IN RELATION TO THIS ALL STARTEDAS PART OF THE DEVELOPMENT OF THE HOME PLACE SUB AREA PLAN AND ALONG THE WAY, WE'VE HAD VARIOUS EVENTS AND GOTTEN IN TOUCH ENGAGEMENT WITH A LOT OF GROUP, INCLUDING THE GREATER HOME PLACE NEIGHBORHOOD ASSOCIATION, VARIOUS RESIDENTS ALONG THE WAY, AND WE ARE ALSO WORKING TO ESTABLISH SOME REALLY GREAT VOLUNTEERS THAT ARE WORKING TO GET 106TH AND COLLEGE BUSINESS DISTRICT ORGANIZATION UP AND RUNNING. SO, IN PARTNERSHIP WITH ALL OF THE ABOVE MENTIONED, THE EVENT THAT WAS HELD AT 106TH AND COLLEGE ON MAY 3, WAS THE CULMINATION OF KIND OF A YEARLONG VISIONING PROCESS. KIND OF CLOSING THE PHASE OF THE PLANNING EFFORT, BUT ALSO KICKING OFF THE PHASE OF MAKING THINGS HAPPEN AND PUTTING THINGS INTO PLACE. SO, THERE WERE SOME HIGHLIGHTS OF THE EVENT. I KNOW SEVERAL OF YOU ATTENDED. FIRST AND FOREMOST WAS THE SCULPTURE DEDICATION. PART OF THE EVENT. ALL POSITIVE FEEDBACK. THE MAYOR SPOKE. I FEEL LIKE MOST OF THE CROWD KIND OF CAME IN FROM NOWHERE ALL AT ONCE, AND WAS REALLY EXCITED TO HEAR THE SCULPTURE DEDICATION. SO, THE CONSULTING PARTNERS CAPTURED THAT CEREMONY ON VIDEO AND WILL SOON BE PROVIDING THAT TO THE GREATER HOME PLACE NEIGHBORHOOD ASSOCIATION AND OTHERS WHO MIGHT WANT TO HAVE A COPY OF THAT VIDEO. I MENTIONED THE PLANNING EFFORT. ANOTHER HIGHLIGHT OF THAT EVENT WAS KIND OF A REVEAL OF WHAT WE'RE CALLING THE THIS IS HOME PLACE, OR THIS IS HOME PLAN. YOU CAN FIND, WE DISPLAYED SEVERAL BOARDS FOR PEOPLE TO MARK COMMENTS AND PUT DOTS ON SOME THINGS THAT THEY LIKED THE IDEAS OF. WE'RE WORKING WITH A CONTRACTOR ALSO TO GET THEM TO MOVE NORTH OF 465 AS WELL, SIMULTANEOUSLY, TRYING TO GET OUT AHEAD OF SOME OF THE WORK PLANNED FOR U.S. 31. SO OUR ORIGINAL TIME FRAME HAS BEEN TO GET THE SOUTHERN PORTION OF COLLEGE COMPLETED AROUND THE FOURTH OF JULY. THERE IS A COUPLE UTILITY THINGS WE RAN INTO, ONCE YOU START DIGGING THINGS UP, YOU FIND SOMETHING ELSE. SO, THE CONSTRUCTION TEAM HAS BEEN WORKING TOGETHER, TRY TO FIGURE OUT WAYS AROUND THAT. SO, WHEN I SAY WIDENING, WHAT THEY WOULD BE DOING IS FILLING IN THE MEDIAN. SO, PART OF THE FINAL DESIGN, U.S. 31, CURRENTLY AS A MEDIAN FROM 416TH STREET, MOST OF THAT MEDIAN WILL BE AN ADDITIONAL LANE. SO THAT WILL GO AWAY. IN ORDER TO DO THAT, THEY NEED TO TAKE THE CENTER PIER IN THE MIDDLE OF THE ROUND ABOUT ON EITHER SIDE OF THE BRIDGE AND CONNECT THEM IN THE MIDDLE. SO, WE DO ANTICIPATE THERE BEING SOME CLOSURES OF 106TH STREET UNDER 31 DURING THAT TIME. THE LAST I HAD SPOKEN TO THE CONSTRUCTION TEAM, THEY ARE TRYING TO FOCUS THAT ON ONE SIDE OF THE ROADWAY. THE MAJOR CONSIDERATION WILL BE AND WHAT WE'RE STILL ANALYZING IS SOME OF THE MAINTENANCE OF TRAFFIC FOR WIDENING THE FLY OVER RAMP, SO THE BIG RAMP THAT TAKES YOU FROM EASTBOUND 465 OVER 465 TO U.S. 31 NORTH, THAT RAMP IS GOING TO BE WIDENED. THEY ARE ALSO GOING TO RECON FIGURE HOW WESTBOUND 465 TO NORTHBOUND 31 COMES TOGETHER. SO WHEN THEY ARE ADDING SOME ADDITIONAL LANE CAPACITY, THEY ARE CONCERNED ABOUT A LOT OF WEAVING OF CARS SO THEY NEED TO SEPARATE SOME OF THOSE MOVEMENTS. SO I SAY THERE'S A LOT OF BRIDGE WORK. THERE'S A LOT OF MAJOR WORK THAT NEEDS TO TAKE PLACE THERE. THERE MAY BE A PERIOD OF TIME NEXT YEAR WHEN SOUTHBOUND MERIDIAN FROM 106TH TO THE EXITS TO 465 IS CLOSED. SO, WE ARE CURRENTLY WORKING WITH THEM TO ANALYZE WHAT THE TRAFFIC RAMIFICATIONS OF THAT ARE. SO THAT'S KIND OF ONE OF THE MAJOR THINGS WE'RE WORKING ON CURRENTLY AS YOU GET AN UNDERSTANDING OF THAT TAKES PLACE, HOW DOES THE TRAFFIC DISPURSE THROUGH OUR NETWORK, BECAUSE THE SIGNED DETOUR ROUTE WILL BE TO GO PROBABLY LIKE STATE ROAD 32 OVER TO MICHIGAN ROAD AND DOWN. SO THE SHORT OF IT IS THAT THE AMOUNT OF REVENUE RAISED, LET ME DIGRESS. THAT STATUTE MEASURED REVENUE FOR THE FIRST THREE YEARS AFTER THE ANNEXATION. THE NEW UNIT OF GOVERNMENT THAT IS ANNEXED FOR ANOTHER YEAR. SO THERE WOULD BE A ONE-YEAR DELAY ANYWAY. BUT IN THIS CASE, THE ASSESSMENT PROCESS HAD CHANGED DURING THE TIME BETWEEN THE ORDINANCE WAS PASSED AND THE TIME THAT COURT ISSUED ITS ORDER. AND SO MARCH EFFECTIVE DATE FOR THE ANNEXATION MEANT THAT THE ASSESSMENT DIDN'T OCCUR UNTIL THE NEXT JANUARY 1. ALMOST A YEAR LATER. AND THEN THE FIRST COLLECTIONS WEREN'T FOR A YEAR AFTER THAT. SO IN THE HANDOUT I JUST GIVEN YOU, YOU'LL SEE IN THE FIRST TWO YEARS, THERE WAS NO REVENUE COLLECTED. THIS MONEY, FOR THREE YEARS, WAS SUPPOSED TO BE SPENT ON THINGS OVER AND ABOVE BASIC SERVICES. I'M NOT SURE WHAT THAT MEANS. THE STATUTE DOESN'T DEFINE IT. IT CAN'T BE THE BASIC SERVICE. SO RATHER THAN SPEND THAT TIME, WHAT I THOUGHT WAS GOING TO HAPPEN IS THAT THIS REPORT WOULD COME TO THIS COMMITTEE AND WE WOULD HAVE HAD THIS MEETING THREE YEARS AGO AND YOU COULD HAVE TOLD ME. I WOULD BELIEVE. BUT WITH JEREMY'S FIGURES, IT'S DEFINITELY. SO WHAT WE'RE TALKING ABOUT IS JUST AN ACT THAT IS NOT GOING TO REALLY PROVE ANYTHING. I DON'T KNOW HOW THEY DO THAT. BUT I KNOW THE POLICE AND FIRE BUDGETS ARE THE LARGEST BUDGETS FOR THE CITY. SO WHEN YOU COMBINE THAT HOURLY RATE FOR -- EVEN IF YOU CUT OUT FIRE. YOU WOULD ADD FIRE, JUST BECAUSE YOU WERE PAYING FOR THEM BEFORE, IT'S STILL BEEN A BASIC SERVICE. I DON'T THINK YOU CAN REMOVE THAT AS ONE THAT YOU CONSIDER, BECAUSE NOW THE CITY TOOK THAT ON INSTEAD OF HOME PLACE. SO JUST KNOWING THOSE TWO BUDGETS ALONE, I WOULD THINK THEY ARE PRETTY HIGH. IT'S NOT EVEN TO THINK. WE'RE LOOKING AT THOSE NUMBERS. IT WOULD ALMOST BE WASTEFUL MONEY IF WE SPENT MONEY TO GO BACK. I MEAN, IT'S ALMOST THEN WASTING MONEY TO GO OVER SOMETHING THAT WE'RE LOOKING AT NUMBERS HERE GOING, MAN, THERE'S NO WAY THIS IS UNDER. THERE WERE -- FROM THE [01:10:10] ENGINEERING SIDE, I'LL RATTLE OFF. FROM THE DRAINAGE SIDE, WE DID SOME SMALL STRUCTURE AND STORM SEWER INVENTORY. SMALL STRUCTURES OR ANYTHING UNDER 20 FEET WIDE, THEY GO UNDER A ROAD. IT COULD BE A 16-FOOT WIDE CULVERT. A 3-FOOT WIDE PIPE. THE MASTER DRAINAGE STUDY THAT WE DID, AND THEN WE HAD SEVERAL CULVERT REPLACEMENTS. MAINLY ON THE DESIGN SIDE. FACTORED INTO THERE, EVEN THOUGH SOME OF THOSE WERE GETTING READY TO CONSTRUCT. AND THEN THERE WERE THE DESIGNS OF THE 106 AND WESTFIELD BOULEVARD ROUND ABOUT. 106TH AND COLLEGE ROUND ABOUT. COLLEGE AVENUE RECONSTRUCTION, LANDSCAPE DESIGN. WE HAD STARTED DESIGNING THE PROJECT THAT IS CURRENTLY UNDER CONSTRUCTION. THE DESIGN FOR THAT ALONE WAS AROUND A MILLION DOLLARS. SO, THE COLLEGE AVENUE RECONSTRUCTION IS UPWARDS OF, I CAN'T REMEMBER WHERE OUR NUMBER LANDED. WE ARE MORE THAN $11, $12 MILLION IN CONSTRUCTION ALONE FOR REBUILDING COLLEGE. AND THEN A COUPLE PROJECTS, SO THAT WAS PARK AVENUE TO PENN ON 106TH AND THEN FROM 96 TO 99TH. SO THOSE WERE THE ENGINEERING SIDE. >> THE BIG PART OF IT WAS THE WATER MAIN. >> THAT WAS THE $6.2 MILLION. >> SOME PEOPLE DON'T WANT CITY WATER. IN TERMS OF SERVING A PART OF CARMEL, HAVING THAT WATER MAIN THERE, I WOULD THINK THEY WOULD BE PRETTY SIGNIFICANT. >> AND THAT ALSO FACTORS INTO OUR FIRE ACCREDITAATION.
