HOPEFULLY, YOU ALL HAD A CHANCE TO REVIEW SOME OF THOSE DATES OR ALL OF THE DATES WE ONLY HAD A FEW ITEMS HIGHLIGHTED AND CHANGED OFF OF OUR NORMAL SCHEDULE. THE APRIL 16 MEETING IS HIGHLIGHTED BECAUSE THERE IS A PLANNING CONFERENCE THAT WE MIGHT BE ATTENDING. NATIONAL PLANNING CONFERENCE. IT'S AN IMPORTANT ONE. REST. SO DEPENDING ON WHAT ITEMS ARE FILED WE MIGHT HAVE TO COVERFOR EACH OTHER, HAVE SUBSTITUTES , SO IT JUST DEPENDS ON THAT ONE SO THE MEETING MAY NOT BE NORMAL. AND THEN IN THE COMMITTEE WE HAVE MODIFIED A FEW OF THE MEETINGS FOR CARMEL SPRING BREAK AND THEN ELECTION DATES. SO THE DATES AND PURPLE ARE THE ONES THAT ARE CHANGED FROM NORMAL DATES. OF THE FIRST TUESDAY. SO IF ANYBODY HAS ANY ISSUES WITH THOSE PLEASE LET US KNOW. OTHERWISE, LET'S APPROVE IT. >> I WOULD MOVED TO APPROVE THE 2024 PLANNING COMMISSION CALENDAR COMMITTEE CALENDAR. >> THANK YOU BOTH ALL IN FAVOR OF THE MOTION SAY AYE. >> AYE >> ANY OPPOSED? THIS WILL BE OUR CALENDAR FOR NEXT YEAR. >> WONDERFUL, WILL GET OUT ON THE WEBSITE AND GET CIRCULATED OUT. ITEM NUMBER 2 THAT WE HAD IS THE OUTCOME OF PROJECTS AT COMMITTEE. AT THE RESIDENTIAL COMMITTEE THE ANGERS PD RESUME HAS BEEN CONTINUED ON TO THE JANUARY 2 COMMITTEE MEETING. THE LEO COTTAGES AND MULTIFAMILY AT THE LEGACY IS BACK TONIGHT FOR A FINAL VOTE. AND THE ASHER WOULD SOUTH SUBDIVISION PRIMARY PLAT AND SUBDIVISION WAIVER WAS APPROVED. AND THEN THERE WAS NOTHING TO REPORT FROM COMMERCIAL COMMITTEE. AND THEN UNDER PUBLIC HEARINGS TONIGHT WE DO HAVE ONE ITEM THAT WAS TABLED TO JANUARY 16 THAT IS DOCKET NUMBER PZ 2023 00227 PUD JACKSON'S GRANT VILLAGE DAYCARE. THATWILL BE HEARD ON JANUARY 16 OF THE NEXT YEAR , 2024. ALL WE HAVE TO REPORT, THANK YOU. >> THANK YOU. SO THAT TAKES US INTO THE PUBLIC HEARINGS A PORTION OF OUR AGENDA THIS EVENING. WE HAVE ONE ITEM. THE PLANNING COMMISSION RULES OF PROCEDURE FOR PUBLIC HEARINGS PROVIDE OR ALLOW FOR THE PETITIONER TO TAKE UP TO 15 EDITS TO PRESENT THEIR PETITIO . THERE IS A WINDOW OF UP TO 20 MINUTES OF TIME AVAILABLE FOR MEMBERS OF THE PUBLIC TO SPEAK IN SUPPORT OR OPPOSITION TO THE POSITION. IF THERE PUBLIC COMMENTS THE PETITIONER HAS FIVE MINUTES TO RESPOND TO THOSE COMMENTS AND THEN AT THE CONCLUSION OF THE DEPARTMENT REPORT THE PUBLIC [H. Public Hearings] HEARING IS CLOSED. SO OUR POST FIRST PUBLIC HEARING TONIGHT IS DOCKET PZ 00192DP AMEND DRIVEN NEURAL RECOVERY CENTER THEY WANT TO DELIVER THIS SITE FOR NEW [00:05:12] CLINICAL MEDICAL USE. IT'S LOCATED AT 1300 E. 96 STREET AND THE FORMER FIVE SEASON FAMILIES FOR SCHOOL. IT'S ZONED PUD FIVE SEASONS Z619 HAVING 16 IT IS NOT WITHIN ANY OVERLAY DISTRICT. THE PICTURES BEEN FILED BY MARK LEACH OF FAEGRE DRINKER ON BEHALF OF THE APPLICANT SHOULD SAM SCHMIDT INCORPORATED DOING BUSINESS AS CONQUEROR PARALYSIS NOW. THE FLOO IS YOURS. THE CENTER BUTTON. >> GOOD EVENING, EVERYONE. MY NAME IS MARK I'M A LAND PLANNER WITH FAEGRE DRINKER AND THE CARAMELS 39 E. 96 STREET. HERE WITH ME IS A NEURAL RECOVERY CENTER PROJECT TEAM. CEO OF CONQUEROR PARALYSIS NOW. RANDY IS THE DIRECTOR OF DRIVEN, BOB DUGGER, JENNY POP, PROJECT EXECUTIVE FROM COMMERCIAL CONSTRUCTION GROUP AND DAVID WELSH THIS PROJECT ENGINEER WITH AMERICA STRUCTURE POINT. LET'S TAKE A MINUTE TO THANK RACHEL FOR WORK ON THIS PROJECT AND TO THINK THE REST OF THE DEPARTMENT OF COMMUNITY SERVICES AND MANAGERS. PUBLIC COMMENT. THERE'S A FEW OPEN ITEMS AND I WILL QUICKLY ADDRESS AND THAT CHAD TOWNER WILL COME UP TO GIVE AN OVERVIEW OF THE PROJECT AND FINALLY WILL HAVE DAVID WELCH, AND GIVE STRUCTURE POINTS WITH THE ENGINEERING DEPARTMENT. W IN REGARD TO STORMWATER AND WATER QUALITY AND KIND OF GIVE AN UPDATE ON WITH THAT CURRENTLY STANDS. BRIEFLY AS YOU MAY HAVE ALREADY KNOW FROM YOUR REVIEW OF OUR INFORMATIONAL PACKET AND REACH THE. REPORT THIS PROJECT INCLUDES THE REUSE AND RENOVATION OF THE EXISTING BUILDING ON SITE WITH SOME SITE UPDATES INCLUDING THE ADDITION OF A DRIVE I'LL AND PARKING SPACES ON THE WEST SIDE OF THE EXISTING BUILDING NEAR THE COAST FRONT ENTRANCE. GOING THROUGH RACHEL'S DEPARTMENT REPORT COMMENTS REGARDING LIGHTING STANDARDS WE PROVIDE PHOTOMETRIC SITE LIGHTING PLAN TO THE FILE WHICH WE BELIEVE GETS CLOSE TO MEETING THE REQUIREMENTS LIGHTING STANDARDS AND WILL CONTINUE TO WORK WITH RACHEL TO REDEFINE THE SITE AND THE BUILDING LIGHTING SAWYER IN FULL COMPLIANCE BY THE TIME THE COMMITTEE MEETING. A NEW LIFE ALSO BE ADDED TO THE SITE AND EXISTING LIGHT POLES MAY BE RELATED AND THE ONLY NEW LIGHTS ADDED TO THE BUILDING WILL BE UNDER CANOPY LIGHTS. REGARDING THE DUMPSTER ENCLOSURE DESIGN AND ARCHITECT WILL DESIGN THE ENCLOSURE TO BE ARCHITECTURALLY COMPATIBLE WITH THEEXISTING BUILDING AND WE WILL HAVE AN EXHIBIT SHOWING THIS FOR COMMITTEE MEETING . IN REGARD TO THE BICYCLE RACKS WILL HAVE MORE DETAILS AND AN EXHIBIT FOR STAFF PRIOR TO THE COMMITTEE MEETING AS WELL AND REGARDING THE LANDSCAPING AND TREE INVENTORY STRUCTURE POINTS TEAM SHOULD HAVE UPDATED PLANS NEXT WEEK ON THAT ITEM SO THAT THE IRVING FORSTER CAN SUBMIT HIS REVIEW BEFORE THE COMMITTEE MEETING AS WELL. RACHEL'S LAST WEEK WAS ABOUT SIGNAGE IN REGARD TO THAT OUR INFORMATIONAL PACKET AND THERE WE HAVE SOME EXHIBITS THAT SHOW SOME GENERAL SPACE IDEAS AND LOCATIONS FOR BUSINESS SIGNS HOWEVER WE PLAN TO COME BACK FOR FINAL APPROVALS ON A SIGNAGE AT A LATER DATE AFTER A COMPLETE SIGN PACKAGE HAS BEEN MORE FULLY DEVELOPED. WHEN THAT I WILL RESPECTFULLY REQUEST YOU GIVE THE COMMITTEE FINAL VOTING AUTHORITY FOR THIS PROJECT. I WILL ASK CHAD TO MAKE A SHORT PROJECT OVERVIEW AND SHARE CONQUEROR PARALYSIS NOW VISION FOR THE FUTURE AND STRUCTURE POINTS STORMWATER UPDATES. THANK YOU. >> GOOD EVENING, MY NAME IS CHAD TOWNER MCO FOR CONQUEROR PARALYSIS NOW. I WANT TO SHARE A QUICK STORY AND THEN REALLY A VISUAL OF WHAT WE TEND TO DO WITH THIS. OME OF YOU MAY NOT HEARD OF WHO SAM SCHMIDT IS THERE AN INDYCAR DRIVER 24 YEARS PRACTICING HIT THE WALL AT 200 MILES PER HOUR AND ENDED UP WITH A FRACTURED NECK. SEVERED SPINAL CORD AND IF YOU WERE HERE WITH US IN THIS ROOM WITH US TODAY HE'S IN A CHAIR AND CAN ONLY MOVE HIS HEAD. YET, HE CAN DRIVE A CAR, HE HAS INSPIRED THOUSANDS OF PEOPLE AND CLIENTS OF OURS AND DRIVEN NEURAL RECOVERY CENTER OUT OF VEGAS. HE CREATED HEADQUARTERS LED BY A TEAM OVER IN INDY HAS DEVELOPED THE INTERIM LAS VEGAS FACILITY THAT CARES FOR PEOPLE WHO HAVE HAD SOME KIND OF PARALYZING INJURY. IT'S NOT JUST SPINAL CORD INJURIES, TRAUMATIC BRAIN INJURIES, IT'S A STROKE IS ABOUT 30 OTHER TYPES OF CONDITIONS THAT PEOPLE COME TO US AFTER THE HOSPITALS AND REHAB CENTERS AND INSURANCE COMPANIES KICK THEM TO THE CURB LEAVING THEM ON THEIR OWN TO FIGURE OUT WHAT'S NEXT TO HAPPEN. WHAT'S REALLY HUMBLING FOR ME AS I MEET PEOPLE THAT COME TO US AFTER A PARALYZING INJURY AND THEY GET ABOUT 27 DAYS OF REHAB. AND THEN IT'S UP TO THEM AND THEIR FAMILY TO FIGURE IT OUT [00:10:02] WITH NOWHERE TO TURN. MY BACKGROUND IS RUNNING HOSPITALS AND I KNOW WHERE THINGS STOP AS FAR AS HOSPITALS ARE CONCERNED AND THAT'S WHERE DRIVEN AND COVER PARALYSIS NOW STEPS IN. SO OUR CENTER IN LAS VEGAS WE HAVE GROWN BUT WE SAW GREATER OPPORTUNITY TO ACTUALLY CREATE SOMETHING HERE. SAM AND I WILL BE DRIVING BY THE FIVE SEASONS OFF THE INTERESTING SEEING THIS EMPTY, VACANT CAMPUS FOR HOW MANY 70 YEARS NOW AND WE HAVE THIS INCREDIBLE IDEA OF CREATING THE REHAB CENTER FOR RESEARCH, NEURAL RECOVERY FOR OUR CLIENTS TO COME TO AS A DESTINATION NO JUST INDIANAPOLIS BUT AROUND THE COUNTRY POSSIBLY AROUND THE WORLD . OUR CONNECTIONS WITH THE INDY RACING LEAGUE JUST RECENT CIRCLES THAT SAM STILL TO THIS DAY STILL CONTINUES TO RUN IT. I WANT TO POINT OUT DOCTORS WOULD NOT THINK HE WOULD MAKE IT THROUGH THE WEEK 24 YEARS AGO. 24 YEARS LATER THE MAN IS ABSOLUTELY ONE OF THOSE INSPIRATIONAL PEOPLE EVER MET. WHAT WE WANT TO DO IN THAT FACILITY IS 110,000 SQUARE FEET WE WANT TO RENOVATE IT AND PROVIDE NEURAL RECOVERY SERVICES I IMAGINE MOST OF THE FOLKS IN WHEELCHAIRS AND WINTERS ARE ABLE TO ROLL AND IF THEY HAVE ANY USE OF THEIR ARMS THE EQUIPMENT AND THAT OUR STAFF IS ABLE TO HELP THEM BUILD STRENGTH. ONE THING THAT SAM SAID A NUMBER OF TIMES IN INTERVIEWS IS ONE OF THESE DAYS THERE WILL BE A CURE FOR PARALYSIS. I WANT MY BODY TO BE AS READY AS IT POSSIBLY CAN BE WHEN THAT HAPPENS. AND THE OTHER THING TO CONSIDER IS THERE'S 18,000 NEW SPINAL CORD INJURIES EVERY YEAR. AND WE ALL PROBABLY KNOW SOMEBODY THAT HAS BEEN PARALYZED FROM EITHER A STROKE OR SPINAL CORD INJURY AND THE IMPACT ON THE FAMILY IS HUGE. AND WHAT WE WANT TO BE ABLE TO DO IS NOT ONLY SUPPORT THE CENTER IN THEIR CHAIR BUT ALSO SPOUSES, KIDS. BEING A RESOURCE TO HELP THEM FIND WHAT THEY NEED TO DO FOR WHEELCHAIRS, WHAT THEY DO FOR CONVERSION VANS AND WHAT THEY DID RECOVERY SO THE BODY IS READY WHAT IS POSSIBLE WHEN THERE'S A CURE BUT ALSO TO REGAIN SOME OF WHAT IS BEYOND WHAT THEY HAVE TODAY. IT'S INCREDIBLE WE ARE SO EXCITED ABOUT THIS PROJECT WE CANNOT WAIT TO GET GOING. AND WE ARE HAPPY TO BE HERE SO I TURNED BACK TO -- BUT THANK YOU VERY MUCH FOR THE OPPORTUNITY TO YOU TODAY. >> GOOD EVENING, DAVID WELCH WITHAMERICAN STRUCTURE POINT . A BRIEF SUMMARY OF WHERE OUR DRAINAGE DESIGN AND ANALYSIS STANDS WITH ENGINEERING DEPARTMENT. SO THE EXISTING SITE THE FIVE SEASONS SITE AS A WHOLE THERE IS A FAIRLY ATYPICAL DRAINAGE SCENARIO THAT WHERE OUR BASICALLY WEST HALF OF OUR SITE DRAINS TO A POND THAT'S NOT ON OUR PARCEL. IT DOESN'T CLEARLY NEATLY FIT INTO CARAMELS DRAINAGE ORDINANCES AND SO WE ARE WORKING WITH CARAMELS ENGINEERING DEPARTMENT WITH THE CORRECT WAY TO BASICALLY COME UP WITH AN IMPROVEMENT THAT CURRENTLY EXISTS ON THE SITE. SO WE ARE WORKING THROUGH THEM WITH THAT NOW AND AS WELL AS ANALYZING ALL THE OTHER ASPECTS OF THESITE . I GO TO BASICALLY THERE'S AN OUTLET POINT WHERE THE TWO PONDS THAT ARE EXISTING THEY CONVERGE AND CROSS 96 STREET SO WERE DOING AN ANALYSIS WITH ALL THE CONTRIBUTING FACTORS AND COME UP WITH THE NEW PROPOSED PLAN TO COME UP WITH AN INDUCTION TO THE DRAINAGE IMPACT THAT CURRENTLY EXIST ON THE SITE. THAT IS KIND OF WHERE THINGS CURRENTLY STAND. >> THANK YOU, MARK. WE WILL CONTINUE THE PUBLIC HEARING IS THERE ANYONE FROM THE PUBLIC WHO WISHES TO SPEAK EITHER IN FAVOR OR OPPOSITION TO THIS PETITION? VERY WELL AND THE DEPARTMENT REPORT. >> THANK YOU, REGIONAL HEASLEY WITH THE ZONING DEPARTMENT. THIS SITE IS AN EXISTING SITE THAT WE HAD HEARD THE FORMER FIVE SEASONS FACILITY SO WE REALLY HAPPY THEY HAVE FOUND IT [00:15:02] WANT TO REUSE IT AND REVITALIZE IT. TO GET IT UP TO SPEED FOR THEIR NEEDS THEY DO NEED TO ADD MORE PARKING AND CHANGE THE WAY THAT THE ENTRANCES WORK FOR THE SITE. SO IT'S REALLY VERY MINIMAL CHANGES TO THE BUILDING BUT MOSTLY JUST CHANGES TO THE WEST HALF OF THE SITE FOR HAVING THE PARKING AND DRIVE AISLE.ARK WENT OVER THE ITEMS THAT WERE OUTSTANDING AND I WOULD SAY THEY ARE MINOR JUST NEED MORE DETAILS TO REVIEW AND MAKE SURE WE KNOW ALL THE THINGS THAT WILL BE HAPPENING ON THE SITE OF THE BUILDING. AND THEN THEY ARE STILL WORKING WITH THE ENGINEERING DEPARTMENT ON DRAINAGE AND WATER QUALITY ISSUES SO THEY ARE REVEALING THAT THROUGH PROJECT DOCS AND HOPE TO GET THOSE THINGS FINALIZED HERE SOON. SO WE ARE IN SUPPORT OF THE PROJECT AND DO RECOMMEND THAT THIS KEEP MOVING ON TO THE COMMERCIAL COMMITTEE IN JANUARY SO WE HAVE MORE TIME TO SEE ALL THE DETAILS OF THE PROJECT AND WE ALSO RECOMMEND GETTING AUTHORITY TO THE COMMITTEE, THANK YOU. >> THANK YOU. THAT CONCLUDES THE PUBLIC HEARING. IT'S 6:34 PM. DISCUSSION. FROM MEMBERS OF THE COMMISSION. CHRISTINE. >> FIRST, I WANT TO SAY WELCOME TO THE COMMUNITY THIS LOOKS LIKE A FANTASTIC PROJECT. THIS SITE IS ALSO PRETTY HARD SITE TO DEVELOP. I LOOKED AT IT AND WAS SURPRISED HOW MUCH THE OVERALL SITE HAS DETERIORATED OVER TIME IT HAS BEEN VACANT FOR ALL THESE YEARS. THE WORK YOU HAVE CUT OUT FOR YOU IS A LOT. SO AS I'M HEARING IT ALMOST SOUNDS LIKE IT'S A PUNCH LIST ITEMS OF THINGS THAT NEED TO BE DONE THAT WE NEED TO SEE IT THE COMMERCIAL COMMITTEE. SO IN ADDITION TO ALL THE ITEMS THE DEPARTMENT REPORT SAID IF YOU COULD BRING A LANDSCAPING PLAN ON HOW THE GROUNDS ARE GOING TO LOOK THAT WOULD BE HELPFUL. ALSO, IF THERE'S ANYTHING YOU NEED TO DO TO THEEXTERIOR OF THE BUILDING YOU CAN SEE THE PAINT IS CHIPPING OFF OF IT . THERE'S PROBABLY SOME MATERIAL RENOVATIONS THAT NEED TO BE DONE JUSTLY CAN BRING ALL THOSE REPAIR ITEMS THAT HE PLANNED TO TAKE THE COMMITTEE THAT WOULD BE HELPFUL TO SEE. VERY HAPPY TO SEE YOU ARE TAKING THIS PROJECT ON AT A SITE THAT'S BEEN VACANT FOR SO LONG IT'S GOING TO BE PUT TO GOOD USE SO, THANK YOU FOR THAT. I LOOK FORWARD TO DISCUSSION THE COMMITTEE. >> TAKE TWO. I BEG YOUR PARDON. I JUST WANT TO COMMENT ON THE CAUSE HAVING WORKED IN THE VETERANS SPACE AT THE EXECUTIVE LEVEL FOR MANY YEARS WE HAVE A LOT OF OEF OIF VETERANS WHO IF YOU CAN BE IN THE VA HEALTHCARE SYSTEM YOU HAVE ACCESS TO THINGS THAT NONMILITARY, NONVETERANS HAVE NO ACCESS TO AND EVEN IF YOU ARE A VETERAN AND HAVE ACCESS TO THOSE AND I HAVE SPENT TIME AT WALTER REED JUST SEEN SIMILAR STORIES TO SAM'S OF I DON'T KNOW HOW YOU HAVE SURVIVED BUT WITH AS MANY OF YOU KNOW WITH MODERN WARFARE WE HAVE YOUNG SOLDIERS COMING BACK FROM IRAN, IRAQ WHO SUSTAINED INJURIES THAT IN PREVIOUS WARS THAT WOULD NOT HAVE SURVIVED. SO IT'S A CRITICAL NEED. I AM JUST DELIGHTED THAT YOU ARE TACKLING IT AT MY FOOD FOR THOUGHT FOR DOWN THE ROAD IS ONE OF THE THINGS THAT HAS BEEN VERY BENEFICIAL IN THE VETERANS SPACE IS FISHER'S HOUSE BECAUSE YOU ARE NOT JUST TREATING THE INDIVIDUAL. IF THIS IS GOING TO BE AN EPICENTER FOR THIS KIND OF TREATMENT THERAPY RESEARCH THERE ARE GOING TO BE FAMILY MEMBERS WHO ARE GOING TO BE WANTING TO COME AND STAY AND YOU MIGHT LOOK INTO THE CONCEPT OF CREATING HOUSING FOR FAMILY MEMBERS WHO ARE GOING TO BE COMING AND STAYING FOR WEEKS AT A TIME. SO JUST MY COMMENTS AS I THOUGHT ABOUT WHAT A WONDERFUL PROJECT THIS WILL BE AND HOW IT COULD BE EVEN MORE ENHANCED IF YOU PUT THOSE THINGS ON THE DOWN THE ROAD RADAR. THANK YOU. >> COUNSELOR ROSS. LEX I'M PRETTY FAMILIAR WITH THIS >> MY PARENTS LIVE IN SHERWOOD FOREST NOT TOO FAR IF NOT FROM THE SOUTH. I GREW UP THERE, TOO, BEFORE I CAME TO CARMEL.I THINK IT'S A GREAT USE FOR THE SITE THERE'S [00:20:07] A LOT OF TYPES OF DEVELOPMENT THAT PROBABLY WOULD NOT WORK ON THAT TYPE OF SITE WHICH PROBABLY THEN INTO THE REASON WHY IT SAT VACANT FOR YEARS BECAUSE ONLY THE RIGHT TYPE OF PROJECT COMING ALONG LIKE THIS WOULD REALLY WORK. SO VERY HAPPY TO SEE THAT. I THINK THIS IS A LOW IMPACT PROJECT WITH THE NEIGHBORS NEARBY. I KNOW THERE IS A RESIDENTIAL AREA BUT WERE NOT GOING TO SEE THE SAME TYPE OF TRAFFIC THAT THE PREVIOUS TENANT HAD. I KNOW IT HAS BEEN A NUMBER OF YEARS SINCETHEY HAD BEEN THERE BUT WHEN THEY WERE THERE YOU WILL NOT SEE THE SAME EFFECT OF CARS AND TRAFFIC AND ANYTHING THAT WOULD BOTHER THE NEIGHBORS . I WILL SAY I HAVE NOTICED SOMETHING ABOUT THE AREA AND IS DIFFICULT BECAUSE IT'S RIGHT STRADDLING THE BORDER BETWEEN INDIANAPOLIS AND CARMEL BUT WHENEVER I SEE THERE'S A PROBLEM AREA AND A NEW DEVELOPMENT COMES OUT MAYBE THERE'SWAYS WE CAN ADDRESS IT . WE ARE SEEING HIGH SPEEDS ALONG 96 STREET AND THE AREA UNDER THE REDOING REAL STREET FROM A RANGER LINE ALL THE WAY TO THE SHERWOOD FOREST AREA WITH THE NEW HOMES GOING IN THERE SO THAT SHOULD IMPROVE THAT BUT ANYTHING WE CAN DO TO CALM TRAFFIC ON SOME OF THOSE ROADS AND REALLY ON AT 96TH STREET IS A HIGH PEDESTRIAN USE AREA WITH REALLY INSUFFICIENT PEDESTRIAN INFRASTRUCTURE ALONG THAT AREA. THERE'S A BEAUTIFUL PARKING LOT AND CROSSING BUT A LOT OF THE AREAS ALONG 96TH STREET ALL THE WAY TO COLLEGE AND RANGER LINE IT'S SUFFICIENT SIDEWALKS AND SOME OF THAT IS INDIANAPOLIS BUT ANYTHING WE CAN DO TO MAKE THOSE IMPROVEMENTS ON COMBING TRAFFIC AND IMPROVING SIDEWALKS IN THAT AREA WITH YOUR PROPERTY I KNOW IT'S NOT GOING TO COMPLETELY SOLVE THE ISSUES IN THAT AREA BUT WOULD BE GREATLY APPRECIATED. >> JEFF. >> THANKS. GREAT REVIEWS OF THE PROPERTY. QUESTION I HAVE GOT IT LOOKS LIKE TO ME LIKE THERE IS A NEW WATER TRAIL ON THE OTHER SIDE OF THE ROAD I GUESS WE COULD GET AFFIRMATION OF THAT I GUESS THAT HELPS THE SEWAGE CONCERNS BY ADAM.I GUESS I AM SURPRISED TO HEAR THERE ARE DRAINAGE CHALLENGES THE SITE WAS APPROVED WHENEVER IT WAS LATE 90S OR EARLY 2000 FOR THE FIVE SEASONS AND HOPEFULLY COMPLIED WITH THE STORM WATER REQUIREMENTS THEN AND OTHERS IMPROVEMENTS THAT ARE REQUIRED NOW AND OPENNESS OF THE I'M APPRECIATIVE OF THE ADDITIONAL ACCESSIBLE PARKING. I GUESS ONE THING I SAW WAS THE SUMMARY IN THE STAFF REPORT ON PARKING AMASSUMING IT COMPLIES . THE QUESTION I HAVE GOT WITH THE PARKING ON THE OPPOSITE SIDE OF THE BUILDING ARE WE OVERWORKED IT SEEMS LIKE THERE'S A LOT OF ASPHALT IS A POTENTIAL FOR REMOVAL OF ASPHALT BECAUSE THE PARKING IS NEEDED? THE PARKING IS NOT THE RIGHT SPOT, DOES THAT HELP IMPROVE THE IMPERVIOUS SURFACE AREA CALCULATION, DOES THAT HELP THE DRAINAGE ISSUE AT ALL? MAYBE NOT. SO I SAW ON THE STAFF REPORT THIS TO QUESTIONS ABOUT LIGHTING AND YOU CAN THAT. MORE INFORMATION TO COMMITTEE. THANKS. >> YOU ARE IN THAT UNIQUE POSITION OF WHERE NORMALLY THIS COMMISSION HERE HERE'S A LOT OF PROPOSALS WHERE THERE'S OPPOSITION TO ANYTHING CHANGING WHAT IS THERE. AND HERE THERE WOULD BE EMBRACING OF CHANGING WHAT IS THERE TODAY. BECAUSE SADLY, THE STATE OF THAT PROPERTY WAS NOT GOOD WHILE THE BUSINESS WAS STILL OPERATING AND IS ONLY GOT WORSE SINCE THAT BUILDING, SINCE THE OPERATION HAS LEFT. I AM STILL TRYING TO WRAP MY HEAD AROUND IS ALSO MANY REFERENCES TO ENTERING THE BUILDING FROM THE WEST SIDE SO THE IDEA THAT THERE MIGHT BE A REORIENTATION OF THE BUILDING I AM STILL TRYING TO UNDERSTAND JUST IN TERMS OF TRAFFIC FLOW AND HOW THE WHOLE SITE WILL OPERATE OR CORRECTING ME IF THAT'S NOT GOING TO BE THE PRIMARY ACCESS POINT TO THE BUILDING. IT WOULD BE HELPFUL TO UNDERSTAND WHAT IN COMMITTEE WHAT ELEMENTS OF THIS SITE TODAY WILL BE REMOVED. OBVIOUSLY, WE HEARD THE POOL IS GOING AWAY, THE TENNIS COURTS, JEFF'S, ABOUT SOME OF POTENTIALLY EXCESSIVE PARKING AND UNLESS TO DEBBIE'S POINT TO BE SOME OF THAT PARKING COULD IN THE FUTURE SUPPORT SOME SORT OF A RESIDENTIAL OR HOTEL USE TO SUPPORT THE FAMILIES AND CLIENTS OF A DRIVEN WHILE THEY ARE USING THE FACILITY. THE DRAINAGE QUESTION IS AN INTERESTING ONE BECAUSE THERE [00:25:02] IS THE ONE A LARGE POND TO THE EAST END OF THIS SITE AND THE FACT THAT THE BUILDING ITSELF SAID SO FAR ABOVE STREET LEVEL. EVERYTHING RUNS AWAY FROM THE BUILDING BUT THERE'S STILL THE REST OF THE SITE THAT HAS TO BE ACCOMMODATED AND THERE'S A LOT OF EXCESS LAND ON THE SITE ONCE YOU REMOVE THE TENNIS COURTS, THE POOL AND THOSE KINDS OF THINGS. SO AS YOU KNOW THE EXPECTATION IS THAT ALL DRAINAGE NEEDS HAVE TO BE ADDRESSED ON-SITE UNLESS THERE IS ACCESS TO AN ALTERNATIVE MEANS OF DEALING WITH THAT. I KNOW YOU UNDERSTAND WHAT THE EXPECTATION THERE WILL BE WATCHING THEM CAREFULLY. SO I THINK THE BIG THING IS HELP US RESET AND UNDERSTAND WHAT IS GOING AWAY FROM WHAT WE ARE USED TO SEEING THEIR I'VE BEEN ACCUSTOMED TO SEEING THEIR AS A STARTING POINT. AND THEN GOING FROM THERE TO WHAT WILL BE CHANGED OR ADDED. BUT I AGREE, I THINK THE LOWER INTENSITY USE OF THE SITE IS A SIGNIFICANT POSITIVE FOR THE AREA AND THE DRAW THAT THIS FACILITY WILL PRESENT BOTH NATIONALLY AND INTERNATIONALLY IS A GOOD THING FOR NOT ONLY THE LOCAL COMMUNITY BUT FOR CARMEL AND INDIANAPOLIS, AS WELL. SO I WELCOME THE OPPORTUNITY TO MAKE THIS A FIRST-CLASS, WORLD-CLASS ADDITIONAL AMENITY FROM CARMEL. >> DEBBIE. >> IF I COULD JUST PIGGYBACK ON YOUR COMMENTS BECAUSE YES THAT'S WHAT I WAS ENVISIONING. IF YOU ARE NOT FAMILIAR WITH THE FISHER'S HOUSE THEY DON'T LOOK LIKE HOTELS. THEY HAVE ROOMS WHERE INDIVIDUALS FAMILIES STAY BUT IT'S A COMMUNAL LIVING ROOM, COMMUNAL KITCHEN, I MEAN, IT'S A SUPPORT NETWORK SO THE PEOPLE WHO STAY IN THOSE FACILITIES THEY ARE NOT SET UP LIKE HOTELS. I JUST WANTED TO MAKE THAT DISTINCTION. I JUST WANT, I JUST REALLY THINK I FEEL STRONGLY ABOUT THIS I REALLY THINK THAT WOULD BE A GREAT ADD-ON TO THE PROPERTY DOWN THE ROAD AND I KNOW THIS DOES NOT COME UNDER THE PURVIEW OF THE PLANNING COMMISSION BUT WITH MY FAMILIARITY WITH THE SUBJECT MATTER THE ELIZABETH DOLE FOUNDATION EXISTS TO SUPPORT CAREGIVERS OF PERSONS IN SIMILAR SITUATIONS BUT THOSE ARE FOR MILITARY AND VETERANS CAREGIVERS. AS YOU DEVELOP YOUR PROGRAMMING AND SERVICES WHICH WILL AFFECT YOUR DESIGN, INTERIOR DESIGN, I WOULD ENCOURAGE YOU TO GIVE THOUGHT TO ADDING IN A COMPONENT FOR CAREGIVING. THESE PAGES WILL BE STAYING AT YOUR FACILITY FOREVER AND WHEN THEY DO HAVE TO RETURN HOME IT IS A REAL DIFFICULT CAREGIVING SITUATION AND THERE IS JUST NOT A LOT OF SUPPORT OUT THERE FOR PEOPLE WHO FIND THEMSELVES IN THE ROLE OF HAVING TO DO THAT WHETHER IT'S ASPOUSE , SIBLING, PARENT OR IN MANY INSTANCES CHILDREN WHO ARE TRYING TO DO THIS. SO I WOULD JUST ENCOURAGE YOU TO ADD THAT ELEMENT TO THE OVERALL GRAND PLANS FOR THIS AND THANK YOU AGAIN FOR BRINGING THIS TO THIS AREA. >> PRESIDENT ADAM CAMPAGNA. >> IS THERE A MOTION >> ABSOLUTELY SEND THIS ITEM TO THE COMMERCIAL COMMITTEE WITH THE COMMITTEE HAVING FINAL VOTING AUTHORITY. SECOND. >> THANK YOU BOTH ALL IN FAVOR OF SENDING DOCKET PZ 23 00192 AND DELL GETTING FINAL. TO THE COMMITTEE SAY AYE. >> AYE. >> ALL RIGHT THIS WILL GO TO THE COMMERCIAL COMMITTEE WHICH MEANS NEXT ON JANUARY 2 AND THE CAUCUS ROOMS TO YOUR LEFT. THANK YOU ALL. UNDER OLD BUSINESS WE HAVE [I. Old Business] DOCKET PZ 2023 00138 DPA DLS LEO COTTAGES AND MULTIFAMILY AT THE LEGACY. THE APPLICANT'S EXCITEMENT AND DESIGN FOR APPROVAL FOR THE APARTMENT COMPLEX WITH 350 UNITS MADE UP OF COTTAGE STYLE HOMES AND THREE FOUR-STORY BUILDINGS AS WELL AS THE FUTURE COMMERCIAL PARCEL SITE IS LOCATED ON THE SOUTHWEST CORNER OF 146 STREET AND COMMUNITY [00:30:03] DRIVE IT IS OWNED LEGACY PUD Z5107 AND C679-22 FILED BY JIM AND JOHN OF NELSON AND FRANKENBURG ARE ON BEHALF OF OAKLEY DEVELOPMENT LLC. FOR THE RECORD COMMISSIONER CHRIS ZOCCOLA HAS RECUSED HERSELF AND LEFT THE ROOM WILL BE DELIVERING THIS PETITION. JOHN. >> GOOD EVENING, FOR THE RECORD MY NAME IS JOHN I AM ALIVE USE PROFESSIONAL FOR NELSON AND BERGER AND OAKLEY TOLD ELSIE. JOIN ME AS SCOTT WEATHERS AS WELL AS JIM FROM HER OTHER OFFICE AS THE COMMISSION MAY RECALL THIS MATTERS PRESENTED FOR PUBLIC HEARING IN SEPTEMBER WE ATTENDED THE OCTOBER NOVEMBER AND DECEMBER RESIDENTIAL COMMITTEE MEETING AT THE CONCLUSION OF THE COMMITTEE'S REVIEW THEY VOTED 0-4 TO SEND BACK TO THE PLANNING COMMISSION FOR APPROVAL CONSIDERATION THIS EVENING. THERE ARE TWO CONDITIONS CONTAINED WITHIN THE STAFF REPORT ONE OF WHICH IS FINAL APPROVAL FROM THE TRANSPORTATION COORDINATOR ON A BICYCLE PARKING. WE HAVE PRESENTED A REVISED PLAN FOR PARKING FOR TWO COS AND WAITING FOR APPROVAL AND THEN WE WOULD ASK THE PLANNING COMMISSION TO APPROVE THE DEVELOPMENT PLAN SUBJECT TO FINAL APPROVAL FROM DAVID LITTLEJOHN THE TRANSFER TISSUE COORDINATOR. IN ADDITION TO THAT TYPICAL STAFF HAS ASKED FOR THE ADDITIONAL CONDITION THAT WE COMPLETE ALL THE TASKS WITHIN THE PROJECT DOCS WHICH PUT US IN POSITION WHICH ULTIMATELY TO ADVANCE THE DEVELOPMENT OF THE CONSTRUCTION APPROVAL WITH THAT I WILL CONCLUDE AND REASONABLY REQUEST THE COMMISSION'S APPROVAL THIS EVENING ON THE DEVELOPMENT PLAN AS RECOMMENDED BY THE COMMITTEE UNDER THOSE TWO CONDITIONS. THANK YOU. >> THANK YOU, JOHN. DEPARTMENT REPORT. AS RACHEL KNOCKED HER HEAD. >> IT'S ME. ALL RIGHT, THANK YOU, FOR THE RECORD ALEXIA LOPEZ WITH DEPARTMENT OF COMMUNITY SERVICES. THIS PROJECT HAS MADE SEVERAL CHANGES THROUGHOUT THE COMMITTEE PROCESS AND WILL JUST GO OVER A FEW OF THOSE OR MAYBE NOT IN THE COMMITTEE MEETINGS. BUILDING A WAS AMENDED WITH MORE FEATURES TO ENHANCE THE ARCHITECTURE ON THAT IMPORTANT CORNER THERE. BUILDING B WAS ALSO AMENDED SLIGHTLY FOR THIS SIDE FA?ADE THAT FACING THE STREET TO LOOK MORE LIKE A FRIEND. THE PETITIONER REARRANGED LOCATIONS FOR SOME OF THE UNITS HAVE MORE MASONRY ON THE PUBLIC STREETS. BIKE PARKING WAS ADDED TO THE SITE PLAN. BUILDING BASED LANDSCAPING WAS SHOWN AROUND ALL THE FRONTS OF THE COTTAGES AND AROUND APARTMENT BUILDINGS. THE PETITIONER ALSO WORKED HARD ON A MORE DETAILED LANDSCAPE PLAN SPECIFICALLY AROUND THE BUILDING A TO CREATE MORE OF THE PLAZA INTERACTIVE SPACE THERE.ND THEY AGREED TO ADD SOME ADDITIONAL TWO EXTRA TREES AROUND THE PLAZA ONCE THEY HAVE THAT DESIGN TO PROVIDE SHADING FOR THAT CLOSET AREA. THEY WORKED AND ESTIMATED THE SIGNAGE PLAN SO THEY SIGNIFICANTLY REDUCED THE OVERALL NUMBERS OF SIGNS ON THE SITE AND A CHANGE THE DESIGN FOR SOME OF THE DIRECTIONAL SIGNS AND THE SECONDARY ENTRANCE SIGNS SO SPECIFICALLY FOR THE SECONDARY ENTRANCE SIGNS SO THEY WILL MORE LIKELY MAIN ENTRANCE SIGNS. OTHER THAN THAT WE DID HAVE THE TOO MANY COMMENTS THAT JOHN MENTIONED ONE IS JUST TO FINALIZE THATBY PARKING PLAN WITH THE TRANSPORTATION SYSTEMS ADMINISTRATOR . I BELIEVE THEY HAVE HAD A MEETING AND DISCUSSED SOME OF THE THINGS HE WANTED TO SEE SO NOW HE JUST NEEDS TO CONFIRM THAT THEY ARE MAKING THE CORRECT CHANGES AND SEE IF THERE ARE ANY TWEAKS. IN GENERAL, I THINK THEY HAVE THE NUMBER OF SPACES PROVIDED BUT WAS LOOKING AT WHERE ALL THOSE LOCATIONS WERE AND MAKING SURE ALL THE BIKE RACKS WERE ACCESSIBLE YOU COULD ACTUALLY GET A BIKE IN THEIR AND SOME MINOR DETAILS LIKE THAT. AND THEN FINALLY, THEY NEED TO RESUBMIT ALL THEIR VICE PLANS OF PROJECT DOCS ON OUR ONLINE REVIEWS OFFERS WE CAN SEND OUT TO THE DIFFERENT DEPARTMENTS TO REVIEW. SO WITH THAT THE COMMITTEE DID GIVE A FAVORABLE RECOMMENDATION FROM THE RESIDENTIAL COMMITTEE AND WE WOULD RECOMMEND THAT THE PLANNING COMMISSION VOTES TO APPROVE THIS PROJECT THIS EVENING CONDITIONED UPON FINAL ENGINEERING DEPARTMENT AND TACT APPROVAL PROJECT DOCS. IN THE PARKING PLAN. THANK YOU. >> THANK YOU AND FOR THE RESIDENTIAL COMMITTEE JEFF. >> I WILL TRY TO FILL IN FOR SUE. LEXI COVERED MOST OF IT. [00:35:01] I DID SEE UPDATED COLOR SCHEMES WE TALKED ABOUT SOME OF THE MODIFICATION TO THE SIGNAGE, BY PARKING PLAN. I AM SURE YOUR MEMORY IS BETTER THAN MINE I THOUGHT WE TALKED ABOUT A TREE BUT IT WAS TWO TREES IN THE PLAZA AREA, EVEN BETTER. WE TALKED A LITTLE BIT TOO KIND OF A SEWAGE CONCERN I GUESS THEY HAD HAD AND I MISSED THE MEETING BUT WE TALKED ABOUT THAT SPEED CONTROL OF SOME OF THE INTERNAL STREETS THE WORKING ON SOME SPEED TABLES WHICH I THINK WILL HELP IMPROVE OVERALL SAFETY. AND ALSO TALKED ABOUT HOW THEY HAVE BEEN HARD AT WORK UPDATING AND IMPROVING THEIR BUSINESS BETTER BUSINESS BUREAU RATING THAT WAS DISCUSSED ATONE POINT AND A HANDFUL MEETINGS BACK AND THAT HAS INCREASED . WE TALKED ABOUT PROVIDING DOCUMENTATION TO SUPPORT THAT STATEMENT AND YES THE COMMITTEE DID VOTE TO SEND THIS BACK TO FULL PLANNING COMMISSION WITH THE UNANIMOUS FAVORABLE RECOMMENDATIONS. >> THANK YOU, JEFF. DISCUSSION FROM THE COMMISSION. DEBBIE. >> I WAS THE ONE THAT THOUGHT IT WOULD BE IMPORTANT TO ADDRESS THE BETTER BUREAU RATING FROM WHAT IT WAS REPORTED AT THE ONSET OF THIS PROPOSAL AND IS IN A V? B? SO IS NOT JUST IMPROVED ITS CONSIDERABLY IMPROVED AND I THINK SINCE THIS IS A PUBLIC MEETING FOR THOSE WHO MIGHT BE WATCHING AN INTERESTING AND A SIGNIFICANT IMPROVEMENT IN PART OF IT WAS I DON'T WANT TO PUT WORDS IN PEOPLE'S MOUTHS BUT INTERNAL MISSTEPS. >> THE RIGHT PEOPLE ARE GETTING NOTICE FOR THE COMMENTS AND ADDRESSING THOSE INTERNALLY. >> SO THE INTERNAL ISSUES HAVE BEEN ADDRESSED AND NOW THINGS ARE COMING IN POSITIVELY AS THEY PROBABLY HAD BEEN ALL ALONG BUT THE NOVENA REGISTER AND DULY RECORDED BUT THEY SHOULD HAVE BEEN. I THINK THAT'S SIGNIFICANT BECAUSE THAT WAS REAL CONCERN AT THE BEGINNING OF CONSIDERATION FOR THIS PROJECT. IN MY OTHER COMMENT WOULD BE THAT WE MADE MANY, MANY REQUESTS AND ALL OF THOSE HAVE BEEN MET OVER THE COURSE OF SEVERAL MONTHS CONTINUED REVIEW OF THIS PROJECT. WITH THAT I WOULD MOVE THAT WE APPROVE THE PROJECT SUBJECT TO THE BIKE PARKING REQUIREMENTS BEING MET AND FINAL STAFF DEPARTMENT REQUIREMENTS BEING MET. DID I GET IT? >> I WILL SECOND THAT. P >> SENSING THERE IS NO FURTHER DISCUSSION FROM MEMBERS OF THE COMMISSION WHO ARE NOT PART OF THE COMMITTEE WE HAVE A MOTION ON THE FLOOR TO APPROVE DOCKET PZ 2023 00138 IT HAS BEEN DULY SECOND SO ALL IN FAVOR OF THAT MOTION SAY AYE. >> AYE. >> ANY POST? MOTION CARRIES. PROJECT DPA DLS IS APPROVED. THANK YOU VERY MUCH. AND I SEE NOTHING ELSE ON OUR AGENDA FOR THIS EVENING SO HAPPY HOLIDAYS TO ALL. THIS IS THE LAST MEETING OF THIS YEAR SO SOME OF US HAVE TERMS THAT ARE EXPIRING AT THE END OF THE YEAR. ALL OF US ARE SUBJECT TO REAPPOINTMENT BY OUR APPOINTING AUTHORITIES SO BY OUR NEW APPOINTING AUTHORITIES, EARLY JANUARY SO IF THERE'S ANYONE PRESENT HERE TONIGHT WHO WE WILL NOT SEE AGAIN, THANK YOU VERY MUCH FOR YOUR SERVICE AND WE WISH YOU THE BEST. AND I WISH ALL OF YOU A HAPPY HOLIDAY * This transcript was compiled from uncorrected Closed Captioning.
