EXCITED TO SAY WE HAD THREE NEW OFFICERS START TODAY AND THEY'RE HERE TO BE OFFICIALLY SWORN IN BY THE COUNCIL.

THE FIRST OFFICER IS NATALIE FIEST.

SHE COMES TO US FROM THE MINNEAPOLIS POLICE DEPARTMENT WHERE SHE HAD THREE YEARS EXPERIENCE AND SHE'S ALSO A GRADUATE OF BUTLER UNIVERSITY. ALSO WE HAVE ANGELICA FOLEY ALSO FROM THE MINNEAPOLIS POLICE DEPARTMENT.

SHE'S BEEN WITH MINNEAPOLIS FOR EIGHT YEARS AND HAS A BACHELOR'S DEGREE FROM IUPY. AND THIRDLY WE HAVE MERRICK HOLLINGER FROM THE KOKOMO POLICE DEPARTMENT WHERE HE WORKED FOR FOUR YEARS AND HE HAS A BACHELOR'S DEGREE FROM BALL STATE. WE'RE EXCITED FOR THESE ADDITIONS, THIS LEAVES US THREE SHORT OF FULL STAFFING.

AND WE'RE PROUD TO HAVE THEM THERE, THEY'RE GOING TO BE A GREAT ADDITION TO OUR POLICE DEPARTMENT.

THEY BRING A LOT OF GREAT EXPERIENCE.

>> GOOD EVENING. I'M HAPPY TO PRESENT TO YOU TONIGHT THE SCHOOL RESOURCE UNIT AS WELL AS ONE OF OUR CCS SCHOOL ADMINISTRATORS. THIS SUMMER THE NATIONAL ORGANIZATION OF SCHOOL RESOURCE OFFICERS, NOSRO WAS PRESENTED HERE SO IT'S NICE TO HAVE THIS AWARD IN OUR HOMETOWN.

THE THREE AWARDS WE'RE GOING TO TALK ABOUT IS THE MODEL AGENCY AWARD WHICH THIS UNIT RECEIVED. JUST A FEW YEARS AGO WE ONLY HAD SEVEN SCHOOL RESOURCE OFFICERS IN OUR SCHOOL UNIT, TODAY WE HAVE 21 DUE TO A REFERENDUM THAT WAS PASSED JUST A COUPLE OF YEARS AGO. WE HAVE A SCHOOL RESOURCE OFFICER IN EVERY SCHOOL WITH FOUR AT THE HIGH SCHOOL AND THEN THREE SUPERVISORS OVER THAT UNIT.

THE MODEL AGENCY AWARD, WE HAVE A TRIAD CONCEPT THROUGH NOSRO ON LAW ENFORCEMENT OFFICER, MENTOR, AND GUEST LECTURER.

SO THAT AWARD WAS HONORED ON US FOR THE WAY WE EXEMPLIFY THAT TRIAD CONCEPT OF THE PROFESSIONALISM AND THE EFFECTIVENESS OF THIS UNIT WITH THE COMMUNITY, OUR SCHOOLS, AND THE POLICE DEPARTMENT. THE SECOND AWARD, OFFICER JUAN ARATE HAS DISTINGUISHED HIMSELF. THE SCHOOL HE WORKS AT HAS AN INFLUX OF A LOT OF NON-ENGLISH SPEAKING FAMILIES OVER THE LAST TWO YEARS. AND HE'S BEEN INSTRUMENTAL IN BRIDGING THAT GAP BETWEEN THE COMMUNITY, THE POLICE DEPARTMENT, AND THE SCHOOL. GETTING THOSE FAMILIES SOME OF THE HELP THEY NEEDED THAT THEY DIDN'T KNOW WAS AVAILABLE TO HIM. HAD HE NOT BEEN THERE SOME OF THESE FAMILIES WOULDN'T HAVE GOTTEN THE HELP THEY NEEDED FROM THE SCHOOL DISTRICT. THE LAST AWARD IS THE SCHOOL SAFETY OFFICER OF THE YEAR AWARD.

HE'S THE DIRECTOR OF SERVICES. HE'S DISTINGUISHED HIMSELF ACROSS THE STATE FOR THE LAST 20 YEARS WORKING WITH THE INDIANA DEPARTMENT OF EDUCATION AND WE'VE BEEN VERY FORTUNATE HERE THE LAST FOUR YEARS TO HAVE HIM WITH CARMEL SCHOOLS.

HIS LEADERSHIP AND SCHOOL SAFETY THAT HE'S GLEANED FROM BEING STATEWIDE, WORKING WITH OUR POLICE DEPARTMENT REALLY I CAN HONESTLY SAY THE COLLABORATION IS SECOND TO NONE.

WE WOULD NOT BE NEAR AS EFFECTIVE.

WE WOULDN'T HAVE GOTTEN THESE AWARDS HAD WE NOT HAD THIS SUPPORT FROM THE POLICE DEPARTMENT, THE CITY, AS WELL AS THE SCHOOLS. SO CITY COUNCIL MEMBERS, I PRESENT TO YOU OUR SCHOOL RESOURCE UNIT.

>> COUNCIL, YOU SHOULD PROBABLY KNOW THAT THE MEN AND WOMEN THAT ARE HERE THAT ARE REPRESENTATIVES OF THE SRO UNIT IN THE SCHOOLS, THIS IS A VERY BIG DEAL, BUT THEY DON'T SEEK THE PUBLIC LIMELIGHT. THEY DON'T SEEK THE GRATITUDE AND PUBLIC ADULATION, BUT WE'RE GOING TO GIVE IT TO THEM TODAY.

DEAR COUNCILORS, THANK YOU FOR THE OPPORTUNITY.

I'M HERE TONIGHT ON BEHALF OF THE NEIGHBORHOOD OF BROOKS MANOR AND SEVERAL SURROUNDING NEIGHBORS WHO ARE OPPOSED TO THE CONSTRUCTION OF A LARGE CELL TOWER ON THE SOUTH SIDE OF BROOKSHIRE GOLF COURSE. THANK YOU FOR TAKING THE NEXT FEW MINUTES TO HEAR OUR CONCERNS SINCE TIME SEEMS TO BE ON THE ESSENCE. THE PROJECT WAS FIRST PROPOSED OVER A DECADE AGO BEFORE THE CITY OWNED THE GOLF COURSE.

IT DID NOT PROCEED AFTER RESIDENTS BACK THEN OPPOSED THE PLANS. UNFORTUNATELY IT WAS REOPENED LAST YEAR AT OUR BOARD OF PUBLIC WORKS AS THE CITY NOW OWNS THE LAND. AFTER PURSUING DOCUMENT REQUESTS OVER THE LAST SEVERAL MONTHS, WE WERE FINALLY ABLE TO OBTAIN SOME

OF THE RELEVANT RECORDS. AND AT THE LAST BPW MEETING ON SEPTEMBER 6TH, IT APPEARED THAT BID OPENING WAS PROCEEDING.

AND WE ONCE AGAIN UNANIMOUSLY OPPOSE THIS STRUCTURE ON THE FOLLOWING GROUNDS; FIRST, AND HUMAN HEALTH CONCERNS ASIDE, WE DO NOT BELIEVE THAT THE AESTHETIC, ENVIRONMENTAL, HISTORIC, OR OTHER IMPACTS HAVE BEEN ADEQUATELY ASSESSED BY LAST YEAR'S PROCESSES. SECOND, WE DON'T BELIEVE THAT THE PUBLIC DISCUSSION HAS BEEN SUFFICIENTLY TRANSPARENT FOR SUCH A HUGE CONSTRUCTION PROJECT AS NEIGHBORS HAVE NOT BEEN BROADLY NOTIFIED NOR HAD A CHANCE TO UNDERSTAND THE POTENTIAL NEGATIVE IMPACTS TO THEIR PROPERTY VALUES.

THIRD, WE DON'T UNDERSTAND WHY THE CITY WOULD PURSUE THIS TOWER ESPECIALLY WHEN OUR OWN GOLF COURSE MANAGERS HAVE VOICED THAT THEY DON'T WANT IT. RECENTLY NOT JUST IN OUR NECK OF THE WOODS BUT WITH HAMILTON COUNTY UNANIMOUSLY DENYING A TOWER ALONG WITH FUTURE INSTALLATIONS ON THEIR PARKS AND RECREATION LAND AFTER CARMEL RESIDENTS OBJECTED OVER THERE.

AND JUST LAST WEEK THE CARMEL SCHOOL BOARD DECLINED TO LEASE A TOWER ON ITS LAND BEFORE THEY GOT QUOTE A BIT OF FEEDBACK THAT THEY ADOPT WANT TO MOVE FORWARD WITH IT.

THE LAST FEW WEEKS CELL COVERAGE IN OUR AREA HAVE INCREASED WITHOUT THESE TOWERS. ONE PROVIDER UPGRADED THE EXISTING TOWER TO PROVIDE BETTER COVERAGE WHILE OTHERS HAVE INSTALLED ON LIGHT POSTS WHICH SEEM TO HAVE ADDRESSED CERTAIN COVERAGE GAPS. IN SUMMARY, WE DO NOT WANT NOR NEED A MASSIVE, PERMANENT, EXPENSIVE 17 STORY STRUCTURE ERECTED IN OUR AREA. WE KINDLY IMPLORE THOSE OF YOU ON COUNCIL TO REQUEST THAT OUR BPW, ENGINEERING DEPARTMENT, AND OTHER INTERESTING PARTIES TABLE THIS PROJECT.

THE OTHER THING OF NOTE THAT I'LL TALK ABOUT MORE ON I THINK THURSDAY AT THE BUDGET MEETING ONE OF OUR FIRST RECOMMENDATIONS TO COME OUT OF THIS IS TO PROCURE A CLIMATE SUSTAINABILITY COORDINATOR, ESSENTIALLY THE MASTER CYLINDER WITHIN THE CITY TO HELP DRIVE THESE PROJECTS WITHIN THE CITY ACROSS DEPARTMENTS AND WITHIN INDIVIDUAL DEPARTMENTS.

I'LL QUICKLY RUN THROUGH THE ACTIVITIES OF THE PREVIOUS MONTH IN THE CITY OF CARMEL WITH RESPECT TO REDEVELOPMENT PROJECTS. PLENTY OF STUFF HAPPENING IN CITY CENTER WITH THE WREN AND THE WINDSOR CONTINUING TO BE UNDER CONSTRUCTION. WE HAD AN ANNOUNCEMENT.

EVERY YEAR THE CITY OF INDIANAPOLIS HOSTS AN AWARD CEREMONY FOR CONSTRUCTION PROJECTS IN THE CENTRAL INDIANA REGION CALLED THE MONUMENTAL AWARDS, THE INDY CHAMBER PUTS THEM ON. AND WE'VE HAD A NUMBER OF FINALISTS THIS YEAR. SO THE PERSINEUM IS ONE OF THE FINALISTS FOR REAL ESTATE DEVELOPMENT.

THIS WILL BE A THEME THROUGHOUT THE PRESENTATION.

REMEMBER PROSCENIUM IS THE ONE THAT NOW HAS THE LATEST TAVERN ON THE GREEN DEAL MAKING ITS WAY THROUGH RIGHT NOW.

HOPEFULLY IT WILL START CONSTUCTION FALL OF -- WELL SOON TO BE UNDER CONSTRUCTION FOR NEXT YEAR.

THE LODGE -- MELANGE IS CONTINUING ON.

OCTOBER IS WHAT WE'RE HOPING FOR THE FINAL UNITS TO BE BUILT.

1ST ON MAIN CONSTRUCTION CONTINUES.

WE HOPE THAT IT WILL BE OPEN ALSO AROUND OCTOBER/NOVEMBER.

MAGNOLIA IS NOW UNDERWAY WITH THEIR NEXT BUILDING, THE NEXT FEW BUILDINGS WILL CONTINUE TO BE CONSTRUCTED IN 2024 AND 2025.

THE MUSE IN CARMEL, THESE PICTURES ARE OUTDATED YOU CAN NOW SEE THE FULL FACADE ON THE MAIN BUILDING AND AN ART PIECE THAT'S GOING ON THE GARAGE AT ITS SOUTHEAST EDGE.

DECEMBER OF THIS YEAR IS THE ESTIMATED COMPLETION PERIOD FOR THE MUSE. SIGNATURE CONSTRUCTION IS FULL STEAM AHEAD WITH RETAIL AND TENANT BUILD OUTS ONGOING THROUGH SPRING OF 2024. MONUMENTAL AWARD ALERT, THE MURAL HERE, THE COSMIC FLOW MURAL THAT WAS PART OF THE CIVIC SQUARE GARAGE LOOKS LIKE IT HAS THE MOST LIKES ON FACEBOOK WHICH MEANS IT'S GOING TO GET A PEOPLE'S CHOICE AWARD.

WHICH IS GOOD BECAUSE IT'S BEAUTIFUL.

HAMILTON CROSSING ALSO A MONUMENTAL AWARD FINALIST THIS YEAR FOR CONSTRUCTION. THIS IS THE NEW REPUBLIC HEADQUARTERS, TRAINING CENTER WITH MILLION DOLLAR FLIGHT SIMULATORS. THEY'RE PRETTY GREAT.

THIS CONSTRUCTION IS GOING, THE GARAGE IS ALMOST DONE.

NEXT YEAR WE SHALL SEE THE START OF THE HEADQUARTERS BUILDING AND THE MULTIFAMILY WRAP AROUND THE GARAGE.

THIS IS AN OUTDATED PICTURE. I THINK AS OF TODAY THERE ARE UP TO THREE LEVELS ON THE PROSCENIUM II.

WE EXPECT CONSTRUCTION HERE TO BE FINALIZED THROUGH AUGUST 2024. HOPING FOR SOME FUN RETAIL ANNOUNCEMENTS AT THIS CORNER. THE AT&T SITE REDEVELOPMENT HAS RECEIVED ITS APPROVALS BOTH FOR THE MULTIFAMILY BUILDING THERE AT THE TOP RIGHT AND THE EXPANSION OF THE BANK HEADQUARTERS THERE AT THE BOTTOM LEFT. YOU CAN SEE THE TWO BUILDINGS SIDE BY SIDE AT THE RENDERING ON THE BOTTOM RIGHT.

$130,000 INVESTMENT INTO OUR MIDTOWN AREA AT A TIME WHERE THERE IS NOT A LOT OF OFFICES TAKING UP SUCH LARGE SPACE.

THERE'S ALSO AN OPPORTUNITY FOR US TO GET FEEDBACK FROM OUR COMMUNITY THROUGH SURVEYS, WHETHER IT BE THROUGH THE AMBULANCE SURVEYS FOR SOMEBODY WHO'S BEEN TRANSPORTED. WE'VE DONE THAT. WE'VE DONE IT FOR THE HOMEOWNERS ASSOCIATION AS WELL. AND SO OFTEN IN OUR COMMUNITY WE HEAR LOTS OF POSITIVE FEEDBACK. WE ALSO NEED TO HEAR THE NEGATIVE FEEDBACK WHEN THINGS DON'T GO WELL.

SO WE TAKE ALL OF THAT INFORMATION AND THEN WE PUT IT TOGETHER AND THE CHECKS AND BALANCES REALLY I THINK MAYBE IS WHERE YOU'RE GOING WITH THIS. AS PART OF THE NEXT STEPS FOR OUR REACCREDITATION PROCESS, THERE'S A TEAM THAT'S ASSIGNED TO THE CARMEL FIRE DEPARTMENT FROM ACROSS THE UNITED STATES.

AND THEY ARE PEOPLE WHO ARE IN THE FIRE SERVICE AND THEY WILL COME TO CARMEL, INDIANA AND DO AN INDEPENDENT ASSESSMENT OF OUR ORGANIZATION AND ACTUALLY PROOF OUR DOCUMENTS TO SEE IF WHAT WE'RE ACTUALLY SAYING HOLDS TRUE EXACTLY.

AND THROUGH THAT PROCESS, ALL OF OUR DOCUMENTS HAVE BEEN UPLOADED. THEY WERE UPLOADED AT THE END OF AUGUST. THE PROCESS HAS 45 DAYS FOR THIS FIVE MEMBER TEAM. AND THE TEAM MEMBERS DON'T

WE HAVE SEVERAL TEAM MEETINGS BETWEEN NOW AND THE TIME THAT THEY ACTUALLY SHOW. WE'RE EXPECTING THE TEAM TO COME IN EARLY TO MID-NOVEMBER. AND THEY WILL BE HERE FOR FOUR DAYS. THEY'LL ARRIVE ON A SUNDAY.

LEAVE EITHER WEDNESDAY OR THURSDAY DEPENDING ON HOW IT GOES. THEY MAKE A RECOMMENDATION BACK TO THE COMMISSION. AND THEN IF ALL GOES WELL, WE WILL BE SITTING BEFORE THE COMMISSION IN FEBRUARY OF 2024 AND THAT'S ANOTHER PANEL THAT WE WILL SIT THROUGH AND THEY WILL HAVE REVIEWED THE RECOMMENDATIONS.

AND THERE WILL BE RECOMMENDATIONS AS MUCH AS I WOULD LOVE TO TELL YOU THAT CARMEL FIRE IS PERFECT IN EVERY CATEGORY, WE CAN ALWAYS GET BETTER.

SO WE WILL SIT BEFORE THAT COMMISSION AND TALK ABOUT WAYS THAT WE HAVE IMPROVED. WE START WORKING ON RECOMMENDATIONS EVEN BEFORE THE PEER TEAM LEAVES US.

SO WHEN THEY'RE HERE IN NOVEMBER, IF THEY MAKE RECOMMENDATIONS TO US, WE START WORKING ON THEM IMMEDIATELY.

AT THAT POINT WHEN THIS PUD WAS APPROVED, THE DEVELOPER OF OLDTOWN KIND OF HAD THE WEST SIDE OF THIS ALL AGGREGATED, BUT THE EAST SIDE BLOCK 4, 5 KIND OF LOOKED LIKE THIS.

AND THE PARCELS WERE OWNED BY A BUNCH OF DIFFERENT ENTITIES.

FAST FORWARD EIGHT YEARS LATER AND BLOCK 4 AND 5 FRANKLY STILL LOOKS LIKE THAT BECAUSE NO ONE DEVELOPER HAS BEEN ABLE TO AGGREGATE ALL OF THE LAND TO BE ABLE TO REALLY GO TO MARKET WITH THE ANCHOR OFFICE TENANT FOR THE NEXT LARGE PROJECT THAT WAS ENVISIONED AS BLOCK 4 AND 5 AS PART OF OUR MIDTOWN PUD FROM THE VERY BEGINNING. WE NOW HAVE THE OPPORTUNITY TO AGGREGATE ALL OF THIS LAND UNDER ONE USER.

THE REDEVELOPMENT COMMISSION APPROVED THE PURCHASE OF THIS CENTER SECTION OF WHAT USED TO BE THIS JIGSAW PUZZLE OF LAND AGGREGATION. USING 2021 TIF FUNDS WHICH REQUIRED COUNCIL APPROVAL AS WELL.

FOR ANYBODY OUT THERE WATCHING, THIS IS IN A PUD.
