WE WILL MOVE ON TO NEW BUSINESS, WE WILL MOVE ON TO ACTION ITEM NUMBER TWO WHICH IS

[00:15:08]

THE APPROVAL OF THE AMENDMENT TO THE DEMOLITION SERVICES

AGREEMENT ON MONON SQUARE. >> TAKEN MR. PRESIDENT TONIGHT WE HAVE BEFORE YOU AN AMENDMENT TO THE SERVICE AGREEMENT IN THE AMOUNT OF $1937.13. THIS WILL AMEND THE AGREEMENT TO INCLUDE ADDITIONAL SOUND UNDERNEATH THE WALL AFTER THE

DEMOLITION OCCURRED. >> THANK YOU VERY MUCH, COMMISSIONERS, QUESTIONS OF THIS REGARDING THIS CHANGE? TO THE DEMOLITION SERVICES AGREEMENT?

>> MR. PRESIDENT IT IS COMMON TO FIND THINGS WE DID NOT KNOW ABOUT. WILL THIS TAKE EVERYTHING DOWN AFTER THIS CHANGE ORDER OR IS THERE A CHANCE THERE WILL BE

FUTURE CHANGE ORDERS. >> THIS IS IT AFTER THE DEMOLITION IS COMPLETE AND EVERYTHING IS DOWN WE HAD A VERY THOROUGH ASBESTOS REPORT COMPLETED AND THIS WAS MISSED BECAUSE IT WAS UNDERNEATH THE WALL UNTIL THE WALL IS DOWN.

>> NOKIA SCHISM, THANK YOU. >> OTHER QUESTIONS

COMMISSIONERS. >> SEEING NONE, THE CHAIR WILL

ENTERTAIN A MOTION OF APPROVAL. >> MOVED TO APPROVE AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT FOR DEMOLITION SERVICES AT MONON SQUARE IN THE AMOUNT OF $1937.13.

>> THANK YOU COMMISSIONER. >> IS THERE A SECOND?

>> IT IS BEEN MOVED AND SECONDED.

MICHAEL WOULD YOU PLEASE CALL THE ROLL.

>> PRESIDENT HAMMER. >> VICE PRESIDENT BOWERS.

>> SECRETARY BROOKS. >> COMMISSIONERS CASINO.

>> AYE. >> COMMISSIONER WORRELL.

[7b. Action Item #3 – Amendment to Civic Square Garage solar array professional services agreement]

IT PASSES. >> THANK YOU VERY MUCH IT IS APPROVED WE WILL MOVE ON TO ACTION ITEM NUMBER THREE WHICH IS APPROVAL OF AN AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH TELAMON FOR THE CIVIC SQUARE GARAGE SOLAR ARRAY PROJECT. ONCE AGAIN.

>> THANK YOU, MR. PRESIDENT. THIS IS AMENDMENT TO THE PROFESSIONAL PURPOSES AGREEMENT FOR CIVIC SQUARE GARAGE A VERY SMALL INVESTMENT THOUSAND $160.98 FOR SOLAR MONITORING EQUIPMENT THAT CAN BE ADDED TO THE GARAGE.

A ONE-TIME INVESTMENT, THERE ARE NO ONGOING COSTS ASSOCIATED WITH THE MONITORING. THIS IS FOR US TO TRACK HOW THE SOLAR ARRAY IS PERFORMING AND BE ABLE TO VALIDATE WHETHER OR NOT WERE RECEIVING THE CREDITS THAT WE COULD.

>> QUESTIONS FROM MS. FAIRMAN REGARDING THIS CHANGE.

>> SEEING NONE, IF IT YOUR PLEASURE THE CHAIR WOULD

ENTERTAIN A MOTION OF APPROVAL. >> MOTION TO APPROVE THE AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH TELAMON

IN THE AMOUNT OF $3160.98. >> THANK YOU COMMISSIONER BOWERS

IS THERE A SECOND TO THE MOTION. >> I WILL SECOND.

>> THANK YOU, COMMISSIONER BROOKS IT'S BEEN MOVED AND SECONDED, MICHAEL PLEASE CALL THE ROLL.

>> PRESIDENT HAMMER. >> TRAYE.

>> VICE PRESIDENT BOWERS. >> AYE.

>> SECRETARY BROOKS. >> AYE.

>> COMMISSIONER SUE SENA. >> AYE.

[7c. Action Item #4 – Contract for sculpture]

>> COMMISSIONER WORRELL. >> AYE.

IT PASSES. WE WILL NOW MOVE ON TO THE NEXT ACTION ITEM WHICH IS APPROVAL OF A CONTRACT FOR SCULPTURE.

MR. DIRECTOR? IT HAS YOUR NAME ON IT.

>> THANK YOU. >> THE CITY OF CARMEL HAS BECOME THE LARGEST MUSEUM OF THE JOHNSON STATUE ACROSS THE COUNTRY. I THINK WE ARE RENOWNED FOR IT.

THE THREE STATUTES THAT YOU SEE IN THE MIDDLE OF THAT PICTURE HAVE ADORNED OUR CENTER FOR THE PERFORMING ARTS FOR QUITE SOME TIME. I THINK THEY ARE INCREDIBLY POPULAR I THINK WHAT FEW PEOPLE KNOW THEY'RE A PART OF A SET OF SIX STATUTES ARE RELATED TO MUSIC AND FAMOUS ARTIST.

I BELIEVE IT IS BEEN THE MAYOR'S VISION FROM THE BEGINNING TO HAVE ALL SIX OF THESE MUSICIANS STATUES ARE CENTER FOR THE PERFORMING ARTS CAMPUS. THE REDEVELOPMENT COMMISSION PURCHASED THE THREE IN THE MIDDLE AND THIS GIVES US A CHANCE TO HAVE THE THREE ADDITIONAL STATUTES TO COMPLETE THE SET, FINALLY BE ABLE TO FINALIZE THAT VISION.

SO THIS IS A CONTRACT FOR THE PURCHASE OF THE THREE STATUTES THAT YOU SEE ON THE OUTSIDE OF THE IMAGE.

I WILL NOTE IT'S PROBABLY UNFAIR TO THINK OF THIS AS THREE

[00:20:04]

STATUTES THREE THIS IS DIFFERENT THAN THE USUAL SCULPTURES OF INDIVIDUAL PEOPLE THAT PIANOS QUITE LARGE THE DRUM SET IS QUITE LARGE THE BASE IS QUITE LARGE IT'S ALMOST LIKE READING SIX DIFFERENT THINGS INSTEAD OF THREE BECAUSE THESE ARE SO MUCH MORE COMPLEX. IT IS EXCITING TO SEE US COMPLETE THE VISION OF ALL SIX OF THESE MUSICIANS COMPLEMENTING THE MUSICAL AND ARTISTIC ACTIVITY THAT HAPPENS FOR THE%

PERFORMING ARTS CAMPUS. >> VERY GOOD, THANK YOU MR. DIRECTOR. OTHER QUESTIONS OF THE DIRECTOR REGARDING THIS PROPOSED ACTION ITEM?

COMMISSIONER WORRELL. >> I WILL KICK US OFF HERE.

I WOULD LIKE TO SPEND A LITTLE BIT OF TIME OBVIOUSLY EVERYBODY SAW THERE WAS AN ARTICLE IN THE NEWSPAPER THIS MORNING.

A COUPLE OF THINGS THAT I WANT TO ADDRESS, FIRST OF ALL THE PROCESS. WHAT WE'RE DOING TONIGHT WE ARE APPROVING A CONTRACT THAT THEN GIVES YOU THE ABILITY TO WORK WITH THE SEWARD JOHNSON FOUNDATION LOCK AND PRICING ET CETERA GREAT HOWEVER, THERE WILL BE ONE MORE STEP THAT THIS WILL GO THROUGH. YOU WANT TO SPEAK TO THAT DIRECTOR AS FAR AS HOW YOU WILL INTERFACE WITH THE PUBLIC ART

COMMITTEE. >> AS COUNSELOR.

THERE IS AN ORDINANCE THAT REQUIRES ANY ART BEFORE A FORMAL AND FINALIZE PURCHASE OF ART THAT THE CONVERSATION ABOUT THE ART HAPPEN IN FRONT OF, I BELIEVE THE ART ADVISORY COMMITTEE, A COMMITTEE FORMED BY ORDINANCE THAT IS GIVEN NOTICE OF ART TO BE PURCHASED AND THEN THEY MAKE AN ADVISORY OPINION TO THE MAYOR ON WHETHER TO PURCHASE THAT ART AND THEIR THOUGHTS ON THE LOCATION THE PROPOSED LOCATION OF THE ARCH.

SO FRANKLY I'LL SAY THIS PUTS THE CRC IN A TOUGH SPOT THE WAY THE ORDINANCE IS WRITTEN. I THINK THE WAY THE ORDINANCE IS WRITTEN IT MAKES A LOT OF SENSE FOR THE MAYOR, FOR THE MAYOR'S BUDGET COUNSEL APPROPRIATES THAT MONEY AT THE BEGINNING OF THE YEAR. THEREFORE THE MAYOR HAS THE AUTHORITY TO DO ANY CONTRACT THAT HE WANTS TO IN IT IS ESSENTIALLY DEEMED FUNDED ALREADY.

THE MAYOR THAT HAS TO GO THROUGH THE STEP OF PRESENTING THIS TO THE COMMISSION -- I'M SORRY TO THE ART REVIEW COMMITTEE.

THE REDEVELOPMENT COMMISSION HAS NO AUTHORITY TO ANY CONTRACT UNTIL A VOTE IN FRONT OF ITS LEGISLATIVE BRANCH IF YOU WILL, THE COMMISSION ITSELF. IT OFTEN PUTS CRC STAFF AND A REALLY TOUGH BIND OF HAVING TO PRESENT SOMETHING TO AN ART REVIEW COMMITTEE BEFORE HAS THE ABILITY TO PURCHASE IT BECAUSE IT HAS NO AUTHORITY TO PURCHASE IT UNTIL IN PUBLIC AND HAS DISCUSSED AND VOTED ON A APPROVAL FOR A SPECIFIC CONTRACT IN THE WAY THE ART REVIEW COMMITTEE ORDINANCE NOTHING CAN BE PURCHASED UNTIL THE ART COMMITTEE SEES IT FIRST.

ALWAYS PUTS US IN THE CHICKEN AND EGG KIND OF BIND BECAUSE AT ANY POINT IF SOMETHING GOES TO THE ART REVIEW COMMITTEE FIRST BUT THERE IS NOT A SIGNED CONTRACT FOR IT THE ARTIST CAN PULL OUT AND THEY CAN RAISE THEIR PRICE AND WHAT WE TRY TO DO IS NEGOTIATE A CONTRACT UNLOCKING A PRICE IN THE SIGNATURE FOR THAT, THE AUTHORITY FOR THAT COMES FROM THE COMMISSION. THE WAY THAT THAT IS DEALT WITH.

IT IS SOMEWHERE IN HERE. SOMEWHERE, HERE IT IS THERE IS A SECTION UNDER MISCELLANEOUS 13 I WILL READ IT OUT LOUD PURSUANT TO CARMEL CITY CODE PARTIES UNDERSTAND THE PURCHASE OF THE WORK MAY BE SUBJECT TO REVIEW AND A NONBINDING RECOMMENDATION BY THE CARMEL PUBLIC ART ADVISORY COMMITTEE.

IF THE COMMITTEE POSITIVE RECOMMENDATION OR THE MAYOR'S DECISION TO REQUIRE THE WORK WITHOUT STANDING COMMITTEE'S RECOMMENDATION NOT GRANTED THE CRC MAY TERMINATE THIS AGREEMENT. THIS ALLOWS US TO COMPLY WITH HER DUTIES UNDER THE REDEVELOPING STATUE OF HAVING THE REDEVELOPING COMMISSION AUTHORIZE ANYTHING THAT WE WOULD DO WHILE ALSO COMPLYING WITH THE CITY OF CARMEL ORDINANCE THAT PUTS US IN A BIT OF A BIND WHEN APPLIED TO THE REDEVELOPMENT

[00:25:06]

COMMISSION. THIS ALLOWS US TO LOCK IN A NUMBER TODAY'S ARTIST CAN'T WALK BACK LATER AND WE GAVE OUT NOTICE TO THE ART REVIEW COMMITTEE FOR THEM TO ESSENTIALLY MAKE THEIR NONBINDING RECOMMENDATION TO THE

MAYOR AS THEY CHOOSE TO. >> THANK YOU FOR THAT.

AS IMPERFECT AS ORDINANCE IS I THINK IT IS IMPORTANT THAT THE PUBLIC WHO MIGHT BE WATCHING THIS TRANSACTION TAKE PLACE, UNDERSTAND THIS IS A STEP IN THE PROCESS IN ORDER TO START THE BALL ROLLING YOU HAVE ADDED THAT LANGUAGE FOR SEVERAL TIMES IN YOUR CONTRACT THAT RECOGNIZES THE AUTHORTY OF THE ART COMMITTEE, PUBLIC ART COMMITTEE BUT ALSO RETAINS THE PROPER AUTHORITY HERE WITH THE COMMISSION THAT ESTABLISHES THAT THIS IS A GO OR NOT. IT MAY NOT PASS TONIGHT, WHO KNOWS. THAT IS REALLY IMPORTANT.

I THOUGHT THAT WAS IMPORTANT. I ALSO WOULD LIKE YOU TO SPEAK TO THE FACT THAT THIS IS THE CRC PROJECT THAT WE ARE USING THE DOLLARS THAT ARE NOT COMING FROM RESIDENTIAL PROPERTY TAXPAYERS, THIS IS COMING FROM OUR COMMERCIAL COMMUNITY, THIS WILL BE USED ON THE CAMPUS OF AN AREA THAT IS IMPORTANT TO THE ECONOMIC DEVELOPMENT. THIS KIND OF A PROJECT IS SOMETHING THE CRC HAS A HISTORY OF DOING THAT HAS GOTTEN US TO WHERE WE ARE NOW. I AM VERY EXCITED TO COMPLETE THIS PACKAGE AND ADD THESE JUST LIKE ANY OF THE OTHER ONE HUNDREDS OF DECISIONS THAT WE HAD TO MAKE OVER THE LAST 25 YEARS IN ORDER TO HELP OUR ECONOMIC DEVELOPMENT AND TEAM IN EFFORT AND PAY OFF THIS IS ANOTHER STEP.

LET'S TALK ABOUT WHO'S PAYING FOR THIS WHERE THESE DOLLARS COMING FROM, HOW ARE THEY GENERATED.

PLEASE SPEND SOME TIME ON THAT IF YOU WOULD.

>> OFF THE BAT. INDIVIDUAL HOMEOWNERS FROM ACROSS OUR CITY, THE TAXES THAT THEY PAY DO NOT FLOW TO THE REDEVELOPMENT COMMISSION. THE MONEY USED FOR THIS COMES FROM THE REDEVELOPING COMMISSION AS TO FUND GENERATED FROM OUR REDEVELOPMENT AREAS AND OUR COMMERCIAL AREAS.

ESSENTIALLY WE PUT TOGETHER PROJECTS THAT ARE FUNDED BY DEVELOPERS AND EVERY ONCE IN A WHILE WE WILL NEGOTIATE A PROJECT THAT HAS A MAJORITY OF THE FUTURE TAXES GOING TO PAY FOR STUFF LIKE GARAGES BUT ALLOWS ACCESS TO TO FLOW TO THE REDEVELOPMENT. THE ACCESS TO HIS COMES FROM A COMMERCIAL AND REDEVELOPING PROJECTS, FRANKLY BECAUS OF THE SUCCESS THAT WE'VE HAD OVER 20 YEARS BUILDING ON OUR SUCCESS WILL ONLY BECAUSE OF THAT WE HAVE THIS ACCESS TO.

FRANKLY THE COMMISSION HAS BEEN PURCHASING THE STATUES IN EVERY DEVELOP AREAS REALLY FROM DAY ONE.

PART OF THAT WE ARE HERE TO BUILD AN ECONOMIC POWERHOUSE IN THE CENTRAL PORT. SOME OF THAT IS BUILDINGS SOME OF THAT IS PUBLIC GARAGES OR PUBLIC AMENITIES AND THINGS THAT MAKE OUR CITY SPECIAL ARE NOT JUST PUBLIC.

YOU HAVE ACROSS THE COUNTRY YOU HAVE MUSEUMS IS CULTURE PARKS ADMISSION TO COME SEE PUBLIC SCULPTURES AND THAT IS NOT HOW WE TREAT CARMEL'S DOWNTOWN. PART OF THE REASON WHY PEOPLE COME HERE FOR TOURISM, PART OF THE REASON THE DOWNTOWN IS SO THE MAIN STREET AND THE CENTER FOR PERFORMING ARTS IN MIDTOWN AREAS CAN HOST THESE FESTIVALS IS BECAUSE CARMEL'S URBAN CORE IS ITSELF A SCULPTURE PARK A FREE INCLUSIVE SCULPTURE PARK IN ITSELF. PROVIDING THE HEAVY AMENDED TIES WALKABLE AREA HAS BEEN THE KEY TO ECONOMIC SUCCESS FROM DAY ONE IN THE REDEVELOPING COMMISSION HAS BEEN FUNDING THE JOHNSON STATUES IN EVERY DEVELOP AREAS FROM THE COMMERCIAL TAX SPACE THAT WE HAVE FROM DAY ONE. THIS IS AN EXTENSION OF THAT.

>> THANK YOU, MR. DIRECTOR, ANY OTHER QUESTIONS?

>> THIS IS A HOT TOPIC. I WANT TO MAKE SURE WE ARE

[00:30:02]

GIVING IT TO DO AND DISCUSSING PROPERLY AND PEOPLE WHO WILL READ ABOUT THIS TOMORROW IN THE DAYS TO COME UNDERSTAND THE PROCESS THAT WE'VE GONE THROUGH HERE IN ORDER TO JUSTIFY OR NOT THIS PURCHASE. THAT'S REALLY IMPORTANT I THINK YOU TOLD ME WHERE WE SAW AN TIF REPORT CLOSE TO $30 MILLION ANNUALLY IN TIF REVENUE THAT ALLOWS US TO DO SOME OF THE EXTRA THINGS, THE DIGITAL DISPLAY ON THE SIDE OF THE PLATE AND THOSE KINDS OF THINGS. WHAT COMMUNITY WOULD BE INSANELY CRAZY NOT TO WANT THIS THING. IT'S THESE KINDS OF INVESTMENTS THAT HAVE HELPED US GET THERE. THIS IS INCREMENTAL ANOTHER STEP. I KNOW I WILL RECEIVE E-MAILS TOMORROW BUT I'M ABSOLUTELY CONVINCED THIS IS A GOOD PURCHASE I'M GOING TO ENCOURAGE MY COLLEAGUES TO VOTE FOR IT AND WE WILL DEAL WITH ANY CRITICS AFTER THE VOTE.

>> TO THAT POINT COUNSELOR, I DON'T THINK I ATTENDED A SINGLE FARMER'S MARKET EVENT OUTSIDE WHERE A CHILD OR A FAMILY WASN'T TAKING A PICTURE NEXT TO ONE OF THE THREE STATUTES.

ALL WE ARE DOING IS INCREASING THAT KIND OF VIBRANT AMENITIES, THE VIBRANT AMENITIES IN INCREASING THE TOURISM IN THE DRAW THAT WE HAVE HERE AND THAT IS FREE TO THE PUBLIC IN

INCLUSIVE. >> COMMISSIONER BOWERS.

>> JUST TO ADD ON A LITTLE BIT MORE DETAIL.

IN OUR BUDGET EVERY YEAR FOR AT LEAST THE LAST 10 YEARS WE ALWAYS HAVE 3 - $5 MILLION AND YOU GUYS CAN CORRECT ME IF I'M WRONG THE DOLLAR AMOUNTS FOR CAPITAL EXPENDITURES FOR THINGS THAT COME UP THAT WE CAN PUSH AND PULL AND WE CAN TRANSFER FROM 22 - 23 AND THINGS THAT WE THOUGHT 23 - 24 TO ALLOW FOR OPPORTUNITIES TO DO THINGS LIKE THIS.

IT IS NOT LIKE WERE GOING TO GO OUT AND FIND EXTRA DOLLARS WE BUDGET FOR THESE TYPES OF OPPORTUNITIES AND IF YOU WANT TO TALK ABOUT THAT JUST A LITTLE BIT IN MORE DETAIL.

>> THAT IS EXACTLY RIGHT. WE HAVE A CAPITAL IMPROVEMENT BUDGET THAT WE TRACK CAPITAL PROJECTS BUDGET THAT WE TRACK THE THINGS THAT NEED TO BE DONE. IT FLOWS BETWEEN DIFFERENT YEARS BUT WE IDENTIFY THE MOST PRESSING NEEDS AS THAT GOES.

SOMETIMES THE MOST PRESSING NEED IS FUNDING AND IS PART OF A PROJECT AND IS CONTINUING THE INVESTMENTS THAT IT MADE US SO SPECIAL BEFORE. SO THIS IS ALL DISCUSSED AND THOUGHT OUT AND BUDGETED. THIS IS A CONTINUATION OF THE

THOUGHT PROCESS. >> COMMISSIONER.

>> I JUST REALLY APPRECIATE THE POSITION THAT WE'RE IN RIGHT NOW TO BE ABLE TO DO THESE THINGS AND THIS IS REALLY GOING TO BE AN ENHANCEMENT AND AN IMPROVEMENT TO THE CARTER GREEN OF THE ENTIRE CAMPUS. I DON'T WANT TO BELABOR IT BUT I APPRECIATE ALL THE WORK THAT HAS BEEN DONE ON THIS.

>> OTHER COMMENTS OR QUESTIONS COMMISSIONERS.

I WOULD LIKE TO ECHO WHAT THE DIRECTOR SAYS.

MY WIFE IS A VOLUNTEER WITH THE CARMEL FARMERS MARKET AND HAS BEEN FOR A WHILE, MANY YEARS. I ENJOY ATTENDING THE MARKETS ON SATURDAY. OF COURSE THE WINTER MARKET IS CARTER GREEN. LIKE THE DIRECTOR, YOU LOOK OVER AND YOU SEE THE STATUTES AND THERE IS ALWAYS SOMEBODY OVER THERE HAVING THEIR PICTURE TAKEN WITH ONE OF THE FAMOUS MUSICIANS ARE PEOPLE REALLY ENJOY THEM THE SAME THING DURING THE MARKET, OF COURSE THEY MOVED FROM THE CENTER STAGE BUT AGAIN PEOPLE ARE ALWAYS OVER THERE ENJOYING THEM.

I THINK THE ADDITION OF THE ADDITIONAL MUSICIANS IS SOMETHING THAT PEOPLE WILL ENJOY.

THEY ALREADY DO. SO I'M EXCITED TO SEE THIS

COMING FORTH. >> PROBABLY THE FINAL POINT WORTH MAKING. THE ARTIST HAS PASSED AWAY, THERE ARE A LIMITED NUMBER OF EACH OF THE STATUTES THAT EXIST IN THE WORLD. AS TIME GOES BY THEIR VALUE ONLY RISES. WE HAVE DEDICATED STAFF AT THE STREET DEPARTMENT TO TAKE CARE OF THESE AND REPAINT THEM EVERY YEAR TO KEEP THEM IN TOP SHAPE BUT THIS IS THE KIND OF ART THAT

[00:35:02]

IS TRULY AN INVESTMENT IT IS NOT A SUNK COST, THEY CONTINUE TO HOLD THEIR VALUE AND THEIR VALUE WILL INCREASE.

AND THAT FOR A FISCALLY MIGHTY COMMISSION SUCH AS OURS IS AN

IMPORTANT POINT TO KEEP IN MIND. >> THANK YOU, MR. DIRECTOR.

IF THERE ARE NO OTHER QUESTIONS OR COMMENTS AT THIS POINT, THE CHAIR WILL ENTERTAIN A MOTION OF APPROVAL.

>> MR. PRESIDENT I WOULD GO AHEAD AND MOVE THAT WE APPROVE ACTION ITEM FOR TO APPROVE A CONTRACT WITH SE SEWARD JOHNSON ATELIER IN THE AMOUNT OF 432,000 PLUS SHIPPING PAYABLE FROM 902 FUNDS AND IN RECOGNIZING THAT THIS WILL STILL GO BEFORE THE

PUBLIC ART COMMITTEE. >> THANK YOU COMMISSIONER, IS

THERE A SECOND TO THE MOTION? >> SECOND.

>> THANK YOU COMMISSIONER IT IS BEEN MOVED AND SECONDED.

MICHAEL WOULD YOU PLEASE CALL THE ROLL.

>> PRESIDENT HAMMER. >> AYE.

>> VICE PRESIDENT BOWERS. >> AYE.

>> SECRETARY BROOKE. >> AYE.

>> COMMISSIONER SUE SENA. >> AYE.

>> COMMISSIONER SEWARD JOHNSON . >> AYE.

>> IMPASSES BE MET THANK YOU COMMISSIONERS IT IS APPROVED.

HE WILL HAVE SOME OF HIS BUDDIES LIKE HOAGIE CARMICHAEL JOINING HIM. THAT IS EXCITING TO SEE.

IS THERE ANY OTHER NEW BUSINESS TO COME BEFORE US THIS EVENING

[9. EXECUTION OF DOCUMENTS]

MR. DIRECTOR? >> THERE IS NOT MR. PRESIDENT.

BEFORE I DECLARE US TO BE AND IN GERMAN I WOULD NOTE OUR NEXT RER MEETING WILL BE WEDNESDAY MARCH 15 AT 630 HERE IN THE CITY COUNCIL CHAMBERS I WOULD LIKE TO TAKE ALL OF YOUR HELP AND PARTICIPATION THIS EVENING.

AND WITHOUT OBJECTION THE CHAIR WILL REQUIRE US TO BE ADJOURNED.
